MGB-7 to prioritize 72 barangays in CV for densification project

CEBU CITY, Feb. 11 (PIA) —The Mines and Geo-Sciences Bureau of the Department of Environment and Natural Resources (DENR-7) will prioritize 72 barangays that are highly susceptible to landslide and flooding for its densification project this year.

These barangays are located in Cebu City, Toledo City, Balamban, Naga City in Cebu; municipalities of Jagna and Duero in Bohol; and municipality of Valencia and Bayawan City in Negros Oriental.

Mines and Geosciences Bureau-7 Regional Director Loreto B.Alburo said the densification project aims to produce geo-hazard maps with scale of 1:10,000 covering critical areas of high landslide and flooding susceptibility to show more details of the areas covered by the map.

The densification of geo-hazard maps is among the bureau’s major projects as part of the disaster risk reduction initiatives to be implemented this year.

“The production of a 1:10,000-scale geo-hazard map is like zooming in the 1:50,000 map until we see the details of the area which cannot be represented in the 1:50,000-scale geo-hazard maps,” Director Alburo said.

Among the details that can be found in a 1:10,000-scale geo-hazard map include parameters or features in the area that may affect ground stability and the type of landslides or flooding that can possibly occur in the area.

“With the 1:10,000 map the relocation sites can also be plotted in a more specific area,” Director Alburo said.

Director Alburo further said that under the project, the MGB will also conduct coastal geo-hazard assessment and mapping of 201 priority coastal barangays in Sibonga, Carcar, San Fernando, Naga City, Minglanilla, Talisay City and Cebu City, all in Cebu Province; and Vallehermoso, Guihulngan, La Libertad, Jimalaud, Tayasan, Ayungon, Bindoy, Manjuyod, Bais City, Tanjay, Amlan, San Jose, Sibulan, Dumaguete City, Bacong, Dauin, Zamboangita, and Siaton, all in Negros Oriental Province at a scale of 1:10,000.

The geo-hazard maps will then be distributed to concerned local government units with intensive information and education campaign support and training of not only local officials but also local leaders and members of affected communities.(pia7/Hazel Gloria with the reports from DENR-7)

Second IT park mulled

Another information technology park will be established in Dumaguete City, following the approval by the Sangguniang Panlungsod to convert the Circular House in Bantayan for the purpose.

The first IT Park was the Dumaguete Business Development Park where Teletech and Robinsons are situated.

Three buildings will be constructed at the new park to accommodate about 6,000 terminals that will provide job opportunities to more than 10,000 Dumagueteños and Negrenses, Mayor Manuel Sagarbarria said.

He said everything is going smoothly for Dumaguete in terms of economic development due to its rich human resources as a university town.

During the Regional Development Council meeting in Cebu, two locators showed interest in doing business in the city, Sagarbarria said. One of the biggest is Shoe Mart whose representatives have visited his office to signify their intention to establish a branch in Dumaguete, Sagarbarria added.*JG

Local government units urged to pay power bills promptly

DUMAGUETE CITY, Feb. 12 (PIA) -- Local government units (LGUs) covered by the Negros Oriental Electric Cooperative 1 (NORECO 1) will find themselves without electricity if they fail to promptly pay their LGU's power bills.

This after NORECO 1 disconnected the power supply of a municipal government in its coverage area late last year for not paying its power bills for three months, the amount of which was “substantial,” according to Jose Juveleo Acabal, general manager of NORECO 1 based in Bindoy town.

The unpaid amount accumulated from three months' worth of unpaid electric bills.

Acabal, who refused to identify the LGU, said the delinquent municipal government was without power for two days.

The cooperative's coverage area encompasses Canlaon City down to Mabinay.

Power supply to the delinquent LGU was cut off after failed attempts from the cooperative to make the municipal government settle their unpaid bills. “We made negotiations, we talked to the mayor and gave them enough time to settle their account but this was not successful,” said Acabal.

NORECO I Institutional Services Department Manager Lynn Manlalangit recalled that their office was swamped with complaints from municipal government employees after power conenction was cut off to the municipal government offices of the delinquent LGU. But Acabal said this would not have happened “if they settled their obligations promptly.”

He appealed to mayors of the towns and cities covered by NORECO 1 to pay the LGU power bills promptly to avoid disconnection. “We are strict about this because the electricity we provide to our consumers, we pay our power suppliers for that. They will also cut us off if we don't pay them,” said Acabal.

The cooperative's policy calls for immediate power disconnection of delinquent member-consumers but Acabal said NORECO 1 allows a grace period of one month as consideration. (RMN/PIA-7 Negros Oriental)

Isn't it possible to combine our sports center with this design, by putting fabric roofings, and the best if that would be retractable or removable :)...I don't know if the US trained, award winning architect Rene Armogenia can do this, or if he knows any technology which would have this effect...

Previously a dusty old track oval known as the Perdices Coliseum. Now features a nice rubberized track with the Negros Oriental Hotel and Convention Center surrounding it.

The airport runway has been widened by around 10 meters and equipped with lights for night landings. There also seems to be little hangar for small aircraft now.


DIVERSION ROAD

The diversion road (or circumferencial road) is a project that's been talked about forever. Supposed to connect Sibulan to Bacong without passing through the congestion of Dumaguete, it finally seems to have gotten off the ground a little bit. A roughly 900 meter stretch of road has been cleared so far, with a width of 20 meters.

I checked the Google Map site of the proposed new IT Park in Bantayan where the Circular House of Performing Arts is located. It is quite big! Thrice or even five-times bigger than LP IT Park! It is about the size of the whole SPUD campus. Winner! Hehe.. Guys, plz post a Google Map shot here!.. Maka excite!! :)

I hope SM wont consider to build on that area. It's AngTay Golf Course and Country Club. The AngTay's are even currently renovating every facility there and sayang pod.. It's the only golf course closest to the city. It should be spared.

If I am not mistaken that area should be more than 30 hectares, and SM is only looking for 12 hectares...If you will look at that area, that has the same situation as Robinsons Dumaguete: it has intersections, and it is an area where buses, and other public and private transportation pass by.

Second IT park mulled

Another information technology park will be established in Dumaguete City, following the approval by the Sangguniang Panlungsod to convert the Circular House in Bantayan for the purpose.

The first IT Park was the Dumaguete Business Development Park where Teletech and Robinsons are situated.

Three buildings will be constructed at the new park to accommodate about 6,000 terminals that will provide job opportunities to more than 10,000 Dumagueteños and Negrenses, Mayor Manuel Sagarbarria said.

He said everything is going smoothly for Dumaguete in terms of economic development due to its rich human resources as a university town.

During the Regional Development Council meeting in Cebu, two locators showed interest in doing business in the city, Sagarbarria said. One of the biggest is Shoe Mart whose representatives have visited his office to signify their intention to establish a branch in Dumaguete, Sagarbarria added.*JG

i agree, it's now a vibrant street, together with adjacent Miciano Road, the other lesser-known downtown area of Dumaguete :cheers:

Robinsons Dumaguete is currently the largest single building in the province...

if you come in by boat during the night, the glow from Robinsons Place is as bright as the glow coming from the Boulevard :)

^^ 4th in Visayas, 6th in the entire VisMin.. Cebu, Bacolod, Iloilo, Davao, CDO, and DUMAGUETE.

Dumaguete is again, flattered to be with the mighty HUC's

So it can be seen that outside NCR only two teams got the crown, Bacolod/Negros Occidental and Dumaguete...

In fact our players such as the Vilirans and the Pineros were always pirated by other teams before....I could just remember that we always were on top of this game in the early 2000s...And we were the first to beat NCR in this game :)...The first team outside Metro Manila to get that crown. In other words, outside Metro Manila this game could belong to us, because the rest just followed.

i really would like to see the emergence of a professional football league in the Philippines with geographic clubs representing cities or provinces.. sort of a PBA in football.. we really need this "super league" to revive the country's new found interest in football.. a university league (UFL) based in Manila is not enough, considering the fact that most of the high-performing native players come from the football-crazy areas of the Visayas :cheers:

DoLE 7 gives migratory sugar workers a break

BAYAWAN CITY, Negros Oriental – The Region 7 office of the Department of Labor and Employment is set to launch its “I-serve sacada” project, aimed at augmenting the incomes of migratory sugar workers in this province. The project comes with a provision for a P2.5-million fund for DoLE 7’s co-partner organizations.

DoLE 7 regional director, Elias A. Cayanong said that on Monday, February 14, the agency will release the P2.5 million to DoLE’s accredited co-partners which is intended to augment the income of said migratory sugar workers or “sacadas,” and their families in the province, directly benefiting this city as well as the municipality of Ayungon.

The fund, according to Cayanong, is meant to help the sacadas “enjoy a decent life.”

Cayanong explained that the sacadas are the most vulnerable group of workers in the sugar industry, that is, because the seasonal nature of their employment, the industry could not provide them with a steady, all-year-round income.

The DoLE 7 top official pointed out that their vulnerability is characterized by various socio-economic conditions. Many of the “sacadas” are illiterate or have very little academic education. Their whole life is centered on whatever work they can find in agriculture, mainly during the planting and harvesting seasons in the sugar sector. However, once sugar canes are brought to the sugar centrals for milling, work stops temporarily for them. During the milling season, the “sacadas” and members of their family make do with various odd jobs from which they get meager incomes. As a whole, the “sacadas” live a life of extreme poverty.

It is precisely in cognizance of their plight that the DoLE 7 has conceptualized its “I-serve sacadas” project which is an integrated approach geared at changing the socio-economic conditions of migratory workers by augmenting their incomes.

The project shall benefit over 350 sacada families and the DoLE is hopeful that the fund would be able to generate opportunities for them in their communities so that they do no longer have to go to other places looking for work.

The project shall require compliance of employers/contractors with protective and welfare policies and to provide them with an opportunity to participate in policy-making processes so that their position on pertinent issues may be heard and their problems and concerns addressed appropriately.

I said before that the new Toyota showroom can accommodate 7-8 cars at any one time. But this picture shows that the new Toyota showroom can actually accommodate at least 12 cars (4 cars wide X 3 cars deep), and possibly even 15 (5 cars wide X 3 cars deep)! Isn't this showroom bigger than the Mitsubishi showroom?

Actually, this proposed IT Park will be the third IT Park in the city. The second one being LP IT Park (which houses SPi Global and soon, SPi Healthcare) behind LP Hypermart.

That would be Val Lachica and Alfie Caminos. Dumaguete used to be a host of a number of football tournaments during the late 90s including Philips Cup, Adidas Cup and Philippine Football League when most parts of the Philippines have gone gaga over basketball but Dumaguete remains to have solid fanatics for soccer.

I could still remember Silliman University was a force to reckon with in football that during the Philips Cup they whipped all of their opponents including those schools from the UAAP and NCAA and they have barged into the finals against University of Negros Occidental-Recoletos. The game was full of passion and intensity and the crowd was so into it, comparable to the crowd of the Azkal's game in Bacolod. The excitement is so electrifying. There were banging drums and fans have painted their faces. After 90 minutes, the game ended with a draw that they have to settle for a shootout. UNO-R eventually prevailed to the disappointment of the fans but overall it was a good game.

Silliman exacted their revenge againsts UNO-R in a game in Bacolod. UNO-R were bannered by the Fegideros who I believed was the first coach of the Azkals in 2006 while Silliman was reinforced by the Japenese student Sato(?). The recent crops of SU Teams were not as good as before despite the presence of Iranian and Korean students whose countries are soccer powerhouses in Asia. SU was also a multiple champion for Coke Go for Goal and Palarong Pambansa. I think the last time for the Coke Go for Goal was sometime in 2002 or 2004.

The Philippine Football League, which is already defunct, was also held in Dumaguete in 1999. Negros Oriental settled for 4th place while the champion was NCR. Surprisingly, some of their players were from Dumaguete and was coached by a Dumagueteno, the last name was Pinero. The games were broadcast on national TV and were even repeated a lot of times in cable, I think that was in Viva Channel.

The Magnetic City
I'm not really sure what is going on here in Dumaguete, but this place has some strange effect upon me. There isn't really all that much to do here, its been raining for 7 days, and its difficult to find a meal that serves vegetables (that's the case all over the country). Yet, I'm somehow drawn to this small city. Its quite different than most places in the Philippines, which tend to be large, overcrowded, dirty cities, or tiny villages with chickens and pigs everywhere. This place has all the advancements to make life comfortable, yet the charm of the small village. I originally stayed 3 days when I was nursing my leg. This time, I was going to stay one night, and ended up staying 7, this time nursing some foreign stomach illness. There are 4 universities here, so the people are quite educated and computer literate. The harbor front is something you'd see in the south of France and there are a number of friendly bars. My hotel, the Vintage Inn, is inexpensive, clean and the staff are very welcoming. I have breakfast at the public market each morning and my guya (polite Tagalog term for older man) and attay (same for woman) have my coffee waiting for me by the time I sit down. They even fixed me up on a date the other night... maybe that's what's keeping me here (LOL)

When I began this journey thru the Philippines, I had no idea what to expect. I ended up only spending significant time on 2 islands over the past 5 weeks. But now I have a long list of places I want to see - actually another 7105 islands to be exact. I know for sure I'll be back here, the question is not if, but when. The Philippines is a place where you can really find paradise. If its not on one island, it will surely be on another. There's so much to do or, not to do, if you are so inclined. Filipinos are extremely outgoing and speak great English, which makes your experience much more real than in other Southeast Asian countries. Its not often that you get to mix with the locals in many countries. Normally, you have a travel path and even if you stray from it, getting to know locals in most countries requires much time, effort and a decent command of the language. The great treasure of the Philippines is that you can have real experiences with locals and very easily blend in. Much of the time you don't even feel like a tourist. You feel very welcome here. And for those of us on the road for a long period of time, that feeling is priceless.

NegOr maps out tourist sites for development

Developing and boosting potential tourist sites in Negros Oriental will be the next wave strategy as the Provincial Tourism Council plan anew agenda towards a new direction for a fresh provincial administration.

Tourism council chair Dr. Nick Elman said to further promote the Province, the private –government partnership should be aggressive and assertive enough in developing potential tourist sites to continuously attract visitors to set foot in Negros Oriental.

Tourism stakeholder in collaboration with Provincial Tourism Office has been setting a work plan to identify priority projects and anchor destinations located in different areas in the province.

In support of the tourism plan, the Province has allotted some P16 million for tourism sites development this year which is to be endorsed by the Provincial Development Council for the approval of the Sangguniang Panlalawigan.

The budget is intended for this year’s implementation of the priority tourism projects which include the improvement of infrastructures, building tourist facilities, recreational sites, and constructions of restrooms along the Dumaguete-Bacolod and - Canlaon routes.

Of the total allocation proposed by both the Tourism and Engineer’s Offices of the Province, P11 million is for the development and improvement of Cantalina and Palaypay Falls in Amlan and Pamplona, respectively; Bulwang Cave of Mabinay; Balinsasayao and Balanan Lakes; and Tanjay Boardwalk.

P5 million has been earmarked for the construction of comfort rooms along the strategic tourism sites to the north national highway.

This development of the potential tourism and heritage sites, however, should be primarily driven by local government units involved, the Tourism Council official said.

Elman said the provincial government and LGUs have limited resources but pooling these resources together may spell success to communities by creating jobs for the locals.

He encouraged local officials in different towns to continuously look for more destinations to attract more tourists in visiting the countryside. (PIA/JCT)

FU student selected for Japan program

A college student from Foundation University has been chosen as one of the Philippine student ambassadors to the Japan-East Asia Network of Exchange for Students & Youths (JENESYs) program.

Carlo Palallos Patoc of Bonawon, Siaton, was chosen by the National Youth Commission from among several applicants from around the country for this 11-day visit from April 10 to 21 in Japan.

The Jenesys program, funded by the Japanese government and in partnership with the Association of Southeast Asian Nations secretariat, intends to deepen the participants’ understanding of the different facets of the Japanese society including politics, diplomacy, economics and culture. It is also designed to promote mutual understanding of the future generation of Asean and East Asia Summit member countries.

Patoc said he is excited at the thought of not only visiting Japan but of representing the Philippines in this important event. “I consider it a great honor to have been chosen for this program,” he said.

Two other students from Foundation University will also be representing the Philippines in a month-long study in the U.S., also in April.

Albertus Nikolae M. Cena, senior high school student, and Jesmar T. Lawanan, an English major at the College of Arts & Sciences, were selected to be part of the Philippine delegation to the Southeast Asian Youth Leadership Program. They will be joined by three other students from Dumaguete -- Abigail Cabonita and Iphraim Cabristante of Silliman University and Kathleen Dawn Young Ricardo of St. Paul University. Their chaperone, Ryan Jay Riconalla, is a faculty of SPUD.

FU holds Digital, Biz, Tourism, Culinary expo

Digital Dumaguete, the yearly digitial showcase at Foundation University, is getting even bigger this year with the fusion of the Business, Tourism, and Culinary exhibits.

The Digital, Business, Tourism & Culinary Expo, which will be held from Monday, Feb. 14 to Wednesday, Feb. 16, at the Sofia Soller Sinco Hall at the FU main campus, will feature some of the latest digital gadgets in the market, as well as their practical applications and uses at FU and in Dumaguete City.

Victor Vicente Sinco, FU vice president for finance & administration, said the exhibit is intended to be an educational and entertaining display for both the students and the general public.

Aside from the displays, there will also be lectures and film showings on the new trends in the field of information & communication technology. There will also be a lecture for teachers on how to maximize the use of social learning tools.

For the business, tourism and culinary aspects, contests on cake decorating, flower arranging, cooking, and fruit and vegetable carving will be held. The College of Business Administration will also hold a business seminar and observe Banking Day on Tuesday.

The public is invited to this showcase (See schedule of activities below).

US Embassy names locals to youth program

Five students and a teacher from Dumaguete City have been chosen as this year’s delegates to the Southeast Asia Youth Leadership Program of the US Embassy.

The six delegates are scheduled to leave for the United States in April this year, and will undertake a program that includes engagements in activities of US high schools, community organizations, and youth groups in different US locations.

For the student category, the five participants are: Abigail Cabonita and Iphraim Cabristante (Silliman University), Kathleen Dawn Young Ricardo (St. Paul University), Jesmar Lawanan (Foundation University), and Albertus Nikolae Cena (FU High School).

A teacher from St. Paul University, Ryan Jay Riconalla, was selected for the adult category.

This year’s delegates were personally interviewed by US Embassy Assistant Cultural Affairs Officer Joseph Tordella, and Thomas Jefferson Information Center Deputy Director Pong Aureus during their visit to Silliman on Feb. 3 to 5. On the same visit, they donated books to the Dumaguete City public library, and a local public high school.

“They were all chosen among a competitive group of fellow adult and youth leaders in Dumaguete because of their excellent leadership initiative and potential,” Aureus explained in an e-mail.

Dumaguete was selected as this year’s recipient of the SEAYLP for the presence of the American Studies Resource Center at the Robert B. and Metta J. Silliman Library. Described by Tordella as “the window to America”, the ASRC holds a rich collection of printed and multimedia materials about the American way of life.

It is a product of a people’s joy and celebration, a reflection of one’s grief or anger, the outcome of people’s ambitions and aspirations, a recollection, a requiem, a commemoration of loss, or even simply, an interpretation of how someone perceives the world.

But whatever reasons underlie the advent of art, it is widely accepted that art is an important aspect of our society, our humanity, and our cultural pride.

This month, Dumaguete City celebrates the grace of our local artists’ creative vision and hands through Kulay at Hugis.

In line with National Arts Month, Kisaw 2011 Magmugna ta!, organized by the Youth Advocates through Theater Arts, and SkyCable, in partnership with the City and Province and the Sidlakang Negros Tourism Officers, is blessed to have an exceptional group of talented artists from Negros Oriental and beyond, coming together to give the public a rare glimpse of their works in one place.

The roster includes, among others, Glory Abueva-Tobias, Amihan, Marz Amil, Clee Andro, Raul Arbon, Budoy, Susan Canoy, Hersley-Ven Casero, Ken Concepcion, Sharon Dadang-Rafols, Jaruvic Rafols, Audie O. Estrellada, Raquel L. Gregorio, Samuel B. Gregorio, Marietta ‘Baby’ Jambora, Jana Jumalon-Alano, Rey Dante Legaspi, Franco Mijares, Devroe Nico, Jutsze Pamate, Leah Remollado, Danni Sollesta, Kitty Sollesta-Taniguchi, Jean Ann Tenebroso, and Muffet Dolar-Villegas.

Robinsons Place Dumaguete hosts the exhibit which opens on Saturday, Feb. 19 at 3 pm, with performances from Voices of Catherina Cittadini School, and Manjuyod’s Silaw gracing the opening program. The exhibit runs until Feb. 26.

Other delightful visual treats around the City include Anonymous Animals at the Mariyah Gallery, featuring terracotta works of Michael Teves, Danni Sollesta, Benji Ranada, Cristina Taniguchi, and Mark Valenzuela, and photographs of Hersley-Ven Casero. It runs until early March.

Laguna, Cebu officials visit NegOr septage plant

Officials from Sta. Rosa in Laguna province, Cebu City, Lapu-lapu City, and the municipality of Cordova, Cebu, visited Dumaguete and Bayawan cities last week for a familiarization tour of septage waste treatment facilities.

The tour is in aid of legislation for these local governments who are being urged to adopt and implement sewerage and septage management programs under the Clean Water Act of 2004, to protect water resources, public health and the economy, said Lisa Kircher Lumbao, chief of party of the Philippine Sanitation Alliance.

The Sanitation Alliance is a US Agency for International Development-assisted four-year program that brings together cities and private sector partners to develop affordable solutions to sanitation challenges, said Lumbao in her letter to Dumaguete Mayor Manuel Sagarbarria and Bayawan Mayor Rene Gaudiel.

The Cebu officials toured the septage waste treatment facilities for Bayawan and Dumaguete last Feb. 10 and 11, while the Laguna officials will visit on Feb. 24 and 25.

These projects were implemented through local government funding with technical assistance from the USAID-PSA.

USAID-PSA consultant Andrea Trinidad-Echavez said Bayawan and Dumaguete were chosen for the site visits for having the “best practices” in the establishment of their respective sewage waste treatment facilities.
The USAID-PSA offers technical assistance on crafting an ordinance and facility designs for septage treatment facilities based on the needs and the prevailing conditions of a particular LGU.

CHO gets medical supplies

The biggest slice of the pie of the 2011 executive budget goes to the Dumaguete City Health Office, simply because City Mayor Manuel “Chiquiting” Sagarbarria put so much concern on the health of every Dumagueteño.

Even when he was still a City Councilor for three consecutive terms, Chiquiting’s major endeavor was providing medical assistance to the people of Dumaguete.

Nevertheless, due to the growing demand for health care and medical assistance among our constituents, Mayor Sagarbarria had to scout for possible sources who could donate important supplies to the CHO, and other agencies and departments of our local government who are responsible in the implementation of various services.

True enough, the German Ministry of Defense (Bundeswehr)-Humanitary Help Department of Fontainengraben in Bonn, through the efforts of Sampaguita Deutsch-Philipinischer Club E.V. of Blavenstrasse Bad Bellingen, represented by chairperson Araceli Bejar-Heimann, donated medical supplies to the Dumaguete City Health Office through its head, Dr. Maria Sarah B. Tallat.

It is hoped that the medical supplies will be put to good use, and enhance medical services rendered by our City Health Medical team to our dear constituents in Dumaguete City.

NYNJ Sillimanians to give away a Mercedes Benz

When faced with the challenge of raising funds for a significant project, how does one go about it?

The New York-New Jersey Chapter of the Silliman University Alumni Association has embarked on a creative and ambitious project to hold a grand raffle which, it projects, would raise a considerable amount in support of the SUACONA project in Silliman University to refurbish Oriental Hall, converting it into the Student Center.

A 2011 Mercedes Benz C300 is up for grabs as the top prize in the raffle, which also affords other very attractive prizes. An option of $35,000 cash can be taken instead of the car. Second prize is $5,000 cash. Third prize is $3,000 cash. And the fourth will consist of four prizes of $500 each.

NYNJ Chapter President Dely Po Go said, “All the proceeds of this raffle will go entirely to Silliman University, particularly the Student Center Project. NYNJ Chapter will not keep a single cent for itself.”

As in past fundraisers, NYNJ Chapter has led the way in not only facing the challenge squarely, but also in setting a philosophy that recognizes that an alumni association’s primary concern is to benefit its alma mater. Hence, Mrs. Go added, the chapter is in total support of this present SUACONA initiative, recognizing that the Student Center Project will contribute significantly in the university’s ability to provide excellent student services and in the enrichment of student life on the campus.

Not only are the raffle prizes enticing, but it also affords a higher statistical probability of winning — only 1,000 tickets will be sold! “The 1,001st buyer will definitely be turned down and his money returned,” emphasized Mrs. Go. “This ensures that each ticket costing $100 will have a 1:1,000 probability of winning. That is just considering the first prize; when you put into consideration the six other significant prizes to be won, that probability increases substantially. This gets more alluring when compared with the probability of winning the lotto, which is 1:250,000,000.”

Drawing of the raffle will be held on the evening of June 20, during the Gala Night of Tipon Silliman 2011, a biennial gathering of Sillimanians in North America which, this year, will be held in Fairbanks, Alaska. This drawing will be supervised by representatives of the SU administration, SUACONA, NYNJ Chapter, as well as from the State of Alaska.

Magdegamo ta which in Cebuano means to prepare for a party or some activity is expected to capture the disposition of the new Capitol leadership for a more cohesive and efficient administration that is participatory and inclusive.

Degamo, who is expected to bare his priorities in a simple ceremony at the convention center, will focus on Health, Education, Livelihood, Programs and Projects (HELP).

Under Health, the Governor looks forward to the enrollment of more indigents to PHINO, the completion of the Center Block Building of the Negros Oriental Provincial Hospital, the deployment of mobile health teams and more scholarships to medical students.

More school buildings, scholarships, lessons in essential health among schoolchildren will be his main projects for the education sector.

LISTED ASIAN Terminals, Inc. plans to bid for port management contracts under the government’s public-private partnership infrastructure scheme this year, the firm’s top executive said.

Eusebio H. Tanco, Asian Terminals president, told BusinessWorld in a telephone interview the company has been conducting “exploratory talks” with the government on contracts involving ports in Zamboanga, General Santos, Batangas, Cagayan de Oro, Dumaguete, and the Manila North and South Harbors.

“The government had listed the ports that it will develop and improve this year. We are always looking for new ports. We are now working closely with the government but there’s nothing specific yet,” he said.

“We will try to tap all markets as we strive to provide the best services to our clients. But we know that the rights for these ports are still to be auctioned off to all companies interested. We would want to express our interest as early as now,” he added.

Asian Terminals more than doubled its profits at the end of the third quarter last year to P828.8 million due to an increase in cargo volume and the recent hike in handling rates.

“We did very well in 2010. Last year was record-breaking for the company and even if it would be hard for us to beat it, we would want to achieve more this year,” Mr. Tanco said.

The company operates the Manila South Harbor, the Port of Batangas, and the Port of General Santos. Asian Terminals can accommodate vessels of up to 70,000 deadweight tons, discharge cargo at 10,000 metric tons a day and store 180,000 metric tons of both soy-bean meal and grain cargoes.

The company sold in August last year its stake in Mariveles Grain Corp. to Philippine Grain International Corp. “at a price in excess of the company’s recorded book value of Mariveles Grain shares,” a previous disclosure to the stock exchange said. Asian Terminals approved the sale of the grains terminal in Bataan the previous month, with proceeds to be used for the company’s expansion activities.

At the end of 2009, Mariveles Grain’s assets made up 16.5% of the company’s total assets of P8 billion, or 7.4% higher than in 2008. The facility stopped operations in 2009.

In a previous disclosure to the Philippine Stock Exchange, the company said revenues in the nine-month period that ended September last year increased by 23.6% to P3.43 billion from P2.76 billion in the same period in 2009.

The province of Negros Oriental recently received a P5 million grant from the Bureau of Animal Industry for the purchase of a machine for the Liquid Nitrogen Generating Plant at the Provincial Veterinary compound.

Gov. Roel Degamo welcomed the grant saying it will boost the livestock industry in the province. It will also complement his administration’s thrust on Health, Education Livelihood Programs and Projects, he added.

Solomon Cadiz, officer-in-charge of the Provincial Veterinary Office, said the grant will complete the Liquid Nitrogen Generating Plant, the second in Central Visayas.

Cadiz explained that liquid nitrogen is used to preserve the semen samples for the livestock artificial insemination program of the government. He added that majority of the backyard raisers have accepted artificial insemination to upgrade the quality of the livestock industry.

He said the request for the establishment of a Liquid Nitrogen Generating Plant was made during the term of former governor and now Rep. George Arnaiz (Neg. Or., 2nd District) and former Provincial Veterinary chief, Dr. Antonio Mutia.

The provincial government has allocated P2.5 million for the building, electrical connections, air-conditioning units and other fixtures for a liquid nitrate plant.

Cadiz said the Liquid Nitrogen Manufacturing Plant will help the province to save some P500 to P700 per tank of liquid nitrogen. At present, all local government units in the province are buying liquid nitrogen in Cebu and Bohol at P3,800 per tank.

Cadiz said the plant will become operational by next quarter of this year.*JFP/MA

MANILA, Philippines - House leaders have proposed that the technical assistance partnership facility Cities Development Initiative for Asia (CDIA) and its non-Filipino scientific and technical staff should be exempted from paying taxes following their meritorious contribution in alleviating poverty as well in country’s infrastructure development.

Iloilo Rep. Jerry Treñas, chairman of the House committee on good government and public accountability and Negros Oriental George Arnaiz, chairman of the committee on local government, should consider the assistance given by the CDIA, a non-profit organization, to the Philippines.

"CDIA uses a demand-driven approach to support the identification and development of urban investment projects in the framework of existing city development plans, emphasizing environmental sustainability, pro-poor development, climate change, and good governance," Treñas said.

Sawi said the public can expect gradually increasing temperatures in the coming days.

“Normally it (northeast monsoon) ends in February and since we are in the middle of February I think it (cool weather) is the last hurrah,” Sawi said in a text message to The STAR.

Sawi, meanwhile, said Pagasa expects a normal onset of the summer season for the areas under Type I climate.

It includes Metro Manila Ilocos Region, western part of Mountain Province, western part of Nueva Ecija, Central Luzon, Cavite, Laguna, Batangas, Tarlac, Pampanga, Bulacan, Bataan, Zambales, Occidental Mindoro, southern parts of Antique and Iloilo, northwestern part of Palawan, and the southern parts of Negros Oriental and Negros Occidental.

Areas under Type I climate have two pronounced seasons – dry from November to April and wet during the rest of the year. Its maximum rain period is from June to September.

Although there will be rains during the dry season due to lingering La Nina phenomenon, high temperatures are still expected during summer, Sawi said.

Meanwhile, Sawi said rains would continue to prevail over southern Luzon, eastern Visayas and Mindanao in the next few days.

However, he said, no tropical cyclone is likely to affect the country this week.

Seniors to get relief from electric bills (http://www.negroschronicle.com/?p=12552)

Qualified senior citizens who are household owners in areas covered by the Negros Oriental Electric Cooperative I (NORECO I) will soon enjoy a discount in their power bills.

This after NORECO I implements Energy Regulatory Commission (ERC) Resolution No. 23, Series of 2010 adopting the rules implementing the discounts to qualified senior citizen endusers.

NORECO I Member Development Consumer Services Chief Evangeline Cadiente said that under said resolution, residential senior citizens will enjoy a 5% discount in their electric bill.

For residential senior citizens who fall within the lifeliner category, a 30% lifeline discount will be granted for zero to 15 kwh power consumption and 5% lifeline discount for 16 to 20 kwh.

“Senior citizen centers and residential care facilities will likewise enjoy a 50% discount,” said Cadiente.

Qualified to avail of the residential senior citizens discount are those whose monthly residential power consumption is not more than 100 kwh. “The electric meter must also be registered in the name of the residing senior citizen for a period of not less than one year,” said Cadiente.

Senior citizens who wish to avail of the discounts may apply personally or through an authorized representative at the NORECO I office based in Bindoy and bring with them the following documents: proof of age and citizenship such as birth certificate or valid senior citizen’s ID; proof of residence such as barangay certificate or notarized affidavit from two disinterested persons who has known the senior citizen for not less than a year; and proof of billing or copy of electric bill issued in the name of the senior citizen.

Cadiente said the electric cooperative has started receiving applications for availment of the senior citizen’s discount since Jan 17, 2011. Joey Ayala and his former Bagong Lumad bandmates Popong Landero and Onie Badiang played together again at the Main Theater lobby of the Cultural Center of the Philippines recently for the preview of “Organik Muzik”—a concert tour mounted in conjunction with the 2011 Philippine International Arts Festival.

The event is part of the National Arts Month program of the National Commission for Culture and the Arts (NCCA).

“Organik Muzik” has shows and workshops scheduled on February 11 and 12 at the Matina Town Square, Davao; February 20 and 21 at Kamarikutan, Puerto Princesa, Palawan; and February 25 and 26 at Silliman University, Dumaguete.

“Organik Muzik” has shows and workshops scheduled on February 11 and 12 at the Matina Town Square, Davao; February 20 and 21 at Kamarikutan, Puerto Princesa, Palawan; and February 25 and 26 at Silliman University, Dumaguete.

Local artists, students and teachers are invited to the shows.

That circular house in Bantayan is also owned by Julio Sy...

I remember hearing during the 80's (could be 70's) iyang anak nilumos sa water tank there...

There is a sign going towards Camp Lily Gamo (San Antonio, Sibulan), saying future sight of an IT park; but it's been there for a couple of years, ug sagbot lang diha gihapon.

I can't imagine that place filling out with people, it is far away from everything; except the golf course.

right now we already have a few gantry cranes at the Dumaguete port, although not as big as that of the Manila South Harbor, but it's a step in the right direction..

as we speak, cargo ships constantly "park" in front of the Boulevard or near Looc and wait for their turn to unload since there is only one pier available to unload cargo (Pier 1) and you can see that Pier 1 is always packed with container ships and bulk carriers 24/7

^^ there are 3 vertical-lifting gantry cranes already in place in that area of the port and the reclaimed area of Pier 1 is used as a temporary stockade for the hundreds of containers being processed everyday

so in hindsight, the Dumaguete Port is already in the first stages of having a self-contained container terminal and cargo logistics complex in the near future, and the early interest of ATI and ICTSI to manage its operations together with the HUC's in the list only validates it's potential to become a world-class international port in the future :cheers:

I see that too, Dems. Siaton is bustling and thriving. It even looks more urban than Guihulngan. Kumusta na intawon ang northern NegOr uy. Murag nabiyaan naman sila. From Manjuyod to Canlaon City, murag hinay kaayo og growth :(. Meanwhile, the Bayawan-to-Bais stretch is enjoying prosperity.

Very beautiful at night when their soft, yellow lights are turned on.. Very pleasing to the eyes. I think it is the tallest hotel in the city as of the moment. But i guess it will only enjoy the title for weeks since the hotel along Veterans is really going up so fast. 8th floor now!

Have you been there, Nick? I don't mean to offend the people of Canlaon but it probably is the least progressive city in the entire country. Na-city lang siya because during the '60s, any town that can draw up a city charter can be converted. No minimum income, population or land area was required.

the NPA insurgency problem is really scaring investors away. every week we hear of NPA-Army encounters in Guihulngan and Northern Negros Oriental. some businessmen even complain that known NPA rebels brazenly roam around the poblacion of Guihulngan and Canlaon wantonly. even the RORO link to Dumanjug, Cebu didn't do much positive effect on that area's economy

I read somewhere that Canlaon City is the only Philippine city without a single commercial bank. Yikes. Why it became a city in the first place is dumbfounding. Perhaps Prime can share his insights on this.

it's like this Pons, Canlaon before was like the Don Salvador Benedicto of present, where there was really a big sense of optimism by the people and its leaders that prosperity will soon come to their locality by virtue of the tourism and agricultural potential of the town and it's rapid expansion and growth during that time. the area is also very scenic and ideal to build a "Little Baguio".

It was the incumbent Congressman of the First District of Negros Oriental, Hon. Lorenzo G. Teves in consultation with former Mayor Bautista in lengthy consultations with 14 other Congressmen from Negros, Cebu, and Panay, they thought of a very ambitious plan to create the City of Canlaon and making it the "Summer Capital of the Visayas and Mindanao". Hence, a House Bill was filed and sponsored by these 15 Visayan Congressmen. the bill experienced smooth sailing in the lower house but encountered tough opposition in the upper house (the senators knew that crafting cities out of mere potentials wasn't practical). the Senate finally passed the bill that later became Republic Act 3445. Former President Carlos P. Garcia did not sign the approved Bill because even he himself was opposed to it, but only allowed it to lapse into Law effective around 1961.

It was former President Ferdinand Marcos who finally proclaimed Canlaon as a city and significantly inaugurated on July 2, 1967. but sadly the progress of Canlaon City was stagnant in the past 3 decades because of the NPA insurgency problem which they still suffer from today, coupled with the fact that the bulk of the province's growth eventually centered on Southern Negros (Dumaguete) and Central Negros was left behind, even Neg.Occ towns suffered from lack of investments and anemic growth.

So, Canlaon City was built on the DREAM that it would become the "Summer Capital of the Visayas". sadly, this reality is still a dream after 3 decades

Siaton is Composed of 26 barangays with income classification as 1st class Municipality....and one of the best tourist destination in the entire province...population is 67,943 (2007 survey) having a land area of 335.9 sq km ....

Population na sad ang kulang para ma convert na sila into a City.....150,000 ang required...

the NPA insurgency problem is really scaring investors away. every week we hear of NPA-Army encounters in Guihulngan and Northern Negros Oriental. some businessmen even complain that known NPA rebels brazenly roam around the poblacion of Guihulngan and Canlaon wantonly. even the RORO link to Dumanjug, Cebu didn't do much positive effect on that area's economy



it's like this Pons, Canlaon before was like the Don Salvador Benedicto of present, where there was really a big sense of optimism by the people and its leaders that prosperity will soon come to their locality by virtue of the tourism and agricultural potential of the town and it's rapid expansion and growth during that time. the area is also very scenic and ideal to build a "Little Baguio". It was the incumbent Congressman of the First District of Negros Oriental, Hon. Lorenzo G. Teves in consultation with former Mayor Bautista in lengthy consultations with 14 other Congressmen from Negros, Cebu, and Panay, they thought of a very ambitious plan to create the City of Canlaon and making it the "Summer Capital of the Visayas and Mindanao". Hence, a House Bill was filed and sponsored by these 15 Visayan Congressmen. the bill experienced
smooth sailing in the lower house but encountered tough opposition in the upper house (the senators knew that crafting cities out of mere potentials wasn't practical). the Senate finally passed the bill that later became Republic Act 3445. Former President Carlos P. Garcia did not sign the approved Bill because even he himself was opposed to it, but only allowed it to lapse into Law effective around 1961.

It was former President Ferdinand Marcos who finally proclaimed Canlaon as a city and significantly inaugurated on July 2, 1967. but sadly the progress of Canlaon City was stagnant in the past 3 decades because of the NPA insurgency problem which they still suffer from today, coupled with the fact that the bulk of the province's growth eventually centered on Southern Negros (Dumaguete) and Central Negros was left behind, even Neg.Occ towns suffered from lack of investments and anemic growth.

So, Canlaon City was built on the DREAM that it would become the "Summer Capital of the Visayas". sadly, this reality is still a dream after 3 decades

That is rather unfortunate :(. And we're not seeing an end to the insurgency anytime soon. There are several generations of disillusioned and oppressed sacadas in this island, ensuring a steady supply of support and manpower to the NPA and other rogue leftist elements. And let's not even talk about the mayors and ex-solons of the 1st district. The infested areas in Negros will remain backward unless peace is achieved.

DUMAGUETE CITY, Negros Oriental (PIA) — Communities in far-flung areas, from Canlaon City to Mabinay will soon see light at nightfall with the Department of Energy (DOE) choosing the Negros Oriental Electric Cooperative 1 (NORECO 1) as one of the pilot electric cooperatives in the country to receive the Solar Homes System Unit.

NORECO 1 General Manager Juveleo Acabal, in an interview with PIA ,said that the cooperative is expected to receive 300 units of said system, valued at p35,000 each, totaling to some P10.5 million.

Acabal said the units will be installed for free in far-flung unenergized areas covered by NORECO 1 with a cluster of households, and will serve as an alternative renewable energy. “Owners of these houses will not have to pay anything for the unit but will be charged with a flat rate of some R200 every month,” he said.

The system will have 50 to 70-watt light bulbs generating up to four hours of power use in the evening. The bulbs will then be switched off and re-charged in the daytime.

Acabal said the cooperative is still identifying which areas under NORECO 1 will benefit from the system.

The solar project is expected to be launched in NORECO 1 areas between April to May this year.

Currently, barangays, all the way from Canlaon City to Mabinay covered by NORECO 1 have already been energized and the cooperative is now focused on bringing electricity to its sitios in the interior areas only 60% of which are energized.

Asian Terminals to bid for port contracts under PPP scheme

LISTED ASIAN Terminals, Inc. plans to bid for port management contracts under the government’s public-private partnership infrastructure scheme this year, the firm’s top executive said.

Eusebio H. Tanco, Asian Terminals president, told BusinessWorld in a telephone interview the company has been conducting “exploratory talks” with the government on contracts involving ports in Zamboanga, General Santos, Batangas, Cagayan de Oro, Dumaguete, and the Manila North and South Harbors.

SPELUNKING

Beneath the grounds of Negros Oriental are hundreds of natural mazes and labyriths. There are hundreds of caves spread all over the province. The most notable are in the towns of Mabinay, Bayawan City, and La Libertad.

Mabinay is known as the Cave Capital of the Philippines with more than 400 caves can be found in this town. Odloman Cave, the second longest cave in the country can be found here. The prevalence of limestone rock and extensive karst phenomena made it possible for the existence of these cave. From 1989 to 1990, a group of Belgian and Dutch researchers and adventurers came to explore and document the caves of Mabinay. The venture was called the Belgian Dutch Philippine Caving Expedition. If spelunking is your type of adventure then this must be a heaven for you.

Some of the caves in the province are:

Odloman Cave
Mabinay is where you can find the second longest cave in the country, the Odloman Cave System. It is also the sixth deepest cave. The Odloman Cave System has a length of 8870 meters and vertical range of 82 meters. Five entrances have been connected and the system consists of a mix of large and small galleries with some active stream ways. Exploration of this cave, however, is still incomplete.

Mambajo Cave
This cave has two entrance, one through the sunroof (Rappelling is the only way though this entrance) or through the underground river that flows inside the cave.

One of the hundred listed caves in Mabinay, it has huge caverns, where stalactites and stalagmites abound. The cave is accessible on foot and has an open ceiling at the opposite end.

Cayaso Cave
Features an underground river located just 1 km from the Poblacion Municipal Hall. The cave which is 3 kms. long and 6 feet wide, goes 20 feet down a winding stone pathway leading to an underground river of potable drinking water but without a visible outlet. Stalactites and stalagmites abound in different chambers. Shimmering spectacle of stalactites and stalagmites looking like little glacial turrets and pillars of salt. And they riddle the place. It ranks as the 9th longest cave in the Philippines.

The most accessible of Mabinay’s caves, Panligawan is said to be where local swains of old would woo their sweethearts, it's name derived from the word ligaw which means "courtship."After that, we visited a nearby cave called

Pandalian Cave
Pandalian is at Agta word means “marriage.” The Agtas, an ethnic group belonging to larger group of people we commonly refer to as Negritos or Aeta, are the first inhabitants of Mabinay and other parts of Negros. It is said that Agta men brought women in Panligawan to court them and then to Pandalian to propose marriage. The Agta people, which is only found in this town, only numbered nine or more families, and that was according to a 1973 study. Their Western Malayo-Polynesian language is near extinction.

Crystal Cave
Aside from the stalactites and stalagmites, the Crystal Caves had columns, a formation where a stalactite and a stalagmite meet making a pillar. It also had draperies, which looked like wavy curtain hanging from the ceiling, and flowstones, which looked like draperies but were thicker and adhered to the wall of floor. It has a length of 209 meters and depth of 5 meters.

Habhaban Cave
It is situated six kilometers from Bayawan City proper, it is a subterranean hideaway considered as the ultimate in trekking adventure. It is an ecotourism destination for the serious spelunker and should be entered with caution only during the summer months. Reaching a 20-foot waterfall, a landmark feature not found elsewhere-inside its labyrinths and mazes is an ample reward for those who dare.

SPELUNKING

Beneath the grounds of Negros Oriental are hundreds of natural mazes and labyriths. There are hundreds of caves spread all over the province. The most notable are in the towns of Mabinay, Bayawan City, and La Libertad.

Mabinay is known as the Cave Capital of the Philippines with more than 400 caves can be found in this town. Odloman Cave, the second longest cave in the country can be found here. The prevalence of limestone rock and extensive karst phenomena made it possible for the existence of these cave. From 1989 to 1990, a group of Belgian and Dutch researchers and adventurers came to explore and document the caves of Mabinay. The venture was called the Belgian Dutch Philippine Caving Expedition. If spelunking is your type of adventure then this must be a heaven for you.

Some of the caves in the province are:

Odloman Cave
Mabinay is where you can find the second longest cave in the country, the Odloman Cave System. It is also the sixth deepest cave. The Odloman Cave System has a length of 8870 meters and vertical range of 82 meters. Electric coop in Dumaguete initiates steps vs erroneous meter readings

DUMAGUETE CITY, Feb. 15 (PIA) --- In the wake of a string of complaints over erroneous electric meter readings from its member-consumers, the Negros Oriental Electric Cooperative 1 (NORECO 1) based in Bindoy town sought the help of the National Electrification Administration (NEA) in training and evaluating the cooperative's meter readers.

Since July last year, NORECO 1's 38 meter readers have been undergoing periodic training and evaluation from NEA experts on meter reading accuracy, said NORECO 1 General Manager Jose Juveleo Acabal.

After the first training, Acabal said the meter readers achieved an 86% accuracy in their reading. “After three more months, we evaluated them again and this time their accuracy rate went up to 90%,” he said.

The move came after consumer-members in NORECO 1 coverage areas complained of several incidents of inaccurate readings in their electric meter.

Bindoy Vice Mayor Ike Amorganda in a recent forum said member-consumers in Bindoy town have been reportedly clamoring for the electric cooperative to correct the inaccurate meter readings as he alleged that some of NORECO 1's meter readers “take their job for granted.”

Of the total 38 meter readers employed by NORECO 1, only six are regular employees and the rest are working on a contractual basis.

Acabal assured that aside from the trainings, the cooperative is also looking at the possibility of linking with outsourcing agencies that can give their contractual meter readers benefits to motivate them to do their jobs better.

He added that NORECO 1's billing department is also closely keeping an eye on any abnormal increase and decrease in meter readings.

Acabal also urged household owners to be vigilant in making sure their electric meters are read accurately. “It would be better if, when a meter reader arrives in your house, you also accompany them when they read your power meter. Make sure that your meters are read correctly,” he said.

House owners are also encouraged to keep a record of their own meter readings so they can easily keep track of any abnormalities. (RMN/PIA-7 Negros Oriental)

A new geothermal power plant with a capacity to produce electricity that can energize at least 5 towns will be established just beside an existing plant in Sitio Nasuji, Barangay Puhagan, Valencia.

Green Core Geothermal Incorporated and its mother company the Energy Development Corporation has formally asked the legislative bodies of barangay Puhagan, the municipality of Valencia and the province of Negros Oriental for favorable endorsements for the multi-million project so it can be granted the necessary permits to begin construction.

Dubbed as the 40 MW Nasulo Geothermal Power Project, the power plant is expected to produce electricity that can energize several towns. It also includes a transmission line which will connect the Nasuji Power plant with the existing 138 KV Nasuji Switchyard of the National Grid Corporation of the Philippines.

The proponents of the project stressed that this endeavor is a “concrete embodiment of the objectives of the Renewable Energy Act of 2008 to accelerate the exploration and development of renewable energy resources, achieve energy self-reliance and reduce the country’s dependency on imported fossil fuels for electric power generation.” However, the local leaders of the so-called geothermal village of Puhagan also expressed their strong desire for the Green Core and EDC to provide more employment opportunities to their constituents, who complain of perceived bias in the recruitment of laborers in the various projects undertaken by their contractors if only to preserve the harmonious relationship between the private companies and the local community.
