Actually the Cebu Provincial Jail and the new BBRC are just beside each other. It's actually not accessible in the sense that there's no major road there. No jeepneys or taxis pass by that area too..
When the Cebu Provincial Jail was still built, there were still no houses or subdivisions below it. :bash: The provincial government should have just bought the "entire" mountain so that they can totally secure the jail, hehe. It would have even been better if the jail was in Shell Island at the Mactan Straight ala Alcatraz although I guess this would be costly on the part of the city government especially when transporting the inmates to/from the jail especially during court hearings. Anyway the jail is kind of modern and clean, it's got automatic doors and cameras if I'm not mistaken.
The gray structure to the left of the CPRDC is the new BBRC which was still under construction when this photo was taken.

- 1st is the OPERATION SECOND CHANCE for minor offenders which is the only one in the Philippines - a project of the Cebu City Government
- 2nd is the CEBU PROVINCIAL JAIL (the one shown on the pic)
- 3rd is the controversial BAGONG BUHAY REHABILITATION CENTER

There's a new tambayan in Town.. It's GV HOTEL, 7th Floor (main hotel lobby with balcony and outdoor coffee shoppe). The hotel workers are very hospitable and accommodating.
Food is very, very cheap compared with Ayala FGU and the view is far more nicer too! (Coffee is only P35, Clubhouse Sandwich at P75.)

You're statement "Wag Masyadong Bilib sa Sarili" is actually not applicable in this situation. The reason why the ASEAN Summit was postponed was due to a typhoon and NOT DUE to a mishandling or screwing up of the Cebuanos on the event. It was something that was out of our control since it's mother nature. Aside from that, the ASEAN Summit postponement was decided by the National Government after consultations with ASEAN member countries. :okay:
"Wag Masyadong Bilib sa Sarili" would only apply if the ASEAN Summit was postponed because the CICC perhaps collapsed or that the Cebu Province screwed it up (like the local organizing committee didn't practice properly for the cultural shows, or food was not delivered thus the summit was cancelled, etc.). :okay:

bai ArnoLd, i received your text a while ago but i wasn't able to reply as we were having classes that time. our schedule for TTH ends at 730pm. hihi.. but i missed a spectacular chance of viewing cebu from a nice angle though. and it's just now that i realized that the one being constructed near the newly-built Watsons was the LCD screen.. and i thought it was still part of Watsons.. hehe :D

In the same meeting, the Committee also approved three bills creating the provinces of Cebu Occidental, Cebu del Norte and Cebu del Sur from the present province of Cebu.
These measures are HBs 3632, 3657 and 3733 authored by Cebu Reps. Antonio Yapha Jr., Clavel Martinez and Simeon Kintanar, respectively.
The measures were initially objected to by Rep. Antonio Cuenco (2nd District, Cebu City) on the ground that the proposals should first be heard by the people of Cebu before they are passed at the Committee level. He said he has been pushing for the conduct of a public hearing in Cebu on the matter.
Rep. Martinez, however, argued that the people of Cebu will be given the chance to be heard when these proposals are presented to them in a plebiscite.

I think that this is the biggest investment of JG Summit in Cebu even if JG Summit wholly owned affiliate Robinson's Land Corporation will build the Robinson's Galleria Cebu in 2008. Still, nothing beats an investment that will fly the name of Cebu around the Philippines and into the world.
Time will come that Cebu Pacific will become 1 of the biggest airline in Asia and even in the world. First it will confront PAL head to head, then surpass it to welcome itself in the biggest arena of the international aviation industry.

D'Transporter December 13th, 2006, 05:44 AM I have designed roadways, highways, grade separations (crest or sag vertical curves) in Los Angeles and the first mistake I noticed right away on the designs of skyways or bridges in Cebu are the noticeable grade breaks. It looked liked they didn't use vertical curve calculations in figuring out their elevations. Grade changes are not smooth. A lot of times because of the huge grade breaks it causes vehicles to hop when running at a certain faster speed. One rainy day in SRP I was following a motorcycle operator he was just probably running at 50 kph when his bike hopped (caused by grade break) on the slippery road, he braked, skidded and got into an accident. When the design speed of a roadway gets faster the grade breaks should be lesser. In the case of SRP, it should have been less than 0.5% grade break. Ang banking naman we call it superelevation it can be designed properly depending again on the design speed and type of pavement along the horizontal curve, the higher the design speed on a tight curve will require superelevation to prevent the vehicle from swerving or losing traction.

WHILE RP’s top bet in the Asian Games bowed to a Korean, Cebu’s future international star, Sally Mae Siso defeated a Korean to collar the title in the Langkawi International Junior Tennis Championships and complete a sweep in the Four-part tennis circuit, which wrapped up yesterday at the Langkawi Sports Center in Malaysia.
Siso outclassed Choi Jihee of Korea, 6-2, 7-5 to snatch her fourth gold medal in the singles event of the Girls 12 class, which will be added to her brimming coffers. She has a total medal haul of four golds and two silvers in the tennis circuit, which ran for almost a month.
After Siso won the opening set, the Korean netter fought hard to challenge Siso. Despite lagging behind, 3-1, Jihee rallied hard to even the game 5-all.
Siso had to survive five deuces before finally getting past the deadlock and taking the driver’s seat for good, as the Korean eventually succumbed to Siso’s powerful forehand cross-court strokes.
The other day, Siso lost in the doubles final, after her Korean pair, allegedly refused to play well against her compatriots.
The three-weeklong rivalry between the Filipinos and the Koreans ended yesterday with the Korean coaching staff treating the Filipino coaches and chaperons to iced coffee.
Meanwhile, Kim Saraza became automatic champion as he was declared winner in the Boys 14 division after his Korean opponent in the final caught the early flight back home. The other medalists in Langkawi are Cebuano Vince Mark Tabotabo and Jurence Mendoza, who settled for a bronze in the doubles event of the Boys 10 class, while Dheo Talatayod also had a bronze in the singles of the Boys 12.
The team will be taking the early bus back to Kuala Lumpur today, where they will stay overnight before flying back home on Thursday morning.

Exec sees 18% rise in tourist arrivals in Cebu

Despite the threats of terrorism and travel advisories from other countries, tourism officials expect an increase of 18 percent on tourist arrivals in Cebu.
Patria Aurora Roa, director of the Department of Tourism in Central Visayas (DOT-7), said Tuesday she expected an increase of even more than 18 percent of the tourist arrivals for this year, citing last year's number of tourists that came to Cebu.
Roa said there were 450,000 foreign tourists and 1.1 million local tourists in Cebu last year.
Citing DOT records, Roa noted an 18 percent increase of tourist arrivals as of October this year.
“It is still consistent,” she said at the 888 Media Forum on Tuesday at The Port Seafood Restaurant.
She also included the 800 members of national and international media who were here to cover the Association of Southeast Asian Nations (ASEAN) Summit, which was postponed to January.
They left last Sunday after the preliminary meetings of the foreign ministers.
Roa admitted though that the postponement of the Summit to January next year instead of this week had caused “collateral damage” to the hotels in Cebu.
The hotels turned down clients to accommodate the delegates of the ASEAN Summit.
Since the summit did not push through, the hotels lost their possible clients.
“Gibalikan to nila ang mga unconfirmed ug mga gibalibaran (They got back at the clients who have not confirmed yet and whom they denied),” she said. Some hotels offered promo rates.
Roa said the reservations made after the ASEAN Summit had not been canceled despite the travel advisories from the four countries, warning threats of terror attacks.

Anyways, I've noticed something at the second Mactan bridge. The one with metal plates on the road that connect two sections of the bridge together? What's the term for that? I was actually driving at around 60km/hour one day and it looked as if my tire would explode when I passed by that metal plate thing.
If you're also at the bridge park below, you can actually hear a thug everytime a vehicle passes by at that portion of the bridge.

may nabasa akong news article a few months ago na maglalagay din sila ng ganito near the country mall. i would have preferred it sa fuente pa rin sana or sa may downtown near gaisano metro. pero the more areas sa cebu na merong ganyan, the better din naman. :banana:

For highways which has a design speed of 60kph a 3% grade break is too much, this difference will cause the vehicle to hop at 60kph. I sent you an email in your gmail acct of a grade break illustration.
In the case you have in Mactan bridge, that was probably the expansion joint or the hinge joint of the bridge you hit. They usually cover the joint with a 3/4" to 1" thick metal plate probably 10" to 12" wide bolted on one side to allow movement. Over time this metal plates needs to be re-secured because they become loose and they can be too loud (pop or bang sound) when ran over by the vehicles.

The accident that I saw happened where the concrete (rigid pavement) and asphalt (flexible pavement) met - joint of the bridge. I'm sure the next time you pass by there you'll notice the hop.
The illustration I sent you showed a cross section of a travelled lane - longitudinally like cutting a section along that solid white line striping.

LCD is Liquid Crystal Display, LED is Light Emitting Diode.
I think LCD na kay multi-colored man. Pareha anang gigamit sa mga colored phone pero larger lang.
I also think LED displays are used in calculators, scrawlers (??, kanang gigamit sa sm ug ayala cinemas) countdown timers, like the one in fuente.

Still, nothing beats an investment that will fly the name of Cebu around the Philippines and into the world.

rustyboi December 14th, 2006, 07:11 AM I have designed roadways, highways, grade separations (crest or sag vertical curves) in Los Angeles and the first mistake I noticed right away on the designs of skyways or bridges in Cebu are the noticeable grade breaks. It looked liked they didn't use vertical curve calculations in figuring out their elevations. Grade changes are not smooth. A lot of times because of the huge grade breaks it causes vehicles to hop when running at a certain faster speed. One rainy day in SRP I was following a motorcycle operator he was just probably running at 50 kph when his bike hopped (caused by grade break) on the slippery road, he braked, skidded and got into an accident. When the design speed of a roadway gets faster the grade breaks should be lesser. In the case of SRP, it should have been less than 0.5% grade break. Ang banking naman we call it superelevation it can be designed properly depending again on the design speed and type of pavement along the horizontal curve, the higher the design speed on a tight curve will require superelevation to keep the vehicle from swerving or lose traction.
nice one... interesting! thanks for that. oh boy, i remember few years back when we used to travel up north (Daan Bantayan town) where we have an ancestral home. it's usually a 3-4 hour drive and it's like a roller coaster ride when my hands are on the wheel. in northern towns, the roads are smooth but the car hops more frequently as the speed accelerates. hehe

BIG winners from last year’s Sinulog are among 10 groups that have signed up for the 2007 Sinulog Grand Parade on Jan. 21.
Five-time grand prize winner Tribu Sinanduloy of Tangub City, Misamis Oriental is competing again in the street dance contest along with the Pinta Flores group of San Carlos City.
Organizers are also expecting a newcomer in the parade, a contingent from Sorsogon province.
Ricky Ballesteros, director of the Sinulog executive committee, said he expects more to sign up with the bulk of participating contingents registering a few days before the Jan. 15 deadline.
Mindanao’s Tribu Sinanduloy was a sensation in last year’s parade with dancers in white gowns twirling in front of full-length mirrors evoking the Carnival de Cebu of the 1920s and 1930s.
The group will compete again in the Sinulog Based (SB) category and Pinta Flores in San Carlos City that listed for the Free Interpretation (FI) Category.
Other entries so far in the FI category include two contingents from Negros and contingents from Talisay City and barangay Guadalupe of Cebu City.
Other contingents in the SB level include Compostela town, Bayawan City in Negros, the Phil.-British Assurance Company and the Cebu Market Vendors Cooperative.
To be included in the list of dancing contingents are 20 winners in the Sinulog sa Kabataan sa Lalawigan and Sinulog sa barangay elementary and high school division.
Meanwhile, fiesta sidewalk stalls have started to come up along Osmeña Boulevard.
At least 60 stalls will be formally opened on Friday.
“All the stalls are already taken. We’ll have to open these to also earn,” he said.
They were supposed to open last Dec. 1 if not for the preparations for the ASEAN Summit which was eventually postponed.
To prevent the stalls from becoming an eyesore, Ballesteros said, vendors have to follow strict guidelines.
Since most of the stall renters are Muslim traders, Ballesteros said he would ask them to wear their native costume during the tour of ASEAN Summit spouses being organized by the First Ladies of Metro Cebu.
Non-Muslim traders will also be made to wear Filipiniana attire, he said.

On the other hand, I wasn't so impressed at the quality of Waterfront's rooms and service-standards. Amenities-wise, though, I've got to go with Waterfront...what with Casino Filipino and dozens of ultra-fine dining restaurants and resto-bars.
When we went to Hong Kong Disneyland we stayed at the Disney Hollywood Hotel. It wasn't as large as Waterfront nor was it extremely beautiful from the exterior--imho, Waterfront looks way better from the outside--but from the inside it was like heaven. And the rooms were the best hotel rooms I've ever been to my whole life.
Hinuon, mas maayo na siguro ron ang mga furniture and stuff sa mga rooms sa Waterfront kay ila man kaha ning gi-refurbish/re-model in preperation for the 12th Asean Summit.
Btw, I really like the nighttime lighting of Waterfront. It's like Las Vegas, Mega-hotel or one of the skyscrapers of Hong Kong Harbour during performances of the "Symphony of Lights"

Good to know. Swarovski crystals are coveted luxury items...so, that means that the Marco Polo Hotel Group has full confidence of their investment here in Cebu because they spent a lot just for the renovation of the former Cebu Plaza Hotel.
Btw, I prefer food preferences at Marco Polo than Waterfront (although the latter has more options) because it is more SULIT. Sa Japanese restaurant sa Waterfront nga gipa-nganlan ug Mizu...you'll spend more than a thousand bucks to get a full-course meal...my GOD! Maka-sunog gyud sa bulsa! Meanwhile, sa Marco Polo, naa sila'y 500 per head nga lunch buffet. Mahal gihapon pero mas SULIT gyud siya maski i-compare nimo sa 700+ per head nga lunch/dinner buffet sa Cafe Uno, ang pinaka-barato nga kalan-an sa Waterfront cebu City Hotel aside from the Lobby Lounge.

Looking at the design of this edifice, surely SSC Cebu boys can't help but notice that by the time this edifice will be finish, we will have a new cafe to hang around. Just like the cafe at FGU and GV Tower, right boys?

even a full-sized theme park would do good in cebu. considering that cebu is centrally located in the vis-min area. and market isn't limited to cebuanos either. i bet people from as far as davao would flock to cebu ir ever a theme park will be built here. along with the theme park, more hotels must sprout too.:) hotels like marco polo and waterfront, and even better if hotels like shangrila and plantation bay will follow too.

Yes, we definitely lack shopping malls. Even my friends from Manila say that Cebu deserves more. Kasi, SM and Ayala really get TOO crowded especially on weekends. So we need at least two more to desaturate these 2 giants. And aside from that, we need more smaller malls (I think Cebu Boardwalk and Parkmall@168 will address to that need.) And to top it off, we need malls in the progressing municipalities and smaller cities so that residents as far as from Bogo or as far as from Santander won't have to flock to Metro Cebu just to go shopping...

I actually got bored kaya linakad ko ang buong cebu... from Jolibee sa Manadue (Hi way) to the new Mactan Bridge. Then go back to Mandaue. Tapos CICC then linakad ko ang buong Ouano Avenue to SM then to Colon then to Fuente then to Waterfront... then na realize ko, lapit na pala 12 midnight. kaya umuwi nalang ako.. hehe... i started walking mga 6 pm. hehe... nabuang na siguro ko. hehe...
Thanks for the invitation... Actually, I met MArkiBoii once.... and taught me bout the aperture and shutter speed. Sa iya ko nakat on... hehe... Until now, sige ko experiment sa akong little camera. hehe... :)

Misa de Gallo (Dec 16-24) usually starts at 4am... For those who can't wake up early, there's Simbang Gabi at the North Foyer of Ayala Center Cebu which starts today until Dec 23, 6:30pm

THE leaders of all 10 Association of Southeast Asian Nations (ASEAN) members have confirmed their availability for the summit of the regional bloc from January 10 to 15 in Cebu, the head of the Philippine organizing committee said.
Only the leaders of ASEAN's dialogue partners -- China, Japan, India, South Korea, Australia and New Zealand -- have yet to reply, Marciano Paynor said during a radio interview.
President Gloria Macapagal-Arroyo made a dramatic last-minute decision to postpone the summit, originally set for December 9-13, citing an approaching typhoon.
Officials denied the cancellation was prompted by warnings from Britain, the United States, Australia and other nations about a possible terror attack on Cebu. The bad weather eventually spared the central Philippine island.
Paynor said that contrary to speculation in the media and even statements from some foreign dignitaries, the only reason for the postponement was the typhoon.
He said that the decision, which was arrived upon after consultations with senior officials of the other ASEAN members who were already in Cebu City, had been justified by subsequent events.
Indonesian President Susilo Bambang Yudhoyono "will (attend), but we will announce it in time," his spokesman Dino Patti Djalal told Agence France-Presse (AFP) in Jakarta earlier this week.
Thai Prime Minister Surayud Chulanont is to join Arroyo on the new summit date, government spokesman Yongyuth Mayalarp said in Bangkok.
Malaysian Premier Abdullah Ahmad Badawi was also expected to attend, as will Cambodian Prime Minister Hun Sen, spokesmen for their respective governments told AFP.
Japanese media reports said Prime Minister Shinzo Abe was finalizing his schedule to attend the East Asia summit, which joins the 10 ASEAN nations and the six dialogue partners and is held in conjunction with the ASEAN summit.
