A.C Enclave Resort Homes
A vacation home where the heart is!

http://www.acenclavecebu.com/images/enclave_main.jpg

This first of its kind development is a place where you truly feel at home. It is ideally situated 1 1/2 hours drive from the heart of the busy city of Cebu, along the coast going north (Tabogon, Cebu).

Here, all the amenities are of a first class resort. The convenience of a private beach is articulated by the children’s playground, clubhouse, swimming pool, wellness center and piazza as an activity center for personal needs. Other architectural features vary in each home, from individual water feature or hot tubs, high ceilings, loft style rooms, glass walls, and corner windows that capture a maximum panoramic sea view giving a great atmosphere of well being.

Special attention to technical details are expressed in the individual water treatment facilities, centralized water system, garbage chutes, standby power facility, telecommunication hook-ups and 24 hour security.

Jogging pathways, tree part buffer zone, mini forests and landscape promenade serve as a backdrop to these poetic modern designs built on the hill facing the Camotes Sea, thus giving a perfect blend of modern luxury and a healthy way of life.

For retirement village project: Cebu Doc in talks with Naga lot owners
By Ehda M. Dagooc
The Freeman 10/13/2006

Cebu Doctors Hospital Inc.,(CDHI) is currently negotiating with different lot owners in Naga for the establishment of an integrated retirement village facility.

In an interview with CDHI chairman Potenciano Larrazabal, Jr., he said that the company is looking at five years time to complete the entire plan, which will utilize the Cebu Doctors' South General Hospital as the medical component of the retirement village, with its 250-bed capacity.

In the last few years, Cebu Doctors Hospital invested close to a billion pesos to create a network of hospital facilities in Metro Cebu, including the North General Hospital, the South General Hospital, and its support facility the establishment of Cebu Doctors University in North Reclamation Area.

He said the company has not entertained the entry of partners to the multi-million pesos retirement village facility project.

Last year, Larrazabal said that the company has started to explore around the world in a benchmarking travel, especially in Thailand to see the facilities that attracted the medical tourism in that country.

Larrazabal strongly believes that the future is into healthcare sector, as people are becoming health conscious, while aging population around the world are looking for good sites for retirement, at the same time availing of good healthcare facilities and services.

Cebu, despite having the potential to attract the medical tourism market, or the retirees from all over the world, what impedes these multi-million dollar tourists from coming to Cebu is the absence of "legitimate" facility for medical tourists.

As of this moment, Larrazabal said he cannot determine the size of the upcoming CDHI retirement village, as the company is still on the negotiation stage with the lot owners with properties near the South General Hospital.

Certainly, he said after CDHI will be able to close deal with few lot owners, the project will have to start.

The Board of Investments (BOI) requires that a retirement village should be a large tract of land suitable for development that will ensure healthful, safe and environmentally-sound community life.

The village should be under a unified and continuous management.

And it should be readily accessible by air, land or water transport.

BOI also requires that a retirement village shall not be less than four hectares of contiguous land, and project cost must be at least US$1 million.

Despite the huge potential of Cebu to attract foreign retirees to settle here, there is no retirement facility yet being built in Cebu, aside from the 1.5 hectare sea-side retirement village A.C. Enclave Resort Homes, in Tabongon town, northern Cebu.

Citibank eyes another savings branch in Cebu

TO REACH a wider, more varied market, Citibank opened yesterday another branch of its savings bank arm.

The new branch, located along Osmeña Blvd. near the Capitol Building, indicates that the bank is optimistic about the banking industry in Cebu and the country, in general, said Citibank Savings president Jeffrey Choa.

It is the second Citibank Savings branch in Cebu Province. The first Citibank Savings, located in Mandaue City, will undergo renovations soon.

Choa said Citibank Savings is also looking for possible sites for a third branch in Cebu.

“Cebuanos have a tendency to be more conservative with their money. And because they feel the importance of saving, they also (see the) need to invest,” Choa said.

Citibank Savings also recently opened a branch in Iloilo City.

Choa said that while the bank “is not largely different” from Citibank in terms of target clients, it offers several products and services that are designed to cater to the savings and investment needs of low-income individuals.

One of the products is the Power Savings Account that Citibank Savings describes as “revolutionary” as it requires a low initial deposit, no maintaining balance and no transaction fees when depositors withdraw from any automated teller machine (ATM).
It also offers interest rates of as much as five percent per year.

“Power Savings is an innovative product that gives depositors high returns on their savings plus the convenience and flexibility to meet the demands of their lifestyle,” Choa said.

He also said the Citibank Savings is giving its depositors access to international ATMs and accepts Citibank credit card payments.

Citibank Savings has six branches in the Visayas and Mindanao, including Bacolod, Cagayan de Oro and Davao.

Citibank, which is a unit of global financial services giant Citigroup, is on its 102nd year of service with 36 branches nationwide. Here (http://www.sunstar.com.ph/static/ceb/2006/10/13/bus/citibank.eyes.another.savings.branch.in.cebu.html)

Speak out: Best city by far
Sun Star Daily
By Bryan Bellamy

(This letter is addressed to Cebu City Mayor Tomas Osmeña)

I’m a world traveler. My home country is Canada and I have lived in four cities there. I have also stayed in Phoenix, USA and in Mazatlan, Mexico.

The past four years I have been in Cebu, and I like this city best.

In my country, people always seem unhappy, and the young ones seem rude and crude---every second word that they speak is a swear word.

People here have less but they seem happier. I don’t remember a Pinoy swearing in English.

Almost everyone likes to sing love songs, not hard rap.

People seem more pleasant and helpful, and no matter how little they have they share.

I am amazed at how people work hard for so little and yet they are able to support their families.

I live modestly in a pension house, but I have also lived in a luxurious house in one of Cebu best gated communities.

I find the rents reasonable and my landlords to be good people.

I ride in four to six taxis daily, but I find passenger jeepneys an efficient form of transportation.

I have never gotten into a dirty taxi, although the vehicles’ state of repair often leaves something to be desired.

Drivers for the most part are friendly and helpful, but a few do overcharge, don’t give the change, do detours and stop for fuel even with a passenger onboard.

I find Cebu to be a cosmopolitan city.

You can shop and find almost anything you want at a reasonable price.

You can find any service you want at a reasonable cost.

Restaurants are generally good, even the sari-sari ones. The water system is clean and safe.

Work on the roads for the Asean summit will do much for the city now and in the future.

Lastly, you meet people from all over the world here, and many Pinoys who travel and work abroad have interesting stories.

Cebu is the seventh city I have lived, and I find it to be the best in terms of quality of life for the cost.

Arroyo orders speedy implementation of north road widening projects

The Freeman 10/14/2006

President Gloria Arroyo directed Tourism Secretary Joseph "Ace" Durano to coordinate with concerned national government agencies for the immediate implementation of the Cebu North Road widening projects.

Speaking during the inauguration of the new Danao City Terminal, Arroyo said that the implementation of the north road widening project is part of the priority projects under her administration.

She hopes that with the leadership of Durano, as head of the Super Region-Central Philippines, projects proposed by local government units in Cebu will immediately be implemented.

Danao City Mayor Ramon "Nito" Durano III informed Arroyo on the importance of the north road-widening project in the continued development of northern Cebu.

Durano said that lately more businessmen expressed interest in pouring investments into the city especially at the economic zone in barangay Sabang where Cebu Mitsumi, Inc., a Japanese firm that currently employs about 15,000 workers, mostly women, is located.

Fifth district Rep. Ramon "Red" Durano VI, on the other hand, said the funds needed for the implementation of the road-widening project in the north will be included in the General Appropriations Act next year.

Although, Durano hasn't given any figure yet he assured that the funds will be channeled through the Department of Public Works and Highways.

Consolacion Mayor Avelino Gungob Sr. said the realization of the project would benefit his town as this would decongest traffic.

The lack of budget has stalled the implementation of certain projects during the previous administration.

Arroyo also said she wants Danao City to serve as an example to local government units nationwide to avail of the loan funding from the Land Bank of the Philippines for local development projects.

Pila gani ang GFA sa Ayala ug SM?(current ug after expansion)

*** i'll try to answer you bai !!!!

...SM City Cebu, the GFA of the Main Building (named as Southwing) is 161,562 square meters. The GFA for the expansion building (named as Northwing) is 120,000 square meters that will include a new Enterntainment Area in which according to SM Prime's Press Release, it will have one of the biggest entertainment areas among SM Malls. It will also have an Al Fresco dining. The interior design of the building will have a replica of the Mall of Asia...

...for Ayala Center Cebu, the GFA of the main building is 100,000 square meters. On-going is the expansion that covers the surface parking area which will add more internartional brands in apparel, shoes and other lifestyle accessories. Of course, it will include another supermarket to be anchored by Rustan's and hi-end electronic shops. It will be a 4-storey, I assumed. The 2nd development is that the entire lagoon area, located at the back of the ACC will be transformed into an outdoor lifestyle destination, largely for entertainment and dining customers and this is what you are talking about which will be similar to the development of Greenbelt in Makati...

:hilarious. bitaw, swerte kaayo si mayor ouano sa ASEAN summit.. it seems this decade belongs to Mandaue. thereafter I see the future of modern Cebu will expand up to the proposed reclamation in Cordova which they said is more than 1,000 hectares plus the international container port.

nindot gyud kung madayon ang cordova project...but i hope that they'll do something to spare the mangroves (i planted more than a hundred there...) i hope they might consider something like my proposal in the environmental architecture thread...

The CICC should be mixed (medyo transparent) with the Cebu Skyline and perhaps the beaches of Cebu, it depends sa maghimo...(basta present ang skyline because it's one of the qualifications for a banner...)

Or perhaps can create banners and send them to me. 2 weeks before the ASEAN Summit, we can poll them.

By Aurelia L. Castro
(Sunstar Daily, Oct. 13, 2006 issue)

Real estate develpors agree that there is a demand for residential, commercial and industrial spaces in Cebu, and some have married these components to create one-project-has-it-all offerings.

Chief of this mixed-use development planners is Cebu Holdings Inc. (CHI), whose Cebu Business Park, a 50-hectare development that integrates business with high-rise residential, shopping and recreational developments, will see more new buildings in the years to come.

Francis Monera, chief operating officer of CHI, said these new buldings will include Korean firm Fastem Inc.'s 21-story Tower Palace condominium, Lexmark Research and Development Corp.'s seven-story and 22-story buildings, and Shirmma Land Corp.'s two-story commercial buidling for bankj use this year.

In the next five years, he said, CHI will also add 13,500 square meters to expand its centerpiece, the Ayala Center Cebu mall, and will construct additional office and residential condominiums.

Asiatown

On the other hand, he said Asiatown IT Park's Phase 2 development for mixed use is now on the drawing board.

The 24-hectare information technology (IT) park is the flagship project of CHI subsidiary Cebu Property Ventures and Development Corp. (CPVDC).

In the next five years, CPVDC will develop the five-hectare Phase 2 of the park and offer additional e-offices, which are modular buidlings designed for companies that want to move in immediately.

Another Asiatown occupant, The Village, which used to house restaurants, will be "redeveloped" in the later part of this year to suit the lifestyle of the IT park's employees. It may reopen late next year. Some shovels away, Primary Industrial Property Corp. is constructing an IT building that will make available an additional 16,000 square meters of ofifce space by June.

The wight-story Skyrise IT Building owned by Skyrise Realty and Development Corp. also has 13,800 square meters for lease.

"If you look at our economic environment, with more investements coming in, low interest rates, and high remittances of our overseas Filipino workers, you're actually looking at real estate as an upswing industry," Monera said.

Arcenas Estate

Danny Arcenas, developer of the 20-hectare Arcenas Estate in Banawa, Cebu City, said the demand for housing indicates that Cebu is a preferred location for investment, education and homes.

The mixed-use Arcenas Estate houses the Paseo San Ramon and Casa Rosita residential developments; and IT building occupied by business process outsourcing from Convergys; and a three-hectare commercial center which includes Rustan's Supermarket and the Paseo Center, a 30-unit commercial building to open in October.

Vibrant

"The market for real estate in Cebu is vibrant because its economy is doing well and not dependent on just one industry but on many, like the furniture , fashion accesories and service industries," he said.

Arcenas Estate hopes to eventually become a residential provider of South Reclamation Project (SRP) locators.

SRP

Joel Mari Yu, managing director of the Cebu Investment Promotions Center, which is marketing Cebu City-led SRP, said the development has drawn "much interest."

The SRP has some 160 hectares for sale. Its total gross area of 300 hectares includes the South Coastal Road, Pond A and its internal roads, he explained.

The SRP is being marketed as prime land for light manufacturing, tourism, information technology and other service enterprises. Yu expects construction of buildings at the SRP to begin later this year.

Singapore'sFil-Rich Holdings Corp., the SRP's biggest potential locator, requires 20 hectares for its fully automated container manufacturing plant.

Other "pre-approved" investors include Bigfoot Group of Companies, a movie animation firm, Cardiovascular Hospitals of America, JY Contruction, developer Richard King, RDAK, Toyota, Hardware Consolidated, Cebu Holdings Inc., Filinvest and a Japanese group that will put up a Japanese retirement complex.

North

On the other side of the town, Aboitzland is creating the 32.5- hectare Pristina North in Talamban, a high-end community with residential and retail spaces, an office park and a village center that will be cmpleted in the next five to 10 years.

Further up north, Mandaue City Mayor Thadeo Ouano envisions Mandaue as the province's economic driver with the consruction of the Capitol-funded Cebu International Convention Center, the 50-hectare mixed-use district that FF Cruz & Co. Inc. is developing, and the Mandaue Reclamation Area with the unfinished Uniwide buidling that will soon be converted into a commercial and recreational center by Star 168 Inc.

‘Minsan Pa’ wins hearts at APEC film festival
ABS-CBN Online
14/Oct/2006

The country's lone entry to the Asia-Pacific Economic Cooperation film festival in Hanoi has gained the admiration of moviegoers after it was shown at the Vietnam National Cinema Center on Friday.

Philippine ambassador to Vietnam Estrella Berenguel said film watchers from other Asian countries were able to relate with the plot of the film "Minsan Pa" because of the similarities of their cultures with the Filipinos.

Berenguel said they were also impressed with the film’s technical production, most especially the underwater shots of rich Philippine corals.

"Minsan Pa" tackles the struggles of a young boy who at an early age was forced to take the responsibility of his father after the latter abandoned his family. It stars Jomari Yllana, Ara Mina, Rio Locsin, Tirso Cruz III and Christian Vasquez.

The film is one of the 14 entries from the APEC member- countries being shown in the festival, which is also supported by the National Commission for Culture and the Arts.

The festival is organized by the Vietnam Cinema Department of the Ministry of Culture and Information to celebrate in advance the 14th APEC economic leaders' meeting in Vietnam from November 17 to 19, 2006.

"Minsan Pa" is also scheduled for screening in Da Nang City on October 15 and in Ho Chi Minh City on October 20.

Hey guys, I've been living and working in Cebu for about a month now and I have a few honest questions...

- Is there any pattern to the numbering of jeepney routes? How is it decided, for example, that this certain jeepney route is going to be designated "17B"?
- On my map of Cebu, there's two "Osmena Boulevards". How do you distinguish between the two?
- Why is it "Gen. Maxilom Avenue" on the map when everyone calls it "Mango Avenue"?
-Why is there so much garbage? It seems like whenever there's some open space beside a telephone pole on the sidewalk, there's a pile of garbage there.
- What place is referred to when people say "Jones"?

Thanks. :)

hello there COFFEE!

let me try to answer some of your questions...

1. based on my own observation since im also not from cebu, but i always say cebu is my second home, the jeepney codes/routes of course have patterns. say for example the number 13 is for talamban bound jeepneys. since, not all of these jeepneys have exactly the same route (meaning they'd be plying on different streets), that's why they have letter codes such as B, C or D.

2. can't answer this

3. Gen. Maxilom Avenue is the new name. I'm pretty sure this is not only happening in Cebu. We Filipinos are fond of changing the names of our streets so those people in Congress would have some things to do... The old name, Mango avenue, just a piece of history here, was used because there were mango trees along this street years ago... now, you can barely see one.

4. with regards to the garbage problem, you better join the cebu city government forum and air out your concern. in my place and the places where i usually go, garbage collection is pretty much efficient so id like to know where in particular do u see this trash that you're talkin about?

5. I'm not sure with this one, but i think Jones Avenue (or Osmena blvd) starts from fuente osmena circle to downtown area (Gaisano Metro intersection)

hope this one helps...

Some that I know. the numbers in the jeepney may indicate the place of destination such as:
17- Apas
04- Lahug
06-Guadalupe
01-Urgello (basi)
12-Labangon
21-Mandaue
13-Talamban
62-Pit-os
14-Ayala
03-Mabolo

Osmeña Blvd that I know is "Jones Avenue" which is the road that leads from Colon to the Capitol and intersects with Mango Ave and B.Rodriguez with Fuente Osmeña (Rotunda with the big fountain across Robinsons). The main thoroughfare. The other one maybe "Serging Osmeña Blvd? The one from Plaza Independencia to SM/Port Area.

Maxilom Ave is the new name of old Mango Ave.

What I know is this:

Then Jones Ave. - Now Osmeña Boulevard (for President Osmeña)

Then Gen. McArthur Street - Now Osmeña Avenue (Senator Osmeña Jr.)

So there's only one Osmeña Boulevard, the one referred to as Jones. The other one is Osmeña Avenue which is in the pier area.

Asiatown expects work force hike with new bldg.

AYALA-led Asiatown IT is anticipating an increase in its present 5,700 working population with the completion of the second building of Primary Industrial Properties Corp. (PIPC)

In a statement, Cebu Property Ventures and Development Corp. (CPVDC) said the total annual compensation of employees in Asiatown is estimated to be more than P1.4 billion.

“This is the amount of disposable income that the IT (information technology) park will contribute to Cebu’s economy by the end of 2006, not to mention the income tax component that will be generated out of the employees’ wages,” CPVDC said.

The second building of PIPC, which has a leasable space for offices of about 17,611 square meters, is near completion. The first PIPC property, the Engineering Sciences Building, is already fully occupied by eTelecare, Dash Engineering, SPI Technologies and a ground level retail strip.

Expansion

Skyrise IT Building, which houses PeopleSupport, Epson, Astro Ship, InfoWeapons, Qualfon and Microsoft, is also fully occupied.

PeopleSupport, one of the country’s pioneering contact centers, needed another 1,600 seats for its expansion from their first facility at eOffice One. Epson also expanded and required a bigger facility to accommodate a workforce, which doubled from the time they moved to Asiatown I.T. Park in 2002.

The Cebu facility of Mexico-based call center Qualfon International opened and started operations in June of this year. Its Asiatown I.T. is the firm’s first customer care center in Asia.

Meanwhile, Microsoft has now set up a base in Cebu. Microsoft-Cebu office is temporarily housed at the Ayala FGU Center, but will move to Asiatown in November.

Strength

“Asiatown’s strength as an ecozone is its ability to match investors with ready locators and competent workers,” CPVDC said.

The infrastructure, communication, electricity and manpower quality at Asiatown are at par with the major IT parks not only in Asia but also worldwide,” said Francis Monera, president of CPVDC.

“This has ignited the influx of more IT locators in Cebu and is one of the reasons we are experiencing more aggressiveness in the take-up of commercial lots in (Asiatown) compared to the previous years,” he added.

An IT Special Economic Zone operating for five years now, Asiatown has reported an increase in the number of contact center employees from 1,424 to 2,384. The number of contact center employees composes almost 60 percent of the total employees at Asiatown. (JBN)

International hotel chain eyes 2 branches in province

AN INTERNATIONAL budget hotel chain is planning to put up a branch in Cebu City and another in Lapu-Lapu City next year.

Microtel Inns and Suites Philippines chief marketing officer Patrick Gregorio said the company is in discussions with possible partners to put up a 100- to 150-room hotel in Cebu City and another on Mactan Island.

Gregorio said Microtel hopes to operate the hotels in the last quarter of 2007.

“We are looking for more partners, either franchise or joint venture, for future hotels in other areas of the province and in the Visayas,” he said in an interview. “We want a Microtel in every province. We’ve got many leads but (for now) we’re still testing the waters.”

“But for Cebu, (future branches) will definitely be successful,” he said.

He said a partnership with Microtel is “very attractive” to potential investors as it allows investment for the establishment of something as small as a 15-room inn.

He said Microtel’s main considerations in branching out would include the price of the land and its location.

Like all Microtel establishments in the United States and other countries, Gregorio said those in the Philippines are known for “very competitive room rates, basic but safe and comfortable accommodation.”

“It’s going to be good for Cebu because we’re going to give more options in terms of prices,” he said.

He also pointed out that Microtel Inns and Suites has been given the “highest ranking in guest satisfaction” for five consecutive years, starting 2002, by J. D. Power and Associates.

With the size being envisioned for Cebu, Gregorio said each hotel could generate about 50 jobs.

Microtel will open next month in Boracay. It has existing hotels in Baguio, Tarlac, Batangas and Cavite. Microtel International has about 290 branches worldwide.

Gregorio said Microtel will expand further, not only in the country, but in Southeast Asia.

“We’re very bullish about the region (Southeast Asia). We’re very excited about the growth of Microtel in Southeast Asia,” he said in a phone interview.

In an interview at the Diosdado Macapagal International Airport in Clark, Pampanga following the inaugural ceremony of Cebu Pacific’s Cebu-Clark flight service, Gregorio said Microtel is also planning to open in Davao in July next year. (LAP)

Defensor: Asean meet to change foreign view on RP

ADMINISTRATION officials believe the Philippines’ hosting of the Association of Southeast Asian Nation (Asean) summit December 11-13 in Cebu will paint the country a “rosy picture” to its Asian neighbors and the rest of the world.

Iloilo 3rd district Rep. Arthur Defensor said the country will become more popular by holding the top-level Asean gathering.

“The summit will give us recognition as a politically stable country and that we deserve a place in the family of sovereign nations. This will also become an opportunity for other countries to notice us not only as an independent state but an economically sound and a working democracy,” Defensor told reporters.

The title speaks to itself.

StreetFood Cebu!

Masarap habang mainit.

Pinagpawisan tuloy ako! Sarap! Sa halagang P30, nabusog na ako. Nakalimang "puso" pa ako!

At kami'y nagpatuloy ng lumakad papuntang Colon.

Balbakwa

Ubad, Shanghai, you name it, I'll eat it!

Mais?

Marahil magtataka kayo kung first time nyo sa Cebu at napakain kayo sa karinderya at nagtaka bakit hindi puting mahahaba anh kanin. Binigyan siguro kayo ni manang ng mais.

Yup, mais nga. Corn sa Ingles. Nakakabigla no at ginawang substitute sa kanin.

Kaya pagsinabing "more than the usual delicacies sa Cebu, subukang maranasan ang kumain sa mga kalye at karinderya sa Cebu at malasap ang magiliw na pagtanggap ng mga Sugboanhon at sarap ng pagkain."

By Yearend: Asiatown IT Park sees P1.4B economic input
By Ehda M. Dagooc
The Freeman 10/17/2006

By end of 2006, the Ayala-developed Asiatown IT Park expects to release about P1.4 billion worth of compensation to over 5,700 working population employed in different company locators at the cyberpark.

The P1.4 billion is the amount of disposable income that the IT Park will contribute to Cebu's economy by the end of 2006, excluding the income tax component that will be generated out of the employees' wages, said AITP administrator Raul Mananquil.

The recent additions at AITP, the second building of Primary Industrial Properties Corporation and Sky Rise I.T. Building, highlight an anticipated increase in the present number of working population, Mananquil said.

He said after the success and full occupancy of the Engineering Sciences Building with eTelecare, Dash Engineering, SPI Technologies and a ground level retail strip, Primary Industrial Properties Corp. is now completing its second building with 17,611 square meters of leasable office space.

Skyrise Realty and Development Corp. on the other hand, houses PeopleSupport, Epson, Astro Ship, Info Weapons and Microsoft.

PeopleSupport, one of the country's pioneering contact centers, needed another 1,600 seats for its expansion from their first facility at eOffice One. Epson also expanded and required a bigger facility to accommodate a workforce which doubled from the time they moved into Asiatown I.T. Park in 2002.

Astro Ship, which handles ship management for foreign vessels, occupies part of the building's 7th floor. Also, InfoWeapons develops secure network solutions for data exchanges, and is already established in Europe, Japan and the U.S. in its line of business.

The Cebu facility of Mexico-based call center Qualfon International with offices in Argentina, Costa Rica, Guyana, Mexico Monterey, and Mexico City, opened and started operations in June of this year as its first customer care center in Asia. It will exclusively service Tracfone Wireless, Inc., a US-based cellphone company with about seven million customers.

Multinational computer technology corporation Microsoft, which employs close to 72,000 employees in more than 100 countries has now set up a base right here in Cebu. Microsoft-Cebu office is temporarily at the Ayala FGU Center, but will move to AITP by November.

Mananquil cited that AITP's strength as an ecozone is its ability to match investors with ready locators and with competent workers.

Recently, AITP registered an increase in the number of contact center employees from 1,424 to 2,384. The number of contact center employees composes almost 60 percent of the total employees at the I.T. Park.

"The infrastructure, communication, electricity and manpower quality at Asiatown are at par with the major IT parks not only in Asia but also worldwide," Francis Monera, president of CPVDC said.

"This has ignited the influx of more IT locators in Cebu and is one of the reasons why we are experiencing more aggressiveness in the take-up of commercial lots in AITP compared to the previous years," Monera added.

Cebu City vies for no. 1 in nat’l tilt

Cebu City is aasured of getting a special citation for investment promotion from the Philippine Chamber of Commerce and Industry (PCCI) in Manila next week.

The City was one of the 33 local government units (LGUs) nominated for the Most Business-Friendly LGU Awards in the 32nd Philippine Business Conference (PBC), which will be held on Oct. 19 and 20.

Cebu City will be recognized for passing the competitiveness criterion by maintaining an investment plan and an investment promotion center, which is the Cebu Investments Promotion Center (CIPC).

Results

Miguel B. Varela, head of the 32nd PBC awards committee, in his Oct. 13 letter to Mayor Tomas Osmeña, said Cebu City will receive the citation at 7 p.m. on Oct. 19.

Osmeña confirmed that the City will get a citation, but he said he doesn’t know the results of the PCCI search.

Sun.Star Cebu yesterday asked PCCI as to which city won in the search, but PCCI’s Christopher Bugaoan said they cannot divulge the winners yet.

“Otherwise, we will be preempting the awards night,” he told Sun.Star Cebu in a phone interview.

Mayor Osmeña admitted that Cebu City got a low point in the processing of business permits for all 30,000 businesses.
horrendous

“It’s so horrendous that we cannot do it as fast as we would like to. That would greatly ruin our scores. The smaller cities are our strongest competitor because they have no businesses,” he told a news conference yesterday.

But the mayor quickly defended the City’s failure to make it to the top 10 business-friendly cities or in the search for livable cities, initiated by the Asian Institute of Management (AIM), saying Cebu City is number one in terms of programs for women and children.

“I know I said we’ll make Cebu City number one again and I know my critics will say, ‘AIM says otherwise.’ But I would just like to remind you (that) when it comes to children we’re number one. When it comes to women we’re number one. And, we’re number one not only in the Philippines but in the Asia-Pacific region. And I think that’s good enough because when you talk about a city being livable, you consider the children and the women. The only area we’re not number one are the criminals because they’re being killed. Well, we can’t win them all,” he said.

Stature

Osmeña said CIPC has been doing an excellent job at investments promotion.

“It was the brainchild of Joel Mari Yu, but I started it because Joel did not have the personality or stature to do it. Before the start of my retirement in July 1994, we grouped together 30 private corporations and funded it for the first two to three years.
The reason why I did that was based on the recommendation of the Minister of Commerce of Singapore.”

“He said investments promotion is better funded by private companies rather than being a government extension. We invited universities, hotels and malls and they gave P100 to P300,000 each. Now, the City Government funds CIPC, while the Province contributes. Aside from promoting and getting investments for Cebu City, one of its major accomplishments is the training of 50 other LGUs in the Vismin (Visayas and Mindanao) in investments promotion. And there’s nothing like this in Metro Manila,” he said.

The PCCI search is divided into three categories: most business-friendly municipality, city and province.

It will recognize the commendable efforts of each group using the following criterion: sound implementation of business-friendly procedures and processes; accountability, transparency and efficiency in administering daily business transactions and methods; and competitive entrepreneurship in their areas. Still best place for summit

The spate of bombings in Mindanao has naturally invited speculations from some sectors in Cebu as the province girds for the hosting of the Association of Southeast Asian Nations (Asean) summit in December.

One police official was heard saying last week that they are looking into reports that wanted Jemaah Islamiyah bomber Dulmatin was already in Cebu.

Some people raised the possibility that the bombings in Mindanao were meant to divert attention away from the real target, which is Cebu or the summit.

Speculations

Making speculations and imagining scenarios are part of the arsenal of tacticians to ensure that responses to possible hitches in an activity will be planned in advance.

Overdoing these, however, may result in confusion and paralysis.

The worry that Cebu will be bombed before and even during the summit is a legitimate one and should push all Cebuanos to be vigilant.

But that worry should be ranged against various aspects of reality, including geography, existing terrorist network and the security build-up being put in place here.

Terrorism

Admittedly, the fact that in the past weeks robbers were able to work through the security net initially in place for the summit is a cause for concern.

One can add there the usual police claim that many of the robbers operating in Cebu come from Mindanao—an admission of the difficulty in preventing outsiders from doing their thing in the province.

But terrorism is a different matter altogether, because unlike other forms of crime, that is where the attention of those behind the summit security is focused on.

Good place

Besides, there are other factors that even the most determined terrorist should contend with, like Cebu’s location and the lack of a base from which to spring an attack.

These limitations will even become more formidable for terrorists to overcome once the Asean summit nears, all the augmentation troops arrive and assistance from other countries filters in.

Understanding this is important so the public won’t become jumpy or sleepless every time reports of terrorist attacks from other areas occur or, worse, lose confidence in the security net gradually being put in place in the province.

The point is that, compared with other islands in the country, Cebu is still a good place for the summit, especially in terms of securing the dignitaries coming in.

The only area we’re not number one are the criminals because they’re being killed. Well, we can’t win them all,” he said.

Right. That was Paul Henson's report for TV Patrol sabi niya "kalansay na bakal pa lang ang nakatayo" sa 450 million pesos na CICC . I've already replayed the video several times.

Anyway this is what Karen says " possibleng hindi matapos ang construction sa CICC" and the governor says " we promise to deliver and all that I can really say is, lets wait for november 15 " then Architect Guanzon answers " definitely we will hit the target ". :dunno:

^ Well at least hindi bias and in the end, sinabi ni guv and Arch. Guanzon ang assurances. But the report has many errors. Is the national government involved in the CICC? I think not. The CICC is a project of the provincial government of Cebu right and Cebu is not receiving any funds at all for the construction, right? As far as I know, the national government's contribution is the overlay of asphalt on roads, by the DPWH, and the security, right? Other than that, everything else (beautification, landscaping, etc.) are individual projects of the local government units, right? :)

Well, all that we can do is just wait for the deadline for the said structure to be finished by the end of the month. At least we can prove the skeptics wrong.

Whatever we say here, or whatever is being said in the news, will actually have no effect on the project because whether we like it or not, the structure is bound to be finished.

That's why I dont watch TVP World because their reports sometimes are big BS. I still remember the Cebu Pacific emergency landing (bomb inside lechon) here in MCIA that the footage shown is actually at Bacolod Airport!

Anyhow, I am very confident that the CICC will be finish on time or earlier. IF it does finish earlier or on time, those skeptics and media will lose their face and credibility.

New dwarf buffalo discovered by chance in the Philippines
First new fossil mammal from the Philippines in 50 years

EurekALert.com (http://www.eurekalert.org/pub_releases/2006-10/fm-ndb100606.php)

CHICAGO--Almost 50 years ago, Michael Armas, a mining engineer from the central Philippines, discovered some fossils in a tunnel he was excavating while exploring for phosphate. Forty years later, Dr. Hamilcar Intengan, a friend of his who now lives in Chicago, recognized the importance of the bones and donated them to The Field Museum.

If not for the attention and foresight of these two individuals, science might never have documented what has turned out to be an extremely unusual species of dwarf water buffalo, now extinct.

The new species, described in the October issue of the Journal of Mammalogy, has been named Bubalus cebuensis (BOO-buh-luhs seh-boo-EN-sis) after the Philippine island of Cebu, where it was found. Its most distinctive feature is its small size. While large domestic water buffalo stand six feet at the shoulder and can weigh up to 2,000 pounds, B. cebuensis would have stood only two-and-one-half feet and weighed about 350 pounds.

B. cebuensis, which evolved from a large-sized continental ancestor to dwarf size in the oceanic Philippines, is the first well-supported example of "island dwarfing" among cattle and their relatives.

"Natural selection can produce dramatic body-size changes. On islands where there is limited food and a small population, large mammals often evolve to much smaller size," said Darin Croft, lead author of the study and a professor of anatomy at Case Western Reserve University.

i find the pessimistic comments regarding cicc valuable as these will challenge and add pressure to the contractor to really finish the job on schedule. businessmen (in the case of the contractor) with the right attitude take harsh comments positively because these will push them to do better with their craft. if nobody will scrutinize cicc from start to fruition, i'm sure the contractor will not feel obliged to finish the structure on time.

Kini nagpasabot nga ang matag kompaniya gikinahanglan ang tanan nilang linya sa cable o kuryente usa ra gyud ka kolor ang sundon niini," for example PLDT if there assign color is blue so all there wires are blue," dugang asoy ni Osmeña.

>The construction of the Cebu Boardwalk Mall is on full swing
>Painting of the lampposts on the Marcelo Fernan Bridge is ongoing.
>Painting of the gutters and center island of Marcelo Fernan Bridge is ongoing.
