vince_995 February 1st, 2010, 10:59 AM ^^how about engineering courses, ano ang standing ng silliman ngayon? dati 80+ percent lang kami, but we were #2 in the visayas area that time, second to UNOR lang kami dati pero about half lang sila sa amin ng number of examiners, we were 40+, sila naman 20+. tatlo sa amin ang nag top ng board, 6th, 11th & 20th(?). pero later na bali wala yun 20th kasi meh mga na deferred na results... and he landed 21st i guess overall after that.

Silliman engineering was one of the top outside Manila way before its faculty members were pirated by neighboring unviersities, even universities from outside Dumaguete. I guess the days of good performance of Silliman engineering are back with the good performance that we have recently...

vince_995 February 1st, 2010, 02:29 PM btw, yesterday i met my friend (an architect) sa robs, tinanong ko sya kung ano kaya yung space at the back ng parking area ng robs, at sabi nya na nakita nya yung plano ng RLC at ni reserve daw yun for future hotel nila. hindi ko lang ma confirm sa engineering office kung meron nabang application for building permit ang RLC o kung meron bang mga new construction na gawin doon sa DBPI, kasi business permit month pa kasi ang january at medyo busy pa sila sa mga inspection of existing buildings, later sa february and march malalaman na natin kung ano talaga at anong mga establishments na gagawin sa DBPI. nag hint siya na they will be inviting more government offices (like LTO, BIR, SSS, etc.) sa DBPI.

The Original plan for RPD is 3 levels man ta na siya.... the first two levels are intended for the mall....and the 3rd is for the hotel..... pero na change ang plan....coz the management wanted to build another bldg na hotel lang jud siya...moa nang 2 levels lang ang RPD....... Kulang man gud ug hotels ang dumaguete...samot na kay coming na pud ang KABULAKAN Festival... and summer na pud......... mapuno na pud ang syudad ana..heheheh

That was included in the original plan to have government offices in the business park. I was told that the back left side of the mall's lot will be a hotel while the right side will be the terminal area. I'd love to have a central terminal in that area...

^^we share the same thought. btw, yun palang sidewalk ng DBPI eh malawak dahil pala malaki yun drainage canal nila, the canal measures around 2m wide and hindi ko lang masukat how deep it is, pero parang malalim din. with this i think it is a wise planning on their part ng management ng DBPI, because who knows one day a big flood will hit the city again, and at least they are ready.
kung na tuloy pala yung master plan ng city dati, during the time of mayor remollo, which proposes the transfer of city hall and other government agencies to bajumpandan, then, that would have made the difference sana. wider roads, well planned drainage system, bigger parking space, and best of all we will have a brand new city hall.
but it's never to late to plan again. anyways, the proposed area is still there and meh mga adjacent lots na pwede rin bilhin ng city. i hope ma revive yun na plan. and there are people who are willing to give their services for free in planning the new government center.
ang pera? i guess kung kaya nilang na tupad ang concreting ng mga daanan dito sa dumaguete, then there's no reason why they can't build a new government center. and bajumpandan is really a cool place too, lots of trees, elevated na siya (we need not to worry about flooding), and the soil is good for vertical constructions.

^^by tricycle around 20min.; by a private vehicle, at normal speed, around 12min siguro; by motorcycle, around 10min. but if you go there during 12pm or 5pm, traffic yan, siguro plus 15min for the tricycle and plus 8min for the private vehicle. kung motorcycle ang ride mo, walang masyadong traffic na makaka affect.
nicko February 2nd, 2010, 02:11 PM My rough estimation would tell me it's going to take just about 15-20 minutes minus the traffic or depende sa mode of transpo..=) Pwede ka sakay trike but you'd have to negotiate the price with the driver. But I suggest you take a metered taxi para at least justifiable ang price since trike drivers sometimes take advantage of tourists asking them to pay too much... even higher than taxi fares...=)

I agree with you vince.... the plan of Mayor Remollo before was very nice.... the conversion of Perdices st into a park.... na walay ma sulod na sakyanan.. butangan ug mga bench in the middle of the street... ayohon ang streets lights...plus ornamental plants....hay... nahanaw lang ang tanan....

Naay Grocery store... School supplies,....department store.....food court.....and pharmacy....wala pa silay sure if naay appliance center.....
Ang school supplies section will open this coming May..pero ang ilang grand opening is September 2010...before the Buglasan Festival.......

^^yeah and actually the plan was really is to convert perdices street into a pedestrian mall, the first in our country. i think the designer back then was the FU president now, he's really good. with robs now in our city, i think they can revive that plan, i'm sure many stores and shops along perdices street will support it. btw, kfc will take over the old cang's building as soon as cang's will move to their new location this year.

Unfortunately it seems NBS doesn't anymore have an interest in locating there, as what they said. IMO, that mall should have a bookstore/office supplies shop. Powerbooks(?)/Goodwill(?) for it to be complete.
And what about the hundreds, sometimes thousands of cars/vehicles parked there? For sure Robinsons is thinking about Carplus (?) or Car Truck Center (?))

I would go all the way to have this plan revived. Shanghai does have a pedestrian mall, right? I guess the former mayor Remollo got this idea during one of his journey in China.

Sure na ang KFC 100%? Dapat KFC should have a branch sa downtown kay naa dnha pnka dghan foot traffic and near schools sad siya...
Uhmm how about Ho's Art beside LSP? They vacated their area and demolished it already. What's it going to be? Any idea?

I just got home from my monthly shopping in Rob.. Hehe.. Enjoyed human and bench so much.. Usually dghan jud tawo ang Rob pag lunch.. Students mostly. Even as far from St paul and SU students go to Rob for lunch.. Of course, given na ang students from Don Bosco and Cittadini to go there since walking distance lang. As early as 10:30 puno na ang fastfood places..

Yung pedestrian shopping mall sa Shanghai, China is considered the premier shopping street in that country pala...
It isn't that hard if we put this in Perdices, too...These roads are narrow too. We just lay bricks on the streets and put benches on the sides, I guess it would become a tourist attraction especially if we put street cafes around.

That's why I believe they have to rush the opening of the Diversion Road, and open new roads as well. Everytime I ride a Ceres bus from Bayawan we actually take the unfinished diversion road down to Talay because the cementing of the south road is not yet finished.

^^i think it's just a matter of educating the public, our pedicab drivers and other motorist who usually passes that route. that once the street will be converted into a pedestrian mall, there will be bus/taxi/pedicab stations outside perdices street, and also a designated parking area for each shop/store.
all the sidewalks should be uniform and clean, pavers/bricks as main road finish, some ornaments, lights, benches at the middle...:)

DUMAGUETE CITY, Feb. 4 (PNA) - The longest box culvert bridge in Negros Oriental that connects Barangay Amio in Santa Catalina town and Barangay Cansumaling of Bayawan City was inaugurated recently. The said bridge has a total allocation of P7.3 million with counterpart funds from the local government of Bayawan City .
The bridge spans a total length of 56.40 linear meters and a width of 10 meters.
Governor Emilio Macias II, Bayawan City Mayor German Sarana, Santa Catalina Mayor Ruben Melodia and 3rd district Rep. Henry Pryde Teves were present during the inauguration.
Macias said the bridge would allow students of Cansumaling easy access to elementary and high school education in nearby Amio.
He said that before the bridge construction, students from neighboring villages could not attend class as they could not cross flooded rivers.
Macias said he is hoping student enrollment will increase with the construction of the bridge.
The governor added he will source funds to open more farm-to-market roads in these remote areas.
Meanwhile, Rep. Teves said the infrastructure support complements the Free Noon Meal feeding program that is implemented in all elementary schools in the province.
He thanked the governor and the Bayawan mayor for constructing the bridge as he assured them of helping fund programs and projects that will benefit the people. (PNA)

Perched high atop the hilly ranges of Valencia is the historical monument called the Filipino – American – Japanese Amity Shrine(Fil-Am Japanese Shrine). It stands on a sacred battle ground where an encounter during the World War II actually took place. It was built to remember the many lives taken by the vicious war. It was also to provide closure to a sad era and to mark the beginning of peace and friendship between the three countries.
The commemorative shrine is actually a tall pillar with a solid concrete base. The pillar has three angles, making it appear 3 sided similar to a triangle. These three sides represent the three countries: Philippines, United States of America and Japan. In 1977 it was erected and unveiled by the war veterans, the surviving families of the water veterans, and the descendants of those who marched and died in the same war. Other people who were in a way a part of the war joined the unveiling ceremonies. The shrine was declared a historical monument shortly after it was constructed.

Apo Island, Philippines -- "Welcome, welcome," call out local women holding colorful T-shirts and quilts as pump boats carrying tourists pull up onto the shell-lined beach. "Please look, we have many things to sell."
Wading ashore through the crystal clear water, visitors are immediately struck by an air of optimism and confidence that resonates throughout the island village community.
But it could have ended up being all so very different.
Situated in the Mindanao Sea in the southern Philippines, Apo Island may be small at just 0.7 km/sq, but its reputation as a successful example of environmental sustainability has grown rapidly, all due to a bold experiment that started in the 1970s.
Back then, it was a struggling fishing community that had turned to more productive but highly destructive methods of fishing such as using dynamite and arsenic. Reefs surrounding the island were severely damaged, fishing stocks quickly dwindled, and fishermen were forced to sail further away to find worthwhile catches.
Its future, like many other fishing communities in the Philippines at that time, was grim: Apo was at risk of becoming a permanently poor and sleepy island where coral rubble and green and blue-green algae predominated.

The island's predicament pricked the interest of academics in nearby Silliman University in Dumaguete, the lively capital of Negros Oriental, including marine biologist Dr. Angel Alcala.
Shocked by Apo's seemingly self-destructive course, yet heartened by its potential for sustainable existence, Alcala spearheaded an initiative to turn around the island's fortunes by setting up a "no-take" marine reserve in 15 percent of the 104 hectares of coral reef around the island.
By 1982, the plan was in effect.
"The marine reserve, totally closed to fishing, in the course of time improved in coral cover and in fish biomass, fish abundance, and species richness," Alcala explained. "This is in contrast to the rest of the island where fishing was allowed. After several years, the volume of fish catch increased substantially, which was interpreted as the result of spillover of fish from the marine reserve as well as the result of the cessation of destructive fishing in all parts of the reef."
The effects soon proved beneficial to Apo's community -- fishermen were able to increase their catches closer to the island after fish biomass increased from approximately eight tons per square kilometer to about 155 tons per square kilometer.
The corals and other marine species inside the marine reserve also improved considerably, which attracted visitors who paid user fees to the community to dive among the blossoming reefs.
"Because of the protection of its coral reef, people earned a good living in transporting tourists from the Negros mainland to Apo. People on the island engaged in small businesses and improved the local economy," Alcala said.

Today, the island holds a population of about 680 people. It has small villages that are connected by attractive paths, which are decorated with natural flora. Colorful roosters mingle with wayward dogs as they vie for shade under the modest but sturdy houses. Children dart in and out of their homes, always smiling or laughing -- youths who would have once faced limited prospects.
"Before the success of the reserve, families were very poor and children were forced to stay on the island for their whole lives," explained Apo village head Liberty Pescobello Rhodes. "But now they can go to college in cities, marry non-Apo spouses, get good jobs, and send money back to the island community."
There's still no 24-hour electricity, and by no means is island life comfortable, but the knock-on effect of the marine reserve's success has helped the community improve its infrastructure.
"Some tourists have ended up contributing money to our community," says Rhodes. "Some examples include a German dentist who donated toothpaste and toothbrushes for a whole year, while another guest from the UK gave us money to help build a library."
Moreover, Apo's success at reinventing itself is proving an inspiration to other struggling fishing communities in the Philippines, critical in a nation made up of more than 7,000 islands.
Many visitors coming from various parts of the country's coastal communities have seen first hand the results of Apo's efforts, and set up programs of their own.
"There are about 563 marine reserves in the whole of the Visayas and another 500 or so in other parts of the country," Alcala said. "Many of these have been established on the Apo model of community-based marine reserves. It has given autonomy back to the locals of Apo, which in turn has helped give it back to all coastal fishing communities in the Philippines."

The Negros Oriental State University registered a 100 percent passing rate in the November 2009 Nursing Licensure Examination, a press release from the school said.
All the 17 passers belong to the pioneer batch of nursing graduates, NORSU president Dr. Henry Sojor said.
The new nurses are Jan Rose Amor, Ali Baba, Jr., Mailyn Belotindos, Phebe Maris Buella, Ma. Lynne Carmona-Marcos, Anapres Ceriales, Rocelyne Mae Estoconing, Darren Garsula, Kathlyn Mae Gonzalez, Francis Ray Gutib, Rufa Hontanosa, Peter Janquin, Putli Khira Lim, Joseph Arnold Oracion, Pat Patrimonio, Josette Rosales, and Angelie Rubio, the press release said.
The Professional Regulation Commission had said that the national passing rate of 39.73 percent is the lowest in the history of the nursing licensure examination. Out of the 94,462 nursing examinees nationwide, only 37,527 passed, it said.

For starters, the next administration should continue wiring public schools to the Internet, and promote the use of WiMAX, which functioned like a wi-fi but covered a larger area, Arroyo said.

Dumaguete City experienced a whole day of power outage, plus the heat outside and being a weekend made a lot of people go to the mall. Sigurado gyud ko nga nikita ang mall which is good. For us, we had lunch, a haircut for me, grocery and of course, cape2x. A very nice spacious mall, I must say.

TAKING OFF FROM PRESIDENT GLORIA MACAPAGAL-ARROYO’s proud announcement that she will bequeath a multi-billion-peso business process outsourcing (BPO) industry, the administration’s economic managers are posing this challenge to her successor: beat India.
The next leader should explore the industry’s potential to grow to $100 billion in 2010 with a view to dislodging India from its top perch, the National Economic Development Authority said Friday.
“If there’s something that the next administration should stress, I’d say it’s the wave of the present. We’re now No. 2 globally. So let’s aim for No. 1,’’ Dennis Arroyo, NEDA director for national planning and policy, said.
In her tour of the country’s cyber corridor this week, Ms Arroyo said the country’s BPO industry had become a “powerhouse,’’ challenging India for supremacy in the industry.
Its revenues skyrocketed from $0.02 billion in 2000 to $7.3 billion in 2009, second only to India’s $9-billion revenue for call centers. It now employs 446,000, up from 2,400 in 2000, she said.
But a member of deposed President Joseph Estrada’s economic team said the BPO industry here started during the Estrada administration.
Former Trade Secretary Jose Pardo said that it was during the Estrada administration that the interpretation of the law that created the Philippine Economic Zone Authority was expanded to include the information technology industry, consequently giving it tax exemptions.
Pardo said this was instrumental in changing the industry climate to encourage BPO businesses to invest in the country.

vince_995 February 9th, 2010, 04:33 AM ^^hmmm there is also one in sibulan, around 15min drive from the city limit, it is owned by jt trucking. they have 2 barges, one is under repair (drydock). the one in tampi is owned by the matiaos, they have 6 barges, all in operation. actually, dumaguete port has a roro ramp, just beside pier #3, and is being used by commercial vessels (cokaliong lines, montenegro lines, GP lines, delta 3, etc.).

wow! aside from Pino, they also have another restaurant (Tea House Dimsum) at the al fresco area in RPD. now i remember, they are the ones pala na nag submit ng proposal dati sa mayor's office, na mag tayo ng 16 storey office building along the rizal boulevard. hindi ko lang alam kung bakit hindi natuloy yun. but at least it's good to know that they are opening restaurants here.

I think Epixtar intends to put a pioneer center in Dumaguete before but it did not push through, instead Teletech was the one who set up.

terminal fee increase

The Civil Aviation Authority, formerly the Air Transportation Office, in Negros Oriental is considering an increase in the passenger terminal fee at the Dumaguete-Sibulan Airport from P30 to P100 per person.
Local CAA chief, Veronica Chuang, said this is aimed at generating additional income to subsidize expansion and rehabilitation projects, such as additional vehicle parking space and aircraft parking bay, at the airport that would amount to millions of pesos.
In the past, the then ATO was funded by the national government through the Department of Budget and Management. Now, it has to generate its own income to fund its operations, Chuang said.
The Dumaguete-Sibulan airport has already seen a facelift with the renovation of the pre-departure and arrival areas, the installation of runway lights, the acquisition of a luggage carousel, and the landscaping of its surroundings.
Chuang said there is need to raise the passenger terminal fee as the electric bill of the airport increased by more than 100 percent from P60,000 last year to P158,000 in January, this year.
She attributed the power bill adjustment to the new air-conditioning units installed at the pre-departure and arrival areas.
The Dumaguete-Sibulan airport is seeing more traffic now with four flights a day to and from Manila, and a thrice-weekly flight to and from Cebu, she added.
A public consultation was held in September on the proposed increase in passenger terminal fees which was initially pegged at P200 per person, Chuang said.
Only a few representatives from different sectors attended the consultation, and they objected to the amount saying it was too high.
Chuang appealed to the public to attend another consultation early this year so that the new terminal fees can be implemented to make possible the expansion and rehabilitation of the Dumaguete-Sibulan airport.*JFP

I know, right?! .. Filipino (not Tagalog) is our official language and it's a mix of all dialects in the Philippines so we need to learn how to speak a but of each dialect, that's what our Filipino teacher in high school used to teach us.

some trunkline airports in country are already upgraded and terminal fees increased. 100pesos is fine... at least aircon na, also luggage carousel installed at arrival area.

The Civil Aviation Authority, formerly the Air Transportation Office, in Negros Oriental is considering an increase in the passenger terminal fee at the Dumaguete-Sibulan Airport from P30 to P100 per person.
Local CAA chief, Veronica Chuang, said this is aimed at generating additional income to subsidize expansion and rehabilitation projects, such as additional vehicle parking space and aircraft parking bay, at the airport that would amount to millions of pesos.
In the past, the then ATO was funded by the national government through the Department of Budget and Management. Now, it has to generate its own income to fund its operations, Chuang said.
The Dumaguete-Sibulan airport has already seen a facelift with the renovation of the pre-departure and arrival areas, the installation of runway lights, the acquisition of a luggage carousel, and the landscaping of its surroundings.
Chuang said there is need to raise the passenger terminal fee as the electric bill of the airport increased by more than 100 percent from P60,000 last year to P158,000 in January, this year.
She attributed the power bill adjustment to the new air-conditioning units installed at the pre-departure and arrival areas.
The Dumaguete-Sibulan airport is seeing more traffic now with four flights a day to and from Manila, and a thrice-weekly flight to and from Cebu, she added.
A public consultation was held in September on the proposed increase in passenger terminal fees which was initially pegged at P200 per person, Chuang said.
Only a few representatives from different sectors attended the consultation, and they objected to the amount saying it was too high.
Chuang appealed to the public to attend another consultation early this year so that the new terminal fees can be implemented to make possible the expansion and rehabilitation of the Dumaguete-Sibulan airport.*JFP

Chairman Ernesto Quiamco of the Negros Oriental Business Development Foundation said, the entry of investors is aimed not only for competition among the banks, but also providing more employment, and additional money in circulation.
Ortiz said the bank is expanding in the countryside for a customized service to its clients. The bank has more money than what is available in their existing customer base, he said, adding that “we are expanding because of excess liquidity and solvency.”
“We have purchased a lot, built our own building, and this demonstrates our commitment in the community,” Ortiz said
He also stressed that one thing that distinguishes Union Bank from its competitors terms of service level, is their relationship managers who are not tied to the branch itself, but go out to the customers.
Ortiz said they chose Dumaguete for their next branch because of the existing clients in other parts of the country that are based in the city of gentle people, or expanding their business in Dumaguete.
The city is also one of the top three in Philippines in terms of internet use, Ortiz said.
Their Dumaguete bank is the 182nd all over the country, and it is managed by Joy Quiamco.

DUMAGUETE City – The Philippine National Police (PNP) in Negros Oriental has received additional patrol cars for some of its police stations.
The brand new patrol vehicles are for Bayawan City, Zamboanguita and Ayungon, said Police Provincial Director Senior Supt. Augusto Marquez Jr.
The 705th Provincial Public Safety Management Company is also expected to receive a new vehicle tomorrow.
Another vehicle, a Toyota Innova originally intended for Amlan town, will be given to the Special Weapons and Tactics (SWAT) team instead.
Amlan had already earlier received a patrol pick-up, Marquez explained.
Meanwhile, the police director expressed hope that the PNP hierarchy will send two more brand new vehicles for the police stations of Dumaguete City and nearby Valencia town.
It is ironic, he said, that these areas are the only ones that have not received brand new patrol vehicles when Dumaguete is the capital city and Valencia is just a few minutes ride west of here.
The PNP central office has assured him, though, that the vehicles for these two areas will be delivered this year, he added. (PNA)

One of the country’s most liquid and technically-advanced banks, Union Bank, opened its branch in Dumaguete City in rites attended by its chairman of the board, Justo Ortiz, and other officials recently.
Chairman Ernesto Quiamco of the Negros Oriental Business Development Foundation said, the entry of investors is aimed not only for competition among the banks, but also providing more employment, and additional money in circulation.
Ortiz said the bank is expanding in the countryside for a customized service to its clients. The bank has more money than what is available in their existing customer base, he said, adding that “we are expanding because of excess liquidity and solvency.”
“We have purchased a lot, built our own building, and this demonstrates our commitment in the community,” Ortiz said
He also stressed that one thing that distinguishes Union Bank from its competitors terms of service level, is their relationship managers who are not tied to the branch itself, but go out to the customers.
Ortiz said they chose Dumaguete for their next branch because of the existing clients in other parts of the country that are based in the city of gentle people, or expanding their business in Dumaguete.
The city is also one of the top three in Philippines in terms of internet use, Ortiz said.
Their Dumaguete bank is the 182nd all over the country, and it is managed by Joy Quiamco.
Meanwhile, Ernesto Quiamco said they are expecting to open three more banks in Dumaguete this year, and more to come, which is an indication of an improving economy.*JG
^^i saw the tv interview of Mr. Ortiz last night, and he admired the business climate here in dumaguete. on the other hand, dumaguete is really a good place for banks, crime rate here is low, and i cannot recall any major bank robbery that happened here.... was there any? minor lang siguro meron... but generally or overall it's still a peaceful city.

Dumaguete City (12 February) -- A total of 27 countries have signed up to participate in the "1st Sidlakang Negros International Festival 2010" to showcase its culture, arts, socio-economic events, among others on February 12 ? 14 at the Sidlakang Negros Village, E.J Blanco, Piapi, Dumaguete City.
The festival is organized by the Negros Oriental Children's Network (ONCAN) and Provincial Government of Negros Oriental, which intends to globally unite foreign nationals staying in Negros Oriental for a cause through this celebration.
ONCAN President Baby Jambora said the international festival is initiated to support also the advocacy of ONCAN, a network of more than 30 Non-government Organizations (NGOs) catering to the needs of children at risk, like street children, children in conflict with the law, abused children, children from disadvantaged families, orphans and children with disabilities in Negros Oriental.
Of the 25 cottages of the local government units at Sidlakan Village, Barangay Piapi, 21 are available to "Adopt a Country" as its site to display each participating country's trade, cuisine, multi arts festivals, sports, among others unique from their place.
Before the formal opening of the festival on February, a motorcade would take place around the city by the participating countries at 3:00 in the afternoon, followed by a program ceremony at 5:00 at Sidlakan Negros Village with some theatrical presentation by YATTA and Vox Orphanorum, after which an opening of booths, trade fairs, food festivals and cultural night performances by different participating nationalities.
On the 13th of February, a Korean Film Festival will highlight the day with an athletic sportsfest and games to be introduced by different countries and continuation of product/food festival, cultural performances and slideshow presentation.
Some international guests from each embassy will have province tour to Balanan Lake, Dolphin Watching, Forest Camp with Casroro Falls and NOAH stone craft.
To conclude the 3-day international festival on the 14th of February, a parade of colors, international costumes and the Mr. & Miss Silliman University International Student Pageant will also be presented with a big bang of fireworks display at the boulevard courtesy of the Chinese and Korean Embassies. I would like to see HSBC come in Dumaguete too. Akong balay sa UK mao tapad sa HSBC, so that is my bank.
Pero, I remember adunay balaod diri, ang mga foreign banks are only allowed 5 branches nationwide. The only HSBC outside MM is in Cebu. I hope this law changes soon. I know at one time they were eyeing buying out one of the local banks.
The diversion road seems dormant again. I asked one of the workers before, and he said if money comes, they will add another three blocks of cemented road each time. I hope this doesn't become another 200m added just before each election.
I hope that all those running for mayor all agree to commit to finishing the diversion road, coz Dumaguete needs it.

Judge Teresita Abarquez-Galanida of the Regional Trial Court Branch 38 recently ordered Dauin Mayor Rodrigo Alanano to issue a business permit to Apo Island Beach Resort, under pain of contempt.
San Beach Corporation, owner of Apo Island Beach Resort, had filed for an injunction to compel the mayor of Dauin, Negros Oriental, to issue a business permit to the resort, after Alanano denied its application without any just and legal cause.
The resort, through counsel Raymund J.A. Mercado, was able to prove that it had complied with all the basic requirements in the previous years, and that, the list of requirements now being mandated by Alanano was purely meant to harass the resort.
Galanida issued an order dated August 1, 2008 directing Alanano to issue the business permit, but he refused to follow the order.
Acting on the motion of the resort management, Galanida ordered the mayor to comply with the order mandating the issuance of a business permit, within 10 days from receipt of its February 2, 2010 order, otherwise, Alanano will be declared in contempt of court.*JG

Capitol allots funds
to buy ram pumps

The Negros Oriental government has allocated P1 million for the purchase of ram pumps to irrigate hardly accessible areas ideal for rice planting, as the country braces for the onset of a mild El Niño this year.
Adrian Sedillo of the Capitol said Gov. Emilio Macias II has allowed for the funding of the ram pumps, following a project proposal submitted by the Provincial Agricultural and Fisheries Council headed by Florante Vicuña.
There are several areas that are viable for planting rice with enough water supply, although these are not accessible for the traditional irrigation systems like that of the National Irrigation Administration, Sedillo said.
He said the barangays of Tayak in Siaton, and San Jose in Sta. Catalina are being eyed for pilot implementation of the Mini Agricultural Communal Irrigation Access System utilizing ram pumps.
The project is an alternative irrigation method to encourage more farmers to engage in rice planting, as many areas have already been converted to other forms of agricultural production, the Capitol said.
The funding allocation for ram pumps also comes at a time when local governments are eyeing various mitigating measures to cushion the impact of the dry spell, although Negros Oriental has been tagged by the Department of Agriculture as “vulnerable” and not threatened as in other areas.*JFP

The Negros Oriental Electric Cooperative 2 yesterday said that the irregular power outages in its area in recent weeks were caused by the load-shedding of the National Grid Corp. of the Philippines due to insufficiency of power supply in the Visayas grid.
Joseph Macalua, operations and maintenance engineer of NORECO 2, said there is a huge imbalance between the demand and supply of electricity and it could worsen in time, thus the need for more power generation in the Visayas grid.
Macalua said that when load-shedding or manual load dropping by NGCP takes place, they have to impose rotating brownouts to minimize the effects on their consumers.
The load-shedding is very unpredictable and NORECO 2 and other electric cooperatives in the region are helpless when NGCP decides to drop its load at certain times of the day.
The amount of load drop and duration varies although NORECO 2 averages at least a load shedding of six megawatts from its maximum power requirement at times, Macalua said.
The last time NORECO 2 checked with NGCP to ask for an explanation on the load shedding, they were told it was experiencing some 200 megawatts deficiency in power supply, Macalua said.
He said that starting last week, the NGCP has been asking them for load-shedding almost every day, and this affected Bayawan City, Tanjay City and Siaton.
The NORECO 2 has repeatedly assured that Dumaguete City will be the last to be affected by load-shedding as it is the capital city and the primary and largest economic hub of Negros Oriental.
Macalua said NORECO 2 should not be held responsible for the power interruptions as it is only a distributor of the electricity purchased from NGCP.*JFP

counter dry spell
The Philippine Coconut Authority in Negros Oriental is readying measures to counter the possible ill effects of the dry spell on newly planted coconut trees, a government press release said.
Provincial Manager Brendan Trasmonte said the local office had not received a warning from the national office but it was already alarmed with the effect of the dry spell in some provinces in Luzon.
He said in 2009, the PCA distributed a total of 60,751 coconut seedlings to coconut farmers in the province.

Putting a beach resort in a marine sanctuary area doesn't mean that it can damage the whole thing.... our apo Island was considered as the beach dive site in the world also need a resort for our tourist.. As long as the resort is following the rules stated in the ECC or any another law..the owner till has the right to operate the business....

Dumaguete City (12 February) -- Unionbank has opened the doors of its 181st branch in Dumaguete City, signaling the relentless escalation of the city's business climate.
Top officials from Unionbank led by its Chairman and CEO Justo A. Ortiz officially inaugurated its new branch located at Calle Real corner San Juan Street, this city on February 8.
In a press conference held prior to the bank's official opening, Ortiz said that Dumaguete City is one of the important cities nationwide in which they have no presence. "So at this point in time, we are beginning to be more conscious in having a nationwide presence and filling up all the different gaps in our network," he stressed.
Touting itself as one of the most technologically-oriented banks in the country, Unionbank's arrival here also acknowledges Dumaguete's budding niche in internet banking.
Edwin Bautista, Unionbank Retail Banking Head, said that Dumaguete is one the bank's important customers in terms of internet banking.

unlike our island (negros) where disposing our waste is easier to do, apo island doesn't have a clear waste disposal system as of now. kasi expected yan na kung meh resort, meh mga dumi, possibly some are pollutants pa. i think some folks out there want that island to remain a virgin. which is also good, i mean we can go there anytime by pumpboats and spend a day snorkeling, then go home by sunset. anyway, it's a court decision already, so they have to honor that order. ... hey! it reminds me of the movie avatar, hehehe

Dumaguete City (12 February) -- Unionbank has opened the doors of its 181st branch in Dumaguete City, signaling the relentless escalation of the city's business climate.
Top officials from Unionbank led by its Chairman and CEO Justo A. Ortiz officially inaugurated its new branch located at Calle Real corner San Juan Street, this city on February 8.
In a press conference held prior to the bank's official opening, Ortiz said that Dumaguete City is one of the important cities nationwide in which they have no presence. "So at this point in time, we are beginning to be more conscious in having a nationwide presence and filling up all the different gaps in our network," he stressed.
Touting itself as one of the most technologically-oriented banks in the country, Unionbank's arrival here also acknowledges Dumaguete's budding niche in internet banking.
Edwin Bautista, Unionbank Retail Banking Head, said that Dumaguete is one the bank's important customers in terms of internet banking.
He cited a study that showed Dumaguete as one of the top three cities in the country in terms of internet penetration.
On the other hand, Unionbank's EON Cyber Card in a survey conducted among Ebay sellers in the Philippines came out as the no. 1 debit card used by Ebay sellers, while 85% of those surveyed chose Unionbank as the preferred mechanism to receive money from online transactions. "So this is one of the things we can offer Dumaguete," said Bautista.
He likewise assured that the bank has exerted efforts to ensure the security of their internet banking. "We have hired local and foreign firms to keep our technology hack-free," stressed Bautista.

A proposed ordinance declaring Negros Oriental as a smoke-free province was discussed at a public hearing at the Sangguniang Panlalawigan session hall in Dumaguete City yesterday.
The measure seeks to prohibit the use, sale, distribution and advertisement of cigarets and other tobacco products in certain places, imposing penalties for its violation.
Proponent Board Member Marcelo Adanza said his proposal came following the passage of a similar measure by the municipalities of Amlan and Zamboanguita.
It will ensure a healthy environment for the community, since smoking of tobacco causes dangerous diseases like cancer, not just for the smoker but also those who are inhaling second-hand smoke, Adanza said.
He clarified that the proposed ordinance does not totally prohibit smoking, but only regulates it, especially in public places, enclosed areas and public conveyances. Under the ordinance all buildings should identify a smoking area for smokers that will not affect the non-smokers.
The ordinance will further enhance and strengthen Republic Act 9211 or the Tobacco Regulation Act of the Philippines, Adanza said.
Present at the public hearing were students and teachers from different universities and colleges in Dumaguete City, Amlan Mayor Bentham de la Cruz, Dumaguete Councilor Noel de Jesus, Vice Mayor Niel Credo of Dauin, Dr. Edgar Barredo of the Integrated Provincial Health Office, and representatives of the Philippine National Police and the Provincial Legal Office.
Adanza said he hopes the proposed ordinance will be approved in March.
De la Cruz explained that the smoke-free ordinance in Amlan was launched in July, 2009. There were negative comments from smokers and store owners who were against it, but now the community has accepted the ordinance, he added. The local school board in Amlan has integrated the smoke-free ordinance into the school curricula, De la Cruz said.
Health director Bernie Maniego of the Framework Convention Alliance on Tobacco Free Philippines said, Negros Oriental is the first province to have created a local ordinance promoting a smoke-free province.
If passed said, he hopes the provincial ordinance will be sustained with the help of local chief executives. Maniego said his group had also recently conducted public hearings on the anti-smoking ordinance in Ayungon, Mabinay and Bayawan City.
The initiative of Amlan will be presented at the International Tobacco Free Conference in Sydney, Australia in October, with dela Cruz as Philippine representative, Maniego said.*RG

LTO Dumaguete chief, Roland Ramos, yesterday said they recently apprehended a road vibrator of UyCondev company when its heavy equipment was found passing the south national highway fronting Robinsons Mall.
He said the driver explained they are allowed to use the concrete road, because their company constructed it, and the road has not been formally turned over to the DPWH.
Ramosa said they apprehended the driver and made UyConDev pay a penalty of P5,000.
Under Republic Act 4136, the Land Transportation and Traffic Code of the Philippines, all heavy equipment with metallic rims are prohibited from traversing the national highway, he pointed out.
Heavy equipment include back hoe, grader, pay loader, road roller and road vibrator, or those weighing at least seven tons which could damage the road and pose danger to motorists, Ramos said.
The proper and safe way of bringing heavy equipment with metallic or steel rims is through a trailer truck, the LTO said.
Ramos also asked the public to be vigilant and report all heavy equipment with metallic rims caught traversing the national highway, even those owned by the government.
He also encouraged private construction firms to schedule an orientation seminar for their drivers on the LTO laws, traffic signs and road safety measures, because the number of vehicles in Dumaguete is increasing.*MA

How healthy are our candidates? Many of them are fit to walk eight kilometers, from the town of Valencia to Robinson's Mall in Dumaguete!
And maybe even beyond, as they didn't look tired at all after the early morning walk Saturday, dubbed “We Walk (the talk).” The walk, actually named Wellness and Environment Walk, is a program of Foundation University in Dumaguete City to show public support for wellness and the environment.
All candidates for provincial positions, as well as mayoralty and council candidates for Dumaguete City and Valencia town, were invited to join the walk. Eventually joining the walk from among the candidates were Vice Gov. Jose "Petit" Baldado, Board Member Mariant Escano-Villegas, Dumaguete City Vice Mayor Woodrow Maquiling, Dumaguete City Administrator Dominador "Junny" Dumalag Jr. and Bayawan City Mayor German Sarana, who had to leave Bayawan City at 3 a.m. to get to Valencia town; Dumaguete City Councilors Alan Gel Cordova and Antonio "TonyRems" Remollo were also joined by other Liberal Party candidates Myrish Cadapan-Antonio, Lani Ramon, Joe Kenneth Arbas, Manny Arbon, and Dave Saceda.
All the candidates were asked to speak in an impromptu program after the walk, where they all extolled the virtue of exercise and of keeping fit.
The Provincial Police Office, under Sr.Supt. Augusto Marquez, also sent a platoon-size delegation, along with students, faculty and staff from Foundation University, Negros Oriental State University, the St. Paul University of Dumaguete, and the Saceda Youth Lead High School, which saw a total of almost 2000 participants.
The real "winner," if there was to be one, she said, was Foundation University President, Dr. Mira Sinco, who had walked the distance for the second time. She had joined the We Walk dry run, which was held last January 16.
Dr. Aparicio Mequi, director of the Institute of Youth Sports and Peace, who conceptualized the walk, paid tribute to the many volunteers from the organizers at the start of the walk in Valencia, the Dumaguete Traffic Management Office which maintained order on the road, down to the servers of champorado to the walkers at the mall parking lot.
"It was beautiful! It was a grand show!" Mequi said, adding that the success of the walk only proves that Dumaguete just needs to get more people involved. "Many are willing to be of help but they don't get that opportunity often. If we get everyone involved, there isn't anything we cannot do," he said.
Inspired by the outcome of the We Walk, officials of Robinson's Land Corporation, the owner of the Robinson's Dumaguete Mall, are set to discuss plans for a regular walking program at the mall with Foundation University.*AP

Ako, I have decided already. At first, my choices were down to Gordon and Villar, but with careful consideration I have finally decided to go for Gordon.
Major factors for my selection will be proven track record, integrity, and leadership. Although Villar has earned his stripes with his mercurial rise from rags to riches but what had casts shadow of doubt upon him was his integrity. They say his advertisements is the main reason why his ratings had increased but this also the main reason that scares me about him. Millions had been spent for these advertisements and celebrity endorsements, he said it comes from his own coffers, but him being a businessman, one would not take to be a rocket scientist to know that it doesn't comes for free and just easily give it away, but in one way or another this huge amount will eventually be retrieved back--the usual way, corruption.
Gibo has the gift of gab and very articulate in the debates. He also has impressive credentials on paper but I want someone who can not only talk the talk but can also walk the walk or just walk the talk. I would like to see a major output to back those credentials on paper, a really impressive track record which I perceived to be somewhat insufficient. Among Arroyo's cabinet, I would say Gary Teves is better in performance. He handled the country's finances outstandingly in times of the global economic turmoil and reason why he was awarded as Asia's Best Finance Minister. The reason why Gibo was strongly inserted very lately as Lakas-Kampi-CMD standard bearer, even though he doesn't belong to any of those parties, which is a bit surprising, was not only because of his credentials but because of his pedigree. Coming from a very influential and prominent clan.
Noynoy is the lucky guy having blessed with heroic parents and superstar sister. He is using the legacy of his parents to his advantage very well. Then again, to strip those personalities from him and just put him under the lens, what has he really accomplished for this country? Listening to him at the debates makes me question more on his capability. He is like putting a show, too much showbiz, he lets the people hear what they want to hear just to look good. A case in point, no new taxes will be implemented on his term, too good to be true. Just imagine the budget deficit, how can our country cope up with its spending. Would our country be downgraded again by credit agencies like Moodys, Fitch, and Standard and Poors?
I would vote for Gordon, although this person might not win the elections, as among the presidentiables he has the most impressive track record, integrity without any shades of corruption, and leadership. Among the highlights of his career are:
Transforming Ologongapo from a known "red light district" to an investment hub. Generating thousands of jobs and millions of investments for the country. This also has served as model for the other export processing zones of the country.
His leadership at the Department of Tourism attracted foreign tourists despite the bad publicity of the country at that time like the Abu Sayaff kidnappings. A case in point, no new taxes will be implemented on his term, too good to be true. Just imagine the budget deficit, how can our country cope up with its spending. Would our country be downgraded again by credit agencies like Moodys, Fitch, and Standard and Poors?

This monument is located just off the highway near Zamboanguita. It was dedicated to commemorate the ceremonial surrender of the Japanese Imperial Forces Command in Negros Oriental to the joint Philippine-American and Guerrilla Forces of the province, in September 22, 1945. It was part of the beginning of the end of Japanese occupation of the Philippines and eventually, the end of World War II.
The complete historical account of that fateful day of surrender is documented in the most authoritative book “A History” Volume 2, page 174 which covers the History of Negros Oriental from the American Rule to the Liberation in 1948, written by known author, Professor Caridad Aldecoa-Rodriguez.
In part, Prof Caridad wrote:” Having totally lost the war, the Japanese forces in Southern Negros under Col. Satosi Oie, on Sept. 22, 1945 at 9 a.m. formally surrendred to the 503rd U.S. Airborne Division under Col. F. Wilson, at Guinsoa, Zamboanguita near a bridge. There under the coconut trees, a military surrender ceremony was solemnly enacted. The surrender took only 30 minutes.”
She said the Japanese were loaded then on trucks to the old Trade School building (now NORSU) . One night, all of them, including the sick and the dying were loaded on a ship, and Dumaguete did not see them again….”

P8.7-M in taxes collected

The municipality of Valencia in Negros Oriental has received P8.7 million in business taxes from the Energy Development Corp. and Green Core Corp.
Municipal treasurer Rolando Obaniana said the tax is based on the gross operations sales of the companies in 2009. EDC paid a total of P7.1 million while Green Core paid P1.6 million, after they started operation as private firms only from October to December last year.
The P8.7 million will be used as additional funds for the projects and programs of local government units where these companies are operating, Obaniana said.
The Real Property Tax assessments for both companies are still being finalized by the Municipal Assessor’s Office. The taxes will include those assessed on the machineries, buildings and land owned by the firms.
The tax due of EDC is P106 million. At least four power plants are due for assessment for real property tax, and initially, tax due of PAL-1 reached to about P16 million tax.
Republic Act 9153 or the Renewable Energy Act of 2008 mandates all power producers to pay real property tax to the government.
Obaniana said the royalty fund of the municipality is stable, and in fact, they have accumulated some P86 million in savings from the royalty fund collected in 2009.*MA

Business process outsourcing (BPO) firm Hinduja Global Solutions Ltd. (HGSL) plans to open its third site outside Metro Manila this year.
In a briefing, Partha de Sarkar, HGSL Global chief executive, said the company is looking at establishing a site in one of the following locations: Clark, Tarlac, Batangas, Cavite, Laguna, Cebu, Iloilo, Dumaguete City, or Cagayan de Oro City.
De Sarkar said the planned facility would likely have a maximum capacity of up to 1,000 seats.
The executive said HGSL, an Indian company, does not view the Philippines as a competitor but rather a country where the firm can expand its operations.
“There is a preference for Philippine-based voice services among clients. We’re seizing opportunities here,” he said.
HGSL currently has two centers in Quezon City with a total capacity of about 3,000 seats. The company currently employs 2,300 people and has already invested about $35 million since it began operations as then HTMT Philippines in 2004.
On Friday, the BPO firm inaugurated its newest site in Eastwood Cyberpark. The 3,522-square meter facility, worth $2.5 million, has a capacity of 1,000 seats. De Sarkar said this new facility is already 70-percent full and it may reach its full capacity of about 1,100 this year.
This site would service voice accounts with insurance and telecommunications firms.
HGSL has about 80 clients and employs about 14,000 globally in its 23 centers in India, the Philippines, Canada, Mauritius, Europe and the US.

Marine reserve gives island paradise a second lease of life

Apo Island, Philippines -- "Welcome, welcome," call out local women holding colorful T-shirts and quilts as pump boats carrying tourists pull up onto the shell-lined beach. "Please look, we have many things to sell."
Wading ashore through the crystal clear water, visitors are immediately struck by an air of optimism and confidence that resonates throughout the island village community.
But it could have ended up being all so very different.
Situated in the Mindanao Sea in the southern Philippines, Apo Island may be small at just 0.7 km/sq, but its reputation as a successful example of environmental sustainability has grown rapidly, all due to a bold experiment that started in the 1970s.
Back then, it was a struggling fishing community that had turned to more productive but highly destructive methods of fishing such as using dynamite and arsenic. Reefs surrounding the island were severely damaged, fishing stocks quickly dwindled, and fishermen were forced to sail further away to find worthwhile catches.
Its future, like many other fishing communities in the Philippines at that time, was grim: Apo was at risk of becoming a permanently poor and sleepy island where coral rubble and green and blue-green algae predominated.
The island's predicament pricked the interest of academics in nearby Silliman University in Dumaguete, the lively capital of Negros Oriental, including marine biologist Dr. Angel Alcala.
Shocked by Apo's seemingly self-destructive course, yet heartened by its potential for sustainable existence, Alcala spearheaded an initiative to turn around the island's fortunes by setting up a "no-take" marine reserve in 15 percent of the 104 hectares of coral reef around the island.
By 1982, the plan was in effect.
"The marine reserve, totally closed to fishing, in the course of time improved in coral cover and in fish biomass, fish abundance, and species richness," Alcala explained. "This is in contrast to the rest of the island where fishing was allowed. After several years, the volume of fish catch increased substantially, which was interpreted as the result of spillover of fish from the marine reserve as well as the result of the cessation of destructive fishing in all parts of the reef."
The effects soon proved beneficial to Apo's community -- fishermen were able to increase their catches closer to the island after fish biomass increased from approximately eight tons per square kilometer to about 155 tons per square kilometer.
The corals and other marine species inside the marine reserve also improved considerably, which attracted visitors who paid user fees to the community to dive among the blossoming reefs.
"Because of the protection of its coral reef, people earned a good living in transporting tourists from the Negros mainland to Apo. People on the island engaged in small businesses and improved the local economy," Alcala said.
Today, the island holds a population of about 680 people. It has small villages that are connected by attractive paths, which are decorated with natural flora. Colorful roosters mingle with wayward dogs as they vie for shade under the modest but sturdy houses. Children dart in and out of their homes, always smiling or laughing -- youths who would have once faced limited prospects.
"Before the success of the reserve, families were very poor and children were forced to stay on the island for their whole lives," explained Apo village head Liberty Pescobello Rhodes. "But now they can go to college in cities, marry non-Apo spouses, get good jobs, and send money back to the island community."
There's still no 24-hour electricity, and by no means is island life comfortable, but the knock-on effect of the marine reserve's success has helped the community improve its infrastructure.
"Some tourists have ended up contributing money to our community," says Rhodes. "Some examples include a German dentist who donated toothpaste and toothbrushes for a whole year, while another guest from the UK gave us money to help build a library."
Moreover, Apo's success at reinventing itself is proving an inspiration to other struggling fishing communities in the Philippines, critical in a nation made up of more than 7,000 islands.
Many visitors coming from various parts of the country's coastal communities have seen first hand the results of Apo's efforts, and set up programs of their own.
"There are about 563 marine reserves in the whole of the Visayas and another 500 or so in other parts of the country," Alcala said. "Many of these have been established on the Apo model of community-based marine reserves. It has given autonomy back to the locals of Apo, which in turn has helped give it back to all coastal fishing communities in the Philippines."

Promoters of world power and green technologies have offered local government units comprising the Metro Dumaguete area an alternative source of power to address shortages, rotating brownouts, and the increasing volume of solid wastes.
The project proposal of Biospehere Technology of True Green Energy Group Corp. was discussed at a joint executive and legislative session of the Metro Dumaguete group composed of the city of Dumaguete, Dauin, Bacong, Valencia, Sibulan, San Jose and Amlan.
Present were mayors Agustin Perdices - Dumaguete, Rodrigo Alanano - Dauin, and Bentham de la Cruz - Amlan, as well as the Sanggunian Bayans from Dauin to Amlan represented by their respective presiding officers, and the host city council of Dumaguete headed by Vice Mayor Woodrow Maquiling.
TGEG legal counsel Jose Samonte said the biosphere facility will convert the solid wastes into electricity and other by-products, and concerned LGUs will share in the profits that include tripping fees, and proceeds of electricity arising from power rate sales.
All the financing requirements of about $13.5 million will be shouldered by the TGEG, provided the city government will provide an adequate project site, supply of a minimum of 172 tons of solid wastes per day, right-of-way, and assistance in securing government consents, he added.
The 172 tons of solid wastes daily is expected to generate seven to 10 megawatts of power every hour, and will practically eliminate solid wastes, reduce landfill volume by 93 percent, recover brown field and landfill sites for development, apart from the various job openings and opportunities, Samonte said.
He assured the LGU-grouping that the company will not bring in people for the construction and operation of the facility, as the city has an abundance source of manpower.
The project proposal is for 25 years and is extendable by another 25 years.
Perdices enjoined the neighboring localities to grab the opportunity, which is one way of addressing solid wastes problem and to comply with the mandate of the law. He added that sanitary landfills will no longer be needed with this facility.
Instead of waste segregation to reduce garbage, time will come that interested LGUs will be encouraging constituents to produce more garbage, if only to comply with the minimum garbage requirement, Perdices said.
The signing of a joint venture agreement between the LGUs and TGEG was, however, held in abeyance for the parties to make a thorough study.
At the joint session, Perdices presented the waste water treatment facility in Brgy. Camanjac, that will be operational next month.
He said everybody should not only be concerned with the solids, buy also the liquids, adding that the Metro Dumaguete area might also find the project proposal useful.*JG/MA

Guihulngan City has the highest number of enrollees for the Provincial Health Insurance of Negros Oriental, which is 1,000, PHINO records recently showed.
Eight local government units in the province have availed of the PHINO program, Adrian Sedillo of the Capitol said.
The Pamplona town has 700 enrollees, 600 for San Jose, and 500 enrollees each in Jimalalud, Valencia, Zamboanguita, Amlan and Basay.
There are now a total of 4,800 residents of Negros Oriental enrolled with PHINO.
PHINO is an insurance program intended for indigent residents of the province. It assures the patients of no-expense hospitalization. Interested individuals are advised by the Capitol to visit the PHINO office at the ground floor of the Administration Building of the Negros Oriental Provincial Hospital compound, in Dumaguete City.
PHINO convenor Dr. Ely Villapando said tricycle drivers and other self-employed individuals can avail of the program with only a minimal contribution that will be based on the packages designed to suit the needs of the people of Negros Oriental. Even working individuals from private companies can also avail of the PHINO benefits, but the premium will be based on the salary grade of a government employee, Villapando said.
He said that PHINO does not compete with PhilHealth because a patient can be a member of both health insurance programs.
Villapando also encouraged all marginalized sectors in the community such as farmers, fisherfolk, vendors and househelpers to enroll under the PHINO.
Only NOPH has so far been accredited by PHINO.*MA

Poor boy from Dumaguete tops PMA 'Masidlak' class

FORT DEL PILAR, Baguio City , Philippines – A son of a tricycle driver from Dumaguete City topped this year’s graduating class of the Philippine Military Academy (PMA) here.
Eraño Belen, 23, of Calindagan, Dumaguete City, Negros Oriental, will lead the 226-strong”Masidlak” (Mandirigmang Sibol ng Dakilang Lahing Kayumanggi) class of 2010 during the commencement exercises on March 1.
Belen recalled the hard life he and his family have endured, including sharing a single meal a day several times, but these difficulties did not stop him from dreaming big.
“When we were able to eat, we only had salt to go with rice,” he said.
Belen, a member of the Iglesia ni Cristo, was named after the late head of the INC.
He encouraged everyone to always put God first in whatever endeavor and nothing will fail.
“Every Visayan must dream big and do everything to succeed,” he said.
Belen, who will be commissioned as second lieutenant, said he once dreamed of having an education at the PMA.
“We were brought up to dream to have a good education,” he said.

Pinay-an studied hard and by his second year, he was in his class honor roll on his way to becoming 2010’s salutatorian.
Kho, a BS Biology cum laude graduate from the University of the Cordilleras and a resident of Baguio City, placed 5th.
“I was dreaming of becoming someone to save lives (as a doctor) now I am ready to take lives,” he said.
Kho did not pursue medical studies due to lack of funds.
“Then the opportunity to apply at the PMA came, I took it,” he said.
Kho, who like Belen is going to the Air Force, said he is prepared to die, and if the time comes he wants to die in the line of duty.
“Handa na ang loob ko diyan (I’m ready for that), physically, mentally and emotionally,” said Kho.
PMA’s brightest
PMA superintendent Vice Admiral Leonardo Calderon described the Masidlak Class of 2010 as “the brightest class” he has known since the 1990s.
He said this class has three “Starmen,” which is equivalent to cum laude, namely: Pinay-an, Gonzales, and Ramon Mallare. There was no Starman last year.
Calderon said that the graduating class includes 31 female cadets, one of the biggest batches of female graduates since women were accepted at the PMA in 1997.
“They are also the most cooperative class I’ve seen” in terms of providing discipline to the cadet corps, Calderon mused.
The Masidlak class is a living example of humility, excellence, respect, honor, duty and love of God and country, Calderon said.

Yes, that's him...he has grown a little thicker, I wasn't able to recognize him right away. My hangout buddy together with another friend from Bacolod, Don Ramke. My pom pom friends. We used to hang out in the beach at night with the pom poms and their guitars and their loud songs...hmmm, artists' life. Some of them would even do the fire dance.

FORT DEL PILAR, Baguio City , Philippines – A son of a tricycle driver from Dumaguete City topped this year’s graduating class of the Philippine Military Academy (PMA) here.
Eraño Belen, 23, of Calindagan, Dumaguete City, Negros Oriental, will lead the 226-strong”Masidlak” (Mandirigmang Sibol ng Dakilang Lahing Kayumanggi) class of 2010 during the commencement exercises on March 1.
Belen recalled the hard life he and his family have endured, including sharing a single meal a day several times, but these difficulties did not stop him from dreaming big.
“When we were able to eat, we only had salt to go with rice,” he said.
Belen, a member of the Iglesia ni Cristo, was named after the late head of the INC.
He encouraged everyone to always put God first in whatever endeavor and nothing will fail.
“Every Visayan must dream big and do everything to succeed,” he said.
Belen, who will be commissioned as second lieutenant, said he once dreamed of having an education at the PMA.
“We were brought up to dream to have a good education,” he said.

Dagudag (ret), as the highest dumagueteño in the military to earn a 3 star rank. also, dumaguete city councilor Alan Cordova, as the only West Pointer grad in region 7.... or shall we say the entire visayas? hehehe ...that is still possible, kasi few lang sila sa entire philippines na west pointer, (less than 5 i guess).

A Dumagueteño was chosen as the happiest Filipino for having mastered the art of making people happy.
Winston Abella Maxino, son of Luciano and Carolina Abella Maxino of Daro, Dumaguete City, was chosen as the first Cebuana-Lhuillier Insurance Solutions “Happiest Pinoy.”
The judges unanimously chose Maxino as the embodiment of Filipinos happiness. “I believe that we Filipinos are essentially a happy people. Happiness is one of our admirable traits. We believe tomorrow holds a brighter day for us,” the younger Maxino said.
Winston and six other finalists made it to the final cut of the 218 nominations received by the screening committee. They were trimmed down to the top 20 until the final seven finalists faced the panel of judges for the interview.
In his acceptance speech on Wednesday night, Winston said the special prize was the gift of insight. He gained insight about happiness. “Happiness is rejoicing even in the reality that our lives are suffering,” he added.
Cebuana-Lhuillier Insurance Solutions said the Happiest Pinoy Search, is meant to recognize and celebrate every Filipinos optimism, resilience and hope, particularly amid uncertainties and anxieties.

Dumaguete City now has an emergency medical service and rescue team that is on call 24/7.
The Oriental Negros Rescue (One Rescue-EMS, Inc.) formally launched the round-the-clock service last Thursday with a demonstration at the Foundation University’s Sofia Soller-Sinco Hall.
Jose Riodil Montebon, One Rescue EMS president, said this group is patterned after Cebu City’s Emergency Rescue unit Foundation, which also helped in laying the groundwork for One Rescue EMS organization.
Montebon said that with the help of several businessmen, educators and medical practitioners, they were able to train 40 volunteers comprising two teams of emergency medical technicians.
Emergency cases may avail of One Rescue EMTs services for free, said Dr. Kenneth Coo, chairman of OREMT medical group. But for non-emergencies, they have an agreement with hospitals that they be replenished for whatever supplies they use, he said.
The One Rescue EMS temporarily has its base at the Foundation University main campus, while it has a classroom for training at the Lee Super Plaza.

DUMAGUETE CITY, Feb. 24 (PNA) -- Local government units where operations of “habal-habal” or single rental motorcycle units are reported are under orders to make an inventory and report the same to their respective Department of Interior and Local Government (DILG) offices.
This order was confirmed by the provincial DILG office in Negros Oriental in the wake of reports this mode of transportation is being tolerated in different municipalities and cities of the province.
The Land Transportation Office (LTO) has declared that the operation of “habal-habal” units in any part of the province is illegal in the absence of implementing guidelines and circulars and that it is reiterating its warning against violators.
LTO chief Roland Ramos is aware some local government units have passed ordinances regulating the operation of habal-habal which is contrary to provisions of Republic Act 4136.
In fact, in Canlaon City, habal-habal units have been provided with a terminal and certain fees are fixed.
Ramos has received complaints from legitimate operators about the proliferation of “habal-habal” units in that area already plying the national highway, and that their operation has already hampered and is competing with the operation of legitimate tricycle operators.
He said the LTO will be continuing in its crusade to stop the illegal operation of habal-habal.
LTO chief Roland Ramos disclosed the number of habal-habal units in the province could easily reach 5,000. (PNA)

Seventeen new cities and two new barangays were added in the Philippine Standard Geographic Code masterlist during the last quarter of 2009. In summary, the following are the changes in the PSGC masterlist for the 4th Quarter 2009:
I. Conversion of the Municipality of Dasmariñas in the Province of Cavite in Region IV-A (CALABARZON) into a Component City pursuant to Republic Act No. 9723 and which was ratified through a plebiscite conducted by the COMELEC on November 25, 2009.
II. On December 21, 2009, the Supreme Court, with a majority vote of 6 to 4, reversed and set aside its November 18, 2008 decision and declared as constitutional the cityhood laws converting the 16 municipalities to cities. This ruling was a reversal of the earlier decision of the Supreme Court that turned them back to municipalities under Entry of Judgment of General Record (G.R.) Nos. 176951 and 177499 which became final and executory on May 21, 2009 as stated in COMELEC Memorandum dated June 3, 2009. The 16 new cities are as follows:

The exemption accorded the 16 municipalities is based on the fact that each had pending cityhood bills long before the enactment of RA 9009 that substantially distinguished them from other municipalities aiming for cityhood. On top of this, each of the 16 municipalities also met the PhP 20 million income level exacted under the original provisions of Sec. 450 of the 1991 Local Government Code. (GR No. 176951).
III. Two newly-created barangays, Barangay Macalag (PSGC-153835010) and Barangay Tuntungan (PSGC- 153835011) shall be included in the Municipality of Datu Hoffer Ampatuan, in the province of Maguindanao pursuant to Muslim Mindanao Autonomy (MMA) Act No. 220 and which was ratified through a plebiscite conducted by the COMELEC on July 30, 2009.
The number of cities increased from 120 cities as of September 2009 to 137 cities as of December 2009 while the number of barangays increased from 42,021 in September 2009 to 42,023 in December 2009. Subsequently, the number of municipalities decreased during the period from 1,514 to 1,497. With these updates, the latest number of regions, provinces, cities, municipalities, and barangays as of December 31, 2009 are as follows:

Under the program, student-employees will work from 20 to 45 days, depending on the accepting entity, and will receive a minimum wage of P237 for those working in private establishments.
The compensation of those accepted by LGUs will depend on the salary scheme of the locality, Lagahid said, adding that 40 percent of their compensation will be shouldered by the DOLE, while the acceptor will pay 60 percent.
Lagahid said the program is open to students aged 15 to 25, who will start working April 5 until the first week of June.
This year’s acceptors of SPES are the cities of Canlaon, Bais, Tanjay, Dumaguete and Bayawan, and the towns of Vallahermoso, La Libertad, Ayungon, Mabinay, Amlan, Sibulan, Valencia, Siaton, Sta. Catalina and Basay.

Local government’s major dilemma on how to dispose solid wastes in compliance to environmental laws may soon be decisively solved at near zero cost to taxpayers and can be a potential steady source of revenues.
That is the cure-all solution offered by foreign privately owned firm to the seven towns and city comprising the Metro Dumaguete in a rare joint session of their local legislative bodies last Thursday. True Green Energy Group Corporation (TGEG) thru its counsel Atty. Jose Samonte presented before the assembled local legislative bodies how to convert the solid wastes collected from the municipalities of Amlan, Dauin, Bacong, Valencia, Sibulan, San Jose and the city of Dumaguete into electricity through the technology invented and developed by Irish Ronald Shane Flynn, who also serves as the firm’s own Chief Executive Officer.
Samonte said that Dumaguete City will host the four hectare $ 13.5 million biosphere gasification facility that can initially process 172 tons of solid waste to generate 7 megawatts per hour.
The proponent stressed that the project will eliminate solid and liquid wastes, will reduce volume for sanitary landfill dependence by 93 percent, distills 53,000 gallons of drinkable water and provide employment opportunities. Under the proposed 25 year Joint Venture Agreement between TGEG and Dumaguete City, the firm will develop, finance, construct, install, operate and maintain the facility while the city will provide an adequate project site, right-of-way, supply of solid wastes and assistance in securing governmental consents.
Both the participating LGUs and the TGEG will share in the revenues derived from the sale of electricity, tipping fees and other by-products. Most, if not all of the mayors, vice-mayors and councilors present welcomed the proposal but deferred granting authority to their respective local chief executives from entering into a memorandum of agreement with TGEG until indepth deliberations by the local legislators can be completed.(By Dems Demecillo)

Dumaguete City now has an emergency medical service and rescue team that is on call 24/7.
The Oriental Negros Rescue (One Rescue-EMS, Inc.) formally launched the round-the-clock service last Thursday with a demonstration at the Foundation University’s Sofia Soller-Sinco Hall.
Jose Riodil Montebon, One Rescue EMS president, said this group is patterned after Cebu City’s Emergency Rescue unit Foundation, which also helped in laying the groundwork for One Rescue EMS organization.
Montebon said that with the help of several businessmen, educators and medical practitioners, they were able to train 40 volunteers comprising two teams of emergency medical technicians.
Emergency cases may avail of One Rescue EMTs services for free, said Dr. Kenneth Coo, chairman of OREMT medical group. But for non-emergencies, they have an agreement with hospitals that they be replenished for whatever supplies they use, he said.
The One Rescue EMS temporarily has its base at the Foundation University main campus, while it has a classroom for training at the Lee Super Plaza.

SPi Technologies is a non-voice BPO currently located at KM7 Sacsac, Bacong will be transferred to the City Proper this year together with Ventus (Voice BPO) because SPi Technologies and Ventus are under the SPi Global Solutions. The proposed location is at the back of Hypermart right beside Ventus. However, Uy Matiao also submitted their bid for this matter the location is at the back of South City Elementary School.

Sisters of St. Paul of Chartres
The Sisters of St. Paul of Chartres (SPC) Congregation was founded in 1696 by Fr. Louis Chauvet, the parish priest of Levesville-La Chenard which is a small village southeast of Chartres, France.
Father Chauvet’s vision of charity was shared by his first followers and entrusted their training to Mademoiselle Marie Anne de Tilly, a lady of nobility and an active member of the parish who left a life of comfort “to serve God and neighbor”.
The difficult circumstances of the French Revolution, occasioned the spread of the Congregation to other places. Their primary activity was to educate young girls and to visit and care the poor and the sick.
On October 29. 1904, seven Sisters of the Congregation of the Sisters of St. Paul of Chartres established its first foundation in the Philippines in Dumaguete, Negros Oriental. Instituto de San Pablo became the first of more than a hundred mission houses they would open in their first 100 years in the Philippines.
Since then, they had spread to different parts of the country of about 70 institutions including hospitals, sanitarium, and home-for-the-aged under its helm making it the largest religious/educational/health organization in the country. There are 39 schools, 11 health care facilities, 10 pastoral centers and 9 houses under the Provincialate.

A Walk Down Memory Lane
Silliman University was declared as a National Historical Landmark by the National Historical Institute in 2001 during its Centennial celebration. So far, it is the only university whose campus has been declared as a historical landmark and not just only for a single building.

Silliman Hall
Built in 1903
Silliman Hall is the first and oldest building on campus. It was built in 1903 and is treasured as a historical landmark in Dumaguete City. It is a bridge to remember the beginnings of the University. It stood the test of time with its four-storey structure whose walls were made of local coral blocks and solid iron posts. The metal sheets used as ceiling were taken from a theater in New York City. Imported timber from the United States West Coast made the rest of the upper floors. It was inaugurated on November 30, 1903. It was a muti-purpose building at its time when it houses classrooms, intern dormitory, dining rooms, study room, chapel, church and teacher's living quarters. It is now a museum.

Katipunan Hall is used to be a Mission Hospital and was built in 1915 by Dr. Langheim, an American missionary doctor, and his wife. The Langheims were the pioneers of Missionary Medical Work of the province. During the second World War, the Mission Hospital was used by the Japanese soldiers as garrison and prison cells. Currently, it houses the Languages department. Many haunting tales fascinate this building – ghost sightings, eerie sounds and ghastly happenings. It is even sometimes used as the Horror Booth venue during the university Founder’s Day celebration.

Guy Hall
Built in 1918
The Guy Hall was completed in March 1918 from the donation of William Guy of St. Louis, Missouri. The building was offered in memory of Guy's wife, Kathm Lemoine. Guy Hall was first used as a dormitory for boys. It became an enemy garrison of the Japanese Imperial Army during World War II. Stories said that there is an underground that served as a torture chamber but has now been closed from the public. Another building known for its eerie tales. The building now houses the University Registrar, Admissions Office, and the University Press.

Oriental Hall
Built in 1920
In 1920, the cornerstone of the new girls' dormitory, the Oriental Hall, was laid down by Mrs. Pura Blanco, the first woman graduate of Silliman Institute. In June 1921, the Oriental Hall, the oldest regular dormitory on campus, opened as a permanent residential hall for women with 55 occupants. In 1972, Oriental Hall became a classroom-and-office-building of the College of Business Administration.

Channon Hall
Built in 1923
Rev. Irving M. Channon, the dean of the Divinity School purchased three hectares of the land where there now stands the Channon Hall. The top floor was used as the family’s residence, while the ground floor was used as classrooms and student quarters. During the war, the Japanese used this building as a penitentiary and torture chamber. At present, the building serves as a women's dormitory.

The SU Café, established even before the war is the pioneer fast-food center in Dumaguete, and still serving the public on the same location along Hibbard Avenue makes their patrons nostalgic since they still serve mostly the same traditional menu.

Hibbard Hall
Built in 1932
Construction of the Hibbard Hall began in 1932. This building was constructed in honor of Silliman’s founder and first president, Dr. David Sutherland Hibbard and his wife, Mrs. Laura Crooks Hibbard. It once serves as a library and currently it houses the student activity center. It is a favorite hangout for students where they can play pingpong, darts, board games (chess, game of generals, monopoly, etc), read magazines, watch movies, or simply relax at the balcony.

Silliman Church
Built in 1941
War came at the time when building operations for the construction of the new Church in 1941. Aside from this problem, the university had no cash to meet the payroll. There was the problem of materials and equipment, too. Despite this, they did finish it. The cross on the main structure was placed in position during a threatened air raid, and a final picture of the complete work was taken on April 2, 1942, the time when the enemy landings were being made on neighboring islands.

Catacombs: Silliman Church's Underground
In 1972, when martial law was declared, Silliman was one of the first two universities closed as being the center of student activism in the south. It was also one of the last universities allowed to resume operations after the closure. The school was barricaded by the military while the school paper and campus radio was ordered closed because of being very vocal against the Marcos regime. Despite the threat to life and democracy, martial law did not, however, stop students from gathering and keeping their patriotism aflame. At the basement of the Silliman Church, in a room named the Catacombs, the “secret” campus rendezvous of students continued away from the prying eyes of the military. Catacombs is now the meeting place for the youth for poetry reading, music jamming, and bible worship among other activities.
