Sila si Senador Ralp Recto, Kiko Pangilinan ug TJ Guigona maoy nihatag ug tag dos milyones pesos nga pundo hinungdan nga nakadawat ug suma total 6 milyones pesos ang siyudad.

Kini nga salapi sumala ni Mayor Manuel Sagarabarria gamiton alang sa pagtiwas ug trabaho sa Dumaguete boardwalk. Kini usa ka pamaagi nga mahimong mas nindot ang Dumaguete boulevard diin maoy gibisita sa mga torista sa dakbayan sa Dumaguete.

Ang Dumaguete boulevard mao kini ang sentro sa atraksyon sa mga torista sa dakbayan sa Dumaguete gumikann sa kanindot niini nga suroyan ilabi na kon gabii ug sayo sa buntag tungod sa preskong hangin.

Nalipay ang mayor nga gituman sa mga senador ang ilang gisaad nga pundo alang sa dakbayan sa Dumaguete.

Gilauman usab ug pundo ang ubang mga senador nga nisaad nga mohatag sa dakbayan sa Dumaguete.

Samtang laing 2.5 milyones pesos usab nga special allocation release order kon saro ang nadawat usa sa kagamhanang local sa dakbayan sa Dumaguete.

When I Tweeted about an upcoming vacation at Dumaguete, one of my friends replied saying that I should diet before my trip. I never did get around to asking why but the moment we landed and headed out to find food, I realized the wisdom of her advice. Food at Dumaguete is plentiful, varied, and cheap. My jaw dropped when I realized that you can get a complete meal for less than P150. For the first time in months, I ordered beverages with my meal because they rarely ever cost more than P50.

I’ll get to talking about the restaurants we visited at later dates. It seems appropriate to start with the first restaurant we ate at – Ted’s Old Timer La Paz Batchoy (http://www.tedslapazbatchoy.com/)in Robinson’s Place Dumaguete. Although I don’t like classic batchoy per se (the one with all the intestines and innards), I am pretty crazy about beef batchoy, and Ted’s just happens to have one of the best I’ve ever had.

A bowl of beef batchoy costs P75, and is about 3/4ths the size of a ramen bowl from Japanese restaurants. Don’t be fooled by its size though. This simple dish of clear soup, egg noodles, beef strips, and chunks of fried garlic is surprisingly filling and satisfying. Add a little pepper into the mix, and you’ve got a tasty salt-and-pepper flavored broth punctuated by the tangy garlic, the perfect companion to the chewy beef and firm noodles.

My boyfriend got the fried chicken, which came with a small bowl of beef batchoy. The chicken was so tasty, I didn’t need to smother it in condiments like I normally do. But according to him, the highlight of the meal was the batchoy, which he enjoyed so much that he insisted on eating at Ted’s on our last day at the island.

^^ Ted's Batchoy is my personal favorite.. piping hot extra super batchoy paired with their fresh tasty puto just lifts my spirits especially on rainy days :cheers: you'll have more chances of seeing me in Ted's than any other place in RPD :lol: :lol: :lol:

More participants eyed for 'Birik-Birik'

DUMAGUETE CITY (PNA) – Following last year’s successful staging of the first-ever “Birik-Birik” Fishing Festival in this city, organizers are now considering adding more slots for local fishermen to participate in what could yet be another tourist drawer for the city.

Mayor Manuel Sagarbarria has announced that from 40 participants in the November 2010 Birik-Birik launch, the city government will be inviting at least 100 fishermen for the same event to be held during this year’s annual fiesta and charter day celebration, said Jessica Layumas of the City Tourism Office.

The slots will be offered on a first come, first served basis, she said.

Birik-Birik, or Sabiki, is a type of fishing where a multiple number of hooks, between six to 10, are attached to a dropper line with a weight tied to it, said Layumas.

The fishing festival was introduced last year with a limited number of participants fishing off the waters of the Rizal Boulevard with the Filipino Anglers (FilAnglers.org) supporting it, she said.

According to Layumas, sport fishing is being seriously considered now as a new venue to attract more tourists to come to Dumaguete.

Just recently, FilAnglers from Manila came here, with local fishing enthusiasts and group members Mike Alano and Ja Silvestre acting as hosts, to look for possible alternative sites where they can introduce the catch-and-release sport fishing here, she added.

NegOr drug council intensifies anti-drug campaign

DUMAGUETE CITY, Mar 4 (PIA)-- The Negros Oriental Drug Abuse Prevention Council (NORDAPC) is set to come up with a comprehensive work plan this month along with the reactivation of local anti-drug abuse councils as part of intensified anti-drug campaign in the province.

NORDAPC Action Officer Fernando Martinez urged local government units (LGUs) to make its respective anti-drug abuse councils be functional and be more aggressive in enforcing the law.

With the Department of Interior and Local Government (DILG), NORDAPC continues to visit the municipalities and cities to conduct series of drug information drives.

Also along with the Philippine National Police (PNP) priorities this year is to strengthen coordination with LGUs and barangay anti-drug councils for a strong intelligence network.

Meantime, Police Sr. Supt Rey Lyndon Lawas of PNP challenged his men to wage war on drug traffickers and improve investigation and enforcement procedures to ensure the conviction of suspects.

With that, about 50 police investigators are undergoing trainings on how to prepare effective affidavits to eliminate the number of drug cases dismissed due to mere technicalities, Col Lawas said.

While some police personnel are reportedly being monitored by authorities over illegal drugs, over 60 policemen underwent a surprise drug test last February after the recent arrest of a police officer believed to be involved in the illegal drugs trade. (PIA-NegOr/JCT)

^^ I say it is not a rumor because this directly came from the office of the Gaisano Grand Group. It is still a plan/proposal, so let us not expect for this proposal or plan to be realized. Let's just keep our fingers crossed that the plan is feasible and gets approval from their top management. At least our place is being eyed by big companies to build big projects yet considering our city's size, population, and income classification. :)

by the way guys.....Naka estorya me with the tourism officer of Siaton a good friend of mine and he told me...that Siaton will be having a tourist bus.... sa Cebu daw siya gipagama and hapit na siya mahuman.....

Ug ila sad gi push ang plan nga mahimong City ang Municipality of Siaton.......Ongoing ang Construction sa ilang Municipal hall.....na post to nako diri last time ang render sa ilang Municipal hall....

And Soon...mag construct na sad sila sa ilang Sea Port.......so ang plan before nga ang International Airport adto sa Bundo, Siaton.....basin madayon na siya.......:lol::lol::lol::lol:...so bye bye Sibulan.......

^^ "SCOOBY's! The only place to go! Yum Yum!" They have a very catchy radio commercial.. Hehe... But it's no longer true.. We so have lots and lots and lots of other places to go! :lol:

Indeed, it's something we have to be proud of. It's tatak lokal once again! Their food comes closest to Jollibee and McDo combined but has less of the commercialized taste to it.. :) It's the first real "first-world" style fastfood chain in, Dgte, if im not wrong.. They were already here even years before Jollibee first stepped on our soil..:)

balik ta sa bayawan. naka-stay baya ko og bayawan for 1 month. that was january 2002. it was located near their plaza. unsa diay to akong gikan-an? :nuts:

DUMAGUETE CITY, Philippines (PNA) -- An overheated air-conditioning unit was initially traced as the cause of the fire that hit Room 208 of the World View Pensionne Hotel located at Perdices Street in downtown Dumaguete late Thursday.

The fire started at 5:20 in the afternoon and was placed under control at 5:35 p.m.

The additional P6 million budget for the construction of the Boulevard Boardwalk is expected to further enhance the façade of the Rizal Boulevard in Dumaguete City.

Mayor Manuel Sagarbarria thanked to senators Kiko Pangilinan, TJ Guingona and Ralph Recto for contributing P2 million each for his request in order to complete the construction of the boardwalk.

The mayor said he hopes other senators will also fulfill their promise that they will give a share of the budget allocation to Dumaguete.

Sagarbarria said he plans to develop the Rizal Boulevard because it is the show window of Dumaguete. The place has captured the interest and love of foreign and local tourist to visit and stay in the city, he added.

He said the sprouting of business establishments at the boulevard is already an indication that the economy is growing and flourishing through the tourism industry. This can also be attributed to the peace and order and with the presence of tourist police around the city, the mayor said.

The city government also received a P2.5 million Special Allocation Release Order for the construction of a multi-purpose building at Herminigilda Gloria Memorial High School in Banilad.

DUMAGUETE CITY, Philippines (PNA) -- An overheated air-conditioning unit was initially traced as the cause of the fire that hit Room 208 of the World View Pensionne Hotel located at Perdices Street in downtown Dumaguete late Thursday.

nakakaon pod ko sa ilang tanjay branch. they had this sizzling squid nga wala sa dumaguete branches.

balik ta sa bayawan. naka-stay baya ko og bayawan for 1 month. that was january 2002. it was located near their plaza. unsa diay to akong gikan-an? :nuts:

Scoobys had a copra buying station in Bayawan before it became a city...They were supposed to open a supermarket and a fastfood, but never really fully materialized. Perhaps they opened a fastfood for several months but closed down. Now I am pretty sure they are considering coming back considering that the economic situation is more than ready for a fastfood store such as Scoobys. Mang Inasal is already there...

this is really weird. my classmate also remembers that there's a scooby's in bayawan located near the plaza. at this moment, we can say that we're not sure since it was 9 years ago when we were assigned there. maybe their store looked like scooby's or maybe scooby's was really there but closed down after a few months.

nicko and jundem were kinda "laughing" about it, hehehe. they said that maybe i was in tanjay.

Basin bakoko ni. As a kid, we used to get some of these. You just use your feet to sift though the sands, if something moves then the that could be the "bakoko". Bakoko looks like like a cockroach but it's delicious.

DOT-7 to hold training for tour guides in Negros Oriental

DUMAGUETE CITY, March 7 (PIA) --- The Department of Tourism (DOT) is set to train tour guides in the province to address the scarcity of DOT-accredited tourist guides in Negros Oriental.

The training will run from May 9 to June 4, 2011 at the Sidlakan Village Conference Hall with the trainors coming from DOT regional office in Cebu City.

In line with this, the Provincial Tourism Office (PTO) calls on interested participants who are college graduates of any age with a know-how in the local tourism industry to join the 24-day training.

Applicants must submit to the PTO the accomplished Application Forms, one (1) 1X1 ID picture and proof of academic achievements, i. e., diploma, transcript of records, training certificates if applicable, Provincial Tourism Officer Myla Mae Abellana said.

The application Forms are available at PTO and the Dumaguete City Tourism Office.

Deadline is on or before March 31, 2011. Applicants will be screened in the first week of April, Abellana added.

Records from the PTO show there are currently around seven DOT-accredited tour guides operating in the province.

The number have dwindled over the years as some of the guides trained by DOT in previous years have either left the industry or went abroad, according to Lorraine Gamboa, a PTO staff, in an interview with PIA. (RMN/PIA-7 Negros Oriental)

Search on for cleanest barangay

The search for the cleanest barangay in Dumaguete City is on with cash incentives awaiting the winners.

Mayor Manuel Sagarbarria said that aside from winning the cash amount of P10,000, the search will also assure the health of barangay constituents, eliminate breeding places of dengue-carrying mosquitoes, and ensure that stray dogs so not loiter around spilled garbage cans.

There will be no limits as to the number of times a certain barangay wins the incentive. Sagarbarria stressed that it is not the amount that matters, but the benefit the barangay will derive in having a clean community.

Certain barangays have hired street sweepers, while others have been doing regular clean-up drives enjoining the whole community to do their share in keeping their surroundings clean, Sagarbarria said.*JG

Binay to keynote NORSU symposia

Negros Oriental State University will be spearheading a symposium on Poverty alleviation of Farmers and Climate Change on March 16 at the NORSU gymnasium in Dumaguete City.

NORSU president Dr. Henry Sojor said they are expecting Vice President Jejomar Binay to be the guest speaker at the symposium. Binay has been encouraging entrepreneurs to invest in agriculture and green technology.

Sojor said the symposium will be a venue to collect all ideas after witnessing the effects of climate change, and what the younger generation can do on the dwindling situation on agriculture.

They are inviting participants form other universities and colleges to the symposium, he said.

Former Rep. Herminio Teves will also be discussing green energy through jathropa bio-diesel, while decreasing the poverty level through agriculture development. *MA

Mayor to shut down Amlan poultry farms

The first mayor in Negros Oriental to implement the anti-smoking ordinance of the province is bent on closing down a poultry farm in Pondol, Amlan town, for operating without a mayor’s permit and environmental compliance certificate from the Department of Environment and Natural Resources.

Mayor Bentham dela Cruz, a lawyer, however, stressed that under the new rules and procedures in filing environmental cases, affidavits of witnesses in a question and answer manner is required in applying for the issuance of a Temporary Environmental Protection Order by the court.

The poultry farm owned by Chito Bocanegra, a boyhood friend of the mayor, had acquired a permit many years ago to operate a 16,000 to 20,000-head poultry farm after it was issued a municipal certification that it is located in an agricultural area.

However, in 2003, the Sangguniang Bayan approved a comprehensive zoning ordinance which took effect in 2006, declaring Bocanegra’s areas as residential and commercial area.

Dela Cruz explained that he cannot just order the closure of such poultry farm with the advent of the new rules and regulations in filing environmental cases. He wanted the issue settled in court by preparing the complaint himself, and he requested for cooperation among affected residents to execute affidavits so the court will have moral certainty to issue the TEPO.

Two other poultry farms have yielded to the call of the mayor to stop their operation because of many complaints.

These are the poultry farms operated by Raul Sanchez in Tambuhangin, and the other in Bio-os which would have been rented by a certain John Mark Salatandre.

Dela Cruz assured Bocanegra that if he decides to transfer his poultry farm far from the residential area, the mayor is willing to provide for a road access, provided it complies with all the requirements.*JG

Dear Dr. Elman:

Thank you for allowing me opportunity of expressing my opinion of what I have seen and experienced on my trip to your country.
I am sorry that I have taken so long to get back to you. The trip back was long and arduous; as such it has taken me a few days to adjust. I am just getting over what they call jet lag and am now attempting to explain a place of beauty and grandeur that in many ways is beyond mu ability to express. If you can bear with me I will at least make an attempt.


BALANAN

A jewel in the midst of the Philippine mountains
A place of mystery
A place of blending of Man and Nature
A place where water runs blue and clear
A place where the branches of mighty trees, seem to reach out to touch the constellations of the heavens
As far as the roots of Balanan
Those roots towering above and cascading down, in a labyrinth of forms that is bound to, and around the rocks, forming bridges and canopies throughout the area. That vision symbolized so eloquently that of our history, social, spiritual and cultural values, which help form those honorable standards s deep rooted within the heart of Man.

That is but what I see. What I felt, is but another story.

I sensed that universal connectedness to all. That oneness with our Creator; God is in the details; the bird on the wing, the children at play, the fragrance of the flower, the towering rock face, the surging waterfalls, the silence that moves between it all, the silence of the mind that contemplates the depth of love that created such a place of beauty.

Those Roots of Balanan
They speak to me of principles that root the Soul of Man to our Creator God.
Those principles are that of:
Truth, Integrity, Valor, Compassion, Self-sacrifice, Long-suffering, Forgiveness

Principles that should be the root system for us all; all countries, all societies, all races, all religions, all peoples. In other words Love: that jewel, that place of mystery, that blending of God and Man.
And therein lays the <span>Spirit of Balanan!</span>


Summation

Balanan is a place of reverence, a place of introspection, a place of worship, a place of praise, a place of promise. It is not so much a resort, to pamper the ego of Man, then as a sanctuary, a cathedral, an edifice to the glory of our Creator. To expand on that thought, Balanan should be a center piece for the Art’s where different cultural activities from within your country and from around the world can come together, in order to express the love that lies within the soul. To give you an example of what I mean, I think of one of the world’s great composers, Handle and his masterpiece, the Messiah, in particular a segment entitled Every valley shall be exalted. I would ask you to listen to that piece and others including the Hallelujah chorus, Worthy is the Lamb, and the Amen chorus, and to visualize those statements of faith reverberating of the mountains and valleys of Balanan. Which leads me to my next comment, the road to Balanan, it should be paved. You (the Philippine people) have a God given national treasure, and it is so difficult to get to it. The Philippines is a country whose people expound the virtues of our God, as such, faith in God is called upon. Pave the road! as is stated in Handle’s Messiah.

“Make the rough places plain”

If you have a little faith, the funds will flow. Our Heavenly Father has made his lights to shine on the Philippines and in specific his garden called, Balanan.

The message I received at Balanan was clear we should look after and nurture God’s gift inherent in his creation, which includes both you and I and all we see, the people of the Philippines have an opportunity to lead by example. Be that voice that cries out in the wilderness make straight a highway for our God. That statement brings into focus those principles and I state again that of truth, integrity, valour, compassion, self sacrifice, long-suffering, and forgiveness. And I emphasize yet again that those principles equate to LOVE!


Bottom Line

Love God, and love our fellowmen, while there is still time to Love at all.

I thank you for the opportunity of visiting Balanan that jewel in the midst of the Philippine mountains. And now thanks to you that vision lies within the heart of this thankful and weary traveler.

A Dumaguete native working for the Los Angeles Times is covering the crisis unfolding in Libya.

Luis Sinco, a Trustee of Foundation University, is in Benghazi, documenting the crisis in photographs.

Sinco is reporting from a rebel-controlled area because his newspaper wants to get two sides of the conflict. Another news team from the LA Times is in the government-controlled territory.

A report by Bryan Chan posted in the LA Times says those who want to report from government-controlled territory must join official tours, and are prevented from straying off on their own.

On the other hand, journalists who cover the rebel-controlled areas have to cross the border illegally because the government said it will arrest any journalist not registered with the government.

Sinco was quoted in the article as saying that this lack of freedom of movement is frustrating. Sinco said he will be in Benghazi for the next several days as there are many stories to photograph there.

Chan wrote that on Tuesday, Sinco and staff writer Raja Abdulrahim drove around Benghazi, stopping at a farm that belonged to Moammar Kadafi. They came upon a funeral for a man who was shot during another funeral procession; they explored a sprawling secret police complex that had been captured by rebels and the courthouse that was serving as a recruiting center for the rebels.

At the police complex jail, he said he was shown a bunker that resembled a medieval dungeon with uneven stones and huge rooms with little windows at the top.

Sinco said it was unnerving to be in a place where people had been tortured, and probably died.

Even though he is free to wander rebel-held areas, he knows the story is “way down the road” in Tripoli, where the fighting is. Sinco said there is a feeling of impatience among the journalists, the residents and the fighters to “get this thing over and done with,” the article said.

FU programs pass Level 2 accreditation

The Philippine Association of Colleges and niversities Commission on Accreditation (PACUCOA) has given high marks to the Foundation University programs on Liberal Arts and Business.

Dr. Eva Melon, vice president for academic affairs, said they have been informed by the team leader of the PACUCOA accreditation team which visited the university last July that the two programs have been given two years to move up to Level 3 accreditation.

The PACUCOA is a private accrediting agency which gives formal recognition to an educational institution by attesting that its academic program maintains excellent standards in its educational operations, in the context of its aims and objectives.

As Level 2-accredited programs, the university’s Liberal Arts and Business programs will enjoy more privileges aside from being recognized as quality programs, Melon said.

According to the PACUCOA website, Level 2-accredited programs enjoy full administrative deregulation, financial deregulation in terms of setting of tuition and other fees and charges, authority to revise the curriculum without Commission on Higher Education (CHED) approval and priority in the awards of grants/subsidies or funding assistance from the CHED and the Department of Education.

Each school seeking accreditation will be surveyed and evaluated in terms of the appropriateness and adequacy of its philosophy and objectives and in terms of the degree and competence with which it achieves its goals.

The PACUCOA accreditors will again visit Foundation University on March 24 and 25 to inspect the Computer Science and Industrial Technology programs for a consultancy visit. “They will just have a look around and when they see that the programs are ready, they will conduct a preliminary survey at another time,” Melon said.

In August, the PACUCOA will visit the College of Education to examine its Bachelor of Science in Education and Bachelor of Elementary Education programs, Melon said.

The College of Hospitality Management and the College of Nursing, meanwhile, will be submitting their programs for accreditation with the Philippine Accrediting Association of Schools, Colleges and Universities (PAASCU) soon.

University President Dr. Mira Sinco said that recent accreditation for their programs validates the positive changes that have been happening at Foundation University in the last 15 years.

Buoyed by the news of their new status, CBA Dean Dr. Julhusin Jalisan said he will be collaborating with his faculty in writing two books: Simplified Statistics for Business Applications and Feasibility Study: A Comprehensive Approach.

Dumaguetena named CA Associate Justice

Malacanang has appointed a Dumaguetena as one of four new associate justices to the Court of Appeals (CA).

The appointment of Pamela Ann Maxino, formerly Regional Trial Court Judge of RTC Branch 51 in Guagua, Pampanga, was announced by Malacanang last March 3.

Appointed along with Maxino were Victoria Isabel Paredes of Caloocan City, Abraham Borreta of Pasig City, and Gabriel Ingles of Cebu City.

The Supreme Court received their appointment papers signed by Executive Secretary Paquito Ochoa Jr. last Wednesday.

The appointees will take their oath before Chief Justice Renato Corona.
The new CA Associate Justice comes from a family of achievers. Maxino is the daughter of Carolina Lim Abella and Luciano Chua Maxino, former president of Foundation University.

Her brothers are RTC Branch 32 Judge Roderick; Dwight, vice president of Energy Development Corp; Lu, a department manager at the Dumaguete City Water District. Another brother, Winston, chief operating officer of an aluminum manufacturing company Hooven Philippines, and who was awarded Happiest Pinoy in a nationwide search last year; and Shane, a human resource manager of the Cocopalm Agricultural Group in Davao City.

Her sisters are Manila-based Dr. Cynthia Joy Uy; Science & Technology UnderSecretary Dr. Carol Yorobe, undersecretary of the Depar; and Carla Koseki, senior employee at the Philippine National Bank in Japan.

Justice Pamela Ann Maxino was honored in 2006 with an Outstanding Alumnus Award by Foundation University, where she finished her elementary (1969) and high school (1973).

She is the third CA Associate Justice to hail from Negros Oriental, after Associate Justices Venancio Aldecoa Jr., now retired, and Ramon Bato.

‘Customer isn’t always right’ -- Bascara

You’ve surely heard of the maxim “The customer is always right.” But are they, really?

Suzanne Lu-Bascara, associate director of SPI Global, dissected this concept in her keynote speech during the opening of the Digital, Business, Tourism and Culinary Art Expo 2011 last month at Foundation University.

Her conclusion: This concept is unrealistic and unlimiting.

“It made employees unhappy in the face of unruly customers because the management would have to side with the costumer even if the employee was right,” she said.

She said the trend is for customers and employees to work together as partners. “Problems of our customers are our problems inasmuch as our problems are their problems too,” she said.

Bascara cited an instance at her workplace where they initially had problems meeting customers’ deadlines. “Their volumes were unpredictable. On the weeks where volume was high, our employees would go on overtime but there would be nothing for them to do next week, when the work volume would dip.”

So, they presented their problem to the customer, who saw the need to keep the volume of work steady in order to maintain the volume without making employees go on overtime.

“If this happened 10 years ago, the client would have probably said that it was not their problem and that if we could not cope, they will just look for another supplier,” she said.

Another trend in today’s dynamic business world is complementing coexistence. This model, as exemplified by food vendors in Bangkok, has one vendor selling only one commodity. One would sell rice and noodles, another would sell soft drinks, another would sell barbecue and another would sell soup. “Every vendor stands a better chance of having all their food sold than having 10 tocino stalls next to each other, like we do in the Philippines,” she said.

Bascara’s speech focused on the theme, “Working in a collaborative environment.”

Frugal Traveler; Sweet Deja Vu in the Philippines

I WALKED across the airport tarmac, took a look around and nearly ran back into the plane. Surely, I'd boarded the wrong one -- I'd bought a ticket for Bacolod, on the Philippine island of Negros. Instead, I seemed to be in the Caribbean, afloat in languid, moist heat with a backdrop of green sugar cane stalks hissing in the breeze.

Scanning the horizon, I spotted the twin smokestacks of a distant mill, flanked by spiky palm trees. But for the electrical wires overhead, this could have been a lithograph in one of my favorite picture books, a volume of drawings of Cuban sugar plantations in the 19th century.

I spent several years in graduate school studying those plantations, and other aspects of 18th- and 19th-century Caribbean culture. Looking at this unexpectedly familiar vista, I remembered the theory of an important Caribbean scholar, who suggests that the rhythms of sugar production created, across the region, a ''repeating island'' of similar foods, housing styles and social structures -- that French, or English, or Spanish colonial histories were just different sprinkles on the same cookie.

In the 19th century, when the Philippines was still under the Spanish flag, the island of Negros produced almost all of the sugar in the country, and more than half of the island was covered by cane fields. The Spanish plantation owners were supplanted by well-to-do Filipinos after independence, but the economic base here hasn't changed and neither have the methods: ox cart and locomotive transport. Was Negros, one of the largest islands in the central Philippine chain called the Visayas, a ''repeating island,'' too?

My curiosity about this had pulled me here, rather than to Cebu or Bohol, two of the more touristed islands in the chain, when I visited the Philippines in November. Thousands of miles from home, I wanted more than a beach. I wanted history.

I'd been introduced, through e-mail, to the perfect guide: Lyn Besa Gamboa. A Manila native who'd married into a prominent local family years ago, Mrs. Gamboa had immersed herself in Negros's heritage and past. She is president of the Negros Cultural Foundation, a private organization that founded and runs the Negros Historical Museum in Bacolod (pronounced bah-KOH-lud) and the Balay Negrense, a restored 19th-century planter's mansion in Silay (pronounced see-LIE), a small town five miles up the coast.

Within five minutes after I had met Mrs. Gamboa at the airport, she looked at my list of four hotels, added two more suggestions and snapped orders to her driver like a general. Off we went on an inspection tour of Bacolod's lodgings.

After scouting all my options, I chose the Alhambra -- centrally situated and new -- because it had a softer, more feminine decor than the characterless businessmen's hotels in the area. My $25 room was spacious, with twin beds, cable TV, telephone and tile floors -- and was far more comfortable and clean than anything I'd found in Manila at twice the price or more. I dropped off my bags and we headed out on the 10-minute ride to Silay.

Silay had the air of a once-grand tropical town. Dilapidated wooden two-story colonial mansions nestled along streets, some lined with tropical trees in need of a trim. Mrs. Gamboa stopped the car at abandoned, architecturally notable houses that she wanted to ''get her hands on,'' that is, bring under the foundation's wing and renovate.

Mrs. Gamboa left me alone to wander the Balay Negrense Museum. Once it housed a planter's family; now it shows the daily life of Negros's upper class at the end of the 19th century.

Steep wooden steps lead from the carriage entrance to wide-open rooms with cool hardwood floors divided by intricately carved wooden transoms -- the large Filipino families of the elite lived casually, without doors that closed. The carving reminded me of the gingerbread typical of Caribbean houses, but with Chinese motifs like dragons and lotuses. Most of the furniture was period; the beds had been made, the tables set -- in this case, with dishes that I recognized as American Depression glass from the 1930's.

Chinese craftsmanship, American manufactured goods -- the local variations on the ''repeating island'' theme (plantation society, upper-class mansions, incredible variety of sugary treats) were certainly there. Still, I was unprepared for my first glimpse of the Negros Historical Museum in Bacolod.

With its Corinthian columns and Federal-style facade, it looked as if a small state capitol had washed up in Asia. In fact, it is the former capitol of the province, built as a homage to democracy during the American occupation.

Inside were life-size displays depicting important moments in Negros history, like the fabled ''battle'' between local Filipino merchants and cane workers and the Spanish militia in 1898. The Filipinos, with no weapons or ammunition, tricked the well-armed Spaniards into a retreat by marching at dusk with ''cannons'' made from rolled-up palm-leaf mats painted black, and ''bayonet rifles'' fashioned from bamboo.

The most intriguing part of the museum, though, was a wing that housed an enormous and elaborate collection of world toys. The collection belongs to a Bacolod woman who lives in the United States whom Mrs. Gamboa persuaded to house her collection in her hometown. And so an ersatz American public building in a small town on a remote Philippine island came to house roomfuls of spinning tops, painted Navajo dolls, tiny wooden trains and doll houses galore -- one of the best toy museums I've seen.

THE island is divided into two provinces: Negros Occidental and Negros Oriental. Bacolod is the capital of the western half. To reach Negros Oriental, one must traverse a high, nearly impassable spine of mountains. Bacolod natives speak about the Oriental capital, Dumaguete (pronounced doo-mah-GEH-tay), about 100 miles southeast, as if it were almost as far off as Manila, 300 miles and several islands away.

Instead of taking a bus, I hired a car and driver for the four-hour drive -- a splurge at $50 for the day, but worth it to be able to stop along the way and enjoy the views of the hills and the cane, which was just sending up feathery pink stalks.

In Dumaguete, the car pulled up at my little hotel, La Residencia, which sat on a waterfront promenade facing a busy harbor. I checked in to my room, which looked and cost about the same as my room at the Alhambra, but also had a balcony with a view of the harbor. Ferries and speedy catamarans came and went, bound for Cebu, for Mindanao, for Panay and for tiny nearby Siquijor.


Dumaguete doesn't have any real tourist attractions, but I grew attached to the small harbor town. I walked along the waterfront at sunset, and snacked with students from Silliman University on skewers of grilled chicken dipped in garlic vinegar sold by street vendors for around 50 cents.

In Lab-as, an excellent waterfront restaurant, the fish to be grilled swam in big tanks outside. The owner, Vic Fuentes, on spotting a foreigner, introduced himself, asking where I was from.

Noticing how carefully he tended his fish, I felt safe when he offered me some of his special raw oysters. He served them with an unusual dipping sauce concocted from vinegar, hot pepper and slivered ginger. I enjoyed the food so much that I became a repeat customer -- ample meals of fresh grilled fish with beer generally came to around $10.

Watching the ferries constantly coming and going made me restless. Having found history, I was ready for the beach.

I asked Mr. Fuentes about Siquijor (pronounced see-kee-HORE), about 15 miles off shore, legendary among Filipinos as the home of witches and faith healers. He said it wouldn't be a bad place to explore, and rooted around in his desk drawer until he found an old, crumpled photocopy of a brochure for a small guest house on the island, the Casa de la Playa.

I had the brochure in my hand early the next morning when I boarded the fast catamaran to Siquijor ($2.50). An hour later, I stepped off in the tiny port village of Larena. I haggled for a tricycle cab ($1.25) to take me to Sandugan Beach. Twenty bumpy minutes of fabulous scenery later (electric green rice fields, silhouetted mountains and crashing blue sea), I stood at the gate of Casa de la Playa with my luggage. Yes, said Terry, the German expatriate who was an owner of the place, they had a room, for $13.50 a night.

A cottage, actually. Casa de la Playa consisted of eight idiosyncratic little houses arranged across and down the side of a hill. Each casa had a name -- mine was Mathilde -- a kitchen and a porch, and was decorated with pretty curtains in pastels.

The beach, just through the garden and down a little hill, was wide, sandy, deserted and delicious. With sneakers on to protect against sea urchins, I waded out about 50 yards, tied the shoes to a buoy marker and swam alone in a coral garden.

Mr. Fuentes had warned that there wasn't much action in Siquijor, but there was enough for me. One evening, Terry and her partner, Emily, who was also the local barangay chief (district leader), arranged for me to have a session with a faith healer, Carmen (Siquijor's ''witches'' are, in fact, natural herbalists and massage healers). She arrived before dinner and expertly massaged my back with oil while murmuring to herself in prayer. Her touch, confident and practiced, felt wonderful after a day of swimming.

Custom would not let her accept money from my hand. Instead, I gave a few dollars to Emily, who passed Carmen my donation.

On Sunday morning, I arranged for the guest house's driver, Jun, to circumnavigate the island on its ring road. The island's pace had ground to a halt. Fishermen lolled in the shade drinking palm wine. People straggled back from old colonial churches. Only one spot teemed with action: the cock fights in the village called Enrique Villanueva.

Cockfighting has been a pastime in the Philippines for more than 200 years, and is as popular here as basketball is in the United States. I'd missed the chance to witness the sport in one of Manila's large air-conditioned stadiums, so I was glad to have stumbled upon a match.

Jun took me behind the arena so I could observe the elderly men on the sidelines preening and whispering to their birds -- plump and gorgeous before the fighting begins. We climbed up to the rickety, makeshift balcony of the wooden arena and watched as bettors jumped, whooped and waved, while making intricate hand signals to the kristos, the bet takers who, famously, keep all the bets in their memory, not on paper. (I sat on my thumbs, worried that I'd scratch my head and lose my shirt.)

The body language and drama of the spectators were mesmerizing, and the action moved lightning fast. When the defeated bird went down in a flurry of feathers, a hailstorm of crumpled-up peso notes descended on the ring.

We meandered back to the cottage as the light was beginning to fade. I ran down the path with my camera equipment, determined to record the jaw-dropping sunset shaping up over Sandugan beach. There was no one around but a boatful of fishermen way off in the distance.

Variations on this sunset were taking place at this very moment on more than 7,000 other Philippine islands. In eight days, I'd managed to explore only two. At four days an island, then, it would take . . . more time than I had to think about it. The sun drops very quickly in the Philippines, as in the Caribbean.

The bottom line

Once you leave Manila, the Philippines becomes an extremely inexpensive travel destination. In eight days and nights on Negros and Siquijor, I spent $36 a day on food, hotels, activities and local transportation, at 40 pesos to the dollar.

English is the country's second language, and communication was not a problem.

Getting There

Domestic flights are affordable. Before arriving in the Philippines, I booked a one-way flight on Philippine Airlines from Manila to Bacolod, on Negros, with Asia Travel (Web site www.asiatravel.com) in Manila for $55. A flight from Dumaguete to Manila on Cebu Pacific was $39, which I booked at Orientwind Travel and Tours, 201 Flores Avenue, Dumaguete, Negros Oriental, phone (63-35) 225-3536.

I took a fast catamaran ferry service from Dumaquete to Siquijor that is operated by the Delta company, (63-35) 225-6358. Tickets cost $2.25 each way for the one-hour trip, and can be bought on the dock.

Where to Stay

There aren't any luxury hotels on Negros or Siquijor -- and few foreign tourists. The Alhambra, corner Galo and Smith Streets, Bacolod, (63-34) 433-4021, fax (63-34) 434-5173, is the newest hotel in the city. It is clean and pleasant, with spacious, cheerful rooms, a pleasant, airy lobby, and a good restaurant with room service and free breakfast. My single room there cost $25.

La Residencia, Rizal Boulevard, Dumaguete, (63-35) 225-7100, fax (63-35) 225-4724, is right on the waterfront promenade. Its rooms are comparable in quality and decor to the Alhambra, and an attached restaurant serves the best coffee I had in the Philippines. Doubles start at $34.

Casa de la Playa, Sandugan Beach, Larena, Siquijor, (63-918) 740-0079, was a real find. The cute, handmade cottages overlook a gorgeous pink sand beach that has a good coral reef right offshore for snorkeling. The place is run by Terry Schwaha and Emily Gom-os. My cottage, Casa Mathilde, had a double bed, separate kitchen and bath, and a lovely, breezy porch. It rented for $13.50 a night. This place has a loyal clientele, mainly Europeans, so it's advisable to book ahead.

Where to Eat

Lab-as Restaurant, 201 Flores Avenue, Dumaguete, (63-35) 225-3536, was the standout of my Visayas trip. It served some of the freshest seafood I've ever tasted, including large, tasty local oysters. Lunches came to around $5, dinners, with cold beer, to less than $8. The restaurant faces the ocean and has indoor and outdoor tables; at night, it is a popular hangout.

A drawback to staying on Siquijor is food: there are no serious restaurants on this island, which has barely developed tourism. I ate at the little restaurant at my hotel, which serves uninteresting European-style dishes. If I return to the island, I will take a cooler of fresh fish and condiments from Lab-as and staples for my kitchen.

What to Do

The Balay Negrense Museum, Cinco de Noviembre Street, Silay, (63-34) 495-4916, fax (63-34) 495-0291, is a restored 19th-century planter's house. It is open 10 a.m. to 6 p.m. Tuesday through Saturday. Admission is about 60 cents.

The Negros Historical Museum, Former Provincial Capitol Building, Bacolud 6100, (63-34) 434-5552, fax (63-34) 433-4764, has a toy collection and historical exhibits. It is open 10 a.m. to 6 p.m. Monday to Saturday and admission is $1.

At Casa de la Playa, I rented snorkel equipment and sneakers for reef-walking for about $2 a day. I hired a car and driver for one day, for $25. DAISANN McLANE

Henry Luce III, the elder son of the founder and editor in chief of Time Inc., who held prominent positions at the company and went on to be head of the Henry Luce Foundation.

He became president and chief executive of the Henry Luce Foundation in 1958, and was chairman from 1990 until 2002, when he became chairman emeritus. The foundation, established in 1936 with $690 million of Time Inc. stock, supports programs in higher education, Asian affairs, theology, women in science, engineering and the environment.

Under his stewardship, he established the Claire McGill Luce Auditorium which is named in memory after his 2nd wife, Claire McGill Luce. That is why this auditorium is very much close to his heart. There are only two grants of the Luce Foundation in the Philippines. The other is in Central Philippines University in Iloilo City. Most of their grants are US based.

Designed by Ned Carlos, principal architect of CARLOS & ANTIQUE ARCHITECTS, the new pre-school buildings of SLS-Don Bosco in Dumaguete City was designed to create a child-friendly environment.

Architect Ned took a very residential approach in designing the pre-school.

The hallway was junked and to avoid the feeling of being “institutionalized,” classrooms are airy, well-lit and well-ventilated. The architect also designed high-pitched roofs to create a sense of being at home for the pupils.

“Once completed by June 2011, the pre-school at Don Bosco will be a happy and attractive place that would make pre-schoolers feel right at home”, added Architect Ned.

Solons grant P6M for Rizal boardwalk

Dumaguete City’s famed Rizal Boulevard will soon get a major facelift after five senators of the republic committed part of their pork barrel allocation for the construc tion of a boardwalk totaling P 6 million, which is part of the P 16 million expected total price tag of the project.

Mayor Chiquiting Sagarbarria, who personally went to Manila to meet the senators, was visibly elated with the news as this would complement his over-all tourism development plan of the city.

Senators Bong Revilla, Ralph Recto, Miguel Zubiri and Kiko Pangilinan each released P 1 million each while TG Guingona released P2 million. The funds have been released to the city government and Department of Public Works and Highways. Both agencies are expected to implement the project as soon as the Program of Works is completed by the City Engineer’s Office.

City Hall Information Officer stressed the need to develop the Rizal Boulevard being the prime show window of the city’s tourism program. The comprehensive plan includes the expansion of the boulevard up to the old GSIS in Bantayan up north to Barangay Mangnao down south of the city. (By Dems Demecillo)

New karate chief sets nat’l meet

WITH the leadership issue in the Philippine Karatedo Federation resolved, new PKF president Joey Romasanta said yesterday he would begin national team preparations for the Indonesia Southeast Asian Games in November.

"We will hold our national championships in Dumaguete from May 25 to 29 and two more competitions in June and July which will serve as our national team tryouts for the SEA," said Romasanta, formerly the association’s executive vice president who was elevated to his new post by majority of the PKF board members in a meeting last Thursday.

The same board members also sacked incumbent PKF chief Go Teng Kok, also the president of athletics, for allegedly violating the association’s constitution and by-laws.

"One of the thing I asked the PKF board before accepting the leadership was that we should have no seedings on the national team so other hopefuls can have a chance to be on the squad," Romasanta said. "We need new faces so we can be competitive in the SEA Games.

"Everyone is welcome, regardless of affiliation, to compete in our tryouts," he added, expressing hopes that after the three meets "we can have our national team formed by August and start training in earnest."

Romasanta said he and the PKF board members would meet to draw up plans and programs for the association while the tournament is going on in Dumaguete.

Food tripping in Dumaguete

The people of Dumaguete appreciate good food but are looking for value for money and that is why food tripping in this laid back city in Negros Oriental is an easy thing to do, as we found out during an extended stay there for the coverage of the 15th University Games, a nationwide collegiate sports competition with schools from Luzon, Visayas and Mindanao as participants.

The timing was perfect, too, as the annual Buglasan Festival of Negors Oriental was ongoing with weekend street parties at the famous Rizal Boulevard, complete with a fireworks display that lighted up the night skies.

And when there are street parties, it follows that al fresco food and drinks stalls will mushroom along the famed boulevard named after the country’s national hero who once stayed for a short time in this city.

The stalls mostly sold grilled items like skewered pork, chicken, chorizo, fish and squid. They even had their own version of tempura.

Camalig offers an eat-all-you-can buffet of grilled chicken and pork belly with rice and desert for only P150. Now, that’s a bargain.

Waway, a restaurant specializing in seafood, was a bit pricey by Dumaguete standards but still cheap as six of us had a dinner there consisting of chicken barbeque, blue marlin and bistek with rice, drinks and dessert and our bill was just over P600!

Highway 10 near the church is a fast food restaurant with a lot of combo food items and I tried the meal of a fried chicken, pancit, unlimited rice and soda for only P100.

For a cheap and good breakfast, nothing beats a trip to the Dumaguete public market, the cleanest market I have seen here in the country, for early morning feasts of budbod or kabog. This is the native suman enjoyed with a cup of the local hot chocolate. You can also opt for puso (rice wrapped in leaves) or a giant pan de sal with fried egg, hot dog, luncheon meat or pancit.

If you’re looking for fine dining, go to the Bethel Guest House where a weekend lunch or dinner buffet is only P175 per person or go a la carte at St. Theresa along Hibbard Avenue where a blue or white marlin and chicken dinner complete with rice and premium beer for two will only cost around P120 per person.

Coco Grande Hotel near Silliman University has a coffee shop where this writer had a lunch of crepe with chicken filet and mushroom inside plus salad on the side for about P150.

We had dinner at Don Atilano at the Residencia Hotel courtesy of Philippine Sports Commission Commissioner Chito Loyzaga where we enjoyed sinigang na hipon, adobong kangkong, crispy calamares, bangus ala pobre, green mango salad with drinks and brewed coffee for three people for an amount that did not exceed P600.

Another classy dining place is Mamias, which is owned by the family of Mayor Chiquiting Sagarbarria who we met as Loyzaga tendered a lunch for local and UniGames officials. The place offers international cuisine and we had a real feast of seafood and meat and specialty dishes like callos and lengua.

Delicious destinations in Dumaguete



MANILA, Philippines - Dumaguete City is a great alternative destination where one can wind down after the frenetic pace of active sports, parties and summer vacation fun. Known as “the city of the gentle people,” Dumaguete’s name seems to have been derived from a word with less than peaceful connotations, however. “Daggit” in a local Visayan dialect means “to snatch or seize,” and local lore relates that marauding pirates once pillaged the coastal settlement, taking with them villagers as prisoners and slaves.

Thus, the belfry of the St. Alexandria Cathedral once served the dual role as a bell tower and lookout, so that residents could be warned of impending danger. Fortunately, the main risk to visitors today is that they are usually enticed to stay longer to indulge in the city’s diverse delights.

We were in Dumaguete recently to sample its various attractions and were pleased with what we found. Silliman University and its wide avenues lined with century-old acacia trees is particularly appealing, not only for its extensive library or museum with fascinating relics of both indigenous and foreign culture, but also for its famous cheese bread.

“You should try it when it is fresh out of the oven,” said Mark Garcia, director of the university’s information and publications office, while encouraging us to more servings of a delicious mid- morning sampling of two varieties of bibingka, sweet mangoes and budbud kabog, a suman that is made from millet. Seated at the verandah of the building that housed the museum and enjoying a view of Rizal Boulevard and the ocean beyond, we sipped a thick, delicious tsokolate-eh to go with the native cakes and secretly wished for a hammock. We started to comprehend that Dumaguete nurtures poets, artists and dreamers because one has the luxury of introspection and imagination in this calm, quiet and friendly place.

It was from native delicacies to European-inspired sweets and at Sans Rival Cakes and Pastries, named after the confection, that we enjoyed the local version of the meringue and butter cream sans rival dessert (P25 per slice). The outlet’s silvanas, pieces of round-shaped meringue enclosing a butter cream filling were truly outstanding at P10 a piece. These were not overly sweet, and were rich, crisp, chewy, and buttery all at the same time. Definitely these were best quality goodies at prices hard to beat. Not surprisingly, the pastry shop started by Trinidad Teves Sagarbarria in 1977 continues to attract an enthusiastic and loyal following.

Although we certainly love desserts, we had to eat proper meals. On this trip, we enjoyed the seafood and grilled meat at Lab-as Restaurant, contemporary cuisine at South Sea Hotel’s Likha Tapas and Vodka Bar and Mexican fare at Mooon Café in Robinsons Place mall. The callos at Mamia’s along Rizal Boulevard was also truly outstanding. And, if an after-dinner stroll along Rizal Boulevard should get the gastric juices going again, a variety of local street food can be sampled until late in the evening.

Alternatively, there are other establishments that serve Swiss, Spanish, Italian, American, Korean, Chinese and other types of cuisine throughout the city.

Admittedly, however, it is difficult to resist the call of the mall. And so, we went off to explore Robinsons Place Dumaguete, the city’s first full-service mall opened in November last year. With two levels and a floor area of approximately 34,000 square meters, the mall has the usual areas for restaurants and al fresco dining, apparel and fashion, cinema and amusement, as well as service and IT zones.

What caught our attention, however, was what was called the Artist’s Alley, which had paintings for sale. “This is just one way of supporting our local artists,” said Joseph Sian, Robinsons Malls group property manager for Robinsons Place Dumaguete, Robinsons Place Bacolod and Robinsons Cybergate Bacolod. He notes that local singers and bands also occasionally perform in the al fresco dining zone.

How does a mall affect the culture of Dumaguete? “Apart from providing a venue for family bonding, we make shopping more convenient for both locals and those who reside in nearby towns,” continued Sian. “Malling is a new activity in this area, but the variety of competitively priced, good-quality items sold in our various outlets make us a preferred shopping destination. Our supermarket, for example, carries items that would otherwise be hard to get in the area.” Certainly, this is a bonus for Dumaguete’s growing expatriate community and lifestyle and food-savvy residents.

For us, however, an unexpected surprise was to be had at Robinsons Place’s Booksale outlet: pristine copies of Jack Kerouac’s The Dharma Bums and Fear and Loathing in Las Vegas by Hunter S. Thompson for a food-for-the-brain grand total of P160. Yum! Even the book choices in Dumaguete are delicious!

Governor Roel Degamo, in his visit to Lake Balanan with Board Member Erwin Michael Macias recently, said he has seen the potential for an extreme sports activity in the lake. The governor admitted that extreme sports is now the latest activity for both local and foreign tourists.

Degamo has asked Macias to finalize the needed documents and the project design for its implementation. He emphasized that the design should be made such that it will minimize the disturbance to the trees and other natural growths.

‘Coral study in province shelved for lack of funds’

The Bureau of Fisheries and Aquatic Resources in Negros Oriental cannot determine the extent of possible damage to coral reefs in the province, due to massive coral bleaching felt globally in 2010, unless funds are allocated for a thorough study.

Provincial chief Leonardo Aro of the BFAR yesterday said that his office received reports of coral bleaching in the 56-hectare Mantalip Reef in the boundaries of Ayungon and Bindoy in northern Negros Oriental, but the damage could not be ascertained after Capitol officials reportedly rejected a BFAR proposal for a cost-sharing study with the provincial government.

PDEA NegOr warns OFWs, call center agents vs. drug syndicates

DUMAGUETE CITY, Mar 9 (PIA) -- Philippine Drug Enforcement Agency (PDEA)-Negros Oriental warned Overseas Filipinos Workers (OFWs) and call center agents against the new scheme of international drug syndicates.

In a Kapihan sa PIA forum today PDEA Special Investigator Ivy Oledan noted an alarming increase of OFWs who have been recruited as drug couriers by drug syndicates abroad.

However, Oledan said so far none from Negros Oriental is reported as drug courier in other countries but asked the public never to take chances.

Drug syndicates are using Filipinos who are financially unstable and use this vulnerability to advance their illegal drug trades.

Oledan said that drug syndicates are becoming innovative the way they conceal illegal drugs by swallowing and for women to hide them in their private parts which is too dangerous because of its tendency to burst while inside the body and cause sudden death.

By all means, foreign recruiters will use different kinds of people to carry out the crime, to include call center agents as drug couriers because they have good communication skills.

While Metro Dumaguete is a university town has an influx of call center firms, the possibility is not remote that illegal drug syndicates want call center agents who are articulate as drug couriers, PDEA officer said.

With this, according to PDEA a Task Force Drug Courier will be launched in Negros Oriental for a massive information drive to prevent and protect would be drug victims and strengthen the fight against drug trafficking in the province. (PIA NegOr./JCT)

Silliman Law Alumna Appointed to Court of Appeals

An alumna of the Silliman University College of Law is one of four new justices in the Court of Appeals.

Judge Pamela Abella Maxino was appointed by Philippine President Benigno S. Aquino III after she was shortlisted by the Judicial and Bar Council.

A former Regional Trial Court judge in Cebu City, Justice Maxino graduated from Silliman with an undergraduate degree in Chemistry in 1977 and a Bachelor of Laws degree in 1989.

She joined three other new justices, Judges Abraham Borreta, Victoria Paredes and Gabriel Ingles, in the Appointments Transmittal sent to Supreme Court Justice Renato Corona.

More funds given for DOLE scholars

The Department of Labor and Employment has allocated an additional P400,000 for its Special Program for Employment of Students for Negros Oriental beneficiaries this year.

This is expected to hike the number of SPES beneficiaries in the province, that was pegged at 1,100 students in 2010.

Labor and Employment Officer Kendrick Villaluz of the provincial DOLE Office said the SPES program now has P1.4 million to be distributed to local government units and the private sector who will take part in the summer program.

The recipients are the local government units of Dumaguete, Sibulan, San Jose , Amlan, Tanjay, Bais, La Libertad, Canlaon , Valencia , Sta. Catalina, Bayawan and Basay, Silliman University , Foundation University , St. Paul University of Dumaguete, Cang’s Inc., Holy Child Hospital , and geothermal giant Energy Development Corporation.

Under the SPES, the recipients pay 60 percent of the salaries of the student workers, while the national government, through the DOLE, covers the remaining 40 percent.

College students are prioritized for the SPES although, if the quota is not met, high school students may also apply and qualify for the program.

Private recipients are urged to offer a salary not less than the minimum wage, currently at P255 a day, although LGUs are unable to do it, as they rely on available funds, Villaluz added.

Dumaguete City has already pledged to increase the number of SPES beneficiaries this year to 200, from last year’s 150, Villaluz said.*JFP

Sagarbarria hits back:I have priorities, too

Mayor Manuel Sagarbarria lambasted members of the Sangguniang Panlungsod who questioned the propriety of the construction of an environmental training center for Dumaguete.

The mayor told the so-called fiscalizers in the council that they may have their own priorities, but as chief executive, he also has his own priorities to implement.

He, however, stressed these priorities are implemented without railroading the process and with the imprimatur of the city legislative body, in the spirit of transparency.

The mayor said he felt insulted when called to appear during the question hour while accepting the public apology of Vice Mayor Alan Gel Cordova who earlier admitted lapses in the preparation of the agenda.

Sagarbarria reiterated his earlier pronouncements that he is working on three different categories. These are priority, essential, and necessary.

The concern for the environment may not be his priority, the mayor said, but it does not mean the city is not doing something to address the garbage situation at the Candau-ay dumpsite and the effects of climate change.

In fact, close to P18 million from last year’s calamity fund had been allotted for climate change adaptation, preparedness and mitigation, while 70 percent of this year’s calamity fund will also be used in addressing environmental concerns, Sagarbarria said.

Earlier, Councilor Manny Arbon questioned the construction of the building worth P2.7 million when there are more pressing problems to attend to at the garbage dumpsite.

Councilor Kenneth Jo Arbas stressed that the power of the legislative body does not end when the ordinance is passed, and that, it can question the wisdom of an ordinance even after its approval.*JG

PPA eyes 2 infra projects for city port

Two major infrastructure projects are being implemented at the port of Dumaguete City for the comfort and convenience of all the stakeholders, the riding public, and port users of the city and Negros Oriental, the new port manager, Annie Lee Manese, said.

These are the concreting of the road leading to the entrance and exit gates of the Philippine Ports Authority to the tune of P5 million, and another P6 million for the rehabilitation of the seawall in the southern portion of the port.

This developed as negotiations are ongoing to clear the exit road of vendors in order to pave the way for a smooth implementation of the project.

Manese, who assumed the PPA post last month, met with Looc barangay captain Angelita Ragay yesterday to agree on a temporary relocation site for the vendors, even as plans are hatched for the construction of a vendors plaza inside the port area.

She said the PPA hopes to transfer the base port terminal office to the old passenger terminal building, once it is renovated, and that, the base port terminal office will be converted into a vendors plaza to accommodate those affected by the clearing operation.

Manese, however, stressed these are all plans that need funding support.*JG

100-bed dorm at NORSU mulled

A 100-bed dormitory for government scholars is expected to rise at the Negros Oriental State University-Guihulngan campus, some 121 kilometers north of Dumaguete City.

Board Member Jessica Koppin Villanueva, chairperson of the Negros Oriental Sanggunian committee on education, allotted P300,000 from her priority projects fund in addition to a P1 million pledge of support from Sen. Peter Cayetano.

Villanueva said she wants the P3 million dormitory constructed within the campus to free the scholars of daily transportation costs, considering that most of them come from far-flung barangays and municipalities of the first district.

To save on labor costs, Villanueva suggested that the Army’s engineering brigade undertake the construction, with Guihulngan Mayor Ernesto Reyes taking charge of the sand and gravel supply for the two-storey building, including the salary of a caretaker.

The dormitory will have provisions for a kitchen, a backyard, laundry area, a mess hall, study room, and possibly an internet connection to be used by the scholars for research purposes, she said.*JG

German entity, DTI to train Negros Oriental SMEs
March 10, 2011, 9:08pm

DUMAGUETE CITY, Negros Oriental – The Department of Trade and Industry (DTI), along with the German International Cooperation (GIZ) is set to conduct a planning workshop for members of the Negros Oriental Small and Medium Enterprise Development Council (SMEDC) on March 14-15 at this city’s Bethel Guest House.

The two-day seminar will highlight the formal turn-over of SMEDC chairmanship from former Governor Jose Baldado to Governor Roel Degamo who has given his nod in being the incoming chair of the Council. The new set of officers will be inducted during the same occasion.

Department of Trade and Industry (DTI) 7 Provincial Director Javier Fortunato said the activity will review the SMED Plan 2004-2010, particularly its accomplishments under priority programs and industries.

The workshop aims to harmonize and compliment the province’s development plan with both regional and national SME plans.

Also, council members plan to complete an action plan which seeks to increase the contribution of SMEs as primary engines of growth and spur them to attain higher performance levels. (Phoebe Jen Indino)

Mr. Luce didn't say outside of Metro Manila (this would have included the cities of Makati and Quezon, places known for their grandeur and their affinity for the arts that have plenty of spaces for the performing arts such as the Philiamlife theater, UP Theater, etc.), or outside of Luzon, because only one other theater or performance space in the country could beat the Luce overall (although the Luce is top when it comes to acoustics), and that is the government-owned CCP....

Exactly. The old interior set-up of Luce severely failed in the revised International Building Code for Fire Escape Safety and as well for the Handicap Code... So they had to renovate.

Dumaguete sets library upgrade

DUMAGUETE CITY (PNA) — The Department of Science and Technology (DoST) has spearheaded a strategic planning session for the development of the Dumaguete City Public Library, which the city government wants to transform into a more suitable facility for a university town.

Dumaguete City Mayor Manuel Sagarbarria earlier expressed his intention to support the development of the city public library.

According to Gima Cornelia, the city public library is a recipient of the DoST grant of P200,000 for the first phase of the implementation.

The expedition of Ferdinand Magellan that arrived in the Philippines on March 16, 1521, and the succeeding expeditions in the following decades, has not been able to reach the island of Negros. It was only in 1571 or fifty years later when Legazpi came that the Spaniards discovered the island of Negros. Historical accounts compiled by Prof. Caridad Aldecoa-Rodriguez, a renowned local historian, have in her book, "“Negros Oriental and the Philippine Revolution”, that while anchored in the island of Bohol, Legaspi dispatched a frigate to reconnoiter the coasts of the islands that were visible from that point.


Legaspi and his men found the natives inhospitable, but there were plenty of food in the island. It was during the time of Legaspi that distribution of big tracts of land (encomiendas) to 15 encomenderos residing in Cebu and Iloilo was done. Three of the encomiendas were the Rios de Tanae (Tanjay), “Davi” (Dauin) and “Monalongon” (Manalongon) in the southern part of Negros Oriental. Tributes collected were, however, sent to Cebu or Iloilo governments where funds of Negros were administered. It was in 1734 when a separate military district government was established in the island.


As settlements in Negros Oriental continually grew and swelled out to other points along the coast, the sugar cane plantation expanded just as fast. Meantime, the government officials who resided in Bacolod could hardly cope up with government functions and rarely visited the Oriental part due to the inadequacy of roads and difficulty in communication facilities. Consequently, the socio-economic life of the Oriental Negrenses suffered a great setback. There was a pressing need for more officials to supervise closely government functions such as strengthening defenses against devastating Moro raids, apprehending and trying criminals, and opening of more curacies. A petition to separate Negros Oriental from Negros Occidental was presented to the Governor General, recommending the town of Dumaguete as capital. Thirteen years later, Governor General Valeriano Weyler, in compliance with a royal decree dated October 25, 1889, established Negros Oriental as a separate province on January 1, 1890 with an estimated population (the Negritos living in the hinterland had no accurate counts) of 94,782 consisting of 17 towns of Guihulngan, Jimalalud, Tayasan, Ayungon, Manjuyod, Bais, Tanjay, Amlan, Ayuquitan, Sibulan, Dauin, Nueva Valencia, Bacong, Dumaguete, Zamboanguita, Siaton and Tolong. The appointed Politico-Militar was Joaquin Tavera.

The new province left no time concerning itself with local administration and development. Public works and other needs of the towns were attended to with public funds. A court of peace was put up in every town and, at the provincial capital town, a Court of First Instance. But in the later part of 1898, Negros Oriental rebel forces, under the leadership of Don Diego de la Viña, succeeded in driving the Spanish forces and government officials from all towns. On November 25, 1898, the Provincial Revolutionary Government of Gen. Emilio Aguinaldo was established in Dumaguete, the capital town, with Don Demetrio Larena as Presidente.


On April 9, 1901, the Second Philippine Commission under the Chairmanship of William H. Taft, arrived in Dumaguete. On May 1, 1901, the civil government under American rule was established. On August 28, of the same year Dr. David S. Hibbard founded Silliman Institute now Silliman University.


In 1924, Hon. Herminigildo Villanueva was elected Governor and a Capitol Building was erected. The province experienced real war in a grand scale when World War II broke out in December 1941. The war, aside from the physical devastation wrecked throughout the province, also left painful scars, which up to this date remain unhealed. But the people came out stronger and more determined. However, the people found out that the political independence they gained did not equate economic independence and self-sufficiency. The struggle for the improvement of the quality of life still remains a quest for every Negrense along with the rest of the Filipino nation. Ninety years after 1901, the Local Government Code of 1991 (LGC) was made into law and took effect on January 1, 1992. With the advent of the LGC, a new era in local government finance and administration of reelectionist Governor Emilio C. Macias II spearheaded Negros Oriental in the development of the ‘90s.

When the Spanish explorers landed in Negros Oriental in 1565, they found natives who called the place “Buglas”, named after a kind of tall grass resembling the present-day sugar cane plant. Buglas grass was then abundantly growing in the island. The Spaniards encountered many black people with black kinky hair among the inhabitants, they called the island Negros. Kabilin, a book on provincial history, edited by Merlie Wenceslao and Bobby Villasis, mentions what seemed to be the first known documentary reference to the island of Negros appears in an atlas drawn in 1545 by the renowned Spanish cartographer Alonso de Santa Cruz (c.1490-1567). Santa Cruz’s map bears the legend y de Negros, probably derived from reports of the presence of small black people (negritos) on the island. Thus, a score of years before the Legaspi expedition, the Spaniards already knew the island of Negros by this name. At that time, there were two (2) types of forest dwellers, the black natives called Ata or Agta (Negrito) and the Proto-Malay also known as Bukidnon with dark brown skin.



Along the coastline dwelt the natives of Malayan heritage who were engaged in little agricultural activities and barter trading with the Chinese and other Asian merchants who came as early as the 13th century. Although no written documents have been found, artifacts and relics belonging to the Sung Dynasty period in the 12th century were excavated in the towns of Bacong, Bayawan (now Bayawan City) and La Libertad in Negros Oriental and Escalante in Negros Occidental. This indicates a flourishing trade and commerce with other neighboring countries such as China, India and the Malayan peninsula.

Cable TV goes digital in outskirt villages

Fil Products Cable TV Inc. in Negros Oriental is going digital and has started providing services to the outskirt barangays of Dumaguete.

Girlie Bernardez of Fil Pro CATV-Dumaguete said they are now penetrating the barangays outside of the city proper as the company intends to go fully digital across the province in the coming months.

The company has already switched on its digital system in many parts of Dumaguete, although some areas still remain on analogue mode while upgrading continues, she added.

Fil Products is the first company to introduce cable TV in the province about 20 years ago, through the efforts of its proprietor, Cebu-based Filipino-Chinese businessman, Nonito Limchua, Bernardez said.

Currently, Fil Products is serving 22 towns and cities in Negros Oriental from Bayawan in the south to Guihulngan in the north.

To date, only Basay, Mabinay and Vallehermoso have not been reached by the cable TV company.

It also has full digital cable TV systems in Bacolod City, Negros Occidental, and Butuan in Mindanao, apart from other coverage areas in the Mindanao region, Bernardez said.

Fil Products CATV offers 124 channels for subscribers already enjoying digital cable TV connections in many areas, she added.*JFP
