Another guess of mine is that they tried to "extend" the gateway arch of Asiatown in order to accommodate those big words congratulating IBM. Affected traffic would be in those roads traversed by the ceremonial routes and secondary routes of the summit delegates in going to their respective conference venues. Traffic would also be affected in those roads traversed by the summit delegates and spouses in going to the Malacañang sa Sugbu on December 11. But I don't know if what's going on the in the inside. As ive posted earlier, some interior works were already bid out by the Capitol last May and June but i don't have any idea if those item were really worked out. Maybe the Capitol is just pre-occupied with the summit preparations. I think we can partly thank the holding of the ASEAN Summit there... sort of "cracking the whip' on the beautification program of the city. But I wholeheartedly agreed with Cardinal Vidal when he said (something to the effect) that sprucing up the city and getting rid of the eyesores should be an everday thing (or endeavor) and not just a sporadic effort in preparation for another big international event. Jimbu November 24th, 2006, 07:49 PM Gwen opens wider investment field in Cebu to private sector The Freeman 11/25/2006 Governor Gwen Garcia has opened more investment opportunities in Cebu province to the private sector. Cebu is a progressive business area in the country, Garcia said in her keynote speech during yesterday's Philippine-Sweden Business Opportunity Forum, hosted by the Embassy of Sweden and the Cebu Chamber of Commerce and Industry. Garcia told forum participants that Cebu has "billions of pesos in assets, a healthy, considerable surplus, and the highest income among provinces. Cebu has moved forward without being a burden to the Philippine national government." Since she became governor in 2004, the governor said the province had embarked on economic enterprises, which generated more revenues needed to fund infrastructure projects and social services. With Vice Mayor Michael Rama among the forum participants, Garcia said the provincial government is the biggest single landowner in Cebu City, with close to 400 hectares to its name and a hundred more hectares to be recovered within this year and early next year. These properties have been tendered to private businesses for development under the build-transfer-operate scheme. Garcia cited the successful bid of a 2.8-hectare property in Banilad that got into a consortium of developers from the Philippines, Hong Kong, China, and Malaysia. The consortium will invest P1.8-billion for mixed-use development of the property, complete with a hotel, mall and commercial spaces. The groundbreaking ceremonies of the project will be on November 28, she said. Garcia said the success of the bidding for that property has encouraged the provincial government to bid more properties for development by the private sector. Among these properties are those in the Farmer's Market, the TESDA site beside the Waterfront Hotel-Cebu City, the Camp Lapu-Lapu area beside the Asiatown I.T. Park, and the Cebu International Convention Center where the ASEAN Summit will be held this December. Other development projects on the line are the Trans-Axial Highway, the Bulk Water Supply, and the Solid Waste Management. Garcia said the Asean Summit in Cebu would cause the province to take gigantic leaps in the economy, and eventually push it to be declared a special economic zone, which would put Cebu with the best business environment in the country's map. "And this forum held here, at this critical juncture in Cebu's history, may yet prove providential, and the Embassy of Sweden will be credited for making the right choice in having Cebu," Garcia added. Swedish Ambassador to the Philippines Annika Markovic, for her part, briefed Cebuano businessmen of her country's economy as she urged them to enhance trade linkages between the two countries. The Embassy of Sweden has been supporting Swedish manufacturers and industries in their search for business partners in the Philippines, and that the Swedish industrial sector has been engaged in international operations also, said the ambassador. Internationally successful companies are found in practically all branches of industry, from mining and other commodities to information technology and various high-tech sectors and a wide range of innovative consumer products. Yu The Philippine Star 11/25/2006 At six o’clock last Thursday evening, Max Soliven called The STAR newsdesk from Tokyo to ask, as he always did when he was away on a trip, "What’s the big news there?" Later in the evening his column came in by fax, an expectedly kilometric discourse on Japan under newly installed Prime Minister Shinzo Abe. Twelve hours later, we got the news that our publisher and chairman had died of cardiac and respiratory arrest at the Narita Red Cross. He was 77. He died doing what he loved best, and what he did better than most - he was a journalist to the end. At the time of his death, Soliven was publisher and chairman of the board of The Philippine STAR, PEOPLE Asia magazine, and Mabuhay, the inflight magazine of Philippine Airlines. He was also chairman of the OB Montessori Center. Although he did not hold office in Port Area —he wrote his column out of his home office on a manual typewriter, the ribbon of which was changed weekly — Soliven’s presence as publisher was imposing. By phone, he checked up on stories, took reporters, deskmen and editors to task for slip-ups, but also offered praise for a job well done - but, he always cautioned, not too much praise, because "you might ask for a raise!" When he did come to the office though, he visited each department in the newsroom, chatted with everyone, and –although against his grain as an Ilocano –always coughed up money for merienda. Journalist of the Year A legend and one of the last of his generation of journalists, Soliven was named Journalist of the Year four times, by the National Press Club and the Rotary Club of Manila. At 27, he was editor and publisher of The Evening News, bringing it in 1960 from sixth to second in daily circulation. He was business editor of The Manila Times from 1957 to 1960, and one of its most celebrated and popular columnists until the paper was shut down by martial law in 1972. He spent more than a decade of his career as a foreign correspondent. He covered the Vietnam war in 1954 and 1959, and was accused by President Ngo Dinh Diem of being an agent provocateur and expelled from Vietnam in 1960. But he returned to cover the rest of the war, including the 1968 Tet offensive and fighting in Laos and Cambodia. In 1964, Soliven was in Beijing when China detonated its first atomic bomb, and scored an interview with Premier Zhou Enlai on the matter. The feisty Soliven also covered the 1965 "Gestapu" coup in Indonesia, getting the first interview with a then obscure Brig. General Suharto. He wrote a series of articles on the 1968 riots in Mexico City, and was in the Plaza de Tres Cultural when armored vehicles rolled in and shot down the student demonstrators. He also covered the Middle East and Western Europe from his bureau office in Bonn, and came to know the capitals of Europe as well as he knew the cities and countrysides of Asia, which he called his "parish." He worked as a stringer for The New York Times and Newsweek, and was a columnist for the South China Morning Post and the Bangkok Post. ‘By the Way’ But it is in Philippine journalism that Soliven had the biggest impact. He covered eight Philippine presidents, including President Arroyo’s father Diosdado Macapagal. His column By the Way, began in the pre-martial law Manila Times and continued in The Philippine STAR until his death, was a must read for lawmakers and decision makers, diplomats and academicians, as well as anyone who wanted to know the lowdown on what was happening in the country. His famous "Alikabok" inside scoops on goings-on at Malacañang, his freely dispensed "unsolicited advice" to presidents, his pull-no-punches barbs –punctuated by his trademark "sanamagan," "salamabit" and "susmaryosep" –made his six-days-a-week column the most riveting and informatively entertaining read around. When Ferdinand Marcos declared martial law in 1972, Soliven was one of the first journalists to be arrested, picked up from his home at 2 a.m. by a detachment of soldiers. He was held in maximum security in Fort Bonifacio, sharing a cell with Benigno "Ninoy" Aquino Jr., sure that he would never make it out alive. When he was finally released, he was banned from writing and from traveling outside Metro Manila. He founded the pioneering glossy magazines Sunburst and Manila, discovering and launching the careers of many photographers, models, entertainment personalities, and journalists. Following Aquino’s assassination in 1983, Soliven wrote scathing articles against Marcos. With the late Betty Go Belmonte and Eugenia Apostol, he founded the Philippine Daily Inquirer in December 1985 and became the paper’s publisher. In July 1986, Soliven, Go-Belmonte, Art Borjal and Tony Roces founded The Philippine STAR, with Soliven as lead columnist and publisher. Winner of numerous national and international awards, Soliven was most recently made an officer of the Legion d’Honneur by the French government. The Swedes, she said, are a potentially huge tourist market for the Philippines. “We really enjoy traveling and Swedes really make plans in traveling and going abroad,” Markovic yesterday told reporters. Markovic and other officials of the Swedish Embassy yesterday conducted a forum on “Philippine Sweden Business Opportunity” at the Cebu City Sports Club. The diplomat noted the huge gap on the number of Swede tourists that the Philippines attract compared to other destinations in Asia. “Thailand, for instance, had 250,000 Swedes visiting their country every year while the Philippines only had 10,000 to 15,000 annually. So there’s really a big gap,” said Markovic. “The next step really is for the Philippines to establish direct linkages with travel agencies in Sweden,” she added. Markovic said that Thailand remains the leading preferred destination of Swedes in Asia. She, however, said that the Philippines could beat Thailand if proper linkages, promotion and marketing would be adopted by the country’s travel sector. The Philippines, especially Cebu, has the greatest potential to attract the “adventurous and beach-loving” Swedes, Markovic said. “Swedes are adventurous tourists. They love the beach and go diving, snorkeling, and rock climbing,” she said, noting that Cebu has a lot of places where these activities could be done. Swede tourists visiting the country prefer Mactan Island aside from other destinations such as Puerto Galera, Boracay and Bohol, Markovic said. IBM business services president Renato Jao also admitted that the company is in talks with Cebu government officials to explore the possibility of its opening a BPO arm. “But it’s very preliminary,” Jao said, during a break in a meeting with the Cebu Investments and Promotions Center last Thursday. If the plan for a BPO arm pushes through, he said the venture will initially handle “eight, mostly global, clients.” Exciting “The Cebu market is definitely very exciting. In any case, it was bad enough to make him launch a vitriolic attack on the CICC and its main proponent, Gov. Gwendolyn Garcia. In fact, he got so well primed for the attack that he just had to do it two days in a row. He did not wait for the governor’s side of the issue hence the second attack was as bad as the first. I have to blame those who fed Mr. Max Soliven with everything he used in his demolition job on the CICC. But I must also question his motives and blame him for launching an attack on the CICC based on data he received from one side. I would not have blamed him if he simply put in his two cents worth on the issue like so many others are doing. But a savage attack? That’s a different story. The attack was unprovoked, unwarranted and hence totally unfair. When he warned about the roof of the CICC falling on the heads of delegates, he insulted the intelligence and responsibility of Cebuanos by insinuating that we will be stupid and irresponsible enough to allow an unfinished structure to endanger the lives of our guests. To be candid about it, Mr. Soliven sounded to me very much like a radio block-timer demolishing the political rival of his politician-sponsor. He lost his cool in that attack. He also lost my respect. He was imperial Manila at its worst, condescending, all knowing and very smug about it. Like any project in this country of corrupt personalities in government and business, there are valid and real issues about the CICC’s cost. Transparency must put this issue to rest after the summit. But the question of when it will be finished is a mere political issue meant to embarrass and discredit the proponent, a political rival. It has already been declared time and again that the summit can be held in alternative venues in case the CICC is not done in time. In yesterday’s inspection we are told none of the delegates asked about completion. So, what’s the fuss? There is no absolute need to finish it on time for the summit. The only real issue here is whether a convention center is good for Cebu. In any case, it was bad enough to make him launch a vitriolic attack on the CICC and its main proponent, Gov. Gwendolyn Garcia. In fact, he got so well primed for the attack that he just had to do it two days in a row. He did not wait for the governor’s side of the issue hence the second attack was as bad as the first. I have to blame those who fed Mr. Max Soliven with everything he used in his demolition job on the CICC. But I must also question his motives and blame him for launching an attack on the CICC based on data he received from one side. I would not have blamed him if he simply put in his two cents worth on the issue like so many others are doing. But a savage attack? That’s a different story. The attack was unprovoked, unwarranted and hence totally unfair. When he warned about the roof of the CICC falling on the heads of delegates, he insulted the intelligence and responsibility of Cebuanos by insinuating that we will be stupid and irresponsible enough to allow an unfinished structure to endanger the lives of our guests. As the plane descends, you'll spot the traffic-choked smudge of Cebu City, then the factories and concrete of Mandaue (pronounced "maan-daa-weh") City, followed by the flat, barren wasteland of the adjoining Mactan Island, where the airport is located. As the plane banks over the derelict hulk of Philippine Dream, a rusting cruise ship whose casinos, discos and karaoke bars were once the toast of the town, you might wonder what on earth you're doing here. Oh dear. Relax. Things will be just fine. As with most things in the Philippines, don't let first impressions fool you. Get to know the place and you'll discover why business travellers and families come back again and again. To begin with, as the large sign at the Mactan-Cebu International Airport assures all visitors, "Cebu is foot-and-mouth disease free." Now that's a start. Step bravely forward. The only tourist who had a serious problem with this advice landed in 1521, without a passport or visa, trying to bag the place for Spain. Ferdinand Magellan's round-the-world cruise was rudely ended by local Mactan chieftan Lapu-Lapu whose men ensured the place would have at least two memorable tourist sites - Magellan's Cross outside the wonderful Basilica del Santo Nino (which is said to contain pieces of the original cross he erected in Cebu), and Magellan's Marker on Mactan (where you'll also find a statue of the strapping Lapu Lapu). Lapu Lapu City occupies the north of Mactan Island from where the bridges soar up and over the channel to Mandaue City. Travellers will whiz through the airport in record time. From here, metered taxi transfers to most Mactan resorts will be in the region of 100-150 pesos. With an exchange rate of US$ = P56, this will not pinch unduly. Several hotels operate shuttle bus services too. The international departure tax at the airport is P550 and the domestic departure tax P100. Departure, like arrival, is friendly, hassle free, and devoid of the lines and chaos of Manila. Transport, as elsewhere in the Philippines is a carnival. Brightly painted jeepneys, tricycles and buses, all in gaudy, hallucinogenic hues, looking like battle trucks straight out of Mad Max, careen across the roads seemingly unaware of pedestrians, chickens, dogs and pigs. In some areas of Cebu City you'll also spot gaily caparisoned calesas (horse-drawn carriages) and hubel-hubels (motorcycles that carry pillion passengers). Machismo is ubiquitous. Even the tiny motorised tricycles painted bright green, yellow or purple are bedecked with a menacing array of fog lights. I counted 30 on one. Taxes are metered though some regular routes like Cebu-Mactan will tend to operate on fixed rates (P300). The car with driver option is mightily recommended as Cebu's chaotic streets and one-ways are not for the faint-hearted. An Avis car with driver is more expensive at a resort but your driver will be fairly knowledgeable and conversant in English. Cebuanos (as the residents are termed) are a terrific lot. Laid back, friendly, accommodating, chatty and hospitable, they will charm and entertain you relentlessly. Everyone has time. Lots of it. Forget Manila's grit and rough edges, here in the Philippine south, even airport immigration is a pleasant affair and if you're caught in traffic, simply jump out and tuck into some baboy lechon (grilled pork) especially around Talisay City, adjoining Cebu City to the south, or chicharon (chicken or pork skin crisps). Some of the best chicharon is in the town of Carcar, two hours south in the foothills. Mactan is where most of the gleaming four and five-star resorts are to be found, some of them with manicured artificial white-sand beaches that wouldn't look out of place in Hawaii. There are good restaurants, casinos for high rollers and music galore. Everything, from malls to restaurants, is incredibly child-friendly. The island is noted more for its prized "Mactan stone" that is used in surrounding dwellings, than beach. The island is pancake flat with a pebbly coast. The Alegre guitar factory (which also makes and sells mandolins and a local ukulele that uses a coconut shell for the sound box) is an interesting stop. Mactan prowlers can also head to a shooting range and squeeze off 20 rounds on an AK-47 or equivalent for around P2,000. No kidnappings allowed, though. The shooting range is not in a tough part of town. It's rather accessible, being conveniently located smack inside the family-friendly Tambuli resort. Grab a gun and have some fun. "You haven't paid your bill sir." "Whaddya mean punk? Callin' me a yaller bellied liar…?" Cebu vacation, Santo Nino Basilica del Santo Nino Elsewhere on Mactan (and indeed around Cebu) you'll find signs of the growing Korean influx - Korean grocery stores and Korean discos and KTVs. Koreans have in fact replaced the Japanese as the business mainstay of the island and you'll invariably find kimchi (spicy, pickled cabbage) on the menu, even for breakfast. Now that's a REAL breakfast. Forget namby-pamby Continental mush. Small wonder then that karaoke parlours everywhere have prominent signs posted for GROs or guest relations officers. These nubile and nimble ladies can have quite an impact on your wallet if you don't watch out. Most savvy holidaymakers come to Cebu for the reefs and coral, not all destroyed by dynamite fishing. The Cebu region is known to offer some of the best dives in this part of Asia. The action is underwater. Serious divers will head to the balmy white-sand shores of two picturesque islands off the far north coast of Cebu, Malapascua and Bantayan. Malapascua, known for its thresher sharks, has a reasonable selection of resorts and eateries. The islands are a three-hour drive north from Cebu City and a short ferry ride. Ferries from Maya to Malapascua take around 30 minutes while boats from Hagnaya to Bantayan take around an hour. For something quicker, the waters around Olango Island (which is visible from Mactan), in particular the protected Marine Sanctuary off Gilutongan Island, offer coral and fish closer at hand. Or, for an upscale dive holiday with some spa pampering, consider the Badian Island Resort & Spa which is reviewed later in this article. Mactan Island Resorts The pick of the resorts on Mactan is Shangri-La's Mactan Island Resort & Spa. Set discretely in generous grassy acres with coconut trees, flowering plants and jogging trails, this is the getaway that put Cebu on the map when it opened in 1993. It's easy to see why. The spacious 547-room resort has two pools, putting greens, tennis, a private white-sand cove and more watersports than you can shake a stick at - snorkel the house reef, dive, jet-ski, fish, windsurf, parasail or head out to view coral in a glass-bottomed boat. Scotty's Dive Centre (tel: [63-32] 231-5060, e-mail: dive@divescotty.com or www.divescotty.com) handles underwater adventures starting at US$50 for beginners. For pinstripers on the go there are ample meeting facilities, a business centre, and high-speed Internet inroom access (US$15 per day). A US$8 million renovation has brought fresh spring to its step. The bright and airy rooms, each with a balcony, are modern with Filipino touches like the attractive woven sea-grass headboard. There are coffee and tea-making facilities, an iron and ironing board, a good range of toiletries and, civilly, a separate bar of soap in the shower cubicle so there's no last-minute scramble for suds. A Coke from the minibar is P90 and a Carlsberg beer P100. Another feather in its cap is the CHI Spa Village with six luxurious 135sq m villas and several treatment pavilions that launched mid-2005. This "village" marks the rollout of the group's new spa line for its resort and city properties. Try out the "aromatherapy salt rubdown" or the "cooling cucumber slush". A water garden features hydro tubs, herbal steam rooms and body-scrub salas. Shangri-La is the sort of place you could easily spend a weekend in without needing to go out at all. Next door, the pink towers of the Hilton Cebu Resort & Spa are the only seriously vertical structures you'll find on Mactan. The Hilton certainly provides a vivid landmark, thrusting up from the flatlands in agitated pink with a blue roof, but the views from the rooms are superb with extensive seaside facilities to match. Both properties are just 15 minutes from the airport. Midway down Mactan's east coast is the Maribago Bluewater Beach Resort. This is a pleasant resort with freeform pool, sandy walkways and thatch-roof cottages on the beach. It also offers an enclosed lagoon for swimming. The rooms have parquet floors and some offer verandahs. The toilets are neat and clean and there's cable TV. In Cebu this can include everything from CNN and BBC to Korean and Indian as well as the obligatory stations pushing skin-whitening cream. There is no safe in the room so if you're lugging around the Kashoggi jewels you'll need to park them at reception. A Coke from the minibar will set you back just P70, and a San Mig P80. Around the corner is Tambuli. This is a three-in-one resort strung along the beach. There's Tambuli East with standard and superior rooms, Tambuli West, with deluxe rooms, and the Cebu Beach Club with barracks-style thatch-roof cottages set in gardens. Tambuli East, a mock Intramuros affair with grey-stone lobby has simple but modern rooms featuring ceramic tile floors and red corrugated roofs. The place is friendly but borders on the tacky with the inroom colour scheme spanning everything from yellow and green to pink. There is no safe and a Coke from the minibar is just P45. Kids will enjoy the pool. The beach is just so-so. As a mid-range choice, the complex is fine and functional, especially if you have small kids. A 25 minute "seawalk" in a pressurised bubble mask with a tube feeding oxygen will cost $60 for adults and $50 for kids. The small and cosy Cebu White Sands at Maribago Beach resort is not far from here. With just 15 rooms on offer, the place is quiet, grassy and not overrun by screaming toddlers. The accommodation is in two-storey white-stucco villas with dark timber balconies. Rooms feature parquet flooring with wrought-iron chairs and table in the balcony. There is a TV and a clean toilet. A Coke, or San Miguel beer, is P72. For the safety box, however, you'll have to head to reception. The focal pool area is large and nicely developed. At the far southeastern corner of Mactan, is the much talked about Plantation Bay Resort and Spa. What sets this place apart from most is the fact that it's entirely "artificial". So what does that mean? Well, the lagoon, around which the resort is constructed, is really one vast concrete mould. Plantation Bay is an enormous sand-lined bathtub ringed by villas. Outlandish as this may sound, the effect is rather pleasing and the two-storey villas are attractive both in and out. The public beach nearby is undistinguished and one can see why the owners went to such lengths to create this fantasy. The lagoon is ample and well spread out with a variety of water experiences from giant slides to pedal-boats. Around the lagoon are hammocks and meandering cycling/jogging tracks. A Coke from the minibar will set you back P85 and a San Mig P120. A Waterside room is described as "5-10 seconds from the water". Fair enough. A Water's Edge room, however, is just "0-2 seconds from the water". Whoops. SPLASH! Well? Head on down to the Love Boat. For businessmen, gamblers, or people who just love watching planes, there's the slick Waterfront Airport Hotel & Casino Mactan. It has a Cebu sister property that borders a bit more on Disneyland. However, up to now, the senators have stonewalled on concurring with Resolution no. 1 despite tremendous pressure from House members for its immediate approval. The senators are apparently having second thoughts about giving their imprimatur to the resolution after learning that practically all of the 24 municipalities are not qualified to become cities if RA 9009 is to be strictly followed. Income-wise, only San Juan is qualified for cityhood since it earned total revenues of P454.7 million in 2004. But it seems San Juan does not meet the territorial requirement. This, aside from the immediate multiplier effect of summit delegates’ consumption — from hotels to malls — on Cebu’s economy, said economist Bernardo Villegas, vice president of the University of Asia and the Pacific. He said one of the long-term effects of the Asean Summit on Cebu, which will be held next month, is the prospect of the delegates returning to Cebu to enjoy the province’s tourist attractions, especially the emerging medical tourism. “This (Asean summit) is (your) investment for (their) future trips, if they have a good experience. The Cebu City Council approved last Wednesday the appropriation of P500,000 for the uniforms of some 350 student volunteers who will assist in the summit. The councilors also approved the appropriation of P450,701.12, which will defray the costs of the “Asean Pasigarbo sa Sugbo” at the SM City Trade Hall. Both appropriations will be charged to the City Government’s Philippine Amusement and Gaming Corp. (Pagcor) funds. The “Asean Pasigarbo sa Sugbo” will showcase Cebu’s fashion accessories, handicrafts, furniture, novelty items and delicacies. It will run from Dec. 9 to 12 and will be held “to promote Cebu to the world, putting our best foot forward during the much-awaited Asean summit.” Local goods Organizers of the project hope to attract delegates of the Association of Southeast Asian Nations (Asean) summit to buy local products during the trade fair. “Considering the enormity of the activity, it would be very strategic for the City to promote our local industries and tourism... The event will give us a chance to show the Asean community what Cebu is proud of,” Councilor Eduardo Rama Jr. said. The event was organized by the City’s Local Small and Medium Scale Enterprise Development, the Department of Trade and Industry and the Junior Chamber International.
