Projected to generate at least P5 billion in investments, Landco Pacific Corp. will start developing next year the 210-hectare property of the Villalon family, which covers portions of Barangays Guadalupe; Tisa, Labangon; Buhisan and Sapangdaku, all in Cebu City. Landco Pacific Corp. executive vice president and chief operating officer Francis Ceballos said the property covers a cluster of eight hills, with a peak elevation at 330 meters above sea level. The project is a joint venture of Genvi Development Corp., which is headed by siblings Augusto and Margarita Villalon. During a press conference at the Marco Polo Hotel yesterday, Ceballos said the project signals Pacific Landco’s pursuit of a bigger presence in the Visayas and Mindanao. Landco Pacific president and chief executive officer Alfred Xerez-Burgos Jr. said the firm has been wanting to conduct its own development project in Cebu, but it did not find “until now” the “right property to launch” its presence in Visayas and Mindanao. Pacific Heights in Talisay City is a joint venture of Landco Pacific and Sta. Lucia Realty and Development Corp. Landco owned the land while Sta. Lucia undertook the development of the project. Burgos said the Villalon property meets all the qualities Landco looks for in a property to develop. “It’s large, has a high impact on the community, has high value and is one of its kind. (With those,) we feel that we would have a winner,” he said. With the success of the project, which is yet to acquire a name at present, Burgos said Landco is also considering Iloilo, Zamboanga, Davao and Cagayan de Oro. “We also got offers in Bacolod. But all these we decided not to touch until we’ve done this (Cebu project),” he said. Augusto Villalon, an architect, said the project will reflect Cebuano culture and heritage and will give his family the chance to “give Cebuanos not only what they deserve but (something) that will have a multiplier effect on the economy.” “This property is probably the last of its kind in Cebu. We want to give it justice, (that’s why) we have to have something very distinctive,” Ceballos said. Landco vice president for administration Michael Reyes said the first phase of the project, whose development will begin next year, will be located in Guadalupe. The whole development, which is expected to continue for 10 years, will feature houses and lots, townhouses, condominiums, gardens, trails and other amenities. Ceballos said Landco is still studying “how to position” the prices but land could cost from P8,000 to P15,000 per square meter. Burgos said Landco will impose in Cebu the same standards on quality it has implemented with other projects, such as the Terrazas de Punta Fuego in Nasugbu, Batangas and Ponderosa Leisure Farms in Silang, Cavite, among others. Burgos said Landco is confident it will be able to sell the project, not only to Cebuanos, but also to other real estate market sectors. “We never had a single failed project. (For every development), we spend 90 to 150 days to study the market,” he said. Apart from its distinct “residential resort” theme, Landco will also develop the Villalon parts of the property into community enclaves, where families and friends can create a sort of compound. When the taxi attendants at the Ayala Center gives you a little piece of paper upon boarding, don't ignore it. For all you know , this small slip will be of great help to you as it was to me. On the way home with a bag of goodies, yours truly picked up two stereo speakers assembled by a friend and placed them in the baggage compartment. As I arrived home, and after laying my groceries in a convenient place, I turned back to get the speakers only to find out that the taxi had zoomed away. Thank God there was that piece of paper where the name of the taxi and the plate number was scribbled by the attendants. The next thing I did was to call directory assistance. The taxi company was unlisted. Next move was to call LTO 7 whose number is also on the slip. Computer is busted and no one can give me the information I badly needed. I was referred to Citom. Surprisingly, it also had the same answer: busted computer caused by a spark of lightning. The common advice both offices gave was to call back on Monday. That would diminish the chance of recovering the items. My next move was to go back to Ayala and tell the taxi attendants at the Metro Ayala supermarket area. Luckily, both were accomodating and helpful. The other attendants in the three other taxi stands were similarly alerted. With a little prayer to the Almighty and to San Antonio de Padua, and after texting Super Bobby Nalzaro of dySS about the incident, I decided to go home, resigned to the possibility of never seeing my new speakers again. Almost an hour later, the text message from the attendant at the supermarket area telling me to claim my items came. Thanks, God, St. Anthony and all the heavenly creatures who helped! December 21st, 2006, 08:21 AM CICC ‘has no more leaks’ THE rains these past days have proven that the Cebu International Convention Center (CICC) is leaking no more. Engineer Ernesto Viernes, head of the Project Monitoring Office, said that except for personnel of the janitorial service who are cleaning the facility, there are no more workers inside the CICC. However, there are still a few workers of WT Construction outside the building doing the drainage at the ramp. Some furniture pieces have been pulled out by the owners as these need to be shipped but will be replaced for the summit days. Secured The facility is now being secured by the police force from Mandaue City and from the Capitol security group. Strict security measures in allowing persons within the CICC compound are still being implemented. The National Organizing Committee will be announcing the final dates of the Association of Southeast Asian Nations (Asean) summit next month. All but one Summit spokesperson Victoriano Lecaros in an ABS-CBN interview said that all participants except for one have expressed willingness to come back to the country for the summit. Lecaros, however, refused to name the country that has not yet given its confirmation. Japan Prime Minister Shinzo Abe was reportedly among those who cannot attend because he will be in Europe during the proposed summit days next month. But just this week, Japan’s chief government spokesman Yasuhisa Shiozaki announced that Abe will fly directly to the Philippines from Jan. 14-15 to attend the East Asia summit. The National Organizing Committee of the Asean summit made a last-minute postponement of the event, originally scheduled on Dec. 11 to 14, because of typhoon Seniang that was forecast to hit Cebu on the day the heads of states were scheduled to arrive. But there were also speculations that reports on terrorist threats and the political instability of the country because of the Charter Change may have contributed to the decision. The typhoon gave the chance for Capitol to test the CICC for leaks and the postponement gave them time to perfect the preparations. But because of the postponement, Cebu may have a shortage of hotel rooms because many balikbayans and tourists are expected to be in town for the Sinulog. Marco Protacio, president of the Hotel, Resort and Restaurants Association of Cebu and manager of the Waterfront Cebu City Hotel, said in a radio dyLA interview that Cebu may need some 7,000 rooms next month because of the Sinulog and the summit. There are, however, only some 5,000 rooms available. Protacio also said they will implement a first come, first served policy, but will give priority to those who can pay in advance. (MBG) Sinjin P. December 21st, 2006, 08:24 AM Work at CICC is now complete The Freeman 12/21/2006 All works inside the Cebu International Convention Center are now finished, with the exception of the ongoing construction of a drainage system under the ramp outside the building. Engineer Ernesto Viernes, head of the CICC-Project Monitoring Office, made the declaration yesterday adding that even the leaks have been solved already and underwent actual tests during the rains in the past days. Leaks of the CICC roofing were discovered when torrential rains from typhoon Seniang seeped and flooded the building interior, days before the scheduled summit. The typhoon was also the publicized reason that prompted organizers to postpone the event to January next year. Viernes said the CICC is now ready for the rescheduled Asean Summit and the East Asia Summit, tentatively set either January 8-13 or January 10-15, whichever will be feasible to the participating heads of state. The entry to CICC is now barred to unauthorized people, and its rooms and exhibition halls are now locked with only janitorial personnel of the Mandaue Integrated Manpower Service left inside to do the cleaning. Some furniture, including the two sets lent by internationally renowned designer Kenneth Cobonpue, were already pulled out of the building leaving only those that member-companies of the Cebu Furniture Industries Foundation also lent for the December summit. Products from other towns, brought in for the supposed trade exhibition coinciding with the summit, are still kept inside, and that other furniture sets from volunteer suppliers will be replaced with other sets for the January summit. There are no changes in the stringent security measures enforced by the Capitol security force and Mandaue City policemen detailed inside and outside the CICC. Capitol consultant, lawyer Pablo John Garcia, earlier said that there has not been any need for changes in the CICC set-up because the building was built to be flexible for whatever event to be held there. With the Asean Summit and the East Asia Summit, and any other activity later on, the CICC was designed not only as a convention center but also as an exhibition center, he said. The CICC was constructed with a P515-million outlay and both Governor Gwen Garcia and Vice Governor Gregorio Sanchez said it is by far the most inexpensive but world-class convention center in the country. - Cristina C. Dagooc The Freeman 12/21/2006 The strategic location of Cebu and the Filipinos' established reputation when it comes to service prompted a European company, specializing in emergency response services, to set up its Southeast Asia headquarters in Cebu. Blake Emergency Services (BES) will initially recruit 700 emergency service volunteers to man the Asia Pacific operations in the next few months, said BES director for Far East operations Jeffrey K. Chancellor in a press conference. BES which is a wholly owned private company based in the United Kingdom, attributed Filipinos' "bayanihan" culture as one of the main reasons why it has set up its Southeast Asia hub here. "Filipinos are known for its sense of volunteerism and caring attitude, which you cannot easily find in people from China, Indonesia, or other parts of Asia. So it only makes sense to have a team of Filipinos," said Chancellor. According to Chancellor, the Filipino team will be tasked to respond to multiple fatality disaster in Southeast Asian countries. "Cebu is also very strategically located to immediately respond to emergency calls from Asia. The province has the easiest way out," he added. The company's Cebu headquarters will be in Nivel Hills. BES had been recruiting for the last six months from all over the country. However, until now it has not reached its initial 700 volunteer requirement, he said adding "the company is carefully choosing members for the team." BES has been serving global companies in recovery operations during disasters. It's been operating in Europe for more than 30 years. Its client base includes shipping, airline, hotel, tour companies, local government units, among others. In the Philippines, this kind of service is quiet new, as emergency services such as calamity problems, typhoon, fire, plane crash, among others are mainly helped by volunteers mostly from the government and non-government organizations (NGOs). "Blake is not a volunteer organization. It is a business. We can step in whenever there is an emergency so that the concern or victim can run their businesses as usual," he said. Aside from recovery and rescue of the victims, the company will also recover their belongings. It also has a dedicated call center to answer queries from relatives and other interested parties. The company has tied up with Cebu-based Cosmopolitan Memorial Chapels Inc. owned by Renato Dychangco. Landguido The Freeman 12/21/2006 A last-ditch effort to have the three Sugbuak bills tackled by the House of Representatives in plenary before the Christmas break failed last Wednesday evening. The proponents of the three bills allegedly tried to "smuggle" them to be included in the agenda, said Cebu City South District Rep. Antonio V. Cuenco. Cuenco said that the Sugbuak bills would have been among the the other local legislations that the congressmen approved together with the P125 across the board wage increase had they not been vigilant. "Mura mi og watchdog didto kay nabaniog man nga si JDV (Speaker Jose de Venecia) kuno nipabor sa maong mga balaudnon. Amo nang gigwardiyahan mura mi didto og mga dobberman," Cuenco said. Cuenco said that Reps. Clavel Asas Martinez of the fourth district, Simeon Kintanar of the second district and Antonio Yapha of the third district tried to get their bills into the agenda by sending several letters and resolutions signed by congressmen to the Committee on Rules. Cuenco said, some of the congressmen who signed the resolution of the Sugbuak proponents also signed in their motion for reconsideration when the three bills were approved by the House committee on local government. Cuenco added that the proponents were even reported to have already convinced de Venecia to include the bills in the agenda and eventually approve it. But, according to Cuenco, he together with Reps. Eduardo Gullas and Ramon "Red" Durano VI strongly opposed the inclusion of the Sugbuak bills in the agenda. Cuenco said, he bluntly told the chairman of the Committee on Rules, majority leader Prospero Nograles, not to include the Sugbuak bills otherwise they will be forced to block the other local bills. Cuenco said they were able to convince Nograles, because their intention was reasonable. Emilio Macias should rule first on their motion for reconsideration. Even if they succeeded in blocking the attempt to smuggle the three bills into the plenary, Cuenco added that they need to continue their vigilance because the proponents would surely continue to find ways to have their measures passed before they adjourn for the midterm elections. Provincial officials however said that the move was for the own political interest of the proponents. Over at Capitol, consultant on information organization and management Atty. Pablo John Garcia said this last attempt to pass the Sugbuak Bills "was clearly hatched after the death of the Constituent Assembly (Con-Ass) with the withdrawal of the Con-Ass resolution." He said this is because the three proponents of the Sugbuak bills thought that Con-Ass was their only chance to stay in office without the benefit of election because of a possibility of the term limits of elected officials being removed under the proposed amended Constitution. But, since the House of Representatives bowed to public opinion and subsequently shelved the resolution covering the initiative to amend the constitution through a Con-Ass last week, Pablo John said the three congressmen then revived the move to push for the passage of their Sugbuak bills. He said this last attempt to smuggle the Sugbuak bills also showed that these measures "are so unpopular" that it can only succeed by having it "smuggled." "This bill is contraband because this can only succeed by smuggling," Pablo John said. Further, Pablo John hit de Venecia for allegedly giving in to the request of the three Cebuano lawmakers to have the Sugbuak Bills be included in the agenda when the latter had already promised to Governor Gwendolyn Garcia that the said bills would never be calendared for discussion in the plenary and that he would make sure that it would not be passed in Congress. De Venecia was here in Cebu for the ASEAN Inter-Parliamentary Organization (AIPO) convention here last September. Aside from Mandaue City, Cebu Province is also being considered as a pilot area for “end-to-end automation” of election processes, according to Commission on Elections (Comelec) Manila spokesperson James Jimenez. But Comelec Chairman Benjamin Abalos Sr. said he has lost all hope that the elections in May next year will be modernized, even partly. While the two chambers of Congress approved their versions of the automation law, Abalos said they failed to reach a consensus on the matter in the bicameral conference committee meetings. “We’ve been anticipating the passage of the law but so far wala pa din nangyayari (nothing is happening),” Abalos said. Cebu Provincial Election Supervisor Edwin Cadungog said that as a pilot area, ballot boxes in Mandaue City will be taken to a counting station after the voting ends at 3 p.m. Cadungog said the board of election inspectors (BEI) will be trained to use the counting machines as they will have to operate these when it is their precinct’s turn. On the other hand, erecting this building on a somewhat "seedy" area of the city may spur other building or land owners to renovate or build new structures, thereby starting a sort of renewal in that area. Ultimately, the goal should be to have balanced and consistent development and make the whole city pleasant to live and work in. It is not good to have some modern pockets, then have rundown and dilapidated disticts in other areas. It is so third world. No Happy Christmas for Sugbuak proponents: Attempt to have bills tackled fail By Fred P. Landguido The Freeman 12/21/2006 A last-ditch effort to have the three Sugbuak bills tackled by the House of Representatives in plenary before the Christmas break failed last Wednesday evening. The proponents of the three bills allegedly tried to "smuggle" them to be included in the agenda, said Cebu City South District Rep. Antonio V. Cuenco. Cuenco said that the Sugbuak bills would have been among the the other local legislations that the congressmen approved together with the P125 across the board wage increase had they not been vigilant. Cuenco said that Reps. Clavel Asas Martinez of the fourth district, Simeon Kintanar of the second district and Antonio Yapha of the third district tried to get their bills into the agenda by sending several letters and resolutions signed by congressmen to the Committee on Rules. Cuenco said, some of the congressmen who signed the resolution of the Sugbuak proponents also signed in their motion for reconsideration when the three bills were approved by the House committee on local government. Cuenco added that the proponents were even reported to have already convinced de Venecia to include the bills in the agenda and eventually approve it. But, according to Cuenco, he together with Reps. Eduardo Gullas and Ramon "Red" Durano VI strongly opposed the inclusion of the Sugbuak bills in the agenda. Cuenco said, he bluntly told the chairman of the Committee on Rules, majority leader Prospero Nograles, not to include the Sugbuak bills otherwise they will be forced to block the other local bills. Cuenco said they were able to convince Nograles, because their intention was reasonable. Emilio Macias should rule first on their motion for reconsideration. Even if they succeeded in blocking the attempt to smuggle the three bills into the plenary, Cuenco added that they need to continue their vigilance because the proponents would surely continue to find ways to have their measures passed before they adjourn for the midterm elections. Provincial officials however said that the move was for the own political interest of the proponents. Over at Capitol, consultant on information organization and management Atty. Pablo John Garcia said this last attempt to pass the Sugbuak Bills "was clearly hatched after the death of the Constituent Assembly (Con-Ass) with the withdrawal of the Con-Ass resolution." He said this is because the three proponents of the Sugbuak bills thought that Con-Ass was their only chance to stay in office without the benefit of election because of a possibility of the term limits of elected officials being removed under the proposed amended Constitution. But, since the House of Representatives bowed to public opinion and subsequently shelved the resolution covering the initiative to amend the constitution through a Con-Ass last week, Pablo John said the three congressmen then revived the move to push for the passage of their Sugbuak bills. He said this last attempt to smuggle the Sugbuak bills also showed that these measures "are so unpopular" that it can only succeed by having it "smuggled." "This bill is contraband because this can only succeed by smuggling," Pablo John said. Further, Pablo John hit de Venecia for allegedly giving in to the request of the three Cebuano lawmakers to have the Sugbuak Bills be included in the agenda when the latter had already promised to Governor Gwendolyn Garcia that the said bills would never be calendared for discussion in the plenary and that he would make sure that it would not be passed in Congress. De Venecia was here in Cebu for the ASEAN Inter-Parliamentary Organization (AIPO) convention here last September. In an interview with Sun.Star, Osmeña Tower chairman of the board Antonio Osmeña said the construction of the new project would probably cost P1 billion. Fuente Towers Complex consists of adjacent twin towers called the Fuente Tower I and Fuente Tower II. He said the rehabilitation of Fuente Tower I, the new name for Osmeña Tower, would be finished within eight months, and business operations in the tower could start early next year. The company is currently clenching a deal with a local investor for a franchise arrangement to build a 150-room resort at Punta Engaño in Mactan Island. In an interview with Dean Y. Cid, resident manager of the newly opened Microtel Boracay, he said that Microtel, together with its sister company Paramount Property Management Corporation, and the land-owner is going to build an eight-storey resort facility near the Shangri-La's Mactan Island Resort. This deal he said will be a 100 percent franchise of the land-owner whom he only identified with a family name Benedicto. This means, that the land-owner will have to invest for the construction of the property, and Microtel's involvement solely on the management. If the Cebu Microtel Resort will finally open, this will be the largest facility to be managed by the hotel brand in the Philippines. Most of the properties currently being managed by the company are small room capacities, from 50-room to a hundred. Microtel is the brand management company, while Paramount is the property management firm, both almost have the same set of stockholders. Microtel is the hospitality arm of the Phinma Group. On the other hand, Paramount Property Management specializes in property management though it also covers the full range of expertise in all areas of the hospitality industry, including hotel management, food & beverage operations and restaurant franchising. The long term plan of the company, is to open at least two Microtel-managed resorts or hotel in Cebu, Cid said. In October of 2007, Microtel will open a hotel facility in Davao, in partnership with the prominent Florendo family. Next year, Microtel targets to open at least three hotels in the Philippines. Davao is opening on October 2007, Cebu project is expected to be operational by December next year, and the Cabanatu-an Microtel project to be completed by March 2007. I once read in the local daily news that Mayor Tomas Osmeña will be planning to put up similar attractions in Tagaytay where cable cars operate thus attracting more foreign and local tourists to the place. This is not common attraction in the Philippines specially in the Visayas and Mindanao region. If it would materialize Cebu will definitely become the tourism hub in the Philippines indefinitely.
