With the tremendous success of the World Pool Championships in Manila, Matchroom Sport is hoping to bring the World Cup of Pool also to the Philippines next year and were in talks with the country’s premier sports network, Solar Sports which, in truth, has seriously eroded the domination of ESPN Star Sports in the country. Should the World Cup of Pool come to Manila, the Philippines, as host nation, will be entitled to field two teams.

“We are trying hard to make it happen. I think it will be a fantastic event if it is held here,” Riches said.

But, the opportunities for Filipinos and indeed for all players to compete would be very limited and the general wish of the players is that the World Pool Championships returns to the Philippines, not necessarily in Manila, next year. There are those who believe that the new Convention Center rising in Cebu City for the Asean summit this December would be an ideal venue and the attractions of Cebu are many and inviting.

The Association of Southeast Asian Nations Environment Ministers Meeting has just concluded but Cebu is again bracing for another historical event as it will host the upcoming 4th ASEAN Business and Investment Summit on December 7 to 10, just a few days before the 12th ASEAN Leaders' Summit starts.

The formal launching and press briefing about the international event is set on November 18.

The business sector expects that the holding of the business summit will open doors to new investments in Cebu and new global markets for the export products of the region. It will also be a great opportunity for networking and business matching for local enterprises in the Visayas.

Likewise, the event will serve as a venue for the region to showcase its products and potential as host to various industry and business ventures.

Most of all, it will provide business and corporate leaders with invaluable insight into the implications of ASEAN integration into the strategies of the regional and global business and investment communities. The activity will also be an opportunity for the corporate world to engage heads of governments on issues of the day that are of importance to the corporate world.

More than 10,000 Filipino companies and at least 50,000 foreign others throughout the ASEAN region and beyond are expected to link during the three-day business conference.

The Cebu City and Mandaue City Chambers of Commerce and Industry will co-host the investment summit as they have been conducting regular meetings together with some sectoral associations, concerned organizations and agencies. Committees have already been formed on business agenda, finance, media and promotions, reception and entertainment to take care of various concerns for the successful hosting of the conference.

Major highlights of the summit are the conference exhibits that will showcase Philippine products not only to ASEAN businessmen but also to other countries such as United States, Canada, Australia, New Zealand, Japan, Korea, India and China.

There are now 20 booths available for all interested Cebu exhibitors. The booths are priced at $2,500 and $1,500, depending on the size.

All Visayas entrepreneurs are encouraged to attend and register early because those who register before November 15 are given discounts. The fee is only P7,500 for those who register before the mentioned date.

The registration will entitle the delegate to attend all conferences, sessions and discussion, lunches, drinks, reception and full conference documentation for the three-day event.

Guys, there's an article on Sunstar that says a lot of the Hotels are trying to overcharge the media from hotel rooms to rental vehicles, I hope the hotels are not going overboard on bilking foreign visitors.

^^ Yeah sir butch that was the concern also of the organizing commitee, however they have no control over the hotels. Maybe the hotels are just taking advantage of this very rare oppurtunity. But we do hope so that they will not go overboard so as not to discourage the delegates and the media.

She allocated P 10M for it. In fact, she has already directed the Department of Tourism to release the amount immediately.

Arnold, the Magellan's Cross will form part of the facade of the City Hall....the area which used to be the city hall lane and the parking area will be transformed into a park...the existing Magallanes Street will be converted to a pathway with cobble stones...

He's in the States now.. We used to have a Realty and Brokerage Firm in SM City, beside SnapShack near Foodcourt and a main office in D.Jakosalem St. It closed down during the 1998 Asian Financial Crises.

Funny because during that time, I was still high school then, there were lots of highrise proposals in Cebu ranging from 15-35 storeys. I remember there's this 16-storey condominium past Mr.A's in Nivel Hills, only the first level was built after which construction was halted. Another example also was the One CKS Tower in Jones which would have been 32-storeys.

look at BGC..how lon did it take para dumamidami ang buildings? in fact di pa nga ganun karami diba?

same with FCC and your own CBP..di naman yan Sikm CIty na once pinindot mo ang "play" mag start na build ang mga investors :D

...the bad guys in BBRC will have a new home...a multi-level prison cell at Bo. Kalunasan...hopefully, the jail facility beside Asiatown IT Park will be emptied before the Asean Summit (i hope the Provincial Government will develop it as soon as possible or perhaps, sell it to Asiatown IT Park for more IT-purpose investments (i think this was taken early last week, I guess)

The reason for the postponement (not cancellation) of the test run was due to insuffecient power supply (low voltage) because much of the power is still being used in the welding and other construction stuff, and the contractors won't risk test running the equiment (escalators, elevators) with such insuffeciency.

Yeah, they would rather have all the equipments installed, all the interior works finished, before they would perform the test run of the Cebu International Convention Center.

Anyway, if I'm not mistaken, the interiors of the CICC looks a bit like NAIA-2 or perhaps Davao's international airport.. Pero dunno.. :dunno: just my observation..

Korean investor eyeing Coral Reef Resort lot

A Korean investor is planning to develop a multi-million-peso retirement village in the foreclosed Coral Reef Resort property in Mactan Island.

Chang Nam Moon, who is an investor in a Korean consortium, said that the property, once re-developed, is an ideal destination for Asian retirees.

“Cebu is the ideal destination for the growing number of retirees in Asia with its very good weather and beaches,” he said in a recent press conference.

Japan alone will have seven million retirees next year, Moon said.

“We're looking at attracting retirees from Korea, Japan, and China,” he told local reporters.

Chang is hoping to start the project as early as possible so that Cebu could benefit from the billion-dollar retirement service industry.

Sea Born and Fil Kotchi consortium, he added, has put up US$100 million to US$200 million capitalization fund to start drawing an investment plan for the idle Coral Reef Resort.

The resort stopped operation in 2001 due to the lack of funds.

During the press conference, Chang urged the Philippine National Bank (PNB) to open a compromise deal and end the legal battle against Japanese national Kenichi Akimoto, the former lead owner of the 36-hectare resort and golf club.

PNB has an ongoing court battle with Akimoto, who accused the bank of illegal foreclosure.

While there is an ongoing court case, any interested buyer cannot negotiate either with the PNB or the former owners led by Akimoto.

In 2004, however, the Korean consortium sent PNB a letter of intent to acquire the property but received no reply, Chang said.

Akimoto, on the other hand, is willing to close a deal with the Korean consortium.

The PNB took over the ownership of Coral Reef in 2001 after Akimoto, chairman of the board of Palm Tree Estate Inc. and Bel-Air Golf Inc., failed to pay a $420-million loan incurred by his two companies in 1997. Palm Tree Estate was the operator of the Coral Reef Resort, while Bel-Air managed the golf club.

Romulo Senining, legal counsel of the two companies, said his clients are open for a compromise deal with PNB.

His clients want PNB to allow them to re-open and operate the resort after partial payment of its debts. They want the resort to earn so that the rest of the loan will be paid on installment basis.

Akimoto, on the other hand, said that many would benefit if the resort resumes operation.

“Unpaid former employees will be paid and can have their jobs back. The host community will also stand to gain (through) the resort’s community outreach programs,” he said.

Since Coral Reef Resort started operation in 1989, Akimoto said the company had invested about US$20 million to US$30 million for the entire development of the 50-room high-end resort.

Foreign mortuary execs to join 1st Funeral Tour

About 50 foreign funeral directors and professionals are expected to join the first Funeral Professional Educational Tour (FPET) next year in May, aimed to boost the Philippine mortuary industry.

Participants from United States, Canada, Australia, New Zealand and Britain will be touring to the different funeral houses and cementery, memorial parks in the Philippines, highlighting the "Hanging Coffin" attraction in Baguio City

To be organized by the Pacific Center for Advanced Studies (PCAS), the tour is expected to drum up awareness of developing mortuary industry in the Philippines to the other countries, and showcasing the presence of internationally, at par, mortuary and funeral care skills training center.

PCAS president Sarah Dychangco said the 10-day funeral educational tour could also lead to the development of series of tourism tours that will highlight the unique Filipino Funeral Culture.

"This will not only benefit the industry itself, but this program is also geared at developing other tourism attraction for the Philippines," Dychangco said in an interview.

PCAS is the first internationally-accredited mortuary and funeral care skills training center in the Philippines. It is the training center arm of the Cosmopolitan Memorial Chapels. To date, the school has not only attracted locals, but also foreign students.

Significantly, Dychangco said aside from boosting tourism in the funeral and mortuary industry in the Philippines, the main reason of the tour is to orient foreign funeral care professionals to the Philippine culture, so that they will be able to take care of Filipinos who need their help in their respective countries.

"There is a growing number of Filipinos working or migrating in these countries, funeral care professionals in these countries should be able to know the funeral culture of the Philippines," Dychangco said.

Being the largest player in mortuary industry in the Philippines, Dychanco's Group of companies including its manufacturing plant for coffin, casket interiors and embalming chemicals are now starting to hit the international market.

Its Cosmopolitan Funeral Homes' chain will also be opening its first international branch soon in Vietnam.

^^ nice ones there mark. from the time i saw the proposal of THE PASEO, i couldnt help but feel excited. some of the reasons why love ko to:
1. location, it's near andres/guadalupe (my address in cebu)
2. it has rustans fresh, my most favorite supermarket
3. from its proposal/rendering, it will house the 3rd starbucks outlet in cebu
4. i like the design of the structure, not the usual mall design (with glass/claddings ang facade)

Police to start installing security cameras next week



THE police will soon be watching criminals and their movements will be recorded by surveillance cameras as they will start installing these along major streets next week, a top police official said.

Deputy Regional Director for Operations Lani-o Nerez said that even vigilante killings will be watched.

“We can identify the perpetrators. We can monitor them on camera,” he told Sun.Star Cebu yesterday, referring to the vigilantes who have killed at least 176 people in Cebu City since December 2004.

Nerez said these surveillance cameras are intended to monitor traffic during the Asean summit next month so these will be installed along the routes the delegates will pass.

But the cameras can also monitor other activities on the streets.

Review

“If there is an incident, the camera records the event and investigators can review it to help them identify and establish personalities involved,” said Nerez.

Nerez, Peter Whitten and men from Pelican Bay Group Inc./Cebesos Development Corp., the winning bidder, surveyed the entire route in Metro Cebu last week.

Department of Public Works and Highways Regional Director Roberto Lala’s notice of award shows that Pelican-Cebesos bagged the project for P79,880,000, which is less than the approved budget contract of P89 million.

Whitten is a representative of Verint Wireless Solutions of Canada. Verint is the owner of the technology specializing in video transmission. Pelican-Cebesos is Verint’s official distributor here in the country.

Pelican-Cebesos project manager Cris Saavedra said all the cameras can record for 24 hours at the rate of 25 to 30 frames per second. The recorded activities are stored for 30 to 45 days, and can be reviewed and printed anytime.

He said the cameras are Internet-protocol (IP) based, which means that captured images can be viewed via the Internet. A central monitoring center (CMC) will also be set up.

Saavedra said the specific location of the cameras is confidential.

The images will be transmitted via repeater to the CMC through radio frequencies.

Police Regional Office (PRO) 7 personnel will man the center, monitoring and assessing the situation 24 hours a day.

Once they detect something unusual, they immediately alert the PNP unit responsible in that particular area.

Saavedra said they will deliver the equipment and software on or before Nov. 20.

The whole network covering the cities of Lapu-Lapu, Mandaue and Cebu will be functional by Dec. 6, almost a week before the scheduled Asean summit on Dec. 11 to 14. (OCP)

Progress is tremendous, says Paynor

TWO days before the Capitol’s self-imposed deadline for the completion of the Cebu International Convention Center, the head of the National Organizing Committee (NOC) of the Asean Summit visited the facility.

Workers were still busy doing the finishing touches.

The two escalators at the main lobby were already installed while the international media center (IMC) and the plenary hall are almost finished.

Ambassador Marciano Paynor, head of the NOC and secretary-general of the 12th Asean summit, said there has been a “tremendous progress on the project despite the delays.”

He said the CICC was affected by the calamities that hit Manila such as typhoons because most of the construction materials came from there.

Paynor admitted that the “most important client (of the CICC)” is the IMC because there is nowhere else in Cebu where the journalists can be placed.

Also, several activities of the summit will be held in the CICC at the Mandaue Reclamation Area.

Vice Gov. Gregorio Sanchez had said that the P450-million center will be useable by Nov. 15 and it will be 100 percent complete on Nov. 30.

Most of the PB Members who have toured the facility are optimistic that the CICC can be used during the summit on Dec. 11 to 14 but they doubt that Capitol will be able to meet its Nov. 15 deadline.

Maybe PNP deputy chief Avelino Razon was referring to the main meeting of the Prime Ministers themselves which will be held at the Shangri-La..

This is an old report already. In fact it was ABS-CBN that reported this last month that the main meeting will be at the Shangri-La. Even the headline in ABS-CBN last month was "Asean Summit sa Cebu, sa Shangri-La nalang gaganapin..."

Aside from that, it was already decided since July or August that the main event (which is the main meeting of the Prime Ministers themselves) will be at the Shangri-La although around 90% of the other ministerial meetings will be held at the CICC.


What's important is that the opening and closing ceremonies will all be held at the CICC including the many other meetings, cultural shows, etc. not just of the ASEAN Summit but also of the East Asian Summit which will be participated by Japan and South Korea.

actually bai, the report clearly stated that the December 10 to13 summit was transferred to Shangri-La Mactan to satisfy the requirements of some of the foreign delegations who inspected the CICC.

Ambassador Paynor said that if ever the CICC will not be finished, the venue will be divided into three different locations -- Marco Polo, Waterfront, and Shangri-La.

The report said that the ASEAN Summit has been transferred to Shangri-La. It cannot just be transferred to Shangri-La because they would not all fit there, hehehe...

CICC lagi gihapon na Mark, hehe.. For sure they would stretch ways and means to keep it there otherwise Gloria and Gwen would no longer be president and governor the next day, hehehe.. It would be impossible for the CICC to be completely left out during the summit given the fact that it is technically finished. If you analyze it thoroughly, even if the "main venue" is not the CICC, it would still present as a potential "space" during the summit... So the question, why don't we use it instead since we can breathe more space there compared with the cramp space in Shangri-La? After all, it's already a finished structure and sayang if hindi gagamitin maski libre nalang..

If I remember it right, during Tina Monzon Palma's interview, Ambassador Paynor said that the delegates are not normally involved in the setting up of the venue... (if I quoted him right).. Further he goes on, what's important is that we, as the host, provide a venue..

MEMBERS of Cebu Racing Group (CRG) took the final leg of the Shell-Helix National Super Karting Series by storm as Kaine Gandionco, Reggie Hisoler and Patrick Gandionco made a 1-2-3 finish at the Carmona Circuit Philippines in Carmona, Cavite over the weekend.

The 16-year-old Gandionco, a high school senior of the Center for International Education (CIE), raised the Cebuano's banner high as he inked the fastest time in the final heat to take home the leg championship title of the Formula SL Class and remain in hunt for the overall plum of the division.

The eldest son of August Cornelio and Ofelia, Gandionco, who strung together several karting championships including the prestigious Shell Super Kart Series Rookie of the Year award in his rookie year, registered his best time in a lap, 47.899 seconds, in the final heat to take home the tiara in the final leg.

Sweep

Hisoler, who shone in the 7th Shell Y101 Super Karting Series at the Kartzone in Mabolo recently, plucked first runner-up honors after inking a best clock of 47.995 seconds, while Kaine's younger sibling, Patrick, completed the Cebuano sweep after taking home the second runner up trophy with his best time of 48.140 seconds.

Jetracing's 11-year-old wonder, Vencer Suba of Manila, secured fourth place with a best time of 48.144 seconds, although Suba still leads the Formula SL Class in the overall points.

During the penultimate leg, Gandionco lugged a series total of 324 points behind Suba's 382, although these figures may change yet when the overall results will be released during the awarding ceremony in December.

Aside from Kaine, also in the running for the national competition's top honors are CRG's Brian Lim, Hisoler and Patrick.

Biggest factor

As of the penultimate leg, Lim inked a series total of 281 points, Hisoler with 168 points and Patrick with 88 points.

Gandionco told Sun.Star Cebu in an interview yesterday that the biggest factor for his fourth victory in the series is when they decided to change the chassis of his kart.

"The chassis is more suitable for the Yokohama tires that we used in the race so it was a big factor for my win," said Gandionco.

"But the help I received from my Uncle Reggie (Hisoler), my brother (Patrick), CRG's kart tuner Jerome "Jeboy" Neri and our mechanic Jing also helped a lot," added Gandionco.

Also making waves in the final leg of the competition is Cebu's Paco Rodriguez, who copped the leg championship title in the Junior ROK class, while teammate John Alvarez grabbed the fourth runner-up honors.

Another CRG bet, Tonyo Carcel, plucked fourth runner-up honors in the Cadet Class.

Macau race

The victory for Gandionco and his CRG teammates came at no better time as the team is bound to compete in the coming Asian Karting Championships in Macau next month.

"I expect the Macau race to be more challenging because it is an international race and I have to qualify first before I can race since only the top 34 drivers can compete in the race proper," said Kaine.

Kaine, who will be racing in the higher class, the Junior ROK, in the Macau competition, has already won the first three legs of the Shell Super Kart Series KT 100 Novice division and the 2005 Paby Garcia Cup Go Kart Race.

If the CICC will really be finished, then it will be held there. No problem with making last minute changes because Cebu is very small.

After all, both the CICC and the Shangri-La are the venues of the ASEAN Summit based on the official website, so again, no problem in making last minute switches between the two. (Ano ba talaga kuya? Hahahaha)

What's important is that the CICC should be finished.

Maybe that's one of the reasons why they designated both the CICC and the Shangri-La as the venue in their official website so that they could easily choose between the two..

If the CICC will be finished (it will already be useable tomorrow for the information of some), then both the CICC and the Shang will be the venue, otherwise only the Shang.

ASEAN summit venue changed due to construction delays

MANILA (AP): Organizers of a Southeast Asian summit in the Philippines have made a last-minute venue change due to delays in the construction of a convention center, an official said Tuesday.

The Dec. 11-13 summit will be held in Shangri-La Hotel on Mactan island, near the central Philippine city of Cebu, instead of the Cebu International Convention Center, said police Deputy Director-General Avelino Razon.

"Some of the foreign delegations expressed concern about the date the convention center would be finished, so it was transferred to Shangri-La," Razon told reporters.

Construction on the huge center, begun in April, was originally scheduled to be completed by Wednesday, but was still in progress.

Razon said authorities had not monitored any threats, but have deployed an additional 7,000 police and 3,100 soldiers along with the thousands of security forces already in Cebu.

The summit will involve leaders of the 10-country Association of Southeast Asian Nations - Brunei, Cambodia, Laos, Malaysia, Myanmar, Indonesia, Singapore, Thailand, Philippines and Vietnam.

Leaders from China, Japan, South Korea, India, Australia and New Zealand also will join ASEAN heads of state for an East Asia Summit on Dec. 13. (**)

^^it is not only us here in SSC that are bully about CICC and the ASEAN SUMMIT, even sa mga radio stations and FM stations. From time to time, naa gyud ang ASEAN Summit. Pero I think makasabot ra sila sa atong mga reactions kay dri man iheld sa Cebu... same sd tingali ilang mga reactions kung sila ang mo host.
@mike, Angel radio to be exact... karon pa ko, naa diay angel radio?

Philippines to deploy 7,000 policemen for ASEAN summit


The Philippines will deploy some 7, 000 policemen for the Association of Southeast Asian (ASEAN) Summit to be held in Cebu City, the police chief said on Tuesday.

Police forces will secure the arrival and the departure of all the delegates of the summit in December, Philippine National Police (PNP) Chief Oscar Calderon told reporters in a press conference at Camp Crame, PNP headquarters in the capital.

Calderon said that the police could not rule out the possibility that international and local terrorist groups might take advantage of the event.

"But with the preparations we've been conducting, there will be no threat. And as of now, there is no threat. Cebu is safe like Metro Manila," he said, referring to the second largest city of the country.

The Philippines is now the yearly chairman country of ASEAN and the host of the 12th ASEAN Summit and its related meetings scheduled in early December.

waah, sorry if I keep on posting because I still could not get the logic..

If ever it would really be at the Shangri-La, why would it be held at the tent when in fact the interiors of the CICC (finished or not finished) would look better and be more spacious than a tent?

Aside from that, it's already technically finished. We all saw the escalators, the elevators, the rooms, and the plenary hall which according to a Sunstar reporter is already nearing completion?

The Philippines Tuesday officially announced a last-minute switch on the venue of next month's Association of Southeast Asian Nations (ASEAN) summit, citing concerns expressed by other member states.

The December 10-13 summit would now be held at a hotel near the Cebu airport on the island of Mactan off the city of Cebu, instead of the Cebu International Convention Center, which was still being built, police Deputy Director General Avelino Razon said.

While the hosts have assured the heads of government of ASEAN member countries, as well as their main trading partners, that the convention center would be built before the summit starts, "some of the foreign delegations expressed concern that the convention center will not be finished", Razon said.

"So the venue was transferred to Shangri-La Mactan to satisfy the requirements of some of the foreign delegations," he told the foreign correspondents association.

National police intelligence chief Romeo Ricardo said that "no threat group" was targeting the ASEAN summit.

The Philippines is fighting Islamic militants behind some of the country's worst terrorist attacks, as well as long-running communist and Muslim separatist rebellions.

Razon said "the security preparations for the ASEAN summit is all systems go", with 10,000 policemen and 3,100 soldiers detailed to provide protection for ASEAN leaders and members of their delegations.

The security contingent would conduct a dry-run on November 23, he added.

CEBU (Updated 3:50 p.m.) -- Organizers of the Association of Southeast Asian Nations (Asean) summit in the Philippines have made a last-minute venue change due to delays in the construction of a convention center, an official said Tuesday.

The Dec. 11-13 summit will be held in Shangri-La Hotel on Mactan island, near the central Philippine city of Cebu, instead of the Cebu International Convention Center, said police Deputy Director-General Avelino Razon.

"Some of the foreign delegations expressed concern about the date the convention center would be finished, so it was transferred to Shangri-La," Razon told reporters.

Razon said all meetings involving the Asean summit have been moved to Shangri-La, Mactan for the convention center might not be available on time. Supposedly only the ministers meeting will be held at the Mactan hotel.

Razon said the decision to change the venue was relayed to him by Police Deputy Director General Isidro Lapeña, the overall chairman of the police Task Force Asean.

Construction on the huge center, begun in April, was originally scheduled to be completed by Wednesday, but was still in progress. The CICC have already cost Cebu province some P450 million to construct.

Cebu Governor Gwen Garcia is yet to issue a statement as of this posting.

Razon said authorities had not monitored any threats, but have deployed an additional 7,000 police and 3,100 soldiers along with the thousands of security forces already in Cebu.

The summit will involve leaders of the 10-country Association of Southeast Asian Nations - Brunei, Cambodia, Laos, Malaysia, Myanmar, Indonesia, Singapore, Thailand, Philippines and Vietnam.

- Tomorrow, the CICC may already be usable
- Tomorrow, it will mark that there are 25 days before the ASEAN Summit, so many finishing touches can still be done...

Police: Security preparations for ASEAN Summit in place

Cebu City (14 November) -- "We are 90 percent ready in our security preparations."

Police Regional Office (PRO-7) deputy director for operations S/Supt. Lani-o Nerez said security measures are in place and that contingency plans will be adopted in case of worse scenarios.

Nerez said that capability enhancement program to the training of personnel has been conducted and that acquisition of additional mobility requirements such as cars and motorcycles except for some are already in place.

There are 200 patrol cars that have been shipped to Cebu and the delivery of the 199 expected motorcycles for the police is near completion, this was said.

Training in dealing with chemical materials and weapons will likewise test their security contingency plans and that simulation exercises will help them identify their lapses so that they could fine-tune or adjust and make improvements in their security preparations, Nerez said.

Nerez who was a guest in this morning's 888 News Forum at the Parklane International Hotel appealed to the public's understanding as the coming days will be full of public inconveniences. On Saturday, the police will be conducting a "dry run" as traffic is expected to come to a standstill and major roads considered as ceremonial routes will be closed for the dry run. This is part of the security preparations for the upcoming summit.

Nerez added that there are 16 task groups that have been formed to address all necessary security requirements. Some of these task groups include the security for the billeted hotels, security for the meeting venues for the Heads of States and the ministers, security for the spouses of the Heads of States and the media and security for the delegates while on the road.

The police official assuaged fears that crimes might be on the rise with the concentration heavily focused on the safety of the delegates particularly the Heads of Governments.

Nerez said while some groups might take advantage of the opportunity to commit crimes but that they are also ready for them as their security preparations is not limited to the summit venues namely the cities of Cebu, Mandaue and Lapulapu.

More security personnel are deployed now to Cebu and they will also be assigned outside the summit venues. This is the reason why we are requesting for additional police forces because we cannot commit 100 percent of our personnel, according to Nerez.

Augmentation of police personnel has reached about 5,000 to 6,000 and that these forces come from Regions 6,8, 9, 10, 11 and 13. Another specialized unit elements are also expected to arrive by end of this month, Nerez declared.

Nerez further said the Armed Forces of the Philippines (AFP) also has its own augmentation forces as the AFP is in-charge of the security outside the summit venues and the rural areas surrounding Cebu. (PIA-Cebu/FCR)

No advise yet on Asean venue transfer: Capitol

CEBU (Updated 4:30 p.m.) -- Cebu officials received no advise yet from the organizers of the Asean summit on the transfer of venue for all the summit meetings to a hotel in Mactan instead of the Cebu International Convention Center (CICC).

Capitol inquired from the Office of Ambassador Marciano Paynor, the head of the Association of Southeast Asian Nations (Asean) summit national organizing committee. It received no official advise on the change of venue as of Tuesday.

Paynor is chairing a meeting that plots the routes of the delegates from CICC to the hotels and back when Capitol made a call.

Capitol learned that in his recent briefing to President Gloria Macapagal-Arroyo, Paynor said CICC will be finished on time and will be ready for use during the summit.

Cebu Governor Gwendolyn Garcia and other Capitol officials are scheduled to conduct an inspection Wednesday, the reported completion date of CICC.

Deputy Director General Avelino Razon Jr., PNP deputy chief for administration, told foreign correspondents in a conference Tuesday that meetings of the Asean summit will be held in Shangri-La, a hotel in the island of Mactan in Cebu instead of the CICC in nearby Mandaue City.

"There were some problems with the construction of the international convention center. The foreign delegates expressed concern about it so it will be transferred to Shangri-la Mactan," Razon told the Foreign Correspondence Association of the Philippines at the Mandarin Hotel in Makati City.

The construction of the international convention center began last April and the constructors were hoping to finish it before the summit next month. The CICC have already cost Cebu province some P450 million for its construction.

Thousands of delegates are expected to attend the event, which will be covered by both local and foreign media.

Razon said all meetings of the Asean summit have been moved to Shangri-La, Mactan for the convention center might not be available on time. Supposedly only the heads of state meeting will be held in Shangri-La.

Razon said the decision to change the venue was relayed to him by Police Deputy Director General Isidro Lapeña, the overall chairman of the police Task Force Asean.

Razon said the Philippine National Police (PNP) has already prepared security measures to ensure that the summit will not be marred by any violence or any terror attack.

"Routes will be controlled, traffic will be rerouted so traffic will be better managed but the sea lanes will be still be open for commercial ships," said Razon.

Razon said there is no imminent threat to the holding of the summit adding "we have not perceived, received reports of any threat to the Asean Summit." The military has identified the Jemaah Islamiyah (JI) as a potential threat to the summit.

"We are prepared for some groups that might conduct protest or mass rallies, we have contingencies for this," he said.

"The security preparation for the Asean Summit is all-systems go. We have deployed some 7,000 PNP personnel, over and above the 3,000 from Police
Regional Office-Central Visayas, to augment their security coverage," said Razon.

Razon also said the PNP deployment is on top of the 3,000 soldiers, which the Armed Forces of the Philippines is sending to secure the summit.

The military earlier announced the creation of Task Force Alalay, which will augment the PNP in overseeing peace and order during the summit. The military task force is composed of land, sea and air components, officials said.

"On November 23, in coordination with the PSG (Presidential Security Group), the PNP and the AFP will have a dry-run of the security preparations in Cebu. We have a green light," Razon also said. (VR/MVG/Sunnex)
