Same case with Surigao City, they had traffic lights in most of the junctions but the city gov't decided to shut them off some few years ago coz there's no need. Wala pa gyud this time...hehehe. Fernando Martinez, Action Officer of the Negros Oriental Drugs Abuse Prevention Council, said that the city receives its illegal drugs supply from Ozamiz City, Cebu City, Manila and even Siquijor. “Mayors and law enforcement agencies of other cities and towns here categorically denied that some of the supply of illegal drugs comes from Bacolod City in the Occidental side of Negros Island,” stressed Martinez. However, he declares that the prevalence of illegal drugs in the province remains “very minimal” and that there are no “illegal drugs laboratories, drug syndicates and big financiers, only big time pushers.” Carmencita Dipaling of the Provincial Prosecutors Office reports that no cases of illegal drugs have been filed from January to May this year indicative that the local policemen in the towns and cities have not arrested any person involved in the illegal drugs trade except occasional seizure of the illegal substance. In Dumaguete City, SP03 Douglas Ferrer of the Philippine Drugs Enforcement Agency said that seven offenders, all small time pushers, were arrested for the month of April and four others this month. Catalina in southern Negros Oriental is putting up a dormitory for at least 24 scholars who will take up different college courses at the Negros Oriental State University. Mayor Ruben Melodia said the local government has already allocated P400,000 for its scholarship program to cover the 24 beneficiaries, who had graduated from secondary school at the Avocado Elementary and High School in Sitio Avocado, Barangay Talalak. The mayor said the initial arrangement with the NORSU was to send college teachers to Sitio Avocado, but due to security threat brought about by the insurgency, the scholars have to come down to the town proper where the NORSU-Sta. Catalina campus is located. Melodia said the scholars do not have a place to stay in while attending college, so the local government is building a dormitory for them. He said it will be a “bayanihan” project where the local government, the parents and the Philippine Army will be involved in putting it up. The uncertainty stems from the fact that this callcenter is unnamed. Well, rumors has it that Convergys is coming, and I believe they are seriously considering Dumaguete since we have the manpower. I believe if they put in Bacolod we can also support a big company like that. In fact SPi business is more complicated than the jobs in Convergys because a BPO (editing, etc.) company is in a higher ladder in the BPO industry than callcenters which are in the lowest rung in the ladder. If I am not mistaken SanParq is only 4 storeys. This building is four storey plus mezzanine, which makes it five storeys. SESTOSO GUIHULNGAN, Negros Oriental- The Sangguniang Panglalawigan has outrightly junked this town’s annual investment plan because of some questions relative to its formulation and doubtful sources of funds. This was revaeled by 2nd District Boardmember Saleto Erames and 1st District Boardmember Napoleon Villegas in separate interviews with the members of the media recently. In the same vein, Capitol budget officer Marichu Alpuerto in her observation pointed out that the investment plan contains budgets intended for personnel services which she said is not allowed under existing guidelines. Alpuerto cited Section 4.0, series of 2005 of the joint circular of both the Department of Interior and Local Government and the Department of Budget and Management where appropriations for development projects shall not include items for personal services. The annual investment plan is principally authored by town councilor Simplicio “Petiong” Mijares and assisted by councilors Carmen Rivera and Alfredo Javier. The trio forms the Committee on Finance and are political allies of Mayor Reyes. This town’s investment plan carries a budget of more than P 127 million pesos. What alarms the boardmembers is that this town’s legislators pegged their Internal Revenue Allotment (IRA) estimate at P278 million pesos which they believe is non achievable. Boardmember Villegas said that with the recent decision of the Supreme Court reverting Guihulngan to a town after enjoying a short stint as a city will put to a question their IRA estimate. The estimate was contained in a separate allocation for various projects supposedly taking 20 percent of that estimate which amounted to not less than P56 million pesos. “We even continue to doubt the local leadership when it continues to carry the name of a city when in fact they are already going back to a town status” emphasizes Villegas in a separate interview with the members of the media. Labor Employment Officer III Kenrick Villaluz of the Department of Labor and Employment (DOLE) said that more than 1,000 overseas employment opportunities will be opened during the jobs fair. Local job vacancies from SPI and Robinsons will also join government agencies in hiring workers through the Comprehensive Livelihood and Emergency Employment Program (CLEEP), Villaluz said. The DOLE expects placement agencies to accept both professionals and skilled workers which are in demand abroad, thus, job seekers in Negros Oriental are encouraged to take the opportunity to avail of the job offers directly to the workers. Dean Teresita Sinda of the Silliman University College of Nursing claims that all nursing schools in this university town are experiencing low enrollment mainly because the demand of nurses abroad has also slowed down significantly. In fact, New Zealand has stopped hiring Filipino nurses. Assistant City Schools Division Superintendent Dr. Emigdio Omictin said that currently there are only 12,000 pupils enrolled in elementary and 4,000 in the high school. In contrast, there were 13,000 elementary and 5, 700 high school enrollees in 2008-2009. However, Department of Education officials are confident that the number will increase as public schools will continue to accept enrollees. I am a strong supporter for charter change. I used to be an advocate for charter change and I still am now. I have debated a lot of people about it a few years ago on the defunct forums like tagadgte.com and sillimanians.com. I am a firm believer that for this nation to improve in leaps and bounds, we must rectify our constitution. The big but about this is how these congressmen have handled this issue. One should not be naive enough to sense the ulterior motive behind the hasty proceedings in the passing of this bill. If an ordinary bill would take 2 Houses to pass into law, how much more for a constitutional amendment when all the laws of the land will be based upon it. If we are going to change our constitution, it should be done through Constitutional Convention and not through Constituent Assembly. If ever it will be done through the latter's way, expect these representatives to eat its own pie, bloat its belly, all at the people's expense. Expect its own interest to be at the forefront when making these amendments. When one can observe on how truth is being suppress these days, when lies and grip of power are bywords, and the thickest of thick faces hardened by calluses of greed and corruption are already immune of the people's criticisms then I would certainly have no doubt that such charter change would just be a circus of mockeries. But mind you, consistent with the thrust of ePLDT to provide world class workplaces to its workers, these bodegas will be nice once renovation is finished. I have seen the of the video of eVentus sites and their interiors, and they are all world class and comparable to our Teletech site here. The bodegas all have high ceilings, but I don't know if they will be made into two levels, or one level with mezzanine. Anyway, as you can see, The Court Sports Club is nice, so more or less, the eVentus work place might be nicer... Residents suggested that the government should build a concrete dike to ensure the safety of the residents in the town during a barangay assembly attended by around 100 residents of Barangay Poblacion 4, Datag ang Caticugan in Sitio Pilapil of Barangay Caticugan in Siaton. Representatives from the National Irrigation Administration, Environment and Natural Resources Division and Sanguniang Bayan Member Alfe Salome Lagos were at the assembly. The ENRD team headed by Ruperto Badon was conducting a survey of the proposed rechanneling and dredging project of Siaton River, but the residents asked them to stop, saying they were not consulted on the project. Ricardo Radoc, president of the Caticugan Farmers Association, Incorporated said residents should be consulted because of their bad experiences with the rechanneling project before. They also fear that because of the rechanneling and dredging project, the NIA dam located over 1.3 kilometers away might be affected. Radoc said the Irrigation Dam is currently used to irrigate around 81 hectares of rice field in Barangay Caticugan alone. Another resident of Barangay Caticugan, Regina Panoy, said that during the previous floodings, majority of the agricultural areas were damaged by Siaton river. It even damaged some portion of the access road going to Barangay Caticugan which also connects to Lake Balanan, she claimed. She also alleged that the quarrying operation in the river has caused the too much destruction of the agricultural areas and flooding of the Poblacion barangays. Provincial Environment and Natural Resources Officer Oscar Magallones said the project covers around 590 hectares of upland reforestation and agro forestry and about 30 hectares of mangrove rehabilitation. He said the project will be awarded to families in areas with Community-Based Forest Management Agreement within the watershed in the municipalities of Ayungon, Tayasan, Bindoy, Manjuyod, Sibulan, Basay, Valencia and two other towns which is still to be identified and Bais City. Magallones said the project will be awarded to individual families with a maximum area of one hectare each. He added that the DENR will pay P15,000 for a hectare of reforestation and P32,000 per hectare for agro forestry. For mangrove rehabilitation, each hectare will cost P11,000. But he said the amount is only for site preparation, seedlings and planting. Magallones also said each contractor is required to have a 95 percent survival rate of trees planted in order that he will be fully paid, saying, that a 10 percent retention of the contract will be withheld until the project is turned over to the DENR. Mayor Gonzales said that aside from the German firm, the regional office of the Department of Trade and Industry also lends its hands on the project. Mayor Gonzales said that primarily the project is a private sector promotion program which aims to improve the business and investment climate of the town targeting small and medium enterprises. "We want to make the Internet more ubiquitous and pervasive for all Filipinos. For as low as P795 a month, consumers can now have high-speed wireless broadband Internet access in areas where Internet penetration has been difficult," she said in a press conference. Unlike Wi-Fi services that only provide lower bandwidth applications such as e-mail and basic browsing, WiMAX can provide speeds of up to 1 Mbps which is 33 percent faster than commercially available Wi-Fi services. It is the overflow between Lower Cantil-e, and lower Talay. They are putting a box culvert in the road. The original road goes to the far right, but this culvert must be 30 - 40 meters long. Theland to the left has been emptied, and is the area I am anticipating the Dumaguete Diversion Road is being developed. This appears to definitely preparing for the future wide road. At last!
