THIRU BAALU REVIEWS ROAD PROJECTS IN TAMIL NADU Wednesday, January 02, 2008
source:http://trbaalu.nic.in/minister/press/2008/Jan08/Jan0208.htm
The Union Minister of Shipping, Road Transport and Highways, Thiru T.R. Baalu reviewed here today the progress of projects being implemented by National Highways Authority of India (NHAI) in the state of Tamil Nadu. There are 31 projects costing Rs. 9650 crore presently in progress covering a length of 1788 km. The projects are in the Hosur-Kaniakumari section of North South corridors, between Tindivanam and Trichy, Trichy and Didigul, Trichy and Madurai, Karur and Coimbatore, Coimbator and Mettupalayam, Salem and Kerala border. In addition other four laning projects between Madurai and Tuticorin, Pondichery and Tindivanam, Thanjavur and Trichy, Trichy and Karur, and Salem and Ulundurpet have also been undertaken. In and around Chennai city two projects, viz. Chennai bypass and improvement of access to Golden Quadrilateral by providing free flow facilities are also under construction.

Of the 31 projects, 16 projects are expected to be completed during the calendar year 2008. Two of these 16 projects are expected to be completed by July 2008 (Thumipadi-Salem and Lalapet ROB), 3 (on North South corridor) by November 2008 and 11 (6 on North South corridor, 4 between Trichy and Madurai and 1 in Chennai city) by December 2008. The remaining 15 projects are likely to spill over to calendar year 2009, of which 6 will be completed during the first quarter itself. The remaining 9 projects will spill beyond March 2009.

The Minister impressed upon NHAI officials and the Consultants supervising the projects to monitor the projects very closely and ensure that not only the projects are completed as per the targets fixed in the review, but sincere efforts are made by the contractors to complete the projects ahead of schedule.

The Minister noted that the projects suffered some setbacks on account of heavy rains causing the quarries becoming inaccessible and the efforts being concentrated on restoration work rather than the main work. The works in Chennai city projects which were in critical stage suffered badly due to rains as well as certain unforeseen circumstances like emergence of certain leaking pipelines. Now that the rains are over, he urged all concerned to take up the work in the right earnest.

TIRUCHI: Work on four-laning of the Tindivanam-Tiruchi section of the National Highway-45 would be completed by September, Union Minister of Shipping, Road Transport and Highways T. R. Baalu said.

Addressing presspersons here after inspecting the work currently on a stretch of 204 km between Tindivanam and Tiruchi on Thursday, Mr. Baalu said that the work would be completed well ahead of June next year, the schedule fixed earlier.

Demands conceded

Mr. Baalu, who earlier interacted with the villagers en route, said that he had conceded on the spot local residents’ pleas for foot overbridges at a couple of places -- Jakkampettai near Tindivanam and Janakiupuram near Villupuram.

The cost of the bridges would be included in the project being implemented at an outlay of Rs. 1,260 crore.

Mr. Baalu said that the stretch accounted for four bypasses; 12 grade separators, fly-overs and vehicular under-passes; 12 pedestrian underpasses; nine railway overbridges; 13 major bridges and 44 minor bridges.

70 per cent completed

Pointing out that the work has been executed at a fast phase, he said that about 70 per cent of the project had been completed so far.

“It had been executed to my satisfaction and I had requested the constructors to keep up the pace,” he said.

The Union Minister said that the Tiruchi-Pudukottai highway would not be closed to traffic on any account. There would be no alteration in the alignment notified for the four-laning of Tiruchi-Karur sector.

Mr. Baalu, accompanied by the top NHAI and district officials, also inspected the progress of the flyover work at Mannarpuram in the city.

Earlier, accompanied by Union Minister of State for Law and Justice K. Venkatapathy and Rajya Sabha member N. Siva, he inspected the ongoing works between Tindivanam and Tiruchi.

The Union Minister for Highways, Road Transport and Shipping T.R. Baalu has warned contractors that if found guilty of unreasonable delay in executing National Highways Authority of India (NHAI) road works, they would be blacklisted.

Not only would the particular work be withdrawn from them but also other road sector projects they are executing elsewhere in the nation taken away from them, he cautioned them. No new projects would be given to them for sure, he added.

Speaking to the media after inspecting the construction of the Road Over Bridge at Lalapet near here on Saturday, the Minister, however, conceded that there was acute shortage of trained or skilled labour force as many huge projects were progressing simultaneously in various regions in particular in Tamil Nadu. For instance, for the particular Lalapet ROB project that has seen several time schedule over runs, the Minister said that for expeditious completion of the project, skilled workers were being brought from West Bengal. Once they land here the work would gather pace.

The Lalapet ROB would be 2.689 metres long including 645 metres of elevated carriage way stretch. Of the total 18 spans, only six remain to be completed. While one span would be completed in May, three spans would be erected in June and the remaining two in July.

Mr. Baalu said that the civil works would be fully completed by July and the ROB would be ready for inauguration by August.

He expressed confidence that there would be no further hold-ups in the construction of the much-delayed ROB would see inauguration positively in August.

The Minister exuded optimism that the Sethusamudram Ship Channel Project would become a reality soon. He hoped that the Supreme Court, which is seized of the matter, would deliver a “good verdict” and that was the “expectation of the people of the State, the Chief Minister and the allied party leaders.”

Chief General Manager, NHAI, Ashok Wasson, Project Directors M. Thangamani (Karur) and K. Viswanathan (Tiruchi), Tamil Nadu Road Development Corporation General Manager Muthusamy, Project Coordinator Rangarajan, MLAs R. Manikkam (Kulithalai) and P. Kamaraj (Krishnarayapuram), former MLA Vasuki Murugesan, Kulithalai Municipal Chairman A. Amuthavel, and others were present.

Coimbatore: The 82-km-long National Highway-47 from Chengapalli to Walayar will be widened into six lane. The National Highways Authority of India (NHAI) is in the process of receiving public opinion on issues relating to land acquisition and the need for bypass roads.

At present there are plans for bypass roads at Perumanallur, Avanashi, Karumathampatti and KG Chavadi.

The total outlay for the project was likely to be around Rs. 900 crore to Rs 1,000 crore.

The NH-47 connects Coimbatore with Tirupur, Erode, Salem besides Chennai and Bangalore.

It accounts for heavy traffic and considering the increasing number of accidents, there was pertinent need to widen this road. The authorities propose to have flyovers at the point of commencement of the L&T bypass road at Neelambur and at the end of the bypass road at Madukkarai.

In addition, there would be flyovers where the bypass road cuts across the NH-67 (Tiruchi Road) and NH-209 (Pollachi Road).

Works are underway for the preparation of the Detailed Project Report (DPR).

The Ministry is yet to decide on whether the work should be given to a a private infrastructure service provider on a Build Operate Transfer (BOT) basis.

Authorities have planned to make the road from Chengapalli to Neelambur into a six lane road while the bypass road and the stretch from Madukkarai to Walayar four-lane. Authorities expect the preliminary works to get over in four to six months and the project execution time would be around 30 months

The road sector in the central region of the State is undergoing a complete overhaul with all major highways leading to Tiruchi being developed into four-lane highways by the National Highways Authority of India (NHAI).

The face of the entire road network around Tiruchi is expected to change within the next couple of years, giving an impetus to the economic development of the region. The development has been rapid over the past couple of years under the Build Operate and Transfer (mode), bringing in hundreds of crores of investment. And it has been happening in all directions – the Tiruchi-Chennai Highway (NH45) on the North; the Tiruchi-Madurai Highway (NH45B) on the South; the Tiruchi-Karur Highway on the West and the Tiruchi-Thanjavur (both NH67) on the East – were currently being four-laned at a fast pace. This apart, the Tiruchi-Pudukottai-Karaikudi Highway (NH210) and the Tiruchi-Dindigul Highway (NH45) are also being developed into four-lane roads.

Prominent among the development would be the four-laning of the Tindivinam-Tiruchi section of the Tiruchi-Chennai Highway and the Tiruchi-Madurai Highway. The traffic load on the Tiruchi- Tindivanam section is estimated to be around 20,000 to 25,000 passenger car units and about 15,000 to 20,000 passenger car units a day on the Tiruchi-Madurai section. Once the four-lane projects were completed, a drive from Chennai to Madurai could take just about seven hours. More importantly, they could bring down the accidents on the two major highways of the State. Work is also apace on the Madurai-Kanyakumari section to connect the country’s Southern tip with Chennai.

The Tindivanam-Tiruchi section of the project is being executed in three packages _ Tindivanam-Ulundurpet, Ulundurpet-Padalur and Padalur-Tiruchi. The packages, taken up under the Build Operate and Transfer (BOT), are to be completed within 30 months, commencing November 2006. According to NHAI officials, about 70 per cent of the works have been completed so far. Nearly 25 km of single carriageway (of two lanes) have been thrown open for traffic on the Tiruchi-Padalur section. Carriageways on both sides are ready in another 15 km.

The Tiruchi-Madurai project has been split into two packages Tiruchi By-Pass Road to Thuvarankurichi and Thuvarankurichi to Madurai. About 60 per cent of this project has been completed so far. Though the section was slated to be completed by August 2008, hitches in land acquisition have resulted in the project falling behind schedule. The Tiruchi-Madurai, Tiruchi-Thanjavur and Tindivanam-Tiruchi sections are now slated to be completed by the end of this year.

The projects would bring a series of fly-overs and grade separators in the periphery of Tiruchi City. Apart from two major bridges across the Cauvery (600 metres long) and the Coleroon Rivers (900 metres), fly-overs would come up at Ariyamangalam Palpannai Traffic Junction, the TVS Tollgate and Mannarpuram, all of them critical traffic junctions. New road over-bridges would also come up across railway crossings near Golden Rock and Ariyamangalam in the City.

Six by-pass roads would come up at Tiruchi (Mannarpuram to Panchapur), Viralimalai, Thuvarankurichi, Kottampatti, Melur and Othakadai. On the Tiruchi-Thanjavur section, Vallam would get a by-pass road.

All new bridges being constructed under the projects have now been upgraded to accommodate six-lane traffic, under the directions of Minister for Shipping, Road Transport and Highways T. R. Baalu to provide for a possible further expansion of the highways to six lanes.

New Delhi, June 20: By the time Minister for Shipping, Road Transport & Highways T R Baalu ends his innings at the Centre, he would have upgraded 99.6 per cent of the National Highways (NHs) in his home state Tamil Nadu even though the pending Golden Quadrilateral lingers on and the National Highways Development Programme (NHDP) is behind schedule.

After ensuring Tamil Nadu had the maximum length covered under NHDP III amongst all states, the ministry is now planning more of the same with NHDP IV.

Under Phase A, 5,480 km of single-lane NHs across the country are to be two-laned: over 1,232 km of these will be in Tamil Nadu.

NHDP IV A is set for Cabinet approval next week.

Till NHDP III was cleared last year, 72 per cent of Tamil Nadu’s NHs were covered under NHDP, leading the statewise tally. With NHDP IV set to be approved, 4,446 of the 4,462-km-long NH network in the state will be upgraded, leaving just 16 km of NHs in Tamil Nadu without the minister’s bounty. No other state has over 3,200 km covered under NHDP and only three have up to 2,500 km, even if they have longer NH networks than Tamil Nadu.

Neighbouring Karnataka will get just 400 odd km double laned NHs, Himachal Pradesh 54 km, Rajasthan 71 km and a slightly better placed Uttar Pradesh will get 876 km under the NHDP IV A plan. However, still no state can boast of a higher NHDP coverage than Tamil Nadu.

Against its 96 per cent NHDP coverage, MP has 32 per cent, UP 55 per cent, Andhra Pradesh 64 per cent, Chhattisgarh a mere 9.5 per cent, Rajasthan 41 per cent and Gujarat 62 per cent.

While ministry officials deny any state bias, the figures speak for themselves. From amongst the 44 projects planned under NHDP IV, 12 states have NHs up for widening.

However, nine of the 44 stretches are in Tamil Nadu measuring 1,067 km while Madhya Pradesh has seven measuring some 650 km. BJP-ruled Uttarakhand, Rajasthan, Himachal Pradesh and Gujarat have one stretch each under NHDP IV.

I have a strong feeling that by the time these guys implement the JNU scheme and upgrade the NH-47,there will be a slowdown in economy and the govt will eventually put all projects on hold :bash:..Lets hope for the best.

The Karur-Dindigul Stretch(NH-7) is almost 63% completed. The scheduled completion of this stretch along with Namakkal-Karur,Dindigul-Samayanallur is April 2009.All these stretches are on BOT basis.

Puducherry, Jul 10: PMK parliamentary party leader Prof M Ramdass today urged Union Shipping and Transport Minister T R Baalu to provide Rs 12 crore for the construction of a bridge across the Ariyankuppam river on the Puducherry-Cuddalore road.

In a letter to Mr Baalu, a copy of which was released to the press here, Prof Ramadass pointed out that the condition of 120-year-old bridge was very bad.

He said due to urgency for a new bridge the state government had taken up the construction work for a new one and already Rs 6.64 crores spent.

However, since one of the ring well submerged and due to cost escalation, the contractor had stopped the work, he said and urged Mr Baalu to allocate Rs 12 crore from his department for the completion of the work.

CHENNAI: In the past two years, the Highways department has laid 31,740 km of roads at a cost of Rs.4476 crore. In the past two years, 6,475 km of roads has been upgraded to keep pace with the development of places along the roads.

In 2006-07, it took up repair and maintenance works at a cost of Rs.801.37 crore. The next year, the allocation rose to Rs.826.26 crore.

This and many other details on the functioning of the department and its achievements in the past two years is contained in a booklet, released by Local Administration Minister M.K.Stalin at the Secretariat on Wednesday. He handed over the first copy to Highways Minister M.P. Saminathan.

The government had taken a policy decision that all State Highways would be expanded as two-lane roads. After this decision was taken, a total of 5,748 km of roads had been converted into two-lane roads at a cost of Rs.1201 crore.

A sum of Rs.294 crore was spent on 3,012 km of village roads to convert them into black-topped roads.

The progress of the World Bank–aided road sector project was very slow till March 2006, the booklet said.

Till then, only Rs.395 crore worth works were undertaken. But after the DMK government came to power, Rs.1085 crore had been spent. Of the 393 hectare land required for various projects in the sector, 380 hectares had been acquired.

The total road length under the project is 742 km. Of this, 380 km of road works had been completed.

Boat service

The department had replaced the 30-year-old boats in Kanyakumari with new ones. The boats transport tourists from and to the Vivekananda Memorial.

One boat, M/L.Guhan, is already in service while M/L. Podhigai will soon join service.

Joint working mechanism to expedite road projects

http://www.hindu.com/2008/08/07/stories/2008080754250500.htm

CHENNAI: The Highways Department and the National Highways Authority of India have hammered out a joint working mechanism to expedite road expansion projects.

The NHAI will undertake widening of the four-lane road between Tambaram and Tindivanam to six-lane carriageway covering over 100 km and catering to the growing vehicular traffic.

Giving details of his meeting with Chairman of the National Highways Authority of India (NHAI) Gokul Ram, K Allaudin, Highways Department Secretary, told The Hindu that to expedite the resettlement of families affected by the Ennore Expressway covering the Thiruvottiyur-Ponneri-Pancheti (TPP) road and the Madras Oil Refinery road, 1,834 new slum tenements had been constructed on a land allotted by All India Radio in the Thiruvottiyur municipality. “We are confident that within the next three months, the remaining utility services, including water supply, sewerage, and electricity, will be made available so that the displaced families can move to the new tenements,” Mr. Allaudin said.

Noting that the meeting also took stock of the elevated expressway project from the Chennai Port to Maduravoyal, he said the extension of TPP road up to the Ennore port using the North Chennai Thermal Plant road was discussed, and officials were identified to oversee the project.

Referring to the Udhagamandalam hill resort, he said permission had been obtained to improve the 19-km stretch to travel from the hill resort to the Mudumalai sanctuary.

BANGALORE: Fasten your seat belts and get ready to zip off to Chennai at 120 km per hour from Bangalore, as the Union Government has approved a greenfield high-speed expressway, which will connect the two cities.

The high-speed expressway between Bangalore and Chennai is part of 1,000 km project, which the National Highways Authority of India (NHAI) plans to undertake across the country.

"We are at present studying the alignment using satellite imagery. Once this study, which will take four months, is completed, a feasibility study would be conducted and the project would be entrusted to the concessionaires," Union Minister of State for Shipping, Road Transport and Highways KH Muniyappa told reporters after inspecting the National Highway (NH) -7 on Saturday.

The greenfield expressway, which could be a four- or six-lane highway, will be undertaken on a public-privateparticipation (P-P-P) model and will have a completely new alignment. Muniyappa did not specify whether the alignment would run parallel to the present Hosur-Chennai highway or the Bangalore-Kolar-Chennai highway.

"The alignment will be entirely on a new route and it will be decided when the alignment study is over," he said. NHAI, as part of the 1,000-km project, will build three more high-speed expressways between Delhi-Meerut, Mumbai-Vadodara and Kolkata-Dhanbad at a cost of Rs 15 crore per kilometre.

The Minister said that to ease traffic congestion on the Bengaluru International Airport (BIA) road, a four-km long six-lane elevated highway would be built between Hebbal and Yelahanka.

In all, the stretch will have 14 lanes which includes a six-lane elevated highway, a four-lane highway on the surface level and four service roads.

This apart, between Yelahanka and airport, flyovers would be built to ensure signal-free crossing and to avoid road accidents, which are on the rise at the airport road.

The total project cost would be Rs 450 crore. The NHAI has also identified the Hospet-Bellary stretch on NH-63, Hassan- Bantwal Cross Road stretch on NH-48, Hospet-Chitradurga stretch on NH-13 and Karnataka/Maharashtra border-Bijapur stretch on NH-13 for feasibility study for four/six laning work.

State getting its due from Centre: Baalu

Udhagamandalam: “The State is getting its due from the Centre because it is fighting for its rights,” said Union Minister for Shipping, Road Transport and Highways T.R. Baalu here on Saturday.

Inaugurating a central hot mix plant set up by the Highways Department, Mr. Baalu said the Sethusamudhram project had become a reality only because the Karunanidhi government had adopted the never-give-in approach.

Referring to the importance being given to the road sector, he said it would put the State on the fast track and facilitate the progress of people.

Four-lane roads

Of the 4,462 km of national highways under the control of Tamil Nadu, 3,560 km were being converted into four-lane roads.

In the country national highways was taking care of 66,000 km. About 6,100 km had been converted into four lane roads since the UPA government assumed office, Mr. Baalu said. The Nagapattinam-Gudalur-Mysore Highway, extending over 384 km, would be improved at a cost of Rs.2400 crore. However, between Mettupalayam and Kakkanullah it would not be widened to avoid damage to environment. Work on improving this stretch would be completed by December.

State Highways Minister M.P. Saminathan said the hot mix facility would be of considerable use here.

Stating that roads were being widened to accommodate increasing traffic and prevent accidents, he said over the last three years, Rs.4690 crore was spent on maintaining or improving 31,740 km in the State.

Khadi Board Minister K. Ramachandran said since the people of the Nilgiris depended on Coimbatore for many things, the Mettupalayam-Kakkanullah stretch played a crucial role.

Secretary, Highways, K. Allahvudeen said over the past few years the road sector had registered considerable improvement.

The Nilgiris Collector Anandrao V. Patil said the Mettupalayam-Kakkanullah highway was the life line of the Nilgiris district. MLAs B. Gopalan and A. Soundarapandian spoke.

Chennai, Sept 7 : Union Shipping, Road Transport and Highways Minister Thiru T.R Baalu today inaugurated the Viralimalai bypass on NH-45B in Tamil Nadu.

Expressing satisfaction over the pace of various phases of National Highways Development Projects (NHDP), he said the Central Government has given push to all the areas of infrastructure in the country.

The Government is committed to all-round development of road network in the country. It has not only taken steps to accelerate the progress of ongoing NHDP, but has also started new programmes in the road sector.

Referring to various projects initiated by the Central Road Transport and Highways Ministry in Tamil Nadu, Baalu said that the State has received the focus of attention of the Central Government in development of National Highways.

"As a policy decision taken by the Government, all the future projects under NHDP will be taken up primarily on the public-private partnership pattern. Further, to encourage private sector participation, the Government has taken several initiatives," added Baalu.

The four kilometre long Viralimalai bypass on NH-45B in Tamil Nadu has been constructed on left hand side of the existing alignment with one grade separator over Viralimalai- Iluppur-Pudukottai road crossing.

The bypass will facilitate safe movement of traffic with higher speed and there will be overall augmentation in the facility, including safety and lesser travel time. It is also likely to avoid submergence during high floods.

The total cost of the bypass, located on the Trichy-Melur-Madurai section of NH-45B and passing through Tiruchirapalli, Pudukkottai, Sivaganga and Madurai Districts, is about Rs.20 crore

Out of the 4,508 km length of national highways in Tamil Nadu, 3,261 km has been taken up by National Highways Authority of India for four laning under NHDP and other road projects, Union Shipping, Road Transport and Highways Minister T.R. Baalu said while inaugurating the Viralimalai bypass on NH-45B in the state. "The Golden Quadrilateral length of 342 km under NHDP-Phase I in Tamil Nadu has also been upgraded to four lanes," he said.

Beside this, under NHDP-Phase II i.e. North-South Corridor, 263 km length of highways has been widened to four lanes; four-laning works over 15 packages covering 410 km are in progress; and feasibility reports are being prepared for 82-km length. This corridor traverses through Krishnagiri, Salem, Namakkal, Karur, Dindigul, Madurai and Tirunelveli in Tamil Nadu and connects Tamil Nadu-Karnataka border at Hossur with Kanyakumari.

Under NHDP-Phase III, 1,455 km of various national highways in the state are being upgraded to four lanes on BOT basis. Here, work on a 527-km length across six packages is under implementation. Shortlisting of contractors for four-laning of NH-205 is in progress. RfQ for seven packages for 660 km length has been received and is under evaluation. DPR for one package for 186 km length is also in progress.

The minister pointed out that a total length of 1,232 km in Tamil Nadu had been included under NHDP-Phase IVA for improvement to four lanes with paved shoulders. Other projects in the state include:

• Four laning of 422 km of NH-45 and NH-45B from Chennai to Madurai via Tiruchirapalli, in which 93 km has been already completed and work on the remaining 329 km is in progress.

• Work in two packages, namely 77 km for port connectivity between Chennai Port and Ennore Port and from Tirunelveli to Tuticorin Port, are in progress.

• Four-laning Chennai Bypass in phase-I has been completed and phase-II is now under way.

• Improvement of access to the GQ corridor by constructing grade separators at Kathipara, Koyambedu, Padi and Chennai Airport, including four-laning of Koyembedu-Maduravoyal section of NH-4 within Chennai city, has also been taken up.

The 4-km long Viralimalai bypass, located on the Trichy-Melur-Madurai section of NH-45B and passing through Tiruchirapalli, Pudukkottai, Sivaganga and Madurai districts, cost around Rs 20 crore to build. This stretch was a major district road prior to upgradation as a national highway. Four laning and strengthening of the existing two lanes on this stretch along with the construction of six more bypasses has been taken up on the 124.84-km long Trichy-Melur-Madurai section of NH-45B at a total cost of Rs 420 crore.

Baalu also inaugurated a central hot mix plant at Udhagamandalam in Tamil Nadu.

BANGALORE: Fasten your seat belts and get ready to zip off to Chennai at 120 km per hour from Bangalore, as the Union Government has approved a greenfield high-speed expressway, which will connect the two cities.

"

Is this project still alive? Whow... first real expressway in south India...Hope the southern states Karnataka, TN and Kerala push the project.

I wish the alignment should be parallel to present Chennai-Krishnagiri highway. If the expressway takes the route via Thirupattur, then TN and Kerala govt should ask for Thirupattur-Cochin expressway via Salem, CBE, Thirussur.

This will provide the expressway connectivity between Kerala/Western TN and Chennai.

And another project Krishnagiri-Salem-Madurai-Tuticorin or Kanyakumari expressway is needed parallel along NH7. With interchange at Salem, Coimbatore/Kerala will also be connected to Bangalore via expressway.

And another lifeline expressway parallel to NH 45 is needed for TN.

Hope everything comes to live by 2030.

Salem – Coimbatore – Status want, source is gud??

There are two projects one is Salem-Chengapalli and other is Chengapalli- Wallayar(TN/Kerela Border) via Coimbatore.
Status: 75% of the work is completed in Salem - Chengapalli(near Avinashi). As per schedule they should have completed by Aug'08 but it looks like it will be completed by first quarter of 2009.

Coimbatore to TN/KL Border - Status want, source is gud??
Status:Chengapalli to TN/Kerala Border works were delayed bcoz of land acquistion near Avinashi and Walayar area. But couple of months back NHAI conducted a meeting with public to explain the complete project. Now the land issues are resolved. Now it is in DPR stage. It looks like Chengapalli to Neelambur(CBE) will have six-lane and other sections will have 4-lane. As per the below link the work will start in first quarter of 2009 once Salem-Chengapalli works are 100% completed. The Chengapalli to Neelambur (entry point of CBE) section widendning is very important to CBE as this road connects Chennai,Bangalore, Salem, Erode, Tirupur-Via Avinashi.

Techcity, spl Thanks for your kind info. I got the news in Hindu. this aug 19th, news.

After that, (last week i think, i saw the news in dinamalar, i will find out and give to u guys later) Same Swaminathan said n all Tamil dailies published and says that, there is a rumour going on MDU - Rameshwaram project dropped due to no land, and requested all dont spread the rumours against the project, as it is not dropped, nhai going to do the project.

Please see this nhai link. nhai is pumping huge amount 1212 Crores just for 186 kms.

http://www.nhai.org/projectsonoffer_PHASE%20III%20B%20.asp

BEAUTY of this project, Nhai is going to construct one more PAMBAN bridge adjacent to the present pamban. that's why cost is toooo much 1212 Crs just for 180 kms. so Pamban bridge will be 4 lanned!!.

at present, there is no road to dhanuskodi, nhai will extend the road from Rameshwaram to dhanuskodi along the ocean bed. (that too 4 lanes)

only Major change in this project is :

nhai is not going to wide the existing 2 lanes from madu - ramnad road. bcas there is no land to do that. in the present road, one side is vaigai river and another side MDU - Ramnad BG track. inbetween these, river - road - track, there is a only small land. there are 100s of villages, towns exists in this small land.

Hence, nhai will not go and touch this road, instead, they are going to construct new road just North side of Vaigai river.

This road will start from Madurai - TRY 4 lane meeting point at MIBT - Ring road, from there it will go Singampunari town - then it will cross vaigai river, - then paramakudi - then it will go towards Ramnad, rameshwaram, dhanuskodi on 4 lanes.

i m keep watching this project and reading all relative news on this road project, as it is going to change the face of Ramnad and Sivaganga dists.

As an Indian, I dont accept Nhai is pumping huggggge cost 1300 crs on this road, it doesnt make sense to me, bcas there will not be enough revenue to get this money back. moreover, Sivaganga and ramnad are poor dists, nothing is there, all empty dry land. what is there in rameshwaram and dhanuskodi to get 4 lane. Nothing, there is no traffic for 4 lane. it is dead end!

But as a Tamil and maduriate, i would welcome this HUGE project going to happen in the poor dist like Ramnad in south TN, this is only big Project Central and State govt r doing after 50 years of Independance in the district.

HENCE, MDU - Dhanuskodi 4 lannning is still on the pipeline. please see below news for proofs.

Further looking at the map provided, it appears that a North/South connectivity along the Kerala/TN border is required say from Udumalpettai to Kanyakumari. The lack of it could actually be due to the difficult terrain (Westen Ghats). As I have not traveled along this border area, I would not know for sure. Some one who has traveled there or living in the area can please comment on the lack of a good highway between these two places.

When all these projects are completed, the rest of TN would have a really good road connectivity.

Practically, it is not. But A newspaper is a MASS media, message should be reached to the million mass aka public in a simplified passion.

We are educated, we understand and know the difference between GQs, NS -EW terms, but our society is not like that.

Moreover, all NHAI project in India is considering as GQ projects in many medias.

anyway, as u and I know, nothing is there in the name, everything is in work.

as long as, they do something to our country n society, we are fine with that.

let them named whatever they want.

Green - 4 Laned already
Purple - 2 lane to 4 lane conversion in progress
Red - 2 lane to 4 lane DPR Stage/about to start

If there any corrections/additions let me know. Also if you wish to collaborate and have a gmail id, PM me the details. I can add you, so that you could also collaboratively edit the same.

I feel that 500 crs for 45 kms is not possible. It looks like 500 crs was planned for ring rd between Neelambur-NarasimaNaiken Palayam-MTP. Until the details are officially announced/published we can't say anything.

There is no sequence for NHDP phases, as of now NHDP phase 7 also in execution stage (eg. Elevated Road from Chennai Port to Maduravoyual and Madurai Ring road). Also Chengapalli to Kerala border was in Phase II which is not yet started.

Yes, Karur-Coimbatore is a strengthening project but it is 200% better than the old road. There is road median and two lanes available in both the sides. It may not be of Salem-CBE (NS Corridor) road quality but far far better than previous CBE-Karur road.

Hey, I always have an habbit to praise our guys to encourage to contribute well in SSC, even if it is small things. Salem or Kovai experts means, they know local projects better than others. Some guys are experts in chennai projects, few are experts in Tirunelveli + Tuticorin projects, some guys are experts in TRY n MDU projects, some guys are all rounders.

for ex : I m from MDU, if you ask any things related to south TN, me or Veeran or Gilli or vijaymdu, babulal, and many would give better ans. But we know little bit about Kovai and Salem projects,

Vijayan, arul, into salem, cbe and few others too, experts in those areas.

U r not karur expert man, U r NHAI expert for TN all nhai projects hereafter. Take the title and ensoy it.

2. B] Anyway, DO NOT use :bash: smilies against any forumers hereafter. [/B]Use only against politicians, people who are against Infra projects, admin officials.

3. Appreciate your massive contribution, we look forward more from you.
Hope this makes sense to everyone!. :)

Southern Railway (http://www.southernrailway.org/) has approved designs for railway overbridges and other technical details provided by the National Highway Authority of India (NHAI) (http://www.nhai.org/) as part of the expansion of national highways all over Tamil Nadu, Union Minister of Shipping, Surface Transport and Highways T. R. Baalu said on Monday.

Addressing reporters here after inspecting works on the four-lane project on the Tiruchi-Chennai National Highway, Mr. Baalu said construction of the railway overbridge at Lalapettai near Kulithalai in adjoining Karur district would be completed by December-end.

Mr. Baalu said the Authority would spare no effort in speedily executing the four-lane project under the concept of ‘Build Operate and Transfer’ (BOT) strategy. The NHAI (http://www.nhai.org/) would even sanction advances to the implementing agencies to be adjusted in course of time.

The Union Ministry of Shipping was awaiting the Supreme Court verdict on the implementation of the Sethusamudram Shipping Canal Project. Members (Technical) of the NHAI (http://www.nhai.org/) S. K. Puri and Ashok Vasan, and senior general manager of Nava Yuga Engineering Company (http://www.necltd.com/) , K. Jagadishwara Rao, explained the progress of the works on bridges across the Cauvery and the Coleroon to the Union Minister.

Raj, I am sure works are going on. I travelled from CBE-Kangayam in June'08 and work was going on thru out the stretch. As I said earlier the works are not at par with NS Corridor projects but the road looks wide enough as 4 lane with center median.

@ Senthil

Works are going on means it is a 4 laning project??? Yes Works are going on for years.:ohno:
While travelling you might have seen some area having medians. This made you assume that its 4 laning project.

See the Details Below for this Stretch

It is NHAI (http://www.nhai.org/) funded Project.
SRC Projects Ltd are the EPC Contractors.
Feedback Turnkey Engineers Pvt.Ltd (http://www.feedbackventures.com/) are the Consultants.

In Rural Area Widening the width is
1.0m(Earthern Shoulder)+1.5m(Hard Shoulder)+7.0m(Carriageway)+1.5m(Hard Shoulder)+1.0m(Earthern Shoulder)

In Urban Area Wideining the width is (the area where u might have seen median)

1.5m(Earthern Shoulder)+8.75m(Carriageway+Hard Shoulder)+1.20m(Median)+8.75m(Carriageway+Hard Shoulder)+1.5m(Earthern Shoulder)

Now you decide whether this is a 4 Laning Project or not.

Can I request the forumers once again for feedback on why there is no road from Udumalpet to Kanyakumari?

Can some one also throw some light on whether there is any plan to have the East Cost Road (ECR) extended all the way to Kanyakumari?

Service road along six-lane ‘Golden Quadrilateral’ and North-South corridor identified

CHENNAI: The Centre is proposing to set up a dedicated ‘green corridor’ to enable farmers to move agricultural products smoothly from the rural areas to major towns or cities, Union Minister for Shipping, Road Transport and Highways T.R. Baalu said here on Tuesday.

Delivering the presidential address at a seminar on ‘Warehousing (Development & Regulation) Act: issues and challenges,’ he said the farmers need not pay toll for using the green corridor as they had been contributing to the economic development of the country.

The service road alongside the six-lane ‘Golden Quadrilateral’ and the North-South corridor would be called the green corridor. It would not interfere with vehicles plying on the corridor and the six-lane highway.

Mr. Baalu said that in the last three or four years, the Centre was investing heavily in infrastructure to improve road, port and rail connectivity to move farm products. Under the National Highways Development Project (NHDP), seven major projects costing Rs.2,87,690 crore were taken up in different parts of the country, and all these would be completed by 2015-2016.

TIRUCHI: The construction of the super-structure on the new bridge coming up across the river Cauvery as part of the four-lane Tiruchi-Chennai National Highway has gathered momentum following the closure of the bridge.

With Union Minister for Highways T.R. Baalu inspecting the site twice during September in an attempt to speed up the work, project concessionaire Navayuga-Indu-Abhisek has accorded priority for the completion of the Cauvery and the Coleroon bridges. All the piles for the bridge, with 15 spans, have been erected. Work was apace on laying the concrete deck slabs.

Officials said that the Cauvery bridge would completed by December end. “We are working towards completing the four-lane carriage way between Padalur and the Cauvery bridge, on the 38-km long Tiruchi-Padalur section, by the end of December. The remaining section, up to Mannarpuram, would be completed by March/April.”

With no water flow in the Coleroon, construction has been going on smoothly there and the new bridge is expected to be ready by November end.

The city police have enforced an elaborate traffic diversion plan in view of the closure of the Cauvery bridge. Traffic would be allowed on the bridge for a week from October 22, in view of the Deepavali festival. It would be closed again on October 30.

The National Highways Authority of India (NHAI) is reportedly planning to invite bids for 23 projects worth around Rs300bn under the National Highways Development Programme (NHDP) phase III, by December.

NHDP phase III has a total of 44 projects, which have been divided into two lots for bidding. The NHAI will finalise bidders for the first lot comprising 21 projects worth around Rs 200bn by November, media reports say.

All these projects are a part of the 53 projects that NHAI has put on block for bidding. The nine other projects to be bidded out are from Phase V and are currently under evaluation.

Incidentally, two stretches under the first lot of Phase III, namely the Rs13bn Ghaziabad-Aligarh projects and the Rs7bn Amritsar-Pathankot project, for which final bidding was to take place on Oct. 6 and Oct. 13, respectively have been delayed. Both the projects have been extended till November.

Separately, in a bid to weed out non-serious players from the build-operate-transfer (BOT) road projects, the NHAI has hiked the bidding fee 20 times. The NHAI has increased the fee for every request for proposal (RFP) from Rs50,000 to Rs1mn for all the 23 projects in the second lot of Phase III.

The new fee will be applicable to about 23 projects costing over Rs220bn in the immediate future. This apart, the condition will now apply for all future road projects. Road developers have taken the Government to court alleging that the current bidding process favours large infrastructure players.

1) Villupuram Janakipuram flyover will be ready next month: http://www.hindu.com/2008/10/31/stories/2008103151320300.htm

VILLUPURAM: Union Minister for Shipping, Road Transport and Highways T.R. Baalu has said that the work on the flyover at Janakipuram railway gate here will be completed by November-end .

After inspecting the progress of works on Thursday, Mr. Baalu told reporters that the crucial part of linking both ends of the flyover (over the railway track) could be executed only after halting the train services for two to three days, for which special permission ought to be obtained from the Railways.

Later, he inspected the works on the bridge being built across the Then Pennaiyar. Only five per cent of works had to be completed. The high-level bridge across the Gedilam had been completed and both the bridges would be ready for use by November.

Mr. Baalu said that the demand of the residents of Vikkiravandi, Madapattu, Thozhudur and Veppur for construction of foot overbridges would be conceded.

He noted that the 35-km Villupuram-Ulundurpet four-lane highway would be completed three to four months ahead of schedule.

It would be ready by November.

This stretch would comprise a railway bridge, two high-level bridges, seven small bridges and one pedestrian causeway at Madapattu. Mr. Baalu said that four toll plazas would be set up along the Tindivanam-Tiruchi highway and one of them would be at Vikkiravandi.

Those carrying agriculture produce and local residents would be given identity cards to freely pass through these toll plazas.

As regards setting up of the Rs. 240-crore National Maritime University in Chennai, Mr. Baalu said the availability of 300 acres of land had come in handy for the purpose. Later, Mr. Baalu inspected the works on the 160-metre-long bridge being built across the Gomukhi at Seppakkam near Vriddhachalam at an estimated cost of Rs. 5 crore.

He also inspected the 46-km road being constructed between Ulundurpet and Thozhudur (both in Cuddalore district) at an estimated cost of Rs. 240 crore.

These projects would also be completed by November, Mr. Baalu said.

2) Dinamalar news article (Tamil): http://www.dinamalar.com/Arasiyalnewsdetail.asp?News_id=4600&cls=&ncat=DI . Gist: Tindivanam, Villupuram bypasses are now open for traffic; Villupuram-Ulundurpet will be open by November, four months ahead of schedule. Ulundurpet-Salem will be open in 2010 June.

there is hardly any traffic on this stretch. i don't remember reading any reports about 6 laning from sriperumbudur to kanchipuram. i remember reading about the elevated road from port all the way to ponamalle from earlier plan till maduravoyal. this might be decades though. i always hoped they would plan the surface road from irr until bypass at maduravoyal as 6 main lanes with additional 4 lane service roads. with bypass done, it should ease traffic on this stretch for a while. also, i guess we would have an entry/exit at ambattur into CTH road and that should also help. likewise, i hope they would quickly build entry/exit at porur.

Yes. The news in Tamil provided in the link confirms it. With all these road laying, widening, TN would be a much transformed place now.

I was able to travel from Chennai to Bangalore via Vellore, Hosur last year. The road was pretty good. Would like to visit Madurai, Coimbatore etc to see the changes in those places. Can't believe so much development taking place in such a fast pace.

Despite difficulties during rain; project cost goes up to Rs. 210 crore

http://www.hindu.com/2008/12/21/images/2008122156390301.jpg
Crossing hurdles: A bridge under construction near Kottaipattinam on East Coast Road in Pudukottai.

PUDUKOTTAI: Work on the construction of three bridges on the East Coast Road in the district has been in full swing, despite the odds for its execution during the torrential showers and the Nisha cyclone last month.

The World Bank-funded project is being implemented by the Tamil Nadu Road Sector Project in packages with one of them linking Rameswaram and Kattumavadi in Pudukottai district. This stretch, the cost of which was initially estimated at Rs.144 crore has increased to Rs. 210 crore.

It accounts for seven minor bridges, one major bridge, 145 hump pipe culverts, one bas culvert, and 48 slab culverts. The 39 km stretch between Muthukuda and Kattumavadi in the district, forms a part of the package.

The criss-crossing of several rivulets which drain the storm waters in to the sea has been a bottleneck for the execution of the project in the district, which was taken up three years ago. In addition to these bridges, about 200 culverts had been constructed.

Any lull for a short period is being best utilised. Intermittent sharp showers, even long after the Nisha cyclone, had been posing a challenge. “However, we have taken all steps for the expeditious implementation of the project. Only the approach roads need to be laid to throw the bridges open to traffic,” sources told The Hindu on Saturday.

Increase in traffic

Sources said that the volume of vehicular traffic on the Rameswaram – Chennai sector has considerably increased. The project in the district witnessed several odds in the past two years, mainly due to rains last year and partly due to clayey soil. The work was suspended for a few weeks early this year, due to sharp showers in March.

Union Minister for Shipping, Road Transport and Highways T.R.Baalu inaugurating the Villupuram-Ulundurpet four lane stretch on Wednesday.

VILLUPURAM: Union Minister for Shipping, Road Transport and Highways T.R. Baalu inaugurated the 27-km four-lane on the Villupuram-Ulundurpet section of National Highways 45 on Wednesday.

Mr. Baalu said that the stretch constructed at the cost of Rs. 230 crore included two major bridges of 600-metre and 325-metre span respectively across the Thenpennaiyar and the Gedilam.

Two pedestrian underpasses had also been constructed at Nathamedu and the Gedilam .

Besides this, six minor bridges, 17 pipe culverts and 33 box culverts had been dotting this stretch. Mr. Baalu emphasised the point that only good infrastructure contributed to the economic growth of the country.

The four-laning would facilitate safe and speedy movement of traffic and reduce vehicle operating cost, thereby augmenting transportation facility and riding comfort, he said.

Higher Education Minister K. Ponmudy said that Mr. Baalu was working hard to improve infrastructure which, in turn, helped in economic growth of the region as well as the country.

When he had demanded a subway at Janakipuram, Mr. Baalu readily sanctioned the project for which Mr. Ponmudy expressed his gratitude.

when Railway lines touched Nagercoil, the distance between Nagercoil and Chennai less than the road line which measurered more than 750 KM, where as the railway lines was 731 KM only, when the bypass roads at many places came the distance decreased to be around 651 KM, and as of now, when the four lane roads are completed the distance will shrink to be less than 520 KM, I presume, and hence paying the toll gate at various places are not at all an expenditure,as we save money in fuel and run time, more over the wear and tear of the vehicle will be minimised and the accident will be averted.

It will be constructed at a cost of Rs.1,600 crore, says T.R. Baalu

TIRUCHI: Prime Minister Manmohan Singh will lay the foundation stone for the four-lane elevated corridor between War Memorial and Maduravoyal in Chennai on January 8 in the presence of Chief Minister M. Karunanidhi.

Disclosing this here on Thursday, Union Minister for Shipping, Road Transport and Highways T.R. Baalu said the corridor would be built at a cost of Rs.1,600 crore.

He said Mr. Karunanidhi would declare open the Indian Maritime University in Chennai on December 31 and lay the foundation stone for an administrative building of the university. About 300 acres of land had been acquired for creating infrastructure for the university that included a maritime museum, an art gallery, an aquarium and a convention centre with a seating capacity of 15,000.

Mr. Baalu was speaking after dedicating to the nation the new Coleroon River Bridge on the Tindivinam-Tiruchi section of the Tiruchi-Chennai National Highway (NH 45). The bridge, running to a length of 878 metres, has been built at an approximate cost of Rs.35 crore.

The Minister said about Rs.51,300-crore worth of road and port development works had been taken up in Tamil Nadu under the Central government projects. Though it was the National Democratic Alliance government that had launched the Golden Quadrilateral and North-South/East-West Corridor projects, a major portion of the work was executed by the present government. “Not even 40 per cent of the works under the Golden Quadrilateral were executed by the previous government. We have executed 60 per cent of the project work and just 130 km remains to be developed,” he said.

Similarly, under the North-South/East-West corridor project, only five per cent of the works were executed by the previous government. Currently about 40 per cent of the project works were completed and there had been some delay due to problems in land acquisition in Orissa, Bihar and a few other States. Phase-III to VII of the National Highways Development Programme were launched by the UPA government, bringing in an investment of Rs.2,35,690 crore.

Mr. Baalu disclosed that the new bridge constructed across the railway level crossing at Lalapet near Karur would be opened on January 11. The new bridge coming up across the Cauvery river near Tiruchi had been slightly delayed due to the rains and would be opened in the third week of January. The fly-over at Perambalur Road junction on the Tiruchi-Chennai highway would also be opened in the third week of January.

S.K. Puri, Member (Technical), National Highways Authority of India, said the Coleroon bridge was built in 22 months, six months ahead of schedule.

The bridge was part of the 204 km-long Tindivanam-Tiruchi-Dindigul section being developed at a cost of Rs.1,260 crore.

The stretch included four by-pass roads at Villupuram, Tindivanam, Samayapuram and Ulundurpet and two of them had already been completed.

Ashok Wasson, Member, NHAI, expressed confidence that the four-lane project on the entire section would be completed ahead of schedule.

Mayor Sarubala R. Tondaiman and MLA M. Rajasekaran spoke.

Four/six-laning of Hyderabad-Vijayawada and Amritsar-Pathankot sections

Four-laning of Tirupati-Tiruttani-Chennai and Coimbatore-Mettupalayam sections
--------------------------------------------------------------------------------

NEW DELHI: The Cabinet Committee on Economic Affairs (CCEA) has approved new projects under the National Highways Development Programme.

These include construction of an 18-km, four-lane elevated road from the Chennai port to Maduravoyal; four/six-laning of the Hyderabad-Vijayawada, and Amritsar-Pathankot sections and four-laning of the Tirupati-Tiruttani-Chennai and Coimbatore-Mettupalayam sections of the National Highway network.

For smooth traffic

The elevated road in Chennai is designed to facilitate smooth flow of traffic to and from the port, particularly in the context of the increasing volume of vehicles handled by the port from the western belt around Sriperumbudur. The density of traffic is expected to go up further with the commissioning of the second container terminal at Dr. Ambedkar Dock. The one-million TEU (Twenty-foot Equivalent Unit) per year facility is slated to become operational in March next.

The elevated road will start near Gate 10 of the port, traverse along the Cooum river bank up to Koyambedu, use the Koyambedu interchange, which is under construction, and again rise as an elevated road near the Koyambedu market to end at Maduravoyal, at the junction of National Highway 4 with the Chennai bypass. For general traffic, entry/exit ramps would be available on Kamarajar Salai (exit), Sivananda Salai (entry), College Road (entry) and Spur Tank Road (exit).

The Rs.1,530-crore project will be implemented on a design, build, finance, operate and transfer basis, with a concession period of 15 years. The Tamil Nadu government has agreed to carry out land acquisition, and rehabilitation and resettlement of those who will be affected by the project on a 50:50 cost basis with the Chennai port.

Land acquisition and rehabilitation and resettlement are estimated to cost Rs. 310 crore. The Chennai Port Trust will initially bear this expenditure fully and subsequently the State government will reimburse 50 per cent. The Centre’s share in the project will be limited to providing viability gap funding, which will not exceed 40 per cent of the total cost. The project is estimated to be completed in three years.

Announcing the CCEA decision taken on Friday, Union Minister and Cabinet spokesperson P. Chidambaram said the four/six-laning of Hyderabad-Vijayawada section was estimated to cost Rs. 1,603 crore, and the Amritsar-Pathankot section Rs. 851 crore. The projects for four-laning of the Tirupati-Tiruttani-Chennai and Coimbatore-Mettupalayam sections are estimated to cost Rs. 922 crore and Rs. 582 crore.

There are no other possible routes between these two places. They were working on two by-pass routes for the towns of Villupuram and Tindivanam and I understand both have been completed and opened to traffic. Other than that the existing road between these towns was being widened. I am not sure about the status of the project, though.

The cabinet Committe on Economic Affairs approves proposal for road expansion of Karaikudi-Ramanathapuram section of NH-220

Original text from THE HINDU:

Centre approves water treatment plant for Chennai

NEW DELHI: The Cabinet Committee on Economic Affairs (CCEA) on Friday approved setting up of a ‘100 MLD Sea Water Reverse Osmosis Desalination Plant’ at Nemmeli near Chennai at a total cost of Rs. 908.28 crore. The project will lead to additional capacity of 100 MLD of water to meet the drinking water needs of Chennai city and would enhance the per capita supply also.

Of the total amount, Rs 871.24 crore will be borne by the Centre and will be given as grant to the Tamil Nadu government for implementing the project which will be completed in 2010-11, Union Science and Technology Minister Kapil Sibal told reporters here. The remaining cost would be borne by the State government and the project implemented by the Chennai Metro Water Supply Sewerage Board.

Mr. Sibal said Chennai was an important economic centre in the country and had been developing as an Information Technology hub. It had a sizable number of industrial establishments and was among the top ten car manufacturing centres in the world. The city had faced acute shortage of water in the past and in 2004 water had to be transported through tankers and rails from places as far as Neyveli and Mettur, Mr. Sibal said.

The CCEA also approved a proposal for development of two-laning of paved shoulder of Karaikudi-Ramanathapuram section of NH-210 under the National Highway Development Project (NHDP) phase-III on BOT (build, operate, transfer) and DBFOT (design, build, finance, operate and transfer) basis.

The project cost for 80 km of the section is estimated at Rs. 530.33 crore, including Rs. 76.21 crore, towards land acquisition (LA), rehabilitation and resettlement (R&R) and pre-construction. The government would provide the viability gap funding (VGF) which would not exceed 40 per cent of the total project cost excluding the cost of LA, R&R and pre-construction.

The project will be developed by the National Highway Authority of India (NHAI) through the private sector concessionaires who will be selected through two stage bidding process.

The work is executed on an outlay of Rs.14 crore: officials

Final touches: Work on the strengthening of Tiruchi-Tirumayam National Highway in progress near Pudukottai.

PUDUKOTTAI: Work on re-laying the Tiruchi – Tirumayam road, which bore the brunt of the torrential showers in March last year, is nearing completion.

The 61-km segment, forming part of the National Highway 210, developed potholes, posing a serious threat to the road-users, especially in the night. An important highway, linking Karaikudi and Tiruchi, the sector accounts for a huge volume of heavy vehicles. The work, executed at an outlay of Rs.14 crore, ensured strengthening of the stretch with bituminous macadam and semi-dense bituminous carpet, according to official sources.

The last phase of re-laying the 8 km-stretch between Pudukottai and Namanasamuthiram would be completed on Tuesday, the sources said.

Executed at a revised estimate of Rs. 27.79 crore in Lalapet

http://www.hindu.com/2009/01/08/images/2009010857520301.jpg
Signs of development: A view of the new road over bridge at Lalapet in Karur district.

KARUR: The long pending demand of the public travelling on the Karur-Tiruchi section of the NH 67 _ a road overbridge at Lalapet near Kulithalai in lieu of the existing railway level crossing _ is all set to become a reality when Union Minister for Highways and Shipping T.R. Baalu declares it open on January 11. The construction has been completed and finishing touches are being given.

The ROB would be 2,204 metres long including 631 metres of elevated carriage way. The project is being executed at a revised estimate of Rs. 27.79 crore, up from the original Rs. 15 crore.

The foundation stone was laid in October 1998 but the project did not take off till February 2006. The project would now be completed in January, at least 18 months behind the revised completion schedule.

The Tiruchi-Karur section of NH 67 is a busy stretch and the traffic intensity is estimated to be 18,000 passenger car units per day. The level crossing has to be closed to make way for about 20 trains in 24 hours.

When there are multiple crossings of trains, the railway gate remains shut for a couple of hours, adding to the agony of the commuters.

Land acquisition took a lot of time. The project had to suffer several schedule overruns and delays.

National Highways Authority of India apportioned Rs. 25 lakh for relocating the Vinayaka, Shiva and Kamakshi temples that had to be dismantled for the ROB. .

One important aspect of the RoB project is that the level crossing would not be closed and would remain in operation to enable Lalapet public to access their village easily. Buses would have the option of touching Lalapet village for taking or offloading passengers.

Speaking after dedicating a new rail over-bridge at Lalapet near here, he said that under the inter-State connectivity and economic importance scheme, the State was granted in- principle approval for nine works costing Rs.21.82 crore.

The works would help to improve 61 km of State Highways.

Two works would be implemented with 100 per cent Central government share, at an estimated cost of Rs.8.85 crore.

similar flyovers are present near tidivanam tambaram and viluppuram bypass along NH 45. Nivedita bridge ( the one in the pic) in Kolkata was executed under a Special Purpose Vehicle(SPV). One needs to pay toll just for using the flyover. That is why the SPV went for a good design with large lanes and paved shoulders.

This practice of using the highways as places to dry their harvests and threshing of the grains to separate them from the stems is fraught with danger to the lives of the people doing this as well as the passengers and vehicles using the road ways.

I witnessed this horrible practices several years ago when I was on a trip to Trichy, Thanjavur, Kumbakonam, and Poompuhar and all along the way, the roads were diverted for this use by the locals. I was aghast at this practice, as cars can easily loose controls on these surfaces.

The local governments and police should ban this practice and be vigilant against these people.

What is the use of building high speed road ways when people start using them for entirely different purposes?

BRAND NEW: The newly constructed bridge across the Cauvery connecting Thavuttupalayam in Karur district and Velur in Namakkal district

KARUR: All is set for the opening of the new four-lane stretch between Karur and Namakkal on Saturday.

The speciality of the project on National Highway 7 is that a new major bridge across the Cauvery has been constructed. The total cost of the project, executed on build, operate, transfer basis is Rs. 208 crore.

Union Minister for Shipping, Road Transport and Highways T.R. Baalu will dedicate the highway stretch and the bridge to the nation on Saturday at a function at Velur on the banks of Cauvery.

The highway stretch from Mudalaipatty in Namakkal district to Manmangalam in Karur district, work on which commenced in October 2006, is 43.5 km long.

The project envisaged construction of two major bridges across the Cauvery and the Thirumanimuttar (Namakkal district) as also four other minor bridges. While the bridge across Cauvery is 900 metres long, the one across Thirumanimuttar is around 100 metres long. The new bridges have been constructed beside the existing ones.

The project also saw the construction of four flyovers at Velayuthampalayam, Mohanur Road, Vallipuram and Mudalaipatty, giving an imposing appearance to the whole stretch developed by the national Highways Authority of India (NHAI) from a two-lane highway.

The project envisages seven underpasses to facilitate movement of people, cattle and vehicles across the highway in important areas, 20 bus bays and service lanes stretching to 11.52 km. A toll plaza would be established at Keerambur in Namakkal district but collection would be deferred for some weeks.

Project contractor Gannon Dunkerley and Company Limited had constructed the existing bridge across the Cauvery in 1949.

Four-lane, 30-km stretch from Namakkal to Karur dedicated to nation

PARAMATHI VELUR (NAMAKKAL): Four-laning of the 50-km Salem – Namakkal section of National Highway 7 is likely to be completed by the end of next month, Union Minister of Shipping, Road Transport and Highways T.R. Baalu said here on Saturday.

After inaugurating the four-lane, 30-km stretch of the highway from Namakkal to Karur at a function, the Minister said that there was no delay in the implementation of the four-laning project in the Salem – Namakkal section. Works in other sections were progressing well.

Mr. Baalu said the ministry had sanctioned over Rs.54,000 crore to Tamil Nadu for various projects. The total investment included about Rs.33,000 crore for developing road infrastructure. The projects also included establishment of a maritime university and a maritime complex near Chennai.

The development of better road infrastructure, he said, would help minimise road accidents and bring down operational cost of vehicles. The country witnessed over 4.6 lakh road accidents in 2006 in which over 1.05 lakh people lost their lives and about five lakh persons sustained injuries.

Apart from improving the road infrastructure to prevent accidents, the government was promoting awareness of traffic safety among people, he said.

Mr. Baalu said that the toll collected on roads in India was the lowest compared to many other countries, including developed nations.

can anyone tell me, the entire stretch from Tindivanam to Ulundurpet 4 laning is completed, or any incomplete stretches are there? particularly tindivanam-villupuram

Still Tindivanam-Villupuram NH 45 4 laning is not completed. But when i traveled yesterday i can find some work is progressing in this stretch.

It looks they can open it before March end. If this is opened, Chennai to Ulunderpet Nh 45 will be fully 4 laned one.

But the quality of work from Tindivanam to Villupuram is not like the one from Tambaram to Tindivanam....

No bus bays... motels.... just TRB wants to open the stretches in half baked condition :bash:

With in a couple of years, you can expect the smart card you produce to pay toll tax along the IT Expressway in the city, to offer more services. For example, you can use it as a debit card at entertainment centres, hotels, fuel stations and parking lots along the expressway.

Efkon India, which enabled the smart card and the toll system on the IT Expressway intends to make the card a multi-purpose one. “But this necessitates installation of card readers at various locations on the IT Expressway, which may take up to two years. The smart card would function as a kind of a dedicated debit card,” said CEO Pushkar Kulkarni.

Efkon India, a wholly owned subsidiary of Austria-based Efkon, specializes in intelligent transportation systems and payment solutions on highways.

The graphics, personalisation and issuance of cards is being handled by IT Expressway Ltd (ITEL), a special purpose vehicle of Tamil Nadu Road Development Corp that developed the IT Corridor on Rajiv Gandhi Salai.

“Smart cards have to be touched at the readers located at the five toll plazas within the Expressway and the money is deducted from the cardholder’s account on ITEL’s website. According to the norms specified by the Reserve Bank of India, about Rs 20,000 can be stored on a card at a time if it is being used as a common purse for low value transactions,” Kulkarni told to The New Indian Express. Thereafter, it would have to be recharged with a fresh amount.

Efkon is also developing the Tiruchy tollway, which is currently in the design stage. “It will take another six months to complete.” Two more projects in traffic management systems and toll systems are underway between Salem and Kumarapalayam and Kumarapalayam and Chengapalli near Coimbatore. At present, they are in the installation and commissioning stage.

“While the setting up of the toll systems costs around Rs 5 crore, the traffic management system costs between Rs 5 crore and Rs 15 crore.Efkon sees fresh opportunity in the proposed toll roads in Karnataka.

“Developing the toll system for every 100 km of road means a Rs10 crore business for the company. Efkon holds a 50 per cent market share in the country,” pointed out Chief Technology Officer, V Rangarajan.

With the new projects in its kitty, the company’s revenue for present calendar year is expected to touch Rs 100 crore as against Rs 60 crore last year.

The credit crunch, he admitted, has affected new projects, as infrastructure companies are not being able to achieve financial closures.

CHENNAI: A grant of Rs.7.01 crore has been sanctioned for a road work in Sivaganga district.

According to a statement released on Thursday, Union Minister for Transport and Shipping T.R. Baalu announced the grant for the section of NH 210 between Nemanthanpetti and Karaikudi linking Tiruchi with Ramanathapuram. Heavy traffic and the recent rain have left the road in poor shape. Since this stretch will become a four-lane highway in the third phase of the national highway development plan, it is essential to restore the current two-lane highway first, stated the release.

Between Kayathar and Nanguneri laid at a cost of Rs.200 crore

Safer and faster: The newly built overbridge at Coussennelpuram on the Tirunelveli-Nagercoil National Highway, in Tirunelveli.

TIRUNELVELI: The 44-km long four-lane between Kayathar and Thaazhaiyooththu (18 km) and Tuckerammalpuram and Nanguneri (26 Km), laid at the cost of Rs.200 crore, will be formally opened for vehicular traffic by Minister for Shipping, Road Transport and Highways T.R. Baalu in a function to be held at VOC Grounds, Palayamkottai on Friday.

After the then Prime Minister Atal Behari Vajpayee inaugurated the four-laning of Kanyakumari–Kashmir at the southern tip of the country in 2004, work on converting the 80-km long stretch between Muthusamypuram near Panagudi and Kayathar into four lane was taken up. Since the four-laning between the proposed Special Economic Zone site near Nanguneri and Kayathar was completed recently, it is going to be formally inaugurated on Friday.

Service roads

This stretch has 7 underpasses, 2 major bridges, 6 minor bridges and nearly 150 culverts (on an average of 3 – 4 culverts for every 1 Km to avoid damage to road normally caused by flood and torrential rain) and service roads have been provided for all adjoining villages.

To minimise the entry of trucks and the tourist vehicles into Palayamkottai, a bypass has been laid to connect Tuckerammalpuram, V.M. Chathram and Sankar Nagar.

95 per cent work over

Though 95 per cent of the work on the huge road over bridge on this bypass road at V.M. Chathram has been completed, it cannot be thrown open for traffic since work on two rail-over bridges and a bridge over Tamirabharani, all situated north of this huge bridge, is likely to be completed by April this year.

Once these bridges are completed, the bypass road can be used by those who want to avoid entering Palayamkottai.

Sources in the National Highways Authority of India told The Hindu that the stretch between Nanguneri and Muthusamypuram would be completed by this March-end while the remaining stretch up to Kanyakumari would be ready for traffic by June 2010.

Undisturbed movement

“Inauguration of this stretch will ensure undisturbed movement of vehicles in this region. Though this express thoroughfare is meant for vehicles moving at high speed, the drivers should understand the capacity of their vehicles and operate it accordingly to avoid mishaps,” a top official of the NHAI here appealed.

TIRUNELVELI: Barring a small section between Panagudi and Kanyakumari, the four-lane stretch of National Highway 7, connecting Chennai with the southern tip of the country, will be fully ready for vehicular traffic before May this year, Minister for Shipping, Road Transport and Highways T. R. Baalu said on Friday.

He was here to formally dedicate the 44-km four-lane stretch between Kayathar and Thaazhaiyooththu and Tirunelveli and the Nanguneri Special Economic Zone site.

Speaking at the function held on VOC Grounds, Palayamkottai, Mr. Baalu said that the United Progressive Alliance government, which gave greater thrust to the development of infrastructure with the ultimate goal of registering a better economic growth, had earmarked Rs.2.35 lakh crore in the past five years for four-laning of national highways across the country.

Tamil Nadu received its share of Rs.33,081 crore for conversion of the 3,261 km-long NH stretches into four-lane roads. A kilometre of four-lane stretch would create permanent job opportunities for five persons. Each rupee spent on this express thoroughfare would generate an income of Rs.7, according to an estimate by the World Bank. While boosting the nation’s economy by ensuring huge savings on fuel and attrition, the four-lane stretches also minimised the social cost of death by reducing fatal accidents.

Caution to drivers

“Consequent to the 4.60 lakh road accidents that took place across the country during 2006, over 1.05 lakh persons were killed, resulting in indirect loss of Rs.55,000 crore, which is almost 3 per cent of the Gross Domestic Product that year. So, we are minimising this loss by providing you the four-lane roads. However, drivers should not exceed the maximum speed limit of 80 km per hour to ensure every road user’s safety,” he said.

Mr. Baalu, while informing that work on NH 7A, connecting Palayamkottai with the Tuticorin port, could be resumed only after the case pending before the court was settled, said Tamil Nadu received Rs. 23,000 crore for the development of harbours in the past five years.

TIRUCHI: The ongoing four-laning work from Tindivanam to Tiruchi will be completed before March, said T.R. Baalu, Union Minister of Shipping, Road Transport and Highways, on Sunday.

Inaugurating a bridge across the Cauvery at a function held here, Mr. Baalu said the four-laning work from Tiruchi to Madurai would be over by June and between Madurai and Tirunelveli by May. The Minister said Rs. 2.35 lakh crore had been earmarked for improvement of national highways alone across the country during the Eleventh Five-Year Plan.
Expressway

The United Progressive Alliance government was planning to lay an expressway covering a distance of 15,600 km, he said.

Keeping in mind the increasing vehicular population over the years, the government had accorded a greater thrust to the road sector.

The freight movement by road had drastically increased from 14 per cent in 1950-51 to 61 per cent now. Similarly, movement of passengers by road had increased over the years, he said.

National Highway Authority of India Advisor Ashok Wasson said the 631 metre-long new bridge across the Cauvery was constructed at a cost of Rs. 30 crore.

State Transport Minister K.N. Nehru, State Forests Minister N. Selvaraj, Members of Parliament N. Siva and L. Ganesan, MLAs Anbil Periasamy, N. Rajasekaran and K.N. Sekaran spoke.

we could do tambaram to trichy is less than 6 hrs even 10 years ago. right now we could do it in 5.5 hrs. did you mean tambaram - madurai in 6 hrs? also, road between villupuram & ulundurpet is not yet complete.

traffic between tambaram - chengalpet was very heavy (@3 PM on thursday)and needs to be 6 laned with service roads. there were too many buses & trucks. i thought the traffic was much higher on this road than chennai - bangalore highways. i guess it is another 3-5 years before road till tindivanam is 6 laned. so expect to average <50 km/hr on this stretch and even lower when they start the 6 laning.

We can drive in car by 6 hours.

But the TNSTC, SETC buses takes more than 8hours to cover the distance. Now they blame the works as the reason for delay to the TNSTC/SETC time keepers.

Once the 4 laning is completely opened, they cannot tell those lame excuses and the TNSTC/SETC management will be forced to maintain the time.

Its a shame if we cant reduce the travel time by atleast 20-25% after spending 100s of crores on 4 laning. But am positive we should be able to do it in less than 5 hrs once its 100% complete, as i was able to drive in less than 6 hrs 2 months back with n number of diversions. MADURAI: The Sethusamudram Ship Channel Project will be implemented in the next one year, said Union Minister of Shipping, Road Transport and Highways T.R. Baalu here on Tuesday.

Dedicating the Thirumangalam–Virudhunagar–Sattur stretch of the newly laid four-lane highway at a cost of Rs.250 crore, he said that only around 22-km stretch of dredging work was pending.

Stating that some anti-Tamil forces had stalled the project by approaching the Supreme Court, he said: “Even if I am there [as Union Minister] or not, whoever comes [to the post] cannot say no to the project. If it is not this alignment it will be some other [alignment].”

Mr. Baalu said that even the apex court had not asked to stop the project, but had only spoken about the present alignment.

“We will implement it on any one of the alignments proposed by Anna, Kalaingar (the Chief Minister) or Sonia Gandhi. No one can stop it. This is my promise to the people of Southern districts.”

Mr. Baalu said that his Ministry had brought in Rs.33,000-crore investment to Tamil Nadu in road projects alone. World Bank reports stated that every rupee spent on the road infrastructure would bring in Rs.7 in terms of economic development.

“Neither me, nor the leaders of alliance parties can take credit for this achievement. It is only you [voters] who did it by giving all the 40 seats in favour of the Dravida Munnetra Kazhagam-led alliance in the 2004 general elections,” he said. State Ministers, Dindigul MP N.S.V. Chitthan, MLAs and officials participated.

Leave 6 lane or 8 lane highway. There are 2 or 3 railway crossings near villupuram and ulundurpet which is causing soo much traffic in the night hours, where 15 - 20 trains cross during night. They should have built a overbridge atleast a decade back but still it is not yet done.
