Silliman University (1901)
The first American investment when they arrived in Dumaguete City was a private school called Silliman Institute (now Silliman University).

St. Paul University (1904)

Negros Oriental State University (1907)
The Beginnings of what is now the Negros Oriental State University (NORSU) date back to 1907, from a single woodworking class at what was then the Negros Oriental Provincial School, the forerunner of the present Negros Oriental High School. As more industrial arts subjects were added, a separate arts and trade school on the secondary level called the Negros Oriental Trade School was established 1927.
This was the provincial trade school which became East Visayan School of Arts and Trade in 1956 and the Central Visayas Polytechnic College in 1983. In June 25, 2004, became Negros Oriental State University.
The newest State University in the country and a pioneer internet service provider in Oriental Negros. NORSU is the gateway for province-wide One Government Network and has the biggest student population in Oriental Negros
Foundation University (1947)
First non-profit, non-stock college in the Philippines was established in Dumaguete City named Foundation College (now Foundation University).
Operates a CISCO Networking Academy consistently having 100% certification rate.IT Center open 24/7 so students can work, do research, browse, chat, have lessons, or even play online games
Its Computer Science program focuses on working with open source programming.IT is applied to all disciplines. It also hosts several student-designed and built websites for local NGOs, including the website for the Oriental Negros Innovation Awards, a pioneering business plan competition aimed at generating more new businesses in the province.

One secret that will serve Dumaguete well in its ambitions is the telecommunications infrastructure in the city. Unknown to many, Dumaguete actually has a robust high-capacity network already in place. This network consists of microwave links and a fiber-optic backbone which connect the city not only to Manila and Cebu City, but to Mindanao and other islands, as well.

I think Mitsubishi is the biggest dealer here, but Kia is not doing bad as it was awarded one of the best Kia dealerships in the country this year. I heard Nissan and Toyota will soon move to newer showrooms. Chevrolet is temporarily closed as they are scouting for a newer site...
that makes it 6 car manufacturer's who have set up dealerships with showrooms in Dumaguete.

The best IT and business process outsourcing (BPO) locations in the Philippines were feted awards at the Recognition Night for the Top Ten Next Wave Cities 2010, held at the Cebu Sports Club last June 22 in Cebu City. Topping this year’s list was Davao City, followed by Sta. Rosa (Laguna) and Bacolod City.
The ranking was based on the Next Wave Cities (NWC) scorecard, an evaluation system established by the Business Processing Association of the Philippines (BPA/P), the Commission on Information and Communications Technology (CICT), and the Department of Trade and Industry (DTI).
Iloilo City, Metro Cavite, Lipa City, Cagayan de Oro City, Malolos City, Baguio City and Dumaguete City placed fourth to tenth on the list respectively.
In addition to naming the Top 10 BPO locations, the NWC evaluation also moved Angeles-Clark from Next Wave City status to an Established IT-BPO Hub, joining Metro Manila and Metro Cebu. Metro Cebu and Metro Clark were also recognized as Centers for Excellence.
The general criteria of the 2010 NWC scorecard are the availability of graduates and workers, infrastructure, cost, and business environment. These criteria were further broken down to consider relevant factors such as the presence of higher educational institutions, capacity to absorb new employment requirements, quality of roads, access to domestic and international air travel, the presence of fiber-optic network providers, availability of property sites, cost of labor and office space, regulatory fees and taxes, vulnerability to natural disasters, reliability of utilities, the peace and order situation, and the presence of PEZA-approved facilities and ICT councils.
In a short presentation during the event, CICT Secretary Ray Anthony Roxas-Chua III noted the importance of the IT-BPO sector to the continued growth of the region. Chua pointed out that the sector had not only recovered from the global financial crisis, but was still growing and providing more jobs that allowed workers to stay in the Philippines.
BPA/P CEO Oscar Sañez followed up with another presentation on managing IT-BPO growth through the NWC initiative. He noted that the availability of qualified and competent local talent was still the most important factor for choosing the Philippines as an outsourcing location.

The Philippine Deposit Insurance Corporation recently conducted the “Be a Wise Saver” roadshow at the Silliman University, in Dumaguete City.
The PDIC-led road show, participated in by about 800 banking majors and other college students and teachers from nine tertiary schools, seeks to educate the public on basic banking know-how that help make for more informed financial decisions such as in the choice of bank, and the choice of appropriate banking products.
The campaign promotes the seven habits of a wise saver which aims to protect savers from fraudulent schemes. They are: know your bank; know your bank products; know your bank’s services and fees; keep your bank records safe and updated; transact only inside the bank with authorized bank personnel; be informed about PDIC deposit insurance; and be cautious.
Vice president for corporate affairs Maria Leonida Fres-Felix of the PDIC led the activity in Dumaguete City.
She said that the road shows are aimed at equipping the public with the right information, as another layer of protection for depositors.
The activity was co-hosted by the Silliman University’s College of Business Administration at the Luce Auditorium, and joined by Dumaguete City schools, Negros Oriental State University, Foundation University, St. Paul University, Metro Dumaguete College, AMA Computer College and the Asian College of Science and Technology, Colegio de Sta. The Negros Oriental government will present “Pasko sa Sidlakan 2010” on Dec. 18, 7 p.m., at the Sidlakan Negros Village, Barangay Daro, in Dumaguete City.
One of the big events is the Grand Sayawit Festival when eight towns and cities will demonstrate their customs and traditions through choral and dance production numbers.
Thousands of Negrenses from different local government units are expected to witness the spectacular Sayawit Festival.
Provincial senior tourism operations officer Myla Abellana said, this is one of its kind in the country and showcases choreographed dance and song production, based on local Christmas motifs.
The eight LGUs that confirmed to join are Dumaguete City, Bayawan City, Guihulngan, Pamplona, Amlan, Valencia, Dauin, Canlaon City.
The province will provide assistance of P20,000 to each participating unit.
Winners in the Sayawit will receive P30,000 as the grand prize, P20,000 for the second place, and P10,000 for the third place winner. Consolation prizes of P5,000 will also be given to all participating LGUs.
Meanwhile, a total of 16 bands in Negros Oriental will be paraded around Dumaguete City’s main streets to compete for the best band as an opening salvo of “Pasko sa Sidlakan 2010,” today, 3:30 p.m. at the Rizal Boulevard, Dumaguete City.
The parade is expected to converge at Sidlakang Negros Village at 5 p.m. in time for the Interfaith Mass or ecumenical prayer, with Fr. Enrique Balongag and Bishop Erme Camba as celebrators.
All participating bands from the private and public elementary, high schools and fraternities for the first time will be dressed in a Christmas motif.
Right after the Mass, Directorate Glynda Descuatan will announce the count down for the unison lighting of all LGUs booths for its giant parol and dayan-ayan and belen competitions.
Some 11 LGUs have confirmed their participation for the contest. Another set of eight LGUs will also vie for the Dayegon competition, senior division. Each group has 25 member-participants in singing their Dayegon song.
The rest of the activities for today are snap photo exhibit and Christmas stamps collection at 7 p.m.*RG

– Acting Gov. Roel Degamo on Monday challenged members of the Negros Oriental Provincial Police Office to demonstrate improved crime-fighting capabilities and present better accomplishments following the arrival of new firearms and other equipment from the Philippine National Police hierarchy.
Degamo, guest speaker during Monday’s flag-raising ceremony and symbolic hand-over of the said items at Camp Fernandez in Agan-an, Sibulan town, about 20 minutes drive north of here, also reassured that the provincial government will continue supporting the Negros Oriental PNP through financial and other forms of assistance.
Sr. Supt. Louie Oppus, PNP deputy regional director for operations and Sr. Supt. Augusto Marquez, Jr., PNP deputy regional director for intelligence, were also present during the symbolic turn-over of the firearms and other equipment which comprise part of a larger package of the PNP to fully equip the police units in the country with the necessary tools to effectively combat criminality.
Provincial police director Sr. Supt. Rey Lyndon Lawas received on behalf of the NOPPO the items that were to be distributed to the different police units in the province, although prioritizing the elite units such as the Special Weapons and Tactics Team.
These include 30 pieces of M-4 rifle (the advanced version of the M16 armalite rifle), four (4) pieces of Magnum semi-automatic shotgun, 28 pieces of 9-millimeter Glock pistols, ten (10) gas masks, 30 pairs of handcuffs, two (2) bull horns, two (2) high-powered search lights, two tape recorders, one video camera, and one tripod.
Six assorted pistols from the SWAT team are also to be given to the tourist police following the arrival of new weapons.
Acting Gov. Degamo, who lauded Sr. Supt. Lawas for implementing programs and projects in partnership with the community to enhance their capabilities, said that Capitol will not hesitate to provide assistance to the police so as not to delay their tasks.
“You no longer have reasons not to perform better especially with our commitment to support you,” said Degamo.
He also reminded the police personnel to respect humanity and not let pride overtake them while dishing out their day-to-day functions in protecting the community. (PNA) JFP

The Robert B. and Metta. J. Silliman Library, through its American Studies Resource Center, has been granted access to 20 online databases of e-journals and e-books on various subjects by the United States Embassy, a press release from Silliman University in Dumaguete City said.
Students, faculty and researchers can avail of these resources for free at the ASRC on the ground floor of the library. The topics range from environment, science and technology, business research to English language.
The development increases the number of online databases at the library, including a free subscription to the Philippine e-lib granted earlier by the Commission on Higher Education, and two e-books purchased by the Ontario Silliman University Alumni Association, the press release said.
Meanwhile, Silliman is also this year’s recipient of The Nippon Foundation book program, “100 Books for Understanding Contemporary Japan” as announced by International Program Department of The Nippon Foundation to University Librarian, Lorna Yso, the press release added.*

Cebu, Philippines (12 December) -- The business process outsourcing, the information and communication technology industries and its related IT-enabled services remain the economic growth drivers of Central Visayas.
This was contained in a 1st semester Central Visayas Regional Economic Situationer that the National Economic Development Authority (NEDA-7) in the region distributed to the members during the last full council meeting of the Regional Development Council on December 10, 2010 at the Elizabeth Hotel, Cebu City.
The NEDA-7 report read that in the 1st semester of 2010, six (6) BPO companies?People support, Epson, Teletech, Convergys, Qualfon and Exist Global expanded their operations in the region.
The report added that there were also three (3) new BPO-ICT firms that opened in the region. IBM-Philippines, for instance expands its presence here via the opening of its global delivery center for application services in Cebu.
JP Morgan Chase & Co. and the Thakral Group opened their ICT facilities at Asiatown IT Park that would address the IT needs of businesses in Central Visayas.
Data from the Philippine Economic Zone Authority (PEZA) showed that as of May 2010, there are already 91 locators and over 44 call centers in nineteen (19) IT Parks or centers operating in the region.
Cebu's Asiatown IT Park is the country's second largest IT industry concentration. It has employed around 15,066 people with an estimated total compensation of over P1.4-Billion.
Some BPO companies are now looking at Negros Oriental for their expansion. The province is becoming a preferred location for provincial branch business operations, according to the Negros Oriental investment promotion center.
The Board of Investments (BOI) also reported that for the second half of 2010, twelve (12) projects are located in the region with an estimated investment cost of P1.30-Billion. This is higher compared to the P655-Million investment cost registered in the 1st semester of 2009, the BOI reported. (PIA-7/mbcn)

The provincial government of Negros Oriental is bringing entertainment to Negrenses in the “‘Pasko sa Sidlakan 2010” at the Sidlakan Negros Village.
One of the big events is the Grand Sayawit Festival where eight local government units (LGUs) will perform songs and dances depicting their cultural traditions on December 18, Saturday at 7 p.m.
Provincial Senior Tourism Operations Officer Myla Abellana said that this is a one- of-a- kind showcase of choreographed dances and songs with local Christmas motifs.
The 8 local government units joining the festival are Dumaguete City, Bayawan City, Guihulngan, Pamplona, Amlan, Valencia, Dauin, Canlaon City.
The local government of Negros Oriental will provide assistance amounting to P20, 000 for each LGU-participant as subsidiary.
Winners in the Sayawit will receive P30, 000, P20, 000 and P10, 000 for the first three winners, while all other contestants will get consolation prizes of P5,000 each. (PIA/JCT)

I'm sure RLC spent a lot of money on the services of these multinational companies, just for us to enjoy a full-service mall that we have now.. Thanks to RLC for pursuing the project until it finally opened last November 2009 :cheers:

And it is because of this that they made the foundations sturdy enough to support additional 3 more levels.

Pons, if it is a public place that you're standing in to take a shot (street, sidewalk, park, etc.), then they don't have the right to prevent you from taking photos.. but if you're inside a private establishment and they restrict you, it is legal but they have no right to take your film or memory card even if you've already taken some pictures, all they can do is to reprimand you, nothing else.. an example would be Ayala Avenue in Makati, since it is sitting on private land where picture-taking is prohibited, the security guards only have the right to tell you that it's not allowed and to shoo you away, but if they take any paraphernalia from you or detain you, then you can sue them for theft, coercion, and illegal detention.

definitely worth all the wait migo.. i was still in college way back 2005-2006 when the preliminary civil works were done :)

it's really a mall which stands out in terms of architectural design.. not the generic boxy rectangular or square lay-out that is common in Philippine malls.. it's more reminiscent of the suburban malls in the US.. but it's nowhere near resembling Wal-Mart or Target though, hehehe :lol:

so they built it with future expansion in mind.. i knew they had faith in our city's robust retail industry :)

Due to the recent calamities that hit Negros Oriental, the Provincial Government of Negros Oriental has allocated P 3 Million for the procurement of equipment and holding of 10-day training on water survival and Basic Life Saving Techniques by members of the Philippine National Police (PNP) and Philippine Army (PA).
Vice Governor Roel Degamo, Officer- In-Charge of the Office of the Governor, said that the provincial government has appropriated P 3 million for the Negros Oriental Search and Rescue (NOSAR) team, created in 1998 under the tutelage of then governor now Rep. Arnaiz., to buy Cobra truck for rescue operations, rescue equipment and materials, including the 10-day training.
There are a to tal o f 28 trainees,19 of which come from PNP Provincial Public Safety Office and 9 from PA. The training was o rganized by NOSAR which is spearheaded by Alejandro Somoza.
Meanwhile, Sibulan Mayor Marcela Bartoces plans to create a search and rescue team within her jurisdiction, together with Negros Oriental Search and Resc ue Op erations Manager Boyet Somoza, due to the rising of the Ocoy River during heavy rains.

CO3 EDILBERTO “JUN” EURAOBA II from the PNP in Negros Oriental was awarded by Pres ident and outstanding national policemen in the entire country for2010. He is the second from Negros Oriental, the first being PO2 JOVY LACANDULA, national awardee last year.
Euraoba is the PNP public information officer while Lacandula is the city PNP women’s desk officer. It is not usual that Negros Oriental PNP COMMAND officer gets this prestigious police award for two consecutive years. It only indicates how the community supports police work that make outstanding policemen.
Coming from various regions across the nation, named 10 outstanding policemen were: Supt. Leo Francisco of Taguig City; Supt. Florencio Ortilla of Davao City; Supt. Noel Ponsaran of Davao City; Supt. Sidney Villaflor of San Jose City, Nueva Ecija; PO3 Edilberto Euraoba II of Sibulan, Negros Oriental; PO3 Shella Mae Sangrines of Iloilo City; PO3 Zoraida Aripin of Zamboanga City; PO3 Joey Castillon of Tobias Fornier, Antique; SPO2 Hermie Raymundo of Lingayen, Pangasinan; and PO3 Roel Paclibar of Tacurong City, Sultan Kudarat.
Aside from the trophy they received from the President, each awardee also got a cash prize of P250,000 from the Metrobank Foundation. Also, the awardees received the Medalya ng Katangitanging Gawa from the PNP as an added recognition of their exemplary feats. President Benigno S. Aquino III challenged this year’s outstanding policemen and women to continue their good work as his administration is working doubly hard to improve the economy and the Filipinos’ standard of living.
“Just take the righteous path and I will take care of the rest,” the President said in his impromptu speech at the awarding rites of the Country’s Outstanding Policemen in Service (COPS) on Wednesday afternoon at Malacanang’s Ceremonial Hall.

If the capacity meets international standards (30,000 - AFF Suzuki Cup standards), then maybe he could suggest to the Azkals & PFF that Perdices Coliseum should be considered as one of the future venue of international football tournaments. Panaad Stadium in Bacolod City is one of the leading contenders. Hopefully someone could ask the Province about the capacity and some pics of the coliseum, and visit their facebook account. And, hopefully we could host one of their games and watch them play live.

DUMAGUETE CITY, Philippines – To give fun and entertainment this Yuletide season, the provincial government of Negros Oriental is gearing to launch its ‘Pasko sa Sidlakan 2010’ at this city’s Sidlakan Negros Village, a one-stop tourism center in the province.
The village features tourist booths or pavilions for all towns and cities in the whole province where visitors can inquire on the different tourist destination in the province including their native delicacies.
A total of 16 bands in the province will parade in this city’s main streets to compete for the best band during the opening salvo of this year’s Pasko sa Sidlakan.
Meanwhile, one of the big events for the celebration is the Grand Sayawit Festival in which eight participating local government units (LGUs) will perform their customs and traditions through choral and dance production numbers.

Even if no new BPO companies will invest here, we rest assured that the existing ones continually expand. I'm thankful SPi is bullish about its Dumaguete facility. Aside from Book Solutions, in 2011 they'll operate the city's 3rd medical transcription account/firm (after RDSI and Intellibiz Solutions).

^^IMHO, I think Perdices Coliseum is a little bigger and can hold more fans than Panaad Stadium of Bacolod City which can hold 20,000 fans. Yeah, its not yet finished, but I think its already capable of hosting big events like International friendly match featuring the Azkals(Philippine National Team) against our ASEAN neighbors. Our main problem will be the lights because Panaad Stadium didnt also pass the AFF standard(lights). AFF matches are usually done at night. But if our very active Provincial Government hears about this, I think they wont let it slip away and they might install adequate lights that will meet the international standards given by AFF and soon we will be watching live international football. Whoot.. whoot..:banana:
No disrspect to our ilonggo bros, your stadium is one of the best in the country. We just want to offer an alternative venue for the Azkals. peace:)

ponsing1983 December 14th, 2010, 05:13 PM Pons, if it is a public place that you're standing in to take a shot (street, sidewalk, park, etc.), then they don't have the right to prevent you from taking photos.. but if you're inside a private establishment and they restrict you, it is legal but they have no right to take your film or memory card even if you've already taken some pictures, all they can do is to reprimand you, nothing else.. an example would be Ayala Avenue in Makati, since it is sitting on private land where picture-taking is prohibited, the security guards only have the right to tell you that it's not allowed and to shoo you away, but if they take any paraphernalia from you or detain you, then you can sue them for theft, coercion, and illegal detention.
definitely worth all the wait migo.. i was still in college way back 2005-2006 when the preliminary civil works were done :)
it's really a mall which stands out in terms of architectural design.. not the generic boxy rectangular or square lay-out that is common in Philippine malls.. it's more reminiscent of the suburban malls in the US.. but it's nowhere near resembling Wal-Mart or Target though, hehehe :lol:
so they built it with future expansion in mind.. i knew they had faith in our city's robust retail industry :)
still in disbelief that a far-flung and obscure neighborhood 3kms from the city center can have a classy resto like that :cheers:

Both fields are roughly the same size (based on the pics, not sure) but Panaad appears to have more seats. Doesn't really matter anyway. Basta sa Negros i-hold. Pwede pud sa Mt. Kanlaon crater sila magdula ^^.

I'm thankful SPi is bullish about its Dumaguete facility. Aside from Book Solutions, in 2011 they'll operate the city's 3rd medical transcription account/firm (after RDSI and Intellibiz Solutions).

Panaad Stadium in Bacolod City is already capable of hosting international events....while ours is still under construction..... I am also hoping that the current provincial government will give much attention to this.

If not it could always ask the PCSO or any sports related government agency for funding...

If the capacity meets international standards (30,000 - AFF Suzuki Cup standards), then maybe he could suggest to the Azkals & PFF that Perdices Coliseum should be considered as one of the future venue of international football tournaments. Panaad Stadium in Bacolod City is one of the leading contenders. Hopefully someone could ask the Province about the capacity and some pics of the coliseum, and visit their facebook account. And, hopefully we could host one of their games and watch them play live.

Dear Colleagues and Friends:
It is with deep gratitude to God and to all of you in our University, and to all our alumni and friends who have continued to love and support our school, that I share with you a good news.
After an exhaustive evaluation lasting almost a year, the Federation of Accrediting Agencies of the Philippines (FAAP) confirmed this morning the granting to Silliman the status of Institutional Accreditation. This is the highest accreditation granted to a school in the country over and above individual program accreditations. This accreditation status has only been recently established in the Philippines.
With this, Silliman would be so far the first and only school in the Visayas that shall have been conferred this accreditation status. We continue to be the school with the highest number of accredited programs in the country.
On behalf of all of us, I would like to extend my sincere appreciation and congratulations to Dr. Betsy Joy B. Tan, Vice President for Academic Affairs, and her team in the academic leadership of the University who led our efforts to acquire this accreditation status. I wish to also acknowledge the invaluable support of the Finance and Administration sector of Silliman, headed by Vice President for Finance and Administration Cleonico Y. Fontelo. Not the least, I wish to acknowledge our past President, Dr. Agustin A. Pulido, who, among many things he did to move our University forward, started the current accreditation initiatives in the University.

“An added feather for NORSU’s cap.” The Negros Oriental State University (NORSU) fared well again after all its three examinees of the recently concluded Architect Licensure Examination (Middle East) passed the board exam.
The successful Norsunian examinees were Architects Antonio C. Dicipulo, Cipriano M. Dinglasa, Alvin L. Villanueva.
The university mustered a 100 percent passing rate compared to the 51.98 percent overall passing rate set by the Professional Regulation Commission (PRC).

Stopovers in Dumaguete
The steamer anchors quite near the shore because of the great depth of the water. Dumaguete spreads out on the beach. There are big houses, some with galvanized iron roofing… I observed that the people of Dumaguete are fond of decorating their houses with plants and flowers.

After hearing piano music amidst colonial homes and lush greenery, Dr Rizal likened Dumaguete to a little European town. It is no surprise that travelers time and again find it impossible not to fall in love with this southern settlement in Negros Oriental. Much of the old-world charm survives in the “City of Gentle People” that is supported by magnificent green acacias, historic churches and period buildings like the Victorian-style Silliman Hall, the oldest standing American structure in the country, today, an anthropology museum.
Even the sun seems to favor this place. Every morning, a spectacular light show greets joggers at the lamp-lit and leafy shoreline of Rizal Boulevard, where our hero was said to have enjoyed long strolls during stopovers en route to and from Dapitan. A lesser known story according to old folks’ tradition is that he also had breakfast at the Locsin House — or what residents simply refer to as “the white house” — which is located at the corner of Sta Catalina and Locsin Streets. The white house was once the residence of Lt Cornelio Yapsutco, a champion of the revolution against Spanish rule. While the first level has been converted into shops, the second storey retains the hardwood floor and furnishings of an airy Spanish-period home. The Federation of Accrediting Agencies of the Philippines confirmed recently the granting of Institutional Accreditation status to Silliman University in Dumaguete City, making it the first recipient in the Visayas and one of only five schools in the Philippines, a press release from the university said.
Institutional accreditation is the highest distinction awarded a school, in consideration of its number of individual program accreditations and the result of an overall evaluation of the quality of its facilities, services, and faculty, it also said. Silliman continues to be the school in the Philippines with the highest number of individual accredited programs, it added.
Silliman president Dr. Ben Malayang III said the recent development reflects the continuing challenge to the university to give life to its Christian ministry of education, and constantly improve its programs and services, the press release said.
Malayang said he was grateful to the members of the administration team, especially to vice president for Academic Affairs Dr. Betsy Joy Tan and vice president for Finance and Administration Prof. Cleonico Fontelo. He also cited former Silliman president Dr. Agustin Pulido.
The other schools granted institutional accreditation are Centro Escolar University, Trinity University of Asia, Ateneo de Naga University and Ateneo de Davao University, the press release added.*

DUMAGUETE CITY, Dec. 16 (PIA)--The 302nd Infantry Brigade in Negros Oriental has augmented its force with the arrival of the 32nd Division Reconnaissance Company to intensify security operations against the New People’s Army (NPA) in the province.
A total of 90 military men of the 32nd DRC which have been dispatched to 302nd IB based in Camp Leon Kilat, Tanjay City was one of the troop-units of the newly-disengaged 3rd Infantry Division’s Task Force Group South West. The TGSW was deactivated with the arrival of 47th Infantry Battalion to cover Southwest area of Negros Occidental.
According to 302nd IB Information Officer Major Edgardo Amores of the Philippine Army, the company was under the command of 1Lt Alex B Raposon which contributed to the successful isolation of the Kilusang Larangan South West to the populace and guerilla base and keeping the enemy on the run.
Major Amores said the 3rd Infantry Division commander Gen. Vicente Porto commended the unit for a job well done in Southwest Negros which aggressively conducting security operations against the rebels.
The 32nd DRC unit is highly mobile and primarily operates to conduct reconnaissance and performs as a direct action unit. It is equip with light weapon and can hold long period of engagement, Amores said.
He said during the flag raising ceremony held on December 13 at Camp Leon Kilat, 302nd Brigade Commander Colonel Manuel Luis M Ochotorena warmly welcomed the 32nd DRC in his message saying that the arrival of the unit is a big boost for the 302nd Bde’s Internal Security Operations to help win the peace in Negros Oriental.
Col. Ochotorena also reminded the personnel of 32DRC to maintain the highest standard of discipline as the best force protection from the enemy and to always uphold human rights of individual citizen, even in fighting the NPAs. For our enemies are our fellow Filipinos, only that they are misguided, army official said. (PIA/JCT)

The Mabinay municipal choir took home the championship trophy after winning over eight contingents in the Dayegon competition of the Pasko sa Sidlakan Ko 2010, at the Sidlakan booth, Dumaguete City, recently.
Mabinay grabbed the P15,000 cash prize, a trophy and a certificate from the Negros Oriental Tourism Office and the organizers of Pasko sa Sidlakan Ko 2010.
Mabinay Mayor Ernie Uy thanked the members of the choir who also belong to the newly organized Arts and Cultural Council of the town. He added he did not expect their contingent would win, because they only had two weeks of preparations.
Some members of the choir are teachers, municipal employees and members of church choirs in Mabinay.
The second prize went to the Christian Love Choir of Dumaguete Cathedral Church who pocketted P8,000 cash prize, a trophy and a certificate. The Malaunay 7th Day Adventist Choir settled for third place, with cash award of P5,000, a trophy and a certificate.
Other participants were the Voices on Wings, Family Circle Chorale, Bacong Church Choir, Ave Maria Guild of Redemptorist Church, Mary Immaculate Choir.
Non-winners received P2,500 in consolation prize.
Chairman of the board of judges, Jun Alino Cabillar, a composer, said all contingents gave excellent performances although they differed on some technicalities.
Other judges were Girlie Las Pinas, a national champion of the Cebu Pop festival, and Vic Eyao, an event organizer of the Sinulog Festival.
Glenda Descuatan, chairman of the Negros Oriental Sports and Cultural Facilities Board, said the Dayegon is among the lined up activities of the Pasko sa Sidlakan Ko, the activities of which started Monday and will end Saturday.*MA

e-Sillimanian is an online game that can be downloaded from the Silliman University website (www.su.edu.ph). It is an innovative and a non typical way of guiding students on the enrollment process of the university making it fun and educational at the same time.
The game starts when one chooses his/her character and which there are steps to follow to complete the enrollment procedure. It is also a virtual tour to the campus of Silliman making one familiarize on its buildings and surroundings. Some buildings have mini games to play, the goal is to unlock these buildings and collect some "achievements". There are also corresponding historical background of that building when one enters. A player can decide which way to go like as if really walking inside the campus with replicas of the school's landmarks. The game is won when the player successfully got his/her own ID.

The 70-foot tall revolving Christmas Tree of Bais City is an annual yuletide spectacle on this sugar city and has been tradition for the past 40 years. Each year the Christmas Tree has a new colorful design and it never failed to light the cold dark night of Bais City.
What sets this Christmas tree apart from all the others is that it is revolving on a 360 degree rotation. Another added attraction is a fully functional train that goes around the tree and is a free ride for all. Bais City is known for its vast sugar cane plantations and this train is the one that is used by the Central Azucarera de Bais to carry its sugar cane harvest.
There's also a merry-go-round that is formed like a dolphin as Bais City is known for its tourist attract which is dolphin watching. There's also a giant Belen, and a brightly lighted City Hall which could really make one feel the Christmas spirit.

CEBU, Philippines - Three local government units of Negros Oriental won in the Lupong Tagapamayapa Incentives Awards and two others from Bohol received P1 million each from the Department of the Interior and Local Government under its Performance Challenge Fund (PCF) program.
Barangay Jantianon in Amlan won in the 4th to 6th class municipality category, Magatas, Sibulan in the 1st to 3rd class municipality and Barangay Dos, Bais City in the component city category.
Negros Oriental bested all other nominees including five from Cebu. The towns of Balilihan and Catigbi-an in Bohol also received P1 million each from the DILG.
They were granted the amount for their sound fiscal management, transparency, accountability, good planning and good performance monitoring.
The Office of the DILG secretary gave the two municipalities the Seal of Good Housekeeping.
PCF program aims to stimulate LGUs to put premium on performance in order to avail of counterpart funding to use in jumpstarting local economic development initiatives for the reduction or eradication of poverty in their areas.
The fund is part of the P30M initial budget for Fiscal Year 2010 which the DILG has set aside from savings as incentive for good LGU performance.
For 2011, DILG will be allocating P500M which is set aside for the PCF under the DILG’s P86.9B department budget.
Department of Justice Secretary Leila de Lima, who was guest speaker during the awarding, considered the lupong tagapamayapa as the “vanguards of social healing” and avert bigger rift in their respective localities.
She also said that President Benigno Aquino III is giving importance to barangays in the country as it is the basic political unit that delivers basic services to the people. (FREEMAN)

Motivated by the advocacy to promote trees and women/children protection,
Nicky Dumapit started his walk last December 15, 2010. The 34 year old resident of Bagacay, Dumaguete City, has a goal of finishing the 101 kilometers distance from Dumaguete to Bayawan. Wearing his shirt that carries a message of PEACE, LOVE and RESPECT, we caught him on his 55th kilometer in Panablawan, Siaton 2:30 pm, December 16, 2010. Together with his pair of slippers, he distributes posters and leaflets to people from the towns he passed by. He is expected to reach his destination at noon time of December 17, 2010. He surely does WALK the TALK.

Negros Oriental Gov. Agustin Perdices yesterday assured he will do his best to deliver what is expected of him as chairman of the Regional Development Council in Region 7.
Perdices was recently diagnosed with cancer and is receiving regular treatment for it, but he said he is honored that despite this “handicap”, he was chosen to head the RDC-7 that comprises the Central Visayas provinces of Negros Oriental, Cebu, Bohol and Siquijor.
At a press conference yesterday, hosted by his office, Perdices admitted that he was at first reluctant to accept the chairmanship, but after consultations with his staff, he accepted the responsibility.
“They assured they will back me up all the way, and help me carry the load. We have to be ready, for there is a lot to do,” he said.
Perdices said one of his requests is to have the RDC-7 quarterly meeting held in Negros Oriental.
He also stressed that all possible development projects of Negros Oriental should be proposed to the RDC-7, considering that, with the position comes the priority, or more chances for approval of these projects.
Perdices also said he no longer has the illusion of seeking a political position in the 2013 elections, and simply wants to finish his three-year term as governor.
This is his fervent prayer and hope that God will grant his wish of completing his first term as the governor of Negros Oriental, Perdices said.
He extended his warm greetings to the people of Negros Oriental during the holiday season and shared a light moment with the Dumaguete media, telling them he will see them again in next year’s yearend press conference.*JFP

Dumaguete City, Dec. 17 (PIA) -- The provincial government of Negros Oriental has purchased two vehicles for the poor farmers to transport agricultural products from mountainous areas to nearby markets and roads in support of the 4Ps program.
Provincial Administrator Paul Honculada said this pro-poor program of Governor Agustin Perdices dubbed as ‘Kasaligan Transport Service’ provides two cobra trucks to the hinterland barangays of Talalak in Santa Catalina and Luyang in Mabinay town.
The transport service will significantly improve post-harvest handling of agricultural produce which in turn would increase farmer’s productivity and income, Honculada said during the year-end press conference held at the Governor’s office, this week.
This will also help poor farmers who have a hard time hauling their produce and improve the quality of their farm produce so they can command better prices in the market, Capitol official said.
Governor Perdices’ 4P’s Pang-Probinsyang Programa sa Pang-hayupan ug Pang-Agrikultura collaborates DSWD’s poverty-reduction strategy, Pantawid Pamilyang Pilipino Program.

The radio station of the Diocese of Dumaguete in Negros Oriental launched the video live streaming in the world wide net in line with its 30th founding anniversary, recently.
Bishop John Du led the blessing and inauguration of the new announcers’ booth and conference room of the radio station.
Present were station manager Fr. Ramonito Maata, Fr. Casiano Salac, and Fr. Edwin Acab.
Du said that technology has grown so fast that the church has to utilize it to widen the dissemination of the gospel and preach it to the people.
He said he strongly believes that the video live streaming is an effective way to preach the gospel to the people to the different parts of the globe, and that people now have access to the internet and social networking sites.
Du also said the station serves as the mouthpiece of God in preaching the gospel through religious programs.
The internet and radio are two important avenues for the church to let the people become updated of the latest development of province, and the Diocese of Dumaguete, he added.
Du also thanked and congratulated station manager Maata for taking the giant leap towards development from analog to digital communication.

All fulltime faculty and staff of the Negros Oriental State University system will receive P40,000 as allowance and incentive, or year-end bonus, a Philippine Information Agency press release said.
The Board of Regents of NORSU during its recent meeting, approved the release of P30,000 for each fulltime faculty and staff.
NORSU president Dr. Henry Sojor said the amount serves as the Economic Relief Allowance, and also said that “all job order and part-timers are given P7,000 more or less.”
The money comes from savings and income of the state university, the press release said.
Sojor said an additional P10,000 will be given before Christmas Day, to all full time faculty and staff as their Performance Enhancement Incentive, the press release said.
The release is based on Administrative Order No.3 by the President of the Philippines, authorizing the grant of PEI to government employees.
The Department of Budget and Management sets aside P7,000 while NORSU gives its share of P3,000, the press release added.*

I hope our Provincial Government will lobby to host or co-host with Bacolod City this prestigious international football tournament. That would be 2 years from now, giving us ample time to complete the main grandstand and install lights that could meet the AFF standards.
Imagine what would that international tournament do to our city(Tourism and Business).

Our National Government cant construct a new stadium of that magnitude from scratch in just two years. So, they would need to look for a stadium that is big enough to hold 30,000 fans or has the potential to meet the standard. Top contenders would be, Panaad Stadium (Bacolod City), Rizal Memorial Coliseum(Mentro Manila), Abellana Stadium(Cebu) & our Perdices Coliseum. These 4 stadiums are not yet capable of holding 30,000 fans and are not yet equipped with adequate lights. That would mean, it's still a free for all battle. It depends now on who wants it the most and who has influence inside the PFF. If I'm not mistaken, Dick Emperado (NORFA president) is one of the directors of the PFF. With the support of Congressman Arnaiz, Provincial Government , City Government & private sector as well, I know we can finish the Perdices Coliseum (at least the main grand stand), and it would surpass the 3 other stadiums.
I hope our Provincial & City government, private sector, the people realizes what it would do to our economy. Negros Oriental & Dumaguete city will be in the spotlight.
Is there anyway we could inform our officials coz I don't have the guts and the "connection" to talk to these people about this.
