Senior Tourism Operations officer, Myla Mae Abellana, said the program invites homeowners who are willing to accommodate paying tourists in their spare rooms, and at the same time share the Filipino family experience with them. Abellana said the program will expand the number of clean, comfortable and fully-furnished rooms in the area to accommodate the increase in tourism traffic coming into the province. This will also deliver economic benefits directly to the participants, she said. DOT-7 will conduct a Home-stay Program Training for interested homeowners and their caretakers to ensure that tourists in the province get to experience the finest hospitality. The problem, the United States Agency for International Development-funded group Philippine Sanitation Alliance (PSA) said in its presentation at the forum on Thursday, are septic tanks. “Septic tanks [are] not properly maintained, usually only desludged when [there’s an] overflow.” The group said pollution is just being transferred when septage that is removed is not treated or disposed of properly. “Many septic tanks have open bottom ‘leaching chambers’ that contaminate groundwater.” It added that polluted groundwater becomes more expensive for water districts to treat; sometimes the water is not fully decontaminated for several reasons, and causes disease outbreaks in communities. The PSA said such diseases kill an average of 55 Filipinos a day. The group blames such leaching for the contamination with coliform bacteria of 58 percent of drinking water wells. The health, fisheries and tourism sectors are also affected, leading to annual economic losses of P78 billion. The PSA said all households, commercial centers and public buildings should have been connected by last year to sewerage systems as called for by the Clean Water Act of 2004. Jose Almendras, president of Manila Water Co., said it would take 30 years for his company and Maynilad Water Inc. to achieve a full connection in Metro Manila alone, however. Both his company and Maynilad provide septage-management services through a 12-percent environment fee tacked on water bills. “It’s a cost we’re trying to do away with,” he said, but pointed out that squatters remain a major challenge for establishing a wastewater system. The PSA said septage treatment requires a lot of space for air drying and manual labor so that such nonmechanical systems “are inexpensive to install and operate” while mechanized systems are expensive but require small spaces. The PSA cited as example an integrated septage-treatment facility in Dumaguete that uses lagoons, wetlands and drying beds built with P24 million from the local government unit and water districts. It is expected to fully recover costs in eight years. The Clean Water Act requires all LGUs and water districts to develop septage programs. Macias will go to NOPH Central Block Building fund DUMAGUETE CITY, June 25 (PNA) -- The donations accumulated during the wake of the late Governor Emilio Macias II has reached an initial amount of P200,000 which will go to the Central Block of the Negros Oriental Provincial Hospital (NOPH). According to provincial administrator Marilou Kho, they have initially counted the donations from the box, a piggy bank filled with money and some envelopes that also contain financial donations. Kho said they will still have to collect the other boxes of donations that were left at the Governor’s residence in Siaton town during his wake. She said they are expecting that the donations would reach more than P200,000 because some people would give there donations after they knew that the amount will be used for the Central Block of NOPH. Earlier, outgoing Board Member and Dumaguete Councilor–elect Erwin Macias clarified the donations could be used for furnishing or added fixtures in the rooms at the Central Block. The Central Block Building at the Provincial Hospital is one of the projects that the late Governor Macias mentioned before he died hoping that the next administration would continue the project. The said building is a four-storey building located at the center of the NOPH building which the first two floors will be for Pedia and OB-Gyne while the two upper floors will be for recovery rooms. Groundbreaking of the Central Block Building was held last January 1, 2010 during the anniversary of Negros Oriental. Incoming Governor Agustin Perdices promised to continue the construction of the project in respect of the last requests of late Governor Macias. It's just Camiguin Is. that separates both province... We can even surpass Bohol if we just improve a little bit more, because IMO, we have more tourist destination than Bohol... We have tourist destinations to boast of that is uniquely ours PLUS flourishing shopping destination, BPO, and excellent universities (foreign / exchange students can double as foreign tourists at the same time).. These components make up the Ancillary reserves and yet we are being billed monthly for non-existing power reserves or component. :bash: We inquired the basis for such charges but NGCP here in Visayas do not know about this since the bill is being prepared by the NGCP Revenue and Regulatory Affairs Dept in Diliman, Quezon City. :bash: gin@g*!!! Most customers are not aware of this, Ancillary services are supposed to maintain reliable operations and this includes voltage support and vary with system loads and changes hourly. It is strange that system operations dept and the tariff dept are not coordinating on this matter, since it is only the system operations knows, if there are reserves or none. Also, the power shortfall may continue until next year in time for the 200MW Naga Cty, Cebu and 164MW Iloilo City coal-fired power plants to come on line, but the demand is not a straight line and it will rise also exponentially. A congressman from Negros Is. is advocating the revival of the Bataan Nuclear plant, he stressed that the cost of reviving the plant will have a return on investment of six years and will fill the gap of the country's power supply shortfall. The cost of operating a nuclear power plant is less than P2/kwhr, and even Saudi Arabia is building one, so they could export their oil and earn more revenues rather than using them locally. According to Miss Dumaguete 2008 Maria Luz Catan, the events organizer, several private companies and local government units (LGUs) have signified their intention to participate in the three events highlighting the launching to show support on the movement against climate change in Negros Oriental. These events include the 2010 Eco-adventure race, Eco-expo and a concert for a cause. Robinsons Place Dumaguete, Cignal High-Definition Digital TV and SPi Global, in cooperation with Miss Dumaguete 2008 and the Provincial Sangunniang Kabataan Federation, have initiated this activity to make the community aware of their social responsibility to mother nature, Catan said. The Eco-adventure race aims to involve employees of various private companies as well as residents of the different municipalities in an outdoor skills where participants will get to know more about the environment and how to preserve it. The second part of the event, the Eco-expo will run from June 21 to July 3 at the Main Atrium of Robinsons Place Dumaguete. The expo is a venue for the different local government units, schools and universities in the province to present their environment related projects. The exhibitors are led by St. Paul University Dumaguete’s Eco-Swarm and the municipality of Dauin, through its Coastal Resource Management Program. This is designed to involve the artists as well as producers of recycled goods in the province to display environmentally inspired works such as laptop bags, candles and fashion accessories that will be sold during the two week expo. Hindi kaya nasa ibang bansa ang katahimikang hinahanap ko? Saan ba nakasulat na kailangang puro pagtitiis ang tadhana ng Pilipino? Ngayon, sa araw na ito – dito magwawakas ang pamumunong manhid sa mga daing ng taumbayan. Hindi si Noynoy ang gumawa ng paraan, kayo ang dahilan kung bakit ngayon, magtatapos na ang pagtitiis ng sambayanan. Ito naman po ang umpisa ng kalbaryo ko, ngunit kung marami tayong magpapasan ng krus ay kakayanin natin ito, gaano man kabigat. Sa tulong ng wastong pamamahala sa mga darating na taon, maiibsan din ang marami nating problema. Ang tadhana ng Pilipino ay babalik sa tamang kalagayan, na sa bawat taon pabawas ng pabawas ang problema ng Pinoy na nagsusumikap at may kasiguruhan sila na magiging tuloy-tuloy na ang pagbuti ng kanilang sitwasyon. Kami ay narito para magsilbi at hindi para maghari. Ang mandato ninyo sa amin ay pagbabago – isang malinaw na utos para ayusin ang gobyerno at lipunan mula sa pamahalaang iilan lamang ang nakikinabang tungo sa isang pamahalaang kabutihan ng mamamayan ang pinangangalagaan. Sigaw natin noong kampanya: “Kung walang corrupt, walang mahirap.” Hindi lamang ito pang slogan o pang poster – ito ang mga prinsipyong tinatayuan at nagsisilbing batayan ng ating administrasyon. Ang ating pangunahing tungkulin ay ang magsikap na maiangat ang bansa mula sa kahirapan, sa pamamagitan ng pagpapairal ng katapatan at mabuting pamamalakad sa pamahalaan. Sa ganitong paraan, ang dating napupunta sa gitna ay maari nang paghatian ng magsasaka at mamimili. Gagawin nating kaaya-aya sa negosyante ang ating bansa. Papaigtingin namin ang proceso ng konsultasyon at pag-uulat sa taumbayan. Sisikapin naming isakatuparan ang nakasaad sa ating Konstitusiyon na kinikilala ang karapatan ng mamamayaan na magkaroon ng kaalaman ukol sa mga pampublikong alintana. Binuhay natin ang diwa ng people power noong kampanya. Ipagpatuloy natin ito tungo sa tuwid at tapat na pamamahala. Ang naniniwala sa people power ay nakatuon sa kapwa at hindi sa sarili. In rites held at Plaza Ma. Luisa Suites Inn recently, the awardees were honored by members of the CPC-6 Technical Working Group, with Department of Education provincial superintendent Dr. Maria Milagros Velez and Rep. George Arnaiz (Neg. Or., 2nd District). The awardees, who each received a certificate of appreciation and a bag filled with teacher’s supplies, were Juliet Mercullo of East Balabag Elementary School in Valencia, Sheila Marie Estonilo of Salag Elementary School in Bacong, Amalia Samson of Sacsac Elementary School in Siaton, and Maribeth Ahito of Damig Elementary School, Bayawan City. They were evaluated based on criteria that emphasized on their communication plan implementation, and their efforts to reduce drop-out rates in their schools. Assistant provincial administrator Josefina Columna, who also sits as chair of the CPC-6 Provincial Communication Task Force, said that teachers are at the frontline of CPC-6’s campaign to promote Children’s Rights in the villages. “Teachers serve as our channels of communication, our bridge and our link to reach our shared goals,” she said in her opening remarks during the awarding ceremony. Columna said that by honoring the teachers, they hope that this will inspire others to work harder and do more to promote and advance the interest of the NegOr child. This was echoed by Arnaiz who has earned the moniker “Father of All Children in Negros Oriental,” for successfully pushing for the expansion of CPC-6 projects to benefit more barangays in towns and cities in the province, when the Child Friendly Movement first rolled out under his stint as then governor. Arnaiz said that the province has been very fortunate to have been included in both the fifth and sixth stages of the Country Program for Children. “Seldom has a province been included in two programs,” he said. Herminio Teves (3rd District) said Monday two members of the House of Representatives in the province are priority choices for chairman of the powerful ways and means committee of the 15th Congress. Vice Governor-elect Agustin Perdices and re-elected Board Member Roel Degamo also took their oaths as governor and vice governor, respectively, based on the rule on succession, following the death of Gov. Emilio Macias II. In his inaugural speech, Perdices said he was already very happy after being elected as vice governor of the province, but did not know God’s plans for him that eventually placed him in the highest position of the province. “I will never forget the reality that it was my good friend Dodo (Macias) who brought me here, my role is just to chip in his unfilled term of office. “For me, though his body died, his spirit lives on,” Perdices said. I didn't get a close look of the structure under construction but I remember seeing both the curved and triangular portions of the roof frame, similar to that in the rendering. It would be better though if they build it right next to the highway to make it more accessible and to add architectural sophistication to that area. I think they've started operating already since most positions have been filled; most BPO firms build their sites first before hiring, just like Qualfon but ZOC has done the opposite. The Oplan Kandado is a program of the Bureau of Internal Revenue (BIR) to collect the right amount of taxes and imposes discipline on delinquent taxpayers. According to Revenue District Officer Cresencio Agad, BIR-79 said they have exhausted all chances they can give for the business establishment owners to comply with the due tax obligations with the BIR. Recently, a grocery store in Dumaguete was closed down by BIR through the Oplan Kandado team led by Atty. Nenette Epon, Chief of the Legal Division of the BIR. The owner failed to provide the necessary evidence and proof that they had complied with tax due obligations. Chief Agad said they sent two notices to the owners in order to give enough chance to settle their obligations with the BIR. The owner has a standing tax obligation of more than P300,000 after they failed to pay more than 30 percent of the real income based on the investigation of the BIR. Agad said all three establishments that were closed through the Oplan Kandado program showed no violent reactions and resistance. He said they used all diplomatic ways to serve and implement the closure order so as not to embarrass the store owners. He clarified that the closure order for establishments is coming from the BIR Commissioners in the national office. Their obligation is only to give recommendations based on the evidences and documents that they have gathered. The closure order mandates that the establishment must be closed for at least five days before it can operate again even if it has settled tax obligations with the BIR. He added that the lawyer asked him not to sign the ordinance for more time to study. To avoid discussion, he said, he agreed to the suggestion but he already decided to sign the ordinance Monday afternoon. The governor said that he decided to sign the ordinance in front of the public to show that he firmly stood for the better of the Oriental Negrenses. This developed after the harvest of Bacillus thuringiensis (Bt) eggplant, funded by the United States Agency for International Development (USAID), in a trial site in Pangasinan. “The performance is better than what we expected. We expect to have a considerable increase in yield for this field trial,” said Agricultural Biotechnology Support Project (ABSP) Director Frank A. Shotkoski in an interview in a harvest festival in Sta. Maria, Pangasinan. Barring any unforeseen hindrance, the Institute of Biotechnology-University of the Philippines in Los Baños (IPB-UPLB) will release to the market Bt eggplant seeds by next year after an approval of the National Biosafety Committee (NCBP), according to ABSP Product Development Manager Desiree M. Hautea. Bt eggplant can arrest loss from FSB infestation, which reaches to 50 percent or higher. Average eggplant yield in the country is 9.95 metric tons per hectare. It can substantially cut pesticide use, cut production cost for farmers, reduce their exposure to harmful chemicals, benefit consumers through lower price from higher eggplant production while protecting their health, and even enhancing environmental protection. With a technology donated by the Mahyco of India, an Indian green and striped eggplant variety was crossed by the IPB with local varieties Dumaguete Long and Mara to produce the Filipino-desired color and size. “It took us long time from 2005 to develop a variety that has the 99.9 percent characteristic of our local variety. The technology was donated to us, but it’s really Filipino-developed,” she said. IPB will come up by 2011 with an open pollinated variety (OPV) for the Bt eggplant. This will enable resource-poor farmers to save the seeds after one planting for continued use in the next planting, bringing cost savings. However, a hybrid Bt eggplant will be put to the market by IPB most likely in 2012 which will have the hybrid vigor that can produce 100 percent more yield than the OPV, although this will require farmers to buy the seeds each season. Bt eggplant seeds’ commercial release will follow after another set of multilocational field trials for the dry season which starts perhaps in October this year. On top of the present sites’ Pangasinan, Bicol, and Los Baños – the Bt eggplant will also be pilot-planted in (Visayas) Leyte and Iloilo and (Mindanao) Kabacan, North Cotabato and Davao. IBP will initially produce the seeds through its National Seed Foundation. It may later enter into seed production deals with the Department of Agriculture or other State Universities and Colleges. I'm all too excited to see these modern buildings cropping up around the city but at the same time we're losing priceless decades-old structures. These buildings are treasures, they are at the core of our identity as a university city and should have been protected. Would it not have been practical to leave the old buildings standing and just erecting the new ones beside them? In my recent readings on urban planning, I was able to gather a lot of ideas about compact cities, and how urban planners are now seeing urban sprawl in a bad light. High density build up in one area will enable planners to concentrate in one small area all the infrastructures such as water, transit, electricity, drainage, etc. saving a lot of money than when all these infrastructures are put in large sprawling areas (imagine putting all those cables and pipes in long distances around the urban sprawl). 2. Security. Less area to watch out. High density build up in one area will enable planners to concentrate in one small area all the infrastructures such as water, transit, electricity, drainage, etc. saving a lot of money than when all these infrastructures are put in large sprawling areas (imagine putting all those cables and pipes in long distances around the urban sprawl). 2. Security. Less area to watch out. Tall buildings could be installed with security cameras and might handle crimes better than when criminals roam around a large area, giving him a lot of possibilities for hiding. 3. Compact cities save a lot of precious spaces which could be used for parks and agriculture. Can be mitigated by parks and wide open spaces as well as landscaped parks which will serve as common areas promoting a sense of community. The savings that developers or planners get in developing a smaller area can be spent on beautifying compact areas. If your place is beautiful and worth living in di ba mas sadya ang daghan? The campus of Silliman University pride itself as the first and only campus in the country that is considered nationally historic by the National Historical Commission, take note that not just only a single building, but the entire campus with the presence of pre-war buildings spread all over the area. If you could remember, there was so much controversy in the setting up of Jollibee as it could distort the historic ambiance, so as to make amends, the design of Jollibee was patterned after the Silliman Hall and it turned out to be beautiful. I'm not really satisfied with the current administration in preserving Silliman's monuments. First, they build a coffee shop in between the Silliman Hall and Administration Bldg which has cram up the space while its modern glass facade is in total stark contrast against the antiquated historic Silliman Hall. The area looks like a high class squatters area where there is no space between buildings. To think that this building is the iconic landmark of the university where it should have been given special emphasis. Second, they're planning to turn Guy Hall into a hotel. Another centennial building in the brink of losing its identity and possible renovations on its structure. If that would materialize, there would be so much physical changes that reminiscing this building could only be done through its pictures. I'm not against change and modernization as it is good but there should be a proper way to do it while at the same time preserving its historical value which makes Silliman University totally unique compared to its contemporaries. What I also don't like about this administration is the average performance of the board exams and even sometimes dismal. It is sub par compared to its performance in a not so long yesteryears. On the rankings, SU ranked 4th and behind only by the 3 UP campuses from the period 1992-2001. I would certainly agree with this, I was there from 1996-2000 and SU always rank top in board exams, take note not only in Nursing but also in Accountancy, Med Tech, PT, Engineering, Education and among others. There would always be individual topnotchers. You could never imagine that you are talking, walking, and eating with friends and acquaintances and they turned out later to be topnotchers, one of the best in the country. I'm just an average student but when I took the Civil Service Exam, me and some friends were among the top in the region and that's the time I fully realize how good is the quality of education in Silliman. If the present batch of students are paying that high, you would expect more and better results and not to be just average. Cebu Institute of Technology and University of Cebu are schools for the masses yet they consistently produce topnotchers, even the Engineering Dept of NORSU are performing well. The administration should bring back the glory days of Silliman and not just hypes and grandstanding with its modern buildings and international students. Vice Mayor Rodrigo Alanano said he has asked Mayor Neil Credo to immediately revoke the special permits given to the S/Y Philippine Siren to operate at Apo Island, without prejudice to the investigation of an incident where the vessel allegedly destroyed a large expanse of coral reefs there. Alanano also said he and other officials will study what legal action to take against the captain of the yacht and its mother company for the destruction. What sparked the moves against the dive yacht operated by Worldwide Dive and Sail was its return to the island Tuesday and Thursday despite a suspension order from the Protected Area Superintendent Viernov Grefalde on June 28, prohibiting the Philippine Sirene to moor or operate within the area. On June 25, about 76 meters long and two meters wide in coral formations were destroyed after the yacht dragged a large coral head across the bottom of the sea. The demolition of the wards of the obstetrics and gynecology and the surgery wards has been scheduled. Patients who will be displaced as a result of the demolition will be temporarily housed at the nurses dormitory which is located at the back of the hospital, Domingo said. In lieu of this development, the IPHO is requesting district hospitals all over the province if possible to treat primary and secondary cases in their respective areas of jurisdiction and for municipal or city health officers to certify first if there’s a need for patients to be brought to the NOPH in order not to add to the congestion of the provincial hospital. The provincial hospital has a bed capacity of 250 patients, but for the moment it is catering to more than 500 patients from all over the province, because even simple headaches or normal deliveries of babies are brought to NOPH. Meanwhile, Dr. Domingo is expected to confer with officials of the Department of Health and representatives of the European Union in Manila next week for the laying down of plans of the four-storey building. Domingo said the architectural design and plans have to conform with DOH standards so they could avail of the P100-million financing which was promised by the European Union. NOSAR convenor Alejandro Somoza said the new rescuers come from barangays San Pedro and Umanod in Santa Catalina, and two from Dumaguete City. He said there were initially 40 participants in the training but some withdrew for health reasons. Somoza said 37 is already a good number and added that the late Governor Emilio Macias II had made sure that the training will be realized as he had promised to revive the NOSAR. The training was funded by the Provincial Government. Somoza said the two barangays in Santa Catalina are considered high risk areas because of the presence of big rivers, and the training focused on navigation skills and techniques. Board Member Melimoore Saycon, 2nd District, attempted to join the search and rescue training but he was not able to complete. Somoza said they have trained at least seven teams of search and rescue in Negros Oriental since it started during the term of former Governor and 2nd District Representative George Arnaiz when the NOSAR was created. Arnaiz said he is worried that more floods might be experienced in the province, especially with the onslaught of the rainy season after the five straight months of summer. Arnaiz admitted that it is difficult to maintain a search and rescue team, especially, if the rescuers work as volunteers. He challenged the local government units to create their own search and rescue units like in Bayawan City.
