21 Companies Join Silliman Job Fair

The Career and Placement Office (CPO) has reported an increase in the number of partner companies of Silliman University in the employment of its graduates.

Records from the JOBLink, an online job search system of the University, have shown more companies inputting vacancies and facilitating employment for student and alumni subscribers.

To bring companies closer to graduating students and help cut short the employment process, the CPO has scheduled its annual job fair on March 16 to 17 at the Silliman Hall.

A total of 21 companies have registered: Aboitiz Transport System, Aussie Pinoy, Academic Forward Thinking, AG&P, Charoen Pokphand Food Industry, Convergys, INDRA, Jollibee Foods Corporation, Jti. Inc., KYOCERA MITA Technology Development Philippines, Inc., Metrobank, N-Pax, Opinionology, Orchard Property Marketing Corporation, Qualfon, Students Only Phils. Inc., Student Universe, SPi Global, Teletech, Terumo and Sandoz Phil.

Silliman Law Alumna Appointed to Court of Appeals

An alumna of the Silliman University College of Law is one of four new justices in the Court of Appeals.

Judge Pamela Abella Maxino was appointed by Philippine President Benigno S. Aquino III after she was shortlisted by the Judicial and Bar Council.

A former Regional Trial Court judge in Cebu City, Justice Maxino graduated from Silliman with an undergraduate degree in Chemistry in 1977 and a Bachelor of Laws degree in 1989.

She joined three other new justices, Judges Abraham Borreta, Victoria Paredes and Gabriel Ingles, in the Appointments Transmittal sent to Supreme Court Justice Renato Corona.

More funds given for DOLE scholars

The Department of Labor and Employment has allocated an additional P400,000 for its Special Program for Employment of Students for Negros Oriental beneficiaries this year.

This is expected to hike the number of SPES beneficiaries in the province, that was pegged at 1,100 students in 2010.

Labor and Employment Officer Kendrick Villaluz of the provincial DOLE Office said the SPES program now has P1.4 million to be distributed to local government units and the private sector who will take part in the summer program.

The recipients are the local government units of Dumaguete, Sibulan, San Jose , Amlan, Tanjay, Bais, La Libertad, Canlaon , Valencia , Sta. Catalina, Bayawan and Basay, Silliman University , Foundation University , St. Paul University of Dumaguete, Cang’s Inc., Holy Child Hospital , and geothermal giant Energy Development Corporation.

Under the SPES, the recipients pay 60 percent of the salaries of the student workers, while the national government, through the DOLE, covers the remaining 40 percent.

College students are prioritized for the SPES although, if the quota is not met, high school students may also apply and qualify for the program.

Private recipients are urged to offer a salary not less than the minimum wage, currently at P255 a day, although LGUs are unable to do it, as they rely on available funds, Villaluz added.

Dumaguete City has already pledged to increase the number of SPES beneficiaries this year to 200, from last year’s 150, Villaluz said.*JFP

Sagarbarria hits back:I have priorities, too

Mayor Manuel Sagarbarria lambasted members of the Sangguniang Panlungsod who questioned the propriety of the construction of an environmental training center for Dumaguete.

The mayor told the so-called fiscalizers in the council that they may have their own priorities, but as chief executive, he also has his own priorities to implement.

He, however, stressed these priorities are implemented without railroading the process and with the imprimatur of the city legislative body, in the spirit of transparency.

The mayor said he felt insulted when called to appear during the question hour while accepting the public apology of Vice Mayor Alan Gel Cordova who earlier admitted lapses in the preparation of the agenda.

Sagarbarria reiterated his earlier pronouncements that he is working on three different categories. These are priority, essential, and necessary.

The concern for the environment may not be his priority, the mayor said, but it does not mean the city is not doing something to address the garbage situation at the Candau-ay dumpsite and the effects of climate change.

In fact, close to P18 million from last year’s calamity fund had been allotted for climate change adaptation, preparedness and mitigation, while 70 percent of this year’s calamity fund will also be used in addressing environmental concerns, Sagarbarria said.

Earlier, Councilor Manny Arbon questioned the construction of the building worth P2.7 million when there are more pressing problems to attend to at the garbage dumpsite.

Councilor Kenneth Jo Arbas stressed that the power of the legislative body does not end when the ordinance is passed, and that, it can question the wisdom of an ordinance even after its approval.*JG

PPA eyes 2 infra projects for city port

Two major infrastructure projects are being implemented at the port of Dumaguete City for the comfort and convenience of all the stakeholders, the riding public, and port users of the city and Negros Oriental, the new port manager, Annie Lee Manese, said.

These are the concreting of the road leading to the entrance and exit gates of the Philippine Ports Authority to the tune of P5 million, and another P6 million for the rehabilitation of the seawall in the southern portion of the port.

This developed as negotiations are ongoing to clear the exit road of vendors in order to pave the way for a smooth implementation of the project.

Manese, who assumed the PPA post last month, met with Looc barangay captain Angelita Ragay yesterday to agree on a temporary relocation site for the vendors, even as plans are hatched for the construction of a vendors plaza inside the port area.

She said the PPA hopes to transfer the base port terminal office to the old passenger terminal building, once it is renovated, and that, the base port terminal office will be converted into a vendors plaza to accommodate those affected by the clearing operation.

Manese, however, stressed these are all plans that need funding support.*JG

100-bed dorm at NORSU mulled

A 100-bed dormitory for government scholars is expected to rise at the Negros Oriental State University-Guihulngan campus, some 121 kilometers north of Dumaguete City.

Board Member Jessica Koppin Villanueva, chairperson of the Negros Oriental Sanggunian committee on education, allotted P300,000 from her priority projects fund in addition to a P1 million pledge of support from Sen. Peter Cayetano.

Villanueva said she wants the P3 million dormitory constructed within the campus to free the scholars of daily transportation costs, considering that most of them come from far-flung barangays and municipalities of the first district.

To save on labor costs, Villanueva suggested that the Army’s engineering brigade undertake the construction, with Guihulngan Mayor Ernesto Reyes taking charge of the sand and gravel supply for the two-storey building, including the salary of a caretaker.

The dormitory will have provisions for a kitchen, a backyard, laundry area, a mess hall, study room, and possibly an internet connection to be used by the scholars for research purposes, she said.*JG

German entity, DTI to train Negros Oriental SMEs

DUMAGUETE CITY, Negros Oriental – The Department of Trade and Industry (DTI), along with the German International Cooperation (GIZ) is set to conduct a planning workshop for members of the Negros Oriental Small and Medium Enterprise Development Council (SMEDC) on March 14-15 at this city’s Bethel Guest House.

The two-day seminar will highlight the formal turn-over of SMEDC chairmanship from former Governor Jose Baldado to Governor Roel Degamo who has given his nod in being the incoming chair of the Council. The new set of officers will be inducted during the same occasion.

Department of Trade and Industry (DTI) 7 Provincial Director Javier Fortunato said the activity will review the SMED Plan 2004-2010, particularly its accomplishments under priority programs and industries.

The workshop aims to harmonize and compliment the province’s development plan with both regional and national SME plans.

Also, council members plan to complete an action plan which seeks to increase the contribution of SMEs as primary engines of growth and spur them to attain higher performance levels. (Phoebe Jen Indino)

Jo’s Chicken Inato restaurant has a cozy garden area with a very Filipino motif. While the garden’s furniture is made of bamboo, the tables inside are made of cross-sectional cuts from a narra tree. To be more pleasing to the senses, they serve their barbecued chicken in platters of banana leaf with rice and pickled of papaya or, “atchara.” People are encourage to used their hands when eating at this place ala “kamayan style”.

Exactly. The old interior set-up of Luce severely failed in the revised International Building Code for Fire Escape Safety and as well for the Handicap Code... So they had to renovate.

DUMAGUETE CITY (PNA) — The Department of Science and Technology (DoST) has spearheaded a strategic planning session for the development of the Dumaguete City Public Library, which the city government wants to transform into a more suitable facility for a university town.

Dumaguete City Mayor Manuel Sagarbarria earlier expressed his intention to support the development of the city public library.

According to Gima Cornelia, the city public library is a recipient of the DoST grant of P200,000 for the first phase of the implementation.

The expedition of Ferdinand Magellan that arrived in the Philippines on March 16, 1521, and the succeeding expeditions in the following decades, has not been able to reach the island of Negros. It was only in 1571 or fifty years later when Legazpi came that the Spaniards discovered the island of Negros. Historical accounts compiled by Prof. Caridad Aldecoa-Rodriguez, a renowned local historian, have in her book, "“Negros Oriental and the Philippine Revolution”, that while anchored in the island of Bohol, Legaspi dispatched a frigate to reconnoiter the coasts of the islands that were visible from that point.


Legaspi and his men found the natives inhospitable, but there were plenty of food in the island. It was during the time of Legaspi that distribution of big tracts of land (encomiendas) to 15 encomenderos residing in Cebu and Iloilo was done. Three of the encomiendas were the Rios de Tanae (Tanjay), “Davi” (Dauin) and “Monalongon” (Manalongon) in the southern part of Negros Oriental. Tributes collected were, however, sent to Cebu or Iloilo governments where funds of Negros were administered. It was in 1734 when a separate military district government was established in the island.


As settlements in Negros Oriental continually grew and swelled out to other points along the coast, the sugar cane plantation expanded just as fast. Meantime, the government officials who resided in Bacolod could hardly cope up with government functions and rarely visited the Oriental part due to the inadequacy of roads and difficulty in communication facilities. Consequently, the socio-economic life of the Oriental Negrenses suffered a great setback. There was a pressing need for more officials to supervise closely government functions such as strengthening defenses against devastating Moro raids, apprehending and trying criminals, and opening of more curacies. A petition to separate Negros Oriental from Negros Occidental was presented to the Governor General, recommending the town of Dumaguete as capital. Thirteen years later, Governor General Valeriano Weyler, in compliance with a royal decree dated October 25, 1889, established Negros Oriental as a separate province on January 1, 1890 with an estimated population (the Negritos living in the hinterland had no accurate counts) of 94,782 consisting of 17 towns of Guihulngan, Jimalalud, Tayasan, Ayungon, Manjuyod, Bais, Tanjay, Amlan, Ayuquitan, Sibulan, Dauin, Nueva Valencia, Bacong, Dumaguete, Zamboanguita, Siaton and Tolong. The appointed Politico-Militar was Joaquin Tavera.

The new province left no time concerning itself with local administration and development. Public works and other needs of the towns were attended to with public funds. A court of peace was put up in every town and, at the provincial capital town, a Court of First Instance. But in the later part of 1898, Negros Oriental rebel forces, under the leadership of Don Diego de la Viña, succeeded in driving the Spanish forces and government officials from all towns. On November 25, 1898, the Provincial Revolutionary Government of Gen. Emilio Aguinaldo was established in Dumaguete, the capital town, with Don Demetrio Larena as Presidente.


On April 9, 1901, the Second Philippine Commission under the Chairmanship of William H. Taft, arrived in Dumaguete. On May 1, 1901, the civil government under American rule was established. On August 28, of the same year Dr. David S. Hibbard founded Silliman Institute now Silliman University.


In 1924, Hon. Herminigildo Villanueva was elected Governor and a Capitol Building was erected. The province experienced real war in a grand scale when World War II broke out in December 1941. The war, aside from the physical devastation wrecked throughout the province, also left painful scars, which up to this date remain unhealed. But the people came out stronger and more determined. However, the people found out that the political independence they gained did not equate economic independence and self-sufficiency. The struggle for the improvement of the quality of life still remains a quest for every Negrense along with the rest of the Filipino nation. Ninety years after 1901, the Local Government Code of 1991 (LGC) was made into law and took effect on January 1, 1992. With the advent of the LGC, a new era in local government finance and administration of reelectionist Governor Emilio C. Macias II spearheaded Negros Oriental in the development of the ‘90s.

When the Spanish explorers landed in Negros Oriental in 1565, they found natives who called the place “Buglas”, named after a kind of tall grass resembling the present-day sugar cane plant. Buglas grass was then abundantly growing in the island. The Spaniards encountered many black people with black kinky hair among the inhabitants, they called the island Negros. Kabilin, a book on provincial history, edited by Merlie Wenceslao and Bobby Villasis, mentions what seemed to be the first known documentary reference to the island of Negros appears in an atlas drawn in 1545 by the renowned Spanish cartographer Alonso de Santa Cruz (c.1490-1567). Santa Cruz’s map bears the legend y de Negros, probably derived from reports of the presence of small black people (negritos) on the island. Thus, a score of years before the Legaspi expedition, the Spaniards already knew the island of Negros by this name. At that time, there were two (2) types of forest dwellers, the black natives called Ata or Agta (Negrito) and the Proto-Malay also known as Bukidnon with dark brown skin.



Along the coastline dwelt the natives of Malayan heritage who were engaged in little agricultural activities and barter trading with the Chinese and other Asian merchants who came as early as the 13th century. Although no written documents have been found, artifacts and relics belonging to the Sung Dynasty period in the 12th century were excavated in the towns of Bacong, Bayawan (now Bayawan City) and La Libertad in Negros Oriental and Escalante in Negros Occidental. This indicates a flourishing trade and commerce with other neighboring countries such as China, India and the Malayan peninsula.

Cable TV goes digital in outskirt villages

Fil Products Cable TV Inc. in Negros Oriental is going digital and has started providing services to the outskirt barangays of Dumaguete.

Girlie Bernardez of Fil Pro CATV-Dumaguete said they are now penetrating the barangays outside of the city proper as the company intends to go fully digital across the province in the coming months.

The company has already switched on its digital system in many parts of Dumaguete, although some areas still remain on analogue mode while upgrading continues, she added.

Fil Products is the first company to introduce cable TV in the province about 20 years ago, through the efforts of its proprietor, Cebu-based Filipino-Chinese businessman, Nonito Limchua, Bernardez said.

Currently, Fil Products is serving 22 towns and cities in Negros Oriental from Bayawan in the south to Guihulngan in the north.

To date, only Basay, Mabinay and Vallehermoso have not been reached by the cable TV company.

It also has full digital cable TV systems in Bacolod City, Negros Occidental, and Butuan in Mindanao, apart from other coverage areas in the Mindanao region, Bernardez said.

Fil Products CATV offers 124 channels for subscribers already enjoying digital cable TV connections in many areas, she added.*JFP

Using of flash has always been prohibited at the Luce, so I had to use manual settings for my camera...Still, the crew noticed the red LED tracing light of my camera (which I didn't notice was on that time) so I had to stop shooting. I didn't know how to put off the red tracing light by the time I took this picture...

DOST leads library upgrade plan

The Department of Science and Technology has spearheaded a strategic planning session for the development of the Dumaguete City Public Library, which the city government wants to transform into a more suitable facility for a university town.

Mayor Manuel Sagarbarria had earlier expressed his intention to support the development of the city public library.

Gima Cornelia said the city public library is a recipient of a DOST grant of P200,000 for the first phase of the implementation, the amount of which was used to purchase equipment like computer units, a printer, and books for the library.

The planning session recently was participated in by non-government organizations, civic groups and librarians from different universities, colleges and public schools in Dumaguete City.

Cornelia said the second phase of the DOST grant requires the city government to expand and enhance the services of the city public library that is comparable to the university library.

Part of the plan is to make the library a place for discussions and researches not just for students but from all walks of life, she added.

Suggestions were also relayed to improve the library include establishing a Wi-Fi zone, computer units and Internet connections, and provide more space for library users plus acquire more books, reference materials, as well as improving the catalog of the books through a computerized system.

At present the city public library is serving an average of 400 users a day from 8 a.m. to noon, and from 1 p.m. to 6 p.m., during Mondays to Saturdays, Cornelia said.*JFP/MA

^^ I think it's not SU that is being "arte".. SU welcomed Jollibee with arms wide open regardless on what color it would be or what form it would take... But National Historical Institute opposed the idea of a stand-alone Jollibee to be built within SU campus. FYI, SU campus is a National Historical Landmark so NHI had to intervene and SU cannot do anything about it.. So, to make the long story short, SU, Jollibee and NHI came in to terms and that Jollibee should just alter it's design so as not to become an "eyesore" in the campus.... NHI said it should adhere to the old american stick-style architecture of most of SU's buildings otherwise Jollibee should just have to build somewhere else outside SU campus..... Mutusha! :D

The Bureau of Internal Revenue District -79 in Dumaguete City has maintained its position as number one in the tax collection efforts in the entire Revenue Region 12, making it a member of the billionaires club of the BIR.

Revenue District 79 has collected a total of P1.229 billion in 2010, which exceeded the target collection by P143-million.

In January 2011, the revenue collection was pegged at P90-million, which made the BIR District 79 number one in Revenue Region 12.

According to District Revenue Chief Cresencio Agad, he was instructed by BIR Regional Director Atty. Araceli Francisco to duplicate the 2010 tax collection performance in 2011.

He said 2010 has been a good year for BIR District -79 which he attributed to the massive tax campaign through the tri-media.

Atty. Francisco is challenging District -79 to continue and strengthen the tax collection effort since the latest tax collection target would increase 20 percent of the tax collected in 2010.

Agad said he is confident that they can achieve the target tax goal with the growing economy and business investments in Negros Oriental and the nearby province of Siquijor, which is part of his office’s coverage area.

Education for all in Dumaguete City

Our beautiful City of Dumaguete is popularly known as the “University City,” the “City of Gentle People,” the “Motorbike Capital” and a gateway to adventurous pursuits to a number of tourist spots in Negros Oriental. What else could we ask for? The presence of several colleges and universities, the no less than twenty (20) public elementary and secondary schools, and a number of private schools located within the thirty (30) barangays of this small and progressive place give rise to being a university city.

Access to any educational institution is not a problem. One can take a tricycle ride for only P7.50 or even walk to the nearest school with a maximum time of 10 minutes.

But in spite of this “scenario,” our beautiful streets still abound with school-age children and young adults working as caretakers or as “park boys” of motorcycles and other vehicles parked along the streets during class hours on weekdays. Some are seen along the boulevard, hospital and church compounds, and a lot more in the public market. Small kids of primary age are also found loitering and playing around. Why are these children seen in these places during these hours when they are supposed to be inside the classrooms? More so, the number grows bigger in the evenings which is the threat to their studies if they are “in school.” One would ask where their parents are and how much concern they have for their children. How about the teachers, are we doing our part? How about the government and other concerned officials? What can we do for them?

What happened to EFA (Education for All), and Republic Act 9155, otherwise known as the Governance of Basic Education Act of 2001? This is the legal mandate for the decentralization of Governance of Basic Education in the Philippines.

Its Declaration of Policy states: “It is hereby declared that the policy of the state to protect and promote the rights of all citizens to quality basic education and to make such education accessible to all by providing all Filipino children a free and compulsory education at the elementary level and free education at the high school level. Such education shall also include alternative learning systems for out-of-school youths and adult learners.

It shall be the goal of basic education to provide them of the skills. Knowledge and values they need to become caring, self-reliant, productive and patriotic citizens.”

“Free and compulsory education,” as it is declared for the elementary level is a “gift” for parents who care. This is supplemented with the feeding program by the Department of Education and the government. Alternative Learning Systems is also implemented by the Division of Dumaguete City and other division of Negros Oriental for the out-of-school youths and adult learners. For the High School level, there is the “Open High School” Program going on at the Dumaguete City High School wherein working students of high school age and above can enroll just by answering at home seven modules for the seven subjects and reporting to the teacher in charge once a week for the examinations. If the students quit school, there is the Philippine Educational Placement Test (PEPT) for the in- and out-of school youths whose ages are higher than their grade levels.

What else can be done for these children? What move can we do to help solve this problem?

This is a challenge to all Dumagueteños, especially the educators and most of all, the Parents. Let us unite and support the “University City” by supporting Dumaguete for All, All for Dumaguete!

What could have been a simple choice of priorities between the legislative and executive branches, could yet turn into an upset over the goodwill and trust between the two independent policy making bodies of Dumaguete city.

First, City Mayor Manuel Sagarbarria found out thru his fiscal officers that P2.7M in savings by the Perdices administration is available for use.

The City Development Council then recommended that it be used to fund the environment center which is to be built within city hall office beside the COA office.

The city council approved the matter.

But what irked three council members Kagawads Remollo, Arbas and Arbon (the known fiscalizers) is why the mayor’s office and CDC made P2.7M a priority over the council’s choice of garbage disposal and dumpsite which is now rotting in Candau-ay.

So the trio using their oversight powers, sought reconsideration for the environment center and would have opted to prioritize the dumpsite option. It failed to be carried.

So they now in turn, started raising further searching questions like:

Why is there no program of work for a small office, that opts to spend P2,796,571.90 for an environment center. What are the details. (Mayor’s explanation in a related story on page 1.) They invited the city development council and the mayor to enlighten them but nobody among the invitees showed up in Friday’s session.

Vice-Mayor Cordova publicly apologized for the lapses, in inviting the mayor who is a co-equal officer and some kagawads themselves. Planning Officer Josie Antonio and Local Chamber Head Eduard Du did not show up at the session hall although he was at the mayor’s office.

The CDC execom is asked to shed light on the matter next week.

Info on gov't programs to be brought to grassroots level

DUMAGUETE CITY, Negros Oriental, Philippines — Aiming to communicate information on Government’s development programs closer to the people, the Association of Government Information Officers (AGIO) in Central Visayas recently conducted a planning workshop to reach the grassroots community level.

During its annual planning workshop, AGIO 7 President Eddie Llamedo of the Department of Environment and Natural Resources informed that the association will “do its part in overall efforts to deliver government services to the people especially to the poorest of poor communities.”

Llamedo said the planning workshop was done for the association’s own objectives in sustaining and improving information advocacy support for Government’s programs and projects.

The AGIO7 head also said that the recent activity gave a chance for AGIO members and officers to share meaningful learning experiences and contribute ideas that could help meet the association’s targets which in line with the Aquino administration’s priority programs.

The AGIO-7 members are divided into six committees namely, information caravan, media affairs, membership, TV and radio programs, fund raising, and capability and training programs.

The group has already conducted several medical missions in the region, even as thousands have already benefited from its various activities since it was established in 1989.

AGIO-7 has 64 members from various different government offices across the region.

Last year, the association undertook such activities as information officers training, information caravan with medical-dental mission and others in support of programs and projects of different government agencies, including plugs on television and appearing on broadcast media to speak and inform people through television and radio about government’s priority programs and pertinent issues.

FOR THE WEARY TRAVELLER

Since the Municipality of Sibulan is also a haven for travelers plying Sibulan to Cebu because of the Sea Port, the Municipal Government of Sibulan conceptualized the construction of a structure aptly called, Travellers’ Inn, which is intended not only for those travelling or those who will be stranded during their travel but also for everyone interested to rent or use the building as for tourists, both local and foreign with an area of 175.5 square meters.

The building’s blessing and inauguration was done immediately after the Independence Day Celebration last June 12, 2009.

Travellers Inn has six rooms in the 2nd floor. Each room can accommodate two persons. Three rooms with air condition units to provide more comfort for the lodgers. The ground floor has two stalls for commercial use and that the structure can be extended to accommodate more people.

T'was less than a hour's time before i arrived in what is known as the most photographed waterfalls in the whole province of Negros. 9.2 kilometers away from the sleepy town of Dumaguete is Valencia. Heard about it? Yes! Valencia is a popular town for adventure and thrill-seekers. Studies show that 65% of the town's geography is hilly terrain, and at 500 meters above sea level, it surely compliments the scenery here with the cool temperature. If you like to commune with nature, by all means... make your way to Valencia!

Casaroro Falls is a feat! The challenge begins 20 minutes before arrival because you'll be faced with the worst road ever. Picture this: 10 minutes bumpy ride. 5 minutes walking because one can only ride the motorbike. 5 minutes more bumpy ride. To be honest, no complains because it actually adds to the charm. It prepares you for that off the beaten path vibe!

It's a great first day for me as i was able to navigate the lush forest and this awesome waterfalls that's been visited by travelers like me who want to get as close to nature as possible. Casaroro Falls is one of the best places to see when you're in Negros. Take note of that!

350 f^ck*n steps! Those steps, i will never forget them. It seemed endless to me. I have to be honest in telling you, it's not an easy way going down, worse is going up! Get fit and exercise those muscles, you'll need them. A lot!

What to bring with you: A light backpack with the following--bottled water, snack bars when you get dizzy, and swimming clothes. I highly advise wearing cross-trainers. Those beloved flip-flops won't do you good as the rocks nearing the falls are a little slippery.
NO LITTERING, PLEASE!

Going down is exciting, as you count 350 steps further down, you can hear the gushing sound of water from the falls. The scenery awakens your senses, increases your curiosity and prepares you for a thrilling adventure anytime soon.

After a day of riding the motorbike with my guide, it's inevitable that i will swim. Braving the cold water, i managed to wash away all the stress cells looping inside my head. My guide must have sensed already how happy i was that he said i should take my time there. I did. Until two lost Americans arrived there, i had the falls to myself. Brilliant!

Going up, it's not actually exciting. It's friggin' tiring! I say... no to smoking!

Welcome to the Shrine (Fil-Am Japanese Shrine)

The commemorative shrine is actually a tall pillar with a solid concrete base. The pillar has three angles, making it appear 3 sided similar to a triangle. These three sides represent the three countries: Philippines, United States of America and Japan. In 1977 it was erected and unveiled by the war veterans, the surviving families of the water veterans, and the descendants of those who marched and died in the same war. Other people who were in a way a part of the war joined the unveiling ceremonies. The shrine was declared a historical monument shortly after it was constructed.

The trip going there is not for the faint-heart as it passes through some of the most ridiculously steep roads in the whole of the province. When it rains, head back. If the weather is good, you might need a 4 x 4 or a high-powered motorbike. I rode the latter and sometimes i had to go down when the road is a little too tricky to navigate. But for those who manage to continue on, you'll be gifted with jaw-dropping views of valleys in unexplainable proportions. It's one of my personal favorites, actually!

Scooting down the improbable roads, i glanced upon and saw the might, rugged mountains of Valencia. I stopped by in one of the many sheds and asked my guide to take my photo. It was a refreshing scene to be able to walk around for a bit with that view. I saw a couple of old men and little kiddos. It was fascinating to note that these people actually see this kind view everyday. I envy them so much.

Looking back and seeing my photos made me appreciate life even more. I thank God that i was blessed to be able to visit such a beautiful town. Valencia moved me in such power. People ask me where's my most unforgettable experience in Negros, and i couldn't think of a better candidate as top 1 than riding the motorbike 2175 feet above sea level on the gorgeous mountains of Valencia!

Rising above 1000 meters above sea level, hail to one of the gems of Oriental Negros' tourism. A major attraction in the region is the beautiful and awe inspiring 'Twin Lakes'. When you're going to Dumaguete, a day spent in Twin Lakes should be one of the best experiences you could ever have in this side of the world.The calmest and most serene place in the whole province was also my last destination, and i must say.. it couldn't get any better than this.

My guide has been insisting that i have to pay a visit because he really wanted me to see what this spot has to offer. 6 kilometers from Dumaguete is the town of Sibulan and 12 kilometers west of Sibulan + 20 minute scenic ride cruising along impeccable winding paths on high altitude, will get you to Balinsasayao Lake. On my way going there, i rode the motorbike yet again, and passed by such an amazing coastline. The trip was exciting because i got to pass by the national highway and see the beautiful view of the ocean and next door neighboring province, Cebu.

Lake Balinsasayao is a protected national park. Before disembarking, you will have to sign and pay a minimal fee of P10 issued by the Republic of the Philippines to enter. This fee goes to the rehabilitation and protection of the national park. Years have passed, and local hunters and "kaingeros" have continuously cut down timber. This illegal activity has resulted to an alarming rate fall of the water level in the lake. I think this issue needs to be resolved quick before this place turns into a barren basin.

Lake Balinsasayao is gaining popularity among adventure-seekers for its beautiful diversity of flora and fauna. From rare species of birds to beautiful and wild orchids, Lake Balinsasayao offers the richest and best ecosystem. Fishing is another popular activity here. Carp, catfish, tilapia are frequently swimming in this fresh water lake and most of the day-trippers would fish and cook their fresh catch. Likewise, you can just ask the local fishermen and buy from them. Native huts are built, where one can rent and enjoy the view of the beautiful lake while savoring a delicious feast.

If fishing is not your thing, you could rent a boat or a kayak. On the other hand, one can also enjoy the sight from the cliff by trekking to the other side of the ridge. Most people who go here have brought with them their packed meals. if you forgot to bring yours, don't worry because there's a canteen before the descend to the lake. If this was in Thailand, this place would be part of an adventure day tour - hence, a steady inflow of tourists. Let's help out the tourism industry here, shall we?!

By the way, for happy campers it's good to note that there are areas around the lake where you could pitch in your tent. I reckon it would be an awesome experience to camp out here, in the middle of the jungle and just commune with nature.

Be reminded that the water isn't shallow. A few steps from the bank, the water goes to a deep slope which others say descend up to 90 meters. But i couldn't fathom the thought of going to Lake Balinsasayao and not swimming. It's just not right! ha ha So, there i was braving the cold water and swimming, together with the little Negrense kids. What a beautiful experience!

Lake Balinsasayao is embraced by four mountains: Mount Mahungot to the south, Mount Kalbasan to the north, Mount Balinsasayao to the east and Mount Guidabon to the west. The air is cool here and the breeze of the wind makes it an ideal place to spend an afternoon. I just loved my stay here even if it was just a short while. Do you know that this portion of Sibulan is said to be the home of a remarkable number of species: 180 different kinds of trees, 113 birds, 27 mammals and 49 reptiles and amphibians, making it a national park?

If there's one thing i regret not doing, it is staying longer here in Lake Balinsasayao. It's so beautiful and calming that I swear, i forgot all my worries. All the apprehensions of what was waiting for me when i get back home, all gone and forgotten about... Meditation is a recommended activity here, and as advised - during sunrise and sunset are the best time to enjoy the 'Twin Lakes'. I always found myself weirdly smiling all the time here. It seems there are still places in the world, where one could just forget about the worries of tomorrow, and just smile, like there's no tomorrow!

I asked the people manning the port. They were no help, to be honest. There weren't any schedule of boats leaving and arriving displayed, only price list of boats. A small boat for 4 people costs P1500 i think. A bigger boat that can fit 8 people costs roughly a few hundreds less than P3000. Of course, it's impractical for me to take either of the two considering I'm just traveling solo.

I puffed a cigarette and started to wander around. A few minutes later, a lady approached me and said she'll ask the group she was traveling with if they can squeeze one more. Thankfully, they said Yes. I paid for my share, around P300 or $5.

A few minutes later, i carried with me my backpack, slipped my flip-flops somewhere in the mesh pocket of my bag and was half-way the water when i realized the shorts i wore is the last pair i have. Who cares?

If you want me to tell you that the water from Zamboanguita to Apo Island is calm, i will be lying. It's rough and most of the time i was holding tight to the wooden deck where i was sitting and holding hands with a bamboo stick so i won't lose my balance.

I can see why this island is famous. It has this certain vibe where i know i will be amazed of what it has to offer. As soon as i arrived, i told the family i was traveling that i will be going on my own. They really wanted me to sit with them and eat because i didn't bring any food. As much as i want to mingle, i just have a no-talk policy for now. I want to relax, unwind and do this solo-no-talk therapy. We parted ways and planned to meet up around 3-4pm later that day.

After paying the entrance fee for about P100 or $2, i also paid the Marine Sanctuary fee for P50 or $1. I rented out a snorkel and aqua shoes ( i should have brought mine) and proceeded my way to the other side of the island where the sanctuary is. I passed by the village and was greeted with friendly smiles from the locals. There were a couple of shops, a few eateries and huts opened to give in to the growing number of tourists in Apo.

First things first, i am running out of clothing. Seeing the sea gypsies selling those funny Apo Island shirts was like Manna. I bought a couple of shirts as i still have a few days left before i fly back to Manila. I have no more clothing. Then, i was off to the underworld!

If you think the sanctuary looks plain and boring, wait till you see the world down there. It's really amazing. I've never spent that long time snorkeling. I swam away and far out to sea where it's deeper. The corals were spectacular and the fish were just so playful. Saw clown fish, a couple of sea snakes and other colorful fishy-fishy. I saw them dancing, doing the yin yang poses and swimming back and forth. I was ecstatic. (Remind me again to finally buy a digital underwater camera).

After seeing all the wonders plus a sea snake. I slowly flipped away from the sea to the shore. ha ha ( Scared as hell!) I went to Apo Island Resort to eat lunch. It was a good meal, actually. After communing with myself for a while, i ordered for chicken adobo, garlic rice, potato salad, two bottles of 8 ounce coca cola and 4 bottles of San Mig Light. I was in heaven. And it only cost me less than P500 considering it's a high-end resort.

I sat there and watched as the waters glimmer, the rocks boasting its might and a couple of local tourists from the city speaking their native tongue. I don't understand Cebuano but i could sense that actually, they were talking about me. Who cares? ha ha

The rest of the day was spent doing absolutely nothing, which i loved. I would walk around and swim every now and then as i finish my bottle of beer. I regret not being able to snorkel some more near the rocks as i have heard great reviews about the place.

I was back to where the boat docked. It was about quarter before 4pm and i was just admiring the beautiful sun as it slowly dies. I see fishermen, little kids playing and dozen foreigners getting prepped up for a late afternoon dive.

I was told that this day was the day the people saw about five turtles swimming a few meters away from the shore. That was happening while I was goofing with one little kid as he tries to hide from the lone tree.

To be honest, i won't stay longer in Apo Island. A few hours was enough for me. I loved the vibe and the wonders underwater. I was searching for a place where i could feel i was discovering it, and not just touring it. I saw so many tourists and these tourists wind up doing the expected. I couldn't say i did something unique. At least, i had good sun and swim.

To the right are the cute huts of Apo Island Resort facing forward the majestic rock. If you look closely, there's a text written on it. I am not sure if this is the work of vandals. Slowly, the island of Apo fades away from the horizon.

The view from the boat was spectacular but again, the water was raging. I got to chat with the family: the father, the daughters and sons. Later on, i found out that the father is working in the states as an engineer and he just came back to Dumaguete for a short vacation. They are going to Apo island for a short vacation. Here i am, ruining their precious moment together. But it's okay, i felt at home with them. I suddenly missed my family. If only they know how my trips build the best of me, they would be proud of me.

I looked up in the sky as the sun sets and saw what's ahead of me. God, Negros is so beautiful!

After arriving in Zamboanguita, i was ready to head back to Dumaguete. As i was cleaning my feet from the sand in one of the poso, the family approached me once again and told me to hitch a ride with them heading back to the city. I left Zamboanguita via a multi-cab which the family owns. I passed through quaint little towns on my way back to the city. In between looking at the window, i share a laugh and smile for the family i met showed me what kindness and generosity is all about.

I couldn't get enough of Valencia. The town is blessed with so many natural wonders that i have to see all of them for myself. Early in the morning, i called up my guide and off we go 20 minutes from Dumaguete, back to my personal pick, Valencia. I've read about "Pulang Bato" and it's indifference to the other waterfalls found in the region. So i thought, i have to check out this place.

It was nearing the eve of New Year when i went there and so many families of big groups have taken over the little huts for rent. I didn't mind as i had a fabulous lunch by the bay in Siaton earlier. All i needed was a cool swim. It was a beautiful ride going to Red Rocks "Pulang Bato", passing by quaint baranggays, forested areas, hilly terrains, PNOC Geothermal Generating Plant, and of course the mighty molten hot rocks.

When i got there, i was amazed how beautiful the falls is. Breathtaking is not even enough to describe the falls. I have to say it looks surreal but beautiful. The color of the rocks, reflect the water unlike anything I've ever seen. It was astounding to see the image from the guide book i've read, up close and personal. I just sat there admiring. Wow!!! Truly, a wealth of wonders out here! Everything was perfect, until i was rudely interrupted by...

Public Display of Affection

I have a story to tell. I am not against foreigners visiting the province. Apparently, they're just too many of them in Negros. I am a lover of romance, and whether it's between two foreigners or one with a local, it's alright with me. I arrived at Red Rocks waterfalls with much innocence. There were little kids happily playing, and families of big groups enjoying their lunch. In short, it's such a wholesome place, to begin with.

I saw two beautiful local girls with two Caucasian men. As i head to another direction to get away from everyone, i had a better view of them two couples. A few minutes later, the scene just made my jaw drop. They were making out. Ok fine. They were making out infront of everyone. Ok fine, maybe they will stop. But they continued on with their activity and they know they've been looked at.

I stared at them to give them an impression that "c'mon, find a room if you must!" Then, the crowd got curious. Armed with their cellular phones and their 3 megapixel cameras, they started taking photos and videos of them.

What the hell is this? It became a circus, just like that!

I don't condemn the act because if it's made up of love, so be it. But the country is relatively conservative, and acts as such may cause a stir to local men and women. I am seriously alarmed at the kind of picture this is.

I have a lot of foreigner friends, and as they come over i often tell them that The Philippines is a conservative country. Amidst modernization and globalization, the people here are still equipped with values of decency and morality. I always tell them that it's just the way it is in the country. All I'm saying is, the issue is not even whether it is right or wrong to do such acts in public areas, it's the fact that RESPECT should be shown greatly to a country you're visiting, wherever it may be.

I left their sight and focused more on the beauty of this awesome wonder!

Pulang Bato is Gorgeous!

After swimming for a bit and enjoying the cool mist of water from the falls as it cascades down the natural cold tub, i managed to hitch a ride going back to the city. I knew already that i wanted to stop-over to the molten hot rock formations we've passed by earlier. Alex (guide) and I wondered for a bit at this stop.

It was an interesting stop for me. I haven't been this close to any volcanic action. And there were many onlookers too. If you're heading Dumaguete, make your plans to Valencia for Red Rocks!

Dumaguete, the capital of Negros Oriental is a beautiful city to travel to. It's one of the most scenic provinces i have been to in Visayas and one of the most relaxing too. I would often recall passing by the streets and admiring how simple life is here. It's not as commercialized as Cebu, though it's not as quaint as Guimaras or Siquijor. It's just right. There are a lot of expats who consider dumag-we'te their home, and i couldn't agree with their decision more. I would want to live here too, to be honest.

Apart from its rich history and culture, the most i can remember in Dumaguete are its people. I often walk around and observe the charming locals and their seemingly infinite smiles. Sometimes, i would just sit and look around. These images were already enough to make me smile.

Walking along Rizal boulevard anytime of the day, you could feel the intense passion and love overflowing. There's just love in the air, and it's inspiring everyone. It will touch your core without even knowing it. It seems Roxas boulevard has some competition over here. If you read this blog, you would notice my fascination for couples sitting by the bay and how i love document couples whether it is in Manila or Phnom Penh. Them holding hands and expressing their devotion for one another.

The people of Dumaguete are warm, accommodating and friendly. They are down to earth and respectful. They value the simplest things and they are open to sharing their life even with non-locals. They don't see the facade but they get to know the real you, your heart and soul. They are good friends too.

I don't know any better way to describe the city than to tell you the story of my driver/guide/friend. In my opinion, he surely symbolizes what the city is all about, and what it represents.

Alex is about the same age as mine. Late 20's and has been working really really hard everyday to earn for his family. He is a father of three adorable kids, one of which is sickly. His wife works for a resort/guest house as a waitress. Through the days that he's been there to drive me through the highs and lows of Negros, I've come to know an awesome man. I surely learned a lot of lessons from him, those of which i carry with me now as i write this.

He loves to share his childhood story, of how he loves the ocean and how he and his friends would often set to the sea to fish. He free-dives a lot and at one time, he almost lost his life. He would often tell me to hit the beach whenever i feel unwell. For him, the ocean is the best remedy to any illness. As he grows older, he started seeking for greener pasture, taking odd jobs like bar tending in Sumilon Island, instructing foreigners to dive in Panglao Island and even working as a household help in Dumaguete. One thing i noticed about Alex is that he is proud of his accomplishments. He asked me what i do for a living, and of course i mentioned a career unfamiliar to his ears. Never did he feel inferior of his job.

He saved up big bucks for his family. Living in Dumaguete, you don't need millions. Life in the gentle city is simple and cheap. Now, he's been able to provide comfortable living for his kids and a lovely wife. Early last year, he was able to buy his own tricycle. He would also talk about his usual customers, those Japanese living in Siquijor. They would often call up Alex to drive them around town buying supplies to take home with them. On one of our talks over SMB in Rizal boulevard, he told me how proud he is of the province. He lives in a small town called Bacong. Everyday he would take turns with his wife in picking up their little one in school. He is proud to add that his greatest achievement is providing his kids with good education. It was about an hour before midnight when his daughter texted him asking him when is he coming home. His family is that close, and he would often bring home something to his daughter whenever he comes home late at night. That is the only time, little daughter can sleep.

He would often ask me about my life in Manila but i would often cut my answer short. I often tell him, life in Negros is simple and pleasant. Life in Manila is comfortable but busy. I told him how time always seems short in the bustling capital of the Philippines. One day, coming back from Valencia, he wanted me to meet his niece, a child of a Spanish mestizo and a local from Negros. Alex would often worry about his niece's safety. The girl is lovely and just like any other place in the world, she catches so much attention. He is proud of her and that she studies in a international school.

Alex wanted me to see all the sights in Negros but time is running out. He initially wanted to take me far out of town but i needed to fly back to Manila. I had to give it to the guy for driving me all the way to the mountains and spur of the moment trips to little baranggays and magnificent cliffs, and for being patient to stop every so often so i could mingle with the people and take decent photos. He always gives a shy face whenever i ask him how much he will charge me for the trip. Never did he put a price.

Before i left Negros Oriental, we chatted for a bit outside the airport over a few bottles of SMB. It was such a good time to spend my last hours in the province. In all of the time that i get to chat at Alex, i could sense his sincerity and honesty.

Looking back now, i come to realize how Alex symbolized so much the province. He is a man of great dignity and respect. He values family, friendships and God. He is a man who lives for the present and future. Just like the province, he's cautious of the future too. His love for life and the simple things are admirable. He is vulnerable but knows his way around. He's equipped with the values that seems enviable; God-fearing, honest and gentle. And that i think is what makes the city special.

Have you ever planned a trip somewhere only to have the flight cancelled by natural circumstances – specifically a storm around Manila. Such is what was the case for me last year when I was supposed to meet up with Jasper (aka The Backpack Boy) in Dumaguete last year.

This particular trip was just a day trip. I fly in in the morning, then fly out in the afternoon. In as much as I would have liked to stay longer and perhaps spend some time diving in Apo island, I had to go back to Manila to be Ninong to twins the next day.

In preparing for this trip, I decided to just take in the city. Many of those I asked couldn’t really tell me much about Dumaguete as they usually moved on to other places like Apo Island or Siquijor.

The city proper itself was quite small much of it could be reached patiently on foot as I discovered. And in the brief time I was there, I had gone back and forth around 3-4 times.

I took the Cebu Pacific flight which got me into Dumaguete at around 7am.

I quickly roamed around, and noting that most eating establishments were still closed, I ended up having breakfast at Joe’s Chicken Inato.

What I found cute and disturbing was that the resto had a rooster at the corner that would crow every now and then. Seemed weird to have a live chicken as he looks on as his brothers and sisters are roasted and served.

I first learned about Sans Rival Cakes and Pastries from Angel Juarez’s Lakwatsero website. I decided to try it out. I had heard about this from other people and everyone had great feedback.

I asked one of the staff what was there best seller. She suggested the Daty & Walnut Daquiose. So I ordered a slice.

While waiting, I was wondering why I didn’t see any Sansrival in the display case considering the name of the place. The waitress said that they kept the sansrival in a freezer. So I ordered a slice of that too! (Yes you can imagine by blood sugar going crazy at this point.)

OH MY GOD! This was probably the BEST Sansrival I had ever eaten EVER! And I have had many!

After two slices of cake I proceeded outside to work off the sugar I just consumed. I proceeded to search for the famous Dumaguete Bell Tower.

I found the St. Catherine of Alexandria Cathedral, a beautiful church, to which the bell tower was adjacent to.

From the Bell Tower, I decided to walk up and down the famous Rizal Boulevard. I could imagine that the place looks festive at night when all the bars and restaurants are open. But it is still quite a scene during the day time.

Of course there was the plaque explaining that the Sisters of St. Paul of Charities arrived in 1904 and their work in education for the children of Negros Island.

The rest of my afternoon before I proceeded back to airport for my flight back to Manila was spent getting a nice and extremely relaxing 1.5 hour massage which only cost me P190. Aaah.

I realize that a day-trip Lakwatsa from Manila to Dumaguete isn’t the way regular folk would spend a lazy Saturday. The particular trip was nice, educational, and oddly relaxing. Where most of my trips are sometimes without a set plan, I rather find this kind of trip where I just soak up the city quite a different and enjoyable experience (as opposed to a sometimes stress-filled, planned out vacation).

The first batch of merchandise for Watsons arrived last night so they are pressured to open before April...

Construction Engineers for the Robinsons Complex are also in town. Construction of the GoHotel could start any time between next week until next month with the clearing of the area...Words I got indicate that there would be at least a 2-storey 100-room hotel, and possibly the complex could be 4 storeys with condominiums...And possibly some additional retail spaces. It would be constructed by a Manila based contractor that has handled some of the biggest construction projects in the Metro...

A big telco occupant (aside from PLDT) will soon be at Robinsons Place Dumaguete...

Prank texts on 'radiation threats' jack up sales of iodine solution in Visayas

Prank text messages claiming of a radiation threat in Japan jacked up sales of an iodine antiseptic solution on Monday in parts of Negros Oriental in Central Visayas.

Several residents in Dumaguete City allegedly went to drugstores to buy the solution that can supposedly neutralize radiation, the news site Visayan Daily Star reported Tuesday.

A local company even issued povidone-iodine topical antiseptic solutions to its employees, the report added.

Text messages circulated on Monday claimed that Japan has confirmed radiation leaks at the Fukushima nuclear plant and had advised Asian countries to take precautions.

The supposed precautions included staying indoors during the first 24 hours, following the so-called nuclear leak.

The prank messages also advised residents to swab their necks with an iodine antiseptic solution near the thyroid, as the radiation will supposedly hit the country starting at 4:00 p.m. on Monday.

However, concerned government agencies belied such a danger, and appealed to those behind the prank texts to stop spreading rumors.

Bishop to prank texters: Pray for japan victims instead

In Negros Occidental, Bacolod Bishop Vicente Navarra asked those prank texters to stop spreading rumors and offer sacrifices for the victims instead.

“We ask those who are spreading rumors and false warnings to stop this malicious action that only aggravates the situation and do not help at all," he said.

He added the Bacolod Diocese joins the call of Pope Benedict XVI for prayers for the people of Japan “as we condole with the families of the victims of this calamity."

“In this season of Lent let us offer to God our sacrifices for the Japanese people that they will have the courage and strength to overcome their grief and suffering," he said.

“We hope that with their national resiliency and discipline they will be able to rebuild what had been destroyed and rebound with a renewed sense of brotherhood with the rest of humanity who at this hour of sadness have come together in a common bond with them," Navarra added.

Prayer texts

Meanwhile, text messages also circulated Monday, calling for continued prayers for the people of Japan and to spare the world of further calamities.

The text messages called for a prayer every noon.

“Prayer is our only protection. Dear Jesus we fervently pray for your grace so that our nation will be spared from calamities, by embracing our country with your protection, with your protective grace, and merciful blessing. Amen. Please pass," read the message. – VVP, GMA News

SME Dev't Council, Neg Or entrepreneurs unite to perk up local business

DUMAGUETE CITY Mar 15 (PIA) -- The Small, Medium Enterprise Development Council (SMEDC) and business leaders in Negros Oriental have worked together to improve the local business and investment climate in the province.

In a consultation conference with the Department of Trade and Industry (DTI) and German International Cooperation (GIZ) yesterday the stakeholders identified strategies that would bridge the gaps and address concerns in the business and investment enabling environment, access to financing, access to markets, and productivity and efficiency.

DTI Regional Director Aster Caberte said private-public partnership is paramount in developing the small and medium industries as a means of alleviating poverty and as an answer to the job creation program.

In her presentation, Caberte cited the importance of SMEs which makes more than 99 percent of the businesses in the Philippines and employ 70 percent of the total workforce, however, they contribute only about one-third of the value added to the national economy. Thus, there is a need to strengthen the more than 90,000 SMEs in the country.

Central Visayas ranks third to the National Capital Region in terms of the number of registered MSMEs, Caberte said.

DTI official also took the opportunity to orient the SMED council and local businesses about the drafting of the MSME Development Plan for 2011 to 2016.

This six-year SME Development Plan would harmonize the National SME Development Plan and identify the local economic drivers in Negros Oriental which include the agriculture, tourism, and ICT. (PIA-NegOr/JCT)

MANILA, Philippines – The Philippine Azkals kept their composure against a determined Mongolian squad and finished their home-and away-series on top — with an aggregate score of 3-2 — to advance to the group stage of the AFC Challenge Cup held under sub-zero weather in Ulan Bator, Mongolia today.

Right winger James Younghusband scored the pivotal goal for the Filipinos early in the first half, overcoming the Blue Wolves defense with a straight kick.

Mongolia then retaliated with a goal at the 21-minute mark, and converted a penalty kick several minutes later to save the day for the Blue Wolves, who went on to win the match, 2-1.

But it was not enough to boot out the Azkals, who had already scored two goals in the opener of their AFC Challenge Qualifier at Panaad Stadium in Bacolod last Feb. 9. The Filipinos won that match, 2-0.

The Azkals are scheduled to fly home tomorrow, and get ready for another trip to Myanmar on March 19 for a series of matches. They take on Myanmar, Palestine and Bangladesh until March 25.

Visited RPD a while ago and parked behind the Al Fresco area.. Indeed, ground works has already started for the GoHotel but still not visible from the parking area, though, thats why i wasnt able to take a pic. There is a tarp posted at the construction site. Written is the name of the construction company. Too bad wasnt able to make out the name. It was a bit far. Lousy au ko. Waah. I hope someone can check it.

DUMAGUETE CITY, March 15 (PNA) - The Bureau of Customs (BOC) sub-port of Dumaguete has collected P31.2 million in customs taxes for the first two months of 2011.

Customs Collector Dr. Medolita Cabanag said they were able to collect P30 million for the month of January and P1.2 million in February.

Cabanag said they received a memorandum from the BoC national office informing them that their target tax collection is now divided into a quarterly basis. She said it is a welcome development for small ports like Dumaguete because they are only dependent on palm oil importation.

The target tax collection for 2011 for the sub-port of Dumaguete is P75 million.

Cabanag said they have exceeded the P30 million target tax collections for the first quarter of 2011.

They are hoping that there will be more palm oil importation in the second quarter so that they can achieve their target.

Aside from palm oil, other sources of taxes are from local sales of Pryce Gas and Orica Nitrates, Inc.

Cabanag said she is now anticipating a possible slow down in importation products following the crisis in Middle East countries and the tragedies in New Zealand and Japan. (PNA)

yeah, an upgrade indeed. if they have a stand-alone store, they can have a drive-thru and a party area. Plus they can operate 24hours unlike if they occupy a space in RPD. ^^

The presidents of two councils under the United Nations Educational, Scientific and Cultural Organization congratulated a student at the Silliman University on his contribution to the World Heritage Summit 2012, a press release from SU said.

Jean-Michel Arnold, president of the International Council for Film, Television and Audiovisual Communication, and Frans de Ruiter, president of the International Music Council, praised junior piano major Ian Manuel Mercado for his commitment to write nine scores – five already completed, for the World Heritage and Cultural Diversity film.

The film will be premiered at the summit. Based on UNESCO documents available online, Japan had expressed interest to host the closing event of the summit in 2012, the press release said.

Arnold and uiter commended Mercado and acknowledged Silliman for his participation in a letter to Silliman University President Dr. Ben S. Malayang III.

Mercado was chosen by the filmmakers of UNESCO to join the scoring body for the film, as part of UNESCO’s endeavor to discover and involve talents from around the world. The Diocese of Dumaguete is compiling church music for the celebration of the Eucharist and a musical composition for the responsorial psalm for one liturgical year.

Rev. Fr. Julius Heruela, liturgist of the Diocese of Dumaguete said it is a move to correct some abuses of church choirs where some are introducing secular music, especially during offertory and communion.

He said it is strictly directed in the Roman Catholic Church that secular music should not be allowed to be sung inside the church, especially during masses.

The tune of the responsorial psalm should be based on Gregorian format tunes and not influenced by secular music. Heruela explained that the responsorial psalm is a response for the first reading and should be sung with joy and gladness.

The Liturgical Music Convention held recently at the Marian Priest Center at the Saint Catherine of Alexandria Parish Church was participated in by 18 choirs and representatives of music ministries in the parish.

Heruela said he understands the difficulty in composing the musical notes for the responsorial psalm but he strongly believes there is nothing impossible in the name of the Lord. All choir and music ministry leaders will do the arrangements and composition of notes for the responsorial psalm every month, he said.

Dr. Jim Villahermosa, a musical trainer of the Diocese of Dumaguete, shared his experiences during the one month training workshop in La Union with the Episcopal Commission on Liturgy.

Villahermosa said the choir is very important in the celebration of the mass because the songs help bring the people to prayer, but it should be inculcated in the hearts and minds of each choir member that singing in the mass is a service for the Lord, and not for glamour.*MA

yeah, an upgrade indeed. if they have a stand-alone store, they can have a drive-thru and a party area. Plus they can operate 24hours unlike if they occupy a space in RPD. ^^

DUMAGUETE CITY, March 15 (PNA) - The Bureau of Customs (BOC) sub-port of Dumaguete has collected P31.2 million in customs taxes for the first two months of 2011.

Customs Collector Dr. Medolita Cabanag said they were able to collect P30 million for the month of January and P1.2 million in February.

Cabanag said they received a memorandum from the BoC national office informing them that their target tax collection is now divided into a quarterly basis. She said it is a welcome development for small ports like Dumaguete because they are only dependent on palm oil importation.

The target tax collection for 2011 for the sub-port of Dumaguete is P75 million.

Cabanag said they have exceeded the P30 million target tax collections for the first quarter of 2011.

They are hoping that there will be more palm oil importation in the second quarter so that they can achieve their target.

SPi Global plans entry into Latin America in 2011

HOMEGROWN BUSINESS process outsourcing (BPO) firm SPi Global Holdings, Inc. is set to open an office in Latin America to cater to Spanish-speaking customers mostly in the United States, an official yesterday said.
The firm will be starting operations in the next three to six months in that region and will offer both voice and back office services, Maulik Parekh, president and chief executive officer of the Philippine Long Distance Telephone Co. (PLDT) unit, said in a press briefing.

“We can’t disclose the exact location yet but it will be a 200-people operation,” Mr. Parekh said.

The expansion comes on top of its network of offices already existing in Vietnam, India, the United States and Europe, manned by a total of 14,000 employees.

“We are also looking at China as a potential location or partner, since it is becoming a strong competition in attracting non-voice BPO firms,” Mr. Parekh added.

Mr. Parekh clarified, however, that most of the operations will continue to be conducted in the Philippines despite the spate of expansions abroad.

Of the firm’s 14,000 employees worldwide, 11,000 are in the Philippines, and Mr. Parekh said that despite current and planned expansion, bulk of the employees will always be from the country.

“The trend -- wherein most will be from the Philippines -- will continue,” he said.

The firm, for instance, has recently added 900 new seats in its facility in Dumaguete and also 20% more seats in its facility in Iloilo, Mr. Parekh said.

Non-voice transactions comprise 67% of the firm’s revenues, while the 33% are voice transactions.

BPO non-voice transactions include providing finance, accounting and procurement services, and other industry-specific services, while voice transactions refer to call center services.

SPi Global’s non-voice transactions are mostly industry-specific, Mr. Parekh said, concentrated on health care, content solutions or publishing, and interactive markets.

Mr. Parekh said that local BPO firms should look into providing more non-voice transactions, as global trend is leaning towards more of that as compared to voice transactions by 2016.

The official went on to disclose the company plans to grow its health care services training program to cover more participants.

The company plans to increase the number of trainees to 200 in the next 12 to 24 months from the present 50, Mr. Parekh said. The employees are given professional coding program training, mentor training, and Web-based continuing education
This, as SPi Global launched an academy last year under its SPi Healthcare unit to offer back office services for medical insurance users, Mr. Parekh said.

“These employees will assist and support in revenue cycle management of US-based hospitals and clinics,” Mr. Parekh said.

He explained that the unit will help clients maximize their revenues by going through existing insurance contracts and the like, and find out what is best for the client in terms of getting higher profits.

These developments should support the firm’s targets of hitting 14% growth in revenues this year, he reiterated.

Revenues from non-voice transactions are seen to grow by 16%-17%, and profits from voice transactions are seen to grow by a little below 14%.

“The trend globally is [that] the BPO market is getting more competitive with revenues growing 20%-25% year on year. There are more BPO destinations, which include the Latin America, China, Vietnam, and South Africa from the original India, the Philippines, Ireland, Mexico and Canada,” Mr. Parekh said.

The local BPO sector is expected to bring in $25 billion in revenues and employ 1.3 million by 2016, according to earlier reports. Globally, the BPO sector is seen to bring in profits of $124 billion in 2016 from $45 billion in 2010.

Mediaquest Holdings, Inc., a unit of the Beneficial Trust Fund of PLDT, has a minority stake in BusinessWorld.

Banco Filipino branches in Cebu, Dumaguete cities closed

CEBU CITY—All the branches of the Banco Filipino in Cebu and Dumaguete City were closed on Tuesday (March 15), to the surprise of the bank depositors.

Customers started to troop to the Banco Filipino branches along Juan Luna Avenue and General Maxilum Avenue in Cebu City and at A.C. Cortes in Mandaue City on Tuesday morning but only security guards have been facing the worried bank customers since.

The security guards also expressed their surprise because there was no indication on Monday that the banks would be closed the following day. No employees reported for work.

Leaflets from Banco Filipino executive vice president Maxy Abad confirmed the closure of banks Tuesday.

In Dumaguete City, the bank depositors were surprised to find the bank deserted Tuesday save for its security guards who advised them to return another day.

"We're open but none of the employees reported for work," a security guard explained to the Philippine Daily Inquirer, adding he did not know anything about the closure.

An insider in Dumaguete's banking circles who asked not to be identified said that at about 11 p.m. Monday, the employees were told not to report to the bank on Tuesday.

The regional office of the Bangko Sentral ng Pilipinas in Cebu City said they had no information about Banco Filipino closure yet.

Lawyer Ma. Lux Berciles, regional manager of the Bangko Sentral ng Pilipinas, said on Tuesday, they did not receive any official statement from their head office about the closure of several Banco Filipino branches.

Usually, Berciles said the BSP head office would issue an official statement to inform them if a bank was not opening as scheduled.

She said they were able to confirm reports of the branches’ closure early Tuesday morning.

Berciles said they immediately informed their head office about the closure of the bank branches and the response from the head office was BSP officials would be looking into it.

She said the response from the head office sounded as if even the BSP had no prior knowledge of the bank branches’ closure.

The Banco Filipino personnel in its branches in General Maxilom and Juan Luna streets confirmed that their banks were closed due to a case being settled in Manila.

Berciles urged bank depositors to remain calm and not to believe rumors, adding that they would be coming up with an official statement upon getting it from Manila.

24 more classrooms soon to stand in Negros Oriental

DUMAGUETE CITY, Mar 16 (PIA) --- Some 24 more classrooms for various public elementary and high schools in Negros Oriental will soon be built in line with the new governor's aim to continue the education program started by the late Gov. Emilio C. Macias II.

Gov. Roel C. Degamo said around P20M has been allotted from the provincial government's Special Education Fund to finance the construction of the two-classrooms-in-one-building projects.

“Construction will immediately start soon as the School Board approves this when they convene this Friday,” said Degamo.

The governor has earlier written a letter appealing to the Department of Education (DepEd) to quickly address the shortage of public teachers in the province.

“We need 50 more teachers for the province but until now I haven't received a response from DepEd yet,” said Degamo.

Degamo is intent on making sure DepEd provides a teacher complement for every classroom that the province will build under the Basta NegOr Education-104 program, a brainchild of the late Gov. Macias which the new governor has continued under the new name “Basta NegOr 104 Mag Degamo Kita” in reference to his last name.

DepEd Secretary Armin Luistro has earlier committed to provide teacher-complement for the province, said Capitol Information Officer Adrian Sedillo.

Since the program began, Education-104 has produced 148 classrooms in the province in response to the persistent lack of classrooms and teachers resulting to overcrowded classrooms and multi-level teaching set-up. (PIA- Negros Oriental/RMN)

Sibulan to get jetty pier

DUMAGUETE CITY, Negros Oriental (PNA) — Construction of a jetty pier beside the wharf in Sibulan, Negros Oriental will be undertaken by local businessman and shipping operator Dante Matiao after the Aomori Rapid Transport System Corporation agreed to grant him authority to complete the project and manage the jetty pier.

Sibulan Vice Mayor Antonio Renacia said such accord was first entered into by Cebu-based businessman Tony Oano of the Aomori Rapid Transport System Corporation, but the project failed to materialize.

The Department of Architecture & Fine Arts at Foundation University offers degree courses in Architecture and Fine Arts that are government recognized and evaluated by the Regional Quality Assessment Team, a CHED evaluating team.

The Archi & Fine Arts Department is comprised of Philippine licensed architects Alexander Udjaji, a product of FU and now president of the United Architects of the Philippines - Dumaguete Chapter; Eduardo “Ned” Carlos Jr., Val Vinarao, Griezl Bation, Leandro Sobredo, and Zorich Guia.

Prominent practicing award-winning artists in Negros Oriental comprise the faculty of the Fine Arts program namely: Antonio Mario “Babbu” Wenceslao, Rosela “Muffet” Villegas, Hersely-Ven Casero, and Elery Liboon. They teach in the areas of painting, photography, sculpture, and animation.

Takeshi Maruyama, a renowned Japanese artist and a visiting lecturer, has been sharing his knowledge, skills and artistic talent with the students.

The Department offers ArchiCAD, a leading architectural design software that is used in the internationally, as part of BS Architecture curriculum.

The students are required to provide their own laptops to design projects in their Architectural Design class ranging from simple to complex structures such as hospitals, beach resorts, hotel complexes, schools, bus terminals, churches, commercial banks, condominiums, airports, residential subdivisions, and public markets.

One of the several projects of the Department is to document existing streetscapes according to its architectural style along Perdices St., Locsin St., Dr. Miciano Road, and Rizal Boulevard.

Design presentations are held every semester before a jury of prominent personalities in the community to judge the designs of the students in the areas of conceptualization, site organization, planning and layout, interior spatial organization, exterior volumetric composition, sustainable design applications, aesthetic applications, elements of composition and drafting skills.

Moreover, exhibits that showcase the students’ works such as scale models, digital works, painting, photos and sculptures are scheduled at the end of each semester, called Project Uno, which is usually staged at Robinsons Mall.

To be globally competitive, students are encouraged to express their ideas effectively and creatively and to think critically.

An Esquisse (French for “sketch”) is staged three times a year, which recently came in the form of the Sandcastle Contest and the Pumpkin Carving Contest, where the design skills of the students are pitted against each other.

Architecture students are also required to design and create their own personalized workstations out of indigenous materials.

Ma. Zharysse Barona, a 4th year architecture student, remarked about her experience, “It was challenging and difficult, but it was fun and satisfying especially when you behold your own creation”.

Starting June 2011, 3rd year students will undergo additional training in building techniques to prepare them for the “Rural Studio” project.

The Rural Studio is an extension program established by the late Samuel Mockbee at Auburn University. The essence is to select, design, and build a home for indigent families in the Province at no cost to these families. Students will provide the labor, and the University will enlist donations for the building materials.

The Department offers Summer Art Workshops such as Basic Drawing, Basic Painting, Photography, Animation, Sculpture, and Pottery Making. These are open to kids five years old and above.

It also offers ArchiCAD course for students and professionals.

Graduates of BS Architecture can find themselves in architectural firms, construction companies, or their own private practice as architects.

Bachelor of Fine Arts graduates can have a career in computer graphics, advertising, animation, art education, and industrial design.

I wonder if this will be continuous... from old boulevard to the new.. considering the pier.. I wanna see a long stretch of sidewalk full of trees from dgte press club to el camino...:)

^^ of course, there will be that significant difference between the old and new stretch.. the old one will of course have that old-world feel charm to it brought about by the presence of the antique sugar mansions and the century-old acacia trees... i guess the new stretch will be good but im sure it will lack the charm that the old boulevard has. but hey im not complaining, its gonna be good!... :)

is the road in Lo-oc (pier area) already fixed? people would jokingly say that the one who designed that road was a marine engineer coz once your vehicle passes by that road, it's like you're riding on a boat over huge waves, hehehe.:lol:

^^ Its a shame though that it had to be someone else not from Dumaguete that had to make those banners... In my case, i know very basic photoshop but im just too lazy to make one ahaha.. So again, thanks to sugarfairy! without you, im so sure we will just be recycling past banners to welcome the next thread, unless demsie will make one using MSPaint. Hahahah.. Thanks again, sugar! NegOr guv orders urgent completion of unimplemented infra projects

DUMAGUETE CITY, Mar 17 (PIA) --- Alarmed by the growing number of unimplemented infrastructure projects in Negros Oriental, Gov. Roel Degamo has ordered the immediate completion of said projects within this year.

The governor in a meeting with the provincial government engineers ordered the latter to complete the infrastructure projects slated to be implemented, most of which were planned during the leaderships of the late Governors Emilio Macias II and Agustin Perdices.

Degamo said the projects were not implemented straightaway due to the lengthy procurement process of the provincial government.

“I looked into this problem and the process is shortered because these projects should be implemented immediately,” he stressed.

Though the governor could not say how many infrastructure projects have not been completed, only describing it as “too many to count,” these projects are collectively worth more than P40 million which also includes his own infrastructure projects lined up for implementation this year.

The projects to be implemented are construction of roads, health centers, barangay halls, drainage canals, water systems, completion of community hospitals and concreting of roads, among others.

Capitol Information Officer Adrian Sedillo, in a separate interview, said under the late Gov. Perdices' stint, there were around 70 projects that were not implemented.

Sedillo said the current governor also wants the construction of the unfinished Perdices Coliseum Hotel completed this year.

The governor has likewise ordered the engineers to submit accomplishment reports to his office every week “so I can check whether they are keeping up their end of our agreement.” (PIA-NegOr/RMN)

Dormitory for government scholars soon to rise in Guihulngan

DUMAGUETE CITY, March 17 (PIA) -- Government scholars studying in Guihulngan City will soon have the chance to benefit from a free dormitory that a lady legislator is planning to erect inside the Negros Oriental State University (NORSU) campus.

This after Board Member Jessica Villanueva was able to secure funds from government officials for the construction of her proposed P3-million dormitory intended for government scholars in Guihulngan City.

Villanueva said Sen. Alan Peter Cayetano and Gov. Roel Degamo have each pledged to sink P1 million for the construction of a two-storey dormitory building within the NORSU Guihulngan Campus.

Set up barracks-style, the first floor will be for male students while the second floor will accommodate female students with a common mess hall, laundry area and study rooms. "Sen. Cayetano has emphasized that there should be a study area in the dormitory," said Villanueva.

The dormitory can only house 100 students in a campus with close to 2,000 scholars. "A committee will be formed to screen the students who are interested to stay in the dormitory. We will be prioritizing those who are from far-flung and hinterland areas," explained Villanueva, who sits as chairman of the the Committee on Education at the Provincial Board.

Villanueva is hopeful that the dormitory will address the financial woes of parents who have a hard time ensuring that their children finish their college education. "With the free dormitory, it will lessen the expenses faced by parents in sending their children to college," said the lady board member.

Guihulngan City Mayor Ernesto Reyes have also pledged to provide sand and gravel for the construction of the dormitory and for a dormitory caretaker which will be paid for by the city government while soldiers of the Philippine Army unit based in Guihulngan will serve as the manpower resources during the construction.

Villanueva is targeting the dormitory completion before the start of school in June. However, as of this writing, construction has not yet started pending the arrival of the promised funds from the office of Sen. Cayetano. (RMN/PIA-7 Negros Oriental)

Feature: Libya repatriates receive aid to start new lives

DUMAGUETE CITY, March 17 (PIA) --- Harrowing tales of their long days and dark nights amidst strife-torn Libya wafted through the room as 11 Overseas Filipino Workers (OFWs) share how they were finally able to flee the country that once brought them the promise of a good life.

The OFWs shared their stories with the local media inside the Governor's Office as they waited for Gov. Roel Degamo to turn over to them the P10,000 checks as cash aid to the displaced workers from the provincial government.

It took a while for the busy governor to arrive but the OFWs were already used to waiting, just like how they desperately waited to be rescued out of Libya.

For Deborah Barba, nurse from Dumaguete City who sought greener pastures in Libya, it was a long, tortorous wait. "We were waiting for a long time to be rescued because the chartered planes took so long to arrive," she said.

That was the second time Deborah and her fellow Filipino friends endured a long wait. Earlier, back in when they were still in Tripolo, they waited while the Philippine government negotiated lengthily – almost two weeks - for ships that would take the displaced Filipino workers out of the area. "I was so desperate to go home already at that point," she said.

Despite the uncertainty that rocked the country due to civil unrest, some of Deborah's OFW friends still chose to stay in Libya. "You see, we were given a choice to go home or not. Many chose to stay because they were afraid that there will be no jobs here for them if they come back to the Philippines," related Deborah.

Heavy equipment operator Ben Contes said he would still go back to Libya where he has worked for nearly 20 years, if given the chance. "I have grown fond of Libya. If given the chance, I'd still go back there, regardless of my age and also because I have three kids and life is hard here in the Philippines," said the 59-year old whose family lives in Bacong town.

When the governor finally arrived, a hush fell over the room as Gov. Degamo went around to shake the hand of each OFW, patting them on the back and hugging some of them as he extended his sentiments on their plight. "I am deeply saddened by what happened to our OFWs, because you are our modern heroes due to the remittances you send back to the Philippines," he said as he faced the group of OFWs.

The governor has decided to give each Libya repatriate the amount of P10,000 – the same amount handed by the Overseas Workers Welfare Administration (OWWA) to the displaced workers upon their arrival at the Manila airport – while promising that this is not the last aid the provincial government will extend to them.

As he sat down with the OFWs in his office, the governor asked them not to return to Libya. "Please don't force yourselves to go back there. We will try to find ways to give you additional aid, and if possible, some livelihood assistance," said Degamo.

When the governor started handing over the checks, the OFWs were all smiles. 38-year old Joel Latoy from Sibulan town, who returned to the country penniless after one year and two months of work in Libya, rubbed the check in his hands almost as if he was afraid it would disappear. "I was not paid for two months in Libya because of the chaos there," he said.

Latoy has two kids studying at ABC Kiddie Center in Dumaguete City and the cash aid will go a long way in making sure there's food on his family's table while he plunges into job-seeking status once again. "I will use this, and the money I received from OWWA, to buy our daily needs for now, for the meantime that I don't have a job yet. This is a big help to my family," he said, as he thanked President Noynoy Aquino for the government's efforts to bring them safely out of conflict-ridden Libya and the financial help.

With their cash aids from the provincial government and the OWWA, the OFWs say they now face chance to start over and beging a new chapter in their lives.

Some 24 more classrooms for various public elementary and high schools in Negros Oriental will soon be built in line with the new governor's aim to continue the education program started by the late Gov. Emilio C. Macias II.

Gov. Roel Degamo said around P20 million has been allotted from the provincial government's Special Education Fund to finance the construction of the two-classrooms-in-one-building projects, a Philippine Information Agency press release said.

“Construction will immediately start as soon as the School Board approves this when they convene this Friday,” Degamo said.

The governor had earlier written to the Department of Education to quickly address the shortage of public teachers in the province. “We need 50 more teachers for the province but until now I haven't received a response from DepEd yet,” Degamo said.

The press release also said Degamo is intent on making sure DepEd provides a teacher complement for every classroom that the province will build under the Basta NegOr Education-104 program, a brainchild of the late Gov. Macias which the new governor has continued under the new name “Basta NegOr 104 Mag Degamo Kita” in reference to his last name.

DepEd Secretary Armin Luistro had earlier committed to provide teacher-complement for the province, added.

Since the program began, Education-104 has produced 148 classrooms in the province in response to the persistent problem of lack of classrooms and teachers here resulting to overcrowded classrooms and multi-level teaching set-up, the press release said.*

Vice President Jejomar Binay yesterday bared the administration’s plan to fast-track progress within the next six years.

The draft Medium-Term Philippine Development Plan for 2011-2016 includes proposed reforms for a competitive, sustainable and technology-based agriculture and fisheries sector, said Binay, who tackled the issue on rural poverty alleviation and climate change during a symposium held at the Negros Oriental State University in Dumaguete yesterday.

He said the MTPDP aims to ensure food security and increase incomes for agricultural and fisheries workers, reduce risks inherent to the sector, including climate change impacts and enhance policy environment and governance.

He also stressed the need to improve rural infrastructure and facilities, develop markets and sharpen regulatory competence in order to achieve the first goal and added that, to achieve the second goal, climate change risks and vulnerability of natural ecosystems and biodiversity must be reduced.

He cited the need for a comprehensive review of all laws and policies affecting the agricultural sector in pushing for budgetary reforms, public partnerships in achieving the third goal.

Guy Hall has already been earmarked to be converted into a hotel. They are talking with several Manila based to foreign hotel operators for the conversion of that old but sturdy (would you believe it has withstood WW2 bombing with minimal damage?) and beautiful building into a hotel. If that area is opened and landscaped that would be the perfect site for a hotel (how much more with a coffee shop), especially for sea travelers.

^^ Microtel once expressed their intention to invest here. It might be them. Or there are even much better and bigger hotel operators out there that are more than welcome. Such a classic facade for a classy hotel. Im sure it wont be long that it will become one... But once it will become one, there is no way that I am checking-in there with all the ghost stories that Guy Hall is known for. It's one of the most haunted places in the city. Haha..

I believe that ghost story would have been an issue with old pre-WW2 buildings such as the historic Manila Hotel and old buildings in Vigan, and elsewhere in the world that were successfully converted into classic and successful establishments such as hotels and restaurants....

Yeah, saw this yesterday. The area is big.. I wonder what they will do with the adjacent vacant lot. It's about the same size where goHotel will be... Probably for future mall expansion.

Performing LGUs win governance kudos

THE Department of Interior and Local Government yesterday awarded 15 municipalities with a Performance Challenge Fund (PCF) of P1 million each and the Seal of Good Housekeeping for excellent performance in governance in their respective localities.

Secretary Jesse Robredo said the "good housekeeping seal" is given to LGUs that excelled in the areas of planning, budgeting, revenue mobilization, financial management and budget execution, procurement and resource mobilization.

The awardees were Region I – Alilem, Ilocos Sur; Region 2 – Quezon, Isabela and Saguday, Quirino; Region IV-A – Mataasnakahoy, Batangas; Region V- Camaligan, Camarines Sur; CAR – Banaue, Ifugao and Lagawe, Ifugao; Region VII – Amlan, Negros Oriental and Maribojoc, Bohol; Region VIII – Kawayan, Biliran; Region X – Calamba, Misamis Occidental; Region XI – Dujali, Davao del Norte; and CARAGA – Cagwait, Surigao del Sur, Carrascal, Surigao del Sur, and San Jose, Dinagat Islands.

"I am elated that more and more LGUs are becoming high achievers, showcasing reforms and innovations in good governance in their respective localities," Robredo said.

He said aspiring LGUs should have "no adverse" report from the Commission on Audit, which means that they should have complied with all the requirements of the government’s auditing agency.

The PCF, which has a P500 million fund allocated by Congress, is an incentive granted selectively by the government to best performing LGUs that have excelled in the delivery of public services.

The incentive should be used for the implementation of priority projects of LGUs aligned to national government priorities in order to achieve the Millennium Development Goals, as well as to maintain core road network to boost tourism and local economic development and comply with the Philippine Disaster Risk Reduction and Management Act of 2010 and Ecological Solid Waste Management Act of 2000.

Robinsons Land hotel chain bags investor for 20 branches

GOKONGWEI-LED Robinsons Land Corp. expects franchisees to account for a bulk of the 30 new budget hotels slated to rise in the next five years under the GoHotels.ph brand, its top official said late on Tuesday.
“We want to open at least 30 hotels in five years. Now we have found a franchisee that is willing to open 20 hotels,” Frederick D. Go, president and chief operating officer of Robinsons Land, told reporters.

“He would like to own several franchises,” Mr. Go said, adding only that the investor is a new player in the hospitality industry.

Several of these low-cost hotels will be located in Tacloban City in Leyte, Dumaguete City in Negros Oriental, Puerto Princesa City in Palawan and Ilocos Norte, he said.

Mr. Go said the franchisee, who will pay undisclosed franchise and royalty dues, will start construction of one budget hotel this year after the company opened its doors to franchising last September.

Under the firm’s business model, franchisees will build and operate the hotels while Robinsons Land will provide the system, brand, management and online booking system.

The planned expansion comes less than a year after the property giant first launched GoHotels.ph in May 2010.

Its pilot branch is the 223-room GoHotels.ph Cybergate Plaza which occupies the fifth and sixth floors of the 17-storey prime office property Robinsons Cyberplaza at Pioneer Center in Mandaluyong City.

Under the master plan of Robinsons Land, each budget hotel development will have 100 to 200 rooms catering to tourists and casual and business travelers. The hotels will be built near existing and new Robinsons malls in the country.

The firm promotes the budget hotel chain for having online booking, cotton sheets, LCD television monitors, wireless Internet access, and security through magnetic keycards and a closed-circuit television system.

Rates reportedly go for as low as P388 per night for early reservation and as much as P3,000 per night for walk-in guests similar to the pricing system for affiliate company Cebu Air, Inc., operator of the airline Cebu Pacific.

Aside from GoHotels.ph, Robinsons Land owns and operates hotels Crowne Plaza and Holiday Inn in Ortigas Center and Summit Ridge in Tagaytay City in Cavite.

E-Classroom program recipient gets computer

The Department of Education has delivered an Information Communication Technology package to Lutoban Elementary School in Barangay Lutoban, Zamboanguita town, the sole recipient of DepEd's ICT program in Negros Oriental.

The package consisted of one touch screen, six monitors and one projector which were delivered early this month, sources from the town said.

The Zamboanguita municipal government provided the computer tables as its counterpart to the program.

Lutoban Elementary School teacher-in-charge, Jovelyn Grampon, said their school was chosen due to its consistently good academic performance in the past five years that gave them an edge over other elementary schools.

Only five elementary schools were picked as recipients for the program in Region 7, or Central Visayas.

DepEd's ICT trainer, Rodulf Guevarra, said the ICT program also known as “E-Classroom” is initially aimed at equipping public high schools with computers until 2011.

DepEd also hopes to equip schools in remote areas in the provinces.*PIA

SILLIMAN University Economics Department chairperson Prof. Wilma Tejero received the Socio-Economic and Environmental Award from the Financial Executives Institute of the Philippines (FINEX) and Citibank recently in Manila.

The special award was presented during the 2011 FINEX-Citibank Rafael B. Buenaventura Outstanding Finance Educator Awards of which Professor Tejero was a semi-finalist, along with nine others from different parts of the country. A professor from De La Salle Dasmariñas was named winner.

Professor Tejero has consistently applied economics in the promotion of environmental advocacy.

She helped prepare the business plan for the waterless transport of fish, which won third place in a business plan competition at the University of San Francisco, California, and in the analysis of the recreational value of Apo Island, a showcase of a successful community-based coastal resource management program.

Launched on July 18, 2007 and named after former Central Bank Gov. Rafael Buenaventura, who started his banking career in Citibank Manila, the awards reinforce the value of financial education as a critical component of tertiary level studies.

A Poet's Haven

Dumaguete will always be close to my heart. It was during summer when "writers-to-be" and established writers and national artists' converged at the historic CAP building along Rizal Blvd. to once again harness the creative process of writing. The fellows for that memorable summer were:

During night time, the smell of roasted chicken and tempura clings in the night air as we walked along the boulevard.

Dumaguete will always be a haven for creative thinking.
