Acuna Vet Clinic opens soon at the building vacated by Enting's Special of Sagay (Hibbard Avenue).
There's ongoing work at the building along V. Locsin that used to be occupied by Gao Thai Massage and a lending office. It will house a grocery store/supermarket as per Jundem. Another building is being constructed behind it too.
Hay...so many constructions that are ongoing within the City....Pis-ot na kaayo....hope the city government will create another commercial District for future use...... Kay BPO/KPO Capital naman gud Kaha ta.....

Last year, Dumaguete City’s most famous pastry, Sans Rival, was included in a list of the country’s top 10 desserts compiled by a major broadsheet, a major accomplishment considering that outside of this Southern city in Negros, this particular version of the dessert is quite difficult to find.
Sans rival is French for without rival and it is perfectly applicable in this case as both local folks and visitors to Dumaguete have been continuously patronizing the product since the business was officially opened way back in 1977.
It was then that Trinidad Teves Sagarbarria was finally convinced by friends and relatives to sell her products to the general public. Up until then she had been selling them from her house along San Jose St., near the city’s famous Rizal Boulevard.
This writer, on a sports coverage trip to Dumaguete of the University Games hosted by Silliman University, had an opportunity to try not only the city’s famous Sans Rival but also the equally famous Silvanas, and I even found the time to sit down with Chining Bustamante, managing director of the family-owned business
On her shoulders fell the task to expand Sans Rival from a three table, non-air-conditioned original set up to what it is now—a 60 to 70 capacity café, with a lot more items on the menu, including pasta and sandwiches.
“People say there is no comparison (between our Sans Rival and those made by others). I guess the difference is my mom’s secret butter icing recipe. The fact is a good half of what we sell now comes from the original products my mom started with. Aside from the popular sans rival and silvanas, we also have cinnamon buns and ensaymadas, as well as different kinds of cakes like the mocha crunch, black forest, pandan -macapuno cake, and choco kahlua. We are now even offering lunch specials, “ says Chining.
For the uninformed, like this writer for instance, Sans Rival is composed of layers of meringue mixed with grand cashew nuts and held together by a creamy butter mouselline and with a generous sprinkling of chopped cashew nuts on top. Silvanas are thin bite-size meringue wafers rolled in cookie crumbs that practically melt in one’s mouth.
Like other family businesses, the owners would like to keep things small and are still hesitant to really expand the business. In fact, it was only in 2007, three years after death of the founder that the second generation finally decided to grow the business. Two years after, another major decision was made to open its very first expansion branch at the newly-opened Robinson’s Place in Dumaguete.
“So far, we are doing better than what we expected and by next year , the plan is to expand the commissary. In the future, we would like to expand nationwide and maybe try franchising as some people have been suggesting,” added Chining.
And that is certainly good news for Sans Rival lovers. Imagine, one does not have to go to far-away Dumaguete or beg friends who go there to bring back these mouth watering Dumaguete delicacies, the earlier, the better, we say.

Manila (11 November) -- The Philippine Embassy in Washington D.C. reported that nine local government officials from the Philippines travelled to the United States to participate in the exchange program organized by the American Council of Young Political Leaders (ACYPL).
The group of young political leaders was composed of Councilor Kirk Asis (Bayugan City, Agusan del Sur); Councilor Maria Lina Baura (Tagum City, Davao del Norte); Vice Mayor Conrad Cejoco (Bislig City, Surigao del Sur); Board Member Abeleon Damalerio, (Bohol); Board Member Aristotle Gaza (Bataan); Councilor Joseph Juico (Quezon City); Vice Governor Jose Antonio Leviste (Batangas); Councilor Cheryl Sembrano (Villasis, Pangasinan); and, Mayor Karen Villanueva (Bais City, Negros Oriental).
The delegates from the Philippines met with government, corporate, and community leaders in Washington D.C., Kansas and Washington from October 30 to November 9.
The officials met with Embassy officers on November 3 and discussed key issues in the bilateral relations between the Philippines and the United States covering political and security, economic and trade, and the Filipino-American community.
"Local government officials are directly in touch with the challenges faced by Filipinos. We value their experiences and insights as we advance greater partnership between the Philippines and the United States and make this partnership more meaningful to our kababayan back home," Minister for Political Affairs Maria Andrelita Austria emphasized.
The delegates expressed keen interest on issues that will further shape the Philippines' relations with the United States, such as the pending Save Our Industries (SAVE) Act, which aims to revitalize the fabric and garments trade between the Philippines and the United States, as well as the results of the recent mid-term elections in the United States.

Manila, Philippines—A BPO firm belonging to the Pangilinan group is eyeing the expansion of its healthcare business, aiming to tap the country’s abundance of trained healthcare workers, particularly thousands of unemployed nursing graduates, to create new jobs
SPi Global Holdings officials said the demand for outsourced healthcare-related jobs is expected to continue to grow as hospitals in the United States
look for ways to cut costs without compromising quality.
“The amount of money being paid for medical procedures in the US is escalating. Hospitals are looking for ways to do it more efficiently,” said Mike Beninato, CEO of SPi’s healthcare arm.
“They are making wholesale shifts to outsource more work. Anything that makes sense to outsource will be outsourced,” he said.
He declined to give details, but said the Philippines would be an ideal area for expanding the company’s healthcare business with the country’s numerous healthcare college graduates.
Citing third-party estimates, he said there are currently 187,000 unemployed nurses in the Philippines.
“There’s a treasure trove of talent in the Philippines which you can’t get in the US,” he said.
Healthcare, which makes up about a third of the company’s yearly revenues, is one of SPi’s three main lines of business, despite having just 2,000 employees out of the firm’s total workforce of 14,000.

“The amount of money being paid for medical procedures in the US is escalating. Hospitals are looking for ways to do it more efficiently,” said Mike Beninato, CEO of SPi’s healthcare arm.
“They are making wholesale shifts to outsource more work. Anything that makes sense to outsource will be outsourced,” he said.
He declined to give details, but said the Philippines would be an ideal area for expanding the company’s healthcare business with the country’s numerous healthcare college graduates.
Citing third-party estimates, he said there are currently 187,000 unemployed nurses in the Philippines.
“There’s a treasure trove of talent in the Philippines which you can’t get in the US,” he said.
Healthcare, which makes up about a third of the company’s yearly revenues, is one of SPi’s three main lines of business, despite having just 2,000 employees out of the firm’s total workforce of 14,000.

Negros Oriental Gov. Agustin Perdices has returned to the province but has not yet assumed his functions, after his latest absence of two weeks when speculations about his real health condition mounted.
The governor arrived at the Dumaguete City airport Wednesday afternoon and proceeded to the legislative building to meet with Vice Gov. Roel Degamo, provincial treasurer Danilo Mendez and other officials.
Degamo, who has been the acting governor since Perdices left for medical treatment in Manila on Oct. 22, confirmed that the governor had gotten a status update on the province from the provincial officials.
Degamo said he briefed Perdices on what he had accomplished in his absence. He also said they discussed the allocation of an additional cash gift of P15,000 to P20,000 per employee for Christmas, and the release of the remaining 13th month pay on November 15.
Perdices recently admitted in a local radio interview that he had Stage 3 cancer of the stomach, but those who heard him on air said he sounded well.
Degamo said he is still the acting governor until Perdices submits his notice of assumption as required by law.*JFP

Regional Director Recaredo Borgonia of the Department of Education challenged yesterday the local government units to strengthen the sports development program down to the barangay level.
Borgonia said majority of the athletes from Central Visayas still need a lot of training and exposure to improve their performance.
He said they hope to get the best athletes from the winning teams during the Central Visayas Regional Athletic Association held in Negros Oriental that ends tomorrow.
The best athletes will compete during the Palarong Pambansa in Dipolog. He said Central Visayas has consistently made it to the top five among the regions in the country and they hope it could accelerate to at least the top three in the PP.
Borgonia said one of the factors that affect the performance of the athletes is the lack of opportunity and facilities to practice their sport events. Some barangays have established for students playing venues for basketball, volleyball and soccer.
The schools sports development program will not be enough considering the limited time the children are in school, compared to the vacant time they have in the community, he said.
A sports development program would prevent young people from getting involved in drugs, vices and illegal activities.
Meanwhile, Negros Oriental DepEd Division Superintendent Dr. Milangros Velez confirmed that there were two towns that showed good performance in the last CVRAA. These are Tayasan and Bacong, with Canlaon City.
Tayasan ruled in sepak takraw, soccer for Bacong, while chess and track and field for Canlaon.
Velez confirmed the pending implementation of the Negros Oriental Sports Development Program which was introduced during the time of former Governor Emilio Macias II.
She said the project has enough funds but was recently put on hold, due to the change of administration. She said she hopes it will soon be re-implemented in the Perdices administration.MA

Negros Oriental police director, Senior Supt. Rey Lyndon Lawas, said there are plans to revive the Philippine National Police Environmental Desk Officers after a lull in their activities in the province.
Lawas spoke at a forum sponsored by the Philippine Information Agency during the month-long celebration of wildlife protection and conservation.
Lawas said PEDOs need to be revitalized in police stations as many members have already been reassigned elsewhere, and the vacancies not filled up due to lack of police personnel properly trained in environmental issues and concerns.
The transfer of the PEDOs could not be avoided as this is part of their career path, Lawas said.
Lawas said he is recommending that each police station has a trained PEDO and an assistant so a replacement is immediately available in the event of a transfer.
Lawas is also suggesting that clearance be obtained from the provincial PNP office before a PEDO is transferred to avoid vacancy.
Lawas attended the 1st monthly meeting recently with Vice Governor Roel Degamo and members of the Provincial Wildlife Conservation Council, on the month-long celebration and the year-round schedule of activities.
These include a seminar for PEDOs, Lawas said.
He also said there should be a plan of action for the PWCC, environmental groups, government agencies like the Department of Environment and Natural Resources, and other stakeholders so environmental protection and conservation efforts in the province are consistent and unified.
Environmental groups are dismayed over the alleged “butchering” of a baby whale shark or “butanding” in Amlan on October 26.
The whale shark (Rhincodon typus) was reportedly trapped in a fishpen and shot dead by its owner who is now facing criminal raps.
Villagers had already cut up and divided its meat and only the head was retrieved when police and the environment and natural resources officer arrived.JFP

The Professional Regulation Commission (PRC) has announced that 1,080 out of 2,442 examinees passed the written phase of the Marine Deck Officers Licensure Examination for the various ranks given by the Board for Marine Deck Officers in Manila this November 2010.
A total of 142 examinees are exempted from taking the practical examinations as they opted to submit a Certificate of Training and Certificate of Assessment in the Ship Simulator and Bridge Teamwork (SSBT).

Dumaguete City (12 November) -- The forest cover in the province rose slightly due to replanting efforts by the Department of Environment and Natural Resources (DENR) and non-government organizations here.
Records from DENR showed that forest cover rose slightly from 5.6% in 1987 to 6.85% in 2006.
Forest loss in the province has been on a steady decline from 1875 to 1992, said Leo Mamicpic of the Friends of the Environment in Negros Oriental during the Kapihan forum held by the Philippine Information Agency to mark the observation of Wildlife Conservation Month this November.
Mamicpic said the diminishing number of forest trees in the province is indirectly proportional to the swelling population. "As the population went up, the number of forest trees went down," he said.
Mamicpic said that forest trees in the province started to diminish noticeably starting 1949 and more denudation was observed in 1970 until in 1992, only 5.6% remained.
He lauded DENR's replanting efforts as it contributed to increasing the province's forest cover however slightly. (PIA/rmn) [top]

Dumaguete City–Team Cebu City failed to sweep the athletics competition but still topped the event with plenty to spare in the Central Visayas Regional Athletics Association (CVIRAA) meet at the Gov. Mariano Perdices Memorial Complex oval.
TCC’s secondary girls team, composed of Daisy Mae Lawas, Princess Belle Villapaz, Sarah Mae Napoles and Kimberly Ygot, lost to Talisay City in the 4x100 relay, preventing the Niños from sweeping the event.
But Cebu City still ruled athletics after topping most of the track events.
Entering the penultimate day of competitions, Cebu City soared to a comfortable lead after accumulating 306 points coming from the medal-rich swimming, taekwondo, gymnastics and athletics.
And the Niños are expecting more as they also topped lawn tennis which ended late yesterday afternoon. The Niños secondary and elementary football teams and secondary basketball also advanced to today’s finals.
At temporary second is Cebu Province with 164 points while host Dumaguete City is at third with 98 points.
ATHLETICS
Earl Salinas anchored the Niños to a gold finish in the secondary boys 4x100 meter relay along with Raul Perez Jr., Roy Villahermosa and Kenneth Monzon. The Ninos also won silver in the 4x400m.
Their younger counterparts closed the day with two golds in the 4x100m and 4x400m relays.
Cebu City’s other elementary gold medalists were Joseph Camingao (110m hurdles), Tristan Paradela (400m run) and Clara Sofia Graciosa (triple jump).
In basketball, Paref Springdale proved their worth in representing Cebu City as they advanced to the finals after trouncing Tanjay in the secondary boys semifinals, 73-53, at the Lamberto Macias Sports Complex.
They will face Dumaguete in today’s final.
Booters of the Don Bosco Technological Center (DBTC), meanwhile, arranged a finals match against Cebu Province, manned by booters from the Don Bosco Boys Home in Liloan.
While the Niños had an easy, 6-1 semis win over Bohol, Cebu Province had to work extra hard, winning via penalty shootout against Bayawan City, 3-2, after regulation ended in a, 3-all tie.
Cebu Province trailed Bayawan, 3-1 in the second half although they scored first just seconds into the ballgame. But they were silenced by the Bayawan booters, who scored the equalizer before the break.
In the second half, Cebu Province’s goalkeeper conceded two more goals after repeatedly leaving his post but Cebu scored its second goal with 15 minutes left while a corner kick which resulted in a goalmouth scramble put the game in a 3-all draw.
In the penalty shooutout, Cebu Province's goalkeeper redeemed himself by scoring the first of three goals while Bayawan only managed two.
The Paref Springdale manned-elementary team also advanced to the finals versus Mandaue City's Sacred Heart School-Ateneo de Cebu (SHS-AdC).
Springdale annihilated Dumaguete, 5-0, while SHS-AdC blanked Bohol, 2-0.
In gymnastics, TCC’s secondary girls failed to duplicate the achievement of the boys’ team as they only managed a silver. Lapu-Lapu City dominated the Women's Artistic Gymnastics (WAG).
In taekwondo, the secondary girls and boys ruled their respective divisions.
Boys winners include Kyle John Flores (finweight), John Paul Tomarse (flyweight) and Brian Keith Fernandez (bantamweight).
The girls triumphed in five out of the six divisions courtesy of Asherah Nicole Dayuday (flyweight), Jean Maglasang (bantamweight), Angela Nicole Elpa (featherweight), Charisse Panaginip (lightweight) and Janica Crezilo Ybarra (Under 63 kg).
TENNIS
At the Praxevilla tennis courts, Sally Mae Siso of the University of San Carlos (USC) clinched the secondary girls singles title after trouncing Crissianne Kintanar of Cebu Province, 8-1.
Fritz Satera routed teammate Dan Eldred Cinco for the boys secondary singles title, 8-2 then teamed up to beat Ralph Julianne and Adrian Parangan of Cebu Province, 8-4, for the secondary doubles boys title.
The title in the distaff side was notched by Hanna Espinosa and her partner Christine Billeta after an 8-0 win over Maricar Balneg and Charline Mae dela Cruz of Cebu Province.
Arthur Craig Pantino defeated for the first time Christopher Encarnacion of Cebu Province, 8-4 in elementary boys singles but Jana Pages lost the girls crown to City of Naga's Zethley Mae Alferez, 6-8.

The University of Southern Philippines Foundation (USPF) will vie for a championship seat in the secondary boys crossover semifinals today against Carcar City.

DUMAGUETE CITY, Philippines (PNA) – Negros Oriental Provincial Police director Sr. Supt. Rey Lyndon Lawas disclosed that plans are afoot to revive the Philippine National Police Environmental Desk Officers (PEDO) following a lull in their activities in the province.
According to Lawas, PEDOs need to be revitalized in the different police stations as many of them have already been reassigned elsewhere and the vacancies have not been filled up due to lack of properly trained police personnel on environmental issues and concerns.
The transfer of the PEDOs could not also be avoided as this is part of their career path, Lawas explained.
To respond to this predicament, Lawas is recommending for each police station to have a trained PEDO and an assistant so that in the event of a transfer, a replacement is immediately available.
Likewise, Lawas is also suggesting that clearance be obtained from the provincial Philippine National Police (PNP) office prior to a PEDO’s transfer of assignment to avoid leaving a vacancy behind.
Lawas attended the first monthly meeting recently with Negros Oriental Vice Gov. Roel Degamo and other members of the Provincial Wildlife Conservation Council (PWCC) to discuss plans for the month-long celebration and for a year-round schedule of activities as well.
One of the activities eyed is a seminar for PEDOs who will later be required to submit their respective list of activities for the coming months, said Lawas.
The provincial police director also said that there should be a cohesive plan of action for the PWCC, environmental groups, and government agencies like the Department of Environment and Natural Resources (DENR), and other stakeholders so that environmental protection and conservation efforts in the province are consistent and unified.
Lawas said he will also consult the PWCC on identifying stakeholders and their respective tasks and functions, and mapping out a communications strategy to ensure a well-coordinated and quick response system in time of an urgent situation, such as during marine mammal stranding.
Environmental groups are now crying foul over the purported “butchering” of a baby whale shark or “butanding” in the coastal town of Amlan on October 26.
In that incident, the whale shark, (Rhincodon typus), was reportedly trapped in a fishpen and was allegedly shot dead by the owner of the fishpen.
Responding police and the town’s environment and natural resources officer said villagers had already cut up and divided the whale shark’s meat and only the head was retrieved for burial.
Police investigation showed that the baby “butanding” had sustained at least 30 bullet wounds in its body.
Lawas said this is a classic example where a highly coordinated effort among government agencies, non-government groups and the PNP is needed to strengthen and sustain environmental protection and conservation efforts in Negros Oriental.

Provincial cities are catching up with Metro Manila in terms of internet use, according to a recent media study from The Nielsen Company.
Based on a rolling sample over the past year of males and females aged 10 and above across all socioeconomic classes, Metro Manila still showed the highest percentage of Internet users: as many as 40 percent of those surveyed went online in the past month.
However, close behind the capital city are Tuguegarao (37 percent), Olongapo (35 percent), Angeles (34 percent), and Dumaguete (33 percent) — each hosting a high concentration of tertiary schools and other educational institutions.

"Several factors are contributing to the rise of Internet usage across the country, particularly in urban centers outside Metro Manila," said Nielsen Media (Philippines) executive director Jay Bautista in an email interview with GMANews.TV.
He enumerated the following growth drivers:
* Proliferation of Internet café’s which allow even low-income consumers to go online
* Increase in the number of surplus PC shops (second-hand desktops and laptops from other countries)
* Decrease in access rates for DSL, availability of prepaid internet plug-ins
* Increase in the number of WiFi zones in commercial establishments
* Popularity of netbooks
* Popularity of BYO (build your own) PC’s
* Popularity of social networking sites (Facebook)
* Going online is proving to be a cheaper way to communicate with OFW’s or relatives who have migrated to other countries (Skype, etc.)
These factors play a key role in another important finding of the Nielsen study: the shift from shared Internet access to private access.
While Internet cafés continue to be the place of choice for going online, the number of people who patronize these establishments over the past three months dropped from 71 percent to 69 percent year-on-year. Access from school and work terminals has also declined, down to four and five percent, respectively.
In contrast, according to the Nielsen study, home usage has increased from 27 percent to 31 percent. And, most surprisingly, access via mobile devices (such as cellphones, personal digital assistants, and netbooks) went from zero just a year ago up to 5 percent in 2010.

Yeah....that simply says that we're not behind in terms of computer technology.......we are maybe small in terms of land area and income but in terms of development and technology we're just like a Highly Urbanized City.......this is not to compare but that is the reality....
Computer shops/Internet Cafes/WIFI zones (Schools, hospital, restaurant, disco houses, hotels, department stores, parks...etc) name it ......we all have it here in Dumaguete City....

Dumaguete City– The Cebu City Niños once again bested 18 other delegations to grab their 18th overall championship title in the Central Visayas Regional Athletic Association (CVIRAA) meet, which ended yesterday.
Cebu City finished with 839.5 points, which was 38 more than the total score they posted in the previous CVIRAA meet held in Danao City, Cebu last February.
Despite also improving their accumulated points to 551.75, Cebu Province once again settled for a bridesmaid finish in the week long meet, whose winners form the core of the Central Visayas team to the Palarong Pambansa.
Bohol Province held on to third place by a hairline after accounting for 247.25 points, a mere .75 points ahead of new fourth placer Dumaguete City. Mandaue City barged into the top five with 222.5 points.
Cebu City’s secondary team accounted for 488 points while the elementary squad contributed 351.5 points.
The secondary division ruled arnis boys and girls; athletics boys and girls; badminton boys and girls; baseball, basketball, chess boys and girls; football; rhythmic sportive gymnastics (RSG); softball; swimming boys; table tennis boys; girls and boys and taekwondo; tennis boys and girls and volleyball boys and girls.
They lost in archery boys and girls to Dumaguete; and both men's artistic gymnastics (MAG) and women's artistic gymnastics (WAG) to Lapu-Lapu.
The elementary side, on the other hand, won in arnis girls; athletics boys; chess boys; football; MAG; WAG; softball; swimming boys and girls; taekwondo boys and girls and tennis boys and girls.
They lost in basketball to Mandaue City; boxing, which was dominated by Lapu-Lapu and Talisay; arnis boys; badminton boys; baseball; chess girls; RSG; sipa; table tennis girls and boys and volleyball boys and girls, which were all dominated by Cebu Province.
BASKETBALL CHAMPS
Paref Springdale proved its might on the court after routing host Dumaguete City, 90-58, in front of a boisterous home crowd at the Lamberto Macias Sports Complex.
Despite the attendance of Department of Education Regional Director Recaredo Borgonia, the game was marred by a slight controversy when the mother of a Dumaguete player tried to storm the Team Cebu City bench after her son fell hard to the floor during the game.
She was, however, held at bay by the tournament officials and the match continued.
The team which was reinforced by cagers from the University of Southern Philippines Foundation (USPF), University of San Carlos (USC) and University of Cebu (UC) was never challenged as they led all throughout the game and even led by as many as 35.
In football, the Niños bested Cebu Province, 2-1, courtesy of Miguel Caindec.
Cebu Province scored first through Edmar Madrilejo at the 6th minute.
In the second half, coach Glenn Ramos told his boys to play wings and change positions, which proved effective as they were able to penetrate Cebu Province's defense and allowed Caindec to score the first goal with 12 minutes remaining.
With the center midfielder continuing to play decoy, Caindec once again found the back of the net with less than five minutes in the ballgame, which sealed the Niños’ win.
Ramos said the last time he remembered the school representing Central Visayas team was in 2002 in Naga City, wherein they finished with a silver medal. Ramos said their goal now is to enter the finals.
Prior to DBTC's win, Paref Springdale of coach Mario Ceniza also made Cebu City proud after annihilating Mandaue City manned by booters from the Sacred Heart School-Ateneo de Cebu (SHS-AdC), 5-0.
Just like the DBTC, it has also been a long while since Springdale represented Central Visayas in the national game's elementary football competition.
Scoring for the Ninos were Sabin Veloso, Enzo Ceniza, Moiselle Alforque and Jimi Hausen, who scored twice.

DUMAGUETE CITY, Nov. 12 (PNA) – The City Council of Dumaguete on Thursday cited Negros Oriental Governor Agustin Perdices and honored him through a resolution of recognition and commendation.
Gov. Perdices arrived Wednesday afternoon from Manila after about two weeks of absence due to health reasons that warranted treatment in the nation's capital.
Perdices, former mayor of Dumaguete, received a warm welcome from city hall employees as well as from provincial officials and employees led by Vice Governor Roel Degamo.
Like his late father, Gov. Mariano Francisco Perdices, Gov. Agustin "Tuting" Perdices leaves behind, among several accomplishments, an unquestionable track of honest and incorruptible leadership.
The governor went directly to his previous office and talked with Mayor Manuel Sagarbarria before going to the session hall.
Vice Mayor Alan Cordova said history will tell that leaders especially politicians tend to receive more criticisms than commendations during their tenure, which he said is a sad fact.
The city council wanted to correct this imbalance between criticisms and commendations to give credit to the man for his 19 years of unblemished service to Dumaguetenos and to the province.
The city council also thanked the governor for his guidance to public servants and for inspiring them to achieve what they want as present leaders in the future.
In his response, Gov. Perdices said the vice mayor was right in stating that leaders are often dumped than praised.
The governor, however said, politicians have to accept this. "We know this is part of our job. Failure to accept this will be failure to accept our job," Perdices pointed out.
Perdices said that the resolution was something that he did not expect.
In an interview, Perdices admits his state of health is not 100 percent well. "I want to admit the fact that something is wrong with my health, but not that serious," the governor quipped.
Gov. Perdices had earlier admitted over a local radio interview that he had Stage 3 cancer of the stomach. (PNA)

I used a tripod to get my cam steady...And to have a consistent stroke. But still stitches appear, but not as noticeable as when you're not using a tripod...Here's a B/W shot that I made. I like B/W for its seemingly unrealistic and detached from reality appearance, not to mention artistic value:

I approached him and found out he was quite friendly. I asked that I take pictures of him, which he agreed to. He told me his journey in the Phils. started in Davao, then he biked through the ship to Cebu, then Dumaguete by bike. He stops along the way to sleep with his tents and change clothes and eat food with the things he is bringing along on his bike.
I told him why don't he invite publicity to gain money by what he is doing. He could do it for a cause like biking around the world for the environment. He told me he just wants to enjoy his journey, and not get so much attention. Hmmm, quite laudable hehehehe :)...

MANILA, Nov. 14, 2010—The pilgrim relic of St. John Bosco is set to visit different cities in the country where the Salesians are present as part of a worldwide pilgrimage in preparation for the celebration of the saint’s bicentenary of birth.
Aside from Salesian schools and parishes, the relic will also make a stop in some cathedrals where majority of the faithful can view the relic and pray to the saint.
Fr. Pascual Chavez SDB, the Rector Major of the Salesians had directed the worldwide pilgrimage hoping “to renew the desire to know and love the Father and Teacher of Youth and reignite the passion and mission for the young in preparation for the bicentenary celebration of St. John Bosco’s birth on August 16, 2015.”
A resin replica of the body of St. John Bosco, the relic contains the saint’s right hand in a sealed case and inserted at the chest of the sculpture.
A light truck specifically made for the occasion is being used to transport the relic as it goes from one city to another.
The relic will be in the country from December 5, 2010 to January 15, 2011 and will stop in the following cities.
Negros: Bacolod City Cathedral, St. John Bosco Parish-Mambucal, December 5; Don Bosco-Victorias, December 6-7; Kabankalan Cathedral, December 8; St. Louis School-Don Bosco and Dumaguete Cathedral, December 9-11.

Yeah...pageant Month Here in the City of Dumaguete....I agree with you nick Miss Silliman is the best..... and if Miss Silliman is the longest Running Campus-based beauty pageant in the Country.... Kasadya-an Festival of Foundation University which was celebrated since 1950 the Mother of all Festivals in the Country.....

This has been a monthly habit for Convergys to hunt talents here in the city. i hope no one showed up on those dates and if there were, i hope the expressed their thoughts that it is better to have the facility here so that our talents wont have to go out serve another city and be separated from their families... :D

Sandurot Festival is a colorful, annual revelry to commemorate its lore dating pre-Hispanic period — the convergence of foreign peoples (Chinese, Spanish, and Japanese, etc.) and the assimilation of diverse cultures into her shores. Sandurot means, "fellowship and reaching out." This unique festival has become the basis of an old world's hospitality that we now know today in Dumaguete City. A city looking back into the way they lived, their thoughts, their hopes, their dreams, and their lives; from the perspectives of a human endeavor to a more complex society it has molded today.
Sandurot provides a very significant understanding into the religious-cultural origins of this university-city: the veneration of Dumaguete City's patroness, St. Catherine de Alexandria (Patroness Saint of the Philosophers.) Dumaguete City is a lodestar today. Not only she is known as the "city of gentle people," but a city of knowledge.
"A thriving enlightenment and stellar embrace of the culture and the arts" are the defining characteristics of this city. Dumaguete City is a melting pot of the literati; students and professionals alike; the artists and the scholars.
Weaving the various legends into one narrative, through this dance pageantry celebration, the uncanny lore of St. Catherine de Alexandria is told countless times: How she saved the whole place from the constant attacks of the marauders — by sending endless swarms of bees to keep the attackers at bay.
The vast majority of the early Dumagueteños lived in an existence of fear from marauding pirates. A bell tower (a popular architectural landmark, which still stands today, just beside the cathedral of St. Catherine, fronting the Quezon Park) was built to serve as a sentinel against those who kidnapped the girls and women of the place. Hence, Dumaguete comes from the infamous word, "daggit" (to snatch, kidnap or steal.)

I was looking at this ordinary but industrial looking cellsite. At first glance, it looks just like any other cellsites that you see around. But at closer inspection, you can see that it has a lot of those big and small dishes, probably for different signal transmission such as 3G, HSDPA, ordinary cellular transmssion, etc. And most interestingly, you can see hundreds of birds perched on top of those metals that consist the cellsite's metal structure.
(Now, am thankful for the zoom capabilities of my camera because otherwise this kind of photography would not have been possible).

Most of its cellsites here are 3G capable, unlike that of Smart that only a small number of its cellsites in the city are 3G capable. Sandurot Festival is a colorful, annual revelry to commemorate its lore dating pre-Hispanic period — the convergence of foreign peoples (Chinese, Spanish, and Japanese, etc.) and the assimilation of diverse cultures into her shores. Sandurot means, "fellowship and reaching out." This unique festival has become the basis of an old world's hospitality that we now know today in Dumaguete City. A city looking back into the way they lived, their thoughts, their hopes, their dreams, and their lives; from the perspectives of a human endeavor to a more complex society it has molded today.
Sandurot provides a very significant understanding into the religious-cultural origins of this university-city: the veneration of Dumaguete City's patroness, St. Catherine de Alexandria (Patroness Saint of the Philosophers.) Dumaguete City is a lodestar today. Not only she is known as the "city of gentle people," but a city of knowledge.
"A thriving enlightenment and stellar embrace of the culture and the arts" are the defining characteristics of this city. Dumaguete City is a melting pot of the literati; students and professionals alike; the artists and the scholars.
Weaving the various legends into one narrative, through this dance pageantry celebration, the uncanny lore of St. Catherine de Alexandria is told countless times: How she saved the whole place from the constant attacks of the marauders — by sending endless swarms of bees to keep the attackers at bay.
The vast majority of the early Dumagueteños lived in an existence of fear from marauding pirates. A bell tower (a popular architectural landmark, which still stands today, just beside the cathedral of St. Catherine, fronting the Quezon Park) was built to serve as a sentinel against those who kidnapped the girls and women of the place. Hence, Dumaguete comes from the infamous word, "daggit" (to snatch, kidnap or steal.)

but in the end, its not the toppings that would matter... its ultimately the frozen yogurt that would matter! i hope frogurts will give us more choices other than original tart...

Many people may know of Dumaguete Vice Mayor Alan Gel Cordova as a West Pointer, Lawyer and former Dumaguete City Councilor. But perhaps not as many know this trim public official as a running buff.
Cordova will be joining wellness enthusiasts when he runs in the 10.5K segment of the Rice is Life Dumaguete Adventure Marathon on Sunday, Nov. 21.
The DAM, dubbed as Foundation University's gift to Dumaguete City on the occasion of its charter day and fiesta, will definitely fill Dumaguete's streets with runners, as some 3000 have already signed up for the event. The DAM is now on its second year, but Foundation University has been organizing runs for Dumaguete City and Negros Oriental, in cooperation with the Metro Dumaguete Road Runner's Club for the past several years.
The Adventure Marathon itself, reaching 31.5 kilometers, will take runners from Robinson's Dumaguete to Pulangtubig, Camanjac, Calabnugan in Sibulan and barangays Balili, Cambucad, Pulangbago and Palinpinon in Valencia before heading back for the finish at Robinson's.
There will also be shorter categories, the 10.5k, 5k and 3k for other participants.
Robinson's Dumaguete Mall is one of the sponsors of this event, which proudly advocates rice conservation as its advocacy. The Philippine Rice Research Institute, another major sponsor, has given several sacks of rice to be given out as prizes for the winners.
After the run on Sunday morning, the action will shift to the activity center of Robinson's Dumaguete Mall for the Rice is Life cookfest. Several contestants from Dumaguete's colleges and universities will compete on making dishes out of rice.

The Philippine High School for the Arts (PHSA) is now accepting applications for full special secondary education scholarship for school year 2011-2012 via the 2011 Annual Nationwide Search for Young Arts Scholars.
The yearly search aims to ensure a continuing source of artists of excellence and leaders in the conservation and promotion of the Filipino artistic and cultural traditions.
PHSA accepts graduating Grade VI and VII pupils from both private and public schools who are talented in dance (ballet and folk), music (voice and instrument), theater arts, creative writing, and visual arts.
The scholars are awarded free tuition, board and lodging, a monthly stipend, and the chance to represent the country and the school in local and international festivals, competitions, and exchange study programs with partner institutions and countries.
All applicants for scholarship from Region 7 are advised to proceed to the designated PHSA Regional Test & Audition Center on Wednesday, Nov. 17 at the Dumaguete City High School in Calindagan for auditions and psycho-educational examination. As the first ISO-certified educational institution in the Visayas and Mindanao, as well as being a Level III accredited school by the Philippine Accrediting Association of Schools, Colleges & Universities (PAASCU), St. Paul University Dumaguete is sending more of its students for their practicum and on- job-trainings abroad.
Last year, eight HRM and Business students left for the US for their training program. Five other HRM students went to Singapore for their their OJT.
In 2008, St. Paul sent five HRM students to the US, while the College of Arts & Education also sent their students to Thailand for their practice teaching. In 2007, 15 students taking up BS Hotel & Restaurant, BS Management Accounting, and BS Management Marketing went to the states of Arizona, Ohio, Florida, Utah, and Wisconsin for their training.
Meanwhile, the SPUD College of Nursing continues to maintain its reputation as one the top performing nursing schools in the country with its consistent 100 percent passing rate in the nursing board examinations. Its graduating students get their training from partner hospitals in Negros Oriental, and Perpetual Succour Hospital in Cebu. Perpetual Succour, like St. Paul University, is under the management of the SPC Sisters.

Dumaguete City (15 November) -- A total of 27 freshmen college students from the nine (9) colleges and universities in Dumaguete City will be competing for the 19th Philippine Statistics Quiz (PSQ) provincial elimination.
National Statistics Office (NSO) Provincial Census Officer Ariel Fortuito said the provincial elimination will be held on November 17 at 2:00 o'clock in the afternoon at Audio Visual Room of Colegio De Sta. Catalina De Alejandria (COSCA).
The PSQ is an annual competition to test freshman college students' knowledge of statistics. This is conducted nationwide to promote appreciation of the importance and value of statistics in all development-planning acivities.
Contestants are entitled to one coach and officially endorsed by the school where he/she enrolled.
Top three (3) provincial winners will receive cash prizes and trophy and qualify to the regional finals slated on November 23 in Cebu Institute of Technology-University, Cebu City.
Participating schools include Silliman University (SU), Foundation University (FU), St. Paul University (SPUD), Negros oriental State University (NORSU), COSCA, Maxino College, Maritime College, Science Technology Institute (STI), and AMA. (PIA/JCT)

The District Mayor along with his Department heads for Treasury and Accounting of one of the districts of Rwanda in Africa visited the Dumaguete City Hall the past week to learn about how our tax system was formulated and how it is being implemented.
The guests from Rwanda were met by City Mayor Manuel Sagarbarria, City Administrator William Ablong, and the City Treasurer.
The Dumaguete City Integrated Tax Management System is a computerized database which could assess the cost of real properties and provide corresponding tax and collection mechanisms. It also includes licensing fees, and other related collections due to the City government.
Although Dumaguete is still halfway in its full implementation of the tax system, it has been proven effective thus far, as it provides easy access to tax payers and thus, provides accurate assessment of taxable amount of corresponding real properties and licenses.
If friends from other countries of the world are coming to Dumaguete City and the province of Negros Oriental to learn from us in various aspects of governance and community service, we must be doing something good.

Seven mayors from the province of La Union also breezed into town to talk with our City officials.
City Mayor Pablo C. Ortega San Fernando, Mayor Sandra Eriquel of Agro, Mayor Jose Abansiof Burgos, Mayor Ferdinand Tumbaga of Bagulin, Mayor Noemi Balloguing of Pugo, Mayor Marietta Carbonell of Sto. Tomas, Mayor Eulogio Clarence Martin de Guzman of Banez, along with the heads of the La Union Provincial Agriculturist’s Office, the Provincial Health Office, Provincial Administrator’s Office, Provincial Engineer’s, Provincial Tourism Office, and the Provincial Information Office were in Dumaguete City and Negros Oriental to learn and observe from our management of the Waste Segregation & Collection Services, our Waste Treatment facilities at Quezon Park, and our Septage Treatment Plant in Camanjac.
They said they were amazed at how we successfully established a network of support groups- Stakeholders and partners in our quest for environmental protection and maintenance programs, and ho we came up with our waste reduction management and strategies.
Our guests were surprised how the City’s more than 30 tons of garbage can be collected daily by only 25 environmental technicians, also called garbage men, equipped with only four dump trucks.
That can only be effective management.

It's among my favorites Nick, a bit tarter than any of the froyos I've tried in Cebu. They have the usual fruit toppings too (cherry, strawberry, etc.) but no mochi, kiwi or red beans. BTW, I heard Tangy Swirl closed.

oh no it wont be... haha.. i checked the place a while a go and it's really nice.. definitely not zanzibar-ish or bakunawa-ish... and im very sure it wont be since, to begin with, both (zanzi and baku) cant afford to guest real DJs?? hahaha.... the interiors doesnt shout "trying-hard" and its very minimalistic.. has nice lighting.. and the color? all white! it has a second floor... it will surely act as a very good alternative to age-old el camino since it's more than a notch nicer interior-wise......

DUMAGUETE CITY, Nov. 13 (PNA) -- The Department of Labor and Employment (DOLE) in the province turned over Friday a cheque of P900,000 as livelihood assistance to the city government.
DOLE district officer lawyer Jose Ogang personally delivered the check to Dumaguete Mayor Manuel Sagarbarria, who graciously acknowledged the great contribution of the department in its campaign to uplift the living condition of its constituents.
Sagarbarria said the amount would finance the continuing livelihood and skills training program of the city under Edward Mondarte.
Instead of cash, Sagarbarria said trainees would be supplied with the necessary equipment in their respective field of endeavors, manicure sets, scissors, among others.
The mayor intends to distribute the tools and equipment in December.
Meanwhile, the tourist police in Dumaguete received communications equipment for use in its beat patrols along the boulevard and in major city streets.
Sagarbarria distributed five more radio handsets and two cellphones to the tourist police in simple rites at the mayor’s office Friday.
He said the official cellphone numbers of the tourist police would be posted in strategic areas of the city for tourists to contact in case they need assistance. (PNA)

As part of a worldwide pilgrimage to mark his 200th birth anniversary, a pilgrim relic of St. John Bosco will visit Philippine cities in December and January.
Fr. Pascual Chavez SDB, the Rector Major of the Salesians said the worldwide pilgrimage is part of preparation for St. John Bosco's birth anniversary August 16, 2015.
"The relic will be in the country from December 5, 2010 to January 15, 2011," the Catholic Bishops' Conference of the Philippines (CBCP) said in its news site.
The relic will make stops in Salesian schools and parishes, and in some cathedrals where majority of the faithful can view the relic and pray to the saint.
Chavez said the activity aims “to renew the desire to know and love the Father and Teacher of Youth and reignite the passion and mission for the young in preparation for the bicentenary celebration of St. John Bosco’s birth on August 16, 2015."
A resin replica of the body of Saint John Bosco, the relic contains the saint’s right hand in a sealed case and inserted at the chest of the sculpture.
The organizers will use a light truck specifically made for the occasion to transport the relic as it goes from one city to another.
The CBCP said the relic's stops will include:

1. Bacolod City Cathedral, St. John Bosco Parish-Mambucal, December 5;
2 Don Bosco-Victorias, December 6-7;
3. Kabankalan Cathedral, December 8;4.

Manila (ICRC) – Fourteen law schools from across the Philippines are set to battle their cases on international humanitarian law in the biggest moot court competition in the country. The highlight of this year's event, to be held from 17 to 19 November at San Sebastian College, is the "role-play challenge" where students will act out practical applications of the body of law that seeks to limit the effects of war.
"For 2010, we will take the moot court competition to a higher level by adding the role-play challenge," said Anastasia Isyuk, a communication coordinator at the International Committee of the Red Cross (ICRC). "The goal of role playing is to 'take the law out of the books,' so we expect the students to show how international humanitarian law is applied in the real world. It's also a chance for them to be in the shoes of an ICRC delegate, a military officer, reporter, or civilian caught in the midst of armed conflict."
The role-play challenge is based on the format used in the Jean Pictet Competition on international humanitarian law, which brings together students from internationally renowned universities and military academies. While the moot court is an extremely competitive and demanding exercise, Ms Isyuk said that role playing fosters camaraderie among the country's future lawyers.
This year, students from nine provincial law schools (Ateneo de Davao University, St. Louis University, Silliman University, Southwestern University, University of Batangas, University of Cebu, University of St. La Salle, University of San Carlos and Xavier University – Ateneo de Cagayan) and from five in the Manila area (Ateneo de Manila University, Far Eastern University, Lyceum of the Philippines University, San Beda College of Law and University of the Philippines Diliman) will display their adeptness in a courtroom setting.
Among the judges for the 2010 moot court competition are Supreme Court Associate Justice Maria Lourdes Sereno, law professor Harry Roque and ICRC regional legal adviser Richard Desgagne.
"We hope the moot court competition will continue to expand, because it is a valuable training ground for future lawyers and decision-makers," said Evecar Cruz- Ferrer, an ICRC legal adviser. "The competition is our way of planting a seed in some bright young students who could become vigorous supporters of international humanitarian law in the Philippines."
The moot court competition is an annual event organized by the ICRC, the Philippine Red Cross, the Philippine Association of Law Schools and the Supreme Court of the Philippines.
The winning team will be sent by the ICRC to the regional finals in Hong Kong in 2011. Last year's champion, Ateneo de Manila University, emerged as one of the top five prosecution teams in the regional finals.
The ICRC is a neutral and impartial organization. It has a long tradition of responding to the needs of people adversely affected by armed conflict and other violence. As the guardian of international humanitarian law, it reminds parties to conflict of their obligation to spare the lives of civilians and to treat them with humanity and dignity.

Have you ever been to a place where everything seemed so familiar and you couldn't help but feel so at home, that the next thing you know you're looking for a job and scouting for places to stay just so you won't have to go through the pain of bidding adieu to such a beautiful place?
Well, friends.. that's Dumaguete for me. I don't know why it took me 26 years to ever set foot on this lovely city in Negros Oriental. I swear, man, it was like love at first sight.
But one thing's for sure, Dumaguete, I'm coming back! :P Oh, and Noodle Boy's coming with me, too! ;)

Indulge in the Charm of Negros Oriental

Our Negros Oriental itinerary is as much hectic with our Negros Occidental adventure.
We experienced first hand how friendly & helpful Negrenses are, yet we were more impressed about how warm and hospitable our host can be. We arrived in Tanjay a little late as expected. I lost count on how many rough roads on maintenance and one-way route we passed through after Mabinay. Little did we know that the construction extends until Dumaguete. A dilemma we learned later.
We didn’t mind that our regular bus is non-ac as we got the best view of hectares & hectares of sugarcane plantations and the fresh October breeze is billowing against our skin.
We met Ging & her family in Tanjay & had dinner at Jo’s Chicken Inato by the sea. They brought us to Buglasan Festival in Dumaguete. You can read our first night in Negros Oriental in this link and scroll down to our Day 3 adventure.
Day 4 – Island Adventure & Mystic Lake
The day I’ve long been waiting for has arrived and we were blessed with a beautiful weather.
A little over 5 hours of sleep were our only comfort to start another exciting day. At 6 am, we prepared our things and got ready for breakfast. Nelia’s Place has a restaurant, videoke and gaming area. We were surprised that there were few bird’s nest hanging by the high ceiling. Having encountered hundreds of them at Mambukal Resort, it appeal to us that the breed might be indigenous to Negros Island.
Ging, accompanied by one of their employees arrived around 7 am. She offered to drop us off to Bais City and help us look for boatmen that will take us to Manjuyod Sandbar. We were really thankful and embarrass on how she goes out of her way to help us.

Around 7:30 AM we reached Bais City. At the town plaza they asked a group of men where we can rent out a boat and we negotiated the price. The small boat that can fit 15 persons is worth P2,500 while the big one is P5,000 which can fit up to 60 persons. The big boat is usually rented for birthday and family celebrations because it includes a videoke on it. The package includes a whole day rental of the boat to Manjuyod Sandbar and a tour to Bais City Bird Sanctuary and Mangrove Park. An additional of P1,000 is needed if we wish to go dolphin & whale watching.
Ging has to attend to some work, so off we go and savor the day. The small boat is roomy enough for just the two of us. We skip on doing dolphin and whale watching as we already experienced it during our trip to Bohol.
We went to the nearby market to get some snacks and cooked meal. We then followed the man who arranged our trip to the port. Here’s the contact person of the boat owner where you can make reservations:

8:40 AM - Off we go sailing. It was the first time I sailed on a calm water. We are cruising Tańon Strait which connects Bohol Sea and Visayan Sea and is located in between the islands of Cebu and Negros.
The soothing smell of the sea kissed my lips and eased my tired soul. It’s like the world suddenly moved gently. I wish for the moment to last longer.
Our boatmen, 3 of them decided to take us to Manjuyod Sandbar first. A 25 -30 minutes ride from the port. Just in time to see the white sand beach stretch before the water rises.
It is paradise found, all 7 km white sand beach stretch! It is completely submerged during high tide and no trees and residents live here. There are 4 cottages though that can be rented for overnight stay through the government of Manjuyod.

We wasted no time to explore and take photos. Evidently, the water is fast approaching which left us to a limited dry sands here and there. In less than 30 minutes the island seemed nowhere amidst the calm sea. There were cute starfishes, impressive shell bed and small crabs, apparently because Tańon Strait is a sanctuary to rich marine life.
We just stayed for an hour, enough to enjoy the view, soak a little and feel the sun against our skin.
Next stop, Bais City Bird Sanctuary and Mangrove Park.
We sailed again for about an hour to get to this place. It is a 400 hectare protected mangrove forest started by local government and a nesting ground to many bird species and other wildlife. Certainly, I’m amazed and pleased about this project.

There is a long stretch of cemented bridge going to the BCBSM Park. While at it, I looked down through the waters and saw spikes everywhere, most commonly known as sea urchins, a lot of them, and humongous at that. There were small fishes too. Approaching the mangroves, the sound of mosquitoes is echoing. Yep, we were ready and applied our trusty Citronella Mosquito Repellant from Sonya’s Garden. :>
More old and new mangroves, and seedlings can be found at the end of the bridge, which only shows that it is a successful continuing project. Kudos to the support of local government and here’s hoping that the other coastal cities in the Philippines will also start the same endeavor.
After 30 minutes, we were back at the boat enjoying our lunch. We are headed to the port for our next adventure.
At the port, the man who arranged our boat ride was already waiting. We asked him if he knew where we can buy some dried fish & squids for pasalubong. We heard that it is cheaper in Negros than in Cebu. Fortunately, he knew someone who is into selling packed goods. We dropped by and bought some before boarding a bus going to San Jose Junction.
One and a half hour later, after the despairing bus ride due to road maintenance, we finally reached San Jose/Twin Lakes Junction at 2 in the afternoon. This is a jump-off for our ascend to Lake Balinsasayao. Ging’s uncle is waiting for us among the many motorcycle drivers that is up for rent when scaling Twin Lakes. We met his nephew beside the two motorcycles available for us. We negotiated with the price and got a deal at P350/ person / two way. From Dumaguete, certain tour groups also arrange trip to twin lakes via 4 wheel drive vehicles.
There are dark clouds approaching our area, and I felt hesitant that the road may get rough and dangerous. With that I learned that is an essential matter that our driver is skilled and knew his track well. And did I mention it is my first motorcycle ride? Ging’s uncle did an excellent job on maneuvering his vehicle while I am being a clueless backrider.

The ascend took about 30 minutes passing through cemented roads and occassional dry, dusty and rough terrain. The view is amazing as we pass by some huge volcanic rocks. I learned that we are actually scaling Mt. Kabalin-an and it sits in the town of Sibulan and San Jose. There are few residents that inhabit the mountains. Ging’s uncle also pointed out a military camp where he is at service. He mentioned that it is vital in keeping the peace and order in the area. I noticed that everyone, young and old are adept to the main transportation in the area, motorcycle also known locally as habal-habal.
The twin lakes namely Lake Balinsasayao and Lake Danao, are protected natural park. At the Visitors Center and entrance of Lake Balinsasayao, a small lake captivated us. The scenic and placid Lake Kabalin-an.
There is something mystic about Lake Kabalin-an. I don’t know what it is but all the photos and words may not justify well about it. The calm lake is located just at the right side of the road. It is the forefront of the lush green forest. Full bloom trees perched amidst the still water. An impressive display of reflection rest beyond.

We registered and paid the entrance fee of P10 each. From the Visitor’s Center, Lake Balinsasayao is only about 1 km. away. We decided to go by foot and hike through the paved way. We never realized it can be exhausting and had to take rest for nth times.
Nearing the passage to Lake Balinsasayao, our motorcycle heroes came to the rescue. They gave us a ride up to the restaurant at the gate.
From the parking, an endangered tarictic hornbill just landed. It is so friendly that it never budge while we were trying to get closer photos. We later learned that it has a thing for candies. Sweet.
We walked down the pathway crossing the gate to Lake Balinsasayao. With occassional tweeting of birds and sounds of nature, it felt like we’re lost in the middle of the forest. Further down, we saw the vast calm waters of Lake Balinsasayao. There is a small dock where boats can be rented to cross to the other side where Lake Danao is best viewed.

They say that on a low tide, we can just trek from the pathway and not use the boat going there. We wouldn’t want to risk though and decided to just enjoy the view from the dock and back to the restaurant. I wanted to go boating but the weather is getting gloomy and cold.
The nipa restaurant has a nice overlooking view of both lakes. Lake Danao is smaller than Lake Balinsasayao. Lake Kabalin-an is smallest of the three.
At 4:45, we started our descend. It kinda look scary at first because of all the steep slopes but I was assured by Ging’s uncle that he & his nephew are cautious about their driving and that they wouldn’t want us to get traumatized on our habal habal ride in Negros.
We reached the junction safely and waited for the bus to take us back to Tanjay. Our things were unloaded at Ging & Bang’s house earlier, and we need to gather it first before heading to Dumaguete where we plan to spend the night.

Gazillion years later, we reached Dumaguete. We missed our street and just hired a local tricycle to take us to Harolds Mansion. My research on Dumaguete accommodation led me to Harolds Mansion as budget friendly and backpackers haven.
Fortunately, there are still rooms available. We didn’t made any reservation and just walked in. We noticed most of their clients are foreigners. Which led to another observation that I think 30% of the population in Dumaguete are made up of foreigners. An increasing number since Dumaguete is known for being a University Town and a city with low crime rate.
We settled in a Matrimonial AC Room that costs P665.50/night. It comes with free continental breakfast and unlimited coffee/tea/water all day.
We freshened up and decided to have dinner at the nearby Mc Donalds. We wanted to sample some Dumaguete’s best delicacies but we’re too tired and hungry to do so. A fast food resto like Mc Do is our haven in situations like this. Going back we decided to walk. We passed through Silliman University where I was eager to see any signs of ghost in the darkness. lol. I heard too much stories that would explain why.
We encountered and asked a security guard where the Anthropology Museum is located. Ahhh… getting ready for our early itinerary the next day. Too early, that the guard thought we would brave the night to go to the museum at that minute (was 10 pm, I think).
We also decided to avail an express laundry service for some of our used clothes. Harolds Mansion washing machines are out of service that day, so we opt to go to the laundry shop across the street. It was our first trip that we ran out of clothes to wear, or we didn’t pack well or we foresee that we will be using laundry service. Whatever, but my turquoise shirt got lost. I didn’t made a big fuss about it as it was hopeless that they will find it in piles clothings.
Finally off to bed. It was a looooooooooooooong marvelous day.
Day 5 – Dumaguete City & Cebu City
At 7:00 AM we set ourselves for our itinerary. We had breakfast at the hotel’s caffeteria where group of foreigners planned their schedule.
An hour later, we made our way to Silliman University Anthropology Museum. They require an ID to enter the campus. It was still close when we got in and waited until 9AM. Enough to tour the small campus. All over Dumaguete, cluster of SU campuses were built.
Silliman University is established in 1901 by American Missionaries and named after Dr. Horace Silliman, who gave the initial $10,000 budget to start the school. It is the oldest American-established University in Asia.

The Museum boasts interesting pieces, including a voodoo doll that a police confiscated from Siquijor, materials for local witchcraft, old jar coffins, and a lot more. We can’t take pictures inside, they only allow it at the balcony and third floor.
We finished the tour in less than 30 minutes. We headed to St. Catherine of Alexandria Cathedral and take some photos. Beside is the Belfry Tower or Campanario de Dumaguete. Both has been built during the Spanish period.

The sun is unforgiving and it is scorching hot. At 10:30 AM, we decided to have an early lunch at Lab-as Restaurant. On our way, I saw the Sisters of St. Paul Monument, a boat carrying the founders of St. Paul University.
The food at Lab-as restaurant is appetizing. They should improve more on customer service though.
After the sumptous lunch, we headed back to the hotel and prepared to check out.
The owner of Harolds Mansion was kind enough to direct us the way going to Sibulan Port where we will take a fastcraft to Cebu. He even gave us a contact person of a newly opened accommodation in Cebu where we can stay.

We hailed a tricycle and asked to be dropped off at the nearest multicab station to Sibulan. 30 minutes later, we arrived at Sibulan Port. Santander Express fastcraft leaves at 12:30 PM going to Liloan, the southernmost part of Cebu Island. The fare is P62 including the terminal fee of P10.
We cruised for 30 minutes that gave us 360 degrees scenic ocean & island views. A little tip though, if there are many passengers, you may want to sit near the exit door. This will give you a passage, if you’re quick enough, to get your choice of seat on the Ceres bus in Liloan.
Upon disembarking in Liloan, Ceres bus is already waiting for passengers going to Cebu South Terminal. Try to get the best window seat at the right side of the bus (from the driver’s viewpoint). You definitely wouldn’t want to miss the panoramic seaside & cliff view of Cebu Island.

For the most part of the 3.5 hours ride, our eyes feast at the breathtaking Cebu landscape. Bus fee is P155.
Traffic was good and the winding road is awesome. We reached Cebu South Terminal safely.
Cebu Adventure will continue on my next post.

Fourteen law schools from across the country are set to battle their cases on international humanitarian law in the biggest moot court competition in the Philippines today.
The highlight of this year’s competition, to be held from Nov. 17-19 at San Sebastian College, is the role-play challenge” where students will act out practical applications of the law that seeks to limit the effects of war.
“The goal of the role-play is to ‘take the law out of the books,’ so we expect the students to show through this challenge how IHL is applied in the real world. It’s also a chance for them to be in the shoes of an ICRC delegate, a military officer, reporter, or civilian caught in the midst of armed conflict,” said Anastasia Isyuk, ICRC communication coordinator.
This year, nine provincial law schools and five from Metro Manila will test each other mettle. These are: Ateneo de Davao University, St. Louis University-Baguio, Silliman University in Dumaguete, Southwestern University in Cebu, University of Cebu, University of San Carlos in Cebu, University of Batangas, University of St. La Salle in Bacolod, Xavier University-Ateneo de Cagayan, Ateneo de Manila University, Far Eastern University, Lyceum of the Philippines, San Beda College of Law and University of the Philippines-Diliman.

Dumaguete City has been tagged among the major flood prone areas in the Philippines due to the Banica River and tops the list in the entire province of Negros Oriental.
Dumaguete and other nearby areas were submerged in unprecedented water levels on February 7, 2009 when torrential rains led to flashfloods at the Banica and Okoy Rivers that claimed a few lives and damaged crops and properties.
In a briefing on the province’s disaster risk management efforts and a newly culled geo-hazard mapping plan for Negros Oriental, Provincial Planning Officer Joy Gongob said that the classification of Dumaguete was revealed recently by the Philippine Institute of Volcanology and Seismology and the Department of Science and Technology.
Yesterday’s forum was held to brief members of the Dumaguete media and the Association of Negros Oriental Public Information Officers on the disaster preparedness efforts of the province, the new hazard mapping plan, civil defense deputation in the towns and cities and the law on the use of the calamity fund, among others.
Retired police colonel Nick Noble, who head the Provincial Disaster Risk Reduction and Management Council (formerly the Provincial Disaster Coordinating Council) said at the forum that, next to Dumaguete in the list of flood-prone areas in Negros Oriental are Vallehermoso, Guihulngan, La Libertad, Tayasan, Bindoy, Manjuyod, Bais City, Tanjay City, Zamboanguita, Siaton, Sta. Catalina, Bayawan and Basay.
Areas prone to typhoon are Vallehermoso, Guihulngan, La Libertad, Jimalalud, Tayasan, Ayungon and Bindoy, Noble added.
Landslide vulnerability, meanwhile, is at its highest in Canlaon City, Manjuyod, Bais-Mabinay area, Dawis (Bayawan)-Mabinay area, and Mabinay-Bais area, he further disclosed.
Noble issued an urgent call to local government units to identify their deputized civil defense coordinators to act as point persons for disaster management in the towns and cities. Their role is to initiate and coordinate disaster risk reduction and management efforts in their localities, he said.
He also said a new law, Republic Act 10121, requires the deputation of civil defense coordinators and that the PDRRMC would only act on a supervisory level.
Noble also said only 14 of the 25 LGUs in Negros Oriental have sent representatives to the recent PDRRMC meeting.
Gongob said that on November 23, the PDRRMC is expected to finalize and approve the new geo-hazard mapping plan to be submitted to the Provincial Development Council for adoption and funding.
She said they hope that the PDC will approve the plan, which also includes coverage of bomb, avian flu and H1N1 virus threats before the end of this month.*JFP

DUMAGUETE CITY, Philippines (PNA) — Negros Oriental Electric Cooperative 2 (Noreco 2) management is strongly recommending to four other power firms in Negros Island to sign up with the Green Core Geothermal Inc. (GCGI) for sure, stable and reliable electricity for their consumers.
Engr. Ephraim Taclob issued his call as Noreco 2 and GCGI, a subsidiary of geothermal giant Energy Development Corporation, is set to sign a contract in December for a 10-year lock-in period for a 25 MW base load power supply to the electric cooperative.
Taclob said that buying power from Green Core at P4.70 per kilowatt hour is worth the contract considering widespread power deficits in the Visayas grid causing frequent brownouts.
As of today, only Noreco 2 has inked a power supply agreement with Green Core.

Dumaguete City (19 November) -- The Provincial Disaster Risk Reduction Management Council is set to visit towns and cities here for an ocular inspection of hazard-prone areas across the province.
The inspection is in line with the council's provincial disaster risk reduction management plan which is expected to be completed by the end of this month, said Provincial Planning and Development Officer Joy Gongob.
Gongob, speaking in a briefing attended by the media and information officers of the different local government units here, disclosed that said plan not only will address natural disasters such as earthquakes, floods and landslide but also AH1N1, Avian Flu and even oil spills.
"The plan is still in the process of finalization but it will be ready within this month once it has been approved by the Provincial Development Council," she said.
Fourteen LGUs in the province have been identified as flood-prone, namely: Vallehermoso, Guihulngan, La Libertad, Tayasan, Bindoy, Manjuyod, Bais, Tanjay City, Zamboanguita, Siaton, Sta. Catalina, Bayawan City, Basay and Dumaguete City.
Gongob likewise cited that the province is also a volcanic and landslide-hazard prone area due to the presence of Canlaon Volcano, which has been classified by the PHIVOLCS as active.
Data from Phivolcs presented by Gongob during the briefing showed that the country sits on what has been called as the "Ring of Fire" with active faults cutting across the province.
An active fault is described as an earthquake generator due to fractures on the Earth's surface where rock movement has taken place and earthquakes have been produced.
Aside from this, Gongob said the Philippines is bounded by major plates - the Eurasian and the Pacifi plates on both sides while at the bottom is the Australian plate.
Gongob likewise disclosed that the council is eyeing the purchase of one bomb suit, costing "millions of pesos", which will be used by trained personnel in detonating bombs.
This is in view of the recent series of bomb threats that rocked several parts of the city in the past month. (PIA/RMN)

The Bureau of fisheries and Aquatic Resources in Region 7 will send regional technicians and divers to Negros Oriental, to help conduct a study on possible bleaching of coral reefs in the marine sanctuaries of the province.
Provincial head Leonardo Aro of the BFAR said his office has submitted a cost-estimate of about P100,000 for the study and examination of possible coral bleaching problems in the province, after a resolution on it was authored by Board Member Melimore Saycon Jr.
Massive bleaching of coral reefs in different parts of the country, which is attributed to warmer-than-normal ocean water temperature, has been recorded.
Aro said BFAR is deeply concerned over such reports because there are about 47 marine sanctuaries in the province, the biggest of which is the 56-hectare Mantalip Reef between the boundaries of Bindoy and Ayungon, not to mention the world-renowned Apo Island in Dauin.
Aside from the marine sanctuaries, BFAR also has several seaweeds projects and about 50 hectares of them are in Bais city that are producing giant algae that is of export quality.
He said this could be affected to the detriment of the hundreds of fishermen in the area, thus, preventive measures are necessary.
Meanwhile, to address concerns of bleaching, BFAR Negros Oriental has started the so-called Eucheuma Cottonii project in Bais City where deepwater fish cages are established as deep as 15 meters of seawater.*JG

Bryce Tenorio got the Best Mooter Award for the General Rounds, and Micah Dagaerag, Best Mooter in the Final Round. The Silliman Team will represent the Philippines in Hong Kong.
