WOW!!! This is UBER nice... Dumaguete is one of those few cities in the Philippines that Boasts a Beautiful Boulevard... Bayawan is also one of them as well as Guihulngan... I hope, Bayawan could soon replicate the success of Rizal Boulevard... :D:D:D
I Always tell my aunt na ipaila-ila nya ko sa Mayor ka Bayawan so I could spearhead a beautification and tourism oriented plan to put Bayawan City in the Philippines Tourism Map... dunno why my aunt did not push through with my plan... kay ingon nya, naulaw daw sha sa kay Mayor... hahahahaha :lol::lol::lol::lol::lol: MALAKI PA NAMAN POTENTIAL ng Bayawan to be in the Philippines Tourism Map... with its Gold Sand Coastline and Majestic Lakes and Falls... Sta. Rosa, Laguna officials laud wastewater treatment facilities in Negros Oriental
DUMAGUETE CITY, Philippines (PNA) -– Officials from Sta. Rosa, Laguna, on Thursday lauded the city governments of Bayawan and Dumaguete in Negros Oriental for embarking on a multi-million peso project on septage wastewater treatment plants.
The officials toured the said facilities in aid of legislation for an ordinance on septage wastewater treatment in their city, after being named one of four areas to be provided technical assistance by the Philippine Sanitation Alliance-United States Agency for International Development (PSA-USAID).
Councilor Luisito Algabre, however, admitted that they could not possibly replicate the Bayawan and Dumaguete models due to limited public lands in Sta. Rosa, a city with rapid economic growth with real estate and commercial establishments sprouting everywhere.
The Sta. Rosa officials will instead consider engaging the services of a private desludging company or other service provider that has its own treatment facility, Algabre said.
He also said they will work on crafting a similar ordinance on septage wastewater treatment and conduct public consultation and information dissemination on the need to have the project in place to avoid contamination of their water supply.
Both the Bayawan and Dumaguete septage wastewater treatment plants were funded by the local government units with the USAID providing technical assistance via the PSA and its predecessor, the Local Initiatives for Wastewater Treatment (LINAW) project.
USAID-PSA Consultant Andrea Trinidad Echavez said the facilities in Bayawan and Dumaguete have been chosen for familiarization tours for local officials from other areas in the Philippines because of their best practices in line with the country’s Clean Water Act.

^^ I have been to both Cities (dumaguete and bayawan) and I agree that their WWTF's are truly one of the Best if not the Best in the Philippines... but between both cities, I find Bayawan City's WWTF to be better than Dumaguete's.. maybe since Bayawan City's WWTF was initiated just recently... but I like the fact that it is also Environment Friendly as it uses Natural Ways of filtering the water back to the Ocean... and ka nindot pa sang site coz it is also where the GK Village is Located... so sustainable Eco-Living talaga sha... :)

Local chief executives and the business sector had challenged Gov. Roel Degamo to use an iron hand to successfully implement programs and projects in Negros Oriental.
Degamo in his State of the Province Address recently presented different programs and projects of his administration to the Sanguniang Panlalawigan. He revealed his “HELP” campaign, an abbreviation for Health, Education, Livelihood Programs/Projects.
Mayor Ricky Gonzalez of Valencia said he appreciated the plans of Degamo because they clearly define the purpose and the beneficiaries. The directive of the governor to various government agencies for these priority projects is also very specific, he added.
Gonzalez said some projects can be replicated in the municipal level like the livelihood programs. The League of Municipalities of the Philippines –Negros Oriental chapter had passed a resolution supporting the programs and projects of Degamo, the mayor added.
Mayor Edsel Enardecido of Ayungon said he is confident the governor’s vision for the province are doable and practical, adding he appreciated Degamo’s move of continuing and supporting the programs of his predecessors.
Gonzalez and Enardecido, as well as Negros Oriental Business and Development Foundation head Greg Uymatiao, who expressed support to Degamo, agreed that sometimes the governor has to exert an iron hand to implement his projects and programs.*MA

The tawo-tawo or scarecrow had always been a great help to the farmers, scaring off little birds - the native maya which feeds on the ripening golden rice grains - allowing them to achieve bountiful yields during harvest time. Thus the birth of the two-tawo festival. The tawo-tawo festival breathes life to the elements of the ricefield: the scarecrow or tawo-tawo, the maya birds, and the farmer and his wife, tilling the land. DUMAGUETE CITY Feb 25 (PIA) The Philippine Health Insurance Corporation (PhilHealth) has called on Overseas Filipinos Workers (OFWs) in Negros Oriental to regularly renew their enrollment to provide continues medical benefits to their families.
Such benefits include inpatient coverage such as subsidy for room and board, drugs and medicine, laboratories, operation room and professional fees for confinement of not less than 24 hours, and outpatient coverage like day surgeries, dialysis, and cancer treatment procedures in accredited hospitals and free-standing clinics.
In a Kapihan forum, PhilHealth Officer-in-Charge Marites Que said the annual premium for health insurance remains at P900 for OFWs.
The amount may be paid at any of PhilHealth's accredited collecting partners or at the Philippine Overseas Employment Administration (POEA) office before they leave for abroad.
Que said OFWs who eventually return to the country for good may continue their membership as Individually Paying Members.
When they reach the age of 60 and have made at least 120 monthly contributions to PhilHealth, they may enjoy lifetime coverage without having to pay any additional premium, she added.
However, to continuously avail of the benefits, aside from paying the annual paying premiums, the OFWs are also required to present the following documents: valid passport, working permit/visa, exit and re-entry visa; and overseas employment certificate, or employment contract.
The same documents also apply to new registrants to the Overseas Workers Program which are to be attached to the M1b form for membership registration.
This month of February, the PhilHealth, the government agency mandated to provide social health insurance coverage to Filipinos, celebrates its 16th Anniversary with the theme “PhilHealth: Tapat na Serbisyo, Sapat na Benepisyo, Lahat Panalo.” The celebration falls within the observance of National Health Insurance Month. DUMAGUETE CITY, Philippines—With only five taxicabs around, you’d be lucky to catch one in Dumaguete City.
Here, people go places in a tricycle, while motorcycles rule the road. For a city measuring 35 square kilometers, this small place, by any standard, still grinds to a halt at noontime to allow everyone to go home for lunch.
“I didn’t believe it at first when they said that in Dumaguete, everything is 10 minutes away. But I found out for myself that it’s true,” says Leonel Joseph “LJ” Lising, senior operations manager of SPI CRM, a business process outsourcing company that had set up shop here in 2009.
“When they say a place is far, it’s actually near. A 10-minute drive could take you to the next town,” according to Lising who hails from Manila.
Dumaguete’s smallness is its own charm. On a typical afternoon, one can find several of its European immigrants hobbling toward their favorite watering hole. There are many such establishments on Rizal Boulevard, which faces Dumaguete bay. There, the immigrants get their favorite fix before they sit back and watch the world go by.
Small wonder why not a few of SPI’s foreign clients have been heard to ask, “Why Dumaguete? There are only 150,000 people there,” recalls Suzanne Lu-Bascara, SPI Global associate director.
The anxiety is not totally misplaced. SPI Global, after all, is a major player in the BPO industry in the country, with 11,000 employees, not to mention some 3,000 more in 24 locations in the United States, Europe, India and Vietnam.
The company’s Dumaguete operation alone expanded from 313 full-time employees in October 2009 to 1,100 employees in January 2011.
“We’re now the biggest private employer in Negros Oriental, doing both voice and nonvoice services,” Bascara says.
The company has made it a point to bring their foreign clients to Dumaguete to see the place, she adds.
“They see that, although the city is small, there is a steady manpower pool generated by the four universities and colleges here, which produce about 5,000 graduates each year, in contrast to the 500,000 graduates throughout the country,” Bascara explains.
Dumaguete is also called a university town. It is home to Silliman University, founded by American missionaries in 1901. Nuns from the order of St. Paul de Chartres set foot on Dumaguete’s shores in 1904 to establish the first campus of St. Paul University in the Philippines.
In 1949, a young teacher named Vicente G. Sinco established what is now the nonsectarian Foundation University, the first Filipino university. The Negros Oriental State University was founded in 2004.
For Lising, these universities and seven other colleges play an important part in providing them quality employees.
“We get nine or 10 walk-ins every day, and we have a success rate of 30 to 40 percent. In contrast, we may get more applicants in Manila, but the success rate is only 10 percent,” Lising says.
Not only do educational institutions provide the 4,000 workers for Dumaguete’s thriving BPO industry, they have also formed an Information Communication Technology (ICT) Council to harmonize the skills of graduates with the demand of the competitive BPO sector.

The company’s Dumaguete operation alone expanded from 313 full-time employees in October 2009 to 1,100 employees in January 2011.
“We’re now the biggest private employer in Negros Oriental, doing both voice and nonvoice services,” Bascara says.
The company has made it a point to bring their foreign clients to Dumaguete to see the place, she adds.
"They see that, although the city is small, there is a steady manpower pool generated by the four universities and colleges here, which produce about 5,000 graduates each year, in contrast to the 500,000 graduates throughout the country,” Bascara explains.

Negros Oriental police provincial director, Senior Supt. Rey Lyndon Lawas, has urged the Sanggunians of the different municipalities and cities in the province to pass an ordinance banning the use of full-face helmet, bonnets, and the use of T-shirts to cover the faces of motorists.
Lawas raised this concern after the shooting incidents in Guihulngan, San Jose and in Bacong, where suspects wore bonnets to hide their identities.
Lawas said some towns in the province, as well as Tanjay City, have implemented the ban against the use of full-face helmet and bonnets.
The provincial director said they needed the help from the local government units to help prevent the occurrence of crimes and the opportunity to commit crime.
Lawas said he understand the reason to some individual using T-shirts to cover their faces as protection from the sun and dust but covering the entire face when travelling is not practical as it would create suspicion.
He is hoping to get the support from the local government units in his appeal.
The pattern of crime incidents are observed based on the data through the Police Integrated Patrol System.*MA

DUMAGUETE CITY, Feb. 28 (PIA) – As the Negros Oriental Provincial Police Office (NOPPO) prepares to field out the newly-trained tourist
police personnel to different tourist spots here, the Department of Tourism (DOT) and the Philippine National Police (PNP) are encouraging the local government units (LGUs) to extend their support to the province's tourist security centers.
Arlene Alipio, officer in charge of the Standards Development Division in DOT Manila, in an interview said that support in the form of
sponsorhsips from the LGUs are welcome for the tourist police personnel.
“This program is implemented on a co-sharing basis. So we also ask for sponsorships from the local governments,” said Alipio.
PNP will also be giving additional support to the tourist police units, which soon will be established as a separate unit from the
provincial police force, according to Sr. Supt. Anselmo Pinili, chief of the PNP Public Safety Division Directorate and Operations in Camp
Crame.
Pinili cited the Davao City government which promised to shoulder the uniform needs of the city's tourist policemen in addition to the one
set of uniforms to be given by DOT.
“The support should come as a result of good coordination among not only the LGUs but also resort owners and local tourism councils
because they will benefit from the influx of tourists here due to the presence of the tourist cops,” said Pinili.
He said that the tourist security centers will need an office of its own along with computer equipment, which he said can be provided by
LGUs and other tourism groups for now as the PNP is on a limited budget. “Next year, this will be a part of our budget already but for now the funds are limited because this is a nationwide program,”
explained Pinili.
A total of 50 cops in the province underwent the training conducted by the DOT and the Provincial Tourism Office on tourism awareness and even tourist guiding skills. “Our tourist policemen will be personally interacting with the tourists so they should also be able to give some information about the tourist areas here,” said Alipio.
DOT requires tourist cops to be between 21 to 34 years old, 5'8” in height with pleasing personality and a good commande of the English
language. “We set a criteria because they will enhance our image in the international community as a representative of our tourism

Negrenses in US raise funds for NegOr towns

CALIFORNIA -- The Negros Oriental Association based in Southern California celebrated a Valentine’s Day fundraiser at the Knott’s Berry Farm Resort Hotel, Buena Park on Feb. 12. Proceeds from this affair is geared towards the organization’s projects helping certain municipalities of Negros Oriental.
An on-going project is the book distribution to public schools. The first recipient was the municipality of Dauin. The shipment of seven balikbayan boxes was distributed among four elementary schools, three high schools, and a Special Education high school.
Five pre-schools were the recipient of toys. This could not have been possible without the leadership of Manny Abellon, and supported by all officers and members.
On the pipeline is sending to Negros Oriental some medical supplies.
What started as a simple get together by some Negrenses some 20 years ago has grown into a membership of over a hundred Negrenses.
To jumpstart its 20th anniversary this year, a summer picnic has been scheduled for June 11 at the Santa Fe Dam Recreation Area in Irwindale, CA. It will be a good time to rekindle and reminisce and share each town’s favorite delicacy. An election of officers will also be held.

SAGARR Task Force Ground Commander City Administrator William E. Ablong called for a press conference to discuss about this Super Body.
The Super Body Task Force is now on the road to implement and enforce Regulatory Ordinances crafted by the City Council that would promote social order and financial stability through implementation with authority and Political Teeth Tax Ordinances.
Tax evaders and those who do not declare exactly their taxable income, or violators of our existing ordinances will now be corrected.
SAGARR Tax Force Commander Mayor Manuel Sagarbarria appealed to all sons and daughters of our dear City to understand and cooperate with the local government’s intention to promote sustainability, profitability, and social order towards a progressive Dumaguete.
It cannot be denied that the city of Dumaguete is getting bigger and larger not in terms of area covered but in terms of economic activities due to investors coming in and putting up big investments that provide employment to a large number of workers.
Many Dumaguetnons have so far availed of worthy benefits from it, resulting in multiple demands from our people such as more traffic enforcers, more street sweepers, etc., and these all mean additional income for the City of Gentle People.
We have sufficient reason to support and cooperate with the Super Body Task Force SAGARR.

With only five taxicabs around, you’d be lucky to catch one in Dumaguete City. Here, people go places in a tricycle while motorcycles rule the road. For a city measuring 35 square kilometers, this small place, by any standard, still grinds to a halt at noontime to allow everyone to go home for lunch.
“I didn’t believe it at first when they said that in Dumaguete, everything is 10 minutes away. But I found out for myself that it’s true,” said Leonel Joseph “LJ” Lising, senior operations manager of SPI CRM, a business process outsourcing company that set up its business here in 2009. “When they say a place is malayo, it’s actually near. A ten-minute drive could take you to the next town,” this young executive from Manila said.
Dumaguete’s smallness is its own charm. On a typical afternoon, one can find several of its European immigrants hobble towards their favorite watering hole among the many establishments that dot the Rizal boulevard, facing the Dumaguete bay and have their favorite fix while watching the world go by.
Small wonder why not a few of SPI’s foreign clients have been heard to ask, “Why Dumaguete? There are only 150,000 people there,” recalled Suzanne Lu-Bascara, SPI Global associate director.
The anxiety is not totally misplaced. SPI Global, after all, is a major player in the BPO industry in the country, with 11,000 employees, not to mention some 3000 more in 24 locations in the United States, Europe, India and Vietnam.
Its Dumaguete operation alone expanded from 313 full time employees in October 2009 to 1100 employees in January 2011. “We’re now the biggest private employer in Negros Oriental doing both voice and non-voice services,” Bascara said.
She said the company makes it a point to bring their foreign clients over to Dumaguete to see the place. “They see that although the City is small, there is a steady manpower pool generated by the four universities and colleges here which produce about 5,000 graduates each year, in contrast to the 500,000 graduates throughout the country,” she said.
Also called a University Town, Dumaguete is home to Silliman University, founded by American missionaries in 1901. The nuns from the order of St. Paul de Chartres arrived in Dumaguete’s shores in 1904 to establish the first campus of St. Paul University in the Philippines. In 1949, a young teacher named Vicente G. Sinco established what is now the non-sectarian Foundation University, the first Filipino University. The Negros Oriental State University was founded in 2004.
For Lising, these universities and seven other colleges play an important part in giving them quality employees. “We get nine or 10 walk-ins every day and we have a success rate of 30-40 percent. In contrast, we may get more applicants in Manila but the success rate is only 10 percent,” he said.
It is when the foreign clients realize this that they know they made the right choice by choosing SPI Global, Bascara said.
Not only do the educational institutions provide the 4000 workers in Dumaguete’s BPO industries today but they have also formed an Information Communication Technology Council to harmonize the skills of their graduates with the demand of the competitive BPO industry.
One of the challenges of the ICT Council, headed by Randy Bandiola of Colegio de Sta. Catalina de Alejandria, is to convince the graduates to stay in Dumaguete. There are more jobs for qualified applicants even as BPOs are estimated to pump in no less than P34 million a month into the economy of Dumaguete City and Negros Oriental in salaries alone.
And that’s not counting the side businesses that the employees support. “Near our site, some houses have been renovated to boarding houses,” Lising said. Several restaurants have also sprouted nearby.
Lising said that while he gets to go home to Manila once a month, he enjoys staying in Dumaguete. “It’s cheaper to be in Dumaguete than in Manila. In Manila, a round trip from one’s house to the office could easily cost P50. Here, it’s P20. So call center agents here have higher take home pay,” he said.
His sentiments are also shared by some support members from Manila and Iloilo, who have decided to make Dumaguete their permanent home.
Another thing Lising likes about Dumaguete is that employees don’t skip work even though they partied the night before. “No wonder Dumaguete had been ranked 10th on the list of Next Wave Cities in the Philippines last year,” he said.
SPI Global started operations in Dumaguete with the merger of two companies—E-PLDT Ventus and SPI Technologies in October 2009. Their non-voice services include publishing and copy editing while they have a call center which handles mostly the needs of Smart Communications, Inc, their sister company.
Bascara said they are proud of the quality of their work, which won them the honor of being named as the number one outsourcing company in the world in 2009, by the Black Book of Outsourcing. This was based on a poll of about 650 respondents from the global publishing community.
May Dizon, SPI Global director for external affairs and corporate communications, said that their company will soon venture into the more lucrative KPO (Knowledge Process Outsourcing) market, which will deal with content solutions, health care and client relationship management.
For starters, Dumaguete will be the site of SPI Global’s pioneering venture in the Billing and Cycle Revenue Management.
“Dumaguete is a showcase,” Dizon said. “We want the others to know that in Dumaguete, we found a good place to grow and expand.”

CAMELLA HOMES, a subsidiary of Vista Land and Lifescapes Inc., launched on Saturday its project in Dumaguete City, Negros Oriental.
Camella Homes division head for Visayas and Mindanao Leni Luya said the Dumaguete expansion is part of the company’s thrust to cover as many provinces as they can.
Camella Dumaguete is a 3.5 hectare residential development in Palinpinon Road, Barangay Candau-ay, Dumaguete City. The company said the project is its 21st project since its expansion into provincial areas and the sixth project in Visayas.
Camella Dumaguete offers two-storey Italian-inspired homes with a minimum lot area ranging from 88 square meters (sqm) to 132 sqm. The development, which will have 148 units, has prices ranging from P1.3 million to P4.5 million.
OFW market
Luya said they hope to attract overseas Filipino workers, tourists and locals to buy their units. In most of their developments, Luya reported that the OFW market make up more than 50 percent of buyers.
Most analysts expect real estate sales to OFWs to remain strong this year. In 2010, the Bangko Sentral (BSP) expected remittances to breach the $18 billion mark. The figure is projected to grow another eight percent in 2011.
Luya said that aside from the residential component, Camella Dumaguete will also have a commercial component to cater to the needs of its residents.
Camella Dumaguete general manager Joseph Sison said the entry of Camella in Dumaguete was prompted by the city’s thriving local economy.
“The entry of the business process outsourcing (BPO) companies here has become the driving force in stirring up the local economy. With the rapid growth in employment and the increase in its population, we are confident that its residential requirement will also keep growing,” Sison said.
He said the city’s four universities – Siliman University, Foundation University, St. Paul’s University and Negros Oriental State University - have attracted large BPO companies such as Teletech, Qualfon, SPI Global and Ventus.
Dumaguete City Mayor Manuel Sagarbarria reported that the city, which is described as the motorcycle capital of the country, has a population of 133,000. But the number, he said, grows by 300,000 to 350,000 in daytime, with the influx of workers and students from the suburbs.
He said Camella is the first national player to do land development in the city. He said Dumaguete is a good place for investment and retirement destination.
Vista Land is the holding company of five business units, Brittany, Crown Asia, Camella Homes, Communities Philippines and its condominium development subsidiary, Vista Residences.

OFFICIALS of the United States Embassy in Manila visited Silliman University in Dumaguete City, Negros Oriental last Feb. 3 and 4 for the selection phase of the Southeast Asia Youth Leadership Program (SEAYLP).
A total of five college students and one teacher or community leader were targeted to benefit from the program. The chosen delegates will undergo a month-long training and exposure in the US starting in April this year.
Participants will be engaged in various creative and practical ways of better understanding the principles of democracy and civil society.
Assistant Cultural Affairs officer Joe Tordella and Thomas Jefferson Information Center Deputy Director Pong Aureus selected the participants.
In a letter to Silliman University President Dr. Ben S. Malayang III, Aureus described the program to have been “designed to promote high-quality leadership, civic responsibility, and civil activism among (the Philippines’) future leaders.”

DUMAGUETE CITY, March 1 (PIA) -- The Negros Oriental State University has announced that all its 21 nursing graduates have passed the Nursing Licensure Examination held December 2010.
NORSU President Dr. Henry A. Sojor said this is the second batch of nursing graduates produced by the state university, and the second time that NORSU garnered a 100% passing rate in the nursing licensure test.
The new nurses are Camad Ali Jr., Jeanie Batiancila, Marie Neil Bon, Dibie Grace Cabus, Junsly Ceriales, Sandy Kristina David, France April Dela Cruz, Glady Gelera, Jerry Kinkito, Chryssle Marie Larracas, Richelle Manso, Shiela Pajulas, Saharah Pangcatan, Bayron Regalado, Janini Rondera, Marigine Rusiana, Anthony Rey Saycon, Vretchy Tuballa, Amor Valencia, Paul Kenjie Valerio and Ma. Victoria Zarate.
The university also received a 100% passing rate for its pharmacy graduates during the Pharmacy Licensure Examination held Jan. 24 to 25 in Cebu City.
The examinees from NORSU who passed are Francis Arnel Flores of Dumaguete City, Mark Griffin Gadayan of Bayawan City and Mary Joy Papasin of Cebu.

DUMAGUETE CITY, Mar 1 (PIA)--The 302nd Infantry Brigade of the Philippine Army (PA) bares its various activities in celebration of its 114th Founding Anniversary on March 22, 2011 with the theme, "Hukbong Katihan at Sambayanan: Bayanihan para sa Kapayapaan at Kaunlaran."
According to Information Officer, Major Sonny Gonzales of PA the month-long celebration will kick-off with the army’s photo exhibit, film showing on the current administration of the army, and bloodletting.
To add more color to the program, Major Gonzales said an army singing soldier competition will be held at 3:00 p.m. while the photo display and film showing starts at 9:00 a.m. during mall hours for viewing at Robinson’s Place, Dumaguete City.
The army officer said this activity intends to increase public awareness on the diverse activities and accomplishments and the 4-ACES (Army Concerns for Engineering Services; Army Concerns for Environments; Army Concerns for Credible Elections; and Army Concerns for Combat Excellence) strategy of the PA in achieving lasting peace and development not only in Negros Island but for the whole country.
He added, the events likewise aim to showcase the PA as part of the Armed Forces of the Philippines (AFP), as a bastion of Philippine democratic institutions, partner in national peace & development and a source of national pride.
Meanwhile, the Rotary Club of Dumaguete and the 302nd IB conducted a joint medical and dental mission at Barangay Calindagan in commemoration of the 3rd anniversary of church military advisory group in the province.
The said activity benefited more than one thousand residents who received medical and dental clinic, free check ups, circumcision, haircut, and siatzu massage.

DUMAGUETE CITY, Mar. 1 (PIA) -- The Provincial Agriculturist Office (PAO) in Negros Oriental expects to boost its agricultural production this year due largely to long rainy period and climate change, says Provincial Agriculturist Gregorio Paltinca.
Paltinca added the effects of climate change has somehow help the farmers to continue planting after they harvested the first quarter crop and even as summer approaches.
He said the farmers in the province are looking forward to increase the rice and corn harvests due to sufficient water from the rains and irrigation water from some rehabilitated irrigation canals.
Negros Oriental has an annual rice yield of 70 percent and 61 percent corn sufficiency, more than enough for the 56 percent rice-eating population and 44 percent prefer corn, Paltinca said.
However, he said some of the province’s produce are exported to Cebu and Negros Occidental.
Harvesting for the second corn cropping season from October to February has already started, and farmers have more chances of higher yield and crop survival rate if they planted corn during the first cropping season as early as April, agriculture official said.
Paltinca said with the “Kasaligan Transport Service” of the province, this will also significantly improve the post-harvest handling of agricultural produce.
The free transport service help poor farmers who have a hard time hauling their produce and improve the quality of their farm products so they can command better prices in the market, he said.
In last week’s State of the Province Address (SOPA), Governor Roel Degamo reported that the province is allocating at least 10 percent of the farm lands in the province to purely organic farming.
The governor directed the PAO to keep the provincial government’s position to adopt eco-friendly technologies in agriculture while working for greater productivity. (PIA/JCT)

Neophyte Councilor Joe Kenneth Arbas seeks to clarify that the proposed anti-smoking ordinance does not intend to ban smokers in the city of Dumaguete but is merely trying to regulate their vice.
His clarification was made following some negative reaction to his proposal. But he maintains that one has the right to indulge in smoking but must be responsible enough to understand the rights of others who do not want to inhale the toxics from cigarettes.
Arbas said that the city will designate smoking areas where smokers can indulge the vice to their hearts content.
The province has long passed an ordinance authored by Mr. Marcelo Adanza, a former member of the Provincial Board.
The town of Amlan was the first among all LGUs to pass the anti-smoking ordinance under Mayor Bentham Dela Cruz. It has been cited nationally for its successful and no-nonsense implementation of the said ordinance.
Other LGUs followed suit namely, Zamboanguita and Bayawan City. The ordinance, copied after a much earlier national law, includes the ban in outdoor advertisement and the selling of cigarettes to minors.

DUMAGUETE CITY, March 1 (PIA) -- The Negros Oriental State University has announced that all its 21 nursing graduates have passed the Nursing Licensure Examination held December 2010.
NORSU President Dr. Henry A. Sojor said this is the second batch of nursing graduates produced by the state university, and the second time that NORSU garnered a 100% passing rate in the nursing licensure test.
The new nurses are Camad Ali Jr., Jeanie Batiancila, Marie Neil Bon, Dibie Grace Cabus, Junsly Ceriales, Sandy Kristina David, France April Dela Cruz, Glady Gelera, Jerry Kinkito, Chryssle Marie Larracas, Richelle Manso, Shiela Pajulas, Saharah Pangcatan, Bayron Regalado, Janini Rondera, Marigine Rusiana, Anthony Rey Saycon, Vretchy Tuballa, Amor Valencia, Paul Kenjie Valerio and Ma. Victoria Zarate.
The university also received a 100% passing rate for its pharmacy graduates during the Pharmacy Licensure Examination held Jan. 24 to 25 in Cebu City.
The examinees from NORSU who passed are Francis Arnel Flores of Dumaguete City, Mark Griffin Gadayan of Bayawan City and Mary Joy Papasin of Cebu.
The national passing rate for nursing is 35.25%, while for pharmacy is 50.05%. (RMN/PIA-7 Negros Oriental)

Division Superintendent Dr. Ma. Milagros Velez during the school board meeting said that the Department of Education (DEPED) Negros Oriental Division needs the 50 teachers promised by DepEd for the schools in the province.
These teachers are what DEPED promised to give. But instead, the province built classrooms and said that the province has no enough budget for more teachers. Dr. Velez stated that it is necessary to remind the department of their promise to give teachers to the schools in Negros Oriental.
This program is under BASTA NEGOR Education 104 of former Governor Emilio Macias II, which aims to help the schools here to have enough classrooms. This agenda has created 140 classrooms as a result.
However, the agreed number of teachers to be sent have not yet arrived as of press time. Governor Roel Degamo planned to make a follow-up check on the items to the DEPED.

I really dont have any idea about it.. But IMO, they did not have any issues on sales when they were in Portal West. It's within SU and students crowd the place most of the time.. But perhaps they just preferred to be located inside a big mall rather than within a mini mall located within a university campus by the street.. At the mall, they can get more diverse market versus getting a market composed only mainly by students if they stay in Portal West....... And Malls do get bigger foot traffic..

Daghan tinuod tang students pero talagsa lang pod mamalit ug libro kay photocopy lang cge sa libro. Hehe. Ang mga tawo kalagmitan school supplies lang paliton didto sa NBS. Thus they had to look for a more feasible place.

In my whole college life, and taking BS Nursing at that, i only have one, yes, ONE (1) book that i officially purchased for the whole 4 years!! What i have are boxes of photocopied materials and several chapters from books that we use and even a whole book photocopied.. Haha.. And im not alone. Everyone does that! That's why photocopying business flourish to the maximum around SU.. They survived. NBS didnt. :lol:

In my whole college life, and taking BS Nursing at that, i only have one, yes, ONE (1) book that i officially purchased for the whole 4 years!! What i have are boxes of photocopied materials and several chapters from books that we use and even a whole book photocopied.. Haha.. And im not alone. Everyone does that! That's why photocopying business flourish to the maximum around SU.. They survived. NBS didnt. :lol:

State of the Province Address
by Negros Oriental Gov. Roel R. Degamo
Mr. Presiding Officer; Honorable members of the Sangguniang Panlalawigan; our City and Municipal Mayors; guests from the academe; our friends and partners from the different non- government organizations; representatives from the religious and business sectors; heads of line agencies; my colleagues in government, ladies and gentlemen.
At the outset, may I thank everyone, most especially the members of Sangguniang Panlalawigan led by Vice Gov. Apolinario A. Arnaiz Jr., for giving me this opportunity to present to you our plans and programs during the remaining two and a half years of our term.
A little over a month ago and by the grace of God, I was sworn in as your Governor, and today, I come before you to present our Program of Government as mandated under Section 465 (iii) of Republic Act 7160. As I approach this job, I start with a simple promise to all of you: I will always listen. I will always seek your cooperation, and a thoughtful commitment to meaningful solutions. We are here to solve problems. We all have jobs to do. You have Districts to represent and constituents who want their voices heard and I respect that.
As leaders of this Province, we should be able to provide our people more and better opportunities to advance their personal well being, more particularly in the areas of Health, Education and Livelihood Programs.
While my predecessors have efficiently managed the Province exceptionally well, I know as well as everyone else that we still have a lot of things to do. Given the very limited period before us, it is important for us to work hard and work fast. More importantly, we should HELP each other to achieve our development objective which is: “to advance further the level of comfort of our constituents.”
Ladies and gentlemen, we have an agenda for progress that needs our urgent attention. It is spelled H-E-L-P. H stands for Health, E for Education, L and P for Livelihood Programs and Projects.
It is easier for us to attain our goals if we HELP each other and work harder. Work, as they say in Spanish, is degamo. Therefore, to pick up from the favorite catchwords of my predecessors: Basta NegOr: Kasaligan! And may I add MagDegamo ta! May I repeat, Basta NegOr: Kasaligan! MagDegamo ta!
These are the things we need to do:
ON HEALTH
I believe there can be no real development if our people are not healthy. We need to improve on what we have, and provide our people with the necessary facilities for their well-being.
First, we will work for the completion of the four-storey hospital Central Block behind the main hospital building, and the multi- storey Ob-Gyne building to decongest the main hospital, and along with this, the Community Emergency Maternal Obstetrics Neonatal Care (CEMONC) for Bayawan City and Guihulngan City -- all of which are funded by the Department of Health. I intend to finish these projects before my term ends in 2013.
The Central Block project is now on going. I have just been informed that the bidding procedure for these buildings have just been completed by the Bids and Awards Committee. And so I hope we can start construction within the year.
Second, we will strengthen our District Hospitals by providing them with the adequate and necessary support services to make them more accessible to our people and better equipped to handle quality health care.
Initially, we have added seven new doctors to the existing personnel complement who will soon be farmed out to these facilities. This development will not deter us from inviting more doctors to our residency training program.
Third, and corollary to the second, we will establish a Mobile Surgical Team to perform minor surgeries in the different District Hospitals of the Province, more particularly for indigent patients who may need to undergo minor surgical procedures. This is an expanded approach to the concept of bringing medical services at the doorstep of our people through Medical Missions. At this point, I direct Dr. Felix Sy, our chief of hospital, to immediately form the members of the team for this purpose;
Fourth, we will expand the coverage and services of the Provincial Health Insurance of Negros Oriental to include PHINO members who wish to undergo treatment in private hospitals.
Fifth, we will continue granting scholarships to students who wish to pursue a degree in Medicine at the Silliman University Medicine School, provided they will serve the required number of years in our own hospitals. For the record, we have produced and employed seven of our scholars.
Sixth, we will establish a partnership with Silliman University for the possible conversion of the Marina Clinic located in the municipality of Dauin into another Community Primary Hospital. This will greatly enhance and improve the delivery of primary health care services to our people in that part of the Province.
Seventh, we will complete the construction of the Community Primary Hospital in Dawis, Bayawan City -- the seventh of its kind in the whole Province; and
Eighth, we will form a partnership with private hospitals in Dumaguete to strengthen the referral system between and among private and public doctors, and to maximize the potential of all the modern and state-of-the-art laboratory and diagnostic equipment acquired by our Negros Oriental Hospital System.
ON EDUCATION
I adhere to one of the most familiar quotations of Dr. Jose Rizal which says: “The youth is the hope of the fatherland.” As leaders, it is our sublime duty to ensure that every child is given access to education. Thus:
1) We will continue with the implementation of the school building program initiated by the late Gov. Dodo Macias, dubbed Basta NegOr-Education 104 -- which put up a total of 140 classrooms instead of 104 as its tagline says, and committed the Department of Education to increase the teacher-student complement in the Province by 100 more. DepEd still has to fill in the remaining 40 teacher items of its commitment. We will pursue this commitment of DepEd so as not to deprive our schoolchildren of quality education.
2. We will continue giving college scholarships to poor but deserving students who graduated as valedictorians and salutatorians in high school;
3. We will take care of the health of our school children by supporting the Essential Health Care Package program of the DepEd. The EHCP is actually a kit containing items for hand washing and tooth brushing, in effect teaching our children proper hygiene. I am pleased to note that the Sangguniang Panlalawigan is sponsoring an ordinance to this effect through Board Member Peve O. Ligan.
4. We will continue to provide funds for teacher aides under the Educator-Co-Mentor Program.
We will also review the Negros Oriental Sports Development Program, and possibly integrate the same with the DepEd curriculum to make it more responsive to the physical and mental development of schoolchildren.
ON LIVELIHOOD DEVELOPMENT PROGRAMS/PROJECTS
In my travels all over the Province during my Board Member days, and when I became Vice Governor, and now as your Governor, I have seen our vast natural resources, our great natural attractions, met our constituency, listened to them, and saw the great potential for our Province and people to grow beyond what it could be.
And how do we do this? Money and jobs go with tourism. Thus:
1. We will continue to promote eco-tourism as a major industry in the Province, along with the development of our tourism assets like Tambobo Bay in barangay Bonbonon, Siaton.
For the information of everybody, we have allocated almost P20 million this year for the development of the Province’s various tourism sites. And I am also happy to note there is an Ordinance passed by this August Body which would pave the way for the development of Tambobo Bay.
2. We will review the functions of our two skills training centers -- the Provincial Integrated Skills & Technology Center, and the Technology & Livelihood Development Center, and make technology transfer more within the reach of our people, especially for those coming from far-flung places.
3. We will continue to tap the private sector, and make them our partners in providing livelihood opportunities to our people. It should be noted that the Provincial government during the time of then Governor Macias entered into an agreement with different financial institutions and allocated some P3 million as counterpart for the Coopreneurship Surety Fund Program. This serves as equity for small-and-medium scale entrepreneurs in the Province to access to formal sources of financing without a collateral.
4. We will maintain our relationships with the private sector through the Negros Oriental Investment Promotion Center, the Negros Oriental Business Development Foundation, and the Negros Oriental Chamber of Commerce & Industry as partners in bringing more investments to the Province. The more investments, the more jobs generated.
5. With your cooperation, we will push for the passage of two major ordinances this year: the Revenue Code of Negros Oriental which is vital and necessary in increasing our revenues; and the creation of the Economic Enterprise Office which will put under one roof all the income-generating facilities of the Provincial government such as the Lamberto Macias Sports & Cultural Center, the rubberized track oval at the Perdices Stadium, the Lorenzo G. Teves Aqua Center, the mini-gym, the Negros Oriental Hotel & Convention Center, among others; we will also give priority to the completion of the Perdices Coliseum Hotel & Restaurant Complex to generate employment and added income for the Provincial government.
6. Along with H.E.L.P., we are also looking at establishing an Engineering Mobile Unit for every Legislative District in the Province. These mobile units will be responsible for the maintenance and improvement of roads and other similar structures in their respective Districts. We intend to establish these by the start of the third quarter of this year.
7. Moreover, we will form partnerships with the Philippine Army Engineering Brigade to help improve our road network in the hinterlands. This is one way of reducing costs, while addressing also other concerns related to peace and order.
In Agricultural Development, we will continue the vision of my predecessors to allocate at least 10 percent of the farm lands in the Province to purely organic farming. This is in keeping with our position to adopt eco-friendly technologies whilst working for greater productivity.
We will make operational the Kasaligan Transport Service. At this point, I direct our Provincial Agriculturist Mr. Gregorio Paltingca to look into this aspect.
In addition, we will speed up development in the different communities of the Province by creating the Governor’s United Assistance Rural Development or GUARD under Engr. Dominador Dumalag Jr.
Furthermore, we will strengthen the research and development component in the agricultural and aquaculture sectors to improve the yield of our high-valued fruits and vegetables, including rice, corn and upland fishery.
On Environmental Concerns, we will push for the adoption of the climate change adaptation and mitigation plan which includes integrated water resources management, wildlife conservation and biodiversity, prepared by the different LGUs. I am directing Mrs. Mercy Teves, chief of our Environment & Natural Resources Division, to ensure this will be carried out in the light of climatic changes that have already wrought havoc in lives and properties in the Province.
Corollary to this, we will reinforce the existing crop of our SaRNegOr, our Search and Rescue team, so we could have stand- by teams to respond to emergencies in every city and municipality of the Province. This forms part of our Disaster Risk Reduction Management Plan. I direct Mr. Angelo Tiongson, our Disaster Risk Management officer, to look into this aspect. We will strengthen our regulatory function on the utilization of the Province’s natural resources, such as sand and gravel, and other valuable minerals, by putting in trust the proceeds collected from users so that this can be plowed back for the efficient and effective implementation of regulatory laws.
ON HUMAN RESOURCE DEVELOPMENT
Here’s good news for all the members of the Provincial Government! In keeping with our verbal request for every employee to render “Service with a Smile”, we are considering the granting of incentives and awards to our employees for exemplary performance in their line of work under the Program on Awards & Incentives for Service Excellence or PRAISE. This should serve as a motivating factor for everyone in the organization to do good and look good. In short, to be more productive and become Model Civil Servants. At this point, I am directing Mrs. Daisy Vamenta, our Human Resource Management officer, to immediately convene a Committee so that the mechanics of this particular award can be drafted. As to whether we will give cash or incentives in kind, I will leave that to the Committee.
Moreover, we will also pursue the aborted plan of the late Gov. Tuting Perdices to give recognition to ordinary folks who have made outstanding accomplishments in their communities. This is in line with the Outstanding Oriental Negrense Award.
Moreover, we will continue to promote and advance the rights of our women and children, the differently-abled, and the elderly, in cooperation with UNICEF. Further, we will continue providing assistance to individuals in crisis situations.
On Development Administration, we will make use of the wonders of modern technology by possibly adopting the so-called paperless transaction system. We will work on making Negros Oriental a model on this, considering that we have installed the Fund Management Information System, and the Hospital Information System. We are now starting to establish our Personnel Information System.
Furthermore, we will make representation for Negros Oriental to be the home of the National iTAX Headquarters. The late Governor Macias had laid the foundation for this, in cooperation with the German Technical Cooperation Agency. For information, several local government units in the country have sent their staff to train here in the Province for the iTax Program.
Finally, to be more transparent, we will make use of new technology by making the Provincial government and the Governor accessible through text. The Project called, “I-text Mo kang Degamo” will receive and answer queries and feedback on governance from the citizens. We have assigned a dedicated cellphone for this purpose, and we expect the public to make use of this technology.
My friends, ladies and gentlemen, our list of things to be done could go on and on. But for the meantime, we are giving more focus on the “doables” -- the things we need to do and hope to accomplish in the last two and a half years of our term.
We thank the Lord Almighty for giving us the gift of public service. And no matter how big the challenges may come our way, we cannot waver or falter, knowing that God is with us. I ask the members of this august body, the academe, our NGO partners and friends from the private sector, our local officials and colleagues in government service, and most of all, the people of this Province, to join and HELP us advance the welfare of our people.
Let’s get moving. Sa probinsya, Mag-Degamo ta! Let us work as a team, because together, we can make a difference.

Several weeks ago, I traveled to Dumaguete City to, among others, pay a visit to Foundation University’s (FU) sports program, IYS Peace, an innovative physical education and sports program in Asia. I had written about the program in a UNESCO-supported book sometime in 2008.
IYS Peace is an “experiment in peace building through youth and children sports” in consonance with the UN Convention on the Rights of the Child (CRC) and the UN Millennium Development Goals Task Force prescription for Member States “to utilize sports for health, education, social development and peace.”
A pioneering project of IYSPeace is the “Youth@Play”, the purpose of which is to provide opportunities for children and youth, regardless of talent and social status as embodied in Article 31 of the CRC.
Two years ago through the efforts of FU chairman, Dean Sinco, FU embarked on the construction of a three-storey building to be called the “Youth@Play” Center. The building, when finished, will house a dance and music area, sports facilities, and a research laboratory to investigate the effects of physical activity participation on values formation among children. According to experts like Dr. Perry Mequi, former chairman of the Philippine Sports Commission and Dean of the College of Physical Education of FU, the relationship of sports participation and values formation among children offers a rich and unexplored study for research. Part of the FU’s plan is to utilize research and empirical proof to support FU’s graduate studies in PE and Sports and Wellness Management.
It could very well be that the vision and mission of IYSPeace is one of the vital missing links in a national sports development which still has to be formulated using the 1996 – 2000 Master Plan for Sports as a take off point.
The IYSPeace initiative deserves support from various sectors since it represents a practical and well thought out strategic intervention for sports. It is a marked and refreshing departure from unimaginative and run-of-the-mill programs that have been proposed for funding over the years.
In a related front, FU put together in 2008 a program called “Rice is Life Marathon” which was lauded by the Dumaguete City health office as having “helped reduce the incidence of lifestyle diseases.” The program was one of 20 finalists from among over 400 entries in the highly prestigious Anvil Awards.
Since the time the program was launched three years ago, it has undergone several changes. FU now makes it mandatory for all students to complete the Quarter Marathon Wellness Walk Challenge (QMWWC) or the Walk, a distance of 10.5 kilometers to pass PE 1, 2, 3 and 4.
Students at FU do the Walk four times during their stay at FU. When they finish the four Walks, they shall have walked a distance of the full 42K marathon making them, in effect, marathoners. The idea is of course to make them “Walkers for Life”.
What was the scientific basis for this unique requirement? Not too long ago, a student completed a master’s thesis in PE and Sports that showed that more than 49% of FU entering freshmen, aged 16-21, are at health risk due to obesity as determined by currently-used and more reliable measurement than the Body Mass Index (BMI) – the WHR (waist-hip ratio).
FU believes that the walking program is totally relevant in Negros Oriental. It appears Negros has acquired the distinction of being the Motorcycle Capital of the Philippines, having staged in 2008 the “longest motorcycle parade”. Some argue that the distinction may not be that environmentally-friendly since the motorcycle is a source of pollution and, according to findings, motorcyclists are prone to osteoporosis.
It is believed that by adopting FU’s PE requirement of making students walk in an enjoyable way, we could break a perceived “psychological barrier” in the psyche of young people which makes exercise distasteful to them. The FU requirement is attempting to do what other institutions have failed to consider in battling the growing incidence of children, youth and adult obesity in all parts of the world, whether rich or poor. FU has in effect combined walking and running a marathon and responded to the challenge to promote a healthy, active and what the late President John F. Kennedy, described as the “vigorous life”.
The message of FU and others with like minds is, higher educational institutions (HEIs) invest substantial amounts of resources providing our youth excellent facilities such as IT centers. It is in these centers where the youth sit and engage in sedentary pursuits like manipulating a mouse or tap on Iphones or Ipads. Such sedentary pursuits have led observers to say with a tinge of regret that what we have is a sad spectacle of ”youth with educated eyes in uneducated bodies”.

CAMELLA HOMES, a subsidiary of Vista Land and Lifescapes Inc., launched on Saturday its project in Dumaguete City, Negros Oriental.
Camella Homes division head for Visayas and Mindanao Leni Luya said the Dumaguete expansion is part of the company’s thrust to cover as many provinces as they can.
Camella Dumaguete is a 3.5 hectare residential development in Palinpinon Road, Barangay Candau-ay, Dumaguete City. The company said the project is its 21st project since its expansion into provincial areas and the sixth project in Visayas.
Camella Dumaguete offers two-storey Italian-inspired homes with a minimum lot area ranging from 88 square meters (sqm) to 132 sqm. The development, which will have 148 units, has prices ranging from P1.3 million to P4.5 million.
OFW market
Luya said they hope to attract overseas Filipino workers, tourists and locals to buy their units. In most of their developments, Luya reported that the OFW market make up more than 50 percent of buyers.
Most analysts expect real estate sales to OFWs to remain strong this year. In 2010, the Bangko Sentral (BSP) expected remittances to breach the $18 billion mark. The figure is projected to grow another eight percent in 2011.
Luya said that aside from the residential component, Camella Dumaguete will also have a commercial component to cater to the needs of its residents.
Camella Dumaguete general manager Joseph Sison said the entry of Camella in Dumaguete was prompted by the city’s thriving local economy.
“The entry of the business process outsourcing (BPO) companies here has become the driving force in stirring up the local economy. With the rapid growth in employment and the increase in its population, we are confident that its residential requirement will also keep growing,” Sison said.
He said the city’s four universities – Siliman University, Foundation University, St. Paul’s University and Negros Oriental State University - have attracted large BPO companies such as Teletech, Qualfon, SPI Global and Ventus.
Dumaguete City Mayor Manuel Sagarbarria reported that the city, which is described as the motorcycle capital of the country, has a population of 133,000. But the number, he said, grows by 300,000 to 350,000 in daytime, with the influx of workers and students from the suburbs.
He said Camella is the first national player to do land development in the city. He said Dumaguete is a good place for investment and retirement destination.
Vista Land is the holding company of five business units, Brittany, Crown Asia, Camella Homes, Communities Philippines and its condominium development subsidiary, Vista Residences.

People from different cities and provinces had come to Dumaguete not only to visit its tourist spots but also to watch stage plays, musicals, ballets and other classical and cultural dances, recitals, operas, orchestras, concertos, and other types of theater and performing arts.
When this form of art is usually reserve for the rich and the elite, this is nothing new to the people of Dumaguete. Theater appreciation had already been part of the culture in Dumaguete ever since the Americans had founded Silliman University and local and foreign artists had come and perform in this city.

The Claire Isabel McGill Luce Auditorium is considered as the Cultural Center of the South and the largest fully-functioning theater outside of Metro Manila which was built in 1973 and completed in 1975. It is well known for its excellent acoustics and considered to be the second best in the country, next only to the Cultural Center of the Philippines. In 2008, the Luce Foundation provided additional funds to refurbish the Auditorium, updating its facilities to meet the strictest standards in theater. This building was donated by Henry Luce III, the Time Magazine owner, in honor to his late wife, Claire Isabel McGill Luce.
With this theater, it continuously cultivate and promote the passion of theatre, music, dance, and other forms of art expression among the students of the university as well as the larger community.

People from different cities and provinces had come to Dumaguete not only to visit its tourist spots but also to watch stage plays, musicals, ballets and other classical and cultural dances, recitals, operas, orchestras, concertos, and other types of theater and performing arts.
When this form of art is usually reserve for the rich and the elite, this is nothing new to the people of Dumaguete. Theater appreciation had already been part of the culture in Dumaguete ever since the Americans had founded Silliman University and local and foreign artists had come and perform in this city.

The Claire Isabel McGill Luce Auditorium is considered as the Cultural Center of the South and the largest fully-functioning theater outside of Metro Manila which was built in 1973 and completed in 1975. It is well known for its excellent acoustics and considered to be the second best in the country, next only to the Cultural Center of the Philippines. In 2008, the Luce Foundation provided additional funds to refurbish the Auditorium, updating its facilities to meet the strictest standards in theater. This building was donated by Henry Luce III, the Time Magazine owner, in honor to his late wife, Claire Isabel McGill Luce.
With this theater, it continuously cultivate and promote the passion of theatre, music, dance, and other forms of art expression among the students of the university as well as the larger community.

The Department of Tourism Region VII will conduct a 24-day training for Negros Oriental tour guides on May – June, 2011.
Senior Tourism Operations Officer Myla Mae B. Abellana revealed that DOT-7 is currently working out the details of the proposed training with the Provincial Tourism Office and the Dumaguete City Tourism Office, including the specific seminar dates which will be announced shortly.
Abellana said the training will be based in the Sidlakang Negros Village Conference Hall and will move to outdoor venues as the need arises.
Interested applicants must be college graduates of any age, and along with the Application Forms one (1) 1X1 ID picture and proofs of academic achievements must be submitted, i. e., diploma, transcript of records, training certificates if applicable, Abellana said.
Application Forms, now available at the Provincial Tourism Office and the Dumaguete City Tourism Office, must be accomplished and submitted to either Office on or before Thursday, March 31, 2011. Applicants will be screened in April, Abellana added. (bfv)

It is strike two on the attempt to allow the legalized form of gambling in Dumaguete City, with the mayor’s refusal to open a casino, the first try being that of the Small Town Lottery.
Mayor Manuel Sagarbarria confirmed that representatives from the Philippine Amusement and Gaming Corp. from Bacolod City came to Dumaguete, to signify their intention to open and operate a casino elsewhere in the city, not necessarily in Motong as earlier reported.
The offer was for the city to benefit P1 million monthly or P12 million annually out of the casino’s operation, and other social services as part of their social responsibility, the mayor said.
Sagarbarria said the amount would have gone a long way in extending the needed social services in the city. As a Catholic, however, before saying yes to the offer, the mayor said he thought it is wise to refer the matter to the bishop, who, in turn, requested the mayor not to accept the same.
Bishop John Du of the Diocese of Dumaguete has reportedly told Sagarbarria not to add the existing illegal and legalized form of gambling in Dumaguete that would further destroy the moral fiber of the people.
The putting up of the casino requires a sizeable area and to be housed inside a minimum of a 20-room hotel, which means more revenues, more job opportunities, and taxes for the government.
With the refusal of Dumaguete, the Casino is expected to rise in neighboring municipalities, if allowed by their respective executives.*JG

IMO, Dumaguete is small in terms of land area but has the potential to be highly urbanized. However, most of us here don't want the city to be like other typical cities in the country - congested, polluted and chaotic.

yes, in terms of land area, it's really tiny (34 sq.km.), Bacolod is 5x bigger in land area. it gives credence to the saying that in Dumaguete, everything is just 10mins away, which is really true since the distances between places are just short and our CBD is concentrated around a tight radius (walking distance)
in terms of amenities, facilities, attractions, establishments, and the economy, yes it is more like a highly-urbanized city since it has all the trappings of a cosmopolitan environment like the BPO industry, a full-service mall, a sports & convention complex, prolific retail and consumer industries, a vibrant all-week nightlife etc. without the notorious congestion, pollution, crimes and urban decay that other big cities have.. almost anything which you can find in a big city, it is in Dumaguete
you should visit some time.. it's just a 5-hour drive from Bacolod :)

^^ Dumaguete is really a Small City in terms of Land Area. Almost 1/5th that of Bacolod City. But it is really booming... Constructions here, there, everywhere... When I was working there, I can really save my Transportation allowance due to the fact that I can just walk from one point to another... so really it is a small city with a HUGE POTENTIAL... :)

Any idea of the size if Bacong, Sibulan, and Valencia will be included? In the future, Dumaguete urban area will expand and the focus should be the development of Metro Dumaguete as a whole.

Barangay crafts out dev't plan
SAN JOSE, Antique (PIA) –Barangay officials of 28 barangays in San Jose, Antique recently crafted out a three-year development plan for their respective barangays.

MINGLANILLA, Cebu – Police are looking for a 90-year-old man who allegedly abused his 76-year-old female neighbor in the mountain barangay of Vito, this town, early this week.
The victim, who filed a rape case against her neighbor before the Provincial Prosecutor's Office, claimed she was about to boil water in her kitchen when the suspect embraced her from behind.
After two attempts, the suspect allegedly was able to consummate the act.
A check-up at the Vicente Sotto Memorical Medical Center showed that the victim was indeed assaulted, said PO2 2 Hazel Tuazon of the Women's Desk of Minglanilla Police Station.

DUMAGUETE CITY, Mar 2 (PIA) -- The NegOr police office expects an additional of 70 policemen this month to augment the police force in the province.
This after Negros Oriental was given priority for additional police personnel being one of the 14 provinces that the Department of Tourism (DOT) identified for its Tourism-Oriented Police Community-Oriented Protection (TOP-COP) program.
The additional cops will address the province's lack of security personnel especially that 50 local cops have been deployed and underwent the DOT's training for the TOP-COP program.
“These policemen who went through the training will be assigned in major tourist areas in the province and they will be dedicated for tourists only. They cannot be pulled out to join internal security operations,” said Provicial Police Director Col. Rey Lyndon Lawas.
The tourist assistance police units will later on operate independently as a stand-alone unit.
“They will be separated from other territorial police units, although they will be directly under the control of the provincial police director,” said Lawas.
Lawas welcomed the additional cops in the provincial police force as the creation of tourist police assistance units have further compounded the police office's lack of security manpower.
“We will just double our efforts,” said Lawas as he called on the community to support his office by avoiding getting involved in crimes.
“This alone is already a big help to us,” he added.
With the province's nigh time population pegged at 1.3 million, the current police to civilian ratio is 1 cop for every 1,300, a far cry from the ideal ratio of 1 cop to 500 civilians. (PIA-NegOr/RMN)

DUMAGUETE CITY, Mar 2 (PIA) --Medical, dental mission benefited more than a thousand poor families in Barangay Calindagan, Dumaguete City that consisted of free check ups, circumcision, haircut and siatzu massage.
The 302nd Infantry Brigade of the Philippine Army (PA) and the Rotary Club of Dumaguete conducted the medical and dental mission at Barangay Calindagan in commemoration of the 3rd anniversary of church military advisory group in the province.
Civil Military Operations Officer of the 302 Brigade Major Sonny E. Gonzales said that the unit will continue to extend support and assistance especially to the poorest among the poor who need humanitarian assistance.

Brigade Commander Colonel Ochotorena said the collaborative efforts of the military and other participating government agencies and various NGOs are reaching out to bring the government closer to the people by responding to the medical needs of the poor residents in the community.

detours March 3rd, 2011, 08:33 AM yes, in terms of land area, it's really tiny (34 sq.km.), Bacolod is 5x bigger in land area. it gives credence to the saying that in Dumaguete, everything is just 10mins away, which is really true since the distances between places are just short and our CBD is concentrated around a tight radius (walking distance)
in terms of amenities, facilities, attractions, establishments, and the economy, yes it is more like a highly-urbanized city since it has all the trappings of a cosmopolitan environment like the BPO industry, a full-service mall, a sports & convention complex, prolific retail and consumer industries, a vibrant all-week nightlife etc. without the notorious congestion, pollution, crimes and urban decay that other big cities have.. almost anything which you can find in a big city, it is in Dumaguete
you should visit some time.. it's just a 5-hour drive from Bacolod :)

DUMAGUETE CITY, Mar 3 (PIA) -- Department of Labor and Employment (DOLE) authorities intercepted over 300 sugar migratory workers from Negros Oriental alleged to have been illegally recruited by a contractor bound for Tarlac late last year.
Of the total recruits seized at the Dumaguete seaport, half of them were sent back home due to lack of proper documents that included the more than 40 suspected minors.
This was reported by DOLE officer Sandra Duran in a Provincial Inter-Agency Council Against Trafficking in Persons (PIACAT) meeting yesterday.
Duran said the recruits were coming from the municipalities of Bindoy, Tayasan, Mabinay, Ayungon, and Bais City in Negros Oriental.
While the rest of 168 recruits were able to get away as the boat right then started to move out while the DOLE authorities were still checking some group tickets and documents, Duran said.
However, the Visayan Forum (VF) intercepted the group at the Manila port and brought them to its halfway houses for temporary shelter and counseling.
According to VF representative here Mayen Pepino, she is requesting her counterpart in Manila to send the list of recruits with corresponding age and addresses so that mayors of the respective concerned municipalities and city be informed and act on it.
With this situation, PIACAT called on the members to strengthen the network and intensify efforts to disseminate awareness against illegal recruitment and human trafficking in the barangay level.
DOLE official warned that a group of women and children may be trafficked victims if buying of tickets is in bulk; the individual embarking and disembarking of the members of the group who always regroup once inside the vehicle; and the possession by the usually lone adult in the group, the recruiter, of all the travel and personal documents of everyone in the group.
It is noted during the PIACAT meeting the difficulties to document the trafficked victims because of the illegal and covert nature of the activity, aside from the fact that persons who are trafficked usually change their age and names.(PIA-NegOr/JCT)

A phosphate processing plant will be operational soon in Basay, Negros Oriental, with private security forces preparing for deployment sometime this month, provincial police director, Senior Supt. Rey Lyndon Lawas, said.
Representatives from the AY76 Security Specialists, a private contractor hired to secure the Kolinski phosphate processing plant, have coordinated with Lawas, who motored with them to Basay Tuesday for an initial inspection of the site.
Lawas said the phosphate processing plant, which also operates phosphate mines in Agusan in Mindanao, is scheduled to be operational sometime in March or April, this year.
Under the law, private security groups are required to touch base with the local Philippine National Police in areas, where their armed security personnel will be assigned.
The group also paid a courtesy call on the officials of Basay and nearby Bayawan City, whose residents are expected to benefit from the phosphate processing plant, and seen to generate employment and livelihood for the local communities, Lawas said.
Environment-related concerns and other similar issues, such as government licenses and permits, were discussed as well as an assurance that existing small-scale miners in Basay will not be disenfranchised with the entry of the phosphate processing plant.*JFP

^^ Dumaguete is really a Small City in terms of Land Area. Almost 1/5th that of Bacolod City. But it is really booming... Constructions here, there, everywhere... When I was working there, I can really save my Transportation allowance due to the fact that I can just walk from one point to another... so really it is a small city with a HUGE POTENTIAL... :)

DUMAGUETE CITY, Negros Oriental (PNA) – The Philippine Army’s 79th “Masaligan” Infantry Battalion based in Negros Oriental has been adjudged the best battalion in terms of accomplishments and achievements in the 3rd Infantry Division’s area of coverage last year.
This was disclosed by 79th IB commander Lt. Col. Pio Diñoso III, who was guest of honor and speaker at the changing of the guards of the batallion’s Bravo Company at the Lagunao detachment in Puhagan, Valencia last Wednesday.
Diñoso said the feat was achieved through the untiring efforts of his men in winning the hearts and minds of the people through peace and development works, civil military operations, medical missions and outreach programs and backed by logistics from concerned local government units.
Meanwhile, the 79th IB’s Bravo Company has a new company commander in the person of Lt. Lusaylo Lunas who replaced Lt. Josen Torres.
Lt. Col. Diñoso underscored the turnover of command, saying that it is always the commander who bares the brunt if his unit fails.
“But if the unit succeeds, the commander will always credit the same to his men,” he said.
Diñoso ordered his men to accord the same support and dedication to work and country to the new commander of the Bravo Company as he exhorted the soldiers to continue working with dedication and commitment in achieving peace for Negros Oriental.
Negros Oriental is the only province among four provinces in Central Visayas that still has a relatively serious insurgency problem to solve.

Food for the gentlefolk
Dumaguete locals are finicky about their food. It’s a trait shared with all Filipinos, this love of good food, but it’s a telling fact that when the first mall in the "city of gentle people," Robinsons Place Dumaguete, opened last November, the biggest sales of the day were home appliances and KFC.
Even now, with a tenant ratio of 35% food to 65% non-food shops, the top earners remain to be food places, namely, KFC, Jollibee, Mang Inasal, Chowking, Sans Rival Cakes and Pastries, Greenwich and Shakeys. This we learned from Joseph Sian, group property manager for Robinsons Land Corp., with Bacolod as his base and nearby Dumaguete his newest site.
The visit to Negros Oriental’s capital last April 14-16 may have been a familiarization for media of the newest RLC property, but it quickly became a food trip, given the variety available in the city -- and we didn’t even have time to visit Jo’s Inato for their patented chicken or Panda’s for their fried ice cream or the resident sugba-sugba (a type of grill house) where corporate types rubbed elbows with dockhands for lunch.

Of the popular food places within the mall itself, Sans Rival Cakes and Pastries is the homegrown favorite, a hangout for families and barkadas, tourists and locals. The original site downtown is still booming, and the mall café is frequently full, with only a few minutes in between customers. Given the traffic, it isn’t too surprising that the owner of the shop, Manuel "Chiquiting" Sagarbarria, is the incoming mayor of Dumaguete (he won by 51 votes).
Since founder Trining Teves Sagarbarria opened her garage-cum-bakeshop in 1977, Sans Rival Cakes and Pastries has been the go-to place for pasalubong in Dumaguete, usually of the namesake sansrival cake, a buttery, nutty cake (P25/slice, P285/loaf with mango, chocolate and mocha flavor variants), and silvanas (P12 apiece, P100 per pack of 10), a round biscuit of thin meringue slices, powdery on the outside with crumbs, and sticky on the inside with caramelized sugar, and oozing with buttercream filling. The family recipes reputedly date back to the Spanish colonial period.

These days, the shop also offers a choice of pasta and sandwiches, and several drink options. Try the flavored café latte (I’d suggest hazelnut, but there’s also Irish coffee, caramel and almond mocha) and for the heck of it, the intriguingly named Teekanne teas -- "Happy Moods," dubbed "enlivening herbal tea blend with green" and "Sweet Kiss," an infusion of cherry and strawberry. Given that the pastries are on the sweet side, tea (or water at that) will be a good idea.
If dessert isn’t really your thing, and Mexican more your style, there’s Cebu-based Mooon Café at the alfresco area of the mall, quickly becoming a local favorite (in fact it’s one of the places a Dumaguete native suggested I check out). At night, the place is packed, outside seating preferred by those who want to listen to the night’s live entertainment, the stage dominating the court despite a water playground of large "bubble" buoys and a balloon slide.
Mooon Café’s interiors are colorful and whimsical, from the painted washbasins to the cute little salt and pepper shakers. With the doors open and the fans whirring, and the air-con on full blast, one can still hear the band and have their slice of quesadilla or quatro quezo pizza too. Add to that a heaping of beef salpicao, dripping "nacho spinners" or campesino jalapeño, and yummy Mexican baby back ribs. The house specialty drink is sangria and their own blend of iced tea, but as these are sticky-sweet and extra fruity, I’d suggest sticking to cola.

Budbud kabug from Silliman Hall
Outside the mall, the go-to place would be Rizal Blvd. (so named because Rizal stayed the night on his way to Dapitan), right beside the sea. If you’re lucky, you can be invited to have tsokolate sa batirol (hot chocolate), mangga and budbud kabug (a type of suman made of millet and coconut milk and wrapped in banana leaves), puto maya (rice cake) too, on the second floor of Silliman Hall, the oldest standing stick-style structure in the university overlooking the boulevard. The view is pretty, the wind lovely, and the building itself, which houses the anthropology museum, romantic.
If tea at Silliman Hall isn’t on your can-do list, perhaps you can settle for buying Silliman’s famous cheese bread from the cafeteria, wash it down with Mountain Dew (Silliman graduates swear by this combo) and proceed to the port/boulevard area where tiny plastic tables are set up by street vendors peddling fried goodies, the best of the lot being a fish tempura that’s a cross between kikiam and Jeprox (a type of fish cracker), that old childhood snack for the 1980s babies. They serve soft drinks here too.
Hayahay Treehouse Bar is a popular night spot, so much that even the parked cars would have youngsters passing around drinks, and right beside it is sister-establishment Lab-as Restaurant ("hayahay" connotes relaxation, whereas "lab-as" means "fresh"), a "family place" from the looks of it, both boasting of the freshest catch available, fish and shellfish, you name it, with meat produce thrown in and vegetable dishes as in the serving of okra, kangkong (swamp cabbage) and eggplant slices with a helping of guinamos (sauce made of salted and fermented anchovies, which may also use baby shrimp or oysters).
Five minutes away from the boulevard, but worth the trip for the quiet, would be Likha Tapas and Vodka Bar at the South Sea Hotel (the same owners of the Azalea Restaurant & Bar in Sibulan, more than an hour’s drive away from the city proper). They’ve got a plethora of vodkas from around the world (Russia, Austria, Sweden, Poland, France, Italy, New Zealand, the US, Kazakhstan), Mexican tequila, a variety of imported beer, and specialty cocktails, including martinis and margaritas. Bar chow care of the New York-trained chef ranges from mini pork chimichangas to tiny tuna burgers laced with wasabi to a main course of Australian T-bone steak (P380, 365g). Good stuff.

In Dumaguete, there’s not a lot to be had in terms of entertainment outside a good movie, a beach jaunt, a poetry reading, or getting up close and personal with native deer and bats at the sanctuary in Silliman, but all the locals seem to want is good conversation with good food (of the non-endangered species kind) -- and they’ve got that down pat.

SUHS ‘80 fun run a success

The Run 4 ur Heart Fun Run held Feb. 20 was sponsored by Silliman University Batch 1980 for the benefit of the special children at the Great Physician Rehabilitation Foundation (GP Rehab), managed by executive director Analou Suan and Svein Erik Lyng, president of the Norwegian Disabled Care Foundation.
The outcome of the run exceeded the expections of the organizers. Participants came from as far as Bais City and Bacong town, and also attracted foreign expats now residing in Dumagute City. The youngest participant was 5 year-old Marc Vincent Edrea; the oldest was 59-year-old Marcelino Laro Jr. Tristan Barrios and Joyce Solomon limped to the finish line but conquered the 10K run no less, with pride.
The event envisioned two goals: to bring about physical fitness awareness among the public, and to help alleviate the plight of children with disabilities.
Earlier last year, the children at GP Rehab were recipients of Batch 80’s civic activity.The students received school supplies, school bags, face towels, slippers and vitamins. Packed lunch was also distributed to the children after conducting several games for them.
The fun run this year was conceptualized by Batch ‘80 alumni Aleli Ada-Villocino now based in Baybay, Leyte as a PE professor; and Manila-based Ma. Lourdes Arrieta-Castañeda.
It was conducted with the technical assistance of the Metro Dumaguete Roadrunners Club headed by Deo Salem, and with the expert coordination and direction by Paultom Paras, and Bernabe & Grace Anfone-Bustillo.

Alinghi March 4th, 2011, 05:33 AM Honda Racing Cup 2011: Bayawan City, Negros Oriental
Less was known on Circuit Racing in the Province of Negros Oriental (the biggest population of Motorcycle Users in the Philippines). Most local riding enthusiasts are fond of Underbone Motard Racing. It was so timely that Honda Philippines together with Du Ek Sam Inc and United Motoliance Network Corp. kicked off its 1st Leg for the Season 2 of the Honda Racing Cup 2011 – 2012 Visayas Series last January 23, 2011 in Negros Integrated Business Center, Villareal, Bayawan City to let the locals experience a totally new racing competiton.
A total of thirty eight riders joined the race. Sixteen riders came all the way from Cebu which composed of the Honda Motor World Racing Team and some privateers. While twenty two local riders came from different towns – Bayawan City, Basay, Sta. Catalina, Dumaguete City, Sibulan, Bacong, and Valencia.
Mr. Sammy Ondona, VP-Operations of United Motoliance gave his opening remarks as well as Atty. Popoy Renacia, City Councilor/Chairman for Sports and Education Commission in Bayawan City gave a short message and welcomed everyone to their town.
Before heating up the race track, Keken Cabahug of Honda Motorworld Racing Team conducted a short race clinic for the neophytes in circuit and Jong Uy of 5th Gear Motorsports had the riders briefing.
The race track was formally opened by the traditional balloon releasing led by Juno Villena (Sales Manager), Rod Mercado (Service Manager), Lloyd Garces (HPI PR), Jorge Olasima (Branch Manager, Du Ek Sam), Sammy Ondona (VP-Operations of United Motoliance), and Helen Du (VP-Finance, United Motoliance).
At around 10:30 AM, the race proper finally started. Excitement and apprehensions filled the race venue as everyone was eager to witness the battle between the pro and the neophytes.
Garry Cañeda Jr and Lyndon Requilme of Honda Motor World Racing Team became the top riders of the day as both bagged the first place in the Novice 4-Stroke and 130cc Open (Garry) and Scooter Class (Lyndon). It was not an easy victory for Garry in the 4-Stroke Category since Keken Cabahug also from Honda Motor World Racing Team took the lead for a few laps. But Garry new where to get Keken, being confident on his bike and a relaxed rider, he became victorious.
Surprisingly, the neophyte (local) riders in circuit played fairly. Shifting from Motard to Circuit Riding Style was not that easy but these locals proved everyone wrong. A few more practice and race, surely they will adopt perfectly the circuit riding style.
Axl Teves of Bayawan and Manny Lacson of Cool Ride Team from Sta. Catalina are among the local riders who became victorious. Axl placed fifth in the Novice 4-Stroke and second in the Dealers/Beginners/Club category competing with the other pro riders. While Manny, bagged the first place in the Dealers/Beginners/Club category and fourth place in the 100 – 125 cc Mixed Superstock besting also the other pro riders.
It was again a successful race in the Visayas hoping that Honda Philippines imparted to the locals the importance of bring motorcycle races at a proper venue for road safety.
Thank you to the local government of Bayawan headed by Arnie Teves for lending the race track.

In about four to six weeks, the municipality of Sta. Catalina in Negros Oriental, about 90 minutes drive south of Dumaguete City, will have a brand new, three-level concrete building to house its police department.
Provincial police director, Senior Supt. Rey Lyndon Lawas, disclosed that the project is jointly funded by the Sta. Catalina local government unit and the Philippine National Police.
The Sta. Catalina LGU donated the lot and also pitched in counterpart funding with the PNP national headquarter’s budget allocation for the building, whose total project cost could not yet be ascertained, Lawas said.
The construction of the new police station is part of the PNP’s Integrated Transformation Program, at which local government units are encouraged to donate land and possible counterpart funding, he added.
This is the first police station to be constructed in Negros Oriental under the term of Lawas, who said that other local government units are also lined up for the same project.
Basay, the southernmost town of Negros Oriental, whose local government unit had already also donated a lot to the PNP, could be the next recipient after a proposal for funding allocation will be approved by the national police hierarchy, Lawas said.
He added it is ideal for PNP stations to have their own designated building and not sharing the same with other government offices for security reasons, and to avoid putting civilians at risk.*JFP

DUMAGUETE CITY, Mar 3 (PIA) -- A top ranking police official here is pushing for an ordinance that will regulate the sale of alcohol in the barangays in an effort to reduce alcohol-related crime incidents in the villages.
Provicial Police Director Col. Rey Lyndon Lawas cited the need for storeowners selling alcohol to be mindful of how their business impacts the peace and order in the barangays.
Lawas said that an ordinance either at the municipal or city level and at the barangay level is a surefire way of quickly addressing alcohol-related crime incidents in the communities.
Records from the Provincial Police Office show that alcohol-related physical injuries are the most common crime incident in the barangays.
Lawas, in a recent meeting of the League of Municipal Mayors here, urged the mayors and members of the legislative bodies in the local government units (LGUs) to enact an ordinance even at the barangay level directing stores in their areas to regulate their sale of alcohol.
“If they see an already-drunk customer trying to buy alochol from their store, they should no longer sell alcohol to that person because he or she can go looking for trouble,” he stressed.
The provincial police chief has likewise ordered the police chiefs in the LGUs to quickly address the situation should they spot a drunk person or groups of people drinking alcohol when they patrol their respective areas.
“A policeman should approach them and either make sure they go home or bring them to the police station to sleep it off,” he said during a forum held by the Philippine Information Agency here.
Lawas has already raised the issue with Arnie Teve, president of the Association of Barangay Captains (ABC) in the province, who pledged to discuss the possible enactment of said ordinance with the respective ABC presidents in the LGUs. (RMN/PIA-7 Negros Oriental)

DUMAGUETE CITY, Mar. 3 (PIA) --The number of communist New People’s Army (NPA) rebel force in in Negros Oriental has dwindled and notably, crime incidence decreases.
This was the claim of both 302nd Infantry Brigade Commander of the Philippine Army (PA) Col. Manuel Ochotorena and Philippine National Police (PNP) Provincial Director, Sr. Supt Rey Lyndon Lawas in a Kapihan sa PIA forum, as they attributed this with the creation of “Joint Peace and Security Coordination Center (JPSCC).” JPSCC is an integration of security operations of PNP and PA.
According to Col. Ochotorena, the arrest of a suspected high ranking leader of NPA, Danilo Badayos, dismantling of one platoon camp in Sta. Catalina, the surrender of seven NPA members with other high personality, and the joint operations among law enforcers, the government has gained headway in the campaign of sustainable peace and development.
For his part, Col Lawas said the downtrend of crime index may be credited to the strong coordinative efforts between the policemen and army soldiers in their operations.
Col.Lawas said their coordination calls for an active support role in addressing the problem as PNP takes the forefront in solving criminality while the army backs up in maintaining peace and order.
Along with the army holds the primary role in addressing insurgency problem as PNP assists in cleaning up the insurgents, the police officer said.
However, Col. Lawas noted that the physical injury crimes contributed the big volume of crime incidence which an alcohol-related offense happened along with personal grudge as record showed in the blotter.
Thus, he challenged barangay officials to request sari-sari store owners not to sell more liquor to those who may be drank already.
He also said enhanced police coordination with the barangay officials as well as better participation from the community has been essential in the anti-criminality campaign. (PIA/JCT)

It is still a plan/proposal, so let us not expect for this proposal or plan to be realized. Let's just keep our fingers crossed that the plan is feasible and gets approval from their top management. At least our place is being eyed by big companies to build big projects yet considering our city's size, population, and income classification. :)

Si Board Member Erwin Macias maoy nakamugna sa ideya nga butangan ug zipline sports sa Balanan Lake diin mahimo kini nga dugang nga attraction sa mga torista nga mobisita sa lake.
