That is sooooo true..... Most of the tourist that are coming to Dumaguete...mo visit sad sa mga campuses sa 4 Universities in the city.....Pasabot nga ang atong 4 Major Universities dili lang pang edukasyon..... pang tourismo usab sila... :lol::lol::lol::lol:

ILOILO CITY—Tourists visiting major destinations in the country can expect more polite and friendly policemen clad in polo shirts and knee-length shorts.

The Philippine National Police and the Department of Tourism are set to deploy specially trained police units in 14 major tourist destinations to secure and assist tourists.

Superintendent Ranulfo Demiar, Western Visayas police spokesman, said on Wednesday that tourist police units would be set up under the PNP-DOT program Tourist Oriented Police for Community Order and Protection (TopCop).

The special units will be set up on Boracay Island and in Metro Manila, Cebu, Camarines Sur, Baguio City, Davao City, Cagayan de Oro City, Zambales, Bohol, Puerto Princesa City, Camiguin, Cagayan Valley, Negros Oriental and Ilocos Norte.

The tourist police units, except the existing Boracay Special Tourist Police Office, will be patterned after the Bohol Tourist Police Unit, which has seven-member police teams assigned to tourist destinations on the island.

Tourist assistance centers staffed by a composite team from the PNP, the DOT and the local government will also be set up in the tourist destinations.

In police stations at the 14 tourist sites, tourist assistance desks will be organized to provide assistance to tourists.

The tourist police units will be organized from the existing police units and later transformed into a separate structure as the National Operational Support Unit, said Demiar.

The policemen will undergo training on tourism and dealing with tourists, DOT regional director Edwin Trompeta said.

“Aside from their peace-keeping responsibilities, they will be trained how to relate to tourists especially in responding to complaints and requests for assistance,” Trompeta said in a telephone interview on Wednesday.

He said the training would include lectures on peace and order and tourism, tips on acting as tourist guides, customer service, cultural sensitivity and language courses.

The tourist police will wear light blue collared shirts and dark blue pants or shorts for beach destinations.

The PNP and DOT launched the program last December through the signing of a memorandum of agreement.

Basically that's it... Actually the local government has already launched tourism policemen and tourism police stations in the city last year.. they go around on their mountain bikes 24/7 in areas where tourists usually converge..

naa na man na sila sa una pa. they were stationed along Rizal Blvd with their bikes. they were wearing khaki shirts and shorts with matching cowboy hats.

And they are the younger policemen, still buff and energetic.. and i even wonder of they pass through screening? seems like everyone is good-looking and are all really tall..... not the beer-bellied, smoke breath type old policemen.. hehe

I was thinking that the weather was not so hot yesterday, and I did not put sunblock while practicing wind surfing...But here I am with sunborns at the back and front of my body...Whew, it seems to me that summer has been ushered in and the sun is so hoottttt today (where is La Nina?)...

By the way it was really so much fun learning wind surfing yesterday in Bacong...I will share some pictures soon!

Foreign firm to turn wastes into energy

Local government’s major dilemma on how to dispose solid wastes in compliance to environmental laws may soon be decisively solved at near zero cost to taxpayers and can be a potential steady source of revenues.

That is the cure-all solution offered by foreign privately owned firm to the seven towns and city comprising the Metro Dumaguete in a rare joint session of their local legislative bodies last Thursday. True Green Energy Group Corporation (TGEG) thru its counsel Atty. Jose Samonte presented before the assembled local legislative bodies how to convert the solid wastes collected from the municipalities of Amlan, Dauin, Bacong, Valencia, Sibulan, San Jose and the city of Dumaguete into electricity through the technology invented and developed by Irish Ronald Shane Flynn, who also serves as the firm’s own Chief Executive Officer.

Samonte said that Dumaguete City will host the four hectare $ 13.5 million biosphere gasification facility that can initially process 172 tons of solid waste to generate 7 megawatts per hour.

The proponent stressed that the project will eliminate solid and liquid wastes, will reduce volume for sanitary landfill dependence by 93 percent, distills 53,000 gallons of drinkable water and provide employment opportunities. Under the proposed 25 year Joint Venture Agreement between TGEG and Dumaguete City, the firm will develop, finance, construct, install, operate and maintain the facility while the city will provide an adequate project site, right-of-way, supply of solid wastes and assistance in securing governmental consents.

Both the participating LGUs and the TGEG will share in the revenues derived from the sale of electricity, tipping fees and other by-products. Most, if not all of the mayors, vice-mayors and councilors present welcomed the proposal but deferred granting authority to their respective local chief executives from entering into a memorandum of agreement with TGEG until indepth deliberations by the local legislators can be completed.(By Dems Demecillo)

PNOC-EDC fasttracks geothermal projects to avert 2010 power crisis

DUMAGUETE CITY, May 10 (PNA)-The Philippine National Oil Company-Energy Development Corporation (PNOC-EDC) is working hard to beat the projected power crisis in the country in 2010 by completing its geothermal power projects on schedule.

PNOC-EDC president and Chief Executive Officer (CEO) Paul Aquino said they are hoping that by 2009, the 20-MW Nasulo Geothermal Power Project in Negros Oriental shall be completed and operational.

This will boost the existing 192.5-MW geothermal power plants in Palinpinon, Valencia town, also in Negros Oriental.

By 2010 or 2011, the PNOC-EDC is also optimistic that it would be able to harness the geothermal resources in Dauin, Negros Oriental and build a 40-MW power plant.

However, the PNOC-EDC has yet to schedule this year its drilling operations in Dauin to determine the quantity of its geothermal resources before they move, Aquino said.

Both the Nasulo and Magsaysay, Dauin projects are under the PNOC-EDC’s Southern Negros Geothermal Production Field.

Meanwhile, Aquino said they are also hoping to gain entry to the buffer zone of the 179 hectares Mt. Kanlaon Natural Park in Bago City, Negros Occidental.

He said the company can operate at full capacity its 40MW geothermal power plant there, but, there is problem with its steam supply.

Brownouts can be reduced in many areas if PNOC-EDC can enter the buffer zone, but Aquino admitted that they are facing opposition right now.

He also said that if there are no breakdowns in their power plants in the Visayas, brownouts could be minimized,

But he added that their equipment are getting old and they need to acquire new ones.

Aquino was in Negros Oriental on Wednesday and Thursday to attend the graduation of the 5th Summer Energy Camp at the PNOC-EDC-SNGPF site in Valencia town and to tour foreign dignitaries that included the Italian Ambassador to the Philippines, Rubens Anna Fedele, Charge D'Affairs Luis Palma of Chile, and other officials of the Department of Foreign Affairs. I notice that cost of building power plants here doesn't really amount to billions yet they generate many more times the power capacity of other power plants that cost billions. Now, who says we are not cost efficient?

hala... so are competitive / reality tv cooking game shows (masterchef, topchef, next food network star, iron chef, etc..) and cooking shows violating that rule and exhibiting bad example to millions of viewers world wide because the contestants do not wear hairnets? i have never seen anyone in those shows (esp females) wear hairnets.. :ohno: :ohno:

are you familiar with "Ka-Toque" cooking show in QTV? their chefs were wearing toque.

i guess its understandable for tv cooking shows not to wear hairnets coz they should appear good on tv.

Robinsons Land to expand on all fronts

MANILA, Philippines - Robinsons Land Corp. (RLC) is accelerating expansion across all its business segments with capital expenditures seen to rise by almost 40 percent this year to P9 billion in a move aimed at further boosting its presence and securing profitable long-term growth.

RLC president and chief operating officer Frederick Go said the company is building four malls and two office buildings this year to take advantage of a growing economy and steady inflows from Filipinos living and working abroad. Among the new malls scheduled for construction this year are in Pangasinan, Palawan, New Manila and Cebu, he said.

“We are very optimistic about the real estate industry. There is general confidence in the economy and the growing business process outsourcing sector and OFW remittances are supporting consumer spending,” Go said.

Go said the programmed capital budget, which is significantly higher than the P6.5 billion spent last year, excludes special land acquisitions that the company intends to pursue to capitalize on strong demand for residential properties. The company is looking to acquire two parcels of land in Metro Manila to be developed for office space.

For hotels, RLC plans to put up a total of 30 Gohotels in and outside Metro Manila over a five year period. Programmed for opening this year are in Bacolod and Dumaguete. The next sites will rise Palawan, Iloilo, Cebu, and Tacloban for 2012 and Pangasinan, Ilocos Norte, Zamboanga, Batanes, and Gensan in 2013.

RLC is looking to expand overseas to further augment revenues. A planned stock rights offering of 1.3 billion shares, with a current market value of about P18.07 billion, is being planned within the first half this year to fund land acquisition, project construction and development, possible expansion in China and other general corporate purposes.

The rights offering shares will come from a planned capital hike from P3 billion to P8.2 billion of which 25 percent or P1.3 billion (at par value of one peso per share) will be subscribed and at least P325 million will be paid by way of the stock rights offering.RLC earlier said the increase in capital would give it “flexibility to access the equity capital markets in the future since the subscribed capital has almost reached the authorized capital stock.”

The company has offered to develop the 103-hectare Food Terminal Inc. (FTI) property in Taguig into a modern, world-class mixed-use development.

RLC has four integrated large-scale mixed use developments in Ortigas, Manila, Mandaluyong and in the future Magnolia Complex in Quezon City.

RLC is the property arm of taipan John Gokongwei’s listed flagship firm JG Summit Holdings Inc., one of the country’s largest conglomerates with diverse interests in branded consumer food, agro-industrial and commodity food products, textile, telecommunications, petrochemicals, air transportation and financial services.

actually, as per industry, hairnets are only used for fastfood, but in gourmet food preparation, a chef hat is the standard hair accessory. but usually, chefs now are trained to be supervisors of the kitchen, and not the actual ones who prepare the food since they are more focused on recipe preparation and procurement of ingredients and they have a battery of line chefs ("sous chefs" in tv shows) which are actually doing the actual cooking itself and they always use chef's hats

for example, Chef Gaita Fores of Cibo in Manila does not wear a chef's hat when she's cooking or doing the supervisory rounds in the kitchen, a properly-secured ponytail is enough for her

DUMAGUETE CITY, Philippines – A parade of artists, media practitioners, students and school bands kicked off on Sunday the city’s celebration of a cultural feast dubbed “Kisaw: Mag-Mugna Ta!”

Now on its third year, the month-long arts festival seeks to nourish the city’s vibrant cultural life and its reputation as a haven for artists. In Visayan, “Kisaw” means “whoosh” or “hum with activity” while (“mag-mugma” is a call “to be creative.”)

School bands, students and cultural artists filled the streets in the “Parada para sa Sining.” Choral and dance troupes from the universities were expected to share performances and odes saluting the sunset in the “Tayada sa Parke,” a regular Sunday program at the Quezon Park.

Life-sustaining

This year’s theme is “Buhing Mugna (Arts Sustaining Life).”

Art, according to multi-awarded writer Ian Casocot, “is its beautiful gravity and soul, the creative manifestation of everything that we are as a people—our aspirations, our goodness and our frailties, our experiences and histories through the prism of the beautiful and the provocative.”

“Art enriches the human, and becomes the portal for creative expression, whether one is an artist or an art lover. Without art, we do not have a mirror of our humanity,” he said.

Casocot was among artists, media practitioners and young people who met three years ago to talk about bringing the arts into the city’s public spaces so people from all walks of life could get glimpses of the creative wealth and cultural heritage that local artists could offer.

2009 launch

With support from the city and Negros Oriental, the group launched “Kisaw: Mag-Mugna Ta!” in February 2009 with performances of “balak” (Visayan poetry) and “balitaw” (dance), and of high school, university and community talents at the park.

Video shorts were projected on a screen set up between the vegetable and meat sections of the public market. Bamboo, canvas and cloth artworks were installed along the boulevard facing the sea.

A repertoire of Filipino and Visayan songs were sung at the iconic Bell Tower, mingled with the smell of lit candles and melting wax.

Gardy Labad, multi-awarded theater director, composer and indefatigable cultural organizer, addressed artists and tourism officers at the “Sidlakang Negros” and shared the experiences of the Bohol People’s Initiatives in Sustainable Tourism in integrating the arts, ecology and livelihood.

This month’s festival is being undertaken by the province, city, Sidlakang Negros Tourism Officers, Sky Cable and the Youth Advocates Through Theater Arts (Yatta), and the Foundation University, Negros Oriental State University, Silliman University and St. Paul University Dumaguete.

Performances

On Friday, the reigning “balitaw queen” Enriquita Alcaide will regale regulars of the “tempurahan,” with her take on love and relationships titled “Balak, Balitaw ug Uban pa sa Tempurahan.”

Yatta members and students of the Dumaguete Science High School were expected to perform, followed by numbers from “balak” winners in last year’s provincial festivities, a sprinkling of Visayan songs by the Quizo Quintet and Mayette Cabasag, and the unique fusion of select images from celebrated photographers Hersley Ven Casero and Alma Alcoran with contemporary poetry.

From Feb. 19 to Feb. 26, some of the best visual artists in the region will mount an art exhibition called “Kulay at Hugis” at Robinson’ss Place Dumaguete . On the last day, a collaborative painting competition led by the Oriental Negros Children Advocacy Network will be held.

On Feb. 24, renowned artists, leaders and scholars will reflect on “How the Arts Have Sustained the Life of our Communities.” Malou Jacob, playwright and executive director of the National Commission for Culture and the Arts, will be keynote speaker.

Dumaguete universities to boycott PRISAA
• Sun, Feb 06, 2011

Dumaguete universities have announced their intention to boycott the Private Schools Athletic Association (PRISAA) national meet unless issues regarding its organizational legitimacy and leadership are resolved.
The Negros Oriental State University and Silliman University have decided to suspend their participation in the PRISAA after Foundation University led calls to boycott the national games over questions in PRISAA’s legitimacy and management.

But Mark Raygan Garcia, director for the Office of Information and Publications of Silliman University, said that they have not yet signed the manifesto, which he said was authored by the Foundation University, because they want to hear the side of the PRISAA officials first.

“We in the university have always believed that a sound decision could only be made if both sides of the story have been heard,” Garcia told reporters.
The manifesto is asking member schools to boycott the games slated Feb. 20 to 26 in Manila because it is questioning the management of the PRISAA. The meet, however, has been rescheduled to April 10 to 16 in Zamboanga City.
The manifesto further alleges that Prisaa national officials are using the association to promote personal and political agenda. It also questioned its election of officers calling for the exercise to be made democratic and transparent.

Silliman University said it “suspends participation in the PRISAA at this time until all issues relating to it have been satisfactorily resolved by competent national authorities, including the Commission on Higher Education (Ched).”

Foundation University (FU) president Dr. Mira Sinco and University of Northern Philippines (UNEP) president Peachy Alfelor Moraleda were the first leaders to come out in favor of a manifesto widely circulated among Prisaa member-schools nationwide, demanding reforms in the association long ruled by its long-standing chairman Emmanuel Angeles of the Angeles University Foundation (AUF).

Moraleda’s grandfather, Felix Alfelor Sr., a former governor of Camarines Sur, onced served the Prisaa as its chairman.

Sinco’s husband was also a one-time chairman of the national Prisaa board.

They are now calling on Prisaa members to “take all necessary and direct action, dictated by their respective conscience and motives to support a full boycott of the national games organized by the current Prisaa scheduled in February 2011, and all subsequent activities of the Prisaam until such time that the sentiments, concerns and issues urgently expressed... are adequately and completely addressed by those concerned, manifesting commitment and actions for change.”

The manifesto seeks from the current leadership to institute “drastic and urgent reforms in, a.) election of national, regional and local officials; b.) transparency in the conduct of affairs of the association; c.) accountability in fiscal management; and d.) clarity of the Prisaa’s mission and vision.

The group led by the two women also hit Angeles, questioning the “legality and appropriateness of a provision in the Prisaa handbook, which states: the position of the chairman is not subject to election... (he) shall serve as long as he wants to.” They said such a provision could not be found in the by-laws of other leagues, particularly the more successful ones like the UAAP, NCAA, SCUAA and the Unigames.

SU pupils champions in natl science quest

Pupils of the Silliman University School of Basic Education grabbed the championships during the 8th National Science Quest held Feb. 2 to 4 in Sta. Cruz, Laguna.

Jude Martin Amiscaray was declared champion in Applied Science-individual category.

For the team category, Giancarlo Dumalag Sanglay, Mary Antonniette Jaculbe Enojo, and Ma. Chiera Patrice Magallano grabbed the championship. The 2nd place went to another Silliman team composed of: Julliene Salboro, Azel Amada, and Crismario Saad.

The National Science Quest was organized by the Asosciation of Science Educators in the Philippines. (with a report from Alphita Enojo)

Ordinance No. 16 (1988) which is the Market Code; Ordinance No.76 (2003)on Illegal Vendors; Tax Ordinance No. 139 on the Business/Mayor’s Permit; Ordinance No. 65 (2005) on Anti-Indecency; Ordinance No. 17 (2001) on Truancy; Ordinance No. 115 (2006) on Curfew; Ordinance No. 18 (1982) on the Regulation of the Sale of Liquor; Ordinance No. 3 (1999) on the Accreditation of Boarding Houses; Ordinance No. 17 (2003) on the Anti-Smoking Campaign; Ordinance No. 29 (2000) on Cyberspace; Ordinance No. 80 (2003) on Night Clubs, Billiard Poles;

Then we have the Anti-Vagrancy Law; Anti-Mendicancy Law; Anti-Squatting Ordinance; Idle Lot Ordinance; Building & Fencing Permit; ISWM Ordinance/Anti-Littering Law; Hot Meat Pursuit; Traffic Enforcement; the Stray Dogs Problem; Meat/Fish/Vegetable Inspection; HIV-STD; Sanitation & Food Safety, etc.

All these have been the focus of past chief executives of this City as they committed to implement with full might such regulatory ordinances that were expected to promote order, fairness, and equality among our people, reduce the number of violators, and put money in the City’s coffers from fines and penalties.

This time, Mayor Chiquiting Sagarbarria issued Executive Order No. 10, creating the Special Action Group Advocating Rapid Reform (Task Force SAGARR), a super body, mandated to address urgent dilemmas.

To effectively implement and enforce E.O. No. 10, Mayor Sagarbarria would act as the Task Force commander, and City Administrator William E. Ablong as ground commander.

Existing task forces such as the Task Force Bantay Syudad, and the Market Task Force shall be under the umbrella of the super body.

Furthermore, operation team leaders have been designated to bring about SAGARR’s objective into action, and give positive results for the good of all Dumagueteños and our dear City: Charles Tubog, Edgar Caro, Laume Quijote, Engr. Renier Enario, Atty. Arthur Fran Tolcidas, Richard Duran, Joaquin Jeffrey Abella III, Danilo Atillo, Glenn Villamil, Ronnie Calawod, C/Insp William Tacaldo.

These 11-team task leaders have a number of personnel under their command and are respectively assigned to different functions.

For now, a series of special trainings are in progress conducted by Task Force Ground Commander Mr. Ablong.

Mayor Sagarbarria is hopeful that after thorough trainings and preparations, Task Force Sagarr will be fully operational within by March this year, and would eventually reap results for change and reforms especially in the implementation of the regulatory ordinances.

“I am enjoining everyone to uphold the law for us to achieve our objectives for a better Dumaguete,” Mayor Chiquiting is asking the Dumaguete residents.

BPI to award 3 SU student scientists

The Bank of the Philippine Islands Foundation, Inc. has chosen three Silliman students as among the 30 recipients of the annual Bank of the Philippine Islands-Department of Science and Technology (BPI-DOST) Science Awards.

Jason Coo (Civil Engineering), Kaiser Josef Sedillo (Electrical Engineering) and Jonathan Andro Tan (Physics with Emphasis in Computer Application) will receive their plaques, research grants and cash prizes in February during a ceremony where they will present their winning projects.

Established in 1989, the BPI-DOST Science Awards aims to recognize and provide incentives to budding scientists and researchers from BPI’s ten partner universities in the Philippines.

Recipients of the BPI Science Awards are offered employment at BPI as junior officers.

Biology professor clinches best poster award in India

A professor at the Biology Department who is currently pursuing her post-graduate studies in India gained recognition during the International Conference on Genomic Sciences held last year at the Madurai Kamaraj University, Madurai, India when her entry was selected Best Poster.

Prof. Socorro Parco was one of only 15 featured researchers, based on poster submissions of over 250. From among the 15, her entry, “Siderphore production associated with anti-fungal potential of Rhizobium sp.,” was selected Best Poster.Her poster will be featured in an Indian journal.

A scholar of the United Board for Christian Higher Education in Asia, Professor Parco is finishing her Doctor of Philosophy in Microbiology at Lady Doak College in Madurai, India.

Greencore cannot stop brownouts

No amount of sufficient or excess electric power can stop a falling tree.

That in effect is the gist of the explanation of Green Core Geothermal Incorporated and the Negros Oriental Electric Cooperative 2 in trying to address hundreds of irritated consumers, who were greatly inconvenienced by several and prolonged power outages last week.

Based on the assurances of both entities that brownouts, due to the chronic lack of supply of power will be a thing of the past, consumers were willing to swallow the expected increase of their electric bills after NORECO 2 decided to seal the multi-million deal to buy power from Greencore.

However, the consumers were again subjected to long brownouts and this time NORECO 2 officials blamed the all too familiar culprits: vegetation and inclement weather.

Incredulous consumers are asking why residents of Barangay Puhagan, in Valencia town, Greencore’s very host for its geothermal power plants, had to endure the inconveniences of having no electricity for more than one week.

James Fontelo, Chairman of the Board of Directors of NORECO 2, said that they are cognizant of the problem and are forming additional maintenance crew to augment the existing force so they can cover larger areas especially during bad weather.

CCTV pushed as crime witnesses

Law enforcers and city legislators have pooled their minds in funding a Closed Circuit TV monitoring system (CCTV) in crowded areas so that it can help in deterring crimes, and act as eye-witnesses in case crimes are committed within its signal range.

This developed as most heinous crimes are dropped or , do not even reach the courts, because of lack of credible witnesses If at all. Just like the Palawan experience, the assassin was seen by the CCTV monitors and recorded. It led to the asrrest of the suspect who cannot deny identificiation.

Faced with this dilemma of rising incidents of crime and indifference of both victims and supposed witnesses, policymakers and businessmen are united in pushing for the use of Close Circuit Television or CCTVs as “mechanical eyewitnesses” to record crime incidents as it happens.

This was unanimously favored during a public hearing last Tuesday on this matter.

Once approved and funded, the CCTV will be installed in markets, parks, public places, major intersections, and crowded areas.

Later on, the private sector will be enjoined in the proposed ordinance to install it in schools, banks, hotels, piers, airports, churches, even on selected tricycles who will be roaming the city.

CCTVs are expected to provide the authorities with solid and unadulterated evidence to prosecute the suspects without the need to coax and cajole victims and potential witnesses, who are either intimidated to silence or compromised.

The Negros Oriental Bankers Association (NOBA) President Gary Rosales shared his experience saying that most banks are already equipped with CCTV cameras, but the proposed measure by Councilor Manuel Arbon to install the same gadgets in all other commercial establishments and in the streets would definitely boost the security of the banks and their immediate environs.

However, Negros Oriental Chamber of Commerce and Industry President Edward Du aired his concern that many owners of small and medium size businesses cannot afford to purchase the required CCTVs.

He said the solution is for them to pool their resources and have different areas of monitoring and share in the cost. Arbon replied that his proposed ordinance will categorize the business establishments according to their capital to determine the owners who will be required to install CCTVs.

Furthermore, Du is also unconvinced if the Bureau of Internal Revenue would consent if owners would considered the cost of the purchase of CCTV as tax deductible expense since this gadget is considered as assets of the companies.

The neophyte-lawyercouncilor will propose for the granting of tax benefits or privileges to those establishments to encourage and lighten the burden of the companies in complying with the requirements of the ordinance.

Not only that, the proposed ordinance which was discussed in a public hearing last Tuesday also enables the public, private firms and shops to install closed circuit TV monitors if only to help in the anti-crime drive, as real time eye- witnesses.

According to its concept paper, the closed circuit TV monitors installed in public places is in response to the incidence of growing unsolved criminal cases which are due to the failure to provide witnesses to the crime obviously for fear of reprisals. The closed circuit TV monitors will be the answer to that problem of lack of witnesses in a criminal case.

Well, not anymore, with the installation by the city government of closed circuit TV monitors in markets, parks, bus terminals, and in major artery roads. The idea is for the public to be able to monitor these incidents and record the same automatically even without the presence of policemen who cannot be in all places all the time. The private sector can also install their own CCTV in their firms and even private residences.

The advantage of a closed circuit TV monitoring system is that it records everything in real time 24/7. Should the need arise, it can be replayed and all the events that happened which are captured by the eye of the camera are recorded and replayed, nothing escapes the CCTV except what it did not see.

If approved, the CCTV will also mandate installations in banks, department stores, school campuses , piers, airports, parks even radio stations and private homes, and in as many as those who would want to protect their homes and establishments from lurking criminals even before they strike.

Most of all, the usually one-time expense for these gadgets will be tax deductible, meaning, it can be used as legitimate expense in one’s income tax returns.

We support the closed circuit TV project of the city. This is the public’s own way of helping monitor the presence of would-be felons. The cameras are builtin eye-witnesses in actual cases of incidence at the crime scene.

Sy told the mayors, it is not that easy to establish a functional hospital because it requires huge finances, personnel complement, and the equipment. Besides, it has to go through a thorough feasibility study to be participated in by all the local government units involved, he said.

The election for provincial governor is still more than two years away, but political pundits and even plain folks are now seeing a potential George Arnaiz and Gary Teves clash for the Capitol’s highest post.

Both Arnaiz and Teves have excellent experience and performance as legislators.

They are also outstanding in their chosen professions as a lawyer and banker, respectively. Both are also members of prominent political clans that are recognized and respected even by Presidents.

Arnaiz never hid his desire to return as Governor of the province while Teves has long been considered yet the best governor we never had. The former is considered strongest in the second district while the latter is seen as most formidable in the third district and competitive in the first district, which might be a battleground district if and when Rep. Jocelyn Limkaichong decides not to join the fray or would stay neutral.

However, others caution that it would be foolhardy to even suggest that sitting Governor Roel Degamo is out of the picture given the fact that he is practically all over the province 7 days a week determined to deliver even the most basic services up to the farthest barangays. wrong guess ka jundem. i was first registered in Dumaguete. I voted there during the 1998 Presidential election. Then registration transfer to Cebu dayon. I never tried voting in Butuan. hehehe.:)

aside from being recognized as "Asia's Best Finance Minister", he is also responsible for the phenomenal growth that the Philippine economy achieved during GMA's term (high GDP growth rate) and it's not too difficult to see why (http://www.pcij.org/blog/wp-docs/GBT_resume.pdf)

Negros Oriental needs a visionary and trailblazing leader, for we cannot move forward if we don't grab the opportunities that abound in the global market. We cannot stay idle and be traditional this time, we have to carve our own niche in the country's economy. We cannot solely rest on our strength in tourism, we need to attract industries and foreign investors as well, to serve as a catch basin for our native and insanely-talented human resources

It will most likely be a pensionne house/inn, bai. It's easy to photodocument developments/constructions in a small city kay ginagmay ra ang mga projects. I'm doing this for the benefit of Dumaguetenos and other Oriental Negrenses who are based outside the province; and for potential investors. Dumaguete is growing and we need more investments to grow bigger and faster.

World Class Course at Pamplona Golf and Country Club


The town of Pamplona in Negros Oriental is located in the northwest portion of the province, 37.9 kilometers away from the provincial capital city that is Dumaguete City. The main industry being agriculture, many farming properties and plantations can be found in many regions of Pamplona.

One such property is the Pamplona Golf and Country Club which originally was a private owned plantation of coconuts, sugarcane and other agricultural produce. It was converted into an 18-hole golf course in the late 1990’s. Although this golf course is strategically located near the municipality of Tanjay, it is part of Pamplona’s jurisdiction and brings its name.

Mountain ridges provide for a panoramic view from the Pamplona Golf Course. The broad landscape is dotted with refreshing verdant greens. Because the terrain is naturally hilly, the course is a demanding and challenging feat even for seasoned golfers. The course includes small lakes and cascading streams and enhanced surroundings that make golfing there a worthwhile experience.

Pamplona Golf and Country Club has a world class course that is used for provincial and national tournaments holding at least three tournaments in one year. The greens and fairways are very well cut and maintained, so with the rest of the grounds. Day to day operations are taken cared of by a Manager, appointed by the Club’s Board of Directors and members.

The Clubhouse has a fully operational restaurant staff that serves meals, snacks and cold drinks. Other amenities include a swimming pool, a landing strip for private aircrafts, and a row of clean and functional resort quality rooms that can be leased. At the main clubhouse, there are lockers and shower rooms, a golf shop offering rentals (golf carts for P600/round, golf sets) and selling basic golf items like shoes, gloves, tees and balls. Caddies and umbrella girls are also around for a quick helping hand and on some occasions, a pro might also be there to give you some golfing tip or two.

its true nick but what makes zambo city bad is the news that delivers the media.. that affects the image of the city about the peace and order situation mao pud madugay ang mga investor or gaduda ang uban investor to invest in the city because of what they heard in the radio and seen on the news..zambo city is so exposed.. unlike dumaguete is not exposed on television about bombings, asg, kidnappings..:ohno::ohno::ohno:

Mayor cracks down on Sibulan “hubo-hubo” bars

The Mayor of Sibulan has responded to public criticisms regarding the irony of this town of devoted religious followers yet, it has the most number of motels and night spots with alleged lewed shows being shown uabated.

“So where is its parish priest? What is the pastoral council doing about it? Why are these given permits to operate in Sibulan and not in Dumaguete? “Asked several taxpayers in Sibulan.

Interviewed by STAR ENERGY FM, Mayor Marcela Grampon Bartoces said she will personally start the crack down on violators of the municipal and national laws.

She warned law enforcers to effect their arrests legally, once evidence warrants otherwise the case will be dismissed, and only for the suspects to go back to this unpopular kind of business.

In addressing the complaints against the entertainment bars, Mayor Marcela Bartoces guaran-teed to close down entertainment bar in her town once the law prohibiting vulgar shows is violated by the operators.

In her meeting with at least seven entertainment bars operators and managers, Bartoces pointed out that she wants to impose a dress code for the employees of entertainment bars, especially the ladies. This is a way of encouraging entertainment bars to have decent shows.

Moreover, Bartoces said that waitresses can still wear sexy, but decent, attires, in order to gain respect from the customers despite the nature of their jobs.

Bartoces said she is serious in implementing the law after her office received various complaints against these entertainment bars. She hopes that operators and managers agree on her plan in order to help preserve the image of her town – Sibulan.

Cebu Pacific quells bad crash rumors

Cebu Pacific has quelled rumors that one of its planes bound for Manila crashed Wednesday when it left the Dumaguete Airport this morning.

Rommel Saga, local Cebu Pacific operations manager, said that the Control Operations Center at the Manila airport has verified that the plane landed safely at the Ninoy Aquino International Airport at around 9:50 a.m today.

Dumaguete Airport Control Tower in an interview confirmed that the plane – an Airbus 319 with flight no.

Cebu626 – arrived at the Dumaguete Airport on 8:15 a.m. and then left for Manila at 8:50 a.m. with no untoward incidents.

Saga said his office was swamped with calls this morning from various people asking if the circulating text messages saying that the plane crashed on its way to Manila was true. “All these talks are just rumors. We called up the Control Operations Center in Manila and they confirmed that the plane landed in Manila safely and on time,” he said.

Travel time from airborne to touchdown takes approximately an hour for planes flying the Dumaguete-Manila route, said Saga.

He said that the plane crash rumors have also been widespread in Zamboanga, Davao and Manila. “This is not only happening here. It seems that this is nationwide,” said Saga.

Saga assured that all Cebu Pacfic flights are normal today.

The airport control tower in Manila has earlier issued to the Dumaguete airport control tower a visual flight rules operation advisory suspending flights from 6:37 a.m. until 10:55 am today due to visibility and cloud coverage falling below the minimum standard.

According to Air Traffic Controller Rafael Dolfo, said advisory puts the visibility at less than 5 kilometers and the “ceiling” or cloud coverage at less than 1,500. “Instrumental flight rules indicate that if visibility and cloud coverage are less than the minimum 5 kilometers and 1,500, respectively, then it can suspend flight operations,” he said.

However, the suspension does not cover airlines whose aircrafts are equipped with a navigation system called VOR. “Airplanes that have a VOR equipment can navigate the skies in this kind of inclement weather and their pilots are instrument-rated, so they are allowed to fly under this kind of weather condition,” said Dolfo.

According to wikipedia.com, VOR is short for Very High Frequency Omnidirectional Radio Range which is a type of radio navigation system for aircrafts that is standard of instrument flight.

Dolfo said flight operations resumed to normal after the suspension was lifted at 10:55 a.m. Wednesday.

I have always loved hearing war stories, specially about how World War II was fought in our own shores here in Negros Oriental and Dumaguete City. I know our veterans are now old and tired, many in their eighties and nineties, and many of their stories have been forgotten as the new generation hurry into the new millineum and into new technology.

It was as much for myself as it was my desire to share some Philippine war history, specially the Japanese wartime here in Dumaguete city with John Kinzinger, a Vietnam war veteran and Greg Detmer, a retired Marine, who were here last week as mission team members of the First Presbyterian Church of Ann Arbor visiting Dumaguete City. Prof. Earl Jude Cleope had acceded to my request to give us a short briefing and tour of the history of world war II specially in Silliman University, Dumaguete City and Negros Oriental. Earl is a professor in History and the Dean of Education at Silliman University and his love for history makes him the best resource person in the World war II history of Negros Oriental.

As a high school of college student, I have not read any history of the Japanese occupation in Negros Oriental or Dumaguete. The little bits and pieces of wartime stories that I heard had stirred up my interest to know more about this particular history.

I had spent years as a college student and later as faculty among the different campus buildings around Silliman University and it wasnt until recently that I learned so much history is written in blood and tears at Silliman during wartime.

Prof Cleope gave us a very interesting briefing complete with pictures, maps, original books and diaries. Silliman Library is a very rich source of history with rare and valuable books on pre war, war time and post war time. Our time with Earl was a walk into history with personal stories of heroes, living and dead that many of our young now do not even know. Those young men during the war who are now in their eighties and nineties, their comrades who died in duty or after the war are no longer remembered. Prof Earl brought history into the present as we toured Silliman campus and he showed us where the Japanese headquarters, garrison, officers quarters and the dreaded Kempetei (Japanese police) conscripted the different Silliman buildings. Earl told us a US submarine plied our Tanon Straits to pick up Pres. Quezon and Vice Pres.

Osmena. He told us where the Americans landed in Sibulan and Dumaguete to start the liberation of the province. We went up to Valencia to visit the Cata-al War museum where John and Greg walked among the war memorabilia of Japanese soldiers left after the war. Mama bombs, guns, swords, food canteens and medical supplies were silent witnesses to the events of war. We then hied to Zamboanguita to where the remaining Japanese forces surrendered to the Americans.

Earl pointed out the route the Japanese took from Valencia to Zamboanguita. I can only share here what I can remember and you dear readers will have to forgive me for any details I miss.

Earl gave us a very detailed and comprehensive of the war stories of our city and province during the Japanese occupation, s tarting from when the Japanese landed in Dumaguete and spread out through the province until their surrender; one must really sit down with him to hear him put history together and piece them all into what we now celebrate as victory and freedom.

RDC-7 gives posthumous award to governor Perdices

The Regional Development Council (RDC-7) in Central Visayas gave a posthumous recognition today to the late Negros Oriental Governor Agustin Ramon Perdices who succumbed to cancer last year.

The posthumous award to Perdices is in recognition for his setting an example in good governance through honestto- goodness public service and prudence in local fiscal administration.

Perdices was an active member of the RDC from 1989-1998 and 2001-2010. As Negros Oriental Governor, President Benigno Simeon Aquino III appointed him as RDC Chairperson for 2011-2013.

Perdices was well-loved for his honesty, unwavering principles and tireless commitment to public service and he was instrumental in improving Dumaguete’s infrastructure facilities and in promoting the city as one of the major education and IT hubs in Central Visayas.

The RDC-7 acknowledged his loss as a great ally in promoting anti-corruption practices, cost-effective development projects and the efficient dispersal of basic services and industries within Central Visayas.

According to the RDC, Perdices is a true, dedicated and compassionate leader. The people who have the opportunity to serve him and those that have benefited from his long government service will sorely miss him, including his colleagues at the Central Visayas, RDC. “While we will miss the opportunity to work with him again in the RDC, we entrust Governor Agustin Ramon Perdices to his Maker,” the posthumous award reads.

Negros Oriental Governor Roel Degamo received the award in his behalf with some mayors of the province and officials of the Regional Development Council. (PIA- 7/MBCN)

Roads rehabilitation in NegOr gird up

The 2nd Engine ering District of the Department of Public Works and Highways (DPWH) has slated a couple of road construction and rehabilitation in the 2nd District of Negros Oriental under its 2010 infrastructure projects after funds were released December 23, last year.

A total of P 254,370 million is being appropriated for the reconstruction and rehabilitation of the Bais- Kabankalan road, North and South roads of Dumaguete, and all parts of the Western Nautical Highway.

Negros Oriental 2nd District Representative George P. Arnaiz, through his Priority Development Assistance Fund, has also allocated at least P 40 million for the construction and rehabilitation of roads in the upland barangays of the second district.

BM Sal gives NOHS seven computer sets

In order to cope with the digital technology age, Board Member Saleto Erames recently donated seven computer sets — including multimedia speakers, printers, computer tables, chairs, and other computer accessories — to Negros Oriental High School (NOHS).

According to NOHS Principal Ronald Tenorio, the school needs more computer units for the students since the present computers donated by JAICA in 1989, are already faulty and slow due to the great number of students using them.

The said computer sets will be used exclusively for students’ encoding and research works. Opening of pornographic sites in the internet and playing of games is strictly prohibited.

MOUNTAIN CLIMBING

Negros Oriental have two mountains, the richly abundant fauna and flora mountain of Mt. Talinis and the tallest mountain in the Visayas, the still active Mt. Kanlaon. MT. TALINIS


Comprising a group of mountains between twin peaks, popularly called by the native Negrenses as Mt. Talinis or “Cuernos de Negros” or the Horns of Negros, standing at a height of 1500m. or 4,920 ft. and 1,710 m. at 5,708 ft above sea level, situated approximately 9 kilometers Southwest from the municipality of Valencia, Negros Oriental.

Mt. Talinis and Mt. Canlaon are the two highest mountain ranges found in Negros Oriental. Mt. Talinis stands second only to Mt Canlaon which is measured to stand at a height of 2,465 m. 8,086 ft. above sea level.

Mt.Talinis meanwhile, boasts of a variety of wild inhabitants ranging from wild boars; wild chickens; wild-pigeons; wild cats or “mellow” and monkeys, among others. It is also the home of rare species of spotted deer believed to exist only in two places in the Philippines, namely Panay island and our very own Negros island. It is likewise adorned with wild ornamental plants including different species of wild orchids that thrive in the cool mountain atmosphere of Talinis.

The magnificent and eye-catching beauty of the waterfalls and its never ending deluge of cascading mountain water, keep the 4 lakes, mini rivers and streams abundantly supplied with fresh water fishes, such as; the carp,” tilapia”, ”bais”(freshwater eel), small fresh water shrimps or “olang”, snails,etc.

To reach the Talinis peaks a native of the place to act as guide will take you through mountain trails passing on either points of Valencia, Bacong , and Dauin, Negros Oriental.

A word of caution however, to the prospective new visitor(s) of Mt. Talinis. Never venture into the wilds of Mt. Talinis without taking along experienced guide to help you find your way, and to assist you in reaching your targeted destination. Without guide, it is easy for one to lose one’s way in Mt. Talinis.

MT. KANLAON


Mt. Kanlaon is the Tallest Mountain in the Visayas and is actually shared by the 2 provinces of Negros; Negros Oriental and Negros Occidental. It is an active volcano and has an elevation of 2,435 meters and a base diameter of 30 km and is dotted with pyroclastic cones and craters. The summit of Kanlaon contains a broad elongated northern caldera with a crater lake. A smaller but more active crater lies in the south.

The volcano has three hot springs on its slopes: Mambucal Hot Springs on the northwest, Bucalan Hot Spring, Bungol Hot Spring. Its adjacent volcanic edifices are Mt. Silay and Mt. Mandalagan, north of Kanlaon. Canlaon City now stands beside the mountain.

Evolving for over a million years, the wilderness of Mt. Kanla-on contains a delicate ecosystem containing plants and animals living in harmony. The beauty of the mountain’s natural environment- with exotic flora and fauna, awesome geologic and other natural features of great interest, have been widely noted for their scientific, educational, and recreational importance, as well as its historical, cultural, artistic and aesthetic values. For these attributes, Mt. Kanlaon has been found and identified to possess all the necessary pre-requisites required for its status to be considered and declared as a National Park on August 8, 1934.

For a more enlightening park experience, an unhurried quiet walk lets the visitor sense the unique environment. Travelling slowly through the dense forest, one will discover each area somewhat different from the other; various kinds of unique plantlife, from the enigmatic strangler fig to delicate orchids and the ferns and epiphytes of the mossy forest. Wildlife sounds abound beneath the triple-canopy forest and if your group is quiet and observant, a number of these animals can be seen. Mt. Kanla-on National Park is the home of many species of birds including the endemic hornbill, colorful parakeets, and even migratory birds from northern Asia. The huge but harmless monitor lizards scramble over fallen logs and Draco the "flying" lizard might glide overhead. Although there are several harmless species of snakes which are rarely encountered, avoid handling any because the poisonous cobras make their home here too.

At the ridge top, panoramic scenes of sheer rock walls and cliffs with the lush cover of the dwarf forest, clash with the Margaha Valley's cogon grass and shrub-covered floor. Mornings come late and the evenings early in the Valley. Pastel patches of greens, yellows, olives, ochres and tans from agricultural lands below are suddenly cut by the deep blue sea with cloud formations hugging the curve of the horizon.

The phenomenal clouds over Makawiwili Peak are illustrative of the complex balance of Nature's forces Man has started to respect.

MT. KANLAON


Mt. Kanlaon is the Tallest Mountain in the Visayas and is actually shared by the 2 provinces of Negros; Negros Oriental and Negros Occidental. It is an active volcano and the tallest in the entire Visayas. It has an elevation of 2,435 meters and a base diameter of 30 km and is dotted with pyroclastic cones and craters. The summit of Kanlaon contains a broad elongated northern caldera with a crater lake. A smaller but more active crater lies in the south.

The volcano has three hot springs on its slopes: Mambucal Hot Springs on the northwest, Bucalan Hot Spring, Bungol Hot Spring. Its adjacent volcanic edifices are Mt. Silay and Mt. Mandalagan, north of Kanlaon. Canlaon City now stands beside the mountain.

Evolving for over a million years, the wilderness of Mt. Kanla-on contains a delicate ecosystem containing plants and animals living in harmony. The beauty of the mountain’s natural environment- with exotic flora and fauna, awesome geologic and other natural features of great interest, have been widely noted for their scientific, educational, and recreational importance, as well as its historical, cultural, artistic and aesthetic values. For these attributes, Mt. Kanlaon has been found and identified to possess all the necessary pre-requisites required for its status to be considered and declared as a National Park on August 8, 1934.

For a more enlightening park experience, an unhurried quiet walk lets the visitor sense the unique environment. Travelling slowly through the dense forest, one will discover each area somewhat different from the other; various kinds of unique plantlife, from the enigmatic strangler fig to delicate orchids and the ferns and epiphytes of the mossy forest. Wildlife sounds abound beneath the triple-canopy forest and if your group is quiet and observant, a number of these animals can be seen. Mt. Kanla-on National Park is the home of many species of birds including the endemic hornbill, colorful parakeets, and even migratory birds from northern Asia. The huge but harmless monitor lizards scramble over fallen logs and Draco the "flying" lizard might glide overhead. Although there are several harmless species of snakes which are rarely encountered, avoid handling any because the poisonous cobras make their home here too.

At the ridge top, panoramic scenes of sheer rock walls and cliffs with the lush cover of the dwarf forest, clash with the Margaha Valley's cogon grass and shrub-covered floor. Mornings come late and the evenings early in the Valley. Pastel patches of greens, yellows, olives, ochres and tans from agricultural lands below are suddenly cut by the deep blue sea with cloud formations hugging the curve of the horizon.

The phenomenal clouds over Makawiwili Peak are illustrative of the complex balance of Nature's forces Man has started to respect.
