If you are to choose, having this Unitop and having an SM mall, or not having this Unitop and no SM too, which would you choose :)...

I vote for having an SM Mall and a Unitop Supermall :lol: At least daghan na ang malls sa dumsville.

^^SPi is surrently expanding the Dumaguete site. SPi in Bacong town will be transfer to Dumaguete within this year... :)

Im just curious why SPI started operations in Bacong. Was it due to the 3yr ban issue?

Remember Qualfon? I heard a news when I was in Dumaguete that the company is not in the brink of bankruptcy and sooner or later that the company's name will be on extinct. Primary reason is the delay of releasing of employee's salary and recent pull-out of account which may result in reducing its workforce.

But here is the intriguing part, Qualfon will sell its shares or even equity to... SPi either this year or next year... :)

Out of all the Shop and Dine threads here on SSC PH; personally, I find Dumaguete's restaurants and eateries the most interesting and the most diversified outside of Metro Manila. I think that's attributed to the cosmopolitan atmosphere the city exudes with its large expatriate community. :okay:

I do agree with you sir. Customers no longer look at quality products instead they are tempted with its low price and can't even check quality. thats why unitop survives and damn expanding. :nuts:




We should encourage the city council to enforce the 'International Standards' law. That way, not only will the new unitop not open; but the original one would close. Why? Because not one thing they sell would pass the International standards law. Not only do I not want to see the new one not open, I would like to see the original one close. Poor people usually use it, because the prices are low; but they don't realize that in a couple of weeks, whatever they buy will no longer work.

We bought a soldering iron from there, as soon as it got hot, it blew up because the solder connecting the iron to the mains melted. We bought joysticks for games for a console, and within 10 minutes they were both broken. Pagkaugma, we replaced them, and again, 10 minutes after they too were broken. When we went to replace them the third time they said we could no longer replace them after this. Lo and behold, after 10 minutes of use, they too were both broken. So, instead of saving money because they were cheap, we actually wasted money.

Yeah it was.. TELETECH still holds exclusivity over Dumaguete that time..

Nope SPI came here before TELETECH....SPi was the first BPO company that was stablished here in the City that was in 2004....it is all because of Mr Dael..I know you know him. They started their operations in Bacong because "Bravo" the owner of the lot is I guess a close friend of the owner of SPI before (not sure...pero ingon sila).....

Naa ongoing construction inside ani nga bldg....as far as I can remember mao ni siya ang Discohan sauna and I forgot the name....na close siya tungod kay ni protesta ang mga sillingan nga balay.....same with Orient Garden before sa Hermie Bldg.....na close kay ni protesta ang mga sillingan.....

I don't have any idea if this is going to be a hotel or a resto bar....can anybody confirm this..

Nope SPI came here before TELETECH....SPi was the first BPO company that was stablished here in the City that was in 2004....it is all because of Mr Dael..I know you know him. They started their operations in Bacong because "Bravo" the owner of the lot is I guess a close friend of the owner of SPI before (not sure...pero ingon sila).....

SPi came in first while the city was waiting for the commencement of the supposed to be "first callcenter facilities outside Metro Manila and Cebu" (Epixtar, which went bankrupt), which never materialized...So Teletech came, and I guess a better option. But the first mover lock in period made the move quite disadvantageous...

On the sides, it's only now that I know that Bruno Mars (Peter Gene Hernandez) is a Filipino: http://en.wikipedia.org/wiki/Bruno_Mars. And he's really cute. At first I thought he is a Michael Jackson lookalike...

DUMAGUETE CITY, Jan. 20 (PIA) -- The business process outsourcing (BPO) industry here is urging new graduates who are potential BPO workers to work in the local companies instead of leaving to seek employment in BPOs in Cebu and Manila.

The lure of working in big cities have been drawing graduates away from the university town, causing concern among local BPO companies who noted a drop in the number of local applicants.

The BPO companies here have banded together to conduct a roadshow to inform students about the perks of working for local companies. “We want to let them know that although the salary rates in Manila and Cebu might look attractive, in the end, working here is still the better alternative,” said Suzanne Lu-Bascara of Spi Global based in Bacong town.

Bascara disclosed that a group of human resource representatives from the BPO companies here met to compute the expenses of a BPO entry level hiree in Dumaguete versus that of those in Manila based on the actual basic salary rates. It was learned that an entry level worker would spend only 30% here of what she would have spent for rent in Manila, 40% to 50% for food if she eats outside her home and 50% for transportation costs.

An entry level BPO worker in Manila only get to save 20% to 25% of her salary and this excludes recreation expenses. “When you're in Manila, with all the clubs and things to buy, your 25% becomes negative and you will max out your credit card,” said Bascara.

She said that most of the employees who left their jobs here to work in Manila come back with “horror” stories of what happened to them. “They have been robbed, they were living in squalid conditions and they realized that coming home is the better alternative,” she said.

The acceptance rate of local applicants in BPO companies here have declined in the last few year.

Dana Fortunato of Student Universe described the acceptance rate in the province as “very low”, from 50% acceptance rate out of a hundred applicants some 2 years ago to what is now lower than 10%.

On the other hand, the industry's attrition rate – workers leaving or getting fired – has been on the rise. From a 2% attrition rate four years ago, it is now fast approaching 10%, said Fortunato during the forum held by the Philippine Information Agency here.

The BPO industry here launched their campaign to attract more applicants as the industry will need 2,115 fulltime employees for 2011.

Fortunato said there is a need for the industry to work with the schools and the local government units (LGUs) in the province to fill the industry's employment needs by the end of this year. “We want to get the workers locally without having to look outside the province,” she said.

The group is scheduled to meet with department heads and councilors from LGUs to discuss their concerns followed by BPO site tours. They also plan to meet with schools officials to address what the companies observed as a dip in the quality of applicants in terms of English communication and computer literacy skills.

“There are young kids who say they are computer literate yet they don't even know how to save a document. They know how to Facebook and play online games but don't know how to work with Excel,” said Fortunato.

Bascara added that some positions in SPi Global, a knowledge process outsourcing and customer interaction service provider, require fast typing skills. “We found out that the schools have phased out typing 101 and people are now using 2 or 3 fingers when they type on the computer,” she noted.

BPOs in the country is part of the information communications technology industry (ICT) dubbed as the “Sunshine Industry” due to its vast contribution to the Philippine economy and employment.

In 2006, the BPO industry alone contribute around USD$3.2 billion to the country's economy. It jumped to around USD$9 billion last year.

The Philippines is eyeing to get a share of the projected USD$256 billion for offshoring and offsourcing in the global BPO market by 2016.

In a recent study commissioned by IBM, the country has overtaken India to grab the No. 1 spot in terms of voice BPO globally. (RMN/PIA-7 Negros Oriental)

Infrastructure tops projects list in C. Visayas development plan

DUMAGUETE CITY, Negros Oriental, Philippines (PNA) – Majority of project proposals submitted by the Negros Oriental provincial government to the National Economic Development Authority in Region 7 (NEDA-7) are on infrastructure projects for health, agriculture and tourism development.

Earlier this Monday, NEDA-7 conducted a provincial consultation on the draft Central Visayas Medium-Term Regional Development Plan (MTRDP) containing proposed projects for year 2011-2016.

NEDA-7 Regional Director Marlene Catalina Rodriguez said they are now presenting these proposed projects to the local government units (LGUs), concerned agencies and stakeholders for comments and suggestions based upon the presentation.

She said the thrust of NEDA is to ensure that all projects and programs of the LGUs will benefit the poorest of the poor in the area. “The realization of these proposed projects will greatly depend on the actions and response of the local governments,” Rodriguez said.

The NEDA-7 regional director clarified that NEDA’s role is to evaluate programs submitted by LGUs by looking into the feasibility of projects suitable for target beneficiaries.

For the health sector, Negros Oriental is proposing that district hospitals be improved.

Some of these district hospitals in the province are no longer accredited by PhilHealth after the latter increased its standards for hospitals.

The construction of a four-story hospital building for the Negros Oriental Provincial Hospital is being endorsed for possible funding source.

Another proposed project is the construction of roads leading to primary community hospitals located in Barangay Luz, Guihulngan City, Pacuan, La Libertad; Nabilog, Tayasan; Inapoy, Mabinay, Amio, Santa Catalina and Kalumbuyan, Bayawan City.

According to Ma. Melissa Guantero of NEDA-7, tourism is another sector in Negros Oriental that needs further development because of its natural tourism attractions.

Among the possible projects that can help improve the tourism industry in the province is the putting up of health and wellness establishments, and education and medical tourism services.

Likewise included in the MTRDP for tourism is the construction roads leading to such tourism sites as the Twin Lakes in Balinsasayao, Sibulan; Casaroro Falls in Valencia; Palaypay Falls in Pamplona; Niludhan Falls in Mabinay; Mantije Log Cabin in Bindoy; White Sand Bar in Campuyo, Manjuyod; Baslay Hot Springs in Dauin; Chocolate Hills in Hinakpan, Guihulngan; and Lake Balanan in Siaton.

If I'm not mistaken it was a movie house before, Dove was its name. And then later It became Forum which was videoke bar or something.

It depends on your lifestyle. I have been working here in Cebu for almost three years and I noticed that I can save here more than I can save back home. Food is not always cheaper back home. Depende ra kung asa ka mukaon. I work here in Cebu's business park and there are canteens that sell food at reasonable prices. You can already have a decent meal at Php 30-40 pesos only. :)

This is very true. These companies should stop making "standard of living" as the reason why they are giving out lower salary rates compared to the big cities. Dako ra kau ug difference for the same amount of work.

The Information and Communications Technology Association of Dumaguete City and Negros Oriental is strengthening linkages with schools and local government units, to attract more potential ICT industry players in the city and the province.

Randy Bandiola, president of the newly-formed ICT association, said Dumaguete that had only ranked 14 in previous years is now in the top 10 list of new wave cities in the country for ICT investors.

At a press conference Wednesday, association officials and representatives from various business process outsourcing companies in Metro Dumaguete expressed optimism that the city and the province will reach their target of employing 6,106 workers this year.

There are now 3,991 full-time employees in ICT firms in the province with a total of P34 million in accumulated monthly salaries, Dana Fortunato of the local ICT association Board said.

She said they are optimistic that the shortfall of 2,115 will be filled this year, despite limitations and “stumbling blocks” in the hiring of more workers.

One of the setbacks in getting more locals to work for ICT companies is the competitive rate offered by similar firms outside the province.

But, based on computations and studies done, an ICT worker in Dumaguete can save up to as much as 30 percent in rent, food, transportation and other miscellaneous expenses, unlike their counterparts in big urban areas like Cebu or Manila.

The local ICT association is also aiming to generate 50 percent of the jobs available outside of Metro Manila by promoting Dumaguete and Negros Oriental as the next ICT destination.

Some of the setbacks cited by association officials are bad publicity and stereotyping of BPO employees, the lack of ICT graduates, lower salary rates, lack of accommodation for workers who live outside the city, sub-standard English and communication and computer skills, infrastructure limitations such as unreliable connectivity, and the absence of Philippine Economic Zone Authority areas or IT parks.

The local ICT association has begun a roadshow with meetings with city government officials, open house of their establishments, school visits and representation with local officials, and partnerships with non-government organizations, as part of their advocacy in promoting Dumaguete and Negros Oriental as potential business investment areas.*JFP

Greetings!!!

This Summer, particularly in April, the SSC teams from Cebu, Bacolod and CdeO will be having a summer meet at Cagayan de Oro city as part of their thrust to strengthen the ties between the three groups. During the Sinulog de Cebu 2011, where SSC Cebu together with SSC CdeO member, Mottymot_07 and SSC Bacolod member (yours truly), we talked about the possibility of SSC Dumaguete joining the said Summer Meet to be one with the vision and goal of both SSC CdeO, Bacolod and Cebu.

Originally, the plan is that SSC Cebu's visit to CdeO is just a part of it's annual summer escapades but the plan has changed. SSC Bacolod will be joining to meet our counterparts in CdeO and to build a stronger friendship amongst them in order for us to gain more support thus strengthening our bonds with the said SSC Groups became the new purpose of the visit.

This is not only limited to SSC Cebu - SSC CdeO and SSC Bacolod. We are also planning to invite SSC Dumaguete and SSC Tacloban as well as other SSC Groups that might as well be interested in joining us this summer for an SSC Grand Meet.

Dumaguete eyes hike in tricycle fare

DUMAGUETE CITY, Jan. 21 (PIA) - Basic fare rates for tricycle plying within the territorial jurisdiction of Dumaguete City are likely to increase this year due to continued rise in prices of petroleum and fuel products, said Councilor Nilo Sayson, chair of Peace and Order and Public Safety.

A public hearing was held last January 6 to inform the commuters that due to the increase in the price of premium gasoline, the basic fare rate is also proportionally adjusted. Thus, fare rate will be raised from a minimum of P7.50 to P8. per passenger for the first one kilometer and an additional of 50 centavos for every kilometer thereafter.

However, Sayson said students who can present their valid identification cards will have 50 centavos less the basic fare while senior citizens may have 20 percent discount. This privilege is in accordance with the Republic Act No. 7432 and DILG Circular 94036.

Under the city council ordinance no.15, series of 2009 stated that a new scheme is established such that the basic fare rate is adjusted to be proportioned with the pump price of premium gasoline per liter.

The ordinance showed that when the price was still P42.50 per liter, the fare was yet at P6.50, however, now that the premium gasoline price reaches P62.50 per liter, the fare is proportionally adjusted to P8.00 per person. When premium gasoline price reaches to P107.50, the basic fare rate would adjust to P12.50 per person.

However, Vice Mayor Alan Gel Cordova said that a resolution has not yet been made and that the ordinance still need to be passed and signed by the Mayor Manuel Sagarbarria before it could fully be implemented.

Cordova said that as long as there is no tariff posted on the motorcycle for hire (MCH) plying around Dumaguete City, the driver does not have the right to demand the increase.

“Right now we are still waiting for the tariffs to be issued by the City Council,” said a 40- year-old MCH driver who introduced himself as “Manong Mario”.

Sayson said if the mayor signs the resolution this week, the hike will take effect next week.

On the other hand, during the public hearing, Sayson said most of the complaints raised by the public were the refusal of MCH drivers to convey passengers especially if their destination is quite far and some drivers smoke while driving, over speed, and snub passengers.

Nonetheless, “Any driver who violates traffic rules and regulations will be cited by the traffic enforcers,” according to Sayson. Taken from the national law, citation tickets vary from P100 to P 1,500 depending on the weight of the offense," he said.

Sayson challenged the public to cooperate with the law enforcement agency in disciplining MCH drivers by reporting all their violations and infractions to the Traffic Management Office (TMO).

The city official plans to post hotline numbers in every tricycle so that it would be easier to contact the TMO whenever there are complaints. (PIA/JSC)

City government urged to draw up traffic plan

The Dumaguete Traffic Management Council suggested that the city government make a comprehensive plan to address the problem on traffic congestion in Dumaguete especially during peak hours.

Chief Roland Ramos of the Land Transportation Office-Dumaguete said the council now aims to have more orderly and less traffic in the streets of Dumaguete by the end of 2011. The council proposed that all fixed traffic signs be placed in places visible to the drivers.

Ramos said traffic signs in Dumaguete are movable, and are sometimes transferred to different places. He said traffic signages should be fixed and should not be moved or transferred at will. These signages will help ease traffic congestion and prevent confusion among motorists, Ramos said.

Retired Regional Trial Court Judge Victor Patrimonio had called the attention of the LTO when a no U-turn signage was placed in the middle of the national highway, in front of the new Cang building at the Daro highway.

Ramos said they have corrected the mistake, because under the law no traffic signs should be placed in national highways. He said double solid yellow lines could be painted on the road to signal the motorists that U-turns are not allowed.

He said there are drivers who still do not know how to read traffic signs. The most commonly violated traffic signs are the no U-turn, no loading and unloading, and even no parking.

Ramos said some violators may know about the traffic signs, but refuse to respect them. LTO-Dumaguete will intensify its campaign on traffic signs education during the renewal of drivers’ license, Ramos said.

Drivers of public conveyances will be required to attend a short refresher course on identification of traffic signs.

The Dumaguete Traffic Management Council is composed of the LTO, Traffic Management Office, Councilor Nilo Sayson as chairman on Committee on Transportation, Association of Barangay Captains president Albert Aquino, Negros Oriental State Univeristy president Henry Sojor representing the academe, Lily Raymundo, Federation of Dumaguete Motorcycle Drivers president Glendo Selim and the police.*MA

Majority of the projects proposed and submitted by the Negros Oriental government to the National Economic Development Authority in Region 7 involved infrastructure, health, agriculture and tourism development.

Regional director Marlene Catalina Rodriguez of NEDA-7 said they are presenting the proposed projects to local government units, concerned agencies and stakeholders for comments and suggestions.

NEDA-7 conducted recently provincial consultation on the draft of the Central Visayas Medium-Term regional Development Plan of all the proposed projects from year 2011-2016.

Rodriguez said the thrust of NEDA is to ensure that all projects and programs of local government units will trickle down to the poorest of the poor. The responsibility of making the proposed projects realized will depend on the action of the LGU, she said.

Rodriguez clarified that the role of the NEDA is to evaluate programs submitted by LGU’s by looking into the feasibility of the projects that would be suitable for the target beneficiaries.

For the health sector, Negros Oriental has proposed for the improvement of district hospitals, some of which are no longer accredited by PhilHealth.

The construction of a 4-story hospital building at the Negros Oriental Provincial Hospital in Dumaguete City is also being endorsed for possible funding source.

Another proposed project is the construction of roads leading to primary community hospitals in Barangay Luz, Guihulngan City; Pacuan, La Libertad; Nabilog, Tayasan; Inapoy, Mabinay, Amio, Santa Catalina; and Kalumbuyan, Bayawan City.

Ma. Melissa Guantero of NEDA-7 said tourism is another sector in Negros Oriental that needs further development because of its natural tourism attractions.

Among the possible projects to help improve the industry is the adoption of health and wellness, education tourism and medical tourism, she said.

Part of the MTRDP for tourism is the construction of roads leading to the tourism sites that include Twin Lakes in Balinsasayao, Sibulan; Casaroro Falls, Valencia; Palaypay Falls, Pamplona; Niludhan Falls, Mabinay; Mantije Log Cabin, Bindoy; White Sand Bar, Campuyo, Manjuyod; Baslay Hot Spring, Dauin; Chocolate Hills in Hinakpan, Guihulngan and Lake Balanan in Siaton.*MA

If I can't join, jundem will be my proxy hehehe...As for me my sked is really unpredictable this time. The only vacant time for me usually where I can go out more than 24 hours is during the weekends, unless it's scheduled way, way ahead of time...And I have already consumed some leave time this early hahaha...

To give you an idea what the festival is all about...Please see below:

YAGYAG FESTIVAL

Cangmating is a small barangay of the town of Sibulan situated along its coastline. In this area, the "cagang" or land crab (cardisoma carniflex) and the "alalasan" (episesarma singaparense) are plenty during the last quarter of the year. Thousands of these creatures crawl out of its habitat at night to mate and lay their eggs along the shoreline and riverbanks. The spawning process is locally referred to as "pagyag-yag". At the start of this season, the local residents bring out their bamboo baskets, crab traps and coconut -frond torches to gather the matured crabs which they cooked and sold or bartered for farm crops from the neighboring barangays. To honor this practice and tradition, the barangay government initiated a festival held every last Sunday of April to highlight the barangay fiesta of Cangmating on May 1. The movements of the crabs during the courting, mating and laying periods are the themes of the streetdancing and field presentation during the festival.

Tricycle fare increase in Dumaguete looms

Basic fare rates for tricycles plying within the territorial jurisdiction of Dumaguete City are likely to increase this year, due to the continued rise in prices of petroleum and fuel products, Councilor Nilo Sayson, chair of the Peace and Order and Public Safety Committee, said yesterday.

A public hearing was held recently to inform the commuters that due to the increase in the price of premium gasoline, the basic fare rate is also proportionally adjusted.

Thus, fare rates will be raised from a minimum of P7.50 to P8 per passenger for the first one kilometer, and an additional of 50 centavos for every kilometer thereafter.

However, Sayson said students who can present their valid identification cards will have 50 centavos less the basic fare, while senior citizens may have a 20 percent discount. This privilege is in accordance with the Republic Act No. 7432, and the Department of Interior and Local Government Circular 94036.

Under the City Council Ordinance No. 15, series of 2009, a new scheme is established such that the basic fare rate is adjusted to be proportioned with the pump price of premium gasoline per liter.

The ordinance showed that when the price was still P42.50 per liter the fare was yet at P6.50; however, now that the premium gasoline price reaches P62.50 per liter, the fare is proportionally adjusted to P8 per person. When premium gasoline price reaches to P107.50, the basic fare rate would adjust to P12.50 per person, the ordinance further provides.

However, Vice Mayor Alan Gel Cordova said that a resolution has not yet been made, and that, the ordinance still needs to be passed and signed by Mayor Manuel Sagarbarria, before it could be fully implemented.

Cordova said as long as there is no tariff posted on the motorcycle for hire plying around Dumaguete City, the driver does not have the right to demand the increase.

“Right now we are still waiting for the tariffs to be issued by the City Council,” a 40-year-old MCH driver said.

Sayson said if the mayor signs the resolution early this week, immediately by next week, it will officially be enacted.

Meanwhile, during the public hearing, Sayson said most of the complaints raised by the public was the refusal of MCH drivers to convey passengers, especially if their destination is quite far. Others complaint against smoking while driving, over speeding, and snubbing passengers.

Nonetheless, “Any driver who violates traffic rules and regulations will be cited by the traffic enforcers,” according to Sayson. Taken from the national law, citation tickets vary from P100 to P 1,500 depending on the weight of the offense, he said.

Sayson challenged the public to cooperate with the law enforcement agency in disciplining MCH drivers, by reporting all their violations and infractions to the Traffic Management Office.

The city official plans to post hotline numbers in every tricycle so that it would be easier to contact the TMO whenever there are complaints.*PIA

DUMAGUETE CITY, Jan. 21 (PIA) -- Plans are now in place to position the Philippines as the information technology (IT) destination not only in Asia but in the world.

Randy Bandiola, president of the Information and Communications Technology (ICT) council here, said his group is part of a nationwide effort to formulate the Philippine Digital Strategy (PDS) which will put the country on the map when it comes to premier IT services.

PDS is a new national ICT roadmap that will serve as the masterplan for the industry's development between this year until 2016 under the auspices of the Commission on Information and Communications Technology (CICT) created under the Aquino administration.

The Philippines, in a study commissioned by IBM in the later part of 2010, has overtaken India in terms of voice business process outsourcing services. “We are now ranked number one in voice BPO,” said Bandiola.

He said that if the country positions itself to become the preferred talent for IT outsourcing and offshoring services, then jobs will come to the Philippines. “This will stop the brain drain syndrome in our country and mitigate the exodus of our workers to other countries,” said Bandiola during the Kapihan forum held Jan. 19 by the Philippine Information Agency here.

The local IT industry has been pouring billions of dollars into the country's economy, earning the monicker “Sunshine Industry” due to its fast expansion and the thousands of jobs it has generated.

In 2006, BPO companies contributed to the local economy around USD$3.2 billion and it has steadily grown to around USD$9 billion last year.

The market for offshoring and offsourcing was pegged at USD$74 million in 2006 and economic forecasts put the industry's market to be around USD$256 to USD$268 billion by 2016. “We would like to get a share of that market here in our country as we can see that the IT industry will continue to grow in the coming years,” said Bandiola.

Forecasts for the industry's job opportunities are looking rosy for the following years as well. Bandiola said that by 2016, “we are looking at generating 1.3 million jobs directly by the ICT industry.”

He also cited the multiplier effects of IT employment in other industries catering to the ICT industry. “When a worker from a BPO industry receives his salary, he spends it on food, clothing, entertainment and other necessities, creating jobs in those fields as well,” Bandiola said.

Dana Fortunato of StudentUniverse and a member of the ICT council here, said that the nearly 4,000 jobs generated in the BPO industry in the province in December 2010 would have generated 10,000 jobs in other industries. (RMN/PIA-7 Negros Oriental)

‘Pre-requisite’ for mayor’s permit scored

Businessmen are allegedly complaining about a prerequisite before obtaining a mayor’s permit to do business in Dumaguete City.

Vice Mayor Alan Gel Cordova yesterday said concerns were raised by applicants on the requirement to enroll with the PAG-IBIG, before a mayor’s permit is issued by the mayor.

A few months ago, the City Council granted the mayor authority to enter into a memorandum of agreement with national government agencies, in effect requiring business applications to comply first with the mandate of the law. However, the grant of such authority was general in nature, and did not specifically say that a PAG-IBIG clearance be made a requirement prior to the issuance of a mayor’s permit, Cordova said.

Besides, under the listing of fees and charges in Section 62 of the Comprehensive Tax Code, the PAG-IBIG clearance is not one of them, Cordova pointed out.

The presiding officer of the Sangguniang Panlungsod said it is not mandatory to acquire a PAG-IBIG clearance before a mayor’s permit is issued.

Mayor Manuel Sagarbarria said, failure of the applicant to enroll first with PAG-IBIG does not necessarily mean a mayor’s permit will not be granted.

He clarified that the city government is merely helping the businessmen under the BOSS program, which was ordered by President Benigno Aquino, even as he strongly believes that the PAG-IBIG enrolment is mandated by law, being a businessman himself.

It was clarified during the regular session of the city council that requirement No. 12 on the checklist, requiring a PAG-IBIG clearance, is a guide of the applicant, if he or she wants to complete the processing without hustle.*JG

The Tawo-Tawo Festival of Bayawan City, Negros Oriental, received a cash prize of P150,000 as fourth place winner of the Sinulog-based category competition in Cebu City last Sunday.

Mayor Rene Gaudiel of Bayawan said Tawo-Tawo was last year’s Buglasan Festival winner, which also emerged as one of the top five champions besting the more than 40 participating contingents.

Gaudiel said he will request the Sangguniang Panlungsod of Bayawan to pass a resolution allowing the local government to give out the prize money to more than a hundred performers of Tawo-Tawo, who participated in the Cebu Sinulog.

Sinulog in Cebu is known to be the grandest and the biggest religious festival in the country, with participating contingents coming from different neighboring provinces, local government units, and private groups every year.

Bayawan is known as the agricultural capital of Negros Oriental. An abundant harvest is always anticipated and the presence of the "Tawo-Tawo" or scarecrow had always been a great help to the farmers with a bountiful harvest.

This festival has been an added attraction to the city fiesta showcasing the socio-economic-cultural and tourism of Bayawan.

Tribu Sinanduloy, the contingent from Tangub, is a consistent first place winner and is closely watched by judges and revelers because of its superb performance.

Abellana National High School got the second place, followed by City of Carcar as third placer, and Cebu City Central School as fifth winner, in the Cebu contest.*RG

Actually this is not the official festival of Jimalalud.....what they always portray every buglasan is the HAMBABALUD Festival.....And Tanjay City is not Sinulog...but it's SAULOG Festival......

For me....celebration lang sad ni nila sa kapistahan ni Sr. Sto Niño.....

oh really la ko kabalo ana....Good that the city tourism of tanjay decided to change the name of their festival......such a great move....while Gaisano Sa Tanjay .. yes kadungog ko ani nga news....but did not materialize I guess and I believe it is because of their Sister mall "Lee Super Plaza"....and soon to have a branch in Bais City....dili sa Tanjay.... Duol ra man gud ang Tanjay sa Dumaguete....30 minutes travel lang....

...maski walang invitation, you can enter HK anytime as tourist..they'll give you 14 days free visa upon submission of your passport at the immigration counters :okay: ...been there thrice without any hotel reservations!

^^ nah, those are just rumors...the immigration officers "maybe" harsh on us Filipinos due to the hostage-crisis in Manila but they can't deny you entry in H.K. unless you are wanted by the INTERPOL, or bringing contraband items or if H.K. has backed out of the Southeast Asia Treaty Organization for visa-less travel to the concerned countries/territories... :okay: just imagine, a Cebu Pacific flight full of passengers (tourists from Philippines) visiting HK but everyone is not sure if they can enter HK or not?... :lol:

We should encourage the city council to enforce the 'International Standards' law. That way, not only will the new unitop not open; but the original one would close. Why? Because not one thing they sell would pass the International standards law. Not only do I not want to see the new one not open, I would like to see the original one close. Poor people usually use it, because the prices are low; but they don't realize that in a couple of weeks, whatever they buy will no longer work.

We bought a soldering iron from there, as soon as it got hot, it blew up because the solder connecting the iron to the mains melted. We bought joysticks for games for a console, and within 10 minutes they were both broken. Pagkaugma, we replaced them, and again, 10 minutes after they too were broken. When we went to replace them the third time they said we could no longer replace them after this. Lo and behold, after 10 minutes of use, they too were both broken. So, instead of saving money because they were cheap, we actually wasted money.

I don't need international standards quality for my bolo and guna lol .
We should not go snobbish with the UNITOP cheapy shop ,and let it all stop to exist :ohno: for the ideals of having "international standards" thingy here for all shops and it ends up the majority of our fellow poor pinoys couldn't afford the blinking high price tags of simple laundry pegs and cheap notepads for their school children because of "international high price" :nuts:



It's good to have as many choices of shops in this city of gentle people . The more shops to choose from the better ,isn't it ?

People who have money and anti- UNITOP should never drop by whatsoever at UNITOP .
But for Juan Hinditamad and Pedro who are only earning 150 pesos /day on occasional chances of employment ,UNITOP is a blessing .

Actually ,I'd been to UNITOP few times May 2009 in a hurry to buy sundang ,palakul ,guna ,that thingy that looks like from the grim ripper - ah sickle , they had actually some range in there .I don't care if they were made in China ,it did save my time going through the dgte market overpriced . I also popped in there to buy some plastic bags (those big ones) and some laundry pegs ,laundry brush as I forgot to pick one from the Hypermart.I know they wouldn't last a lifetime but it's good there's an alternative shop for quick pick .It shuts at later time too than most stores around ,so that was helpful. In 2010 visit I bought some knives from there and hair bands for my kids ,they got a selection ,fantastic cheap price ...and so bad of me another time I did buy another set of sickle and sundang again from UNITOP as I forgot to bring my previous set for the workers clearing up - time element is the factor.

There are items I would avoid buying - I wouldn't buy my TV or my coffin from UNITOP LOL:cheers:

The good picture is IMHO ,there in Dumaguete we have more choices ,apart from fine dining ,also choices of shops for all range of pockets . It's good to be fair to everyone .

yes i do agree with you, different strokes for different folks since we come from different socio-economic brackets and classes :cheers:

but i do hope they can still find another place rather than the one which Cang's vacated :)

The business process outsourcing industry in Negros Oriental is urging new graduates who are potential workers to work in the local companies instead of leaving to seek employment in BPOs in Cebu and Manila, a Philippine Information Agency press release said.

The lure of working in big cities have been drawing graduates away from the university town in Dumaguete City, causing concern among local BPO companies who noted a drop in the number of local applicants, it also said.

The BPO companies have banded together to conduct a roadshow to inform students about the perks of working for local companies. “We want to let them know that although the salary rates in Manila and Cebu might look attractive, in the end, working here is still the better alternative,” Suzanne Lu-Bascara of Spi Global based in Bacong town said.

Bascara disclosed that a group of human resource representatives from the BPO companies met to compute the expenses of a BPO entry level hiree in Dumaguete versus that of those in Manila based on the actual basic salary rates.

It was learned that an entry level worker would spend only 30 percent in the province of what she would have spent for rent in Manila, 40 percent to 50 percent for food if she eats outside her home and 50 percent for transportation costs.

The acceptance rate of local applicants in BPO companies in the province has declined in the last few year, the press release said.

Dana Fortunato of Student Universe described the acceptance rate in the province as “very low,” from 50 percent acceptance rate out of a hundred applicants some two years ago, to what is now lower than 10 percent.

On the other hand, the industry's attrition rate – workers leaving or getting fired – has been on the rise. From a 2 percent attrition rate four years ago, it is now fast approaching 10 percent, Fortunato during the forum held by the PIA said.

The BPO industry here launched their campaign to attract more applicants as the industry will need 2,115 fulltime employees for 2011.

Fortunato said there is a need for the industry to work with the schools and the local government units in the province, to fill the industry's employment needs by the end of this year, the press release said.

The group is scheduled to meet with department heads and councilors from LGUs to discuss their concerns followed by BPO site tours. They also plan to meet with schools officials to address what the companies observed as a dip in the quality of applicants in terms of English communication and computer literacy skills, the press release added.*

About the Claire Isabel McGill Luce Auditorium

The Claire Isabel McGill Luce Auditorium, the largest fully-functioning theater outside of Metro Manila, was built in 1973 and completed in 1975 at a cost of P4.4 million from funds provided mainly by the Henry Luce Foundation, Inc. of New York.

Counterpart funding was raised by Silliman University through its alumni, faculty, staff, student body, business community, and from friends here in the Philippines and abroad. The balance was donated by the United Presbyterian Commissions, with significant help from the United Board for Christian Higher Education in Asia based in New York City.

The Luce Auditorium was formally inaugurated on the 6th day of October, 1974 with ceremonies dedicating the facility to the memory of Claire Isabel McGill Luce (1923-1971), wife of Henry Luce III, President of the Henry Luce Foundation, Inc.

Silliman University’s vision for the Luce is for this world-class facility to continue serving the academic community and the country in the best possible way.

In 2008, the Luce Foundation provided additional funds to refurbish the Auditorium, updating its facilities to meet the strictest standards in theater. Work on the premises was completed in July 2008.

The University works to maintain and preserve the Luce Auditorium as a center for Culture and Arts in the Central Visayas region, and to continuously cultivate and promote the passion of theatre, music, dance, and other forms of art expression among the students of the university as well as the larger community.

ATI extends financial assistance to 4-H clubs in NegOr

DUMAGUETE CITY, Jan. 24 (PIA) -- Some seven (7) 4-H clubs in the province received financial assistance totalling to P350,000 from the Agricultural Training Institute (ATI) Central Visayas to finance the clubs' proposed agri-based livelihood projects here.

The grant, released under the 2010 Support for Livelihood Projects program, was turned over on January 13 by Provincial Agriculturist Gregorio Paltinca and ATI's 4H Focal Person Gracia Fementira-Arado at the Multi-Purpose Hall in the Provincial Agricultural Office (PAO) Compound.

ATI is also scheduled to extend P175,000 to three (3) more 4-H clubs here after the ongoing validation and processing are completed, bringing the financial assistance to a total of P525,000 to ten (10) total 4-H clubs in the province.

The clubs who already received their financial grant and their corresponding livelihood projects are the following: Diamond 4-H Club of Bais City with P30,000 for Goat-Raising; You Speak Out Loud 4-H Club of Mabinay with P50,000 for Swine Fattening; Lavander 4-H Club of La Libertad with P50,000 for Meat Processing; Beyond Compare 4-H Club of Tanjay City with P50,000 for Swine Fattening; Hinumayan 4-H Club of Canlaon City with P70,000 for Goa-Raising; Emerald 4-H Club of Bais City with P50,000 for Swine Fattening; and The Young Achievers 4-H Club of Dumaguete City with P50,000 for Bigasan ng Barangay.

The three (3) clubs that have yet to receive their financial assistance are: Bliner 4-H Club of Bacong with P75,000 for Swine Fattening; Heart 4-H Club of Sibulan with P50,000 for Burger Stand; and 4-H Club Bayawan (Negros Oriental State University Chapter) of Bayawan City with P50,000 for Tocino Processing.

ATI Central Visayas have extended P360,000 to eight (8) clubs in the province in 2009.

PAO Information Officer Nitz Bangay said only agri-based livelihood projects from accredited 4-H clubs registered with PAO are qualified to apply for financial grants from ATI. “These clubs are composed of youths from our farming community here,” said Bangay.

According to the Department of Agriculture's ATI website (www.ati.da.gov.ph), the institute provides financial assistance to active 4-H clubs who are encouraged to submit livelihood project proposals to ATI for screening. (RMN/PIA-7 Negros Oriental)

Advantages in working for local outsourcing firms cited

DUMAGUETE CITY, Philippines (PIA) — The business process outsourcing (BPO) industry here is urging new graduates who are potential BPO workers to work in local companies instead of leaving to seek employment in BPOs in Cebu or Manila.

The lure of working in big cities is drawing graduates away from the Negros Oriental provincial capital, known as a university town where noted Siliman University is located, causing concern among local BPO companies who are seeing a drop in the number of local applicants.

BPO companies here have banded together in conducting a roadshow to inform students about the perks of working for local outfits. “We want to let them know that while salary rates in Manila or Cebu might look attractive, in the end, staying put and working here is still the better alternative,” said Suzanne Lu-Bascara of Spi Global, a knowledge process outsourcing and customer interaction service provider based in Bacong town.

Bascara disclosed that a group of human resource representatives from BPO companies here has met to compute the expenses incurred by a BPO entry level hiree in Dumaguete versus that of those in Manila based on actual basic salary rates. They’ve found that an entry level worker would spend only 30% here of what she would have spent for rent in Manila, 40% to 50% for food if she eats outside her home and 50% for transportation costs.

An entry level BPO worker in Manila only gets to save 20% to 25% of her salary and this excludes recreation expenses. “When you're in Manila, with all the clubs and things to buy, your 25% becomes negative and if you have a credit card, chances are you will see yourself maxing it out,” said Bascara.

She said many employees who have left their jobs here to work in Manila have returned with “horror” stories. “They experience being robbed and stayed in squalid conditions and they’ve come to realize that coming home is the better alternative,” related Bascara.

In the last few years, the acceptance rate of local applicants in BPO companies here have been on a decline.

Dana Fortunato of BPO firm, Student Universe describes the acceptance rate in the province as “very low,” from a 50 percent acceptance rate out of a hundred applicants some two years ago to the current lower than 10 percent.

On the other hand, the industry's attrition rate, that is, workers leaving or getting fired, has been on the rise. From a 2 percent attrition rate four years ago, it is now fast approaching 10 percent, according to Fortunato who spoke during a forum on the subject organized by the Philippine Information Agency here.

The BPO industry in the province has launched a campaign to attract more applicants as it estimates that it will be needing some 2,115 full-time employees this year.

Fortunato said there is a need for the industry to work with local schools and the local government units (LGUs) in the province to help fill up the industry's employment needs by yearend. “We want to get workers locally without having to look outside the province,” she said.

The group is scheduled to meet with department heads and councilors from LGUs to discuss their concerns followed by BPO site tours. They also plan to meet with schools officials to address what the companies observed as a dip in the quality of applicants in terms of English communication and computer literacy skills.

Bascara informed that some positions in SPi Global require fast typing skills. “We found out that local schools have phased out typing 101 and people are now using two or three fingers when they type on the computer,” she noted.

Students from St. Paul University Dumaguete High School bagged several national awards in the recently- concluded 2nd Grand national Computer Competition held Jan. 15 in Mandaluyong City.

The awardees are Krizza Mae L. Batulan, IV-St. Matthew, Nolan Earl E. Guzman, IV-St. John, Harris Yek Kai V. Goh, IV- St. John, champion for Web Page Designing, Chester Garett A. Calingacion, IV-St. John, 2nd runner up for IT On-the-Spot Essay Writing Contest.

Meanwhile, other students landed as national finalists in their respective categories: Clan C. Porgalinas, II-Our Lady of Lourdes, for Simple Cartoon Animation Contest, Kathleen Dawn C. Young Ricardo, IV–St. John, Ariel A. Fabileña, Jr., IV– St. John, Nathalie M. Angeles, II–Our Lady of Lourdes for IT Mind Challenge, Kris Arnold T. Lestor, III–St. Raphael for IT Poster Making.
The students were accompanied by their coach and faculty member, Ryan Jay Riconalla.

SU alum launches his 1st book

Theologian and social advocate Melchor Morales launched his first Christian book Jan. 20 at the SU Udarbe Memory Chapel.

Titled The Dynamics of Christian Leadership Fishing for Men: A Layman’s Ministry, the book contains a collection of sermons, divided into six different themes, that the author had delivered over three decades.

“What I’m trying to provide to our people is a material that would help them become ministers that they are,” said Morales.

He added, “To me, being a pastor or a priest is another calling. Being a minister is what you are called upon to do.”

At 73, Morales has spent his life as a corporate statesman, corporate communicator, YMCA leader, lay preacher, social activist, educator, theologian, and “an evangelical Christian oriented toward the ecumenical movement”.

Morales finished BA in Theology at the SU Divinity School. Years later, he joined forces with Enrique Sobrepeña, a Pastor’s kid, to found the College Insurance Plan, and became its first vice president up to his retirement.

During the book launching, guest speaker and SU President Dr. Ben S. Malayang III cited the unfolding sense of thought and consciousness of what it is to be a Christian. “Christian leadership is an idea that continues to unfold itself.”

Among those who gave remarks about the book are former Philippine President Fidel V. Ramos, and former Environment & Natural Resources Secretary Dr. Angel C. Alcala.

According to Alcala: “Mel Morales’ life, as he relates it in the book and as noted by Sen. Jovito R. Salonga in the foreword to the book, has exemplified the life that is dedicated to serving fellow human beings but at the same time giving glory to God.”

Ramos also praised Morales’ work for “it provides exemplary guidelines for worthy living and service”.

After the success of his first book, Morales plans to write another one. “I intend to write my autobiography because the first book is not an autobiography although a picture of my life is there.”

Aside from an autobiography, he revealed there’s also another book that he has outlined, titled, Reforming, Renewing the Church.

Morales donated some copies of his first book to the SU Library, Divinity School, and SU Church. The hard bound copies were given to Dr. Ben S. Malayang III, Dr. Morales’ former teacher, Dr. Proceso U. Udarbe, Prof. Carlos Magtolis Jr., Ian Caballes, Dr. Pablito dela Rama, and Dr. Susan Vista-Suarez.

His book, with a foreword written by Sen. Jovito R. Salonga and edited by Domini M. Torrevillas, was first launched in Manila on Jan.15. Another launching will take place on Jan. 22 in Davao. (Mary Grace Nidoy)

Portions of City Hall upgraded

One of the initiatives of Mayor Chiquiting Sagarbarria in pushing hig flagship program, the landmarks project, and urban development is the upgrading of the Dumaguete City Hall building.

The city ground porch has now a new image. In fact, the porch improvement seemed very timely because the wake of the late Gov. Tuting Perdices was held at the new porch were all people could have equal opportunity in paying their last respects to the man we dearly loved.

Another portion of City Hall that is being upgraded is the the City Planning & Development Office headed by Engr. Josie Antonio, and the office of the City Administrator William E. Ablong.

Both agencies in the LGU are now holding offices in more spacious, air-conditioned rooms.

All sections of services under CPDO are now under one roof, and more people can be accommodated in one spacious room. This is to enhace their services, and hopefully, will establish a well- coordinated planning and development for the city of Dumaguete.

The City Administrator, along with his staff, is also occupying another wider room, more spacious than before.

Hopefully, the rest of the offices will get their upgrading after all vacated rooms will have been fully renovated. These include the offices for Permit & Licensing, the Human Resources, and Public Information.

Again, this initiative of Mayor Sagarbarria is in fulfillment of his agenda of advancing Dumaguete to its peak, and providing the constituents of Dumaguete enhanced and better services.

Meanwhile, the Mayor is contemplating on the construction of a finance building in the City Hall premises to serve as the City’s Financial Tower where all financial sections are housed. These are the offices of Budget, Accounting, Treasury, and the Audit.

And of course, along with it, is a fully-air-conditioned Taxpayers’ Lounge, with LCD TV.

Sometime last year in a social gathering in Makati City, introductions were made among the guests, and somebody remarked: “Ikaw pala taga-Dumaguete. Alam mo, pinahirapan ako ng dalawang araw diyan sa Dumaguete!”

This remark came from a Justice of the Supreme Court. It turned out that he had stayed at Bethel Guesthouse -- where no alcoholic drinks or smoking is allowed. A lover of good wine and smoke, the Justice recounted how he was sweetly directed to seek his pleasures at the neighboring establishments outside the hotel, along the boulevard.

Mrs. Filomena Cang, “Apo” to friends and acquaintances, was “bold as lion”when it comes to professing her Christian values in her home, business, and involvements in the community.

Now she has joined the Creator in His “mansion in the sky”. The resoluteness and steadfastness in her conviction that a hotel can thrive as a business even with the rule of “No Alcoholic Drinks or Smoking Allowed”was met with skepticism and best wishes, because mixing religion and business is some kind of oxymoron. How can you mix money-making with seeking spiritual treasures in the afterlife?

This is the reason why Apo was an exemplary Christian, Christ-centered, steeped in the Confucian philosophy of her Chinese ancestry.

In celebration of her life, SU Church, led by the Rev. Jonathan Pia, Rev. Elmer Saa, Rev. Bernadette Amistoso-Morales, and Rev. Jeremias Lagahit held a memorial service to honor this simple, ordinary steward who was able to achieve extraordinary stature in the realm of the academe.

Former Finance Sec. Juanita Dy-Amatong was brief and concise when she recognized her long-time friend, benefactor, co-worker, and fellow traveller through the highs and lows of the life and times of Silliman University, the University Church, and the SU Medical Center.

Dr. Ben Malayang, now on his second term as President, said he grew up looking up to this grand lady who was actively engaged through the development stages of the University, and expressed the gratitude of a Silliman family that remembers her with much fondness and awe.

Atty. Pearl Estacion, as chair of the SU Church Council, comforted the grieving family with her words of remembrance and celebration of the life of a dedicated church worker.

For many faculty members, Apo was a person who listened to them, and lent her assistance in her own low key manner.

Conversing with Josefina Pal, she also intimated how the Cangs gave away calendars to schools, and how they offered their assistance to her family during their time of bereavement when Dr. Graciano Pal passed away, lending vehicles, etc.

The celestial music of the members of the Covenant Choir, the songs of Dr. Samuel Gregorio and Rudy Juan inspired those who attended, as Silliman Church kept its ambiance of solemnity and serenity, but it became glorious with the rendition of the Hallelujah Chorus.

The Malayang sisters, Fe Pia and Dr. Eva Moncada, with Atty. Ray Moncada, joined to bear witness to a woman whom the community looked up to as an example of Christian living. Judge Crescencio & Dr. Betsy Joy Tan, Judge Fe & Prosecutor Elson Bustamante, the SUHS Class of ‘67, Beckay & Dr. Noriel Capulong, Amelia Bejar, Rev. Dodong & Marina Mendoza, Roberto Montebon, Atty. Didil & Marietta Montebon -- their presence, along with the many others who had in one way or another been part of Apo’s web of kindness, wisdom, and generosity attested to how many lives she truly touched.

When Dr. Ruth Chang responded in behalf of the family, she recognized how her mother was really involved with Silliman University.

The legacy of Mrs. Cang lives on, in the hearts of those who were touched by her Christian web, actualizing the motto via, veritas, vita.

OT: i've seen a CT scan film of my seaman patient just 2 weeks ago. he was diagnosed of herniated disc at L4-L5 in ecuador. my jaw dropped looking at the film coz it appeared very clear and detailed. i didn't expect ecuador to be more hi-tech than PH. my jaw dropped again reading the result coz it was in spanish. nosebleed! hahaha.:lol::lol::lol:

NOPH has a brand new CT Scan. There are now 2 CT Scans in NOPH to serve the public better... All these plus the new radiology department which houses the MRI.. :cheers:

City to subsidize poor septic tanks

Invoking the equal protection clause, Dumaguete City Councilors propose that the city government to subsidize the construction of the required septic tanks of indigent households.

Councilors are presenting a new set of amendments to the ordinance which established a septage management system for the city. Neophyte councilor Joe Arbas maintains that “indigent families should not be treated alike with those who are financially capable in providing for the construction of the required septic tank.”

In accordance to the present ordinance, owners of existing septic tanks that are not accessible for desludging are required to “repair or upgrade their existing tanks or build new ones.”

The city is currently maintaining a septage management facility that will treat all wastes from residential, commercial and industrial septic tanks before they are released to the Okoy River.

In this regard, all septic tanks must be converted and made accessible to desludging by personnel from the City Water District trained to handle, transport, treatment and disposal of septage. Septic tanks require desludging on an average of every three (3) to five (5) years. However, those who are certified by the DSWD or the barangay council to be poor will enjoy a government subsidy in the construction of their septic tanks.

Among Arbas’ proposed amendments is the imposition of a penalty of six (6) months to one (1) year imprisonment or a payment of fines per violation in lieu of prosecution.

The penalties, which can be availed of only once, range from P 1,000.00 for private residential buildings to P2,000.00 for hotels, malls, restaurants and P 3,000.00 for hospitals and funeral parlors. (By Dems Rey Demecillo)

A 54-million package of modern hospital equipment plus a radiology room renovation were turned over last Monday to the Negros Oriental Provincial Hospital by a Japanese private corporation, the cost to be paid via a 50- 50 sharing in the revenues of the said equipment.

The package equipment consists of a brand new CT scan (page 1 foto) and X-ray machines. The NOPH also boosts of its first MRI equipment, the first in the province of Negros Oriental. This was made possible thru the socalled “legacy deals” by the late Gov Emilio Macias II, himself a surgeon by profession.

This has virtually elevated the Negros Oriental Provincial Hospital (NOPH) as the prototype for public-private partnership in the healthcare industry after NOPH sealed the deal with HIMEX Corp., a Japanese medical distribution firm.

HIMEX Corp. partnered for the first time with Philippines Local Government Unit (LGU) hospitals for the supply of top-of-the-line medical machines – including CT scan, digital x-ray, and radioflouroscopy – in order to provide efficient, accessible, and affordable healthcare. The repair of NOPH’s radiology room was also shouldered by the corporation.

Although NOPH did not spend a single centavo for the machines and the radiology room, it will be sharing half of its revenues from the machines with HIMEX Corp., as agreed between both parties. “There is going to be a sharing of revenues. HIMEX will get a share from the revenues that the hospital will get from the machines,” Dr. Felix Sy, Provincial Health Officer, said. According to Dr. Sy, the usage of the machine’s services will have a “very minimal” fee based on their financial capability, which will then be classified by a social worker. “If they are charity cases, then it will be free for them as the government will shoulder their usage fees,” Sy said.O n the other hand, Rema Padilla-Ohno, HIMEX senior executive vice president, said that their venture with government hospitals in the country has something to do with the firm’s belief of their responsibility in the healthcare industry – to help create development projects. “We are helping the government fulfill its responsibility of rendering health services to the people, especially to the poor,” she said.

HIMEX, Corp. is a pioneer in tying-up with government hospitals. The corporation has ongoing partnerships with other government hospitals like Jose Reyes Memorial Medical Center (Manila), Amang Rodriguez Memorial Medical Center (Marikina City), and Our Lady of Porzunciola Hospital (Samar).

The project was an initiative of the late Gov. Emilio Macias II, who is also a doctor by profession.

Majority of the Local Government Units (LGU) in Negros Oriental have not yet complied with the provisions of Republic Act 9003 known as the Ecological Waste Management Act of 2001, which mandates every LGU to implement the ecological solid waste management program in their town and create a sanitary landfill instead of open dumpsite, a Philippine Information Agency press release said.

Mario Aragon, Community Environment and Natural Resources II officer, said that only the towns of Bais, Bayawan, and San Jose have already established their respective sanitary landfills as garbage disposal facility. He added that the towns of Bindoy, Sta. Catalina, and Ayungon have already their proposed sites for the construction of their sanitary landfills which have been approved already.

All LGUs that have not complied with the provisions of RA 9003 and already being noticed with the three-strike policy will be fined by at least P 500, 000 for every violation as the National Solid Waste Management has started implementing the policy in 2008 as a way of disciplining every LGU.

But LGU chief executives explained that they are prioritizing important projects in their towns considering the meager budget they have.

The Ayungon National High School in Negros Oriental brought home the bacon as it ranked number one in 2010 National Achievement Tests among science learning areas nationwide with a Mean Percentage Score (MPS) of 97.30 percent.

Another success was recorded when Dauin Science High School earned 94.26 MPS making as fourth in the whole country in the same test.

Governor Roel Degamo appreciated the education sector by being proud of their accomplishments. He added that it only proved that the province has the best teachers.

The Caravan for Excellence will unite at the Capitol ground where programs promoting science education will be conducted to persuade the students to strive hard, love their studies, and learn to focus.

Portions of City Hall upgraded

One of the initiatives of Mayor Chiquiting Sagarbarria in pushing hig flagship program, the landmarks project, and urban development is the upgrading of the Dumaguete City Hall building.

The city ground porch has now a new image. In fact, the porch improvement seemed very timely because the wake of the late Gov. Tuting Perdices was held at the new porch were all people could have equal opportunity in paying their last respects to the man we dearly loved.

Another portion of City Hall that is being upgraded is the the City Planning & Development Office headed by Engr. Josie Antonio, and the office of the City Administrator William E. Ablong.

Both agencies in the LGU are now holding offices in more spacious, air-conditioned rooms.

All sections of services under CPDO are now under one roof, and more people can be accommodated in one spacious room. This is to enhace their services, and hopefully, will establish a well- coordinated planning and development for the city of Dumaguete.

The City Administrator, along with his staff, is also occupying another wider room, more spacious than before.

Hopefully, the rest of the offices will get their upgrading after all vacated rooms will have been fully renovated. These include the offices for Permit & Licensing, the Human Resources, and Public Information.

Again, this initiative of Mayor Sagarbarria is in fulfillment of his agenda of advancing Dumaguete to its peak, and providing the constituents of Dumaguete enhanced and better services.

Meanwhile, the Mayor is contemplating on the construction of a finance building in the City Hall premises to serve as the City’s Financial Tower where all financial sections are housed. These are the offices of Budget, Accounting, Treasury, and the Audit.

And of course, along with it, is a fully-air-conditioned Taxpayers’ Lounge, with LCD TV.
