u guys have any idea where BO's coffee club will be located???

No idea yet, but there's a big possibility it could already be at the Robinsons. There's another coffee shop opening soon at the Portal West. Let's watch out for it guys...

@Incognito: I heard that port terminal will be started in a week or two from now. The architects and the builders of this port promised that it would be "one of the most beautiful port terminals in the country." Let's watch out for it guys!!!

There are now plenty of activities going on at the construction site of Robinsons mall here. Last night when I passed by they are moving the fences out going towards the highway.

NegOr needs P70M for hotel, restaurant (http://www.visayandailystar.com/2007/October/04/negor1.htm)

An additional budget of P70 million has been requested by Negros Oriental provincial engineer Susano Ruperto for the completion of the hotel and restaurant building, adjacent to the Negros Oriental Convention Center at the Capitol Area, in Dumaguete City.

Ruperto said the structural work using a P50 million initial budget is 95 percent finished, and his office is working on the roof deck and basement of the hotel and restaurant building.

He said the additional budget will be for the architectural design of the structure, as well as the cooling system and two elevators.

Ruperto said he has not received word from Gov. Emilio Macias II on his budget request. Earlier, Macias said the completion of the building may take some time due to scarcity of funds. He added that the province is paying loans incurred during the previous administration. The NOCC and the hotel and restaurant building was a project initiated by former governor, now Rep. George Arnaiz (NegOr, 2nd district).

Arnaiz had refused to commit financial help to finish the project.*MA

There's a new coffee shop and internet cafe in town, it's located at the downtown area near Jushin Thai massage. If I get it right, the name is "Noriter". It's a perfect haven for cosmopolitan people. I hope I can get pictures soon. The place is cozy and artistic. I like their chairs which has a smiling face on their back.

Since Dumaguete is hosting students of different nationalities, establishing Cafes and Restos would be a hit. Some make it as an alternative place for studying and making homeworks in a group.Mostly younsters likes to hang out.

SU to host IT confab

About 200 participants from various colleges and universities in the country will attend the 5th National Conference on Information Technology Education, Oct. 22 to 23, at Silliman University, Dumaguete City, an SU press release said.

On the theme, "IT Educators' Challenge: Building an IT-Enabled Nation," the national conference aims to provide a venue for IT educators to share their expertise and update each other on developments in IT education. Research papers will be presented for knowledge sharing and for participants to explore areas of collaboration on development and implementation of IT projects in the country. NCITE 2007 is organized by the Philippine Society of Information Technology Educators Inc., in cooperation with the SU College of Computer Studies.

This is the first time for NCITE to be conducted in the Visayas. In the previous years, it was hosted by institutions in Luzon and Mindanao: Ateneo de Davao University (2006), Angeles University Foundation (2005), University of Cordilleras (2004) and Lyceum of the Philippines (2003), the press release said.

Meanwhile, the Asian Institute of Management Policy Center is partnering with Silliman for this year's Philippine Cities Competitiveness Ranking Project, a two-year project which runs from 2007 to 2008, the press release also said.

SU College of Business Administration Economics Department Chairperson Prof. Wilma Tejero is the project leader for Silliman, with Dean Tabitha Tinagan. They will handle the project in six cities in Negros: Dumaguete, San Carlos , Escalante, Kabankalan, Bayawan and Bais, the press release added.*

:okay: wew.. just watched TRIP na TRIP.. they featured Bais' Dolphin and Whale watching, Apo Island, Atlantis Beach Resort (which has one of the best restos in Asia as it has always been dubbed with multi-national chefs), Mabilnay Caves (100+ caves all in all, 52 are explored, and only about 5 are for tourist spelunking.. one of those is Odlomon cave, the 2nd longest cave in Phils), Twin Lakes, Balanan Lake, Casaroro Falls, Forest Camp, Negros Or. Arts and Heritage, Oriental Gifts, GiftsFashion, Sea Forest, SU, downtown area, Dgte hotels and moree.. too many to mention..;)

and yeah, i have just noticed that Living Asia channel has been frequently featuring Dumaguete and Negros Oriental almost everyday with Ms. Patricia Evangelista as host when she stayed here for a month or so..

Pretty good news for our place.. With good exposure, tourism will surely rise esp that the province has just been part of the world's 20 best islands to live!!

True, added to that the unaccounted less known unspoilt beaches of occidental side of the island , to mention that of miles and miles of empty white sugary sandy beaches of Sipalay ,it will blow there minds. Sipalay has itself a future in beach tourism ...not known this time but guess in 10 yrs time might be prime seaside tourist destination.Facing Sulu sea can access surely for Tubbataha reef which for now accessible from Puerto princessa....more for the island of whole negros ... one of the 20 best islands to live on ,chin up negrenses ,lols.

The dolphin and whale watching of its own a know attraction of Oriental Negros.Just an hour drive from Dumaguete due north you hit the small city of Bais. Then you head towards the seaside which is about 10 mins drive.Bais city is located more inland. Bais seaside hasn't got much of sandy beaches to flaunt but miles of mangroves. As you reach the sea side just inquire the local people where dolphin watching is ,unfortunately ,not very well sign posted .To get rid of hussles you can book this activity also in Dumaguete hotels ,like the Bethel. I haven't tried this but some did. They will arrange all your transport, meals and everything you needed for this activity of like over a thousand pesos head. This activity can be done also in Manjuyod town .there's only one resort that offer this dolphin watching activity, the Aroma Beach resort which also comes with the package of visiting the manjuyod sandbar .Visiting the sandbar doesn't cost apart from if you use th stilt cottages ,for a thousand pesos if you book it straight to the Manjuyod municipal hall.Aroma charges P400 on top if thru them which will come out for the cottage alone as P1,400.They have only one 18 seeter boat at the moment costing P3,500 for whole day.We did this dolphin watching activity with them.

very true lady bird, I once talked to a british expat based in valencia. We were in a resort in Sipalay and he had brought his family there for the weekend. He told me how much he loved the island and he said and I qoute " Negros is one of the most beautiful islands in the world"... that was such a nice thing coming form a foreigner when you often hear bad news from Philippine media..

then we went on talking about dumaguete and it's excellent nightlife, I've gone to party in so many different parts of the country, and for me, dumaguete would always have the finest night scene...I just love it...

Hi kyle, same ol' familiar nice comment of dumaguete ,it always has daguets, lol. We had a swiss acquiantance before who used to do diving in Cebu, and same remark he had when visiting dumaguete ,a small beautiful laid back city which has special unique ambience .

Yeah the bad news we hear abroad cabn often be overwhelming negativity about the whole country plus videos they show, all those shanty towns in manila, with horrible open drains.I get so pissed of with things like this .I knew Ace Durano seem to put Dumaguete on the sidelines during his initial phase of tourism promotion which i thought was out of order esp negor belongs to region 7.While he was promoting Cebu ,bohol and Siquijor of few seconds slots in TV,instead of Negros he put Davao in .I thought it's kind of insult to this province .Perhaps motivated by subtle political /personal differences of so n so which they often deny and always have lithany of excuses when confronted with the issue, but then later on Dumaguete /Negros Oriental without Ace Durano's help picked up itself as one of the 20 islands to live on in a US Islands mag. A boost for Negor province and shame on them...oops!

Actually, i meant to post photos of dolphin watching ,sandbar and of Sipalay, but i mocked it up for my first attempt photo posting tsks! Sorry pepol i am a slow learner here , pls bear it up.:bash:

So true lady bird,Negative news in the Newspapers always outshadowed the good one's.We have more bad publicities rather than the good ones.Dishearthening reality. That's why when i read news,i always proceed the Business and development pages.Sometimes, it's so sickening reading the headlines when it always about politics.Even we who are not the country that are encouraging friends to visit Philippines find it hard to win prospect tourist. We have to present pictures because we are always covered by news about controversies, anomalies, bombing etc. etc. That's why some tourist just simply amazed things that they see the natural of our 7107 islands.

By Joan L. Butalid (http://www.sunstar.com.ph/static/dum/2007/10/04/feat/valencia.little.baguio.in.negros.html)

FOR years now, the municipality of Valencia has been considered as the little Baguio in Negros Oriental.

The beauty, cool climate, and hilly pastoral ambience, with elevation ranging from 200 to 500 meters above sea level, must have evoked nostalgia among Spanish pioneers.

Valencia is a municipality of Negros Oriental, Philippines. It is 9.4 kilometers west of Dumaguete, the largest city and the capital of the province.

It is the site of the PNOC Geothermal Project, located at Barangay Puhagan, which supplies power to as far as Cebu and Panay Island.

Valencia has a population of more than 25,000 people and more than 5,000 households.

The town has many attractive places and tourist spots, such as the historical Philippine-American-Japanese shrine located at Barangay Sagbang, the world war II museum, the hilly camp lookout that affords a bird's eye view of Dumaguete, Cebu, Bohol, Siquijor and Mindanao, Forest Camp, Tejero Swimming Lagoon, Casaroro Falls at Barangay Apolong, San Ezekiel Moreno Retreat House at Caidiocan, and Mount Talinis for adventurous people who like mountain climbing.

Our Lady of the Abandoned is the patroness of Valencia and her feast day is on October 12, 2007.

In its modest desire to be physically and spiritually prepared for the celebration of the feast, the Parish of the Our Lady of the Abandoned of Valencia, the only remaining Recollect Parish in Negros Oriental, is undertaking renovation of the "church" both as a building and as a people.

October 3, 2007 marked the opening salvo with mass, procession with fireworks at the plaza, and a parish night right after the procession.

Other activities are Energy Night, Live Band, Tabo sa Banay with games on October 6 and 7, 3rd Valencia Invitational Mountain Bike Race, Modern Dance and Dance Sport Competition, Variety show, Marathon for Women, Minus-One Singing Competition (Bulilit/Duet), Street Parade and Program, Recognition of Outstanding Valencianons on October 11, and Disco on the feast day.

Behind all the activities of the parish is the continuing support and cooperation of the parishioners, both living in and out of Valencia.

They share their time, talent and resources, in accordance with their capacity and capability.

valencia's strawberries are good.. they are constantly supplying some of the major supermarkets in the city and occasionally use it as tokens for visitors.. its not as sweet as baguio's or bukidnon's varieties as it is not fertilized chemically.. it is grown naturally thats why its very cheap.. 60 pesos per box with more or less 50 big pieces.. i think it is the only strawberry plantation in the visayas.. although it is still not producing in huge quantities because it is still starting,,

Negros Oriental has lowest crime rate in CV (http://www.sunstar.com.ph/static/dum/2007/10/11/news/negros.oriental.has.lowest.crime.rate.in.cv.html)
By Syril G. Repe

THE provincial police disclosed that Negros Oriental is among those with the lowest crime rates in Central Visayas from the period January to August 2007.

Provincial Police Director Melvin Buenafe reported this during the Metro Dumaguete Peace Advocates forum held at the Bethel Guest House Tuesday afternoon.

Different stakeholders coming from the business sector, justice department, academe, religious group, and the media attended the forum.

Buenafe said that based on the statistics of the Police Regional Office, Cebu City has the highest crime rate with 2,217 cases; Cebu Province is second with 2,137; Bohol placed third with 983, Negros Oriental is at fourth with 508, Mandaue City is fifth with 380; and Siquijor at sixth with 52 cases.

He clarified that while the province of Siquijor has the lowest crime rate, this is because it has a considerably small population that is easy for its police force to monitor.

Buenafe said the situation in Negros remains peaceful and manageable.

He further said the police enjoy the cooperation of the community in the prevention of crime and its solution.

The police continue to fulfill their vision of a professional, dynamic, and highly motivated force working in partnership with a responsive community towards the attainment of a safe place to live, work, invest and do business in.

Latest news: The Dumaguete airport expansion will be officially started early next year but there has been problems on the budget. Initial budget is only 650Million pesos and Rep George Arnaiz had to admit that it is not enough considering the fact that expanding it on either ends will be very expensive. If towards the sea, reclamation has to be done on very deep waters and it would require lots of money. If towrds the mountains, an undergroud highway will be needed and the clearing out of the residential areas that will be affected is as expensive as doing the reclamation. Probably even more. The 650M pesos will be prioritized on the building of a new airport terminal and upgrading of the facilities. He is calling on the PGMA for additional financial assistance, which he is expecting a positive response since this expansion has been one of PGMA's project she promised to the city.

NORSU grad tops exam
BY MARICAR ARANAS
A graduate of the Negros Oriental State University topped the Geodetic Engineer Licensure Examination held in September this year in Manila.

Nebo Allen Manuales Torres, a consistent honor student, obtained a rating of 86.80 percent, getting the number one rank nationwide. NORSU also garnered a 100 percent passing percentage, against the national passing rate of 40.19 percent. The three other NORSU graduates who passed the examination are John Chito Chin, Nelson Galo, Jr. and Ham Mapa.

NORSU Geodetic department head, Michael Saga, said they expected Torres to land in the top 10.

College of Engineering and Architecture acting Dean, Elijah Serate, said NORSU students have also been achievers in previous licensure examinations.*MA

Hey Nicko,is it possible to reroute the main roads that will be affected for the airport expansion so that there's no need to build an underground highway. Will that bridge be a part of the expansion of runway? If it is part of the runway,am not sure if this possible. So far i have seen a bridge used as an aircraft taxi way to the other side of the terminal like in Singapore as i've mentioned before. What is the plans for the expansion.Does this include the passenger and cargo terminal, navigational aids upgrade and runway extension?

^^ i dnt have much information to share about the details.. i still dnt have concrete full information about it. maybe ritche has.. all i know is that the main priority is the expansion of the runway and upgrade of airposrt facilities. the dilemma is on which side to expand the runway since both options need much budget and good engineering.. rerouting the highway may also be an option. i dnt know if they hav thought about it, which for me is most feasible and practical..

^^ quite disturbing with the limited budget.I think they can use the actual money in hand where it can finish a certain part of the expansion. At least we can see that the project is moving at a certain level.

Dumaguete Domestic Airport's runway is one of the few domestic airports in the country with a total runway length of about more than 6500 ft, which was actually one of the lengthiest airport runway when it was finished.. as mentioned, the dilemma is on which direction to expand it..
currently, there are two airlines serving dumaguete twice a day (cebu pacific and air philippines). philippine airlines expressed their plan to serve back as it stopped its service years ago..

This will soon be the only 9-lane rubberized oval in the country located just in the middle of the convention center and hotel.. the 9th lane is reserved for joggers.. by its side is the olympic size pool and diving pool. under the pool is a fitness gym. cool.

As seen from a highland golf course
(is it Dumaguete Golf and Country Club or Bravo Golf Course?.. not sure..)
http://img341.imageshack.us/img341/1227/airportbillytx6.jpg

Dumaguete Golf and Country and Bravo Golf Course are one and the same. The former is the old name when it wasn't yet bought by the Bravos (owner of Ubix Corp.) and owner of the lot near GSIS building in which a mall was supposed to rise. Whatever happened to that proposed mall?

I saw that 3-story "JFT Center Mall" at the former gasoline station. I hope too that it would be nice.

I prefer that the runway will be extended towards the mountains as extending it towards the sea will entail a large reclamation project, which Silliman opposes. Unless of course they use the modern Japanese technology using steel platforms in the sea, without reclamation. And the steel platforms can even function as coral reefs.

My friend who is working at the airport tower told me the budget for the airport terminal alone is Php100 million. One of the priorities is the installation of ILS and night landing capabilities.

Aside from Philippine Airlines, Asian Spirit and/or SeaAir are planning to launch Dumaguete as one of their destinations connecting to Cebu, and maybe Davao. Asian Spirit has already flown to Dumaguete a year or two ago.

Looks like for P100 million for the renovation of the terminal is not enough.Almost 50 % of it goes to the labour cost.

I think it will be a new terminal, not the renovation of the existing one. The current terminal is just too small.

SEA AIR

ASIAN SPIRIT

are also serving Dumaguete also by next month with connections to Mactan, Boracay, Panglao, Siquijor, and Palawan!!

These are all confirmed by the ATO authorities..
In fact, the renovation of the ticket offices at the departure areas at the airport terminal are now brisk.. Present service airline, Air Philippines and its sister airline, PAL will both occupy the eastern side counters, while the west side will be occupied by Cebu Pacific, Asian Spirit, and Sea Air..

Now, Dumaguete will have a total of 5 service airlines serving in almost every corner of the country!..

The current serving airlines are:

Well indeed a good news then for more airlines & connections from duma to other islands.Had been to bora 5 x and all by land route. Most times breaking the journey eithr in ilo-ilo or Bacolod .In 1999 we felt the challenge to execute the journey in one day with my fathers rickety old car ,and we did make it , starting about 3:30 am from Negor reaching Bora at 5:30 only having short stops for meals, but man it was extreme and bodies were so stiff and achy as we reached the island .Myself felt like a 90 yo lol.
Wouldn't recommend that. But with this looming connections to the islands is a good sign for avid negrense travellers and so for negor tourism ,soon dgte will have more bulk of tourists once these said airlines start operating.

For now i'll take it as a pinch of salt,to sea is to believe ok, but will continue live with those hopes . :cheers1:

Negros Oriental tourist attraction lacks aggressive marketing and promotion.Negros Occdental has been very active in tourism awareness at the moment. There so many dive sites in NegOr which considered as some of the best place to explore underwater life in the country and even in the world.Dolphin watching in Bais can attract family or group travelers.I am really hoping that one day, both Oriental and Occidental will be joining hands in attracting and selling the whole island to the tourist as one.Like what i've seen on the list of dive centers, they compiled this into one and called Negros Dive Centers.

I do agree jaywalker ,Negros oriental tourism need have to work more in promoting the sites .This province icluding the occidental side have lot of potentials ,apart from unspoilt beaches and diving spots ,it has sulphur hot springs ( can be develop into like spa treatment fascilities ( i am talking about one in palinpinon/or puhagan area and that of dauin) ,caves and hiking trails ,possibly various activities can be designed ie carabao or horse back riding activities ,or even developing some rural routes for cyclists crisscrossing the divide of the two provinces , ziplining across the ravines and donw to jungles in the interior etc all are posibilities of activities that haven't been tapped up. Negros occidental alone has already the Mambucal Forest Resort which is a beautiful site of its own closer to Canlaon volcano which is separately promoted .We have Cuernos de negros ,an ancient dormant volcano which has few crater lakes / sulphuric crater can be another attraction itself on this other end of the island ,but haven't heard much about it apart from the few overly enthusiatic /energetic filipinos who made their way up. We got the mountains and the beaches , marine underwater attractions but unless they invest more in marketing the sites to tourists and ecotourism investors , the potentials would remain untouched.

ST CATHERINE OF ALEXANDRIA BELL TOWER

An old landmark of the city and mute witness to the city's history when pirates from the Mindanao used to come and kidnap beautiful local maidens in the late 18th century. Built between 1774 and 1776, the belfry stood and served as a watchtower, alerting village people of marauding pirates when its bell was rung. Improvements were made on the belfry in 1885 together with the renovation of the church and convent.

The Dumaguete Belfry was restored in 1985 and since then has become a very popular landmark. A garden now surrounds the tower and a grotto of the Virgin Mary stands erect near the base. Devotees flock daily to light a candle for their prayer requests or for confirmation of their faith.

Silliman University to host national IT congress

DUMAGUETE CITY, Oct. 7 (PNA) -- Some 200 participants from over a hundred colleges and universities around the country are expected to gather at Silliman University for the 5th National Conference on Information Technology Education (NCITE) on October 22 to 23.

With the theme, “IT Educators’ Challenge: Building an IT-Enabled Nation”, the national conference aims to provide a venue for IT educators to share their expertise and update each other on developments in IT education, said SU Information Director Mark Raygan Garcia.

Research papers will be presented for knowledge sharing and for participants to explore areas of collaboration on development and implementation of IT projects in the country.

NCITE 2007 is organized by the Philippine Society of Information Technology Educators Inc. (PSITE), in cooperation with the SU College of Computer Studies.

According to Garcia, this is the first time for NCITE to be conducted in the Visayas. In the previous years, it was hosted by institutions in Luzon and Mindanao : Ateneo de Davao University (2006), Angeles University Foundation (2005), University of Cordilleras (2004) and Lyceum of the Philippines (2003).

Meanwhile, two senior Social Work students left October 3 for the International Christian University (ICU) in Tokyo, Japan to take part in a month-long international service-learning exchange program.

The two students, Karen May Ortega, a Filipino, and Lydia Malokozi, a Tanzanian, comprise the first batch of Silliman students to do service-learning in Japan .

The International Christian University, on the other hand, has been sending students to Silliman since the program started in 2003, Garcia said.

Funded by ICU and a product of the long-standing relationship between the two universities, the program seeks to expose students to the Japanese way of life and help facilitate cultural understanding.

The students will be assigned to community sites hosting orphanages and elderly people, among others. (PNA)

Arroyo confirms visit to NegOr
BY RENE GENOVE
President Gloria Macapagal-Arroyo has confirmed her arrival in Negros Oriental to deliver a keynote speech to more than 500 participants in the International I-Tax conference in Dumaguete City on Oct. 29, Capitol information officer Adrian Sedillo said yesterday.

The president sent a fax message to confirm her arrival. She will fly directly to Dumaguete from the Subic International Airport, right after she has cast her vote during the Barangay and SK Elections in Lubao, Pampanga, Sedillo disclosed. Negros Oriental Gov. Emilio Macias II, meanwhile, said President Arroyo should hear the Casa Miani Arvedi and Cittadini children's choir who will interpret the revived provincial hymn entitled, "Lalawigan Kong Mahal."

The choir will sing the Sidlakang Negros Hymn and the national anthem of Germany during the opening of the two-day conference that opens Oct. 29.

Macias personally invited the President during her visit in Bohol last month.

The governor, with Local Team Leader Ernst-Dieter Fuchs of the German Technical Cooperation-GTZ, recently visited the children during their practice.

Fuchs said he was impressed at how the children performed their national anthem, which made him almost break into tears.

The choir, composed of orphans cared for by the Somascan priests and nuns, is trained by Jeremiahs Perez.

Meanwhile, the governor said speakers during the event will come from other countries that have adopted the I-TAX program.

Among those who have confirmed their attendance are the Finance Minister of Tanzania and the German Ambassador to the Philippines.*RG

A book containing the laws and decrees on minting in the Philippines from 1860 to 1898, is the newest SU given rare books addition to the collection of the Silliman University Main Library in Dumaguete City, a press release from SU said yesterday.
The book was donated recently by members of the Unitarian Universalist Church. It was handwritten in Spanish, and delivered by Phyllis Marsh of Annapolis, Maryland to the Library last month at the request of William and Sadie Curtis of Severna Park, Maryland.

Sadie's grandparents, Milan and Sadie Garrett, were in Manila in the early 1900s. Milan was a US Civil Servant and served as the supply officer for the Manila prison.

Sometime during their stay in the Philippines, Sadie Garrett taught in the local schools. When Sadie and Milan returned to the US in 1910, they brought with them from the Philippines a table, which they used as a dining table. They did not realize until the 1940s that there was a drawer beneath it, where the book was kept, the press release said.

William and Sadie Curtis knew of Silliman during their visit to Negros island with fellow Unitarian Universalists recently, the press release added.*

When it opened, it was hailed to be the biggest in SEA but not necessarily on basis of the area but on total number book volumes.

The construction of the Silliman University Main Library started in 1978. This three-storey building has a seating capacity of more than 1,500, a stacking capacity of more than 150,000 volumes, more than 200 individual study carrels, 2 faculty study rooms, 2 discussion rooms, a conference room, CD room, microfilm readers and reader printers, and mechanical book charging system. It also has an On-Line Public Access Catalog, American Study Center, World Bank and Cyber Library available for students-use.

Today, with its present magnificent edifice, some observers have been heard to remark that it could well be among the best in Southeast Asia. The library aims to equip itself with updated materials, facilities, and equipment in support of the University's quest for excellence in all its academic programs.

The full air conditioned Library now holds more than 150,000 volumes of books on various subjects. It subscribes to local and foreign serials and maintains special pamphlet collections, namely, Filipiniana, Southeast Asia, and United Nations.

It also has a Sillimaniana collection which is housed in an air-conditioned room located at the southern portion of the first floor of the library building. Materials in the collection include the Weekly Sillimanian, Sillimanian Magazine, Portal, Faculty and Staff publications, and others. Various plaques and trophies awarded to the University, as well as, portraits of present and past presidents of Silliman University are also on display.

You really can't tell by just seeing it from the picture. Those shots are just the view from the front facade. It is actually a wide and sprawling structre since it still has 2 audio-visual theatres and a multi-purpose hall at back and extreme left side. It also has a wide open-air garden in the middle.

I think that the Silliman Library is almost 1-1/2 times bigger than the Henry Luce Library in Region VI. I have no idea how big the libraries of UNO-R and CSA are but I think that the Silliman Library is still bigger than both in building area and quantity and quality of books.

When it was still new, it is the biggest in South East Asia in terms of size... a shy away from the Library of Congress

Until now, it is still the biggest in the country... not only in its number of books but also of its structure.

PGMA To Launch Historic I-TAX System Here Oct. 29
Written by Ely P. Dejaresco-October 14-20, 2007-The Negros Chronicle

It may be barangay election day on October 29, but that will not deter President Gloria Arroyo from launching the historic I-TAX Integrated Tax System which is piloted here, and for other provinces to follow - if they are smart enough to follow. We are quite lucky here in Negros Oriental because the Philippine-German GTZ Technical Cooperation Fiscal Decentralization Project, and local governments who subscribe to the software, will implement a fully computerized version of collecting real estate taxes and all other land taxes including the Special Education Fund, by the use of satellite service data. In short, no more going from house to house, no more playing favorites as to tax assessment, no more political tax-favors given to election supporters because the assessors and treasurers officers will base its taxation on what the satellite feeds will depict in the real sense. This covers the assessment, collection, payment and even the tedious tax mapping. Imagine, the satellite feed will give you the land photos and contours in different versions and angles anytime. This is fantastic for those you KNOW its significance. And that is: the LGU will be able to collect the REAL amount of taxes, compute its real values, and thus, economic growth will follow with millions of funds collected. This novel system is used by developed countries long ago. It will improve real estate tax collection, it sends out tax reminders, and demand actions for payment from owners of lands. It is very convenient and an efficient way of tax collection, therefore, it reduces LGU expenses, personnel, and boosts the income of the LGU a thousand times over. On the condition: NO MORE PLAYING POLITICS and favorites.

Even in Dumaguete, check the assessor’s office and find out that those houses along the boulevard which is all prime lots are not assessed uniformly, some high some low. How much more those along Perdices Street. Check it out. BENEFITS: Its most important benefit is that through the satellite feed, there is no-nonesense clear view of how much tax is due because the land is seen above the satellite, thus all will be billed accurately. Imagine the increase in real estate tax collection. The IT personnel under the province are working with GTZ people headed by ERNST-DEITER FUCHS, local team leader, and Margie Yan-Kinit, program executive officer and their staff. SUBSCRIBERS. Already the LGUs who subscribed are those of Dumaguete City, Bayawan, Amlan, Bindoy, San Jose, Sibulan, Valencia, and Zamboanguita. Expect these towns to progress in no tine at all. INVITED TO I-TAX. Those invited to the I-TAX systems, launching on Oct 29 are various governors and mayors, and many representatives from the international community. Cabinet members will also be here. But check it out: it’s barangay elections day, the tradpols will most likely not be around, but the progressive minded leaders will surely take advantage.

The launching will take place at the convention center.

International I-Tax System Conference Set In Province
Written by JG-October 7-13, 2007-Negros News

Negros Oriental will host the 1st International Conference on Local Government Financing set Oct. 29 and 30, with about 500 participants. The activity is spearheaded by the government of Germany through the German Technical Cooperation, under its Philippine-German Cooperation Fiscal Decentralization Project, provincial assistant administrator Josie Columna said.

The conference will focus on local government financing specially, on Integrated Taxation System or I-Tax, a project that has been piloted in Negros Oriental. The I-Tax is a modern computer-based tax assessment and collection system for all local government units in the Philippines. It was developed by German experts together with Philippine programmers in the province. The event, to be held at the provincial convention center, will be attended by German Ambassador for Federal Ministry for Economic Cooperation and Development representatives from donor agencies such as the International Monetary Fund, World Bank, United States Agency for International Development and AusAid of Autralia, among others. Other guests will include officials from Germany, Peru, Tanzania and the Philippine government, headed by Finance Secretary Margarito Teves, Rep. George Arnaiz (Neg. Or., 2nd district), chairman of the House committee on local government. Provincial governors, assessors, treasurers, and GTZ-Negros Oriental local team leader, Ernst-Dieter Fuchs, will also join the conference, said Columna.

International Billiard Open Here Nov. 16
Written by September 16-22, 2007-The Negros Chronicle

International Billiard competition is coming to town. Dumaguete City and the province will be hosting the 2007 9 Ball Billiards championship with top Philippine Billiard international figures pitting against their international opponents. That will be on Nov. 16-18 at the new NegOr International Convention Center. The event will be covered by international sports television.

Filipino billiards ace players such as 2004 World Champion Alex Pagulayan, Lee Van Corteza, Francisco “Django” Bustamante, Hall of Famer Efren “Bata” Reyes and current world Pool Champion Ronnie Alcano are expected to participate in the competitions.

Exactly two months from now, local and regional billiards enthusiasts will surely count the days leading to November 16, on that day and for the next two days, they will personally witness how the country’s popular billiard idols, and players fare with their counterparts from the United States, Japan, China and Europe.

This rare opportunity became possible after the provincial government agreed to host the 2007 Negros Oriental 9-Ball Billiards Championship mainly for two reasons: exposure for our local players and promotion of our tourism industry.

The event organized by the world Billiard Championship will be covered by the Solar Sports channel.

Qualifying rounds are expected to be completed a month before the tournament with the top four qualifiers advancing to the international championship.

Oriental Negros has become a gateway for domestic trade and travel. The province is part of the Strong Republic Nautical Highway that links Luzon and Mindanao. Oriental Negros supplies geothermal power to neighboring provinces, this is another built in advantage that the province can use to attract investments and speed up its own economic growth.

There has been a surge in investments lately, especially in food services, retail services, tourism and information & communication technology (ICT)-based businesses. This indicates not only an abundance of business opportunities but also a wealth of resources, especially manpower.

Tourism council holds “Garbo sa Negros” showcase on local products

DUMAGUETE CITY, Oct. 22 (PNA) -- The Negros Oriental Tourism Council (NOTC) will hold its 1st Arts, Crafts and Pasalubong Festival, dubbed “Garbo sa Sidlakang Negros” on October 27, 2007 at the Provincial Convention Center.

This comes in time of the opening of the 1st International Conference on Local Government Financing where President Gloria Macapagal Arroyo will be guest of honor and speaker.

The festival will highlight the province’s colorful culture and products, food delicacies, and a showcase of the various arts and crafts, all of which contribute to the tourism promotions program of Negros Oriental.

http://www.positivenewsmedia.net/am2/publish/Tourism_24/Tourism_council_holds_Garbo_sa_Negros_showcase_on_local_products.shtml

Some 30 individual exhibitors to include local artists, handicrafts and “pasalubong” producers will display their paintings, food delicacies, souvenir items, fashion jewelry, wood carvings and furniture for sale to the public.

The exhibits will also include tourist destinations by travel and tour operators.

NOTC Event Manager Carmen Cabrera has invited the public to witness and discover the best of Negros Oriental’s products, cultural and artistic crafts.

The activity is timely, on top of the international conference on local government financing, which focuses on the integrated tax collection system or I-Tax, the League of Province of the Philippines (LPP) will also be holding a meeting here.

Provincial governors are expected to attend both gatherings and already, hotel accommodation is packed to the brim, as an estimated 500 participants are coming for the I-Tax conference alone. (PNA)

There are no doubt infinitely more things to do in this Eastern Visayas hotspot. But consider this a starter kit, good for a typical three-day, two-night stay. Fear not, grasshopper, this is only the beginning…

Best months to go are summer and October to around January, the rest of the year, if not wet, can have highly fickle weather.

http://www.femalenetwork.com/fnblog/wp-content/uploads/2007/10/emma-duma1.jpg

1. You must hang out at a café along the Boulevard, where, at any part of the famed strip, your view will be this panorama of blue on blue.

Essentially, Dumaguete’s Rizal Boulevard is very much like our own Roxas Boulevard. Only, it’s a two-lane thoroughfare, so you’re very close to the water even from across the street. It can get pretty smoky during rush hour, but bay-walking here, I think, still offers way cleaner air than in its Manila counterpart.

Every Friday and Saturday night, the bars and other vendors along the boulevard line the sidewalk with chairs, tables, grills, and chillers of cold beer for an impromptu street party. I recommend the following cheap street fare: tempura on a stick; barbecued chorizo (orange, about the same size as a Vienna sausage, usually two pieces on a stick) with rice banana-leaf-wrapped in the shape of a pyramid (no need for a plate or spork, just take a bite off the chorizo, another off the compact rice pyramid, and mix-and-match in your mouth!); and creamy ivory-colored penoy paired with a bag of Mr. Chips. Sure there’s tempura, chorizo, and all stages of duck fetus here, too.

2. Due to the relatively dense population of expat residents, food pickings in this quaint little city run wild. When the signage at a restaurant owned by a German says “authentic German franks,” you’re pretty sure you won’t be getting glamorized Purefoods beef franks served by a lot of bars and restos here.

http://www.femalenetwork.com/fnblog/wp-content/uploads/2007/10/emma-duma3.jpg

3. You must drink in Hayahay. (Tell trike driver, “Hayahay, sa lo-ok, tabi ng Lab-as.”) Hayahay means “presko” in Visayan. And it literally is a sea breeze channel. The only downer is, it’s so soothing you get sleepy way before you get a happy-joy-glee buzz!

http://www.femalenetwork.com/fnblog/wp-content/uploads/2007/10/emma-duma4.jpg

4. When in Hayahay, order the calamares. The most tender I’ve tasted in recent dining history. Plus, an order is a measly 70 bucks.

http://www.femalenetwork.com/fnblog/wp-content/uploads/2007/10/emma-duma5.jpg

5. You must eat inihaw na manok and liempo at Senior Pedro. (Tell trike driver, “Sa Senior Pedro, malapit sa Equitable Bank.”) Make no mistake, apart from toyo, suka, and sili, there won’t be gravy, Mang Tomas, soup, or any kind of side dish. It’s all about inihaw na manok, liempo, rice, and a soda. Karne kung karne! But the meat of both the chicken and pork is fantastically flavored, moist, and perfectly tender that the act of using any condiments is tantamount to painting some red acrylic over the Mona Lisa’s mouth “para magkakulay siya.” A complete affront to what is already perfect in its simplicity. I’ve never tasted anything as pure, primal, and cheap in Manila.

When I went in around 5 p.m., the crowd was already like this and stayed like this all the way till past dinner time. People don’t opt to transfer to another joint if it’s packed, they’ll order off the rotisserie and take it to-go instead. My meat and rice bonanza, for four people, cost around 300 bucks (with soda ha!)

And yes, I know there’s a Senior Pedro here, but you don’t decline a thin-crust pepperoni pizza in Italy just because Shakey’s delivers, do you?

http://www.femalenetwork.com/fnblog/wp-content/uploads/2007/10/emma-duma6.jpg

6. You must have merienda at Anna Maria. (Tell trike driver, “Anna Maria, Silliman Avenue, tabi ng Chantilly.” At Anna Maria, the individual prices of a creamy milk shake, a huge-ass cheesedog sandwich, and a lot of other yummy grub average at 60 bucks.

And since I did mention Chantilly, I might as well also urge you to have merienda there the next day. It’s a bakery that also serves sandwiches. No-frills, pretension-free slipper bread (think a flat-footed size 6), stuffed with generous servings of ham, cheese, mayo, lettuce or whatever you want it stuffed with, for around 50 bucks.

http://www.femalenetwork.com/fnblog/wp-content/uploads/2007/10/emma-duma7.jpg

http://www.femalenetwork.com/fnblog/wp-content/uploads/2007/10/emma-duma8.jpg

7. Starbucks shmarbucks. A cafe mocha smoothie, cheeseburger with egg, and a cappuccino sets you back 130 bucks.
Rumor has it that a Starbucks shall soon rise within the Silliman University campus. I’m now open for donations of scrap wood plywood…gotta start making my picket signs. “Makibaka! Ibagsak ang caramel-macchiato-venti-with-skim-milk!”

http://www.femalenetwork.com/fnblog/wp-content/uploads/2007/10/emma-duma9.jpg

8. You have to grab dinner at Persian Palate. (Tell trike driver, “Persian Palate.”) Do not be deceived, that’s not Java Rice. That’s a kebab combo of Chili Rice with Coconut Milk…a dish that Bicolanos will wish they’d come up with first.

http://www.femalenetwork.com/fnblog/wp-content/uploads/2007/10/emma-duma12.jpg
http://www.femalenetwork.com/fnblog/wp-content/uploads/2007/10/emma-duma13.jpg

9. Climb one floor up from Persian Palate and live la vida illustrado at the charming San Antonio Café, set in an old-style Spanish manor, where, from a table beside huge capiz-shell bay windows, you can sip dark hot traditional tsokolate e while watching the city below slowly pack its wares as the sun makes a slow and graceful exit into the horizon.

10. Then slum it talipapa-style the next day. Breakfast at the market: two cups honest-to-goodness tablea hot coco (none of that just-add-hot-water swill) and freshly made puto for 30 bucks!

http://www.femalenetwork.com/fnblog/wp-content/uploads/2007/10/emma-duma15.jpg

11. Enjoy a drink by the sea. And I don’t mean at a bar with stilts in the water; I mean sand between your toes, fresh fish from a nearby fishing village on a grill, slivers of moonshine cast off on the water, and, okay fine, your iPod hooked to a portable speaker. Then as you haul your drunken ass out by sunup, have a friend capture the moment. Hangovers have never been this picturesque.

http://www.femalenetwork.com/fnblog/wp-content/uploads/2007/10/emma-duma16.jpg

12. Rent a ride―a scooter, a motorcycle, or a roofless jeep―if you want to explore past the city limits. There are some rentals along the Boulevard, but I suggest looking for options downtown. Rentals on the Boulevard tend to have higher rates. Ask your hotel receptionist which areas you can find rentable rides.

The best thing about Dumaguete is that it’s a good launch point for other holiday hot spots. Drive out to a cornucopia of beaches―from the pebbly to the talcum-powdery to the pewter-sanded―you’ll run into one any which way of the compass. You can close your eyes, hold your finger out, spin, randomly stop, and head out in the direction at which you happen to be pointing― you will find a beach in under an hour.

Or take a road trip to Bais for a meet-and-greet with whales (or to rubberneck some good-looking sugar-plantation mestiza and mestizo herederos―this you’ll have to do in summer, though, as almost all of them are in Manila during school season).

Ferry out to Cebu, or to snorkeling and diving sites in the marine paradise that is Apo Island, and be back at your hotel by dinnertime.

If you opt to stay in the city, though, dump the rental. Dumaguete’s a wonderful place to pound the pavement and get lost in.

(PNA)

I want to know if there are local products of NegOr displayed in Negros Showroom in Bacolod?Because if not they can organize and pattern the group which are also into exporting.

The Dumaguete Cathedral is the oldest stone church in Negros. It was originally built in 1754, reconstructed in 1885 and extended in 1936. Since then, many modern touches have already been incorporated into the cathedral's interior and exterior. Despite the changes, the cathedral still remains a beautiful sight to behold.

The stand alone BELFRY: Dumaguete City's Spanish belfry is one of the city's most memorable landmarks. It was built in 1811 to warn the citizens of attack.

To this day, the tower is leaning westward to a few degrees. So now it's Dumaguete's own version of the leaning tower of pisa.

Dumaguete City: one of the oldest higher learning cities of the country

Dumaguete City is well known as a "university town" even many decades ago because of the abundance of universities and colleges despite of its relatively small and not highly urbanized area.

It is one of the first educated provinces especially on higher learning. Nowhere outside Manila had a city with 4 educational institutions who already celebrated its centennial.

Silliman University - founded 1901 (106 years old)

Negros Oriental High School - founded 1902 (105 years old)

St. Paul University of Dumaguete - founded 1904 (103 years old)

Negros Oriental State University - founded 1907 (100 years old)

What's in a Date?
by Cecile M. Genove
from "Orient Express" (http://www.visayandailystar.com/2007/Starlife/2007/September/30/orientexpress.htm)

It is commonplace to hear people say, "What's in a name?" whenever discussions veer toward the appropriateness of a nomenclature or a monicker. After all, as the proverbial adage goes, "A rose by any other name smells as sweet," and nothing can ever change that.

But, if the ensuing debates focus on the date of establishment of an institution or organization, can we rightfully say - with a slight shrug - what's in a date?

Such reaction, however, is far from the relentless and passionate pursuit for accuracy in terms of historical facts and data that a group of concerned retirees and alumni of the Negros Oriental State University has been asking for in the last three months. Their inquiry or clarification stemmed primarily from a disclosure that, based on reliable information gathered that pegged the establishment of NOrSU as 1907, then the only state university in the province should well be gearing up for a grand celebration of its centennial anniversary this year.

But this may not yet be conclusive, according to these retirees, a number of whom held top-ranking positions before retirement and are doctorate degree holders. The root cause of such spirited inquiry and fact-finding came from a column written early this year (the machine copy sent to us did not include the date of publication) by Domini Torrevillas for the Philippine Star titled "Dumaguete's OTOP," where she wrote that the "One Town, One Product" program of President Arroyo does not only mean delicacies, garments, leather shoes, baskets, furniture, and shellcraft, but also information technology. Furthermore, she said that in the case of Dumaguete, its OTOP are its educational institutions that she said, serve the needs of business process outsourcing.

In her column ("From the Stands"), Torrevillas, who went to college at Silliman University and is herself an Outstanding Sillimanian awardee, said she has realized that "Dumaguete does not only mean Silliman University but has other learning facilities that offer quality education." This is understandable because in the next breath, she admitted that "perhaps it was sheer loyalty that made me think only Silliman made Dumaguete a university town."

The retirees and alumni took to task what Dr. Henry A. Sojor, president of NOrSU, said in Torrevillas' interview where he "traced the history of the institution, from its opening by the Philippine Legislature in 1927, to its conversion into the East Visayas School of Arts and Trades in 1956, then to the Central Visayas Polytechnic College in 1983, and finally to the Negros Oriental State University in 2004."

In an effort to inquire or verify the founding date of NOrSU, the retired faculty and staff wrote Dr. Sojor last May, expressing their knowledge based on historical documents to establish the fact that the school long existed before 1927 and, thus, concluded with an appeal that NOrSU will have a grand centennial celebration this year. It would follow on the heels of two other universities in Dumaguete that have commemorated their centennial anniversaries - Silliman University in 2001 and St. Paul University in 2004. The Negros Oriental High School, a public secondary school, turned a century old in 2002.

The retirees - led by Dr. Romula Loreta S. Aleta, Dr. Florencia P. Dagudag, Dr. Rosalina C. Tan, and Dr. Ruth L. Velasco - did extensive research to gather information about the history of the school, with sources coming from NOrSU's website information itself; from the book, Central Visayas Polytechnic College: A Brief History, by Dr. Henry A. Sojor and Dr. T. Valentino Sitoy Jr. published in 1997; from an article written by Dr. Sitoy for the Pylon 2003, the school's yearbook; and, excerpts from one of four books about Negros Oriental written by SU Professor Emeritus Caridad Aldecoa Rodriguez, Negros Oriental, From American Rule to the Present: A History, published in 1989.

The discussions have gravitated to the National Historical Institute through its chair, Ambeth Ocampo, who also writes a column for the Philippine Daily Inquirer, who is of the opinion "that the Negros Oriental State University should base its origin from its earliest precursor which is the Negros Oriental High School." Ocampo continues to add that "many universities trace their founding dates from humble schools, examples of which are Silliman University and St. Paul University, where the latter began as a small school for girls in Dumaguete."

In fact, Ocampo admitted that "given the illustrious history of the institution, a historical marker from the National Historical Institute may be installed in the premises of the Negros Oriental State University." But, this cannot be done yet until the exact date of the birth of the then Negros Oriental Provincial School, the forerunner of the present Negros Oriental High School, is given.

To quote from the NOrSU System's website, it says: "The beginnings of what is now the Negros Oriental State University date back to 1907, from a single woodworking class at what was then the Negros Oriental Provincial School, the forerunner of the present Negros Oriental High School. As more industrial arts subjects were added, a separate arts and trade school on the secondary level called the Negros Oriental Trade School was established in 1927. This was the provincial trade school which became the East Visayas School of Arts and Trades in 1956 and the Central Visayas Polytechnic College in 1983. On June 25, 2004, it became the Negros Oriental State University."

However, while the establishment of the Negros Oriental High School, formerly the Provincial High School, was on September 1, 1902, the documents and research materials did not provide an exact date in 1907 when the first woodworking class started. This information should complete the historical data to establish whether, indeed, this year is the school's centennial anniversary.

In three months, 2007 would be over. In realistic terms, institutions that prepare for their centennial celebrations start as early as five years before the grand date, just as Silliman University and Central Philippine University in Iloilo City did during their respective centennial in 2001 and 2005.

Indeed, what's in a date? Even Torrevillas' column revealed some surprises, like when she said that she visited the heads of four institutions in Dumaguete - where she is a frequent visitor - "on whose grounds I had never stepped before." And, she referred to the possibility of the city becoming the technological center in Region 8 when, in fact, Dumaguete belongs to Region 7. .

Construction of P10-million building starts
By Edmund B. Sestoso

THE construction of the P10-million three-storey Dumaguete City Health Care Building has already started.

According to City Administrator Dominador V. Dumalag Jr., the first two floors of the building will hopefully be completed by the middle of next year.

Once completely furnished with medical equipment, child delivery can already be accommodated there.

The second floor will be occupied by members of the City Council serving as the individual offices of the councilors. The City Engineer's Office and the City Planning and Development Office will use the third floor.

Dumalag said that because the City handled the construction of the project, officials saved a few million pesos in cost.

"The construction that would have cost P25 million if it had been awarded to a private contractor was estimated at about P17 million," Dumalag added.

The project will be located beside the Dumaguete City Fire Station.

The City Fiscal's Office, City Health Office-Sanitary Division, and the Commission on Audit occupied the building in the area before it was razed by a dawn fire on March 31, 2005.

I TAX International Convention Today at Negros Oriental Convention Center.

http://www.negroschronicle.com/final/current/pgma.jpg

What President Arroyo will launch tomorrow will be the country's first high tech fully computerized on-line tax mapping, billing and collection which software introduced by the German government will be adopted by other local governments attending.

The project is called Integrated Taxation System or i-TAX. When implemented, this system will modernize and systematize tax collection, thus expect more revenues for local governments.

SPEAKERS
President Arroyo will keynote the international i-TAX conference. Aside from local officials, other speakers include: Ernst-Dieter Fuchs, local chief of GTZ here; Dr Herwig Meyer, Manila program manager GTZ Manila; Finance Sec. Margarito Teves our very own; Harry Kitlilya, commissioner general of TRA Dar Es Salaam , Tanzania; Jurgen Seelmann, Chief IT consultant; Dr Milwida Guevarra, synergia foundation; the mayor of Valencia; Ronald von Frankenhorst, GTZ headquaters from Frankfut- Germany; Cesar Ramirez ,LGU president for autonomous tax agency; Jorge Archimbaud, country officer of Bolivia , Ecuador.Peru and Venezuela; Short reports from Jorg Horstmeirer, Belgrade; Wolfgan Solzbacher, Aantananarivo; Helmut Burmeister,Cotonou ;Mercy Brocke, Accra; and Martin Hoffmann, VP for German Ingress User Association.

MODERN DAYS AHEAD
In short, gone are the days of house to house tax mapping, tedious snail-mail billing, and poor tax collection due to politics' influence and all sorts of pressures from taxpayers. Under the so-called ITAX system, everything will be recorded via satellite in cluding land topography, land mapping, and even zoning into agriucultural, residential and commercial lots for taxation purposes.

According to local GTZ team leader Ernst-Dieter Fuchs, good governance needs sufficient income so it can fulfill the economic, social and political targets for the public welfare. Governmental soil has to be fertilized and nurtured with taxes so it can efficiently deliver basic services to the people.

EFFICIENT TAX COLLECTION SEEN
Under the i-TAX system, the 50% average collection of real property taxes, special education fund, business and other taxes will be maximized because the computers are the ones giving the correct assessment and computation, unlike today when most LGUs personnel play favorites and committee human error which are high factors of inaccuracies in tax collection. If ideally achieved, the i-TAX system will collect higher revenues than the LGUs IRA or internal revenue allotments where most LGUs get their fund resources at present.

Two pilot cities are soon adopting the program Dumaguete and Bayawan; and the 9 towns of Amlan, Bindoy, Manjuyod, Mabinay, Pamplona, San Jose,Sibulan ,Valencia and Zamboanguita.

Specifically, i-TAX calculates taxes and non-taxable revenues; streamline the bureaucracy; improve transparency in government, high quality public service; improves tax collections; reduce corruption related to local taxes; delivers clear calculation and a realistic basis for budgeting and tax mapping.

I TAX International Convention Today at Negros Oriental Convention Center

http://www.negroschronicle.com/final/current/pgma.jpg

Silliman Medical Arts Building when finished

Nice...Silliman Medical Center is turning into a world class medical institution. Hmm, all the hospitals and medical centers in Dumaguete are expanding. Soon the city can pitch as a prime destination for medical tourism with its relaxing atmosphere conducive for recuperating.

Spas and massage parlors are also thriving in the city, with many more being added as time goes by.

And a casino is also rising in Dauin...

^^ Hi johnnyS.. yep, Sol y Mar is a real condo.. but it has been there for many years and it is probably fully occupied. im not sure though..

^^ that building is expected to be operational by next year. probably 2nd quarter.. the building is already done except that it still does not have that glassy facade.. rooms are also yet to be furnished.. that building is connected through a bridge to the main 4-level tertiary hospital which is almost twice larger than that. so if ever ur wife's labor comes in and that building isnt ready, then u might as well use the main hospital buidling.. no worries..;)

El Dorado Resort -- no offense mate, the resort is amazing however it doesn't even look 4*.

According to their brochure, El Dorado is a PADI 5 Star Gold Palm Resort. Check this (http://www.eldoradoresort.org/diving.asp)out to see it for yourself. They have just renovated the place and added new amenities to the resort.

Aside from El Dorado, Atlantis (http://www.atlantishotel.com/dumaguete/index.php#) is another 5 star resort in Dauin.

Thank you for that detailed info. My wife was worried about medical facilities in Dumaguete as compared to Manila. But the new fancy facilities may mean, I trust, that the medical professionals are top notch also. I am glad.
And I asked about the Sol y Mar because we are having trouble finding adequate place to stay while in Dumaguete. We are planning to build our own house eventually, but in the meantime, will need to rent. We are looking at apt type rentals because it is easier to maintain than a house. We will drop by Sol y Mar next time we visit Duma to see if any unit is availble. Thanks again.

Right now Sol Y Mar is the only condo building that I know of in the downtown area. I heard of some other places but haven't checked them out myself. Most units have two or three bedrooms with airconditioning, kitchen, living room, etc. It will cost you about Php 30,000 per month.

The last time I checked the place out I think there were one or two available in the third and fourth floors.

They have underground parking. I am not sure if you could bargain but the last time we were there the Spanish owners seem firm on the price. And I am not sure if it is still the same this time.

PGMA assures no new taxes shall be enforced as she underscores the need to enhance tax administration
MONDAY, OCTOBER 29, 2007 | GOVERNMENT MANAGEMENT

DUMAGUETE CITY---Stressing that the country’s economic strength is largely attributed to the various financial and economic reforms, including the Expanded Value Added Tax (EVAT), President Gloria Macapagal-Arroyo said today there is no need to implement new tax measures but rather enhance tax administration so as to generate more revenues for socio-economic projects.

Speaking at the first international conference here of over 500 government executives, the country’s donor funding institutions, governors, assessors, treasurers, finance experts, IT experts and computer programmers on “iTAX – a Milestone for Local Government Finance”, the President also noted that the Integrated Taxation System has contributed much to the surge in government’s revenue collection.

“There is no need for new taxes. We have plenty of room to increase revenues by enhancing tax administration,” the President said in her message at the International Conference on the Integrated Taxation System (iTAX) held this afternoon at the Negros Oriental Convention Center here.

The President noted that the EVAT (Law) was the “single biggest act that led to the surge in our economy.”

“In one bold stroke it raised enormous amounts of new revenue. That act also sent an unmistakable signal that we are serious about moving the nation forward,” she said.

But the President stressed that her focus on improving the economy, fiscal discipline, a balanced budget and investments in human and physical infrastructure all contributed to the improving economy.

The President also said that because of the painful tax measures she initiated, revenue collection increased, thus the government would be on track on its target of balancing the budget by 2008 or two years ahead of the earlier target date of 2010.

“Our budget deficit so far is significantly lower than the ceiling,” the President said adding that: “We are on track to achieve our target.”

“We have demonstrated that we have the ability to keep our budget under control; we have lowered our deficit and raised unprecedented amounts of revenue,” she said.

The President recalled that although the government was short of its revenue collection target during the first half of the year, she expressed optimism for “collections to get back on track” in the second half of the year.

She said the appointment of new Bureau of Internal Revenue (BIR) Commissioner Lilian Hefti and the more aggressive campaign against tax evasion and corruption have been paying off as shown in the July to September revenue collections already exceeding targets.

“We do not want to and will not go back to the days of unbridled deficit spending,” the President stressed.

Economy getting stronger: Arroyo (http://www.visayandailystar.com/2007/October/30/negor1.htm)
I-TAX SYSTEM LAUDED
BY JUANCHO GALLARDE & MARICAR ARANAS

President Gloria Macapagal-Arroyo yesterday expressed confidence of a stronger Philippine economy in the coming months amid government's various and sometimes, aggressive approaches to financial reforms.

Arroyo addressed a huge crowd of national and international fiscal management players and local government officials, at the opening of the 1st International Conference on Local Government Financing held in Dumaguete City yesterday.

The two-day gathering, hosted by the German government through the German Technical Cooperation Agency and the provincial government of Negros Oriental, focuses on a new technology, I-Tax, designed to improve and enhance tax collection efficiency of local government units.

"This Integrated Taxation System is a huge contribution to our efforts to increase tax collection nationwide and in the province," Arroyo said in the Cebuano dialect during her keynote address.

She noted that the country's economic strength is largely attributed to the various financial reforms that include strong revenue measures, such as the passage of the value added tax, which she described as the "single biggest act that led to the surge in our economy."

"In one bold stroke, it (VAT passage) raised enormous amounts of new revenue. That act also sent an unmistakable signal that we are serious about moving the nation forward," Arroyo said.

The president said the country's efforts are paying off as seen in a strong peso, low inflation, a robust stock market, rapid inflows of foreign investment and the creation of over 6 million new jobs created in the last six years.

She also noted that the Philippines ' unemployment rate is the lowest in a generation, "and so is our poverty rate."

The chief executive also assured that the country can meet its targets this year in further lowering its budget deficit and increasing tax collections.

"Our budget deficit so far is significantly lower than the ceiling. We have demonstrated that we have the ability to keep our budget under control," the President said.

While admitting that the country faced some challenges in generating revenues from the Bureau of Internal Revenue and the Bureau of Customs earlier this year, the administration was able to take steps to address earlier revenue shortfalls.

These include the "aggressive pursuit of tax evasion and corruption cases that will yield additional revenues", Arroyo pointed out.

The President disclosed that as a result of these aggressive economic reform measures, revenue collections from July to September this year have exceeded the target for the period.

Arroyo emphasized that genuine progress stems from the countryside, as she encouraged local government units to push for more dynamic and cogent tax collection measures to increase local and national revenues.

She expressed confidence that the adoption and implementation of the I-Tax in the different local government units in the country would further boost the country's existing robust financial standing. *JG

There are 2 private ports in Dauin-Bacong border, one owned by Orica and the other owned by DUCOMI and Lorenzo Shipping. The latter has modern cranes, and if I am not mistaken they already have a gantry similar to those found in international ports. Lorenzo Shipping used to be owned by Julio Sy, who also owns a stake at the Neptune Orient Lines (NOL) of Singapore, if I am not mistaken.

The biggest proposal is a 6-billion international port in Bais, but until now the project hasn't taken off. I guess authorities here wouldn't want a big port in Dumaguete as the port area here is mainly for tourism. I would rather see marinas rising in the boulevard area than a huge port built here.

I have been coming across news articles on the apparent rise of crimes in Dumaguete. As my wife and I are moving to Dumaguete next year, this is obviously a source of great concern for us. We chose Duma precisely because of it's image as gentle, low crime area... But is this not that case anymore? I read a blog by Village Idiot Savant (sp?) who claims that Duma is not what it used to be.
I know that there is crime everywhere. But here in Manila, we live in rather secure condo environment where it's virtually impossible for robbers to invade our home. In Duma, as we are planning to build our own house, we are concerned about break-ins and robbery (the VIS blog cits a house break-in confrontation)... We would not like to move all the way to Duma and live in an apartment/condo all out lives!
6 murders per 100,000 for a population of 10million vs population of 100,000 may be statistically same, but very different in reality, because in a 10million city, the murders tend to be confined to particular geography/demography. For a city of 100,000 like Dumaguete, this same statistics is disturbing because it affects the entire city.
Can someone shed some insider knowledge on the state of crimes?
I would like to note that I am not bring this topic up to downgrade Dumaguete. Rather, I just want to know the truth, so that people like me can make better decisions.

Still Dumaguete has the lowest crime rate in all of Philippines. As most people knew, Dumaguete is a fast growing city. Lots of things going on there. Lots of people from other parts of Philippines, Korea, China not to mention some foriegners who have already found their way to the city of gentle people. Some foreigners are paving their way to Dumaguete their future permanent home. As Dumaguete is famous for its derived word (bisayan) "dagit" means to capture or snatch because of its ambience, beauty and friendly people. Speaking of break-ins, this is not California or Chicago or Detroit and Florida. America's hoodlums are scary. If you guys are Americans you already knew it. By the way, I come from Dumaguete, almost everynight I talk to my sister. My husband and I are also planning to permanently reside in beautiful Dumaguete, in the very near future.

The aqua center is the only Olympic size swimming pool in the city, but there are also pools in the resorts. If you're lucky and well connected, many homes of affluent families here have their own private pools. I heard of swan Lake in the Daro area, and I guess they have a decent pool.

There are cheaper condos in the Daro-Claytown area usually with 2-bedroom units. These are usually occupied by foreigners such as Europeans and Asians.

I wouldn't deny that Dumaguete has crimes, but no less than President Arroyo herself declared that Dumaguete is still one of the most peaceful places in the Philippines.

I have to correct myself regarding an earlier post. The gantry that I saw in the private port in Bacong-Dauin border (as I was passing the area) belongs to a ship calling on the port, and not built in the port itself. But I would say that the port in that area is relatively modern.

The way its being done right now I guess is okay because too much exposure will cause ruin to the tourism collaterals that you have, such as what's happening in Boracay. If Bohol continues the way it is doing right now there's a big possibility they do irreversible damages to their tourism resources.

But I admit it, we are behind Bohol though Dumaguete and Negros Oriental has more tourist arrivals in the 80's and early 90's. It was starting in the early 90's that Bohol started promoting itself aggressively, and now we are playing catch up.

I'll tell you what happened to me at dumaguete just last week to help you make up your mind.

I had bought a new honda scooter as my "service vehicle" in dgte (everyone drives scooters in dgte). As I am wont to do on some days, I went to west portal mall, had a massage, checked my email, browsed at national bookstore.

I guess I spent 3 to 3-1/2 hours at the mall. when I decided it was time for dinner I went back to the parking area but alas I could not find my keys in my person. I searched frantically until the security guard approached me and asked if the motorcycle I was fussing about was mine.

It turns out I had left the keys in the ignition and the watch-your-car-boy there noticed this. since it took me so long to return to the bike, he turned over the key to the secutiry guard (the boy had to go home).

my scooter is practically brand new, with no license plate and has very low mileage. the kid could have sold it easily for what would be big bucks for him if he had decided to steal it.

if he was a manila watch-your-car-boy, I have no doubt he would have.

mabait ang mga tao sa dumaguete :)

and note that I'm not bisaya, I'm tagalog.

The aqua center is the only Olympic size swimming pool in the city, but there are also pools in the resorts. If you're lucky and well connected, many homes of affluent families here have their own private pools. I heard of swan Lake in the Daro area, and I guess they have a decent pool.

Tnx. Will check out the aqua center.

Does Dumaguete has Tourism Streetlighting like those in Roxas Boulevard in Manila?DOT ,i think has provided a funds for each city for this project as part of the tourism campaign countrywide.

I do hope that E-Jeeps will replace tricycles as Dumaguete main mode of public transport in the future.

^^ yeah. ur right. i would rather choose to have our boulevard with those spanish-inspired street lamps than replace it with those carnival looking gigantic lamps most places have coz it looks more costly and i think it sucks electricity big time.. having the lamps we have makes the blvd look more charming and romantic yet it does not waste so much power. its elegant, too.. i like how the boulvrd is lit. not too bright and not too dim.. it doesnt compete with the stars..;)

I totally agree with you both, however it is not necessarily to install it along Dumaguete Boulevard. There so many locations where it can be helpful like those in shopping centers area, public plazas, main streets or government offices. And besides it doesn't have to be those carnival gigantic electricity consuming lamps. There so many designs to choose from.It only depends on how your City Government decides on how this DOT funded project could be helpful in your city.

Besides, Silliman is already coined with Dumaguete, and I think that it would be best to be that way.

There have been so many national and international events / conventions that have taken place in the city. We already had the iTAX International Convention and the National Information Technology Confab. To follow next is the David Pomeranz concert, Pinoy Media Congress 2007, Philippine Association of Communication Educators Conference, and the International Billiards Tournament. All of these within 4-5 weeks! Coming up next:

============

Dumaguete to host international billiards tourney

A total of P3 million awaits the winners of the first 2007 Negros Oriental International Billiard Championship on November 14-17, 2007 at the Negros Oriental Convention Center in Dumaguete City.

The invitational, open event is being organized by the Negros Oriental Sports and Cultural Facilities Board of Management in cooperation with Negros Billiards Stable and Puyat Sports Center.

The tournament will be the first and the biggest international standard event to be held in the Visayas Region.

Organizers said a total field of 32 players would be composed of local and international superstars as well as up-and-coming qualifiers. There will be 20 seeded players leaving 12 slots available for both local and international talents.

It will feature prominent names in Philippine pool including reigning national champion Lee Vann Corteza, Hall of Famer and international superstar Efren "Bata" Reyes and reigning world pool champion Ronnie Alcano.

Also seeded in the event are influential and respected international cue artists such as 2001 world champion Mika Immomen and Taiwanese sensation Wu Chia Ching.

The Provincial Government, with the help of the private sector, acquired the rights to host the event that is also aimed at boosting efforts to promote Negros Oriental.

Sports Facilities Board of Management chairperson Glynda Descuatan said this is a great opportunity for the province to advance tourism, acquire investments, and push for a higher level of sports development. - Sun.Star

The Lamberto Macias Sports and Cultural Center in Dumaguete City will undergo major repair soon, Negros Oriental sports coordinator Ernesto Ravello said yesterday.

Ravello said the maple wood flooring of the 14-year-old facility needs repair. The materials estimated to cost P4 million will be purchased in the United States .

He added that they are processing documents for the repair as well as looking for fund sources.

The possibility of putting up a huge television screen was also discussed by Gov. Emilio Macias II but this will depend on the availability of funds, Ravello said.

Meanwhile, another Philippine Basketball Association game is being eyed at the sports center, after the match between Talk ‘n Text and Purefoods recently.

As mentioned by Nicko before, the Lamberto Macias Sports Complex will be renovated, possibly with the provision of airconditioning system this time. I was told that the airconditioning system will be configured in such a way that people using the complex can do away with it, maybe with windows that could be opened if people do not want to use the aircon.

Other developments:

1. The construction of the port terminal has finally began.
2. There is a nice boutique called "Mixed Berry" at the 2nd level of Portal West which is really nice and you could even say that this boutique is fit for an Ayala Mall. Yeah, Cell Workshop is really nice and more Ayala-ish ang dating.
3. There's nothing going on at the "JFT Center Mall" at this point in time. At the Robinsons Mall site, they have finished the rolling perimeter roads. Management promised to start construction of the main building by January next year.
4. The Sidlakang Negros Trade Center and International Showroom in Piapi is finally taking shape.
5. A friend of mine who is working for Convergys in Cebu confirmed that the company will expand in Dumaguete after their Bacolod site shall have opened.

HAYAHAY TREEHOUSE BAR and VIEWDECK, LAB-AS RESTAURANT, CHEZ ANDRE GOURMET PIZZA, HAVAIANAS, TIANGGE, CLUB EL CAMINO, BAREFOOT BISTRO

all situated in one area (more like Cebu's The Village) with Escano Beach just a stone's throw away.. party hub by the sea!

Lets start with HAYAHAY TREEHOUSE BAR and VIEWDECK, LAB-AS RESTAURANT

http://www.orientwind.com/samples/hayhay%20pics/labas_hayahay.jpg

Lab-as Seafood Restaurant has been around since 1988, and continues to live up to its name “lab-as” (Cebuano term of fresh, particularly pertaining to fish), serving the freshest of seafood, with live crabs, lobsters, prawns, oysters, choice of the fish, and other native dishes.

http://www.orientwind.com/samples/hayhay%20pics/lobster2.jpg

Hayahay Treehouse Bar & Viewdeck is a charming restobar by the sea, one of Dumaguete’s most popular nighlife hubs. Recently, it has started gaining repute for being the region’s premiere live music joint, with live gigs four nights, weekly. Monday nights are folk acoustic with Allan Cuevas, and rock acoustic with Akustring. On Reggae Wednesdays, Dumaguete’s homegrown reggae artist Enchi , plus guest ska bands, bring the house down with a reggae party. Friday nights are jazz nights with the Kakay & the Hayahay Project, and folk acoustic with Allan Cuevas. Saturday nights are alternative rock, with Last Train, Bored of Trustees and Frying Nemo.

http://www.orientwind.com/samples/hayhay%20pics/horns%20action2.jpg

At the south end of Hayahay is the popular Chez Andre Gourmet Pizza that serves excellent pizzas with freshly baked crust, and fresh toppings. Favorites include the tasty Italiano, thick-crust Chicago and the all-toppings “Andreas Fave”.

http://www.orientwind.com/samples/hayhay%20pics/hayahay%20tiangge.jpg

A small shop, Tiangge, as aptly named, sells all kinds of beach stuff, from board shorts, bikinis, funky sunglasses to second-hand surfboards and skimboards, and the essential wear in this seaside university town—flip flops. An authorized dealer of the Brazilian-made, Havaianas, the shop carries a wide array of flip-flops from the flat ‘everyday-wear ’kind to the more stylish ‘high’ ones that come in different colors and designs, with new styles every month

Int'l 9-ball tourney set in Dumaguete
Efren “Bata” Reyes, ousted in the round of 64 of the World Pool Championships Wednesday night, leads a star-studded field in the Negros Oriental International 9-Ball Championships that unfolds Nov. 14 at the Dumaguete Convention Center in Dumaguete City .

Jointly organized by Negros Billiard Stable and Puyat Sports, the four day event offers a total pot prize of $61,400 with the champion taking away $20,000 while the runner-up gets $10,000. The losing semi-finalist each receives $5,000, a press release from organizers said.

"I'll try to make up for my loss in the WPC in Dumaguete," said Reyes, who has only collected half of the $500,000 purse --- considered the richest prize in pool --- for ruling the International Pool Tour World 8-Ball crown last year.

Joining Reyes in the main draw are fellow seeded players Francisco" Django" Bustamante, Alex Pagulayan, Ronato Alcano, Dennis Orcollo, Warren Kiamco, Lee Vann Corteza and Bacoleño Ramil Gallego.

Also seeing action are Wu Chia Chiang and Yang Ching-shun of Taiwan, Johnny Archer and Corey Deuel of the United States, Kunihiko Takahashi and Satoshi Kawabata of Japan, Mika Immonen of Finland and Ralf Souquet and Thorsten Hohman of Germany.

Ish Caparras, Puyat Sports Events manager, said the last qualifying event for the international tournament is set Nov. 12-13 at the Dumaguete Convention Center , where four slots will be up for grabs.

Dumaguete declared most child-friendly city in central Visayas
by Rachelle M. Nessia

Cebu City (9 November) -- This city was once again declared as the Most Child-Friendly City in Region 7.

This is the third time that the city has won the Presidential Search for the Child-Friendly Municipalities and Cities in the region in three consecutive years.

Dumaguete got the highest score among the local government units (LGUs) that participated in the said search under the component/independent city category conducted by the Regional Sub-Committee for the Welfare of Children (RSCWC).

According to City Information Officer Andrey Noel A. Tumulak, a full committee meeting on the month of September this year at the Department of Social Welfare and Development Regional Field Office VII in Cebu City hailed Dumaguete as the regional winner.

City Social Welfare & Development Officer Marina C. Mendoza and City Health Officer Dr. Ma. Sarah B. Talla received the child friendly seal and a plaque of appreciation in behalf of the city government on Nov. 8 at the Ayala Activity Center, Cebu City.

As regional winner, the city will receive a cash prize of P50,000.

The RSCWC is set to nominate Dumaguete to the National Awards Committee to compete at the national level against regional winners in the Component/Independent City Category.

Other winners include Cebu City for Highly Urbanized City Category; Inabanga, Bohol for 1 st - 3rd Class Municipality Category and Pilar, Cebu for the 4th - 6th Class Municipality Category. (PIA/RMN)

I am confused.
Negros Oriental or Oriental Negros????!!! Both correct??
Can someone give me a definitive answer?
Like many things in Philippines, ambiguity seems to apply here as well.
But I call myself Johnny, not Jackie.
Soooo...what is the correct name of the certain province in Philippines where Dumaguete happens to be a city of?

i guess both can be correct. back when mr arnaiz was the governor, he promoted the province with the name of Oriental Negros since there were so many people who gets confused on which part is oriental or occidental.. one of those is our beloved president gma. on one of her visits here, she had mistakenly addressed the province as Negros Occidental.. of course, she ddnt mean it.. i believe its a common mistake made esp those not coming from the provnce.. thats why mr arnaiz decided to have the province named ORIENTAL NEGROS.. simply by switching the two words, he believes the common mistake people make will be lessened and i think it worked. Now, its not anymore mr arnaiz sits as the governor. its now mr macias, which he believes naming the province back to NEGROS ORIENTAL will gve some sort of recognition to the guys who originally named the province decades ago.. changing it changes the history and all those things that i do not really know.. anyway, the original name is Negros Oriental.. wew.. thats the story..

ok now you have successfully confused me.
So, you are saying BOTH are correct? It doesnt matter which is used?
Or Oriental Negros is wrong because there is a new governor?
Talk about confused constituents!

I have just visited Dumaguete on my scout trip to look at some apartments.
The lamps on Rizal are lovely and line the entire blvd. Please don't change them into Manila's christmas street lamps on Baywalk.
And I really don't think we need Robinsons. The various shops together cater plenty to folks. We just need a few more upscale (family friendly perhaps?) restos/cafes/bars along the blvd.
I really think Dumaguete is for me.

But if Robinsons finally get it's act together and open, I will be the first in line to its movie theatre!
