Historic Cebu Hosts ASEAN Summit
By Douglas Bakshian
Cebu
12 January 2007

Explorers, presidents, silk, spices and controversy are all part of the rich heritage of Cebu, a Philippine island province. For the next few days, it is being overrun by delegates to the Association of Southeast Asian Nations summit, but Cebu has been at the crossroads of history for some time. Douglas Bakshian reports from Cebu.

Being at the center of events is nothing new for Cebu, known as the "Queen of the South." It gained a place in Western history when explorer Ferdinand Magellan landed in 1521 and persuaded a local ruler to pledge allegiance to the emperor of Spain and converted hundreds of Cebuanos to Christianity.

Magellan subsequently was killed in a battle with another Philippine chieftain. Filipinos say he was the first foreigner to get involved in local politics.

But much was happening even before Magellan. Cebu was a trading center, and for centuries ships from Thailand, China and other nations brought porcelain, silk, spices and other exotic items to its shores. Benjamin Diokno, an economics professor at the University of the Philippines, says Cebu's location puts it in a strategic position for trade.

"There are three major blocks of islands," he said. "Luzon is number one. And then there is a group of islands called the Visayas. The third one, of course, is Mindanao. And Cebu is right in the middle of the Visayan islands. So that is why it came to be developed as a trading center."

Today it is the country's most important trading hub and commercial center outside of Manila, handling more than 80 percent of inter-island shipping. More than 100 companies, including multinationals such as American watch maker Timex and Japan's NEC, which makes communication equipment, are in Cebu. The province also has a vibrant furniture industry and information technology centers are starting to grow here.

The province also is a tourism center, and in 2005 Cebu received more than one million tourists, about 400,000 of them foreigners, who were attracted by its beaches and resorts.

The province became embroiled in the controversy over the 2004 election. President Gloria Arroyo got her one-million-vote winning margin in Cebu. The election results were questioned and the opposition accused her of cheating. But she denies this, and told foreign correspondents last year that a vote recount verified her win.

"The answers to the issues raised will be found in … the recount happening in Cebu," she said. "That's where my biggest majority is. In fact that is where almost all of my majority is. And the results are coming out that I won the elections fair and square."

There was some controversy in the Philippines when Cebu was named the location of the summit for the Association of Southeast Asian Nations this week. Some critics thought the honor should go to Manila, which is more accessible for Asian leaders and the news media. However, it is not uncommon for countries to highlight locations other than their capital with international events, and Manila was the site of a previous ASEAN summit.

^^

Regarding Bigfoot, I think we can only blame the newspaper that somewhat "exagerrated" the situation by headlining it inside its pages.

I myself was a bit surprise upon seeing the news item whose title was printed in "big and bold letters" as if it was a really very significant situation (like the ASEAN Summit perhaps). I thought something big had gone wrong. Upon reading the news article, I found out that it's just a petty case after all. There's even no point publishing it with such big and bold letters like what that newspaper did.

The judge had to turn down the so-called "request" because it was done in the wrong way. The letter didn't even contain much details like what Dabert said. We all know that there's no such thing as a "request" that is as informal and simple as inviting someone to a birthday party (with a simple letter) when it comes to the court.

It's just like applying for a job but your resume or application letter was returned to you or simply rejected because it was not done in the correct format specified by the employer.

Fortunately though, the judge said that they can always ask for a reconsideration provided that they execute their request properly.

I hope also that media (especially the local ones) will raise their standard when it comes to publishing news articles. Hahaha, I can't help but laugh because I remember a tabloid who published this as headline: "Napkin Gipang-ilogan sa mga Iro."

I can attest to this. If you guys have noticed, much of the pre-summit news in ABS-CBN always focused on negative technicalities (e.g. controversial construction of the CICC, busted lights, leaking CICC, security cameras not working, etc..). I think this is one of the reasons why a big chunk of our population do not understand what the summit is all about including its impact on our future because much of the pre-summit news aired on TV were all about the negative technicalities I mentioned earlier. There was even this jeepney driver who asked me if the ASEAN Summit was some sort of an olympics or a sports event.

Even last Wednesday, also in ABS-CBN, the main headline of the story was "ASEAN Summit bubuksan na" but majority of the content of the said story by Paul Henson talked about brownouts, power failures, zero visibility at the airport, the ongoing rains, bombings, etc. They even kept on replaying that quote by an official from Transco who said that there will be brownouts and power failure.

Since their headline was "ASEAN Summit bubuksan na" then they should have come out with informative reports like what will happen during the opening of the summit, who will arrive that day, what meetings will be tackled that day, etc.. instead of going through issues that are too technical and insignificant to the entire summit itself.

^^ me too,. when i got a glimpse of the title, my attention shifted like a thunder towards the article. but after reading the content, i sighed a sign of relief due to the aforementioned reason. well, what can we do, that's the media.. but the important thing is we are sure that Deep Gold is definitely being shot in Cebu, another first in the Philippines. :)

Timor-Leste opens consulate in Cebu
The Freeman 01/14/2007

Timor-Leste, established on May 2002 to become the newest nation in the world, inaugurated its consular office in Cebu yesterday after it signed the Treaty of Amity and Cooperation of the Association of Southeast Asian Nations, which is holding its 12th Summit here.

Timor-Leste Foreign Minister Jose Luis Guterres said his country's consular office, located at suite 602 of the FGU Building at the Cebu Business Park, is the second in the Philippines and the first outside Metro Manila.

Speaking before a few invited guests for the inaugural ceremony of the Timor-Leste Consulate in Cebu, Guterres said his country had signed the ASEAN Treaty of Amity and Cooperation to start its eventual joining of the ASEAN.

He said that Timor-Leste, formerly East Timor, will be a regular member of the ASEAN three to five years from now, adding that joining the ASEAN and its economic cooperation is advantageous to his country and his country's future.

The treaty of amity and cooperation is an agreement originally signed in February 1976 by the five founding members of the ASEAN: Indonesia, Malaysia, Thailand, Singapore, and the Philippines. It was designed to promote perpetual peace, everlasting amity and cooperation among the people of these countries that will contribute to their strength, solidarity and closer relationship.

Guterres declared yesterday that Timor-Leste is now open to the world for investment, saying that it has the resources to develop, as it is rich in oil, gas and minerals.

Guterres said his country, through its resources, can partake in the development of the ASEAN for the benefit of all the people in the region.

The consular office in Cebu was established not only to extend help to about 100 Timorese -mostly students in various universities here- but to promote Timor-Leste as well, he said.

Guterres thanked the Filipinos for helping his people attain their independence. He said that when they fought for their independence from Indonesia in 1999, a Filipino soldier headed a peacekeeping force sent from the United Nations.

Timor-Leste is formerly known as the province of East Timor in Indonesia. For 24 years, it was under the control of the Indonesian government and three years under the administration of the United Nations until it was granted full independence on May 2002.

Guterres said the Philippines and Timor-Leste share several things in common in terms of culture and religion. - Fred P. Languido and Jasmin R. Uy

ASEAN summit a boon to Cebu’s economy--Romulo
By Irene Sino Cruz
Inquirer
Last updated 07:37pm (Mla time) 01/13/2007

CEBU CITY -- The holding of the ASEAN summit in Cebu would pour over a billion pesos into the local economy and boost the province's image as a tourist and convention destination, according to Foreign Secretary Alberto Romulo.

"We have placed Cebu on the map of international tourism, investment and trade. These gains are as permanent as the Cebu International Convention Center, which is a powerful symbol of the strong, resilient, determined and hardworking spirit of all Cebuanos," Romulo said in a press conference on Friday.

He noted that the comment of Chinese Foreign Minister Li Zhaoxing about Cebu "unique corner of paradise" would help its tourism industry while the spending poured into the province would increase the earnings of local companies.

Li's comment was made during the ministerial meeting between the countries making up the Association of Southeast Asian Nations and China, a dialog partner of the ASEAN along with Australia, Japan, India, South Korea and New Zealand.

"This is a significant and welcome comment, coming from the foreign minister of a country where one of the largest numbers of global tourists come from," Romulo said.

By having Cebu host the 12th ASEAN Summit, he said, the Philippines has brought the "beauty of Cebu as a tourist destination and as a convention venue" to the world's attention.

"We were also able to attract the attention of the international business community, particularly in the areas of ICT (information and communications technology), electronics, fine furniture, agriculture and light industries," Romulo said.

He also cited other benefits for Cebu such as the increase in flights and passengers at the Mactan Cebu International Airport and the additional jobs brought about by the various construction projects in connection with the summit.

"The influx of domestic and foreign delegates during the summit is expected to raise P1.2 billion in additional sales for local businesses," Romulo said.

In an interview, Tourism Secretary Ace Durano also disclosed that Cebu has a strong appeal to the tourist market.

"In our sales mission, I realized that among all destinations, Cebu is the strongest brand," Durano said, adding that the holding of the summit would further strengthen that brand.

She looks tiny standing next to Singapore's very tall president. With our female governor in Cebu, I guess, we can say that gender equality is no longer a rhetorical possibility but a reality in Philippine politics. We might even have achieved this political maturity ahead of the U.S. Hehe.

CEBU and the ASEAN is almost in every news channel around the globe. just last night i saw televised reports about the ASEAN in BBC, CNN, TV5france, bloomberg , ChannelNewsAsia singapore, CCTVchina and NHKJapan. i never thought the summit could get that kind of media mileage until last night when i tried to scan every news channels on cable.

and i like how they always describe cebu as the "island resort city", the "holiday destination of the philippines" or "resort province"

sample lang huh.

reporter: ..... "the summit is held in the resort island of cebu, the philippines"

siempre they will know cebu as a destination if they continue to attach these words to cebu, and were talking about INTERNATIONAL media here huh?!

FULL SPEED AHEAD CEBU!

that's really nice!

i have to agree with the previous posts.. but highlighting the negative side of the summit can only be seen and heard in ABS-CBN TV Patrol Channel 2. :ohno:

you won't hear anything like that in GMA 7, kung naa man gani, kato ra mga rallyists.

but who cares? no big deal. what matters most is Cebu's international exposure.

No price tag for Cebu gains in summit

By Ronnel Domingo
Inquirer
Last updated 02:37am (Mla time) 01/14/2007

CEBU—The economic benefit of Cebu province’s hosting of the 12th Association of Southeast Asian Nations Summit is “immeasurable” compared to Malacañang’s estimate of P1.2 billion, according to a local business leader.

Foreign Secretary Alberto G. Romulo on Friday said the influx of domestic and foreign delegates during the summit was expected to raise that amount, in additional sales to local businesses.

But Francis O. Monera, president of the Cebu Chamber of Commerce and Industry, said in an interview that was just for the short-term.

“Of course, we do promote the province as an investment location and tourist destination with or without the summit,” Monera said.

In a statement, Romulo said the number of flights at the Mactan-Cebu International Airport had increased by about 6 percent after local firms increased operations while the number of passengers passing through the airport went up by 14 percent.

Romulo added that in the runup to the Asean summit season, visitor arrivals in Central Visayas from January to September reached 1.2 million or about 11 percent higher than the number for the same period in 2005.

The number of foreign visitors who make up at least a third of the total arrivals increased 18.5 percent, he said.

Yesterday, Monera said: “We will make sure we can take advantage of the greater (publicity) mileage from the summit so that it would translate to a sustained inflow of capital and revenues.”

He added that the chamber was cranking up international promotion of the province through a five-month campaign called Cebu Business Month, which would kick off in February and culminate in June.

“The Cebu Business Month is evolving to become the business sector’s own Sinulog or festival. It is an effective means of promoting Cebu in the field of information and communication technology, tourism, and small and medium enterprises that are export-oriented.”

Export earnings

According to the Department of Trade and Industry, Cebu’s export earnings have continually risen yearly from $2.4 billion in 1999 to $4.7 billion in 2005.

Top merchandise exports include electronics, garments, electrical equipment, vehicles and machinery parts, processed foods, steel and metal products; gift, toys and housewares and fashion accessories.

Roadshow

Major export destinations include the United States, Japan, Hong Kong, Belgium, Indonesia, China, The Netherlands, South Korea, Singapore and Thailand.

“We have talked with Ambassador Marciano Paynor Jr. (secretary general of the summit’s national organizing committee) and Gov. Gwendolyn Garcia on how to capitalize on summit publicity and they have been supportive,” Monera said.

The chamber president said they planned to embark on a road show covering major Asean cities to pump up ICT, tourism and export activities in Cebu.

Cebu has been really busy the past few days. What with the opening of the 12th Association of Southeast Asian Nations Summit and the start of the novena and other activities for the feast of Sr. Sto. Niño. But while most Cebuanos welcomed the two significant activities in peace, other people, who probably have nothing better to do, are out to wreak havoc and disturb the peace and quiet here through different means.

One of the ways used by these people to sow panic among us is the spread of text messages warning people of possible bombings in different areas in the metro such as malls and crowded streets. Although text messages are not really credible means of communication, especially if you do not know who sent you the message, it cannot be denied that this form of communication can reach a large number of people and can cause alarm. The people from whom these text messages originated from are certainly out to frighten the public and disrupt the peace.

Cebuanos are generally peace-loving. We have shown this to the whole country and to the world by way of the peaceful demonstrations that have happened here. Yes, we have our share of militant organizations here but they are not as hostile as those from other areas. Protests that have been staged here in the past remained peaceful while those that were staged in the capital have gone violent.

But our hosting of the ASEAN Summit has attracted some groups, mostly from other areas in the country, who want action in rallies. Because of these people, the peaceful protests have become ugly and have disrupted the peace and quiet in Cebu.

We cannot choose the people who come to Cebu. Being one of the prime destinations in the country, Cebu is visited by hundreds of thousand of people from all walks of life everyday. But even if we Cebuanos are a hospitable people, we would like to remind our visitors that in normal days, when there is no ASEAN Summit and when we are not celebrating the Sinulog, Cebu is alive yet peaceful and we Cebuanos would want it to remain that way whether there is an important event or not.

Nakakatawa ang experience namin kanina kasi after the mass, we decided to have lunch sa Orange Brutus sa Mactan Marina Mall. The bad thing is, pagkaabot namo sa Saac Wet Market cor. Lapu-lapu Circumferential Road, giharangan mi nya gisirad-an ang road kay naa'y muagi nga mga delegates  Kaihion na raba unta ko! 30 minutes jud mi gahuwat, nya nilabay na ang mga delegates from Singapore. Then, a few minutes more, naghuwat pa jud mi before giablihan balik ang road. So, niadto nami sa Orange Brutus, nangaon and after that, nitabok ko sa kalsada, niadto ko sa Da Vinci's Pizza kay magtake out mi. Nahibung man ko nga daghan man kaayog PSGs. Mao diay kay nangaon ang Thai Prime Minister ug ang iyang mga delegates sa tapad nga Thai Restaurant (I forgot the name). It was a worthwhile experience. Bisan uroy ug wala ko katake ug photos, at least nafeel sad nako ang summit fever :D So after that, padung nami uli, sus intawn, pag-abot sa Gate 4 sa MEPZ, gikamayan nasad mi sa pulis, gipadaplin nasad kay sirad-an nasad ang kalsada  Gihimo jud mi nilang suki sa road closure, nya nanglabay nasad ang mga delegates. Kato diay tong nahuman na ug kaon nga Thai delegates :D And after that, giablihan na, pero nakuyawan mi kay naa'y gasunod namo nga pulis, giescortan diay nila ang Philippine delegates. Kataw-anan kaayo, kay kung Pinoy gani, escortan lang, dili na sirad-an ang mga kalsada  So, naabot na intawn mi, safe and sound, :D

Anyway, they'll be released na and hopefully they'll still be able to perform at the Gala Night at the Shang come 8pm ;)

We just hope na di li ma igit igit sa middle sa ilang sayaw.... heheheh... any pics sa laag sa spouse? :)

Tsk tsk tsk ABS-CBN. Cebu loves ABS-CBN but ABS-CBN is not returning it to the Cebuanos - instead, that Mother Ignacia-based network is spreading irreponsible journalism.:ohno:

ngano ingon man sila na ang quiapo procession ang biggest religious festival in the philippines? an in terms of numbers, its mere 100,000+ attendance pales in comparison the 1 million-strong throng of devotees joining the procession of the sto. nino?

i have no intention of downgrading one festival in favor of another--after all, they both honor one and the same person, Jesus, although in different guises...

it's just that i think the Cebu's Sinulog ought to have the honor of being the country's biggest religious festival...

Thanks bai, I'm watching it now. It's also in Channel 45. One thing I've noticed, it seems that the CICC is playing a very very minor role throughout the entire ASEAN Summit. :ohno:

Most of the meetings as listed in the schedule of activities were all being held at the Shangri-La. Even the Gala Night right now is being held at the Shangri-La, I thought sa Plenary Hall sa CICC.. :ohno:

I think the Shangri-La is the de facto major venue of the ASEAN Summit and not the CICC.

GMA-7's news outfit is indeed professional...

the news of a gastroenteritis outbreak among the ASEAN performers would mean an instant media circus for the biased reporters of ABS-CBN...but GMA gave an unbiased, unopinionated, and straight to the point coverage of the incident...

Former chief justice Davide appointed UN ambassador
ABS-CBN News Interactibe

Former Supreme Court chief justice Hilario Davide Jr. on Sunday took his oath as the Philippines' permanent representative to the United Nations, replacing Ambassador Lauro Baja Jr., ANC reported.

In an interview with ANC correspondent Ricky Carandang, Davide said that being appointed to such a prestigious position can be very challenging but assured that he will undertake his role to the best of his ability.

"That is an initial appointment that I had after my retirement— a very challenging work in the United Nations. So I hope that I can give the best of myself in like manner that I rendered service to our country in my prior positions in the government," he said.

Davide also said that his term would primarily be focused on diplomacy, a significant agenda of the 12th Association of the South East Asian Nations Summit in Cebu.

Dili allowed mag atang sa Street to see the convoy. Kinahanglan mag cge ka ug lakaw. I was on my way to Carmelite Monastery yesteday and timing nga gi cirado ang dalan kay ni-agi ang China, India, ug South Korea. Hehe..

Hehehe...

Wahaha..:)) mao sad, we're starting to interact pero mas daghan jud mo boys..
maybe because:
1) we feel di mi ka jam
2) "shy"....
3) it's hard to open up ourselves sa forum na male dominated..

whatever the reason is, i'm sure, daghan jud ug fans (whether girl/boy) ang CEBU thread.:D

1.) lahi sad jud ang interest sa boys og girls but SSC is something that's common to us. We'll start from there.
2.) we are usually shy the first time. wla ra mi libog.
3.) exactly but kung SSC lang, no problem

of course girls are welcome here. we've long been waiting for the girls to really join in. hopefully in the future we'll all meet you.

hi leylander, sa tinuod na lyrics sa Orinoco Flow, is Cebu spelled as C-E-B-U or S-I-B-U? The reason is duna man sad gu'y Sibu island sa Malaysia that is also known for its beaches and diving spots. I just want to be sure na it's CEBU that Enya is refering to sa Orinoco Flow.

Anyway, I was on my way to Carmelite when the roads were closed so naa ra ko sa Capitol dapit nag atang sa Spouses tour. Nice kaayo because there were two Vintage Cars being displayed at the Capitol. If I remember it right, blue and black ang ila color.

Nindot sad kaayo ang Fuente kay hawan ug limpyo, walay traffic. :okay:

From Capitol, proceeded directly to Carmelite sa Juan Luna and saw the convoy of China, South Korea, and India. :okay:

mas nindot ug himuon nga official CHINA TOWN ang Colon..

Mayor Tom once said that there is no need to have a "China Town" in Cebu unlike in Manila because Cebu is a big "China Town" or even a "Moslem Town". All Cebu residents are living together harmoniously & peacefully. Unity is Cebu's key towards the co-existence of people with various ethnic backgrounds regardless of race, color, or religion. Notice that Mayor Tom welcomes everyone letting all visitors feel at home in Cebu particulary Cebu City. There are no second class citizens here and everyone is free to stay in Cebu provided they don't make any criminal acts or anything that would tarnish Cebu's low crime rate. Otherwise, they'll end up dead in the gutter.

^^Ngano ok ra man kang Tomas na mag-rally rally ang mga "patriots daw" dinhi sa dakbayan sa Sugbo? Naa pa gani silay free accomodation.

Grrr. Way ayu.

If they can witness the charming atmosphere of Cebu and the festive mood now that Sinulog is up and ready to show the world Cebu's unique cultural heritage. Mas nindot sad ang atong procession sa atong mahal na Sto. Niño kay naay fluvial parade ug "solemn" procession unlike sa quiapo na gubot ug delicado.

PLDT steps up facility improvements in Cebu
By Ehda M. Dagooc
The Freeman 01/15/2007

The holding of the ASEAN Summit in Cebu has pushed telecommunication giant Philippine Long Distance Telephone Company (PLDT) to accelerate its facility update expenditure in Cebu.

"Telecommunication capabilities in Cebu have gone one-notch higher because of the ASEAN Summit," said PLDT head for public affairs Ramon Isberto in an interview during the weekend.

Isberto said PLDT has shortened its rollout time to deploy high-grade telecommunication facilities in Cebu such as the New Generation Network (NGN), initially to the major hotels and resorts here.

This means that instead of installing this kind of facility in the next few months, PLDT has decided to install the telecommunication technology infrastructure earlier before the Summit period.

In Waterfront Cebu City Hotel and Casino for instance, PLDT has installed high capability telecommunication facilities, making almost all areas in the hotel as WiFi (Wireless Fidelity) areas.

He said all floors in the hotel, and the over 600 rooms are already WiFi areas. Other major hotels have also the same capabilities.

PLDT has allocated at least P30 billion in the next two to three years for the deployment of its new generation network (NGN) that will allow a robust growth of fixed line business.

The Cebu share for the expenditure has already been rolled early as scheduled because of the ASEAN Summit, Isberto said.

Supposedly, the Cebu NGN deployment will be spread in the next 12 months this year, but because of the Summit the roll out has been accelerated.

The NGN technology in telecommunication, offers the high-speed telecommunication providing fixed line telephones with broadband capabilities.

Despite the Internet connection glitch brought about by the recent Taiwan earthquake which damaged significant part of the international network connection of the Philippines, Isberto said PLDT managed to provide uninterrupted and high-speed Internet connection to the ASEAN Summit delegates.

The company installed booths in different areas like the airport, Cebu International Convention Center, Shangri-La's Mactan Island Resort, to provide delegates, especially the press community with free Internet access.

PLDT has maximized its fixed line and wireless Internet connection facility to service part of the ASEAN Summit online connectivity requirement.

Isberto, however, is not certain how much PLDT was spent for the installation of additional telecommunication facilities for Cebu as part of P30 billion, NGN deployment expenditure.

He said Cebu now is ahead over other areas in the Philippines, in terms of telecommunication facility.

PLDT's P30 billion capital expenditure in the next two to three years will provide wireless access and broadband infrastructure to 99 percent of the entire Philippines.

hala... nikki taylor, one of the strong contenders for Miss Cebu 2007 kay underage pa diay.... she's 17 pa. tsk tsk tsk.

i think it's alright, coz if not, then she wouldn't be allowed to compete. in miss world, the minimum is also 17.

imagine if cebu can also send delegates to the top four beauty pageants in the world like hong kong(they have their own delegate even though they are now part of china). coz honestly, our contestants this year are better than what we sent internationally last year, no offense though. hehe..

Take a vow, Cebu
(Editorial, Manila Times 1/16/07)

THERE is plenty of credit to share and pass around with the convening of the successful 12th Association of Southeast Asian Nations (Asean) Summit and the East Asia meeting.

Both summits passed a raft of resolutions and agreements that promise improved trade, cooperation and security in the region. The leaders continued to hedge on human-rights and political abuse in Myanmar but, in the end, the new consensus pointed to the region rising as a powerful economic bloc in global trade and security.

The Philippine government under President Arroyo hosted a significant gathering that was alternately threatened by bad weather, terrorism and the specter of violent demonstrations. None of the threats took place (although a series of explosions killed 7 persons in General Santos City) as the state exercised extreme vigilance.

The Department of Foreign Affairs under Secretary Alberto Romulo dictated the pace even before the summit with a series of preparatory meetings at the subministerial level. The summit proper and related activities went through their expert paces under the professional management of the national organizing committee. The Philippine National Police and the Armed Forces of the Philippines did their job well.

Singular credit must be paid the Cebuanos for hosting the summits, providing the venues and furnishing the hospitality that made the twin gatherings doubly pleasant, memorable and safe for the delegates, their delegations, families and the world media.

With hardly a year to prepare for the summit, (the Philippines had taken over the hosting after Myanmar backed out under pressure) the Cebuanos did their homework and passed the test with excellent grades.

They built, under time pressure, a world-class international convention center. They improved Metro Cebu’s infrastructures and tourism facilities. They gave the place an extra physical sheen. They burnished Cebu’s image as a global convention center. Cebu’s place in Philippine history and the cultural map received a fresh ovation during the five-day meet.

Metro Cebu includes Cebu City, Danao City, Mandaue City and Mactan Island (where Lapu-Lapu City and Cardova town are), Talisay City and seven other towns. Credit must go to the governments and residents of these places. Standing proud over these is the Cebu provincial government headed by Gov. Gwendolyn Garcia. The province that delivered a million winning votes to President Arroyo in 2004 helped stage a memorable stay for the 16 chief executives of East Asia and Southeast Asia.

The partnership between the local governments and the private sector helped ensure a productive summit. The province and Metro Cebu spent and labored hard for the event. Many private businesses, principally the hotels and tourism establishments, made improvements on their facilities at their initiative and expense. A great deal of voluntary work by thousands of private citizens and organizations helped ease government concerns.

This was bayanihan at its best.

The republic of Cebu

THE Asean Summit burnishes the pristine of image of Cebu—the province and the metro region. A strong civic pride enlivens life in Cebu because of its history, culture, economy and sense of its future. History has given Cebuanos a rich pride of place and culture. The economy rivals that of Metro Manila’s. Its natural attractions and infrastructure make it a favorite global convention city. Cebuanos take pride in their educational system and their athletes. The faithful consider the place a national shrine. The Cebu media are one of the liveliest in the country.

Not civic pride alone but a sense of homegrown nationalism distinguishes the Cebuanos. Their pride in the Cebuano language prompts many to shun singing the national anthem in Tagalog-based Filipino at public ceremonies. It is not uncommon to hear that Cebu City is the rightful capital of the country. There is a joke going around that Cebu can secede from the republic and stand on its own resources.

History, not heresy, will lead Cebu to a superior future. The Asean Summit will help see to that. Most of the documents forged in Cebu, for example, will now be recalled and chronicled as the Cebu Declarations. Nostalgia will enshrine Cebu in the memory of the hundreds who enjoyed its hospitality. There will be more Aseans and historic gatherings in the capital.

Secretary Romulo said: “We have placed Cebu on the map of international tourism, investments and trade. These gains are permanent as the Cebu International Center, which is a powerful symbol of the strong, resilient, determined and hardworking spirit of all Cebuanos.”

‘The best summit so far’

By Jeanette P. Malinao & Minerva B. Gerodias
Sun.Star Staff Reporters

AS the East Asian leaders’ gathering came to a close yesterday, officials from other countries said Cebu not only equaled international standards in hosting, but probably set the standards higher.

Ahmad Shahizan Samad, deputy director-general of Asean-Malaysia, said Cebu has done an “extremely superb and excellent” hosting of the 12th Association of Southeast Asian Nations (Asean) summit.

Sun.Star Network Online's 12th Asean Summit watch

“The traditions of Asean summits were all there, but I have to say you really set the standards now in terms of organizing and performance,” Samad said in an interview with Sun.Star Cebu.

Samad was with the special adviser to Malaysian Prime Minister Abdullah Ahmad Badawi as he went around and bought Cebu products from the exhibits at the Cebu International Convention Center (CICC) where the East Asia summit, the biggest among the recent gathering of leaders in Cebu, was held.

After she bade farewell to the heads of state and government, President Arroyo said in her press conference at the CICC: “Our people put their best foot forward for the whole regional neighborhood. Daghang salamat, Sugbo.”

Aesthetics

Bhagwant Bishnoi, deputy chief of the Indian mission in Bangkok, also said it was “the best summit so far.”

“Cebu has set a new standard. Our apprehension now is I’m sure our leaders will tell us to replicate what Cebu has done in terms of hosting,” he told Sun.Star Cebu.

Bishnoi said he noticed that the materials used to spruce up the venues were not expensive but the “aesthetic sense that the Filipinos are known in the world for is extremely evident in every aspect.”

He told Cebu Gov. Gwendolyn Garcia that they took pictures of the various summit venues, which he described as “breathtakingly beautiful, very exotic and the best we’ve ever seen,” so they will have ideas on what to do when it is their turn to host summits.

But beyond the physical preparations, Bishnoi told Sun.Star Cebu they were awed by the “warmth and courtesy” with which the Cebuanos greeted them everywhere his delegation went.

“I went to a store to buy a beer, and four people greeted me in unison. And there are no overcharging issues at all,” he added.

Surprised

Governor Garcia attributed the success of the summit to the collective effort of so many Cebuanos.

“I just pitched in to do my share. It shows that Cebuanos can unite to showcase the best of what we have. Most importantly, we proved that we can do it and we can do it again,” Garcia said.

Foreign Affairs Assistant Secretary Luis Cruz, who was in charge of the preparations for the substantive issues, said they only did everything they could in the tradition of Filipino hospitality.

“We are pleased with the reactions of participants of the summit, they were really surprised,” Cruz told Sun.Star Cebu.

At least three first ladies who witnessed a Battle of Mactan reenactment and joined a two-hour tour of Cebu City were so impressed with Cebu, they plan to make private visits here, according to First Gentleman Jose Miguel Arroyo.

“The spouses enjoyed a lot. They found the city bus tour very unique. They found the Filipinos so friendly and loving,” Mr. Arroyo said.

“The committee worked hard. Their hard work paid off,” he said.

The Cebu sub-committee on the spouses’ program is chaired by Foreign Affairs Undersecretary Francisco Benedicto and co-chaired by Cebu City First Lady Margot Osmeña.

The spouses were first treated to a reenactment of the Battle of Mactan last Saturday and had lunch at the Mactan Shrine.

On Sunday, they unveiled the marker of the Asean Friendship Park in Barangay Talamban, Cebu City and went on a bus tour that included the Cebu Capitol, Colon St. and Magellan’s Cross.

Dancers performed at each stop to display the Sinulog and other Cebuano festivals. The spouses were then treated to lunch and a fashion show, featuring Cebu-made products, at the Capitol social hall.

Sunshine for ASEAN spouses

By Connie E. Fernandez
Cebu Daily News
Last updated 12:34pm (Mla time) 01/15/2007

With sunshine framing a Sunday morning, spouses of East Asian leaders witnessed Cebuano hospitality at its best during a two-hour rolling tour of the different eras of Cebu's history.

Sidewalk vendors on Colon Street were dressed in Chinese robes. Former street kids sang their hearts out in a Friendship Garden. About 3,500 Sinulog dancers performed along Osmeña Boulevard. Churchgoers spilled to the streets to wave at the VIP guests.
