What a busy day at Robinsons place Dumaguete today..... A very long line to watch a movie..... paying at the counter (supermarket) lots of shoppers today.... on the other hand.... Sepa takraw at the mall (only in Dmaguete city - sports activity at the mall) Sponsored by Foundation University in the morning and A jamming in the evening at the Main Atrium same place RPD.....

The mall is getting too crowded during weekends... I think we deserve another mall...

To make the long story short.... Lot's of fun happening in the small city of Dumaguete today.....

@ritche: yeah, I saw the excavation, too... Quite deep, I must say. I think they put down the wall everynight so you can just actually see what's going on inside. The area is quite wide. I say this hotel will be a big one. Even bigger than hotel nicanor.

THE Negros Oriental State University (NORSU) celebrated its 6th Charter Anniversary as a state university on June 25 with the theme “Nurturing Desire for Harmony of Man and Nature.”

The celebration kicked off at 7:30 a.m. with a thanksgiving Mass at the University Cultural Complex with Fr. Clyde B. Flores, university chaplain as the celebrant.

It was followed by an all university academic convocation with NORSU president Dr. Henry Sojor as speaker.

Other activities held were the oathtaking of federated NORSU student government officers for school year 2010-2011, repertoire of talents of students and fellowship luncheon of faculty, staff, administrators and guests.

President Gloria Macapagal-Arroyo signed into law on June 24, 2004, Republic Act 9299, known as “An Act Converting Central Visayas Polytechnic College (CVPC) to Negros Oriental State University.”

Foundation University is celebrating its 61st anniversary with a call for everyone to be part of the wellness generation with its slogan “FU@61. The wellness generation. Apil Tanan!” this year.

As FU’s wellness champion, Dr. Aparicio Mequi explains this theme, “The concept of wellness implies personal transformation, or behavioral change. It is both an inward and outward transformation that is manifested by behavioral change in the way a person adopts a wellness lifestyle.”

He said the call of the times is all about change, transformation, behavioral and systems changed, and in keeping with this theme, the graduating class of 2014 is adopting the name “Transformers”.

Foundation University was founded on July 4, 1949. Its 61st anniversary celebration will start with a Diana on Monday at 4 a.m. at the FU Green in front of the home of University president Dr. Mira Sinco, participated in by administrators, the Abuhuni Choir and the University Band.

A dawn parade will follow at 5 a.m. from the Rizal boulevard to the FU Green, an activity initiated by the FU Student Government. It will culminate in a community Thanksgiving Mass with Fr. Julius Heruela, the campus minister, at the FU Green.

Breakfast will follow the Holy Mass and administrators, faculty, staff and students will have parlor games at 8 a.m.

The academic opening convocation will be at 3 p.m. on July 9 with Dumaguete Vice Mayor Alan Gel Cordova as speaker. Later , everyone will walk to the Rizal Boulevard for the Dal-uy ceremony, a Japanese-inspired tradition in honor of the University’s pioneers.

The 61st Founding Anniversary celebration will be capped by the first Leandro G. Sinco Duathlon, a run-bike-run event covering a distance of 38 kilometers starting and ending at the Robinson's Mall Dumaguete . The event will start at 5 a.m. on Sunday, July 11, and will take participants from Dumaguete to barangays Calabnugan in Sibulan, Balili, Cambucad and Palinpinon in Valencia and back.*JG

RP the first in Asia to commercialize GM eggplant

The Philippines will become the first in Asia to commercialize the genetically modified (GM) fruit and shoot borer (FSB)-resistant eggplant by 2011.

This developed after the harvest of Bacillus thuringiensis (Bt) eggplant, funded by the United States Agency for International Development (USAID), in a trial site in Pangasinan.

“The performance is better than what we expected. We expect to have a considerable increase in yield for this field trial,” said Agricultural Biotechnology Support Project (ABSP) Director Frank A. Shotkoski in an interview in a harvest festival in Sta. Maria, Pangasinan.

Barring any unforeseen hindrance, the Institute of Biotechnology-University of the Philippines in Los Baños (IPB-UPLB) will release to the market Bt eggplant seeds by next year after an approval of the National Biosafety Committee (NCBP), according to ABSP Product Development Manager Desiree M. Hautea.

Bt eggplant can arrest loss from FSB infestation, which reaches to 50 percent or higher. Average eggplant yield in the country is 9.95 metric tons per hectare.

It can substantially cut pesticide use, cut production cost for farmers, reduce their exposure to harmful chemicals, benefit consumers through lower price from higher eggplant production while protecting their health, and even enhancing environmental protection.

With a technology donated by the Mahyco of India, an Indian green and striped eggplant variety was crossed by the IPB with local varieties Dumaguete Long and Mara to produce the Filipino-desired color and size.

“It took us long time from 2005 to develop a variety that has the 99.9 percent characteristic of our local variety. The technology was donated to us, but it’s really Filipino-developed,” she said.

IPB will come up by 2011 with an open pollinated variety (OPV) for the Bt eggplant. This will enable resource-poor farmers to save the seeds after one planting for continued use in the next planting, bringing cost savings.

However, a hybrid Bt eggplant will be put to the market by IPB most likely in 2012 which will have the hybrid vigor that can produce 100 percent more yield than the OPV, although this will require farmers to buy the seeds each season.

Bt eggplant seeds’ commercial release will follow after another set of multilocational field trials for the dry season which starts perhaps in October this year. On top of the present sites’ Pangasinan, Bicol, and Los Baños – the Bt eggplant will also be pilot-planted in (Visayas) Leyte and Iloilo and (Mindanao) Kabacan, North Cotabato and Davao.

IBP will initially produce the seeds through its National Seed Foundation. It may later enter into seed production deals with the Department of Agriculture or other State Universities and Colleges.

For the initial seeds marketing and eventual extensive commercial production, seed companies like East West or Syngenta may enter into a franchising or licensing agreement with IBP. No such deal has been completed so far, officials said.

Eggplant is the most popular vegetable in the Philippines planted on 13 percent of the 600,000-hectare vegetable land, according to the World Vegetable Center

The Philippines can become the first to commercialize Bt eggplant next year as the Indian government has halted its commercial release due to lobbying from environmental groups. Bt eggplant will be the first GM vegetable to be released in the country.

Dumaguete City-based visual artist Cristina Taniguchi has been invited to take part in the 4th Beijing International Art Biennale in China from September 19 to 23, a press release from Silliman University said.

Taniguchi, an SU alumna, has been invited for her work titled “Wrong Horizon No. 2.”

The Biennale, which is working on the theme of “environment concern and human existence,” is a large-scale international art exhibition jointly hosted by the China Federation of Literary and Art Circles, the People’s Government of Beijing Municipality, and the China Artists Association.

A symposium will also be held simultaneously during the exhibition, where curatorial committee members, exhibition participants, influential art critics, curators, scholars, and editors from China and other countries will participate, the press release said.

Taniguchi’s work was selected out of many submissions from more than 80 countries. Her participation is in the invitation category.

This will be Taniguchi’s third time to participate in the prestigious exhibition. She was also in the 2005 and the 2008 editions of the biennale, the press release added.*

Th e twenty -n in e-year -o ld May or Kar en Villanueva, scion of the province’s enduring political clan in the north, told her detractors that she decided to run for the city’s top job, which has been her child hood ambition, only after preparing herself academically.

She has an MBA in public administration.

Alongside infrastructure proj ects, which his daughter Karen vows to continue, the new mayor wants to embark on a massi ve capaci ty building program for teachers, city employees and the people of Bais in general to develop their potential to the maximum enabling them to contribute to the city’s progress.

Baisanons should expect more roads that will link all villages, well-rounded and holistic education for students and women, development of tourist spots to create employment opportunities, takeover of the Bais City District Hospital for improved and expanded services and t he establi shment of free communal drinking water.

However, Mayor Villanueva is expected to give special attention to the city hall empl oyees to invi gorate and enable them to deliver efficient and effective public service. “ I maybe strict, but I am also fair,” was Mayor Villanueva’s assurance to the employees who are worried of her perceived sternness when it comes to work ethics.

A favorite campus landmark is gone! The wall made Silliman so cool and a lot of education leaders were actually learning from its sense of purpose.

To me, it's bittersweet. I'm all too excited to see these modern buildings cropping up around the city but at the same time we're losing priceless decades-old structures. These buildings are treasures, they are at the core of our identity as a university city and should have been protected. Would it not have been practical to leave the old buildings standing and just erecting the new ones beside them? Silliman's campus still has plenty of space anyway.

I was based outside Dumaguete when Pizza Hut was in business here. They'd already left when I got back :ohno: I want my Star Pops Pizza and not have to go to Cebu for it...There's hope for their comeback though...we still have a number of vacant spaces left at RPD and Cang's will soon vacate its old rented building at Perdices. All Pizza Hut needs is the perfect location and they'd be selling their pizzas like hotcakes :cheers:

I went to this party and the old SU gym (although still not finished with the renovation) was literally transformed to look so modern, funky and fun! Full of colors plus a full HD huge LED screen on stage.. Hmmm.... I wonder who won that iPad!! :bash:

Can't wait to see it again when it's done! How far is it from completion?

A theater.. :) They must go high altitude to have a good theater. If not the will sacrifice more space. But definitely it will be a good idea Jundem. But base on my analysis they will not hook on it.

NegOr to get tourist cops

The province of Negros Oriental will have its own tourist police team when the plan to download police personnel from the Regional Public Safety Battalion (RPSB-7) materializes this month.

Provincial police director Senior Supt. Augusto Marquez Jr. said Monday that Insp. Al Pascual is attending a tourist police training in Bohol from July 5 to 10.

Marquez said he will meet with Dumaguete Mayor Manuel Sagarbarria and Vice Mayor Alan Gel Cordova to establish a tourist police station, similar to the one near the Magellan’s Cross in Lapu-lapu City in Cebu.

The tourist police, while based in Dumaguete, will not only cater to tourists in the city but in other areas as well, he added.

At least ten or more tourist policemen are expected to be assigned in Negros Oriental, Marquez said.*JFP

500 police applicants needed

Five hundred slots are open in the roster of the Philippine National Police, PNP provincial director Senior Supt. Augusto Marquez Jr. said yesterday.

He said the PNP is recruiting 740 new policemen for Region 7 up to December this year.

A total of 250 applications are now being processed and Marquez said he is inviting interested applicants to visit the PNP website for the requirements. He also said applicants should report first to the PNP headquarters in Agan-an, Sibulan, for a review of their folder, to prevent problems that may arise when they go to Cebu.

Applicants will be given tips on what to expect during physical examinations, including agility tests and what to answer during the interview, the important thing of which is the communication skills of the applicant.

The PNP is also continuously recruiting priests, doctors, nurses and journalists to be assigned with the directorate for police community relations.

Meanwhile, Marquez said he believes many chiefs of police will fail if the 10-storey ascension test is implemented in the province.

The latest directive is for officers interested in becoming provincial directors to go to Manila for the agility test.

Marquez said the directive is intended to make sure PNP officers and commanders are physically fit for the rigid police work and other challenges.*JG

Passed by Cang's Mall in Daro. They opened up the gates in front and I was able to see some portions inside. It's quite spacious. And I was able to see basement parking entrnaces and escalators. :)

Eco-Adventures set for climate change campaign

Dumaguete City (24 June) -- Province-wide environmental awareness campaign is set to launch through the 2010 eco-adventure Race, Expo and Concert for a Cause on July 3, Saturday, in time to culminate the Environment Month of June.

According to 2008 Miss Dumaguete Maria Luz Catan, the events organizer several privately owned companies and local government units (LGUs) signified to participate in the three events rolled into one, an expo, concert and adventure race to show support on the movement against climate change in Negros Oriental.

Robinsons Place Dumaguete, Cignal High-Definition Digital TV and SPi Global in cooperation with Miss Dumaguete 2008 and the Provincial Sangunniang Kabataan Federation have just initiated this activity to make the community aware of their social responsibility to mother nature in a cool and fun way, Miss Catan said.

The Eco-adventure race aims to involve employees of various private companies as well as residents of the different municipalities in an event where not only wit and outdoor skills will be tested but also where participants get to learn more about the environment and how to preserve it.

The second part of the event, the Eco-expo which is running for two weeks from June 21-July 3 at the Main Atrium of Robinsons Place Dumaguete targeted other sectors of the Negros Oriental community.

The expo is an avenue where the various Local Government Units, as well as schools and universities are invited to present through exhibits what they each have done, to answer to the environment crisis. Exhibitors are led by St. Paul's Univeristy Dumaguete's ECO-SWARM, and the municipality of Dauin's Coastal Resource Mangement Program.

This is designed to involve the artist in the community as well as producers of recycled goods in the province to display environmentally inspired works such as laptop bags, candles and fashion accessories which will be sold during the two week expo.

"The 2010 Eco-expo is an excellent move to inform the Negros Oriental community that a large number of consumer goods can be bought in its recycled material counterpart with just a small premium on the price," said Mr. Dondee Sineres St. Pauls University Dumaguete.

Great Pysicians Rehabilitation Center Director Annalou Suan added that apparel made out of recycled goods is the rave in Europe and the United States today. One laptop bag, according to Ms. Suan made out of recycled tarpaulins can fetch P5,000 abroad. "Our only problem being not able to supply the huge demand," she quipped.

The coup-de gras of this three part combo is the Eco-concert, wherein various bands and performers including tribal drummers, dance groups and fire dancers will be performing for the cause of the environment. (PIA/JCT)

I will! As soon as I have the time Dems hehe...I just hate what I do now, it's driving me away from my SSC duties :ohno: It looks like it's almost done, they just need to install the glass windows, fix the interiors, finish painting, etc...Buglasan's a little far off, I wish they would rush the construction and open before September :)

And I want them out of their old building as soon as possible -- the new tenants are waiting! So are we :lol:

This is just what Chiquiting and Alan C need to combat criminality in the city. It's highly crucial to hire more policemen. Believe it or not, we only have 90 regular police officers maintaining order in a city with a daytime population of 400,000! That's 4,444 people for every policeman :ohno:

Unsolved killings, drugs, priorities of “Chiquiting”


City Mayor Manuel “Chiquiting” Sagarbarria last Wednesday spelled out the city’s several unsolved extrajudicial killings and other crimes, and the proliferation of illegal drug trafficking as his top focus on his first year in office.

Interviewed by the CHRONICLE-DYEM News, Mayor Sagarbarria said that unless crimes and illegal drug trafficking are eliminated if not minimized, no investor would like to come to Dumaguete.

Recalling his election motto of ‘industry and opportunity’ , the city councilor turned city mayor emphasized that these are the working orders which he told all the city police personnel.

And quite ironically, on their first day of work, at past 9am last Thursday July 1, a brazen broad daylight murder of a family-man greeted elected city officials, which—although the police denied strongly the incident as an extrajudicial killing to embarrass elected officials, ——was still nonetheless, reflective of prevalent lawlessness in the city.

A citizen-taxpayer commented:

“Granting that Thursday’s 9am broad daylight murder near Alimae in Buñao was not an extrajudicial killing, but a murder due to personal or family grudge, nonetheless, the boldness of killers to execute a murder, killing instantly a victim in broad daylight before the eyes of un-will ing witnesses, only indicates that criminals with impunity, believe that in general, criminals and murderers can commit crimes in Dumaguete without being arrested, prosecuted and convicted.

This indicates the ineffectiveness of law enforcement system even if enforcers do have their thousand and one reasons why many (not all) criminals here get away from the clutches of the law.” People here commented that:

“ This is precisely why we elected a West-pointer military man and lawyer, which sends a strong signal that VICE MAYOR ALAN GEL CORDOVA has an urgent mission at hand, not just as a legislator, but as a law enforcer himself, to devise ways and means by which the deterrents of crime in Dumaguete will prevail over the criminals. Citizens’ comments added:

“ Like MAYOR SAGARBARRIA, the people’s priority is for the mayor to create, if not restore, the atmosphere of confidence, safety, peace, and security over this capital city even if people know that most killings are drug-related.

Nonetheless, our law enforcers should not choose as an excuse, whether the criminals are part of a vigilante syndicate, or, simple killers who execute their crime with impunity in a city that cannot usually and easily arrest heinous criminals.”

“WATCH ME”

Mayor Chiquiting Sagarbarria told the CHRONICLE: “ Just watch me.” How he will conduct raids among crime dens in the city. He said he does not fear if there are untouchables because this is the job and calling of a city mayor.

He said: “ the buck stops at city hall.”

He warned barangay officials and some captains to refuse always the offer of (some P150,000) by drug dealers to do business unmolested in their barangays.

Chiquiting said that if barangay officials are caught to be in cahoots with drug peddlers and suppliers, then they will surely lose their chances of running again in the October Barangay elections.

Sagarbarria got 80% of all barangay captains to his camp in the last elections. Yet, he won only a 51-vote majority, the slimmest margin in Dumaguete’s history of mayoral elections.

He pledged his administration as an open book, and revealed his own cell phone which number he never changed in the last ten years. He urged all people to get his phone number by dialing 225-3775.

CITY BIOMETRICS

The City of Dumaguete will soon open bids for the implementation of biometric time keeping in the city. Mayor Sagarbarria said that within the month, all city hall employees will time-in with their thumb marks on biometrics in order to minimize supervision.

Very compact ang city!

In my recent readings on urban planning, I was able to gather a lot of ideas about compact cities, and how urban planners are now seeing urban sprawl in a bad light. An example of my readings: http://www.reading.ac.uk/PeBBu/state_of_art/urban_approaches/compact_city/compact_city.htm.

Compact cities have the following advantages over sprawling cities:

1. High density build up in one area will enable planners to concentrate in one small area all the infrastructures such as water, transit, electricity, drainage, etc. saving a lot of money than when all these infrastructures are put in large sprawling areas (imagine putting all those cables and pipes in long distances around the urban sprawl).

2. Security. Less area to watch out. Tall buildings could be installed with security cameras and might handle crimes better than when criminals roam around a large area, giving him a lot of possibilities for hiding.

3. Compact cities save a lot of precious spaces which could be used for parks and agriculture.

These are just some of the lessons I have on urban planning, and the only thing I could say is compact cities are the trend of the future.

^^ Makes sense Ritch. Being compact does have its obvious disadvantages though, i.e. overcrowding, heavy traffic like what we're seeing here in Dumz...but with our limited space, the only way for us is vertical expansion. That trend is evident in the current spate of constructions in the city...

They erased history: DOLTZ HALLERS' FREEDOM WALL is gone! Without the sensitivity, they "cleaned-it-up" and Doltz Hall alumni are reacting. It's back as a boring wall. A favorite campus landmark is gone! The wall made Silliman so cool and a lot of education leaders were actually learning from its sense of purpose.

Dumaguete City scores as 'next wave city'

DUMAGUETE CITY (PIA) – The Information and Communication Technology (ICT) Association of Dumaguete City and Negros Oriental received an award as one of the Top 10 New Wave Cities for outsourcing locations in the Philippines.

The recognition was given by the Commission on Information and Communications Technology (CICT), Business Process Association of the Philippines (BPA/P) and the Department of Trade and Industry for achieving one of the country's top ten outsourcing locations in 2010 with an overall score of 74 percent on the next wave cities scorecard.

Provincial Director Javier Fortunato of the Department of Trade and Industry (DTI) received the plaque of recognition for Dumaguete City for ranking 10th in said category during award ceremonies held last June 22 at the Cebu Business Park Hotel, Cebu City.

Fortunato said Dumaguete City got higher scores on the labor pool of human resources and environment categories because of the presence of universities and ICT council here.

In particular, cities are given score marks for the presence of providers of fiber optic networks, cost of labor and office space, quality of their roads, access to international and domestic flights, reliability of power supply, availability of property sites, vulnerability to natural disturbances, peace and order situation, among others.

BPAP Chief Executive Officer Oscar Sañez said "the award is a testament to the hard work, determination, and spirit of cooperation among stewards and leaders in developing their jurisdiction as an environment conducive to well-managed business growth and development in the field of ICT."

Can be mitigated by parks and wide open spaces as well as landscaped parks which will serve as common areas promoting a sense of community. The savings that developers or planners get in developing a smaller area can be spent on beautifying compact areas.

If your place is beautiful and worth living in di ba mas sadya ang daghan? Puera lang ang overcrowding na jud, which could be controlled by developers by limiting the number of units the area.

The number 1 contributor to this problem is the wrong parking...look at Veterans avenue...it is quite wide right?..that road can be converted to a four lanes street but still double parallel parking is still allowed in that area.....lots of street vendors.....:ohno::ohno::ohno:....

Wear proper uniform, city employees told

Dumaguete City Mayor Manuel Sagarbarria has ordered City Hall employees to wear the proper uniforms, following reports many wear civilian clothes even if it is the start of the week.

Sagarbarria issued the directive in a meeting with department heads and called for strict implementation starting Monday.

He said employees should be proud they are part of the team of public servants in Dumaguete.

Sagarbarria also called the employees to come on time in order not to short-change taxpayers whose money is used to pay them.

Sagarbarria himself reports for duty early so employees will follow.

Human resource officer Jun Tenorio said he is sending a memorandum to all departments this week for strict compliance of the mayor’s directive. He said the wearing of uniforms will also serve as deterrent to moonlighting by City Hall employees.

He urged the public to report their presence at malls and “ukay-ukay” stores while supposed to be on duty, so disciplinary action can be taken on them.*JG

The campus of Silliman University pride itself as the first and only campus in the country that is considered nationally historic by the National Historical Commission, take note that not just only a single building, but the entire campus with the presence of pre-war buildings spread all over the area. If you could remember, there was so much controversy in the setting up of Jollibee as it could distort the historic ambiance, so as to make amends, the design of Jollibee was patterned after the Silliman Hall and it turned out to be beautiful.

I'm not really satisfied with the current administration in preserving Silliman's monuments. First, they build a coffee shop in between the Silliman Hall and Administration Bldg which has cram up the space while its modern glass facade is in total stark contrast against the antiquated historic Silliman Hall. The area looks like a high class squatters area where there is no space between buildings. To think that this building is the iconic landmark of the university where it should have been given special emphasis. Second, they're planning to turn Guy Hall into a hotel. Another centennial building in the brink of losing its identity and possible renovations on its structure. If that would materialize, there would be so much physical changes that reminiscing this building could only be done through its pictures. I'm not against change and modernization as it is good but there should be a proper way to do it while at the same time preserving its historical value which makes Silliman University totally unique compared to its contemporaries.

What I also don't like about this administration is the average performance of the board exams and even sometimes dismal. It is sub par compared to its performance in a not so long yesteryears. On the rankings, SU ranked 4th and behind only by the 3 UP campuses from the period 1992-2001. I would certainly agree with this, I was there from 1996-2000 and SU always rank top in board exams, take note not only in Nursing but also in Accountancy, Med Tech, PT, Engineering, Education and among others. There would always be individual topnotchers. You could never imagine that you are talking, walking, and eating with friends and acquaintances and they turned out later to be topnotchers, one of the best in the country. I'm just an average student but when I took the Civil Service Exam, me and some friends were among the top in the region and that's the time I fully realize how good is the quality of education in Silliman. If the present batch of students are paying that high, you would expect more and better results and not to be just average. Cebu Institute of Technology and University of Cebu are schools for the masses yet they consistently produce topnotchers, even the Engineering Dept of NORSU are performing well. The administration should bring back the glory days of Silliman and not just hypes and grandstanding with its modern buildings and international students.

If the present batch of students are paying that high, you would expect more and better results and not to be just average. Cebu Institute of Technology and University of Cebu are schools for the masses yet they consistently produce topnotchers, even the Engineering Dept of NORSU are performing well. The administration should bring back the glory days of Silliman and not just hypes and grandstanding with its modern buildings and international students.

Dauin officials to ban luxury yacht from Apo (http://www.visayandailystar.com/2010/July/09/negor1.htm)

Top officials of Dauin, Negros Oriental, announced yesterday that they will impose a total ban of the dive yacht S/Y Philippine Siren from bringing dive tours to Apo Island and the town’s marine reserves.

Vice Mayor Rodrigo Alanano said he has asked Mayor Neil Credo to immediately revoke the special permits given to the S/Y Philippine Siren to operate at Apo Island, without prejudice to the investigation of an incident where the vessel allegedly destroyed a large expanse of coral reefs there.

Alanano also said he and other officials will study what legal action to take against the captain of the yacht and its mother company for the destruction.

What sparked the moves against the dive yacht operated by Worldwide Dive and Sail was its return to the island Tuesday and Thursday despite a suspension order from the Protected Area Superintendent Viernov Grefalde on June 28, prohibiting the Philippine Sirene to moor or operate within the area.

On June 25, about 76 meters long and two meters wide in coral formations were destroyed after the yacht dragged a large coral head across the bottom of the sea.

Mario Pascobello, chief of the Bantay Dagat of Apo Island, called for a conference with the ship captain, island village chief Liberty Rhodes, and a representative from the Worldwide Dive and Sail, a certain Marcos Santos, upon noticing that the Philippine Siren had returned again to the island yesterday and asked that the yacht immediately leave the island.

The yacht left around 11 a.m. and was monitored sailing towards Cebu.

Officials are now gathering evidence on the destruction in Apo Island and are working with environmentalist Danny Ocampo, who had taken underwater video footage of the damaged area.*JFP

FU 61st year theme to highlight change

Foundation University is celebrating its 61st anniversary with a call for everyone to be part of the wellness generation with its slogan “FU@61. The wellness generation. Apil Tanan!” this year.

As FU’s wellness champion, Dr. Aparicio Mequi explains this theme, “The concept of wellness implies personal transformation, or behavioral change. It is both an inward and outward transformation that is manifested by behavioral change in the way a person adopts a wellness lifestyle.”

He said the call of the times is all about change, transformation, behavioral and systems changed, and in keeping with this theme, the graduating class of 2014 is adopting the name “Transformers”.

Foundation University was founded on July 4, 1949. Its 61st anniversary celebration will start with a Diana on Monday at 4 a.m. at the FU Green in front of the home of University president Dr. Mira Sinco, participated in by administrators, the Abuhuni Choir and the University Band.

A dawn parade will follow at 5 a.m. from the Rizal boulevard to the FU Green, an activity initiated by the FU Student Government. It will culminate in a community Thanksgiving Mass with Fr. Julius Heruela, the campus minister, at the FU Green.

Breakfast will follow the Holy Mass and administrators, faculty, staff and students will have parlor games at 8 a.m.

The academic opening convocation will be at 3 p.m. on July 9 with Dumaguete Vice Mayor Alan Gel Cordova as speaker. Later , everyone will walk to the Rizal Boulevard for the Dal-uy ceremony, a Japanese-inspired tradition in honor of the University’s pioneers.

The 61st Founding Anniversary celebration will be capped by the first Leandro G. Sinco Duathlon, a run-bike-run event covering a distance of 38 kilometers starting and ending at the Robinson's Mall Dumaguete . The event will start at 5 a.m. on Sunday, July 11, and will take participants from Dumaguete to barangays Calabnugan in Sibulan, Balili, Cambucad and Palinpinon in Valencia and back.*JG

Capitol starts building NOPH central block


DUMAGUETE CITY, July 9 (PNA) - Demolition of existing dilapidated buildings at the Negros Oriental Provincial Hospital has started to pave the way for the construction of a four-storey building dubbed as the “Central Block.”

Integrated Provincial Health Officer Dr. Dante Domingo confirmed the demolition of the social hall building, the kitchen and next will be the delivery rooms. The demolition of the wards of the obstetrics and gynecology and the surgery wards has been scheduled.

Patients who will be displaced as a result of the demolition will be temporarily housed at the nurses dormitory which is located at the back of the hospital, Domingo said.

In lieu of this development, the IPHO is requesting district hospitals all over the province if possible to treat primary and secondary cases in their respective areas of jurisdiction and for municipal or city health officers to certify first if there’s a need for patients to be brought to the NOPH in order not to add to the congestion of the provincial hospital.

The provincial hospital has a bed capacity of 250 patients, but for the moment it is catering to more than 500 patients from all over the province, because even simple headaches or normal deliveries of babies are brought to NOPH.

Meanwhile, Dr. Domingo is expected to confer with officials of the Department of Health and representatives of the European Union in Manila next week for the laying down of plans of the four-storey building.

Domingo said the architectural design and plans have to conform with DOH standards so they could avail of the P100-million financing which was promised by the European Union.

The IPHO stressed this with importance because the EC will be exiting in September this year.

An initial funding of P7 million was released for the project, which was initiated by the late Gov. Emilio Macias II. (PNA)

MANILA, July 9 (PNA) — Japan has approved funding of P33.908 million for the rehabilitation and modernization of livestock 'okasyon' markets (LOMs) for underprivileged Philippine farmers, a project that includes the full rehabilitation of the country five busiest LOMs, the Japanese embassy in Manila announced Friday.

Under this funding, part of Japan’s Official Development Assistance (ODA), the country’s five busiest LOMs, located in the towns of Lemery in Batangas, Uson in Masbate, Zamboanguita in Negros Oriental, Kabankalan in Negros Occidental and Padada in Davao del Sur, will be fully rehabilitated.

The Bureau of Animal Industry (BAI) of the Department of Agriculture is the proponent of the project that will be implemented within a two-year period, the embassy said.

The project aims to increase the income of the livestock farmers by as much as 25 percent, generate employment in the livestock sector through increased trading activities, enhance capacities of stakeholders from national to local levels, and disseminate best practices to other LOMs, the embassy explained.

The best practices would help improve their operations and contribute to the development of the country’s livestock and poultry industries.

The project's four components are the conduct of socio-economic profiling, conduct of capacity-building for the LGU and DA-RFU (Regional Field Units) beneficiaries and other relevant stakeholders, rehabilitation of the five LOMs, and conduct of monitoring and evaluation including socio-economic impact assessment.

The embassy quoted BAI survey results that showed livestock farmers increased their income by as much as 25 percent by using the LOM facilities which are reportedly “not at the mercy of unscrupulous traders.”

On average, the survey showed, LOMs capture about 80 percent of animals traded in the areas where they operate.

Thus upon completion, this project is envisioned to reduce poverty through increased income of livestock farmers with the proper valuation of their animals, and generate employment through increased livestock production and trading.

It is estimated that this project will benefit around two million livestock stakeholders in the Philippines, the embassy noted.

NOSAR produces 37 new rescue recruits (http://www.visayandailystar.com/2010/July/10/negor3.htm)

Thirty-seven new graduates of the search and rescue course have completed the 17-day rigid training conducted through the Negros Oriental Search and Rescue, and received their certificates recently.

NOSAR convenor Alejandro Somoza said the new rescuers come from barangays San Pedro and Umanod in Santa Catalina, and two from Dumaguete City. He said there were initially 40 participants in the training but some withdrew for health reasons.

Somoza said 37 is already a good number and added that the late Governor Emilio Macias II had made sure that the training will be realized as he had promised to revive the NOSAR. The training was funded by the Provincial Government.

Somoza said the two barangays in Santa Catalina are considered high risk areas because of the presence of big rivers, and the training focused on navigation skills and techniques.

Board Member Melimoore Saycon, 2nd District, attempted to join the search and rescue training but he was not able to complete.

Somoza said they have trained at least seven teams of search and rescue in Negros Oriental since it started during the term of former Governor and 2nd District Representative George Arnaiz when the NOSAR was created.

Arnaiz said he is worried that more floods might be experienced in the province, especially with the onslaught of the rainy season after the five straight months of summer.

Arnaiz admitted that it is difficult to maintain a search and rescue team, especially, if the rescuers work as volunteers. He challenged the local government units to create their own search and rescue units like in Bayawan City. The members of the unit will be compensated by the LGU.*MA

Not only that. In case you do not know, the creative class is said to be the group fueling the current world economy's fast growth. The creative class, as the name implies, is composed of professionals and artists and other people who get their income from being creative. In the BPO world, maybe these kind of people would be the KPO workers, or those who process knowledge to earn a living.

Rondalla groups to perform at SU

Two rondalla groups will perform in a rare full day of performances at Silliman University’s Claire Isabel McGill Luce Auditorium with Celso Espejo Rondalla and the La Libertad Children’s Rondalla slated to do back-to-back performances on July 17.

The Celso Espejo Rondalla will give a matinee performance at 3 p.m. and a gala one at 8 p.m. It is composed of two generations of outstanding rondalla players – the senior members are professionals, while the younger ones are college students. They were winners in the National Music Competitions for the Young Artists, either as a solo instrumentalist or members of rondalla ensembles.

The group is named after Maestro Celso Espejo, its conductor and one of the pillars of the Philippine Rondalla, and was one of the performers in Cuerdas in Cagabsan, the 1st International Rondalla Festival in Naga and Legazpi cities.

The La Libertad Children’s Rondalla will perform at 8:30 and at 10 a.m. as part of the Silliman University Cultural Affairs Committee’s outreach program, and is designed specifically for children.

The group started when La Libertad received a set of rondalla instruments donated by the provincial government of Negros Oriental, through Board Member Mariant Villegas. Then La Libertad Mayor, now the 1st District Rep. Jocelyn Sy-Limkaichong initiated the rondalla training program.

Most of the members of the group are school children, from grade four to five of Pio Banogon Elementary School.

Gov't eyes perks to curb exodus of nurses, docs

MANILA – President Benigno Aquino III's administration will look into incentives for curbing exodus of nurses and doctors from the Philippines to other countries.

Department of Health Secretary Enrique Ona gave this assurance, warning the exodus must stop as continuing decline in such professionals' availability is jeopardizing health care nationwide.

"Global demand for health professionals is tremendous so it all boils down to giving them incentives to stay," he said at the Kapihan sa Sulo forum.

Ona further raised need for increasing local availability of health care professionals, noting government will boost implementation of its Doctors to the Barrio program.

He also said government made plans earlier to establish during the next six years some 120 district hospitals and over 1,000 community health centers nationwide.

"This aims to help meet health needs of some 30 million marginalized people in the country," he said.

Such people can't afford paying the P100 monthly premium for their respective health insurance, he said.

Ona said that the rural areas nationwide continue to suffer from lack of nurses even if the Philippines produces annually some 120,000 such professionals, about half of whom pass government's nursing licensure examination.

An increasing number of Philippine doctors are shifting to nursing since such profession is in demand abroad, he said.

Citing the latest available data, he said the country has about 35,000 doctors but around 5,000 of them were working abroad while some 3,000 others shifted to nursing already.

"What's happening is we have an inadequate number of health professionals nationwide while the country is addressing global health care needs," he said.

To help resolve the problem, Ona said DOH will coordinate with the education sector.

"We must ensure the number of available health professionals is proportional to what our country needs," he said.

He also said government must implement fully the Magna Carta for Health Workers nationwide.

Curbing the exodus of Philippine health care professionals is among strategies under the comprehensive health care reform roadmap drawn earlier.

Other strategies in this roadmap include increasing stakeholder participation in policy-making, hiking government's health care budget, enhancing people's health insurance benefits, boosting health care financing, improving and expanding the health care delivery system, protecting people from counterfeit products, promoting preventive medicine and ensuring availability of affordable medicine.

Ona said government came up with these strategies to improve the Philippine health care system so it could be more effective.

"This system really needs reforms," he said.

Uneven income distribution in the country and gaps due to health services' devolution from the national government to local government units nationwide further pose need for such reforms, he said.

He also said that the reforms should also include the increase in health insurance coverage for the people nationwide.

"President Aquino said earlier he wants 100 percent coverage within three years - it's a very tall order," Ona said. *AFP

Pinoy Big Brother Teen Clash of 2010′s “Indie Singer ng USA”, Bret Jackson, is now officially a MYX Veejay!

During the last 2 weeks or so of Pinoy Big Brother Teen Clash of 2010, kuya sent MYX Veejays Bianca Roque and Chino Lui Pio inside his house to challenge the teen big 6 housemates to become a veejay.

Bret won the challenge unanimously. He impressed MYX VJ’s Bianca and Chino during his interview challenge with MYX VJ Search 2010 finalist Robin Nievera (the son of Pops Fernandez and Martin Nievera). He bagged P20,000 cash and a 3-month contract with MYX.

Bret’s first task on MYX is to chat with his teen big 6 housemates Ivan, Ryan, Fretzie, Devon, and James.

Dumaguete Cited in Outsourcing

Negros Oriental Department of Trade and Industry Provincial Director Javier Fortunato received Dumaguete City’s award as the 10th in outsourcing places recently at the Cebu Business Park Hotel after the city was chosen by the Commission on Information and Communications Technology, Business Process Association of the Philippines and the Department of Trade and Industry as among the best outsourcing locations nationwide due to its commendable scores in labor resources and environment categories.

The Information and Communication Technology Association of Dumaguete City and Negros Oriental was also cited among the Top 10 New Wave Cities for outsourcing in the country.

According to Fortunato, the awards were attained due to the presence of universities in the city delivering the necessary education for outsourcing businesses.

Buglasan Fest set

Preparations are underway for the Buglasan Festival 2010, Negros Oriental’s annual Provincial Fiesta showcasing and celebrating the tourism interests of the 25 local government units, and the culture and arts achievements of the Oriental Negrense.

Myla Mae Abellana, Senior Tourism Operations Officer of Negros Oriental, said Buglasan 2010 will be under the management of the Negros Oriental Tourism Council, chaired by Dr. Nichol Elman.

In its latest meeting, Abellana said the body assembled new working committees and assigned tasks to make Buglasan 2010 successful.

Abellana said the NOTC is currently working on the daily schedule of activities that include special events and some 30 competitions. The annual search for the Outstanding Oriental Negrenses was likewise launched.

Some fine-tuning will be made during succeeding meetings this week, when the Buglasan 2010 theme will also be finalized, Abellana added.*AP

Tubod gas station followed zoning

Fil Oil Area Manager Jerome Villegas defended his decision to establish a gas refilling station in Sitio Tubod, Barangay Looc, Dumaguete City stressing that he conscientiously complied with all the legal requirements as means to take care of his business interests and the welfare of the host community.

Several residents of Tubod have earlier raised objections to the construction of the gas refilling station sans a public hearing mainly out of fear that it will contaminate the spring water in the area.

However, both Villegas and Community Environment and Natural Resources Officer Mario Aragon assured residents that the gas refilling station is “very small” and won’t even offer washing, greasing and change oil services so the possibility of water contamination is remote.

City Hall’s Planning and Development Office headed by Engineer Josie Antonio also declared that the two gas refilling stations constructed in the residential areas of Barangay Taclobo owned by the Teveses and Tubod have followed the zoning plan of the city, which provides a commercial strip.

Both Aragon and Antonio are of the opinion that a public hearing is not a requirement in the construction of the two gas refilling stations.

“A commercial strip can be found within a residential or agricultural area on both sides of the city or barangay road to allow commerce and trade to thrive,” explains Antonio.

The Tubod Fil Oil gas station is more than one hectare in size with three refilling pumps. More than eight thousand vehicles of various types pass by the area delay, which makes it an ideal site for business. Unlike major oil companies, Fil Oil is fully-owned by Filipinos.To defray the cost of rentals, Villegas is putting up a convenience store and restaurant adjacent to the gas station. Hospital overloads 425 out of 250 beds

Despite the seven primary hospitals in the towns, the Negros Oriental Provincial Hospital continues to be the repository of the sick and dying in the whole province including Siquijor and Mindanao, so much so that as of last count, the number of admitted patients have reached to 425 instead of its 250-bed capacity.

The excess patients are now mostly lodged along the hallway (see foto above by Gerome Jumalon) lying in make-shift beds from plastic sofas to dilapidated beds.

There were several mortalities only to be replaced by even more out of town patients.

Dumaguete private hospitals,despite their reputation of charging even higher than some Cebu hospital rates, are also getting more patients.

This is the result of over population, where there is no effective control of birth, that is why more people also get sick in hospitals and their homes.

The seven primary heath care hospitals in the following towns are only good as a 25-bed emergency hospital capable only of minor outpatient operations and OB GYN cases.

They are in the following: Bayawan under Dr. Zozilon Zerrudo, Siaton under Dr. Clemente Hepe, Bindoy under Dr. Quintin Q. Bascos, Bais, under Dr. Jun Salatandre, Guihulngan under Dr. Edgar Pialago, and in Mabinay and Canlaon city. These are only skeletal medical forces with income of less than P1M a year and aided by the provincial government subsidy for salaries and wages.

MACIAS LEGACY.

The late Gov. Emilio Macias, who was a UP graduate surgeon, has bequeath a lasting legacy of expanding the NOPH despite limited funds. He has also modernized the hospital with a brand new MRI, CT scanners, ultra sound machines, dialysis, among others. Macias is also remembered as having prioritized the building of the central block annex with national aid coming from the Department of Health. The project is now under construction and is being pursued by Gov. Tuting Perdices whose father, the late Gov Mariano Perdices also equipped the NOPH with the first dialysis machine in 1973, and him being the first beneficiary.

Not only that, there is a need for more doctors, but nurses are overflowing because of many nursing schools, and jobless licensed nurses waiting employment.

What I like about the statement written in this particular ad is that... Dumaguete city is the center of learning in the South which is very very true.....and also we are considered as a small city, no taxi, no traffic lights as what the other cities are saying but we're awarded as the Top 10 New Wave Cities for outsourcing in the country and Top 10 best tourist destination in the country.

The road from Dumaguete City to Bais City is OK but going to the 1st district (Manjuyod-Vallehermoso) road widening is still ongoing specially at Brgy Bal-as manjuyod.......From San Carlos City to the City of Dumaguete City is a 4 hours travel.... quite long..

Try Homequest Lodge at Silliman Avenue. An overnight stay in a single-bed, airconditioned room costs only 250 pesos. Can't beat that :) Negros Lodge (just across Robinsons) has bigger beds but for 250, you only get a fan room...

Alumna Appointed Professor Emerita at Florida University

Silliman University alumna, Dr. Luz Sobong Porter, was recently appointed College of Nursing ahdHealth Sciences Professor Emerita by the President and Provost of Florida International University (FIU) in the United States.

Dr. Porter’s appointment is a recognition of her numerous contributions in the field of nursing andhealth sciences She has received over 20 national and international honors.

In her 20 years of service at FIU, Dr. Porter earned roughly $6.5M in grants with $1.2M granted for research, specifically in Parenting Enhancement of High-Risk Adolscents and Drug Abusing Mothers.

Dr. Porter worked towards developing the Nursing Ph.D. Program and the Master of Science in Nursing Program following the Advanced Nurse Education Traineeship funds that she received.

The Luz Sobong Porter Library at the Cotabato Medical Foundation College in Midsayap was named in her honor.

Abolish Apo Island PAMB

Dauin Vice Mayor Rodrigo Alanano has appealed to President Benigno Simeon Aquino III and Environment Secretary Ramon Paje to return the management of international dive destination Apo Island to the local government and dissolve the island’s national government-run Protected Area Management Board.

Alanano said PAMB has not served its purpose of running the affairs of the island which is a declared Protected Landscape and Seascape.

Instead, the establishment of a PAMB runs counter to the much-touted community based resource management program which has made Apo Island one of the best dive destinations in the world, Alanano said.

He said he opposes the PAMB because of the delayed release of the island’s 75 percent share of income from diving, mooring and other fees. This usually causes stalled payment of wages for workers on the island, such as fish wardens, for several months.

Alanano also said that, while he was town mayor for three terms until last June 30, community participation in managing the island and its resources have dwindled over the years.

Alanano also hit the PAMB for not informing Dauin local officials of the June 25 incident at Apo Island at which a luxury live-aboard dive yacht, the S/Y Philippine Siren, had destroyed several square meters of coral reef when it dragged a dislodged coral head mooring sinker across the bottom of the sea.

Town executives only learned about the incident almost two weeks later, he said. When contacted for comment, Provincial Environment and Natural Resources Officer Oscar Magallones had admitted being clueless on whether Alanano and other officials were informed of the incident.

The Apo Island Protected Landscape and Seascape generates an estimated P5- to P6-million in income each year. However, it would take between six to nine months before the island gets to receive its 75 percent share due to stringent government processes, Mario Pascobello, former Apo Island village chief and now heads the Bantay Dagat (fish wardens) there, said.

All income derived from the island goes directly to the national coffers before the local council’s share gets forwarded to the Department of Environment and Natural Resources, the agency that approves proposed plans and projects for Apo Island, Pascobello said.

He also said that a few times in the past, the PAMB allegedly dumped the Apo Island’s proposed calendar of activities and inserted what they thought would be appropriate projects for the island.*JFP

Officials make ocular survey for Okoy River rechanneling


A team of officials with representatives from the Environment and Natural Resources Division conducted an ocular survey at the rechanneling site of Okoy River in Barangay Magatas, Sibulan, Negros Oriental recently.

The officials were Provincial Legal Counsel Neil Rey Lagahit, Sibulan Mayor Marcela Bartoces, and Vice Mayor Antonio Renacia.

The rechanneling was conceptualized under late Governor Emilio Macias, II and former Provincial Attorney Erwin Vergara after the province experienced heavy flooding because of the shallow river channel.

Barangay Captain Oliver Yrad of Magatas said some residents in private lands affected by the rechanneling project showed strong opposition to the rechanneling. During the ocular inspection some residents even shouted foul words at the municipal and provincial officials.

Yrad explained that some private landowners opposed the rechanneling project because of fear that their land will be affected by the project. He said some of the private land areas that where the Okoy River formerly traversed are now dry land since the water level has decreased extremely.

The private land owners have resumed planting the area with coconuts and other crops that can survived on a sandy soil, believing that they can now resume cultivating part of their land damaged by the river.

However, the rechanneling map of the ENRD showed that majority of the private land will be affected by the rechanneling project since they want to ensure the free flow of the water once heavy flooding starts to occur.

Lagahit admitted during the ocular survey that there is an urgent need to rechannel the area downstream from Magatas-Calabnugan Bailey Bridge because of the dangers it poses to lives and properties nearby.

He also said that the private properties already eroded by the river will be considered public domain and that is nothing can stop the project, except a Temporary Restraining Order from the court since it is a project of the Provincial Government for the benefit of the greater majority.*MA

EDC funds professorial chair at SU


The Energy Development Corp. turned over a P3 million check to the Oscar M. Lopez Distinguished Professional Chair in Engineering Endowment Fund, at the Silliman University Luce Auditorium recently.

The turnover was witnessed by EDC chairman Oscar Lopez and his family, Paul Aquino, vice president and CEO of EDC, and Silliman University president Dr. Ben Malayang.

Also present were the Deans, faculty, staff and students of the College of Engineering and Designs. The signing of the Deed of Donation was held on April 19, 2010 after the project was formalized.

EDC chairman Lopez said he is thankful to actually work with Silliman University as they have the same commitment in preserving the environment. He also acknowledged that SU is considered as the most environment-friendly campus in the country.

Lopez said he is looking forward to a continued good working relationship with SU in the search for more clean and renewable sources of energy.

Malayang said he is grateful that SU was chosen for the project. He added the university is willing to engage in more studies to discover renewable clean energy.

The project will be established at the College of Engineering and Design where the professional chair will be supported by the P3 million donation from First Gen Corporation and EDC.

The awardee of the Professional Chair will be selected from the regular members of the College of Engineering and Design Faculty.

Meanwhile, Lopez also donated copies of books on watersheds and trees to SU Library.

The books are “Trees of Tropical Asia” written by Harvard-educated James La Frankie and “Watersheds Sheltering Life” on the 20 major watersheds in the country published by the National Power Corporation, in cooperation with the 45 organizations cite of EDC’s watershed management efforts in the geothermal projects sites.

The books will also be donated to state colleges and universities in EDC’s host provinces in Leyte, Negros Oriental, Negros Occidental, Albay, Sorsogon and North Cotabato.*MA

NegOr qualifies for more districts

Negros Oriental is now qualified to add two districts more to make it five, Rep. George Arnaiz (Neg. Or., 2nd District) said.

Arnaiz was responding to suggestions about it so the province can get additional funding for priority projects.

However, it all depends on the three incumbent representatives and if they will allow a smaller coverage for their districts.

Arnaiz said he has no problem about chopping the province into five districts, with a population of over 1.3 million.

But initial discussions showed that if one does not favor the redistricting of the province, it will be respected by the others.

A draft proposal during the time of former congressman, the late Gov. Emilio Macias II, was for four districts.

The first will comprise the city of Canlaon to Tayasan, 2nd district from Ayungon to Bais City, 3rd district from Tanjay to Bacong, and the 4th district from Dauin to Bayawan.

Gov. Agustin Perdices wants to take advantage of the situation if Negros Oriental qualifies for two more districts, citing the redistricting of other provinces.

“I know that the three representatives of the province are looking at the interest and welfare of the people, in stressing that more funds are needed for development in Negros Oriental,” Perdices said.*JG

DUMAGUETE CITY (PNA) — A total of 46 elementary schools in Negros Oriental are piloting implementation of the Mother Tongue Based – Multilingual Education (MTB-MLE) program. The MTB-MLE is program aims to improved reading, comprehension and learning skills of the pupils.

According to Dr. Catalina Credo, Education Program Supervisor, the MTB-MLE program is implemented using the first language or mother tongue of the child.

The program was first tested in three pilot elementary schools in the province that includes Lutuban Elementary School in Zamboanguita, Lomintok Elementary Schoolin Ayungon and Sibulan Central Elementary School in Sibulan, Negros Oriental.

Dr. Credo said the pupils’ performance showed positive improvement although there are other factors that can be attributed like the Free Noon Meal feeding program.

Recently, Negros Oriental Department of Education (DepEd) Division Superintendent Dr. Milagros Velez ordered the increase of the number of pilot schools from three to 46 selected learning institutions.

At least two schools for every school district will be included among the pilot schools under the MTB-MLE program. Negros Oriental Division has a total of 23 school districts.

While she believes that it is still on the experimental stage, Credo is optimistic about the program’s eventual success.

The success of the program will depend on the creativity skills of the teacher in making teaching techniques interesting for the pupils, allowing the allowing the latter more interaction with the former.

A group of MTB-MLE teachers have undergone extensive training related to the said program in UP Manila.

The teachers of the additional 46 pilot elementary school in Negros Oriental also underwent another set of training on MTB-MLE at the Dep Ed Division Office in Dumaguete.

The DepEd will continue teacher training in MTB-MLE to ensure that teachers will acquire clearer understanding of the principles, practices, roles and responsibilities needed for its successful implementation.

Credo added that studies show that children learn best when instruction at the primary level is in their first language, or mother tongue.

Research also reveals that a child is more comfortable learning in the primary language. This allows for better conceptualization and deeper thinking.

Negros Oriental (3rd District) Rep. Henry Pryde Teves, who had sponsored a a bill related to the MTB-MLE program in elementary education, was responsible for introducing the implementation of the program in the province.

Negros Oriental Gov. Perdices creates task force on program monitoring and evaluation

DUMAGUETE CITY, July 16 (PNA) – Negros Oriental Governor Agustin Perdices has created a task force that will evaluate existing programs and projects and find ways to improve these to achieve the ultimate goal of increased productivity and job generation.

The Provincial Program/Project Development Monitoring and Evaluation Task Force was recently created through Executive Ordinance No. 01 and is placed under the supervision of former Dumaguete City administrator Engr. Dominador Dumalag, Jr., said Capitol Information Officer Adrian Sedillo.

The task force is composed of personnel from the different provincial government departments and representatives from the private sector, such as Engr. Fred Magallano, Agustin Miguel Perdices, Esperato Dicen and Rodrigo Lagahit, to name a few.

Dumalag had recommended forming the task force to identify which programs and projects can still be improved or augmented so that opportunities for employment can come in, Sedillo said.

The task force is currently conducting an evaluation on programs and projects in the agriculture sector.

Meanwhile, reports submitted by the task force to the governor shall also be used as a basis for the planned creation of a provincial economic enterprise office that would oversee the affairs of the province’s income generating facilities such as the Negros Oriental Provincial Hospital.

Dumalag was chosen to lead the task force for having worked with the late Gov. Emilio Macias II since 1988 when the latter was first elected into office.

Dumalag was then with the Ting Matiao Foundation, a non-government organization that had then worked closely with the provincial government, and has enough knowledge of the profiles of areas in the province especially those with peace and order problems.

Vice Governor-elect Perdices had succeeded the post as governor on June 30 after the late Dr. Emilio Macias II, who was re-elected in the May 10 elections, died of a lingering ailment June 13. (PNA)

I have another good news to tell, SM supermarket/SM Savemore is coming to Dumaguete City soon and they will be occupying the whole ground level of Mart 1 Center. Renovation of the said building will commence soon.

This is already an indication guys that SM is eyeing Dumaguete City as the best place for expansion.

“The best solution is something that labor and management will not like,” Regional Tripartite Wages and Productivity Board regional chairman Elias Cayanong said at a consultation in Dumaguete on the petitions of two labor organizations in the region recently.

The consultation was participated in by members of the business sector in the province, who expressed their opposition to both petitions.

Labor lawyer, Whelma Yap, representing some business establishments in the city, said her clients are proposing a balancing of interest, and that if the labor sector is feeling the pains of the global financial crisis, employers are also feeling the same.

While management understands the plight of the workers, employers are saying that the proposition is exorbitant, she added.

Ramon del Prado of the Negros Oriental Planters Association said it is not the right time for any wage increase in a labor intensive industry, especially when El Niño struck last year and affected their yield. More so, because the Sugar Regulatory Administration has already predicted a drop in sugar production this year, he added.

The Negros Oriental Chamber of Commerce headed by Ed Du and the Negros Oriental Business Development Foundation headed by Greg Uymatiao also raised their opposition to the wage increase petitions citing, among others, the effects of the global crisis from which many of their members are still recovering.

The petitioners include the Alliance of Progressive Labor Shemberg Employees Independent Union which is asking for a P128 across the board increase, and the Associated Labor Union-Trade Union Congress of the Philippines that is seeking a P100 also across the board.

They said they are badly affected by unstable oil price hikes, increase in consumer price index, increase in cost of living, high inflation rate, possible increase in transport fare, increase in electricity and water rates and other basic commodities.

Cayanong said that after all the stakeholders have submitted their respective position papers, the board will come up with Wage Order No. 15 to be implemented starting August this year, if there are no appeals, or motions for reconsideration.*JG

I have another good news to tell, SM supermarket/SM Savemore is coming to Dumaguete City soon and they will be occupying the whole ground level of Mart 1 Center. Renovation of the said building will commence soon.

This is already an indication guys that SM is eyeing Dumaguete City as the best place for expansion.

why is it sm will just occupied the ground level of mart 1 insted having thier own lot and building here in dumzville??:ohno:

and one thing the ground floor of mart 1 is not that big to accomodate the sm supermarket...its to small...mas daku pa japun and LP supermarket...:lol::lol:

The Energy Development Corp. is expected to restore the design capability and reliability of their existing power plants in Palinpinon, Valencia, Negros Oriental to increase its output starting next year, and address the lack of supply.

Richard Tantoco, chief operating officer of EDC, said the company is placing a substantial capital investment from P1 to P2 billion for the purpose, instead of constructing new plants.

While focusing on the rehabilitation aspect of the power plants Tantoco said that outages are very important for two reasons, foremost of which is that there are basic things to be done to protect the machines from the risk of being shorted.

EDC is putting up the proper equipment in September and the hope to complete 45 percent of the rehabilitation this year, and the remaining 55 percent in October of next year, he said.

Also, in September this year, one unit of Palinpinon power plants will undergo maintenance for one month.

It is also planning a 20-megawatt expansion of the Nasuji plant in Palinpinon.

Tantoco said that, by 2012, it is already assured of sufficient power supply from the geothermal plants in Palinpinon.

At present, the interruption frequency rate in the Visayas grid is between 2,000 to 2,500 a month.

The grid operator, therefore, has to shut off manually due to lack of supply.

The demand in the Visayas is peaking at more than 1,340 megawatts while the supply is only 1,200 megawatts,

But with all the power plants from Cebu, Negros, and in Leyte coming on stream, the Visayas grid expects an increase of power supply by 600 megawatts.

For EDC alone, it is projecting an additional 70 megawatts of steam supply to their existing power plants and that it is moving into a supply situation by next year, Tantoco said.

EDC is supplying about 780 megawatts of power, the rest by other power suppliers.*JG

Artificial reef eyed for damaged marine reserve in Dauin, Negros Oriental

DUMAGUETE CITY, July 16 (PNA) - An artificial reef will soon be installed in the damaged Marine Protected Area (MPA) in Barangay Maayong-tubig, Dauin in Negros Oriental after it was accidentally plowed by a cargo vessel M/V Lorcon Davao of Lorenzo Shipping Lines last June 18.

According to Vice Mayor Rodrigo Alanano, the manager of Lorenzo Shipping, Rene Renacia, has presented to him a proposal to put up an artificial reef in the damage area of the sanctuary using a used container van.

The proposal was made after the shipping company admitted that their vessel has committed a grave violation for entering a marine protected zone.

Biggs Eggert, manager of Atlantis Beach Resort, explained proper placement of the container van underwater so that the soft and hard corals could slowly grow.

According to Eggert, both sides of the container van must be opened to provide fish enough space to move around. A window will be placed in another part of the container van so sunlight, which is essential for the corals to grow, could penetrate.

The design created by Eggert will need at least eight container vans. There will also be a need for 100 fiber glass floating markers and 1,200 meters of rope for the floating markers.

Vice Mayor Alanano clarified that he has asked the Community and Environment and Natural Resources Officer (CENRO) Mario Aragon if the container van would be suitable to be used as artificial reef. He said Aragon commented that container vans are among the approved artificial reef provided it is properly cleaned of rust and oil that might contaminate the sanctuary.

Alanano, however, clarified that they will still be filing a case before the Maritime Industry Authority against the captain of the cargo ship that plowed through the coral reefs in the marine protected area. (PNA)

While many of Convergys’ 12 existing facilities were already filled to capacity, she said there were still other sites that had room for expansion.

However, the company was already looking at several locations nationwide to house possible new sites.

“We’re constantly looking at facilities in new areas, particularly in the Next Wave Cities, as identified by the [Business Processing Association of the Philippines and the Commission on Information and Communications Technology],” she said.

Update: Negros Oriental Provincial Hospital will be upgraded to become a Regional Hospital. It's name may also even be changed - carrying the name of our late-former governor, Emilio Macias (Emilio Macias Memorial Regional Hospital) - though that's not yet certain... Then a district hospital, most probably the one in Bayawan, will then be also upgraded to take the Provincial hospital status....

in bacolod city na right now had a 4.5 hrs trip from DC... DC is such a nice place. I was amazed by how Dumzville peeps are so organized and consistent when it comes to traffic rules.. Negotiating the streets is no headache even for a first timer in DC and with no idea of the route... I will be posting pix soon...Have a safe trip and enjoy your stay Blueguy :)

Yes, but not only funds from CV but as well as funds from the national health budget. THis would mean that the supposed to be budget of the province for NOPH, which is I guess about 50million yearly, will then go to the new provincial hospital and to the district hospitals in the province for improvement and maintaince.... :cheers: :cheers:
