CEBU CITY -- Cebu province is showcasing its ability to host a global media event to try and attract foreign investors by announcing that it will soon embark on the construction of a P5-billion “trans-axial” highway.

Malaysia’s UEM Group has expressed interest in the project, but provincial governor Gwendolyn Garcia wants to cast a wider net in search for a suitable contractor that will work on the island-long road network in a build-operate-transfer (BOT) scheme.

“We want the private sector to fund this, which is why we’re opening the bidding to other interested parties,” Garcia said at the opening of the Cebu International Convention Center on Wednesday.

The provincial government is pulling all stops to impress foreign visitors with its infrastructure and economic prowess during the 12th ASEAN Summit.

Garcia described the project as a “trans-axial highway” that would connect the province’s northernmost town of Daanbantayan to Santander in the south.

The highway will bisect the cigar-shaped island, and all 47 towns and six cities will be connected to it via feeder roads, she said.

Since it will be a BOT project, the winning contractor will operate it as a toll road, the governor said.

She gave no details on the length of the concession the government will grant, but the national government in recent years has awarded other toll road operators 30-year contracts.

Garcia said representatives of the UEM Group approached her at a recent infrastructure convention in Hong Kong to express their desire to build the highway.

The UEM Group, originally United Engineers Malaysia Berhad, is a construction conglomerate that operates the Coastal Road toll highway linking Metro Manila to Bacoor town in neighboring Cavite province.

For the Cebu project, Garcia said the government planned to maximize the potential of the highway, including the possibility of it having multiple lanes.

“We want a highway that will be functional for the next 30 years,” she said, explaining that it will have to take into account the projected growth in traffic volume over the years.

Planning for the highway project began two years ago and is almost completed, she said.

i guess that will also depend on the way the company is gonna do their operations. but i'm go for the transaxial highway. it would be a scenic drive across cebu.

I think it is a mountain road that goes through the central backbone of Cebu island from north to south.

A P4-B transaxial highway that will unite the entire province of Cebu will be constructed by next year under a five-year plan program.

Vice Governor Gregorio Sanchez disclosed that the transaxial highway also dubbed as the 'unity highway' aims to connect the municipality of Santander in the South to the town of Daan Bantayan in the North.

The unity highway will be a major project of the Provincial Government that is expected to fast track the economic growth of Cebu and reverse migration from urban to rural.

Sanchez said it is costly for the province to maintain the entire 600-km. coastal road with the problem of road right-of-way while any plan for road expansion is not feasible as the existing roads are narrow and already congested due to increasing population.

The vice-governor bared the highway will merely connect the existing roads citing the present roads from Santander to Argao in the south, Balamban (northwest) to Pinamungahan (southwest) and Tuburan to Compostela in the northern part. The construction of the transaxial highway will not be that costly as an alignment will just be done to connect these existing roads and come up with the unity highway, Sanchez said.

The transaxial highway will be a four-lane major thoroughfare that is also considered as a speed highway with no intersection and will save a lot of travel time, Sanchez added.

Construction of the major highway is likewise a holistic approach to entice the people to go back to the countryside as rural development is boosted, Sanchez further added.

Building good roads will be a major come-on for the industries to invest in the province especially in the countrysides while there are two Malaysian companies that have already expressed interest in constructing the transaxial highway, according to Sanchez.

President Gloria Macapagal-Arroyo identified infrastructure as a vital tool to development particularly as the government envisions the Philippines to be among the First Nations by year 2020 as economic reforms have already been set in place. (PIA-Cebu/FCR)

Amm... let me think. Are you talking of Cebu Province or Cebu City? As far as I know, Cebu Province has a savings of P 2 Billion. And the transaxial road covers the entire Cebu island.

Please be alert on this track. By tomorrow, PAGASA may issue storm warnings and forecasts for this upcoming monster from the Pacific named Seniang. Still it is Tropical Depression 25W. It is to make landfall in the Philippines within 2 days with the possibility of Leyte-Surigao area being hit first.

Hopefully, it won't develop as a supertyphoon.

LoL... don't question the strength of nature. A lot of Cebuanos now adays didn't experience the wrath of Ruping last 1990 which left Cebu helpless or even lifeless. So I hope we shouldnt just relax and ignore these kinds of natural disturbances. This is the 1st time (if ever) that a strong typhoon will hit Cebu since 1990 STY Ruping... And it is not only about the summit that I worry about, I also worry about the Christmas tree sa Fuente, the new asphalted roads, the extra ordinary lamposts, Cebu's beautiful light structures... gusbat gyud :ohno:

My parents did it before a yearly Family picnics. It was always
bright and sunny. This event may even need more of our prayers
since it is a 4-5 day affair. We need this success. We also should promise
to do more at this incoming 2007 Sinulog.

Filipinos especially Cebuanos (Philippines) is

A CEBU-GROWN bakery chain is venturing into the hotel industry for the first time.

Cebu La Fortuna Bakery Inc. (CLFB) will launch this month Hotel Fortuna, located along Magallanes St., Cebu City.

In the middle of Cebu’s old business district, the hotel is meant to provide “classy yet affordable” accommodation to travelers with low- and mid-size budgets.

The hotel sits on a property occupied by the first La Fortuna Bakery, which was eaten by fire in 2004.

The hotel building has six floors and 48 rooms. It also houses five function rooms, a restaurant, parking area, 24-hour security with six security cameras, and a bakery, which will be located at the lobby.

“We want to be different. We saw the market for low and middle-end travelers who want to be close to the downtown area,” said CLFB vice president Michael Sy.

Affordable

Sy said, unlike most hotels in Cebu that focus on foreign tourists and overseas Filipino workers, Hotel Fortuna will mostly cater to transient business travelers and frequent visitors to Cebu.

Despite “affordable” room prices — ranging between P1,000 and P2,700 — the hotel is built to be “attractive, clean, and modern” following a Zen-like ambience, Sy said in an interview.

Sy also said CLFB plans to intensify its marketing and promotion efforts with the company’s plan to expand its bakery business.

“We want to bring La Fortuna bakery back to the streets,” he said.

Since the baking industry has potentials for more growth, Sy said CLFB is planning to open the chain for franchises next year.

Delicacies

La Fortuna bakery, owned by the Sy family, is known for moachi (macie), huat kee (sweet potato cake), red ampao (red pop rice crispies), chubiko (flat oblong rice cake with mongo or peanut fillings) and other Chinese delicacies since the 1950s.

The bakery has branches at the Capitol, Magallanes, Ayala Center Cebu, Banilad and in the southern town of Minglanilla.

It has also expanded its bakery chain overseas and now has outlets in West Covina, California and China. Its US market, which began operations in 1988, now has 60 distributors covering all states.

“We want to cater to all Filipino and Filipino-Chinese communities regardless of where we are,” Sy said. (MMM)

i just hope that with all the expenses cebu had covered lately, it will not sacrifice the basic services their citizens deserve, thinking that the city is in huge debt and its finances are in the red.

are you talking about CEBU Province because if you're referring to it, I am very sure you are wrong. The Provincial government of Cebu is one of the most profitable provinces in the country. Profitable in a way that its income is far more greater than its expenses. Do you think it can build a P515 million structure (CICC) if it's financially ailing? Another testament that its finances are not in the red and the basic services are not sacrificed: The province could not afford to donate P5 million for St. Bernard, Leyte and another P5 million to Bicol if in the first place the basic services of its own people, the SUGBUANONS aren't provided yet.

If you are referring to Cebu the CITY, I think the city government does not keep it a secret that it has a big debt because of its flagship South Road Properties project. The city is currently paying up this loan but I'm sure this investment will not be put to waste... SRP is very promising and 2007 I think would be SRP's take off year...

A triumph of patience and determination for Gwen and Ted

The other night the Cebu International Convention Center basked in splendor during its official lighting ceremony. Last night, Mandaue City, where it is located, had its coming out party. This morning, Cebu archbishop Ricardo Cardinal Vidal will officially bless the CICC.

In a couple of days the Asean Summit will start and the CICC will be right in the thick of it. But wasn't it only very recently that some people found it fashionable to paint doomsday scenarios of the summit and cast aspersions on everything and everyone associated with it?

Wasn't it only very recently that some people, whose lack of real expertise was matched only by their wealth of questionable motives, wasted no opportunity to predict failure when the call of the day was to pray for success of the Cebuano's greatest international endeavor ever?

Well, the CICC is finished and congratulations should go the way of Governor Gwen Garcia and Mandaue City Mayor Thadeo Ouano for staying the course despite the horrifying gauntlet of obstacles they were made to go through.

Viewed objectively and without political interests, Governor Garcia and Mayor Ouano did one hell of a job, one that the faint-hearted and weak-kneed would have long given up. Of course, the summit still has to be held. But at this point, who could begrudge them their triumph.

And why should they not be elated? They not only did it but the summit has positioned Cebu to where it can reap tremendous benefits, benefits that detractors conveniently ignore in favor of traditional gripes that are natural byproducts of any and all social activities.

Mandaue City, for instance, is now uniquely poised to perhaps even overtake Cebu City in the near future. Using the CICC as centerpiece, Mandaue City has employed world-class planners to come up with a development and multi-use plan around the area.

No wonder Mayor Ouano threw a bash. While others counted only negatives, he did his math in positives. His city is indeed the growth engine of Cebu Province and Governor Garcia can only be too happy. Growth and development need determination and patience. Both have it.

BUT city govermnent (Madaue) needs to do alot of homeworks and series research,

CEBU CITY – Philippine Chamber of Commerce and Industry (PCCI) president Ambassador Donald Dee said last night that the Association of South East Asian Nations (ASEAN) is ripe for economic integration, citing the region's high growth rate and its potentials as a market of over half a billion people.

"This region is ready to integrate and that is what the ASEAN Investment Summit is all about," Dee said.
The ASEAN growth rate of 5.5 percent is one of the highest among the world's regions and its market figure of more than 550 million could easily reach about half of the global population if "we add the population of ASEAN's dialogue partners South Korea, China, Japan and India," Dee said.

Dee held a press briefing Thursday night on ASEAN trade and business initiatives and prospects at the Cebu International Convention Center (CICC) with PCCI chairman Atty. Miguel Varela, PhilExport president Sergio Ortiz-Luis Jr., and ASEAN Business Advisory Council chairman Jose Concepcion Jr.

Dee said the agreement among ASEAN leaders to reduce old tariff lines by as much as 85 percent by Jan. 1, 2007 will further speed up the region's economic integration.

To fully realize integration as early as next year, Dee said that ASEAN governments, including their trading partners, should come up with a single window for customs matters to facilitate the movement of goods to and from the region.

ASEAN must also adopt a Mutual Recognition Agreement (MRA) that would recognize the result of each member country's regulatory examinations in order that their professional workers can be easily employed in any of the member-nation, he said.
Such an MRA, he pointed out, would fully complement President Gloria Macapagal-Arroyo's poverty reduction program with the creation of job opportunities for the Filipino people, particularly with the high demand for world-class Filipino products and services.

By 2015, Dee said that the economies of at least three of the original ASEAN members would be fully integrated. This would be followed by the integration in the ASEAN of its newest members such as Cambodia, Myanmar, Laos and Vietnam which will be given a five-year grace period to adjust to the regional economic setting.

Dee said the ASEAN leaders have established 11 priority areas for free trade, including the fast moving electronics and garments sectors. "It is important to convert the ASEAN region from being a "factory of the world to the market of the world."
"It is such a big economic bloc being one of the fastest growing regions," he said.

Dee said that China has cornered the lion's share of the investments that have poured into Asia in the last five years. He placed the amount of investments captured by China during the five-year period at $250 billion compared to $50 billion for ASEAN.

With China's economy projected to grow by more than 10 percent next year, Dee said ASEAN's integration is focused on utilizing its competitive advantage by coming out with high value products instead of competing with economies that have low wages.

Dee said he hopes that the four-day investment summit here that opened Thursday would showcase to businessmen delegates the advantages of investing in the ASEAN as many investors are now taking a second look at the region.

"Why? Because they began to realize that ASEAN, considering its 550 million population, is a very attractive place because it has a market that can sustain the growth that other companies within or outside the region are looking for," Dee said.

ASEAN's integration would be greatly boosted by the regional charter to be presented by the 10-man Eminent Persons Group (EPG), Dee said.

The Philippines is represented in the EPG by former President Fidel V. Ramos.

Cebu towns showcase products, tourism sites in exhibit at CICC

CEBU CITY, Dec. 8 --- THE faraway islands of Bantayan and Camotes, and several other Cebu municipalities, play part in the ASEAN summit as they join the exhibit of products and tourism sites that will open today at the Cebu International Convention Center (CICC). Even inmates at the Cebu Provincial Detention and Rehabilitation Center get the rare chance of showcasing their talents to the world. The bags and accessories that they made will be on display that the exhibit, which is meant for the heads of states and governments and foreign media.

"You're seeing the best of the Cebuanos here. Everyone is cooperating and it makes us proud to be Cebuanos," said Governor Gwendolyn Garcia.

Though security is tight at the CICC for the four-day ASEAN summit and exhibit is exclusive to the delegates, everyone who wishes to see the P515-million facility and visit the exhibits are welcome on December 15.

The exhibit will open on the morning of December 8. Cebu Archibishop Ricardo Cardinal Vidal will also bless the facility today.

Booths

Accessories, lamps, baskets, furniture and other Cebu-made products started coming in yesterday for display at the 2,000-square meter exhibit hall.

Officials from the three-town Bantayan Island had to bring in white sand to help project their place as an island destination.

Almost 40 local government units (LGUs) under the Cebu Provincial Government have their booths at the CICC exhibit hall. The Department of Trade and Industry has its own 20 booths to display products from other parts of the country. There will also be a space for the Cebu Furniture Industries Foundation (CFIF), Duty Free Philippines and the Cebu City Government.

CFIF vice president Eric Ng said the work they have done furnishing the CICC, including President Arroyo's room and those of the leaders, already showcase the best of the local furniture industry.

A similar exhibit of products from the towns was held during the Cebu Business Month at the Waterfront Hotel, but Garcia expects this to be bigger because more LGUs have joined an because of the much bigger exhibit space.

It is the thrust of Garcia's administration to showcase the best of the faraway municipalities to lure people outside Metro Cebu.

She said previous events and exhibits were always about Metro Cebu while the rest of the towns are left on the sides.

Aside from establishing the Provinicial Tourism and Heritage Council to take care of the preservation and promotion of the municipalities, she also initiated the Suroy-Suroy Sugbo that offered tour packages to Cebu's municipalities. JPM

US warns of possible terror attack in Cebu

CEBU - The US embassy in Manila warned yesterday of a possible terror attack in the central Philippine island of Cebu, venue for an upcoming summit of Southeast Asian leaders.

In a wardens' letter to US citizens posted on its website, the embassy said it had received information that a "terrorist group may be planning to carry out a terror attack in Cebu."

ASEAN SUMMIT MOVED TO JANUARY DUE TO STORM

CEBU (Updated 4:25 p.m.) -- The annual Southeast Asian summit, scheduled for next week, has been postponed to January because of a strong storm bearing down on the meeting site, an organizing official said Friday.

Sun.Star Network Online's 12th Asean Summit Watch

The storm is expected to hit Cebu province over the weekend, when leaders of the 10-member Association of Southeast Asian Nations would be flying in for the summit. It was scheduled to be held Monday and Tuesday, followed by the second East Asia summit on Wednesday.

"All the ministerial meetings shall proceed as scheduled," said Domingo Lucinario, a member of the Philippine government's organizing committee, referring to prior discussions by foreign ministers and other officials. "The leaders' summit has been reset to January."

No new date was immediately announced.

Forecasters say tropical storm Seniang (international codename: Utor) could intensify into a typhoon. It was packing winds of up to 75 kilometers (46 miles) per hour and gusts of 90 kph (56 mph) early Friday.(AP)

(UPDATE) JAPANESE Prime Minister Shinzo Abe is arriving in Manila at 10:30 p.m. Friday for a two-day official visit has called off a trip to Cebu in the Philippines after summit meetings there were canceled because of an approaching storm, the spokeswoman of his Cabinet said Friday.

An Associated Press report from Cebu province, quoting Domingo Lucinario, a member of the Philippine government's organizing committee, said: “The leaders’ summit has been reset to January” but added that “all ministerial meetings shall proceed as scheduled,” referring to prior discussions by foreign ministers and other officials.

Forecasters say tropical storm Utor (Philippine codename: Seniang) could intensify into a typhoon. It was packing winds of up to 75 kilometers (46 miles) per hour with gusts of 90 kph (56 mph) early Friday.

It is expected to hit Cebu province over the weekend, when leaders of the 10-member Association of Southeast Asian Nations (ASEAN) would be flying in for the summit. It was scheduled to be held Monday and Tuesday, followed by the second East Asia summit on Wednesday.

Aside from Abe, Australian Foreign Minister Alexander Downer had also been scheduled to spend the weekend in Cebu even as his country’s embassy re-issued a day-old travel advisory warning Australian nationals not to travel to the summit’s host province.

While in Manila, Abe and President Gloria Macapagal-Arroyo will sign a protocol to lower the withholding taxes levied on dividends, interests and royalties between the Philippines and Japan.

Aside from the tax treaty, the two leaders will also sign an Exchange of Notes on the Pasig-Marikina River Channel Improvement Project (Phase II amounting to $73.7 million) and a Philippines-Japan Joint Statement: Partnership between Close Neighbors for Comprehensive Cooperation.

They will also discuss Japan's contribution to the peace process in Mindanao. Japan has a representative in the International Monitoring Team (IMT) monitoring the implementation of the ceasefire between the government and the Moro Islamic Liberation Front (MILF).

The two leaders will also attend the inaugural run of the 3rd Generation Trains at the LRTA Compound in Pasay City.

The "3G" trains will be added to the LRT Line 1's fleet, which ply the Monumento to Baclaran route and vice versa.

The "3G" trains were made in Japan by Kinki Sharyo and provided by the Manila Tren Consortium.

Japan is also the country's biggest donor of official development assistance and second largest trading partner, with total trade amounting to $14.85 billion in 2005.

It is also a leading source of imports and one of the top investors in the Philippines, with investments of some $4.2 billion in 2005, mostly in manufacturing and construction.

Arroyo declared this year Philippines-Japan Friendship Year in recognition of the lasting friendship the two countries have forged.

Host nation Philippines said Friday that the coming ASEAN and East Asia Summits in Cebu have been postponed until January over worries about an incoming storm.

The decision was announced just a day after Britain, the United States, Australia and other nations warned against travel to Cebu over worries of a possible terror attack at the summits, which start Sunday.

Officials insisted the reason for the postponement was a tropical storm bearing down on Cebu with wind speeds on Friday afternoon of more than 100 kilometres per hour, according to the Hong Kong Observatory website.

"The decision was based on this weather disturbance and on this disturbance only," said Marciano Paynor, who heads the national committee that organized the summits.

Paynor said ministerial meetings were expected to go ahead but the leaders' meetings of both the Association of Southeast Asian Nations (ASEAN) and the wider East Asian Summit would be postponed.

I hate to be the harbinger of bad news but news from Singapore and nearby regions of Malaysia and Indonesia say that the ASEAN Summit cancellation is due to the terrorist threats rather than the brewing storm. I'm attaching the news link for your reference..

oh man, i bet this would cause too much inconvenience. the delegates' hotel bookings, reservations with their recreational services and all those stuff are now messed up. but of course, it's mother nature, something it's beyond our control. january is the peakest of the peak travel season in cebu, i can't seem to think of ways on how the city will accommodate the delegates next month. :dunno:

looking at the very bright side of it, Cebu will enjoy international exposure from merely 5 days to 30 awesome days! :cool:

very well said bai rusty! im sure some of the advance party who are now in cebu would be stuck because of the typhoon and maybe some of them would just stay there for some more days before going back to their home countries... then come january, they'd be coming back again for the actual summit! :)

The Announcement made by Amb. Paynor:

The ASEAN-Philippines National Organizing Committee for the 12th ASEAN Summit and Related Meetings has been informed by the concerned government agencies that a major weather disturbance will affect Cebu at the time the Philippines will be hosting the 12th ASEAN Summit and Related Meetings.

After serious consideration of the possible effects of the projected incoming weather disturbance, the ASEAN-Philippines National Organizing Committee, in consultation with the national and local agencies involved, has decided to move the dates of the Cebu Summits.

This decision was made in full consideration of the safety and welfare of the participants, the private individuals and groups involved in the different aspects of holding this important event, and the officials who are carrying out the preparations. This will also allow the government to give its undivided attention to any effects this major weather disturbance may have on the parts of the Philippines it passes through.

The ASEAN Ministerial Meetings will proceed as scheduled.

The Philippine Government arrived at this decision in consultation with the governments of the Leaders participating in the Cebu Summits.

As the Leaders participating in the Cebu Summit are determined to continue with the work of building A Caring and Sharing Community, the Cebu Summits will be held in January 2007. The specific dates of the Cebu Summits will be determined after further consultations with the governments of the Leaders participating in the Cebu Summits.

The ASEAN-Philippines National Organizing Committee for the 12th ASEAN Summit and Related Meetings has been informed by the leadership of Cebu, that they and the people of Cebu, remain prepared and are looking forward to hosting this historic event.

The Philippine Government is confident that the slight change in the dates of the Cebu Summits will not in any way affect the determination and the commitment of the Leaders and all officials involved in achieving the objectives of the Summit nor will it diminish the significance of their work.

The summit has to be canceled because even if the typhoon will not directly hit Cebu, the "flight paths" of the delegates themselves who come from different directions will still be affected..

It would be far more embarrassing to see airplanes of heads of states falling down from the sky at the South China Sea because of the strong winds.

^^even if it will spare Cebu... movements of typhoons are erratic... even American weather centers with the most hightech gadgets cant predict a tropical cyclone's movement perfectly. No one can tell if the typhoon will change course towards Cebu City upto the last minute.

CEBU: Singapore Foreign Minister George Yeo has met his Philippine counterpart Alberto Romulo in Cebu.

The Foreign Affairs Ministry says they exchanged views on ASEAN and expressed confidence that the report and recommendations by the Eminent Persons Group's (EPG) on the ASEAN Charter would be endorsed.

They also agreed that it was important to bring forward the establishment of the ASEAN Community to 2015.

Mr Yeo is in Cebu for the ASEAN Ministerial Meeting, which precedes the ASEAN Summit.

The Philippine government has postponed the Summit to January as a typhoon is due to hit Cebu island on Saturday. - CNA/so

wow... just came from our xmas party at asiatown park.. katung ga-party mi, naka-dungog dayun ko'g news nga post-poned ang asean summit :(.. that would mean classes for us next week.:(. but more time for preparations, more time for media exposure, less time between the actual summit and Sinulog, and definitely more time for the CICC.. :D also, there would be a lesser chance for the delegates of accidents, and a more improved sense of unity and cooperation among the Cebuanos and Pinoys.. :D and lastly, the new 'hi-tech' lamp posts will surely be completed before January and may even be installed up to Jones Avenue (hopefully). hehe :D

I think Mother Nature has her heart for the Cebuanos that she intervene and made us more prepared for the upcoming Asean summit. With the postponement and change of dates from December to January 2007, the police force will have enough time to correct some security lapses throughout the dry runs made for the past weeks.

Also, foreign and local media estimated at 3,000 will be able to cover not only the Asean summit but the grand Cebuano festivities - the fluvial procession and the Sinulog. With all these media present during the summit, Cebu's heritage will finally be highlighted globally.

The world's focus will be in Cebu when 2007 kicks in and more people will learn that there are lot of surprises in store for them in Cebu than any other place in the world.

By the way, we will be launching Ultima Residences Ramos Tower this December 27, 2006.
