That's in Casay, Dalaguete. Also known as Dalaguete Beach Park. It is beside what used to be Argao Beach Club.

Hopefully this would be the start of the fulfillment of a copied idea by Mayor Tom that some properties of the government will be manage and maintain by some private corporations like the ones in Canada and the US where most of their parks are run by some private corporation like Pepsi and Coca Cola in exchange that only their products that are allowed to be sold within the area.

Although, larsian is a property of the provincial government, at least Gov. Gwen is following the copied idea of Mayor Tom. Thus, she accepted the offer made by Coca Cola.

Hopefully, San Miguel Corporation will accept the offer made by Mayor Tom. That SMC products will be the only one's allowed to be sold inside Plaza Independencia & Fort San Pedro for as long as they'll manage and maintain the area.

I think that's a very good deal. No need to ask "Deal or No Deal?"

The Metro Gaisano Offices (currently non-accessible to regulars; at the 5th floor) will then be transferred to what is being constructed as seen in Markiiboi's photo above so that the space (5th floor) currently being occupied by the Metro Gaisano Offices will be made an expansion of the department store.

They should repaint that intersection, it looks dirty already. It seems to me that this painting red of the intersections will just add to the maintenance measures of the city. I hope they use something that will last for quite a long term though.

I love the flowers. I think this center island is the best among all that have undergone rehabilitation. This one looks simple yet elegant :yes:

They should repaint that intersection, it looks dirty already. It seems to me that this painting red of the intersections will just add to the maintenance measures of the city. I hope they use something that will last for quite a long term though.


The red paint is just an experiment jin. Should they find it effective in controlling the traffic, then they will use a different kind of paint on it (the same paint material used in the road markings)

Some companies have already started transferring to (and operating at) the i2 building in IT Park. At the ground floor, there's also going to be a Starbucks there (and a Joliibee store beside it). They already have a small tarpaulin banner there (just saw it as I passed by during lunch). :cheers:

I was about 8 years old (1991) when my father wad admitted at Chong Hua Hospital, ang Cebu Midtown ra gyud ang pinakataas na building at that time na visible sa third floor sa hospital and many people skate around the fuente rotunda.

Yes there is...one of my boss' relatives - Juanito Kings, have their realty corp office inside that building. They own Villa Solana!

Yup.....the 4th Starbucks will be in I2. I think Ive read few threads ago na ang MC Do will also have their branch within Asiatown IT Park. But definitely not in I2. Sana nga sa Skyrise or sa upcoming The Village.

Anyway, The Loft (the newest resto and dance bar) sa Skyrise is also gaining popularity. There are other new party places in IT Park such as Patio, a new Japanese Restobar, Ziburu, etc - all in Skyrise/PeopleSupport Building.

And oh okay, I thought the Cebu Holdings Center was abandoned or whatsoever since I don't see much activity :lol: Or is the entrance of the building not at Cardinal Rosales Avenue?

Maybe because the building was built on the days when CHI was still struggling.. Now, it's booming, so it's high time to demolish that thing and build a new CHI baby!

Maybe because the building was built on the days when CHI was still struggling.. Now, it's booming, so it's high time to demolish that thing and build a new CHI baby!

by the way, i aint sure if i got the right info..but according to one of my Sales Associates who happened to be one of the managers in Lexmark R and D, their buildings daw - both the 22 plus storeys and the 8 storeys will be finished by 2008. ambot lang if tinuod...but i think they're starting to excavate now aight? i hope madayun!

yup, that's what she said..anyway, about sa amoang projects pud...simultaneous pud "daw" ang construction sa mga Ultima Residences..Currently, nagstart na ang clearing and excavation sa Fuente Tower 3 aka Ultima Residences which will be a 27 floor condo - the tallest condo outside of Metro Manila and NCR which is a loft type condo thats why kasing tangkad sya ng Crown Regency Tower. Then we will also have the next project - Ultima Residences Ramos Tower as shown below. This is the final rendering.

by the way, i aint sure if i got the right info..but according to one of my Sales Associates who happened to be one of the managers in Lexmark R and D, their buildings daw - both the 22 plus storeys and the 8 storeys will be finished by 2008. ambot lang if tinuod...but i think they're starting to excavate now aight? i hope madayun!

Yup TJ, I was actually able to peek inside the construction area while I was walking on my way to PruLife in Keppel around last month. The excavation is so deep already, around 3-4 floors that time, how much more now. Oh and also, they're excavating almost the entire fenced lot although there were parts that were not excavated like those occupied by the bunkhouses and some heavy equipments... :okay:

SM is planning to build an SM Supercenter in an untapped market in Cebu. Where? They chose not to disclose the info yet as they are still making negotiations with the land where the mall will rise

Prior to that, I always get excited everytime we go to Cagayan de Oro because it would mean a visit to McDo or Jollibee in Limketkai, hehehe.. I think the first McDo and Jollibee outside Luzon was in Cagayan de Oro City.

Yeap! I think the first Jollibee and McDo outside Luzon was in Limketkai Mall of Cagayan de Oro City.

I can still remember I was either grade two or three when we went to CDO; I even brought the styrofoams and the french fries container with me back home to show to my friends that I have finally tasted McDo, hehehehe, ahhhh the wonders of childhood... Limketkai was still a small and open air mini-mall then.

Anyhow, McDo opened in Cebu around a year later or two I guess after which it was followed by Jollibee. I was Grade 5 when the first Jollibee opened in Cebu (there were no long lines when Jollibee opened it's first store compared with McDo, :D).

ill be going to the sinulog this january. ill be arriving jan 20, saturday. then ill be leaving cebu either for bacolod, iloilo or back to manila on 22.

could somebody please help me find a cheap/ or shall i say affordable place to stay during the sinulog. i really dont need the luxurious type. basta importante may maiwanan ako backpack ko and may matulugan lang.

USING the latest model in lighting technology, Cebu City Hall will spend P1.5 million to light up half of Osmeña Blvd. for the Association of Southeast Asian Nations (Asean) summit.

Osmeña also announced yesterday that the City Government will spend another P1.5 million for the souvenir and gift items it will give the foreign journalists who will cover the summit.

By next week, Cebu City will be the first in the world to use the French-made Groupe Schreder lights, which are made of aluminum and glass.

Osmeña said the City Government might buy more of the lighting fixtures to be installed in other areas of the city even after the summit, if the people will like what they’ll see at the Fuente Osmeña area.

24 units

Twenty-four units will be installed on the center islands from Capitol to the Fuente Osmeña circle.

Each lamp costs more than P20,000 but City Hall will spend P1.5 million for all the units, including the posts, installation costs and other materials.

The streetlights have a life span of 24,000 hours or only three years.

“It’s the most modern streetlight in the world and we’re the first one to use it in the whole world. We’re not copying anymore because we’re the first,” Osmeña said.

The mayor presented a model of the streetlamp to the media during his news conference yesterday, where he also explained its special features, including a self-cleaning lens.

“When the ultraviolet rays hit the lens, it creates a reaction that automatically, any dirt that sticks to it loosens, so that when there is a slight rain, it will just wash out,” he explained.

As for the gift items, the mayor ordered 400 pieces of symbolic “keys to Cebu City” placed inside a wooden box, which will have his and the journalist’s photos.

The foreign media will also be given a jacket that will have the seal of the Asean and the Office of the Mayor on the front, and the phrase “We discovered Cebu!” printed on the back.

The key in the box costs P3,000 each while the windbreakers cost P800 each.

After the purchase of the new lamps and the souvenir items for the journalists, Osmeña said he does not anticipate any other expense in preparation for the Asean summit.

“What’s important is that we have not realigned any money for basic services. We did not reduce allocations for medicines, housing or fuel for government vehicles just so we can spend it for the Asean,” the mayor said.

The Cebu City Asean Task Force has so far budgeted some P20 million in preparation for the summit.

The amount includes the P9.7 million for the entertainment of foreign media, P8 million for beautification projects and improvements and asphalting of roads, P1.3 million for the spouse’s committee and P1 million for job orders for the maintenance of parks and playgrounds. (LCR)

mga peeps tulong naman..

ill be going to the sinulog this january. ill be arriving jan 20, saturday. then ill be leaving cebu either for bacolod, iloilo or back to manila on 22.

could somebody please help me find a cheap/ or shall i say affordable place to stay during the sinulog. i really dont need the luxurious type. basta importante may maiwanan ako backpack ko and may matulugan lang.

Imposing curfew during ASEAN Summit not part of security measure

Cebu City (15 November) -- Imposing curfew as part of the security measures to ensure the safety of 17 Heads of States and other foreign delegates when they come to Cebu for the 12th Asean Summit next month has not been discussed by the police.

Police Regional Office (PRO-7) deputy director for operations S/Supt. Lani-o Nerez said they have not entertained the idea of the proposed curfew but rather a gun ban in the summit venues particularly in the cities of Cebu, Mandaue and Lapulapu.

Cebu Provincial Board Member Carminao Kintanar in a resolution filed last Friday proposed a

curfew to ensure peace and order during the summit. The proposed resolution stated the security and safety of the visiting foreign dignitaries, delegates and other guests are "understandably a top priority concern."

Nerez said they are closely coordinating with other agencies to continuously monitor any threats that might disrupt the summit. He however added that they have not received any reports about some groups planning to launch possible attacks during the international gathering where at least 10,000 foreign and local participants will converge.

Meanwhile, as Cebu exporters were granted by President Arroyo for a holiday exemption during the summit from December 11-14, the banking sector and the labor sector are now following suit asking for a holiday exemption as well.

Mandaue City Mayor Thadeo Ouano for his part has also asked for an exemption of the holiday as business stands to lose with the four-day work stoppage. Mandaue City is considered the industrial center of the province.

Cebu City Mayor Tomas Osmeña since January this year has asked the President to declare a four-day holiday in Cebu to decongest the summit areas as security is an utmost priority. The President has approved of the holiday in principle as a hard copy of the document has yet to be obtained.

Cebu City public information officer Nagiel Banacia declined to comment on the moves of some sectors and the Mandaue City Government regarding the holiday exemption as "it is not us that will decide but the Office of the President."

Banacia maintained the position of the city government encouraging residents of Cebu City to go out of Cebu and have a vacation as security is a nightmare during the summit period.

Nerez said there will be checkpoints before and even during the summit but these will be in areas that will not obstruct or create additional traffic. He admitted that traffic will be heavy during the summit days and that vehicles will come to a standstill when there are movements of the Heads of States. (PIA-Cebu/FCR)

No change in ASEAN venue yet - Ermita

MANILA, Nov. 15 (PNA) – Cebu International Convention Center (CICC) remains to be venue of the 12th summit of the Association of Southeast Asian Nations (ASEAN).

Executive Secretary Eduardo Ermita clarified this matter after reports said the venue has already been transferred to the Shangrila Hotel in Cebu's Mactan Island because construction of CICC can't be completed in time for the summit's opening on December 10.

"There's no official announcement yet so there's still no change in the venue," he said during a Palace briefing Wednesday.

He said Cebu Governor Gwen Garcia informed him last week the local government has a self-imposed deadline of November 15 to complete work on the center.

"This gives us almost a month to finish work there," Ermita said.

Malacanang is optimistic the event will be held in CICC as Ermita noted change of venue for ASEAN wasn't even discussed during this week's Cabinet meeting.

He said authorities who attended the meeting only discussed billeting, security and communication concerns for the summit.

However, in case conditions demand a change of venue, the Executive Secretary said government has an alternate plan to accommodate such.

Philippine National Police (PNP) Deputy Director-General Avelino Razon Jr. said about 7,000 police and 3,000 military personnel will be deployed to Cebu for the event. (PNA)

December 1's dry run will test traffic

NO VEHICLES will be allowed inside Mandaue City’s reclamation area from Dec. 10 to 15, when the heads of Southeast Asian states meet in Cebu.

To limit business disruptions, establishments along or near the ceremonial routes for next month’s summit should make their deliveries only from 11 p.m. to 6 a.m. on those dates.

Except for three intersections where crossing will be allowed, the routes will be closed to all vehicles while the delegates are still in the designated venues of the Association of Southeast Asian Nations (Asean) summit.

In Cebu City, the ceremonial route covers Veterans Drive, starting from the Marco Polo Plaza Hotel, Salinas Drive, Juan Luna Ave., Cardinal Rosales Ave., F. Cabahug St. and Sergio Osmeña Ave., which leads to the Cebu International Convention Center (CICC).

These roads will be reopened to traffic only after the delegates are back at the Waterfront Hotel, Marriott Hotel and Marco Polo, where they will be billeted, said Nagiel Bañacia, Cebu City Asean task force head and the Cebu City Government’s information officer.

The route inspection next Saturday, Nov. 25, will not affect traffic much. However, motorists will have to prepare for the dry run on Dec. 1.

Chief Insp. Jonathan Abella, head of the Asean Task Group for route security and traffic control, said that the Nov. 25 exercise is just meant to give the delegates’ vehicle drivers a feel for the ceremonial route. Some of the drivers are from out of town.

This is the same route that the delegates’ spouses will take for a Dec. 11 dinner at the Malacañang sa Sugbo and the Dec. 12 brief tour of Cebu City.

On Dec. 12, the spouses will also go to Talamban for the unveiling of the Asean Friendship Park and then to the Basilica del Sto. Niño. They will make stops at the Capitol and Colon St.

“This time, the streets will be closed to all traffic,” Bañacia added.

Motorists are urged to prepare for Dec. 1, when the ceremonial route will be closed to all traffic to simulate conditions during the summit.

Major streets in Mandaue City will likewise be closed during the Dec. 1 dry run.

Portions of M. C. Briones Highway, United Nations Ave., Plaridel st., A. C. Cortes Ave. and Hernan Cortes Ave. will be affected by a rerouting scheme that will be implemented during the summit next month.

Narrow roads in Barangays Looc and Cambaro are expected to become chokepoints since these are the only streets open to traffic to and from Mactan Island.

Traffic Efficiency Development and Management (Tedman) executive director Damian Enriquo Ouano said that people who have to catch flights at the Mactan-Cebu International Airport will have to leave earlier to avoid getting stuck in traffic.

The Tedman traffic advisory said that the reclamation area will be totally closed from Dec. 10 to 15.

From Dec. 11 to 15, all public utility jeepneys (PUJs) coming from southern Cebu to Cebu City going to SM City and North Bus Terminal will only be allowed up to A. Soriano Ave., J.C. dela Veyra St. and Sergio Osmeña Ave.

Those from the northern part of Cebu will be allowed only up to Kaohsiung St.

Three intersections, though, will be open to traffic crossing the ceremonial route. They are Archbishop Reyes-Juan Luna, M.J. Cuenco Ave.-Juan Luna and Sergio Osmeña-Juan Luna.

But once the delegates head back to their hotels, these intersections will be closed to all other traffic for 10 to 15 minutes, Abella said.

His advice: Follow traffic signs and get instructions from traffic personnel who will be deployed in the affected areas.

Asked if the ban on vehicles on the ceremonial route includes those used for emergencies, like fire trucks and ambulances, Abella said the Police Regional Office (PRO) 7 has prepared contingency measures for such vehicles.

Since Veterans Drive is the only public road leading towards Busay and the mountain barangays, City Hall is negotiating for an alternative way through the Ma. Luisa Subdivision, said Bañacia.

As part of Mandaue’s summit preparations, the Tedman has started apprehending drivers of trisikads and tricycles operating without permits.

The units will be confiscated if these don’t have franchises and permits, Ouano said. Only the units that have original and non-expired permits will be released.

Last Thursday, at least 100 trisikads from Barangays Subangdaku, Centro and Looc were confiscated and brought to the Tedman office after these were found operating without permits.

Another basis for the confiscation of the units is the overcharging by drivers, Ouano added. (RHM/AAG)

THE Association of Southeast Asian Countries (Asean) Business Advisory Council (BAC) will hold a two-day meeting, which kicks-off today at the City Sports Club, to discuss the various activities and venues of the 2006 Asean-Business and Investment Summit (BIS.)

The Asean-BAC council is composed of 30 members representing the 10 Asean-member countries — Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, the Philippines, Singapore, Thailand and Vietnam. The council will finalize the 4th Asean-BAC report to the Asean heads of state and governments.

The Asean-BIS was created by the Asean leaders four years ago as in integral part of the leaders’ annual gathering so as to provide an opportunity for business to learn about the proposed changes discussed during the Asean Summit, according to a statement.

This year, the Cebu Chamber of Commerce and Industry and the Mandaue Chamber of Commerce and Industry are co-hosting the event with the Asean BAC.

Discussions during the four-day Asean-BIS, which will be held at the Waterfront Cebu City Hotel and Casino from Dec. 7 to 10, will include common labor market standards, and education and professional licensing, especially those seeking overseas work outside the Asean region.

Palace officially declares four-day holiday in Cebu

Malacañang has officially declared a special non-working holiday on December 11 to 14 in the cities of Cebu, Mandaue and Lapu-Lapu to give way for the holding of the 12th ASEAN Summit through Proclamation No. 1032, signed by Executive Secretary Eduardo Ermita.

This despite strong opposition from the business sector, which claimed the long holiday may disrupt business operations. In fact, locators at the Mactan Export Processing Zone, including the banking industry in Cebu, had already asked President Gloria Arroyo to
exempt them from the holiday.

As prelude to the coming summit of the leaders of the ASEAN-member nations, businessmen from across the region are also expected to meet here in Cebu on December 7 to 10. In preparation for this, the ASEAN Business Advisory Council will hold a two-day meeting this weekend here in Cebu City. ASEAN BAC Meeting Council members will gather today and tomorrow at City Sports Club and Waterfront Cebu City Hotel to finalize the 4th ABAC report to the Asean heads of state and government.

Members of the council will also visit different hotels and venues of the ASEAN Business Summit to check on the preparations. Among the selected sites to be visited are the Alta Vista Golf and Country Club and Parklane International Hotel, where focused group
discussions on the 12 priority integration sectors will be conducted, and the City Sports Club for the welcome cocktails.

The ABAC members represent the 10 ASEAN member countries.

Today, a simultaneous launching and press briefing for the ASEAN Business & Investment Summit will be done from 12 noon to 2 p.m. at the May-I Restaurant, City Sports Club in a luncheon hosted by the Cebu Chamber of Commerce and Industry.

After the launching, a roundtable discussion will follow from 3 p.m. to 6 p.m. among ASEAN Business Associations & Industry Clubs in the fields of automotive, agro-based products, electronics, e-ASEAN, fisheries, healthcare, wood-based products, textiles and apparels, tourism, rubber based products, air travel and logistics.

Tomorrow, the 21st ASEAN-BAC Council Meeting will resume from 9 a.m. to 12 noon at the Waterfront Cebu City Hotel.

On December 7 to 10, Cebu will play host to the 4th Asean Business and Investment Summit where more than 10,000 Filipino companies and more than 50,000 throughout the ASEAN region and beyond are expected to attend. Rental Rates Cebu Governor Gwendolyn Garcia is expected to convene the CICC working committee within the month once representatives from Capitol and the Mandaue City Government would have been named. This is to determine the rental rates for the facility.

Provincial Planning and Development Office coordinator Engr. Adolfo Quiroga, who is also the head of the secretariat of the Economic Enterprise Council (EEC), said each of the parties are to name three representatives in the CICC working committee.

The CICC is a joint venture of Capitol, which spent P450 million for the construction of CICC, and the Mandaue City Government, which owns the 3.8-hectare property where the center is located.

In an earlier interview, Garcia, who is also the chairperson of the EEC, said Malacañang is going to rent CICC for the 12th Asean summit.

To be made as basis in the determination of the rental rates of the CICC facilities is the existing rental rates charged by the government to its clientele for the Philippine International Convention Center (PICC).

Just like CICC, PICC is also located in a reclaimed area in Pasay City.

Users of the PICC reception hall pay P174,000 for every four-hour use and a charge of P43,500 is collected for each extra hour.

PICC also charges P162,800 for every four-hour use of its plenary hall and each extra hour costs P40,700.

Further, the existing rental rates of PICC are subject to 12 percent value added tax.

The rates also have a contingency of 20 percent to 35 percent depending on room usage which will be added in overall estimate of charges to cover for possible extension of hire period, power charges for any technical equipment to be brought inside PICC, charges
for additional requirement, and possible damages that may be incurred.

It is nevertheless refundable if not utilized. Militants Plan Rallies Militant groups have already prepared for a grand march this coming ASEAN summit as they hope to express their sentiments to the foreign dignitaries.

Bayan Muna Provincial Secretary General Arman Perez however said that they have not yet found a venue for the march, but pointed out they plan to show the real situation of the Filipinos.

This will be participated by militant groups from the different parts of Cebu including students.

They will be holding the said march exactly in the opening of the summit. - with Cristina C. Birondo and Jasmin R. Uy

Blaze strikes Mandaue rattan company


FIRE broke out inside the compound of a wood and rattan furniture company in Barangay Tabok, Mandaue City last night.

The Mandaue City Fire Department recorded the alarm at the CCIC compound owned by Tony Yu at 9:05 p.m.

As of press time, firefighters already controlled the blaze but at least three fire trucks were kept on standby near a building where chemicals are stored.

No one was reported injured.

The cause of the blaze is yet to be determined.

The compound spans about half a hectare and is in a thickly populated area, Tabok Barangay Emeliano Rosal estimated in an interview with Sun.Star Cebu.

It is about 150 meters away from the barangay road.

City Councilor Carlo Fortuna, in a text message, said about 1,000 workers are employed at CCIC, with most of them living with their families in bunkhouses inside the compound.

A concrete wall around the compound prevented the fire from spreading to nearby houses, Rosal said.

Some of the fire victims, he said, were taken to the barangay gym, which is about 100 meters from the compound.

High rates limit no. of delegates

WHILE the Asean Business Advisory Council (Asean-BAC) wants to attract as many stakeholders as it can to the Business Investment Summit (BIS), which will be held shortly before the Asean Leaders’ Summit, many interested parties are turned off by the high rates charged by hotels in Cebu.

Association of Southeast Asian Nations (Asean) BAC chairman Jose Concepcion Jr. said “quite a number” of people who want to join the BIS, set on Dec. 7 to 10, are hesitant about coming to Cebu because of the high rates imposed by hotels starting next month.

During the launching of the BIS at the Cebu City Sports Club yesterday, Concepcion appealed to Cebu City Mayor Tomas Osmeña and the local chambers of commerce to intervene, to bring down the hotel rates.

Concepcion cited three hotels in Cebu City that will charge an additional $60 to nearly $100 a day for accommodations next month.

“We might as well not come anymore,” he said in the open forum during the BIS launching.

But Osmeña said there is nothing he can do.

“I’m afraid there is very little I can do. There is a law that even Congress cannot change—the law of supply and demand,” he said in the same open forum.

He said this is the nature of free enterprise and that one of the reasons Cebu’s economy is growing rapidly is “because the City Government does not tell them (businesses) what to do, including lowering hotel room rates.”

In an interview, Concepcion said he agrees with the mayor about free enterprise.

But while it is not possible to tell hotels to maintain current rates, he and the local business chambers can always try to persuade hotel owners.

He said some delegates to the BIS, particularly those belonging to Philippine organizations, may not attend the summit anymore because of the high rates.

He said hotels in Kuala Lumpur, Malaysia kept the same rates even during the Asean meetings there last year.

Mandaue Chamber of Commerce and Industry president Eric Mendoza said the group can only try to request hotels to maintain current rates.

“We believe in free enterprise (too). We can try (to talk to hotels) but we cannot force them,” he said.

Osmeña pointed out that even without the Asean BIS and the Leaders’ Summit next month, demand for accommodation is high due to increasing number of tourists and not enough hotel and resort rooms.

“If it were just a few delegates, Cebu City would be willing to shoulder (the accommodations),” he said.

But he said delegates should look beyond high hotel rates and consider the issues that are stake during the Asean BIS and Leaders’ Summit.

Besides, he added, Cebu will “make sure they (delegates) get their money’s worth” during the activities.

Dr. Michael Clancy of the Asean BIS secretariat said his group wants to attract as many stakeholders as it can to the summit where major policies on investment in the region will be discussed.

He said at present 50 delegates have confirmed attendance to the BIS but the summit secretariat is aiming to increase the number to over 100.

He also urged local business stakeholders to participate in the BIS and be part of discussions that will result in the identification of policy recommendations on Asean economic integration, trade liberalization and raising the competitiveness of member-countries, among others.

Clancy also said the BIS offers companies the opportunity to voice issues and identify ways for them to “jump in and ride on” the potential growth of the Asean region. (LAP)

OCT. 12 WAS VERY IMPORTANT in Cebu as it was the birthday of its first woman governor, Gwendolyn Pilar Garcia. There was a Eucharistic celebration at the ballroom of the provincial capitol, followed by lunch.

The occasion was made greatly significant by the presence of President Macapagal-Arroyo for whom the building was meaningful. She was sworn in here in 2004 as president of the Philippines.

The historic edifice dates back to the 1930s when it was inaugurated by Commonwealth President Manuel Quezon during the tenure of Gov. Buenaventura Rodriguez.

Governor Rodriguez was a good dancer, as well as a noted playwright. He made sure the capitol had a ballroom. Today it is a venue for more than balls. Every important event of the province is held there.

On this special day it was thronged with well-wishers. Leading them were Governor Gwen’s loving parents, former Gov. Pablo Garcia and (retired) Judge Esperanza Garcia. They fondly recalled the birth of Gwen. In the 1950s, lawyer Pablo was brought to Spain by his valued client Doña Telesfora Jaen to help her thresh out her patrimony. They visited various cities.

In Zaragoza, at the shrine of Our Lady of Pilar, he prayed for the safe delivery of his first-born child. Gwen was born on Oct. 12, feast of Our Lady of Pilar, patroness of the Christian faith and of all Hispanic nations, the Philippines included.

For a good portion of Governor Pablo’s three consecutive terms, daughter Gwen was his premier consultant. Rumors flew that she was being groomed as Cebu’s next governor, but she took them all in stride. The very thought was daunting, she told a friend.

One day, the friend brought a little statue of Our Lady of Pilar, put it on her table and told her to pray for guidance, saying, “If it is meant to be, you will become governor and if not, there may be another plan for you.”

Gwen was elected, all right, and she has set a brilliant record in just a little over two years. She is well-loved, as attested by the crowds that make her tours around the province seem like a royal progress.

On this special day at the capitol there were demonstrations of this esteem. Later in the day, with President Arroyo, Governor Gwen and family continued the celebration down south in Badian Island resort.

It was a lovely starry night, with the breeze blowing, palm trees swaying and music wafting in the air. Food was Cebuano cuisine at its best.

The Hispanic world celebrates Oct. 12 as the day Columbus discovered America. In Cebu, the occasion is marked by Casino Español on the Saturday closest to the day. This year it was Oct. 14.

Msgr. Achilles Dakay celebrated the 6 p.m. mass. It was followed by the unveiling of a mural in the lobby area.

Drawing the velvet curtain to reveal the painting was Casino Español de Cebu president José B. Sala, who was accompanied by his lovely wife Susan Montenegro Sala. Painter Rene Robles was present, along with his wife Mila and daughter Bea. He explained that the mural consisted of various scenery in Barcelona and surroundings.

Many prints of Rene’s works were bought by the guests, among them Cebu City’s First Lady, Margot Osmeña. The action moved to the grand ballroom, Salon de España, which was soon filled up. Buffet dinner, consisting of the casino’s Spanish specialties, was served at Salon Madrid.

Many agreed this year’s celebration of Dia de la Hispanidad was one of the most brilliant in years. Congratulations are due the entire board of directors, president Cheling Sala and VP Gabby Leyson, secretary Jimmy Escaño, treasurer Manuel Sainz, house chair Rico Gandionco, sports director Nonoy Alba, and cultural events director Tony Veloso Jr.

The casino’s general manager, Ed Tongco, and the service manager, Rudy Rubi, deserve kudos for the smooth flow of the celebration. While guests were having dinner, liveried waiters constantly poured Marques de Riscal wine, red and white.

Colombian singer Nelson Marin dished out Latin numbers to the applause of everyone.

At a given point, the excellent Mutya Orchestra started the dancing in earnest with a series of paso dobles. First to briskly glide, stomp, and march to the catchy music were Honey and Glenn Loop, a former president of the club.

Jane Young Llaban got many a vote as the night’s “whirlingest” dancer. The fun continued till the break of dawn as the orchestra played every dance number in the book. For those whose energy was flagging, the buffet was constantly replenished.

Plans are already underway for the next grand event at Cebu’s Casino Español. That will be on New Year’s Eve, with a masquerade ball. Masks required; costumes, too.

DOT transfer needs P100M

A BANAUE Rice Terraces-inspired Department of Tourism (DOT) building would have been an added attraction at the Kawit Point, which forms part of the South Road Properties (SRP).

But for lack of funds, transfer of the DOT central office to Cebu City still has to materialize, over two years after it was proposed.

President Arroyo first announced the plan to bring the DOT closer to the country’s south in 2004.
Cebu City officials provided a lot at the SRP, and came up with a unique building design.

Up to now, however, the tourism department is still looking for the P100 million needed for the construction.

“The plan to transfer the central office here is still on, only it hasn’t been implemented yet. We still haven’t completed the department’s rationalization plan and we’re still looking for the funds needed for the building construction,” DOT Undersecretary Phineas Alburo told Sun.Star Cebu.

Despite the delay, Mayor Tomas Osmeña is still optimistic that the plan pushes through, especially after Cebu was made part of the Central Philippines super region, which would focus on tourism.

He made the building’s design in June 2004, amid reports on some National Government officials opposing the plan to bring the DOT to Cebu.

‘Super region’

“It’s just taking them bloody time to transfer, but it’s still going to be there at the SRP because it’s part of the President’s super region for tourism,” the mayor said last Friday.

The building, he said, will be cheap and will have a low maintenance cost, as it is tucked behind the fort constructed in what used to be Kawit Point.

The mayor conceptualized the building as having an 8,000-square-meter floor area and rising on a 25,000-square-meter land.

Because it would take the form of the rice terraces, the building would be a five-story structure on one side and three-story on the other.

It will not need an elaborate façade since it will be hidden behind the fort.

“To make it significant for DOT, we will make it a symbolic replica of the Banaue Rice Terraces. I’m trying to justify and make the President’s decision to transfer DOT here look good,” the mayor said in 2004.

But though the plan did not materialize yet, Alburo said the DOT has been serving southern Philippines since March last year through their Sudlon, Lahug, Cebu City office.

Tourism Secretary Joseph “Ace” Durano has offices both in Manila and Cebu, he said.

“We have opened the office of the secretary here in Cebu to serve the needs of Southern Philippines. To transact with DOT, the people don’t have to go to Manila because the office in Cebu can provide the services,” Alburo said.

He is hopeful that by next year, they can finish the department’s rationalization plan, which is one of two reasons that stalled their transfer here.

Rationalization, or reorganization of the department, will clear the redundancies in various offices and positions, he explained.

Former Cebu Provincial Board Member Josefina Patricia Asirit, now Durano’s chief of staff, said that they are likewise considering the effects of the transfer on the department’s 700 employees.

“We also have to carefully study that because the transfer will surely affect the lives of the people whom you will uproot from Manila and relocate to Cebu once the transfer pushes through,” she said.

Yuchengco’s P12-b cement plant in Cebu cleared

The Board of Investments has approved the P12.128-billion new cement facility of South Western Cement Corp., which is partly owned by the Yuchengco group.

The board registered the project under the pioneer status but with non-pioneer incentives and no income tax holiday bonus year based on the guidelines of the 2006 Investment Priorities Plan.

The new facility will have a capacity of 1.6 million metric tons per year, equivalent to 39.175 million bags annually. The facility will be located in Barangay Looc, Malabuyoc in Cebu.

The proposed plant is a fully integrated cement project with its own quarry in Malabuyoc. The plant will utilize an energy efficient dry process method that will use all the latest and most modern equipment designs to ensure optimum, safe and environment-friendly operations.

It will start commercial operations in 2011. The project is projected to generate a total of 317 new jobs.

This is the second cement project approved by the BoI in two weeks. Earlier, Eagle Cement Co., which is rumored to be partly owned by businessman Eduardo Cojuangco Jr., sought incentives for its new plant in Bulacan costing over P6 billion.

The two projects are expected to lower cement prices in the Philippines.

“The BoI board has set a pre-condition that the incentives would translate to much lower prices of cement,” the BoI said. “We cannot set price reduction formula since these firms will have different operating costs because they will be using different methods. This provision will ensure that incentives availed of would translate to benefit of consumers in terms of reduced prices.”

Hopefully this would be a good news if the investor will really build another highrise in CBP which is sad to say limited to 15 storeys only as per CBP zoning around its mall. But it's still a good news since it will add another attraction inside CBP.
