CDA continues accepting coop NegOr applicants for re-registration

DUMAGUETE CITY, Feb 21 (PIA) The local Cooperative Development Authority (CDA) has continued to accept cooperative applicants including the 146 cooperatives in Negros Oriental to re-register under RA 9520.

Provincial Cooperative Development Specialist Nora Patron of CDA said the coop law RA 9520, now known as Philippine Cooperative Code of 2008 requires that all existing cooperatives must apply for the issuance of new certificate of registration.

Patron urged all operating cooperatives to submit the latest audited financial statement or liquidation early including coop’s bylaws and articles of cooperation to CDA to avail the new registration.

Under Article 144 of the new coop law, any cooperative who failed to comply the registration will be deemed cancelled and can no longer avail of the privileges and incentives and the will be removed from the registry of cooperatives.

Among the new privileges is the tax exemption privilege on the members' time and savings deposits with their respective cooperatives.

Last January this year, the Perpetual Help Community Cooperative, Inc. (PHCCI) was granted an income tax exemption by the Bureau of Internal Revenue (BIR).

During the twin celebrations of the 2nd anniversaries of the new law RA 9520 and 43rd of Dumaguete Cathedral Credit Cooperative (DCCCO), Nora Patron encouraged ailing cooperatives to merge with big coops so that these can be assisted by cooperative development councils.

She explained that all cooperatives are mandated to amend their bylaws under its memorandum circular before the issuance of new certificate of registration or re-register. For any cooperative who could not comply, its registration will be deemed cancel. (PIA/JCT)

As citizens it is our duty to show values that can enhance,not destroy the society. It is therefore my duty to correct any blatant display of things that I perceive not to be sensible and upright, and which I believe can destroy in the long run...Yes we want to end the issue and I would advise any blatant display of homosexuality here to be stopped. Keep it to yourself if you choose to be one. Me myself would admit to have moral deficiencies, but I have to be careful that these are the ones that I do not promote or proudly show to people that I am doing such morally unsound act.

When former Unicef Country Representative to the Philippines Dr. Terrel Hill walked into a classroom in one of the grade schools in the country, he noticed the pencils used by the children were short.

He joked to the teacher that they must have very good pencil sharpeners, but the teacher replied, “We have to break each pencil into three because we can’t find enough pencils for them.” This incident moved Hill as he thought of the hundreds of pencils, crayons and storybooks that his grandchildren own.

“How difficult it must be for these kids whose parents can’t even afford to buy a pencil,” he said.

Hill was in Dumaguete City, Negros Oriental, to make the 44th delivery of boxes called “School in a Box”—crammed with school supplies and equipment—to seven day care centers in the city.

Hill has been making trips since 2005 when he put up a small foundation —aptly named “Anak Natin” (Our Children)—after he retired from his 25-year stint with Unicef.

Headquartered in Idaho, USA, the foundation’s lone project, School in a Box, specifically targets children in day care centers situated in depressed areas around the country with the help of local government officials.

So far, Hill has already delivered boxes to a total of 44 day care centers in various villages in the country, most of which are far-flung and almost inaccessible.

“I’d like to go to far-flung mountain barangays because they are the most depressed and they have the most difficulty in accessing educational materials,” Hill said.

Two years after he left Unicef, Hill brought together some of his retired Filipino companions in Unicef to create a five-man board of directors—all working voluntarily.

“We pay for our own expenses. When I come to the Philippines to deliver the boxes, I pay for my own tickets, hotel, food, everything. We maintain our own website and we have a post office box and a credit card processing facility to collect donations. That’s it,” he explained.

The donations are usually from Filipino Americans whom Hill meets when he goes around America. “After I tell them about the foundation, they give me money from $10 to $20 per person,” said Hill. Out of every dollar the foundation receives, 97 cents go to buying stuff for the School in a Box.

Each box contains wooden beads, table blocks, inch cubes, art papers, crayons, multicolored chalks, pencil sharpeners, staplers, scissors, posters, marking pens, rulers, bondpapers, mimeo papers, glue, tape and 25 storybooks from the Filipino publishing company Adarna.

Aside from the box, plastic envelopes filled with a pad paper each, pencils, erasers and toothbrushes were also distributed to the day care children.

The 68-year-old Hill will return for another round of delivery in October this year.

It is so sad to think that "Gender Issues" still bothers many people now, especially ritche, who seem likely to blame GAYS (like me) as the blacksheep of the society...

Well I just would like to react on that one, ritche... it really shows how closed minded you are... if you think blatantly showing our being gay in the Public and in a forum like this could create such humiliation, then you are definitely wrong... as much as I would like to remain silent about this, I just cannot because with due respect, we Gays =HIGHLY RESPECT= straight guys (like you?)... whether we are publicly showing our "Gayness" or not, its our choice and you dont have the right to question us why we are doing it... you dont have the right to Directly or Indirectly Insult us because, like you, we are also human beings, citizen of the Philippines and Creation of God...

Well, I respect gays especially those who can keep it to themselves...It's true they have contributed a lot especially in culture and the arts, but I tend to hate gays who pretend to be girls (why, because no matter what they are not girls and could not take the place of the latter, so why even try to be one), and who dress up like girls. I mean it's okay if they choose to be like that pero sana naman huwag magkalat at i-show off ang kanilang pagkabading (it's their choice anyway and we can't help it), and these are the gays that are respectable, not the ones who are a show off...I mean for me, if you are a gay it's better to be demure and not really show off to gain respect.

I have gay friends but they are the ones who could keep it to themselves...

^^ We know that we can never be like those girls... we know that we are just pretending to be girls... we know that... we are not illiterate not to know that... but if thats what makes us happy, are you gonna restrict us in doing that? Gays that are out usually are more happy people than Gays that are closet... there is nothing better in this world than to gain FREEDOM in SEXUALITY... so if you are a gay, would you rather become a lifeless miserable unhappy gay than to have Freedom in Sexuality that will make you happy and accepted in the society? I am sorry to invade your thread guys... but I just cannot keep silent about this... I think I was one of the cause why the gender issue is brought up to this forum by ritche...

It is so sad to think that "Gender Issues" still bothers many people now, especially ritche, who seem likely to blame GAYS (like me) as the blacksheep of the society...

Well I just would like to react on that one, ritche... it really shows how closed minded you are... if you think blatantly showing our being gay in the Public and in a forum like this could create such humiliation, then you are definitely wrong... as much as I would like to remain silent about this, I just cannot because with due respect, we Gays =HIGHLY RESPECT= straight guys (like you?)... whether we are publicly showing our "Gayness" or not, its our choice and you dont have the right to question us why we are doing it... you dont have the right to Directly or Indirectly Insult us because, like you, we are also human beings, citizen of the Philippines and Creation of God...

As far as I know, little homosexuality, if there is any, exist in Korea. Here in the Philippines I haven't yet encountered a homosexual Korean.

Roman Empire or the present civilization, the thread of civilization has remained basically the same. Homosexuality is the same even in the old times. Those who do not study history are doomed to repeat the same mistake over and over again...

In fact it is viewed as a disease in Korea, an abnormal condition there even until now. In the past it was outlawed, although it has been relaxed lately.

If you think being openly-gay or just being gay is some kind of a disease, then how about those who are sick of other kinds of diseases? Those having mental diseases, blood diseases, cancer, aids, diseases that came with birth and etc? Does that mean your respect to them is just not the same to those who are completely normal? Does that mean that they should act "normal" even though they just could not do that? Is that the basis of respect? Being "normal"?.. That notion is so Roman Empire. Where is the notion that all of us are all created equal and therefore deserve equal respect as a right regardless of who that person is, what their race is, how they think and speak, the way they express themselves??

Homosexuality might have remained the same but the way society see it has changed so much.. Today's society has become more open-minded and has become more civilized in so many aspects... Ever wonder why those countries who were so stringent about being gay has become more relaxed now? Because they realized that they are not actually a "threat to civilization".. Because even with their existence, their civilization still flourish.

People who think that homosexuality is alien, a disease or an abnormality or views it negatively are like those people eons ago who do not respect women because they thought that women are abnormal, are just not good enough, could not do anything men can do, and therefore did not deserve any respect..

But hey I am not surprised people who think that way still exists. Sexism still exists even up until now.. There are bigger issues out there that deserve much attention. Global Warming anyone? Officials of the newly converted Guihulngan City have identified a probable site for their sanitary landfill in compliance with Republic Act 9003 or the Ecological Solid Waste Management Act.

This after the local government unit, which is on strike two for non-compliance, reportedly received a notice from DENR's Environmental Management Bureau and the National Solid Waste Management Commission, the Philippine Information Agency reported.

Provincial Environment and Natural Resources Officer Oscar Magallones said that in response to the notice, Guihulngan has pinpointed a possible site for their sanitary landfill, which is now subject for DENR's approval.

“We went there last week for an initial site inspection but we need to assess the area for suitability, if it complies with the law's criteria since we noticed there was a creek near the site,” Magallones said.

RA 9003 clearly states in its criteria that the sanitary landfill should not be within 300 meters of a water source. “We still have to determine how far that creek is from the city's proposed site,” he said.

Guihulngan is one of a number of LGUs in the province that are currently in DENR's strike two category for non-compliance of the law which calls for the conversion of open and controlled dumpsites into sanitary landfill facilities.

Magallones said only two – Bayawan and Bais cities – of the total 25 LGUs in Negros Oriental have complied with the law's requirement.

DENR Secretary Ramon J.P. Paje recently renewed the department's call for erring LGUs to comply with RA 9003 after noting the department's already decade-long leniency with the non-compliant LGUs.

“One decade is too long a grace period for LGUs to implement the provisions of the law,” said Paje during the 10th year anniversary of RA 9003, adding that DENR will now go after these LGUs who still refuse to comply with the establishment of sanitary landfill facilities.*

Do you even know me deeply? I mean deeply...What I am up to. Let's take this issue for issue. If there is somebody behind this, then I know what they are up to...

Guys, I always base my conclusions on research, and I do nothing out of just anything.

I am against homosexualization because of the following:

-Homosexualization means softening of the basic strand of society, which will mean people will have more disrespect for authority, and therefore more avenues for criminality, and chaos.
-Breakdown of marriage and rise of divorce.

-The rise of Feminism.

-Acceleration of juvenile delinquency, promiscuity and rebellion.

-Refusal of people with traditional marriages to accept their family responsibilities.

-A growing desire for and acceptance of adultery.

-Increasing interest in and spread of sexual perversions (homosexuality) and sex-related crimes.
So you think that's healthy for the society.

But am not sure if this is really the right place to discuss this. But I just hope people from other places can read this...

@Jundem, anybody who has been loved by a girl would very well know that being a man is the best and the most natural thing in the world. And that family life is the best gift one could ever have. I am pro family and against its destruction, and against divorce and other forms of assault against the family...And that a child should not just be abused and be given away, but be cared for by natural parents in a loving home and family.

Makawiwili Sunrise

Location: Kanlaon City, Negros

Mt. Makawiwili ridge is a towering 8000 feet high peak that is situated between two mountain peaks among the many ranges of Mt. Kanlaon. It can be found in the city of Canlaon, Negros Oriental which is approximately 9.5 kilometers from the foot of Mt. Kanlaon and 167.5 kilometers from the provincial capital of Dumaguete City.

Mt. Makawiwili is also called the “saddle in the sky”, an appropriate moniker because of its similarity to the object. It is an elevated platform that many climbing enthusiasts and sightseers consider as a perfect vantage point for monitoring the volcanic activities of Mt. Kanlaon, for observing the many life forms in the area, and for appreciating all of Mt. Kanlaon’s phenomenal views. It is also ideal for setting up radio communication satellites. The ridge also provides ample space for a quick rest as well as sufficient camping grounds for backpackers and trekkers.

Negros Oriental Gov's first provincial address get positive reviews from mayors

DUMAGUETE CITY, Feb. 23 (PIA) -- Mayors who attended the first state of the province address delivered by Gov. Roel Degamo yesterday lauded the governor’s programs of government which focused on the areas of health, education and livelihood.

Speaking before a packed Provincial Board Session Hall at the Legislative Building here, Degamo promised concrete, meaningful solutions to current problems as he intends to continue the programs started by his two predecessors.

Ayungon Mayor Edsel Enardecido, who also sits as vice-president of the League of Municipalities (LMP) here, said he found the governor's agenda doable, simple and realistic.“I am impressed with his programs of government as they will directly benefit the people,” he said.

Valencia Mayor Ricardo Gonzalez shared Enardecido's views although he advised the governor to wield an iron hand when implementing the programs he mentioned in his speech. “There are some projects there that needs to be implemented with firmness and an iron hand to make sure that the program is pushed thru,” he said.

On the other hand, Jimalalud Mayor and LMP President Reynaldo Tuanda, Sr. described the governor's speech as sincere and honest. “His plans for the province are doable since these are supported with funds, so there is no reason why he should fail,” he said.

Tuanda, however, noted that most of the agenda outlined in the governor's program of government are not new as these are the programs of the two previous governors. “But I sense that he intends to complete what has been started since he said he wants to complete these plans of development before his term ends in 2013,” he said.

Engr. Greg Uymatiao, chairman of the Negros Oriental Business Development Foundation (NOBDF) who came to listen to the governor's address, likewise echoed Tuanda's observation. “Those were also the plans and programs of the past administration. But I think his programs are comprehensive, and I think he is determined to continue the programs of the previous governor,” he said.

Degamo rose to the top of the provincial political ladder when he became first as vice governor after the death of then Gov. Emilio Macias II in June last year, and then as governor after the demise of then Governor Agustin Perdices.

In his speech, Degamo outlined the various programs he plans to implement under his agenda for progress that he dubbed as HELP or Health, Education, and Livelihood Program such as completion of the four-storey central block project of the Negros Oriental Provincial Hospital with the aim of decongesting the hospital, continuation of former Gov. 70 soldiers awarded new homes

DUMAGUETE CITY Feb 23 (PIA) At least 70 soldiers from different units of Armed Forces of the Philippines (AFP) assigned in Negros Oriental will be awarded of certificates of ownership to their new homes on February 24 at Camp Leon Kilat in Tanjay City.

LtGen Arturo Ortiz, Commanding General of the Philippine Army will turn-over the keys and the certificates of ownership to soldier-beneficiaries under the “Kalinga sa Kawal Housing Project” (KKHP).

According to Col. Manuel Luis Ochotorena, commander of the 302nd Infantry Brigade of the Philippine Army (PA) the KKHP was conceived by the Department of National Defense (DND) entered into a memorandum of agreement (MOA) on July 16, 2005 with Gawad Kalinga and in partnership with AFP Savings and Loan Association, Inc. (AFPSLAI) as part of their corporate social responsibility.

Col Ochotorena said the objective of the KK housing program is to provide a better quality of life, comfort, and security to personnel of the PA and their families.

The 302nd IB Commander said Camp Leon Kilat housing project for soldiers is the only one of the 16 sites nationwide.

To assist with LtGen Arturo Ortiz in the awarding ceremony are Maj Gen Vicente Porto; Governor Roel Degamo of Negros Oriental; and Tanjay City Mayor Lawrence Teves.

The AFP housing program grants each beneficiary with a 150-square meter lot and a house to be paid under a 50-50 sharing scheme between beneficiary and donors. (PIA/JCT)

PSC finalizing revival of Philippine National Games

Make way for the return of the Philippine National Games.

The Philippine Sports Commission is keen on reviving the games that were put to rest for several years now. The government sports agency is tentatively scheduling the PNG from May 30 to June 5.

“It’s time to have this so that we can have a grassroots program that will help the NSAs in the identification of athletes," said PSC executive director Geraldine Bernardo.

Bernardo announced the staging of the event to national sports associations (NSAs) during their SEA Games meeting with the Philippine Olympic Committee (POC) Wednesday at the POC offices in Philsports complex.

Bernardo said the PSC is already looking at Bacolod, Dumaguete and Camarines Sur as possible venues for the PNG.

The PNG started in 1993 under then PSC commissioner Celso Dayrit by virtue of Executive Order 163 under former President Fidel V. Ramos. Its last staging was in 1996.

Under the program, the PNG will be the “national open" of the NSAs where they can scout for fresh talent that may be included in the national team.

Bernardo said the PSC plans to allot P15 million for the overall operations of the event.

Bernardo said they will finalize the details of the event when PSC chairman Ricardo Garcia returns to Manila. Garcia is competing in the PAL Interclub golf tournament in Cagayan De Oro.

The PSC is also planning to revive the Batang Pinoy for kids in the elementary level. - KY, RCJ, Reuben Terrado, GMA News

Hahaha buanga nimo dems oi. As for me, I'm a straight male na di pumapatol sa mga bading. But I respect them and I believe they are an inevitable and a big part of society. I admire their creativity. Also I have been tutoring English as Second Language to Koreans in the city for the past 9 years and, mind you, I have encountered gay Korean students here in our city, though most of them are not openly gay. If you ask most Koreans whether or not they know any homosexuals they will say: “There are no gay people in Korea.” That’s true only because very few people dare come out. There is no such freedom for them. Korea is still a strongly Confucian society. It’s a conservative place where the appearance of a successful family, at whatever cost, rules. In addition, the concept of homosexuality is still inconceivable to older Koreans. Some regard it as a mental illness. Parents even send their children to mental institutions then force them into heterosexual marriage in part because of lack of understanding and in part to maintain the appearance of a perfect family.

So really, there is no point comparing Korea and Pinas regarding this issue. We are brought up in different environments. So it is important to accept our cultural and gender differences. Gays, straight, everything in between, we are all people on the same planet and should love each other before we blow each other up with bombs made by hate.

Guys, I always base my conclusions on research, and I do nothing out of just anything.

I am against homosexualization because of the following:

-Homosexualization means softening of the basic strand of society, which will mean people will have more disrespect for authority, and therefore more avenues for criminality, and chaos.
-Breakdown of marriage and rise of divorce.

-The rise of Feminism.

-Acceleration of juvenile delinquency, promiscuity and rebellion.

-Refusal of people with traditional marriages to accept their family responsibilities.

-A growing desire for and acceptance of adultery.

-Increasing interest in and spread of sexual perversions (homosexuality) and sex-related crimes.
So you think that's healthy for the society.

But am not sure if this is really the right place to discuss this. But I just hope people from other places can read this...

Also I have been tutoring English as Second Language to Koreans in the city for the past 9 years and, mind you, I have encountered gay Korean students here in our city, though most of them are not openly gay. If you ask most Koreans whether or not they know any homosexuals they will say: “There are no gay people in Korea.” That’s true only because very few people dare come out. There is no such freedom for them. Korea is still a strongly Confucian society. It’s a conservative place where the appearance of a successful family, at whatever cost, rules. In addition, the concept of homosexuality is still inconceivable to older Koreans. Some regard it as a mental illness. Parents even send their children to mental institutions then force them into heterosexual marriage in part because of lack of understanding and in part to maintain the appearance of a perfect family.

So really, there is no point comparing Korea and Pinas regarding this issue. We are brought up in different environments. So it is important to accept our cultural and gender differences. Gays, straight, everything in between, we are all people on the same planet and should love each other before we blow each other up with bombs made by hate.

Guys, I know that each of you has a point to score and from your own point of view, you believe that your reasons are very legit. However, as interesting and controversial this topic may be, this sexuality issue is getting out of hand and has started to take over the discussion of this thread. It is veering away from the main purpose of this thread which is all about Dumaguete. Good thing if the topic is about Dumaguete homosexuality but it has started to become personal and this Gay-Lesbian-Bisexual-Transsexual issues is a universal topic which is beyond border.

Being a member of this forum for the longest time than ANYONE OF YOU HERE, I don't want to see this thread and this camaraderie be destroyed because of personal issues. There are already personal attacks and it is no longer healthy in this forum. I APPEAL TO EVERYONE NOT TO DISCUSS THIS ISSUE BEYOND THIS POINT.

This exotic naval hideaway nestled in the town of Siaton, south of Dumaguete City and just a distance away from the world famous diving site Apo Island. It was said to be considered as a naval base by the Americans had the late Congressman Lamberto Macias (father of incumbent governor) had not opposed it. The Americans would have made Tambobo bay into what is now Subic Bay development long before the full development of the American naval base in the north. Though Macias was still right in his foresight in preserving the pristine ambience of this natural paradise.

The long shoreline of Negros Oriental makes it ideal for skimboarding and it can be done in any part of the province. Most notable though are in Cangmating and Agan-an which are two adjoining coastal barangays of Sibulan. The beach can give a panoramic view to the neighboring islands of Cebu and Siquijor. It's wide coastline makes it a hotbed for skimboarders but if one is not into this type of extreme sport, a beachcomber can just dip into its cool waters or stroll along its fine sand beach.

^^ Yeah, Bayawan is nice. But mas nice if it's going to be very accessible lang within the city.. The wakeboard park in CamSur made the province very rich. From one of the poorest province, it jumped into the top 10 richest province in the country.

CamSur is an inland province where the seas are miles away.. But this did not stop them. They made huge artificial lakes as deep as 15 ft for wakeboarding and other aqua sports... Now that's world class! :)

The businessman himself discovered that regular meat is being mixed with that of boars, locally known as “butatal,” which is prohibited under existing laws because of the foul odor especially when it is cooked. Technically, the meat is not defective or poisonous, but it affects the wholesomeness of the food, the businessman pointed out.

Cang wants strict enforcement of the provisions of the Meat Inspection Code of the Philippines, including its penal provisions, in requesting the authorities to strengthen its monitoring of adulterated meat in the markets.

City veterinarian, Dr. Lourdes Socorro, said the city’s modern slaughterhouse does not allow the slaughtering of boars.

Socorro also said outright condemnation is mandated under existing laws if the animals show signs of diseases.

The city government only has eight meat inspectors to monitor the public market including the 14 meatshops all over the city. Charles Tubog assured the meat-eating public that meat coming out of the slaughterhouse is safe and has passed through rigid inspection before the issuance of meat inspection certificates.

Socorro said she is discouraging market goers from buying frozen meat at the wet market because it is supposed to sell only fresh meat or fish. She further advised consumers not to buy meat in the afternoon or in the evening, and to demand for a meat inspection certificate for lechon ordered anywhere in the city.*JG

State of the Province Address: Negros Or. Gov. Degamo focuses on HELP (http://www.philstar.com/Article.aspx?articleId=660401&publicationSubCategoryId=530)

DUMAGUETE CITY, Philippines – Negros Oriental Governor Roel Degamo, in his recent State of the Province Address, disclosed his plans for the province that he has anchored on four major concerns – health, education, livelihood programs and projects – also known as HELP.

Degamo said that, for health concern, he would repair the district hospitals in different municipalities and cities in the province, and finish the Negros Oriental Provincial Hospital that the late Governor Emilio Macias II had started.

He said bidding procedures for the building construction were completed by the bids and awards committee, and works would start soon this year. He also planned to have a Mobile Surgical Unit that will conduct surgical missions in remote places of the province.

"We want to bring the government services closer to the people … this could be one of the solutions to insurgency problem in the province,” Degamo told The Freeman, adding that seven new physicians were already hired for the provincial hospital system.

For education concern, the governor promised to continue the programs of his predecessors Macias and Agustin Perdices. Additional college scholarships will be given to poor but deserving students, and additional teachers would be hired to fill in the vacant 40 teaching items for the province, said Degamo.

For livelihood, Degamo said the province will produce more jobs via tourism programs. He wanted to promote eco-tourism in Negros Oriental, specifically the development of the Tambobo Bay in Siaton town. “We have allocated almost P20 million this year for the development of the province’s various tourism sites,” he said.

The business sector further challenged the governor to uplift the standard of living in the province. Greg Uymatiao of Negros Oriental Chamber of Commerce and Industry said they wanted to see a developed province by elevating the lifestyle of Negrenses.

Uymatiao believed that the two major ordinances that Degamo wanted to be approved by the PB – creation of the Economic Enterprise Office and the Revenue Code of Negros Oriental – would help improve the economy of the province.

“It is easier for us to attain our goals if we HELP each other and work harder. Work, as they say in Spanish is DEGAMO. Therefore, to pick up from the favorite catchwords of my predecessors: “Basta NEGOR: Kasaligan, and may I add MagDEGAMO Ta," said the governor. – THE FREEMAN

I disagree with this... South Korea, is a Christian Country.

The largest Christian Church is actually found in that country...

Korea is a Christian country with strong Confucian culture. In fact homosexuality is ostracized and viewed as a stigma in all our wealthy neighbors.

Let me end this discussion about why I personally hate homosexuality, aside from the points I made up so far. It is because of my religious views, and from some personal experiences.

When I had no girlfriend freely roaming around the streets of some urban areas in this country, I was looking for a seat in a public transportation. There was an attractive "lady" that had no seatmate. Finding her to be attractive, I asked if she had no seatmate. She shook her head sideways, so I seated beside "her". I started a conversation with "her", and she would reply in a low voice. Later on the truth came out, and her voice betrayed his gender. That was one of the worst experiences in approaching a "lady"...And it happened twice...

Again, walking through some streets in some urban areas I also experienced gay people calling and whistling at me. These experiences triggered hatred towards this so-called third sex.

My gay friends are the formal kind who excel in the arts and literature.

And jundem and sugar, Jose Rizal loves high fashion and the art, yet he was a straight guy. A guy does not need to be shabby and unkempt. There is now what we call as a "metrosexual", a straight guy who keeps himself healthy, and some may even be really vain...

Again, walang personalan, it's just my views. Please forgive me if I hurt your feelings in discussing this issue.

No LTO guidelines yet on overloaded trucks (http://www.visayandailystar.com/2011/February/24/negor6.htm)

The Land Transportation Office in Region 7 said there are still no clear-cut guidelines on the issue of axle overloading of cargo trucks until now.

LTO assistant regional director for Central Visayas, Arnel Tansingco, said during his recent visit to Dumaguete City that the agency has started implementing the law on axle overloading in the National Capital Region.

In fact, the Department of Public Works and Highways has ordered the transfer of weighing scales to the NCR for this, although Tansingco said he could not ascertain whether those in Central Visayas had also been pulled out.

DPWH is the government agency, together with the LTO, responsible for enforcing the law on axle overloading.

A weigh bridge scale at Tamisu, in Bais City, Negros Oriental, being operated by the DPWH, may not be pulled out as it is a permanent facility, LTO-Bais chief Janine Lawas said.

At least two groups of sugar planters in Negros Oriental have petitioned the LTO for a moratorium or review of the overloading law, citing economic setbacks on the sugar industry, if implemented.

Tansingco said the LTO in Region 7 has yet to act on their petitions.

In the meantime, in the absence of guidelines, hauling trucks are allowed to ply the national highway even if overloaded.*JFP

DepEd and DILG enjoin teachers and LGUs to observe 25th EDSA People Power

DUMAGUETE CITY Feb 24 (PIA)-- The Department of Local Government is enjoining teachers and local government units to observe the 25th anniversary od EDSA.

The Department of Education (DepEd) has set a National Achievement Test (NAT) orientation in its respective central schools on February 25 though public school teachers are expected to participate in the observance of the 25th anniversary of the EDSA People Power Revolution.

There will be no classes on Friday, Feb. 25, but DepEd has lined-up activities such as simultaneous conduct of NAT orientation while group of Fit for School regional evaluators visit to schools to monitor the implementation of essential health program.

School officials are also expected to organize activities among themselves to commemorate the anniversary of one of the important political events in Philippine history.

Meanwhile, the local Department of Interior and Local Government (DILG) has enjoined all local chief executives to celebrate the occasion in their respective cities and municipalities.

Suggested activities include flag raising ceremony, bell-ringing, ecumenical prayers, medical mission, tree planting, among others to highlights the celebration.

70 soldiers in NegOr receive new homes

AT least 70 soldiers assigned in Negros Oriental were awarded certificates of ownership to their new homes yesterday at Camp Leon Kilat in Tanjay City.

Lt. Gen. Arturo Ortiz, commanding general of the Philippine Army (PA), turned over the keys and the certificates of ownership to soldier-beneficiaries under the “Kalinga sa Kawal Housing Project” or KKHP.

Col. Manuel Luis Ochotorena, commander of the 302nd Infantry Brigade, said the KKHP was conceived when the Department of National Defense (DND) entered into a memorandum of agreement on July 16, 2005 with Gawad Kalinga and in partnership with Armed Forces of the Philippines Savings and Loan Association Inc. as part of their corporate social responsibility.

Ochotorena said the objective of the KKHP is to provide a better quality of life, comfort, and security to army personnel and their families.

Assisting Ortiz in the awarding ceremony were Maj. Gen. Vicente Porto, Negros Oriental Gov. Roel Degamo and Tanjay City Mayor Lawrence Teves.

The AFP housing program grants each beneficiary with a 150-sq m lot and a house to be paid under a 50-50 sharing scheme between the beneficiary and the donors.

More Local Government Units in Negros Oriental have signified their intention to enforce provisions of Republic Act No. 8749, otherwise known as the Philippine Clean Air Act of 1999, and RA 9211, also known as the Tobacco Regulations Act of 2003, by enacting local ordinances that will promote the general welfare of their constituencies.

A public hearing was held in Dumaguete City yesterday on a proposed ordinance prohibiting the use, sale, distribution and advertisement of cigarettes and other tobacco products in certain places in the City.

The Dumaguete City smoke-free ordinance is aimed and safeguarding public health and ensuring the well being of residents by protecting them from harmful effects of smoking and tobacco consumption.

Scientific studies show that 8 to 10 Filipinos die every hour due to tobacco-related diseases and that 13 percent of asthma cases of children are caused by exposure to smoke.

Mayor Bentham dela Cruz of Amlan, the first LGU in the province to declare a smoke-free municipality, told the public hearing he will resign as mayor if somebody can prove that something good can be derived from smoking.

Meanwhile, Mayor Enrique Gonzalez is requesting his brother, who is a smoker and a member of the Sangguniang Bayan of Valencia, to sponsor a similar resolution and ordinance which was the subject of yesterday’s public hearing in Dumaguete City.

Prohibited under the proposed ordinance include smoking in enclosed or partially enclosed public places, work places, public conveyances or other public places, selling or distributing tobacco products in a school, public playground or other facility frequented by minors, or within 100 meters from any point in the perimeter of these places, selling or distributing tobacco products to minors or even advertising tobacco products.

Disaster risk mgmt training intensified

The Provincial Disaster Risk Reduction Management Council has intensified orientations and disaster risk management planning in 14 local government units identified as flood prone areas in Negros Oriental.

Allen Cabaron, Civil Defense Officer, said they are helping local governments understand the importance of making disaster risk management plans. A comprehensive and detailed disaster risk management plan will become the basis for the budget allocation under the five percent calamity fund.

LGUs identified as flood prone areas are Bayawan City, Pamplona, Tanjay City, Siaton, Santa Catalina, Bais City, Amlan, San Jose, Sibulan, Dumaguete City, Manjuyod, Tayasan and Bacong, he said.

Bayawan City, Pamplona, Tanjay City, Siaton and Santa Catalina have completed drafting their master plans.

An orientation will be held in Vallahermoso in the first week of March. Cabaron said they are hoping to complete all the orientations by the middle of this year.

Cabaron said they now have a PDRRMC action center at the Aqua Center in Dumaguete City operating 24/7, to receive disaster and crisis management reports from various parts of the province.*MA

Mayor seeks national government help in establishing sanitary landfill

DUMAGUETE CITY, Feb. 25 (PIA) --- A local chief executive here is asking the national government to extend financial assistance to local government units (LGUs) in putting up sanitary landfill in their areas as mandated by Republic Act No. 9003 or the Ecological Solid Waste Management Act.

Valencia Mayor Enrique Gonzalez is seeking the national government's help in response to a move from the Department of Environment and Natural Resources (DENR) to run after LGUs who failed to comply with RA 9003 which requires the establishment of sanitary landfills in all LGUs nationwide.

“If they want us to construct the sanitary landfill, they should also give us the money to do that. To have a landfill, you have to spend millions of pesos and we don't have that much,” said Gonzalez.

Putting up a sanitary landfill will cost an LGU roughly P15 million, according to Provincial Environment and Natural Resources Officer Oscar Magallones who also said that budgetary constraints is the top reason why LGUs fail to phase out their open or controlled dumpsite in favor of a sanitary landfill.

Valencia, which is one of the majority of LGUs in the province who are still using either open or controll dumpsites, has turned its controlled dumpsite situated in Brgy. Bong-ao into an income-generating activity for the local government.

“At our dumpsite, we segregate the bio-degradable from the non-biodegradable wastes. With the use of a shredder we are able to produce ropes and placemats from wastes like plastic. This is more practical for us than a sanitary landfill,” Gonzalez explained.

The LGU hired 30 persons and trained them to segregate the waste at the dumpsite, some of which are also decomposed to produce fertilizers for the town farmers.

Nearly 95% of Valencia's garbage is biodegradable based on results of a waste composition study earlier conducted by the DENR here.

DENR Secretary Ramon J.P. Paje has earlier announced that the department will go after LGUs who refuse to comply with RA 9003, saying that “one decade is too long a grace period for LGUs to implement the provisions of the law.”

Paje said that DENR is bent on intensifying its drive to enhance compliance of LGUs, especially those that are still operating open and controlled dumpsites. (RMN/PIA-7 Negros Oriental)

OFW families’ health insurance for only P900 per year

DUMAGUETE CITY Feb 25 (PIA) The Philippine Health Insurance Corporation (PhilHealth) has called on Overseas Filipinos Workers (OFWs) in Negros Oriental to regularly renew their enrollment to provide continues medical benefits to their families.

Such benefits include inpatient coverage such as subsidy for room and board, drugs and medicine, laboratories, operation room and professional fees for confinement of not less than 24 hours, and outpatient coverage like day surgeries, dialysis, and cancer treatment procedures in accredited hospitals and free-standing clinics.

In a Kapihan forum, PhilHealth Officer-in-Charge Marites Que said the annual premium for health insurance remains at P900 for OFWs.

The amount may be paid at any of PhilHealth's accredited collecting partners or at the Philippine Overseas Employment Administration (POEA) office before they leave for abroad.

Que said OFWs who eventually return to the country for good may continue their membership as Individually Paying Members.

When they reach the age of 60 and have made at least 120 monthly contributions to PhilHealth, they may enjoy lifetime coverage without having to pay any additional premium, she added.

However, to continuously avail of the benefits, aside from paying the annual paying premiums, the OFWs are also required to present the following documents: valid passport, working permit/visa, exit and re-entry visa; and overseas employment certificate, or employment contract.

The same documents also apply to new registrants to the Overseas Workers Program which are to be attached to the M1b form for membership registration.

This month of February, the PhilHealth, the government agency mandated to provide social health insurance coverage to Filipinos, celebrates its 16th Anniversary with the theme “PhilHealth: Tapat na Serbisyo, Sapat na Benepisyo, Lahat Panalo.” The celebration falls within the observance of National Health Insurance Month. OFW families’ health insurance for only P900 per year

DUMAGUETE CITY Feb 25 (PIA) The Philippine Health Insurance Corporation (PhilHealth) has called on Overseas Filipinos Workers (OFWs) in Negros Oriental to regularly renew their enrollment to provide continues medical benefits to their families.

Such benefits include inpatient coverage such as subsidy for room and board, drugs and medicine, laboratories, operation room and professional fees for confinement of not less than 24 hours, and outpatient coverage like day surgeries, dialysis, and cancer treatment procedures in accredited hospitals and free-standing clinics.

In a Kapihan forum, PhilHealth Officer-in-Charge Marites Que said the annual premium for health insurance remains at P900 for OFWs.

The amount may be paid at any of PhilHealth's accredited collecting partners or at the Philippine Overseas Employment Administration (POEA) office before they leave for abroad.

Que said OFWs who eventually return to the country for good may continue their membership as Individually Paying Members.

When they reach the age of 60 and have made at least 120 monthly contributions to PhilHealth, they may enjoy lifetime coverage without having to pay any additional premium, she added.

However, to continuously avail of the benefits, aside from paying the annual paying premiums, the OFWs are also required to present the following documents: valid passport, working permit/visa, exit and re-entry visa; and overseas employment certificate, or employment contract.

The same documents also apply to new registrants to the Overseas Workers Program which are to be attached to the M1b form for membership registration.

This month of February, the PhilHealth, the government agency mandated to provide social health insurance coverage to Filipinos, celebrates its 16th Anniversary with the theme “PhilHealth: Tapat na Serbisyo, Sapat na Benepisyo, Lahat Panalo.” The celebration falls within the observance of National Health Insurance Month. Sta. Rosa, Laguna officials laud wastewater treatment facilities in Negros Oriental

DUMAGUETE CITY, Philippines (PNA) -– Officials from Sta. Rosa, Laguna, on Thursday lauded the city governments of Bayawan and Dumaguete in Negros Oriental for embarking on a multi-million peso project on septage wastewater treatment plants.

The officials toured the said facilities in aid of legislation for an ordinance on septage wastewater treatment in their city, after being named one of four areas to be provided technical assistance by the Philippine Sanitation Alliance-United States Agency for International Development (PSA-USAID).

Councilor Luisito Algabre, however, admitted that they could not possibly replicate the Bayawan and Dumaguete models due to limited public lands in Sta. Rosa, a city with rapid economic growth with real estate and commercial establishments sprouting everywhere.

The Sta. Rosa officials will instead consider engaging the services of a private desludging company or other service provider that has its own treatment facility, Algabre said.

He also said they will work on crafting a similar ordinance on septage wastewater treatment and conduct public consultation and information dissemination on the need to have the project in place to avoid contamination of their water supply.

Both the Bayawan and Dumaguete septage wastewater treatment plants were funded by the local government units with the USAID providing technical assistance via the PSA and its predecessor, the Local Initiatives for Wastewater Treatment (LINAW) project.

USAID-PSA Consultant Andrea Trinidad Echavez said the facilities in Bayawan and Dumaguete have been chosen for familiarization tours for local officials from other areas in the Philippines because of their best practices in line with the country’s Clean Water Act.
