Unsightly transmission lines dangling above streets, subdivision roads and major thoroughfares may soon be a thing of the past.

This as councilor Hilario Davide III filed a measure that will regulate the placing and installing of transmission lines by public utilities operating in the city, providing penalties for violation and for other purposes.

Davide observed that everywhere, along the city's streets and major thoroughfares and even in private subdivision roads, the intertwining transmission lines look "black spaghetti" hanging loosely from one post to another.

"These dangling spaghetti wires are not only messy and ugly to look at but are also a hazard to public safety," Davide's proposed measure read.

If the proposed measure will be approved, a color-coding system will also be adopted to all transmission lines that have been, or will be, installed by public utilities for easy identification. For this purpose, the city planning board will assign to each public utility a particular color for its transmission lines to promulgate rules and regulations for the effective implementation of the color-coding system.

Investors test Cebu prospects

Another investor has expressed interest to Cebu Gov. Gwendolyn Garcia to do business in Cebu, after the recent Asia Pacific Infrastructure Conference in Hong Kong.

Bill Banks, director of project finance of Ernst and Young Transaction Advisory Services Ltd., sent a letter to Garcia saying he is now “looking for ways of finding a trip to Cebu” the soonest possible time.

Better late than never. Those hanging black wires are really ugly. This measure should have been implemented long time. But why only power transmision lines? What about the TV Cable and Telephone wires?

It is very similar to the Symphony of Lights in Hongkong which happens at 8pm every night although the one in Club Ultima is just a searchlight. Nice if they would replace it with the one like in Hongkong.

Yeah I hope that it's going to be permanent -- it's been there for more than a week already. Nice also if they will put one in Crown Regency. Hehehe

That is just the beginning guys, just imagine later on when Cebu gets a skyline like Makati the views from the hills will be priceless. Just like I said earlier, if you guys can get property owners who have no interest for those lots to sell cause they think it's impossible to build a house please let me know. If I can close a deal with them I'll reward you appropriately depending how great is the deal.

Sige guys please let me know, if the property has a great view ask the prop owner what is the lot area and how much he thinks the lot is valued at right now. Don't approach him as if there is an interested buyer because he might price it high right away. If he thinks the value of his lot is low then get his contact number. Check out the potential of the lot first... does it have a great view, can a house be constructed and can a 8' driveway be built to access the property ..questions like this.

duha kabuok road access (GMA Complex, Gaisano Country Mall)....
dili lang cemento ang dalan (anapog).... pero accessible gyud cya...
daghan sad competencya... (daghan kaayo ni- inquire ani nga lot)....
mostly from Maria Luisa... kay mao ma ni nga bukid nag-block sa ila view...

Rage, the location and view is really great. I hope you can get in touch with the owner. When I was staying at the Marco Polo hotel I saw a hill to our left side which was located in front of city lights and a little to the left which was empty with no trees. You might be talking about this hill I saw. I think its the hill above the camp VISCOM. That is an excellent location. The water and power is not a problem we can use that to our advantage.

Garcia wants towns, cities to put up own water districts

Cebu Governor Gwendolyn Garcia wants the towns and cities in Metro Cebu to start their own water distribution systems and break away from the Metropolitan Cebu Water District (MCWD).

She told Cebu Daily News that the provincial government is willing to give these local government units (LGU) money to start their own water districts.

"We will give them (LGUs) the money. We will give them the support so they could better deliver water to their constituents," she said on Friday.

The need to put up individual water districts stemmed from the failure of MCWD to efficiently service its franchise area spanning Lillian town in the north up to Talisay City in the south and the island of Mactan.

According to a data released by MCWD recently, the water district only serves some 100,000 households, only half of the total number of households in its franchise area.

But MCWD supplies water to 10 percent of Cordova's 7,974 households and only 12.2 percent of Lapu-Lapu City's 54,134 households.

MCWD is a government-owned and controlled corporation (GOCC). It runs on its own budget and has been earning an average of P30 million in annual profit in the past few years.

Being a GOCC, its expenses are audited by the Commission on Audit (COA) and the salaries of its employees follow government standards.

The water district, however, offers bonus schemes for its employees like cash incentives for every systems loss reduction each year.

Garcia pointed out that water distribution is a basic service, thus its operation should not be based on profit.

"Water is a basic service that should be run by the local governments who will not think about making profits first," she said.

She said there is now a pending ordinance, creating the Provincial Water Authority (PWA) that will manage all the water resources in the province to ensure the water supply for the LGU-run water districts.

The ordinance is due for second reading, as this is still pending before the Provincial Board committees on environment and laws chaired by board members Victor Maambong and Antonio Almirante, respectively.

Garcia said that what she has in mind is for the LGUs to buy water from the province and then distribute it to their constituents.

The province, on the other hand, will look for water resources and manage these through the PWA.

"The LGUs (running the water system) will deal with the province. I will deal with the towns (on water supply). In this case, everything will be smoother and faster," she said.

The supply and distribution networks could also be one source of big revenues for the towns, she added.

Garcia noted that water distribution was being complicated by business and politics and that water had become a political issue.

"This has been made into a political exchange," she said without naming names.

Mayor Tomas Osmeña of Cebu City and Thadeo Ouano of Mandaue City have clashed over the P2-billion Carmen Bulk Water Supply Project.

Osmeña wanted the water deal scrapped because, he said, it contained provisions that could trigger water rate increases and would only favor its proponent - a consortium led by the Ayala Corp.

He criticized Ouano and other northern Cebu officials who signed a manifesto in favor of the water deal.

The manifesto, sent to the National Economic and Development Authority, pushed for the approval of the water project on the ground that they needed more water for their constituents who were not served by MCWD.

Ouano also challenged the right of the Cebu City mayor to appoint the five members at the MCWD board, saying a "takeover" by the provincial government could result in better representation of all districts that get their potable water supply from MCWD.

He pointed out that only 64 percent of MCWD's clientele is in Cebu City.

Under Presidential Decree 198, the law creating and governing the MCWD, the authority to appoint members of the board of directors lies on chief executive of an LGU that has jurisdiction over 75 percent of the water district's consumers.

"Otherwise the appointing authority shall be the governor of the province within which the district is located," the law stated.

Joy Augustus Young, MCWD board vice chairman, declined to comment on the issue because a case remained pending before the courts filed by former governor Pablo Garcia, questioning the authority of the Cebu City mayor to appoint the members of the MCWD board.

"Ako di kaayo ko mokomentaryo ana (I can't comment on that) and we should refrain from giving further comment on that issue kay naa na na sa korte," Young said.

Young admitted that Cebu City might not have the 75 percent required by Presidential Decree 198, but he said a majority of the MCWD consumers are in Cebu City.

"I think that is really unfair. Sayop na kay ang (It is wrong because) majority is 50 plus one. Di nalang mohatag og tubig ang taga siyudad ngadto sa probinsya aron di makuha sa province pero di man ta dawo (The city will not give water to the province so the province will not have any but we are not selfish)," Young said.

Osmeña dared Mayor Ouano to go to court if he wanted to question his authority to appoint the members of the MCWD board.

He said he believed that Ouano was merely diverting the issue from the P200-million development cost in the bulk water contract, which the Cebu City mayor was questioning.

Under the proposal, the Ayala-led consortium will get a refund in case it fails to bag the deal. Osmeña said the refund termed as development cost would reach P200 million, but International Finance Corporation consultants claimed that no amount had been pegged because this would be determined by an independent auditor.

Osmeña said he was not against the project but only wanted the issue on development cost be resolved first.

Work on new school okayed

Despite objections from some parents, the construction of two school buildings worth P16 million in Sirao, a hinterland barangay in Cebu City, would push through, a Cebu City official said Sunday.

Dr. Leonilo Oliva, Cebu City schools superintendent, said city government workers have started clearing the one-hectare lot donated by the Fonacier family in Sitio Tawagan.

The two buildings, which will have two floors, are expected to be finished within 120 days and will be constructed by winning bidders, Maningo Construction and San Narciso Construction.

Oliva said some objected to the new site because it is far from their homes and their children would have to ride a motorcycle-for-hire to go to school.

Sitio Tawagan is 1.2 kilometers from the original school site in Barangay Sirao proper, which has been declared unsafe because of earth movements occurring in the area.

In 1997, a fissure was found on the grounds.

"We can't please everybody. Kon di sila mobalhin, kuyaw man ang daang eskuelahan. Mayo og sila ang manubag kami ra ba gyud," Oliva said.

Barangay Captain Jesus Bontuyan said only 25 percent of the parents, who lived near the previous school, objected to the new site because of its accessibility.

More Buildings at AsiaTown I.T. Park

At least seven developers/investors have reserved lots at the Asiatown IT Park (AITP) developed by Cebu Property Ventures and Development Corporation (CPVDC), which still has five-hectares of undeveloped properties.

CPVDC, a subsidiary of Ayala Land-affiliate Cebu Holdings Inc. (CHI) is going to fast track the development of the five-hectare land as the company is also poised to build more buildings, aside from the investors that have already made reservations.

CPVDC president Francis O. Monera said two of the seven investors who made reservations already paid 30 percent down payment for the local cost, an indication that these are serious investors.

He said average lot size of the of the reservations ranged from 800 square meters to 1,200 square meters.

Next year, the former "The Village" will be re-opened to a new mixed lifestyle and commercial zone that will cater to the growing employees of Business Process Outsourcing (BPO) companies.

Monera said the new commercial will operate in a 24/7 cycle, and will house several establishments, and lifestyle joints that will "create a bite" to the call center agent market.

"The infrastructure, communication, electricity and manpower quality at Asiatown are at par with the major IT parks and not only in Asia but also worldwide. This has ignited the influx of more IT locators in Cebu and is one of the reasons why we are experiencing more aggressiveness in the take-up of commercial lots in AITP compared to the previous years," Monera said.

Cebu LGU needs to create a body that will govern in preserving COLON Street (Or, perharps, the entire downtown)

In the past, I've seen old buildings in Colon Street that had been tore down to be replaced by new ones and many of those buildings held significance on Cebu's History and Culture. Since, there is no law (correct me if i'm wrong) in preserving the look of Colon Street, many businessmen don't care the importance to preserve one's heritage. According to one famous writer, he said, "to define the future, one must study the past". In this case, I don't know where Colon Street is going. Even it is too late now, I just hope that somebody from the Cebu City Government would look into this.

I really admire how the NHI preserving the Intramuros area. I hope we do the same for Colon Street and I hope that one of these days, any businessmen who would like to build new buildings in Colon Street, they would adopt an old architectural design that would complement the "old Cebu". At least, we can still revive what we have lost. For now, it is really ironic to call "COLON" as the oldest street in the Philippines because you can see its modernization.

When I was a teenager, I used to go to this moviehouse (Vision Theater). This building is still standing all in its glory but it is now rented to people who sell pirated VCDs, DVDs, CDs and I believe, no one is taking care of this building. See the building design? Nice, isn't it?

Since, I've been away from Philippines for quite some time now, I don't know if there is an effort to preserve Colon Street nowadays.

NOTE: I'm glad to know that the developer of the lot in Banilad (Philipiine-Beijing Corporation) will have its architectural design complementing the old Cebu.

Even with plan B ‘Mandaue benefits’

EVEN if the Cebu International Convention Center (CICC) would not be used as venue for the 12th Association of Southeast Asian Nations (Asean) summit, Mayor Thadeo Ouano said Mandaue City has “nothing to lose and everything to gain.”

Ouano is hopeful, though, that the CICC could be completed in time for the summit on December. If not, Ouano said organizers have “no choice” but to look for alternative venues, in which case he will not mind if Mandaue City is no longer part of it.

Mandaue, which has always been packaged as an industrial city, does not have hotels.

Ouano said that even if the summit will not be held in the CICC, Mandaue still has participation in the summit’s spousal program.

“Eventually, it (CICC) would be completed and even if it could not be built in time for the summit, it will still be favorable to Mandaue City,” said Ouano.

The construction of CICC already serves as catalyst to the development of the Mandaue South Reclamation Area (SRA).
This early, an international bank expressed interest in opening a branch in Mandaue City and Ouano recommended the SRA as a most suitable site for the bank.

Ouano said the Cebu International Container Terminal Inc. had asked another private firm to study the possibility of developing its 20-hectare lot along Ouano Ave. in the SRA for mixed-commercial use.

Ambassador Marciano Paynor revealed last week their alternative plan in the event that contractors fail to finish CICC construction for the summit.

Under plan B, the summit will still be held in Cebu but its sessions will be scattered in three venues: Shangrila’s Mactan Island Resort and Spa, Marco Polo Plaza and Waterfront Cebu City Hotel and Casino. Security arrangements for plan B are being prepared as well.

But with CICC being 82 percent complete as of last week, Paynor is still optimistic that the facility would be ready for the Asean.

Cebu to host summit on wellness in 2008

SETTING a new direction for Philippine tourism, the Department of Tourism (DOT) said the country will be hosting the next Asian Wellness summit for two consecutive years.

DOT Assistant Secretary for wellness and sports Cynthia Carreon said the summit will take place in Manila next year and in Cebu on 2008.

“I salute the efforts of DOT secretary Ace Durano because he has been aggressively positioning the country, particularly Cebu, as a major spa holiday destination in the Asia Pacific region,” Carreon said.

Destination

She also said the country needs to capitalize on its medical and human resources to become the leading medical tourism destination in Asia.

“Medical tourism is booming and we have the edge because we have the best doctors and we speak fluent English,” Carreon added.

Thailand and Singapore remain the country’s top competitors, she said.

DOT is banking on spas, wellness centers and other medical destinations to bring in more tourists and increase employment and the country’s dollar receipts.

Industry

Spa and Wellness Association of Cebu (SWAC) president Johnie Lim said he welcomed the move by the DOT in bringing the summit to Cebu, as he is optimistic that it will generate positive results in the province’s burgeoning health and wellness industry.

Carreon and Lim where among the guests to the opening ceremonies of the Beauty Health and Wellness (BH&W) show last Friday at the SM City Cebu Trade Hall.

“I commend the Cebu Chamber of Commerce and Industry (CCCI) and SWAC for organizing the show which only signifies that Cebu is ready to host the summit,” Carreon said.

“The show underscores Cebu as the emerging nirvana of wellness in the country attracting more domestic and foreign tourists,” said CCCI vice president for business development Edward Gaisano.

Earlier, Lim said one way to attract tourists would be through the “aggressive promotion of hilot,” an authentic Filipino massage.

Lim said “hilot” is a more complete wellness process, as it involves both the physical and spiritual aspects.

Expertise

He added that industry players will bring the “hilot” service in a “re-constructive, spa-like ambience.”

Organized by CCCI, SWAC and the private sector, the three-day event showcased the products and services of over 50 exhibitors.

Cebu Pacific to resume Clark-Cebu service

CLARK FIELD, Pampanga -- Cebu Pacific, the second largest domestic airline, will resume next month its daily flights to and from Cebu City at the Diosdado Macapagal International Airport here.

A promotional Cebu-Clark fare of 99 pesos is being offered if tickets are bought from September 19 to 26.

Victor Jose Luciano, president of Clark International Airport Corp., said the airline will use its newly acquired Airbus A319, which can accommodate 124 to 142 passengers.

Mandaue confidents of finishing bldg. for squatters under bridge

AT least one building with 104 housing units can be completed before December to accommodate some of the squatters living below the first Mandaue-Mactan Bridge.

City Administrator Serafin Blanco said Ferac Builders and Development, which was awarded the contract to build the medium-rise housing (MRH) project in Barangay Looc for P99.99 million, has committed to complete the project within six months or by March.

The project consists of two six-story buildings and Blanco is hopeful that one of them could be completed before December so they can start relocating some of the squatters there.

Relocation

There are about 400 households living in the area below the first bridge, also known as Paradise Island, and the city intends to relocate 208 of them to the condominium building.

The rest would be accommodated in the city’s relocation sites in Barangay Canduman and Casili, where Gawad Kalinga Community Development Foundation Inc. has committed to construct 200 low-cost housing units, along with the squatters in Barangays Guizo, Tipolo and Subangdaku.

The Mandaue City Government had already started demolishing the houses occupying the bank of the Mantuyong-Tipolo creek.

Blanco said the Casili site can accommodate about 990 to 1,000 families, while the Canduman site can accommodate 500 to 700 families.

The dredging of the creek was prioritized because the creek has been identified as the source of the foul smell in the area, which is very near the Cebu International Convention Center.

It also causes flooding in Barangay Tipolo. Since water cannot freely flow into the creek, it overflows during heavy rain.
P100 million

As for the MRH project, the National Housing Authority released an initial amount of P15 million. The remaining P85 million will be released through progress billing.

A P100-million budget was allocated for the housing project in Mandaue City under the 1998 Poverty Alleviation Fund. (ROV)

The area where night stalls once stood now looks like a public square. The stalls were demolished for violating a city ordinance. Notice that there are some stalls that are still standing.

Hotel Le Carmen

Visitors better try this very small hotel next time around. It's pretty small but the design looks kind of nice.

National Bookstore is still there. Mikado, Orange Brutus, and Dinq Qua Qua wala na. Ding Qua Qua transferred to JY Square Mall in Lahug although there's another restaurant (Dimsum Break) operating inside Mango Square Mall pero parehos lang ang owner.

Ang Dimsum Break is more of a fastfood type chinese restaurant compared with Ding Qua Qua which was a bit formal.

The arcade that was once occupied by Mikado, Brutus, etc. was renovated and now houses bars, internet cafes, a bakeshop, and other night stuff.


Notice the building below. This was where Ding Qua Qua and Brutus were.

"Right now, this would represent the growing population of online users in or coming from the Visayas and Mindanao," the proponent added.

Oczon said the portal has attracted users from Cebu, Davao, Cagayan De Oro City, General Santos, Iloilo, among others.

Far-flung resorts await post-summit bookings

Off city resorts, like Alegre Beach Resort in Sogod, Cebu is hoping to get bookings from the ASEAN Summit visitors immediately after the conference ends.

"Participants who want to stay on for post ASEAN Summit leisure component, will be our market. Meanwhile, during the date itself, we don't get bookings, because we are too far," said Alegre Beach Resort general manager Fritz G. Kahler.

As of now, he said the resort still has no confirmed bookings from guests who are part of the ASEAN Summit event, which will be held in Cebu this coming December starting December 9 to 13, 2006.

Cebu will be expecting about 10,000 visitors during the ASEAN leaders meeting, and city-based hotels and resorts are already fully booked for the event.

However, far-flung resorts like Alegre, is hoping to get a share of the market during post ASEAN Summit events.

According to Kahler, he is confident that there are a lot of delegates who may want to explore Cebu, and relax after the event. Alegre is banking on this market.

Alegre Beach Resort has 38 villa-room accommodations. It enjoys high occupancy rate of 70 percent in the last two weeks, while an average of 68 percent last year.

Already, the company had spent millions of pesos for its ongoing renovation program, to improve the 14-year old resort, including the rooms, reception, and other facilities.

He said Alegre is spending at least P500,000 for each room, for the renovation of its 38 villas.

On the other hand, city based hotels, and resorts are expecting to generate an estimated US$10 million during the ASEAN Summit.

This estimated amount that will benefit Cebu's economy, is based on a conservative calculation of over 10,000 guests that will arrive in Cebu, not only in the proper five-day event, but including the earlier meetings that will be held in Cebu in the preparation for the summit.

Hotelier and general manager of Cebu Parklane International Hotel Rey Fuentes said each guest is expected to spend an average if not a minimum of US$200 a day, only for the accommodation and food expenses, excluding other expenses for shopping, tours, among others.

According to Department of Tourism (DOT-7) regional director Patria Aurora "Dawnie" Roa, prior to the main event that is scheduled on December 9 to 13, there will be 32 meetings to be held in Cebu, this include an international business leaders' meeting that will be held in Waterfront Cebu City Hotel and Casinos, and other events related to the ASEAN Summit.

Roa said the Philippine government is only spending for the accommodation of the head of states, but the members of the delegations in each country, will have to spend their own money.

The US$10 million money that will be poured to Cebu 's economy is only calculating the basic need of each delegate, which is only the accommodation and food, the amount is expected to double as delegates will have to go to other services like shopping, spa, tour, wining, and dining.

In the Metro Cebu area, which covers cities of Talisay City , Cebu City , Mandaue City and Lapu-Lapu City , there are only a little over 6,000 rooms that will be able to accommodate the delegates.

There are 16 participating countries in the ASEAN Summit and each head of state is expected to bring over 100-member delegation. About 2,000 are expected to come from different media organizations in the world.

Roa said that the impact of the ASEAN Summit that will be held in Cebu will be felt by Cebuanos in the long term. It will help the positioning of Cebu as an international vacation hub, and that tourism will be well benefited from this event.

At least six hotels/resorts are already identified to be the hosts of top-notch head of states. According to Roa, although room shortage is a problem in Cebu, the ASEAN Summit accommodation committee already made arrangements with hotels of the bookings.

Province-wide, including resorts located in countryside, like Pulchra, Alegre, Badian Island, resorts in Bantayan Island, Malapascua, and others, Cebu has over 9,000 hotel and resort rooms.

Furniture maker bares Cebu expansion plans

A German-owned furniture manufacturing company based in Cebu will put in additional investments in the province that would generate about 300 jobs within the year.

Furniture export firm Dedon Manufacturing Inc. has informed the Philippine Trade and Investment Center office in Berlin, Germany that the firm plans to expand its production facilities in the Philippines with an additional investment of $5 million within three years.

According to an article on the Department of Trade and Industry’s Tradeline News and Market Development website, Dedon plans to increase its workforce in Cebu to 3,000 within this year.

Dedon has a workforce of 2,730 in its plants in Mandaue City at present.

Cebu Furniture Industries Foundation (CFIF) president Michael Basubas told Sun.Star Cebu that Dedon will be putting up a third plant in Mandaue City this year.

Basubas said he welcomes the expansion as an indicator that the local furniture exporting industry is growing.

“This is a very good development and an opportunity for employment in Cebu,” he added.

He said Dedon’s expansion plans show it has confidence in local craftsmanship, which he considers as the country’s edge over other furniture exporting countries.

Contribute

Dedon contributed $23 million in export revenues to the Philippines’ total furniture exports of $303.86 million in 2005.

Dedon recently introduced to the international market its new signature collection dubbed, Yin Yang.

The company’s website stated that the idea for the collection “came to designer Nicolas Thomkins” on a beach in Olango Island.

The article on Trade-line’s website read that Dedon prides itself for products that show the fusion of Philippine ethnic designs and German technology, a combination that appeals to the international market.

Basubas, in a talk last Monday, said the local furniture industry will employ new strategies that will encourage manufacturers to produce globally competitive products.

He said because of the growing trend for designer-type furniture, CFIF will be tapping expert furniture designers in Europe to train local manufacturers.

He said the move aims to bring more quality export produce, not just to Europe, but to the US and Middle East as well, which are the industry’s top markets.

Dedon, which is known for all-weather furniture pieces, is one of the country’s leading furniture makers.

Osmeña: Accelerating the completion of SRP

IN practice, the terms “subdividing” and “developing” are used interchangeably. Technically, however, the application of these terms differs significantly.

There are owners, operators and speculators, for instance, who are interested only in the less intricate business functions of acquiring tracts of land at wholesale and selling them already subdivided or at retail. Will the South Road Properties (SRP) be sold like this? Or will it be offered to those who are interested in going beyond the initial stage of urbanization, and assume business functions that involve the entire development of the area.

Literally interpreted, subdividing means the “breaking-up” of one or more large tracts of land into smaller plots, subject to community regulations, if any, governing the use of property.

Where subdividing is the owner’s intent, he need not incur any additional expense, other than those related to the purchase and survey of the land, to the placement of markers or stakes at intended plot boundaries and to submit a surveyor’s “plat” of the proposed subdivision for city or municipal officials’ approval.

The “plat,” as a rule, contains information concerning (1) the subdivision name; (2) block, lot, and street designations and dimensions; and (3) proposed easements, rights-of-way and land dedicated to public use. It should be noted that the process of subdividing does not require any physical change in the land per se.

The “paper” subdivision is usually bought in its entirety for urban o suburban development as originally proposed, or it may be held for prospective higher and better uses. In the latter case, the tract of land may be “re-platted” at any time such a change appears financially advantageous to the owner. The prime motive, of course, in any case, is to reap a financial reward from the undertaking.

The owner of the SRP are the taxpayers of the City of Cebu who are now bound to pay the loan used to construct the project.

Thus, for the owner of SRP to pay its loan obligation, developing the reclaimed land is a must.

Whenever land improvements are carried out in accordance with subdivision plans and expenditures are being made to provide essential site facilites, field actions are appropriately classified as land developing.

The SRP needs additional funding for the development of site facilities from the present “raw” land.

Developing the SRP, to be socially, politically and economically successful, Mayor Tomas Osmeña should now create the Cebu City SRP Authority, where only those who are well-informed in real estate business can be appointed.

Generally, these are people with substantial experience in the real estate profession or those who are guided by real estate analysts, civil engineers or consultants who have specialized in the highly complex field of land utilization.

The SRP would probably need an additional P2 to P3 billion to make the lots marketable. The development cost would require the owner to have a business-like organization, such as an authority.

Critics believe that the people who Mayor Tom had entrusted to plan and execute the completion of the SRP have not been effective.

SRP now needs the combined skills of urban planners, architects, civil engineers, real estate consultants and financiers, all cooperating to support and recommend appropriate strategies to Mayor Tom.

The people of Cebu are wary of political maneuvers to derail the project as what had happened to the north reclamation project of Cebu City.

A free online community for residents of the Visayas and Mindanao (VizMin) regions went live early this month, INQ7.net has learned.

In an e-mail, Shealthiel Jech Oczon, a proponent of the project, said the online community aims to "integrate the online communities in this part of the country and let these communities interact with each other under one portal."

Oczon also said VizMin residents are encouraged to use the portal to promote their cities.

"Right now, this would represent the growing population of online users in or coming from the Visayas and Mindanao," the proponent added.

Supported by BNSHosting, the online portal was started on September 6, 2006.

Oczon said the portal has attracted users from Cebu, Davao, Cagayan De Oro City, General Santos, Iloilo, among others.

Currently, the Davao-based residents appear to be the most active users of the portal, with over 300 postings from different registered users.

Hey guys. I think it's been a little while since Citylights Towers 3 & 4 broke ground.
Are there any visible signs of progress so far? I'm just excited... and sorry, more questions... has anybody seen the rendering on that 20 storey hotel/commercial complex to be built in Banilad by Phil. Beijing Corp.? If so, can somebody post it? I mean, please. No pressure.

I think construction is ongoing bro because when we went to Marco Polo last July when D^Transporter came to Cebu, we saw some cranes at the site.

CEBU CITY – A few years back, we’ve been to a truly unforgettable trip for the first time with the Megastar Ms. Sharon Cuneta (in March, 2002 in Singapore to be exact, and there we have been a witness to the magic she weaves effortlessly to her loyal fans and followers). And to be with her again from Sept. 7-10 this year for the third leg of her nationwide "Mega Concert Tour," here in Cebu proved to be definitely another amazing experience with the singer-actress who has grown so dear to our heart.

Sharon’s megastar touch is not strange to us at all before this. We’ve seen with our own two eyes how her fans go agog over her presence – screaming, crying, laughing, going into hysterics and some even leaving dumbstruck after seeing their musical idol face to face – but to go through the same experience all over again here, four years apart, is like reliving the same magic, drinking in the awe, and being magnetized by Sharon’s God-given "power" one more amazing time.

So much so that whenever someone says Cebu City is undoubtedly still "Sharon Country" as evidenced by the clamor of the Cebuanos for her presence, we have this thought ballooning in our mind: "Which place exactly is not Sharon country?" We know for a fact that wherever this mega concert series was brought (first in Lucena City, next was in Pampanga, and now this), Sharon gets the exact same hysterical reaction from the people. We bet it will be the same story when she mounts the next one in Zamboanga on Oct. 7 at the Summit Centre there.

Mega-frenzy over Sharon

We flew to Cebu in the afternoon of Sept. 7 via Cebu Pacific, piloted by Sharon’s brother Capt. Chet Cuneta, to which Sharon confessed was the first time ever to happen to her. The little sister becomes the passenger of big brother the Pilot. Everyone was truly excited, the entourage included - composed of Sharon’s ever competent manager Sandra Chavez and her Artist House family Belay, Emily, Alice; ABS-CBN’s Crissy Baluyut who is the executive producer of "Sharon"; the mega-staff composed of Nelson, Jonathan, yaya Luring, Ms. Kenneth and Bing; Fanny Serrano’s assistant Peachy Mariano; and Cebu Pacific’s ever bubbly Ana Mendoza.

To all those who have been on a Cebu Pacific flight, you’d know that a unique treat they offer to their passengers is a fun game. For this particular flight, before Sharon was ushered inside the cockpit for a look-see by her brother, Sharon presided over the "name that tune" contest where she sang at least four of her very own ditties much to the delight of the crowd who could guess right away the song in question. Sharon gave away copies of her latest Sony-BMG release, "Isn’t It Romantic?" (which has already turned platinum) along with Cebu Pacific freebies as prizes.

Sharon regaled everybody in the flight with her natural candidness as she gamely sang and joked with the passengers as well as the Cebu Pacific crew, posed for pictures with those who went out of their way and braved the airline regulation not to turn on their cellphones while in the flight so they can use the built-in cameras. But Sharon in her natural humorous, dead pan style, reminded all of them to turn their cellphones right back off saying, "masaya nga tayo dahil may picture tayo, pero patay naman tayong lahat" making everyone laugh and comply at the same time. Without a doubt, we know the megastar has again won manyahearts that afternoon.

Even Sandra, who was seated beside us, couldn’t help but wonder at Sharon’s energy that day, having been sick with the flu, cough and colds combined, for a few days before. Sharon told us she was sick, even during her performance the night before at the elaborate McDonald’s fund-raising event held at Makati Shang-rila. "Only by God’s grace," she kept telling everyone who inquired how she was, "only by the power of prayers that I feel better now," she said.

Upon arrival at Mactan International Airport, we were immediately met by the show’s producers, Gabby and Lia Cruz, who happen to be very close personal friends of Sen. Kiko Pangilinan and Sharon’s Cebu-based brother Kuya Danny who works as a manager at the local Pagcor. Sharon said her Kuya Danny holds a very soft spot in her heart because he has always been independent and has treated their late father with love, respect and selfless service. Gabby and Sen. Kiko went to school together. Gabby and his family are now settled in Cebu where their business took them, while some of their grown kids pursue college education in Manila.

The same frenzy follows Sharon everywhere she goes. I’ve learned already that whenever you’re traveling with a megastar, alertness is paramount. One should know exactly where to go, which car to ride and be there ahead, lest you risk being left behind by the entire entourage. Security is no mean thing, and we know exactly why. The mob of shrieking fans can at times be overwhelming, especially if you’re thrown into it for the first time. We’re glad we’d had some training back in 2002.

A true-blue Sharonian

From the airport, we went straight to the ABS-CBN station here for a live radio interview with DJ Pamela. There, Sharon met a true-blue Sharonian, the mother and daughter winner of the Alaska Milk contest where they bested all the rest of them in bringing in their oldest Sharon Cuneta memorabilia (a copy of Sharon’s first ever "Mr. DJ" long-playing album). Baby, who was sobbing nonstop unbelieving of her blessing, having met

Sharon this way, would even stop Sharon from attempting to sign as many pages of her scrapbook because she doesn’t like her "idol" to get tired. She and her mother (who was to be represented by Baby’s daughter) won tickets to Sharon’s show at the Waterfront Hotel and dinner with her that same night.

Sharon was deeply touched by her story. Baby and her mother, who couldn’t go to meet Sharon because she was already bedridden, started the collection way back when. When typhoon Ruping hit Cebu years before, it was said that Baby’s mother lost their television set by choosing to save her collection of Sharon Cuneta memorabilia from the heavy rains. Since then, they haven’t owned their own TV set.

Sharon changed all that. During the show at the Waterfront Hotel ballroom, Sharon called the mother and daughter onstage towards the end of the show, and gifted them with a cell phone (for the teenaged girl) and a 29-inch Sony Wega TV set so they can watch her every week from now on. As expected, Baby cried buckets of tears once again, and said something in Cebuano to this effect, "the greatest thing I have ever done in my life was to make Sharon Cuneta my idol."

After the radio interview, Sharon was ushered in another studio for a television interview, this time for local morning show "Jud Morning." The question that struck us from that interview was the host’s asking about the megastar’s vibrant prayer life. It truly warmed our heart hearing how Sharon considers nothing in her list of accomplishments to be of her own doing. Significantly the megastar considers everything she has as gifts from the Lord. "I can’t achieve anything without God. I am nothing without Him," she said, convincing us all without a doubt why she continues to be the one true megastar.

Busier than ever

From the ABS-CBN station, the entourage proceeded to the Ayala Mall so Sharon can greet her fans and followers who trooped to the venue to see her. Three of Sharon’s loyal fans, Aida, Ana and Janet showed up, too and surprised the megastar. We’ve learned these three form part of the mega-family on the road, never missing any concert of their one and only megastar. Sharon, who dotes on them calling them "Anak" and in turn, the three call her "Inay."

The press conference held at the Waterfront followed early evening and it was evident to us that most of the local writers representing the different publications there, were self-confessed Sharon Cuneta fans as well. A four-year-old girl with autism sang "Bituing Walang Ningning" for Sharon during the conference which the megastar liked so much. In connection, Reach Foundation, a foundation that helps children with needs like the little girl, was the concert’s beneficiary.

We met really lovely people while on this trip. A couple, Bing and Bryan Madronero of Red Tag produced and organized the show for the promoters Gabby and Lia and they were the ones who was responsible for taking all of us to the best restaurants in Cebu.

During the press conference, Sharon was able to update her audience with their varied questions about the recent goings on in her life: That she’s to start a new movie under Star Cinema anytime soon, most likely the one with Chito Rono about the story of an OFW in London, and to be followed by her reunion tandem with Aga Muhlach.

That she also might be doing a co-production venture with GMA Films next year; and she’s reading three more scripts right now for her future movie projects; KC’s on her last year in Paris and will be graduating soon. She’s happy by the way her daughter turned out to be and her only prayer is that she finds the right man for her, someone who will love and take care of her. She’s also happy that her daughter has finally found the answer to the "missing puzzle" in her life when she spent time with her dad in San Francisco, USA recently; and that she’s up in her neck with her Associate in Arts, Distance Learning course at UP’s Open University where she enjoys her studies so much.

After dinner (hosted by Alaska at the Chinese restaurant in Waterfront Hotel) the first day in Cebu City, and dessert and coffee (supposedly) at an Italian restaurant afterwards; everyone called it a night at close to midnight. The following day was a "no-talk day" for the megastar who has to rest her voice a day before the big concert night.

Being part of the ‘mega family’

The following day, Sharon’s family Sen. Kiko Pangilinan and her two daughters Frankie and Miel, flew in to be with her. The kids took advantage of the free time and frolicked at a resort before the show. The band, put together by musical director Louie Ocampo, as well as the back-up singers, arrived the same day.

We saw Sharon again during rehearsals at 4 p.m. Sept. 9, rested and ready to take on what lies ahead of her busiest day in Cebu. Sharon is one person who we know is able to function effectively in multi-tasking mode. She can talk and text at the same time, even do rehearsals prior to the show and engage you in a spirited conversation about anything under the sun and still manage them all well.

Sharon’s two bestfriends Junjun Cuazon and Eileen Egan, were present during the concert, too. Junjun tells us he tries his best to make it a point to show up where Sharon’s having a concert to show his support. California-based Eileen, for her part, was on her annual business trip to the Philippines that’s why she could join her in Cebu. These two made Sharon’s day extra special and it was evident how much she loves her "childhood" bestfriends. Sharon, truly, is a very loyal person. The friends she keeps we notice, are those borne out of a long-standing relationship.

Sharon performed to a full-packed venue in her best of elements singing a wonderful repertoire of her old hits, songs from her new album specifically "Terminal" which was to cater to the request of the Cebuanos; most of them we first heard during the well-received and highly-acclaimed Araneta Coliseum show in February. Christian Bautista, her special guest, was very well-applauded, too. It’s nice to see him getting better and better each time we see him perform.

Needless to say, the concert was a huge, huge success and while it began with a private prayer for guidance and strength from among the production, the megastar appropriately ended it with a joyful prayer of thanksgiving giving back all the glory to the Lord.

The cast party that ensued after was a testament to Sharon’s victory, not only in terms of her career, but in terms of her relationship, too, with all those people around her who evidently love her with a passion and whose love she unashamedly gives back in humongous proportions.

Truly, there is only one Megastar. And we have serious doubts whether we will even live to see another one rise to Sharon Cuneta’s level.

though only 27 levels, this is going to be as tall as a 36-storey building. as explained few months back, this will have higher floor to ceiling height as it is designed for loft-type condo units (or bi-level). this is exciting, but i'm so anxious to know how the nearby 30-storey F. Ramos Condo Tower will look like. :rock:

Cebu seeks investors in 240-hectare South Road Properties

Cebu City (27 September) -- Sites for recreational park and retirement villages could be an ideal project in the 240-hectare South Road Properties (SRP), said Cebu City planning and development officer (CPDO) Nigel Paul Villarete.

But the city government, however, has not been able to close a deal yet with an investor who may be interested to buy or lease a portion of the SRP to put up retirement facilities, and the city also lacks a feasibility study on the viability of converting Pond A into a marine park, Villarete said.

Mayor Osmeña said he did not favor the established of a marina park at the SRP because this venture offered few jobs and added that he has already turned down a business proposal for a marina park. Instead he wants the SRP to cater to industries that would provide more jobs for Cebuanos.

Villarete said he believes a marina park in Pond A was feasible but that it would need the approval of Mayor Tomas Osmeña. “It is always feasible but whether or not it is desirable or it is the right option is another consideration. Our main consideration is whether or not it is investment-driven,” Villarete said.

Five Cebu City officials who recently traveled to the United Sates have asked the CPDO to study the feasibility of having retirement villages in the city.

In a travel report submitted to the council, the group led by Vice Mayor Michael Rama also wanted a study made the possibility of putting up a marina park in Pond A similar to one they saw in Nevada, USA.

The report said that the Nevada Marina Park was a favorite destination because it offered recreational fishing, man-made beaches and picnic areas.

Villarete, who has not seen a copy of the travel report yet, said he was willing to study the proposal and added that Mayor Osmeña sent out invitations to Japanese businessmen who may be interested to put up retirement villages at the SRP during a trip to Japan two years ago.

“The city has long planned to have a retirement village but we need investors to do that. The city can’t compete with the private sector and initiate that,” Villarete said.

The mayor, he said, is especially interested in having a Japanese and Korean retirement village at the SRP since they dominate tourists arrival in the country now.

“I’ve also had many inquiries on the matter but I don’t know if there have been negotiations. That is already the task of the Cebu Investment and Promotions Center (CIPC),” Villarete said.

He said there was a need to determine if converting Pond A into a Marina Park would help local tourism and blend with the use of neighboring properties.

The environmental impact if operating a Marina Park also has to be considered, he said.

The 2-meter to 2.5-meter deep Pond A May also be used for fish propagation, aqua culture, water sports, a runway for water planes and other tourism related uses. (PIA/gfg)

Also, why does Spaceland Realty call it Osmeña Tower? Osmeña Tower was the name of the first building which was bought by J.King. I think Manny Osmeña no longer owns it. I think these companies should verify the official names of buildings first before publishing them.

Ecozone proposal can ‘unite’ Cebu vs. Sugbuak

THE business community in Cebu is pursuing a project that it believes will snuff out plans to divide the province into smaller provinces.

In a press conference yesterday, Cebu ecozone study group chairman Gerry Sta. Ana said the Cebu ecozone project of the Cebu Chamber of Commerce and Industry (CCCI) could “serve as a uniting” factor for Cebuano politicians involved in the “Sugbuak” issue.

“This project could be a reason for them to set aside the issue, for the good of the entire province,” he said.

Reps. Clavel Asas-Martinez (Cebu, 4th district), Simeon Kintanar (Cebu, 2nd district) and Antonio Yapha (Cebu, 3rd district) had filed separate bills proposing for the creation of three separate provinces out of Cebu Province. The House committee on local government is conducting hearings on the three bills.

The idea to have the entire Cebu Province declared an economic zone was conceptualized by the Cebu Chamber of Commerce and Industry (CCCI).

CCCI president Francis Monera said the Cebu ecozone project is nearing realization as the government of Germany, through the German Agency for Technical Cooperation (GTZ), has committed to fund a feasibility study on the proposal.

Agreement

CCCI and GTZ officials signed an agreement regarding the study yesterday at Casino Español de Cebu.

GTZ Small and Medium Enterprise Development for Sustainable Employment Program (Smedsep) director Martina Vahlhaus said the organization is willing to fund the feasibility study until its completion in November this year.

“An estimate of the project cost would be euro10,000 to 20,000 (P1.2 million),” she said.

The CCCI believes that proclaiming Cebu as one ecozone would create an enabling environment – that will include, among others, reduced cost of doing business and better capabilities — in the province and result in more investments.

Monera stressed that the ecozone declaration will not only cover Metro Cebu but the entire province.

“Maybe it is time (for those people involved in the Sugbuak issue) to look at the implication of the Sugbuak,” he said.

GTZ is an implementing agency of the Federal Ministry for Economic Cooperation and Development of the government of Germany, which has an existing development cooperation agreement with the Philippine Government.

GTZ provides viable, forward-looking solutions for political, economic, ecological and social development in a globalized world.

Fit

Vahlhaus said CCCI’s project fits one of GTZ’s visions, which is to improve the local investment climate through promotion and marketing in partnership with the local sector.

Department of Trade and Industry (DTI) 7 Director Aster Caberte said making Cebu province an economic zone would support the government’s vision of creating a mega region out of the entire Visayas.

“Cebu could be the hub of this mega region,” she said.

DTI is GTZ’s legal partner in the Philippines.

Monera said no less than President Arroyo has encouraged the CCCI to pursue the project.

Nice idea but I still have reservations.

If the entire Cebu Province is declared a Special Economic Zone, wouldn't it become a disadvantage on the existing economic zones within Cebu such as the SRP, MEPZ, West Cebu Industrial Park, etc..etc..? Some of these economic zones still need more locators and if the entire province would become one, then there's a possibility that the existing smallers ones would no longer be able to attract investors since the investors now be given a chance to locate anywhere in Cebu that they like and not just on the specific economic zones themselves.

Second semester to start in January 2007?

A semestral break that will last until January next year?

Cebu City Mayor Tomas Osmeña said he would support such a plan if parents and students are amenable to it.

Osmeña issued the statement after the idea of extending the semestral break until after the December 10-14 Association of Southeast Asian Nations (ASEAN) Summit was floated during his regular press conference.

But Osmeña said his decision would depend on what the parents and the students prefer.

If the plan pushes through, the semestral break will start in late October this year and end in December. But since Christmas break also falls around this time, the break would be further extended until after the holidays.

Dr. Carolino Mordeno, Department of Education regional director, who is amenable to the idea, however, said that students still need to comply with the required 205 school days a year.

This could mean extending classes until April.

The proposal, he said, would also need approval from the national office.

“Wa manay problema basta dunay bug-at nga reason kay madaot lang unya ang study sa mga estudyante,” Mordeno warned.

Dr. Leonilo Oliva, Cebu City Schools superintendent, said the idea may be difficult to implement.

Oliva said he would not agree to the proposal if school days would be extended to April. He said it would be too hot to go to school and there are already summer classes scheduled for those who need makeup classes.

“Init na kaayo nang summer. Our rooms are not designed for that. Lisud sab kaayo kon way summer classes,” Oliva said.

But Osmeña said he found the idea appealing since this would decongest the city during the four-day ASEAN Summit.

“That’s the whole idea of my proposal for applying the holiday economics. Way sandwich-sandwich. Let’s put all the holidays together,” Osmeña said.

Osmeña earlier offered mountain barangays in Cebu City P100,000 each to hold social events that draw the crowds to the hilly lands and away from the city proper during the ASEAN Summit in December.

The aim is to decongest urban crowds during the summit and make security preparations easier for Cebu City when it hosts the 12th ASEAN Summit.

Capitol to take over Vicente Sotto hospital starting 2007

The Cebu provincial government may start running some departments of the Vicente Sotto Memorial Medical Center (VSMMC) by early next year, a health department official said Tuesday.

Dr. Suzana Madarietta, Department of Health (DOH) regional director, said negotiations between the department and the Capitol are still on going.

“If things go well as planned, then the devolution might take place early next year because this is also required by the Local Government Code,” Madarietta said.

She assured employees of the hospital that they would remain in the payroll of the DOH even after the planned Capitol takeover.

“Our employees have not yet been devolved to the provincial government and we can assure them that they would remain with the national government,” she added.

Some 700 VSMMC employees, including medical personnel and student interns, conducted a silent protest on Tuesday to show their opposition to the Capitol takeover.

The Capitol is set to operate the primary and secondary services operations of the hospital.

The health department will continue to run the tertiary services, which include the surgical and intensive care units of the facility.

“So long as the silent protest is conducted without hampering the services of VSMMC, we respect that and it is their right,” Madarietta said.

She explained that the devolution of some departments to the Capitol would allow the DOH to focus on serious cases.

The DOH would also continue to retain at least 30 percent of the primary and secondary services as part of its thrust as a medical center.

“It has to be decided what area (in the hospital) would be given up to VSMMC. The Capitol can also have its own facility and we would help them,” she added.

Dr. Elmer Meceda, a spokesperson for the VSMMC employees, said they would continue holding the silent protest by wearing black armbands and ribbons until their sentiments are heard.

Meceda said they are opposing the Capitol takeover because this would defeat the mission of VSMMC as a teaching-training hospital.

The employees also fear for their tenure.

Meceda said the employees are recommending that the DOH instead help the province beef up the services of district hospitals so the VSMMC would not be crowded.

Cebu chosen as one of two pilot areas for one-stop-shop facilitation center

Cebu will be one of the first two cities in the Philippines that will soon establish a one-stop-shop business facilitation center, or the National Economic Research and Business Action Center (Nerbac).

Cebu and Davao will be the pilot areas of this project that is implemented via Republic Act 7470, an all-in-one center that will house all concerned agencies in the government in processing all regulatory requirements in starting a business, investments information, and data bank in investment promotion, and investment generation within the entire region of Central Visayas.

According to the Department of Trade and Industry (DTI-7) regional director Asteria Caberte the NERBAC facility will be the answer to the long standing problem of bureaucracy in starting a business, and other concerns in starting a business, getting right information in investing in Cebu and other areas in the region.

The center, which is set to be operational in the next few weeks and will be launched by November, has three main functions, streamlining of business licensing procedures, the presence of Board of Investment (BOI) office, and the availability of knowledge management for business promotion.

In the new business licensing service, "we will come up with a system incorporating the national and local government's requirements in one place, so that business licensing or business registration process will be faster," Caberte said in an interview.

The Nerbac facility that will be managed by DTI-Cebu Province provincial director Nelia F. Navarro, will house representatives from PhilHealth, Social Security System (SSS), Securities and Exchange Commission (SEC), Bureau of Internal Revenue (BIR), and Local Government Units (LGUs). The entire BOI-Cebu operation will be transferred to the center, so that it can immediately service new businesses that are qualified for incentives.

The Nerbac facility will be located at the old Department of Tourism (DOT-7) office, right at the back of Department of Foreign Affairs (DFA) office in the downtown area.

The budget for the establishment of the center will come from the national appropriation, Caberte said.

In the Knowledge Management for Business Promotion component, the Center will work closely with investment promotion units within the region, not just in Cebu.

The DTI office, being the lead agency to operate the center, will also assist in developing pre-investment studies in different provinces in Central Visayas.

German gov't funds study of Cebu ecozone proposal

The German government through the German Technical Cooperation (GTZ) is allocating 10,000 to 20,000 Euro or roughly P600,000 to P1.2 million to fund the study on the Cebu Ecozone Proposal, initiated by the Cebu Chamber of Commerce and Industry (CCCI).

The CCCI led by its president Francis O. Monera, and the Cebu Ecozone Study chairman Gerry Sta. Ana, signed a memorandum of agreement (MOA) yesterday with GTZ, for the latter to provide technical assistance and financial assistance for the extensive and comprehensive study in making the entire Cebu province into an economic zone.

"GTZ has come to our rescue. We had two main problems in pursuing this project-we needed some technical assistance, and funding," Sta. Ana said.

Sta. Ana said that the study is expected to be completed by the end of November, and that a series of roadshows will be done by the group to introduce the concept to the different local government units (LGUs) within the province.

The CCCI Board of Trustees passed a Resolution No. 031-2006 on April this year Creating a Study Group to evaluate the viability of proclaiming the entire Mega Cebu Province as an EcoZone. The proclamation of Cebu as an EcoZone is envisioned to encourage the influx of more investments into the province by building up necessary capabilities, creating an enabling environment and reducing the cost of doing business in the area.

Although, this has not been done anywhere else in the Philippines, the Cebu private sector, through CCCI believes that this concept can be started in the Philippines, but a comprehensive and extensive study must be done first in order to back up this ambitious plan.

GTZ, through its Small and Medium Enterprise Development for Sustainable Employment Program (Smedsep) is going to provide foreign technical experts to focus on the study, together with local experts on economic zones setting in the Philippines.

The study shall provide the decision makers in the Government and stakeholders with sufficient information to justify acceptance of the proposed proclamation of the entire Province of Cebu into a Special Economic Zone.

Smedsep program director Martina Vahlhaus said GTZ, which is a result-oriented agency, will see to it that the study could strongly back-up further works to pursue the plan.

Discussions will be explored on the advantages and disadvantages of the concept, implications of this move with other provinces, how to justify Cebu as a test or trial area, implication of this move to the proposed mega regions, among others.

The study would also look into an appropriate model to follow for the Cebu Special Ecozone proposal, either Penang model, Hong Kong, or Singapore.

Although, this move is expected to go through several scrutiny, both from LGUs and national government, as it still has to pass through the Congress' , and other bureaucratic red tapes, Cebu private sector prime movers are confident that it can be done.

"We are optimistic that we could come up with very good study [for the sake] of the Mega Cebu Province," Sta. Ana said.

Cebu is now becoming a bonafide skyscraper city which is of course a reflection of its thriving economy. The city skyline is really changing dramatically fast. But of all the exciting projects that we have, the most anticipated I think is the CICC. The question as to whether it's gonna be finished or not is kind of nerve-wrecking. Sure there's plan B, but A is what we all are rooting for. Architect Guanson must be sweating bullets by now...well, maybe a little... with his half a million peso challenge (did somebody took it?). However, I remember Athens, Greece was in a similar predicament, with its delayed summer olympics preparation, but they were able to pull it through together before the opening day, just as I'm confident Cebu will. Pictures please. With the deadline just a couple of months away, I'd love to see a sequential, up-to-the-finish-line photostory of the CICC construction on this forum. Salamat mga amigo.

2. Is Mountain View fully developed already? When we went there few years back, it was just a mini-zoo, the hanging bridges and the viewing deck and a few others. They said that they're going to put up an ampitheatre for animal shows, is there one already? Way back, the entrance fee was P20 for adults and P15 for children, is it still the same now?

3. Where is Mantolongon?

Yup fully developed na. It's a multi-level park/resort right? Entrance is P50.. Naa nay cottages, halls, etc..etc..

wow, according to Jech / Tj_Brewed, J Kings Company will build the Ramos Tower (above 20 storeys) and Ultima Tower (no infos yet) in Lahug, across AsiaTown. this is on top of the existing Club Ultima Headquarters (24 storeys) and the upcoming Crown Regency Hotel (38 storeys), Ultima Residences (27 storeys or 36 storeys). seems like Cebu is turning into a J-Kings Island. :cool:

someone told me, cant remember who the guy was. he said Ultima Tower projects in Davao, Iloilo and Bacolod are on-hold. i can't say if the info is accurate. and he said they are prioritizing Cebu muna. so the guy must be referring to the Ramos Tower and Ultima Tower Lahug which for some reason will finish sooner than expanding to those mentioned cities. :dunno:

I hope they finish the roof of CICC as soon as possible so even if it's raining they can install the necessary equipment and work on the interiors and furnishings 24 hours.

Prince Warehouse opens new venture

Noting the economic upswing of Cebu, the Prince Warehouse Club Group spent about P35 million for a retail expansion facility near the port area, the first major investment made by the company in the last five years.

The Prince Warehouse Club Inc. is set to open a two-story MC City Square, transforming the old MCWD (Metro Cebu Water District) building to an entertainment, shopping and leisure destination in the downtown area.

"We see that in the next few years, business in Cebu, especially in retail and entertainment will be much more in good shape," said Prince Warehouse Club president Robert Go in an interview.

Go said aside from opening a department store type in the second floor of the building, the ground floor which measures 1,300 square meters will be turned into a Tiange-Tiange, wherein tenants will offer RTW, accessories, handicrafts, shoes, bags, products, of a mini "Greenhills" in Cebu.

For the renovation of the century-old building, Go said the company has spent P10 million, another P25 million is spent for the inventories of the new retail and lifestyle facility that is set to open this coming October 6, 2006.

The Prince Warehouse Club chain of "bodega" type department store and grocery has six outlets in Metro Cebu, the MC City Square, will be the 7th store opened by the company since 1991.

Aside from the department store and the Tiange-Tiange, MC City Square will also open a "decent" food strip, and coffee shop, that will primary serve tourists, and passengers waiting for their boats in the pier.

The MC City Square is located near City Hall, and the port area. According to Go, the company has already planned to strengthen the security in the upcoming commercial and lifestyle complex.

Go's eldest daughter, Rhea Go will manage the Tiange-Tiange operation via Prince Warehouse' sister company VisCebu Development Corporation.

The Tiange-Tiange, at the ground floor of the complex will be positioned as a major shopping center for visiting tourists, especially those who are going to Sto. Niño Church, Fort San Pedro, Plaza Independencia, Magellan's Cross, and other tourist spots located in the down town area.

The Tiange-Tiange component will have 50 tenants.

"We will be housing souvenir shops, delicatessen, export goods, and other products that are primarily marketed to tourists," Rhea Go said.

About 160 square meters to 170 square meters are commercial spaces available for service-oriented businesses, like cellphone shops, Internet café, Spa, among others.

Moreover, Go emphasized that the opening of MC City Square, will have the biggest parking area among establishments located in the down town area, which can accommodate up to maximum of 46 cars at one time.

We had a meeting yesterday with Mr Jose Guianzon (VP of Marketing) said that Fuente Triangle Realty Dev. Corp – subsidiary of J. King and Sons , developer and owner of Club Ultima, Ultima Residences, and Crown Regency, has 13 upcoming high rise condos to build in Cebu. Two of which are already confirmed; Ramos Tower and another condo within MetroSports Lahug complex.

Due to typhoon MILENYO that hit Luzon yesterday. A lot of international flights from Luzon (Manila, Clark, Subic & Laoag) were diverted to Cebu. But sad to say only around 20 diverted international flights that can be accomodated by MCIA due to parking problems. Because there were already a number of domestic and international jets that are currently on standby at MCIA, still due to typhoon MILENYO. According to MCIA OIC, its only MCIA that can accomodate domestic and international diverted flights whenever there's a huge typhoon that will hit luzon. It's mainly because MCIA is complemented with its taxiway, hangar, parking and the adjacent Ebuen Airbase. But inspite of that, MCIA can only accomodate around 30 jets in total.

With this development, tourism in Cebu which is already in an upbeat mood. Was again raise to a higher level because of the stranded passengers who were mostly foreigners. And to their disappointment of their diverted flights, Cebu welcomes them with accomodation problems to add to their disappointment.

I was very delighted to see those domestic and international jets flank at each other at Ebuen Airbase in Mactan. Air traffic was really very busy here in Cebu yesterday. If only I have a digital camera, then I already took pictures of those jets that I have seen (sad to say) only in our widescreen TV at home.

Just imagine mga pre, December is a cold rainy season here in our country. God forbid, another huge typhoon that will hit Luzon. Surely MCIA can't accomodate diverted domestic and international flights because of the ASEAN summit. Surely even if MCIA will accomodate them, still the same as yesterday. Out hotels will not surely accomodate them.

I am really hoping first and foremost that SM hotel will open ASAP and a lot of hotels will be constructed here in Cebu soon!

Typhoon is not that really bad at all. There's still light on the other side of the fence. Truly, what differs a bad day to a good day is ATTITUDE!

Water, Power and Accomodation are the key problems of Cebu. Right mga pre?

But I know as a Cebuano that Cebu's private ang government sector are acting on it. Even if sometimes it leads to some differences between them, but surely they don't differ on their cause which is for the common good of every cebuano. AMEN...

TPV Architects and Associates, an architectural firm that is base in Manila and currently undertaking all of the J King projects and developments here in Cebu. My friend MARC who is a civil engineer at TPV, told me that he's going to be fluent in speaking bisaya or cebuano in the coming years because they're going to stay here in Cebu until 2012. The reason of their prolong stay is that, just recently! J. King has bought FOODA in Mango Avenue. J king will scrap FOODA and build a 42 storey office condo. He told me that construction will start on 2010 and ends up on 2012 as scheduled.

TPV Architects and Associates, an architectural firm that is base in Manila and currently undertaking all of the J King projects and developments here in Cebu. My friend MARC who is a civil engineer at TPV, told me that he's going to be fluent in speaking bisaya or cebuano in the coming years because they're going to stay here in Cebu until 2012. The reason of their prolong stay is that, just recently! J. King has bought FOODA in Mango Avenue. J king will scrap FOODA and build a 42 storey office condo. He told me that construction will start on 2010 and ends up on 2012 as scheduled.

We have only one J King, what if we have more Cebuanos like him. He must be making money on his previous projects. His upcoming projects will definitely improve Cebu's skyline. If all those mentioned projects will push through including the Bigfoot Media Center then Cebu will become truly a skycrapercity by 2015. Thanks for the info bai hans.

J.KING is really credible Sinjin. Actually, he's got lots of "J.King" Buildings in downtown. One of these is found across USJ-R.

Not to mention pa jud the motels, hotels, etc.. that he's got.

:gossip: I also heard about this together with allied bank tower.
We have to be optimistic about this one.. We haven't seen any blueprints and public docs..
atleast, a good sign of business in the province.

Architext Guanzon on CICC: 'Ahead of time'

"I was afraid I can't hit the November 15 deadline but I can hit October 31st," architect Manuel Guanzon said yesterday when asked about whether the Cebu International Convention Center would be ready as venue for the 12th Asean Summit in December.

Call him being too cocky but the architect of the P450-million CICC has bases for his assertiveness. "The building is fully done", and that Cebuanos have nothing to worry about, he even added.

The man who had built-ahead of project period he said-several landmark buildings in Cebu is certainly not talking empty although concerns of delay may be understandable also.

Guanzon offered before a P500,000 bet to those who believed the CICC will not be finished for the Asean Summit. So far, no one took the bet.

"Di ko ka blame nila," Guanzon said quoting the famous philosopher Francis Bacon who said, "When does unmet dreams resides? It will reside in their soul. If not resides, it will result into mental sickness."

Acknowledging however the concern of the public, Guanzon took out his past cards of performances, citing for one the Parklane Hotel, to be finished today, September 30, although it has been in operation since it was opened to the public last August 19.

The Parklane Hotel architect added some of his "fast" projects: Cebu Grand Convention Center, Pag-Ibig Tower, Robinson's Place, Marco Polo Hotel (renovation), Banilad Town Center, and the soon-to-be opened Golden Prince Residential Suites.

Previous records would not translate of course to the realization of the CICC, but Guanzon asserted that, as the project works are going right now, there would be no reason to worry that there would be no CICC for the summit.

Guanzon yesterday said he is just waiting for Malacañang to provide him the flags of the Asean member countries and have these displayed by early next week. "I wanted the flags to fly in front of CICC on Monday (October 2)," he said.

Guanzon wished he could bring people inside to see the actual progress but then security policy could not let him do it. He said though that people afar the three-hectare complex could not assess the works and even appreciate the interiors.

"Today (September 30), the building is watertight," Guanzon said after yesterday's pouring of cement on a small portion of flooring at the lower ground floor, upper ground floor and second floor.

Watertight means that no more rain could get inside, no more flooding of the interiors, and that the ceiling and air-conditioning facilities are already in place. Guanzon said that after the flooring is done, the walling of the exterior would follow for 15 days.

Guanzon admitted that the works are being fast tracked, but he said that expenses could go higher if not for Governor Gwen Garcia's better financial management.

The CICC was not designed only for the Asean Summit but also to become an economic enterprise of Cebu province, said Guanzon.

Governor Garcia and Mayor Thadeo Ouano of Mandaue City, where the CICC is located, have wanted the edifice's architectural design as a cultural resource. The Guanzon design for the CICC

The CICC is being built to cater, for now, to the complex needs of the Asean Summit but its use after the international gathering would be for local and national conferences, exhibits, seminars, dialogues, cultural presentations, and a regular place for specialty shops, restaurants, and entertainment centers.

For these views, Guanzon came out with a design that would respond to these functional needs by putting in flexibility in form as the guiding feature.

The building would become a place of two rectangular blocks, solid and massive-pure geometrical forms that would suggest the strength of the Asean nations-one for exclusive use of the main functions; the other, for support facilities and exhibits.

A luminous lobby, connecting these blocks, would be portrayed as fragile, soft and natural by letting in natural light through the glass roof. The contrast between the massive blocks and the luminous lobby create a dynamic tension for visual impact in a unified composition.

The geometry of these two major blocks represents the pristine and clear intentions expected of the delegates and future users while the lobby serves as the focal point in that geometrical forms.

The concept of the building design was based on a "Spaceship Planet Earth" milieu with environment as the intended purpose. For the first time, a "fragile spaceship earth" has become the inspiration of the design concept to be shown in the CICC lobby.

The idea of spaceship as "link" is carried further to include a parabolic steel arc making the lobby roof appear as floating, suspended by the steel arc. The arc also reminds us of a ring as a symbol of unity.

Nope..3 towers lang sa Fuente. The fourth tower will be located sa gilid ng Diplomat Hotel. kanang lot between diplomat and small alley pasulod before Metrobank Ramos.

NEGOTIATION is underway between the Philippines and the US Governments for funding for a $200 million radiation plant designed to improve the quality of mangoes in Cebu and the other “high value” fruits from Mindanao.

And because the chosen site in Consolacion town is viable for the project, as had been surveyed by experts from the University of the Philippines (UP), the Department of Agriculture is determined to have the project next year to prevent a decline in mango industry after China rejected mangoes from Cebu.

“In principle it was a done deal between the US and the Philippines, there is no more hitches except on our counter funds…asa ta mo squeeze ug kwarta para sa counterpart,” DA 7 Regional Executive Director Eduardo Lecciones told Sun.Star Cebu.

He said the Philippine Atomic Energy Commission (Paec) and the US agriculture office gave a thumbs up on the project after reviewing the feasibility study, which cost the DA P300,000.

Although importing countries differ in quality concept, the Philippines favors an electronic beam sanitized fruits because the process is acceptable in the US and other parts of Europe.

Hot water or vapor heat treated fruits pass the standard of Japan and other Asian countries, but the process apparently become obsolete.

Rejected

Lecciones said China rejected mangoes from Philippines because some were found to have acalyptrate flies. But if the country can have the radiation plant the scenario can be avoided because the electronic beam would detect insects.

“We have to consider the concern of each importing country..kay kita unya basulon nga nagdala ta ug insect sa ilang lugar,” he said.

The Department of Finance and Department of Budget and Management are assessing where to get counterpart funding for the project. (AIV)

By the way, there's an interesting article about CEBU on the October 2006 issue of Conde Nast Traveler magazine, credited to Danielle Reed, Home Front. Basically, it is about real estate and the coming wave of baby boomers from the US or even Europe who are looking for less expensive places to retire.
It says, "...with even once-cheap retirement destinations such as Mexico getting pricey, retirees are turning to Asia." They mentioned 2 countries in Asia that have been attracting retirees - Malaysia and the Philippines.

Who are Simeon Kintanar, Antonio Yapha and Clavel Martinez to destroy a heritage that is written both in the bedrock of this land and in the veins of all those who walked upon it through time and toiled with all their nerve and sinew to make it what it is today?

Mere motes that perchance teetered briefly on the eyelid of history, how dare these three supposedly honorable members of Congress to arrogate unto themselves the task of rewriting an entire people's very essence?

Kintanar, Yapha and Martinez may be kings in their own turfs, and for that they should thank Cebu and the Cebuanos for the opportunity to have had their fling with destiny. But Cebu is much more significant than the mere piece of political real estate they think they can carve up.

Rather than move for the disintegration of Cebu, Kintanar, Yapha and Martinez ought to move instead for a law that will permanently ban any future attempt to tamper with the integrity of Cebu as we and the world know it.

For in case they have missed it, Cebu occupies a most unique place in the history of our country and of the world. There is no account of the Philippines that does not include Cebu in it. It was Cebu that first placed the Philippines on the world map.

Other provinces, no doubt, have their own place and stake in Philippine history, some also grand and interesting. But none can eclipse the significance of Cebu in that history. To break up Cebu is, therefore, sacrilege. It is treason. It is a crime.

Haha, yeah Fajatin is actually a family friend.. I remembered also her daughter was I think in the sixth grade when I was attending Nursery there. I saw her pic man in our commemorative yearbook, katung 10th anniversary man cguro tu nila.

Anyway, regarding that Sugbuak (Cebu break) issue, it's pretty obvious that the proponents would like to become Governors in their own right at their respective "fiefdoms." I wonder how they would react too, if the existing legislative districts where they are now would also be divided. I bet they wouldn't agree with it either since they would lose the votes of the people there.

Depends.. Say, if a floor averages around 3-4 meters (so mga 9-12 feet) high, so a 30-stories building should be at least 90-120 meters high (270-360 feet)??

But maybe this could go higher since most buildings have a lobby with a very high ceiling. Aside from that, we also have to consider the thickness of the beams per floor (I'm not an engineer so I might be making up my own "terminology"), hehehehehehe...

rule of thumb, 1 floor is 10 ft.. in a nutshell lang yun..say if someone says 500ft tall skyscraper, assume mo agad na 50 storeys yan, bihira kasi magtaas ng floor to floor height ang mga tall buildings para makatipid sa materials..they have to put as many floors with as little overall height as possible so usually mataas lang ang ground floor

i went to a travel agent here in tokyo for a travel itinerary to cebu this december, but unfortunately my reservation is as good as waitlist. i also inquired why there were no brochures on cebu displayed on their racks unlike in the previous months. i was told that there were not much accomodation available and almost all rooms, especially the deluxe ones have been reserved and so it is unwise to display brochures. it just shows that we have more demand than there is supply. sayang ang ubang turista!!! mismo ako maglisud ug uli! :D

Try rescheduling your vacation... December will be the 12th ASEAN summit in Cebu. It would be hard to get a room during those month.

Cebu’s furniture makers to display works in CICC

SOME 25 furniture companies have committed to voluntarily furnish the rooms of the Cebu International Convention Center (CICC) and Shangri-la’s Mactan Island Resort and Spa for the Association of Southeast Asian Nations (Asean) summit this December.

“It will highlight the best of Cebu’s furniture industry,” said Cebu Furniture Industries Foundation (CFIF) member unit head Marlene Bedia.

In an interview with Sun.Star Cebu, Bedia said the layout of the rooms will be left to the discretion of the companies.

The companies will be pulling out the furniture from their respective showrooms, while others will be manufacturing some of its designs.

Bedia said the designs will be more “generic, simple, yet professional.”

The furniture will include some three-sitter chairs, two big chairs, tables and a coffee stand, among others.

Contribution

“This is the industry’s private contribution for the Asean summit,” Bedia said.

However, Bedia did not disclose the names of the companies for security measures, and because “this is not intended for commercial purposes.”

“Most of these Asean members are among our competitors, so even the lay-out of each room is considered confidential,” she said.

However, Bedia is optimistic the companies are “all-set” to design the rooms assigned to them and hopefully “boost” the industry.

In an earlier interview, CFIF president Michael Basubas said the Asean summit will be a “contributory factor” to the growth of the local furniture industry.

“It’s our chance to put our best foot forward,” he said

Bedia said CFIF, together with the National Organizing Committee, are discussing plans to ensure that the CICC’s “look” is ready for the summit, while providing extra precautions for local players in the industry. (MMM)

Costume jewelry exports grow 46% in 2005

DESPITE the low prices of fashion accessories from China, the local costume jewelry sector has spurred “tremendous” growth last year, an official from the Cebu-Fashion Accessories Manufacturers and Exporters (Fame) said.

Cebu-Fame president Marose Sobreno said Cebu’s total exports last year increased to 46.76 percent, or reached $63.4 million compared to the $43.2 million the previous year.

Data from the Department of Trade and Industry (DTI)-7 information center also revealed the fashion accessories sector contributed 1.36 percent of total exports in Central Visayas during the first six months of the year.

“I am optimistic that the industry will continue to grow this year especially since new players come in every year,” Sobreno told Sun.Star Cebu.

The province accounts for 85 percent of the costume jewelry exports in the country.

Sobreno said the market for local spring-summer line of costume jewelry continues to generate interest, especially in the US market, during the first quarter of each year.

The US remains to be the country’s top market for costume jewelry, with total exports of $6.97 million in the first four months of the year, a 9.44 percent growth from the $6.37 million earned in the same period last year.

Global markets

The other top export markets include the United Kingdom, Spain, France, Italy, Japan, Germany, Canada, Australia and Netherlands.

However, Sobreno said despite the growth, the industry is still faced with several issues that the government needs to address.

“Although the government is helping us in trade promotions, they should also look into exerting more effort to bring in foreign buyers in local shows and exhibits because the attendance of these buyers are dwindling,” she said.

She added that most exporters have risked their finances to put up an exhibit abroad just to generate income.

“Whereas, if foreign buyers come here, we could have saved a lot,” she added.

In terms of mass production and labor costs, the industry is competing with other players in the field including China, Vietnam, India and Thailand since they “produce more at a cheaper rate,” Sobreno said.

She is, however, banking on the Cebuano’s creativity, ingenuity and craftsmanship as the country’s “competitive advantages”.

Trend forecast

“The organization has had a surge of renewed participation,” said Cebu-Fame internal vice-president Jefferson Tio.

Tio said the organization received firm support from the Private Enterprise Accelerated Resource Linkages 2 project of the Canadian International Development in improving market intelligence capability.

He added that through the www.wgsn.com website, designers and exporters are able to forecast trends in the fashion industry for the next 18 months.

He added that the website even caters to the market for men’s fashion accessories since “they have become more concerned with their looks and style.”

Tio said the support from foreign funding institutions and other local stakeholders have improved the organization’s market intelligence, productivity and efficiency as well as materials development and sourcing.

Cebu-Fame has 85 members in the province.

Skepticism dismays architect, who says CICC is 90% complete

THE Cebu International Convention Center (CICC) is 90 percent complete and will be opened for a media tour this Wednesday.

Gov. Gwendolyn Garcia, who presided over yesterday’s meeting of the Asean Summit Cebu Organizing Committee because Ambassador Marciano Paynor is out of the country, clarified that the Capitol is not just working on the CICC building but also on its other needs.

Garcia told reporters after the closed-door meeting that CICC architect Manuel Guanzon expressed “frustration” over reports that the center will never be finished.

Guanzon showed the committee members photos during the start of the CICC’s construction and what the builders have accomplished so far.

“I can understand his frustration. Several teams are working 24 hours, we are dealing with a million and one things at a time, this is no normal endeavor,” the governor said.

The CICC is the main venue of the Asean summit in December, which will gather the 10 heads of the state of the Southeast Asian region and their dialogue partners from Europe, Asia, New Zealand and Australia.

Perversion

“We push ourselves beyond human limitations. The least that we would expects is if they can’t try to encourage at all, and actually by some perversion would wish us to fail, that they’ll not try to mislead or convince the public into thinking that we are far behind,” Garcia said.

Garcia was referring to a photo of the CICC that came out in a paper. The caption, she lamented, expressed doubts on the building’s completion but did not show a recent picture of the construction “when every beam, girder and every piece of metal is counted.”

She said the CICC’s escalators and elevators have been delivered at the Cebu port, while the airconditioning system is now at the construction site.

They are also working on the fire alarm, the sprinkler system, the partitions, landscaping, security cameras and others.

“Cebu was chosen not because of our outstanding infrastructure because we lack that, but precisely because of (Arroyo’s) great faith in the Cebuanos’ capacity to deliver and their positive can do attitude.
I hope that those who, by perhaps own personal reason want the CICC to fail, would start thinking about whether or not it’s really worth it- this personal satisfaction in seeing me failing to deliver over the collective, overwhelming embarrassment of the entire Cebuano people,” Garcia said.

Despite heavy rains, workers continue 24-hours at the CICC because the structure already has roof, she added.

Department of Public Works and Highways Director Robert Lala, for his part, said they are doubling their efforts but “can’t make miracles.”

They are targeting the completion of all Asean-route road works on Oct. 31, as well as the painting jobs of curbs, gutters and center islands. (JPM)

Cebu-wide ecozone plan counters Sugbuak cause

While some political leaders in Cebu strongly pushed for the "Sugbu-ak" bills, the business sector is on the other hand working hard to keep the "united" Cebu through its Cebu Ecozone Proposal.

"This Ecozone proposal could be a unifying factor for all of us," said Cebu Ecozone Study chairman Gerry Sta. Ana.

Amid the brewing issue of "Sugbu-ak" which is largely expected to hamper the realization of the proposal, the business sector through the Cebu Chamber of Commerce and Industry (CCCI) is not losing hope instead it decided to actively pursue this project, which some described as very "ambitious."

In fact, because of the projected economic boost in the province if this project will materialized, the German government through the German Technical Cooperation or GTZ extended its support with budget allocation of 10,000 to 20,000 Euro or roughly P600 thousand to P1.2 million for the study.

"We are going to make sure that whatever the result of the study will be, could well back up the expected criticisms, and further review by the higher authorities in the government," said CCCI president Francis O. Monera.

According to Monera, the chamber has not discounted the fact that the project could bring controversies and possible blockage in the national scene and to some law makers, as this is the first proposal of its kind being pursued by the private sector in the Philippines (so far).

However, these negative realities to push the project, has not discouraged the chamber to call it (Ecozone proposal) quits, rather push it further.

Initially, different groups in the private sector have extended their support to the project, such as the Multinational Companies (MNCs) operating in Cebu, especially the IT sector, and rural bankers.

Also, the Cebu provincial government led by Governor Gwen Garcia has expressed its support to the project.

Monera added that the study would also explore on a "win-win situation" for the Local Government Units (LGUs), and the private sector. So that, the project would not mean a huge loss of tax revenues, but push revenue improvement at the same time providing incentives to investors.

Immediately, after the CCCI inked a memorandum of Agreement with GTZ to start an extensive and comprehensive study on the proposal, provincial board member Juan Bolo entered into the picture and called the attention of the Department of Environment and Natural Resources (DENR) to make their own study on the environmental impact if the entire Cebu Province will be transformed into an economic zone.

According to Bolo, the establishment of economic zones always carries with it an adverse impact on the environment, adding that industrial zones carry with them the concomitant harried economic activity and there is a possibility that the authorities will take for granted the implementation of laws protecting the environment.

The chamber had informally informed President Gloria Macapagal Arroyo on this proposal during one of her visits in Cebu this year. The President reportedly welcomed the idea, but told CCCI's Monera to work closely with the LGUs on this matter.

Metro Cebu billboards 'safer'

Outdoor billboards in Cebu City are safe because of the joint regulation efforts of the advertisers and the local government.

According to City Building Official Josefa Ylanan, the advertisers themselves roll up their tarpaulin billboards if weather forecasts point to strong winds.

A giant billboard collapsed and killed one man and injured several people in Metro Manila at the peak of typhoon Milenyo last week.

Ylanan said the Outdoor Advertising Board Association in Cebu is very active in enforcing its own rules.

"You won't see very big billboards in Cebu like the ones that were toppled in Manila. The advertising board themselves make sure of that," Ylanan said.

"When there are typhoons the advertisers call each other to roll up their billboards," she added.

Agencies that put up outdoor billboards are also required to secure certification from the structural engineer who designed the building where the billboard will be put up.

This would ensure that the billboard and the building below it are sturdy enough, Ylanan said.

"The billboard must not be bigger and heavier than the building where it is put," she said.

Ylanan, however, admitted that there are still some billboards that are not covered by the city's outdoor billboard ordinance.

She said these billboards were put up before the ordinance was enacted.

ASEAN Summit preparations update: DPWH: Road asphalting project 39% done, Oct. 31 deadline set

The road asphalting project as part of the major preparations for the 12th ASEAN Summit is already 39 percent finished, well on its way to the October 31 deadline, reported the Department of Public Works and Highways yesterday.

DPWH regional director Robert Lala said the project covers asphalting works, including repainting of curves and gutters, on roads in the cities of Lapu-Lapu, Mandaue, and Cebu, as well as the two Mactan-Cebu bridges and their lampposts.

Lala, in his report to the joint meeting of the National Organizing Committee and the Cebu Organizing Committee yesterday morning at the Cebu Grand Convention Center, told the summit officials of the progress of the project and the attendant problems.

On the repainting of road curves and gutters, he said the Cebu City government vowed to return to areas needing repaint jobs while the Mandaue City government committed to finish a similar job along Ouano Avenue by October 15.

For the two Mactan-Cebu bridges, Lala said the painting of the first half (Mactan side) of the structures were already finished but the entire operation was stalled because the paint supply was already depleted. Funds are needed to buy more paints, he said.

Governor Gwen Garcia reacted and insisted that the repainting of the bridges be completed the soonest time possible, even as early as October 15. Lala answered that the DPWH would negotiate for paints on credit from a supplier to comply with the deadline.

The DPWH had allocated P4-million only for the purchase of paints and it requested for more money to finish the job on the bridges and install the needed 130 lampposts there by October 31.

In the case of the construction of the Cebu International Convention Center, Garcia blasted a published "photo commentary" in a local daily (not The Freeman) showing the CICC construction as it was two weeks ago.

Costume jewelry exports grow 46% in 2005

DESPITE the low prices of fashion accessories from China, the local costume jewelry sector has spurred “tremendous” growth last year, an official from the Cebu-Fashion Accessories Manufacturers and Exporters (Fame) said.

Cebu-Fame president Marose Sobreno said Cebu’s total exports last year increased to 46.76 percent, or reached $63.4 million compared to the $43.2 million the previous year.

Data from the Department of Trade and Industry (DTI)-7 information center also revealed the fashion accessories sector contributed 1.36 percent of total exports in Central Visayas during the first six months of the year.

“I am optimistic that the industry will continue to grow this year especially since new players come in every year,” Sobreno told Sun.Star Cebu.

The province accounts for 85 percent of the costume jewelry exports in the country.

Sobreno said the market for local spring-summer line of costume jewelry continues to generate interest, especially in the US market, during the first quarter of each year.

The US remains to be the country’s top market for costume jewelry, with total exports of $6.97 million in the first four months of the year, a 9.44 percent growth from the $6.37 million earned in the same period last year.

Global markets

The other top export markets include the United Kingdom, Spain, France, Italy, Japan, Germany, Canada, Australia and Netherlands.

However, Sobreno said despite the growth, the industry is still faced with several issues that the government needs to address.

“Although the government is helping us in trade promotions, they should also look into exerting more effort to bring in foreign buyers in local shows and exhibits because the attendance of these buyers are dwindling,” she said.

She added that most exporters have risked their finances to put up an exhibit abroad just to generate income.

“Whereas, if foreign buyers come here, we could have saved a lot,” she added.

In terms of mass production and labor costs, the industry is competing with other players in the field including China, Vietnam, India and Thailand since they “produce more at a cheaper rate,” Sobreno said.

She is, however, banking on the Cebuano’s creativity, ingenuity and craftsmanship as the country’s “competitive advantages”.

Trend forecast

“The organization has had a surge of renewed participation,” said Cebu-Fame internal vice-president Jefferson Tio.

Tio said the organization received firm support from the Private Enterprise Accelerated Resource Linkages 2 project of the Canadian International Development in improving market intelligence capability.

He added that through the www.wgsn.com website, designers and exporters are able to forecast trends in the fashion industry for the next 18 months.

He added that the website even caters to the market for men’s fashion accessories since “they have become more concerned with their looks and style.”

Tio said the support from foreign funding institutions and other local stakeholders have improved the organization’s market intelligence, productivity and efficiency as well as materials development and sourcing.

Cebu-Fame has 85 members in the province.

Thanks for the photos rage. So the Ultima Residences will not block Crown Regency Hotel at all, but will block the main facade of Club Ultima.

It would have been better if they would build it on the other side of the Club. Or perhaps, the architect should have positioned the main facade of Club Ultima towards the sea.

MCIAA receives P100-M for infra and airport improvement

Cebu City (3 October) -- A budget allocation of P100M was given to the Mactan Cebu International Airport Authority (MCIAA) by the National Government for infrastructure and improvement of the airport in time for the Asean Summit.

MCIAA general manager Danilo Augusto Franzia bared in the 888 News Forum this morning at the Parklane Hotel on the airport's preparations for the upcoming Asean event that the construction of the VIP Lounge costs P50M. The summit delegation from 18 countries will pass through the VIP lounge upon arrival that also houses a media working and press conference areas.

The lounge is 30 percent finished while the target deadline for completion is on November 30, Franzia said.

Another P30M is allocated for the overlaying of the aircraft parking aprons and the remaining P20M for the lighting, this was disclosed in the same forum.

MCIAA's operations chief Captain Romeo Bersonda said the aircraft parking space are categorized into three aprons namely the aircraft parking apron, the military bitominous apron and the commercial apron. The total aircraft space can accommodate a total of eight wide-bodied aircraft and 14 medium-sized aircraft with one aircraft as reserve, this was learned.

Bersonda said the aircraft parking apron fronting the Philippine Air Force is about 13 has. while the bitominous parking area has a total of five hectares. About 21 to 23 aircraft can be accommodated depending on the size but under scheme B where 23 aircraft will use the parking space, the breakdown would be 8 wide-bodied aircraft and 15 medium-sized jets, according to Bersonda.

Bersonda however said, that beyond the infrastructure, they want to focus on the basics which are on security and the cleanliness of the international airport while at the same time doing improvements on major things.

The National Organizing Committee for the 12th Asean Summit is not considering cancellation of flights during the summit but in case of emergencies, there might be a brief disruption due to the arrival of state leaders that will cause a 20-minute delay of commercial flights, Bersonda further said.

Bersonda advised those who want to take a holiday during the summit to leave before December 10, the date of the arrival of the Heads of States and come back by December 16 or 17 as all the foreign delegation has left by then.

Franzia on the other hand, asked for the public's understanding as passengers might be faced with inconveniences such as taking off their shoes as part of the security measures as the summit draws nearer.

In the capital, there are already a lot of streamers advertising about the Asean event happening in Cebu and as such, we have to unite and work together in maximizing and optimizing what we have to make this biggest international event a huge success, Franzia ended.

Cebu to bid for world gathering of tourism leaders in 2010

Cebu City (3 October) -- A tourism executive plans to bid Cebu province for the hosting of an annual international gathering of tourism leaders in 2010.

According to SKAL International-Philippines president Charles Lim, the World Congress of the tourism-oriented organization gathering around 1,500 delegates worldwide, would open wide opportunities in the country should Cebu get to host the global event.

Cebu's hosting of the Association of Southeast Asian Nations (ASEAN) Summit in December is an added advantage to this bid, he said.

"If Cebu gets to host the event, it would surely boost the tourism and travel industry of the province and the whole country," Lim said.

Pattaya, Thailand will hold this year's World Congress followed by Antalya, Turkey in 2007 and Taipei, Taiwan in 2008.

Lim said he plans to bid specially for the 2010 World Congress and is banking on the growing SKAL membership in the country to support him in his bid to host the international event.

In the Philippines, there are about 450 individual members in SKAL's four active chapters in Manila, Makati, Cebu and Davao.

SKAL International Makati chapter president Robert Lim Joseph has earlier noted the benefits of hosting international events in the local economy.

"With each foreign tourist spending between $750 and $1,000 for a three-night-four-day stay in Cebu, a minimum of P50 million will go to the local economy once Cebu gets to host the 1,500-delegate SKAL World Congress," Joseph said.

Joseph, however, said a greater challenge awaits Cebu in providing a good impression to the SKAL delegates, who are front liners in the tourism industry.

"Cebu, if it wins the bid, will have the opportunity to promote Cebu directly to the industry representatives," said Joseph.

SKAL, a professional organization of tourism leaders around the world, is the only international group uniting all branches of the travel and tourism industry, he said.

The organization, founded in 1932, promotes global tourism and friendship among its 22,000 members in 500 clubs throughout 90 nations.

SKAL's World Congress gathers delegates to elect a seven-member executive committee that governs the organization. The gathering also allows members first-hand observation of the travel and tourism potential around the world.

Lim said SKAL is going to expand its membership in the Philippines and prioritize in developing several chapters in other cities like Bacolod and Subic.

The organization, he added, is also moving towards forming a "young" SKAL circle, targeting the young professionals aged below 29 years old.

Membership of SKAL is open to managers or executives directly involved in tourism management, sales and promotions, in specified travel and tourism businesses, including: transportation (airlines, cruise lines, railways, ferries), travel and tour operators and agencies, tourism organizations, and travel media, among others.

Four roads closed for new pavement, drainage repairs

Four roads around SM City Cebu will be closed starting Tuesday for 50 days to allow the laying of new pavement and repair of drainage, the Cebu City Traffic Operations Management (Citom) announced Monday.

Citom executive officer Arnel Tancinco said these projects are still part of the preparation for the Association of Southeast Asian Nations (ASEAN) Summit.

The affected roads include Andres Soriano (from J. Luna to Cabahug St.); the whole of Kaoshiung St.; F. Orot St. (from Kaoshiung to the bridge near Makro) and half the length of J.C. Vera St. (the portion near SM).

Tancinco said the project was awarded by the bids and awards committee to at least five contractors on Monday afternoon.

“The total amount of these road projects is more or less P60 million,” Tancinco said.

The routes of jeepneys that stand to be affected from the road closure are O1K from Urgello, and 12J, 12G and 12H all from Labangon to North Bus terminal.

Tancinco admitted that shoppers of the SM City mall coming from the north will be affected.

The Department of Public Works and Highways in Central Visayas (DPWH-7) has assured it will complete its summit preparations by October 31, the Cebu Organizing Committee (COC) was told on Monday.

Cebu Governor Gwendolyn Garcia who presided over the COC meeting said the DPWH will complete the asphalting and improvement of the “ceremonial” routes for the summit.

These include the roads leading to the different hotels where different heads of states and other delegates to the summit will be billeted.

These also include the road from the Mactan-Cebu International Airport to major roads in the cities of Cebu, Lapu-Lapu and Mandaue.

DPWH-7 director Robert Lala said the painting of the two Mactan-Cebu bridges will be completed by October 15.

Improvement and repainting of the streets require more than P4 million from the national government, but Lala assured they could start working even without the budget.

“We can ask the contractors to do this on credit,” he said.

In a progress report it presented at the COC meeting, the DPWH-7 officials said they were 39 percent complete in infrastructure preparations.

^^ basin binayran to cya bai. hehehe. nakasakay pud ko taxi once, then murag naapply jud nya ang ilaha seminar para sa summit. Ingun ang driver, "Gud afternoon sir, my name is Bert, and im your driver for today. Where do u want to go?" Sus kung tanan drivers ingun ana pa lang.
