I am talking about Evansuenda O. Quiamco, Ernesto’s wife and the mistress of Fortune Mart. Everyone fondly calls her ‘Inday’. When Fortune Mart announced their ‘Wednesdays Are Paper Bag Days’, I was very pleased simply because now, a local business has taken the first step, on its own, to reduce the number of throw-away plastic bags without waiting for a city ordinance or regulation. Right then, I decided I would write a news article about this wonderful program for our local papers, so I asked to meet with Ernie. We chatted over coffee and when I asked him how he came to this decision, he said, “You have to talk to Inday because this is really her idea, not mine.” Inday maybe a quiet person but in her heart, she’s always cared for the environment – like a silent ‘eco-warrior’. She and Ernie have made several trips locally and abroad and it’s in these travels that Inday observed how other establishments were helping our Mother Earth. She noticed the paper bags used in grocery and department stores. She also noticed customers bringing their own shopping bags. She noticed that in these stores, there were no plastic bags available at the checkout stand. “Hmm…”, she mused, “Why not?” So Inday & Ernie ironed out the logistics for this program, posted notices at their store and in local papers and finally on February 2, 2010, ‘Wednesdays Are Paper Bag Days” at Fortune Mart was born. At their checkout stand, all you would see are different sized paper bags. Carton boxes were also made available for those who asked for it. I visited Fortune Mart around 10AM on that Feb. 2nd and stayed for about 2 hours observing at the checkout stand, taking some photos and seeing if customers complained. I was surprised not to hear a single complaint. Their goods were bagged in paper and off they went like it was the usual. One woman even said, “maayo baya ni nga programa apan nganong once a week ra man?” Some of you may have noticed that Fortune Mart sells a very practical reusable canvas shopping bag (colored green, of course) for P35 (not P60-P95 like other stores). Ernie & Inday laughingly lamented that, “nahurot dayon among first batch of bags apan dili nila dad-on kay ma-usik kono.” But not like this happy lady pictured on the right. She was ready with her Fortune Mart bag. Notice the carton boxes. It has now been 2 months and Inday told me that positive responses are running as high as 95%. She and Ernie are now thinking of expanding to 3 times a week (M-W-F). I suggested that maybe, an incentive be given to those who bring their own reusable shopping bags. This will help in making it a habit. Inday was ahead of me. She was already thinking of having a point system every time a customer uses their own recyclable bag. After a certain number of points, the customer will earn a discount. I hope to see all these plans implemented soon. Some stats: every Wednesday, on average 2,900 paper bags of varying sizes are used. That’s 2,900 throw-away plastics bags NOT polluting our Mother Earth - 11,600 per month or 139,200 per year. This is just for one day a week. Think about that next time you have your purchases wrapped in plastic bags. Inday was quick to remind me that they did not count those customers that asked for carton boxes instead or those that brought their own shopping bags. The figures could potentially be higher. The FM staff also noticed that on other days, many customers bring their own bags and some even ask for paper bags instead of plastic – a clear indication of the level of awareness the program has instilled into the community. Kudo’s to Inday for this earth-friendly program and to Fortune Mart for embracing such! The Friends of the Environment in Negros Oriental (FENOr) thanks you. Around nine additional kiosks will be installed in selected areas, including local government units (LGUs), in the province although the GSIS has yet to finalize the number and the locations. "We can't say for now to which areas we will deploy the additional kiosks as we are still working out the memorandum of agreement with the LGUs that we have identified so far," said Risty Villahermosa, local GSIS Information Officer, in an interview with Philippine Information Agency. Villahermosa said the kiosks will be rolled-out as soon as they have finalized the details with the recipients. Some of these kiosks will also be set up in big government offices in Dumaguete City, he said. The deployment of additional kiosks is in line with GSIS' efforts to serve its members living in far-flung areas. I think the easiest way is by bike (you can rent one in Dumaguete if you don't have one), and the best way looks like going towards Mabinay, then turn left at Barangay Paniabonan, through Barangays Pantao and Dawis. From Dawis, ask the people there where the road is for Banaybanay (it's very close to Dawis - next barangay to the SouthWest - and according to the map on the URL, there is a road going straight to Banaybanay from there. I would prefer a bike to a bus, coz you can stop wherever you want to, and stop to take some pics to post on here:) Roughly about 2km before reaching Dawis proper, you will pass a spill over. Look to your right, and the river will seem to disappear about 100m from the road. That is because Niludhan falls is there. Just after the overflow, there is a small dirt road. Just rest there a few minutes to enjoy the view. Pantao is roughly halfway from Paniabonan to Dawis. It is safe. Nessia DUMAGUETE CITY, Apr. 7 (PIA) --- Around 2,300 families in Manjuyod town today received their cash grants from the government under the state-initiated Pantawid Pamilya program government-initiated poverty reduction strategy. This is the first cash pay-out of the Pantawid Pamilya in Manjuyod, a town less than two hours away from the capital city of Dumaguete in the province of Negros Oriental, as this is the first time for the program to roll out in Manjuyod, said First District Board Member Jessica Villanueva in an interview with Philippine Information Agency (PIA). Manjuyod is also the program's last stop in the first political district of the province, bringing to 17 the total local government units (LGUs)covered by the said program in Negros Oriental. The Pantawid Pamilya household beneficiaries in Manjuyod received two month's worth of financial aid from January to February. Manjuyod's cash payout came in the heels of back-to-back cash distribution ceremonies held March 31 in Guihulngan and Mabinay towns during which nearly P19 million were handed out to more than a thousand family-beneficiaries in the two areas. Nessia DUMAGUETE CITY, Apr. 7 (PIA) --- The congresswoman of the First District in Negros Oriental shrugged off reports of cash mismanagement being a hindrance to the intended goals of the government's poverty reduction program dubbed as Pantawid Pamilya, saying that this is not a problem to the program's implementation in her district. "We never had any problems with this in our area. Just because it is happening in one district does not mean it is also true in other districts," said First District Rep. Jocelyn Limkaichong in an interview with the Philippine Information Agency (PIA). This after the congressman of the third political district in the province, Cong. Pryde Henry Teves, earlier claimed that the cash grants being distributed by the Department of Social Welfare and Development (DSWD) to families identified to benefit from Pantawid Pamilya are not being used according to the conditions set by the program. Teves reportedly received data showing an increase in liquor sales in the Bayawan City and Sta. Catalina areas (two LGUs that fall within his district) following the cash pay-out held by DSWD for the families in said areas in December last year. He alleged that the fathers of the benefitting families are squandering the government-provided funds on alcoholic beverages instead of using it for their family's health and nutritional expenses as required in the Pantawid Pamilya set of conditions for the beneficiaries to comply. Limkaichong said that it may be true that this is happening but "it's only a small percentage" of the families covered by Pantawid Pamilya. The congresswoman stressed that she has so far not seen any negative implications arising from the program's implementation in her district. Limkaichong's observation was echoed by First District Board Member Jessica Villanueva who said that she has not observed nor heard of any reports of cash mismanagement from Pantawid Pamilya families in their area. "It's not a problem in our district," she said. The board member, however, reminded the beneficiaries during her speech at the ceremonial cash payout held in Manjuyod town today to use their money wisely. "I told them that it's their own lookout. If they mismanage the money given to them by the government, then they themselves will be the cause why they have been dropped from the program," said Villanueva. With the "Free Noon Meal Daily Feeding Program" of the province not only offers nutritious lunch consisting of rice, mongo, dilis and sardines to school children but showed parents’ strong participation in taking turns in cooking of the lunch which tag –the Negros Oriental way. The Department of Education’s (DepEd) EHCP has been complemented with this meal package because the washing and brushing of teeth were actually done in school, Schools Division Superintendent Milagros Vellez of DepEd said. In their study tour, representatives from different Southeast Asian countries later learned from local government officials and parent-teacher groups that strengthen commitment and multi sectors participation help in the feat of the project despite different political colors. Third District Congressman Henry Pryde Teves said, “for the project to be successful the “Bayanihan Spirit,” the unique Filipino way of life working together is always there as applied in this particular endeavor.” All parents, teachers and stakeholders have pulled their resources together for the welfare and development of the school children, such as parents bringing extra vegetables and even chicken for a day’s lunch, it is said. Stranded in Manila as I’d missed my connecting flight and there was no availability on the late evening one. Fat man at airline desk triumphantly informed me no available flights for 3 days. Stalked off to airline sales office in optimistic disbelief – which rapidly vaporised into pure disbelief – as I was given one of those sticker badges with a horribly long number. Waited an hour, politely, whilst observing an unchanging number clock and then colonised a desk and a swarm of assistants, all equally charming and equally inept. Extracting the fact that I could get a seat on the early morning flight took nothing short of the rack. I then proferred my VISA card. Oh no no madam. We don’t accept that, just credit cards. “You do accept it” I said as all the implications of this statement loomed in my tired head. If no one here accepted Visa, How could I pay to get out of Manila? How could pay for a hotel? “Bring me your machine”. And sure enough, and to my immense relief, the darling maching accepted my card. “You have to check into your 7 am flight at 0500 hrs” added the queen bee by way of last stab. Even though it was domestic? Hmm. I rang husband William and bleatingly asked him to book me into hotel not too far from airport but not underneath the takeoff path. He booked and paid very obligingly for a really rather grand if tired hotel but when I got there I found he had booked it for the wrong night and they wouldn’t accept a transfer of the booking. Initially. But they had taken on more than they had bargained for and I got an upgrade to a huge room. And the manager said not to fret, a domestic flight at 7am? With the airport only 15 minutes away, leave at 6 am. Nice. For all the luxury, I couldn’t sleep – fretful re the early morning flight; instinct made me get up at 4 am. Felt foolish arriving at airport in 15 minutes flat. But then I joined a queue as long as a giraffe’s neck just to get into the airport – it took 20 minutes. Then checking in took over an hour. Flight hilarious, hostesses made us all play games and clap and sing, like something out of Brompton Oratory happy clappy church. Gets you into the island mood though – and here I am at last on Dumaguete. Starting today until April 14, a host of activities have been lined up to review the status of the country's biodiversity and the growth and contribution of the Wildlife Conservation Society of the Philippines (WCSP) for the past 20 years. The key activities of the four-day symposium, the theme of which is “Twenty Years in Biodiversity Conservation, Preparing for Future Challenges”, include an institutional fair, workshops and roundtable discussions, oral and poster presentations on wildlife conservation including a special session for undegraduate students and the WCSP Annual General Meeting. Dr. Angel C. Alcala, former Secretary of the Department of Environment and Natural Resources (DENR) who hails from Dumaguete, is expected to give a keynote speech. A Ramon Magsaysay Awardee, Dr. Alcala is an expert on Philippine reptiles and amphibians. SU President and former DENR Undersecretary Dr. Ben S. Malayang III will give a plenary presentation on environmental governance. Governor Roel Degamo said the projects are now endorsed to the Provincial Board to approve the budget allocation. He said there is a total of 75 infrastructure projects that include farm-to-market roads, concreting and rehabilitation of roads, construction of multi-purpose buildings, drainage systems and spillways. The governor said these projects were endorsed by the barangays captains as their priority projects in a meeting with them recently. He is hoping the Provincial Board will approve the budget allocation of the said projects for immediate implementation. He is also anticipating that the barangay projects will start before the end of the second quarter of this year. Governor Degamo said the drainage systems, spillways and road concreting projects should be implemented immediately once the budget is approved in order to take advantage of the good weather. He is afraid that the rainy season will affect the construction of these projects, the budget of which is taken from the 20 percent of the surplus of the province. Red Cross Negros Oriental now uses the machine blood screening which is more accurate than the rapid blood screening to help prevent incidents of collecting contaminated blood from infected donors. Bael said all blood-letting activities are done with strict precautions, like asking the donor to fill up a questionnaire with complete date including confidential information that will be kept confidential. She added all blood collected suspected to be contaminated with any disease, will be sent to the PNRC laboratory in Manila for further tests. All blood found positive of contamination will be automatically rejected. Bael said precautionary measures are taken being taken by PNRC in Negros Oriental to ensure the safety of patients. The thriving market for dried seaweeds has encouraged residents in the coastal barangays in the province to harvest them. The dried seaweeds particularly the sargassum variety is being sold at P 3.50 per kilo. Aro said the unregulated and harvesting of seaweeds will affect the population of fish like Seganid or Dangit, Kitong or Rabbitfish and Lapu-Lapu or Grouper, that are considered nibblers with seaweeds as their primary source of food. He is challenging the local government units to pass a resolution regulating the harvest of seaweeds and to encourage the community to adopt seaweeds farming using another variety. The walk is a journey of one man travelling from the tip of Samar and island hopping to the other islands of the visayan region and will end in Boracay Island, covering about 1,178 kilometers in distance. Each step will hopefully lead to a life. The Step Juan walking expedition aspires to pace the Islands of the Visayas; travelling by the extent of major roads only by foot. This ambitious dream of Tomas Leonor, a local mountaineer and painter, got its roots from his early childhood in the quaint province of Laguna. Then on July 2008, Tomas assisted a friend during a photo documentation of a basketball tournament which was an actual fund raising event for the Cancer Warriors Foundation. There, on that benefit event, Tomas realized that there was a road which led to his dream and with it came avenues, alleys of opportunities for him to save the lives of children with cancer. Today, this project is composed of Tomas Leonor’s confidants, colleagues and other well respected personalities in their own fields. All of whom are volunteers aiming to spare a few moments of their professional and personal time not just to assist a friend but also to share a worthy cause of saving a life, one step at a time. With the project’s motivated goal, the team has organized a strategic walk which starts from Allen Samar and ends at the beautiful island of Boracay. The walk will travel through 6 major islands. The delegates are composed of representatives from different sectors concerned with conservation such as members of the symposium' organizer, the Wildlife Conservation Society of the Philippines (WCSP), personnel from the Department of Environment and Natural Resources (DENR), non-government organizations, research institutions, teachers and students. With the theme "Celebrating 20 Years, Preparing for Future Challenges," the symposium will review the status of the country's biodiversity over the past two decades, WCSP's growth and contribution, and planning and networking to continue to advance wildlife research and conservation in the Philippines, according to a statement from WCSP. Former Environment secretary Dr. Angel Alcala, one of the forum's speakers, said that only few faculty members in selected higher education institutions were involved in biodiversity research in the early 1990s. Alcala is also former president of the Silliman University. “There is probably no question that WCSP has, through its annual symposia, contributed to the increasing number of teachers in higher education institutions who have been conducting research on biodiversity and are involved to varying extent in conservation activities," he said. The annual symposium started 20 years ago when a group of 26 wildlife conservation practitioners met in Silliman University to discuss conservation issues and plot out collaborative researcher and conservation efforts. That fateful meeting turned out to be the first of yearly conferences with the number of participants growing each year. WCSP said in its statement that the growing participation in the annual symposium demonstrates the increasing interest in biodiversity in the Philippines. The symposium is sponsored by Flora and Fauna International, Smart Communications, Conservation International, Bat Conservation International, the University of Kansas, The Field Museum of Natural History, and the Province of Negros Oriental.
