Canlaon identifies site for evacuation

The Canlaon City government in Negros Oriental has identified a possible evacuation center for residents of Barangay Budlasan, after findings of experts showed that the area is now highly vulnerable to landslides as indicated by cracks in the land and slopes in the mountain portion.

Canlaon is about 165 kilometers northwest of Dumaguete City.

Vice Mayor Jimmy Clerigo said Friday that residents of Budlasan will be evacuated to Sitio Pinamintigan of the same barangay, if something wrong happens.

“We have also started purchasing items to be consumed by our residents who might be relocated,” Clerigo said.

Provincial Environment and Natural Resources officer Oscar Magallones, quoting Budlasan Barangay Captain Rolly Cabunillas, said Budlasan is inhabited by 110 families.

Early last week, Magallones and Mines and Geosciences Bureau geologist Editha Amiscaray, who is assigned at the PENRO, recommended the immediate setting up of an evacuation site for Budlasan residents, since a landslide becomes highly possible due to a huge fissure and minor cracks.

Amiscaray, Magallones and other PENRO personnel, National Irrigation Administration, Barangay Cabunillas and employees of Canlaon, inspected the area last week, and found a 200 meter fissure on the side of the mountain , about 10 meters below the highest point, “with vertical displacement of one-half meter.”*RA

NORSU student 3 rd placer in criminology board exam

A student of Negros Oriental State University ranked third in the Criminology National Board Examination given September 21 to 23 this year.

Dan Jerome Saycon Barrera had a score of 90.20 percent, while a graduate of Jose Rizal Memorial College in Dipolog got 91.15 percent, and a student from Naga College Foundation, 90.35 percent.

Barrera graduated cum laude in B.S. Criminology in March 2009 from the NORSU System's satellite campus in Bais City .

NORSU president Dr. Henry Sojor said the recent criminology board examination has produced 71 new licensed criminologists for the state university. Those who took the test in September were from the NORSU satellite campuses of Guihulngan, Bais City, Siaton, and Bayawan-Santa Catalina.

Criminology graduates from the main campus in Dumaguete City took the board exam in April this year.

Of the 10 topnotchers nationwide, two are from Central Visayas, three from Mindanao and five from Luzon.*RG

yeah!!! nice thread...but wait!!! does Buglasan and Masskara held same time of the Year? sana nilagyan ng konting gap para naman people from masskara will get the chance to enjoy buglasan or vice versa :)

Buglasan was used to be a 3-week celebration but now I think they have shortened it to a week. If I'm not mistaken Masskara is slightly one week ahead than Buglasan.

2006 BUGLASAN FESTIVAL BOOTHS

The Buglasan Booths were used to be set-up infront of the Provincial Capitol and each was represented by the towns of Negros Oriental. The booths were replicas for each town's famous tourists destination. It was so grand and extravagant that some booths could even cost more than P1million to construct. Since then, the booths were now transferred to its permanent location near the Provincial Hospital and is now called the Sidlakang Negros Village. The booths were now replaced with cottages representing each town.

Hi Dumaguete!

After long, long trip from Bacolod (Grabe, 7 hours!) I finally went to Dumaguete last October 19. I rode a Ceres bus and It was a great experience. My initial itinerary is to visit ePLDT Ventus site. I love to see the site there. And after that, travel naman within the city. I enjoyed it but in the afternoon, I have to be back in Bacolod kasi naiwan ko kasi ang mga kasamahan ko don. :)

I'll post pics soon! Abangan niyo na lang! :)

2008 Sidlakang Negros Village

These are some of the pictures I took on last year's Buglasan Festival at the Sidlakang Negros Village. This will be the permanent site of Buglasan. Although it is a far cry compared to the grandeur of the booths on the previous years, but it offers amenities that were not there before like the Sidlakang Negros Village Auditorium which regularly stages cultural performances and the Provincial Tourism Office which also regularly hold exhibits, plus minimizing the cost in constructing expensive booths that would have then be dismantled right after the festival. I must admit though that the cottages still needs a lot of improvement to bring back its old glory.

LTO to implement RFID

The Land Transportation Office in Dumaguete City will implement the Radio Frequency Identification System starting next month, local LTO chief Roland Ramos said yesterday.

During the regular session of the Sangguniang Panlungsod recently, he said that the RFID system uses chips that will track the whereabouts of vehicles. The chip contains vital information on the vehicle, such as certificate of registration number, plate number, chassis and engine numbers, he added.

The chip will be installed by LTO-taggers in the windshield of four-wheeled vehicles and in the tank of motorcycles.

Ang istorya sa likod ng Radio Frequency IDentification (RFID) scam

Noong 2007, ang kontrata ng STRADCOM sa computerization ng LTO ay nagtapos
na. Subalit dahil nakasaad sa kontrata na "HAWAK NILA SA LEEG" ang LTO,
dahil sa pagtatapos ng kanilang kontrata ay dadalhin nila ang mga computer
hardware at software, at ang ititira ay ang DATA lamang, nanatili ang
STRADCOM sa LTO. Patuloy sa paninigil ng COMPUTER FEE kahit na ang DATA
ng bawat sasakyan ay naka-encode na at wala ng dapat pang i-build up o
i-data entry. Patuloy ang pagkulekta ng STRADCOM ng bayad, dahil walang
kumukwestiyon, sa ilalim ng ilong ng mga motorista.

Sa kabila nito, ang pamunuan ng DOTC at ng LTO ay humingi ng mas malaking
"PARTE", ibig sabihin, patong, lagay, kickback, etc, dahil nga naman,
tubong lugaw na ang STRADCOM dahil dapat tanggal na nga sila. Syempre pa,
medyo nagpakipot ang pamunuan ng STRADCOM at nagmungkahi na magdagdag na
lang ng mga singilin sa motorista dahil anila, mga bobo naman at hindi
aangal. Kung may aangal man, kokonti lang dahil gaano na lang ba ang
sisingilin eh minsanan lang naman ang bayaran isang taon. At anila, may
pera ang mga motorista dahil naka-sasakyan nga. Dito na ipinatawag ng
STRADCOM ang kanilang mga "money making" thinktank upang umisip ng mga
paraan kung paano pa makaka-kolekta ng dagdag kita upang lalo pa silang
magkamal ng salapi.

unang pinalusot ay ang tinatawag na INTER-CONNECTION FEE daw. ito ay
karagdagang P70.00 pesos kapag ikaw ay nagpa-smoke belching test. Napansin
ba ninyo, bukod sa P350.00, eh may naka staple pang resibo na P70.00? Me
narinig ba kayong angal? me umapila ba? wala di ba. e ano nga ba yung
P70.00 peso eh naka Honda CITY ka naman. chicken feed!!!

YUN ANG BASIS NG STRADCOM, walang aangal dahil barya lang ang sinisingil
nila. Naunawaan nyo ba kung ano yung inter-connection fee? Malay mo nga
naman diba, nadale na kayo dun pero okay lang kayo kasi nga P70.00 lang.

Teka, 8 million registered vehicle X 70.00 = 560 million pesos na walang
kahirap hirap. KADA TAON HA. Malaki din pala nadudugas namin sa inyo.
Aangal na ba kayo?

Pero dahil mga buwaya nga, talagang walang kabusugan. Kaya pinulong ulit
ng mga hunghang ang mga evil brains para utusan na, "Pigain na natin ng
husto ang mga bobong motorista, bayad naman ng bayad eh". At dito na
ipinanganak ang unang plano na "Car info sticker" kung saan didikitan ng
sticker ang mga sasakyan, nakalagay dito ang mga detalye na makikita din
naman sa "Certificate of Registration" o "CR", at sisingilin nila ng
P300.00 yung sticker. Di syempre sangkatutak na angal ang inabot nila.
Napigilan ito, hindi napatupad. Bulilyaso! eh kasi nga walang bahid High
Tech. Mantakin mo nga naman na sticker lang tapos ang impormasyon eh nasa
CR na din, hindi umubra. Ipa-photocopy (reduced) na lang yung CR at idikit
sa windshield, sabi ng mga pilosopo kaya na-abort yung evil plan number 1.

Pero hindi agad susuko ang evil brains ng STRADCOM, kailangang magmadali
dahil dapat magkapera at ma-implement ng October. Na browse sa internet
ng mga IT gurus ang tungkol sa RFID, at iminungkahi agad kahit na hindi
pang vehicle talaga. Napagkasunduang, pwede, at inaprubahan agad. Ang
siste, ang lalamanin lang ding impormasyon nito ay kung ano ang nakalagay
sa CR, pero, may bahid high tech na, kasi R.F.I.D. na. Naintindihan nyo
ba ibig sabihin ng RFID? Basahin nyo na lang sa last part.

tatlong klase ang pwedeng gamit ng RFID:
1. sa simpleng paliwanag, parang tag lang ito, barcode or product code.
na ang corresponding data or information ay mare-retrieve mo sa main
computer gamit ang isang reader or scanner.
2. o kung ito ay may microchip, pwedeng mag store ng data dito at
marere-trieve din ang data gamit ang isang reader.
3. at ang pinaka delikado sa lahat, na maaring gamitin laban sa mga
motorista, PWEDE KANG I-TRACK ng ahensiya. RFID ang gamit sa mga producto
sa mga dept stores na medyo mahal ang item at RFID din ang gamit sa mga
cargo ng freight services.

pero may pakinabang ba talaga tayo sa RFID kung ito ay gagamitin sa mga
sasakyan? WALA. ang tunay na gamit ng RFID ay para sa PRODUCT TAGGING,
INVENTORY, AT TRACKING. Sa mga producto para ma-track mo kung nasaan na
yung location dahil kada daan nito sa isang area, nababasa ng reader ang
RFID at alam na dumaan na ito. Maaaring naglalaman din ito ng info kung
sino ang manufacturer, kung ano ang laman, timbang at kung saan ang
destinasyon, dahil nakalagay na ito sa RFID o sa main database.

Alam ninyo, may malaking blunder ang kompanya namin dito eh, ang STRADCOM,
dahil nag-implement kami ng information via TEXT lang kung saan ite-text
nyo lang ang plate number, makukuha na information ng isang vehicle. Eh,
imomodify lang namin yung info na binibigay ng TEXT project namin, at
bigyan exclusivity sa mga enforcers lang ng LTO, nagawa na agad ang
gustong gawin ng RFID System.

Di ko na nga lang masikmura ang kagarapalan ng mga amo namin na sobrang
magpayaman samantalang kami ang tumatrabaho eh nangungupahan pa din kami
ng bahay. Anak ng toklang, ibuking ko na lang di ba.

Eto itanong ninyo sa STRADCOM para mabuliyaso sila.

Bakit kelangan ng i-implement ngayong October?
1-kasi pinipiga sila ng isang mataas na opisyal ng LTO na tatakbo sa
darating na halalan.
2-Kasi kung mapalusot nila ng October, tahimik ang november at December,
pag dating ng January parang may basbas na dahil nga nasimulan na ng
October. at dapat mag start na ngayong October, kasi pag sa January mag
start, titirahin ng mga pulitiko, at baka tamaan pa ng ban.

Pag naka RFID ba, di na kelangan magpa stencil at magpa smoke belching pag
magpapa rehistro?
Kelangan pa din. Ano yung sinasabi nilang mapapabilis na rehistro? For
your info walang mase-save na time sa pagpapa-rehistro ninyo. same
procedure.

^^ Compared to when it was still held in the capitol grounds, the Sidlakang Negros Village, as what Miguel said, "a far cry compared to the grandeur of the booths on the previous years" and I agree to that 101%. That's why when I visited the place, i was not able to help but compare. So instead of maaliw ako, i got disappointed.

But in fairness, compared to last year, this year's booths and the Buglasan itself is better. Events are better and bigger. It's the first time that there are night shows sponsored by major corporations such as ABS cBN and GMA. But I agree, it is still not at par with previous Buglasans.

Well, we can expect the Sidlakang Village to get better each year as LGUs and the Province will not have to tear down the booths unlike before. They could focus on beautifying it and making the area into a park or a shopping complex, or an activity area where tourists could go.

Regulation of meat shops proposed

Complaints raised by an association of meat vendors against the proliferation of meatshops outside the Dumaguete City public market have led to a proposal for an ordinance regulating the operation of meatshops and what qualifies a meatshop to promote public safety and public health.

Association president, Rogelio Macion, recently called for amendments of an existing ordinance that will prohibit the selling of meat outside the market.

There is no regulation now on the operation of meatshops, while strict regulation is imposed on the sale of meat and fish to ensure that they are fit for human consumption.

The complaint said there is no assurance that a double dead meat will not be sold in meatshops, in the absence of quality control and regulation, unlike at the public market where only meat coming from the slaughterhouse is sold.*JG

City to reduce ‘light up' funding

Funding requirements for the project called “Light up” in Dumaguete City was drastically reduced from P1.890 million to P700,000 to save on costs.

The initial estimated cost as proposed by the light-up committee was P990,000 for the parols and lanterns at the Boulevard area, and another P900,000 for the Quezon Park.


This was, however, disapproved by Mayor Agustin Perdices who reportedly found it to be too much for the city government.

He said he wanted to make use of last year's lanterns and other reusable items, like the small stars.

Division superintendent Dr. Tessie Lim of the Dumaguete-Department of Education appeared before the Sangguniang Panlungsod to report that last year, DepEd was tasked by the city to make 3,000 small stars and it is almost done with 6,000 stars for this year's “light-up.”

Lim added the children would love to see their work and would appreciate it very much when the stars are hanged in the acacia trees of the venues.

Grades 4, 5, 6 pupils and some high school students in public schools of the city made the parols and lanterns. A lantern costs P150 including the socket, the bulb and the cover.*JG

About 80 participants, composed mostly of local chief executives in the country, will convene for the Regional Capacity Development Learning Event in Silliman University , Dumaguete City on October 26 to 28 on the theme “Improving LGU Performance through Local Capacity Innovations and Incentive Mechanisms.”


It is organized by the Galing Pook , in partnership with the United Nations Development Programme ( Philippines and Bangkok ) and the SNV Netherlands Development Organization. It is co-sponsored by Silliman University and the Negros Oriental government.

The event has two parts: a learning-sharing workshop on October 26 and 27, and an on-site learning visit to various LGU exemplars in the province.

Participants, including those from Indonesia, Sri Lanka and India, are hoped to share and learn from innovative approaches on incentive mechanisms in internal governance systems, which enable local governments to perform their functions and meet their objectives.

The last day will be spent in parts of Dumaguete and the municipality of Dauin where participants will have a first-hand view of program implementation and exchange lessons and ideas through on-ground interaction with program implementers and beneficiaries.

Expected to attend from UNDP are UN resident coordinator Badcock, Philippines country director Renaud Meyer and Regional Center Bangkok Capacity Development team leader Dipa Bagai.*RG

Implemented by the Probe Media Foundation Inc., in cooperation with the United Nations Children's Fund, the youth summit aims to help young media practitioners broaden their understanding of children's rights issues and enhance their journalism skills.

The participants are Eliora Eunice Bernedo and Ebony-Arianne Lautner for photojournalism, Mary Grace Nidoy and Emarrah Contessa Sarreal (print/newsletter production), April Joyce Aquino and Alton Jave Tenorio (radio production) and Kathyrine Mercado and Hannah Leah Pa-a (video production), the press release said.

‘River re-channeling, needs Capitol funds'

Siaton Mayor Vincent Emil Arbolado has challenged the Negros Oriental government to allocate funds for priority projects such as the rechanneling of the Siaton River, rather than for tourism development projects.

The town has a P1.2 million calamity fund to be used for the rechanneling and relief operations for calamity victims, he said.

Arbolado, however, said the amount is not enough to re-channel the entire stretch of Siaton River , which is possible only if the province gives a counterpart fund.

There is a need to prioritize the giving of assistance to critical areas that the Siaton River traverses, like Barangay Poblacion 4 and Datag, he said. He suggested that part of the budget for tourism development be re-aligned to rechanneling the river.

The budget allocated for the development of Balanan Lake can be used for the rechanneling. The municipality had also minimized the spending of funds for other important projects, Arbolado said.

Earlier, Gov. Emilio Macias II said the provincial government has not allocated funds for the rechanneling of rivers in Negros Oriental. The project requires a huge budget and use of heavy equipment, he said, adding that at present, all heavy equipment of the province are being used in the ongoing farm-to-market roads in the hinterland barangays.

The lack of financial resources is reported to be one reason why the province utilized private contractors to undertake the rechanneling of some rivers, including Okoy in Sibulan, and those in Tanjay and Jimalalud.

Macias said private contractors will be allowed to haul excess aggregates in exchange for their services for the clearing of the river channel, boulder dike, and both sides of the river bank. The boulders will help prevent floodwater from overflowing, especially during bad weather.

Arbolado also said he will continue to oppose the rechanneling project undertaken through a private contractor, as it will never serve the real purpose of true rechanneling, but, rather will be more on quarrying.

The municipal government is interested in undertaking the rechanneling, because it can utilize the aggregates for the continuing farm to market road concreting, he added.

He said private contractors will always have vested interests in the aggregates, especially because they have first class aggregates in the country. Arbolado said he is afraid that if they continue to allow private contractors to quarry, it might result in the massive destruction of the Siaton River .*MA

DPWH opens roads

The Department of Public Works and Highways in Dumaguete City has assured that road areas undergoing concreting will be open during the celebration of the Buglasan Festival of Festivals.

Edna Ravelo, Chief of the DPWH Planning and Design, said the public may use the four road sections in the city, which have been partially closed due to the road concreting work.

These are the Dumaguete North Road (along the city limit); airport road from Silliman University to the SU Farm; Real Street from PNB up to Robinson's; and the Dumaguete South Road specifically Perdices Street, going to the city limit in the south.

Ravelo said the road projects, including the converting and construction that cost of P143 million, are expected to be completed in time for the Dumaguete City fiesta celebration.*RG

The National Statistics Office in Negros Oriental and Siquijor are observing the 20th National Statistics Month on the theme “Enhancing Security Sector Statistics for Good Governance, Peace and Sustainable Development,” this month.

The annual statistical event, spearheaded by agencies under the Philippine Statistical System, is hosted this year by the Department of National Defense and focuses on the security sector.

The program includes presentations on security sector statistics by the DND; measuring peace in the community by the Office of the Presidential Adviser on the Peace Process; and launching of the NSCB Inter-agency Committee on Security Sectors Statistics.

The IAC-SSS will conduct a forum on how to improve security sector statistics in the country, including a disaster management information system that can prepare Filipinos to cope better with the devastation caused by natural disasters.

The Business Process Outsorcing (BPO) industry has continued to lead Dumaguete's economic growth, which businessmen have pegged between 25-30 percent every year.

Manuel Sagarbarria, president of the Negros Oriental Chamber of Commerce and Industry (NOCCI), said the BPOs contribute at least P20 million a month to the Dumaguete economy in salaries alone.

"This is new money coming in each month," Sagarbarria said.

Sagarbarria said that the opening of Robinsons mall in Dumaguete next month would generate another 4000 jobs.

Javier Fortunato Jr., DTI provincial director for Negros Oriental said the money that is brought in by BPO is stretched further because of the indirect jobs that the workers spend their money on like trasportation, food, housing, etc. "There is a multiplier effect of three for every three IT (Information Technology) job," Fortunato said.

"People need to appreciate the education industry here. There isn't a single centavo that is circulating in Dumaguete today that is not traceable to a school., former Islacom President Frederick Dael said, adding that Dumaguete has a per capita income four times the national average.

Dumaguete City — The business process outsourcing (BPO) industry continues to propel Dumaguete's economy, contributing at least P20 million a month in salaries, the head of the provincial chamber of commerce said.

The province also hosts a number of smaller BPO companies such as EntheosIT, which specializes in architectural designs, website development and animation.

Javier Fortunato Jr., director of the Department of Trade and Industry's provincial office, noted in a separate interview that the money brought in through the BPOs also helps create more jobs and livelihood since the workers spend their money, among other things, on transportation, food and housing.

“There is a multiplier effect of three for every IT job,” Fortunato said.

However, other Dumaguete businessmen, such as former Isla Communications president Fred Dael, said the multiplier could be more.

“We place the multiplier at 16. There are many jobs that these BPO workers support, which stretches the money further,” Dael said.

Dael attributed the booming BPO industry in Negros Oriental to the talent pool generated by Silliman University, Foundation University, St. Paul University, Negros Oriental State University and seven other colleges in Dumaguete. /INQUIRER

Negros Oriental officials welcome EDC subsidiary as new operators of Palinpinon geothermal power plants

DUMAGUETE CITY, Oct. 26 (PNA) –Officials of Negros Oriental on Monday lauded the entry of Green Core Geothermal, Inc. (GCGI) as the new operators of the 192.5-megawatt (MW) Palinpinon geothermal power plants in Valencia, Negros Oriental.

GCGI officially assumed Monday operations of the geothermal power plants in Palinpinon, Valencia and in Tongonan, Leyte.

Rep. George Arnaiz of the 2nd district, Rep. Jocelyn Limkaichong of the 1st district, and Valencia Mayor Rodolfo Gonzalez, Jr. expressed optimism that Green Core will be capable of taking over the geothermal power plants that the National Power Corporation used to operate.

They are also hopeful that with GCGI now taking over the geothermal power plants at both sites, the projected power deficit in the Visayas grid shall be addressed.

In his message, GCGI president Paul Aquino said the acquisition of NPC’s geothermal power plants “fully integrates the value chain of EDC’s geothermal business from steam production to power generation.”

“And with the industry leaning more towards clean energy, EDC, with its 33-year head start in the geothermal business, is well positioned to address the supply shortage in the Visayas grid by providing cheaper and green power,” he added.

GCGI, a subsidiary of the Energy Development Corporation (EDC), assumed operations of the Palinpinon plants and the 112.5-MW geothermal power plant in Tongonan, Leyte during a simultaneous turnover ceremony in both sites and in Metro Manila.

EDC operates the Southern Negros Geothermal Production Field and the Leyte Geothermal Production Field.

Green Core had acquired the Tongonan and Palinpinon geothermal power plants after successfully completing the conditions and requirements stipulated in the Asset Purchase Agreement set by the Power Sector Assets and Liabilities Management Corporation (PSALM).

GCGI acquired the two plants in an auction conducted by PSALM last September 2 when it submitted the highest complying financial bid.

During Monday’s simulcast coverage of the turn-over ceremonies, GCGI handed checks amounting to some P3.9 billion representing 40 percent of the purchase price of the two geothermal power plants.

The ceremonies were also marked by the changing of the corporate flags, with the NPC flag being lowered and the GCGI flag being hoisted.

An unveiling of the geothermal logo and marker and symbolic turnover of keys at both sites were also held.

Also gracing the ceremony in Valencia, aside from the Negros Oriental and town officials, were representatives from NPC, PSALM, and EDC-SNGPF. (PNA)

Traveling science centrum now in Dumaguete

Dumaguete City (27 October) -- The Department of Science and Technology (DOST) in cooperation with The Philippine Foundation for Science and Technology (PFST) and the Confederation of Scientific and Professional Organizations (COSPO) invites everyone to visit the Traveling Science Exhibit dubbed "Science on the Move" now stage at the Ground Floor of the Negros Oriental Convention Center in Dumaguete City. The exhibition was opened on October 26, 2009 and will run through November 28, 2009.

The Science on the Move is an interactive travelling science exhibit in the country that unfolds a new exciting process of science-learning system through the use of participatory, interactive and hands-on exhibits, and educational programs.

It would be very expensive to bring the exhibits in the province, so the organizers are inviting viewers to go to Dumaguete to experience the self-discovery Science Museum. This is a rare opportunity for school children, teachers, administrators and parents to have first-hand experience of fun and discovery of the amazing world of science in an atmosphere of fun, excitement and entertainment.

The organizers believe that exposing the youth to interactive exhibits can inspire their curiosity in science and some concept works. This could help spark their curiosity to study science more and in the long run, help freshen up the local talent pool of scientists that will make our country more competitive. Dumaguete City gov't hastens opening of diversion roads to address traffic congestion

DUMAGUETE CITY, Oct. 27 (PNA) – The Dumaguete City government has started to fast track the opening of a diversion road to divert traffic congestion especially during peak hours in the city.

The opening of new business establishments and the influx of tourists have spurred brisk economic activity and a growing population.

City Administrator Engr. Dominador Dumalag, Jr. said a diversion road is necessary since the streets are too congested with vehicles, causing heavy traffic in most parts of the city.

The diversion road would provide an alternative route for long distance travelers.

It would connect the municipalities of Valencia, Bacong, Sibulan and Dumaguete.

Dumalage, Jr. said he is hoping that the diversion road would be completed before the term of Mayor Agustin Perdices ends in 2010.

It is important to start the implementation of the project so that the next administration will only have to complete it, he added.

Aside from the diversion road, the city government is also planning to put up an industrial center and an uptown market that will become part of the government center of Dumaguete.

He is optimistic that the establishment of an uptown market would help increase the income of the local government through more revenues.

The uptown market and the industrial center have an estimated cost of P800 million, Dumalag, Jr. said. (PNA)

The Buglasan Festival is the province’s showcase of socio-economic-cultural and tourism of the towns and cities and is held every October.

Pakol Festival received a cash prize of P100,000 and trophy. It also won the special award on Best in Choreography and placed second for the Buglasan King.

Pakol Festival participated in the Sinulog Festival in Cebu City last January and also won a special award as it represented Negros Oriental after winning the Buglasan Festival of Festivals in 2008.

The second runner up was awarded to Tawo-tawo Festival of Bayawan City which received a cash prize of P70,000 and a trophy. It also got the Best in Street dancing and the Buglasan Festival of Festival King and Queen titles.

The Kinaiyahan Festival of Dauin took home P50,000 plus trophy as it came in third in the festival competition and also third in the Buglasan Festival Queen contest.

Sipong Festival of Bais got the Best in Drum Corps and was named second place winner for the Buglasan Festival Queen.

The Best in Float was awarded to Baulan Festival of the municipality of Zamboanguita, followed by Libod Sayaw Festival of Bindoy and Hambabalud Festival of Jimalalud, second and third placers, respectively..

Dumaguete, Bais top NISARD gabs

The cities of Dumaguete and Bais registered the highest number of participants in the 145 trainings conducted on the natural fermented solution and natural and organic farming system in Negros Oriental.

Since the Negros Island Sustainable Agricultural Rural Development started in October 2005, about 2,939 participants in 60 batches have attended the seminars.

NISARD was established to strengthen and develop organic farming methods of farmers in Negros island, in support of the government thrust on minimizing the use of chemical fertilizers and pesticides.

Rep. George Arnaiz (Neg.Or., 2 nd District) said organic farming practitioners have dramatically increased because of the continuing education, training and information campaign initiated by NISARD.

Local government units that have availed of the natural and organic farming system are Amlan, Bais, Dumaguete, Tanjay City , Dauin, Mabinay, Manjuyod, Pamplona , San Jose and Sibulan.

Another training was conducted on the natural fermented solution in Amlan, Bacolod City , Bacong, Bayawan, Bindoy, Dauin, Guihulngan, Jimalalud, La Libertad, Mabinay, Manjuyod, Pamplona , San Jose , Siaton, Sibulan, Santa Catalina , Valencia , Zamboanguita, Bais, Dumaguete and Tanjay.

Managing trustee Ernesto Quiamco of NISARD said they plan to conduct more trainings in the first district starting November 10 in Canlaon City .

NISARD will also disperse hybrid goats for raising and milking to be distributed in the towns of the second district, he added.

Rep. Henry Pryde Teves (Neg. Or., 3 rd District) said that NISARD could get additional funding for trainings on organic farming by sourcing some allocation from the Department of Agrarian Reform.*MA

Former solon calls on DPWH to monitor contractors undertaking road projects in Negros Oriental

DUMAGUETE CITY, Oct. 29 (PNA) -- Former Rep. Jacinto Paras of the 1st district of Negros Oriental has challenged the Department of Public Works and Highways (DPWH) to review the contracts of the private firms undertaking road projects in the province to ensure the safety of all road users.

Paras’ reaction came after a road accident recently where three people died and one other was injured when the motorcycle-for-hire or “habal-habal” they were riding was hit by a Ceres bus in Barangay Tiguib, Ayungon in Negros Oriental.

He said contractors should place early warning devices to caution motorists to slow down because of the on-going road construction in many areas in the province.

4-cornered fight for mayor seen

It will be a four-cornered fight in the mayoralty race in Dumaguete City with a new name joining the political arena for the first time.

Dumaguete City Water District manager Esperatu “Sprite” Dicen was reportedly chosen by incumbent mayor Agustin Perdices to run against former vice mayor William Ablong, Councilor Manuel “Chiquiting” Sagarbarria, who will run in tandem with Councilor Rommel Erames; and Arturo Umbac whose vice mayoralty candidate is Sammy Dicen.

Esperatu, who manages the water district with more than 22,000 concessionaires, had been visible in the company of Perdices the past weeks. Perdices, Vice Gov. Jose Baldado and Dicen, were also welcomed by residents in Balugo during their fiesta celebration yesterday.

Sammy Dicen, however, has not officially declared his intention to run for mayor. Perdices had earlier announced he will file his CoC for vice governor on Nov. 23, the birthday of his late father, “Tsila.”

Sagarbarria already has a complete slate, except for one being reserved for a candidate representing the women sector. An addition to Sagarbarria's slate was businessman Jose Chiu.*JG

LTO warns operators of colorum vehicles

The Land Transportation Office said yesterday it will run after colorum vehicles in Dumaguete City , following the impounding of two taxis operating without a franchise.

Chief Roland Ramos of the LTO said that, of the eight taxicabs operated by a certain Korean national, only three have franchises.

Ramos also they are addressing the proliferation of vans for hire that are operating without permits, to be fair with other operators of public utility vehicles.

The LTO branches in the cities of Dumaguete and Bais have been certified by the Certification International Philippines as being compliant with the International Organization for Standard.

Ramos said that, with the ISO certification, the standard time for a license to be processed is 30 minutes for renewal applications, and four hours maximum for new license applications.

Under the new quality management system, several loopholes will be addressed for the convenience of the motoring public, and, most of all, to avoid “under-the-table” deals, Ramos said.

Meanwhile, Ramos also said they will require motorists with temporary plates to come to the LTO office after All Souls Day for the processing of their new plates.*JG

Bacong Church tagged as one of RP’s national cultural treasures

DUMAGUETE CITY, Oct. 30 (PNA) -- The parish church of Saint Agustine de Hippo of Bacong in Negros Oriental was formally declared as one of the 30 three National Cultural Treasures of the country through the National Commission for Culture and the Arts (NCCA).

The certificate of declaration was signed by Corazon Alvina, Director of the National Museum and was formally awarded by Rev. Fr. Harold Rentoria of the NCCA. The awarding was held Thursday during the inauguration of the newly rehabilitated pipe organ of Bacong church.

The celebration was witnessed by Most Rev. Julito Cortes, Auxilliary Bishop of the Diocese of Cebu, Bishop John Du of the Diocese of Dumaguete, Fr. Rentoria of NCCA, and Bacong parish priest, Fr. Alfredo Duran.

Also present during the celebration were Bacong Mayor Lenin Alviola, local officials, Rep. Henry Pryde Teves of the 3rd district of Negros Oriental, Board Member Erwin Michael Macias and Negros Oriental State University President Dr. Henry Sojor.

The pipe organ of Bacong has been silent for 39 years after some of its parts were destroyed and stolen. The said pipe is one the oldest church organs in the country, according to the records of the NCCA.

Effort to pursue the rehabilitation of the church pipe organ was made through the cooperation of from parishioners, local government units (LGUs), generous donors and the NCCA.

Bishop Cortes expressed his support to the parishioners in Bacong for not losing hope in restoring one of the priceless treasures of the church. It is not only the pride of Bacong but also of the entire Roman Catholic Church and the province of Negros Oriental.

Bishop Du also thanked the local government units, parishioners and the generous donors for the rehabilitation of the pipe organ. He encouraged the people to cooperate with the church in protecting the pipe organ from unscrupulous individuals.

After the thanksgiving mass, Bishops Du and Cortes unveiled the church marker that states the evidence of the existence of the pipe organ in Bacong Church, one of the oldest churches in Negros Oriental.

According to Fr. Rentoria, they have submitted another proposal to further rehabilitate some parts of the church like the ceiling, altar and sacristy. The NCCA will allocate some funds for the rehabilitation but it also needs a counterpart funding from the LGUs.

He is also encouraging the LGU to conduct cultural mapping to identify the oldest house, historic place, artist, delicacies and song of the said town. The historic mapping would be the long term development plan for Bacong.

Rep. Teves said the restoration of the church organ would mark an important history in the minds and hearts of the people in Bacong and Negros Oriental. He added the pipe organ in Bacong would become an added tourism destination in the province.

He said church workers should also be vigilant in taking care of the instrument so that it would last until the next generation and onwards. (PNA)

2006 BUGLASAN FESTIVAL BOOTHS

The Buglasan Booths were used to be set-up infront of the Provincial Capitol and each was represented by the towns of Negros Oriental. The booths were replicas for each town's famous tourists destination. It was so grand and extravagant that some booths could even cost more than P1million to construct. Since then, the booths were now transferred to its permanent location near the Provincial Hospital and is now called the Sidlakang Negros Village. The booths were now replaced with cottages representing each town.

guys do you know how much a one way roro costs from Bato to Dumz?

The last time I rode the Matiao barge was P65 and that was about 5 months ago. Why not ride instead the fast craft and pump boats at least they have regular schedules and way faster. For the RORO barge their schedule is flexible as they prioritize more on the shipment rather than the passengers so sometimes they wait for the delivery trucks to arrive.

DUMAGUETE CITY, Oct. 31 (PNA) -- Eight junior and senior students of the College of Mass Communication (CMC) of Silliman University participated in the Regional Youth Media Summit-Visayas Leg on October 26-28 in Cebu City.

Implemented by the Probe Media Foundation, Inc. (PMFI) in cooperation with the United Nations Children’s Emergency Fund (Unicef), the youth summit dubbed, “CRC 20 Na! Ano Na?” aims to help young media practitioners broaden their understanding of children’s rights issues and enhance their journalism skills, said SU Information Director Mark Raygan Garcia.

The participants and the respective areas they represent were: Eliora Eunice Bernedo and Ebony-Arianne Lautner (photojournalism), Mary Grace Nidoy and Emarrah Contessa Sarreal (print/newsletter production), April Joyce Aquino and Alton Jave Tenorio (radio production) and Kathyrine Mercado and Hannah Leah Pa-a (video production).

DUMAGUETE CITY, Oct. 30 (PNA) – Rep. George Arnaiz of the 2nd district of Negros Oriental has pledged to give P200,000 thousand for 4x4 Off-Road Challenge following its success this year as one of the highlights of the recent Buglasan Festival.

Arnaiz said he has asked the National Association of Filipino Off-Roaders (NAsFOR) to hold another national event next year that would fall on big celebrations like the Buglasan Festival or the Dumaguete City fiesta.

The 4x4 off-road challenge was also highlighted by the special participation of the oldest and youngest riders. The oldest driver, John Ferrazzini, who is already 75 years old, hails from Davao while the youngest participant, Kevin Chuang, 14, is from Dumaguete and is the son of off-road enthusiast Peter Chuang, Jr.

Rep. Arnaiz said he is thankful to the Quiamco Family for allowing the use of his property as the venue for the 4x4 off road challenge. He added the San Antonio race track in Sibulan town is one of the most favorite venues of the riders because of its natural terrain.

Most of the off-road enthusiasts would always want the more challenging location that would provide excitement for the participants.

Rep. Arnaiz added he is looking forward to seeing more participants next year through the initiative of NAsFOR and the local off-road enthusiasts in Negros Oriental.

Results of the event that were just released recently showed the 4-Wheelers team of Davao, led by Tim Tam Gempesaw, took home the championship crown and received cash prize, a trophy, an air-conditioning unit and some tokens.

The team from Isabela Extreme placed 2nd followed by WAIG Adventure team of Bukidnon at 3rd place.

Among the teams that competed were from Kabankalan, Bacolod City, Davao, Isabela, Tuguegarao, Dipolog, Bukidnon, Bicol, Mahayag of Zamboanga del Norte, Tanjay City and Dumaguete City, headed by Joey Varela. (PNA)

Silliman 2nd mechanical engineers exam

Silliman University ranked second among top performing schools in Category A (10 to 24 passers) in the Mechanical Engineer Licensure Examination administered October 14 to 15.

Sixteen from Silliman passed the board exam, garnering a passing rate of 94 percent against a national passing rate of 60.46 percent, a press release from the school said.

Its new licensed mechanical engineers are Jun Anthony Acahy, Hardeley Aday, Wilmark Avanzado, Francisco Bad-an Jr, Alden Buquiran, Dan Cabale, Jose Marlon Duran II, Ramon Fabugais Jr., Maxuel Jarabe, Matthew Van Litorja, Mark Bencer Moreto, Christopher Bhrent Palafox, Franz Joseff Picardal, Ulysses Rubia, Eugene Allan Salon, and Clifford Villariza, the press release added.

Meanwhile, a paper by a team from the Silliman University Angelo King Center for Research and Environmental Management was featured in the recent issue of theMarine Ecology Progress Series, one of the leading international journals in the field of marine ecology.

“Trophic and benthic responses to no-take marine reserve protection in the Philippines” is a product of a collaborative research between SUAKCREM and the School of Marine and Tropical Biology and ARC Center for Coral Reef Studies of James Cook University, the press release said.

It was written by SUAKCREM research associates Brian Stockwell, Claro Renato Jadloc and Rene Abesamis, with Dr. Angel Alcala and Dr. Garry Russ of JCU, the press release added.*

PNOC unit allots $550 million for 11 hydro power plant projects

MANILA, Philippines – The PNOC-Renewables Corp., the renewable energy unit of state-owned Philippine National Oil Co. (PNOC), expects to spend more than $550 million to put up 11 hydroelectric power plants.

The 11 projects, once completed, will have a total capacity of about 276 megawatts.

PNOC-RC president Pete Maniego said the costs for these projects are still being firmed up.

“We are now preparing detailed cost estimates for each project based on our pre-feasibility studies and work programs,” he said.

Maniego said they would also be tapping a number of investors to undertake the proposed mini hydro projects.

“We are also finalizing info memo and project profiles for investors,” he said.

He said several local and foreign companies signed a memorandum of understanding (MOU) expressing their interest to partner with the company.

Maniego does not want to reveal the names of the prospective investors.

“It might be premature to reveal their names now. I dont want to preempt their finance and project approval process. But we will have local and foreign partners lined up for our 11 hydro projects,” he said.

Maniego said they expect to finalize the deal with these investors in the next few weeks.

“We will sit down with them within the next few weeks for their share in the equity and project costs,” he said.

The 11 projects will be located Benguet, Oriental Mindoro, Negros Oriental, Kalinga, Isabela and Iloilo.

PNOC-RC, being state-run., will take the lead in the RE development, there are a lot of existing power generation companies that have signified interest to engage in developing RE sources.

Aside from PNOC-RC, other firms that have already expressed interests in RE projects are: First Gen Corp., Aboitiz Power Corp., Trans-Asia Power, Energy Development Corp., Suweco, Constellation Corp., Oriental Energy, Green Power Philippines, Deep Ocean Philippines, Norasian Corp., and Philcarbon.

“Many have submitted their letters of interest to deal with wind, hydro, biomass, solar and ocean projects,” the Department of Energy earlier said.

RA 9513 aims to accelerate the development and use of the country’s vast renewable energy resources through fiscal and non-fiscal incentives for investors. Among these incentives are seven-year income tax holidays for RE developers, exemption from VAT and duty-free importation of equipment and machinery, reduction of corporate income tax after the expiry of the income tax holiday to 10 percent of net income as well as a zero percent VAT rate for the sale of power from RE.

It also assures investors in wind, solar, ocean, run-of-river hydropower and biomass in electricity generated from these clean sources through feed-in tariffs. Other incentives include duty-free importation of equipment, tax credit on domestic capital equipment and services, special realty tax rates, income tax holidays, net operating loss carry-over, accelerated depreciation and exemption from the universal charge and wheeling charges. The law also exempts the proceeds from the sale of carbon credits from all taxes.

16 'cities' request IRA share as cities

CEBU, Philippines - The 16 cities, whose status have been questioned by the League of Cities of the Philippines (LCP) are now asking the Department of Budget and Management (DBM) to return to them their Internal Revenue Allotment (IRA).

This came after the Supreme Court directed the LCP to respond to the motion for reconsideration and pleading of the 16 cities.

Naga, Cebu Mayor Valdemar Chiong, whose city is one of the 16, said that they can’t just sit down and wait for the next step, as the High Tribunal order to the League of Cities of the Philippines (LCP) is “very clear” that the they are still officially cities, hence, they still deserve their IRA as cities back.

It was on the second quarter of this year when the DBM started slashing down the share of the 16 cities from the national income despite that there is no final decision by the Supreme Court yet.

The SC in a decision dated November 18, 2008 has declared unconstitutional the laws creating the 16 cities as they did not meet the income requirement to become such.

The said ruling however is not final and executory as the aggrieved parties were allowed to file a motion for reconsideration.

The Supreme Court en banc in a resolution last September 29, has asked the LCP “to comment” on the motion and pleading within 10 days of the receipt of the notice.

Chiong said before the 10 days had expired, the LCP had asked a 10-day extension.

Their response has already been submitted but is yet to be reviewed.

Meanwhile, DBM has also asked the SC regarding the status of the 16 cities.

In an earlier interview, SC spokesman Jose Midas Marquez said that the city status of the 16 local government units remains on “status quo” while the court has still not made its November 18, 2008 decision final and executory.

He even asked that the aggrieved party to raise their issue on the reduced IRA to the court for appropriate action.

Naga, Cebu started receiving the slashed IRA since May, wherein its remaining 20 percent IRA for that month was never released.

The IRA is released monthly in two tranches — 80 percent for the second week of the month, and the 20 percent on the following week.

Naga’s monthly share is P18 million, but only 80 percent was released in May. The same also followed for the succeeding months.

Meanwhile, DBM’s query was supposed to be tackled by the SC en banc last Tuesday, but was postponed due to a lack of quorum.

The other local governments, who status as cities are being questioned are Bogo, Cebu; Carcar, Cebu; Baybay, Leyte; Catbalogan, Samar; Tandag, Surigao del Sur; Lamitan, Basilan; Borongan, Samar; Tayabas, Quezon; Tabuk, Kalinga; Bayugan, Agusan del Sur; Batac, Ilocos Norte; Mati, Davao Oriental, Guihulngan, Negros Oriental; Cabadbaran, Agusan del Norte; and El Salvador, Misamis Oriental.

Bacong Church tagged as one of RP’s national cultural treasures

DUMAGUETE City - The parish church of Saint Agustine de Hippo of Bacong in Negros Oriental was formally declared as one of the 30 three National Cultural Treasures of the country through the National Commission for Culture and the Arts (NCCA).

The certificate of declaration was signed by Corazon Alvina, director of the National Museum, and was formally awarded by Rev. Fr. Harold Rentoria of the NCCA. The awarding was held Thursday last week during the inauguration of the newly rehabilitated pipe organ of Bacong Church.

The celebration was witnessed by Most Rev. Julito Cortes, Auxilliary Bishop of the Diocese of Cebu, Bishop John Du of the Diocese of Dumaguete, Fr. Rentoria of NCCA, and Bacong parish priest, Fr. Alfredo Duran.

Also present during the celebration were Bacong Mayor Lenin Alviola, local officials, Rep. Henry Pryde Teves of the Third district of Negros Oriental, Board Member Erwin Michael Macias and Negros Oriental State University President Dr. Henry Sojor.

On its website, the InterScienceResearch Publisher, the journal's publisher synthesizes the paper: "No-take marine reserves have the potential to prevent dominance of algae on coral reefs through the recovery of ahrvested populations of herbivorous fish. Using data from 15-fold increase in biomass of herbivorous fish, which coincided with a 13-fold decrease in macro algal cover inside reserves after 11 years of protection..."

This is the second time a paper by the SUACKREM was selected Top Paper. The first time was in 1998 with Coral Reef, a paper by Dr. Alcala and Dr. Russ.

The last time I rode the Matiao barge was P65 and that was about 5 months ago. Why not ride instead the fast craft and pump boats at least they have regular schedules and way faster. For the RORO barge their schedule is flexible as they prioritize more on the shipment rather than the passengers so sometimes they wait for the delivery trucks to arrive.

Residents of Dumaguete City may not have known about it, but they had been living under a state of calamity for the last nine months.

This is because this declaration by the Sangguniang Panlungsod after the February 7 flood was not lifted, after the city was able to tap into its calamity funds to repair the flood damage.

It was just an oversight, Councilor Manuel Sagarbarria said, as the calamity funds were not touched after the reparation efforts for the February 7 flood. Media to cover marathon as runners

Several times in a week, broadcaster Roy Bustillo could be seen with his buddies making the rounds of the Perdices Coliseum rubberized track in Dumaguete City .

"We're trying to get in shape for the Dumaguete Adventure Marathon," Bustillo, president of the Kapisanan ng mga Brodkaster ng Pilipinas Negros Oriental Chapter, explained.

Newshen Florence Baesa, president of the Dumaguete Press, Radio-TV Club, who takes long walks each morning, is also thinking of joining the Dumaguete Adventure Marathon on November 22.

"There are many categories to choose from. I may not run the entire 34 kilometers but there are three, five and 10-kilometer routes for beginners too," she said.

Along with other Dumaguete journalists, they'll compose the media team, who will not just be mere journalists covering an event, but will be actual participants in the event they will be covering.

The excitement over the first-ever adventure marathon in this part of the country has also caught the attention of other media personalities in other cities. One news anchor of a giant television news network has already called to enlist for the marathon.

"This marathon will be different from the other marathons being held in the country," Dr. Perry Mequi, director of the Foundation University Institute of Youth Sports for Peace promised.

Unlike marathons that are run on flat urban roads, the participants of the adventure marathon will see scenic spots from Dumaguete's Rizal Boulevard to the elevated barangay Calabnugan in Sibulan town, and barangays Balili and Palinpinon in Valencia town before heading back to Dumaguete, ending at the Sidlakang Negros Village.

“Marathoners have become tired of running on flat surfaces. We're now giving them a different kind of marathon,” Mequi, who is the Dumaguete Adventure Marathon's primemover, said.

The Dumaguete Adventure Marathon takes off from some of the famous adventure marathons held in the Great Wall of China , the Polar Circle and the African wilderness, where participants make their way through natural wonders or historical sites.

The concept has already attracted several runners to register online.
The marathon, which has a maximum distance of 34 kilometers, also gives runners the option to run only three, five or 10 kilometers.

Though slightly over the distance of a half-marathon, the intrepid road runner and adventure seeker will be challenged by a 3-kilometer uphill ascent to Barangay Balili starting at 110 meters above sea level and up to 390 meters above sea level.

Coming down, the runners will be treated to natural scenic sights and views of the famous Cuernos de Negros (Horns of Negros) and the islands of Cebu, Bohol and Siquijor across the Mindanao Sea .

With technical support of the Metro Dumaguete Roadrunners Club and with the support of the local government units of Dumaguete City , Sibulan , Valencia and even Bayawan City , the annual event has now seen the participation of professionals, students, as well as children with disabilities.

It has been three years now that the Waterfront Café served me with cold beer and great food; that I met my divers there and went to Apo Island or Dauin; that I was teaching diving academic or just met some guys in the evening as a meeting and starting-point into the (pretty limited though) nightlife of Dumaguete.

Well, the era came yesterday after three years to an end and the Waterfront Café at the Boulevard in Dumaguete closed its doors around midnight for the very last time. It has been a kind of strange situation, sitting there with my two girls, looking at all the packed-up and ready to move stuff, looking at Mike (the owner) who wasn’t in his sunny boy mood. All in all the atmosphere was a kind of down and the Pizza Mike ordered couldn’t make up for that…

It is actually not that bad as it sounds, as the Waterfront Café just moves to Dauin and continue it operation with the old staff at Mikes Beach Resort there.

What will happen to the place many people patronized in the last year?

The solution is not so bad; my fat Austrian friend Guenther from Casablanca takes over and will open a kind of Restobar in about two-three weeks. The new place will have the name Bogarts and has a slightly different concept, compared to the Waterfront Café. Bogarts will open early morning to serve breakfast to guests. So the regulars of the Waterfront Café won’t need to change location. Oven fresh bread will be baked right there for those who are just tired of the tasteless local thingies…

During the day Bogarts will offer Snacks and easy lunch dishes like Sandwiches some Pasta or Burgers also for Takeout. In the evening the same dishes are available and the Restobar transfers in a kind of Pub where you get your cold beverages, having some snacks, listen to music and watch some Videos on the LCD screen.

There will still be a counter for the Adventure Diveshop where divers can get information and book their dives in Apo Island and Dauin

Anyway, all the best for both, Mike and Guenther and Bye Bye Waterfront Café and Welcome to Dumaguete “Bogarts”

The National Commission for the Culture and the Arts declared the parish church of Saint Agustine de Hippo of Bacong in Negros Oriental, as the 33rd national cultural treasure of the country this year.

The certificate of declaration signed by director Corazon Alvina of the National Museum was formally awarded by Fr. Harold Rentoria of the NCCA, at the inauguration of the newly rehabilitated pipe organ ofBacong church recently.

Port road concreting completed

The Department of Public Works and Highways has announced that the concreting of the port road in Dumaguete City is now complete.

The port road stretching from the Philippine National Bank up to the Dumaguete pier is now open for public use, Edna Ravelo, chief of the Planning and Design Division of the DPWH, said.

This concreting project is in line with the improvement and modernization of the Dumaguete Port which is soon to open, she added.

Ravelo also disclosed that the port road concreting work is part of the Dumaguete North Road project worth P50 million, including the road work in Bais City starting from the Bais City-Manjuyod boundary down to the Bais bridge.

She said the road work in Bais is targeted to be finished within this year.*RG

Negros Oriental receives grant for health program

DUMAGUETE CITY, Nov. 4(PNA) -- The province of Negros Oriental is a recipient of the P86 million grant through the province-wide Integrated Plan for Health (PIPH) program through the initiative of the Department of Health (DOH) and the European Commission (EC).

Governor Emilio Macias II recently attended an orientation in Manila conducted by the European Commission on the said program.

Negros Oriental is one among the 19 provinces in the Philippines chosen by the European Commission as recipient of the program. The program is implemented through a counterpart funding from the DOH and the EC.

Capitol Information Officer Adrian Sedillo said the P86 million grant is intended for the enhancement of hospital capabilities.

The said amount will be used for the improvement of the six district hospitals in the province, namely, those in Bayawan City, Siaton, Bais, Mabinay, Bindoy, Guihulngan and the provincial hospital.

Sedillo explained the provincial hospital has to acquire additional equipment because of the continuously increasing number of patients.

Some of the patients admitted are coming from the southern Cebu province, Dipolog and some parts of Negros Occidental.

Other improvements include the purchase of additional hospital equipment and establishment of “healthy stores”. These stores are authorized to sell fortified canned goods, iron fortified rice and generic medicines.

Also part of the improvement of hospitals is the construction of the wastewater treatment facility at the Negros Oriental Provincial Hospital.

Sedillo said the wastewater treatment facility is among the priority projects under the PIPH since it would promote a healthier environment.

The province wide Integrated Plan for Health started in 2006 and will end in 2010. (PNA)

^^ Hi Ritch.. After telling me that there's going to be a buiding rising up just beside Rob, i readily went there just to check the place and rendering.. My, my, I'm as equally excited to see it rise as with Rob's opening! So glassy ang classy! I know the architect, Mr. Jonathan Lim. He was also the one who designed RM Bldg and so many other gorgeous buildings here including our present house...:) I think it's going to be a mini-mall. There is also the interior perspective shown.. Slots are available and a big area at the second level is already reserved.. I just love how it looks on the outside. I hope i can take shots soon. Who could be the owner? So gutsy to put to his mini-mall right beside Rob.

Province Galing Pook event venue

Negros Oriental has been chosen by the Galing Pook Foundation and the United National Development Program as venue for the proposed three-day regional learning event for improving local government units through local capacity inventive mechanism.

The province was selected because it has the most number of awards in local initiatives.

The event, to be participated in by at least seven Asian countries including Sri Lanka, Indonesia, India and Pakistan, is aimed at finding ways where performing LGUs can be given incentives to further improve themselves.

Gov. Emilio Macias II said the province has proved to the Galing Pook Foundation and the UNDP that it has something to show in terms of local initiatives to improve the quality of life of Negrenses.

Country director Reneud Meyer of UNDP and executive director Dr. Ed Durotan of Galing Pook Foundation, who visited Negros Oriental recently, said they were impressed by local initiatives of the province, particularly for their being practical and doable.

They went to the award-winning coastal resource management project in Dauin town where nine marine sanctuaries had earned for the municipality P6 million last year in regulation fees.

The success of the program with a sharing scheme of 40 percent for the LGU, 40 percent to the fisherfolk and 20 percent to the barangay has been attributed to a community-based participation.

Negros Oriental is also a Galing Pook awardee in Community Primary Hospital program, Barangay Development Agricultural Center, Gulayan at Palaisdaan Alay sa Kabataan, as well as in Inter-LGU-NGO partnership in the delivery of basic health services. It was also cited for the Tabo sa Provincial Agriculture Office for reaching the top 10.

The province also received an Ace Award for Continuing Excellence.*JG

DUMAGUETE CITY, Negros Oriental, Philippines - The Diwata ng Lahi (Fairy of the Race), a replica of a historical Balangay wooden boat used by Indo-Malay families in their vast sea travel during pre-Hispanic times, sailed into the calm waters of the Dumaguete port, Wednesday, on its way to Mindanao and beyond.

"After five months and seven typhoons since we left Manila, we have arrived in Dumaguete," said former Transportation and Communication Undersecretary Arturo Valdez, the leader of the Balangay mission who also organized the Philippine Mt. Everest expedition.

Valdez said it was a lot easier for the original Balangay sailors to sail the seas then than the voyage they have been undertaking.

"For one thing, there was no one waiting for them at their destination to hold a program," Valdez said with a laugh.

But Valdez said that even as they have been sailing with the help of nature-based navigational techniques such as the sun, stars, cloud formations, wind, birds and wave patterns, today's sailors would need to use modern navigational aids, given changing climate conditions.

"Climate change has changed the sea conditions," he said.

Dumaguete is a stopover in the third leg of the Balangay's journey, which takes it from Cebu to Cagayan de Oro.

The Balangay left the port of Argao in southern Cebu Wednesday morning and arrived in Dumaguete at 4 p.m. of the same day. It will stay in Dumaguete until November 8, or until repairs to the boat are completed.

While in Dumaguete, the crew will undertake repairs on the Balangay, plant trees, do coastal cleanup activities and hold symposia with elementary, high school and college students.

Upon their arrival in Dumaguete City, the crew members were met by a small group from the City of Dumaguete, the Department of Environment and Natural Resources, the Province of Negros Oriental, Foundation University and other government offices.

The group hoped to circumnavigate Southeast Asian nations by 2010, and to reach Micronesian nations and Madagascar by 2011, to continue to navigate the Pacific and Atlantic Oceans by 2012 and hopefully return to the Philippines by 2013.

Aside from Valdez, the Diwata ng Lahi core crew consists of the members of the Philippines' Mt. Everest team Leo Oracion, Erwin "Pastour" Emata, Noelle Wenceslao, Carina Dayondon, Janet Belarmino-Sardena, Dr. Ted Esguerra, Fred Jamili and Dr. Voltaire Velasco.

The other crewmembers came from the Coast Guard and the Navy.

NOPH upgrades facilities
TO ACCOMMODATE MORE PATIENTS

The newly-renovated Intensive Care Unit of the Negros Oriental Provincial Hospital in Dumaguete City is equipped with newly purchased cardiac monitors, chief of hospital Dr. Felix Sy said yesterday.

The ICU needed the renovation because the PhilHealth has required them to upgrade the hospital facilities.

Sy said the cardiac monitors, purchased through counterpart funds from hospital income and the provincial government, are needed since the newly renovated ICU can accommodate only five patients.

The improvements made at the hospital ICU can now be compared to that of private hospitals, and they are slowly upgrading hospital equipment and services, he added.

Donations from private individuals and civic organizations have also helped in developing the hospital, considering that the government cannot alone spend for the improvement while sacrificing other priorities such as medicines, Sy said.

Construction of high-rise buildings are also expected before the end of the year, with an initial budget of P67 million.

Sy said they also need an additional room for patients because the NOPH can accommodate only 250 patients but at present, the number has reached 500.

Some patients are from nearby provinces such as Negros Occidental, Siquijor and southern part of Cebu and Mindanao islands.*.*MA

RAFC 7 to hold exotic plants exhibit in Dumaguete City November 11-13

CEBU CITY, Nov. 6 (PNA) -- The Cebu-based Regional Agricultural and Fishery Council (RAFC) 7 will hold a three-day Agri-Exhibit and Trade Fair of exotic plants, flora and herbs on Nov. 11-13 at the Quezon Park in Dumaguete City.

Efren dela Cruz, RAFC 7 chairman, said the exhibit will help expand the market linkages among owners and producers of exotic plants, fauna and flora.

”We would like these plants to spread to other producers and enthusiasts, not only because we ant them to plant these but because we want to spread these for economic purposes,” dela Cruz said.

The Department of Agriculture (DA)7 has allocated P185,000 while the National Agriculture and Fishery Council (NAFC) gave an additional P50,000 to fund the exhibit.

This three day event will feature plants, flowers and herbs form different regions of the country.

Dela Cruz said this is the first time the organizers will combine exotic plants, flowers and herbs in one exhibit.

Aside from flowers, the trade fair will also help promote the planting of herbs .

“We want to help in the campaign for having a ‘medicine cabinet’ in the backyard,” he said.(PNA)

They need a new place...They should sell the City Hall Complex and use the proceeds of that to develop a new city government park in the former lot donated by the Ouanos. The present city complex could be sold to the Ayalas or any big time developer(if SM has already bought a lot), and that could be converted into a business park/hotel.

There is an article that came out today referring to Robinsons Dumaguete as "Robinsons Plaza", not Robinsons Place. Whether this would be the final name or not, I am not sure. If this is the final name, then it would give a Spanish twist to Robinsons Dumaguete which is quite accurate because as you can see it, this mall combines the spaciousness and conveniences of public spaces (there are fountains at the alfresco area) and as a place of commerce. And I could actually see Spanish influences on its architecture.

What looks like a dwarf’s boot in the more than 7,100 islands of the Philippines is actually Negros Oriental which forms part of Negros Island, the fourth largest in the Philippines. Legend has it that the boot-shaped island was once part of Mindanao, and, like a shoe that’s worn off, it was cut off from the region either by continental drift or the rising waters at the end of the ice age.

Negros Oriental is the south-eastern half of the island of Negros with Negros Occidental comprising the western half. A chain of rugged mountains separates them. Negros Oriental faces Cebu to the east across the Tañon Strait and Siquijor to the south-east while Sulu Sea borders it to the south.

The capital of Negros Oriental is Dumaguete City, which Dr. Jose P. Rizal called the “City of Gentle People”. On the invitation of Negros Oriental Governor Emilio C. Macias II and the Provincial Tourism Office, this writer recently had the pleasure of experiencing how gentle Dumagueteños are.


Groove to the beat of Buglasan

For tourists visiting the province on the third week of October, it’s a must to visit Dumaguete City and watch the local dance, make merriment, and celebrate their province’s many cultures and beliefs in a festival called Buglasan.

The raw energy is palpable as dancers swirl in their ruffled skirts and lift their gold-painted baskets. Other dancers garbed in bat or monkey suits and with painted faces appear more gruesome. The younger ones are dressed in jewel-tone elfish costumes, with huge, pointed ears attached to them. As they dance, they smile and for those with roles to carry out such as the angel and devil, their faces look serious as they dance to the beat, mimicking the moves of those locked in battle.

Alternately sweating under the heat of the sun and getting wet because of the rain, Dumagueteños again invaded the streets of Dumaguete City this year to witness this grand celebration called the Buglasan.

Dubbed as the Festival of Festivals of Negros Oriental, the Buglasan Festival first started in 1981 when the province needed a group to represent it in Former First Lady Imelda R. Marcos’ Folk Arts Festival. The word “Buglasan” actually came from the word “Buglas,” which is described as “tall, Napier-like reeds.” These reeds filled up an entire island of Negros, thus, people from nearby islands began calling the place Buglas.

“Buglasan is a cultural and economic activity of the province of Negros Oriental that unifies the Local Government Units in preserving its cultural heritage and present with pride its products and tourist destinations,” explains Mariant Escaño-Villegas, Director General Board Member of Buglasan.

Negros Oriental is comprised of 20 municipalities and five cities. During the Festival of Festivals Showdown, the different cities and municipalities compete with each other in terms of choreography, costumes, and props.

The Libod-Sayaw of Bindoy was created to promote the rich traditions of the municipality. The opening of their dance had young girls offering the public with bodbod, a special delicacy made of sticky sweet rice. Their dance showed the arduous preparation involved in the creation of the bodbod, but instead of sporting pained expressions on their faces, the dancers were all aglow, as if showing just how proud they are of their product.

The municipality of Jimalalud is known for its strong Hambabalud trees. Their Hambabalud Festival pays tribute to Mother Nature, to thank her for protecting their municipality from floods and typhoons. They have even built majestic trees as props and created an image of their patron saint, Sto. Niño.

Canlaon City, on the other hand, is noted because of the Kanlaon Volcano. Legend has it that the volcano sprouted from the graves of two tragic characters: Warrior Kan and Princess Laon. The king and queen of Canlaon City reenacted the sad fate of the lovers, and touched the hearts of the crowd when a dying Kan tried to reach his princess Laon who died in battle.

One of the more intriguing municipalities is Mabinay, which is known as the “Cave Town” of Negros. Because of its caves and animals, Mabinay has the potential to create interesting props, and this year, it did not disappoint with its make-believe caves that appeared life-like and haunting.

Not the Last Resort

Dauin is popular for being the province’s “Resort Town.” But before this, the people of Dauin did not appreciate their town’s natural wonders. Instead, they cut off their trees and blamed her for every bad thing that happened to them. They later regretted cutting down the trees for floods came and destroyed their crops and killed their people. But a visit from a galawin, or an elf, taught them to love nature and replant the trees they chopped down.

A must visit in Dauin is the Bahura Beach Resort and Spa which prides itself in having a wide range of outdoor activities. Resort Manager Ronnie Sta. Ana said the rooms in the resort are defined by the powerful color of red which is a welcome contrast to the serene colors of the sea. Bahura has meticulously preserved its corals and reefs, and just a few meters away from shore, these corals and reefs are already within reach. It’s best to watch out for sea turtles and a variety of small fishes. Moreover, when the morning sun hits the clear waters at Bahura, the vibrancy of sea life truly comes alive.

Though fairly new, Atmosphere Resort, which is owned by British couple Matthew and Gabrielle Holder, is already one of the town’s more impressive resorts. Prices here might be a bit steep, but the resort makes up for it with luxurious accommodations and exceptional facilities.

Divers with a taste for the good life will appreciate what the resort describes as their “dive center, designed by divers for divers.” They also offer daily diving trips to Apo Island and all of Dauin’s marine sanctuary. After a tiring day of exploring the sea, divers can enjoy lying in hammocks strategically placed outside resort rooms or in beds covered in Egyptian cotton linen.

Bring Home the Art

It’s almost impossible to visit the province without buying anything for Negros Oriental is home to beautiful handicrafts and interesting wares. At the Sidlakang Negros Village, several booths were set up representing the cities and municipalities of the province.

Nearby island Siquijor has one of the more interesting booths. Known for its mystical practices, the people of Siquijor are sworn by most to create the most effective kulams and anting-antings. The booth sells bracelets worth Php 15.00 that are known to block “usog.” Wooden crosses known to ward off evil spirits and protect the bearer are sold for Php 500.00. Moreover, the booth also has something for lovesick individuals—spray-on gayuma, which makes people feel a kinship with the bearer.

Naturally, the booth of Bindoy offers their bodbod, which could be served at their restaurant or taken home. They also sell hot chocolate tablets which would go well with the delicacy. Bais sells danggit, while Sibulan has dried fruits.

Aside from the booths at Sidlakang Negros Village, a must-visit is Negros Oriental Arts and Heritage (NOAH). The exteriors of NOAH is reminiscent of Snow White’s house in the classic Disney fairy tale, and inside the place lies exquisitely crafted wooden furniture, stone carvings, as well as an assortment of knick-knacks, ranging from jewelry to jewelry cases.

Negros Oriental has long made a niche as a tourist destination in the country, what with its luxurious resorts and picturesque mountains and lakes. But to know its history and appreciate its culture would further elevate one’s experience in the province.

Bacong Church tagged as one of RP’s national cultural treasures

DUMAGUETE City - The parish church of Saint Agustine de Hippo of Bacong in Negros Oriental was formally declared as one of the 30 three National Cultural Treasures of the country through the National Commission for Culture and the Arts (NCCA).

The certificate of declaration was signed by Corazon Alvina, director of the National Museum, and was formally awarded by Rev. Fr. Harold Rentoria of the NCCA. The awarding was held Thursday last week during the inauguration of the newly rehabilitated pipe organ of Bacong Church.

The celebration was witnessed by Most Rev. Julito Cortes, Auxilliary Bishop of the Diocese of Cebu, Bishop John Du of the Diocese of Dumaguete, Fr. Rentoria of NCCA, and Bacong parish priest, Fr. Alfredo Duran.

Also present during the celebration were Bacong Mayor Lenin Alviola, local officials, Rep. Henry Pryde Teves of the Third district of Negros Oriental, Board Member Erwin Michael Macias and Negros Oriental State University President Dr. Henry Sojor.

The pipe organ of Bacong has been silent for 39 years after some of its parts were destroyed and stolen. It is one of the oldest church organs in the country, according to NCCA.

Effort to pursue the rehabilitation of the church pipe organ was made through the cooperation of from parishioners, local government units (LGUs), generous donors and the NCCA.

Cortes expressed his support to the parishioners in Bacong for not losing hope in restoring one of the priceless treasures of the church. It is not only the pride of Bacong but also of the entire Roman Catholic Church and the province of Negros Oriental.

Du also thanked the local government units, parishioners and the generous donors for the rehabilitation of the pipe organ. He encouraged the people to cooperate with the church in protecting the pipe organ from unscrupulous individuals.

After the thanksgiving mass, Du and Cortes unveiled the church marker that states the evidence of the existence of the pipe organ in Bacong Church, one of the oldest churches in Negros Oriental.

According to Rentoria, they have submitted another proposal to further rehabilitate some parts of the church like the ceiling, altar and sacristy. The NCCA will allocate some funds for the rehabilitation but it also needs a counterpart funding from the LGUs.

‘Country suffers mismatch in jobs'

Rep. Jocelyn Limkaichong (Neg.Or., 1st District) stressed the need to address the job mismatch that currently plagues the labor industry in the country.

“There is a mismatch in jobs. There are probably too many nursing aides now but the demand for it is dwindling,” she said, pointing out that the belief that there are no jobs in the country is a misnomer.

The solon and the La Libertad municipal government and national line government agencies spearheaded a job fair in La Libertad, recently during which Limkaichong found out that there are many job vacancies.

“Surprisingly, the only problem is the qualification [of job seekers],” she said.

Through job fairs, labor needs will be identified and job fair organizers can determine and assess which jobs are in need of workers. This will also guide incoming college students on which courses to take that will assure their employment after graduation, the lady solon said.

During the job fair, which was also done simultaneous with a Halad sa Katawhan activity, staff from the Department of Labor and Employment and the Philippine Overseas Employment Administration were on hand to screen job applicants and introduce them to accredited recruitment agencies for local and overseas work.

The DOLE will also conduct a job fair in Bayawan City on December 3.*MA

For one, the Bacong church houses one of the oldest bamboo organs in the country. It has just been restored and is now in listed in NHI. Oh, and another one. Bacong's bell tower is the tallest in the Island.

BFAR-7 names Dauin most outstanding CRM

The Coastal Marine Resources Management program of the m unicipality of Dauin , Negros Oriental, was named by the Bureau of Fisheries and Aquatic Resources Region-7 as the Most Outstanding CRM Program in Central Visayas .

Negros Oriental Fisheries and Aquatic Resources Officer Leonardo Aro, who received the award, said the municipality under Mayor Rodrigo Alanano also received P80,000 in projects from the BFAR-7.

The amount will be spent for different projects related to c oastal resources management programs .

Alanano thanked BFAR-7 for recognizing the effort of his town in maintaining the best coastal resources management program in the region.

He is planning to implement livelihood project for the fishermen's association, since they are instrumental in the success of the CRM, Alanano added.

The livelihood program would help the members of the fishermen's association to augment their income.

Dauin presently has nine marine sanctuaries being maintained and protected by the fishermen's association and the Bantay Dagat.

An estimated income of P10 million is recorded every year from the diving fees collected from these sanctuaries.

Alanano said 20 percent of the annual income from marine sanctuaries will be given to the f ishermen 's association, 40 percent to the barangay, and 40 percent for the local government unit .

He said their CRM program was not an overnight success, since it took a lot of patience and sacrifices with strong reluctance of the people to accept it.

Meanwhile, Dauin is expected to also receive from BFAR-7 a speedboat equipped with a VHF radio, blinker and Global Positioning System, Alanano said.*MA

DUMAGUETE CITY, Nov. 12 (PNA) -- At least 18 finalists for the search for Ten Outstanding Persons with Disabilities of Negros Oriental (TOPWD-Neg. Or.) 2009 were revealed after the recent screening held at Silliman University Alumni Hall.

The TOPWD is organized by the Great Physician Rehabilitation Foundation, Incorporated.

The 18 finalists will be representing their respective local government units (LGUs) during the final judging on Dec. 1-3, 2009.

The finalists are Philip Vilos, Richard Rendal and Neil Balbuena representing the municipality of Siaton; Reynaldo Tinio and Arturo Noble of the municipality of Bacong; Felicisimo Bantoto from Zamboanguita; Felizardo Bais from Dauin and Ryan Joseph Fontelo of Sibulan town.

Valencia is represented by Antonia Alejado and Joel Ramacho; Ludwig Serion for Vallehermoso; Cherry Joy Pedillo and Martin Lapuz from Guihulngan; Susan Rio of San Jose; Johnrito Corregidor of Bais City and Crispin Patrimonio, Mary Jane Buriol and Romeo Tenorio representing Dumaguete City.

Silliman Joins US Secretary of State Forum

Silliman University is one of only three universities given the opportunity to ask questions to United States Secretary of State Hillary Clinton in a forum on November 13.

The forum is part of the itinerary of the Secretary’s two-day visit to the Philippines. It will be hosted by the University of Santo Tomas. Two universities from outside Manila have been selected by the US Embassy to link to the Secretary through TV network ABS-CBN: Ateneo de Zamboanga for Mindanao and Silliman for the Visayas.

Ms Clinton is arriving November 12 in the country from Singapore where she attended the Ministerial Meetings of the Asia Pacific Economic Cooperation Forum. Her official trip to Asia immediately comes after her travel to Germany for the 20th anniversary celebration of the fall of the Berlin Wall.

Silliman senior high school and college students will gather on the Silliman Hall grounds for the two-hour event. One of them will be selected to ask a question to the former US First Lady. ANC anchor Tony Velasquez will moderate the Silliman event and live feed of the entire forum will be made available on campus.

Silliman’s participation is facilitated by the Thomas Jefferson Information Center (TJIC) of the US Embassy in Manila. TJIC is the coordinating unit of the American Studies Resource Centers (ASRC) located in select universities across the Philippines. These centers serve as information hubs of the US Embassy, promoting American history, life and culture, and social and political processes. Had only the chance to take pics of the mall's front facade. Would have loved to take pics from the longer portion sides of the mall (L-R sides) and at the al fresco area at the back, which are all as equally as beautiful as the mall's front facade but I had no chance due to security reasons. The lying-in clinic and basic emergency maternal and obstetrical care was a joint project of the local government under Mayor Lawrence Limkaichong, Rep. Josy Limkaichong (Neg.Or., 1 st District) and the private sector.

The Chua family in La Libertad donated P350,000 for the project, and the European Union gave a counterpart fund of P1.9 million.

The BMOC and lying-in clinic has a ward, and labor and delivery rooms. Dr. Eusebio Benemerito donated the medical equipment at the OB gyne department.

Gov. Emilio Macias II, who started the establishment of primary community hospitals almost 20 years ago, said there's nothing impossible if resources are pooled together.

Two administrators of Silliman University in Dumaguete City attended the 2009 Management Conference of the Association of Christian Universities and Colleges in Asia at the Chang Jung Christian University in Taiwan recently, a press release from SU said.

Vice President for Academic Affairs Dr. Betsy Joy Tan and University Pastor and Chaplain Rev. Noel Villalba represented Silliman in the conference on the theme “Service-Learning and International Cooperation.”

Tan represented Silliman University president Dr. Ben Malayang III in the meetings of university presidents and the ACUCA Executive Committee. Malayang sits in the seven-country Committee as Philippine representative.

Recognized as one of the pillars of service-learning at SU, Tan shared the interdisciplinary approach of the university to service-learning, and how it has been institutionalized as pedagogy of learning, the press release said.

She discussed the Service-Learning Model Program that SU hosted in August 2006, with support from the International Christian University in Japan, where 20 students from six Asian countries had the opportunity of community immersion.

A separate session was organized for university chaplains that tackled, among others, the role of faith formation and development of Christian principles in the academic community, the press release said.

ACUCA was established in 1976 and is composed of 56 member institutions in seven countries consisting of Hong Kong , Indonesia , Japan , Korea , Philippines , Taiwan , and Thailand .

It recognizes the need for mutual support among academic institutions and the great potential for cooperation in reaching the common goals of Christian witness and service in education. It was developed out of an annual meeting of university presidents sponsored by the United Board for Christian Higher Education in Asia , the press release said.

Meanwhile, two graduating high school students of the School of Basic Education of SU were champions of the Ana Alano Cup of the Philippine Schools Debate Championship held recently at Ateneo de Manila University, the press release said.

Julius Anthony Ragay and Jay Anderson comprised Silliman Team A that bagged the Alano Cup in the championship round among the highest-ranking four teams coming from high schools that have not yet been part of the PSDC main finals round.

Silliman won over teams from La Salle Greenhills, Ateneo de Davao and Ateneo de Zamboanga, the press release added.*

4 Dumaguete schools in top ten list of Knowledge Channel Outstanding School Awardees

Dumaguete City (17 November) -- Four elementary schools in Dumaguete City have made it to the top ten finalists for the National Knowledge Channel Outstanding School Award.

The said schools are, namely: Calindagan Elementary School, City Central Elementary School, Batinguel Elementary School, and Cadawinonan Elementary School.

Said schools were recognized during the First Knowledge Channel Outstanding Stakeholders Award held November 7 at the Eugenio Lopez Center in Antipolo, Rizal, according to Dr. Profetiza Lim of the City Schools Division.

The awardees received plaques of recognition from Oscar Lopez, chairm an of the Lopez Group of Companies and Rina Lopez Bautista, president of Knowledge Channel.

Lim, in a statement, disclosed that the Dumaguete City Schools Division was likewise given a special citation by the foundation.

The Dumaguete City Division has 13 Knowledge Channel recipient schools which started in 1999, namely: Amador Dagudag Memorial Elementary School, Batinguel Elementary School, Calindagan Elementary School, Magsaysay Memorial Elementary School, North City Elementary School, South City Elementary School, West City Elementary School, City Central Elementary School, Dumaguete City High School, Ramon Teves Pastor Memorial Dumaguete Science High School, Cadawinonan Elementary School, Cantil-e Elementary School, and Balugo Elementary School. BIR eyeing new building

The Bureau of Internal Revenue in Negros Oriental recently held a groundbreaking ceremony at a 1,000-square meter property that will be the site for its new building in Barangay Taclobo, Dumaguete City .

Revenue officer Cresencio Agad yesterday said they are using the land through a rent-to-own scheme from the Land Bank of the Philippines . Construction will start before yearend.

Present at the ceremony were Commissioner Celia King of BIR Resource Management Group and revenue district officers from Bacolod City.

Agad said the new two-storey BIR building has an estimated cost of P25 million. The amount will cover the construction of the building, but he is afraid it will not be enough to complete the structure.

The BIR District 79 of Negros Oriental and Siquijor has not had its own building.

King urged the district to take care of the building so that the bureau can better serve its clients.

Filipino Chinese Chamber of Commerce and Industry FCCCI president Alex Sy also congratulated the district office in Dumaguete, believing the new site will be more accessible to taxpayers because it is located near the highway.

Taxpayers will be encouraged to pay their tax obligations because they have witnessed the development of the bureau, he added.*MA

Wait for the 23rd. There are tarps saying they are already open but they're not.

On the other hand, traffic is startting to get really heavy this afternoon at the Calindagan-Natinal Highway junction. Mayor Perdices was personally manning the traffic (I just can't imagine him doing it). Vehicles were rerouted inside the mall. I am anticipating a heavy volume of vehicles in that area on the 23rd.

I got words that the President might cut the opening ribbon for our first full service mall.

I'll have to remember; this is page 22.

I am remembering, coz I know when I check tonight there are going to be so many posts and pics of Robinsons Place, and I like to read from where I finished last time.

It might be worth someone taking a pic of Super Lee, and see how empty it will be today. It will also be interesting to see how Super Lee and other downtown stores will fare with the opening of Rob's.
