I'm just too happy and excited for Cebu. Now I'm hysterical.!!!! I just noticed that most firms in Metro Manila are relocating their flagship establishments here... Just can't wait for Cebu to be an economic and tourism mecca!

By the way, some people don't know this but the Bigfoot building in Ramos St. is actually the World Headquarters for Bigfoot International. I read from its site how they transferred their HQ from New York to Cebu City... Also, they have a property at the Cebu Business Park.. Looks like a future expansion perhaps!


BigFoot by the way has a pending application for an IT economic zone. could this mean BigFoot's future IT city will be located in Ayala Business Park? nice one!

not only that, with the rise of the Film Facility, investors were really attracted to the area so now, there's already a world class restaurant under construction

Wow, I just couldn't imagine when all the firms locating in the Ayala (Cebu) Business Park would realize and build their projects... Maybe at that time, Cebu would have a defined skyline :D

oh really? wtf? I haven't heard of that... Thanks to the investors, even Lapu-lapu city is developing as well. In the Maximo Patalinjug Ave., I saw a rendering and it said it was a priority project for the LLC Government... I'll check it out again to clarify if it would be the world class public market

At least Crown Regency is starting the trend.. Do you know that if not for the Asian Financial Crisis of 1997, the CKS Towers (36 Storeys) -- owned by the Chua, Kim and Sons -- along Jones Avenue (very near YMCA, area where there is a Billiard hall) would have been completed? That would have been the tallest building outside Manila and many more would have had come...

'bout the building @ Asiatown IT Park...it will be a new one. I heard it would be built at the back of the e-Office (peopleSupport Area). PeopleSupport will be occupying few of the new planned building's floors as part of the company's expansion. How i wish PeopleSupport Cebu will also construct its own e-service building like what we have here in Makati.....what we have here is kinda huge!

A MULTIBILLION-PESO project located in the Mandaue City reclamation area is expected to help boost the tourism potential of the province of Cebu.

Department of Tourism (DOT) 7 Regional Director Patria Aurora “Dawnie” Roa said the development of the Cebu Boardwalk (CB) by Manila-based developer FF Cruz & Co. Inc. (FFCCI) is timely, as it comes after President Arroyo recognized Cebu’s tourism potential by relocating the DOT national office to Cebu.

“Cebu (province), Mandaue specifically, is lucky to have an investor at this point where Cebu is now the focus of tourism,” she said during the presentation of the CB to prospective locators Monday at the Cebu City Marriott Hotel.

Roa said the President is speeding up the transfer of the DOT national office to Cebu, as there are proposals for the agency to stay at the Malacañang in the South, while waiting for the completion of the DOT building at Kawit Point in the South Road Properties (formerly South Reclamation Project).

The boardwalk, designed as a tourism and leisure hub in Cebu, will sit on the 14-hectare area of the 118-hectare Mandaue reclamation project, also a project of FFCCI.

Controversy

FFCCI president Felipe Cruz expressed his joy over the start of the Cebu Boardwalk’s development, which he described as a project “filled with controversies.”

“Now all cases have been dismissed, and we are starting the development.

The idea, which was born in 1996, will soon be materialized,” he said.

CB property management director Yvonne Gomos said the horizontal development of CB will start today, while building construction is set to begin next month.

She said FFCCI aims to complete the project by June next year.

The company has already received letters of intent (LOI) from prospective investors, who have expressed interest in investing in the development, Gomos said.

She said FFCCI would like to attract locators, half of which would be from Cebu, with the rest coming from outside Cebu, including companies overseas.

Investors

Prospective investors include a group from the United States that wants to develop four hectares of the Boardwalk into a retirement city and a Korean theme park operator, which expressed interest in running CB’s one-hectare family theme park.

Aside from the retirement city and theme park, Cebu Boardwalk will also have an 8,000-square-meter amphitheater park, which will be an ideal venue for concerts, theater productions, cultural presentations and huge expositions; cinemas; art gallery; marina and yacht club; marina promenade; a Zen center where fitness gyms, health spas, hair salons and skin and body care salons will be located.

It will also have a tourist center, visitor center, souvenir shops, antique shops, duty free shops, restaurant strips, fastfood chains, food court, retail shops, banks, themed flea market and a trade and exhibition center.

Gomos said FFCCI aims to transform the area into a world-class visitor destination, aside from spurring economic and financial development in Mandaue. This will enhance tourism and socio-economic activities, ensuring sustainable and excellent quality developme

Yeah and as of now, CEBU DOCTOR's UNIVERSITY is the only locator under construction :)

^^ i remember when North Reclamation Project was newly opened, i saw a huge billboard that says ON THIS SITE WILL RISE THE UNIVERSITY OF CEBU. for some reason it didn't happen. the school was built near the old mactan bridge instead, now called UC Lapulapu-Mandaue. :)

Yeah, I also heard of that! But, what could have happened to the original plan? Isn't UC replanning to have another campus since the area is already being developed?

So you're in makati right now? I used to work in PBCOM Tower (now im back to skul!) and i always see the PS building from the office. but e-Services II (Convergys) is bigger than PS right?

etelecare Cebu's building in Asiatown, its boxy window design looks similar to that of PS Makati :) but they say both buildings have the same floor area. :)

i dont think so, nasa UCLM na kse ang dapat sa North Reclamation. besides, they already completed their bldg in Banilad Campus. but who knows, being the center of education, anything can happen.. :)

Besides, the CEBU DOCTORs' UNIVERSITY which is NOW OFFERING non-medical courses (e.g. engineering, etc.) would be LOCATING in the area. :D

@rusty18. yeah im currently workin' here but i ll be transferring anytime soon sa PS Cebu...i like it there kc...yeah the Convergy's building is taller than PSCenter...but uhmmmm i think PS Center is wider than Convergys.....

Its good to have you here coz you have more knowledge about Cebu than me... :)

You know, when I pass along Osmena blvd, I always see the rendering of that (CKS Towers) building along the sidewalk and waiting for its development as I've seen fenced lot @ the back of a building where I think is the site for its construction but years have passed it didn't materialize that made me sad.:(

but the tallest building to be outside Manila that didn't materialize is a 40 storey government office building and the other floors for rent @Fuente Osmena that is a government property...
My father said that they have allocated a budget for that but it didn't pushed through coz of the Financial crisis sometime 1998.

South reclamation patent out for 7 lots
CEBU CITY -- The Cebu City Government finally got the special patent for the South Reclamation Project (SRP), which Environment Secretary Michael Defensor signed last week.

This was revealed Tuesday by Department of Environment and Natural Resources (DENR) 7 regional technical director for land management Diana Apistar, who said the special patent covers only seven lots.

Cebu City applied for special patent covering 15 parcels of land at the 295-hectare SRP, but the DENR did not allow the inclusion of those occupied by the South Coastal Road, those with approved land surveys and the unfilled Pond A.

Apistar said the Talisay City Government, which is staking a claim over 53.44 hectares of the SRP, can no longer interfere in the issuance of the titles.

If Talisay City has objections to the special patent, it will have to go to court, as the DENR no longer has jurisdiction on the issue, Apistar said.

"It's no longer in our hands," she said. "If Talisay will act on it, they have to go to court."

Apistar said, though, that the three parcels of land within the SRP that are covered by approved land surveys are within the jurisdiction of the DENR.

She said Cebu City had sought for the cancellation of the three surveys but the DENR 7 advised against it, as it would have delayed further the issuance of a special patent.

Private individuals are claiming ownership of the three parcels of land.

The Cebu City Government needs the special patent to convince investors to put their money in the SRP, which cost P6.3 billion under current exchange rates. The funds were sourced from the Japan Bank for International Cooperation.

Apistar said the special patent was transmitted by the office of Secretary Defensor to the DENR 7, which forwarded it and other related documents to the Community Environment and Natural Resources Office and then to the Provincial Environment and Natural Resources Office (Penro).

Apistar said the Penro was supposed to forward it to the Registry of Deeds.

The special patent is a one-page resolution that will be translated later into an original certificate of title by the Registry of Deeds.

Mayor Tomas Osmeña had refused to announce in public the update of Cebu City's application for the SRP titles, believing Talisay will block it.

He apologized again to the public Tuesday for withholding information on the status of the SRP.

"We are deliberately withholding information because we don't want to tell our enemies about the details. I apologize to the public because I'm not taking this in a transparent position. It's a matter of security. You'll have to trust me. We're doing the best we can," Osmeña said.

The mayor explained last week why Katahira Engineers and International, the consulting firm commissioned to prepare the documents for the City's application for the titles, did not appear before the City Council's executive sessions.

"Don't expect me to announce it. Why would I announce that, because you are a member of the council? Why is that so important to them, because there's P3 million involved? It's not their responsibility. The consultant's job is to fill in the blanks, not give a minute-by-minute account," he said.

Katahira has been contracted by the City to work on the documents and other requirements for the titling of the SRP under a P3.4-million contract.

The three-year delay of the SRP titles has been "hurting the City Government badly."

Crossroads undergoes expansion, owner gets calls for more space

To answer the strong demand for more spaces, Crossroads Mall in Banilad, Cebu is now currently constructing five more additional units for lease.

“It would be our last hurrah for this area. The last five units that we will be offering would be the last ones for Crossroads because we won’t have space to lease out anymore,” said Monina Blanco, manager of Cuervo Far East Inc. (CFEI-Cebu), in an interview.

She added, however, that the owner of Crossroads Mall is negotiating with some property owners to be able to expand.

The additional units would have an area ranging from 60 to 70 square meters and would face the Banilad road to ensure maximum visibility, she said.

Non-food

CFEI, a real estate service company that pioneered the strip mall concept in Cebu, is the marketing agent of Crossroads Mall.

For its additional units, the mall management is now targeting non-food and beverage outlets.

“Our existing restaurants and bars have been enjoying excellent patronage notably during mealtime and watering hole hours.
With a varied tenancy mix (brought by the expansion), we expect to bring in more of the day crowd as well,” Blanco said.

She added that “creative entrepreneurs” or any company that will offer what the current tenants of Crossroads are not offering would be given preference to avoid duplicity and competition among them.

A supermarket may not be feasible anymore because of the other malls nearby, she said.

15 tenants

“A health and fitness gym, a yoga center, ballet center or any of that kind would be good,” she added.

Developed more than four years ago, Crossroads Mall sits on a lot that covers almost a hectare. It has 15 tenants that include K-1, Vudu, Krua Thai, Big Mao, Olio, Meddah Spa, Tsai Asian restaurant, Banri Noodles, Expose Salon and La Marea.

“We believe Crossroads Mall initiated a spark of success for retail project concepts in Banilad and we are happy to note the developing growth of other mall concepts in the area as well,” she added.

Blanco also revealed that Krua Thai would soon put up a Vietnamese restaurant in Cebu.

She said Cebuanos have become eclectic and adventurous even with food. She added that Cebuanos who work in call centers also like to dine out. (ALC)

nah, haven't been to elizabeth mall. hehe i have no idea. perhaps mike here can describe to us how emall looks like? photos perhaps? mike by the way is our mall guru here :D

I think Michael is not an emall freak coz its kinda far from his home and school so I will describe it for you guys coz just lately I work @ emall.
Actually, Elizabeth mall is a 100% mall, modern but a bit small but much bigger than JY Discovery mall and Mango Square mall and a lil bit bigger than Robinsons mall. Its supermarket is owned by SM or a branchof SM supermarket and their entertainment and foodcourt are is too spacious like a size of two basketball courts. 3 cinemal all equiped with dolby digital sounds with about 500 seating capacities, I even like it better than SM and Ayala cinemas. with basement parking for Rusty's car to park... Anyway if I'll pass by the mall I'll take a pic of its interior and I'll try for the exterior. Emall btw is only very accesible by southern Cebu City residents, uptown residents seldom shop at emall coz of its location.

Its good to have you here coz you have more knowledge about Cebu than me... :)

You know, when I pass along Osmena blvd, I always see the rendering of that (CKS Towers) building along the sidewalk and waiting for its development as I've seen fenced lot @ the back of a building where I think is the site for its construction but years have passed it didn't materialize that made me sad.:(

but the tallest building to be outside Manila that didn't materialize is a 40 storey government office building and the other floors for rent @Fuente Osmena that is a government property...
My father said that they have allocated a budget for that but it didn't pushed through coz of the Financial crisis sometime 1998.

Developers predict market for condos

Property investors are now looking at buying condominium units as the mobile lifestyle of some people, especially young professionals, has increased the demand for this type of homes.

According to Syntech Properties Inc. chairman of the board of directors Eugene Yong, the increasing demand for compact living space makes condominiums a better investment than other property ventures.

Garces Rental and Property Management Corp. and Garces Realty president and general manager Edmund Garces confirmed Yong’s statement, saying its new condominium project will bring in more dollars to the country since the company already have ready buyers coming from different countries.

“Cebu is still a very viable location for these buyers,” he said in a statement earlier.

Garces has combined the resources of his two companies to gain enough capital to finance a high-end resort condominium in Mactan Island, Cebu.

Singapore-based Syntech is the developer of Citylights Gardens Condominium at Nivel Hills, Apas. It recently held the groundbreaking for phase two of Citylights Gardens.

Yong said some 40 percent of the buyers of the 144 condomium units in phase one bought the property for investment purposes. (JBN)

Commonwealth Estate Inc. (CEI) plans to build a condominium in Guadalupe, Cebu City. CEI has developed projects like Villa del Rio in Mactan, East Aurora Tower in Mabolo, Garden Bloom Acres in Consolacion, Puerto del Sol in Talisay, and Brookfield Subdivision in Mactan, Cebu.

i'm still waiting for more information and renderings on the proposed condominium building. most likely its gonna be as tall as the aurora tower or even taller. the developer affirmed cebu's condominium market growing because of high demand :okay:

Hard work, love for food behind Cafe Laguna's success


This family's love for good food resulted in the setting up of a small restaurant that has grown into a serious business venture.

"We loved to eat. And when we go out, there were very few restaurants then. So, we decided to put up our own carenderia so we can cook our preferred food," said Gilda Viado, Cafe Laguna franchising manager and Ayala outlet manager.

Viado recalled that her mother Julita Urbina got the love for cooking from her grandparents who were both good cooks.

Urbina's mother once owned a restaurant in Cartimar, Manila and she was exposed to the restaurant business and how it was managed as a young girl.

When the Urbina family came to Cebu in the 1970s, very few restaurants were in existence.

This emboldened Lita Urbina to open her own carenderia, Mother's Best, in 1979.

It served Filipino food and started with just 10 tables at their rented apartment near Camp Lapu-Lapu in Lahug, Cebu City.

It was a novelty at the time since very few food outlets served Filipino dishes.

Over 10 years later, Urbina decided to renovate and expand the area, transforming the carenderia into a fine dining restaurant in 1991 and renaming it Cafe Laguna.

Its puto-bumbong (sticky rice that is steamed and served with grated coconut and sugar) caught the fancy of Cebuanos and became a factor for differentiation for Cafe Laguna.

The first outlet became so successful that the family decided to slowly expand the dining area from just one door of the four-door apartment, which the family already bought, covering the entire ground floor area.

Three years later, in 1995, Urbina ventured into Ayala Center Cebu. Viado recalled that the family had to consider all aspects of operation before they agreed to go to Ayala.

"We were not used to renting. We may not be able to recover our costs," Viado said.

After negotiating with Ayala Center, she said, the family decided to go for it. It was a good decision since the Ayala outlet registered good sales. The family decided to expand outside the mall when they saw that there was a market for corporate functions.

So, when Ayala offered the garden area to them, Viado said, they decided to put up the Laguna Garden Cafe, a two-story building at the back of Ayala Center.

For the Urbina children, going into business was a natural consequence of the training they went through to help out in the business. They spent most of their free time helping out in the store or in the kitchen, Viado said.

"It was not difficult for us to take over the daily operations of the business since we were trained by our parents," she said.

Their edge over the competitors, she said, is that they know how to cook and are not dependent on hired help. "If a cook is absent, we take over the job," she pointed out.

Cafe Laguna is also going into research and development as well as upgrading of the skills of the kitchen staff.

Raki Urbina, a younger brother, who was trained in the culinary arts in the United States, is now applying his knowledge to improve the culinary aspects of the business.

Viado said Raki has been conducting seminars for the kitchen staff and is now closely supervising the kitchen. He is also taking advantage of technology to improve Cafe Laguna's cuisine.

Looking ahead, Viado said Cafe Laguna wants to promote Filipino cuisine in the global market. "It's about time Filipino cuisine is recognized globally," she said.

Cebu City Mayor Tomas Osmeña said Tuesday the city would withhold any information on the titles of the South Reclamation Project (SRP) to prevent the city's "enemies" from intercepting them.

"We are deliberately withholding such information because we have enemies that sabotage our efforts," the mayor said.

The mayor apologized to the public for "this moment of non-transparency."

He said the city government would exert all efforts to obtain the much-awaited SRP titles.

Development of the SRP has been delayed due to the pending documents.

"You have to trust me on this for a while. But we are doing everything that we can," he said.

Subject documents are now being processed by the Land Management Bureau, which finalizes the subdivision of the lots for the 295-hectare property.

The mayor said the titles would probably be cleared for issuance to the city by early October.

It's actually the old UNIWIDE SALES building at the Mandaue Recla. Beside it will be the planned Megadome... Pero ambot madayon ba ni oi kay daghan man kaayo ug mga announcements sa newspapers nga nagkalainlain... Para nako murag ang klaro ra nga project kay ang Cebu Doctors' University Campus sa Cebu Boardwalk....

i was informed a callcenter company is currently operating at the JY Square Mall a.k.a. Discovery Mall. do u have any idea what company is it? an IT building will also be constructed at the back of the mall. no further details but the construction will start anytime, the fact that it was already declared as an IT zone. :)

Tokyo firm wants to build hotel in SRP

A tokyo-based hotel wants to put up right away a mid-rise hotel in the South Reclamation Project (SRP) near Kawit Point.

Mayor Tomas Osmeña said that if Alpha Home Limited of Tokyo City has to start right away, there are some things they have to study.

The mayor said the firm will build a seven-story mid-rise building, not 15 stories.

He said that building a hotel is allowed within the SRP, which has been declared a special economic zone, such as Clark and Subic.

“There is even a tourism zone inside the Philippine Economic Zone Authority. I gave (them) an incentive inside the walls of Kawit because we will immediately need a hotel there,” the mayor told a news conference yesterday.

The City Government will not be selling any part of Kawit Point to investors.

Instead it will consider offering Alpha Home a percentage-sharing scheme of its gross monthly income.

Taking risks

Osmeña said the City can collect 20 percent of the gross receipts inclusive already of business taxes “in lieu of rentals” from the investor.

“It’s like we’re taking the risk together with them. So, the percentage would depend on how much is the income of the hotel. We’ll be talking about these things with City Council. Our discussion is along that line,” he added.

The mayor also announced that officials of Filinvest, a subdivision developer, will be meeting him on Saturday to discuss its earlier proposal of developing Kawit, which is part of the Pond F of SRP.

Bigfoot Global Solutions is also interested in putting up a yacht club with an entertainment complex and a restaurant at the site.

Proposals

The City has received proposals from Landco, a developer, who wants to invest about 20 to 40 hectares of the Kawit Point portion of the SRP, but the City is still studying the details.

The mayor said he has not committed anything for Pond F because of Filinvest’s interest.

The City is also expecting a visit from a high-ranking official of the Makati Stock Exchange to look into the possibility of transferring its operations in Cebu.

Osmeña said the City will be offering them a hectare or two for free should they decide to transfer their operations to Cebu City. (GAC)

i was informed a callcenter company is currently operating at the JY Square Mall a.k.a. Discovery Mall. do u have any idea what company is it? an IT building will also be constructed at the back of the mall. no further details but the construction will start anytime, the fact that it was already declared as an IT zone. :)

Haven't been to JY Square lately but yah mag construct daw ug IT Building.. I also have no idea pa what company is currently operating there BUT THERE IS..

Bidding for P2.5B tunnel in November

Bidding for the proposed P2.5-billion tunnel section of the Cebu South Coastal Road Project is set to begin in November, Cebu City Councilor Gabriel Leyson said.

Leyson, who represents the Cebu City Government in the Regional Development Council (RDC) 7 meetings, said that since the project already has the endorsements of President Arroyo, the National Economic and Development Authority (Neda) and the Japan Bank for International Cooperation (JBIC), there is a 90 percent chance the international bidding will push through in November.

Pre-bidding activities are already being done in Manila although Leyson said he could not give details.

According to Leyson, the Neda investment coordinating committee already approved the Department of Budget and Manage-ment’s funding strategy.

The bid documents and evaluation criteria are already for concurrence by the JBIC, which will fund the project through a loan, according to the project monitoring report of the infrastructure development committee (IDC) of the RDC 7.

The subway or segment 3B2, which is one of the components of the viaduct section of the multi-billion-peso road project, will go under the Plaza Independencia and will end on McArthur Blvd.

It is approximately 0.97 kilometers long, consisting of a 610-meter twin box tunnel and a 360-meter reinforced concrete retaining structure and is expected to be completed by 2008 to ease traffic on M.J. Cuenco Ave.

Earlier, RDC 7 private sector representative Valeriano Avila expressed reservations in endorsing the project, with the govern-ment’s current fiscal crisis.

The National Government needs to put up a P868-million counterpart for the infrastructure, which has a civil works cost of P1.6 billion. Some P193 million will go to the project consultant.

The other component of the road project’s 2.34-kilometer Cebu Business District (CBD) section—the approach to the subway segment or segment 3B1—is behind by 5.58 percent, according to the IDC project monitoring report.

The actual completion, based on the revised schedule, is 89.98 percent. Its scheduled completion date is Oct. 23.

The cost of segment 3B1 has also gone up to P698.38 million, from P695.49, due to the 10 percent value-added tax.

The four-lane viaduct, which was turned over to the Department of Public Works and Highways 7 last year and is the first of the three components of the CBD that was completed, had a final cost of P1.133 billion, from the original price of P1.109 billion.

Two other sections of the coastal road, the 4.02-kilometer causeway and 5.30-kilometer Talisay section, were completed in March and July 2004, respectively. (CYR)

Cebu City ‘can start talks with investors’ now

With the special patent for some 210 hectares of the South Reclamation Project (SRP) out already, the Cebu City Government can already start entertaining investors while waiting for the patents for 75 more hectares.

SRP manager Nigel Paul Villarete said, though, that the City will have to wait for the actual titles before it can do business with any party.

He said the special patent for the entire SRP will be released in three tranches, the first one being the document signed by Environment Secretary Michael Defensor last week, which covers 210 hectares of land.

Villarete is confident the second tranche or the patent for some 10 to 15 hectares, covering the parcels with the approved land surveys, will be released before the year ends.

As for the third tranche, which will cover the 60-hectare Pond A, Villarete said the City will work on this once they see the need to fill it up.

The South Coastal Road covering 10 hectares no longer needs a title, he said.

For his part, Rep. Eduardo Gullas (Cebu, 1st district) said the environment department’s recognition of the prior claim of three private lot owners strengthens the claim of Talisay City over 53.44 hectares of the SRP.

Gullas said the private owners have been consistently paying real estate taxes to Talisay.

He said in a press statement that the special patent for seven parcels of land in the SRP “will not in any way prevent Talisay from pursuing its claim.”

However, Gullas pointed out that the Talisay City Council has passed a resolution assuring possible investors of the SRP security for their investments and that the council will not oppose any issuance of separate certificates of title for SRP investors.

Talisay City Administrator and Legal Officer Aurora Econg yesterday said she will clarify with officials of the Department of Environment and Natural Resources on the issuance of the special patent.

For the past days, Econg said she got busy preparing the reply to the petition filed by Cebu City Mayor Tomas Osmeña, seeking the nullification of the Talisay’s cityhood.

The petition resulted from Talisay’s claim over part of the SRP.

In a separate news conference, Cebu City Mayor Tomas Osmeña said he already expected that Gullas and the Talisay City Government will protest the recent development on the SRP.

“They will try to see what they can get. But at least we are now in a better position,” Osmeña said.

Meanwhile, Cebu Investments Promotion Center (CIPC) managing director Joel Mari Yu said they can already start negotiating with locators and utility providers now that the patent has been released.

“It’s what we’ve been waiting for because there are people willing to sign up and locate to the SRP once the patent is out, but our immediate concern is to negotiate with water and power providers. Definitely, it can be done now because the patent removes all doubts on the security of the deal,” he told Sun.Star Cebu.

Once water and power supply is in place, Yu said they will immediately develop 70 hectares into an industrial area for export processing zones and appoint its property manager.

CIPC is the designated marketing arm of the SRP.

Yu said there are 10 to 15 locators at the Mactan Economic Zone that are considering the SRP for their expansion projects, “but they want all issues at the SRP resolved first.”

In a long distance phone interview, Villarete said he does not know whether the patent has already been forwarded to the Registry of Deeds.

Villarete is on official leave while attending a conference on sustainable urban transport and land use planning in Bangkok, Thailand, his first trip abroad since the mayor issued a travel ban on him last year.

Mayor Osmeña kept Villarete from going abroad until the SRP titles are released.

A boom in the information technology (IT) sector is expected to happen in Cebu with 10 upcoming IT zones located in the province.

While some of the companies with pending applications to become IT zones are still being developed, some establishments, like the Mango Square mall, are just waiting for the proclamation from the Philippine Economic Zone Authority (Peza) on their IT zone status.

Mango Square said Peza has already issued a board resolution classifying the mall, located on Gen. Maxilom Ave., as an IT building.

“We are just waiting for the certification, which is the formal proclamation from Peza,” Mango Square operations manager Conrad Ding said.

He told Sun.Star Cebu that the mall, developed by Ludo and Luym Development Corp., has more than 2,000 square meters of contiguous space that it can immediately offer to prospective locators.

Mango Square is currently housing Xlibris, a company that offers book publishing as a consumer service. The mall is also in talks with two companies in IT-related businesses.

Meanwhile, JY Square IT Center has more than 3,000 square meters to offer to IT and IT-related companies, preferably call centers, in the JY Square Discovery Mall.

The company said it plans to build a five to seven-story building on the 4,000-square-meter lot within the 10,000-square-meter JY Square IT Center in Lahug, Cebu City. This building, an addition to the mall, will be devoted to call center operations.

JY Square Discovery Mall now has one call center locator, the Call Tek International.

Other IT zones awaiting Peza proclamation include Keppel Center in the Cebu Business Park with a 29,434- square-meter floor area; Mira Nila Economic Zone in Barili, Cebu with a lot area of 3,030 hectares; Polambato-Bogo Economic Zone in Bogo, Cebu with a lot area of 41.71 hectares; Taft IT Park in Mandaue City with a floor area of 9,515 square meters; Arcenas Estate IT Building with a floor area of 5,241 square meters and Cebu Cybertown IT Park in Mactan with a lot area of 11.551 hectares.

Locators of IT parks enjoy tax perks, such as income tax holidays for four years for non-pioneer IT enterprises or six years for pioneer IT enterprises.

They also have the option to pay a special five percent tax on gross income earned in lieu of all national and local taxes, except real property taxes, on land owned by developers aside from being exempted from payment of import duties and taxes on imported machinery and equipment and raw materials.

On training expenses, IT park locators can charge 50 percent of their training expenses against the three percent share of the national government in the special five percent tax on gross income.

Foreign investors, who initially invest 150,000 on IT projects, will also be granted permanent resident status in the country.

hmmm, maybe not... this project costs billions and the span of construction is 3 yrs....you're right that this tunnel is a subway like that in tunnel in Paris where Princes Diana died... and infact this is called Cebu subway tunnel by the Japanese constractors... those underpasses in MManila I think is just the same with flyovers.
I haven't been to all underpasses in Manila but are those long underpasses like about a kilometer long? Underpasses are diffrent from subway tunnels I think....

.900+ meters or just 1 kilometer.... it will pass under Malacanang sa Sugbo, Plaza Independencia and the historic Fort San Pedro and exits @ Mc. Arthur Blvd.. Its a short subway tunnel, not just an ordinary tunnel or underpasses..

Oh really? tornado in the Philippines for me is not that new.... cguro I'm just lucky enough that I always hear tornadoes occurring anywhere in the Philippines and infact I saw it personally just near our house here in Cebu last 1999 but a bit scary though. Just last year, about 3 tornadoes showed within metro Cebu area and more than a hundred houses were destroyed as a tornado hit our neighboring Talisay city here in Cebu just near our barangay and we also felt its fury as its gale forced winds reached our area. Im always monitoring these events coz of my mother, she's really scared of this kind natural disasters after what happened last 1999.

One tornado just happened in Libis, QC 2 days ago. I guess its Global Warming to be blamed here. We are now experiencing more frequent powerful typhoons + tornadoes that are rare before now occurs more frequently. U be the Judge. US Katrina went to Cat5 at strongest and in less than 4 weeks Rita another Cat5 at strongest. And still US wouldnt sign the KYOTO PROTOCOL. Damn!

For me, it's still the safest place to be.... let's face it...these "natural stuffs" do happen almost everywhere...but I've never heard of Cebu being affected badly. I'm living now in Metro Manila...yeah right, there are no so called tornadoes but damn, typhoons do pass its way in a monthly basis! (hmmm well i've heard too that a tornado hit one of MM's cities this week) i aint sure if that was in Ortigas Pasig or Libis QC. kc naman it didnt affect us that much..same thing with what happened sa cebu..mas ok na nga yung sa cebu kc it didnt hit cebu's land (as u can see on the pic), unlike nung nangyari few days ago here na nasa ground na talaga!

bout that one on the pic, i saw that news din sa TV patrol here in Manila, pero it wasnt that alarming!

And about SRP....im pretty sure that investors are smart enough not to be carried away by just a WATER SPOUT (which is just an isolated case naman)!

Yup, like near the Ayala Station. Cebu's subway tunnel will be deeper and fully underground (i dunno the exact term to describe) but its gonna be similar with Paris' where Princess D died :D almost a kilometer long :)

the underpass kase in edsa there's a part na parang may open in the center island because of the MRT. in cebu's case, it will be completely dark. this type of subway tunnel is first of its kind in the country. the tunnel passes under Independencia plaza, Cebu City hall and nearby areas.

the cebu watersprout and baby tornado in Ortigas/Libis area only shows that disaster can happen ANYTIME and ANYWHERE. i was in school when the tornado struck. strong winds for almost an hour. electricity was down for a while sa school namin and the whole eastwood. my neighbor in ortigas also felt the wind tunnel effect. window glasses were banging really loud! but there was no damage reported both in eastwood and ortigas. Thank God.

TALISAY City will pursue its claim on the South Reclamation Project despite the recent issuance of a special patent for seven parcels of land to Cebu City, Rep. Eduardo Gullas said yesterday.

But Talisay's claim to 53.44 hectares of the SRP is the least of the Cebu City government's worries, an investment promoter said.

Joel Marie Yu, executive director of the Cebu Investment and Promotions Center, said the city government could not sell the reclaimed land on the basis of the patents alone.

"We need the titles," Yu said. "Only (land) titles can allow us to sell and lease the property."

With a long wait ahead to complete the paperwork and find large-scale investors to take root in Cebu, fears of a bankrupt city government have resurfaced.

The CIPC, the city's marketing arm for the SRP, is trying to attract local and foreign investors to the site which is envisioned as a special processing zone providing 30,000 jobs.

With an annual loan payment of P500 million, the City Government is severely straining its financial status and vital public services.

By 2006, the amortization reaches its peak at P610 million which is one fourth the size of the city's annual budget.

Land titles are issued by the Registry of Deeds. The City Government still has to present the patents to the Registry of Deeds, pay P6 million in fees, then deposit the titles in the Land Bank of the Philippines as collateral for its 12.3 billion yen loan.

The Cebu City government now officially owns 200 hectares out of the 295 hectares that comprise the property. Talisay City is contesting ownership over 53.44 hectares of the SRP which, its officials say, encroaches on its municipal boundary.

Mayor Tomas Osmeña said he received the special patents last week from Environment Secretary Michael Defensor.

The city needs to spend an additional P6 million to pay for the registration of the titles.

Osmeña said the amount would be sourced from the Land Bank of the Philippines in the form of another loan and not from the city's existing funds.

The DENR did not issue patents to areas covering the South Coastal Road and the unfilled Pond A, and to three parcels of land with approved surveys.

Osmeña said the national government owns the South Coastal Road while the three parcels of land, whose ownership are being questioned by private individuals, are under the jurisdiction of the environment department.

"The land-grabber Gullas can no longer claim these," he pointed out.

The mayor said the city government was reserving Pond A "for future use."

"I have no problem with that," Osmeña said, referring to the DENR's decision to exclude the coastal road and Pond A from special patents. "All the major areas have already been titled anyway."

He said two of the three surveys on the purported encroachment of SRP land into the boundary of Talisay City would be canceled.

Cebu City earlier sought the cancellation of all three surveys, but the DENR advised against it because it would have delayed the issuance of the patents.

Gullas claimed, however, that the issuance of the patents would not prevent Talisay City from pursuing its claim.

He said Talisay City officials would challenge this before other government agencies and the courts. In an opinion issued April 27, 2005, the Department of Justice said the Talisay could go to court if the councils of both cities failed to settle the turf war.

Gullas, congressional representative of the first district of Cebu, based his stand on the DOJ opinion that Talisay City's claim was not prejudiced by the issuance of the presidential proclamation in favor of Cebu City.

He said the DENR decision recognizing the three private lot owners whose lands were covered by approved surveys boosted Talisay's claim that the SRP encroached on the city's boundary.

Contrary to Osmeña's claim that the three parcels of land are under DENR's jurisdiction, Gullas said the contested lots were located inside the boundary of Talisay.

In fact, the congressman added, the owners of these lots have been paying real estate taxes to Talisay City.

"This recognition by the DENR strengthens the claim of Talisay City that there is actually an encroachment by the SRP not only in territorial waters but also land belonging to Talisay City," Gullas said in a statement.

He said the DENR was correct in excluding Ponda A from the patent because titles could not be issued for areas under water as these should remain properties of public dominion as stated in the Constitution.

A special patent is a one-page resolution that is transmitted to the Registry of Deeds for conversion into an original certificate of title.

Gullas said the exclusion of the South Coastal Road from the patents showed Cebu City had no claim of ownership over it, "thus, Osmeña has not right to close the highway, much less issue special passes to a favored few."

Despite the issuance of special patents, Cebu City still cannot sell the SRP to investors.

The fundamental concern in negotiating with investors to buy or lease lots at the SRP is the issue of ownership, Yu pointed out.

"There are many interested parties, mostly infrastructure investors, but we cannot have the legitimacy yet of negotiating with them because of the absence of titles."

He assured, however, that the SRP was 95-percent ready for occupancy, especially with the assurance of power and water facilities.

Yu met with officials of the Visayan Electric Company and the Metro Cebu Water District yesterday.

"We have plenty of inquiries and proposals from investors. In fact, it is not just up to the city if they will approve or reject these (proposals)," he said.

Yu said the SRP's industrial area, with a leasing rate of $0.50 per square meter for the first three years, was attracting the interest of some Japanese manufacturing companies as well as expanding firms from the Mactan Export Processing Zone.

Amid returning fears of bankruptcy, Councilor Jocelyn Pesquera yesterday said Cebu City would remain financially liquid until the end of the year.

The patent is only a back-up plan in case the city runs out of funds to pay the 12.292 billion yen loan from the Japan Bank of International Cooperation in 2006, she said.

"In case we really do not have money left, we can sell some (SRP) properties to pay for the loans," Pesquera said.

Although the patents do not have any immediate effect on the financial standing of the city, the councilor said the documents were assurance that the property indeed belonged to the Cebu City government.

"This will give the investors confidence that the property really belongs to us," she said.
Vice Mayor Michael Rama yesterday said belt-tightening measures-a stop-gap for large debt repayments for the SRP loan-would continue.

"We cannot afford to be extravagant in our spending knowing too well the situation. We have to be extra careful in our spending," he said.

Rama admitted that the approval of budget allocations for other projects was affected.

Last week, Osmeña shot down an approved P350,000 allocation for the city sportsfest, saying it was not time to spend for the event considering the present financial situation.

Rama declined to comment further.

He clarified, however, that the patents would not affect the city's present financial situation.

We can see here the beauty of nature and human creations all together.

Oh My GOSH!! and I thought Cebu was the most safest place in the Philippines from Typhoons and stuff since it's surrounded by big islands.

So, is like the SRP not an ideal place to build all those cool things?? But it's not that frequent though, right?

Just as they say.... Thailand together with Phuket is one of the safest country on earth interms of natural disasters with only one cyclone that occurs once every ten yrs. No earthquake zones etc...

I posted it coz its baeutiful "the art of nature!" isn't it? not to scare people or businessmen.
Cebuanos are lucky enough as they have witnessed its beauty that occurs seldom in this part of the globe.:)

FYI... the most safest region (competing globally) in the world for natural disasters is South America....and the most disastrous is east Asia as well as North America. Its kinda ironic coz South American countries are silent in terms of economic vibrancy but those countries prone for disaters like Japan, Taiwan, US are those countries who excel in business so this shows that businessmen are not bully regerding these natural disasters. It does not mean that if a a place that is hit by a tornado or typhoons, is already not fit for business. Those businessmen who thinks like that are soar losers. Its the least criteria for businessmen to see if a place is suitable for business, businessmen are more scared of man made disasters like politicings and demonstrations... Natural Disasters will only pass by but human disasters has minds that has the capability of sinking the country.

Lets not be hypocrite here, lets open our minds. Tornadoes occurs everywhere in the world just like in Ortigas last teusday. We also know that our country is within the typhoon belt area. For me tornadoes are attractions, its a beauty of nature..."the finger of God" as they say. More deaths coz of lack of knowledge. Just like GreyX, 1st time in the Philippines as he said, maybe one day he will just be surprised if a tornado will appear infront of him with no single idea of what to do. Only a sample GreyX..hehe....

This tornado, typhoons, hurricane things is not a delicate issue. This is not a negative event coz it is very natural, infact we should mention this always to save lives, for our people to be aware and have knowledge on what to do and prepare for its worst.

This thread really never ceased to amaze me, there is always alot of activities in all cebu forums and this is the fifth already, I've witnessed it from thread 4. Alot of real enthusiastic people and probably just very proud of their city, I don't blame them. I for one is charmed by Cebu City and it's beautiful beach resorts. I almost can't keep up with people who keep on posting in this column. The more I see alot of good developments here, the more I've been considering to buy a property there in Cebu, a condo maybe but I really rather have a residential property. Maybe, it's a good thing to plan ahead for my retirement even if it is still far ahead of me.

i may not be very clear in explaining but i'll do my best :D basically Talisay is claiming a parcel of lot in the reclaimed land (about 50-hectares) which Cebu City funded the project. Cebu City is paying P1.5 Million a day in interest alone for the 295-hectare SRP. it is unfair Talisay is claiming the land which accdg to 'em falls under the jurisdiction but only when the project has completed. in other words, the city will be getting the land for free while the Cebu City residents are paying for it. Talisay Mayor knew about the project as early as 1993 but was never involved whatsoever with the budget thing and all that. if the whole project is funded by the Cebu City Gov't, it is only right to claim it as the sole owner.

the conflict did affect in getting the land titles but at least now may progress na and the local officials are in the works of marketing the project abroad.

i think this is similar to Bonifacio Global City's Makati vs. Taguig City though i'm not really familiar about the issue.

Tomas sees P2.9B from sale of 29 has. of SRP land

Mayor Tomas Osmeña hopes to ease Cebu City’s financial burden by March next year when the City sells 29 hectares of land at the South Reclamation Project (SRP) amounting to some P2.9 billion.

Osmeña announced yesterday that the City Government will be ready to bid out the lots on the Mambaling side by February next year.

He placed the value of the SRP lands at P100 million per hectare, but said the City is willing to sell these at P80 million per hectare.

“I just want to remove the financial pressure on the City in the next few years because it’s already affecting the image of the City,” the mayor told a news conference yesterday.

The City Government has paid some P300 million for this year’s Aug. 20 billing.

The amount covered the first payment of the principal, amounting to P150 million, the interest of P140 million and the P10-million fee to the National Government as the guarantor to the loan from the Japan Bank for International Cooperation.

At the current exchange rate, the City owes the Japanese Government some P6.3 billion for the 295-hectare reclamation project.

Next year, the City Government will have to pay the highest amortization for the principal and interest of the SRP loan, at P600 million.

Potential investors wanted to see the special patent before putting their money in the SRP, after Talisay City staked a claim over 53.44 hectares of the property, which it says falls under its territorial jurisdiction.

The special patent Environment Secretary Michael Defensor issued for seven of 15 SRP lots is already as good as an original certificate of title.

The Registry of Deeds of Cebu City confirmed it has received the patent for the SRP. The office is transcribing the document’s contents onto a special paper called judicial form 45.

The special patent contains all the information that will appear on the certificate of title, such as technical descriptions (boundaries) of the parcels of SRP land under the ownership of Cebu City.

But since it is written on ordinary paper, the contents of the special patent will have to be transferred to a special form, which shall be called the original certificate of title.

The special patent, after it was issued by Defensor, was forwarded to the Department of Environment and Natural Resources (DENR) 7, which transmitted it to the Cebu Provincial Environment and Natural Resources Office (Penro).

Penro chief Teodorico Baral said the process of issuing the title will not take long, as the Registry of Deeds will just register the special patent.

He also said it was the first time for the Penro to get hold of such a document.

A special patent is issued to a government entity over alienable or disposable lands by virtue of a presidential proclamation.
The SRP had been declared a special economic zone through a proclamation issued by President Arroyo.

Shortly after, the President issued Proclamation 843, which declared the SRP as alienable and disposable land and authorized Defensor to issue a special patent for the SRP to Cebu City.

As the second presidential proclamation provided that the special patent to be issued to Cebu City is “subject to private rights, if any there be,” three parcels of land within the SRP that are covered by approved land surveys have been excluded.
The Canton, Maglasang and Taneo families are said to own these private lots.

Talisay City Administrator Econg described them as “active taxpayers” since they have been consistently paying real estate taxes to the Talisay City Government.

A lot with an approved land survey is covered by a private claim. The survey is one of the requirements for land titling.

Baral said that prior to the issuance of the special patent, the Penro and the Community and Environment and Natural Resources (Cenro) conducted a preliminary investigation on the application of Cebu City.

Investigation

Once the investigation was completed, all pertinent documents and reports were submitted to DENR 7.

After verifying the documents, including certifications from the Land Registration Authority that there were no titles previously issued for the area, the DENR 7 forwarded the application to the environment department’s central office in Manila.

Mayor Osmeña said the special patent will bring in billions to the City Government in the coming years.

Cebu City will start to make money in six months, when bidding processes shall have been completed, he said.

Instead of giving the Municipality of Cordova a two-hectare lot at the SRP, Osmeña said he will just give the town P150 million since it will not have a need for land in Cebu City.

He said, though, that the amount will still be subject to the City Council’s approval.

A gift

The mayor promised to give the lot in exchange for the municipality’s hosting of the city’s Badjao residents who were recently displaced by a fire.

“It’s a gift because they (Cordova) do not fight us,” he said.

As for the Talisay City Government’s insistence on its claim on a 53.44-hectare portion of the SRP, Osmeña said Rep. Eduardo Gullas (Cebu, 1st district) can say whatever he wants to say, “but he gets nothing.”

Osmeña encouraged real estate brokers to participate in the bidding, which will be subject to approval by the City Council.

He said anybody can participate in the bidding since the SRP is both a commercial and industrial area. (LCR/LAP/GC)

Here's a pic of the so-called Malacanang sa Sugbo.. Besides it is the entrance to the South Road Properties, formerly known as the South Reclamation Project (SRP). The entrance is temporary though since a tunnel will be constructed. Originally, a "skyway" was planned to connect the SRP to the highway up north but then this would involve cutting down the centuries old Narra trees at Plaza Independencia, this could also mean cutting into half the said historic plaza; thus to satisfy conservationalists, the said tunnel was presented instead.. :)

The presidential residence is fully furnished inside courtesy of some of Cebu's furniture manufacturers.. Ships that once were docked at this old customs building were cleared and right now one can only find a Navy GunShip anchored at the back..

CEBU CITY — Firms interested in building the R2.5-billion tunnel section of the Cebu South coastal road project may start sending in their bids in November, a Cebu City official said.


Cebu City Councilor Gabriel Leyson, representative of the Cebu City government in the Region 7 Development Council (RDC 7), said there is a 90 percent chance that the international bidding of the R2.5-billion tunnel project will push through, noting the endorsement by President Gloria Macapagal Arroyo, the Japan Bank for International Cooperation (JBIC), and the National Economic and Development Authority (NEDA).

The NEDA investment coordinating committee had already approved the Department of Budget and Management’s funding scheme.

The bid documents and evaluation criteria are already for approval by JBIC, which will fund the project with a loan, according to a project monitoring report by the infrastructure development committee (IDC) of RDC 7.

The subway, or segment 3B2, which is one of the components of the viaduct section of the multi-billion-peso road project, will be located under the Plaza Independencia and will stretch up to McArthur Blvd.

It is approximately 0.97 kilometer long, consisting of a 610-meter twin box tunnel and a 360-meter reinforced concrete retaining structure.

Scheduled to be completed by 2008, it is expected to ease traffic on M.J. Cuenco Ave.

Earlier, RDC 7 private-sector representative Valeriano Avila expressed reservations about the project, noting the government’s current fiscal crisis.

The national government needs to allot a R868-million counterpart fund for the infrastructure project. The civil work will cost R1.6 billion, and R193 million will be paid to the project consultant.

cguro you mean South Bus Terminal.... not north.
beside ABS CBN complex but ABS CBN complex was already demolished to give way for the counstruction of an IT mall and college. just beside E mall or at the back of the former ABS CBN complex is the newly built modern GSIS Cebu building which I also posted here lately.
3 yrs ago, that area was very chaotic, a lot of crimes happens in that area along that vacant lot where E mall stands, that vacant area where GSIS stands upto south bus terminal area and that vacant area at the back of CCMC where the newly built CitiLink terminal stands, and infront of the citilink terminal was the newly built CTS college.... but now I can walk safely anytime.
If we think of that area just 3 yrs ago, it is far different at the moment.

Request to Forumers: Can everyone please make an effort to make single posts at a time, and not numerous posts consecutively. I've noticed the reason why the Cebu thread grows so fast is because of that reason. Please put into consideration that posts take up bandwidth which Jan thankfully pays for. Also keep in mind that the more bandwidth we take up, the slower SSC will be in the future.

yup, bsaed sa rendering....its a midrise to highrise and it's very modern looking, all glass design building....it will be a branch of Asian College of Technology owned by councilor Abellanosa of Cebu City. i dunno if its a mall gyd or a a pure school coz it is written there "on this site will rise ACT IT mall"..

I think the one marked in blue must be the tunnel portion. The tunnel they said will pass under Plaza Independencia from McArthur boulevard.

The underwater tunnel from Cebu to Cordova in Mactan is just a plan because of the envisioned International Port in Cordova whereas the tunnel that will be built under Plaza Independencia is part of the existing SCR project. The underwater tunnel from Cebu to Cordova in Mactan is just a plan because of the envisioned International Port in Cordova

I think the underwater tunnel will never be possible. The project would really be too expensive for Cebu and the Philippines.

The Chiongbians, one of the pioneers of the country’s shipping industry, has spread its business to the food sector, including popcorn, through its younger generation.

Cousins John Paul Chiongbian and Derrick Chiongbian, who are among the third generation of Chiongbians, are now introducing in Cebu the “first healthy popcorn, the Holy Kettle Corn brand,” in the country.

Traditional

“We are offering the Cebuanos the healthy popcorn that is cooked without butter and artificial flavors, just sugar, salt and corn oil. Our corn is imported from Nebraska. We also went back to cooking popcorn the traditional way—in a big kettle,” Derrick said.

Derrick and John Paul are partners in the Asia JDC Development Corp., the company behind the restaurant-bar Vudu and the newly opened restaurant Formo at the Banilad Town Center (BTC).

Asia JDC is also a shareholder of the Cebu Channel 28.

Branches

Derrick said Blue Kettle Corp. (BKC), the company managing Asia JDC’s popcorn business, invested some P700,000 for its first Cebu outlet located at the BTC.

The outlet is the company’s first branch outside Metro Manila, where it has 10 branches.

BKC, which was established last year, also plans to open two more branches—one each in the Ayala Center Cebu and SM City Cebu—and satellite booths in schools and other interested business establishments in Cebu, John Paul said.

By next year, BKC will open the company to franchisees, initially in Davao and Cagayan de Oro.

The country would not bleed with brain drain if its economy is good.

That’s an obvious and acceptable reason for the number of Filipino workers from different sectors that leave the country to work abroad, said Jose Mari Bigornia, president of the College of Technological Sciences-Cebu, in an interview yesterday.

“There would be no brain drain problem if our country has political and economic stability to give our workers a good working environment,” he said.

Cebu, in particular, still has enough number of good information technology workers. However, they just don’t have enough job opportunities, the reason they work elsewhere, he added.

Bigornia, also one of the trustees of the Cebu Chamber of Commerce and Industry, said, however, that healthcare practitioners are notably leaving the country.

A report from the Philippine Center for Investigative Journalism last March mentioned that close to 90,000 Filipino nurses were deployed abroad in the last 10 years while 3,500 Filipino doctors left the country to take on nursing jobs overseas in the last four years.

Declining

Maribel Du, president of Philippine College of Surgeons-Cebu and Eastern Visayas Chapter, said, in a separate interview, that Cebu still has enough doctors. She admitted, however, that the number of medical trainees is declining.

“If that continues, it might cause a problem in the future. However, we cannot hold them back if they work abroad for economic reasons. It’s a personal choice they make for personal reasons,” she said.

Personnel Management Association of the Philippines executive director Gerardo Plana also said the economic reason of Filipino workers leaving the country is legitimate.

“In fact, they are major contributors to our country’s economy by the remittances that they send,” he said.

Plana, however, cautioned that “there must be a balance.”

He said a commission called the National HR (human resource) Agenda that would give a venue for HR practitioners to meet and discuss issues of human resource should be created.

Management

“An integrated human resource management plan for the country is a need.

What exactly do we want to do with our human resource? With the brain drain issue, up to what point do we allow doctors to become nurses and drain our medical human resource in the country? This could be a potential problem in the country,” he said in a press conference.

Bigornia, however, maintained that a national HR agenda still would not serve its purpose if the country’s economy remains shaky.

“Putting food in the mouth of each man’s family would always be the top priority. Again, it boils to down to the main problem—our economy,” he told Sun.Star Cebu. (ALC)

aww, you seen Cebu!28 na pala? When was your last time here in Cebu? :D

Yeah, Cebu's presentation is indeed world class and I think that their target is the tourists but it isn't updated nowadays. The last time I saw it updated was 2 months ago...

Meanwhile, RCTV nowadays is always updated. And I love their programs especially ISMOL TYM! (feature on small businesses). Their target market I suppose is the masa market of Cebu.

Osmeña vows: P2.5B for
29 hectares in 6 months

IN six months, the South Reclamation Project will bear fruit-P2.5-billion in revenues from the sale of 29 hectares, Cebu City Mayor Tomas Osmeña said yesterday.

Osmeña said the 29-hectare property, a prime commercial and industrial area near Cebu City, would be ready for bidding by February 2006-the deadline for the first of two P305-million debt repayments.

The second installment is slated for August 2006.

"I just want to remove the financial pressure from the city (government) in the next few years," he said. "It's affecting the image of the city, murag gutom gyud kaayo (making it seem we are going hungry)."

Osmeña, however, did not identify any potential investor interested in purchasing the lot nor comment on speculations that the lack of power and water utilities would hamper the entry of investors.

In 2006, the city will pay its biggest amortization-around P610 million, which is more than a quarter of its existing annual budget-for the SRP's 12.3-billion yen loan.

The city now officially owns seven parcels of land in the controversial reclamation project, but this is only 200 hectares out of the 295-hectare property, Osmeña told Cebu Daily News in an earlier interview.

Osmeña received the special patent covering seven parcels of land in the SRP last week from Environment Secretary Michael Defensor.

The revelation prompted a reaction from Rep. Eduardo Gullas (Cebu, first district), who reiterated Talisay City's claim to 53.44 hectares of the SRP.

Gullas said the issuance of the special patent would not in any way hinder Talisay City from pursuing its claim.

Citing the exclusion of three SRP areas-the South Coastal Road, Pond A, and three parcels of land with approved private surveys-from the special patent, Gullas said Talisay City officials would contest their claim before other government agencies and the courts.

In an interview yesterday, Defensor clarified that Talisay City's plan to hale Cebu City to court over its claim would not block the issuance of land titles.

Land titles are issued by the Registry of Deeds. The Cebu City government still has to present the patents to the Registry of Deeds, pay P6 million in fees, then deposit the titles in the Land Bank of the Philippines as collateral for its loan.

Defensor confirmed signing the special patent for the SRP but could not recall whether it was intended for the entire SRP.

Earlier, reports stated that the Department of Environment and Natural Resources disallowed the inclusion of some portions of the SRP, including lots occupied by the South Coastal Road and those covered by approved surveys and claimed by three private lot owners.

But when Defensor was interviewed over dyLA yesterday afternoon, he said that, as far as he could remember, the patent he signed was intended for the entire reclamation project.

In fact, Defensor added, he had discussed the documents with Osmeña and SRP manager Nigel Paul Villarete right after signing them.

"Ang pagkakaalam ko, tapos na lahat 'yan. Baka hindi lang umabot sa region yung release ng ating mga dokumento (As far as I know, the documents are done. Maybe the documents have not yet reached the region)," Defensor said.

He said he ordered the fast-tracking of the patents because he knew the city government was paying a huge amount for the SRP loan.

To encourage brokers to participate in the bidding for the SRP lots, the city government is preparing a lucrative commission scheme.

Osmeña said the broker of the winning bidder would be given two percent of the bid amount.
A hectare of SRP land costs about P100 million.

But for the SRP to be really attractive to investors, it has to fulfill three basic requirements: titles, master plan and a professional management group, according to an executive of one of Cebu's big-time property developers who refused to be named.

Joel Mari Yu, managing director of Cebu Investment and Promotions Center, yesterday said that as far as the titles were concerned, "the city almost has them."

The CIPC, the city's marketing arm for the SRP, is trying to attract local and foreign investors to the site, which is envisioned as a special processing zone providing 30,000 jobs.

"What we're working on right now is finding property managers and developers as partners to execute the master plan," Yu said. "The SRP is nothing but vacant land. It is not developed. Still, there are a lot of interested investors who wish to locate in the area."

He added: "No investor would come in if the city government will manage the SRP given its bad reputation of managing the city."

Yu said his agency was preparing the terms of reference for bidding to look for property managers and developers.

But this may take a long time knowing that the "government cannot just choose a partner alone."

"It still has to go through the Commission on Audit and other government agencies, making my job more difficult," Yu said.

OCT issued for 210 hectares of SRP land

Cebu City finally has its hands on the original certificate of title for the South Reclamation Project (SRP).

The title, which contains the exact provisions of the special patent issued by Environment Secretary Michael Defensor, covers an area of 210.074 hectares.

It was transcribed and registered by the Registry of Deeds last Sept. 22.

Only one title has been issued for seven parcels of land at the SRP: lot 1-A covers 31.9189 hectares (has.); lot 1-B, 61.6052 has.; lot 1-D, 58.4128 has.; lot 1-E, 5.2266 has.; lot 1-F, 15.7135 has.; lot 1-G, 35.9219 has.; and lot 1-L, 1.2751 has.

The special patent remains controversial because the Talisay City Government has announced it will pursue its claim over 53.44 hectares of the SRP.

The SRP covers 295 hectares and cost about P6.3 billion under current foreign exchange rates. The Japan Bank for International Cooperation provided the loan almost a decade ago.

The original certificate of title 0-3581 was registered at the Registry of Deeds of Cebu City based on special patent 3693.

It did not contain any memorandum of encumbrances.

The special patent and the certificate of title referred to Proclamation 843, which President Arroyo issued last May 16, 2005.

Proclamation 843 amended Proclamation 200-A, series of 1967, by “reserving a portion of the area as the Cebu South Reclamation Project and transferring its ownership to the City Government of Cebu and declaring such area as alienable and disposable.”

Proclamation 200-A, dated May 22, 1967, reserved “certain parcels of land of public domain located in San Nicolas, Pardo (now part of Cebu City) and Tangke, Talisay (now Talisay City) for national improvement purposes.”

The special patent and the title, however, also state that the SRP is “subject to recall when public interest and welfare so demand.”

Proclamation 843 also authorized the environment secretary to issue a special patent “in favor of the City Government of Cebu over the parcels of land covered by the said Proclamation 843.”

The technical descriptions (boundaries) of all parcels of land covered by the original certificate of title are based on an original survey on Nov. 24, 2001 and on a special plan (survey) executed by geodetic engineer Edgar T. Batiquin on June 2, 2005.

High-end subdivision to rise near 100-year-old lighthouse

The most popular lighthouse on the island of Cebu could be right across your home once Cebu Holdings Inc. (CHI) and Coastal Highpoint Ventures Inc. (CHVI) complete its residential property development project in Liloan, Cebu.

CHI and CHVI will formally launch on Oct. 18 the first phase of Amara, a 46-hectare seaside residential property in Liloan, about 18 kilometers north of Cebu City. It is located in the vicinity of the lighthouse that has been the subject of many artists and photographers’ work.

Unique

Amara’s uniqueness is “accentuated by the 100-year-old Bacayan lighthouse,” said CHI president Rene Almendras in a press conference Wednesday at the City Sports Club Cebu.

He said Amara will also introduce a “fenceless and free concept” where house owners would leave their front yards free from gates and tall fences.

Francis Monera, chief operating officer of CHI subsidiary Cebu Property Ventures and Development Corp., said Amara is the first residential subdivision project of CHI, an affiliate of Ayala Land Inc.

Monera said the development is a multi-million investment of CHI and
CHVI.

The subdivision will feature, among others, a clubhouse, swimming pool, commercial area, school, chapel, a 300-meter esplanade and amphitheater, said Mike Torres, CHI’s architect.

Phases

“Amara is divided into five phases with (a total of) more than 500 lots. Phase one has 114 lots,” he said.

CHVI president Antonio Chiu, on the other hand, said Amara would put Liloan on the map and would attract tourists especially with the Bacayan lighthouse.

He clarified, though, that the lighthouse is a government property and does not belong to CHI or CHVI.

“The lighthouse is open to the public,” he said.

High-end

In her presentation, Tetta Baad of CHI said they are eyeing the high-end and ultra high-end market.

Overseas workers, Manileños with Cebuano roots, Cebuano-Chinese families looking for a place that gives high value for their money and those who want to reward themselves for the hard work that they have done are (the people who belong to) the market that we expect to cater (to), of course, without excluding other groups,” she said.

Almendras assured, though, Amara lots have “very competitive” prices.

Prices range from P5,800 per square meter to P9,800 per square meter.

He said they already got many inquiries for Amara since their advertisements came out last week. (ALC)

Overlooked in the mad rush that can be Banilad Town Center, somewhere between fighting for the last vacant parking spot and running to the first available table at the jam-packed since 10 a.m. pizzeria, is a quiet little corner called Mélange.

A new kid on the food block, this newbie has to contend with being thumbed over for more familiar dining digs. Not to be mistaken with the “fashion capital” in Mandaue or the café in Manila, this mélange, however, is worth getting to know.

For those who shy away from its slick interiors with the subconscious fear that a peek at the dining bill would cause a slip and fall brought on by financial shock, the good news is, the place isn’t as pricey as it looks. As they say, “Don’t judge a book by its cover,” to which an irrepressible gal pal adds, “just cover the book.” Here, both sides of the fortune cookie wisdom crumble quite nicely, as the book, or in this case, the menu is covered chock-full of dishes to send your brain into a glucose-deprived tailspin.

“An eclectic combination of classic dishes with a twist,” is how owner Mary Rose Kang-Lu describes the dishes listed on the carte. But then, she immediately breaks down and confesses that it’s really all about “food that I like to eat.” And thank God her taste runs the gamut from an exotic Fish with Potatoes and Clam au Jus, to a hearty Beef Tenderloin with Sweet Potato Sauce and doesn’t stop short at all-time favorite Bolognese with Meatballs. Believe me, eating tapsilog in all its shapes and forms doesn’t quite cut it for everyone.

But that’s not to say that less complicated fare has lost its shining moments. Maru, as her friends like to call her, along with husband Robert, remember as they refined the menu, how sampling four to five dishes a day, five days a week, months on end, left them with a craving for “piniritong isda, barbecue and puso.”

Between mouthfuls, diners have been compelled to comment, “It’s so New York,” or “It’s so California,” says Maru, which in turn makes you wonder about the bicoastal nature of the cuisine. As it pans out, a hint of forthright Atlantic attitude has been kneaded into the resto’s basic dough through Maru’s eight-month stint at the Institute of Culinary Education in New York, while a sprinkling of the experimental, which is often considered “so West Coast” flows from her innate inquisitiveness about food, and the need to, like Hollywood, “do something different to bring in the crowd.”

Thankfully, the pizza-ed, coffe-ed, pastry-ed and club-ed out crowd are starting to trickle to the spot, making long-time regulars uncross their fingers and let up on their muttered mantra “I hope this place doesn’t close.” But they’ll probably start sputtering something else when they have to begin clawing over elbow room.

The City Breakfast Club, a restaurant basically for fine dining, has opened in Asia Town, IT Park in Lahug.

Christine Reyes, manager of City Breakfast Club, said they started with simple “Hearty Meals,” the people’s favorite known as “tapsilog.”

The restaurant, located at the ground floor of PIPC Building, has become the favorite of employees of call centers in the area because of its affordable prices and proximity, the management said.

With a wide parking space, Reyes added it has also started to attract walk-in family members who are out for bonding activities.

The location is perfect for family members and other individuals: it is located in the fashionable enclave - the Asia Town Information Technology (IT) Park, and it sits with a background of a fantasy-land palace, the Waterfront Hotel. It also provides a close view of the park’s manicured lawns and the blue distant mountains.

According to Reyes, they recently introduced seafood, like grilled or fried tanguigue, adobao sa-ang shell, adobao binga shell, squid adobao, calamares, garlic shrimp, tuna belly, grilled spare ribs and grilled pork belly.

It also offers snacks like tuna, chicken, burgers, pasta of the day, among others, which are all served with French fries. Its main courses include breaded pork chop, fried chicken, burger steak, pork stew and kare-kare.

CEBU City Mayor Tomas Osmeña yesterday ordered the termination of three traffic management employees for allegedly sabotaging last week computers that control the city's 78 stoplights.

Osmeña is looking into the revenge angle, citing his termination last month of seven employees of the City Traffic Operations Management office for moonlighting.

Aside from administrative sanctions, the three Citom employees could face criminal charges, the mayor said.

Last week, Citom officials discovered that computer programs contained in chips that operate traffic lights across the city and their back-up files had been erased.

This caused stoplights at major city intersections to run independently and unsynchronized which could have resulted in traffic jams, according to Arnel Tancinco, Citom executive director.

The traffic control system, dubbed the Sydney Coordinative Adaptive Traffic System, or Scats, is currently undergoing repair.

Cebu City has been using Scats-touted to be the most technologically advanced traffic control system in the world-since 1994.

Scats, which controls and coordinates 78 traffic lights across the city, has a six-computer system installed at the Citom office.

Sensors at intersections notify the central computer system about traffic volume. Based on the data it gathers, the computer then tells traffic lights when to change from red to green and vice-versa.

In the event of a cut-off or breakdown of the main computer, traffic lights automatically become independent and change based on a pre-programmed timer.

Initial investigation reveals that the sabotage of the traffic control system is an act of revenge, purportedly by terminated Citom personnel, city administrator Francisco "Bimbo" Fernandez said yesterday.

Fernandez clarified, however, that the investigation was still ongoing.

"Initially, results of the investigation show that this is a sabotage. We suspect that this is an act of revenge," he told reporters.

Officials refused to divulge the identities of Citom personnel suspected of the sabotage pending further investigation.

Two months ago, Osmeña ordered the termination of seven Citom employees for moonlighting.
After a brief investigation, the seven, contractual employees of Cebu City, were found working on another project but for a different local government-Talisay City.

Fernandez said one of the seven employees, after seeking reconsideration, was re-hired by the city government to supervise the Citom traffic control center.

Last week, Citom maintenance personnel noticed that traffic lights on Juana Osmeña and Escario streets were unsynchronized, causing jams on both thoroughfares.

When the control boxes of both traffic lights were checked, it was discovered that the computer chips, which contained "personality programs," had been erased.

Suspecting something was amiss, Tancinco directed maintenance employees to check the control boxes of other traffic lights-48 out of the 78 computer chips had their programs erased.

The program acts as a router for the command from the central traffic computer to change the color of lights. The command is based on the "personality," meaning volume of traffic and speed of vehicles, of any given intersection.

When the damaged chips were brought to the Citom office for repair, Tancinco said they also discovered back-up files for reprogramming were also deleted.

This prompted Tancinco to order the relief of the three Citom employees-one supervisor and two staff members-manning the traffic control center.

Councilor Sylvan Jakosalem, Citom chairman, said the programs could have been deleted deliberately.

Fortunately, he added, the effect of the damaged chips on traffic was insufficient to cause massive jams.

Tancinco said the company that installed the city's traffic system had dismissed the possibility that the chips were damaged accidentally, saying programs could only be erased by running a magnet across the chips.

He said the three employees at the traffic control center should have noticed the problem and reported the incident but they did not.

Tancinco, however, is giving the terminated employees the benefit of the doubt.

I think the one marked in blue must be the tunnel portion. The tunnel they said will pass under Plaza Independencia from McArthur boulevard.

The underwater tunnel from Cebu to Cordova in Mactan is just a plan because of the envisioned International Port in Cordova whereas the tunnel that will be built under Plaza Independencia is part of the existing SCR project. The South Coastal Road (SCR) project as I understand has 3 segments namely: the SRP-Talisay road portion, the causeway and the tunnel. The tunnel portion will connect to the Carbon area causeway:

The 4-lane bridge starts at the east side of Carbon market and ends at south reclamation area where it connects to a 6-lane road up to Tanke Talisay side of reclamation. From Tanke Talisay, the road is reduced to 4-lane (2 lanes reserved) up to Lawaan Talisay forming a junction between the Cebu South Road. I don't know when they will start construction of the Cebu North Coastal Road Project (CNCRP). This road will pass through the coastal areas of Mandaue City, Consolacion, and Liloan in Cebu. It will run parallel to the existing main Cebu North Road.

The 4-lane bridge starts at the east side of Carbon market and ends at south reclamation area where it connects to a 6-lane road up to Tanke Talisay side of reclamation. From Tanke Talisay, the road is reduced to 4-lane (2 lanes reserved) up to Lawaan Talisay forming a junction between the Cebu South Road. to add.... From Tanke Talisay, the reduced 4 lane road upto Lawaan Talisay is only a juction of (F Jaca St.) secondary road, the 4 lane road (yellow marker) still extends upto the newly built Talisay City hall and finally connects to the Cebu South road (Cebu Natl hi-way in my mod pic).
The Cebu South road starts from N Bacalso ave. down,from mananga bridge in Talisay the road has only 2 lanes but it was widened into a 4 lane road to be considered as the continuation of the South coastal road but i think it is the project of the Governor to widen roads in the entire provice of Cebu into a 4 lane road. As of this moment, the widened Cebu South road is already in Naga.

After scanning through the newspaper pages today, I just found out that Metro Gaisano (now frequently called as Metro) is celebrating it's 24th anniversary in the business. So this means that Metro Gaisano in Colon (the first Metro in Cebu) was established, September 1981, making it the 2nd eldest mall in Cebu (next to Gaisano main).

Now, METRO has 6 branches nationwide... Colon, Cebu (1981), Mandaue, Cebu (1980's), Ayala, Cebu (1994), Lucena (2000's), Legazpi (2000's), Market! Market! (w/c is also celebrating its 1st anniversary...Sept 2004)

Do you guys know if there are any plans by the city of putting those telephone lines underground? it would definitely be a night and day difference of making the place cleaner.

The Archdiocese of Cebu is currently calling on the churches and parishes which has Jesus Christ (Sto. Nino, Sacred Heart of Jesus, Jesus of Nazareth, etc.) as their patron to change their patron because according to Cebu archbishop Ricardo Vidal, Jesus shouldn't be made a patron saint because in this situation, we will be downgrading His title as Son of God to simply a Saint.

Regarding this, our parish (Sacred Heart of Jesus) which has the Sacred Heart of Jesus as our patron officially announced our new patron saint...Saint Joseph. According to them, the feast day may have changed but the anniversary would still be celebrated on the original feast day.

^^ actually, Mayor Tomas launched a project to minimize or totally eliminate overhead cables all over Cebu City but the target would be 5-10 years from now pa. i read somewhere that putting up overhead cables and wires are banned effective several months ago or even way back pa. :D

did u happen to pass by the rear part of CDU construction? because the last time i went there, i saw the construction site with several heavy equipments behind the huge cebu boardwalk mall billboard. the site by the way isn't visible from the main road in north reclamation area so i thought you might have missed the chance to see sign of construction :)

Yes, it has been enjoying 100% occupancy but after the relocation of some shops, some of them decided to occupy smaller slots so some spaces are now vacant. This isn't the expansion yet

any info's regarding the annex bldg? as far as i could remember, the annex will be located at the ground parking lot near the PUJ terminal.

There aren't any signs of construction yet but I am now confused. The very small lot beside the west entrance (the one beside the basement parking entrance) has been fenced and a sign said that it would be a future cinema but few months later, it was again unfenced...But again, now it is fenced again...WaaaH! confusing!

We all know that Cebu City and Talisay City has long been in a dispute because of SRP.... Based on different news articles, South Coastal Road was closed because of SRP conflict between the two cities, Mayor Tommy also reiterated that he closed the coastal road for Talisay residents to suffer due to Rep. Gullas' selfishness but my father just said that the main reason why the Mayor closed the coastal road is because of the ongoing boring of the subway tunnel.....he said that the boring started several months ago infact he said that the boring machine is already working underground and it's visible from his office @ the Cebu City hall annex building....the boring machine looks like a very huge wheel, it is also similar to the one used in London to mainland Europe tunnel.... as it turns it crashes rocks and soil on its way....
The Mayor took the advantage of the tunnel to make a reason against Talisay City. He said, too much vehicles passing on the construction site may disrupt the ongoing construction and also for public safety.

The feast day of Cebu City is every Dec 8 if I'm not mistaken. Many devotees opposed the the said change but the church said that the fiest day of Sto. Nino will still be the biggest celebration here in Cebu, Sinulog events will not change at all....

Cardinal Vidal said, patron saints will bridge us to our Savior Jesus Christ, Sr Sto Nino is already the child Jesus Christ so He shouldn't be considered a Patron...

SMART Communications, a wireless subsidiary of telephone giant Philippine Long Distance Telephone Co. (PLDT), expects to attract 32,000 subscribers to its three-month old fixed wireless broadband service for the mass market by the end of 2005, officials said during Friday’s briefing.

Quietly rolled out in the provinces in June 2005, the “Smart Wi-Fi” service has to date already attracted 8,500 subscribers in South Luzon, Mindanao and the Visayas, Smart officials said.

The company is scheduled to launch the service in Metro Manila on October 1, 2005.

Smart has already hit 31 percent of its sales target since it launched the service on June 15, 2005, the company said.

Smart Wi-Fi is its fixed wireless broadband offering for the mass market. It is similar to the PLDT offering called PLDT WeRoam for corporate clients. Both services use the technology acquired as a result of Smart’s buy-in into the local fixed wireless broadband service provider Meridian Telekoms.

Not to be confused with wireless fidelity (wi-fi) services available in public wi-fi hotspots, Smart Wi-fi offers a fixed wireless broadband Internet connection to households at less than 1,000 pesos a month for unlimited use, said Patrick Belicena, Smart Radio Network’s planning and engineering department head.

“Fixed” means the broadband wireless service does not allow a user to roam.

A one-time installation fee of about 1,000 pesos will be charged for an outdoor receiver that will be installed in the customer’s home. This wireless radio receiver allows one to connect wirelessly to an “access point” at distances of about 1 to 3 kilometers, Belicena added.

He however noted that the Smart Wi-fi requires a "line of sight" between the wireless receiver/transmitter located in the customer's home and the access point strategically placed in one geographical area.

Ramon Isberto, Smart head for public affairs, said that Smart intends not only to target consumers but small businesses as well.

“It will compete somehow with PLDT WeRoam, but this is designed more for consumers,” he said when asked how this service complements PLDT WeRoam.

Smart Wi-Fi will cost about 988 pesos a month in Metro Manila, and 788 pesos a month in the provinces. The cost will cover unlimited wireless broadband access to the Internet.

Areas covered by the service stretch from Basco, Batanes to Tawi-Tawi, according to Belicena. South Luzon however appears to be the area with the highest demand so far, Smart officials said. South Luzon includes Albay, Aurora, Batangas, Camarines Norte, Catanduanes, Cavite, Laguna, Masbate, Mindoro Occidental, Mindoro Oriental, Palawan, Quezon, Rizal, and Sorsogon.

"Seems to me its already been launched in southern Luzon. Anybody had experienced this? How fast is the connection? They say its bradband, but how fast? 512kbps+? How reliable is the connection? Since the article says it needs a line of sight for a proper conncetion. Good for Philippines yeah...considering the price, very affordable for a boradband connection."

The japanese website where I got these photos said that it's a seafood restaurant. I'm not sure though if this restaurant is part of Shangrila or not.
Whether it is or not, one cannot deny that its location is superb. Fine dining by the sea-nothing can beat that.

cguro you mean South Bus Terminal.... not north.
beside ABS CBN complex but ABS CBN complex was already demolished to give way for the counstruction of an IT mall and college. just beside E mall or at the back of the former ABS CBN complex is the newly built modern GSIS Cebu building which I also posted here lately.
3 yrs ago, that area was very chaotic, a lot of crimes happens in that area along that vacant lot where E mall stands, that vacant area where GSIS stands upto south bus terminal area and that vacant area at the back of CCMC where the newly built CitiLink terminal stands, and infront of the citilink terminal was the newly built CTS college.... but now I can walk safely anytime.
If we think of that area just 3 yrs ago, it is far different at the moment.

One thing more, is there a skywalk in front of the GSIS building? It looks like there is one based on the photo you posted.

The Camotes Islands are awesome!! Passed by them before as a supercat stop-over to Ormoc. I never knew it was a part of Cebu.

Ok, so this is not the tech that is being launched in cebu. But i guess this service is quite good for the common people to afford broadband in PInas. Although they say u cant roam with this service but still very good considering its a country wide coverage and at just P800/mo.

I think this is shangrila hotel and beach resort. Or is it just similart? I remember that tiny island right on that beach but the only thing is I know Hilton hotel is a bit far from Shangrila. the building also here in the grand dames looks almost similar to shangrila's.

Oh wait, looking back again, it is Shangrila hotel mactan, I remember the hilton being visible from this spot when it was being built back then 3 years ago.... I just didn't see edifices put the heading as shangrila erlier. I also do not know how to delete a post so next time I made a mistake again i will just delete it... LOL :runaway:

to add.... From Tanke Talisay, the reduced 4 lane road upto Lawaan Talisay is only a juction of (F Jaca St.) secondary road, the 4 lane road (yellow marker) still extends upto the newly built Talisay City hall and finally connects to the Cebu South road (Cebu Natl hi-way in my mod pic).
The Cebu South road starts from N Bacalso ave. down,from mananga bridge in Talisay the road has only 2 lanes but it was widened into a 4 lane road to be considered as the continuation of the South coastal road but i think it is the project of the Governor to widen roads in the entire provice of Cebu into a 4 lane road. As of this moment, the widened Cebu South road is already in Naga.

thank you jimbu and slerz very much ! both of you are extremly precise on information. salamat. personally i prefer the satellite road-imaging though, it gives you a realistic birds-eye overview, almost like a map, but with specific information reduced to the maximum and to the question.
how about making a map like this on all 4 to 6 lane roads/expressways in luzon !? that would be just fantastic and some challenge too ! but i guess that would be just too much to ask, wouldn´t it......

for me its too hassle. setting up an antenna from home, has to be line of sight... there are actually a lot of factors that can affect the connection such as weather and blocking by tall buildings. so, not the type of service u wanna sign up if living in a high-rise apt or condo. but its actually a good alternative to DSL connection for home users far from the CBD's. :)

^^ six hours isn't enough. i dont think he can do that considering the distance but its actually a good thing to do. if within Mactan, try Chi-Spa like what sleepwalker said. or if he prefers within the airport complex, dine at marina mall or buy stuff at island souvenirs, etc.

"This movie is a big ally in projecting Cebu to the world," said the mayor adding that Cebu is the movie's location shooting and local talents would also be tapped.

"Maybe Bigfoot will accept my proposal that I will be a waiter in this movie. As of now, I don't know whether they will accept my proposal," the mayor said in jest.

Cebu City hosts 80 foreign delegates from 20 nations on cyber terrorism seminar


Cebu City (30 September) -- Foreign Affairs Undersecretary for Policy Sonia Cataumber Brady will welcome around 80 delegates from over 20 nations in the forthcoming three-day 2nd ASEAN Regional Forum (ARF) Seminar on Cyber Terrorism at Waterfront Cebu City Hotel starting on Monday, October 3.

Brady, concurrently the Philippine ARF Senior Officials Meeting (SOM) leader, will open the first session with the topic focusing on 'Cyber Terrorism as Regional Security Threat.' This session intends to update ARF participating-countries on the current threat environment so that they may better appreciate the challenges that confront them.

There will also be country presentations on the update on terrorist organizations with cyber capabilities and cyber terrorism & government vulnerabilities as well as trends and tactics in cyber terrorism and cyber terrorism critical infrastructure targets.

Other issues to be tackled during the ARF seminar include the protection of the nation's critical infrastructures, crisis management in cyber terrorism incidents and the issues and concerns affecting regional response. A simulation exercise on crisis management for cyber terrorism will likewise be conducted.

The recommendations that are agreed upon by the participating ARF countries on anti-cyber terror and e-counter terrorism would then be submitted to the ARF Ministers.

Delegates comprising of diplomats, policy-level officials and terrorism and cyber-security experts will be arriving by Sunday.

Q. What to do in Mactan/Cebu for six hours? A friend is asking coz he has that much to wait for his flight home...

I guess the best thing you can do is to have some relaxation at waterfront mactan sauna and then treat yourself with a swedish or sensual massage from the gorgeous attendants, mind you with extra service..lol. Truly an exhilerating experience. I did it before but i was disappointed. I requested for a male attendant but unfortunately they had only all girls...hmmn nothing happened

Cebu City Mayor Tomas Osmeña yesterday ordered the closure of four establishments allegedly found carrying fake business permits during a tax mapping inspection last month.

Personnel from the City Treasurer’s Office carried the closure orders and padlocked Nolsie Trading on V. Gullas St., Cebu Security Agency on B. Rodriguez St. and RB Car Trade on Salvador St. in Barangay Labangon.

The treasurer’s office declined to divulge the name of the fourth business establishment as they are still assessing its violation.

According to the mayor’s orders, the three other firms had been operating without a business permit. This violates the Revised City Tax Ordinance and the Revised Penal Code of the Philippines for the alleged falsification of an official document and business permit.

Upset over the closure, Rafael Largosa Burgos, proprietor of RB Car Trade, rushed to City Hall yesterday when the treasurer’s office task force arrived at his establishment, padlocked the entrance and posted a giant notice announcing its closure and violation.

“I don’t think it’s fair because my account for 2005 has been paid,” Burgos said in an ABS-CBN interview.

“They padlocked the store and posted the notice even if we showed all our receipts and documents,” JR Baliton, Burgos’ nephew, told Sun.Star Cebu yesterday.

Baliton admitted they don’t have a business permit yet. “Only the signature of Mrs. (Elisa) Gonzales is lacking. But we’ve already paid our business taxes,” he said.

Gonzales is head of the business permit section and the posting of payments.

Sun.Star Cebu tried but failed to reach both the management of Cebu Security Agency and Nolsie Trading.

A phone number listed in the name of Ophelia Alcordo, operator of Cebu Security Agency, is no longer in service.

According to the closure order dated Oct. 3, the owners were directed to stop from further operating their business immediately upon receipt of the order.

“This closure order shall not be construed by you to prejudice the right of the City to file criminal cases against you for violations of Section 114 of the Revised City Tax Ordinance and Section 516 of the Local Government Code, with penalties of imprisonment and or fine,” the order read. (GAC)

Cebu City has earned P4 million from selling its junk.

Unserviceable government vehicles like dilapidated trucks and heavy equipment were sold in an auction last month to clear the city's North Reclamation Area motorpool.

The auction, organized by City Hall General Services Officer Ester Cubero and held on September 12 to 15, only aimed to earn P2 million from the "garbage".

"Before I assumed office (in 2004), pagka-daghan sagbot dinha, mao to nga ako giingnan ang city administrator nga ako nang limpyuhon tanan karong 2005 (There was so much junk there, so I told the city administrator I'd clean it up in 2005)," Cubero said.

Cebu City Councilor Augustus Pe Jr. said most of the junk were government vehicles that no longer ran or were too costly to repair, including old Kaoshiung buses and garbage trucks.

"Di' na na modagan. Ipatimbang na lang unta to, puthaw (Those no longer ran. We wanted the metals sold by their weight)," Pe said.

Cubero said some of the dilapidated vehicles were stripped of usable spare parts, which were then used to repair other vehicles that are still in running condition.

She said her next project would be to auction off vehicles impounded by the City Traffic Operations Management, but not before giving the owners a chance to redeem the vehicles.

I saw this in TV Patrol yesterday....there were 2 locations to choose from but the director chose Cebu over Mexico. Right now, the script of the said movie is already almost done.

Migrants’ expo to draw 2T

Some 2,000 participants are expected to join the country’s first immigration expo this weekend at SM City Cebu Trade Hall.

In an interview yesterday, Charmaine Espiritu of Phenom Events Management Services, the organizer of Cebu International Immigration and Education Expo (CIIEX), said the event will better educate those who want to migrate to work, live or study abroad.

One-stop

“It’s going to be a one-stop shop that would answer all immigration and educational needs because it would bring together key players, businesses and immigration practitioners,” she said.

Government agencies, like the Department of Foreign Affairs, National Statistics Office, National Bureau of Investigation, Commission on Higher Education, Philippine Overseas Employment Administration and Overseas Workers Welfare Administration, among others, will also participate in the event to facilitate not only passport applications but also immigration concerns.

Espirtu said they are expecting participants not only from Cebu but also from other areas in the country, like Manila and Dumaguete City.

The two-day event that will start this Saturday will showcase “a mix of products and service presentations from local and international immigration lawyers and consultants.”

It will also feature universities and colleges offering international exchange programs, scholarships and grants, government agencies offering pre-departure information, banks offering personal and educational loans and travel agencies offering promotional airfares.

Boom

“The immigration boom is not new to the Philippines. I’ve noticed that the people who are leaving the country for a chance to be in greener pastures are getting younger and younger. I want to help these people make an informed decision by offering quality immigration education and services from the industry experts,” Espiritu said in a statement.

She added that students, young professionals and families will be in a better position to make that important life decision on whether to migrate or not.

She said Cebu was chosen as a venue for CIIEX because the city is capable to host it and is a strategic place for international events. (ALC)

With barely two months to go on the homestretch, Cebu was proclaimed the "best prepared" and "best organized" among the four cities (including Manila, Bacolod and Subic) hosting the 23rd Southeast Asian Games (SEAG) upcoming this November 27-December 5. Philippine Olympic Committee (POC) vice chair Monico Puentevella professed himself overwhelmed by the elaborate preparations and festive spirit displayed by the various Cebu government departments and officials in connection with preparations for the biennial sports conclave. This is the first time that SEAG events in the Philippines are to be held outside the National Capital Regtion.

"Cebu is way ahead of Manila, Bacolod, and Subic in terms of preparations for the games. Streamers and billboards still have to be mounted in Manila, as the spirit of the games has yet to be felt in the capital city," Puentevella told a festive crowd of athletes, sports officials, organizing committee members and public personalities attending the official grand launching of the Cebu Southeast Asian Games Organizing Committee (CebuSOC) held last week at the Cebu Provincial Capitol Social Hall.

Puentevella, also the Bacolod City congressman, extolled the efforts displayed by the four Cebu local government units (LGUs), along with CebuSOC chair Jonathan Guardo. He likewise told of meeting with some Thai athletes in Cebu who informed him that they truly felt the spirit and atmosphere of the games because of the display of banners and logos strung along the main streets and boulevards in the city. Puentevella credited Philippine Sports Commission (PSC) chair William "Butch" Ramirez and PSC Commissioner Ritchie Garcia with being instrumental in bringing sporting events to the provinces, a first in the history of the games.

Cebu will host the following events; dancesport (Waterfront Cebu City Hotel & Casino)), sepak takraw (University of San Carlos gymnasium), karate-do and judo (Mandaue City Sports Complex), mountainbike (Dabao City), and pencak silat (Cebu Coliseum).

Along with Ramirez and Garcia, Puentevella led the ceremony turning over a P10 million check for financial assistance with hosting expenses coming from President Gloria Macapagal Arroyo to be divided among three Cebu LGUs, the province, and the CebuSoc committee. On hand to receive the check were Cebu Governor Gwen Garcia, Cebu City Mayor Tomas Osmeña, Mandaue City Mayor Teddy Ouano, CebuSoc chair Jonathan Guardo, Mandaue City Sports and Development Commission, and Danao City Councilor Oscar "Boying" Rodriguez.

During the ceremony, Puentevella also apologized profusely to the people of Bohol over a slip-up during the recent triumph of Filipino boxer Rey "Boom Boom" Bautista over Colombian Felix Murillo in the undercard of Filipino icon Manny Pacquiao's latest triumph in Las Vegas held earlier this month. "I inadvertently informed President Gloria Macapagal Arroyo that Bautista was a Cebuano. In actuality, he is a Boholano who has honed his skills in Cebu under the legendary Aldeguer stable of boxers. I'm really very sorry for that," he said.

Providing entertainment at the ceremonies were the University of San Carlos Dance Troop, the Synchronz Dancers, the Knapsack Dancers, and the Mandaue School of the Arts.

The Philippines last hosted the games in 1991, where they were just a gold medal away from overall champion Indonesia. The Southeast Asian region comprises 11 nations: Brunei, Cambodia, Indonesia, Lao People's Democratic Republic, Malaysia, Myanmar, the Philippines, Singapore, Thailand and Vietnam.

I do not specifically know the number of delegates but I heard from somewhere that Cebu will have ships as the hotels for the event so it will be floating hotels. :D

Cebu, as of now is prepared for the opening ceromonies and the main events but the vicinity isn't that presentable yet. There are upcoming road repairs so maybe, this will improve in the coming days. :)

were you able to spectate on Ayala's 1 hour fireworks last Sinulog? Wasn't that a record for Cebu...plus the fireworks weren't ordinary, they were like artworks drawn on the night sky. :D
