Tourism Arrivals in Cebu

According to NEDA statistics, arrivals in Cebu for foreign tourists totalled 800,000 in 2003. It grew 14.1% in 2004 totalling over 1,000,000 and it grew to over 1,100,000 in 2005 ( 10.4% growth). The reason it did not grow faster in 2005 is purportedly the shortage of hotel rooms. It is expected that there will be a big increase in 2006 due to new hotels coming on line, and also of Cebu’s hosting of the ASEAN Summit.

Cebu got 28.5% of all foreign tourists that came to the Philippines.



Cebu Exports

Here are the figures of Cebu exports: ( as presented by Marlene Rodriguez, regional director of NEDA for region 7.

Exports grew from $3.43 billion in 2003, and was $4.152 billion in 2004 (20.9% growth) and $4.7 billion in 2005 (13.5% growth).

It grew 12.5% for the first quarter of 2006.



Growth in Cebu Investments

Per NEDA figures, Cebu figured prominently in the investment arena, garnering over 17.2 billion pesos of investments in 2005. This is more than 10% of total Philippine investments garnered from foreign investors which totalled over 163 billion pesos.

Moreover , Cebu garnered 98% of all investments in all Central Visayas region.

Sakto ka bai kay lahi mani ug market kay para mani sa mga municipalities nga sakop sa Cebu Province. Although shopping mall ni siya. Lahi gihapon ni ug market compare sa E-Mall. But I am really and very excited about this new project of my gi angkon nga auntie Gwen. This will surely add a sugar and spice to the malling experience in the south.

Base lang sa ako nahibaw-an bai. Dili man ibalhin ang South Bus Terminal kay this mall will be built beside or around the South Bus Terminal. Kadto ganing part bai nga nasunog nga gi take over dayon sa Cebu Province. May be you heard about it in the local news that Gov. Gwen even sent securities to secure the Cebu Province Property who are being occupied by squatters for quite a longtime. And finally, inangkon nakong auntie Gwen will once again CASH on this property.

CEBU FARMER'S MARKET AND SOUTH BUS TERMINAL COMMERCIAL COMPLEX

If I am not mistaken(since I never saw a modern terminal like this). This will be the most modern and beautiful public bus terminal in the country. AGREE?

One Citilink is okey in terms of how organized the jeepneys and v-hires are. But the problem is the cleanliness of the place, no chairs in the passenger waiting area, and the restrooms. But then again i guess these things are common in any terminal. So i hope that the planned South Bus Terminal Commercial Complex will not end up to be just-another-dirty-terminal.

One Citilink is the terminal for south-bound jeepneys and V-Hires. It is located along N. Bacalso Avenue beside the Cebu City Medical Center.

One Citilink Terminal is the terminal for the jeepneys, mini bus and v-hires plying the southern routes of cebu. Starting from Talisay City or Minglanilla to Carcar if I am not mistaken.

Sad to say, this citilink terminal as of now looks messy and disorganized. Its not even a profitable investment for now. I don't know if its a Cebu City Government Project since Mayor Tom was one of the brains behind One Citilink Terminal.

But its halfway if not totally different with The Cebu Farmer's Market and South Bus Terminal Commercial Complex project of the Cebu Province thru Gov. Gwen.

As we know, what Gov. Gwen has done to Ormoc when she was still the City Administrator during the reign of his father in law in the mayor's office of Ormoc. And what she has done so far in the Province of Cebu.

By the way, naa daku nga tarpaulin sa Capitol nga No to Sugbuak! ni Guv Garcia and Vice Guv and also preparations are on the way for PDA. Ato na ang OB van sa ABSCBN.

Slick to hit Cebu 'in 10 to 14 days'

CEBU CITY -- An oceanologist projected that in 10 to 14 days the oil spill in Guimaras Island will reach northern Cebu waters.

Science and Technology Secretary Estrella Alabastro echoed the view of Rex Baleña, who holds a doctorate in oceanology from the University of Hawaii and who visited the site.

Alabastro, in a briefing of the Task Force Guimaras in Malacañang, said scientists have observed that the slick is moving northward and could hit Bantayan Island, if it is not quickly blocked.

Cebu business ‘model’ for RP


Senate President Manuel Villar praised Cebu’s economic performance amid the lingering political crisis in the country.

During the Sun.Star Cebu economic forum at the Waterfront Cebu City Hotel and Casino yesterday, he urged Cebuanos, especially the entrepreneurs, to continue their positive business outlook and serve as a model to other provinces.

“Cebu is an example of how business can progress despite political problems. Your entrepreneurial spirit should be spread throughout the country. You (have proven) that you can do it with or without investors from the outside,” said Villar, keynote speaker of Sun.Star Cebu’s third economic forum.

Earlier, Manila-based businessmen such as Max’s Restaurant president Robert Trota and Philippine Chamber of Commerce and Industry president Donald Dee said Cebu is the model of entrepreneurship in the country.

Challenges

“Cebuano companies are very good examples of Filipino entrepreneurship. The companies here are continually doing business despite political challenges,” Trota, who is also president of the Philippine Franchising Association, said.

In his speech, Villar said he would like to see the government fund more infrastructure projects on tourism and information technology in Cebu.

In a business forum organized by the Mandaue Chamber of Commerce and Industry, Joey Salceda, economic adviser to the President, urged the Regional Development Council to be more aggressive in sourcing out funds to finance infrastructure projects in Cebu, saying the province has the “natural capacity to diffuse funds.”

The forum, dubbed “Empowering Cebu Toward Greater Competitiveness,” was organized to answer the Cebuanos’ concern on how the macroeconomic figures presented by the government have trickled down to Cebu, Sun.Star Publishing Inc. chairman Jesus Garcia, Jr. said.

“We wanted to know how much government is investing in Cebu and how much is Cebu contributing to the national economy,” he said.

Villar said Cebu is one of the four fastest growing economies in the country, with a growth in gross domestic product (GDP) of six percent, which is higher than the country’s four-percent GDP growth.

He encouraged the province to showcase its best during the Association of Southeast Asian Nations summit in December, saying this is the best opportunity for Cebu to show to the world its comparative advantage, such as its exports.

Cebu leads CV


Cebu continues to play an important role in the country’s development, making significant contributions in export, tourism, investments and revenue-generation.

Marlene CA Rodriguez, director of the National Economic and Development Authority (Neda) 7, said the economic growth of Central Visayas, the bulk of which comes from Cebu, is higher compared with that of the country.

But she also admitted that Cebu’s economic growth, which is placed at six percent, may “not yet be strong enough” for it to be felt by its constituents.

It needs to reach double-digit figures for people to feel the impact.

For now, Cebu’s economy is strong in employment generation.

Cebu’s total employment in 2005 reached 2.4 million. The national employment was placed at 32.9 million.

Bulk

Rodriguez discussed Cebu’s contributions to the national economy during the Sun.Star Economic Forum yesterday at Waterfront Cebu City Hotel in Lahug.

Last year, Central Visayas’ gross domestic product (GDP) grew by six percent while the country’s GDP rate was only five percent. The country’s economic growth target of 5.5 percent to 6.1 percent for 2006 is even lower than Region 7’s target of 5.9 percent to 6.4 percent.

Rodriguez said the region’s total domestic production reached P85.9 billion last year, which is around seven percent of the country’s total output.

“While Central Visayas is the fifth biggest contributor to the country’s total domestic production, the bulk of the economic activities in the region, specifically in industry and services, is concentrated in Cebu, notably Metro Cebu,” said Rodriguez.

She said Cebu accounts for 80 percent of all the industrial and services output in the region.

Cebu’s major manufacturing industries include shipbuilding, furniture, fashion accessories, gifts, toys and housewares, electronics and semi-conductors. Its service industries focus on shipping, airlines, commercial centers and business process outsourcing (BPO).

11%

Rodriguez said its export industry is one of Cebu’s economic strengths.

With its export earnings now accounting for 11.4 percent of the country’s total value of exports, Cebu is one of the leading exporters in the Philippines.

Citing data from the Department of Trade and Industry, Rodriguez said Cebu’s exports value for the first quarter this year already breached the $1-billion mark, which is 12.5 percent higher than the export value during the same period last year.

Exports value in Cebu increased from $4.15 billion in 2004 to $4.7 billion in 2005, or 13.5 percent.

The province’s top export products include electronics, industrial goods, furniture, garments, electrical equipment, vehicles, machine parts, processed foods, steel, metal, gifts, toys, housewares and fashion accessories.

Rodriguez said 50 percent of Cebu’s exports come from the economic zones, which also generate employment opportunities.
Cebu’s economic zones employed 78,098 workers in 2005, mostly coming from Mactan Export Zones 1 and 2.

Rodriguez also highlighted the importance of the shipbuilding industry in Balamban to Cebu’s economy.

Investment

As for investments, Cebu continues to be a predominant destination for direct foreign investments.

From 2001 to 2004, Cebu’s value of investment barely reached one percent of the country’s total value of BOI-registered investments.

But this significantly increased to 10.4 percent or P17.2 billion in 2005, mainly because of the power generation project of Kepco-Salcon Power Corp. worth P15.2 billion.

Revenue collections in Cebu are also high, contributing 16 percent of the entire country’s collections.

Cebu’s good performance in exports and investments is also complimented by its tourism growth, with the province now the top tourist destination outside of Luzon.

Citing records from the Department of Tourism, Rodriguez said tourist arrivals in Cebu exceeded one million in 2005, while Davao, Boracay, Batangas and Palawan each barely had 600,000 tourists during the same period.

Foreign tourist arrivals in Cebu had not gone lower than 15 percent, with Japanese and Korean nationals as the top travel markets of the province.

More than 28.5 percent of the foreign tourists in the country visited Cebu in 2005.

For railways, ports, other projects for Cebu 2006-2010

President Arroyo has approved around P60.8 billion worth of infrastructure investments for Cebu for 2006 to 2010, mostly for railways and ports.

Marlene CA Rodriguez, director of the National Economic and Development Authority (Neda) 7, said this amount is 32 percent of the P190-billion total infrastructure budget for Central Philippines.

Rodriguez made these revelations during yester-day’s Sun.Star Economic Forum at the Waterfront Cebu City Hotel in Lahug.

Based on Arroyo’s super-region development strategy, Central Philippines covers the provinces of Palawan, Romblon and Camiguin, Dapitan City, Siargao island, the regions of Bicol, Western Visayas, Eastern Visayas and Central Visayas.

Railways

Citing the Central Philippines Investment Program, which was approved by Arroyo last July 21, a P33-billion budget is allocated for Cebu’s railways, while P18.88 billion is for its ports.

The rest of the budget is distributed for roads and bridges (P6.3 billion), airports (P749 million) and tourism infrastructure ((P1.9 billion).

“I would just like to mention that the investment for railway in Cebu is for the proposed Metro Cebu Mass Transportation System (MCMTS), which was already presented to the Investment Coordination Committee but was returned to the proponent for revision because of its huge investment requirement,” Rodriguez said.

She said the MCMTS involves the construction of a railway system from Talisay City to Consola-cion for the first phase and from Talisay City to Carcar, and Consolacion to Danao City for the second phase.

Ports

Some of the major ongoing projects included in the P61-billion infrastructure budget for Cebu are the construction of the sub-way section of the Cebu South Coastal Road, the completion of the Cebu South Road improvement project, which includes the P785-million improvement and widening of the Talisay Junction-Toledo-Carcar section, and the improvement of the Naga-Toledo road, which covers 34.8 kilometers of existing roads and six bridges.

The construction and improvement of roll-on-roll-off (Roro) ports in Cebu, which fall along the priority routes to complete the nautical highway, and the improvement of roads connecting these Roro ports are also some of the proposed projects covered under the budget for Cebu.

Another project being proposed and included in the budget is the Cebu North Coastal Road project, which involves the construction of approximately 11 kilometers of roads traversing the coastal areas of Mandaue City, and the towns of Consolacion and Liloan.

Rodriguez yesterday emphasized Cebu’s vital role in the promotion of Central Philippines Tourism Center, linking the islands through efficient transportation and communication facilities.

“Central Philippines, of which Cebu is part, is envisioned to be the major tourist center of the country, while the Cyber Corridor, of which Cebu is also a part, will boost telecommunications technology and education,” she said.

unhan na lang nato ang concerned nga tao diri, lol! the gutter pud needs to be improved. i have a pic about the road markers sinjin, i upload lang nako after work (11pm tonight), you can see in the pic na very clear ang road marker before the pedestrian lane, and it started to fade after the pedestrian marker, kay they are starting to retouch the road markings na, wa pa lang gyud sila kaabot beyond the pedestrian marker na makita nato sa pic.

Yup, hindi pa kasi tapus yan. yung part lang before the pedestrian lane ang na fix, may new asphalt overlay at new road markings.

COA lists 2 Cebus among top earners

Cebu City and Province landed in the list of top 10 earners among local government units in the country last year, according to the Commission on Audit (COA).

Cebu City was the sixth highest total net income earner among 117 cities in the country last year, with P511.07 million.

But the City also has the highest amount of liabilities at P5.95 billion, representing loans and payables. Its debts rose from only P3.62 billion in 2003.

Cebu Province, on the other hand, is the highest gross income earner among the 79 provinces, with P1.5 billion.

After Rizal

But it failed to surpass the net income of Rizal Province at P533.2 million. While Cebu Province recorded total expenses of P1.26 billion, Rizal spent less, at only P675.93 million.

Cebu Province made it to the top spot nationwide in gross income, but ranks seventh among provinces in terms of net income, with P247.07 million.

It also has the highest total assets at P6.22 billion and liabilities at P872.4 million.

Completing the top seven highest net income earners among provinces were Batangas (2nd), P341.66 million; Cavite (3rd), P339.36 million; Isabela (4th), P331.71 million; Pangasinan (5th), P297.67 million; and Bulacan (6th), P287 million.

The ranking, reported by the COA, was published as a full-page advertisement yesterday in the Philippine Daily Inquirer.

Manila tops

The list placed Manila as the highest total gross income earner among cities, with P7.4 billion.

The top five highest net income earners were Quezon City, P2.65 billion; Makati, P2.35 billion; Manila, P1.45 billion; Pasig, P1.05 billion; and Caloocan, P514 million.

What helped Cebu City, a highly urbanized city, reach the sixth spot nationwide are its total assets worth P9.95 billion, with the biggest bulk representing the South Road Properties (SRP).

Also, it has total expenses of P1.62 billion.

The balance sheet showed that Cebu City had the most loans among the 117 cities. COA listed its total liabilities at P5.95 billion.

SRP factor

Although the report did not state the nature of the liabilities, the COA 7, in its annual audit report on the City’s expenditures for 2005, showed that the City’s liabilities already include the loan package from the Japan Bank for International Cooperation (JBIC) for the SRP.

Cebu City got a 12.315-billion yen loan from JBIC in 1996.

Other cities with huge liabilities include Manila, P4.38 billion; Quezon, P4.14 billion; Makati, P3.8 billion; Caloocan, P2.5 billion; Iligan City, P2 billion; Puerto Princesa, P1.2 billion; Davao City, P1.197 billion; Cagayan de Oro City, P1.2 billion; and Taguig, P1.1 billion.

In 2003, Cebu City topped the ranking of highest net income earners because COA did not include the 13 cities in the National Capital Region, which are mostly classified as special, not highly urbanized, cities.

Returns

Mayor Tomas Osmeña had said that the report will motivate the City to increase taxes and impose the long overdue revised market values of the real properties.

Some city officials, including SRP project manager Nigel Paul Villarete, are confident that once the City is able to sell the 240 hectares of the SRP to investors and settle its debts, it will post a huge income in the next 10 years.

He earlier said the City’s fiscal status is not based on the level of its debt but on its ability to pay and the returns that it gets out of that debt.

Hello guys! Congratulations on the new thread. I have no doubt at all that the CICC will be finished before the summit in December because there is so damn much at stake. I'm sure the Cebuano pride will not settle for anything less than total success on this one very important event.
I imagine that lots of panoramic and aerial views of the CICC will be beamed around the world, especially to the participating countries.
By the way, have they come up with anything to camouflage the unfinished building next door? It was my understanding, from reading the previous threads, that the building was sold. Correct me if I'm wrong, but wasn't it part of the stipulation to the sale (even undercutting a previous deal) was for the new owner to prioritize work on the facade of the building to make it presentable before the Summit. So, anything happening? Thank you all for keeping me well posted!

Rodriguez made these revelations during yester-day’s Sun.Star Economic Forum at the Waterfront Cebu City Hotel in Lahug.

Based on Arroyo’s super-region development strategy, Central Philippines covers the provinces of Palawan, Romblon and Camiguin, Dapitan City, Siargao island, the regions of Bicol, Western Visayas, Eastern Visayas and Central Visayas.

Railways

Citing the Central Philippines Investment Program, which was approved by Arroyo last July 21, a P33-billion budget is allocated for Cebu’s railways, while P18.88 billion is for its ports.

The rest of the budget is distributed for roads and bridges (P6.3 billion), airports (P749 million) and tourism infrastructure ((P1.9 billion).

“I would just like to mention that the investment for railway in Cebu is for the proposed Metro Cebu Mass Transportation System (MCMTS), which was already presented to the Investment Coordination Committee but was returned to the proponent for revision because of its huge investment requirement,” Rodriguez said.

She said the MCMTS involves the construction of a railway system from Talisay City to Consola-cion for the first phase and from Talisay City to Carcar, and Consolacion to Danao City for the second phase.

Ports

Some of the major ongoing projects included in the P61-billion infrastructure budget for Cebu are the construction of the sub-way section of the Cebu South Coastal Road, the completion of the Cebu South Road improvement project, which includes the P785-million improvement and widening of the Talisay Junction-Toledo-Carcar section, and the improvement of the Naga-Toledo road, which covers 34.8 kilometers of existing roads and six bridges.

The construction and improvement of roll-on-roll-off (Roro) ports in Cebu, which fall along the priority routes to complete the nautical highway, and the improvement of roads connecting these Roro ports are also some of the proposed projects covered under the budget for Cebu.

Another project being proposed and included in the budget is the Cebu North Coastal Road project, which involves the construction of approximately 11 kilometers of roads traversing the coastal areas of Mandaue City, and the towns of Consolacion and Liloan.

Rodriguez yesterday emphasized Cebu’s vital role in the promotion of Central Philippines Tourism Center, linking the islands through efficient transportation and communication facilities.

“Central Philippines, of which Cebu is part, is envisioned to be the major tourist center of the country, while the Cyber Corridor, of which Cebu is also a part, will boost telecommunications technology and education,” she said.

Mayor Thadeo Ouano said Mandaue City was ready to be a "mousetrap" for international and local conventions and events.

He said the Cebu International Convention Center (CICC) would push Mandaue City's claim as a preferred venue for "meetings, investments, conferences and exhibitions (MICE)."

"As I reach the mandatory term limit...we have reached a conclusion that we are ready to play the role of a mousetrap," Ouano said, during his speech during the formal opening of the Mandaue Business Month at the City Sports Club Cebu in Cebu City.

The CICC is being rushed for completion by the Cebu provincial government for the Association of Southeast Asian Nations (ASEAN) Summit in December.

Ouano told businessmen that Mandaue City is growing at a faster rate compared to its neighbors Cebu and Lapu-Lapu cities.

He cited a report of the Central Visayas Regional Development Council (RDC), which stated that Mandaue City's economy grew by 34.63 percent in 2005.

Cebu City only had an 18.26-percent growth rate, while Lapu-Lapu had three percent.

Ouano promised to reduce red tape at City Hall while reducing the cost of doing business in Mandaue City by letting barangays approve permits.

He also plans to put barangays connected to the internet.

The mayor also said that the city would look better after he secured P70 million from the public works department to put up lights in city streets for the ASEAN Summit.

CPVDC speeds up IT park projects on growth of BPOs

The continued growth of the business process outsourcing and call center industry has prompted Cebu Holdings Inc.-subsidiary Cebu Property ventures and Development Corp. (CPVDC) to fast-track new developments at the Asiatown IT (information technology) Park in Cebu City.

Cebu Holdings Inc. (CHI) chief operating officer Francis Monera said about 18 hectares of the 24-hectare Asiatown IT Park is ready for building construction.

Seven parcels of land, with sizes ranging from 800 square meters to 1,000 square meters, are already reserved by interested locators, he said.

Asiatown IT Park's commercial component, formerly "The Village," is also scheduled to open next month.

The area, which is still unnamed, will house establishments that would operate during the work hours of Asiatown employees, CHI president Rene Almendras said.

Establishments expected to open in the area include coffee shops, restaurants, resto-bars and retail stores "that are willing to operate at night or early morning when Asiatown is alive."

Testament

The growth of Asiatown mirrors the blooming business process outsourcing (BPO) and call center industry.

"The growth (increase in revenue) of Asiatown for the first quarter of the year is 10 times that of the previous year. This is a testament of how IT is moving in Cebu," Monera said in an interview.

The growth of the industry also has the Arroyo administration pursuing the country's bid to become a dominant player in the global BPO and calll center industry through activities, such as a national summit on competetiveness on Sept. 28 and 29.

The summit would seek to advance the national development of the BPO sector that has grown with a few hundred employees in 2000 to an industry that now employs over 200,000 Filipinos all over the country, according to a statement.

Roadmap

Trade and industry Secretary Peter Favila and former ambassador Caesar Bautista, have been assigned by president Arroyo to lead the public and private task force tasked to prepare a roadmap for the country's BPO sector. The roadmap will be presented at the summit.

The roadmap was the product of a strategic planning session attended by companies in the BPO sector operating in the Philippines and other countries, such as IntelliRisk Management Corp. (IRMC), Li & Fung, Oracle, Intel and UPS, among others.

During the planning, Vikas Kapoor, president and chief executive officer of US firm IRMC, said an analysis of his firm's call center operations in the Philippines, India, Canada, and the US shows that the Philippines has a considerable lead in the important areas of labor cost, customer satisfaction with the call center services, and retention of staff.

He said this is the major reason the company established a new call center facility, which will initially generate 600 new jobs, at the Clark Special Economic Zone.

I hope this is true! Coz I just passed by this morning after my shift and I havent seen any construction or activities within The Village.

By the way, the ground floor of Skyrise IT Building is being filled by establishments. Sa karon, 3 na ang nagopen - Mocha Blends, El loco, and BrownCup. then ang ubang spaces kay underconstruction.

until 4am lang sila. ang el pueblo sometimes mu open til 7AM pero only during pay-days. regular weekends kay sayo sila close. pero there's a bar still in ortigas that operates from afternoon til 11AM, mga taga call center lang jud ila customers hehe. but my impression with "the village" is that gi open siya with several shops nga ang operating hours kay pang grave-yard shift so, it's really something new. even in eastwood city, seven-eleven ra ang open 24 hours then ang mall kay 12 noon pa mu open.

cebu's development is mind-boggling, its like a second wave of ceboom going on right now. its true that cebu is promising nowadays, but i think politics has to do something with whats going on in cebu right now. gloria and durano i know will ring a bell. gloria pouring infrastructure developments and durano doing the promotions. good mix for cebu. so there you go, i hope cebu can sustain these developments without the two popular figures, i dont know what will happen to cebu when their reign ends.

I agree rage...pero i guess right now the CHI is defining one of their main target markets...in this case, one of their targets are those working in the BPOs such as contact centers.

Within Asiatown, the two prominent callcenters are PeopleSupport and Etelecare. In addition, no one can deny the fact that these peeps working with BPOs got higher purchasing powers.

Personally, Penshoppe is my favorite. Not only are their designs very innovative but also very hip. And they're not very expensive. While Marks & Spencer have polo-shirts that are P1,700, you can buy cheaper ones here at Penshoppe for P1,000. Furthermore, their designs are the best.

I was watching Singapore-based Channel News Asia a while ago and they had a report about ASEAN and the upcoming Cebu Summit, although they didn't show any picture of Cebu. It said something like

".... the 12th ASEAN Summit to be held in the Philippine resort city of Cebu. It will also host Asia’s top security gathering, the Asean Regional Forum, in July 2007 that will include the US secretary of state and the foreign ministers of China, Japan, India and Russia...."

In my own understanding of that statement, Cebu will also host next year's Asean Regional Forum. :dunno:

P200M more for CICC okayed

The Cebu Provincial Board (PB) yesterday passed the Capitol’s supplemental budget of more than P259 million without any cuts.

Of the P259.83 million, about P200 million will be for the Cebu International Convention Center (CICC).

The rest will cover the Capitol employees’ collective negotiation agreement bonus and the operation of the district hospitals.

Eleven board members were present but opposition PB Members Luigi Quisumbing, Estrella Yapha and Victoria Corominas skipped the special session.

PB Member Agnes Magpale was on an out-of-town trip.

Member Victor Maambong, head of the committee on budget and appropriations, presented Gov. Gwendolyn Garcia’s proposal.

Except for very few questions, the budget was passed uncut.

Garcia had said the Capitol will work within the P250 million budget for the CICC but because of the increasing prices of structural steel, the budget had to be increased.

To date, the CICC will now cost the Province some P450 million. It will be used for the Association of Southeast Asian Nations (Asean) Summit in December.

“The summit is an international convention activity, which is of worldwide significance. It is therefore necessary and fitting that support structures and facilities suitable and appropriate to international standards be made available,” stated a resolution from the Provincial Development Council.

As of now, the CICC is already more than 70 percent complete. The Capitol is rushing to finish the facility.

Despite doubts, CICC architect Manuel Guanzon, however, assured that the facility will be finished on time, a pledge he is willing to bet P500,000 on.

Mandaue City joins signature drive v. 3 provinces

The Mandaue City Government is literally displaying its stand against the breaking of Cebu into four smaller provinces.

A banner opposing the bills to create three new provinces is placed above the electronic time recorders at the ground floor of Mandaue City Hall, where employees log in and out. The banner bears the photos of Gov. Gwendolyn Garcia and Vice Gov. Greg Sanchez.

Women crowded the second floor corridor yesterday morning as they lined up to sign a petition against the bills.

The campaign for at least two million signatures is ongoing, with the hope that these will guide the House committee on local government in reviewing the bills.

But Rep. Emilion Macias, committee chairman, has said that the bills to create Cebu del Norte, Cebu del Sur and Cebu Occidental are already out of his hands.

These were already submitted to the House committee on rules, he said in a radio report.

Mandaue City’s petition states they are “vehemently against” creating three more provinces in Cebu. “We will not let power-hungry politicians make fun of Cebu,” it stated.

Attached to the petition were sheets of paper where people signed.

Councilor Wenceslao Gakit said this is part of the City’s multi-sectoral signature campaign.

The campaign includes government employees, tricycle drivers, public market vendors, urban poor groups, senior citizens, the Mandaue City College, public high schools and the barangays.

The Capitol is also coming up with advertising materials for national television, radio and print on the issue.

Garcia hopes the ads will send a message to the congressmen that Cebuanos do not want the province divided.

Oil traces reach Bantayan Island
Patches of oil found in reef off Madridejos

THE worst fear of Bantayan Island officials may have just come true.

Fishermen have found oil slick patches in the municipal waters of Madridejos in northern Cebu. The oil traces are believed to be part of the bunker fuel oozing out of the sunken tanker which went down off the coast of Guimaras on Aug. 11.

Some oil patches were the size of a kitchen basin. The color was described as black as asphalt.

But what alarmed Madridejos Mayor Lety Mancio was the discovery of oil traces in seawater samples taken by Bantay Dagat personnel just 300 meters from the shoreline.

Mancio said she believed the residue could be part of the massive oil spill in Guimaras.

Although the visible patches of oily water were not enough to affect the island's rich marine resources, the mayor alerted Angel Gaviola, executive officer of the Regional Disaster Coordinating Council (RDCC).

Madridejos is one of the three towns comprising Bantayan Island, a growing tourist destination with its white-sand beaches, rich history, marine sanctuary and a thriving fishing industry.

The Philippine Coast Guard in Western Visayas, however, was skeptical that the massive oil spill from the sunken MT Solar 1 would go beyond the Guimaras Strait.

Capt. Luis Tuazon, commander of the Coast Guard Western Visayas, said in an interview over radio dyLA that the oil spill that reached the Iloilo area was not even big enough to pose a threat to the environment.

Tuazon said the Coast Guard had positioned three tugboats in different sites to block the spread of the oil slicks. They also sprayed oil dispersant on the water.

The MT Solar sank about 30 km southwest of Guimaras on Aug. 11 due to bad weather while it was transporting two million liters of bunker fuel from Petron's refinery in Bataan to Zamboanga del Sur.

So far, one-tenth of the volume or some 200,000 liters has been released to the sea, causing one of the biggest oil spills in the country. Aside from Guimaras, the oil slick has affected some towns in Negros Occidental and Iloilo.

Mayor Mancio said fishermen found big and small oily black patches in the waters off Capayas Reef, which is about 3 to 4 km from the shoreline of barangay Bunakan in Madridejos.

They went back to the shore about 11:30 a.m. and reported what they saw to Madridejos officials, including Mancio.

“Suwaw kuno kaayo ang dagat sa Capayas Reef. Nakit-an gyud nila ang itom nga pat-ak pat-ak, ang gidak-on naay lagpad murag planggana, naay gagmay, itom ang color mura konog aspalto, (The seas off Capayas Reef were glaring. They could see the black patches. The largest was as big as a basin. There were small ones too. The color was black and it looked like asphalt),” Mancio said yesterday.

The mayor immediately sent out a team from Bantay Dagat but they did not find anything due to the strong waves in the afternoon. What they brought back further alarmed the mayor: samples of oily seawater taken about 300 meters from the shoreline.

“Nagdala man sila og samples sa dagat. Mosinaw gyud ang imong kamot kay oily na gyud ang dagat,” Mancio said.

Mancio said the oily patches could have been washed away by the strong waves from Guimaras aided by the southwest monsoon wind.

She said she was praying for the sake of her constituents that the situation would not worsen.

Subway drilling begins

TWO major streets in Cebu City will be closed today to give way to a subway construction and a bunch of celebrity hopefuls.

A portion of S. Osmeña Avenue near Plaza Independencia will be closed the whole day for the test piling for the 1.2-kilometer subway portion of the Cebu South Coastal Road.

Osmeña Boulevard right in front of the Provincial Capitol until the corner of Cebu Doctors University Hospital would also be closed for a television show.

Metro Cebu Development Project 3 manager Nilo Pamaylaon said the pile drive tests will check the quality of the soil beneath the surface.

The P1.16-billion project is set to be completed in 2009.

Lapu CH taps P31M loan for Asean fete

The approval of the P31-million supplemental budget of Lapu-Lapu City to fund Asean Summit preparations triggered a lengthy discussion at the City Council last Wednesday.

One councilor found the use of the supplemental budget for the summit a violation of a loan agreement.

The supplemental budget will be funded through a loan from Land Bank of the Philippines, said Councilor Eugene Espedido.

Assistant City Attorney Michael Dignos, who represents the mayor during the session, said the city’s Internal Revenue Allotment (IRA) will pay for the loan.

Lapu-Lapu, along with Cebu Province, the cities of Mandaue and Cebu and Cordova, is hosting the December gathering of the 10 Asean heads of state and their dialogue partners and other officials.

Last Aug. 14, Mayor Arturo Radaza requested the City Council to pass the supplemental budget, which was referred to Councilor Damian Gomez’s committee on finance for a week-long study.

Gomez last Wednesday endorsed the mayor’s request to the council, as he moved for the approval of the P3,019,859-supplemental budget.

But Espedido said funding the Asean summit was not mentioned in the loan agreement.

Eventually, presiding officer Mario Amores called for the division of the house and the administration councilors prevailed, with seven votes for the approval of the supplemental budget, as against the votes of Espedido and Councilor Ramon Patalinjug.

Espedido, during the discussion, stressed that he is not against any development project initiated by the City, but violating the loan agreement will expose the City to serious default and penalties.

Section 2 of the loan agreement states, “to finance various infrastructure projects of the LGU included in the approved annual investment plan (AIP).”

Espedido said preparations for Asean Summit were not included in the projects listed under their approved AIP.

The loan agreement, executed last July 25, was signed by the mayor on behalf of the City Government and Elsie Tagupa on behalf of the bank.

Gomez explained that the LBP has already approved the loan. Radaza just asked the council to pass this supplemental budget to specify where the funds will be used.

“Next week is already September,” said Gomez, “and we barely have three months to prepare for the summit.”

He said they will pass an ordinance to include the preparation for the summit in the supplemental budget.

“But the loan agreement is final, now we are changing it,” said Espedido.

In reply, Gomez said, “There are no changes because there are no projects stipulated in the loan agreement.”

Part of the P31-million supplemental budget will be used for maintenance and other operating expenses, specifically for the repair of the bulldozer.

He said repair and improvement of some roads will also be funded by the supplemental budget.

BIGfoot Entertainment aims to make the Philippines, specifically Mactan island, Cebu, the desired destination for aspiring filmmakers from across the globe with an ultra-modern film production facility and film school.

International Academy of Film and Television (IAFT) was built at a cost of $10 million. It offers courses on cinematography, editing, directing, screenwriting, producing, filmmaking, sound design, among others, under mentors that include international filmmakers.

The One-Year Immersion Program, which consists of five nine-week terms, combines a comprehensive teaching curriculum with theory and hands-on applications for $5,000. The academy will graduate its first batch of 10 students in January.

“The teachers are from around the world, including Hong Kong, Australia and Los Angeles,” said Kacy Andrews, chief executive of Bigfoot Entertainment.

She said the company’s dream is for the academy’s student populations to be comprised of 50 percent Filipinos and 50 percent foreigners.

Five thousand dollars may seem like a lot of money to the average Filipino but it is actually a bargain compared to the $30,000 cost of taking a three-month course in US. The academy’s 19,000-sqm beachside campus offers more than just a learning experience for would-be filmmakers but a unique internship program with its institutional partners, Fashion TV and Bigfoot Entertainment.

International Academy of Film and Television is the result of the bold vision of entrepreneur Michael Gleissner, who is an underwater photographer and music video director.

Gleissner was a vice president of Amazon.com, which acquired one of his companies in 1998. After this stint, he started a New York-based hedge fund and made headlines when the dot-com bubble burst by taking major stakes in devalued but viable dot-com assets when the market bottomed and translated these investments to big profits.

In 2000, Gleissner acquired Bigfoot.com and turned it into an Asia-based conglomerate with interests in communications, business process outsourcing, education and real estate. Bigfoot Entertainment was added to the group. Aside from the academy, Bigfoot Group also owns a film fund that produces feature films and television programs. The company also acquired the Fashion TV in Singapore and the Philippines.

Andrews said the company chose Cebu as the site of the film school because of the resort atmosphere.

“We want the academy to be more attractive to foreign students. We want a relaxed and more stress-free ambiance for the students,” she said.

International Academy of Film and Television also recently launched financial assistance for qualified foreign and Filipino filmmakers.

The available scholarships are CineLikha Young Filmmaker Scholarship for Filipinos; IAFT Lumiere Fellowship; Emergent Artists Award; work study program; Future Filmmakers Scholarship; Innovative Art Award; IAFT Ambassador Scholarship and Young Filmmakers Fund.

Andrews said Bigfoot Entertainment is also looking for screenplays and films for purchase.

“The scripts and films will have to be in English because we will market them abroad,” she said.

The academy’s acting dean Douglas Hersch said Bigfoot believes in the talents and abilities of Filipino filmmakers, hence the company’s choice to set up operations here.

“IAFT’s scholarship programs represent a lasting investment in creative capital, both for the region and for the future of cinema worldwide,” he said.

Underpass instead of flyover near Carmelite convent

THERE will be no massive flyover built in Juan Luna Avenue, barangay Mabolo.

Instead, President Gloria Macapagal Arroyo approved a suggestion of the Department of Public Works and Highways to build an underpass that will run parallel to the road.

It will extend from the San Carlos seminary to the Shell station near the Carmelite monastery.

This was agreed yesterday in a meeting when Arroyo visited the monastery where she attended Mass. The DPWH cancelled the flyover project amid opposition from residents and businessmen in the area.

Public Works Secretary Hermogenes Ebdane presented the plan for an underpass to the President in the presence of Rep. Raul Del Mar (Cebu City north district), and the Carmelite nuns.

On the way to the monastery, Del Mar briefed the President about the project and the objections of several Mabolo residents, businessmen and the nuns.

The Carmelite nuns had objected to the flyover project because their privacy would be jeopardized and the entrance to the Carmel church would be partially blocked.

Del Mar said the nuns did not object to the underpass project.

“That’s the most acceptable project without so much expense. That is the best that can be done to address their concerns,” del Mar said.

After the President met with the nuns, she met with owners of adjoining establishments who were waiting in a separate room.

The local businessmen aired their concern that a flyover would depress the value of their properties.

The P80-million flyover project will be replaced with an underpass that will cost about P97 million.

Del Mar said the underpass project is more practical than constructing a flyover at the junction of F. Cabahug and Cardinal Rosales streets.

He said the proposal will cost an additional P53 million because F. Cabahug street is a narrow road and the government would have to pay for road-right-of-way.

Del Mar said the total budget for the new project will come from the allocation of the regular infrastructure for DPWH.

To avoid having the fund reverting to the national treasury, DPWH will conduct bidding before the end of the year. Construction will start in February 2007 after the Sinulog and the ASEAN Summit.

American group plans to build state-of-the art hospital at SRP

Negotiations are ongoing between the City of Cebu and an American firm for the establishment of a P700 million state-of-the-art hospital at the South Reclamation Properties.

Dr. Philip Chua, the Chairman of Cardiovascular Surgery at Cebu Doctor's University Hospital told The Freeman that the Cardiovascular Hospitals of America (CHA) based in Wichita, Kansas plans to build the American Medical Center in Cebu City, its first branch in Asia, by next year.

Chua, a Filipino-American cardio-surgeon from Indiana and Las Vegas, is also the Vice President of CHA for Far East Operations.

Chua said the Philippines was primarily chosen as the pilot area as it has an edge over other Asian countries because of its natural resources as the availability of manpower.

"Particularly the knowledge and grasp of the English language, the Philippines can do it better than those Asian countries whose medical tourism is now rapidly evolving a multi-billion dollar industry, like Malaysia, Thailand and India," Chua said.

The planned American Medical Center-Cebu will apply for accreditation with the Joint Commission International, US Blue Cross/Blue Shield and US Medicare.

When it comes to fruition, Chua said that with the enabling environment and assistance provided by Cebu City Mayor Tomas Osmeña and the national government, this industry would bring hundreds of thousand new jobs and billions of pesos to boost the sagging economy of the country.

Chua said that Filipinos abroad are most eager to visit the Philippines often or even to retire but due to lack of health and hospitalization insurance coverage, they are reluctant to do so.

The AMC-Cebu would change all this and will allow Filipinos overseas fulfill their dream of retiring in their native land.

Investors of this medical tourism center, besides the CHA in Kansas, are all physicians and businessmen in Cebu, Manila and other major cities south of Manila.

It will be built based on American standards and managed as a world class center with licensed surgeons in the United States among the many surgical specialists on its staff.

Chua said it is going to be a win-win situation for the American investors, Filipino physicians, Cebu and the Filipino people as a whole.

The doctor also assured that although the hospital will cater mainly to balikabayans and patients from other countries, Filipinos can also seek treatment and medical care in the facility.

The CHA owns four hospitals in the United States. -

Aglipay to push Cebu as RP's 'retirement haven'

Former Philippine National Police (PNP) chief and now Philippine Retirement Authority chairman Edgardo Aglipay plans to make Cebu as the "retirement haven" of the country.

Aglipay made this announcement last Saturday during the Siloy Festival in Alcoy.

Alcoy if the first town that sent him a project proposal shortly after President Gloria Macapagal-Arroyo declared the retirement industry as her administration's flagship program to buttress the government's bid for the Philippines to become the homestead of retirees all over the world.

Alcoy town mayor Antonio Plando invited Aglipay as guest speaker in last Saturday's fiesta celebration.

Impressed by how Cebu has greatly developed through the years, Aglipay has announced he wanted Cebu to be developed "as a retirement haven/ province."

He said Cebu does not only have pristine beaches and vast greenery, its cheerful and courteous people will entice retirees to settle here and that by word of mouth more and more elderly will come over.

Since a census in the US projected a one billion population of aging people from developed countries by 2015, Aglipay said they are targeting that at least one for every 1,000 of the aging population would settle here in the Philippines.

Aglipay is fostering a different concept of developing the country's retirement industry. That is by working on the idea of retirees coming over here and living in the very home of the doctors, nurses or caregivers that will be looking after them instead of the traditional practice where members of the medical profession work abroad to take care of the elderly.

Specifically, the retirement package for the aging population from other countries encompasses provision of retirement villages including health care service.

Aside from putting an end to the "brain drain," Aglipay said this convenient setup for our caregivers and medical practitioners will earn them $3,500 a month without having to leave their family and country. -

The Tower Palace will no longer be a single 20-storey building but a twin building at 20-storeys each.

The twin building was actually the original proposal but they scrapped it due to some uncertainties perhaps but right now they've seen a very positive market so they are reviving the original plan..

Post sad unta nko ang update sa TOWER PALACE THE 2 TOWERS. Yes mga pre you read it right. Tower palace is not just a single 20 storey tower. It's a twin tower already. Here's the story. In the original plan, its 2 or twin towers standing at 20 storey each. But it was scrap because they are still going to see the result of their investment with the tower 1. Now, since the very hype, positive market influx and lots of inquiries. The company decided to build the 2nd tower by the time tower 1 will be finish. You can notice it because they really fenced the whole block now including the lot that was owned by the Palacio family where the flower stands use to locate the area.

Good news from Hans Boy

The Tower Palace will no longer be a single 20-storey building but a twin building at 20-storeys each.

The twin building was actually the original proposal but they scrapped it due to some uncertainties perhaps but right now they've seen a very positive market so they are reviving the original plan..

Oh yeah. Love talaga ng Koreans ang Cebu. :rock: This will definitely change the CBP Landscape. :rock:

and so is the progress on the construction of the CICC, passed by the site last weekend and im among those who are very optimistic that we'd have a very grand, brand-new convention center by november, one of my friends even commented: "nindot na kaayo kung mahuman ang CICC ug ang Megadome sa SRP kay daghan na nya mga major events ug concerts dinhi sa CEbu, di na lang pirmi sa Araneta..."

btw, my aunt's bestfriend was once romantically linked to mr. dakay...

cebu's development is mind-boggling, its like a second wave of ceboom going on right now. its true that cebu is promising nowadays, but i think politics has to do something with whats going on in cebu right now. gloria and durano i know will ring a bell. gloria pouring infrastructure developments and durano doing the promotions. good mix for cebu. so there you go, i hope cebu can sustain these developments without the two popular figures, i dont know what will happen to cebu when their reign ends.

.......all because the lady loves cebu!



and it's mind-boggling too why some people can't just be happy with what's going on in Cebu. These developments Cebu is enjoying right now have long been overdue. If not for those effing politicians up north, Cebu would have been at par with Bali or Phuket gazilion years ago. It's payback time, if you will. But I'm glad international tourists have started to discover Cebu and what it has to offer

.......all because international tourists love Cebu.

I forgot the name of the street though, is it still part of Mabolo? And oh by the way, to add to this list, the almighty Sykes Asia Center will be one of the new buildings to be erected along this stretch too.....

Parents, students complain of indecent acts in Mango Square

There is more action going on in Mango Square Mall's parking lot than Building Code violations.

Parents and students of nearby schools have complained of "indecent activities" taking place in the area, now crowded with stalls that serve food and liquor.

Dr. Rene Joseph Bullecer, chairman of the Cebu City Anti-Indecency Board (CAIB), said he has received letters and phone calls, some from irate parents and students, lambasting the city for failing to regulate the businesses in what used to be a quiet parking lot.

According to the complaints, girls freely dance with lewd body movements on tabletops, liquor is served to minors, and couples indulge in heavy petting in dark corners or the comfort room. The site is also becoming a pickup place for prostituted women and a hangout for drug users.

Mayor Tomas Osmeña has given the mall management until September 20 to correct several Building Code and fire safety violations. The remedies include removing stairs, stalls and other illegal structures that now occupy the parking lot.

The new batch of complaints, however, refers to violation of another ordinance.

Bullecer said that if the CAIB can prove the complaints of parents and students, he would recommend to the mayor that stalls be "disciplined" by closing them down for violating the anti-indecency ordinance and for selling liquor to minors.

City Administrator Francisco Fernandez, in a separate interview, said this was the first time he heard this complaint and would look into Bullecer's report.

He said some City Hall inspectors had noticed some women dancing on the ledge when the inspectors dropped by but did not give it much attention.

Bullecer said a student of St. Theresa's College located beside Mango Square wrote him complaining about the "noise" and "lewd behavior" inside the stalls.

The student said some women, when they got drunk, would dance provocatively on top of a ledge or on the table. Some male customers would get either into a fight or would become unruly.

"How come the city is not doing anything about it when it is happening beside our campus?" she asked.

A mother also wrote to Mayor Osmeña to report that her children went to one of the stalls and witnessed ledge dancing by some women. Some minors were served liquor, she wrote.

"Unsa may gibuhat sa CAIB (What is the CAIB doing about it)?" the mother asked the mayor in her letter.

Bullecer said a "concerned citizen" also phoned him early August to report that prostituted women and drug addicts loitered in some of the stalls, and that couples would have sex in the dark corners of the comfort rooms located at the back of a coffee shop.

"Dodong", a regular customer, told Cebu Daily News (CDN) that one stall paid women to entertain the crowd by singing and dancing with their customers, the same way bars and KTV joints hire guest relations officers or GROs.

He said the place gets so crowded on Fridays and Saturdays that customers have a hard time dancing or have to squeeze through the crowd to find a comfort room.

Mayor Osmeña earlier threatened to close down the entire strip of Mango Square Mall after 37 establishments inside the complex were found violating the building code.

They lacked fire exits, fire fighting apparatus and fire safety inspection certificates, among other lapses.

Senior Fire Officer 1 Jimmy Layao, a member of the composite team, earlier said some fire inspectors noticed that minors were drinking liquor and dancing on top of tables during their inspection.

The composite team is made up of representatives from the Office of the Building Official (OBO), City Planning and Development Office, Business Permit Section, City Health Department and Fire Department.

The mayor gave the mall management 10 days starting August 23 to correct the violations. He gave another 10-day extension, which ends September 20.

If no corrective steps are taken by that time, the mayor said City Hall will proceed to close the entire mall.

Fernandez, the city administrator, said the 10-day extension was a consideration for store tenants who would be affected by a mall shutdown.

"We already notified them to comply with the provisions of the building code otherwise we will withdraw their occupancy permit which will force the closure of the entire complex," he told CDN.

So far, the mall management has been coordinating with OBO officials in meeting requirements of the Building Code.

Fernandez met 40 to 50 stall owners, who were worried they would lose their business and 1,300 people would lose their jobs with a mall closure.

"The tenants said that they are in favor of what the mayor is doing now with regards to the illegal stalls but they should not be included," Fernandez said.

He said Osmeña agreed not to cancel the mall's occupancy permit provided that management "demolishes all the stall, stairs and other illegal structures that now occupy the parking area."

"We know some will lose their jobs but we have to do it. If we prevent sidewalk vendors from taking over the sidewalk, we also have to be strict with big businesses. That's what they are doing, converting the sidewalks into stalls," he said.

....it's F. Cabahug Street and it's still part of Mabolo.... but many call it Ayala Access Road.

...Ludo & Luym used to own the once-tallest buidling (hotel) in downtown Cebu with the very famous (first) revolving restaurant in the Philippines at the top most floor of the hotel. If you're seated facing the ocean, after 1 hour, you're facing the mountains....pero, dili baya makahilo kay dili makabantay nga nagtuyok diay ang base sa restaurant.... the buidling also used to house the studio of GMA 7 Cebu. Unfortunately, in late 90's, the top most floor got burned down and since then, I don't know what happened to this building... sikat kaayo in the 80's ang SUNDOWNER HOTEL....

...they also own the building where Rustan's Department Store was formerly located (now closed and moved to Banawa and Ayala Center)... beside it, is the MANGO SQUARE MALL in which they also own it.... there's a bar strip in this mall which are favorite hangouts of young Cebuanos nowadays but if you read the Cebu news, this mall is now very controversial...

....by the way, they are also known as manufacturer of Capitol Edible Oil.

...in the latest survey on Top 10 Most Competive Cities.... Cebu City came 6th, Mandaue came 8th and Lapu-Lapu came 10th.... at least we are the only province with 3 cities which made it in the list.... Cebu need not worry about this because only one criteria Cebu City failed, the infrastructure development. Cebu City government has never denied that it lacks of it due to rapid growth. I'm sure, the rest of the criteria such as business environment, corporate practices, quality of life, and responsiveness of local governments to citizens’ and business’ concerns, Cebu City has addressed well these concerns. Still, I'm proud that 3 cities in Cebu made it to the top 10 competitive cities and it's not an easy feat.... and still, Cebu City is still the top earner outside Manila.

RP law on owning property blocking foreign investments

The law prohibiting foreigners from owning properties in the Philippines is blocking opportunities for the country to attract more investors, according to German ambassador Axel Weishaupt.

As issues on charter change hound the country, the diplomat also raised the need to change government policy on the foreigners' right to own land in the country.

"If you are to change your constitution, it's very important to include (the provision) allowing foreigners to buy land," said Weishaupt.

Having the right to acquire land, he added, is important to foreign investors, especially to those who want to pour long-term investment into the country.

Currently, the Philippine government only grants a 50-year leasing right on land to foreign firms.

"It's not enough for foreign entrepreneurs," said Weishaupt. He said some German investors were discouraged to invest in the country because of the prohibition.

Although the country has its share of German-owned companies, most of which are now going to China.

The ambassador also noted the country's difficult bureaucratic investment procedures, which affects the Philippine image as an investment destination.

He also warned that having reliable human resources with English communication skills might no longer be a factor that is exclusive to the Philippines.

Weishaupt said China and other Asian countries are starting to catch up in learning to speak good English.

Thailand, Malaysia, Vietnam and Indonesia are becoming strong competitors of the country in luring foreign investment.

good looking and unassuming edifices! but why are the locals back there so hyped? theyre just proposals, with NO FUNDING in sight. and most probably wil never be realized, the need to cross your fingers tighter is imminent. these flashy building looks like something straight out of simcity. i just hope theyre not photoshopped by some of the talented cebuano "image editors" (consider this a joke if you are offended. lol!)

now lets talk about the aim rankings, i know that the aim ranking will not be a big deal for locals back there. (but i wonder if you will all be hyped if cebu was placed on top). if you see their rankings, most metro manila cities comprising the NCR are on the top tiers. but look at metro manila? its still a big mess! same goes with the cities in metro cebu, cebu city mandaue city and lapulapu cities are on the higher ups. what benefit does cebu get from this rankings? its just a "lemon-prestige" and its mostly based on perceptions, not on actual performance. and dont you think it was too early to release their survey for 2006? if my memory serves me right, the survey for 2005 was released between november 2005 and february 2006, and this early we have the survey for 2006? and cebu city overshoot from 12th place last year to 6th this year? could this be the result of the aim's self destructing survey made last year? well, theyre pretty much doing the same whammy this time.

but oh well, somebody with a new status here pmed me, and told me to avoid making inciteful comments and to tone down my supposed "attacks" i understand his concern and the nirvana that he is in right now... basically just the euphoria of a new status. have nothing against the person though. he could be of good use in the forum considering he's out of school right now and doesnt enjoy strenous physical activity. the best bet for his new status, congrats.

Those new Bigfoot buildings posted by Hansboy are really nice, I hope those will be built soon. I wonder if they have plans for tall buildings like this in SRP that are still on hold. Do you have any information on SRP Hansboy??? I wonder if SRP have good subgrade properties capable of supporting skyscrapers.

As for Valium, I think I'm starting to like his role in this thread. He has some rights to his opinion, in a way he serves as a reality check. At least he is better than the other people who post against cebu and doesn't even know how to write.

you know na, all SSCiers dislikes VALIUM... so VALIUM should expect someone to ban him? but as what I'va said, VALIUMS comments for me are valid and needs to be considered for our city to become better..we can see more of what is good compared to bad, of what is better to not if there is a contrast.:D

aboout the buildings, hyped coz if those buidings will be materialized, Cebu for the 1st time will have those buildings that tall coz as of now, Cebu has no tall buildings 30 storeys up... so we are praying for those taller buildings to be built here in Cebu sooner...

Sutukil’s seaside cuisine

SEASIDE restaurants have sprouted in Manila of late which portends a desire of city denizens to go back to nature and healthy eating. Because Manila is miles away from a decent sea, seafood in these parts are generally expensive but that hasn’t prevented foodies from trooping to the latest seaside restos where the concept is to shop in the market for fresh fish, squid, shrimps, veggies and the like then have it cooked in the adjoining eateries any which way you like.

This idea, I believe, must have started in the Visayas where seafood is plenty and abundant. Only the jolly good Visayans can coin a term like sutukil which refers to the row of seaside restos in Lapu-Lapu City and Mactan island in Cebu. Taken in another context, sutukil sounds like the deadly shoot-to-kill order used by the police and military on public enemies but not in this sense. In Cebu, sutukil is the shortened term for sugba, tula and kilaw which are the indigenous ways by which Cebuanos (and Visayans in general) cook their food. Sugba or inihaw entails broiling fish over charcoal while tula (similar to the Tagalog tinola) means to cook fish in boiling water with spices and seasonings. Kilaw or kinilaw, as we all know, is to prepare fresh fish in a mix of sour vinegar, onions, garlic and pepper.

Even though I haven’t been to the Sutukil complex in Cebu, I was glad to find out that there’s a restaurant similarly named in Manila and adopting the same concept. The one at the Mabuhay Manor Hotel is a poolside affair where you get to choose your fresh seafood, vegetables and other ingredients in an attractive glass window. Just point at them, specify what type of cooking you like and you’re off to a delectable sutukil experience.

As most seaside restos go, there’s really no formal menu to speak of. But at the Mabuhay Manor, there’s a simple list to guide the diner on his preferences. The fresh food display consists of beef, chicken, and shellfish like prawns, clams, oysters and scallops. The listing of available fish is quite long and these include high-quality varieties of lapu-lapu, samaral, maya-maya, pompano, tuna and salmon. The diner is also given free rein to choose what type of cooking he or she likes. For example, would you like your inihaw to have a dip of garlic butter, chili garlic oil or plain’ ol soy sauce and calamansi? For tula variations, one can have sinigang, sinampalukan, tinola, suam and pinaksiw. They also have sizzling choices served a la pobre, stir-fried with tausi or cooked sarciado style.

I don’t know what it is with the Pinoy way of sutukil cooking but our recent experience at Mabuhay Manor was certainly heavenly. For starters, we had baked mussels and oysters, then partook of their oh-so-simple but delicious tahong soup cooked with dahong sili and bits of sweet corn. The grilled shrimps were succulent and the chicken inasal approximates the one in Bacolod. Completing our festive table were the house’s other yummy specialties like steamed crabs, grilled oversized bangus, the sinigang sa miso served in ceramic soup bowls, inihaw na liempo and luscious lato salad combined with red eggs, tomato and ampalaya. Everything smacked of simple, down-home cooking but we certainly can’t help but bring our appetite to full gear. It must be the delicious accompaniment of rice wrapped in banana leaves or the fact that like most diners, we ate kamayan-style which is how it should be in native places like these. Whatever the reason, a visit to this sutukil resto is recommended if you can’t go to Cebu or if the crowd in Manila’s other seaside places is too much for you. What’s good is that you can swim in the adjacent pool afterwards or just enjoy your pulutan with an ice-cold San Miguel Beer. After all, the best things in life need not be expensive.

RP entry to int’l animation tilt

INQUIRER comics strip contributor Blog Caliguia’s short animation film “Doodle of Doom” is the Philippine representative to the prestigious Nickelodeon’s Nicktoons Network Animation Festival.

Caliguia and partner Jason Confesor are competing with 30 other finalists from countries like France, Canada, Germany, England and the United States to win a cash prize of $10,000.

According to its website, www.nicktoonsnetwork.com, the festival was launched in 2004. Its aim: “To showcase the diversity of worldwide animation filmmaking.”

Animators from around the world were asked to submit entries until May 31. “Doodle of Doom” and Yeo Lee Nah’s “Crocodile Journals” (Singapore) are the only two entries from Asia. Korean finalist Dong Jun-heo, whose film is titled “Egg Song,” is based in the United States.

Judging this year’s competition are Hollywood comedians Shawn and Marlon Wayans (“Little Man,” “White Chicks” and the new animated special “Thugaboo”), Seth MacFarlane (creator of “Family Guy”), Andreas Deja (“Who Framed Roger Rabbit,” “The Little Mermaid,” “Aladdin” and “Lilo & Stitch”), independent animator Bill Plympton (“The Tune,” “Microtoons,” “Boomtown” and “Plymptoons”), and last year’s Producers Choice and Student Award Winner, JG Quintel.

All six judges screened the submitted films during the festival held in Los Angeles, California, on Aug. 12 and 13, and rated them based on “story, animation, design, entertainment value and fun factor.” Winners will be announced tomorrow.

Other prizes at stake are the Producer’s Choice Award, Student Award, Diversity Award and Viewer’s Choice Award.

Already a winner
Nelson “Blog” Caliguia Jr., 21, is a multimedia arts student at the College of St. Benilde. He is the creator of “Inday Wanda,” which comes out weekly in the Inquirer’s Comics section. Confesor is his classmate.

Caliguia said “Doodle of Doom” was initially made as an entry to two local contests—the 4th Animazing Shorts competition and The Graphic Expo. It won the grand prize (amateur level) in both contests.

“It was just a school project,” Caliguia told Inquirer Entertainment on Saturday. “Our instructors exempted us from other school work just so we could concentrate on it. They said it had been four years since the school won any animation award over Ateneo.”

When Caliguia’s mom, Mina, first told him about the Nickelodeon contest, the young artist was hesitant. “It’s an international contest. We really didn’t think our work stood a chance,” he pointed out.

He added that the other finalists are already professionals—art directors and animation directors in their respective countries.

“Milya-milya ang layo namin sa mga kalaban (We were miles behind),” said Mina, who is the managing director of Artfarm Asia Animation, an RP-based animation training and service provider. “I think Blog and Jason’s work was chosen because it’s a novelty. It really looks like something from a Third World country. Seeing people living in shanties maybe common to us Filipinos, but not to Westerners. Most of the other entries are comedy films.”

The Caliguias said they didn’t expect “Doodle of Doom” to win the top Nicktoons prize, and that they considered being part of the competition prestige enough.

But there’s another prize that Caliguia and Confesor could bring home—the Viewer’s Choice Award, whose winner will be announced on Sept. 18. Viewers could vote online until Sept. 15. The finalists are already being aired on Nickelodeon.

Animation forum
Meanwhile, Artfarm Asia hosted an animation forum held last week with Pixar Animation Studio’s Ronnie del Carmen as main speaker.

Del Carmen, a Filipino, worked on the hit animation film “Finding Nemo” as head of story. Prior to joining Pixar, he worked at Dreamworks and Warner Bros.

Reported Mina: “What we got out of the forum was a commitment from the National Commission for Culture and the Arts (NCCA) and the Film Development Council (FDCP) to come up with something written and tangible for the animation industry. This will either be to set up an agency for local animators, or to look for grants.”

Panelists at the forum were: Christine Dayrit, chair of the Cinema Evaluation Board and vice chair of FDCP, Mark Meily, filmmaker, Tony Gloria, Unitel Pictures producer, Clodualdo del Mundo, filmmaker and head of the National Committee on Cinema of the NCCA, Tikoy Aguiluz, founder of the Cinemanila International Film Festival, Cecille Alvarez, NCCA chair and Rod Cornejo, GMA Network’s communications relation officer.

“It’s good that we’re now discussing the state of the animation industry here,” said Mina. “Even (Hollywood production firm) Bigfoot Entertainment has announced that it has a film fund that can be made available to local filmmakers. This could also the animation industry. Not all films are shot live; there could be opportunities for animators, too.”

[b]Bigfoot recently announced it was willing to finance or co-produce a movie “with a Filipino concept and an English script” for as much as $1-2 million. The Cebu-based Hollywood production company is working with the FDCP on this project.

R7 investments grow as 720 new firms open

Investments in Central Visayas continue to grow in the first half of the year, the Department of Trade and Industry (DTI) 7 reported.

The DTI 7 said the growth is reflected in the 10.3 percent increase in the number of business establishments registered between January and June this year over that of 2005.

In the first half of this year, the DTI 7 reported 7,662 registered business establishments, up by 720 over last year’s 6,942.

Data from the Securities and Exchange Commission (SEC), which was gathered by DTI 7 Information Network Center, showed that investments poured in by corporations and partnerships also increased this year compared to 2005.

The amount of paid-up capital of corporations grew to P2.21 billion during the period, an 11-percent increase from last year’s P2.1 billion.

The total capital of business partnerships grew by 36 percent for the first six months of the year or P35.95 million, compared to P26.53 million for the same period in 2005.

The number of registered corporations and partnerships in the region also grew, according to DTI 7.
SEC registered corporations from January to June increased to 462, a 6.45-percent growth compared to 434 for the same period in 2005.

The number of partnerships that registered with SEC increased to 83 from 76 last year, a growth of 9.21 percent.

Investments in economic zones in the region under the Philippine Export Zone Administration grew 40.43 percent in the first half of the year to P3.13 billion from P2.26 billion in 2005.

However, there was a sharp decrease in investments registered with the Bureau of Investments to P129.51 million in the first half of the year from P509.6 million in the same period last year.

According to the DTI 7 data, the total number of firms and employees in economic zones increased.

The number of firms in the zones increased to 185, 1.13 percent more compared to 177 for the same period this year. The total number of employees grew to 85,185 against 82,883 in 2005.

The data showed that the number of workers at the Cebu Light Industrial Park in Lapu-Lapu City rose by 31.54 percent from January to June this year to 392 compared to 298 in the same period last year.

The total number of employees at the Asiatown IT Park in Cebu City more than doubled in the period to 2,384 from 1,424 in the same period in 2005.

Apart from several call centers like E-telecare, PeopleSupport and Qualfone, several software development companies such as, NEC Telecom Software Philippines, Epson, Tsuneishi Technical Services, NCR-Cebu Development Center and Versagrafix are also located at Asiatown IT
