View Full Version : Dumaguete City and Negros Oriental Province - Compiled Threads
Garthin Dumaguete December 27th, 2011, 06:29 PM I can still remember Ruping, elementary pa ko ato. Sendong is totally unlike Ruping, sisiw ra kaayo to compared Ruping in terms sa kakusgon. Ruping was a super typhoon, magtingog na gud tong hangin sa sobra kakusog, it stayed for pila ka days, brownout, daghan nangaibot nga acacia, sa magatas along the highway, dool sa mormons nga naay bridge, ubos man kaayo diha dapit, mura na ug dagat kay ni overflow ang suba, maminaw ra radio gamit battery para sa updates, part sa among atop naibot, then buntis pa gud mama nako ato sa amo youngest, so ka lola mi nag stay ug pila ka days. So scary as a child. Mao wala jud ko ka expect nga ingon ato kagrabe ang daot ni Sendong kay dali ra kaayo, pila lang ka oras, puro ulan, then dili pud kusog ang hangin.
I was in Cebu during Ruping. Walay problema para sa Dumaguete, but the Northern part of Negros Oriental had very strong winds, things did fall, but I don't remember exactly what.
BTW, I remember visiting Tejeros during my first trip here back in February, 1989. Coming from Valencia proper, only the right side was open for tourism. The left side came later.

Between Bais proper to Paniabonan, Mabinay and Mabinay proper to Kabankalan proper...quite dangerous if you run out of fuel coz wala gyud bisan isa ka gas station...almost all new investments gravitate towards Dumaguete and Bayawan (to a much lesser extent)...more progress pud unta for the rest of the province..

Typhoon NITANG (Ike) in September 1984 was so destructive when it made landfall in Negros along Guihulngan and La Libertad. It was the famous typhoon to make Lake Mainit in Surigao to overflow, floods in Camiguin and Bohol and the floods that destroyed Kabankalan. What you have seen in Cagayan de oro right now was the same scene in Kabankalan in 1984 - mud everywhere, logs, destroyed houses and foul smell of dead people :ohno:

They can have an alfresco area, too... Haaayzz.. imaginations. Hehe. Always gyud vivid ako imagination sa SB dnha na area.

Kay there are still 2 BPO buildings and commercial spaces to be built diri sa LinkSy IT Park......
Dako jud siya nga kalamboan para sa atong Barangay.... mao ang gitawag nga Barangay Bagtik....hehehheheheh
found the news article..no date was specified for the construction of the 2nd bldg but both will be finished in 2012...
nicko December 29th, 2011, 05:51 PM Are you friends with the owner, Nick? Qualfon bya ilang target market, i-improve pud unta nila gamay...once lang ko ni-adto, might come back if bored na ko sa Bo's and Poppy hehe...
The owner is a good family friend.. But dili man gud sila ang nangamot sa operations. They are having someone to do it for them. The lady owner focuses on their News-Mag (HiTop) business, she manages it personally so dili na kaayo niya ma bantayan ang Kofficcino and GK Coffee.. I'll leave Grand Royal Spa kay so far, i love their services.. Ila lang mga coffee shops are so inato.
Qyosko came way before the other coffee shops but I haven't been inside...are the cakes any good?
For real??? Heheh.. My friends and I go to Cafe Espresso more frequently than any other coffee shops that I mentioned. It's a care-free cafe and you are not forced to act prim and proper (Bo's) or talk in hushed-tones manner (Poppy's / Cafe Antonio).. No one really cares what you do. Wifi is as fast as Poppys. Service is fast. Music is apt (jazz, bossa). And yeah, their cakes are good and sinful. So as their coffee. Ambiance is nice, too.. You should try there.. But usually it can get full by 10pm down to 1 or 2am..
jundem_dq63 December 29th, 2011, 07:23 PM When gani nag start ang 1st building? And when pud magstart ang second bldg, i forgot that article...
I also forgot... pero as far as I know wala man sad nag mentioned the exact date.... pero my friend from qualfon told that they're going to use it on March 2012.. hopefully.. mahuman na siya...
Gi-repost ko lang ni nga mga pics to celebrate what we have; we're very thankful for our blessings and those that will come pa...damn Sendong and all other setbacks! if we keep a positive vibe, more good things will gravitate our way...
Bitaw... nice man sad and worthy jud siya nga i-repost..... AYALA TECHNO HUB..... it's your time to shine.. hahaha
@demsie - ang Annabelle Jean's nangaraan na lang wla jud ni upgrade, sakto ipasarado na na, maam hehe
oops, leave annabelle jeans for now. im still not bored with their burgers! try it, guys...
Wala ko ka try diha.. pero feel nako dili siya ma close kay permi daghang foreigner ana nga area... I don't know why....
i like SB to be where blue monkey grill is. for me, its the most perfect location. it has an infinite view of the boulevard, to the side is the SU hall (they could even have their archi be inspired by SU Hall).. and it is near SU (student patronage), near the seaport (tourists) and hotels by the boulevard (tourists).. They can have an alfresco area, too... Haaayzz.. imaginations. Hehe.
Qyosko came way before the other coffee shops but I haven't been inside...are the cakes any good?
Wala ko ka try sa ilang coffee shop.... pero naka try nako sa ilang resto... kay drop zone baya na sa mga kulang sa inom..hhahhaha... LOMI, ARROZ BALAO... Cookies and Cream... POCHERO.... super nice... diba?..hahahahah
Alinghi December 30th, 2011, 12:05 AM my infrastructure wishlist for dgte (2012 and beyond)
1. pedestrian overpasses along Real St./Veterans Avenue (let's save the pedestrians from all the dangerous patintero they have to do during rush hour)
2. the speedy construction of the already-approved integrated land transport terminal at the Business Park.
3. a coastal road connecting the Business Park to the Rizal Boulevard (this will really ease the worsening traffic situation in the south near RPD)
4. a four-lane Real/Veterans Avenue (city limit to city limit)
5. a modern international airport of global standards somewhere within a 30km radius (50km for me is too far already)

rAxviLLe December 30th, 2011, 02:54 AM guys. i need help for my travel plan. From Puerto Princesa to CDO via land trip & RORO because I will be bringing with me a 10 Wheeler Dump Truck along the way. hahays. if ok lang sa inyu. ask sana ako ng tulong if you guys dont mind. My Travel Plan is this. Friday night night Jan. 6 pupunta ako CEBU Via barko & I will arrive the ff day Saturday Jan. 7 and around 11:50am same day my flight papunta Puerto Princesa & I will arrive their around 1PM. kukunin ko ang Dump Truck unit doon (purchase) then I need to travel it to CDO but Montenegro lines will be on monday pa Jan. 9. so no choice. hintay ako pagka lunes to go to Iloilo. Jan. 10 tuesday ang arrival ko sa iloilo (i think around 5pm) unfortunately Tuesday rin ang byahe from ILoilo via NegrosNav. to CDO 3PM ang departure then will arrive in CDO 5am Wed. so meaning conflict ang Montenegro at NN. *sigh*
my second option is this. from Iloilo, I will travel to Bacolod via dumangas Port. and doon travel ako to Dumaguete to take a roro going to Dapitan. then land travel from dapitan to CDO.
my problem is. I dont know if this is feasible, attainable or realistic. due to Sendong baka sira mga bridges going to Dumaguete. hindi ko rin alam meron ba daily sched ang roro from dumaguete to Dapitan. hahays. hope anyone of you guys could help me.. i would really appreciate it.
Questions on my mind:
1. how long will it take me from Bacolod to Dumaguete?
2. by land lang ba ang travel from Bacolod to Dumaguete?
3. daily ba ang schedule ng roro from dumaguete to Dapitan?
4. daily ba schedule ng roro from dumangas to bacolod?

Can't you people get it? I mean, we the real citizens of DC (those born and raised here) don't want any more overpasses and future traffic lights installed in the city. The one at SUHS was a really bad idea, not to mention an eyesore and a white elephant. Dumaguete is marketed as a retirement haven and one of the reasons ex-pats love it here is because Dumaguete has a quaint small-town feel but has all facilities/convenience of a mid-size city.
Alinghi December 30th, 2011, 04:57 AM ^^ being a retirement haven is just one of our selling points.. but we cannot ignore the modern conveniences that should be put in place to aid human interaction, economic investments and public safety..
besides, those expats have their own beachfront houses and mountainside residences if they want to have some "peaceful" ermitanyo life..
don't get me wrong, i am also a tree-hugger, but i am not blind and ignorant to the vitality and necessity of competent infrastructure to propel the city's economy forward.. we can't just be a tree-hugging cement-phobic community forever, but a tree-hugging but modern and competent metropolis perfectly sets the bill..
btw, i'm born and raised in this city.
Alinghi December 30th, 2011, 05:01 AM the City Aviary (wiped-out at Balugo) will be transferred in front of the City Septage Treatment Plant at Camanjac.. just passed by a while ago, the Camanjac-Calabnugan Bridge is still unpassable to four-wheeled vehicles.. hassle kaayo

passable na ba ang Tanjay Bridge even sa dump truck na 10-wheeler?since @rAxVille is asking. He might be taking this heavy truck thru Dumaguete for Dapitan and travel it to CDO. As I know kasi a few days ago Ceres Liner would stop at the other end and let the passengers cross the bridge then take another Ceres Bus waiting for them at the other end of the bridge. And I think 3 days ago it was only passable to light vehicles. Thanks.
We are suggesting @rAxVille to take the direct Bacolod-CDO route but di tutugma ang schedules nila. So the option we gave was Bacolod-Dumaguete-Dapitan. but we are asking the condition of the bridges if pwede na ba sa heavy trucks since the via Mabinay, via Canlaon and via Don Salvador/San Carlos also pass the same route. For the last option we are offering him the longer route around Sipalay-Hinobaan-Basay Highway since it is sure to be passable to all vehicles. Any suggestions would be well appreciated since costs and delays might matter to him :okay:
Alinghi December 30th, 2011, 06:46 AM Tanjay Bridge is already passable for all kinds of vehicles.. i went to Bacolod last week and took the bus, no problems.

jundem_dq63 January 1st, 2012, 07:56 AM Casero paints a dragon to help Sendong victims of Dumaguete
By John DX Lapid
DUMAGUETE CITY, Philippines – People and institutions donated used clothing, canned goods, sacks of rice and even money to the victims of typhoon Sendong, but a home-grown artist in this city did a painting, a unique one at that, as his contribution for helping the victims of this city.
Hersley Ven Casero, 26 years old, painted a dragon by using mixed media on a 12 x 4 canvas, perhaps the largest artwork done in Dumaguete and certainly the first painting to use papers of receipts as part of the media.
The white dragon in Casero’s masterpiece is covered with receipt papers that he collected or kept since 2007.
Casero said the painting symbolizes people and the challenges that we would be facing this year 2012.
He told The FREEMAN that he dreamed of the vision of this painting at dawn of last December 17, the day Sendong struck Negros Oriental hard. Immediately after waking up, he quickly sketched the picture from his dream.
Casero finished college and is working now at Foundation University that has been helping the Sendong victims who were living beside the overflowed Banica River, which is also near the school.
He said that he witnessed the sad state and sufferings of his fellow Dumagueteños caused by the flashflood, and this prompted him to decide to paint the vision from his dream.
As of yesterday, Casero was already in the final details of the painting, and the young artist said he was hoping he can sell it at a high price so he can use the proceeds to help the typhoon victims for their food and rebuilding of their houses.
A total of 11,012 families in ten towns of Negros Oriental were affected by Sendong. 37 lives were lost and five more were still missing to this day. Many of them need to rebuild their torn houses, said Casero, adding that he would use his talent to help them in whatever way he could. (FREEMAN)

Miguel January 1st, 2012, 03:58 PM Pinoy scholar joins US science expedition to Antarctica
GMA News December 31, 2011 3:00am (http://www.gmanetwork.com/news/story/243141/pinoyabroad/pinoy-scholar-joins-us-science-expedition-to-antarctica)
Wilson Mendoza, a Filipino scholar in the United States, had the rare opportunity to explore the mysterious Antarctica as part of science’s efforts to understand the effects of global warming on the world’s southernmost continent.
According to a news release of the Rosenstiel School of Marine and Atmospheric Chemistry (RSMAS) of the University of Miami, Mendoza, one of its doctoral candidates, was the only Filipino in the science team that took part in the largest and longest US expedition to Antarctica through the Southern Ocean Oceanographic Expedition, held from February to April this year.
Lone Filipino scientist
A graduate of Silliman University in Dumaguete City and the University of the Philippines in Diliman, Mendoza said he “never dreamt [of] the possibility” of being able to see the marvels of the southernmost continent—from penguins and ice sheets to 24-hour sunlight.
“I grew up in a small university town. As a kid, I frequented the beach, not knowing that later in life, I will be traversing the oceans [for a] global climate-related research. I know I dreamt of traveling, but not as far as Antarctica!” he said.

I hope, Dumaguete can capitalize further on being one of the best educational hub in the country. :okay:
ritche January 1st, 2012, 04:15 PM We still need to work on our revenue collection, though...I believe there are plenty of non taxpayers here, but generally it reflects smaller business activities. Some of the large BPO corporations are either only paying partially the tax due them, or are on tax holiday per PEZA agreement. Even Robinsons is not paying taxes, or paying taxes only partially...Our city and province are young and we still have plenty of room to grow.
ritche January 1st, 2012, 04:18 PM And even the largest industrial complex (probably in Negros Island?) is not paying its dues to the government:
Green Core owes prov’l gov’t P128 M in real property taxes
Whose computation is correct?
Green Core, that supplies geothermal energy to more than 90,000 electric consumers of the Negros Oriental 2 Electric Cooperative, sent a check for P27 million only in April to the provincial government that expects more than P70 million in real property tax from it.
Provincial treasurer, Danny Mendez, reported to the governor Monday that they did not accept the payment, because their own computation shows it is short by more than P40 million.
He said the amount could go a long way in terms of basic services and projects to the people.

These guys post their photos in FB. Add them all up and you'll see their photos.. Dondee Sineres (Sirdonz Fotography usually gets hired for commercial photography. He is the official photographer of Don Atilano / La Residencia and WOW Boutique to mention a few. I love his photos. Greg Morales is responsible for the wonderful photos of Restaurant KRI and Don Roberto's. Charlie Sindiong captures a Dumaguete that is very candid so as Hersley, DX Lapid and Denniz (But I think he is not a ONe Photographer, though). Luigi and Jon Luigi are very creative on their photos. They are winners in lots of photography competitions. The rest are usually events photographers. There are also equally stunning photos of other members of One Photo that only post their works in flickr.. Yesterday, all of the members were all over Dumaguete to capture the last images of Dumaguete in 2011. Expect to see photos on their accounts..

ponsing1983 January 2nd, 2012, 03:31 PM Meanwhile, air quality in most parts of the city is going from bad to worse :(. Exhaust from trikes, motorbikes and cars fill the streets and traffic's worsening na gyud...baho na kaayo ang aso bisan asa and it's a daily occurrence na. Thing is, wala nay bawi-an...Dumaguete is headed in the same direction as the major cities of this country. Saon ta man, nangandoy man ta og progress...cge ta reklamo sauna nga mingaw kaayo atong ciudad unya gamay pero what do we have now? What do you guys think our streets would look like in 2015?
nicko January 2nd, 2012, 03:41 PM ^^ And that's why i am a very strong proponent of a walkable city. more pedestrian parks, more trees, less traffic.. progress will always be there. but these things can easily be forgotten when everyone is hooked to tall, huge buildings, vehicles, wide roads... mahay in the end. this is it.
nicko January 2nd, 2012, 03:44 PM Im so in love with european cities. most of those classical cities have more bricked pavements, huge squares and parks.. trees, free flying pigeons, water features here and there, green harbors, flowers that perfume the air (think Venice, Paris, etc...) and yet, they are very very progressive.. :)

We could never be like the metro cities that are reaping a lot of revenues from their large industrial complexes because our largest corporations are either exempt from paying taxes or are on tax holidays...
The only consolation is that we are having clean power here, and that is good reason enough to compensate for low revenues that would have otherwise been bigger if we collected taxes from these industries.
ritche January 2nd, 2012, 04:53 PM Im so in love with european cities. most of those classical cities have more bricked pavements, huge squares and parks.. trees, free flying pigeons, water features here and there, green harbors, flowers that perfume the air (think Venice, Paris, etc...) and yet, they are very very progressive.. :)
I have always been an advocate of urban pedestrianization...Our main thoroughfares should be closed to traffic and we should all walk, like the Bonifacio Global City's main thoroughfare...We should use public transport, and not private vehicles...That being said, we should strive to modernize our public transport system here. We should use bicycles more and make our sidewalks very walkable.
jundem_dq63 January 2nd, 2012, 05:14 PM Casero paints a dragon to help Sendong victims of Dumaguete
(FREEMAN)

nicko January 2nd, 2012, 05:30 PM I have always been an advocate of urban pedestrianization...Our main thoroughfares should be closed to traffic and we should all walk, like the Bonifacio Global City's main thoroughfare...We should use public transport, and not private vehicles...That being said, we should strive to modernize our public transport system here. We should use bicycles more and make our sidewalks very walkable.
I would like to have a BGC-ish place in the city. The boulevard can be transformed as such. Put more neo-classical / Mediterranean-looking archi (Modern buildings will do but green archi consideration) with restos, coffee shops, hotels, bars, clubs, auditoriums of cultural shows, art galleries, museums, offices as tenants and make the whole road stretch walkable with pavements (outdoor mall ang dating) with park seats, sculptures, water features, pocket gardens.. I dont care how tall or short these structures will be as long as they can serve their purpose.. but they should look nice, ofcourse.. im imagining earth-tone colors on the buildings.. nevermind if there is already the bricked pavement near the coast, much better na nuon aron mas dako..:) haiz.. see, it's progress in tune with making the environment clean and green..:))
Here's Ned Carlos' "Vision for Dumaguete’s Streets"
http://dgte.i.ph/
“If Dumaguete City markets itself as an eco-tourism Mecca in the Visayas, it’s high time for city planners and the local government to focus on safe, secure, convenient, well-managed and well-designed streets that recognize the value of short-walking trips as an alternative to short-pedicab trips!”, says Architect Ned Carlos, principal architect of CARLOS & ANTIQUE ARCHITECTS. “This will not only save gas, but help curb pollution and encourage brisk walking as a healthy lifestyle!”
The streets of Dumaguete should be designed with consideration for the safety and maintenance of the Foot Traveler, the elderly and the disabled. The goal is to promote the development of streets and public spaces that people on foot can use and enjoy.
The overall vision is to help the elderly and the disabled get out and walk with confidence and lead independent lives. CARLOS & ANTIQUE ARCHITECTS, a leading design firm, names speeding vehicles, broken or blemished pavements, sidewalk motor cyclists, poorly manned crossings, insufficient lighting, inadequate street signage, scarce street names as the most hated hazards especially by foreign expatriates. The Design firm, however, suggests the introduction of walkable neighborhoods, one-stop shops, cycling pavements (for bicycles), proper zoning and pocket gardens for landscaping.
Wow, exactly what I envision. Enough of the grime and bad smell of modern progress. Don't you think we have more than enough of these in the country? Let's go with these kind of sustainable and eco-friendly development. AyalaLand is a huge advocate of this. They may build gargantuan malls yet they always have in mind these things..
By the way, i saw a picture of the "refurbished" Rizal Blvrd designed by Ned one time at the Negros Chronicle. I hope i can find it online. It looks so BGC-ish plus a Marina by the boulevard with yachts docked.. So dreamy. Hehe
This concept will even attract more expats, tourists, backpackers and even students to come and stay..
This is what I have in mind:
http://t2.gstatic.com/images?q=tbn:ANd9GcRNLEjvwiq5GoXdMgxrgXdpVAyLAX5eyjhIDE6PpxfAVnDUYHyxq2Fj5dLL
We can also make Don Atilano the design template of the structures along Rizal Boulvard. I hope Starbucks will have this as inspiration of their soon coffee shop here (2020? haha)..
And kudos to RLC for making their mall here "eye-friendly" (dili samok sa panan-aw) Hehe. I hope SM wont be too colorful or too boxy (2013? Hmmm)
nicko January 2nd, 2012, 06:04 PM The institute was the first Protestant mission boarding-school established in the country. "The location [Dumaguete] is the most healthful and beautiful that I saw in the Philippines," the Rev. Arthur J. Brown, D.D. wrote the board in 1901. "The land rises gently from a peebly beach to a noble mountain range. The lower levels are covered with plantations of tobacco and sugar cane, higher slopes with hemp, and the summits of the mountains with heavy forests of hard woods. Across the clear water, the islands of Seguyor [Siquijor] and Cebu are seen, and farther away, but in plane view are the outlines of Bohol and Mindanao." If we stand where Dr Brown surveyed the landscape, we wonder what we would see today.
Dumaguete was chosen as the institute site because of "its accessibility by a large population," "the absence of competing schools," and "the friendliness and the intelligence of the officials and people." At the time, the parish had only about 12,000 people and Oriental Negros less that 100,000 but it is accessible from the "populous islands of Cebu and Bohol."

Silliman Mission Hospital 1903
"The mission board also found a need to put up a hospital in Dumaguete, and with $1,200 diverted from missionary work, they erected a small hospital. According to John B. Devins, Oriental Negros had at that time a population of 150,000 attended to only by an Army surgeon, a Filipino doctor and an American missionary."
"In November 1903," Devins wrote, "the Institute and Hospital buildings were dedicated. The exercises were interesting, with tall palm trees waving above the visitors who had come from the United States, England, Ireland, Spain, China, Canada, Russia, as well as other provinces in the Philippines. The decorations of palm leaves and Japanese lanterns were pretty. The Governor of the province delivered an address, and the presidente of the city also spoke, closing his address with these words: 'Let us do all we can to help these people who have come over here to do this great work.'"
http://1.bp.blogspot.com/_u_w7n5Y3Py8/SxiXEfURqgI/AAAAAAAAAFo/5XENoQrZdc8/s1600/Carpenter+-+Silliman+U.jpg
"They also had an annual cultural event at that time. "One of the most remarkable features of Silliman is the Shakespearean play given every year in an open-air amphitheatre," wrote Carpenter. "This year [1925], "Midsummer Night's Dream" was the play and it proved a great success. So far the student actors have put on "Julius Caesar," "Hamlet," "As You Like It," "Othello," and "Twelfth Night." Finding Shakespeare rendered in English by Moros, Visayans, and Tagalogs away out here in the midst of the Pacific is one of the surprises of my trip."

ritche January 3rd, 2012, 01:13 PM Mayor asks P-Noy to fund construction of four bridges to replace damaged spillways in Dumaguete
DUMAGUETE CITY, Dec. 31 (PNA) -– Mayor Manuel Sagarbarria said this city and other parts of Negros Oriental badly need support structures, including four new bridges across the Banica River to replace the spillways that had overflowed and were partly damaged after tropical storm “Sendong” dumped massive rains last Dec. 17.
Sagarbarria said he wrote President Benigno S. Aquino III requesting fund for the construction of four new bridges across the Banica River to replace the spillways that had overflowed and partly damaged after “Sendong” caused the river to overflow.

IT’S WEDNESDAY night in Dumaguete, and there is an involved conversation going on around the table. There are drinks, of course, and they are fast dwindling as the night wears on. “Were they summoned?” someone says, and quickly a small debate starts to flurry up around the question. There are books as well: the group is doing a close reading of Hamlet, poring over it line by line and figuring things out as they go.
Here, tonight, is a microcosm of Dumaguete. Just as the city is centered around Silliman University, the group meets in the sala of the president’s house on the fringes of the spacious grounds, not far from the boulevard. The people in attendance are an eclectic mix of locals, foreigners and balikbayans, professors and students, business owners and retirees.
The reading group was organized as a way to fill up time on a weekday, to socialize and find intellectually stimulating conversation with like- minded people. In a way, it’s the kind of thing that’s really only possible in a place like Dumaguete — a cultural hub that takes its learning very seriously, sophisticated enough for a reading group, quiet enough so that people have time for it.
Outside, at 10pm, the city is still awake, though to call it “bustling” would be a stretch. Although Dumaguete is the capital, the largest city, and the main entry point by sea and by air to the rest of Negros Oriental, “laid-back” is still about the most common adjective you’ll hear about it. There is a fantastic vibrancy and youthfulness to the place, as any university town would have, but it’s all tempered with small-town reticence that allows it to hum along rather quietly, letting it retain a great deal of hometown charm even as the world comes to its doorstep.
Artists’ choice
“Dumaguete has become a hub of artists from all over the country, perhaps because of the influence of Silliman and other universities that promote creative and arts opportunities for students and visitors,” agrees Virginia Maja-Stack, a balikbayan retiree who now writes a column for the Dumaguete Metro Post. “And I certainly think that it also has something to do with the people’s attitude here, [because they are] are open to new initiatives and creative forms.”
Spend any amount of time in Dumaguete, and it will be impossible not to stumble upon the wellsprings of creativity that run deep in the city. Dumaguete is still synonymous with the annual National Writers’ Workshop that’s been run by Silliman for decades
now, and which count among its generations of fellows a great number of the country’s literary elite. But creativity in many forms runs rampant. In a short visit there, I was able to meet a world-class Japanese ceramic artist, Takeshi Maruyama — a teacher at the Foundation University who, with the help of photographer Hersley Ven Casero, is putting together a proposal to install 100 of his pieces around town. I also spoke to Diane Pool, an American who has settled in the community of Tambobo Bay, just outside
Dumaguete, where she has helped put up a couple of schoolhouses for the children of Siaton. With some like- minded friends, she is hoping to turn part of the foundation’s offices into an artists’ retreat, which will help fund their work in the schoolhouses.
And there does seem to be a strong impetus towards connections, both towards the community in Dumaguete and outward, drawing people towards the place. Maja-Stack herself is involved in a pilot project with New York-based restaurateur and food writer Amy Besa, Manila’s Enderun Colleges, and Silliman University to create community kitchens to teach nutrition and sustainable eating.
Indeed, this kind of involvement in community-oriented projects speaks to residents’ genuine affection for Dumaguete. It is the kind of place that draws out this kind of enthusiastic, innovative involvement: small enough to remain personal and manageable, big enough that it is able to attract and absorb people from all over and the worldly influence they bring. The latest census figures put the population of Dumaguete at just over 116,000 — still relatively tiny by urban standards. The population grows, bit by little bit, with perhaps a disproportionate number of intelligent, interesting, committed people among them.

ritche January 4th, 2012, 01:54 PM SPi Global, Regus unveil expansion moves in BPO sector
The BPO wing of Filipino telecom giant Philippine Long Distance Telephone Co. (PLDT), SPi Global Holdings launched its new delivery center in North Carolina in the United States last week, while Regus Plc., globally the largest provider of outsourced office space, opened its fourth office space for BPO companies.
Soon after the launch of its new facility in North Carolina, SPi Global announced that the company anticipates adding 75 employees to its existing workforce by the end of 2013, while the latest healthcare servicing center of the company in North Carolina hits packed capacity.
It may be mentioned here that in last October, the company had combined its healthcare management ancillaries – Laguna Medical Systems and the Springfield Service Corp., both based in the United States, under SPi Healthcare.
A recent report in a website quotes SPi Golbal president and CEO Maulik Parekh saying in a statement that the current expansion deals with the demand for the services provided by the company and is likely to put them in a standing for future growth. The requirement is replicated in the 5-year growth of SPi Healthcare as well as the industry-leading profits made by them. Parekh added that the development is highly optimistic.
In a related issue, Parekh said that they also consider the Greensboro community to be a place where they are able to hire brilliant people to help them in their work, and also a place where they are able to perform excellently for the healthcare businesses.
Currently, SPi Healthcare provides solutions like back office support, clinical documentation and coding.
Besides, the latest unit in the United States, the company said it plans to expand its operations in the Dumaguete City, where SPi Global already has processes for health care, customer relationship management and content solutions.

ritche January 4th, 2012, 02:21 PM SPi Global, Regus disclose expansions in the BPO sector
EXPANSIONS IN the business process outsourcing (BPO) sector were bared yesterday with SPi Global Holdings, Inc. launching a new facility in North Carolina, United States, while Regus Plc unveiled its fourth office space for industry players.
SPi Global Holdings, the BPO arm of Philippine Long Distance Telephone Co. (PLDT) said it expects to add 75 employees to the firm by end-2013 as its new health care servicing center in North Carolina hits full capacity.
This, after the firm in October consolidated its health care management subsidiaries -- US-based Springfield Service Corp. and Laguna Medical Systems -- under SPi Healthcare.
“This expansion addresses the demand for our services and will put us in a position for future growth. The demand is reflected in the five-year growth of… SPi Healthcare and the industry-leading profits we had. The trend is very encouraging,” Maulik Parekh, SPi Global preisdent and chief executive officer, said in a statement yesterday.
“We also believe that the Greensboro community is a place where we can hire excellent people to work for us, and where we can do great work for health care organizations,” Mr. Parekh said.
SPi Healthcare offers solutions such as back office support, coding and clinical documentation.
Aside from the new facility in the US, SPi Global said it will be expanding operations in Dumaguete City, where the firm has operations for health care, content solutions, and customer relationship management.

When the next "Next Wave Cities" report comes out, there's reason to believe we've risen up the ranks. Thousands more have been employed since 2010 and 5 or 6 buildings have since been built or planned. There's a steady supply of fresh, quality talent in this city and this industry just keeps on growing, disproving a claim made by an IT expert last year that IT/BPO in DGT already peaked.

draude January 6th, 2012, 09:23 AM DENR-7 creates monitoring team to evaluate greening program (http://www.pia.gov.ph/?m=1&t=1&id=71359)
by Hazel Gloria
CEBU CITY, January 6 (PIA) -- The Department of Environment and Natural Resources (DENR-7) in Central Visayas will create a regional validation team to continuously and periodically monitor and evaluate the implementation of the National Greening Program (NGP) by various field offices in the region.
This is a necessary measure to heighten transparency and accountability, according to DENR-7 regional executive director Maximo Dichoso.
This came after DENR Sec. Ramon Paje ordered the notarization of all reports submitted by DENR field offices playing key roles in the implementation of the NGP in an apparent move to remove doubts on the veracity of NGP reports submitted to his office, Dichoso said.
“It may be recalled that Secretary Paje has also sought the help of the Commission on Audit (COA) for the audit of some 1.5 billion tree seedlings that would be produced and planted in 1.5 million hectares under the NGP between 2011 up to 2016,” the director explained.
The NGP in Central Visayas with a budget of P65.988 million has posted an accomplishment of 109.16 percent or 6,148 hectares out of 5,632 hectares of area coverage and planted 3.868 million seedlings or an increase of 37 percent of its target of 2.816 million seedlings, since its regional launch in June last year.
A number of people’s organizations (POs) in Central Visayas benefited on the project for seedlings production and maintenance.
I am forming a validating team to conduct a random validation on the reports submitted by our field offices and requiring them to first appear before a notary public attorney to swear on the correctness of their accomplishment reports before I will forward a notarized regional accomplishment report to DENR Central Office,” Dichoso added.
The intention is also to raise the agency’s competence in providing accurate reports to our people as required by P-Noy and Secretary Paje, he explained, adding that the reports will in turn be submitted to COA for validation.
The team will also be looking into the survival rate of the seedlings planted to ensure maintenance and protection, seed collection and storage, and production of clonal planting materials.
“By ensuring close monitoring and coordination among various stakeholders and articulating clear definition of roles and accountabilities and deliverables, the project will be executed in accordance to its purpose of greening and environmental protection,” he added.
In Central Visayas, 631 planting sites are set to be validated. Of the 631, ten are the biggest sites planted and these are: Cabatuanan, Basay; Sab-ahan and Sto. Niño, Bais City; Tayak, Siaton; and Calango, Zamboanguita, all in Negros Oriental.
Other sites also include in Nangka, Boljoon; Gen. Climaco, Toledo City; and Kambanog, Dumanjug, all in Cebu; and Cantubod, Danao; and Sikatuna, Talibon, all in Bohol. (mbcn/hfg/PIA-7 & DENR-7)

I believe market forces will dictate, not protectionism...Were they able to hold back the exodus of manufacturing industry and jobs outside the United States and other other industrial countries to China? And I don't think the United States, long known as the bastion of capitalism and free market, want to be branded as the number one protector of its own interests and a hindrance to the fast growth of the world economy.
Alinghi January 6th, 2012, 12:25 PM lobbying and pressure groups by wall street will somehow work, but let's not forget that legislation in the US is not uni-directional, and the increased residuals vested in the state department can create an imbalanced schism within the executive and the legislative wherein the legislative has no other way but to give in to the wishes of the federal executive (who can actually bypass legislation), and it becomes more uncertain if the Dems maintain the presidency while the Reps take back the congress.
the visa retrogression is an example of failed lobbying from the market operators and economic stakeholders mostly from wall street, that even with an economic crisis where crucial pump-priming of the social infrastructure in the US is imperative and the dire need for skilled labor is non-negotiable, the feds still had their way.
i'm still hoping this will bill will lose steam even before the primaries in the US would wrap us, as some grandstanding solon in the chambers might take this issue as a token brand for the elections.

I was basing my apprehensions on the way the Obama Admin. (since 2008) has acted in the past few years of being on office, and his economic policy basically borders on trade protectionism, a sort of "Fort America" shielded from not just external but internal trade-off's as well (BPO issue in included).
Obama fast-tracked visa retrogression, he imposed a massive tariff on Chinese commodities and imports entering the US, imposed the Buy-American provisions and the Use-American talent policies, cancelled all cross-border trade concessions with Canada and Mexico, including the NAFTA truck issue, my friend also lost a job in NY just because Wall St. companies have this discreet policy of prioritizing Americans above all potential hires, which was traced back to lobbying from Washington under Obama..
all these things add up, and then you have Capitol Hill dishing out this BPO bill, it unsettles me.

back in 2010, sen. schumer proposed to tax overseas call centers. his bill died, presumably. i have strong faith the new anti-outsourcing bill will see the same fate. at least, i hope :)...this might be just a desperate pre-primaries attempt by the Democrats to sway popular support in their favor.

So you sense Wall Street is finally making concessions to Main Street America? Did the most powerful corporations really lobby for immigration (skilled migrants are paid the same as non-migrants) and would they permit any move to stem their global economic hegemony? not outsourcing, the profits at stake are too great...
