One tradition: Three weeks in Dumaguete City, where young writers participate in discussions led by older writers on the relative merits and demerits of submitted works, as well the virtues of craft. It used to be that the batch of aspiring writers that gained fellowships to the National Writers Workshop established in 1952 by Dr. Edilberto K. Tiempo and Dr. Edith L. Tiempo would only sit around long tables and listen to the co-directors and guest panelists perorate and sometimes argue over each manuscript. But everything evolves, times change, and gone are the days when a haughty senior writer would dismiss a piece of work, whether poetry or short fiction, and suggest that the fellow, boy or girl, instead “Go home and plant camote.” A kinder, gentler disposition has generally taken over the workshop panelists, especially since a majority of these have become regulars in these rites of passage conducted each Maytime in the City of Gentle People. These days, while the week’s set of panelists often starts out in evaluating a submission, the fellows themselves are asked to render their own comments on a batchmate’s work. Sometimes they even get to do this before the senior writers make their respective pitches. The creative writing workshop was patterned after the one pioneered by the poet Paul Engle of the University of Iowa, way back in the Fifties. The Tiempos were privileged to have become part of that workshop, which is still going strong in UI, producing some of the best poets, fiction writers, and now creative non-fiction writers in the USA. Upon their return to Dumaguete and assuming teaching positions in Silliman University, the Tiempos established their own edition, which they acknowledged to have picked up in spirit and form from the mother workshop in Iowa City. The first batch of workshop fellows who went to Dumaguete in the summer of 1962 were the following: J. Lorenzo Rivera, Jose Ferrari, Jose Lansang Jr., Luciano Tenedo, Petronilo Bn. Daroy, Socorro Federis-Tate, Vic Samonte, and Wilfrido D. Nolledo. The following year had these fellows: Alberto Florentino, Amalia Perez, Bataan Faigao, Elena Reyes, Emmanuel Osorio, Erwin Castillo, Fernando Afable, Geronimo Sicam, Indalencio de Leon, Ireneo Gancuangco, Jesus Peralta, Ko Won, Leonidas Benesa, Linda Ty-Casper, Nicanor Tabligan, Raymond Llorca, Rogelio Sicat, and Valdemar Olaguer. Nolledo and Castillo would go on to enjoy fellowships in Iowa, and author landmark novels. Daroy and Benesa would become two of our most notable art critics. Florentino, Faigao and Afable would migrate to the US, and there continue with their writing and related art, with the last-named joining a Zen monastery and becoming its Abbott. Rivera, Federis-Tate, Peralta, Ty-Casper, Llorca, Sicat and Olaguer would win Palanca prizes, and some of them go on to author important books. Many other Filipino and foreign writers would gain from their participation in the workshop, even stay on in Dumaguete, and/or become panelists, in the footsteps of Nick Joaquin and Francisco Arcellana, among others that represented the pride of Philippine literature. For decades it was formally known as the Silliman University Summer Writers Workshop, until funding was somehow withdrawn by the otherwise venerable institution, so that alumni of the workshop took it upon themselves to establish a foundation that saw to its continuity for several years, until such time that CAP College and the National Commission for Culture and the Arts (NCCA) stepped in to provide much support. And eventually, SU under its enlightened president Ben Malayang retrofitted the original arrangement, albeit the NCCA still gives a generous grant for the unbroken conduct of the Silliman University National Writers Workshop. The links remain strong between Dumaguete and Iowa, with Rowena Tiempo Torrevillas, “Dad” Ed’s and “Mom” Edith’s daughter — she of her own sterling qualities as a poet and writer — still teaching at UI, while now also serving as the Dumaguete workshop’s director for the second straight year. Only fitting, too, especially now that Mom Edith, National Artist for Literature, is in her 90s, and that the workshop she sustained upon Dad Ed’s demise in 1996 is celebrating its 50th anniversary this May. Dept. is headed by Evelyn Mascunana, who gets able support from her assistants Parts Partosa and Alana Leilani Narciso. And of course Myrna, Bobby, and Sawi or Dr. Aquino are the “homegrown” fixtures that help constitute a bedrock of tradition for the workshop. Hmm, I note with some pride that at least three of this year’s “golden” fellows have been outstanding students of mine in Ateneo: Eva Gubat in my Poetry class some years back, Andrea Macalino in a Fiction class quite recently, and Miguel Sulangi who was in a Phil. Lit class and submitted such polished essays that I had to be told by our own Eng. Dept. that I couldn’t give him an A+ — that a flat A would do. They will surely contribute much to their own workshop. I have always been of the opinion that while these young fellows do learn a thing or two from the much older writers — not the least important of which is how to handle any literature with graciousness besides grace — they learn more while among themselves, bonding for three weeks in such close quarters as to establish rapport and camaraderie and harmony, which might prevent them from turning into gadfly poseurs later in the literary life. The craft will take care of itself, if one is serious and remains devoted to learning all about individual excellence. We will hope that the process will start right on their first night at the Writers Village in Camp Lookout, Valencia, a half-hour drive up the foothills of Mt. Talinis from the city. We will also expect quite a turnout of balik-fellows for this golden summer. Oh, and I know that Danny Reyes is in charge of the gala program. Dumaguete-based writer and exceptional literary website administrator Ian Rosales Casocot and poet Joel Toledo, the literary editor of Philippines Free Press magazine, are collaborating on a special literary section in the PFP that will be devoted to works by workshop alumni. Rowena also seeks to push through with plans for an anthology of representative works from each of the 50 batches. Kirpal Singh from Singapore, as the notable Asian writer who will also help out in the panel (last year it was Xu Xi from Hong Kong), is no stranger to our country and many of our major writers who have crossed paths with him in the international literary circuit. He is a special friend, blessed like good friends are with the extra gift of laughter. Robin Hemley, director of the Nonfiction Writing Program of the University of Iowa (also senior editor of The Iowa Review and editor of Defunctmag.com), is scheduled to bring in more than a score of UI students for a month, longer than when he first did it with a dozen in 2004, as workshop participants in Dumaguete. This time, as I understand it, they will be based more in Cebu City, with a sojourn in Bohol also in the works. In coordination with Sarge Lacuesta, Robin is now rearranging their sked so that they can be in Dumaguete on the last few days of the final week, in time for the street dancing, fireworks, and bacchanalian revelry. Apart from those, Robin will also represent UI in accepting a tribute. As Rowena has communicated to him (Cc this eavesdropper), “The 50th anniversary includes recognition to the various entities that have been part of the Philippine National Writers’ Workshop over the past half-century. The University of Iowa is the recipient of the institutional recognition, and I believe our university president Ben Malayang is intending to present you with the plaque. Their ingenuity and enthusiasm blended well enough to demonstrate through dancing how their ancestors toiled for abundant harvest – crossing the rivers and mountains just to bring their crops to the town market. Bellowing together with a reverberating voice of thanksgiving to God through their patron saint St. Joseph, the participants portrayed the religious fervor and devotion of their forefathers in surmounting adversities. “Viva Señor San Jose” was the shout of approval for the constant yield that even present-day farmers are enjoying. Creatively combining Cebuano words “Pasalamat Pinaagi sa Sayaw” (a thanksgiving through dance), “Pasayaw Festival” has gradually gained momentum not only among local residents of Canlaon City in Negros Oriental but also for people from the neighboring towns and provinces. Every March 19, the typically quiet and bucolic place situated at the foot of Mt. Kanlaon (approximately 9.5 kilometers away from its periphery) kindles a tremor of revelry. The government-funded food depot in San Jose town is located in front of the San Jose Police Station and housed in a building provided by San Jose Mayor Emmanuel Remollo as counterpart from the local government unit, San Jose Municipal Agricultural Officer Rene Amores told the Philippine Information Agency. Amores said the Bagsakan sa Barangay is a barangay-based food depot and distribution system that sells affordable, locally-produced and organically-grown food products such as meat, poultry, fish and vegetables. "We buy the goods from our local marginalized farmers and fishermen then we sell them at our Bagsakan site at the prevailing market price," said Amores. There are between 80 to 100 farmers in San Jose engaged in vegetable production tilling collectively 60 hectares of agricultural land in the fifth class municipality of San Jose, according to Amores. The Bagsakan site is open Mondays to Sundays from 7:00 a.m. until 5:30 p.m. Under a memorandum of agreement signed between the Department of Agriculture (DA) and the San Jose municipal government, DA shelled out P100,000 for the purchase of equipment to be used for the depot's operations while the LGU put up a counterpart of P50,000 for the purchase of wage goods from the local farmers to be sold at the depot, aside from providing the building, manpower and shouldering the Bagsakan's operational expenses. The project was initiated by DA under the administration of former Pres. Gloria Macapagal-Arroyo with the aim of helping local farmers and fisherfolks by providing an alternative market for them and directly linking them to their consumers in the community. Due to the abundant supply of goods being sold in the San Jose Bagsakan depot, Amores said they are now eyeing to open a possible outlet in Dumaguete City, 14.3 kilometers away. “Our farmers and fisherfolks are producing more than what can be sold here so we are looking into the possibility of opening an outlet in the city,” he said. Descending to the sand at about 20 feet did not provide much inspiration as we were greeted by some rusted cans and a baby’s diaper (used, apparently). In this photo I was lucky to capture some very interesting behavior between 2 similar looking fish species, and equally fortunate to have Marco Inocencio from Atlantis Dive Resort interpret the activities. According to Marco, the larger fish in the hole is a false cleanerfish (Aspidontus taeniatus), while the two smaller fishes that are shown in full view are cleaner wrasses (Labroides dimidiatus). The larger fish is a mimic; it’s actually a member the blenny family who is posing as a cleanerfish in order to take bites of skin and flesh from other fishes looking for a cleaning. The false cleanerfish is distinguished from the cleaner wrasses by its head, which ends in a “nose” with its mouth slightly under and behind it while the heads of the cleaner wrasses terminate with their mouths. In a press conference, Presidential spokesman Edwin Lacierda said the Civil Aviation Authority of the Philippines (CAAP) has assured President Benigno “Noynoy” Aquino III that the country will be upgraded to category 1 before the end of the year. “They [CAAP] are committed that it will be done one year or less,” he stressed. The FAA downgraded the Philippines to Category 2 from Category 1 in 2008 after a safety audit conducted in November 2007 found that some policies of the local aviation sector to be below international standards. The downgrade prohibits local airlines from expanding flights to the US. One of the primary issues was the lack of qualified technical personnel who will carry out procedures that ensure the safety of the Philippine air transport sector. “The DOTC [Department of Transportation and Communication] and the CAAP are on top of the situation with respect to taking us out of Category 2 and they have implemented some measures. In fact, the President just recently signed an EO authorizing the CAAP administrator to hire more people,” Lacierda said. In a memorandum of agreement, the GSIS is authorizing the state-run bank to service old-age and survivorship pensioners. According to GSIS Branch Head Cecilia Tenaja the move is to make easier for the members, especially in the provinces, to access their benefits and other loans. Negros Oriental and Siquijor have 4,244 old-age pensioners, Siquijor pensioners have started to use Land Bank’s facility last March, while pensioners in Negros Oriental are expected to transact with LBP on the second quarter of this year, Tenaja said. LandBank savings accounts for GSIS members have been opened with automated teller machine (ATM) services specifically for the pensioners. However, GSIS official said those who choose to keep existing savings accounts with the Union Bank of the Philippines can still use the GSIS eCard to transact the nearest Union Bank ATM. LandBank service will be gradually expanded to all GSIS members as soon as the pilot GSIS branches have already tested, it is said. Seems like his definition of a "successful mall" is only bounded on how quickly the mall expands.. It's very kitid, IMO.. :ohno: In RPT's case, it badly needs to expand. The main mall is just barely 35K sq.meters when it opened and it is serving a city with 200K+ population.. With the expansion, it will just add about 5K sq.meters to the existing mall and by the time the new building will open, RPT will officially be around 40K sq.meters.. Still quite small for the growing city... RPD, however, when it opened, is already about 45K+ sq.meters and it is already more than enough to serve a tiny city of 120K+ population.. It's architecture is already a huge bonus, plus the tenants are mostly only big cities are fortunate enough to have (eg Watsons, iStore, Crocs, Accessorize, Geox, Havaianas, The Athelete's Foot, ResToeRun, Trod, etc...) and it's another big bonus. These brands doesnt just open randomly in any place or mall... They go through feasibility studies.. Isnt it also good indicator of a "successful mall"?....and not just on how quickly is goes for expansion?... For now, RPD doesnt need to expand.. A 100-room GoHotel is already underconstruction at the back of the mall.. Another indicator, right? And so it does not mean that if a mall is not expanding, it is not successful. A stretch of flat wall about 5-stories high and has 3 falls cascading down to a deep aquamarine body of water. It is surrounded by lush green vegetation watered by the mists from the falls. One had to pass long and winding rough roads to reach to this isolated but majestic looking place. Motorcycles and 4x4 wheel drive vehicles are the only modes of transportation for one to reach the spot that's why it is very ideal for motorbike adventurers. Rosales said each LCW member planted one rambutan or lanzones in their backyard. “Planting a tree is like caring for a child and adult, of which women are experts,” she said. Rosales reminded the women to take care of the trees they planted because the council will check on their growth after a year. Rosales said she got the idea from a similar activity in Guimaras where every household has a mango tree. The council members planted the trees at the vicinity of Lake Balinsasayao through the help of the Protected Area Management Board personnel. But modesty aside, in fairness to our RPT, the "not-so-sosyal looking" mall earned the distinction of being the 2010 shopping center of the year of the Philippine Retailers' Association together with Eastwood Mall, Greenbelt 5, SM North EDSA and Island City Mall in Bohol. I agree with @nicko, the decision to expand or not expand an existing mall does not totally mean that the mall is progressing or not. When RPT opened it was just around 35000 in GFA serving a city of 217,000 and a region of 3M people and it is not really surprising that RLC is going to add another almost 10000 sq m mall expansion to the existing mall since the demand for more shops is so high. In RPDs case, it was already huge when it opened and we should bear in mind that it is not easy to attract big brands/retailers to provincial malls. But there will come a time that RPD will also expand. Mayor Albert Ator said Tambobo Bay, that is haven to hundreds of foreign yachts during typhoons, has shallow waters, and is not accessible for inter-island vessels. Instead of a pier, Ator said the construction of a Tambobo Bay boulevard costing P18 million near the abandoned wharf, should be considered rather than a pier for passenger vessels, while the local government unit and the Philippine Ports Authority has to determine its legality in the area. The 1995 NSO Population Data registered the province’s household population as 1,025,247 with an annual average growth rate of 2.07% in the five-year period from 1990. Using the same annual AGR, projected population for year 2000 is 1,131,362. The literacy rate of the province’s household population 10 years old and over is 88.77%. The 1994 local NSO Statistics Survey lists that by income class, 26.79% of the population were receiving an average monthly income of P24, 747 while only 9.18% received an income of P10, 282. PROVINCE OF SIQUIJOR Siquijor province has a total land area of 34, 350 hectares and is located some 30 kms. from Negros Island. Composed of six municipalities, the province registered a population of 81,598 (annual growth rate of 2.19%) with a population density/km. of 237.55. With a predominantly young population, Siquijor has a literacy rate of 94.24%. DUMAGUETE CITY The total area of the city is approximately 3,426 hectares, 53.7% of which is residential, 6.4% commercial land use. As of year 2000, the city reached a population of 102,265 (institutional population included), with the # of household totalling to 21,582. Investments in the city as sourced by the Dept. of Trade and Industry showed a total of 3,214 firms registered between the years 1994 – 2000. Majority of the firms registered came from the service sector (87.7%) and manufacturing sector (7.7%). STRENGTHS ►Strategic Location The area is located at the crossroads, along the National Highway going south ►A potential target market of approximately 1M consisting of the entire province of Negros Oriental, the province of Siquijor, and the three southern towns of the province of Cebu (due to their proximity to Dumaguete City). ►Location ensures high visibility and accessibility ►Absence of a major competitor for a regional mall.
