The city really need to do it before it's too late, there are plenty of vacant lots along the diversion road.....and maybe they could do something just to materialize this dream. Anyway, I am expecting much on Chiquiting's administration with the help of Allan Cordova......

Oriental Hall is being renovated to accommodate the colleges of Mass Communication and Performing Arts while Guy Hall will be turned into a hotel. Undergoing asphalting of roads at Silliman. Sunburst is finally open at Robinsons.

*They would no doubt thrive at RPD coz a bookstore's needed there...I'm just wondering whether the first branch would still have enough clients when the second one opens...oh well, it can always depend on SU's market and that of nearby schools :) stupid me, it's a university town, buhi gyud ang mga bookstore :-)

Dumaguete locals are finicky about their food. It’s a trait shared with all Filipinos, this love of good food, but it’s a telling fact that when the first mall in the "city of gentle people," Robinsons Place Dumaguete, opened last November, the biggest sales of the day were home appliances and KFC.
Even now, with a tenant ratio of 35% food to 65% non-food shops, the top earners remain to be food places, namely, KFC, Jollibee, Mang Inasal, Chowking, Sans Rival Cakes and Pastries, Greenwich and Shakeys. This we learned from Joseph Sian, group property manager for Robinsons Land Corp., with Bacolod as his base and nearby Dumaguete his newest site.
The visit to Negros Oriental’s capital last April 14-16 may have been a familiarization for media of the newest RLC property, but it quickly became a food trip, given the variety available in the city -- and we didn’t even have time to visit Jo’s Inato for their patented chicken or Panda’s for their fried ice cream or the resident sugba-sugba (a type of grill house) where corporate types rubbed elbows with dockhands for lunch.
Of the popular food places within the mall itself, Sans Rival Cakes and Pastries is the homegrown favorite, a hangout for families and barkadas, tourists and locals. The original site downtown is still booming, and the mall café is frequently full, with only a few minutes in between customers. Given the traffic, it isn’t too surprising that the owner of the shop, Manuel "Chiquiting" Sagarbarria, is the incoming mayor of Dumaguete (he won by 51 votes).
Since founder Trining Teves Sagarbarria opened her garage-cum-bakeshop in 1977, Sans Rival Cakes and Pastries has been the go-to place for pasalubong in Dumaguete, usually of the namesake sansrival cake, a buttery, nutty cake (P25/slice, P285/loaf with mango, chocolate and mocha flavor variants), and silvanas (P12 apiece, P100 per pack of 10), a round biscuit of thin meringue slices, powdery on the outside with crumbs, and sticky on the inside with caramelized sugar, and oozing with buttercream filling. The family recipes reputedly date back to the Spanish colonial period.
These days, the shop also offers a choice of pasta and sandwiches, and several drink options. Try the flavored café latte (I’d suggest hazelnut, but there’s also Irish coffee, caramel and almond mocha) and for the heck of it, the intriguingly named Teekanne teas -- "Happy Moods," dubbed "enlivening herbal tea blend with green" and "Sweet Kiss," an infusion of cherry and strawberry. Given that the pastries are on the sweet side, tea (or water at that) will be a good idea.
If dessert isn’t really your thing, and Mexican more your style, there’s Cebu-based Mooon Café at the alfresco area of the mall, quickly becoming a local favorite (in fact it’s one of the places a Dumaguete native suggested I check out). At night, the place is packed, outside seating preferred by those who want to listen to the night’s live entertainment, the stage dominating the court despite a water playground of large "bubble" buoys and a balloon slide.
Mooon Café’s interiors are colorful and whimsical, from the painted washbasins to the cute little salt and pepper shakers. With the doors open and the fans whirring, and the air-con on full blast, one can still hear the band and have their slice of quesadilla or quatro quezo pizza too. Add to that a heaping of beef salpicao, dripping "nacho spinners" or campesino jalapeño, and yummy Mexican baby back ribs. The house specialty drink is sangria and their own blend of iced tea, but as these are sticky-sweet and extra fruity, I’d suggest sticking to cola.
Outside the mall, the go-to place would be Rizal Blvd. (so named because Rizal stayed the night on his way to Dapitan), right beside the sea. If you’re lucky, you can be invited to have tsokolate sa batirol (hot chocolate), mangga and budbud kabug (a type of suman made of millet and coconut milk and wrapped in banana leaves), puto maya (rice cake) too, on the second floor of Silliman Hall, the oldest standing stick-style structure in the university overlooking the boulevard. The view is pretty, the wind lovely, and the building itself, which houses the anthropology museum, romantic.
If tea at Silliman Hall isn’t on your can-do list, perhaps you can settle for buying Silliman’s famous cheese bread from the cafeteria, wash it down with Mountain Dew (Silliman graduates swear by this combo) and proceed to the port/boulevard area where tiny plastic tables are set up by street vendors peddling fried goodies, the best of the lot being a fish tempura that’s a cross between kikiam and Jeprox (a type of fish cracker), that old childhood snack for the 1980s babies. They serve soft drinks here too.
Hayahay Treehouse Bar is a popular night spot, so much that even the parked cars would have youngsters passing around drinks, and right beside it is sister-establishment Lab-as Restaurant ("hayahay" connotes relaxation, whereas "lab-as" means "fresh"), a "family place" from the looks of it, both boasting of the freshest catch available, fish and shellfish, you name it, with meat produce thrown in and vegetable dishes as in the serving of okra, kangkong (swamp cabbage) and eggplant slices with a helping of guinamos (sauce made of salted and fermented anchovies, which may also use baby shrimp or oysters).
Five minutes away from the boulevard, but worth the trip for the quiet, would be Likha Tapas and Vodka Bar at the South Sea Hotel (the same owners of the Azalea Restaurant & Bar in Sibulan, more than an hour’s drive away from the city proper). They’ve got a plethora of vodkas from around the world (Russia, Austria, Sweden, Poland, France, Italy, New Zealand, the US, Kazakhstan), Mexican tequila, a variety of imported beer, and specialty cocktails, including martinis and margaritas. Bar chow care of the New York-trained chef ranges from mini pork chimichangas to tiny tuna burgers laced with wasabi to a main course of Australian T-bone steak (P380, 365g). Good stuff.
In Dumaguete, there’s not a lot to be had in terms of entertainment outside a good movie, a beach jaunt, a poetry reading, or getting up close and personal with native deer and bats at the sanctuary in Silliman, but all the locals seem to want is good conversation with good food (of the non-endangered species kind) -- and they’ve got that down pat.

The whole restaurant is still on a dry-run so service is not perfect. But over-all, i enjoyed. Sunburst is definitely a very good addition to the al fresco dining experience at RPD.. :cheers: :cheers:

The whole restaurant is still on a dry-run so service is not perfect. But over-all, i enjoyed. Sunburst is definitely a very good addition to the al fresco dining experience at RPD.. :cheers: :cheers:

Dumaguete locals are finicky about their food. It’s a trait shared with all Filipinos, this love of good food, but it’s a telling fact that when the first mall in the "city of gentle people," Robinsons Place Dumaguete, opened last November, the biggest sales of the day were home appliances and KFC.
Even now, with a tenant ratio of 35% food to 65% non-food shops, the top earners remain to be food places, namely, KFC, Jollibee, Mang Inasal, Chowking, Sans Rival Cakes and Pastries, Greenwich and Shakeys. This we learned from Joseph Sian, group property manager for Robinsons Land Corp., with Bacolod as his base and nearby Dumaguete his newest site.
The visit to Negros Oriental’s capital last April 14-16 may have been a familiarization for media of the newest RLC property, but it quickly became a food trip, given the variety available in the city -- and we didn’t even have time to visit Jo’s Inato for their patented chicken or Panda’s for their fried ice cream or the resident sugba-sugba (a type of grill house) where corporate types rubbed elbows with dockhands for lunch.
Of the popular food places within the mall itself, Sans Rival Cakes and Pastries is the homegrown favorite, a hangout for families and barkadas, tourists and locals. The original site downtown is still booming, and the mall café is frequently full, with only a few minutes in between customers. Given the traffic, it isn’t too surprising that the owner of the shop, Manuel "Chiquiting" Sagarbarria, is the incoming mayor of Dumaguete (he won by 51 votes).
Since founder Trining Teves Sagarbarria opened her garage-cum-bakeshop in 1977, Sans Rival Cakes and Pastries has been the go-to place for pasalubong in Dumaguete, usually of the namesake sansrival cake, a buttery, nutty cake (P25/slice, P285/loaf with mango, chocolate and mocha flavor variants), and silvanas (P12 apiece, P100 per pack of 10), a round biscuit of thin meringue slices, powdery on the outside with crumbs, and sticky on the inside with caramelized sugar, and oozing with buttercream filling. The family recipes reputedly date back to the Spanish colonial period.
These days, the shop also offers a choice of pasta and sandwiches, and several drink options. Try the flavored café latte (I’d suggest hazelnut, but there’s also Irish coffee, caramel and almond mocha) and for the heck of it, the intriguingly named Teekanne teas -- "Happy Moods," dubbed "enlivening herbal tea blend with green" and "Sweet Kiss," an infusion of cherry and strawberry. Given that the pastries are on the sweet side, tea (or water at that) will be a good idea.
If dessert isn’t really your thing, and Mexican more your style, there’s Cebu-based Mooon Café at the alfresco area of the mall, quickly becoming a local favorite (in fact it’s one of the places a Dumaguete native suggested I check out). At night, the place is packed, outside seating preferred by those who want to listen to the night’s live entertainment, the stage dominating the court despite a water playground of large "bubble" buoys and a balloon slide.
Mooon Café’s interiors are colorful and whimsical, from the painted washbasins to the cute little salt and pepper shakers. With the doors open and the fans whirring, and the air-con on full blast, one can still hear the band and have their slice of quesadilla or quatro quezo pizza too. Add to that a heaping of beef salpicao, dripping "nacho spinners" or campesino jalapeño, and yummy Mexican baby back ribs. The house specialty drink is sangria and their own blend of iced tea, but as these are sticky-sweet and extra fruity, I’d suggest sticking to cola.
Outside the mall, the go-to place would be Rizal Blvd. (so named because Rizal stayed the night on his way to Dapitan), right beside the sea. If you’re lucky, you can be invited to have tsokolate sa batirol (hot chocolate), mangga and budbud kabug (a type of suman made of millet and coconut milk and wrapped in banana leaves), puto maya (rice cake) too, on the second floor of Silliman Hall, the oldest standing stick-style structure in the university overlooking the boulevard. The view is pretty, the wind lovely, and the building itself, which houses the anthropology museum, romantic.
If tea at Silliman Hall isn’t on your can-do list, perhaps you can settle for buying Silliman’s famous cheese bread from the cafeteria, wash it down with Mountain Dew (Silliman graduates swear by this combo) and proceed to the port/boulevard area where tiny plastic tables are set up by street vendors peddling fried goodies, the best of the lot being a fish tempura that’s a cross between kikiam and Jeprox (a type of fish cracker), that old childhood snack for the 1980s babies. They serve soft drinks here too.
Hayahay Treehouse Bar is a popular night spot, so much that even the parked cars would have youngsters passing around drinks, and right beside it is sister-establishment Lab-as Restaurant ("hayahay" connotes relaxation, whereas "lab-as" means "fresh"), a "family place" from the looks of it, both boasting of the freshest catch available, fish and shellfish, you name it, with meat produce thrown in and vegetable dishes as in the serving of okra, kangkong (swamp cabbage) and eggplant slices with a helping of guinamos (sauce made of salted and fermented anchovies, which may also use baby shrimp or oysters).
Five minutes away from the boulevard, but worth the trip for the quiet, would be Likha Tapas and Vodka Bar at the South Sea Hotel (the same owners of the Azalea Restaurant & Bar in Sibulan, more than an hour’s drive away from the city proper). They’ve got a plethora of vodkas from around the world (Russia, Austria, Sweden, Poland, France, Italy, New Zealand, the US, Kazakhstan), Mexican tequila, a variety of imported beer, and specialty cocktails, including martinis and margaritas. Bar chow care of the New York-trained chef ranges from mini pork chimichangas to tiny tuna burgers laced with wasabi to a main course of Australian T-bone steak (P380, 365g). Good stuff.
In Dumaguete, there’s not a lot to be had in terms of entertainment outside a good movie, a beach jaunt, a poetry reading, or getting up close and personal with native deer and bats at the sanctuary in Silliman, but all the locals seem to want is good conversation with good food (of the non-endangered species kind) -- and they’ve got that down pat.

Having my first lunch at Mooon yesterday was quite an experience. There were plenty of people, even in the nearby Sunburst and Bo's! I could feel the dynamism, and the promise that soon RPD will be hosting an even bigger array of fastfood and other brand names...I am definitely excited!

As of this writing and as far as I know, 2 hotels are now ongoing construction.. that 8 story building in front of dgte fire station and one in front of ultra which is also 10 story building...another hotel at the Dumaguete Business Park?....hmmmmm......:cheer::cheer::cheer::cheer::cheer:

I've been thinking about the exact same thing Nick...waaahhh!!! But I have high hopes for him. Besides, I don't think he's powerful enough to block businesses from coming in...Di siya pwede mag-hari2x diri coz we have several other influential families who have interests na matapakan niya in that case...Most food chains that have opened here were franchised by local businessmen man pud di ba?
I love Sans Rival but please, we deserve variety!!! For the longest time Scooby's, Sans Rival og Chin Loong ra ang ginakaon nato diri, how many millions has he earned already from those restaurants? As mayor, it's time for him to welcome the competition :-)

1) Make the Dumaguete Diversion Road (DDS) a priority project to be finished by the end of 2010.
2) Widen Veterans Avenue (Real St.) from the city limit in Brgy. Banilad all the way to the city limit in Brgy. Bunao from a 2-lane highway to a four-lane highway.
3) Put up pedestrian overpasses in junctions with high pedestrian traffic (e.g. Provincial Hospital, NORSU, St. Paul’s, Public Market).
4) Put up traffic lights in major junctions and use a standard traffic signage design so as not to confuse the motorists.
5) Consider a separate and detached City Hospital capable of having 300+ beds
6) Transfer the present city hall to a larger modern government center either in Brgy. Balugo or Brgy. Batinguel.

It has a lot of potentials as an industrial and export site, aside from being a tourism area. The downside is its small population. The three other towns, Sibulan, Mabinay and Siaton are only either 2nd or 3rd class towns.

3) Put up pedestrian overpasses in junctions with high pedestrian traffic (e.g. Provincial Hospital, NORSU, St. Paul’s, Public Market).
Also in front of Robinsons. Traffic in that area will start to build especially now that they are starting to construct the mall beside Robinsons....
4) Put up traffic lights in major junctions and use a standard traffic signage design so as not to confuse the motorists.
Viable in the long term but maybe not a priority this time...
5) Consider a separate and detached City Hospital capable of having 300+ beds

An additional port and berthing spaces for ships has just been completed but dredging I guess is still on going...

Don't we have enough space here for parks and buildings? The best thing these days is to construct buildings vertically so we won't be wasting spaces...If they could reclaim without damaging the environment maybe this would be a viable thing to do...

Buglasan is bigger contingent-wise and budget-wise with all the cities and municipalities of the province getting involved especially in the street dancing..
Sandurot is just a city affair during the fiesta celebrations with hardly 50% of the city's 30 barangays participating in the street dancing..
there is a more solemn Santacruzan procession though organized by the Parish of St. Catherine (the real Santacruzan sans the festivities) usually at the last Sunday of May..
City Tourism Office started the Kabulakan Festival 2-3 years ago under Tuting Perdices but it's hardly making it's mark in drawing the tourists to come.. mainly, it's just for local consumption dare i say it

Thanks for the photos ponsing.... fewer contingent this year it is because this festival happen after the election or was being organized on the election period......Brgy taclobo, bagacay are the former champions of this festival and failed to join this years festival and i don't know the reason why.... :lol::lol:

For me would be Valencia... Economic Zone is already there and it's going to make a lot of money and income in that municipality will actually rise up....Subdivisions, millionaires village are a few improvements of Valencia..... The urbane spirit of this scenic university town is reflected in its big new mall
DUMAGUETE IS A QUAINT, RUSTIC province in Negros Oriental where people lead a laid-back lifestyle.
But that’s not saying the place is boring. It is a smart city, a hub for artisans, writers, conservationists, educators, and is also known as a “university town” because it houses the famous Silliman University and other academic institutions. Perhaps the view of the ocean by the Rizal Boulevard, the town’s plaza, serves as a fine inspiration for learning.
Now comes the latest thing in the area—malling.
While most people in Metro Manila and neighboring provinces have had giant malls and generations of mall rats, Dumaguete just recently had its first full-service mall—Robinsons Place Dumaguete, which opened in November last year.
“Malling is a relatively new thing here,” said Joseph Sian, group property manager for Robinsons Place Dumaguete and Bacolod. “It was a challenge to give them good reasons to go here because there are smaller establishments in the area.”
The mall was introduced as an alternative place to Rizal Boulevard, a stretch of restaurants, bars, inns and street-food joints along the bay.
“We came up with events and activities as come-ons. The practice in the provinces is, people like to have siesta, so they go to the mall in the morning, go home for lunch and rest. It’s not like in Manila where people spend a day in the mall and do everything there,” he said.
Robinsons Place Dumaguete is a two-level, 34,000-sq m center divided into zones: the Al Fresco Dining Area, Activity Area, Restaurants Zone, Quick Serve Restaurants Zone, Health and Beauty Zone, Service & IT Zone, Amusement Center, Apparel/Fashion Zone and Cinema.
Among the anchor stores are Robinsons Department Store, Robinsons Supermarket, Handyman Do-It Best Home Center, Robinsons Appliances, Robinsons Movieworld and Toys R Us-ToyBox.
“It can be reached in 15 minutes from the airport, and is 5-10 minutes away from Rizal Boulevard and Silliman University,” says Roseann Coscollulea-Villegas, corporate public relations manager of Robinsons Land.
Dumagueteños welcomed the mall from the day it opened, especially during the Christmas holidays when people sourced their groceries from the supermarket and gift items from the department store. Dining has also picked up, with fast food becoming hot sellers.
“They are good spenders and they pay in cash. There are also a lot of foreigners here from the universities who look for imported items. Another emerging market are overseas Filipino workers,” Sian said. “They used to go all the way to Cebu for appliances; now, they can buy the items at the appliance center.”
Local fares
The Hayahay Boutique carries island wear from flip-flops to bags and summer wear. It was put up by the same group behind Hayahay reggae bar along Rizal Boulevard, which is usually full during weekends.
Mixed Berries offers chic clothes and accessories for ladies. There’s also a Lonely Planet shop, a franchise from Boracay, that sells casual and beach clothes.
The popular Sans Rival Cakes and Pastries has its first stand-alone branch in Robinsons Place Dumaguete. The original branch at Rizal Boulevard is still there; now, it is also conveniently located inside the mall for pasalubong shopping. Must-buys are the Sans Rival loaf (included among Inquirer Lifestyle’s 24 Best Desserts) and Sylvanas, which come in 10 pieces per box. Other specialties include Date and Walnut Decquoise, Brazo de Mercedes, crinkles and cookies, pastas and coffee.
Scooby’s is another local food store. It offers burgers, fries, rice meals and other fast-food fare. From the neighboring regions come Bong-bong’s Piaya and Pasalubong, Ted’s La Paz Batchoy from Iloilo, and Moon Café and Sunburst Fried Chicken and Leylam Shawarma from Cebu.
Al fresco area
Robinsons Place Dumaguete has an expansive outdoor area lined with restaurants and bars. There are giant slides and water bubble balls for kids. Bands play during weekends, and there’s an art area where you can have your portrait or T-shirt design done.
“The Artist’s alley features local artists,” said Sian. “It’s a way of promoting Dumaguete art. We have arts and crafts lessons for kids inside the mall, as well. For sports, we have futsal [indoor football], table tennis, kickboxing competitions and demos in the activity area.”
Sightseeing
Dumaguete has also gained a following among tourists, both local and foreign. (Cebu Pacific flies to Dumaguete daily; visit www.cebupacific.com for schedules). A trip there isn’t complete without a pitstop at Silliman University, the first American-established university in the Philippines.
“Student population in Silliman is around 8,500. About 340 of them are foreigners. The top three nationalities are Koreans, Iranians and Americans,” said Mark Raygan E. Garcia, Silliman University director of information and public relations. “They usually take up Information Technology, English or specialty courses.”
The sprawling 62-hectare campus has a scenic view of the ocean and lush greens. Make sure to drop by the Anthropology Museum and see artifacts from different parts of the Philippines, including boat coffins, voodoo dolls used for witchcraft, ethnic costumes and earthenware.
The Silliman University Marine Laboratory was established as a research facility of the University in 1974. Its basic focus is marine environment and preservation; researches in taxonomy, biology, conservation management, and feasible mariculture are also conducted here.
Professor Hilconida Calumpong gave us a tour of the University Marine Lab. We also met planktonologist Adonis Floren and professors Loella Dolar and Janet Estacion, who do research on marine conservation.
The Center for Tropical Studies, or the Silliman mini-zoo, has rare animals such as the Visayan spotted deer, dog-faced fruit bat or common fruit bat, Negros bleeding heart pigeon, Visayan tarictic hornbill.
A few minutes’ walk from the university is the Dumaguete City Bell Tower, the oldest surviving structure in Dumaguete City, nearby St. Catherine of Alexandria Cathedral.
For novelty pasalubong, drop by Sidlakang Negros, a stand-alone shop that features artworks, furniture, delicacies and souvenirs. The town market offers budbud-kabog, a local sweet suman.

Who would want to pay for interests in paying for appliances...It's just the people who want to enjoy right away without thinking of the additional expense that they will incur in paying in installment...Maybe people here have learned what they call deferred gratification which does not dissipate the value of money... Actually, Alinghi, you mean the 7th City. There are already six cities. Guihulngan is already the 6th city.
The three factors in creating cities depends on 1) land area, 2) Population, and 3) Income
The reason why Guihulngan became a city, then reverted to a trown, then back to cityhood, was because the government amended the income and population limit in determining cityhood. Population is to be 180,000 (before 120,000), and income 80M (no longer 20M). Guihulngan (plus 15 other municipalities in the Phil's) became cities while this law was being amended, and their cityhood status revoked because they no longer qualified. But the cityhood was reaffirmed by the supreme court I believe, because they applied before the law was amended.
Valencia has the money, but not the population (Dumaguete doesn't even have the population or the land area to be a city - but because it's income is vast, retains the status. Locals in Mabinay have been hoping for city status, and I think have already applied but I think it won't be approved.
Having said that, Canlaon was the third city in the province, and until today doesn't even have a single bank. It has an up-town, a mid-town, and a down-town area, and became wealthy simply because of vegetables (very fertile soil), and to an extent tourism.
Kalumboyan has been applying to become a municipality (21kms from Bayawan), which if approved, would cut Bayawan's IRA. There are quite a few large barangays which could be considered worthy of becoming municipalities.

Actually, in the 90's Ken's Taxi (based in Cebu) had about 10 taxi's here. But they disappeared not because it didn't click, but because he lost his Dumaguete cabs in a gambling spree.

That is the site of AMA University Dumaguete campus. They were planning to transfer here for more than a year already but hasn't done so yet.
The back portion, I was told, is a condominium/apartment complex owned by the Gobonsengs...

The visit to Negros Oriental’s capital last April 14-16 may have been a familiarization for media of the newest RLC property, but it quickly became a food trip, given the variety available in the city -- and we didn’t even have time to visit Jo’s Inato for their patented chicken or Panda’s for their fried ice cream or the resident sugba-sugba (a type of grill house) where corporate types rubbed elbows with dockhands for lunch.
Of the popular food places within the mall itself, Sans Rival Cakes and Pastries is the homegrown favorite, a hangout for families and barkadas, tourists and locals. The original site downtown is still booming, and the mall café is frequently full, with only a few minutes in between customers. Given the traffic, it isn’t too surprising that the owner of the shop, Manuel "Chiquiting" Sagarbarria, is the incoming mayor of Dumaguete (he won by 51 votes).

The family recipes reputedly date back to the Spanish colonial period.
These days, the shop also offers a choice of pasta and sandwiches, and several drink options. Try the flavored café latte (I’d suggest hazelnut, but there’s also Irish coffee, caramel and almond mocha) and for the heck of it, the intriguingly named Teekanne teas -- "Happy Moods," dubbed "enlivening herbal tea blend with green" and "Sweet Kiss," an infusion of cherry and strawberry. Given that the pastries are on the sweet side, tea (or water at that) will be a good idea.

The El Niño phenomenon is not yet over. The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) has reported that there have been no indications so far to show that El Niño is weakening its scorching grip anytime soon.
Earlier reports have stated that the heat wave brought by El Niño is seen to ease out by June this year. However, Provincial Meteorological Chief Edsin Culi in an interview said that based on latest weather data, the dry spell is now likely to prevail over the country until July or August.
“We will still experience the heat wave until either July or August,” said Culi. In its El Niño Advisory No. 9, PAGASA reported that areas which experienced dry spell conditions as of April were Cebu, Negros Oriental, Leyte and Sama provinces, Bukidnon, Camigui, Lanao Del Norte, Misamis Occidental, Davao del Norte, Surigao del Norte and Lanao del Sur.

If it did, could a super shiny granite flooring withstand the rigors of the many activities being held at the mall? I guess the shiny flooring would have become rough right away due to the activities and the people coming in and out of the mall...Add to that is the fact that the mall is now being used as a playground by children riding those cuddly mechanized animals...

ePLDT Ventus (http://www.callcenterphilippines.net/news-blog/epldt-ventus-an-it-bpo-in-dumaguete.html), a subsidiary of Philippines Long Distance Telephone Co. (PLDT), is now taking over the PAL's (Philippine Airlines) call center operations.
The partnership will be effective on June 1, 2010 after the two companies signed formally the outsourcing agreement.
PAL President Jaime Bautista in a statement said that the partnership was made to enhance its operational competence and productivity to face the stiffer challenges in the market.
And with the takeover of ePLDT Ventus, their latest technology and highly competent workforce are good enough to address PAL's medical, information technology unit, and some human resource and administrative positions.
In the mean time, more PAL employees will be laid off in the company's restructuring, but job offers will be extended to all affected employees of PAL's reservation sales units in Manila and Cebu, and the Mabuhay Miles Center. The said employees will be priority in filling up approximately 600 agent positions at ePLDT Ventus. [via abs-cbnnews.com]

Among the options, Sibulan has the advantage in terms of transportation which is a vital component for cityhood, the airport in Agan-an, sea port in Poblacion, and roro port in Looc. Most car dealers are also situated in Sibulan, a proposed large hospital is also eyeing to be along the hi-way in Cangmating. Also an advantage is it strategic location as being close to Dumaguete and a major passageway by the northern towns in going to Dumaguete. Aside from the passengers to its ports, the influx of devotees to St. Anthony de Padua is also an opportunity for SMEs (small medium enterprise) like the ukay-ukay and tabo.
Being a native of Sibulan, I would prefer the town to stay as it is but given that change is inevitable, I would welcome improvements given that it would not drastically disrupt its harmony. For it to improve though, there must be a change on its leadership, not the kind of improvement on which to see an increase in number of GRO bars.

DUMAGUETE City – This Negros Oriental city recently inaugurated the first local government-funded septage treatment plant in the Philippines, built in partnership with the local water district and technical assistance from the United States Agency for International Development (USAID).
Mayor Agustin Perdices and USAID Acting Deputy Director Roger Carlson led the unveiling of the P24-million infrastructure in Brgy. Camanjac on Thursday last week.
The treatment facility is a low-cost, low-maintenance system made up of lagoons, a reed bed (constructed wetland), and drying beds.
It is designed to treat collected wastewater before it is released to the river as clean water, and solids as fertilizer.
USAID provided technical assistance through its Philippine Sanitation Alliance (PSA) and Local Initiatives for Affordable Wastewater Treatment (LINAW) projects.
Both projects support the Philippine Clean Water Act of 2004, which brought attention to the need to treat domestic sewage coming from households, public and commercial buildings.
The Dumaguete City Water District supplies the city’s water needs and sources its water from 15 wells supplying approximately six million cubic meters a year.
The presence of about 15,000 septic tanks in the city, however, poses a major health risk to the people of Dumaguete.
Ground water is contaminated by untreated wastewater from the septic tanks that are not desludged regularly.
In 2006, the city government, with technical assistance from USAID, enacted a septage management ordinance providing the collection and treatment of septage, a management structure to supervise the operations of collection and treatment of wastewater, and a cost recovery plan through a septage fee system.
As a result, the city government and the local water district entered into a partnership to construct the septage treatment plant as mandated by the local ordinance. Both parties equally contributed to the capital costs of the treatment plant.
In the past, focus of water pollution efforts was only on industries, but recent studies have shown that domestic household sources are major contributors.
Studies show that the country suffers more than $1.3 billion in economic losses each year due to water pollution and its impact on health costs and losses from fisheries and tourism.
The Department of Health estimates that 18 Filipinos die every day from water-borne diseases. (PNA)

Former Dumaguete City Mayor Ipe Remollo brushed aside speculations that he will be serving the incoming administration of presidential front-runner Noynoy Aquino as the new Secretary of the Department of Justice.
Remollo is credited for helping secure a landslide victory for the Liberal Party tandem of Noynoy Aquino and Mar Roxas in Negros Oriental in his capacity as LP Provincial Coordinator. Aquino amassed 264, 388 votes against his closest rival Manny Villar who got 90,000 votes. LP Vice-presidential bet Manuel Roxas won her with 257, 234 votes, his fierce rival Jejomar BInay was a distant second who got only 96, 759 votes.
However, Remollo categorically said he is not interested in holding the Justice portfolio, which is equivalent to a Cabinet rank. Speculations were rife that he would handle the Justice Department or at least be appointed as a Justice of the Sandiganbayan or Appellate Court after groomed-Justice Secretary Avelino “Nonong” Cruz and groomed-Finance Secretary Cesar Purisima were heard countless times during the LP sorties here as referring to Mayor Ipe as “Justice Remollo.”
Remollo explains that “he is enjoying his private life and legal practice.” “I helped the Aquino-Mar tandem without really expecting in return, but if I will be tapped for any position, I will have to study if I will be able to perform the job,” he added.

The Bureau of Internal Revenue (BIR) Dumaguete District Office has identified at least 77 business establishments in Negros Oriental and Siquijor that are candidates for closure under its Oplan Candado campaign.
Revenue District Officer (RDO-Dumaguete) Cresencio Agad revealed this during the BIR roadshow on Oplan Kandado recently at the Plaza Maria Luiza here.
Revenue Region-12 Director Araceli Francisco and chief of the Legal Division Nenette Epon conducted the orientation on the procedures, grounds and penalties in the implementation of the Oplan Kandado.
Francisco hopes that all the listed as candidates for Oplan Kandado will comply with the requirements and pay their obligations, including the 50 percent surcharge.
Francisco said their campaign aims to generate more taxes for the government, and oblige all business establishment owners to comply with their tax obligations with the BIR.
In 2009, a business establishment in Dumaguete was penalized under the Oplan Kandado for failure to pay its tax obligations.
Epon said she hoped that business establishments facing closure would immediately comply with their obligations before they face the full force of the law.
Epon said the BIR regional office has a review board that looks into all the business establishments considered as candidates for the Oplan Kandado. The board reviews the tax payment records, statement of income and record of compliance in the past years.
After the review, the board will send a 48-hour notice to the establishments to reply and comply with the requirements stipulated in the notice.
In case the business establishment owner still fails to make a reply on the notice, the BIR review board will give a five days value-added tax (VAT) notice. The review board will recommend to the Deputy BIR Commissioner the closure of the establishments that failed to reply on the two notices.
The grounds for the implementation of the Oplan Kandado include failure to issue receipt or invoices; failure to file VAT returns; and understatement of taxable sales or receipt by 30 percent or more of the correct taxable sales and receipt for the taxable quarter and failure to register.
Epon said that, as much as possible, they are encouraging business establishments to avoid the closure of their businesses. (PNA)

DUMAGUETE CITY, May 20 – Army units in Negros Island will be realigning themselves in early June according to the political divide of the two provinces of Negros Oriental and Negros Occidental for a smoother coordination with local governments in the fight against insurgency.
According to Col. Manuel Luis Ochotorena, commander of the 302nd Infantry Brigade based in Tanjay City, Negros Oriental, the shift in administrative and operational controls of the Philippine Army battalions will take effect once the election period is over by June 9.
The move was already approved by the Philippine Army’s hierarchy but was put on hold until after the elections, he said.
Under the current set up, the 302nd brigade and the 303rd brigade based in Murcia, Negros Occidental, have battalions deployed to both provinces, making it difficult for them to be talking to civil, military and police authorities from different regions.
Negros Occidental belongs to Region 6 while Negros Oriental is a part of Region 7, Ochotorena pointed out.
The 302nd brigade has for its area of coverage the southern half of Negros, with the 79th Infantry Battalion assigned in the Oriental side and the 61st IB based in Cauayan, Negros Occidental.
The 303rd Infantry Brigade, headed by Col. Maximo Caro, meanwhile, has under its control the 11th IB based in Guihulngan, Negros Oriental and the 62nd IB based in Sagay, Negros Occidental.
Once the realignment takes place, the 61st IB shall be placed under the control of the 303rd brigade while the 11th IB under the 302nd brigade.
The 1st Scout Ranger Company based in Canlaon City, Negros Oriental shall also be under the operational control of the 302nd brigade although the elite unit will still maintain its primary role as rapid deployment forces across the island, Ochotorena said. (PNA)

and this leads us to the suggestion that Tamlang Valley should be made an independent municipality combining the hinterland barangays of Pamplona, Sibulan, Valencia, Siaton, & Sta. Catalina for a more effective local administration, one that can earn the trust of the local people
we should learn from our sister province, the Mt. Kanlaon-Mt. Mandalagan triangle was once the bastion of the NPA insurgency in Northern Negros, but with the merger of the mountain barangays of San Carlos City, Calatrava, and Murcia into Don Salvador Benedicto town, it was able to address the needs of these people, and winning their hearts towards the government.. a similar moved should also be initiate in Tamlang Valley hopefully

yup.. but the SMC was responsible for the engine transplant before they turned it over.. actually, that's now under the care of the SU Volunteer Fire Brigade & Rescue.. i once drove that ambulance when i was still a faculty of SU.. from the gym to Katipunan Hall :lol: that thing is a pain to drive it's so long and wide and you can't see anything from behind :lol:

But is that engine proportional to the weight of that heavy machine...Well, maybe if they do rescue only in the highways then this rescue unit would do just fine.
That V8 engine I guess is designed for heavy duty even in harsh terrain of the mountains where a lot of horses are needed. Only there are a few cases of offroad accidents so I guess it's only right that they changed the engine to save on gas...greener rescue unit :)....

it's now underpowered Ritch it even struggles in 1st gear :lol: but what can we do, 3kms/liter on the gasoline V8 versus 8kms/liter on the turbodiesel will go a long way in terms of operational expenses, not to mention that diesel is 10 pesos cheaper than gasoline per liter :cheers:

Its nice to see these new small & medium players in the city. In Mindanao, the price of gasoline I heard is way cheaper than ours because they got a lot of new players. Hope some more players come and eventually the price of gasoline in our city will go down.

No wonder, Kia Dumaguete is the top Kia dealer for the year...
What I hope, though, is for residents here to be conscious about the environment and to conserve on energy by increasingly thinking of green vehicles such as electric vehicles. And what I hope from big companies such as Toyota, Mitsubishi, Ford, Kia, Yamaha, Suzuki, etc. is to come up with cheaper electric or hybrid motorcycles or vehicles...

The singing priests of the Diocese of Dumaguete dubbed as the “Priests in Music” are planning to stage another concert this year, featuring the winners of the recent DYWC Singing Teen Star competition.
Station manager Fr. Ramonito Maata of the DYWC-AM said he wanted to give more exposure for the winners through a show. The PIM is a group of singing priests in the diocese, who aims to share their God-given talents and give inspiration to the people.
The members of the Priests in Music are Frs. Ramonito Maata, Carmelito Limbaga, Felino Jumawan, and Rey Pascual.
The winners of the DYWC Singing Teen Star are composed of the grand champion Jeva Villamil of Calindagan, Dumaguete City; first runner-up was Jennylou Paglinawan from Bantayan, Dumaguete City; and second runner-up Auleen Pearl Morados of Bayawan.
The champion received P10,000 cash. First runner-up took home P8,000 cash, and the second runner-up pocketed P 5,000 cash. All received trophies and various gift certificates.
The texter’s choice award was given to May Myrish Mejica of Bantayan City, who received P5,000 cash, and also a trophy and gift certificate.
Maata said the search was their way of reaching out and giving service to the people in the Diocese of Dumaguete. He said that, during the elimination round, they inculcated good values in the candidates, like humility and acceptance.

nat’l heritage month
The Oriental Negros Children’s Advocacy Network will hold several activities in celebration of the National Heritage Month Saturday, in Dumaguete City.
Vice president Baby Jambora of ONCAN said their group is an umbrella organization of non-government organizations working for and with children in the province. They cater mostly to the needs of children at risk, street children, orphans, children in conflict with the law, children with disabilities and those disadvantaged families.
Their aim is to educate these sectors on the importance of the healthy environment for children.
A medical mission will be held Saturday for residents of Scandinavian Village in Barangay Candau-ay. Doctors and volunteers of the ONCAN will provide basic health services in the area.
A gathering of members and children-beneficiaries from the 22 NGO-participants under the ONCAN will play some traditional games dubbed as “Magdula Ta” at Freedom Park, on the same day.
Traditional games include bulanbulan, tubigtubig, piko, kayukok, takarang, siatong, among others to be played by more than a hundred children.
A painting competition will also be conducted for some youth-participants of the children’s network, Saturday afternoon at the Freedom Park.
Each NGO contestant will bring home their own painting after the awarding of prizes for the games and painting competition which will culminate the event.*RG

Foundation University is freezing tuition fees to help keep teen-aged college students in school.
Starting June 2010, freshman students will pay the same tuition each term until they finish their course.
Victor Vicente Sinco, FU vice president for finance and administration, said regular students enrolled in a four-year course will be allowed five years, at most, to finish their course while students enrolled in a five-year course, like BS Architecture, will be allowed at most six years to get their degree in order to avail of this guaranteed tuition freeze.
This scheme, Sinco said, is Foundation University’s way of helping students get an education. By keeping tuition fees steady, students and their parents can make better financial projections in the next four years, he said.
Students who are now in their second to third year, will pay the same tuition they paid last year until they graduate.
Sinco, however, said that miscellaneous fees may vary from year to year because of possible increases in the prices of some materials needed by students for a particular course.

From what I have known Silliman is awash with cash mainly from American and German donors who have established tie ups with our beloved alma mater...Hmmmm, the College of Nursing and the Divinity School are some of the biggest recipients of these funds...and all the other units too, they received some funds...

DUMAGUETE CITY, May 26 (PNA) – The National Union of Journalists of the Philippines (NUJP)-Dumaguete chapter elected Tuesday its new set of officers following its revival through the supervision of Alwyn Alburo, national NUJP deputy secretary general.
Elected as chairman of the NUJP-Dumaguete chapter was Alex Rey V. Pal of NBN-Dumaguete and the Dumaguete Metro Post, with John DX Lapid of ABS-CBN Dumaguete as vice-chair.
“We're happy to finally have a NUJP chapter in Dumaguete which will look after the welfare of working journalists,” said Pal.
He assured that the local chapter will “find ways to enhance the capabilities of our colleagues in order to elevate the status of our profession.”
Other officers elected include Maricar Aranas of Fil Products Channel 6 as chapter secretary general, Rene Genove of the Visayan Daily Star, treasurer, Juancho Gallarde of Sky Cable, auditor, Syril Repe of DYRM-AM and the Freeman, chair of the Committee on Finance/Ways and Means, Jufill Mira of DYWC-AM, chair of the Committee on Membership, and Judy Flores-Partlow of the Philippines News Agency-Dumaguete Bureau, chair of the Committee on Education. formerly a Villegas residence.. this is the only vantage point where you can see the building (on E.J. Blanco Drive). the Veterans Avenue side is blocked by thick foliage that nobody wouldn't even notice the construction going on if they passed by :cheers:

As an international university, I guess the government will be constrained to open the Dumaguete airport to international traffic (perhaps to modernize it) for easy access of students coming from Korea, HK or Singapore, as well as from other international locations...I would like to see one day direct flights between the Dumaguete airport and HK, Singapore or Korea mainly for the benefit of the students, and for tourists as well...

Officials of the Retirement & Healthcare Coalition, a non-stock, non-profit organization that promotes the retirement and healthcare facilities in the Philippines, met with DOT Secretary Ace Durano, Undersecretary Cynthia Carrion and Undersecretary Eduardo Jarque.
The Retirement & Healthcare Coalition (RHC) was represented by Robert Sears, American Chamber of Commerce executive director, Henry Schumacher, executive vice president of the European Chamber of Commerce of the Philippines, Japan Chamber of Commerce vice president Nonuo Fujii, and Marc Daubenbuechel, Project Manager of the RHC
The delegation presented the Long Stay Visitor Program that helps promotes the Philippines as retirement destination. With this Program, foreign seniors are invited to experience the Philippines hassle free. Under this program, they overwinter in the Philippines instead of staying during the cold and harsh winter in their home countries. This concept was used already during the 1970s in Spain which made Spain the major destination for retirees in Europe. Through the Long Stay Program, the Coalition is confident that foreign retirees will choose the Philippines as their 2nd home and tourism destination.
The Coalition has identified 5 suitable locations in the Philippines for retirement. These regions are: Manila, Cebu, Clark/Subic, Dumaguete and Tagaytay. The selection of these locations is mainly based on the easy access to complementary amenities such as high standard medical centers, health and wellness facilities, leisure and sports facilities, commercial establishments, airport, possible investment and employment opportunities and most especially, the availability of housing units suitable for Short and Long Stay Visitors at competitive rates.
Tourism Secretary Ace Durano sees a big potential in the Long Stay Visitor Program and would like to see more facilities allocating resources to this program. He would like to further develop the Long Stay Vistor Program together with the Retirement & Healthcare Coalition in a partnership.
