Festival to open Friday

The grand opening of the 6th Buglasan Festival of Negros Oriental on October 14 is expected to increase tourist influx throughout the two-week celebration.

Provincial Gov. Roel Degamo has invited chief executives of some neighboring provinces and anticipated thousands of visitors to witness the grandest festival of Negros Oriental.

Festival directorate head, former Vice-Gov. Mariant Villegas said with the series of tourism events, it will change the economic landscape of the province’s capital city with more hotels sprouting, additional flights, establishments of malls to include gas stations and other commercial buildings.

Villegas said, this year’s celebration’s theme is Working Together to Bring Negros Oriental Tourism to Greater Heights.

The first Miss Negros Oriental Tourism candidates representing 15 local government units of the Province is one of the added attraction of the celebration and kicks off Sunday, Oct. 9 at 6:00 p.m. at Robinson’s Place.

On Oct. 14, a grand Dumaguete City-wide civic-military parade will start with a big bang of sights and sounds at 2:00 p.m. from Rizal Boulevard and end at the Sidlakan Negros Village.

Expected to participate in the parade are the different schools with drum and bugle corps, a GMA Kapuso float with celebrities, commercial floats, city and provincial officials led by Governor Degamo and department heads at the Capitol.

The festival will formally open with an Ecumenical service at 5:00 p.m. at the Sidlakang Auditorium to be followed by the grand opening of LGU Booths at 6:00 p.m.

Each LGU displays different sights of arts and culture, kinds of local foods and an array of fruits and vegetables as they aspire to grab big prizes for the best booth and best booth activity awards. (PIA NegOr/JCT)

NORSU 100% in mech eng’g licensure exam

Negros Oriental State University garnered a 100 percent passing percentage in the Mechanical Engineer Licensure Examination given Sept. 28-29 this year.

NORSU President Dr. Henry A. Sojor said, Mechanical Engineering has recorded six consecutive 100 passing passing percentage for the past years. Since 1999, it has had a total of 10 100 percent passing percentage in the mechanical engineering

For this year, NORSU’s all nine examinees hurdled the board exam. The national passing percentage is 67.09 percent (1,686 out of 2,513).

The nine new mechanical engineers are: Israel Anthony Banua, Rhea Facturan, Jeffry Katada, Ireneo Morales, Reynaldo Paraguya Jr., Ken Pioquinto, Vladimir Dean Sanchez, Nelosn Trujello, and Dante Tumala.

Josef Vill Villanueva, dean of the College of Engineering & Architecture, said he is happy to report that NORSU is Top 2 in the Philippines getting 100 percent passing percentage in the category of “10 and below” examinees, next to Ateneo de Davao University.

FU beats Dgte schools in finance competition

Foundation University bested three other schools in Dumaguete in the 13th Inter-Collegiate Finance Competition Elimination Rounds nationwide simultaneously last September 23 at JP Morgan Chase and Co. IT Park, Lahug, Cebu City.

Dean Julhusin Jalisan of the College of Business Administration and Accountancy said their team lost by one question to land in fourth place in the annual contest. The Colegio de Sta. Catalina de Alejandria placed 8th, Norsu landed in 11th place while Silliman University placed 13th out of 15 schools from Central Visyas which joined the contest.

The contestants from FU, led by faculty adviser Peter Enfestan, topped this contest in Central Visayas last year, emerging 8th overall in the national finals held in Manila. This contest is sponsored by the Finance Executives Institute of the Philippines.

CV lacks juvenile rehab centers

CENTRAL VISAYAS, Oct. 9 (PIA) -- Several non-government organizations in Cebu aired their concerns on the dire need of juvenile rehabilitation centers in Central Visayas as they noted the rise of juvenile offenders in the region.

DSWD-7 child welfare and specialist, Emma Patalinghug noted that in Region 7, only Cebu City, Dumaguete City in Negros Oriental and Tagbilaran City in Bohol have centers for juvenile offenders or Children in Conflict with the Law (CICL).

Patalinghug pointed out that the law requires every local government unit to establish a juvenile center. She said this during the Sept. 24 episode of Pagtuki, the radio program of RAFI aired every Saturday from 10 to 11 a.m. over dyLA.

Lawyer Cheryl Cabutihan, Child's Rights Protection Unit project coordinator of Children's Legal Bureau (CLB) also added that the government needs to address first the lack of juvenile centers in the Philippines before amending the Juvenile Justice Act of 2006.

“We need to check if we have complied with international standards, including putting up the right juvenile centers,” Cabutihan stated.

How could we say that the law (Juvenile Justice Act of 2006) did not work when we did not even give a chance for CICLs to be rehabilitated through juvenile centers. Cabutihan was also guest during the Pagtuki program.

Gio (not his real name), 15, wants to pursue his dream of becoming a security guard in order to help his family.

For now, Gio, with the other children in conflict with the law are focusing their energy on the activities under the recovery program of Bidlisiw Foundation, a Cebu-based social development non-government organization (NGO) that help children who are in conflict with the law, who experienced corporal punishments and substance abuse.

The Bidlisiw Foundation, in partnership with the Dolores Aboitiz Children’s Fund of the Ramon Aboitiz Foundation Inc. (RAFI) are actively involved in organizing child and family healing programs designed to put juvenile delinquents on the right track.

According to the Department of Social Welfare Development (DSWD-7) NGOs like the Bidlisiw Foundation and RAFI are a big help in rehabilitating juvenile delinquents, especially that Central Visayas lacks rehabilitation centers for juvenile delinquents. (PIA-7/MBCNewman & RAFI)

NegOr PDRRMC warns flood prone barangays

DUMAGUETE CITY, Oct. 7 (PIA) -- The Provincial Disaster Risk Reduction and Management Council (PDRRMC) in Negros Oriental on Wednesday warned residents living in disaster prone areas to be on guard.

With the onset of rainy season, Civil Defense Officer Allen Cabaron of PDRRMC disclosed that at least 220 barangays have been identified as highly susceptible to flooding based on the risk assessment by the Mines and Geo-sciences Bureau (MGB).

Cabaron said of the total 557 barangays in Negros Oriental, more than 186 barangays are also found out to be highly susceptible to landslide.

As such, Cabaron advised the local government units (LGUs) especially in the barangay level to establish local early warning system so that any weather and flood forecast or advisory from PAGASA can be sent off at once to the Municipal Action Officer then to the barangay.

“This is where the information be disseminated to alert the barangay residents and monitor the rainfall and water level situation for the alert level 1,” said Cabaron.

Alert level 2, the flood is imminent, residents are asked to pack up their personal or important belongings ready for evacuation; alert level 3 for evacuation status.

PAGASA weather advisory issued today (Oct 7) stated that low pressure area and the intertropical convergence zone bring scattered to widespread rains over the southern Luzon, Visayas and Mindanao which may trigger flashfloods and landslides.

PDRRMC Executive Officer Angelo Tiongson has called on the public particularly those residents near the riverbanks to be vigilant and monitor the water level in case it overflows as well as the coastal areas.

Meantime, the PDDRMC has started conducting a series of seminars and workshops on disaster management in the municipalities of Pamplona, Vallehermoso, Zamboanguita, Siaton, Ayungon, and Mabinay.

Tiongson said the council also conducted on-site surveys and risk assessment areas susceptible to landslide at barangays Catipon, Bonawon, Apoloy, and Apoloy all in Siaton town and Pinocawan in Vallehermoso. (PIA NegOr/JCT)

St. Paul University Dumaguete (SPUD), under the leadership of its President, Sr. Nintha Lucilla Baldado, SPC, recently received the Most Sustainable and Eco-Friendly School in Central Visayas Award for the Tertiary Category in a special ceremony in Cebu City last September 28, 2011, together with the University of San Jose-Recoletos for the High School Category, and a school in the town of Liloan, Cebu for the Elementary Category. The said competition is held every two years in the region and the entire country under the auspices of the DENR Environmental Management Bureau, together with the Commission on Higher Education, the Department of Education, and Smart Communications.

In 2009-2010, SPUD won the said title and was able to accommodate a number of benchmarking visits from the various government & private agencies, local government units, academic institutions, and community organizations because of its ECO – SWARM (Ecological Solid Waste Reduction Management) Program, Butterfly Sanctuary & Aviary, and the regular offcampus coastal clean-up activity, Reforestation and Adopt a Tree Program in Lake Balinsasayao, Educational Curriculum Integration, the 5S’s Technology or Good Housekeeping, and the very familiar 4R’s or the Recover, Reuse, Recycle and Reduce, plus a Composting & Vermi Culture Facility, and the recent 4 in 1 Nature-Friendly Technology that stands for the Urine Diversion Dehydration Toilet, Green or Living Roof, Utilization of Recycled and Indigenous Materials and the Application of Alternative & Renewable Energy.

Moreover, SPUD is now offering a short-term modular course which is the Certificate in Environmental Management supported by the League of Municipalities, the DENR and TESDA. The said course is really intended for the various local government units, private & public agencies, and to those individuals who are interested to be part and parcel of environmental conservation and protection.

8 Asian Orgs. join Bird Fest

The opening of the two-day 7th Philippine Bird Festival co-hosted by Silliman University at its West Quadrangle on September 23 featured a festive parade of delegates which included bird enthusiasts and conservationists from eight Asian organizations.

These Asian organizations brought the number of exhibitors up to 28. They were the Asian Raptor and Research Conservation Network, Bird Conservation Society of Thailand, Borneo Bird Club, Chinese Wild Bird Federation, Kaoshiung Wild Bird Society, Malaysian Nature Society, Nature Society of Singapore, and Wild Bird Society of Taipei.

Attended by over a thousand kids from public and private primary and secondary schools in Negros Oriental, the opening ushered kids into a line-up of fun educational activities. Decked around the Quadrangle with the acacia trees in the background, 28 booths offered various activities from face painting, trivia games, origami, to bird education talks utilizing photos and audio-visual resources.

This year ’s festival is themed “Langgam Paluparon, Lasang Palambu-on” (Birds in the Wild Help Forests Thrive) and features the Negros Bleeding-heart pigeon, a rare ground-dwelling bird found only in the island of Negros. A wildlife rescue center, the Center for Tropical Conservation Studies of Silliman University is a temporary home to the Negros Bleeding-heart pigeon.

Other exhibitors were Earth Island Institute, Isla Biodiversity, Katala Foundation, Negros Forest Ecological Foundation, Inc., Philippine Biodiversity Conservation Network, Birding Adventure Philippines, PENAGMANNAKI, KAAKBAY, Balanga City, Municipality of Candaba, Municipality of Calayan, Department of Environment and Natural Resources-National Capital Region, Team Energy Foundation, Primer Group, and some Dumaguete-based organizations. Co-hosting the festival with Silliman were the City Government of Dumaguete, the Provincial Government of Negros Oriental, and PENAGAMANNAKI, a federation of farmers from 20 different people’s organizations in Negros Oriental.

Dgte not covered by hi-way trike ban

DUMAGUETE CITY is not covered by the ban on tricycles from the national high ways because this city falls under several exemptions under the guidelines. As a result, the City Council passed an urgent resolution allowing the over 2,500 city tricycles to continue passing the National Highway citing several exceptions.

Among the exceptions under the law, tricycles maybe allowed to ply the highways if the normal speed of big four- wheeler trucks do not exceed 40kph; and that these trucks must carry loads over four tons, thus, they run at slow speed. What is being sought to be avoided are accidents in the highways where big trucks are running at high speed and could crush small tricycles along the highway. But in the case of the provincial setting, there is only one single highway in most towns, and tricycles will have to traverse the highway to get to and out the side streets.

Moreover, most of these side streets are along blind curbs which also falls under the exception. Thus, the City Council, in the exercise of its powers under the general welfare clause, has unanimously ruled that tricycles may ply the following city highways namely:

North Road or Veterans Avenue from the capitol; the South Road from Capitol to Silliman Avenue, to Perdices up to the south city limit; the port road from the Portal West, Silliman Avenue to Rizal Boulevard to the port area; airport road from Silliman Portal West to Bantayan to airport area in Sibulan; Real Street from PNB to south Dumaguete – Bacong-Valencia roads towards the two city limits in the south and west.

The recap: basically, tricycles should not pass through national highways. But they are allowed to, if there is no alternate route; if passing trucks run below 40 kph; and when the Sanggunian so legislates.

If you go down to brass tacks, yes Virginia, in the rural areas, tricycles, which are the most popular means of transportation, have to pass the highways. Only that all drivers just have to be driving defensively, and not recklessly.

SUE IF YOU MAY

Should the LTO insist on banning tricycles from the highways, then the City Government will have to sue LTO in order “to defend the interest of the people.”

The courts will be the final arbiter, says city legal officer Atty. Neil Ray Lagahit in connection with the desire of the Land Transportation Office (LTO) to enforce a national law which was reiterated in a memorandum circular of the Department of Interior and Local Government (DILG) to prohibit tricycles from plying the national roads.

Lagahit said that Mayor Manuel Sagarbarria was right in vehemently objecting to the LTO’s plan stating that the local government code says otherwise.

Even if Real and Perdices streets are considered national roads, the city government still has the authority to regulate their use. The city legal counsel said that the LTO may have a different interpretation of the provision and could be stretching too far the provisions of the memorandum circular.

Lagahit said that the city will be forced to defend itself if and when this matter is brought to the courts.

Meanwhile, Mayor Manuel Sagarbarria said that making Real a two-way street is fine with him, but amendments has to be in place on the comprehensive traffic code of 2001.

This developed as a proposed ordinance was approved on first reading, to make Real a two-way street for all types of vehicles, including tricycles, but certain speed limits have to be observed to address the safety concerns of passengers.///jg

16 chefs vie for best cuisine in NegOr

DUMAGUETE CITY, October 11 (PIA) -- Sixteen menus from Negros Oriental will compete during the annual indigenous foods cooking challenge dubbed ‘Lutong Garbo sa Negros Oriental’ on Saturday, October 15 at 9:00 a.m. at the Provincial Agriculture Office (PAO) here.

The competition banners the theme, “Discovering Developing and Promoting Oriental Negros Culinary Heritage.”

All 16 chefs are set for the battle of local culinary food and create originality using native ingredients abundant in their respective areas.

The cooks also expected to prepare delectable food using native techniques and ingredients in style.

From the set of choices of fisherman’s delight with sweet potato rolls of Amlan; stuffed chicken with coco cream sauce of Bacong; binoro rice topping ala busay of Basay; banana blossom and santol shrimp, Bayawan City; mantalip fish and bindoy express, Bindoy; pinausbungang manok, Canlaon City; native chicken halang-halang, La Libertad;

From Jimalalud, bukolaknok; coco chicken with banana blossom of San Jose; eggplant split, Sibulan; paksiw na utan, Sta. Catalina; chicken surprise, Valencia; dabong buko bam-I of Vallehermoso; while Dumaguete City, Dauin, and Zamboanguita have not submitted yet its final menus as of this writing but its entry forms are duly endorsed by respective mayors.

According to the Committee Chair of Lutong Garbo Sylvia Uy, these lists of options will be judged by local culinary experts from Dumaguete City.

“It’s exciting to watch these local master chefs at work, as they sift, chop, sauté, reduce, and garnish indigenous ingredients to create artistic, mouth-watering delicacies, right before our eyes,” said Uy.

The use of ingredients such as monosodium glutamate, canned goods, imported products, and artificial seasonings are disallowed. (PIA/JCT)

RADIO7 holds 19th regional consultative conference

DUMAGUETE CITY, Oct. 12 (PIA) -- The Association of Negros Oriental Public Information Officers (ANOPIO) together with the Philippine Information Agency (PIA) is hosting the 19th annual Regional Convention of the Regional Association of Development Information Officers (RADIO-7) on October 19-21, this year at South Sea Resort Hotel, this city.

About a hundred Information Officers in Region VII are expected to participate in the RADIO regional consultative conference with the theme: “Communicating Clean, Sustainable Energy”.

The three-day convention aims to equip government communicators with information and knowledge on the promotion of energy efficiency and conservation and renewable energy and disseminate in their respective areas of responsibility.

The RADIO-7 will hold an election of officers and Board of Directors (BOD) on the first day of the event.

RADIO-7 is a federation of all government information officers in the towns, cities and provinces of of Cebu, Bohol, Negros Oriental and Siquijor in Central Visayas sets to hold an .

Dumaguete City Mayor Manuel Sagarbarria and Governor Roel Degamo will deliver welcome messages and join the welcome dinner and fellowship.

On the second day, PIA Director General, Atty. Jose Fabia will offer an inspirational message to the participants, afterwhich the convention theme will be explained by Energy Secretary Jose Rene Almendras as keynote speaker.

The RADIO-7 helps the DOE in communicating its thrust on the environment specifically, Climate Change and Clean Development Mechanism. The DOE is the lead agency in the implementation of the national energy efficiency and conservation program.

RADIO-7 is composed of the Cebu Association of City and Municipal Public Information Officers (CAOCAMPIO) of Cebu; Association of United Development Information Officers (AUDIO) of Bohol; Association of Negros Oriental Public Information Officers (ANOPIO) of Negros Oriental; and the Siquijor Association of Information Disseminators (SAID). Dumaguete City to inaugurate P1.2 M building inside septage treatment plant

DUMAGUETE CITY, Oct. 12 (PNA) -- The city government of Dumaguete is set to turn over the newly constructed P 1.2 million building inside the Dumaguete City Septage facility in the outskirts barangay of Camanjac on Sunday, appropriately timed for the birth anniversary of the late Mayor Agustin Perdices.

According to Engr. Rogelio Clamonte, chief of the Environment Natural Resources Office (ENRO), the inauguration of the building will be held on Sunday to give due recognition to the late mayor, who was then governor of Negros Oriental when he died last January, for his leadership and administration which started the construction of the Dumaguete City Septage Facility.

Clamonte said the building is composed of an office, conference room and guest area.

The P25-million septage wastewater treatment facility is a low-cost, low-maintenance system made up of lagoons, constructed wetlands and sludge drying beds, construction of which was started in 2008 and became fully operation in July 2010.

The city government signed an agreement with the Dumaguete City Water District to collect septage fees to cover the cost of collection and treatment of septage at the rate of P2.00 per cubic meter of water consumed, which will be an add on to a customer’s monthly water bill.

The fee was approved by the City Council in 2006 as part of the Septage Management Ordinance, which requires the regular collection and treatment of septage waste. While the water district collects the septage waste using vacuum trucks, the city enforces the provisions of the ordinance.

The program was developed with technical assistance from the United States Agency for International Development (USAID)-funded Local Initiatives for Affordable Wastewater Treatment (LINAW) and Philippine Sanitation Alliance (PSA) projects.



Former late Mayor Agustin Perdices called the project a major milestone in protecting the quality of the city’s 16 deep wells and potable water supply, and reducing water-borne diseases, said Steve Gabriel, City Informatio Officer.



It is the city government’s response to the requirements of the Clean Water Act and increasing risks of ground water contamination by untreated wastewater from septic tanks that are neither properly constructed nor desludged regularly, Gabriel added. (PNA) JFP

Palace declares Oct. 21 special non-working holiday for Negros Oriental

DUMAGUETE CITY, Oct. 12 (PNA) -- Malacañang Palace has issued Proclamation No. 255 declaring October 21 as a special non-working day in the province of Negros Oriental, in line with the 6th Buglasan Festival celebration of the province of Negros Oriental.

It is an opportunity to give Negrenses time to celebrate and participate during the occasion. Presidential Proclamation No. 255 was signed by Executive Secretary Paquito Ochoa, Jr.

The formal communication for the special non-working day declaration was read during the regular session at the Sanguniang Panlalawigan Tuesday afternoon.

The Sanguniang Panlalawigan had earlier passed a resolution requesting the President to declare October 21 as special non-working holiday for the province.

The holiday will be the opportune time for families to visit the agri-fair booths and the Buglasan Festival of festivals.

Board Member Liland Estacion said that 1st district Rep. Jocelyn Limkaichong is now preparing to pass a bill in Congress that will automatically declare every 3rd Friday of October every year as holiday in Negros Oriental for the Buglasan Festival, to save the provincial government from asking permission from the President every year.

She believed that 2nd district Rep. George Arnaiz and 3rd district Rep. Pryde Henry Teves is in favor of the said move.

The 6th Buglasan Festival will formally open on Thursday, October 13 for the Buglasan Farm Family Congress at 9 am and the grand opening of the local government unit booths in the afternoon at the Sidlakang Negros Village.

1st Miss Negros Oriental Tourism set on Friday

DUMAGUETE CITY, Oct. 12 (PNA) -- Fourteen candidates will vie for the 1st Miss Negros Oriental Tourism on Friday at the Sidlakang Negros Village auditorium. The candidates are representing the different cities and municipalities in the province of Negros Oriental.

According to organizing committee chair Don Catacutan, they strongly emphasized to the mayors that their representative should truly represent their town and cities. The candidate should be articulate in all the tourism potentials and culture of the city and municipality.

The candidate will also become the tourism ambassador in expanding the promotion of the province.

Catacutan said they strongly asked that they should be mature enough so that they can represent the province in big activities related to tourism promotions.

The top five winners for the Miss Negros Oriental Tourism will be working with the provincial government in different tourism-related activities in the province and within the country. If noted, Negros Oriental is dubbed as one of the top ten best places to visit the Philippines, according to the statistics of the Department of Tourism.

In an interview, majority of the candidates believe that peace and order, infrastructure and good tour package is essential to bring Negros Oriental into the map of tourism destinations in the country.

They also suggested that the province will create tour packages that will fit the needs of the tourists depending on their interest.

Some tourists would love to visit for relaxation while some also love to explore on extreme sports.

The candidates for the 1st Miss Negros Oriental Tourism strongly disagree on promoting sex tourism in the province.

They said it is a violation of women’s rights and an insult to the religion and culture of the people in Negros Oriental.

I guess that's another subdivision...38 units is big enough for a subdivision, it's even bigger than Royal Palm. Camella has always stated that they want to open more sites here in Dumaguete and nearby towns and cities...

It's possible that it is just nearby to their Candau-ay site, but the fact that there's another name, and that they will be launching means that this is an entirely new subdivision...Possibly a high end development because of the name. It only shows Camella's confidence in the City's economy...

Its going to be an entirely new development by Camella and it will still be within the city.. I reckon it will be the one behind South City Elem School.. Entrance gates and structures are already up. Lets watch out for it.

One of my source told me that the opening of Go Hotel in Dumaguete will be delayed due to signatory of Mayor Sagarbaria. Gusto raw kasi ni mayor na magpapasok ng workforce for go Hotel. But RLC would not allow it. Their still having a negotiations about it pa daw. 20 Trainees are already in Manila right now and they are on its 2nd month by October ends. Supposedly they will open by mid November kaso nga lang na delayed due to this. May tao bang pwedeng mag confirm kay mayor about this? Or how about reporters para safe..hehehe:)

Hopefully this will be fixed by them as soon as possible.. as i've heard February pa sila mag-open.. tagal pa nun.. :ohno:

Another angle I have about this which I got from an engineer of goHotel Dgte does not involve the mayor. Di ra gyud kuno pa ma kaya humanon ang building by November. His earliest estimate is December and latest is by January 2012.

Transportation Secretary Manuel A. Roxas II unveiled Thursday a five-year airport-infrastructure plan estimated to cost P60-billion ($1.6 billion US Dollars) design to rehabilitate, upgrade and modernize the country’s major airports nationwide.

Among the infrastructure plan is the completion of the P7.8 billion Laguindingan airport which is expected to open in 2013; followed by the 3.2 billion Daraga Airport to open in 2014 and the P8 billion Bohol airport to open in 2016.

Speaking before the Makati Business Club (MBC), The Secretary said that the Aquino government will put 12.4 billion pesos for Clark International Airport to transform it as premier gateway of the country together with the construction of 108 billion Naia-Clark Express Rail Link dubbed as the New North Rail Project (Northrail) to be funded by Japan International Cooperation Agency (JICA). The High-speed NorthRail spans 100-kilometer from Centennial Terminal 2 to Clark International Airport in Pampanga, with a total travel time of 45 minutes.

Also on the pipeline is the construction of a new passenger terminal 2 at Mactan Cebu International Airport with a budget of P10.15 billion and the P1 billion new passenger terminal to be constructed in Tacloban airport.

DOTC has also set aside P2.07 billion for the rehabilitation of Naia terminals 1, 2 and 3 set for completion in 2014. Roxas said plans are under way to decongest NAIA through the reduction of corporate and air taxi flights by 50 percent of the current number of sorties during peak hours, construction of a rapid-exit taxiway to reduce runway occupancy time, and the transfer of noncommercial flights to Sangley Point.

Airports earmarked for massive upgrades are Kalibo International Airport with P3 billion budget for new passenger terminal building and airside facilities upgrade, P4.2 billion for Puerto Princesa Airport development project, and various airport upgrades nationwide with an P8 billion price tag. They include the airports of Laoag, Catarman, Ormoc, San Vicente, San Jose, Masbate, Borongan, Maasin, Butuan, Dipolog, Ozamiz, Pagadian, Cotabato, Davao, Zamboanga and Tawi-Tawi.

Meanwhile, five (5) new airports are going to be build in Pangasinan, Catarman, Negros Oriental, Bukidnon, and Sultan Kudarat.

I heard that the new Airport plan it to put it up in Napacao, Siaton. Layo kaayo na gikan sa Dumaguete. Masmaayo kun enlarge the existing one, pero mahal ang yuta sa existing one...

As far as I can remember, Siaton is as far from Dumaguete as Silay is from Bacólod, right? I think what the builders have in mind is Dumaguete City's expansion. Commercial developments will spill over Sibulan and eat up the area. :D

Its no longer feasible to expand the present airport due to topographical limitations. It would cost almost the same as building a new airport without really being able to expand the airport since the glide slope will remain the same due to the terrain.

That was the original plan..to transfer the Dumaguete Airport sa Siaton.... but there was an option being presented here according to them it's more feasible and economical if gi rehabilitate lang ang existing airport....

Pero para nako ok kung gi transfer sa Siaton para at least duol na lang sa amoa...heheheh... bitaw lapad man gud ang area... bagay para ma international airport.....

As far as I know there are no changes in as far as GoHotel opening is concerned. Start of construction was delayed, but they were able to catch up. It would not be surprising if they miss the original schedule of a November opening, but it's not really a delay because, as I said, start of construction was delayed...In fact they are now putting up the GoHotel signage in front of Robinsons, near the highway...

That was the original plan..to transfer the Dumaguete Airport sa Siaton.... but there was an option being presented here according to them it's more feasible and economical if gi rehabilitate lang ang existing airport....
Pero para nako ok kung gi transfer sa Siaton para at least duol na lang sa amoa...heheheh... bitaw lapad man gud ang area... bagay para ma international airport.....
Dumaguete to the proposed location of the new airport too far as compared to Bacolod and Silay..... 1 hour pa dagay by bus......

Its like the time I spend by taking the bus from my Quezon City home to NAIA or even longer. How much more if its in Clark-DMIA na? :nuts: I guess, our airports must be well beyond city limits to merit future expansions. :D

As far as I can remember, Siaton is as far from Dumaguete as Silay is from Bacólod, right? I think what the builders have in mind is Dumaguete City's expansion. Commercial developments will spill over Sibulan and eat up the area. :D

Siaton is around 40 mins away from Dgte so layo2x cya compared with Bacolod to Silay. Sana Tanjay nalang or better, Dauin para convenient pa rin

Dumaguete is a city with a character of a Highly-Urbanized City and a humility of a town. Unique blend in a unique city. I love it! :)

We're not there yet, mig pero for small cities (those with fewer than 200K people) diri sa Vismin I guess, Dgte ang pinaka-complete in terms of facilities and economic diversity. Hehe..opinion lang po :)...

There is no final place yet for the airport so maybe they'll change their minds. In fairness with Siaton, its a beautiful town. I guess whichever place will get the new airport will be Negros Oriental or Negros Island's next city, except kung city na siya. :D

Representatives from 16 local governments of Negros Oriental Provice attend training on greenhouse gas emissions accounting, the biggest batch so far in terms of number of participating LGUs.

City and municipal executives, legislators, environment officers and representatives from 16 local government units (LGUs) in Negros Oriental participated in the training on greenhouse gas (GHG) accounting and management of the Climate Change and Clean Energy Project (CEnergy) last September 26-27, 2011. Held at Silliman University, Dumaguete City, this batch is so far the biggest in terms of number of participating LGUs that CEnergy has provided training on GHG emissions accounting.

35 representatives coming from the local governments of Amlan, Bais City, Basay, Bayawan City, Bindoy, Dauin, Dumaguete City, Guihulngan City, San Jose, Sibulan, Sta. Catalina, Tanjay City, Tayasan, Valencia, Vallehermoso and Zamboanguita, all in the Province of Negros Oriental, participated in the two-day training at Silliman University. The training was also part of the regional summit of Philippine Economic Society (PES) entitled Curbing Carbon Emissions in Response to Climate Change: A Corporate Social Responsibility.

At the plenary session held at Luce Auditorium, students, academicians, national and local government representatives and guests from the region listened to the lectures delivered by Dr. Betsy Joy Tan (Silliman University Vice-President for Academic Affairs), Secretary Mary Anne Lucille Sering (Philippine Climate Change Commission), Dr. Ben Malayang (Silliman University President) and Mr. Alvin Ang (Member, PES Board of Directors). Ms. Lily Gutierrez, Development Assistance Specialist of USAID Philippines also shared the Agency’s initiatives on Greenhouse Gas Accounting and Management in the Philippines as part of CEnergy’s major tasks.

After the PES plenary session, the LGU representatives proceeded to the MBA Presentation Room to start the lecture series on GHG accounting and management. CEnergy’s team of trainors was led by its Chief of Party Ms. Divina Chingcuanco. Together with Ms. Chingcuanco were Mr. Joseph Peñas, CEnergy Monitoring and Evaluation Specialist, and Ms. Jeanette Laurente, CEnergy Consultant. The lectures presented included international and local initiatives on climate change, introduction to GHG inventory, steps in GHG inventory and setting of organizational and operational boundaries. Afterwards, the participants were given exercises on setting inventory objectives and priorities. They were also given exercise on setting inventory boundaries.

The second day’s session, which was held at the Silliman University Multipurpose Hall, focused on Developing the GHG Inventory. The discussions enabled the participants to understand how to properly compute for their GHG emissions based on internationally practiced protocols. Similar to the first day, they were also given exercises but this time, it was on GHG emissions quantification and computation using proxy data. Later, they were given time to compute GHG emissions using their actual activity data (i.e. fuel consumed by LGU vehicles, kilowatt-hours purchased, etc.).

Apart from lectures and exercises, the participants were also given a snapshot of the on-going entity-level GHG emissions accounting being undertaken by Silliman University. Professor Wilma Tejero is the lead person in such initiative, she having taken the online Basics of Organizational Greenhouse Gas Accounting sponsored by CEnergy.

Among the notable participants in the training included Mayor Rene Gaudiel of Bayawan City, Councilor Jose Orlino of Tanjay City, Councilor Mark Banquerigo of Sibulan, Councilor Junito Bugas of Sta. Catalina, Councilor Allan Luiso of Tayasan, Councilor Francisco Narciso of Bindoy, Councilor Melvyn Reynado of Amlan, Councilor Atilano Dagoy of Valencia City, Councilor Albert Aquino of Dumaguete City, Councilor Rock Candido of Guihulngan, City Administrator Ricardo Gonzales of Bais City, City Administrator Ricardo Gonzales of Bais City, Municipal Administrator Erwin dela Cruz of Amlan, and Municipal Administrator Earl Tale of Valencia.

CEnergy’s training at the Multipurpose Hall was held simultaneously with PES Day 2 Session, which was held at the nearby Luce Auditorium. With an audience who are mostly students of the university, Ms. Chingcuanco presented the basics of climate change and greenhouse gas accounting. After the presentation, the students asked several questions to Ms. Chingcuanco regarding climate change and the way related problems are being addressed as well as the effectiveness of solutions being rolled out at present. As a response, Ms. Chingcuanco reiterated that indeed a global movement is pursuing solutions and the youth can do a lot to help, starting from small things like turning off unused electricity and maintaining an environment-friendly lifestyle. After the question-and-answer portion, the students were shown the video Panahon Na, which presented the drastic effects of climate change in the country in the recent past and its potential damages to the lives of Filipinos, especially among the poor, when these effects of climate change continue.

As of press time, a number of LGUs have expressed their commitment to prepare and finalize their written GHG inventory report within the year. At any given time, CEnergy is ready to provide remote mentoring to those LGU representatives who will push through with their entity-level GHG emissions accounting.

The bar is located at Escaño Beach near Hayahay... If your in Dumaguete every thing is near. So no problem if any hotels you are in. you can always say to the driver LABELED and they will take you. :cheers::cheers:

That's why when I have a flight at 6pm, I usually am in the airport 4pm pa lang to avoid rush hour. :ohno: Mt. Talinis? Oh gosh, that worsens the problem with the terrain warning system that goes off when landing at DGT. :nuts:

Clark to Manila via railway will only be 45mins max..

the govt. should realize that railway is still the way to go to develop potential economic corridors of the country

I thought namalikmata ako when I saw this post anyway, it would be of more merit if we use DMIA as a purely international airport while NAIA would be purely a domestic airport also catering to international charters and international VIP/Dignitary planes. :)

Negros Oriental is topographically mountainous down South. Siaton has flat plains but lies too close to the slopes of Cuernos de Negros, an inactive volcano so limited siya to the coastal areas. With Tanjay, I checked Google Earth and it is just perfect, flat. :D

Which is what I was thinking, former Senator Rene Espina owns thousands (?) of hectares in Tanjay that was supposed to be converted into an industrial estate. In fact I think he got an accreditation from PEZA for an agro-industrial estate but did not take off...I think Polo plantation, where the fisheries and fishponds are located would be perfect for an airport. They could reserve a huge chunk of land in that area that could possibly be expanded to become an international airport...Besides, the area has enough clearance going towards the mountains so they would not distract the plane's flight path.

Now, if an airport is built in the area, then an industrial estate is even more feasible...

That's what I was thinking too, the former Senator's estate. Airports of International Standard merits an industrial zone just like in Clark. Besides, if the airport is in Tanjay, it would be near the muscovado plant in Pamplona where we get our stocks. :)

It's the Bread of Life Center in Batinguel...Glassy facade when finished. That structure on the right side is already existing, although not yet finished. Construction on going...There's already a massive structure that's being used for gatherings, and it's really excellent...But you can't see it because it is underground. When finished you can all go there to hang out with young professionals. I am still officially a member of this church, so I go there every Saturday for my small group.

Their topics are not limited to religious discussions, but on life in general, so anyone can join. Their services are really excellent, well researched and it's a good place to connect with people with the same interests that you have...

Bethel Guesthouse has always been a good choice, it is near the boulevard as well as other important places. But One Bethany Place near Sidlakan Negros Village in Piapi is good for groups, it has aircon domitory which is really cheap. The place is new and clean.

Harold's Mansion (http://haroldsmansion.com/) is also a good choice, it is near Silliman and the downtown area, as well as Coco Grande: http://www.cocograndehotel.com/.

Other good choices would be http://hotelnicanor.com/ and http://hotelpalwa.com/

I used to be a big fan of Slapshock, gone to their concerts, slam in the mosh pit, tried to memorize the lyrics of their songs, and I even have an autograph of Jamir. Their first 3 albums are very good but lately they had transitioned their music from rap metal to metalcore and there is just too much growling and shouting that it becomes too predictable, boring, and it almost sounds the same.

Harolds Mansion... layo layo lang siya gamay....sa downtown... pero mas closer sila sa Sidlakang Negros Village where buglasan activities gi held.... duol pud siya sa Club El Camino, Hayahay, Labelled, ug uban pa.....

Pareho lang sila nga OK for me.....:lol::lol::lol:.. pili lang ug asa ang naay vacant..ehehehhe

She is Ptra Bing Zubiri, and she is the same; pastoring both Dumaguete and Cebu. From what I understand, she finishes the service in Cebu, takes the fast craft to Dumaguete in time for the service here in the afternoon, then goes back to Cebu again on Tuesdays. At least that's what she used to do.

Aside from Sis. Bing Zubiri we have another pastor, Ptr DG Saquing and Ptr Lucille Beatingo. Together they form the pastoral team for the Cebu, Dumaguete, and Bacolod churches. Their job is quite hectic and as they take turns pastoring these three churches, but mostly it is Pastor Bing who pastors the Duamguete church...

Color-coding scheme eyed for Dumaguete tricycles

A number and color-coding scheme for the more than 2,500 tricycles in Dumaguete City is in the offing as part of a win-win solution in addressing the congestion problem as well as the enforcement of Land Transportation Office (LTO) rules and regulations prohibiting tricycles from plying the national highway.

Councilor Nilo Sayson, who chairs the committee on transportation of the city, said it will be sending a delegation of tricycle drivers to Puerto Princesa in Palawan in an observation tour, upon the recommendation of the Traffic Management Council.

In Palawan, half of the 5,000 tricycles are allowed to ply the streets daily by observing a number and color-coding scheme.

The scheme is working at the advantage of the drivers, who will have more income and less expense on fuel and spare parts and they will have more time with their families, minimize the wear and tear of their units and most of all decongest traffic, Sayson pointed out.

The president of the Federation of Dumaguete tricycle drivers and operators association (FEDUMCODA), Glendo Selem, welcomed the idea of observing the traffic scheme in Palawan, saying that they are amenable to the number and color-coding scheme rather than prohibiting them from plying two national roads in the city, namely, Real and Perdices streets.

Batang Pinoy kicks off in Dumaguete City

The government’s grassroots sports event for kids, Batang Pinoy, returns with the first of a series of regional qualifiers in Zamboanga City from October 27 to 30.

The Batang Pinoy, a project of the Philippine Sports Commission (PSC), had its inaugurals in 1999 but was shelved in 2003 because of financial constraints. Fifteen sports, all on the Youth Olympics program, are being played in the Batang Pinoy, a competition among athletes aged 15 or younger.

PSC commissioner Jolly Gomez told a sports forum on Tuesday that after Zamboanga, qualifiers will be held in Dumaguete City from November 10 to 13, Baguio City from November 24 to 27, National Capital Region from November 29 to Dec. 2 and Sta. Cruz in Laguna from December 4 to 7. The national championships will take place from December 10 to 13 in Naga City.

“We are reviving the program as part of the PSC’s mandate of grassroots development and the need to expand the base of young athletes,” said Gomez.

“As it is, we’re not seeing a lot of young talents in sports. We have the college level athletes on the radar but the Batang Pinoy will enable us to tap the talent before it blooms,” he added.

Some 2,000 athletes are expected to take part in the Zamboanga leg alone.

Competitions will be in archery, arnis, athletics, badminton, basketball (3-on-3), boxing, chess, gymnastics, judo, swimming, table tennis, taekwondo, tennis, weightlifting and wrestling.

Aside from Sis. Bing Zubiri we have another pastor, Ptr DG Saquing and Ptr Lucille Beatingo. Together they form the pastoral team for the Cebu, Dumaguete, and Bacolod churches. Their job is quite hectic and as they take turns pastoring these three churches, but mostly it is Pastor Bing who pastors the Duamguete church...

I remember Bread of Life first opening here in the City, at the Habitat (old name of Coco Grande), where they built an extra floor on the hotel just to house the church. The first pastor in Dumaguete (if I remember correctly) was Rolando Bigno, (now pastoring an independent church in San Carlos City); and after him was Armando Caballero. Quite a few of their members are my friends too.

Wow Bro Garth, you're really well versed with the history of churches here, especially Bread...Now I know that I can already consider you a true blue Dumagueteno. These churches became great because of the faithfulness of their members in giving their share for the mission. Bread is concerned with culture and daily living. And do you know that Calvary Chapel in Motong give out free concerts and other programs for the poor, for free. Now, that's what the tithes can do to our brethren...

By the way, we held our Musicamp Praise Edition at Open Door Church, being funded by British Missions. I remember Open Door giving free counseling in its former site in North National Highway...Now they bought their own land and built their own building in Ma. Asuncion Village near Claytown and Villa Amada...

I guess it is the heart of missionaries which built the great nations of America and England...
And lately South Korea, these are people who are willing to sacrifice their lives for the betterment of their country and their brethren...

The rich heritage of Biblical Christianity is what I love about Dumaguete. Long before, it received the embattled institution founded by missionaries in the Occidental side to have its new home in Dumaguete and is now what we call greatly as Silliman. :)

There is a lot of hearsay around Siaton that the airport will be moving to Sitio Bundo, barangay Napacao. In fact in Napacao, they are road widening. I went past there last monday and several kilometers of the roadside was dug up ready for widening... Is this just a simple widening job, or is it preparation for the new airport. Aside from room for expansion, the only other advantage to the airport being further south is potentially good aerial shots of Dumaguete city...

In my opinion, Siaton is too far a site for an airport...But there were talks before, and recently, of an airport in that area. Well, let's see what will happen. Tanjay is still the best option so they can develop the Dumaguete-Tanjay urban corridor as an economic zone. Then they could develop the Tanjay-Pamplona-Sta Catalina-Bayawan highway which is actually shorter than the current Dumaguete-Bayawan via Siaton highway.

He also said plans to construct the airport should be reconciled, adding that another plan was proposed when he was governor and, during the stint of former president Joseph Estrada, the construction of an airport in Bais City, as well as a seaport.

Airport expansion more economical

Amid fresh discussions for the possible construction of new airports in Bais City or Siaton, the airport manager of the Dumaguete airport maintains that a 200-meter westward expansion of the present facility is more economical and feasible.

Airport Manager Veronica S. Chuang stressed that the current airport is sufficiently operating and serving the needs of the province. She is instead pushing for the westward expansion of the airport that will pave the way for the installation of a Instrument Landing System (ILS) that will not only markedly improve the safety and security of the airport but allows it to handle evening flights.

But as it is now, I think Siaton has the upper hand, primarily because the Governor is from that town...Again, the only area that is better than the Siaton site is Tanjay. Bais is the same distance from Dumaguete as Siaton is...So there is really no difference in terms of distance...The only difference probably would be the bigger economic base considering that Tanjay-Bais are cities and have more clientele.

But as I said an airport within 10-30kms from Dumaguete would be ideal as Dumaguete still is the primary economic hub of the province...

Another problem with Bais would be the same as with the existing airport; mountains too close. Bondo is hilly, but has large plateaus big enough for a runway. They are already road widening there. It would be good if the provincial government would also create a new road passing cross country to Tanjay via Pamplona for faster transpost for those coming from the North. I think those who live further North in the province would use Bacolod instead of Dumaguete because of distance.

If it is being put in Siaton only because it is the Gov's home town (even though Bonawon is about 28kms from Bundo), then the danger about that location is that after next election, the newly elected Governor scraps that plan in favor of a new site. Many people are expecting the current Gov will only be a one-term gov...

But I guess there will be another festival coming?the counterpart to Bacolod's masskara.I hope somebody can post here the update for that festival.

Tanjay by the way has more flatlands than Siaton which is perfect. Also, Tanjay has much industrial infrastructures that could benefit with having a new airport. Nevertheless, they must settle the issue once and for all so that the construction can start. :ohno:

True, mountains in bais is too close. Tanjay is also a perfect place for the airport, take note on highgly populated places like bayawan, tanjay, bais and dumaguete, many would benefit for the riding convenience. Anyway its up to the province and the AVIATION EXPERTS for the IDEAL airport. :)
