Dumaguete City set to host 2nd Philippine Cooperative TEAMShop in October

DUMAGUETE CITY, Sept. 14 (PNA) -- At least 2,000 executive directors and officers from 16 cooperative regions in the country will converge in Dumaguete City on October 1 to 3 for the 2nd Philippine Cooperative TEAMshop that will be held at the Negros Oriental Convention Center.

The TEAMshop will be guided by the theme: “Cooperatives Transcend through Innovations: The Challenge of the Time.”

According to Dr. Profetiza Lim, chairperson of the Provincial Cooperative Development Council (PCDC), the conference is expected to discuss and share experiences for purposes of adaptation and learning development.

Other cooperative legislative agenda and possible creation of an environmental project to combat the effects of climate change will also be tackled.

Also part of the schedule of the delegates will be the visit to different cooperatives in the province.

The cooperatives in Negros Oriental are expected to share and present the successful projects and innovations they have implemented.

Dr. Lim added it is important to share experiences with other cooperatives because there are other projects that are worth replicating.

Meanwhile, Atty. Neil Santillan, Executive Director of the Cooperative Development Authority (CDA) clarified they wish to come up with comprehensive and doable projects related to solve the problem of climate change.

At present, an estimated six million Filipinos are members of cooperatives in the country.

Atty. Santillan said he will propose the project during the conference so that all cooperatives and all its members will be aware of their social and community responsibilities. (PNA)

Their coffee are way, way cheaper yet it tastes as good as those expensive brews in better known coffee shops out there.. They have one size cups/mugs (small) which probably explains why they are cheap but the timpla is not compromised at all. :)

Negros Oriental governor agrees to host Central Visayas regional athletic games

DUMAGUETE CITY, Sept. 14 (PNA) -- Governor Agustin Perdices has agreed to host the Central Visayas Regional Athletic Association (CVRRA) meet in Negros Oriental in November after the budgetary allocation for the event was reduced to a much reasonable amount.

The governor at the first was reluctant in accepting the offer to host the CVRAA meet after Department of Education Regional Director Dr. Recaredo Borgonia informed him that the province needed to allocate P5 million for the said activity.

The money would be used for the food of executives and officials from the Department of Education who would be present to monitor the athletic meet.

Information officer Adrian Sedillo said the budget request was reduced to P1.8 million in a recent meeting between Governor Perdices and Dr. Borgonia.

Sedillo said Dr. Borgonia made a promise to Governor Perdices that he will personally ask the officials of DepEd to hold the Palarong Pambansa in Negros Oriental on 2012.

Perdices earlier issued a statement that he would rather spend millions for the Palarong Pambansa than spend it for CVRAA. The province is hoping to host the Palarong Pambansa in 2012.

Perdices said he strongly believes that the province is ready to host the national athletic games in 2012 considering the support promised by the League of Municipal Mayors.

Likewise, the province is equipped with enough sports facilities that can accommodate athletes for the Palarong Pambansa, he pointed out.

In fact, Silliman University will be hosting the University Games in October with at least 50 universities in the Philippines attending. (PNA)

Indeed. It would be the perfect home for RR, PH, CBTL, STRBS, MX'S...I could just go on and on :).

I prefer to have that prime space be occupied with a new brand of bookstore (Powerbooks? Fully Booked? :) ) Please not The Old San Francisco Bookstore!! :ohno::nuts::lol:

Or if not, a good coffee shop or a new brand of a national fastfood chain.. The space is even big enough for 2-3 spaces.... Im sure whatever it is, it will be a hit.. SU students are always hungry!!!

Let's not forget, an even bigger comm'l space will soon be vacated --- Cang's Main. If something other than a new food chain will open there, I'd shoot myself .

Grapevine rumor: One of the applicants to occupy that space is KFC.. I dont have any problems with that. I love KFC! But the space is big for 2-3 med-sized fastfood chain....

And btw, any of you guys have any idea what the Lees are doing with the Ever Mall Cinema space? Seems like construction inside is going 24/7!

in due time guys, power lines will eventually get buried underground and electric poles will be a thing of the past.. this will happen when our electric cooperatives will get tired of thinking about their profits and instead commit to the safety and convenience of their consumers :ohno:

right now, it's a perennial problem for every Philippine city... the only community i know which has a full program of underground power lines is the Bonifacio Global City, and it's not even an LGU, only a private business district of Makati City

Why don't we try to encourage our government along with Noreco to start burying the cables?

Why not be the first city in the Philippines to have underground cables? Let Dumaguete be the head and not the tail, then the rest of the nation will follow.

Already, we are wealthier than other Philippine cities if you compare the city's income compared to its population. There are many things Dumaguete has to offer that the rest of the nation could follow...

I guess this building will have a glassy facade and aluminum cladding, perhaps like Hotel Nicanor? They are now installing the aluminum support for its glass front window. I can't wait to see the finished building!

The thing is, they kept us in suspense by not posting the design or the building's rendering...Thanks Lewdsaint for the pic.

it has already been suggested by the City Council to the NORECO II Board a few years ago but to no avail.

these are the reasons:

1. expensive - underground power lines are very expensive to build since you have to overhaul the entire system from the transmission lines (Palinpinon) all the way to the distribution lines (NORECO substations).. ultimately, it will cost 12-16 times more expensive to erect and to maintain than an overhead power line system.

2. reliability - due to the unstable power supply in the Visayas Grid, the resumption of power every time an interruption happens can be longer as the repair times for undergrounds systems are too long. underground lines also proved to be less reliable than overhead systems especially during constant flooding and rainfall (which usually happens in the PI).

3. lack of funds - the City Government is unwilling to shoulder the expenses, as they could only give a token amount since power is not considered a basic service. NORECO obliged to look for funds but the only method in which they could raise funds was to jack up the power cost per kw/h, a move which did not sit very well with the power consumers.

with the City Government, NORECO II, and the consumers themselves unwilling to be a part of the solution, the plan to bury Dumaguete's ugly spaghetti power lines went down the backburner :ohno:

I would suggest the NORECO power lines remain "aerial" while the telephone and cable lines be placed underground. It's these two that are making these poles look nasty. Look at the way Alta Tierra is developed. If only the Telco and Cable company use "flooded" underground cables, like they do on other countries, I don't think there will be problems.

I don't know if they are doing it right now on the "Fort" in Manila but if they do these now to new developments in Dumaguete going forward, our city will become a model for future developments in the country.

DUMAGUETE

At midnight of the 31st July (Friday) we left Dapitan. I have been in that district four years, thirteen days, and a few hours. The C.P.M. (Politico-Military Commander) also came with me.

The following day, Saturday, at dawn, we anchored at Dumaguete, capital of Oriental Negros.

The steamer anchors quite near the shore because of the great depth of the water. Dumaguete spreads out on the beach. There are big houses, some with galvanized iron roofing. The house of a lady, whose name I have forgotten, was outstanding. It is occupied by the government and another one, just begun with many ipil posts.

I went ashore with my family and the C.P.M. I told my family to see the town while the C.P.M. and I paid our respects to Governor Regal whom I met at Dapitan on the way to his destination.

From there we went to see the Captain of the Civil Guard, Mr. Herrero Regidor, judge of the province, who was suffering from ophtalmia which turned out to be conjunctivitis granulosa. I met Mr. P., the permanent physician at his house, from whom I learned about many cases and things concerning provincial etiquette. It turned out that while I was going to visit my friend and former classmate Mr. Herrero Regidor, the provincial judge, the operation was set for that afternoon. In fact, I went to visit this gentleman who received me very affectionately, inviting me and my family to spend the day with him. I saw Periquet and I met his family. I called at the house of Mrs. Rufina, a beautiful house, where after four years, I heard the piano expertly played. I observed that the people of Dumaguete are fond of decorating their houses with plants and flowers. In the afternoon I operated on the Captain of the Civil Guard and then we embarked. We saw numerous recruits going to Iligan. They were tied at the elbows and behind them marched the musicians! I met the Inspector of Forests who turned out to be a former classmate of mine.

Yup, that would definitely decongest those electric poles. Yet, if we are going to look at those Ayala owned properties like the Cebu Business Park and Asiatown IT Park, most of their lines, electric, phone, cables, are buried underground. It makes their properties look so organize. If I can still recall, some of the lines in Silliman are also buried. Anyhow, it should start somewhere and sometime as this an eyesore to the beautiful Dumaguete.

Dumaguete: Philippines' city of surprises

It is absurdly easy to fall in love with Dumaguete, a city that still acts like it’s a small town, with friendly locals, an easy pace that invites a visitor to slow down, and a genteel grace that belies its city status. The city, capital of Negros Oriental province, was a welcome respite from my usual world of deadlines and the corresponding stress.

http://i1002.photobucket.com/albums/af150/aipaul143/inspirations-996481404-1277792689.jpg
Rizal Boulevard

From the airport, we passed by Rizal Boulevard, the main thoroughfare, where on one side, shops, sari-sari stores and restaurants stood close like gossiping girlfriends, while on the other side, was the perfect blue of Tañon Strait, which connects Negros island and Cebu. If you squint you can make out the island of Siquijor. The boulevard gave a perfect picture of a busy little coastal town, complete with the drone of tricycles and the boats at port. I opened the window of the van and immediately caught the smell of the sea—mixed with the dust of motorists. It was unexpected—like a lot of the other things I would discover.

Dumaguete’s biggest lure for tourists is its position: It is considered the portal to several other destinations—a ferry ride away to Siquijor, Cebu, and even some parts of Mindanao. Many visitors stop for supplies in the city before heading to resorts in Negros, or pass by for a drink (or two) on the way back. For those with no surfing or beachcombing inclinations, the city offers its own charms and distractions. For instance, my temporary home in Dumaguete was the unabashedly pretty Spanish-style hotel, La Residencia Almar. Once the residence of Negros Oriental’s governor, this hotel has 17 rooms and a lovely, cozy feel that smacks more of a visit to a friend’s home. It’s also conveniently located on Rizal Boulevard. That first morning at the hotel, with sunlight streaming through my room’s glass and wrought-iron windows, I looked out into the boulevard with its acacia trees and clean sidewalks, and I am again reminded that I am far away from Manila’s bustle. I went down for breakfast, eager to start exploring.

Over toast, eggs and bacon, Penn Larena of the city tourism council gave me a quick rundown of Dumaguete’s history. It was national hero Dr. Jose Rizal who first dubbed Dumaguete “The Town of Gentle People” (after its charter in 1948, it became a city) when he visited, a statement about the friendly locals. “He also called it ‘the little European town,’” Penn said. “He noticed a lot of the houses here displayed ornamental plants. Also, he heard piano-playing, and these reminded him of Europe.”

http://i1002.photobucket.com/albums/af150/aipaul143/inspirations-203191273-1277792690.jpg
Tricycle in Dumaguete

After breakfast, Penn and I went for a walk. While vans, cars and jeeps ply Dumaguete City, tricycles rule the road. These trikes were not the compact ones I was used to back in Manila. I mentally called them “tricycle deluxe” because they were taller and wider, and can cart everything from people to animals to the occasional piece of furniture. I wondered if several could be hired to move entire houses. Many tourists ride tricycles from Dumaguete to nearby cities and resorts, easily more than an hour’s trip away.

Walking, however, is the best way to enjoy Dumaguete’s small-town charm. It’s especially picturesque going down Rizal Boulevard, named after the national hero who once took a stroll here before he was exiled to Dapitan. According to Penn, this 780-meter promenade was actually the model for Roxas Boulevard and the Baywalk in Manila. Like the Baywalk, many stroll down the promenade, particularly couples and tourists. Unlike the Baywalk, there’s a cleaner view of the water and the sea breeze smells better. It’s also lovelier, peppered with ancient acacia trees, palm trees, and Spanish-style lamps. Many bars and restaurants line the thoroughfare, so at night it’s not uncommon to see tipsy locals and expats on the many stone benches. Many events like festivals and parades happen here as well. On regular days, the area is perfect for those who want nothing more than to relax in one spot. I took advantage one afternoon, simply crossing the street from my hotel to sit on the nearest available bench. Breathing in the sea air, I was filled with an amazing serenity—and the impish urge to yell and jump into the water. Only a day in Dumaguete and I felt so free from cares and worries.

http://i1002.photobucket.com/albums/af150/aipaul143/inspirations-181625118-1277792690.jpg
Silliman University

Dumaguete is also known as a university town, the “Boston of the Philippines,” says Penn. No less than seven universities and colleges sit within the city, including Silliman University—known for the country’s oldest writers’ workshop, which started in 1962. I’ve never applied for that fellowship, but I could imagine what bliss it would be: days of writing what you love, and within the easy pace of Dumaguete. Touring Silliman’s vast campus also made me yearn for my student days. Can you imagine studying in a place where there’s a breathtaking view of the ocean?

It was also when I visited Silliman, and later on Foundation University, that I felt Dumaguete’s balance of the modern and historical. Silliman Hall, the main building, is a perfectly preserved example of Victorian architecture. It was easy to pretend it was my huge colonial mansion, complete with sprawling gardens, scores of acacia trees, and a huge body of water as my neighbor across the street (it faces Rizal Boulevard). Constructed in 1903, one rumor says the building was shipped whole to the country by the founding Americans. Another story is it used to be a building in New York, broken down piece by piece, and reassembled exactly as it was here. During World War II, the Japanese army used the building as a sleeping area. Now, the hall is an anthropology museum and a printing press.

In Foundation University, students study or wait for their next class in a huge courtyard right in the middle of the main buildings. Stone benches, massive amounts of bougainvillea flowers, and a huge koi pond make the courtyard a romantic setting. Even more charming: I walked on concrete paths built over the pond on the way to the connecting buildings.

Also in Foundation University: the Medical Entheos IT Incorporated, a building filled to the brim with the latest computers and technical peripherals! “It’s for the university’s Medical Transcription classes,” explained instructor Toton Cena, while I gaped at all the equipment and tried to reconcile both images as being part of the same school.

http://i1002.photobucket.com/albums/af150/aipaul143/inspirations-280647974-1277792689.jpg
St. Catherine of Alexandria Cathedral

The next day, Penn and I did a historical tour of the city. First stop was the Dumaguete Belfry. It is the last of four towers constructed in 1811 to warn the area of marauders. Amid the city’s commercial district, the belfry is a stunning sight, its stone walls glazed with moss. A short distance away is St. Catherine of Alexandria Cathedral, the largest church in the city and the oldest stone church in Negros (built in 1754 and reconstructed numerous times). Walking inside, there is that hushed reverent silence reserved for churches, but I also wished the very stones of the building could talk—what stories would they tell?

Nearby is Quezon Park, which, with its statue of Jose Rizal, reminded me of Luneta Park in Manila. It was a wonderful realization that even with the city’s bustling roads, it’s relatively easy to find a spot with a bit of quiet. Just don’t visit when the sun’s high—even with the park’s large trees it gets uncomfortably hot.

Right next to these quiet spots is the city’s main commercial area. The streets behind and connecting to Rizal Boulevard are crammed with restaurants, bars and cafés. It feels a little like looking at a collaborative portrait of how much Filipinos love to socialize. Many establishments have been here for years, like Sans Rival, a bakeshop established since 1977—it’s the best place for coffee and cake, according to the locals. In the evenings, grab a table at watering hole Coco Amigos, where locals bond over shots of tequila. For something truly unique, Penn and I stopped for Panda Fried Ice Cream. Imagine ice cream in a waffle-tasting shell that’s quickly browned in a pan. Delicious!

Lee Super Plaza, a multi-level department store and probably the city’s closest approximation of a mall, is a favorite hangout. Nearby are Dumaguete’s concessions to urbanization: McDonald’s, Jollibee, Greenwich and Shakey’s fastfood restaurants. Call-center companies have also set up shop. “Dumaguete is booming,” Penn explained. “Soon we’ll have our very own Robinsons mall and other fastfood restaurants.” The locals are excited, because apparently they go all the way to Cebu City to buy fastfood to take home to friends and family!

The thought of Dumaguete’s urban development unexpectedly caused a flare of melancholy in me. After my few days of living among the locals and touring the city, I was feeling a tad possessive and resistant at the idea of any more progress. It’s a testament to how congenial this city is, that a frazzled Manila girl could fall in love with it so deeply.

NAVIGATE YOURSELF: DUMAGUETE CITY

NEED TO KNOW

Dumaguete is the capital of the province of Negros Oriental, Visayas. The city gets its name from the word “dagit,” Visayan for “to snatch,” as this coastal area often suffered from pillaging in the past. Dumaguete attracts tourists due to its ferry access to Cebu City and distance from nearby beaches and dive sites. Last year, Islands magazine named Dumaguete as one of the top 20 islands to live in, due to the low crime rate, relaxed and relatively affordable way of life, and friendly locals.

HOW TO GET THERE

Cebu Pacific (cebupacificair.com) and Air Philippines (airphils.com) fly twice daily to and from Manila to Dumaguete. From there it’s a 15-minute drive to Rizal Boulevard via taxi or tricycle.

WHEN TO GO

Summer, or the dry season is the best time to visit, around January to May.

WHAT TO DO

Indulge your inner romantic. Visit the many historic sites, such as the Dumaguete Belfry (Campanario de Dumaguete), St. Catherine of Alexandria Cathedral, and the Chinese Bell Tower. There are also many ancestral homes.

Take a stroll. Walk the length of Rizal Boulevard and view the Tañon Strait. Or pack a picnic and sit under one of the many acacia trees. It’s also a great place to people-watch, especially in the late afternoons.

Go back to school. “There are seven colleges/universities, 21 private schools, and almost 30 public elementary and secondary schools,” says Penn Larena. Take a tour of the campuses, like Silliman University, the country’s first Protestant university. In May, Silliman hosts the Dumaguete National Summer Writers’ Workshop (geocities.com/nwwdumaguete/main). Founded by Edilberto K. Tiempo, only 12 fellowship spots are open.

Celebrate the way the locals do. Foundation University is central to many festivals like the Kasadyaan Festival (the Philippines’ version of Mardi Gras) and the Buglasan Festival in October, filled with cultural dancing and shows.

Market yourself. Every Wednesday, farmers visit the Malatapay Market (about 20 minutes from Dumaguete city) to sell fresh produce and live animals like goats and pigs. After shopping, enjoy fresh seafood at the open-air, seaside restaurant. Barangay Malauay, Zamboangita, Negros Oriental

Go on a sugar high. With its signature blue and white striped façade reminiscent of old French cafés, go to Sans Rival, which claims to be the original creator of this favorite dessert.. For something more portable, try their silvanas (smaller cakes with creamy butter filling in a meringue crust). For a unique play of textures, there’s Panda Fried Ice Cream—a shell of crushed ice cream cones coating a scoop of ice cream, fried in a pan.

Make eating—and drinking—a favorite pastime. Bars and restaurants lining Rizal Boulevard guarantee a great view. Don Atilano Steakhouse in La Residencia Almar serves great local and continental breakfasts. Boston Market has European fare like pasta and pizza. Scooby’s is the local fastfood joint noted for its Western dishes—and its Internet café. Coco Amigos serves authentic Mexican fare. For a native feel, there’s Payag sa Likod, which has native huts perfect for big groups, and Hayahay Tree House Bar & Viewdeck. For live music and cheap beer, there’s Why Not Resto-Bar. At the end of the promenade, you have a tempurahan, stalls selling balut (boiled duck’s egg), squid balls, and fish fillets fried in tempura batter.

Be a water baby. Take advantage of Dumaguete’s proximity to beaches and dive sites. Drive to Bais Bay for whale- and dolphin-watching in October. Visit Apo Island for snorkeling around its famous coral reef. Sunbathe on the white beaches of Siquijor. Swim, fish or boat in Lakes Balinsasayao and Danaw, known as the twin lakes.

WHERE TO STAY

Hotel Palwa has complimentary Wi-Fi and a cozy, elegant feel. Rates start at P699/night inclusive of breakfast. Dr. V. Locsin St., telefax (35) 442-8995, (+63917) 720-1081, e-mail hotelpalwa@yahoo.com

La Residencia Almar has the authentic, homey feel of a Spanish colonial mansion. Rates start at P1,325/night for twin sharing. Rizal Blvd., tel (35) 225-7100, e-mail lresidencia-ygh@yahoo.com

Bethel Guest House is a popular choice for tourists. However, they don’t allow smoking or drinking within the premises. Rates start at P850/night for studio-type rooms. Rizal Blvd., tel (35) 225-2000, bethelguesthouse.com

RECOMMENDED!

While it’s thoroughly enjoyable to explore Dumaguete on your own, consider hiring a tour guide who can point you to the better places to check out—plus regale you with local history. Penn Larena is an accredited guide from the Department of Tourism and coordinator of the Negros Tour Guide Club, tel (+63926) 800-2946, e-mail larenatours@gmail.com, negrostour@gmail.com.

:okay: agree

Negros Oriental told: Open doors to call centers (http://newsinfo.inquirer.net/inquirerheadlines/regions/view/20100918-292919/Negros-Oriental-told-Open-doors-to-call-centers)

DUMAGUETE CITY – Local governments in Negros Oriental were advised to prepare for the entry of call centers as IT companies in Metro Manila expand to the provinces.

“We see double digit growth for these companies,” said Elmer San Juan, promotions manager of the Philippine Export Zone Authority (Peza).

He said IT firms in Metro Manila were likely to follow the lead of other IT firms that have already invested in Negros Oriental.

The province is currently host to several business process outsourcing (BPO) companies like Teletech, SPI, PDLT e-Ventus, Qualfon, Entheos and smaller firms involved in performing telephone and computer-based services for other, mostly multinational, firms.

San Pascual said Peza was granting a four-year tax exemption to firms that would move to Peza zones in Negros Oriental. Local governments, he said, would receive 2 percent of the 5-percent tax that the national government would collect from these firms’ gross incomes after their four-year tax holidays expire.

“This is big money,” he said.

A Peza zone could be any building anywhere in the country endorsed by the local government unit, accredited by Peza and proclaimed by the President as a Peza zone, said San Pascual.

Local governments in the province, however, appeared reluctant to open their doors to IT firms in Metro Manila since they wouldn’t have control over their operations.

Firms registered with Peza aren’t required to obtain mayors’ permits.

William Ablong, Dumaguete City administrator, said LGUs must have a say in regulating businesses in Peza zones.

“If they do not register with the local government, they have no name in our books,” he said. “They may not be able to avail themselves of the city’s services such as garbage collection, health services and police protection.”

San Pascual said Peza and local governments could enter into agreements to identify the nominal fees that Peza would pay for garbage collection and other services.

Such an agreement is existing between Peza and Makati City, said San Pascual.

You have to buy the digital dish for less than Php4K, then pay a little less than Php400 for monthly subscription. It is actually cheaper than cable in the long run although initial outlay would be higher. And the good thing is even if you don't pay the monthly subscription they have some channels that are free (I think 5 channels), that comes with you digital dish.

http://negrostourism.com/wp-content/themes/negrostourism/library/timthumb/timthumb.php?src=/wp-content/uploads/2010/07/dolphinwatch.jpg&w=678&zc=1

Described as one of the most successful dolphin-and-whale watching operations in the country, the cruise takes off from Port Capiñahan every 8:00 AM and traverses the Bay towards Tañon Strait, the narrow channel between Negros and Cebu islands, acknowledged to have one of the biggest concentrations of cetaceans in the world. Out of twenty-four cetaceans sighted in Philippine waters, eleven species are found in the Bais Bay – Tañon Strait area. Among these are dolphins and the pygmy sperm whale Kogia simos. The Bais City government operates two Dolphinboats. Five privately-owned pumpboats are also available. The cruise averages six hours. It may include side trips to Talabong Island and the White Sand Bar.

Talabong Island is located in South Bais Bay. It has an area of 217.59 hectares, heavily vegetated with 85% mangroves and 15% associated mangrove species, which provides an ideal habitat for significant fish and shellfish species, various marine life, birds and wildlife.

Bais City is 45 kilometers (approximately one hour travel time by all type vehicles) north of Dumaguete City.

Airports to open for night flights
Written by Recto Mercene / Reporter
MONDAY, 20 SEPTEMBER 2010 12:26

THE Civil Aviation Authority of the Philippines (Caap) has ordered the opening of additional airports to night operations to help promote tourism and for better connectivity within the country.

Caap Director General Alfonso Cusi issued the directive yesterday in order to prepare the country for the influx of tourists.

“I have ordered all airports that are capable for night flights to operate immediately, to help promote tourism in the country. Tourists can now have their connecting flights at their choice of destination even during nighttime,” Cusi said.

Airports that are immediately capable for night flights are those in the cities of Iloilo, Bacolod, Cagayan de Oro, Tacloban, Kalibo, Puerto Princesa, General Santos and Laoag.

Airports to be upgraded for night-landing capability are in the cities of Butuan, Legaspi, Dumaguete, Roxas, Cotabato, Dipolog, Tuguegarao, Naga, Tagbilaran and Virac. “All our efforts are in close consultation with all airlines, especially on the traffic and demand of flights on which airports needed to be opened 24 hours,” Cusi said.

The Caap chief has been meeting with all airports and area managers since he assumed office.

The night-flight operations is part of the new policy direction that Cusi has been doing to better enhance and professionalize the aviation industry in the Philippines.

The country has about 85 airports, some of them privately owned and the rest operated by the Caap.

All major cities have a primary airport, while far-flung provinces have secondary airports.

Those capable of handling night flights are called controlled airports, where the presence of air-traffic controllers is a must. These airports are also usually identified by the presence of a weather bureau branch, flight service stations, a fire station, Aviation Security Guards and related facilities.

Secondary airports are usually unpaved, macadam runway, although they have a compliment of airport police, and sometimes a firetruck and a windcone to determine the direction and strength of wind.

Alanano “exported” to provincial board (http://www.negroschronicle.com/?p=10489)

Complying to the fervent request of Governor Agustin “Tuting” Perdices, 3rd District Rep. Pryde Henry Teves has appointed Dauin Vice-Mayor Rodrigo Alanano to the provincial board and take the seat vacated by Roel Degamo, who has assumed the vice-governorship.

Teves is the district Chairman of the Lakas-Kampi-CMD party while both Alanano and Degamo are members of the former administration party. However, some political quarters in Dauin interpreted Alanano’s appointment as a way of removing him from the local political landscape as he is reportedly “making too much noise and ripples” particularly on the affairs of the LGU.

Teves promptly dismissed the notion and stressed that Alanano’s appointment is in consonance to the desire of the provincial government to improve its Coastal Resource Management, an area considered to be Alanano’s forte.

“It was the request of Governor Perdices plus my personal faith in his capacity to initiate real pro-environment policies,” said Teves.

“It was Alanano who started a successful and multi-awarded coastal resource management in Dauin, which made him a legend and we hope to use his passion and expertise at the provincial board,” the solon added.

Alanano has served as mayor of Dauin for three terms before he slid down and won as vice-mayor last May 10, while Neil Credo, his long time partner ran and won as mayor.

Was in Dumaguete last week. Ang ganda ng lugar - malinis, peaceful, idyllic. I love Rizal Boulevard. I love how the buildings look, modern na classic. Yung shakeys and jollibee hi-end ang dating. Ang ganda din nung cathedral sa may quezon park(?). Nice interiors. Old but without the old smell. hehe. Yung kampanaryo din, magandang religious/architectural/historical landmark.

i'm particularly charmed by the over-all feel in the city. ang sarap magwalking pag-umaga. jog mo yung stretch ng boulevard papuntang port, liko sa side ng silliman, then sa cathedral, around the park, then back sa boulevard. yung iba naman preffered around sa city hall tsaka sa complex. di ako nakapasok sa complex pero sabi rubberized tracks. astig.

i've noticed din some medium-dense structures starting to emerge sa city, yung silliman medical center(?), for example. nandun din syempre robinsons. hmm..maganda naman yung developments pero mas gusto ko sana yung architecture, kahit medium-dense eh colonial-inspired and classy pa rin. sana nga gawing ordinance yun sa city eh.

sarap bumalik dun. kahit no reason at all. just to feel the air and to leisure dine by the sea.

i stayed at the bethel hotel. was excited to drive a motorbike around the city kaya lang di ko nadala lisensya ko. so walking na lang. i'll try to post some of the interesting pictures of dumaguete soon.

Negros investment board to focus on BPOs (http://www.philstar.com/Article.aspx?articleId=614215&publicationSubCategoryId=108)

DUMAGUETE CITY, Philippines - What better place for Business Process Outsourcing companies to put up business in than in one that produces thousands of quality graduates every year?

Francisco Martinez, executive director of Negros Oriental Investment Promotion Center, is hopeful for the province to be able to bite a significant share in the BPO industry, banking on the number of quality graduates that the province is able to produce every year.

"We are a university town with more quality college graduates compared to other places," Martinez told The FREEMAN.

"(Our graduates) have minimal intonation," he added, referring to the need of contact center companies for employees with no accent.

DTI provincial director Javier Fortunato agrees with Martinez, pointing out that at present IT companies are the province's "main driver for employment."

Martinez said that at this time manufacturing is not a suitable industry to put up in the province, having no adequate transportation facilities like an international sea and air port.

"It is not practical at this time, unless the raw materials would come from us," he said.

When it comes to tourism, Martinez believes that the province still needs to exert more effort in order for it to compete with the neighboring provinces of Bohol and Cebu.

"We don't have daily flights from Cebu and the fast craft from Cebu still has to pass by Tagbilaran City before coming to Dumaguete," he said, adding that this would increase the travel time in coming to the province.

He said that despite the province's potential of attracting more tourists, most places still needs to identify their tourism assets and develop the facilities that tourists would need like bus stops with clean comfort rooms.

"We must have the capability before we can have the opportunity," he said.

For BPOs, on the other hand, Martinez said that many businessmen in the city are currently developing buildings and facilities that are ICT (information and communication technologies) and PEZA (Philippine Economic Zone Authority)-compliant.

Fortunato recognized the role of PEZA in attracting more investors into the province, referring to them, together with the Board of Investments, as incentive giving bodies.

He said that there is also a need for government to know what they would get from companies in a PEZA zone, while encouraging businessmen in the province to build more PEZA-compliant offices and buildings.

When it comes to the current power crisis in the province, Martinez said that large companies can arrange to either come up with a smaller backup power generating facility or to buy directly from power producers in the island, rather than get their power from the local electric cooperative.

"It's an individual effort for our businessmen, because what can we do if mo brownout ang NORECO (Negros Oriental Electric Cooperative)," he said.

Dumaguete City currently has four major BPO companies, namely: SPI Global, Teletech, e-PLDT Ventus, and Qualfon. (FREEMAN)

guys, that U/C at Ana Maria, E.J. Blanco, is that the 16-storey tower already? the structure is quite big and wide (encompassing 2 lots of the Yoldi residence).. because i've read in the news few months ago that "a 16-storey mixed-use tower will rise in Piapi".

Thank you for posting, but i would just like to correct that SPI Global and E-PLDT were merged into one full service BPO.

"SPi Global is structured to be a full-service global BPO solutions provider operating with three core business units: SPi CRM, SPi Content Solutions, and SPi Healthcare"

SPI GLOBAL
E-PLDT Venuts now SPi CRM (voice BPO)
SPi Technologies now SPi Content Solutions (non-voice BPO)

Around 1,200 students form a "human peace sign" at the West Quadrangle, as the sun gently rests farther away from the Cuernos de Negros Mountains on 21 September 2010. The Silliman University Church stands as the perfect background of the event that calls for collective action towards promoting international peace. Organized by the Justice and Peace Center, the event highlights the celebration of Peace Month.

This was covered and aired by ABS-CBN National, ANC, and GMA 7.

guys, that U/C at Ana Maria, E.J. Blanco, is that the 16-storey tower already? the structure is quite big and wide (encompassing 2 lots of the Yoldi residence).. because i've read in the news few months ago that "a 16-storey mixed-use tower will rise in Piapi".

Not really sure if that's going to be a 16-storey building but that'd be quite massive basing on its foundations and its land area. As far as I know that 16-storey building is going to be a hotel/condominium to be owned by a hotel operator in the city that has started to build high rise hotels around.

I just love Dumaguete's boulevard.....wish we can have something like this in Bacolod....:)

I'm sure Bacolod also has its own unique charm to attract people distinct from other places. It's never too late though to create a boulevard of your own. Negros Occidental has a vast expanse of coastal area, it might not happen in Bacolod but in some other town of city. Bayawan for instance also has its own boulevard, years from now it might also rival the beauty of Rizal Boulevard.

Mantalip Reef
Bindoy, Negros Oriental

Mantalip Reef in Bindoy extends to more than 649 hectares of premium corals and marine resources. Of the 649 hectares, 100 hectares are being developed and declared as a fish sanctuary. This makes the reef very ideal for snorkeling and scuba diving with the abundance of marine life. Tourist and diver’s guard house was built two kilometers away from the shoreline, the structure is practically built in the middle of the Tañon strait.

^^^^ I was able to visit Mantalip Reef years ago back in college by the invitation of our friend, who is the daughter of the Mayor of Bindoy. Back then the place is not yet that developed, the lone coast guard post stands alone in the middle of nowhere and surrounded by sea. The iron ladder is rusty while the white paint of the structure has peeled off. You'll be surprise though that at the middle of the sea, the place is shallow, like the white sandbar of Manjuyod except that its bottom is of corals and would not be exposed to the surface in any time of the day. It's good to know that the local government of Bindoy had developed the reef as a tourist spot.

Dumaguete is located at the most suitable and strategic training area in the Philippines – Dumaguete City, Negros Oriental. Located at the central part of the country, Dumaguete offers tremendous advantages in training students for primary, multi-engine, and aerobatic training. Dumaguete airport is the most conducive place considering its weather, air traffic, and airport facilities which consists of a runway length of 1.7 kilometers and runway orientation of 09 and 27, VOR ground aids, PAPI lights systems, full air traffic control, emergency and fire rescue facilities, and passenger terminal.

Dumaguete City is incomparable to other places in the Philippines “pilot training wise”. It has five large universities, complete amenities, malls, and recreational places suitable for student life. Dumaguete is also accessible to both international and local students from Manila (capital city) or Mactan-Cebu International Airport through land, sea, and air transportation.

Being the “center of learning in the south”, or a “university town” Dumaguete has the best environment for students who wanted to focus and build their foundation in their future career. Students may also enroll in academic programs on any colleges and university to enhance their credentials.

The Dumaguete campus ambience, tranquility, and moderate way of life contribute to the vibrant, active, and diverse learning environment. Whether you’re still a student or professional, being a member of a group that came from different parts of the globe is truly a unique experience. This is only a few mentioned benefits you’ll enjoy at Aviation Training One International - Dumaguete. Nevertheless, it’s about the support you receive from the academy every step of the way from start-up to graduation.

Recreational sites abound the Philippine archipelago may it be white sand beaches or the tropical landscape in nature. Dumaguete City, in the island of Negros Oriental, offers varied recreational sites and activities such as scuba diving and snorkeling in Apo Island, Dolphin and Whale watching in Bais, mountaineering at Mount Talinis, waterfalls, hot springs, and hidden lake escapades, and many other outdoor activities.

Relaxing from rigorous training, students can do other extra curricular activities such as motor biking around the city, playing golf, paintball, or water kayaking. Basketball, billiards, racket sports, and other indoor activities are traditional sports that develop athletic skills and health practices that students will enjoy while training with us.

Students can attain other educational degree while training with us. They may enroll in colleges and universities such as Silliman University, Foundation University, Negros Oriental State University, Saint Paul, AMA Computer College, Asian College of Science and Technology, STI College, Maxino College, Metro Dumaguete College, and Colegio de Santa Catalina de Alejandria.

Silliman University is the dominant institution of higher learning in Dumaguete, providing the city with a distinct university town atmosphere. It is the oldest Protestant University in the country and the oldest American-established university in Asia. The 610,000 m² campus is adjacent to and intermixed with the city’s downtown district. Its students came from all over the global giving a diverse culture and lifestyle.

so the next time you take PAL, there is a big possibility that the pilot carrying you earned his wings in Dumaguete

Guv eyes farmers conference

Negros Oriental Gov. Agustin Perdices has scheduled a Farmers Congress in January 2011 in order to listen to the needs of the farmers and discuss projects that will improve their livelihood programs.

He discussed this after a consultation with the department heads and Provincial Agriculture Officer Gregorio Paltinca recently.

Paltinca said the Governor was interested in introducing other programs and projects to improve the income of farmers as an off-shoot of the launching of the 4Ps program of the governor for agriculture. The 4Ps will focus on the avenues and technologies that will alleviate the income and production of farmers.

The provincial government has allocated P3 million for the purchase of two cobra vehicles and two mini dump trucks for the Libreng Hakot program to help farmers bring farm produce to the market.

Expected at the Farmers Congress are farmer members of the Government Agriculture Development Center, Barangay Agriculture Development Center, and the Gulayan Palaisdaan Alay sa Kabataan programs.

Other farmer organizations are also encouraged to attend. Paltinca said the governor also emphasized the importance of support programs like infrastructures and post harvest facilities.*MA

Schools health summit held
BY MARICAR ARANAS

Negros Oriental successfully hosted the 2nd School Health Summit under the Fit for School program of the German Technical Cooperation, or GTZ, held September 22 to 24 at the Bethel Guesthouse in Dumaguete City.

A total of 25 provinces and 30 school divisions participated in the exhibit of the best practices and accomplishments in the implementation of the Essential Health Care Package program.

The Essential Health Care Package program provides free toothbrush, tooth paste, hand towel, soap, and alcohol to encourage school children to practice hygiene and sanitation. The school children are also given deworming medicine at least once a year to prevent parasitism.

Health experts believe that regular tooth brushing prevent tooth decay while hand washing before eating helps prevent diarrhea which are the most common reasons for absenteeism among school children.

The ECHP will also complement the ongoing Free Noon Meal feeding program among elementary school children in the province.

Dr. Angelica Ninal, Regional Coordinator of the ECHP program, thanked Gov. Agustin Perdices for his continued support of the program.

Negros Oriental had been selected as one of the outstanding exhibitors during the summit. The GTZ and the ECHP Committee of Dep Ed will be conducting an evaluation of the best ECHP implementation in the country in October 2010. Sibulan Central Elementary School was identified by GTZ as contingent for identifying the best ECHP implementation. :okay:

The Provincial Government has allocated a budget of P4 million for the ECHP program that will be distributed to all elementary schools in Negros Oriental.*MA

a few updates: 1. poolside bar and restaurant along ej blanco drive (purok kalubihan) is under renovation. It'll probably be another inn/apartment; 2. an apartment owned by a certain chuang is u/c along v. locsin st. (near Ta Mary restobar); 3. the old bodega of Advanced Marketing (Acias Pinili St.) is being demolished to make way for a new bldg. A tarp there shows the rendering; 4. as per Jundem, the bodega/storehouse on the empty lot beside Don Bosco (to the left of it,to be exact) has been demolished..what will become of it?

and a few more... 5. 1st valley bank is set to open soon, the renovation of the former bdo space that they're occupying is in full swing (sta. rosa st.); 6. The Kumon school in Daro is under renovation also and just a few meters away;, 7. a new apartment -- Antonio Homes recently opened; 8. The " Big" thing that's supposed to replace Wakagi will still be a Japanese or Chinese restaurant, it's evident in the design. It could be that they're not replacing it after all, just upgrading Wakagi..

Fit and Style in RPD is occupying all the remaining spaces just before movie world. I think there are 3 big spaces in that area. It could even be as big as NBS. Hmm why do they need that much space? I hope it will be all worth it.

Currently, there are 28-storey's worth of hotel space U/C in Dumaguete at 3 distinct locations, coupled with the impending rise of a 16-storey hotel/condo tower in the city's suburbs, and then we'll soon have this Go-Hotel to be located at the Dumaguete Business Park.. All of these developments are a solid brick-and-mortar testament to Dumaguete City's emergence as one of the Top 10 Tourist Destinations in the Philippines

Tourism + BPO = more jobs for Dumagueteños and Oriental Negrenses

Really Dems? Well, I hope they change their plan. That lot is prime real estate, it's a waste if they would just build a convenience store there..A BPO building would be more suitable :)

I think it's ok if it is going to be a convenience store since it's along the highway.. BPO buildings can be placed in the inner portion of the park so as to spread the development further to the shore..:)

There are plenty of cool things too. You can inquire about the possible operation of nuclear power plants in the country, as well as learn about many new scientific things and advanced technologies.

What'ya waiting for? Head out to the mall now!

This only means one thing: the number of vehicles within Dumaguete and Negros Oriental is growing really fast. Aside from this, Filoil will be opening at least 3 gas stations.

So what's next? Expect more car and motor dealers to open here.

From 57 schools that participated in last year’s University Games held in Central Philippine University in Iloilo City, this year’s 15th edition initially have 75 schools which signified their participation to be held at Silliman University in Dumaguete City, Negros Oriental on October 24-30, 2010.

Roger A. Banzuela, Uni Games President said, this only shows the development of sports in collegiate level and he hopes it will fare well in the future with UAAP and NCAA in terms of popularity. However, he disclosed that in terms of school participation, it amassed all other sports-organized tournaments in the country today.

The event is a brainchild of former University of St. La Salle President, Bro. Rolando R. Dizon, FSC in 1996 and started it as a dual efforts with sister school in the absence of National PRISAA and later ballooned to what it is today.

These colleges and universities throughout the country will compete in 14 sports disciplines, including Beach Volleyball in separate venues in Negros Oriental.

Initially, those that confirmed their participation as of September 16 are ten schools from Zone (Northern and Southern Luzon) which have enlisted already; 21 in Zone 2 (Metro Manila; 16 in Zone 3 (Mindanao); 7 in Zone 4 (Central/Eastern Visayas); 19 in Zone 5 (Western Visayas) and 6 in Zone 6 (local school).

They will compete in archery, men and women’s athletics, badminton, basketball, chess, men’s football, men and women’s lawn tennis, men’s sepak takraw, women’s softball, men and women’s swimming, table tennis, taekwondo, volleyball and beach volleyball.
