MANILA, Philippines - Philippine Long Distance Telephone Co. (PLDT) has set its sights on “next-wave” cities in Bicol, Central and Western Visayas for more high-bandwidth customers, particularly those in the business process outsourcing (BPO) industry.

Next-wave cities are those identified by the Business Processing Association of the Philippines (BPA/P), Commission on Information and Communications Technology, and the Department of Trade and Industry as the next growth areas in outsourcing.

PLDT senior vice-president for customer sales and marketing group Eric Alberto said they are confident to meet the growing demands of the BPO industry after recently completing the P2.8-billion expansion project of its domestic fiber optic network (DFON).

“PLDT has accelerated expansion into the next-wave cities which the BPO industry has identified, enabling them to tap and cultivate a lower-cost operating environment and reliable communication infrastructure,” Alberto said.

The completion of the DFON Loop 4 Third Leg has added 1,300 kilometers of terrestrial and submarine fiber optic cables to PLDT DFON, bringing the total to 10,050 kilometers connecting 68 nodes and equipped with a total network bandwidth capacity of 1.56 Terabytes.

The recent expansion project has added three new nodes located in Calauag, Quezon; Naga, Camarines Sur; and Masbate, Masbate. It utilizes the latest automatic switching optical network — sub network control protocol technology, assuring uninterrupted rerouting in case of any cable disruption or failure.

The project has expanded coverage and reach in the provinces of Quezon, Camarines Norte, Camarines Sur, Sorsogon, Masbate, Capiz, Iloilo, Negros Occidental, Negros Oriental and Cebu.

“This improvement assures businesses of a smooth and reliable connection for all their data connectivity needs. PLDT’s fiber optic enhancement will add resiliency even in the event of multiple link failures within the main loop,” Alberto said.

The added redundancy in PLDT’s DFON allows businesses, especially BPOs with massive bandwidth needs, to benefit from a dependable communications infrastructure, overcoming geographic, time, and cost barriers. This will also benefit other industries such as banking and tourism which also require reliable communications to conduct their business.

“PLDT has focused on laying out the much-needed facilities that provide the country’s BPO industry the fertile groundwork to flourish and grow. This has placed us in a competitive position to become one of the world’s leading BPO destinations,” Alberto added.

With some cities in the Visayas and Mindanao areas already identified as next-wave BPO centers in the country by BPA/P, the flourishing industry in these regions as well as established BPO companies in others are assured of a reliable bandwidth over a highly-resilient telecommunications network.

“Though Davao, Iloilo and Bacolod are the primary drivers in these areas, there are also smaller BPO companies in other areas that are contributing to the BPO growth for the VisMin region. The rate of BPO growth outside the established cities like Metro Manila, are actually comparably faster, proving a significant contribution in the overall total of the BPO sector in the country,” BPA/P president Oscar Sañez said.

BPA/P has also cited the significance of the DFON’s expansion in the BPO road map laid out by the BPO industry for the development of the next-wave cities until 2016.

“It’s really an ambitious goal for us to double our revenues from the projected $9 billion in 2010 to $25 billion in 2016. This project that PLDT completed is very significant in terms of how we’ll be able to reach our objectives and develop the next-wave cities,” BPA/P and Contact Center Association of the Philippines (CCAP) board member Dan Reyes noted.

Edward Du, president of the Negros Oriental Chinese Chamber of Commerce and Industry, yesterday expressed relief after the Negros Oriental Electric Cooperative 2 signed the Power Sales Agreement with Green Core Geothermal Incorporated Tuesday, at the Bethel Guesthouse in Dumaguete City.

Earlier, members of the NOCCI conducted a power forum with NORECO 2 and GCGI representatives after the rotating brownouts were experienced in Dumaguete, and the NORECO 2 coverage area, which had caused alarm among members of the business sector.

He added that the stand of the chamber is always the reliability of power supply which is very essential for the business sector. The cost of power only ranks second, because they are willing to pay a much higher price for as long as there is reliable power supply, he said.

Du admitted that they have stopped their promotions for investors to come to Negros Oriental, after the rotating power interruption was experienced, due to the lack of power supply from the National Power Corporation.

He said they will resume promotions and that they are looking forward to more investors coming to come Dumaguete and Negros Oriental. He added that the reliability of power supply is the priority requirement of the investors before they will invest their money.

Representatives of the SM department store have recently made a courtesy call with Dumaguete Mayor Manuel Sagarabarria showing their intention of putting up an SM mall in the city.

Although nothing is definite yet with SM, the assurance of a reliable power supply is already an advantage, the mayor said.

Sagarbarria is also hoping for more investors to come to Dumaguete. He said mall representatives are looking for a 12-hectare land area in Dumaguete that would be suitable for SM department store.

That is the only thing hindering us from achieving that status. More space = more population = more investments = bigger IRA. Look around Dumaguete and you can barely count with both hands the vacant spaces we have left. But Dumaguete as an HUC will still be possible. If we can't grow sideways, our investors and realtors just need to look up and see that we still have a lot of space, vertically, that is.

That is the only thing hindering us from achieving that status. More space = more population = more investments = bigger IRA. Look around Dumaguete and you can barely count with both hands the vacant spaces we have left. But Dumaguete as an HUC will still be possible. If we can't grow sideways, our investors and realtors just need to look up and see that we still have a lot of space, vertically, that is.

Here's something that we could do... Get married and have a minimum of eight kids... Kung himon ta ana, 8-16 years labot tana Iloilo... heheh dili pwede mag binayot sa Dumaguete.

We can have a belt of 20 storey buildings (high rise) in the interior part of the city and towards the mountain, and a community of 5-12 storey buildings (midrise) in the present downtown area and near the boulevard...This is the only way we can increase our population to 200K, and hopefully when this time comes our police force and fire department will have at least 2 helicopters each, and the mayor will have a helicopter as his service :).

Dumaguete ONCAN opens "Wish Upon a Star" gift-giving

DUMAGUETE CITY, Dec. 22 (PIA) -- The Oriental Negros Children's Advocacy Network (ONCAN) has initiated a gift giving event dubbed as "Wish Upon A Star" to 200 poor-children in the province last week at the Robinson's Place, Dumaguete City.

According to ONCAN President Marietta "Baby" Jambora the 302nd Infantry (Achiever) Brigade under the command of Colonel Manuel Luis Ochotorena joined the first ever gift giving activity with its Achiever Live Band making the experience very memorable for the children beneficiaries.

The event was highlighted with simple wishes of the children along with their pictures hanged at the mall's Christmas tree where everyone can see.

The children wished for material things, clothing, and food came into reality but most of all the show of care from the donors is an everlasting gift for the children, Jambora said.

"Some wished for food, stroller for the special children, clothes, bags, shoes, bicycles to be used in going to school, and many others that these children did not have before. The children were full of joy when they received these gifts, while tears of joy were seen from the parents, donors including some spectators," ONCAN official said.

After the gift giving, the children were delighted while taking their snacks inside the Robinsons Place.

With the assistance of the 11th Infantry (Lapu-lapu) Battalion under Lt Col Ramil M Bitong and the 79th Infantry (Masaligan) Battalion under Lt Col Pio Q Dinoso lll 60 children-beneficiaries aged from five (5) to twelve (12) years old who were mostly children of former rebels and poor families in the hinterlands were given the opportunity receive also some gifts.

Also highlighting the activity was the attendance of distinguished officials and guests in the province which include Congressman George P Arnaiz of the 2nd District of Negros Oriental, NOPPO Provincial Director PSSUPT Rey Lyndon Lawas, Rainbow Village Director Mike Yost, Dumaguete City Administrator William Ablong. Edward Du, president of the Negros Oriental Chinese Chamber of Commerce and Industry, yesterday expressed relief after the Negros Oriental Electric Cooperative 2 signed the Power Sales Agreement with Green Core Geothermal Incorporated Tuesday, at the Bethel Guesthouse in Dumaguete City.

Earlier, members of the NOCCI conducted a power forum with NORECO 2 and GCGI representatives after the rotating brownouts were experienced in Dumaguete, and the NORECO 2 coverage area, which had caused alarm among members of the business sector.

He added that the stand of the chamber is always the reliability of power supply which is very essential for the business sector. The cost of power only ranks second, because they are willing to pay a much higher price for as long as there is reliable power supply, he said.

Du admitted that they have stopped their promotions for investors to come to Negros Oriental, after the rotating power interruption was experienced, due to the lack of power supply from the National Power Corporation.

He said they will resume promotions and that they are looking forward to more investors coming to come Dumaguete and Negros Oriental. He added that the reliability of power supply is the priority requirement of the investors before they will invest their money.

Representatives of the SM department store have recently made a courtesy call with Dumaguete Mayor Manuel Sagarabarria showing their intention of putting up an SM mall in the city.

Although nothing is definite yet with SM, the assurance of a reliable power supply is already an advantage, the mayor said.

Sagarbarria is also hoping for more investors to come to Dumaguete. He said mall representatives are looking for a 12-hectare land area in Dumaguete that would be suitable for SM department store.

He said the Power Sales Agreement with NORECO 2 and GGCI is a welcome development for Dumaguete to invite more investors.*JFP/MA

And that is already at the rear portion of the mall parking facility.. How much more at both sides and at the front.... Double parking na man gani na... Believe me...... But I know you guys will..:lol: It's a common scene in RPD.. :ohno:

dumaguete can absorb bacong, sibulan, and valencia as part of the city. cebu city already did that. busay, mabolo and pardo were once municipalities but are now part of cebu city.

Next Wave Cities for 2010 Recognized

The best IT and business process outsourcing (BPO) locations in the Philippines were feted awards at the Recognition Night for the Top Ten Next Wave Cities 2010, held at the Cebu Sports Club last June 22 in Cebu City. Topping this year’s list was Davao City, followed by Sta. Rosa (Laguna) and Bacolod City.

The ranking was based on the Next Wave Cities (NWC) scorecard, an evaluation system established by the Business Processing Association of the Philippines (BPA/P), the Commission on Information and Communications Technology (CICT), and the Department of Trade and Industry (DTI).

Iloilo City, Metro Cavite, Lipa City, Cagayan de Oro City, Malolos City, Baguio City and Dumaguete City placed fourth to tenth on the list respectively.

In addition to naming the Top 10 BPO locations, the NWC evaluation also moved Angeles-Clark from Next Wave City status to an Established IT-BPO Hub, joining Metro Manila and Metro Cebu. Metro Cebu and Metro Clark were also recognized as Centers for Excellence.

The general criteria of the 2010 NWC scorecard are the availability of graduates and workers, infrastructure, cost, and business environment. These criteria were further broken down to consider relevant factors such as the presence of higher educational institutions, capacity to absorb new employment requirements, quality of roads, access to domestic and international air travel, the presence of fiber-optic network providers, availability of property sites, cost of labor and office space, regulatory fees and taxes, vulnerability to natural disasters, reliability of utilities, the peace and order situation, and the presence of PEZA-approved facilities and ICT councils.

In a short presentation during the event, CICT Secretary Ray Anthony Roxas-Chua III noted the importance of the IT-BPO sector to the continued growth of the region. Chua pointed out that the sector had not only recovered from the global financial crisis, but was still growing and providing more jobs that allowed workers to stay in the Philippines.

BPA/P CEO Oscar Sañez followed up with another presentation on managing IT-BPO growth through the NWC initiative. He noted that the availability of qualified and competent local talent was still the most important factor for choosing the Philippines as an outsourcing location.

Officials of Dumaguete City and Negros Oriental were assured yesterday of reliable and stable power supply for the Negros Oriental Electric Cooperative 2 beginning December 26 by the Energy Development Corporation-Green Core Geothermal Inc.

The power contracts of NORECO 2 and other electric cooperatives with the National Power Corporation-Power Sector Assets and Liabilities Management Corporation will expire December 25.

Officials of EDC and its subsidiary, Green Core, and NORECO 2 Tuesday signed the power supply agreement on the sale of 25-megawatts of power to the electric cooperative for five years, with the contract renewable for another five years, after almost a year of negotiations.

James Fontelo, chairman of the NORECO 2 Board, said he considers the contract signing a momentous event.

He thanked the House representatives of the province, provincial and city officials, consumers, and the business sector for their help and support that led to the power sales agreement.

Aside from EDC-GCGI officials, also present during the contract signing were Gov. Agustin Perdices, NORECO 2 officials led by the general manager, Ephraim Taclob, Rep. George Arnaiz (Neg. Or., 2nd District), Dumaguete Mayor Manuel Sagarbarria, business sector representatives led by Ed Du, president of the Negros Oriental Chamber of Commerce and Industry, and other sectoral representatives.

Tantoco said that on the first hour of December 26, EDC-GCGI will immediately switch on its connection to NORECO 2.*JFP

Philippines optimistic of meeting 3.3 million visitor arrival this year

MANILA, Philippines (Xinhua) -- The Department of Tourism is optimistic that its 3.3 million visitor arrival target for 2010 will be met.

Visitor arrival between January and October hit 2.84 million, a 15.85 percent increase over the same period last year.

"Growth in some markets boosted the performance vis-a-vis last year's. We are looking at roughly an additional 455,000 tourists which November and December as traditional peak months can deliver," Tourism Secretary Alberto Lim said today.

Lim said they're upbeat about more visitor traffic for the two remaining months given their continued promotion of the Philippines as a key tourism destination. Tourism officials market the Philippines in major institutional travel and consumer fairs and regularly conduct sales missions overseas.

At the same time, to ensure the safety of the tourists, Tourism Undersecretary Ma. Victoria V. Jasmin said the goal is to see a 2, 000-strong tourist police force by 2011. The tourist police force will be responsible for the safety and security requirements in the top 14 tourist destinations: Manila, Cebu, Zambales, Baguio City, Davao City, Boracay Islands, Puerto Princesa City, Bohol, Ilocos Norte, Negros Oriental, Camarines Sur, Cagayan de Oro City, Camiguin and Cagayan Valley.

dumaguete can absorb bacong, sibulan, and valencia as part of the city. cebu city already did that. busay, mabolo and pardo were once municipalities but are now part of cebu city.

Yeah...... Not only Sibulan, Bacong and Valencia but also Dauin and San Jose are the Municipalities that were included in the plan.

Isn't Roxas City bigger than Dumaguete? It's amazing that both Bacolod and Dumaguete are able to outperform other places even though they aren't even a regional center and despite of the lack of famous tourist destinations.

Great stats for both Negros Occidental and Negros Oriental.

Dumaguete City is indeed a small yet big in terms of investments, awards and has a lot to offer for our visitors......

Taken a while ago. Not one single parking slot is available around the mall. Most are already parked outside the mall premises... And that is already at the rear portion of the mall parking facility.. How much more at both sides and at the front.... Double parking na man gani na... Believe me...... But I know you guys will..:lol: It's a common scene in RPD.. :ohno:

I really hope that Camella in Dumaguete would be better than the one in Bacolod. Gi ingnan ko sg kasin ko sa didto na ang sa Bacolod malapit gyud sa old city dumpsite. Murag 500 meters lang gikan sa dumpsite paadto sa main gate of Camella Bacolod. Hipsan lang sang mga broker para dili mualarma ang mga buyers.

Anesthesiologist Dr. Rico P. Absin credits his child-like obsession with Christmas to his late mother, Doña Alicia Pañares Absin, who loved to decorate her home for the holidays.

It was in 1988, his first Christmas without her, when Dr. Absin started decking out his Spanish-styled ancestral home in Dumaguete City with all things Christmas, so much so that it practically lit up the entire block.

That was all of 22 years ago. Since then, Dr. Absin's Christmas House has gone through hundreds of kilometers of Christmas lights and opened its doors to countless visitors from all over the country and the world.

Everyone is invited — especially those who haven't quite gotten into that Christmas spirit yet — to drop by Dr. Absin's Christmas House on 143 Hibbard Avenue (the road that leads to Silliman University) in Dumaguete.

When asked how he could open his house to strangers year after year, the always amiable Dr. Absin laughs and says he draws inspiration from his guests' enjoyment, their looks of wonder and awe.

Dumaguete bags title in Sayawit

Dumaguete City was champion in the Grand Sayawit Festival, during the Pasko sa Sidlakan Ko 2010 celebration recently, at the Sidlakang Negros Village in Piapi, Dumaguete City.

The festival attracted spectators from the different parts of the province, and the Sidlakang Negros Village Auditorium was jampacked with people witnessing the Christmas presentations of six contingents.

Dumaguete contingent included students of the Negros Oriental State University led by music conductor and trainer Jeremiah Perez, a known trainer of the Vox Orphanurom Children’s choir in Negros Oriental.

Dumaguete received a cash prize of P30,000 and a trophy.

Bayawan City placed second with its elegant and unique interpretation of the Christmas Carols. The group received P20,000 and a trophy.

The third placer Amlan town received P15,000 and a trophy.

Other Grand Sayawit Festival participants were Canlaon City, Valencia and Pamplona municipalities. Non-winning participants also received a consolation prize of P5,000 and a certificate.

Vice Gov. Roel Degamo congratulated and thanked all the participants for taking extra effort in giving quality and entertaining Sayawit Festival.

The festival is an annual activity of the provincial government, which aims to maintain the cultural heritage of the Filipino people, by celebrating Christmas through dance and music.*MA

Noreco 2 assured of reliable power

Officials of Dumaguete City and Negros Oriental were assured yesterday of reliable and stable power supply for the Negros Oriental Electric Cooperative 2 beginning December 26 by the Energy Development Corporation-Green Core Geothermal Inc.

The power contracts of NORECO 2 and other electric cooperatives with the National Power Corporation-Power Sector Assets and Liabilities Management Corporation will expire December 25.

Officials of EDC and its subsidiary, Green Core, and NORECO 2 Tuesday signed the power supply agreement on the sale of 25-megawatts of power to the electric cooperative for five years, with the contract renewable for another five years, after almost a year of negotiations.

James Fontelo, chairman of the NORECO 2 Board, said he considers the contract signing a momentous event.

He thanked the House representatives of the province, provincial and city officials, consumers, and the business sector for their help and support that led to the power sales agreement.

Aside from EDC-GCGI officials, also present during the contract signing were Gov. Agustin Perdices, NORECO 2 officials led by the general manager, Ephraim Taclob, Rep. George Arnaiz (Neg. Dumaguete bags title in Sayawit

Dumaguete City was champion in the Grand Sayawit Festival, during the Pasko sa Sidlakan Ko 2010 celebration recently, at the Sidlakang Negros Village in Piapi, Dumaguete City.

The festival attracted spectators from the different parts of the province, and the Sidlakang Negros Village Auditorium was jampacked with people witnessing the Christmas presentations of six contingents.

Dumaguete contingent included students of the Negros Oriental State University led by music conductor and trainer Jeremiah Perez, a known trainer of the Vox Orphanurom Children’s choir in Negros Oriental.

Dumaguete received a cash prize of P30,000 and a trophy.

Bayawan City placed second with its elegant and unique interpretation of the Christmas Carols. The group received P20,000 and a trophy.

The third placer Amlan town received P15,000 and a trophy.

Other Grand Sayawit Festival participants were Canlaon City, Valencia and Pamplona municipalities. Non-winning participants also received a consolation prize of P5,000 and a certificate.

Vice Gov. Roel Degamo congratulated and thanked all the participants for taking extra effort in giving quality and entertaining Sayawit Festival.

The festival is an annual activity of the provincial government, which aims to maintain the cultural heritage of the Filipino people, by celebrating Christmas through dance and music.*MA

Anesthesiologist Dr. Rico P. Absin credits his child-like obsession with Christmas to his late mother, Doña Alicia Pañares Absin, who loved to decorate her home for the holidays.

It was in 1988, his first Christmas without her, when Dr. Absin started decking out his Spanish-styled ancestral home in Dumaguete City with all things Christmas, so much so that it practically lit up the entire block.

That was all of 22 years ago. Since then, Dr. Absin's Christmas House has gone through hundreds of kilometers of Christmas lights and opened its doors to countless visitors from all over the country and the world.

Let’s take the initiative to sell Negros Island as a tourism destination on our own, rather than rely on the national government for help, Negros Occidental Gov. Alfredo Marañon Jr. said yesterday.

Marañon, who addressed the Negros Initiative Presentation Conference at the Capitol in Bacolod City, also stressed the importance of selling Negros Oriental and Occidental as one island.

We have a lot of work ahead of us, it is hopeless to rely on the national government for help because the bureaucracy in Manila is terrible and will only be a hindrance to our development, he added.

Lines.. Lines.. Lines... I thought it would be better to shop at RPD dept store than in LSP to save time. But nooooo.. The lines and crowd are as bad as in any major dept store / mall in the city. RPD even added 6 cashier booths in their dept store to accomodate last minute shoppers..

Was just trying my Photoshop skill, but seriously I am wondering why they painted that wall blue, maybe for blue chip :)...Blue is the color of big money, and it was proven in a survey by the AIM that Dumaguete has the biggest money circulating among cities in the country with less than 200,000 population. Some of the officers of the BSP here are my friends, and they hinted that this BSP branch here could be one of the biggest in terms of floor area... In fact, I saw sometimes that money shipped to the city are contained in sea vans, with convoys of those large black armored Ford vehicles. The latter's appearance is intimidating, if not frightening, scaring off the robber's mentality in us :lol:...

I was told that construction of the BSP building will be done in six months as the contractor from Manila will employ hundreds of construction workers working in several shifts in a 24-hour day work schedule. They are planning to open BSP Dumaguete in July this year. If the schedule is met this will be quite a feat as the land area is quite big, almost a hectare in size. This should look like a mall when finished considering its large size for a bank building...

Let’s take the initiative to sell Negros Island as a tourism destination on our own, rather than rely on the national government for help, Negros Occidental Gov. Alfredo Marañon Jr. said yesterday.

Marañon, who addressed the Negros Initiative Presentation Conference at the Capitol in Bacolod City, also stressed the importance of selling Negros Oriental and Occidental as one island.

We have a lot of work ahead of us, it is hopeless to rely on the national government for help because the bureaucracy in Manila is terrible and will only be a hindrance to our development, he added.

The conference participants were told that the Negros Initiative will serve as a guide for conservation, social responsibility and sustainable tourism best practices, meant to be a tool for community business, local government units and all tourism entrepreneurs to adopt.


One good way of promoting tourism using our own initiative is this. Get a bunch of different songs which are really popular, then use moviemaker to put vidz or sliding pics to the music, and post on youtube, letting everyone know that the place in the vidz is Dumaguete. Especially songs that have more than 1 million viewers or more.

Talking of the city's chance of becoming an HUC, what about the new Dumaguete Diversion Rd? There are vast empty lands along that area which could become prime commercial and business lots, which will most likely have housing built close to it. I know, coz I use that road a lot (even though its just currently a narrow 8m wide batchy road as of now. From Bajumpandan, Talay, and Cadawinonan especially, there is vast land waiting to be developed. Just look at Google maps and see for yourself the empty spaces.

Another way of creating space would be to use space above the roads, such as the convention center has already done, or Megamall in Mandaluyong, over Vargas St. Maybe SM could do the same here when they start...

BTW, going to church this morning, I noticed from EJ Blanco West, the building behind Caltex near Eterna is progressing. It looks big from EJ Blanco. Is it STI?

From Christmas House to Emerald City

IMAGINATION is certainly something the camera-shy Dr. Rico Absin has a lot of.

For the last 22 years, people from Dumaguete City and Negros Oriental (to include some visitors from other parts of the world) would see his mental images come to life in his mansion in Barangay Piapi every Christmastime.

First-time visitors can easily tell they have found the right place because of the many people milling outside the fence to gawk at his brightly lit home, which locals now call the Dumaguete Christmas House.

From a distance, one can easily make out the lighted outline of Santa Claus being pulled by his nine reindeer—Rudolph, Dasher, Dancer, Prancer, Vixen, Donder, Blitzen, Cupid and Comet—atop the dazzling mansion where Absin lives all by himself.

These decorations, along with thousands of other bright and dazzling colored lights and Christmas trees, fill Absin’s house every Christmas season.

“I actually start decorating in September,” says Absin, a practicing anesthesiologist at Silliman Medical Center, although the lights are switched on only in December.

He spends the entire year buying decorations to add to his existing collection. Whenever he is in Manila, Absin never misses the chance to visit Dapitan Arcade, which sells Christmas decorations as early as February, the SM malls, and the shops in Divisoria and Binondo districts.

The theme

Each Christmas brings out a new theme. He once transformed his place into a castle where the likes of Cinderella, Snow White and other fairy tale creatures, came to life.

For this year, Absin has converted his home into the Emerald City, inspired by the 1939 American musical fantasy film Wizard of Oz.

“We’ll be playing songs like ‘Somewhere over the Rainbow,’ ‘If I were King of the Forest’ and other favorites,” Absin reveals.

He is even rushing a replica of Wizard of Oz star character Dorothy’s ruby slippers, which will be prominently displayed at the center of his elaborately decorated dining table, where his antique silverware are laid out for an elaborate feast, complete with the names of guests and the menu on each plate.

For this replica of one of the world’s most expensive pair of shoes, Absin is having a pair of his late mother’s shoes wrapped in sequins.

“My mother left so many shoes that I’m now thinking of just displaying them altogether,” he says.

While Absin loves seeing people enjoy the beautiful decorations which also fill every room of his home, he prefers to occasionally disappear from view.

“I hide. I don’t want my guests to be intimidated by my presence,” he says.

With his expanding collection, Absin now finds it necessary to employ more people to ensure that the decorations are maintained. For this, he has 15 workers, who get paid out of the entrance fee.

Christmas morning breakfasts

But aside from admiring the decorations they may never get to see in their own homes, children get a special treat on Christmas Day.

“I’m ordering 500 McDonald’s breakfasts for the children on top of some donated toys and gift items, such as bags and pencils,” Absin says.

The breakfast is partly funded by fund-raising dinners arranged by his friends.

Indeed, as more friends and donors get involved in this project, the Dumaguete Christmas House tradition could only get bigger with each year.

“It’s tedious, but it’s fun,” Absin says, “and the people of Dumaguete look forward to this.”

Windsurfing clinic promotes clean living

“Stay Clean” was the theme of a free windsurfing clinic for Dumaguete youth held at the Rizal Blvd. last weekend, Dec. 11-12.

The clinic gathered youth from Dumaguete at the Dumaguete Press Club and offered an opportunity to try and learn windsurfing and stand up paddling with an emphasis on staying clean.

“This event is all about staying clean,” said Reynald Dote, one of the organizers of the event. “The experience of physical fun without drugs or mind altering substances is keeping the body clean and using only the wind to power the windsurfer is keeping the environment clean, these are lessons so important to the youth today.”

The two-day event began with an orientation to the techniques and skills of windsurfing and stand up paddling provided by Starboards Philippines, who co-sponsored the event with One350, an alliance of environmental advocates in Oriental Negros.

Starboards Philippines provided the equipment to give the youth the rare opportunity to experience windsurfing and stand up paddling. “We are a company hoping to sell a product”, said Jojo Jareno of Starboards Philippines, “but at the same time, we are a company with a conscience to promote a Philippines where our youth are healthy and their environment is sustainable, this is more important than selling one or two boards”.

Everyone had fun on the beach beside the Dumaguete Press Club where all were given the chance to work on the practical skills of windsurfing and paddling.

“This is amazing,”said Ann Cale, participant and member of Oriental Negros Mountaineering Council. “This is a sport that is not available here and now here we are trying it in Dumaguete.”

The day also presented a stark reality that all is not right on the Boulevard. “The smell in the water made me feel like I was swimming in a septic tank,” exclaimed volunteer windsurf instructor Cobbie Palm. “We have good people running this City; we will push them to produce a good campaign on cleaning up Dumaguete and helping the youth ‘stay clean’.”

A culminating highlight was a closing program at Hayahay where pictures of the day and stories of the experiences where shared and presented.
“This is a breakthrough in environmental advocacy,” said Zephanie Danieles, coordinator of One350, in her closing remarks. “Joining hands with Starboards Philippines has provided us the opportunity to take the advocacy “Stay Clean” to the youth with windsurfers, paddle board instructors, all promoting clean fun, clean living, and a clean world.”

Green Core Geothermal Incorporated is now the main supplier of electric power to the consumers of the Negros Oriental Electric Cooperative 2 from Pamplona to Basay following the sealing of the P460 million annual deal to last ten years.

Mr. Richard Tantoco, President and Chief Operations Officer of GCGI, claims that the problem of frequent power outages will be significantly minimized with the entry of his company.

Under the deal, Green Core will supply 25 megawatts while KEPCO of Naga Cebu will provide 16 megawatts, thus enough to meet the 41 baseload requirement of the electric cooperative according to James Fontelo, Chairman of the Board of Directors.

Green Core also pledged that during a power crisis or shortage, it shall automatically supply 25 percent of its total generation output to NORECO 2 as provided for under the EPIRA Law.

IT company sees Zamboanguita boom with Internet

Not a few visitors to Negros Oriental are often surprised at getting reliable internet service even in areas far from Dumaguete, such as the popular beach resorts in Dauin and Zamboanguita.

The technology is made possible by a point-to-point wireless connection from a Dumaguete-based company called IT Qest.

With its motto Here, there, everywhere--we connect you anywhere, IT Qest promises to bring quality internet service anywhere the other internet providers can't reach.


IT Qest CEO and Chairman Fred Dael says they usually provide anywhere from 386 kBps (Kilobits per second) to 1.5 MB/s, although they may soon provide a 6 or 12 MB/s line to a client based in Tanjay city.

To serve their clients, IT Qest gets lines from Globe, a company which merged with Islacom, which Dael once headed. We're negotiating with PLDT to be the equal provider in Tanjay so we could bring jobs to people in the outer fringes of Dumaguete City where we get our social impact, Dael said.
Established only last June 2010, their advantage as a company, Dael says, is that we know the operators so we can provide the service.

Dael also looks forward to further improving internet connections for their clients in Zamboanguita after last week's tapping of a fiber optic cable splice in Zamboanguita.

No less than Zamboanguita Mayor Kit Marc Adanza is excited over this development as it promises to boost business opportunities in his town. We can now host call centers and banks may open ATMs here in our town! he exclaims.

By January, IT Qest hopes to make a stronger presence in Siaton, 50 kilometers south of Dumaguete, where it already has some clients.

FU investments at all time high

When Foundation University says it means business, this is not just empty rhetoric. Figures over a 15-year period show that the University walks the talk.

From a mere investment of P105,761 for the upgrading of school facilities in school year 1994-1995, the University had been steadily plowing back millions of pesos into improving the campus buildings and grounds, buying land and equipment, which reached P22,041, 131.18 in school year 2008-2009 alone.

We're a non-stock, non-profit and non-sectarian University so whatever financial margin we make goes back into improving the campus, said Victor Vicente G. Sinco, vice president for finance and administration.

The goal of the entire makeover, he said, was to create an academic environment. It is supposed to be transformative to a point that you think about something but not to the point of being annoying, he said.

Sinco, who spends half his time as an architect based in Hawaii, has also been responsible for redesigning the entire campus starting in 1996 when he started visiting his father, Leandro, who came two years earlier to be university president.

Changes
I came three times in 1996 and in 1997 did some sketches. The library was the first building to have minor renovation. The second one was the social garden, which used to be the volleyball court. The grade school was the third project, followed by the College of Law, Sinco recalled.

The grade school joined the High School at the North Campus, where all sports activities were also based. We had to get rid of all the sports here and transferred to the north campus to create a real academic environment on this side, Sinco said.

As the University couldn't afford to cool all the buildings with air conditioners, Sinco brought back tropical designs and provided better ventilation. He made larger windows, larger eaves and put fans in every classroom.

In the 60s, the buildings were nice. But in the 70s and 80s, some changes were introduced and some buildings became ugly. So I just removed the changes and brought them back to the original design and then some, Sinco said.

The university also acquired 3000 square meters of land by the North Campus to convert what was the College of Agriculture's demonstration farm into a ballfield.

The University gymnasium was added in 1998.

Boom

As the improvements could not interfere with classes, work had to be perfectly timed, which was a surprise for many students and faculty alike. Dr. Lilian Sumagaysay, dean of the College of Arts and Sciences and acting dean of student affairs, could hardly believe her eyes. I was shocked by what I saw--in a semester's time, the Arts building was transformed from a one storey building into a three-storey building!

But working with whatever money was available left much to be desired. When my father was alive (the elder Sinco passed away in 2003) we had one major improvement every year, Sinco said. With the introduction of the development fee, we could come up with two or three improvements because the money was available.

The convocation hall was renovated out of borrowed money and the mini-gym beside it was transformed to the IT Center in 2004.

For Dr. Eva Melon, the university vice-president for academic affairs, the campus of today is a different one she first saw in 1975. We didn't have what we have today. Our parade grounds then were very brown. Now they're green.

As an administrator, Melon also saw the improvement in the university's communications system. There were only two phones back in 1975. We had to stand outside a building to speak on a phone that was passed through a window. With the introduction of the IT phone system in 2005, we suddenly had one phone in each department. We even have four Voice-over Internet Protocol (VOIP) lines and a 1-800 number!

Information Tech

The fully internet-connected and WiFi campus made inter-personal communication a lot easier. Paperless communication became the norm with email. Enrolment procedures have also been simplified with the online kiosks.

Now, the university is using information technology to harness their students potential from grade school to graduate school.

In my class, I ask my students if they prefer the traditional method of teaching or if they prefer to meet online, said Dr. Julhusin Jalisan, dean of the College of Business Administration and faculty of the Graduate School.

If they prefer to do online classes, all they need to do is to log in within the week, he said.

The push for IT, Sinco said, is inspired by the Massachusetts Institute of Technology (MIT) system, which not only has their courses online but also their reading assignments.

In some areas, Sinco said FU is at par with US universities, though may be behind in some areas. But we're not different from other universities in the Philippines.

Sinco said FU is building its physical plant on the digital side to expand its borders. It would probably be cheaper for the students who are far from the university because they could save on transportation costs.

We are looking at online education but we just have to find a way to identify the users, Sinco said.

Renaissance
The Foundation University Renaissance, as the improvements initially introduced by the late Pres. Leandro Sinco are called, is indeed changing many ways of doing things on campus.

Multimedia classrooms are in place. These are more than audio-visual rooms, Sumagaysay said, there are digital overhead projectors so teachers don't need acetates--they just put the books under the camera and the image is flashed on screen. There are three multimedia classrooms in the AS plus two more at the James Herring multi-media center.

The traditional way of teaching before was everything was in a classroom, lecture and lab. Before the only labs we had were the science labs. Because we created more labs, we ran out of classrooms so we had to move out of the buildings, Sinco said.

He said that at the rate the University is adding more laboratories, it won't be long before they run out of classrooms.

Restrooms

The university also takes pride in its spanking clean and odorless restrooms, which have convinced not a few students to make Foundation University their school of choice.

The restrooms used to smell so bad, Sinco recalled. We tried all sorts of things. We came out with water saver devices and flushers for the urinals and it helped. But part of the problem that we couldn't fix was the vandalism--we were finding sandwiches in the toilet tanks and napkins were placed wherever there was a hole.

One day, Sinco thought of having the restrooms painted. He showed Hersley-Ven Casero, a talented student who now teaches at the Department of Fine Arts, of the work done by a Hawaiian artist and he tried it.

The result was expected -- vandalism had been reduced to a minimum level. If people know that Hersley has a personal hand in the restrooms, there's no vandalism, Sinco said.

Each restroom has a different theme and to ensure that it's kept clean with a continuous supply of soap, water, toilet paper and is adequately ventilated, students pay a subsidy of two pesos for the posting of a working student outside the restroom.

Security

For the moment, the University uses an RF id system which requires students to swipe in and out. But Sinco says he is still on the lookout for WiFi RF ids that will enable the school to locate people on campus.

The ID card, Sinco explained, is supposed to be a smart card. The parents may load it with money which the students may use to transact at the cafeteria or the business office, but we haven't done it yet. We don't have to change the program anymore. We just add to it.

Future
IN THE PIPELINE ARE MORE BUILDINGS IN THE NEXT FIVE YEARS TO ACCOMMODATE MORE LABORATORIES AND CLASSROOMS. SINCO EVEN HAS A DREAM OF ESTABLISHING A 20-HECTARE CAMPUS IN THE TOWN OF VALENCIA. IT'S DOABLE. WE JUST HAVE TO DO IT IN SMALL BITES AT A TIME.

Me too....

As far as I know...the 5 year tax holiday is only applicable to KPO/BPO.... Robinsons being the first in the city I guess and I believe is enjoying to the tax holiday...but I am not so sure....

Robinsons does not pay tax as an individual entity or as a company.. each tenant affiliated in the mall is the one that pays tax.. thats what my father told me.

Degamo merely enforcing un-implemented rules

Vice-governor Roel Degamo clarified that he is not formulating new rules in the provincial government but is merely enforcing old rules that have been un-implemented by accountable officials. Degamo stressed that he is not issuing new directives while Governor Agustin Perdices is absent but is strictly enforcing rules for the sake of consistency.

Some department officials appeal to “uninformed critics to welcome and cooperate for a uniform implementation of house rules instead of sowing disunity.”

One example of an unimplemented rule is the requirement for government vehicles to be parked inside the Capitol motor pool after office hours. In his memorandum, Degamo stressed the need for the employees and officials to secure a travel order and trip ticket. The directive was issued while Degamo was acting Governor and it was never revoked by Perdices when he re-assumed the post.

The Vice-governor noted that there were many instances when government vehicles are used way beyond office hours for transactions and trips that are personal and not sanctioned by the administration. (By Dems Demecillo)

Decrease in firecracker-related incidents noted in Central Visayas

CEBU CITY, Philippines — Aggressive and early campaign in precautionary use of firecrackers during the holiday season has so far resulted in only 13 cases of incidents related to pyrotechnics, according to the Department of Health (DoH) in Region 7.

In comparison, DoH7 Regional Director Susana Madarieta said last year, during a period occurring between December 24 and 26, 18 the agency recorded some 18 cases.

Of the 13 cases so far recorded this year, six happened in this city, two in in Mandaue City, three in Lapu-Lapu City, one in Lilo-an town and one in Negros Oriental province.

“We are happy that the cases continue to drop as we thank the local government units (LGUs) and the police for strongly helping us with the Iwas Paputok campaign,” said Madarieta.

To recall, 30 cases were recorded by DoH7 in 2008, with the number dropping to 18 last year.

Madarieta said the 13 firecracker-related incidents reported so far in the current year were not major cases.

Moreover, she said, “No reports of injury from stray bullets have been recorded, unlike last year when there were two such cases.”

Meanwhile, the DoH has lauded efforts of some LGUs pertinent to the ban on the selling of firecrackers on sidewalks. In past years, such products were sold on the streets even if the vendors were without the necessary permits.

The vending of firecrackers in Cebu City are currently limited in LGU-designated firecracker zones, in an effort to prevent damages and injuries of the kind that happened in previous years.

DoH7 officials have also announced that hospitals in the city will be in code white alert in preparation for the New Year celebration when firecracker-related incidents tend to rise higher compared to during Christmas time.

The code white alert situation was on December 24 and 25 and will be effective again on the 31st December and the first day of the year, January 1, 2011. The alert is usually declared when a mass gathering or a national event is held in the city.

In a white alert situation, medical teams will be ready for deployment to respond to a mass casualty incident or when local government units request for their assistance while hospitals will be ready with manpower like general and orthopedic surgeons, operating room nurses and internists.

PLDT BPO company to hire more Filipinos

SPi Global, the business process outsourcing arm of the Philippine Long Distance Telephone Co., will employ more Filipinos to support its projected 14-percent revenue growth in 2011.

“Our strategy is to bring the jobs to the people; what we have done is to provide opportunities to provincial locations like the Dumaguete and Iloilo. Expansion of our Dumaguete site is ongoing,” said SPi Global chief executive officer and president Maulik Parekh on the sidelines of its 30th anniversary celebration, a government press release said.

Since it is a global company with Filipino roots, Parekh said, majority of employees the firm intends to hire will come from the Philippines while others from Vietnam, India, United States and Europe.

At present, the $200-million firm has more than 14,000 employees globally delivering a wide range of knowledge process, customer relationship and health information management outsourcing services to more than 500 clients. It has offices and facilities across North America, Europe and Asia.

SPi Global is the largest Filipino-owned BPO company housing 11,000 employees in the Philippines, 8,000 of which servicing its eight Luzon sites.

Parekh said expansions coming from all BPO businesses under the SPi Global umbrella will support next year’s 14-percent growth target that could be translated to $20 to $30 million additional revenues for the company.

“We also actively looking at expanding in Latin America,” he said.

To achieve target revenue growth, Parekh said, SPi Global will expand partnerships with existing clients and aggressively market its outsourcing services in the US and Europe.

“Two-third of our revenues come from non-voice (outsourcing services), many people do not know that. The unique characteristic about of our company is how we differentiate ourselves. We are the number one company in the world that can provide end-to-end solutions starting with voice service and providing all back-up services as well,” he stressed.

The 30-year-old company this year integrated its two strong and complementary organizations –Spi Technologies and ePLDT Ventus, bringing together recognized expertise in knowledge process, customer relationship management and healthcare information management services.

Parekh further said they successfully launched their new brand name SPi Global as an acknowledged member of the PLDT group of companies.

“Our 30th year in the industry was a good one and we are looking forward to an even better 2011 in terms of growth and expansion for SPi Global," he said. "Our goal in the next three years is to really get back a double-digit growth rate.”*PNA

Green Core Geothermal Incorporated is now the main supplier of electric power to the consumers of the Negros Oriental Electric Cooperative 2 from Pamplona to Basay following the sealing of the P460 million annual deal to last ten years.

Mr. Richard Tantoco, President and Chief Operations Officer of GCGI, claims that the problem of frequent power outages will be significantly minimized with the entry of his company.

Under the deal, Green Core will supply 25 megawatts while KEPCO of Naga Cebu will provide 16 megawatts, thus enough to meet the 41 baseload requirement of the electric cooperative according to James Fontelo, Chairman of the Board of Directors.

Green Core also pledged that during a power crisis or shortage, it shall automatically supply 25 percent of its total generation output to NORECO 2 as provided for under the EPIRA Law.

Local businessmen and Dumaguete City Mayor Chiquiting Sagarbarria are optimistic that this development would entice more investors and boost the local economy. However, 2nd District Rep. George Arnaiz urged the public to be prudent in the use of electricity to save on costs and bills.

Despite the budget cuts for State Universities and Colleges (SUC) all over the country, Negros Oriental State University (NORSU) system is acting like Santa Claus this Christmas after its Board of Regents (BOR) approved the resolution authorizing the university to disburse more or less P 40, 000 for its full-time faculty and staff members as their allowance and year-end bonus.

The NORSU BOR, the highest governing body of the institution, has approved Board Resolution No. 34 series of 2010 during its board meeting last December 3 appropriating P 30, 000 for the school’s full-time faculty and staff members.

Dr. Henry A. Sojor, NORSU president and BOR vice chair, said that the P 30, 000 will serve as Economic Relief Allowance (ERA) for every full-time faculty and staff and P 7,000 for every part-time instructors and job orders. He also said that all full-time faculty and staff members will also receive P 10,000 as their Performance Enhancement Incentive (PEI).

The difference between condo and apartment are quite hazy and sometimes blurring, but generally you have more ownership and stay longer in a condo because it has more amenities such as kitchen, etc. You stay shorter in an apartment. Perhaps you know about a hotel, but sometimes a hotel is provided with amenities that would make you want to stay longer such as the ability to cook your own food. Or maybe the owner of the condominium rents out the place to transient dwellers, then that becomes a condominium/hotel (condotel).
