Avila The Philippine Star 01/17/2007 Just a month ago… things started to sour with Cebu’s hosting of the 12th ASEAN Leaders’ Summit, which was eventually postponed due to super typhoon "Reming." With that postponement, many people thought that Cebu’s hosting of the ASEAN Summit was a goner, finished or kaput! Add those pesky travel advisories sent by the various foreign embassies that surely kept many foreigners away from the shores of Cebu. Indeed, many Cebuanos took those travel advisories quite seriously; after all, the last thing we wanted to see happen during the ASEAN Summit was for a bomb to explode within our midst. But while Australia was one of the countries that issued a travel advisory, their own Prime Minister, John Howard, violated that warning and went to Cebu anyway. But all these "monkey wrenches" thrown our way did not in any way dampened the "indomitable Cebuano spirit"… a phrase that Cebu Gov. Gwen F. Garcia used passionately when she formally opened the Cebu International Convention Center (CICC). Indeed, President Gloria Macapagal-Arroyo (GMA) gave Cebu the rare opportunity to host its very first international convention and by God’s grace (mind you, it was not by hook or by crook) we pulled this miracle as Foreign Affairs Secretary Alberto Romulo told us at the CICC last Monday. Like what we said before, we give credit to this successful hosting of the ASEAN Summit to Señor Sto. Niño de Cebu and we expect a record-breaking crowd for this Saturday’s solemn procession and also a huge crowd for this Sunday’s Sinulog Festival. While most of the ASEAN Summit’s activities were done at Shangri-La’s Mactan Island Resort & Spa last Monday, the whole entourage of 16 world leaders met at the CICC. Aside from President Arroyo, the leaders of ASEAN were in full attendance — Singapore Prime Minister Lee Hsien Loong, Thai Prime Minister Surayud Chulanont, Vietnamese Prime Minister Nguyen Tan Dung, Cambodia’s Samdech Hun Sen, Laos Prime Minister Bouasone Bouphavanh, Myanmar Prime Minister Gen. Soe Win, Malaysia’s Ahmad Badawi, Indonesian President Susilo Bamban Yudhoyono, Brunei’s Sultan Haji Hassanal Bolkiah, and Timor Leste’s Jose Ramos Horta. They were joined by the ASEAN dialogue partners. Chinese Prime Minister Wen Jiabao, South Korea’s Roh Moo-Hyun, Australian Prime Minister John Howard, Indian Prime Minister Manmohan Singh, Japanese Prime Minister Shinzo Abe and New Zealand’s Helen Clark. As I got in the CICC, the leaders were already inside for the 2nd East Asia Summit (EAS). Since that was a closed-door conference, the huge throng of international, national and local media huddled up at the main Plenary Hall. By noon, the EAS was over and the world leaders went up to the Plenary Hall for the formal signing ceremonies and the official photograph of the ASEAN leaders and their partners. I’ve been a journalist for 20 years now and have attended or covered several international conferences. But honestly, it was my first coverage of the ASEAN Summit and I guess I also speak for my colleagues in the Cebu media, who otherwise could never have had the opportunity to see those world leaders up so close. As the world leaders took their places at the Plenary Hall, I felt quite emotional that all this was happening… despite all what the Pinoy crabs tried to do to derail Cebu’s hosting of the summit. But there were some tense moments, especially last Saturday when 200 Bayan protesters took to the streets for their usual anti-American protest. They were led by Bayan secretary general Renato Reyes who obviously had to import protesters from all over the country. He clearly knew that Cebu only has a handful of his kind. When the protesters marched toward the CICC, they were also joined by Cebu City Mayor Tomas Osmeña who wanted to make sure that the protest action didn’t lead to any violence. Political pundits may accuse Mayor Osmeña of politicking as this is an election year, but this is totally untrue simply because with elections getting so near… our political radar still hasn’t seen any challenger to the mayor’s seat. Kudos to Mayor Osmeña that while the protesters burned the effigy of US President George W. Bush, no violence occurred. Of course, many Cebuanos found this action totally strange in the sense that the US President was thousands of miles away from our shores. But this mass protest showed to the world that democracy thrives here… that freedom of expression has been protected by the mayor of Cebu City. Thus you can say that the ASEAN Summit had a euphoric end last Monday as the only major summit-related incident was the downing of close to a hundred dancers due to spoiled food. While they were hospitalized, they got out very quickly and were able to perform before the world leaders during their gala night at Shangri-La. After bidding each leader goodbye by the main door of the CICC (they were each escorted by Ambassador Marciano Paynor, the workhorse behind the success of the ASEAN Summit), I could sense that President Arroyo was in a euphoric mood, like most of us who were in the CICC. During the presscon, the President was asked what was the most important achievement of the ASEAN Summit and she replied, "That so many nations and leaders came together to discuss peace, security, social justice and economic growth was a testament to the desire of leaders and their people for greater collaboration among nations." Most of the questions asked by the international press concerned issues you could find on the front pages of our national newspapers. I didn’t ask the President any questions, but as she got down from the podium, I greeted her and congratulated her for the successful hosting of the historic ASEAN Summit in Cebu. As for the CICC which she was so proud to see completed, I suggested to the President that Cebu should offer the CICC as the venue for the expected constitutional convention (con-con) and the President gave me a huge smile, which I took as a possibility. AboitizLand president and chief operating officer Andoni Aboitiz said the company plans to build several condominiums late this year or early 2008 at its property in Mabolo, Cebu City. While AboitizLand is yet to determine the size of the project site, Aboitiz said the undertaking will involve the construction of studio-typed condos priced between P1.5 million and P3.5 million. He said the condo-minium’s ground floor will be allotted for commercial facilities such as restaurants, bars, gym and other amenities that most of today’s youth are enjoying. “The city will change drastically in the next five years and land is very expensive which will force some people to settle back in the urban area,” he said during the launching of the Molave Highlands Residences in the northern towns of Liloan and Consolacion last Saturday. The Asean Summit in Cebu, The Manila Times by: Edgardo B. Espiritu... THE Philippines just successfully hosted the 12th Asean Summit in Cebu. I am speculating that the choice of Cebu as the venue for the summit on the part of the Philippine government as host was likely to have been prompted by the desire to promote the country’s “Queen City of the South” internationally (although many Cebuanos now dislike such references as these since they say that their city is neither a queen to any king nor a second to any premier city). But holding the summit in Cebu may have also been appropriate given the significant parallelisms between Asean and Cebu. The latter is definitely a growth hub today, a rising counterpoint to Manila as the traditional center of economic activity in the country, just as Asean and its close allies in East and South Asia are emerging as a strong counterpoint to the older advanced economies of the West. New watershed The Asean Summit in Cebu may be considered as marking a new watershed in the history of this successful and increasingly influential regional bloc. First, it was in this summit that the blue print was first set for the formulation of a formal charter for the regional grouping. So far, Asean has been what may be called a “pragmatic” or “activity-based” rather than a “rule-based” regional integration initiative. It is more focused on shared activities that bring the countries closer, rather than on formal rules. The fundamental basis of its existence is only a declaration by the member states rather than a treaty. This is in contrast with the European Union, which was brought forth by the Treaty of Maastrich and, before that, by the Treaty of Rome of 1957, which created the European Economic Community. Although Asean’s system has worked well even without a formal charter, the Asean leaders now recognize that such a charter is important to be able to more effectively manage the key challenges of regional integration, globalization, economic growth, and new technologies. They therefore endorsed the Blueprint of the Asean Charter prepared by a group of eminent persons earlier created for the purpose and directed a high level task force to complete the drafting of the Asean Charter in time for the 13th Summit in Singapore in 2007. Biggest free-trade area Second, it was also in the Cebu Summit that the Asean leaders signed an agreement with China that will bring the parties closer to the creation of the biggest free-trade area in the world—a market of 1.8 billion people, with a total estimated economic activity of about $2 trillion. Plans for the FTA started in 2002 and is getting closer and closer to realization. Tariffs for more than 7,000 items traded between Asean and China had been lowered and Asean trade between the two parties has reached $160 billion in 2006, posting growth of 23 percent from the previous year. Third, the Asean leaders committed to accelerate the establishment of the Asean Economic Community by 2015, five years ahead of the timeframe envisioned in the Asean Vision 2020 and the Asean Concord II and agreed to sign the Cebu Declaration on the Establishment of the Asean Community by 2015. This move to advance the creation of the single economic bloc shows increased confidence among the Asean members backed by solid past and present successes, such as the accelerated implementation of the Asean Free-Trade Agreement (AFTA), and the setting up of the Asian Bond Market Initiative under the Asean + 3 (China, Japan, South Korea) framework, which is built on the idea of having a regional fund to provide finance to countries in the region that are undergoing liquidity problems and perhaps, eventually, those that need development finance. Energy security Fourth, under the East Asian Summit, an extension of the Asean framework, the leaders signed the Cebu Declaration on East Asian Energy Security, which would lead to the development of a common regional policy for energy issues, including the development and use of alternative and renewable forms of energy, promotion of energy efficiency and resource and infrastructure development through greater private sector involvement. This addresses the difficult global energy situations and will help promote the development and trading of less conventional and renewable energy forms, including biofuels. The Cebu Summit was thus a very fruitful and meaningful event in the increasingly crucial sphere of regional cooperation and integration. The Asean countries were among the first to realize that it is only by working together they can solve complex regional and global issues and speed up the process of sustained and inclusive development. It was very beautiful. The tall and slanted post of cebu city looks very beautiful when lighted and they are very bright too. However, there are many lamps in the main road that have become busted, but as I recall, it is beyond the scope of cebu city as DPWH owns these. Furthermore, the relighting of the viaduct would cost several more millions of pesos from the city coffers since the power lines of these lamps have been stolen for scrap. I just can't wait till they fix this, and they also complete the mini Hollywood style signage of "South Road Properties" at the end of the viaduct. Its just so sad that some people would destroy such a beautiful project. In a press conference yesterday, Mayor Tomas Osmeña said Philinvest, Shoemart and Bigfoot have expressed interest in purchasing portions of the SRP, expecting that this would generate more employment in the city. Bigfoot, a US-based information technology business solutions firm with interests in communications, business process outsourcing, education and entertainment, is interested to purchase 16 hectares of lot at the SRP. It already submitted a written proposal over its intention. According to Osmeña, the "Queen City of the South" may also become the "Hollywood of Asia" as Bigfoot is considering locating its film studio to the SRP. The mayor said Bigfoot officials have been talking with longtime Cebu resident Mike Gleissner, chairman of the board of Bigfoot Group of Companies, on their SRP interest. The company will also put up a port at the SRP for its mega yacht club, Osmeña said. SM also considered purchasing 30 to 50 hectares of SRP lot in cash as soon as the negotiation will push through. Contrary to what he previously said that he does not want to establish a mall at the SRP, the mayor said he now considers the development of an SM mall in the area because it could generate employment. Osmeña also said the Philinvest will purchase a 30-hectare lot at the SRP and that it is interested to open a restaurant on Kawit Island. The city government has been putting up a man-made white sand beach in Pond F near Kawit. According to Fuentes, when the December summit was moved to January, the hotel’s occupancy rate did not suffer as corporate bookings were already lined up to compensate for the vacancy. Majority of the bookings were Metro Manila companies, he said. Fuentes said the hotel did not host any Asean foreign minister because the hotel was still not in full operation when the summit was announced to take place in Cebu. He said even the hotel’s 300-square meter presidential suite is still under construction. In a press conference yesterday, Mayor Tomas Osmeña said Filinvest, Shoemart and Bigfoot have expressed interest in purchasing portions of the SRP, expecting that this would generate more employment in the city. Bigfoot, a US-based information technology business solutions firm with interests in communications, business process outsourcing, education and entertainment, is interested to purchase 16 hectares of lot at the SRP. It already submitted a written proposal over its intention. According to Osmeña, the "Queen City of the South" may also become the "Hollywood of Asia" as Bigfoot is considering locating its film studio to the SRP. The mayor said Bigfoot officials have been talking with longtime Cebu resident Mike Gleissner, chairman of the board of Bigfoot Group of Companies, on their SRP interest. The company will also put up a port at the SRP for its mega yacht club, Osmeña said. SM also considered purchasing 30 to 50 hectares of SRP lot in cash as soon as the negotiation will push through. Contrary to what he previously said that he does not want to establish a mall at the SRP, the mayor said he now considers the development of an SM mall in the area because it could generate employment. Osmeña also said the Philinvest will purchase a 30-hectare lot at the SRP and that it is interested to open a restaurant on Kawit Island. Peter Yu, Cebu Ore Mining and Mineral Resources Corp. (COMMRC) director, said mining firms in Korea, China, India, Ukraine and a local mining operator have expressed intentions of inking a deal with COMMRC either for a direct mineral purchase, joint venture, royalty operating agreement or further financing of an existing project. "The country is blessed with rich mineral reserves like iron, copper and gold. This is why, we are an attractive destination among highly industrialized nations in Asia," Yu told reporters. He said when COMMRC started iron and gold explorations on a 15,390-hectare company-owned property in Zamboanga and in Sibugay province in Mindanao, inquiries from foreign and local investors started pouring in. The exploration project covers four iron projects in the towns of Bayog, Buug, Sominot and Midsalip, Zamboanga. He said COMMRC is waiting for the Department of Environment and Natural Resources' approval of its application for a mineral production sharing agreement for the Zamboanga project. The exploration phase of the undertaking has been completed, he added. During exploration activities, an estimated 1.1 million metric tons of iron ore was discovered said Edgar Hao, COMMRC director for technical services. The quality of the ore consists of 64.4 to 69.29 percent iron; 0.012 to 0.035 percent phosphorous; 0.14 to 1.07 percent moisture; 1.2 to 3.9 percent silicon; 0.008 to 0.44 percent sulfur; and 0.59 to 0.89 percent aluminum.
