BACOLOD CITY – Governors in the Visayas are urging President Macapagal-Arroyo to declare as a priority project a proposal to build bridges linking the islands of Bohol, Mactan in Cebu, Leyte, Negros, Guimaras and Panay.
Bohol Gov. Erico Aumentado, president of the League of Provinces of the Philippines, on Wednesday said that Pacific Consultants International of Japan was conducting a pre-feasibility study on the Trans-Visayas Friendship project.
Aumentado, Negros Oriental Gov. George Arnaiz and seven other governors of the Visayas met in Bacolod City on Wednesday and passed a resolution calling on Ms. Arroyo to speed up the project.
Arnaiz said the feasibility study was estimated to cost P128 million. In their resolution, the governors asked the national government to pay for 50 percent of the cost of the study while the provinces to be interconnected by the bridges will pay for the other 50 percent, he said.
Arnaiz said construction of the project, excluding the Leyte portion, would cost about P114 billion at P1 billion a kilometer.
“If we continue to press the national government to help build the bridges, something may happen,” he said.
A German bank has expressed willingness to fund the project, Arnaiz said. Concept paper
“Pacific Consultants International, a Japanese consulting firm, has given us a concept paper on the bridges and is conducting the pre-feasibility study pro bono,” Aumentado said.
When that is done, an actual feasibility study will be made, which will include the detailed engineering and will identify sources of funding because it is a huge undertaking that the Philippine government could not fund on its own, he said.
“It’s a vision and the President has realized that it is the fastest way of linking the Visayas region,” he said.
All the governors of the Visayas support this project that will accelerate economic development and services, Aumentado said.
Negros Occidental Gov. Joseph Marañon said the Department of Public Works and Highways proposed to build a 20-km bridge from Negros to Guimaras. Financing The national government can fund the construction or the provinces can be given access to foreign loans at concessional rates, Marañon said.
The project can also be implemented through a build-operate-transfer scheme, with toll fees collected for the use of the bridges to get a return on investment, he said.
While he does not believe the project will be completed during his term, Marañon said its important to start it.
He urged other governors to implement their portion of the project so that the
construction period would be simultaneous.
Biliran Gov. Rogelio Espina said his province would benefir from the proposed bridges that would be connected to Leyte, which in turn would be linked to Bohol and on to Cebu.
Overall regional dev’t “We believe that the development of a province needs the development of the region,” he said.
Both Siquijor Gov. Orlando Fua Jr. and Antique Gov. Savacio Perez-Zaldivar said their provinces would still benefit even of it would not be included on the project.

sorry po d na po maaulit...new 'poster' lang hehe. yep and it seems the building is facing a huge open space so mura sya ug solo flight in the middle of the area pero not sure yet. ill just research for more info.

The Discovery Bay Resort & Residences look like its gonna have the most panoramic oceanfront views being at the tip of the Punta Engano peninsula. Is there a perspective rendering yet and can someone please post it? I'm kind of planning to get my own place in Cebu soon and this is probably the most attractive locationwise. But the street is narrow. When I stayed at the Hilton last December and decided to walk to the Shang for lunch at the Tides, I found that the sidewalks were narrow and not tourist-friendly.
This is probably what people were alluding to when they say the island cannot keep
up with the frenzied pace of development. But these multibillion peso, tourist-oriented developments pay taxes to the city and the money should be appropriated for widening roads and sidewalks. Don't you think? I hope the government will widen the road to at least 4 lanes from the tip of Punta Engano to Cordova. By the way, there is a restobar on the water behind the Hilton called Manny-O. If you have the chance, go there at night for a drink and you'll have a beautiful view of the Hilton and Shangrila all lit up looking like...well, Cebu way ahead of it's time. Go Cebu!

CEBU CITY (PNA) — United States-based hospital-chain Cardiovascular Hospitals of America (CHA) is constructing a world-class medical tourism center in Cebu City, a senior executive said.
Dr. Philip S. Chua, CHA vice president for Far East operations, revealed this in a recent talk before Iloilo physicians in a dinner-meeting in Lapu-Lapu City.
Chua is currently the chairman of cardiovascular surgery at the Cebu Doctors University Hospital in Cebu City, which he helped establish in 1996.
Chua, a Filipino-American cardiac surgeon from Indiana and Las Vegas, said the proposed American Medical Center in Cebu, would be accredited by the Joint Commission International, US Blue Cross/Blue Shield, and US Medicare and serve as a dedicated center for medical tourism in the country.
Medical tourism, he said, is a rapidly evolving multi-billion dollar industry in Malaysia, India, Thailand. He said that the Philippines, with its natural and people resources, talents, industry and hospitality, and knowledge of the English language, can do it better than those other Asian countries.
Chua said that with an enabling environment and assistance provided by Cebu City Mayor Tomas Osmeña and the national government, this industry would bring hundreds of thousands of new jobs and billions of pesos to help boost the sagging economy of the Philippines.
Chua said Filipinos abroad are most eager to visit the Philippines often, or even retire in the Philippines, but are reluctant to do so because of lack of health/hospitalization insurance coverage.
The American Medical Center-Cebu (AMC-Cebu) would change all this, thus allowing these Filipinos overseas fulfill their dream of retiring in their native land, with security and peace of mind, Chua said.
The investors in this medical tourism center in Cebu, besides the CHA in Kansas, are all physicians and businessmen in Cebu, Manila and other major cities south of Manila.
The AMC-Cebu will be built with American-standard and managed as a world-class center. Many surgical specialists on its staff would be licensed surgeons in the United States
"This will be a win-win situation, not only for the American investors and the Filipino physicians, but for Cebu, the country, and for the Filipino people as a whole," Dr. Chua said.
While the main target patients of AMC-Cebu are balikbayans and foreigners from the United States, Europe, Middle East and other Asian countries, as a medical tourism center, this American specialty center will not turn away Filipino patients from any region of the Philippines..
The CHA wants to introduce a "new-product" in the local hospital community and not construct another general hospital that will compete with those already existing in Cebu, Chua said.
"We plan to have a symbiotic and complementary relationship, with bilateral and mutual referral arrangements, with the local hospitals," the CHA vice president for the Far East stated.
The CHA owns four hospitals in the United States has chosen Cebu for its pilot project and is also eyeing China and other Asian cities for a similar project.

Same problem occured in S Osmeña ave in Cebu City, heavy traffic as of this moment due to a closere of a kilometer stretch from Plaza Independencia.
Mambaling area from Rubber world to P del Rosario junction is also experiencing heavy traffic as of the moment due to large volume of traffic from southern Metro Cebu area.

Citom of Cebu City handled the traffic problem smoothly but sa Mandaue City, more than 20 na gud ka TEDMAN traffic enforcers ang gi dispatch, nagrambol gihapon ang mga sakyanan... ingon sa reporter imbes palinyahon ang mga sakyanan, nag inilugay na nuon kay wa man kunoy klaro mo mand sa traffic ang tedman...

Dalaguete town will be the first in Cebu Province to try out a cable car system, which will connect the town's mountain barangays to the town proper.
Provincial Board Member Carmiano Kintanar said Sunday the cable car system, however, would not be like the ones found in other countries, since Dalaguete's system would be designed primarily to transport vegetables.
The project, initiated by the Dalaguete municipal government and supported by Board Member Kintanar and Representative Simeon Kintanar Jr. (Cebu, second district), is planned to link Barangay Mantalongon - the highest point of Cebu Island - directly with the low-lying area of the town without using the road.
The board member said it was difficult to traverse the road as it had been undergoing repairs since 2002.
"Lisud man gud kaayo ang portions in Paling-paling (Portions of Sitio Paling-paling are hard to travel on)," Kintanar said.
He said the portion of the road is on a mountainside, with a steep cliff on one side of the narrow, zigzagging path.
Farmers believe that when the cable car system is in operation, transporting vegetables from Mantalongon - considered Central Visayas' "vegetable basket" for producing more than 60 tons of vegetables per day - would be more cost-effective.
The barangay's elevation - around 1,000 meters from sea level - boasts of high humidity and temperature lows of nine degrees Centigrade, resulting in constantly damp soil, which is ideal for growing crops.
It was recently also given the title of Cebu's "Summer Capital" to boost its tourism potential during the hot months.

Joel Mari Yu was walking around his office while talking over his mobile phone to an investor - a representative of a Middle Eastern company interested in getting 20 hectares from the South Reclamation Properties (SRP) and develop it into an amusement park.
"They only want to lease? The mayor might have some hesitations. But if they're going to buy, I could make it a lot easier for them," said the executive director of the Cebu Investments Promotions Center (CIPC).
When he put down the phone, Yu explained to Cebu Daily News (CDN) the situation at the 240-hectare SRP, which has tied down the city to a multi-billion debt up to 2025.
Most investors only want to lease the properties on the SRP, which means less money for the city compared to directly selling the lots. Investors also want interior roads branching out to the South Coastal Road.
Yu, who has been tasked to sell SRP abroad, said many potential investors also want the city to fill up the crater of about eight hectares wide near the coastal road, which is already about one meter below sea level.
But the problem is that the city government has limited financial resources to build the roads and to fill up the gaping hole.
"The city needs the cash now," Yu said.
Five years after the SRP was completed in 2001, not a single development has been put up by an investor.
So far, only two buildings have been erected at the reclamation project - an unoccupied Association of Barangay Councils building and an administration building.
It also has a fort-like wall and a stage - huge selling points when the national government promised to bring the main office of the Department of Tourism to the SRP, which, up to now, has yet to materialize.
In the meantime, almost a quarter of the city's annual budget goes to repayment of the loan of about 12.3 billion yen (about P6.3 billion) from the Japan Bank of International Cooperation (JBIC).
In 2006 and 2007, the city is expected to shell out close to P1 billion in loan amortizations. The Land Bank of the Philippines had estimated earlier that the city would shell out P10 billion more in the next 15 years until the loan was fully paid.
But Yu explained that the SRP is not short of interested locators - from development companies wanting 100 hectares to commercial establishments asking for a few hundred square meters.
"The problem is how to put them all together," he said.
Cebu City Mayor Tomas Osmeña explained that there are plans to build the interior roads that will not further burden the city government financially.
"We have no plans of just building roads. We will build it according to specific needs of the investors," he said.
The mayor's plan is to use sandbags as the main carriageway of the four-lane roads.
Osmeña explained that the two outer lanes would be made up of sandbags, while the two inner lanes would have sandbags with asphalt poured over them.
"We will test this for one year and see what will happen," he said.
While the city prefers property buyers, the mayor said he is not shutting his doors on lessors, especially those that will bring in more employment.
"We will only lease to companies that would be employing many people," he told CDN.
If leased, each square meter at the SRP will be priced at P45 per year. This means that for every hectare, about P450,000 will go to the city's coffers every year.
But if a piece of SRP property is sold at Mayor Osmeña's "fire sale" price of P10,000 per square meter, a hectare of land will easily snatch up P100 million. A fire sale is defined as a sale of assets at reduced prices in order to raise money quickly.
If the city can sell the entire 240 hectares, it will easily bring in P24 billion.
In order to consolidate the buyers and the lessors, Yu keeps track of all the feelers, plots their land size requirements and fits them into the rectangular SRP map like a jigsaw puzzle.
"When they are all consolidated maybe we can lease the land and raise the cash to build the roads," Yu said.
Conceived as early as the 1970s, the SRP was envisioned to draw in billions of investments and create 100,000 jobs for Cebuanos. On its beachfronts, condominiums and hotels were supposed to rise.
But 11 years after the first truck dropped dirt into the sea off the coast of Barangay Mambaling, the promise has yet to be fulfilled.
Still, Osmeña, who fought tooth and nail to secure the foreign loan to build the project, remains very optimistic about the project.
With the sandbag roads in place, he said the first construction equipment from a locator might come in by first quarter of 2007, Osmeña said.

The city government will embark on a new strategy to make sure that the multi-billion South Road Properties will not remain idle in the near future.
This developed as Mayor Tomas Osmeña yesterday contended that the newspaper story, which portrayed the SRP as being difficult to sell, has affected the marketability of the project, thus, a new marketing strategy will have to be in place.
"We have to offset the propaganda that the SRP is lousy... it's hard for me because the SRP is belittled by a smear in the headlines," an irked Osmeña told reporters.
What the mayor has in mind is to make sure that the SRP, in a controlled basis, can be opened to the public for scrutiny before December, which means that the city will do its best to finish the 1.4 kilometer white sand beach walk near the Kawit Island. The city also intends to convert the 90-hectare Pond A into a sports park.
After the basic amenities such as electricity and water are installed, the marketability of the SRP would allow employment of 150 people per shift for every hectare in the site, Osmeña said.
Sustainability of income is also important, as the city government has until 2025 to pay the over P6 billion loan from the Japan Bank of International Cooperation for the construction of the project. To address this, Osmeña said he is willing to "dive on the price" to sell the land within the property.
The city government may sell the SRP lot for as low as P5,000 per square meter, but the purchase will be limited to only five hectares per buyer. The earning, Osmeña said, may be enough to sustain the city's payment for the loan.
Along with the strategy, he said, is to see to it that the city and the project will not go into bankruptcy, and ensure that the SRP will help the city's economy just as how it was envisioned many years ago.
Osmeña admitted that it may be difficult to sell the inner portions of the SRP due to lack of roads, but what the city wanted is to sell the properties that are located along the main road.
Two months ago, Osmeña announced that a group of prospective Japanese investors, whom he described as "creative entrepreneurs," expressed intention to visit Cebu to take a look at the SRP and observe the city's economic condition.
The group is reportedly interested in putting up a hospital or a retirement or handicap home at the SRP. Osmeña said these investors owned 3,000 beds or equivalent to 20 medical facilities in Japan.
A member of the group has reportedly visited Cebu a month ago and had expressed interest in brining his business in the city.
In March, the city paid its P250 million amortization of the SRP and subsequently secured the official title for the project. - Joeberth M. Ocao/LPM

Mandaue ‘to stay business-friendly’
Even with the pending transfer of one of Mandaue City’s pioneering business firms, the local government still takes pride in its image as a business-friendly city.
Mayor Thadeo Ouano yesterday said the city’s economy has grown and that many investors still want to do business in Mandaue.
He issued a press statement citing a report from the Regional Development Council, which states that Mandaue City was the fastest growing economy in the region in 2005.
“For those who are planning to leave our city, it’s a mistake,” Ouano said.
In an interview yesterday morning, Ouano said he can’t do anything about it if industrialist Norberto Quisumbing Jr. decides to move out of Mandaue.
“Di ta kapugong niya (We can’t stop him),” he said.
Ouano said the City has been trying to serve the business sector by shortening the process in permit applications.
He reiterated his high regard for Quisumbing, saying the title of adopted son given to the businessman is a manifestation of his respect for the man.
In an interview over the weekend, Quisumbing said his company will be moving outside Mandaue and transfer to its plant in
Compostela because of the “wrong kind of environment.”
He even invited other business establishments “who are scared” to move out and transfer to other towns and cities where the local governments are friendly.
Quisumbing, who poured his investments in Mandaue when its population was only 30,000, is chairman of the Norkis Group of Companies.
Norkis Group has expanded into a network of 29 companies, including Norkis Trading Co. Inc.
For over 40 years, Norkis has been a major contributor to the economy of Mandaue City through the employment of residents and taxes paid to the local government.
Quisumbing said that when Mandaue lowered its taxes and granted tax holidays during the term of mayor Ariston Cortes, many businesses went to Mandaue.
“The leadership listened to business and they always asked us what we think. They were receptive to ideas that would be good for the business community and to Mandaue itself,” Quisumbing said.
His company occupies a large piece of property on A.S. Fortuna St., a prime area near M.C. Briones Highway.
In the interview last Saturday, Quisumbing said there are many businesses “moving out.”
Ouano disagrees.
“Business confidence continues with the steady rise of gross receipt from P44 million in 2001 to P72 billion in 2005. It is twice as fast as the national average,” the mayor said in the press statement.
He said he will do everything he can to sustain the City’s economic growth.
As for talks that Quisumbing will back Rep. Nerissa Soon-Ruiz’s bid if she runs for mayor, Ouano said it is nothing new.
He is aware that Quisumbing has been supporting Ruiz.

A Canadian real estate development firm is targeting Cebuanos as potential investors in the oil-rich province of Alberta, Canada.
Edgeworth Properties Inc. (EPI) recently set up its Philippine headquarters in Cebu at the FGU Building in Cebu Business Park, one of the company's three offices in the Asia Pacific.
“There is a tremendous potential here in Cebu to sell land to people of the Philippines and provide them the opportunity to sell money,” said EPI president and chief financial officer C. Vaughn Minor.
EPI, a subsidiary of Edgeworth Ventures Inc., is engaged in the purchase, development and sale of real estate across the Western Hemisphere, with particular focus on the oil-rich provinces of Canada, like Alberta.
The company in coordination with the government of Alberta is extending opportunities to non-Canadian investors to own raw land in Canada.
EPI, however, has a “unique concept” of investment model, which allows investors to just sit back and relax while making money.
The concept is like buying shares or stocks in a company. Investors will get a land title for a particular size or parcel of land but with no specific spot.
Currently, EPI has 758 acres of land in contract for sale all over the world.
Minor said one Cebuano has already reserved for purchase two-and-a-half acres of land for Canadian $39,000.
The company is also targeting returning overseas Filipino workers or Balikbayans, who are looking for opportunities to invest their earnings.
Vincent Lee, EPI vice president for international marketing, on the other hand, expressed confidence that the company would grow strongly in the next 12 months in Cebu.

Entrepreneur school looks for deal for Cebu campus
THE daughter of taipan Lucio Tan has decided to reconnect the family to Cebu—the humble beginnings of his father—by bringing her school of entrepreneurship to the province.
In a press conference over the weekend at the City Sports Club, Entrepreneurs School of Asia (ESA) founder Vivienne Tan announced that the school’s decision to open a branch in Cebu is already final.
“We are now talking with possible partners for the establishment of the school here. We are looking at four possible sites, including the South Road Properties (South Reclamation Project),” she said.

“We will make the final announcements before the year ends,” she added.
Tan, the sixth of seven children of the Philippine Airlines magnate, visited Cebu last April to explore the province and feel the environment.
“I personally felt the environment in Cebu is very conducive to entrepreneurship. The entrepreneurial spirit is here in Cebu,” Tan said.
She said the school is willing to build on its own the Cebu campus if it won’t be able to find a partner.
ESA’s co-founder, Joel Santos, said ESA has been looking for ways to bring its students in Manila to Cebu to “feel the entrepreneurial spirit” of the province.
“This (entrepreneurial spirit) is a gift of Cebu because it doesn’t happen overnight. It takes years and years to cultivate. And it’s very important to continue to cultivate this gift among the youth,” he said.
ESA will operate for one day a mentoring booth, which will conduct free consultation with “wannabe entrepreneurs” during the Entrepreneurship Conference on June 23 at the Waterfront Cebu City Hotel and Casino.
Pioneering
Established in 1999, ESA is one of the pioneering academic institutions in the Asia Pacific region to offer a bachelors degree in entrepreneurship. The institution also offers other courses, including business administration, diploma in marketing and in mass communication, among others.
The school recently established a campus in China by partnering with the Zhejiang Youth College, an institution owned by the Youth Ministry of Zhejiang, China.
One of the visions of ESA is to attract foreign students to come and study in the Philippines.
For the school’s expansion in the Philippines, she said the company is looking for a “safer” yet “not so provincial” place.
Tan said the Cebu campus would be “bigger” and would require a larger investment than what it took to build the school’s multimillion structure in Libis, Quezon City.

The expected influx of foreign visitors in the province for the upcoming Association of Southeast Asian Nation (Asean) summit prompted owners of some beach resorts to upgrade their facilities and services.
“We are continuously doing major renovations for our rooms and installing wi-fi (Internet) connection,” said Fritz Kahler, general manager for Alegre Beach Resort.
The nine-hectare beach resort located in Sogod, Cebu is an hour-and-a-half drive to the north from the city proper.
In an interview with Sun.Star Cebu during the re-launching of its satellite office in Nivel Hills, Lahug, Cebu City last Friday, Kahler said Alegre has an estimated 30 hectares of property ready for any possible expansion.
Challenge
He added that the shortage of rooms in the region’s tourism industry poses as a major challenge for them but reassures that “we are looking into adding more rooms soon.”
“We are renovating one cabana at a time so as not to disturb our guests,” Kahler said.
Apart from renovated rooms and a new kitchen, they are also adding an open-air beach bar.
Alegre beach resort has 38 rooms available, and the entire resort could accommodate between 80 and 100 guests.
Koreans, Japanese and local tourists are among the resort’s top visitors who stay at an average of three days, Kahler said.
However, he said the European visitors are the ones that “spend more” since they “stay longer” or approximately one week the least.
Meanwhile, Kahler said Alegre’s new set of spa menu now incorporates the Filipino-style massage called “hilot.”

Earlier, Spa and Well-ness Association of Cebu (SWAC) president Johnie Lim said the industry will start to “aggressively” promote this authentic Filipino massage to boost the spa and wellness tourism market of Cebu.
Lim said “hilot” is a more complete wellness process as it involves both physical and spiritual aspects.
He added that industry players will bring the “hilot” service in a “re-constructive, spa-like ambience.”
A five-day “hilot” workshop will be held in the last week of the month.
It will be conducted by Victor Dunayre, who holds a doctorate in hilot from the Philippine Holistic and Wellness Institute in Manila. (MMM)

Cebu City Mayor Tomas Osmeña will fully open the Cebu South Coastal Road to traffic during the holiday season to make the South Road Properties (SRP), formerly South Reclamation Project, more appealing to investors.
“We have to re-shift our strategy to create a situation by Christmas that a lot of people will go to the SRP. This will address one of the most important issues that buyers also ask about. Is it accessible? Is it desirable?,” he told reporters during a news conference on Monday.
The mayor said the move was to assure prospective investors that the SRP was accessible in order to disprove a report published in Cebu Daily News (CDN) that the lack of interior roads has been discouraging investors.
Osmeña was reacting to the statement of Joel Mari Yu, executive director of the Cebu Investment Promotions Center tasked to sell the SRP, who presented to CDN the real situation of the property that tied the city to a multi-billion peso loan up to 2025.
Yu had told CDN that most investors only wanted to lease the property on SRP but not buy lots. They also wanted to see interior roads branching out to the South Coastal Road as well as to fill up a crater of about eight hectares wide near the coastal road, which is already about one meter below sea level.
According to Yu, the city government had limited financial resources to build the roads and to fill up the gaping hole.
But Osmeña called the CDN report a “demolition job,” which made it harder for him to sell the SRP.
The mayor said he would open SRP by December but subject to some regulations to avoid vandals, which was the reason why he had closed down the Cebu South Coastal Road that leads to the 240-hectare reclaimed property.
But Osmeña was forced to reopen the coastal road up to 7 p.m. after he was ordered to do so by the court. Still, he required motorists to use a special SRP pass when using the access road in Barangay Mambaling.
Before he will open the road in December, Osmeña promised that facilities like water and power would be put in place.
While electric posts have been put up, these were not connected to the power distributor Visayan Electric Company. Water drawn in the vicinity of the Association of Barangay Councils (ABC) building on Kawit Island was not potable, he said.
Osmeña said he was negotiating with Philinvest to open a restaurant on Kawit Island, as he wanted to bring in economic activity to the SRP to entice investors. The city government has been putting up a man-made white sand beach in a portion of Pond F near Kawit.
Still, he said he wanted to remain selective in the type of industries that would be put up on his centerpiece project. Top priority would be companies that would generate more employment.
He pointed that a businessman wanted to open a water park at the SRP, but he turned it down. He was not also inclined to open a mall in the SRP that would compete with the existing malls.
Osmeña said he would prefer to accommodate manufacturing companies like those found at the Mactan Export Processing Zone. Another acceptable investment is a hospital that will cater to Balikbayans, he said.
The city may also decide to sell a portion of the reclaimed lot for its loan re-payment in the absence of a funding source. “We can sell four to five hectares at P5,000 per square meter on a fire sale. That will take care of a year's loan amortization,” he said.
Osmeña said the city could sell properties located along the main road like those properties along the Mambaling Access Road and the vicinity of Pond F. Interior properties may be up for lease, he said.
Almost a quarter of the city's annual budget goes to repaying the loan of about 12.3 billion yen or about P6.3 billion from the Japan Bank of International Cooperation.
Cebu City Administrator Francisco “Bimbo” Fernandez, for his part, said the main reason that hindered the sale of SRP lots to foreign investors was the provision in the constitution that bans foreigners from completely owning property in the country.
Fernandez said foreigners needed local partners because the constitution only allows them to own 40 percent of a property in the country. Foreign investors who wanted to buy lots in the SRP were still looking for local partners, he added. /with report from Correspondent Jhunnex Napallacan

So this means goodbye to J.King's proposed Waterpark and goodbye also to SM and Ayala's earlier proposal to put up a mall..

LordCarnal September 5th, 2006, 04:47 PM I hope that the assignment of police interns in strategic points of the city will be made permanent. I feel very safe every night everytime I see those men in uniforms. Some of them even don fatigues which makes them look like those in the military.
I hope too that the proposed security cameras (similar to those in London) in strategic areas in downtown will push through!

Yup, it's actually the biggest hospital in Cebu (gov't. owned).
That statue of a lady (Florence Nightingale) stands in front of the original hospital building, which has been converted into a Nurses' home for nursing students from other provinces who are having their duty in the hospital.
Mark, how did you get inside? Beside the gate Mark, there's a Japanese Shrine. I don't know what it is but I think it's dedicated to the victims of World War II.

Dalaguete town will be the first in Cebu Province to try out a cable car system, which will connect the town's mountain barangays to the town proper.
Provincial Board Member Carmiano Kintanar said Sunday the cable car system, however, would not be like the ones found in other countries, since Dalaguete's system would be designed primarily to transport vegetables.
The project, initiated by the Dalaguete municipal government and supported by Board Member Kintanar and Representative Simeon Kintanar Jr. (Cebu, second district), is planned to link Barangay Mantalongon - the highest point of Cebu Island - directly with the low-lying area of the town without using the road.
The board member said it was difficult to traverse the road as it had been undergoing repairs since 2002.
"Lisud man gud kaayo ang portions in Paling-paling (Portions of Sitio Paling-paling are hard to travel on)," Kintanar said.
He said the portion of the road is on a mountainside, with a steep cliff on one side of the narrow, zigzagging path.
Farmers believe that when the cable car system is in operation, transporting vegetables from Mantalongon - considered Central Visayas' "vegetable basket" for producing more than 60 tons of vegetables per day - would be more cost-effective.
The barangay's elevation - around 1,000 meters from sea level - boasts of high humidity and temperature lows of nine degrees Centigrade, resulting in constantly damp soil, which is ideal for growing crops.
It was recently also given the title of Cebu's "Summer Capital" to boost its tourism potential during the hot months.
wow...this is definitely a dream come true...last time i was in mantalongon, i really had this urge to write the governor, or any influential person to install a cable car to mantalongon (although i never had the guts to actually do so)...since i was inspired by this mountain in china that was featured in the amazing race...the place was so nice since you have to there by cable car to go to this mountain resort/park and 5-star hotel...i hope the same happens to our summer capital...
and finally, mr. kintanar is thinking of something sane, unlike his cebu del sur proposal...

.... the authority has still to find out if those guys are real rebels.... i just hope they're bogus NPAs... but damage has been done already because the media has blown it out of proportion.... :(
.... with regards to SRP... i just hope they fast track the laying of the telecommunication lines, electrical cables, water pipelines, interior roads etc. because if you read the news yesterday, investors are now eager to start their business at SRP in spite of the controversy and bad publicity Cebu is getting nowadays...

Cebu remains an ideal investment destination in the country today, said the head of the Asian Institute of Management (AIM) on Friday.
Even if the city did not make it in the recent AIM survey of the top five most competitive metropolitan cities in the country, Francis G. Estrada, president of AIM, said many businessmen still find Cebu as the most "pro-business" destination in the country.
"Cebu is the best place in getting business done," he told reporters in an interview.
During the Business Competitiveness and Leadership Forum, organized by AIM Alumni-Cebu Chapter, Estrada said Cebu managed to stay on top in some factors that make a city an ideal investment destination despite lagging in the overall ranking of the most competitive metro cities.
He said that Cebu ranked number one in profitability in doing business, access of private business to financing, accessibility to linkages, ready availability of business support services and availability of skilled labor.
Estrada said Cebu's problems on infrastructure pulled the city down from the rankings.
Results of AIM's annual survey, called the Philippine Cities Competitiveness Ranking Project, showed that Cebu has been losing its competitive advantage since 2004.
From being the second most competitive metropolitan city in 2002 - next to Davao City - Cebu's ranking gradually declined in the following years until in 2005 where it did not make it to the top five rankings.
Only the cities of Davao, Las Piñas, Makati, Marikina, and Muntinlupa made it to the rankings.
Economist Cayetano Paderanga Jr. earlier said that Cebu's "congested" state of infrastructure was affecting its competitive edge.
He explained that the current infrastructure could no longer support the increasing demand of the growing industries and population in Cebu.
He said that Cebu's problem of losing its competitive edge in infrastructure development was the result of the fast growth of its cities.
"Cebu's fast growth outran its capability to invest in infrastructure," Paderanga said.
Like Paderanga, Estrada also raised the need for Cebu to heavily invest in roads, water and power infrastructure, among others, to sustain its economic growth.

HONG KONG - At least eight businessmen of the 36 countries represented in the Asia Pacific Infrastructure Congress, held here for the past two days, approached Governor Gwendolyn Garcia right after she delivered her presentation as an expression of their interest to pour investments in Cebu.
Foreign investors were impressed by the presentation made by the governor during the confab and approached her right after she delivered her 10-minute speech on "Investment Opportunities in Cebu: The Philippines' Brightest Spot".
Ana Sharp, Euromoney Institutional Investor president for Asia Pacific Conferences, said that shortly after the governor's keynote address there were "massive requests" for a copy of the governor's speech where Garcia bared business prospects in Cebu. Euromoney is a leading organizer of conferences in the world.
Sudhir Kumar, Karnataka State Commissioner in India, said the delegates of the two-day convention "responded positively to her presentation", and that her speech has put Cebu in the economic roadmap since many of them only heard of the Philippines in the said conference.
With Bangalore town being the Information Communication Technology hub in the region, Kumar has expressed interest to share to Cebu their knowledge on ICT upon hearing the governor said she wanted Cebu to be the next ICT center and has in fact invited her to go to their place.
"I was talking to the staff of the Daily News Analysis and both of us agreed that Her Excellency's speech was the best since yesterday. They're just talking and talking but not getting the confidence of the people. But Her Excellency, not one more, not one word less. No dull talk. It's perfect," he said.
On the other hand, United Engineers of Malaysia International Business senior director Tan See Yin has also said they would "definitely" send a team to Cebu to look into various aspects and to discuss with the governor extensively on certain concerns in relation to their plan to enter into a joint venture with the provincial government for the construction of the Trans Axial Highway, a proposed project of Vice Governor Gregorio Sanchez that will connect southern and northern parts of Cebu.
UEM is a government-owned and controlled corporation that is under the Ministry of Finance in Malaysia.
Yin said that while Cebu is not yet part of the priority countries where they considered transacting business into, he nevertheless said they will seriously look into investing in Cebu even with their limited funds and human resources.

HONG KONG - Investors from 36 countries, most of whom admitted they had not heard of Cebu before, expressed interest in spending money for projects or company expansion after hearing Gov. Gwendolyn Garcia speak in yesterday’s Asia-Pacific Infrastructure Congress.
Garcia outlined the specific investment opportunities for the private sector in Cebu Province, aside from assuring safety and an efficient bureaucracy.
“We make good business partners,” Garcia told participants of the Euromoney Conference at the Grand Hyatt Hotel.

Marshall Mays of Asia Bond said Garcia can expect a “follow-up” from participants on the details of how they could invest in Cebu, noting the “positive response” from his fellow delegates.
Maygi Chan of First Glory Limited, a garment manufacturer, said Garcia should do more of her speeches to foreign businessmen for them to do away with the notion that Cebu is a dangerous place, considering that it is part of the Philippines.
She said the delegates to the conference were “shocked” that Cebu is part of the Philippines and yet, a safe and investor-friendly destination.
Sirse Vijay, director for business development of the Globeleq Singapore, a group of power investors, said they will now look at Cebu as “an investment point.”
Vijay plans to see Garcia soon for details on how they could go about investing on a power plant in Cebu. “She was the best speaker, very clear and articulate and so passionate about Cebu,” said Vijay.

The Cebu governor talked not with one word more, or one word less,” said Kumar.

UEM is a company owned by the Ministry of Finance of Malaysia, and is into construction of roads and operates the largest solid waste management facility of Malaysia.
Yin said they are interested in projects that Garcia mentioned, specifically a solid waste management facility and the trans-axial highway.
They are also into real estate development, so his team will also check the 115-hectare proposed development of what is now the Camp Lapu-Lapu that the Capitol will recover from the military.
“To be frank, when we scan the region, the Philippines is not a priority for us, unfortunately. But after this, we will now consider Cebu as one of our primary focus. We pride ourselves on being a nation-builder. We built most of Malaysia’s roads and we believe that we can help other countries,” said Yin.

The Philippines really has a very bad image abroad. Kudos anyway to some of our leaders in the local government and business sector for being independent and not heavily relying alone with help from the National Government.
Others have mistakenly quoted us as "Imperial Cebu" when in fact most of the entrepreneurs coupled with the visions of our leaders like the late Serging Osmeña are the ones who drove the island's economy.

Governor Gwen Garcia has invited investors to a joint venture with Cebu province in expansion projects of the Cebu International Convention Center that would be carried out after the 12th Asean Summit this December.
The governor announced this in her speech before government leaders, business tycoons, and top officials of leading financial institutions from around the world during final day of the 2-day International Infrastructure Congress at Grand Hyatt Hotel in Hong Kong last September 6.
Invited to speak on business prospects in Cebu, Governor Garcia told congress participants that after the completion of the CICC "Cebu may bid the property to private developers, under a joint venture or a reimburse-complete-operate-and-transfer scheme."
This scheme lets the private develop undertake the completion of the project for the right to operate the facility for a period from 25 to 50 years, she said.
One of the projects planned at the CICC property is an international sports arena, said the governor adding that her original concept for CICC was to make it into a multi-event center.
The Cebu provincial government has already allocated a total of P450 million for the construction of the CICC, which is targeted for completion on November 15 to serve as venue of the Asean Summit.
In relation to the proposed joint venture with private developers, Governor Garcia already told Engineer Ernesto Viernes, newly installed head of the CICC-Project Monitoring Office, about the activation of the monitoring board.
She said the CICC has been Capitol's joint undertaking with Mandaue City, which owns the lot where the facility is located.

To encourage Cebu-anos to buy stocks in the stock market, the Philippine Stock Exchange (PSE) is seriously considering putting up a branch in Cebu.
Melchor Guerrero, PSE vice president and head of capital markets development division, said setting up a PSE branch in Cebu is the company’s way of establishing its presence in the province and providing a venue for Cebuanos to keep track of activities in the stock market and participate in them.
“We might be putting up 20 to 30 booths. It’s like a mini-stock market. We will also be putting up one in Davao,” he said in an interview at the Marco Polo Plaza Hotel yesterday.

PSE conducted a “Cebu Stock Market” Roadshow yesterday at the Marco Polo Plaza Hotel. The event was sponsored by First Metro Asset Management Inc., Smart Click and Ayala Land.
Guerrero said PSE’s branch in Cebu will hopefully encourage Cebuanos to invest in listed companies.
“The Cebu market is a largely untapped market. With a large pool of entrepreneurs in Cebu, there should be more untapped funds in the area,” he said.
The PSE combines the Manila Stock Exchange and the Makati Stock Exchange. It was granted license by the Securities and Exchange Commission to operate as a securities exchange in 1994.
Guerrero said buying stocks allows investors to earn more, unlike when they invest in debt instruments like treasury bills, which earn an interest of only 20 percent.
Apart from this, interest from the purchase of treasury bills are also covered by an eight-percent tax while “investments in stocks are tax-free,” he said.
Guerrero cited blue-chip companies like the Philippine Long Distance Telephone Co. (PLDT), whose shareholders earned millions in only two years.
High value
PLDT shareholders, who bought about P1 million worth of shares in May 2004, now have shares worth P7 million as of May 2006, he said.
PLDT has the highest per share value of P2,000 in the PSE. It is followed by Ayala Corp., Bank of Philippine Islands, Globe Telecom Inc. and San Miguel Corp.
Guerrero also encouraged Cebuano companies to enlist with the PSE to gain additional funding from prospective investors.
Equity funding or raising funds through selling of shares, may force owners to give up a certain percentage of ownership of his company. If it were to get a loan from a financial entity, on the other hand, a company or an organization will have to put up a collateral and pay interests

Cebuanos have no reason to panic even if that envious probinsyano from across the Tañon Strait appears to be succeeding in railroading the three Sugbuak bills into a plenary discussion and vote.
Whether we like it or not, the bills have to go through that process, although it would have been more comfortable if they just died a natural death, had justice and fair play been made to participate and given due course at committee level.
Cebuanos are proud of their heritage and are intelligent enough to do what has to be done and brave enough to do it, to ensure that its enviable position in Philippine history will remain an inviolate patrimonial heirloom for future generations.
Thus, if it ever comes to a showdown and a plebiscite is called to decide the issue, we are confident Cebuanos will rise to the occasion and show everybody they are capable of charting their own destiny by their own hand, not by some dictatorial surrogate wand-waving.
For not all the machinations in the world, including the puerile exercise of legislative power as a manifestation of spite, can forestall the inevitable march of truth and justice when they so decide to weigh in, in their own time.
This early, there are already indications that even in plenary, insidious plans are afoot to sneak in the bills at an opportune time, when oppositors would be busy elsewhere with matters more pressing than breaking up a province for no other reason than personal greed.
The Sugbuak bills are nothing but the last gasp of exiting politicians who have no qualms about smashing Cebu into several pieces just so their own political survival can be assured. The Cebuanos can see that. Apparently, things are not as clear across the Tañon Strait.

To encourage Cebu-anos to buy stocks in the stock market, the Philippine Stock Exchange (PSE) is seriously considering putting up a branch in Cebu.
“We might be putting up 20 to 30 booths. It’s like a mini-stock market. We will also be putting up one in Davao,” he said in an interview at the Marco Polo Plaza Hotel yesterday.
Good that PSE had thought of branching out in Cebu. Definitely a lot of Cebuanos will invest, try their luck with the listed companies. I hope they launch it soon so we'll have "Cebu Stock Echange". For me, SRP is the best location here in Cebu City. The space for parking area is an advantage. Investors will have no problem going there because they have cars. It will also help develop SRP.

This will be build in between I1(formerly PIPC-ES) and I2.It will be then connected thru a bridge that will connect the 3 I towers. This is because of the expansion of E-Telecare and Dash Engineering who will occupy the 8 floors of I2, plus other tenants who will fully occupy the rest of the floors of the soon to be finish I2. Primary Structures Corporation then decided quickly to begin the construction of I3 by first quarter of 2007 to cater the rest of the demands.
High rise building is not supposedly allowed at ASIATOWN IT PARK. But there are exemptions in the prohibitions though, that property owners inside ASIATOWN IT PARK can build a highrise building if it will be constructed in 1 block with an existing building of the same owner. In which, the case applicable to Primary Structures Corporation who owns I1(formerly PIPC-ES) and I2.
Perspective of the 18th storey I3 will be posted next month. I am still waiting for the approval of my sources at Primary Structures Corporation. You know the consequence if I will not ask their permission.

I really did not believe the PSE-HQ would move to Cebu when I read that article. I thought it was only a reaction from PSE because of the persistent and chaotic rallies against PGMA during that time in the capital particularly in Makati. If I am the mayor approached by PSE official, I would offer that too. 2 hectares is more or less 200M pesos but the mayor knows pretty well that having the PSE HQ here in Cebu means more jobs, more economic enterprises, more buildings means more real property taxes. The multiplier effect in the economy may even end up in Metro Cebu's surrounding towns and cities.
But it's a welcome for mini stock exchange here in Cebu. It's good for entrepreneurs here so they can invest their untapped funds in the stock market.

I only have a little idea about the prohibitions of building high rise tower at ASIATOWN IT PARK. According to my friends at Primary Structures Corporation who are engage in the construction and design of the 3 I towers. They said, where can you find a high rise building in an IT park? not in Bangalore nor in Silicon Valley. That's is why it is really prohibited unless it follows the exemption rule. Plus! ASIATOWN IT PARK doesn't want to compete with its sister CEBU BUSINESS PARK.

Their main office is located along the stretch of V. Rama Avenue. Fronting Jollibee. Their warehouse for their cranes and other construction equipments is located at MEPZ 1 gate 2. They're into vertical construction and just recently ventured in real estate with its premier project, "the 3 I towers" at ASIATOWN IT PARK.

anyway, just a while ago, we had our ASEAN awareness program in our school and one of the VIPs there is (forgot the name!.. hehe) the head of the ASEAN summit preparations.. he had a long speech and i think, among my classmates, i was the only one who was intently listening. hehe... he was also recruiting for more volunteers from our school. so it popped in my mind that i should grab this opportunity! fortunately, my friends are joining too.. :D

The Securities and Exchange Commission (SEC) has approved the registration of Filinvest Land’s Seascape Beach Club and Spa, paving the way for the sale of 2,395 proprietary shares worth as much as P958 million.
The club forms part of the 12-hectare Seascapes Resort Town in Mactan, Cebu. This project involves the development of a world-class sports and nature club.
Based on its registration statement, Seascape will offer to the public a total of 1,395 class A, 840 class B and 160 class C shares priced at between P300,000 to P400,000 each. The company hopes to raise between P854.52 million and P958 million from the offering.
The shares will be offered by Filinvest Land’s parent firm Filinvest Development Corp. (FDC) by way of a secondary offering to eligible investors.
Class A and B shares are available to natural and juridical persons and are entitled to one vote per share in any and all regular and special meetings, to membership in the club and to the use of facilities of the club.
Proceeds from the offering will be used to finance the development of the club and its facilities for its members. The total projected capital requirement for the club is placed at P450 million.
The club will be built in two phases, with the first phase slated for completion on Sept. 2007. Development of the second phase, on the other hand, is expected to be completed by May 2008.
Among the club’s amenities include a ballroom which will be ideal for weddings and events, restaurants and bars, library lounge, outdoor party area, spa, salon, gym, children’s area, beach club pool, badminton courts, tennis courts, watersports, and clubshop.
During the construction and pre-operating stages of the project, FDC expects a negative cashflow which will be financed by equity and debt. Interest expense is the estimated interest the project will incur for the P100-million debt to be incurred by FDC to finance the project.
The usual term of a project loan is that its term is from three to five years. Interest rate is based on the prevailing fixed rate note base plus a spread.
Proceeds from the sale of shares will be deposited in escrow with East West Banking Corp., the banking arm of the Filinvest group.
FDC has a secured facility of corporate promissory notes with the Development Bank of the Philippines for up to P1 billion, which will be used to finance the development of the Seascapes Resort Town.

Cebu City is rolling out the welcome mat for some 300 parliamentarians and officials from all over Southeast Asia in the 27th General Assembly of the ASEAN Inter-Parliamentary Organization (AIPO), which begins tomorrow.
Speaker Jose de Venecia Jr., who is also AIPO president, leads nine speakers of parliament who have confirmed participation in this meeting that will tackle vital issues and the possible conversion of the body into the Association of Southeast Asian Nations (ASEAN) Parliamentary Council as a prelude to an ASEAN Parliament.
The delegates began arriving in the Queen City of the south from the AIPO-member legislatures that include Indonesia, Singapore, Thailand, Malaysia, Cambodia, Vietnam, Laos and the Philippines and the leaders of special observer countries Myanmar and Brunei.
When De Venecia formally opens the assembly on Monday, the Philippines will be hosting the first of two premier meetings this year, one by the region’s top parliamentary leaders and the other the ASEAN Leaders’ Summit in December in Cebu City.
The two events are expected to bolster the country’s image in the region and recognize the parliamentary leadership of De Venecia and the executive leadership of President Arroyo as it tackles some of Southeast Asia’s most important issues.
"The Philippines has the unprecedented honor of hosting two important regional meetings this year," De Venecia said.
He is also the former president of the Association of Asian Parliaments for Peace and the third-term chairman of the Standing Committee of the International Conference of Asian Political Parties (ICAPP), which is currently convening its fourth assembly in Seoul.
Eight heads of parliaments from Southeast Asia confirmed their AIPO attendance: Samdech Heng Samrin of Cambodia, Suchon Chaleekure of Thailand, Tan Sri Dato Diraja Ramli Ngah Talib of Malaysia, Agung Laksono of Indonesia, Abdullah Tarmugi of Singapore, Thongsing Thammavong of Laos, Nguyen Phu Trong of Vietnam and Senate President Manuel Villar of the Philippines.
In his speech at the inaugural activity of the conference, Villar is expected to discuss the benefits and drawbacks of globalization.
"High on the list of issues on our agenda is the threat of global terrorism, the challenge of a globalized economic order and the creation of an ASEAN economic community," Villar said in a press statement. "We are deeply disturbed to know that terrorism today has become transnational and transregional. What can the ASEAN community do to minimize the threat?"
Villar also said "an ASEAN community can pave the way for the flow of intra-regional investments within its sphere. There are already some of these activities on the ground. We have Filipino companies that have an established presence in ASEAN countries of the so-called Overseas Filipino Corporation or OFCs."
The General Assembly carries the theme "Caring and Sharing for ASEAN prosperity," reflecting a strong concern for economic growth and equity among neighbors in the region, House foreign relations committee chairman and head of the organizing committee for the 27th AIPO General Assembly Cebu Rep. Antonio Cuenco said.
De Venecia and Cuenco said "AIPO Cebu 2006" is also expected to strengthen sentiments for political unification among ASEAN nations by launching the beginnings of an ASEAN parliament to legislate and confirm common action on world peace, terrorism, poverty, environmental health, narcotic drug trade, cross-border crimes, human rights and social justice.
AIPO dialogue partner-countries, such as Japan, Australia, Korea, New Zealand, the European Parliament and the Russian Federation will also be sending delegates.
The Philippine delegation is made up of senior members of the House of Representatives: Deputy Speaker Raul del Mar, Reps. D'Transporter, I agree with bai. I was looking to buy a condo in Mactan and my broker
gave me a tour at the Hilton residential towers. I was told that all the units were mostly sold out, except for a handful that were less than desirable. But when I stayed at the Hilton Hotel on vacation last December, my suite was overlooking the tower that was supposedly "sold out." I noticed that about half of the building was unoccupied. It made me think that wealthy people in Cebu with connections were buying the units, continue to sit on it empty and waiting for the value to go up. I think this practice is counter productive. With so many developments sprouting all over the island, there will be a glut of housing for sale and these people may eventually have to settle for less. What do you think?

The pond is different. It is the part of the SRP that is not reclaimed yet and still full of water (what is ultimate plan for it anyway?).

1959 Judith Chui, Linda Abarquez, Sonie Alonso, Teresita Fanco, Mary Osmena, Elena Ngo, Minerva Melda, Elma Aznar, Hedeliza Sanchez, Cora Arriola, Val Catingub, Clowaldo Zabala, Paping Sanchez, Mike Gonzalez, Ben Suico and Jess Labrador performed "Pista sa Nayon" for the benefit of Carcar Parish.
1960 The premiere Dance School of Cebu never stops to introduce and popularize different kinds of dances. The Advent of Ric "Nene" Marcial to become the guest choreographer of Cebu Ballet Studio, realized the long time dream of Madam Luz to develop the jazz group. Two Dances introduced that year were the interpretation of George Gershwin's "Rhapsody in Blue" and the popular Sammy Kaye song "You'er The Top." "Rhapsody in Blue" was a beautiful blend of the classic ballet and jazz. The classic portion was headed by Fe Platon with Adelfa Villaruz and Cora Cania, while the Jazz was headed by Baby Villaflor, with Millie Avila, Emma Mabugat and Estel Climaco.
1961-1967 Ballet was banned by the catholic schools since most of the students were from St. Theresa's College and Colegio de la Immaculada Concepcion. Because of this unwanted event no Annual Dance Recital was presented during these years.The only bright side during those years was on year 1967, Madam Luz Sandiego gave birth to her youngest son named "Robert Mancao San Diego."
1968 After seven years of "hibernation," the Cebu Ballet Studio was back to present the First Annual Recital under the new name of Sandiego Dance Studio at the newly built USC Gym Boy's High School, Mango Ave., Cebu City. A dance inerpretation of the "The Gypsies" was performed by Beatriz Michael, Judy Enad, Sara Sandiego, Elizabeth Maxilom, Mercy Tan and Lani Paras.

The studio presented the first dance interpretation of "My Fair Lady" on roller skates. Choreography by Sara Sandiego. 1979 Sandiego Dance Studio presented Their Annual Dance Recital in observance of the international Year Of The Child with dances from 16 countries. These were performed by children ages from 4 - 12 years of age. The show ended up with an all-star cast singing of the song "It's A Small World."

1983 Annual Dance Recital was held at the USC Cultural Center, Cebu City. This was the year of the E.T. and the highlight of the presentation was a dance interpretation of superhereos - Superman and "Close Encounter." Participants: Sara Sandiego, Liza Saceda, Hope Purino, Joyce Guevara, AnnColina.
1982 - 1983 Madam Luz M. Sandiego migrated to the United States. Her fourth child, Sara took over in the management of the Sandiego Dance Studio. Sara's dedication and commitment to the studio's operations can be seen by her professional management of the studio's Dance Troupe. A die-hard perfectionist, Sara was known for her insistence of daily practices whenever necessary and her meticulous checking of every detail - from a dancer's single movement to the last angle of a step. Those years were years for "international entertainment." The Sandiego Dance Troupe was often tapped to present full length variety shows to audiences who where mostly tourists from London, U.S., Australia, Switzerland, Japan and other countries. thus, the Dance Troupe created a repertoire of folk dances (from Luzon, Visayas and Mindanao) with the dancers showcasing ethnic and traditional dances in authentic native costumes with colorful and very creative props. Ballet, Polynesian and Disco-jazz numbers were integrated in these variety shows which usually ended with the challenging "Tinikling" dance with audience participation. Tourist loved this part most as they gamely tried the dance, having fun as they joyfully jumped to the Tinikling beat. The dancers were: Baby Ouano, Edith Borres, Arlene Monteclar, Cleo Novabos and Sara Sandiego. Edgar Alejado, Junjet Primor, Winston Ibon, Nick Baring, Val Sandiego and Patrick Tacandong. The studio was awarded "Best Establishment" by the city of Cebu during Cebu's Charter Day.
1984 Sara migrated to the United States. Val, the seventh child in the Sandiego family, took over the management of the Dance Studio. Like his sister, Val has been giving his devotion, creativity, commitment and professionalism in managing the studio. Right before Sara left for the States, a new set of younger dancers took over the composition of the original Sandiego Dance Troupe. The new set of dancers developed a very close affinity to each other that the studio pratically became their second home. Thus, these dancers had been helping Val in the studio as Dance Instructors of some dances. These dancers were: Ann Colina, Lalaine Canares, Agnes Monteclar, Gwen Dedicatoria, Ruth Alcoseba, Jinky Enario and Ofelia Zozobrado, Marivic Exaltacion. And the male dancers were Winston Ibon, Ronnie Matudan, Junjet Primor, Edgar Yabut, Nelson Cabezas and Val Sandiego. From 1984 onwards, Cebu corporate world has been deluged with a series of new products being introduced to the Cebu community. Prestigious corporations such as the San Miguel Corporation, Johnson and Johnson, Kodak, etc. hired Manila-based talents for their product launchings while the Sandiego Dance Troupe was always tapped to do the back-up for these Manila talents. Due to the Sandiego Dance Troupe's versality and professionalism, most companies prefer to hire them more than any other local dance troupes. Thus, the group has evolved through the years as the no.1 Dance Troupe in Cebu. The group caters not only to the high-end audiences or the elite class but also do a lot of performances for free in various towns and barrios fiestas for the benefit of some fund raising projects. These are usually civic or religious projects such as the renovation of the town's church.
1994 The Sandiego Dance Troupe joined the annual Sinulog Dance Contest under the H. Llullier contingent with Val Sandiego as the choreographer and head of the contingent.
1995The dance troupe garnered the Grand Prize in the Sinulog-based Dance Category, the "Best in Costume" award as well as the "Best in Choreography." From then on, invitations to perform the Sinulog and other dance presentations have multiplied up to the present. Among their performances was during President Ramos' short visit in Cebu Plaza Hotel during the 1994 National Convention of Water Districts. The dance troupe's additional members were: April Alpasa, Jezelle Afable, Margaret Gador, Evette Oronce, Christine Arrieta, Dawn Orig and Honey Abad. Val formed another set of dancers composed of very young and energetic male dancers to compliment the ongoing Sandiego Dance Troupe. This new set is called as the Sandiego SPEED Dancers. These young dancers are: Wesley Racoma, Nelson Banares, Christopher Biloria, Arvin Banares, Christian Orozco, Oliver Alcid, Melvin Ornopia, and Adonis. While the female dancers are: Luvlyn Ang, Emily Rose Lumayno, Elane Gica, Luanna Castanares, Eunice Valencia, Abigail Abion, Jesusa Barcenas, Kemi Vestil, Jessie Glova, Shannah Salcedo, Paola Pia Sandiego, Angelica Luz Sandiego, Andrea Lauren Sandiego and Dawn Faelnar.
1996 The Sandiego Dance Troupe joined the Annual Sinulog Dance Contest under its own name for the first time(their past participations were under various firm's contingent.) They garnered the Grand Prize for the Best in the Sinulog-based Dance Category, the Best in Costume, and the Best in Choreography. Among Their various performances on this year, the Dance Troupe performed at the Cebu Provincial Capitol Social Hall for the Balikbayan surgeons who were in Cebu to do free clinic during their medical mission i the province of Cebu.
1997 Again, the Sandiego Dance Troupe joined the Annual Sinulog Dance Contest and has again sweeped away with the Grand Prize for the Best Sinulog-based Dance category, Best in Costume and Best in Choreography. It also represented Cebu City in the Sinantonino Festival in Manila in January 1997. It graced the cultural show during the APEC Convention at Shangrila Hotel in April 1997. The Dance Troupe, among other dance presentations, welcomed 400 European guests during their short visit at our port. courtesy of the region's Department of Tourism. March, 1997 The Sandiego Dance Studio also received this year the prestigious Perlas Award for Valuable Filipinos, under the Arts and Culture category for having developed and propagated the art of Dance and Choreography, thus, enriching and sharing a wealth of Filipino culture and the tradition of dance to Cebu's young dancers, in particular, and to the community, in general. This award also recognizes the studio's effective and professional management of the Dance School as well as their significant participation in the annual Sinulog Festivities. Every summver, for 50 years now, the Dance Studio offers Summer Dance Workshops for all ages. A Package of three dances (Ballet, Hawaiian and Disco) is offered among other courses. A summer Dance Recital is always the culmination of this Summer Dance Workshop which is usually held at the USC Cultural Center every last weekend of May.
1984 - 1997 While Val Sandiego and his wife Ofelia Zozobrado Sandiego continue to enrich the cultural fabric of Cebu with the tradition of dance, Madam Luz Mancao Sandiego, the founder of the Dance Studio, continues to practice her profession on Choreography in Virginia, U.S.A. where she has established her residence. Together with her daugther Sara, Mrs. Sandiego is often busy doing the choreography requirements of various Filipino-American groups (such as the Ang Bisaya, Inc. in Washington D.C.) as well those of professional associations such as the Richmond Doctors. By the very nature of the Sandiego Dance Studio's unique evolution, it now enriches the cultural texture of two communities - that of Virginia, U.S.A. and in Cebu, Philippines.

There's no reason for the Philippines not to produce its own brand of digicams, cellphones, etc. Nothing is impossible I think and I guess we only need a bit of innovation, hardwork and perseverance.
Look at Taiwan, before it was nothing more than an island refuge for those fleeing communist rule but now it produces computers, televisions, etc. I've just finished reading Lucky-Goldstar's (LG) history and I'm impressed by how it started from producing cheap Television sets (Goldstar). Now it produces TVs, refrigerators, monitors, etc. under the LG Brand.

Cebu Pacific flies direct to Singapore from Cebu for only P1,499
Cebu Pacific (CEB), the Philippine’s low fare leader, will be operating four times weekly direct flights from Cebu to Singapore and three times weekly flights from Davao to Singapore (via Cebu) starting on October 23, 2006.
The Cebu-Singapore direct service is scheduled to operate every Monday, Thursday, Friday and Saturday while the Davao-Singapore service will operate every Monday, Friday and Saturday. Departure from Davao (to Cebu) is at 6pm and the flight consequently leaves Cebu for Singapore at 8pm to arrive in Singapore at 11:40pm. The flight leaves Singapore at 12:25am the following day, to arrive back in Cebu at 4:05am and in Davao at 6am.
CEB is launching these new services with a seat sale from September 5 to 12 only. The Cebu-Singapore service is on sale for only P1,499 one-way, while the Davao-Singapore service is offered at P1,999 one-way. Travel date for the seat sale is from October 23 to December 15, 2006.
After the seat sale, the lowest ‘Go’ fare for the Cebu-Singapore service starts from P2,499 one-way while the Davao-Singapore route starts from P2,999 one-way. Fares are exclusive of surcharges and government taxes. The easiest way to book and purchase tickets is through CEB’s website (www.cebupacificair.com).
“Cebu Pacific is aggressively expanding its domestic and regional operations. This signifies the airline’s commitment to further develop the tourism industry and encourage more Filipinos to fly,” said Candice Iyog, CEB marketing director.
Iyog also emphasized that the additional route is part of CEB’s expansion program. “This new service also comes in time for the 12th ASEAN Summit which will be held in Cebu City from December 11 to 14,” Iyog added.

gave me a tour at the Hilton residential towers. I was told that all the units were mostly sold out, except for a handful that were less than desirable. But when I stayed at the Hilton Hotel on vacation last December, my suite was overlooking the tower that was supposedly "sold out." I noticed that about half of the building was unoccupied. It made me think that wealthy people in Cebu with connections were buying the units, continue to sit on it empty and waiting for the value to go up. I think this practice is counter productive. With so many developments sprouting all over the island, there will be a glut of housing for sale and these people may eventually have to settle for less. What do you think?

..... if that happened on residential condos, this is also what happened to the North Reclamation Area long time ago... the NRA lots were sold out but for the longest time, it took time to have someone pour his/her investment in NRA because the lot owners were all greedy and were just waiting for their lot's value went up and then sold them x20 or more of the orginal value...

This tower is world's 38th tallest building and it received an award from skyscrapercity.com for "Best Skyscraper of the Year - 2003"..... how i wish to have the picture of the trophy taken and shared it here but due to a very strict "no picture-taking policy" here in Riyadh, Saudi Arabia.... i'd rather not gamble my working permit....hehheheh! ..... kanus-a kaha makadawat og trophy diha sa Cebu gikan sa skyscrapercity.com....? hopefully, someday... soon !!!

CEBU’S tourism and the economy, in general, will get a boost with about 300 guests from Southeast Asia and Europe attending the five-day 27th General Assembly of the Asean Inter-Parliamentary Organization (Aipo) this week.
Rep. Antonio Cuenco (Cebu City south), head of the organizing committee of the regional event, said the delegates, who are booked in different hotels and resorts in Cebu, are scheduled to tour around the city for “sightseeing and shopping” on Wednesday.
The Association of Southeast Asian Nations (Asean) Aipo general assembly will be held at the Marco Polo Plaza Hotel. Foreign delegates began arriving in Cebu yesterday.
“The golfers will be brought to Alta Vista Golf Club. Some of the delegates are also bringing their wives along,” Cuenco said during a media briefing held at the Marco Polo Plaza Hotel last Friday.
Aipo is an organization composed of lawmakers of countries in Southeast Asia, such as Indonesia, Singapore, Thailand, Malaysia, Cambodia, Vietnam, Laos and the Philippines. Delegates from Myanmar and Brunei and those from Aipo dialogue partner-countries, such as Japan, Australia, Korea, New Zealand, the European Parliament and the Russian Federation, are also joining the event.
Economists have said that international events like the Aipo assembly are opportunities for the country, especially Cebu as the host, to showcase its potentials to the attendees.
Cuenco told Sun.Star Cebu that part of the agenda that the Philippines will push during the Aipo assembly and the Asean Leaders’ Summit in December are the extradition treaty and the creation of an Asean parliament.
The Asean parliament, an initiative of Aipo president and Philippine House Speaker Jose de Venecia, is an assembly of legislators of Asean member-countries that would legislate and confirm common action on issues, such as world peace, anti-terrorism, poverty, environmental health, narcotic drug trade, cross-border crimes, human rights and social justice.
Earlier, Asian Institute of Management president Francis Estrada said the Philippine Government should grab the opportunity to assert its agenda during the Asean summit in December. (JBN)

A FILIPINO motoring journalist has come up with with the first and only book on Philippine motor sports, chronicling the developments of car racing in the country.
Junep Ocampo launched at Kart Zone in Cebu City last Saturday, “Fast Lane, Motor Sports in the Philippines,” a 224-page coffee table book that contains “easy-to-read” stories and published photographs of saloon cars, go-karts, formula cars, rally cars, and offroad vehicles.
“Cebu played a great part in the history of car racing and this book will bring back the glory of Philippine motor sports,” Ocampo said.
He said the Cebu Grand Prix, held on Dec. 14, 1969 at the north reclamation area, was the first Philippine Grand Prix and the first circuit race in the country.
He said racing is a good tourist attraction, adding that the Provincial Government should consider developing a race track similar to the Batangas Racing Circuit and the Subic International Raceway.
Birthplace
“Being the birthplace of circuit racing in the Philippines, we also hope to make Cebu the motor sports capital of the country,” he said.
Automobile Association Philippines (AAP) executive director Mandy Aduque said he is optimistic Cebuanos would make it to the international car racing arena.
“Cebuanos are known to be very passionate about motor sports and I believe you have a great chance of winning international titles in the future,” he said.
He said the launching of “Fast Lane” is a good venue for the pioneers of car racing in the province to reunite and bond with today’s young race car drivers.
