I have a colleague whose husband is a close relative of Fred Dael, the former President of Islacom, and also one of the leaders for BPO outsourcing in Dumaguete. A what Dael had disclosed to his husband was that 4 BPO companies will be coming to Dumaguete by mid of this year, one will be a British based company. If such report is true, then Dumuguete would start to become a major player in the outsourcing business.

The National Historical Institute erected a marker on the landing site of the first Sisters of St. Paul Chartres in the Philippines as it recognizes the historical importance of the arrival of the SPC Sisters in 1904 and the Congregation's significant humanitarian contributions, especially in the field of education and health care.

Sisters of St. Paul of Chartres

The Sisters of St. Paul of Chartres (SPC) Congregation was founded in 1696 by Fr. Louis Chauvet, the parish priest of Levesville-La Chenard which is a small village southeast of Chartres, France.

Father Chauvet’s vision of charity was shared by his first followers and entrusted their training to Mademoiselle Marie Anne de Tilly, a lady of nobility and an active member of the parish who left a life of comfort “to serve God and neighbor”.

The difficult circumstances of the French Revolution, occasioned the spread of the Congregation to other places. Their primary activity was to educate young girls and to visit and care the poor and the sick.

On October 29. 1904, seven Sisters of the Congregation of the Sisters of St. Paul of Chartres established its first foundation in the Philippines in Dumaguete, Negros Oriental. Instituto de San Pablo became the first of more than a hundred mission houses they would open in their first 100 years in the Philippines.

Since then, they had spread to different parts of the country of about 70 institutions including hospitals, sanitarium, and home-for-the-aged under its helm making it the largest religious/educational/health organization in the country. There are 39 schools, 11 health care facilities, 10 pastoral centers and 9 houses under the Provincialate.

I hope St. Paul would also open up a hospital in Dumaguete and maybe expand their medical courses. My aunt is an SPC nun and when I dropped by at Perpetual Succour Hospital, I was surprised that they had expanded the hospital and now it is very huge and beautiful also with the typical St. Paul landscapes.

I do hope too.. PSH is applying for an international accreditation already.

Capitol allocates P1M for a new primary hospital in Negros Oriental (http://www.pna.gov.ph/index.php?idn=2&sid=&nid=2&rid=261174)

DUMAGUETE CITY, Feb. 26 (PNA) -- The provincial government of Negros Oriental is allocating some P1 million for the construction of the seventh Community Primary Hospital in Barangay Dauis of Bayawan City.

There are currently six community primary hospitals in the province, located in Barangay Kalumboyan of Bayawan City, Amio in Tayasan, Nabilog in Santa Catalina, Pacuan in La Libertad, Inapoy in Mabinay and Barangay Luz in Guihulngan City.

Information Officer Adrian Sedillo said the local government unit of Bayawan City gave a counterpart fund amounting to P800,000 and an additional P700,000 from the European Commission under the Formula 1 for Health program.

The project has an estimated total cost of P 2.5 million. The construction started last week and is expected to be completed within sixth months.

Governor Emilio Macias II has been in the forefront of the putting up of these hospitals as they would provide accessible health care services to the people especially in far-flung communities.

Dauis is a hinterland barangay located somewhere in the boundary of the mountainous area of Barangay Kalumboyan also in Bayawan City and the town of Mabinay.

Governor Macias is hoping that through the establishment and strengthening of community primary hospitals, only patients that need major surgical procedures will be brought to the provincial hospital in Dumaguete. (PNA)

Teletech Dumaguete must be the largest among Teletech's delivery centers outside Metro Manila at around 2,000 wokforce (or over 2,000 na?). With the astute Fred Dael (former President and CEO of PepsiCo in the Asia Pacific region) at the helm of Dumaguete's outsourcing industry (or shall we say Dumaguete Inc.?), I am confident Dumaguete will soar as one of the country's major IT hubs.

Yes this is true, there are freelance copyeditors for Springer and LWW projects. For Elsevier Science Project they also have "Work From Home". Rate is in $ and per page, don't have the exact amount for the rate coz it's confidential :ohno:.

My vote would go to Figaro, just a very little higher in price than Bo's (around Php75-85 per cup of coffee), and way lower than that of Starbucks (around Php115)S

Coffee from Figaro here in Iloilo is 90Php and I guess the smallest cup of Starbucks costs about the same as well. 90 or 100...In my opinion, A Figaro Frost is even more expensive than certain SB Frappes...:)

Homegrown Sans Rival Chosen ‘Top 24 Desserts’

Dumaguete’s very own Sans Rival Cakes and Pastries has been chosen as one of the 24 top dessert makers in the Philippines for its meringue torte with buttercream filling, popularly known Sans Rival. The distinction was bestowed on Sans Rival last week at the Atrium of the SM Mall of Asia by the Philippine Daily Inquirer, which chose 24 top desserts in the Philippines to celebrate its 24th anniversary.

Sans Rival manager Chining Sabarbarria-Bustamante shared center stage with 23 other dessert makers from all over the Philippines, along with executives from the Philippine Daily Inquirer and SM, led by taipan Henry Sy. The awards night, which cast the spotlight on the crème de la crème of the pastry industry, started with a special audio-video presentation of the 24 desserts, followed by a mini-fashion show of models parading the cakes on white platters.

The dessert makers were awarded plaques of appreciation by executives from the Philippine Daily Inquirer and SM MOA. Including Rene Reinoso, Inquirer senior vice president for sales and marketing; Garry Libby, Inquirer VP for info-tech and pre-press; Jocel Adorable, Inquirer assistant VP for marketing; Jesse Rebustillo, Inquirer assistant VP for classified ads; Steven Tan, SM MOA assistant VP; Cecile Ang, SM MOA marketing head; Nana Ozaeta, F&B World editor in chief; and PDI’s Vangie Baga-Reyes.

The event was sponsored by C2 Classic Cuisine, Carte d’Or, Collezione, Samsung, Gomeco, SM Hypermart, Unilever Food Solutions, PAP, QTV’s Secret of the Master and Vittoria Coffee.

Influx of foreign retirees seen to rise

THE Philippine Retirement Authority (PRA) and the National Economic Development Authority (NEDA) revealed that thousands of foreign retirees are looking to spend the rest of lives in the Philippines by 2015 because of the low cost but high-standard of living here.

According to a report from the PRA at NEDA, these foreign retirees are Chinese, Koreans, Japanese, and Fil-Americans.

These foreign retirees, according to the report, plan to live in Subic, Cebu, Tagaytay, Dumaguete, Baguio, and Metro Manila.

This roughly translates to some $14 billion in potential income for the country.

Robert Lim Joseph, chairman emeritus of the National Association of Independent Travel Agencies (Naitas), said government and the tourism industry should at this time, start making preparations.

The PRA and NEDA report further noted that at present, foreign retirees are starting to come, as indicated by Koreans here who have put up their own schools and grocery stores to cater to their own taste and needs.

Joseph said that the early beneficiaries of the influx of retirees are the travel, construction and real estate industries.

THE Philippine government has identified a dozen potential sites for a nuclear power plant. In a presentation, state-owned National Power Corp. (Napocor) identified alternative locations in the three major island-groups of Luzon, Visayas, and Mindanao.

In Luzon, possible locations for a new nuclear power plant are Mapalan Point in Morong, Bataan; San Juan, Batangas; Padre Burgos, Quezon; Port Irene/Matara Point in Cagayan; and Rakat Hill, also in Cagayan.

In the Visayas, nuclear power plants could be established at Tagbarungis, Inagauwan, which is southwest of Puerto Prinsesa; Concepcion, Tanabag, which is located northeast of Puerto Princesa; Cansilan Point, Bayawan in Negros Oriental; and Baluangan, Cawayan, also in the same province.

In Mindanao, potential sites are Piacan Point in Siocon, Zamboanga del Norte; Cauit Point, also in Siocon; and General Santos, Sarangani.

Because of the archipelagic nature of the country, Froilan Tampinco, Napocor president, earlier said that it would be more suitable to put up small nuclear plants of between 600 and 800-megawatts capacity in different locations.

Two foreign entities, Korea’s Korean Electric Power Corp. and an undisclosed French firm, have already expressed interest in putting up such facilities.

Napocor is spearheading the revival of the country’s nuclear power program, decades after the Aquino government shelved the Philippines’ first such facility in Bataan province.

However, putting up a new facility would take at least 10 years, Tampinco said, or double the time that would be needed if government were to rehabilitate the mothballed Bataan plant.

Do they have new technologies to properly dispose nuclear wastes? And can they assure that incidents such as those that happened at Chernobyl and Three Mile Island can be avoided or nuclear fallout safely contained? If they can eradicate the risks of having a lot of people in danger of cancer (especially cancer of the bones), or Bayawan and other areas becoming uninhabitable for about a century (such as what is happening in Chernobyl), then by all means we can put up this nuclear power plant.

But then, I would want the government to first prioritize on clean and green energies such as wind, solar, geothermal, hydro, and tidal energy. Only then if these sources of electricity are exhausted will I allow the exploration of nuclear energy as a last resort to solve power problems. In fact, probably I would prefer a coal fired plant to a nuclear one, considering the immensity of the risks involved.

^^the idea is good, but the place where to put the plant is… is something i don’t like. why in negros? we have geothermal energy in negros, the best in the philippines in terms of quality of steam produced, specifically the geothermal fields in palinpinon. why quality of steam? yes, because it would mean less maintenance cost, and lesser plant shutdowns. yung mga low grade na steam kasi, mag produce yan ng maraming sediments or yung puti? diba mag boil ka ng tubig at meh mga puti na mag form sa gilid, that one is similar to a low grade steam, parang silica(?), mag block yan sa mga pipes, so you have to clean the pipes. kung marumi talaga yung steam mo, then, wala kang choice but to shutdown the plant and clean the pipelines and other channels na daan ng steam.

Vallehermoso town may soon be without doctor (http://www.pna.gov.ph/index.php?idn=2&sid=&nid=2&rid=261525)

DUMAGUETE CITY, Feb. 28 (PNA) – Unless the Department of Health (DOH) will extend the contract services of a doctor assigned in Vallehermoso, Negros Oriental, or the local government unit will hire its own, that town will once again be without a doctor.

Dr. Marc Japitana, who has been assigned to Vallehermoso under the DOH’s Doctors to the Barrios program, said his term will expire in April, and there is still no word yet on whether his services in that town will be extended.

Japitana was speaking recently in a forum held in Dumaguete on the European Union-DOH Formula 1 for Health program, of which Vallehermoso is a recipient.

He presented the town’s best practices under the F1 for Health program, to include the local government’s initiative to have some 4,450 enrolees to the PhilHealth insurance program.

According to Japitana, he has served for almost two years in Vallehermoso, which did not have its own locally-funded doctor for about three years until his arrival.

These Doctors to the Barrios render services for a period of two years and assume the position as local health leader, rural health physician and municipal health officer in most cases.

Another doctor deployed to the province under the said program has just arrived in San Jose town, Japitana said.

Japitana, who hails from San Carlos City, Negros Occidental, said he still does not know whether to continue serving under the said program or go into private practice.

He strongly recommends that a doctor be assigned in Vallehermoso to continue the ongoing community health programs that have already succeeded in taking off and to attend to the needs of the town constituents.

The Doctors to the Barrios Program is designed to help deserving and depressed marginalized municipalities that are deprived of the services of a medical doctor by deploying young, dedicated and idealistic doctors to several target municipalities in the country, according to the DOH. (PNA)

So true. I have even tried having my bfast there and believe it or not, I was the only pinoy there! (of course, apart from the crew).. And when you try have your coffee at Cafe Noriter, you would feel like you are in Korea.. Full of Koreans! Have your dinner in Boston Cafe, you'd feel that you are in Europe! Most diners are mostly Europeans! Of course, the boulevard strip of restos are already given... Every day and night, it's always packed with foreigners as well as the internationall restos here which most diners are always white, black, or yellow..=)

If they insist on nuclear power plant I would suggest that they build a really huge one in an isolated island such as that of Semirara Island (where they are throwing a lot of garbage wastes) or near Palawan, generating at least 1 terawatt (1 trillion watts) to solve our power problem once and for all. But then again they have to make sure that nuclear fallouts will not ever occur. And then build a safe submarine cable all over the country.

I do not agree with a lot of them scattered across many areas where there is a lot of potential for many areas to become uninhabitable in as much as 2 centuries. Okay lang ang isolated island to become uninhabitable, it is isolated anyway, and if there are inhabitants they could easily be moved away.

What part of Negros is Cawayan?

maybe thats the Municipality of Cauayan in Negros Occidental. a first class municipality at the southwestern part of the island about a 3-4 hour bus ride from Bacolod City :)

If they insist on nuclear power plant I would suggest that they build a really huge one in an isolated island such as that of Semirara Island (where they are throwing a lot of garbage wastes) or near Palawan, generating at least 1 terawatt (1 trillion watts) to solve our power problem once and for all. But then again they have to make sure that nuclear fallouts will not ever occur. And then build a safe submarine cable all over the country.

I do not agree with a lot of them scattered across many areas where there is a lot of potential for many areas to become uninhabitable in as much as 2 centuries. Okay lang ang isolated island to become uninhabitable, it is isolated anyway, and if there are inhabitants they could easily be moved away.

Not Semirara my friend. its not garbage being thrown there but coal is being mined there. Semirara is a very beautiful cluster of islands forming the municipality of Caluya in Antique and is inhabited by a few hundred people in small fishing communities. Its so sad that because Semirara is now the country's largest coal mine, it has inflicted damage to hundreds of coral reefs and mangrove swamps. When you take an airplane its a sad site to see a huge gaping black hole amidst crystal clear, turquoise blue waters of Semirara. I think thats already enough for Semirara. lets not add more damage to it.:ohno:

Do they have new technologies to properly dispose nuclear wastes? And can they assure that incidents such as those that happened at Chernobyl and Three Mile Island can be avoided or nuclear fallout safely contained? If they can eradicate the risks of having a lot of people in danger of cancer (especially cancer of the bones), or Bayawan and other areas becoming uninhabitable for about a century (such as what is happening in Chernobyl), then by all means we can put up this nuclear power plant.

But then, I would want the government to first prioritize on clean and green energies such as wind, solar, geothermal, hydro, and tidal energy. Only then if these sources of electricity are exhausted will I allow the exploration of nuclear energy as a last resort to solve power problems. In fact, probably I would prefer a coal fired plant to a nuclear one, considering the immensity of the risks involved.

Actually, nuclear energy is relatively safe and one of the cleanest sources of energy if managed well.. The amount of nuclear radioactive waste emitted from a nuclear plant in one year is equivalent to a radioactive emissions from a banana.. I got this info from an elementary science magazine of my youngest sibling..

Photographer and visual artist Hersley Ven Casero of Foundation University in Dumaguete City surprised not only himself but professional sports photographers in Manila, by winning three awards in a recent photo contest sponsored by the Philippine Sports Commission.

Casero won third place for his photo of children playing ball, entitled, "When kids play the world wins," while his two other entries entitled "Skywalker" and "Future Worldcuppers" were chosen as finalists, earning him a total of P29,000.

He received his prize from PSC chairman Harry Angping in Manila Thursday.

The contest, which was open to all amateur and professional photographers in the country, was held in line with the 20th anniversary celebration of the PSC.

Casero said winning the contest gave him a glimpse into the competitive nature of professional photographers. "I was dubbed here as the only provincial photographer who qualified and won a national contest," Casero said in a text message.

The entries in the photo contest were displayed in a photo exhibit during the "All in Sports Expo" on February 25-28 at the Ninoy Aquino Stadium.*AP

NOCCI Asks City To Help Train Call Center Agents

The Negros Oriental Chamber of Commerce and Industry has asked the City of Dumaguete to allocate funds to help train call center agents.

Dumaguete City Councilor, Manuel “Chiquiting” Sagarbarria, president of the Negros Oriental Chamber of Commerce and Industry (NOCCI), said they have asked the city to help train call center agents because there is a need for more call center agents in the City.

Qualfon, a Mexican call center which operates in Cebu, is expanding to Dumaguete in June. “They are preparing to hire about 1,500 call center agents,” Sagarbarria said, after he was briefed about the company’s profile. Sagarbarria said that under their proposal, the City will give the money to Technical Skills Development Authority (TESDA), which will take care of the training. Sagarbarria, however, said they did not specify an amount. “The amount is up to the mayor; we just passed the resolution to allocate funds,” he said.

The Business Process Outsourcing (BPO) industry employs about 2,000 people in Negros Oriental and has been pumping P20 million into the Dumaguete Economy each month through salaries of their workers alone. This is one of the reasons why, Sagarbarria said, the Dumaguete economy is growing at an average of 30 percent a year, which is much higher than the national growth rate.

Transport groups seek legal remedies on traffic code provisions (http://www.pna.gov.ph/index.php?idn=2&sid=&nid=2&rid=261949)

DUMAGUETE CITY, March 2 (PNA) – Several transport groups in Dumaguete City are seeking legal remedies regarding the enforcement of certain provisions of Republic Act 4136 otherwise known as the Land Transportation and Traffic Code of the Philippines, specifically in the operation of motorcabs-for-hire (MCHs), commonly known as pedicabs here.

The pedicab organizations sought and retained the professional services of Atty. Joel Obar in seeking clarification about the allowable number of passengers that a tricycle can carry.

In his letter to Land Transportation Office chief Roland Ramos, Obar said it is an accepted fact that pedicabs constitute the mass transit system that operates in the city for a long period of time, thereby creating a degree of culture that is so much embedded in the society.

“It is therefore essentially necessary that any modification that is aimed at improving the transit system must be done in a manner that is a culture-based in approach rather than a police-enforcement method.”

Ramos had reiterated that under the gross vehicle weights and load limits provision of RA 4136, a tricycle or pedicab should carry only three passengers and that in excess of one is a violation of the same.

But for humanitarian reasons, Ramos said he is allowing an additional of one passenger to make it four.

Ramos made it clear to the transport groups in Dumaguete not to abuse his leniency because he will not hesitate to prepare charges of reckless imprudence against them if they are caught overloading.

He disclosed that from December last year, his office has conducted lectures and seminar workshops about pertinent provisions of the law and that a total of 16 pedicab associations have been briefed about the law.

In fact, leaders of two of the complaining associations have also participated in a series of discussions regarding RA 4136, one of which was graced by Vice Governor Jose Baldado. (PNA)

Villar still refuses to attend the Senate to face questions, and it only reminds me of how GMA used the privilege of her office to avoid questioning. What will happen if Villar wins and more corruption scandals surface?

With Villar catching up to Noynoy in the polls, I am honestly quite terrified of the prospect of him winning. There is a clear case of graft in this instance, and instead of delving into the issues, his allies in the legislative are simply brushing off the allegations as "politically motivated". As a citizen, we should not accept this. If there is smoke, we must see if there is a fire that needs to be put out. Yes, the timing of the allegations seem a bit off. ( Joker Arroyo was pushing these issues as early as 1998). A known crook and political opportunist, Juan Ponce Enrile, is the person leading the censure. However, when the facts are presented, it is clear as day that something is amiss. It just further builds on my strong suspicions that Villar is a businessman simply looking to control the political arena to make a boat load of money.

I have never trusted Villar since day one. I never trust businessmen who enter politics, because in the end, their core value is and always will be profit maximization. It is well documented that Villar's real estate empire ran into some serious financial problems when his overexposure to the real estate market and the Asian Financial Crisis made him unable to pay debts he took out to expand his real estate business in the early 1990s. After the Asian Crisis hit, Capitol Bank, owned by Villar and heavily exposed to his real estate investments was essentially ran to the ground and needed to be bailed out. In 2005, Villar tried to solve his debt problems by hiring a group of investment banks to advise him on how he can consolidate all his assets into one company (Vista Land). With the local and foreign investment bankers, Villar came up with a growth story for investors: "Invest in my company because we need it to fund all these wonderful project!" However, what was downplayed during the IPO roadshow was that instead of financing growth, resources from the offering would be used to finance his debt. To appease creditors, Villar even had his investment bankers pitch some form of a debt-to-equity conversion that raised skeptical eyebrows of many. In 2007, the IPO of Vista Land did not do as well as planned, in part because many investors and brokers were the same people who were burned by Villar's inability to pay back his loans.

Now, as part of a corporate growth (or should I say corporate restructuring) plan, Villar is lusting for the highest position in the land. This scares me because Villar already has a track record of using his political position to gain the upper hand for his businesses. To save his empire and increase shareholder value of his business, Villar used his influence as Senate Finance Chair to shrewdly derail a Cavite road project that was supposed to be BUILD, OPERATE, and TRANSFER. Villar built a longer and more expensive road, the C-5 extension, adjacent to it; subsequently forcing the private investor in the initial project to pull out. The fishy thing is that this new road, longer and more expensive than the previously planned project, passed through all of Villar's land in Cavite. It is a clear case of graft, pointing to Villar use of influence and government funds to substantially improve the values of his real estate properties. To add insult to injury the right of way the government would have to pay in order to complete the project was substantially higher for the land that Villar owned. These funds could have easily been used to build needed schools.

This scandal should be a red flag for all voters. However, the scary part is that Villar is spending billions to keep this out of the picture as he continues his attempt to brainwash our masses that he is their saviour. He convinces the masses that he is one of them. A poor boy from the slums of Tondo. In actuality, he is more like the 5-6 and syndicates, slum dwellers themselves who make a profit out of their poor brethren. Villar's ad agencies are doing an excellent job of maintaining this image as well as doing damage control. TV and radio continues to churn out Parokya Ni Edgaresque jingles that compete with "Nobody, Nobody." Dolphy is Villar's new spokesperson and Wowowee is one giant ad for him. In this process of brainwashing, the masses are not cognizant of how Villar conducts business as a politician. What they do not see is a man hell bent on turning our archipelago into his own personal piece of real estate.

It is sad that the efforts of Juan Ponce Enrile, who is leading the censure for Villar, is actually giving Villar more sympathy votes. People do no trust Enrile, and when Enrile pounces on someone, it is usually met with a high degree of skepticism. I do not blame people for feeling this way. I also think Enrile is a crook who should be jailed for conspiring to implement Martial Law, for coup attempts, and for the human rights abuses during the Marcos regime. If someone with a more respectable reputation were to level these charges on Villar, I am sure the surveys would tell a different story.

I also fear from some credible reports that Malacanang has actually made a deal with Villar (under the table). Essentially, GMA's goons said, "We will help you, in return, leave us alone when you win". Villar's behaviour in recent forums further adds credence to these reports as Villar has been very tame and quiet when it comes to how he will treat GMA after the elections. Appealing to common sense, it makes ALL THE SENSE for GMA to support someone who has a chance of winning, not a person rating at 4% in the surveys. GMA tried to reach out to Noynoy after Tita Cory died. All she got was rejection.

Who can stop Villar in his quest for the presidency?

I am known to be a Noynoy supporter, but to those skeptics and to those who are still undecided, I do concede that he is not perfect. His record as a politician is average and unspectacular at best. He does not have the charisma of his father. Before the death of his mother, he did not get much mileage. But I am going all out in support for Noynoy in 2010 because he stands for clean governance and appear willing to accomplish this. In addition, he has the best chance of preventing a opportunistic businessman, the assured next President of our country before Cory died, from using the Office of the President as a personal growth asset to his business empire.

Noynoy's clean record is a big plus for me. It is a trait that I think should be the most important quality that we should look for in our next president. His appeal is that his track record is not tarnished by corruption scandals and his political debts are minimal. I know that many critics are trying to make an issue over his involvement in Hacienda Luisita, but Noynoy is not even heavily involved in the company. As a shareholder, Noynoy only owns .04% of Hacienda Luisita, a drop in the ocean and hardly in any position to do something about it. The case of the Hacienda does not have the substance that the C-5 extension controversy has a lot of.

In addition, Nonoy also has an incredible legacy to live up to. All the pressure is on him to be clean and stay clean. He can't afford to tarnish the Aquino name and the immense legacy that his parents left behind. Cory and Ninoy practically sacrificed their family for their dream of a better Philippines. For Noynoy, to know that your father and mother went through so much hardship to improve our country is a heavy burden to think about if you do decide to become a crook and destroy everything that they fought for.

We all have to make a choice. In my opinion, it has to go to the presidentiable who has an independent mind, stands up for what he believes in, is clean, and has the legacy his parents to live up to and maintain. For me, Nonoy, with all his flaws, is that candidate. For what this
country needs is a clean president who can set an example top-down for the entire state; it needs a president with the will to change things and stamp out corruption; it needs a President who can set an example and is willing to perfect our dysfunctional democracy.

I want someone who stands for being clean. He does not need a degree from Harvard. He does not need to have a multi-million peso business to show me he can make us all rich. He does not have to speak well. He just has to be clean. Nothing else should matter. He has to prioritize a platform of clean and effective governance and make sure that it delivers on that promise. Policies on the economy, education, energy, environment and health can all follow after the fundamentals are taken cared of. So far, the only candidate who promotes my vision with a clean record to back it up is Noynoy.

Galing at Talino? Sorry Gibo, those were the supposed qualities of GMA, rubber stamped with a Phd in Economics. And what happened? She only worsened our economy. To GMA's credit she did balance our budget at one point, but it has again ballooned to the level where the next president will have to deal with the same economic issues she faced in 2005. During GMA's watch investment in infrastructure was insufficient, poverty incidence worsened, public education deteriorated, our nautical highway is still incomplete, goons like the Ampatuan's flourished in the south, and a culture of corruption flourished in our institutions. Instead of creating jobs, GMA focused on a policy of exporting labor without measuring the social costs of such a policy- thousands of broken OFW families and children of OFW's who do not have the proper parental supervision to teach them the differences between right and wrong. In effect, our next generation is left on their own to figure out how to become empowered patriots who love their country and will fight to defend it. In effect, whatever statistics in GDP growth GMA and her allies love to advertise, non of it trickled down and benefitted the poor..and none of it accounts for the social costs to her policies.

Good speaker? Sorry Gibo, Marcos had that quality and he did nothing good for our contry. In fact, Marcos squandered the opportunity to be our Lee Kuan Yew and Dr. Mahatir. If I want a good, charismatic, and eloquent speaker, let's just run down the list of effective public speakers and vote them in.

Para sa mahirap? Sorry Erap, you had your chance and failed miserably. Your only accomplishment is in convincing our masses that movie roles do not carry over into the political area.

My only concern with Noynoy is how deep he might be in the Liberal Party and whether he has accumulate political debts to Liberal trapos. The Liberal PArty, like any party, has its own share of crooks (including those bandwagon trapos who jumped off GMA"s boat to ride on Aquino's popularity). How much will Nonoy have to give back to the Liberal trapos (and bandwagon Liberals who jumped GMA's ship) if elected? We will never know. However, I am willing to live with that unanswered question if it means preventing someone like Villar from turning the Philippines into Vista Land's next subdivision development. I am also reassured by the fact that he has that "Aquino" name and the ghosts of his parents to answer to if does decide to go down the immoral path.

Nonoy will not solve all our problems. One person can't. But we need a start somewhere and it should be with someone who pushes honesty, reform, and good governance. It will be a tough battle, but I want to give Noynoy the chance to build on what his mother tried to accomplish. And I hope that if Noynoy wins, he will have the courage to make tough decisions and go after crooks, even if it means hurting a lot of friends and colleagues in government.

I'm not surprised. They are really doing great. I remember last Feb 14, we had to wait for an hour to able to get a seat. Any idea of the location of the boulevard branch.

@shark8888: Any idea which part of the blvrd? Coz i think the whole strip is already full unless one of the restos will vacate and Mooon will reoccupy it..

The Business Process Outsourcing (BPO) industry employs about 2,000 people in Negros Oriental and has been pumping P20 million into the Dumaguete Economy each month through salaries of their workers alone. This is one of the reasons why, Sagarbarria said, the Dumaguete economy is growing at an average of 30 percent a year, which is much higher than the national growth rate.

Villar still refuses to attend the Senate to face questions, and it only reminds me of how GMA used the privilege of her office to avoid questioning. What will happen if Villar wins and more corruption scandals surface?

With Villar catching up to Noynoy in the polls, I am honestly quite terrified of the prospect of him winning. There is a clear case of graft in this instance, and instead of delving into the issues, his allies in the legislative are simply brushing off the allegations as "politically motivated". As a citizen, we should not accept this. If there is smoke, we must see if there is a fire that needs to be put out. Yes, the timing of the allegations seem a bit off. ( Joker Arroyo was pushing these issues as early as 1998). A known crook and political opportunist, Juan Ponce Enrile, is the person leading the censure. However, when the facts are presented, it is clear as day that something is amiss. It just further builds on my strong suspicions that Villar is a businessman simply looking to control the political arena to make a boat load of money.

I have never trusted Villar since day one. I never trust businessmen who enter politics, because in the end, their core value is and always will be profit maximization. It is well documented that Villar's real estate empire ran into some serious financial problems when his overexposure to the real estate market and the Asian Financial Crisis made him unable to pay debts he took out to expand his real estate business in the early 1990s. After the Asian Crisis hit, Capitol Bank, owned by Villar and heavily exposed to his real estate investments was essentially ran to the ground and needed to be bailed out. In 2005, Villar tried to solve his debt problems by hiring a group of investment banks to advise him on how he can consolidate all his assets into one company (Vista Land). With the local and foreign investment bankers, Villar came up with a growth story for investors: "Invest in my company because we need it to fund all these wonderful project!" However, what was downplayed during the IPO roadshow was that instead of financing growth, resources from the offering would be used to finance his debt. To appease creditors, Villar even had his investment bankers pitch some form of a debt-to-equity conversion that raised skeptical eyebrows of many. In 2007, the IPO of Vista Land did not do as well as planned, in part because many investors and brokers were the same people who were burned by Villar's inability to pay back his loans.

Now, as part of a corporate growth (or should I say corporate restructuring) plan, Villar is lusting for the highest position in the land. This scares me because Villar already has a track record of using his political position to gain the upper hand for his businesses. To save his empire and increase shareholder value of his business, Villar used his influence as Senate Finance Chair to shrewdly derail a Cavite road project that was supposed to be BUILD, OPERATE, and TRANSFER. Villar built a longer and more expensive road, the C-5 extension, adjacent to it; subsequently forcing the private investor in the initial project to pull out. The fishy thing is that this new road, longer and more expensive than the previously planned project, passed through all of Villar's land in Cavite. It is a clear case of graft, pointing to Villar use of influence and government funds to substantially improve the values of his real estate properties. To add insult to injury the right of way the government would have to pay in order to complete the project was substantially higher for the land that Villar owned. These funds could have easily been used to build needed schools.

This scandal should be a red flag for all voters. However, the scary part is that Villar is spending billions to keep this out of the picture as he continues his attempt to brainwash our masses that he is their saviour. He convinces the masses that he is one of them. A poor boy from the slums of Tondo. In actuality, he is more like the 5-6 and syndicates, slum dwellers themselves who make a profit out of their poor brethren. Villar's ad agencies are doing an excellent job of maintaining this image as well as doing damage control. TV and radio continues to churn out Parokya Ni Edgaresque jingles that compete with "Nobody, Nobody." Dolphy is Villar's new spokesperson and Wowowee is one giant ad for him. In this process of brainwashing, the masses are not cognizant of how Villar conducts business as a politician. What they do not see is a man hell bent on turning our archipelago into his own personal piece of real estate.

It is sad that the efforts of Juan Ponce Enrile, who is leading the censure for Villar, is actually giving Villar more sympathy votes. People do no trust Enrile, and when Enrile pounces on someone, it is usually met with a high degree of skepticism. I do not blame people for feeling this way. I also think Enrile is a crook who should be jailed for conspiring to implement Martial Law, for coup attempts, and for the human rights abuses during the Marcos regime. If someone with a more respectable reputation were to level these charges on Villar, I am sure the surveys would tell a different story.

I also fear from some credible reports that Malacanang has actually made a deal with Villar (under the table). Essentially, GMA's goons said, "We will help you, in return, leave us alone when you win". Villar's behaviour in recent forums further adds credence to these reports as Villar has been very tame and quiet when it comes to how he will treat GMA after the elections. Appealing to common sense, it makes ALL THE SENSE for GMA to support someone who has a chance of winning, not a person rating at 4% in the surveys. GMA tried to reach out to Noynoy after Tita Cory died. All she got was rejection.

Who can stop Villar in his quest for the presidency?

I am known to be a Noynoy supporter, but to those skeptics and to those who are still undecided, I do concede that he is not perfect. His record as a politician is average and unspectacular at best. He does not have the charisma of his father. Before the death of his mother, he did not get much mileage. But I am going all out in support for Noynoy in 2010 because he stands for clean governance and appear willing to accomplish this. In addition, he has the best chance of preventing a opportunistic businessman, the assured next President of our country before Cory died, from using the Office of the President as a personal growth asset to his business empire.

Noynoy's clean record is a big plus for me. It is a trait that I think should be the most important quality that we should look for in our next president. His appeal is that his track record is not tarnished by corruption scandals and his political debts are minimal. I know that many critics are trying to make an issue over his involvement in Hacienda Luisita, but Noynoy is not even heavily involved in the company. As a shareholder, Noynoy only owns .04% of Hacienda Luisita, a drop in the ocean and hardly in any position to do something about it. The case of the Hacienda does not have the substance that the C-5 extension controversy has a lot of.

In addition, Nonoy also has an incredible legacy to live up to. All the pressure is on him to be clean and stay clean. He can't afford to tarnish the Aquino name and the immense legacy that his parents left behind. Cory and Ninoy practically sacrificed their family for their dream of a better Philippines. For Noynoy, to know that your father and mother went through so much hardship to improve our country is a heavy burden to think about if you do decide to become a crook and destroy everything that they fought for.

We all have to make a choice. In my opinion, it has to go to the presidentiable who has an independent mind, stands up for what he believes in, is clean, and has the legacy his parents to live up to and maintain. For me, Nonoy, with all his flaws, is that candidate. For what this
country needs is a clean president who can set an example top-down for the entire state; it needs a president with the will to change things and stamp out corruption; it needs a President who can set an example and is willing to perfect our dysfunctional democracy.

I want someone who stands for being clean. He does not need a degree from Harvard. He does not need to have a multi-million peso business to show me he can make us all rich. He does not have to speak well. He just has to be clean. Nothing else should matter. He has to prioritize a platform of clean and effective governance and make sure that it delivers on that promise. Policies on the economy, education, energy, environment and health can all follow after the fundamentals are taken cared of. So far, the only candidate who promotes my vision with a clean record to back it up is Noynoy.

Galing at Talino? Sorry Gibo, those were the supposed qualities of GMA, rubber stamped with a Phd in Economics. And what happened? She only worsened our economy. To GMA's credit she did balance our budget at one point, but it has again ballooned to the level where the next president will have to deal with the same economic issues she faced in 2005. During GMA's watch investment in infrastructure was insufficient, poverty incidence worsened, public education deteriorated, our nautical highway is still incomplete, goons like the Ampatuan's flourished in the south, and a culture of corruption flourished in our institutions. Instead of creating jobs, GMA focused on a policy of exporting labor without measuring the social costs of such a policy- thousands of broken OFW families and children of OFW's who do not have the proper parental supervision to teach them the differences between right and wrong. In effect, our next generation is left on their own to figure out how to become empowered patriots who love their country and will fight to defend it. In effect, whatever statistics in GDP growth GMA and her allies love to advertise, non of it trickled down and benefitted the poor..and none of it accounts for the social costs to her policies.

Good speaker? Sorry Gibo, Marcos had that quality and he did nothing good for our contry. In fact, Marcos squandered the opportunity to be our Lee Kuan Yew and Dr. Mahatir. If I want a good, charismatic, and eloquent speaker, let's just run down the list of effective public speakers and vote them in.

Para sa mahirap? Sorry Erap, you had your chance and failed miserably. Your only accomplishment is in convincing our masses that movie roles do not carry over into the political area.

My only concern with Noynoy is how deep he might be in the Liberal Party and whether he has accumulate political debts to Liberal trapos. The Liberal PArty, like any party, has its own share of crooks (including those bandwagon trapos who jumped off GMA"s boat to ride on Aquino's popularity). How much will Nonoy have to give back to the Liberal trapos (and bandwagon Liberals who jumped GMA's ship) if elected? We will never know. However, I am willing to live with that unanswered question if it means preventing someone like Villar from turning the Philippines into Vista Land's next subdivision development. I am also reassured by the fact that he has that "Aquino" name and the ghosts of his parents to answer to if does decide to go down the immoral path.

Nonoy will not solve all our problems. One person can't. But we need a start somewhere and it should be with someone who pushes honesty, reform, and good governance. It will be a tough battle, but I want to give Noynoy the chance to build on what his mother tried to accomplish. And I hope that if Noynoy wins, he will have the courage to make tough decisions and go after crooks, even if it means hurting a lot of friends and colleagues in government.

In the final months before his term of office expires, Dumaguete City Mayor Agustin “Tuting” Perdices could yet leave another legacy after he was authorized by the City Council to negotiate for the construction of a $ 135 million (US) Biosphere Gasification Project, which promises to turn the solid waste of the entire Metro Dumaguete into electricity.

The True Green Energy Group, whose CEO Ronald Shane Flynn, an Irish national, devised the technology to convert solid wastes collected from the Metro Dumaguete municipalities of Amlan, Dauin, Bacong, Valencia, Sibulan, San Jose and the city of Dumaguete into electricity has signified its intention to build the $ 13.5 million plant in the capital city to process 172 tons of waste materials daily and produce 7 megawatts of energy per hour for sale directly to NORECO 2.

Perdices lauded the project which promises to eliminate solid and liquid wastes, reduce volume for sanitary landfill dependence, distills 53,000 gallons of drinkable water and provide employment opportunities.

Feeding program ongoing

The Nutrition and Dietetics Department of Silliman University in Dumaguete City is undertaking a three-month complementary feeding project as part of its campaign to address malnutrition, a press release from SU said.

Sixty-nine children, aged 0 to 5 years, in barangays Looc and Piapi, Dumaguete, who are recipients of the project, are served high-protein and high-caloric snacks twice a day. These snacks are prepared by the ND majors under their Food Technology course.

Chairperson Michele Naranjo of ND said the project, which started last month, aims to alleviate malnutrition in Dumaguete. Statistics from the City Nutrition Office peg the number of malnourished children in the City at 632, the press release said.

btw, kumusta na yung geothermal project sa dauin, any news? i heard that it's around 40MW. the one in bago city, neg occ., medyo kapos, it is supposed to be a 49MW plant, but is producing only 6MW because of steam field problems.

i mentioned this because na news kasi kanina na more brownouts/blackouts in our country to come. and is all because of the el niño effect. nag dry up kasi yung mga rivers and dams, affecting hydro power plants, especially mindanao. mag chain reaction kasi ito eh, at dahil sa load sharing ma affected din tayo dito sa visayas.

Dumaguete community supports Habitat house build

THE Dumaguete community showed support for the Habitat Blitz Build.

The Habitat Blitz Build will construct 10 houses in just seven days from March 6 to 12 with the help of local and international volunteers.

Prominent businesses and individuals in the city were invited to join and become volunteers.

Habitat aims to build 2,000 houses throughout Dumaguete City by 2020.

So far, it has already completed the construction of 840 houses.

Companies in Dumaguete that have already donated cash for the March project, include Teletech, Sans Rival, Coco Grande, OK Mart and Ramas Uypitching and Sons.

Civic organization such as the Metro Dumaguete Lions Club also donated cash, while the Teves and Sagarbarria families gave a house each.

Companies and organizations that made product donations and pledged to provide volunteer teams include Ventus, Coca Cola Bottlers Philippines, Lotiff Construction, E Kho Rural Development, BB Catarata Association, Silliman Medical Center, Scooby’s Snack Bar, City Engineer Kirit, E-Games, Rural Bank and New Bian Yek Commercial Inc. and Professor Nobu and Kwansei Gakuen University.

I think i now know where Mooon Cafe - Boulevard will be. I think it is going to occupy the old sugar mansion beside Sun Life Financial. There has been ongoing renovation of the mansion. The old mansion looks perfect for a Mooon since it's already Spanish/European in architecture just like some other Mooon Cafes in Cebu where they are just renovating and occupying old spanish-looking mansions. I think in the case of that sugar mansion in the boulevard, there will be very minimal alterations that they will have to do with the facade.

DUMAGUETE CITY, March 4 (PNA) -- The chairperson of the Economics Department of Silliman University in Dumaguete is one of only two from the Philippines invited to attend an environmental economics course in Bangkok, Thailand on April 12 to May 3.

Prof. Wilma Tejero has been accepted into the “Regional Short Course in Environment and Resource Economics” organized and sponsored by the Economy Environment Program for Southeast Asia (EEPSEA), said SU information director Mark Raygan Garcia.

An advanced-level graduate course exclusively for those with at least a master’s degree in economics, the program will tackle three different topics per week: (Week 1) Cost-Benefit Analysis and Pollution Control Economics, (Week 2) Valuation Tools, and (Week 3) Natural Resource Economics.

Professor Tejero will also present her paper, “An Economic Valuation of the Coral Reefs Ecosystems in Tañon Strait Seascape.” The paper served as her application to the course, said Garcia in a press release.

This is not the first time for Professor Tejero to be involved in an EEPSEA project. Her previous work, “Recreational Use of Value of Apo Island,” received funding from EEPSEA and was undertaken with two professors from the University of the Philippines Los Baños (UPLB).

EEPSEA supports training and research in environmental and resource economics. It uses a networking approach to provide financial and technical support to researchers in its ten member countries.

The other participant from the Philippines is a professor at UPLB. They will join other shortlisted participants from Cambodia, Indonesia, Singapore, Thailand, Vietnam and Malaysia. (PNA)

The Anthropology Museum is located at the Silliman Hall.

SILLIMAN HALL is the first and oldest building on campus. It was built in 1903 and is treasured as a historical landmark in Dumaguete City. This building is considered the oldest wooden structure of Eastern Stick Style of American architecture in the Philippines. It is a bridge to remember the beginnings of the University. It stood the test of time with its four-storey structure whose walls were made of local coral blocks and solid iron posts. The metal sheets used as ceiling were taken from a theater in New York City. Imported timber from the United States West Coast made the rest of the upper floors. It was inaugurated on November 30, 1903. It was a muti-purpose building at its time when it houses classrooms, intern dormitory, dining rooms, study room, chapel, church and teacher's living quarters. It is now a museum.

THE ANTHROPOLOGY MUSEUM on the second floor was established in 1970 by Dr. Hubert I. Reynolds, an American Presbyterian missionary and former faculty member of the Sociology-Anthropology Department of Silliman University to house the collection of the Cultural Research Center that started in 1964. The exhibits are rare and priceless collections of ethnographic and archaeological artifacts which date back as early as 200 BC.

ARCHAEOLOGICAL COLLECTIONS

Most of the archaeological artifacts are from different parts of Negros Island. Many were found in excavations in Danao Cave at Tayawan, Bayawan; Magsuhot, Bacong; Buntod, La Libertad; and Polopantao, Jimalalud, Negros Oriental. Some were also found in Japitan, Escalante, Negros Occidental; still others were discovered in Sultan Kudarat.

The caves and rockshelters of Barangays Salangsang and Salaman are parts of Kulaman Plateau situated some 1000 m above the coastal plains of Lebak, Sultan Kudarat yielded various burial limestone urns and earthenwares.

The cultural materials found indicated a long period of accumulation that has changed through time and are still being modified by the present Manobo population.

Bacong, Negros Oriental is about 7 km away from Dumaguete City. The earthen wares that were found were called Bacong-Type Ware (BTW) after the place of Bacong. It was found that the site was said to be inhabited between 200 BC and AD 900 or during the Iron Age period as iron implements were also found together with the earthen wares with no Asian ceramics.

The entire collection, found in Magsuhot, consisted of 141 pieces, with five major morphological categories: round-bottomed vessels, ring-footed vessels, open-bottomed vessels, anthropomorphic vessels and massive jars.

Today, many people resort to an inexpensive alternative medicine which is time tested and proven to be effective remedy for health-related problems, the commonly called traditional or folk medicine.

A native pharmacological mixture of tiny chips from about 3500 medicinal trees, materials from the sea, items from the cave, and bits and pieces from the church mixed with lana (coconut oil). These are obtained from places selected by mananambals (folk healers) in Siquijor. This is used as medicine and for protection against sorcery.

CULTURAL GROUPS

The museum houses contemporary ethnographic and archaeological artifacts collected from indigenous communities’ representative of known cultural groups all over the country.

A dried hallow gourd with intricate laced rattan supporter and strap for the body and base, with decorated small beads for the plug. This is used as container for water or for seeds.

DUMAGUETE CITY, March 5 (PNA) – The Commission on Elections (Comelec) embarked Friday on its first of a series of operations against illegal election campaign materials in Dumaguete City amid widespread violation of Republic Act 9006 or the Fair Election Act.

City election officer Ian Macaraya personally led a small team in the removal of oversized posters and those that were pasted or hanging on electric poles, wires and other places not duly designated by the poll body as common poster areas.

This serves as a warning to all political candidates, and any subsequent violations would mean harsher sanctions such as the filing of cases against them in court, Macaraya said.

Macaraya said he took the initiative, with the assistance of the city government, in launching the anti-illegal campaign materials drive rather than wait for national candidates or their local organizers to take these down themselves as mandated by law.

The law states that candidates or political parties whose election campaign materials are hanging or posted in unauthorized areas must be held accountable for such violation, acting Negros Oriental provincial election supervisor Eddie Aba had said earlier.

Atty. Aba had said that since the Comelec is facing financial constraints, candidates or their political parties shall be charged for the expenses incurred in the removal of illegal posters and other propaganda materials.

However, Atty. Macaraya said that if he waited for this to happen, it would take forever.

The city government assigned two personnel, one driver and a vehicle for yesterday’s operations, with three casual employees of the city Comelec and Atty. Macaraya.

The team covered the entire strip of the national highway from the boundary of Sibulan town in the north and Bacong town in the south.

Macaraya said they had to skip some electric poles pasted with campaign posters in the Banilad area due to heavy traffic and ongoing road construction.

Due to time and personnel constraints, the team will cover the city by sections in the coming weeks. (PNA)

This is the RDSi that we have here, which is actually a multinational medical transcription services with offices in the US and Quezon City. They pay quite well at around Php16K per employee and their office is located at the ACSAT building...Too bad their website is currently inactive.

Having business centers is one way of attracting customers to your mall...After going to the business centers some shoppers might be tempted to eat or buy some items inside the mall, and these are "captured markets". Some of the businesses that induce "captured markets" are business centers (such as those of Globe, Smart, SunCell, etc., and even those of consumer products), hotels and callcenters/BPOs, even banks and terminals. Some mall operators could capitalize on these facts to increase foot traffic to their mall. I guess getting good business nowadays doesn't anymore depend that much on the name, but on a good strategy and good location of course...

And as I said before, indeed there are surprise locators. Can we expect some more surprises?

Yeah, you're very much welcome here...Infomercials if those posting are directly related/owning the businesses posted. Most people here are volunteers, but some have businesses. I guess it's okay to post your business as long as its okay with the people around, or you are not that annoying. In general, people here are promoting Dumaguete as a place, not their own businesses. We believe that as long as Dumaguete enjoys brisk business then other businesses can benefit as well.

Hinduja BPO opens up new centre

Indian business process outsourcing (BPO) firm Hinduja Global Solutions, Ltd. opened another facility in the Philippines on Friday, bringing its total investments to the country to USD35 million. The 3,522-square-meter, 1,000-seat call center at Eastwood Cyberpark in Libis, Quezon City cost USD2.5 million. This complements an existing facility also in Libis, known as HTMT Philippines. Opened in 2004 after the Hinduja Group’s acquisition of Customer Contact Center (C-Cubed), the facility which measures 8,672 square meters and has 2,000 seats is the single largest facility of the group outside India, company officials said.

Hinduja Global Solutions serves 80 clients across the globe and employs over 14,500 across 23 "delivery centers" and offices in the United States, Canada, Europe, Mauritius, India and the Philippines.

It also has "strategic working relationship arrangements" with partners in Colombia and China which altogether employ over 1,800 people that serve the South American, Chinese and Japanese markets.

The company plans to build another 1,000-seat facility in 2011 possibly in Metro Manila. Company executives said they were also looking at sites in Cavite, Batangas, Laguna, Cebu, Cagayan de Oro, Iloilo, and Dumaguete.

President Gloria Macapagal Arroyo, who was present at the inauguration of the facility, said the BPO sector remains one of the major drivers of the economy.

DUMAGUETE CITY, March 9 (PNA) -– Negros Oriental Provincial Animal Health coordinator Mardonio Nadela has encouraged all local government units (LGUs) to strengthen the campaigns on rabies eradication, especially during the summer months.

The provincial government, through the veterinary office, has been regularly implementing its program on the vaccination of dogs but this should also be reinforced by the LGUs down to the barangay level, he added.

He encouraged dog owners to properly feed their dogs and have them vaccinated at government veterinary offices. The deadly rabies virus is usually found in stray dogs, he said.

Negros Oriental has recorded a total of 103 cases of dogs submitted for rabies examination in 2009, according to Nadela.

At least 23 of the 103 cases submitted for rabies examination were found positive of rabies while 73 were negative and seven were declared unfit for testing.

From January to February this year, Nadela said his office has recorded a total of 26 cases wherein three were tested positive for rabies virus.

He also said two rabies deaths were recorded in 2009. So far there has been no reported case this year.

Aside from human beings, rabies cases were also noted in livestock and wildlife. One cow and a hybrid goat tested positive of the disease and died, after they were bitten by a rabid dog, said Nadela.

He said livestock contaminated with the rabies virus should be disposed as these are not fit for human consumption. (PNA)

DUMAGUETE CITY, March 9 (PNA) -- The Commission on Elections (Comelec) started Monday a series of trainings and seminar workshops for members of the Board of Election Inspectors (BEIs) and poll clerks on the use of the Precinct Count Optical Scan (PCOS) machines in preparation for the May 10 local and national elections.

The trainings are being conducted simultaneously in two venues in Dumaguete for 2,060 BEIs and poll clerks that will man 1,030 clustered precincts all over the province of Negros Oriental.

The trainings will be in 57 batches up to March 29, according to acting provincial election officer lawyer Eddie Aba.

They are being trained by trainors from the Department of Science and Technology (DOST) and Comelec officers using sample ballots at two days per batch.

On the second day of the training, there will be a practicum, actual and hands on operation of the PCOS machines, said Aba. (PNA)

The Oldest Tree

Claimed to be as the oldest recorded tree in the province and perhaps even in the country as it is estimated to be 1300 years old, this tree has been a lone witness to Canlaon City’s progress and evolution.

Today they call it the “wonder balete” because of the mystery that hovers around its existence and why it has been isolated from all the other Balete trees as if picked out and planted on just this one specific spot. Every night, curious travelers could not help but gaze in awe at a now-illuminated tree – the doing of many hundreds of fireflies that have come to take refuge in its wide and sturdy branches. Thus, another title – Canlaon’s all year round Christmas tree. From a distance, the tree would look somehow enchanted.

The Wonder Balete is now one of Canlaon City’s major tourist destinations, drawing attention from foreigners, travelers, and the media. After all it is the only known tree that has lived for over a thousand years. Its trunk is so enormous that it would take a total of 42 individuals to link outstretched hands together just to be able to embrace it. The diameter of the tree is estimated to be more than a hundred centimeters. At the heart of this wide tree trunk is an alcove where lizards, bats and many insects have made it into their natural habitat.

DUMAGUETE CITY, March 10 (PNA) – Rep. George Arnaiz of the 2nd district of Negros Oriental has slammed the Commission on Elections (Comelec) for its delayed decision in disqualifying rival candidate Raul Aniñon from running in the May 10 polls.

Arnaiz said that while Aniñon, indeed, has been disqualified in a recent ruling by the Comelec central office, his name would still appear in the official ballots as these had already been printed before the decision came out.

“It is unfair. His name cannot be removed anymore and is at the top of the list (of four candidates in the 2nd district),” said Arnaiz.

Names of candidates printed on the ballots are in alphabetical order, he noted.

According to the congressman, the purpose for his filing the petition for disqualification against Aniñon was to have him declared a nuisance candidate and strike out his name from the ballot.

Aniñon has never campaigned ever since he started running in the 1980s, but what’s worse now with the automated elections is that even the names of disqualified candidates still appear in the official ballots, said Arnaiz.

“And so you are making a mockery of the election process. And there is nothing we can do about it,” Arnaiz added.

Arnaiz had filed his petition last December but a new ruling by the Comelec requires that all election-related cases this time be leveled to its central office.

He said that after the May polls, and if re-elected into office, he will study possible legislative measures to correct this problem, but only if the country will have a successful automated elections. (PNA)

Dumaguete City (March 10) -- The Communication Component/Task Force of the 6th Country Programme for Children (CPC6) has called on the Barangay Captains, Parent-Teacher Association Presidents, Teacher-In-Charge and student leaders from the 10 identified disparity barangays to participate in the evaluation conference on March 11-12, 2010 at the Plaza Ma. Luisa Suites Inn, Dumaguete City.

Stakeholders from the disparity barangays of Kalamtukan/Damig, Bayawan City; Salag, Siaton; Sacsac, Siaton; Malongkay Dacu, Dauin; East Balabag, Valencia; Calinawan, Sibulan; Luca, Tanjay City; Sacsac, Manjuyod; Bios, Amlan; Hinakpan, Guihulngan will evaluate the Information Education & Communication (IEC) advocacy campaign materials addressing to reduce absenteeism and drop out problems which has been identified as one of the issues affecting the school-barangays.

IEC advocacy include posters, tarpaulin/streamers, flyers, radio plugs, and t-shirts have been distributed to the disparity barangays for the different specific target audiences such as the parents, teachers, and children to encourage or persuade them to attend school regularly.

The workshop will also incorporate the validation of teacher-applicants for the search for outstanding primary school teachers who made some efforts and initiatives to promote children participation and attendance in school.

The two-day activity strengthens stakeholders and parents to be more aware and sensitive to children's rights and able to make informed choices and empowered to take actions toward promoting and protecting children's rights. (PIA/JCT)

Tilos, a member of the DEB, said the opening salvo is set on the evening of March 26 at the Quezon Park in Dumaguete City, where candidates for the position of governor (4), vice governor (3) and congressman for the 2nd district (4) shall be presented to the public.

The candidates shall be given equal time to present their political platforms to be followed by an open forum where questions from the crowd will be accommodated, said Tilos.

Other schedules include April 7 in Jimalalud town for candidates for governor, vice governor and congressional candidates of the 1st district; April 7, in Siaton town in the 3rd district;

Candidates for board members in the three districts of the province shall also be presented during similar forums on April 16, in Jimalalud, April 20 in Siaton and April 23 in Dumaguete.

Due to the large number of candidates for mayors, vice mayors and councilors in the capital city of Dumaguete, three forums shall be held on April 27, 29 and 30, Tilos added. (PNA)

Migs, this is another interesting place you might want to see. It's the zoo and museum of the late Father Tropa, a religious/cult leader who was an avid environmentalist. Most of the stuffed animals on display in the museum used to be in the zoo cages. The place has been neglected and few live animals are left...it's in Zamboanguita, a few towns south of Dumaguete...

Maybe not. Somebody mentioned to me this must be the branch of a somewhat high end European restaurant in the city, but not Mooon. Let's wait and see :).

I saw the other night, its CASABLANCA. It's main branch is in Cervantes St, near Rejoice hardware. So they are really doin great coz they are branching out. Many foreigners go to this place.

Dumaguete is such a lovely place. i want to go back there...:) people are friendly and most of all iba ang crowd. i noticed that there are many white people there, i see rarely asians. sana ma maintain nila ang nature. forest park is really a highlight. enjoy the place. Keep it up Dumaguete! :)

Most of the stuffed animals on display in the museum used to be in the zoo cages. The place has been neglected and few live animals are left...it's in Zamboanguita, a few towns south of Dumaguete...

Blitz build to turn
over 10 houses

The Dumaguete City Habitat will turn over tomorrow the 10 houses built in just five days at Candau-ay Habitat, in Dumaguete City.

The event created a buzz in the community and around the city as a festive occasion with a wonderful community spirit in the air as the 10 houses shot up in record time, project proponents said.

The Lotiff Construction team led the pace with their house ready for the roof to be installed by just day three. Other volunteer teams from companies like Ventus, NORECO-2 and SUMC were following close behind.

The volunteers came from all walks of life and were teachers who worked alongside call center staff, students with doctors, and Habitat homepartners, who will officially receive their houses tomorrow, were there to help create their futures.

The dedication program will include the giving of Bibles and keys to the new homepartners by Habitat board members and various sponsors and supporters of the Blitz Build 2010.*RG

CPC 6 calls for conference

The Communication Component/Task Force of the 6th Country Programme for Children has called on the Barangay Captains, Parent-Teacher Association Presidents, Teacher-In-Charge and student leaders from the 10 identified disparity barangays to participate in the evaluation conference today and tomorrow, at the Plaza Ma. Luisa Suites Inn, in Dumaguete City.

Stakeholders from barangays Kalamtukan/Damig, Bayawan City; Salag, Siaton; Sacsac, Siaton; Malongkay Dacu, Dauin; East Balabag, Valencia; Calinawan, Sibulan; Luca, Tanjay City; Sacsac, Manjuyod; Bios, Amlan; and Hinakpan, Guihulngan will evaluate the Information Education and Communication advocacy campaign materials, addressing to reduce absenteeism and dropout problems which has been identified as one of the issues affecting the school-barangays.

IEC advocacy includes posters, tarpaulin/streamers, flyers, radio plugs, and t-shirts have been distributed to the disparity barangays for the different specific target audiences such as the parents, teachers, and children to encourage or persuade them to attend school regularly.

The workshop will also incorporate the validation of teacher-applicants for the search for outstanding primary school teachers, who made some efforts and initiatives to promote children participation and attendance in school.

The two-day activity aims to strengthen stakeholders and parents to be more aware and sensitive to children’s rights and to be able to make informed choices and empowered to take actions that promote and protect children’s rights.*RG

Soon to open at RPD: Celine

I was informed that more or less the first batch of tenants will be open at RPD by mid April. Some of them are still processing permits by this time. Almost all spaces are now taken out, with very few left...More or less it will be almost fully occupied.

There is also one that is going to open by next week. The one beside Cuttin' Loose. I wonder what will it be.. :cheers:

yes I can confirm this.

The school will be called DACA (Dumaguete Academy of Culinary Arts). Location is in the middle of the boulevard/corner Noblefranca Street above the new Casablanca Restaurant.

The restaurant will transfer to the new location in about 2-3 weeks and the courses at DACA will start some when mid or end of April.

I will post more information about that school next week in the education section of the content-pages (not the forum) when I get a detailed schedule.

As of now I know that DACA will run several classes divided in full 3 month courses for culinary arts but also short 2-week courses for other topics (desserts, wines, bread-baking etc.)

Hope that helps for now already a bit

I think i now know where Mooon Cafe - Boulevard will be. I think it is going to occupy the old sugar mansion beside Sun Life Financial. There has been ongoing renovation of the mansion. The old mansion looks perfect for a Mooon since it's already Spanish/European in architecture just like some other Mooon Cafes in Cebu where they are just renovating and occupying old spanish-looking mansions. I think in the case of that sugar mansion in the boulevard, there will be very minimal alterations that they will have to do with the facade.

That would be the new location of CASA BLANCA :)

Pier repair costs P81-M

The cost of reconstructing the damaged portion of Pier 1 of the Dumaguete Port which was rammed by a SuperFerry 5 inter island vessel in July last year, is estimated to reach about P81 million.

Raul Merecido of the local PPA office said they are awaiting the response of their national office to the damage report submitted by the RR & B Finest Construction and Development Corp.

The report showed pictures of cracks in the structure, pilots and beams, Merecido said.

However, old cracks were noted during the above water survey conducted by the contractor, prompting the engineering section of the PPA to request for a categorization of the damage, because the insurer wants to make sure it is within their liability.

The survey conducted showed 36 percent of the entire Pier 1 was

Medical equipment donated

The Sampaguita Deutsch Philippines Club donated millions of pesos worth of medical, laboratory and surgical equipment to four entities in Negros Oriental Wednesday.

The German Ministry of Defense, through the SDPC headed by a Dumagueteña, donated the equipment to the City Health Office, Dumaguete City Water District, the Department of Health and the 6th Primary Community Hospital, in ceremonies held at the new city health office and lying-in clinic of Dumaguete.

Araceli Heimann, chairman of the SDPC, said the equipment are considered discards in Germany and were placed in underground storage rooms of the German Ministry of Defense for disposal, but are still very useful in the Philippines.

Heimann said she saw the need for these equipments in Dumaguete, when she visited the old city health office.

This is the third time that she has extended such donations, the first was at the Negros Oriental Provincial Hospital in September 2006, and last year for the Community Primary Hospitals in the province.

Mayor Agustin Perdices welcomed the donation which will improve the efficiency of the city health office, in attending to the health needs of residents.

City Health Officer Dr. Maria Sarah Tala thanked the Heimann couple for the donations, as they expand their services and the “operation tuli (circumcisions)” scheduled on summer.

DCWD manger Esperatu Dicen said the donated equipment will help bring down the cost of performing water analysis, on which the water district has to pay for every year. With the water analysis laboratory, frequent testing of water samples will be undertaken in his office, he added.*JG

RAFI launched

The 5th Triennial Awards of the Ramon Aboitiz Foundation Inc. was launched Wednesday at the Silliman University, in Dumaguete City, its partner institution in Negros Oriental, with participants representing the academe, civil society, government and the private sector, a press release from SU said.

Two of the RAFI laureates, recipients of the 4th Triennial Awards given last year, attended the event and recalled how the award inspired them to continue their community and advocacy work.

Two recipients based in Negros Oriental are Sillimanians Dr. Chelsea Cacaldo, a rural health doctor, and finalist Dr. Gerardo Maxino, a committed physics educator.

Also present was Dr. Jocelyn Gerra, executive director of the RAFI Cultural Heritage Program.

Cacaldo graduated from Silliman University High School while Maxino obtained his post-graduate degree in education from Silliman, and served as a physics professor in the university for 34 years, the press release said.

The Triennial Award is given every three years to five individuals and five institutions. The winner receives P400,000 and the four finalists P100,000 each. Deadline of nomination is July 16, 2010, the press release added.*

Guys, are you familiar with this radio station: DYYB-FM 93.9. I found it in wiki, said to be owned by ABS CBN, but when I looked at the list of ABS CBN radio stations (http://en.wikipedia.org/wiki/List_of_ABS%E2%80%93CBN_Broadcasting_Corporation_channels_and_stations), it is said to be inactive. There's even a radio frequency already and call sign for GMA campus radio for Dumaguete! Are these coming soon? Any ideas?

Though quite old, I was elated to see this article published in 2003 yet. I was able to personally witness some traveling foreigners looking at the successes of Dumaguete and the Province of Negros Oriental in environmental preservation. Last week I was able to witness a group of Indonesian visitors touring the facilities of Silliman U. Marine Lab. This makes Dumaguete and the Province of Negros Oriental an international model in ecotourism:
