At least 451 households in Negros Oriental stand to benefit from the Department of Energy's (DOE's) Solar Homes program.
The households are located in 16 sitios in the towns of Pamplona, Siaton, and Santa Catalina and city of Tanjay, news site Visayan Daily Star reported Saturday.
Each of the identified Solar Homes will receive one solar panel, four LED lights and built-in AM-FM radio, the report said.
However, each solar panel has a peak load capacity of just 30 watts —only enough for lighting, but not for appliances.
LED lamps are to be used as these provide brighter light but uses very minimal power, recommended for Solar Homes to conserve energy.
The DOE is expected to distribute the solar panels by the third quarter of 2011 after all requirements are completed, the report said.
Each solar panel will cost P23,000 and will be given free to the identified Solar Homes beneficiaries, who live in far-flung villages that have no access to electricity.
DOE representatives will meet with Governor Roel Degamo to discuss the Solar Homes program, and the distribution of the items to the beneficiaries.
Each solar panel will be installed on the roof to have direct exposure to the sun. A DOE technical team will install the units.
The DOE will also organize the beneficiaries so they will be guided on the maintenance of the solar panel. The deep cycle battery is good only for two to three years, depending on usage.
During the rainy season, the battery can last for one week if the household minimizes the use of power. — TJD, GMA News

The upgrading, rehabilitation and concreting of the road network in the first district in Negros Oriental, composed of two cities and seven municipalities, from Manjuyod to Canlaon City, will cost the government about P1.4 billion.
The projected cost would be about P200 million per year from 2011 to 2016, says Rep. Jocelyn Limkaichong (Neg.Or.,1st District).
However, this will all depend on the availability of funds from the national coffers, since other provinces are also requesting for the concreting of their roads, she said.
Limkaichong also said that P710 million in foreign funding is in the pipeline for implementation next year in her district, and that, the program is being prepared by the Department of Public Works and Highways.
For this year, P200 million worth of infrastructure projects has been bidded out, with construction to start in the second half of June. This includes the long overdue widening, slope protection, sea wall construction and concreting of the Himampangon road.
Limkaichong has also suggested to Department of Public Works and Highways Secretary Rogelio Singson the putting of a bicycle lane along the highways, to bolster tourism and promote a healthy lifestyle.*JG

This is Blackpool UK, where I used to spend vacation time as a kid. It has three piers like this, but they're not piers for boats... They are purely for entertainment. There are amusement rides, restaurants, and other shows on these piers...
...What if Dumaguete could do something like this around Mangnao or Banilad... ...imagine if the Boulevard was extended to that area...

If they were able to put up a theme park in Dapitan, and it's becoming a big hit, it should be more feasible as we have better economy here compared to Dapitan and its environs...

DUMAGUETE CITY, May 30 (PIA)--- Education Secretary Armin A. Luistro lauded the Negros Oriental State University in Dumaguete City, Negros Oriental for producing the topnotcher in the 2010 National Qualifying Examination for Principals (NQEP).
Luistro, in a Department of Education (DepEd) memorandum, congratulated Bemar D. Torres who aced the NQEP with a 99.99% rating.
NORSU Information Officer Joy Perez said that Torres is a graduate of NORSU Bais City Campus in 2001. "He is now the head teacher of the DepEd Division of Bais City," said Perez.
A total of 9,778 examinees took the NQEP but only 994 passed the exam or 9.5% of the total aspirants, said Perez.
The 2010 NQEP was administered simultaneously nationwide on January 23, 2011. "The exam consisted of 170 total items with a raw score of 101 and spread across nine performance areas of leadership experience dimensions of school heads," said Perez. (RMN/PIA Negros Oriental)

DUMAGUETE CITY, May 30 (PIA) -- The 11th Infantry "Lapu-Lapu" Battalion (11IB) of the Philippine Army is inviting runners in Negros Oriental to participate in the run for peace dubbed "Takbo Tungo sa Kapayapaan at Kaunlaran" slated June 26, 2011 in Guihulngan City.
This is the second Lapu-Lapu run for peace spearheaded by the 11IB under its Operation Bayanihan project.
The activity will consist of a 3-K run for male and female below 12 years old and 5-K and 10-K for 13 to 23 years old for male and female.
A statement from the 11IB said the free registration of participants is set on June 18 to 24, 2011 at the 11IB headquarters in Brgy. McKinley, Guihulngan City.

DUMAGUETE CITY, May 30 (PIA) -- The Negros Oriental provincial government has allocated a total of P10 million for 10 flood control projects provincewide.
The amount is sourced from the province's 20 percent economic development fund (EDF), according to records from the Office of the Provincial Engineer here.
Of the total, P3.5 million is set aside for the construction of a river control at the Magatas-Calabnugan Spillway Site in Brgy. Magatas, Sibulan town and another P2.5 million for a similar project at Camanjac Bridge in Brgy. Camanjac, Dumaguete City.
On the other hand, P1 million each have been alloted for the construction of river control at Magtuhao, Tayasan town and at the Cansumalig Multiple Box Culvert Site in Sta. Catalina-Bayawan City area.
Other river control projects will be construction along Banica River in Dumaguete City with P850,000; Bonawon, Siaton town with P600,000; and Ocoy River at Brgy. Candau-ay in Dumaguete City with P550,000.
Meanwhile, the provincial government has also appropriated more than P46 million for 73 infrastructure projects and another P38 million for 26 construction and road rehabilitation works around the province. (RMN/PIA Negros Oriental)

THE provincial government of Negros Oriental will kick off this year’s Environment Month celebration with a “walk-clean-and-bike for the environment” activity on June 1.
The Environment and Natural Resources Division (ENRD) of the province, in coordination with Metro Dumaguete Road Runners Club, will gather trash from the streets in Dumaguete City to promote environmental consciousness among the public, ENRD chief Mercy Teves said.
Also, during the opening of classes on June 6, public schools are expected to initiate “Oplan Linis” to clean school premises.
The ENRD will also hold an on the spot poster and essay writing contest among the public elementary and high schools, and coastal and riverways clean-up with colleges and universities in the city.
Teves said police officers in Negros Oriental will soon undergo extensive training and orientation on environmental laws.
The training-orientation will help strengthen the implementation of environmental laws, the ENRD chief said.

Philippines’ Number 1 is the University of the Philippines, which ranked at Number 62 in Asia. It was followed by the Ateneo de Manila University (No. 68 in Asia), University of Santo Tomas (No. 104 in Asia), and De La Salle University (No. 107 in Asia)
Eleven universities occupied the 201+ ranking in Asia, which included the Mindanao State University, Xavier University, Polytechnic University of the Philippines, Silliman University, Father Saturnino Urios College, Mapua Institute of Technology, Adamson University, Saint Louis University, Central Mindanao University, University of San Carlos, and University of Southeastern Philippines.

I highly suggest One Bethany Place, sometimes as low as Php400 for dorm type, already aircon room. Clean and really nice atmosphere :)...Just one ride away from downtown.
Another would be Harold's Mansion (http://haroldsmansion.com/) near Silliman, around Php400 for a/c room...
Coco Grande (http://www.cocograndehotel.com/) would have been good but it's a bit pricey, but I think it's really worth its value...
Hotel Nicanor (http://hotelnicanor.com/) in the downtown area, Casa Demonteverde (http://www.dumagueteinfo.com/Casa-demonteverde-hotel-homestay.php) in Claytown area, as well as Florentina Homes (http://www.florentinahomes.com/), are some of the good ones.

Some say that having no plan is the best plan of all. Well you can do it in Dumaguete, even just bumming around would do :)...Dumaguete is one of the easiest areas to while away time.

DUMAGUETE CITY, May 31 (PIA) -- A total of 16 small and medium enterprises (SMEs) in Negros Oriental underwent trained to promote its craft, food and hospitality industries in the worldwide web.
The Department of Trade Industry (DTI) in cooperation with Philippine National IT Standards Foundation Inc. (PhilNITS) held recently project Training Enhancement for Competitiveness in Harnessing Innovative Entrepreneurs (TECHIE) for SMEs.
DTI officer Jose Julio Somido said the training aimed to help local SMEs in information technology (IT) connect easily and economically to outside contacts to promote their products and services for worldwide exposure.
Aside from conducting training developing online brochures and bulletin, DTI also trained SME-participants on effective designs, layouts and proper combination of color, text and images under the phase 3 of Project TECHIE.
Somido said the Project TECHIE is an independent project that sets itself apart from the other government projects.
The TECHIE project comprises four phases such as Basic Computer Literacy and Applications Training, Promotion and Marketing: Internet-based Marketing, Electronic Brochures Bulletin, E-Commerce Applications and Market Research and Intelligence thru Technology Applications.
The training also aims to strengthen market promotion and market research through the use of available technology applications and develop regional centers as training providers for IT-enabling of SMEs and MSMEs. (PIA NegOr/JCT)

I suggest you start your bumming by going to tourist centers at the Sidlakang Negros Village, the City Tourism Office at the Quezon Park (near McDonald's), or at the Tourism counter at Robinsons Place...You can get a lot of information from these places...
I highly suggest One Bethany Place, sometimes as low as Php400 for dorm type, already aircon room. Clean and really nice atmosphere :)...Just one ride away from downtown.
Another would be Harold's Mansion (http://haroldsmansion.com/) near Silliman, around Php400 for a/c room...
Coco Grande (http://www.cocograndehotel.com/) would have been good but it's a bit pricey, but I think it's really worth its value...
Hotel Nicanor (http://hotelnicanor.com/) in the downtown area, Casa Demonteverde (http://www.dumagueteinfo.com/Casa-demonteverde-hotel-homestay.php) in Claytown area, as well as Florentina Homes (http://www.florentinahomes.com/), are some of the good ones.

Wow... Another huuugeee development for a tiny city.. Another IT Park in the making. Third at that!!... Anyhoots, i have another minor updates:
BSP building is zooooming to finishing. In fact, full blast construction is still ongoing now.. I think its going for 24/7. The big BSP signage is lit up already and painting job is done. They are basically now doing the interiors and finalizing details on the exteriors.
The new building beside Cangs has now a rendering posted. The design is very similar to Cangs Shopping Complex.
After the big coming of PLDT myDSL and the newly revamped SKYcable DSL just this year, Bayan DSL will have a launching on their coming this month. Tarps are all over the city with their 15day trial promo. Imagine, a tiny city with all the major DSL company providers present: Globelines, SmartBro, PLDT myDSL, SKYcable Broadband and now BayanDSL.. And this is even excluding the small time providers such as Cruznet, etc.....

SM Prime Holdings, Inc. (SM Prime) is embarking on its fourth-biggest mall in the Visayas and Mindanao, this time to be set up in Cebu City.
The mall operating arm of the SM group of companies is also expanding its operation in Davao City, adding a new building structure to complement the existing and only SM mall in the area.
SM Prime is slowly but steadily expanding its base in southern Philippines.
"The south (VISMIN) offers great business opportunities given that population is big and many cities are moving towards urbanization," said Jeffery L. Lim, SM Prime chief finance officer, in an interview with Malaya Business Insight.
"With the increasing number of OFWs originating in the VisMin region and the number of BPOs relocating to this region, these factors have definitely increased the disposable income and upgraded the lifestyle of the people, which resulted in a clamor for SM since we are known as the premier lifestyle trendsetter," Lim said.
The company plans to add more malls in the area later apart from the Davao expansion and the new mall in Cebu City’s South Road Project.
As of end-2010, SM Prime had a total of 40 malls all over the Philippines, most of them in Metro Manila and outlying areas in Luzon.
Only four malls – SM Iloilo, SM Cebu, SM Davao, and SM Cagayan de Oro – are located elsewhere in the country and comprising 11 percent of the company’s 5 million gross floor area (GFA).
SM Prime in all of its malls provides marketing space of an estimated 11,848 tenants, while attracting an average of 3 million foot traffic daily.
In Davao, SM Prime’s expansion will complement its two malls in Mindanao, the ones in SM Cagayan de Oro, which opened a year apart in 2001 and 2002, respectively, and were the company’s first entry to both cities.
SM City Davao serves a "highly urbanized" community in an area considered to be one of the most progressive in the country, said the company. At 78,735 square meters (sq.m.) the Davao mall will have an additional 44,408 sq.m. through another structure that will be constructed beside it.
The new, "sleeker design" of the expansion will "create an identity that updates and revitalizes that of the original mall," said SM Prime in a report to stockholders.
"A random pattern of colored rectangles will decorate the expansion’s exterior shell, while incorporating wide windows to provide sufficient light to the spaces allotted for BPO firms located at upper levels," it also said.
The extension will feature a "landscaped" boulevard of restaurants with each restaurant having a dedicated area for al fresco dining and easy access to both the interior of the mall and to the exterior sidewalks and driveways. Elevated walkways will also connect the existing SM City Davao with the expansion.
"Special paved patterns will direct customers towards clearly defined entrances in front and at the back of the expansion, as well as towards the boulevard of restaurants, along a meandering, playful sidewalk. The exterior of the existing building will be renovated to blend with the expansion," said SM Prime.
An expansion means that there is marked development in the area since SM Prime initially enters a place with just a small mall.
"The mall size depends on the market capacity which is a factor of population and purchasing power. Other factors include the functional role of the city/municipality and level of transient population," said Lim, noting that while the malls may be there to service the people of the area, they also become a catalyst of growth.
"Since we serve as a catalyst of growth, the surrounding communities normally expand and more public transport lines become available to bring in consumers from neighboring towns. These cause the market capacity to grow which ultimately may justify the expansion of the mall," he said.
In Cebu City’s case, the construction of SM Seaside City Cebu, the name attributed to the new mall that will rise there, is making the company "excited" according to SM Prime president Hans T. Sy.
SM Seaside City Cebu will service locators to the 300-hectare reclaimed area that the city government of Cebu has auctioned for developers.
There are two big developers that won a portion of the property, 30 hectares of which went to the SM group.
Cebu City is commonly referred to as the "Queen City of the South" being the oldest city in the Philippines, having been founded in the Spanish era. It is also the second most significant metropolitan center in the Philippines where the most busy business activities are found down south.
The South Road Project was created by the Cebu City government to save and increase the limited lands available beside the city’s east coast.
SM Prime opened its first mall in the city in 1998, aptly named SM Cebu City.
At 291,043 sq.m., SM Seaside City Cebu will rank fourth in terms of GFA, next to SM Megamall, which has a GFA of 348,056 sq.m. SM North EDSA is SM Prime’s biggest mall at 482,878 sq.m.
SM Prime has tapped Miami, Florida-based architecture, interior design and planning firm Arquitectonica to design the Cebu mall.

The city is definitely blessed. Not only that our tourism, health, education, real estate, infrastructure (which also include sports, cultural and convention facilities), business and banking sector that are booming, our BPO sector, as well, has gone soaring high and booming (basically, our economic sector as a whole). We are indeed very fortunate because the BPO sector is something that most cities, up to this moment, have been wishing to have and experience.. Talk about holistic kind of development! Kudos to our officials! :cheers:

BIR monitors sales of cars

Revenue District 79 chief Crescencio Agad said his office is monitoring the sales outputs of car dealers in the province and added that this development is significant in their efforts to collect the necessary taxes for the government.
Two of the biggest distributors of vehicles in Negros Oriental sold at least 300 units last year alone.
Lambert Lopez, business manager of Fast Auto World Philippines Corp., has confirmed to the local revenue office that the company has sold at least 150 units of different types of Mitsubishi vehicles last year while Toyota Dumaguete Branch manager Clark Labi also confirmed almost the same number of vehicles.
Agad said that if Negrenses are capable of purchasing expensive cars, it follows that they are also capable of paying the right amount of taxes.
He also said that even buyers of second units have to declare the exact costs for taxation purposes.
The sprouting of gasoline stations all over the city and the province is a confirmation that business is doing well, Agad said.*JG

506 computers to be given to schools

The Department of Trade and Industry in cooperation with the Department of Education will distribute 506 computers to public high schools in Negros Oriental at the opening of classes this month.
DTI regional director Aster Caberte said this is the fourth phase of its program started during the time of former DTI Sec. Mar Roxas.
A total of 46 public high schools in the province will receive 11 computers each complete with printers, wifi-ready, with anti-virus, UPS and the operational system. They will be distributed in the three districts, 110 computers for the first district, 144 for the 2nd district and 244 for the 3rd district.
The computers are grants from the Japanese government.
In Region 7, Negros Oriental has the highest number of beneficiaries this year with 46, followed by Cebu with 43, Bohol with 39 and two in Siquijor.
DTI provincial director Javier Fortunato Jr said the recipients were identified by the Department of Education, and his office is tasked for the setting up the computers and training recipients on its use.*JG

DUMAGUETE CITY, June 2 (PNA) -- The provincial government of Negros Oriental has allocated P3 million for the replacement of the dilapidated roofing of the Lamberto Macias Sports and Cultural Complex (LMSCC) in Dumaguete City.
Governor Roel Degamo said he was alarmed after seeing the holes in the roof of the sports complex. He is afraid that the holes will cause damage to other facilities inside the complex since rainwater will seep in through the roof because of the big holes.
The governor said it is about time to change the corroded roofing because it has not been replaced since it was constructed.
Engr. Berchman Patrimonio, chief of the General Services Office (GSO), has promised the governor to complete the program of work within the week. They are expected to start the replacement of the roofing by the second week of June, taking advantage of the sunny days.
Governor Degamo said he wants the work done immediately because of the onset of the rainy season and the erratic weather pattern.
Degamo also said he wants all the facilities of the province to be ready and serviceable at all times. This is in line with the program of the provincial government to make Dumaguete and Negros Oriental a destination for conferences and conventions.
Negros Oriental is bidding to host the Palarong Pambansa by 2012 and the availability of the facilities is one of its assets, the governor added. (PNA) jfp/Maricar Aranas

DUMAGUETE CITY, June 1 (PNA) – Athletes from various public schools in Dumaguete returned with gold, silver and bronze medals in different sporting events that they participated in as part of the Central Visayas delegation during the Palarong Pambansa held in Dipolog City last May 8 to 14.
The athletes, accompanied by Dwight Sun, City Division of the Department of Education sports consultant, paid a courtesy call on Mayor Manuel Sagarbarria Wednesday morning at the City Mayor’s Office.
The athletes and Sun thanked Mayor Sagarbarria for the support given to the athletes during the Palarong Pambansa.
In the swimming competition- high school boys’ category, Julian Sebastian Teves collected five gold and one silver medals while Churt Lozano earned a gold medal, said City Information Officer Steve Gabriel.
In the high school girls’ swimming category, Marie Crizabelle Merto, also collected six gold and one bronze medals; Kiara Katada and Schinette Mharie Tingas each got a bronze medal.
Pia Marie Trapila received the bronze in the swimming elementary competition, while in the football boys’ secondary showdown, Sabin Antonio Bustamante was awarded a gold medal.
Mark Joseph Rocamora and Jerson Owen Belen were awarded a bronze medal each in the volleyball boys’ secondary while Vincent Kit Pelletero collected one gold and two bronze medals in the athletics boys-elementary category. (PNA) JFP

ritche June 3rd, 2011, 12:50 AM Good thing is, I think they are using better materials than that (aluminum cladding and evenly distributed glass panels)...Even the yellow color there is subtle, not glaring (going towards beige) :)...And I think the green color that they have there is not that tacky, they are using slightly different color schemes (because of the cladding) with some orange and gray accents, probably to blend in with the environment :)...I also like the blue aluminum and glass cladding of the under renovation EverMall...

DUMAGUETE CITY, June 2 (PIA) -- Senator Vicente Sotto III granted additional financial assistance of P1 million for the completion of boardwalk project at the Rizal Boulevard in Dumaguete City.
Information Officer Steve Gabriel of Dumaguete City said the Office of the Mayor has received the notice yesterday from the Department of Budget and Management Region 7, informing the Mayor that the check has been deposited in the city current account of the bank.
The funds came from the Senator Sotto's pork barrel or Priority Development Assistance Fund (PDAF).
The city is continuing the massive development and rehabilitation program of the Rizal Boulevard as it is the show window of Dumaguete, according to Gabriel.
Recently, Senator Juan Miguel Zubiri in brief visit to the city a few weeks ago, also promised the city government to give one or two million for the funding for the further development of the boardwalk along Rizal boulevard.
City Mayor Manuel Sagarbarria for his part thanked Senator Sotto for the additional funding assistance for completion of the boardwalk project in the city.
Previously, Francisco Pangilinan, Ralph Recto and TG Guingona also allotted some financial assistance from their PDAF through the Department of Public Works and Highways (DPWH) for the same project, Gabriel said. (PIA NegOr/JCT)

THE Philippine Under 13 (RP U13) tagged as the “Little Azkals” will open their campaign in the Asian Football Confederation (AFC) U13 Festival of Football today.
The team is composed of Major Dean Ebarle of the Abellana National School (ANS); Mario Lorenzo Ceniza of Springdale; Moiselle Angelo Alforque and Vincent Lobitos of Don Bosco Technology Center (DBTC); Kintaro Miyagi of Bright Academy; Lawrence Colina of the University of Southern Philippines Foundation (USPF); Lorenzo Genco; Yared Anton, Ian Daniel Eamague, Kyric Parao and Henry Hamdam of the Negros Oriental Football Association (NORFA); Mason Trent Vergara of Dumaguete City; Darios Diamante and Javier Romero-Salas of Davao FA; Sebastian Patangan of Dipolog FA; Jeremaih Borlongan and Dimitri Lionel Limbo of Cagayan de Oro-Misamis Oriental FA; Harel Dayan, Josh Albert Miller, John William Abraham, Ray Vincent Sanciangco and Marco Alessandro Casambre of the Rizal Football Association (RIFA).
First up for the Little Azkals will be Laos and Singapore this morning and Indonesia in the afternoon.
Team manager Richard Montayre explained that teams will play a total of 40 minutes with the first 11 of each team playing in the first 20 and the second 11 playing in the remaining 20 minutes.
On June 4 will be a skills test and matches will resume on Sunday and Monday.
The Little Azkals coaching staff is made up of Oliver Colina as head coach, Eleazar Toledo as assistant coach, Noel Marcaida as goalkeeping coach and Eliezer Fabroada as coach instruct.

Degamo lauded the efforts of the group led by businessman Roy Cang that is geared towards responsible gun ownership in the province. He assured gun enthusiasts and licensed gun holders of his full support for a quarterly shooting competition.
Philippine National Police provincial director, Senior Supt. Rey Lyndon Lawas, said he would like to see legal and licensed firearm holders to pour out their stresses during the shootfests.
Lawas enjoined licensed firearm holders to make this a hobby and a very productive way of instilling discipline among themselves.
A total of 183 participants from Cebu, Bacolod, and other cities in Negros Occidental, took part in the competition that had trophies for prizes, Cang said.*JG

The Hidden Natural Beauty
If Magellan didn't sail, it would have not been proven that the world is round. If Jacques Cousteau didn't dive, the mystery of the ocean floor would have not been uncovered. If Columbus quits his voyage, the New World would have not been discovered. It makes me wonder, who could have been the unknown explorer who dared to trek and discovered Lake Balanan?
Lake Balanan is situated on the secluded forested mountain of Siaton and it is 10 kms. away from the National Highway. The lake is surrounded by mountain ranges and it would take a 4 wheel drive vehicle to reach in this high altitude place. To imagine, before this tourism hotspot got developed, it would have been an ardous task to navigate to this far flung forested area with no clear path to thread upon. To the one brave soul who discovered this place years ago, thanks to you as this beautiful scenic place would not have been enjoyed by lots of people
Last week, we went to Lake Balanan to discover the place by ourselves. On board a van, we trek 10 kms. through rocky, and then cemented, and then rocky, and then cemented roads. Though it is not really as difficult it may seems. Lake Balanan is located 10 kms away from the main highway and while Siaton is about 39 kms away from Dumaguete and so all in all it would be a long journey. That would make one feel the thrill of adventure as the travel goes by.
Lake Balanan is a lake set Siaton, Negros Oriental, Philippines. It is a freshwater lake in the forested mountains of the southern portion of the island of Negros, with a shape resembling a figure of eight, the narrowest point between the two main parts of the lake being only 90 metres wide. The lake's area is 24 hectares and it is 285 meters above sea level. The lake is surrounded by mountain ranges, and is fed by 3 tributaries, all placed in the northern end. These are the Lamarao Creek at the northeastern corner with 2 waterfalls, the Balanan Creek at the middle of the northern end with another waterfall, and the Nasig-id Creek at the northwestern end.
While trekking up the moutain of Siaton, you can view the green sceneries down below. It is just so beautiful.

You would know that you have already arrived in Balanan by stating the obvious, seeing the sign "Balanan".

The roads within Lake Balanan are already developed with a cement pavement. Upon arriving, there's a portion of the road where the water overflows. It's not a flood as it is intentionally designed to be that way. A stream passes by the road.

The place is surrounded with trees and you can hear the birds chirping, it really is a commune with nature. Near the parking area, you can see old giant balete trees just like the ones below. It would take more than a dozen to hug this giant tee.

Walking along the path you will soon arrive at the picinic area where you can cook and eat your meals. You can bring your own food in Lake Balanan without any fees.
Just below the picnic area are the swimming pools. There are 3 swimming pools but at that time only 2 are used. The water is so cool, clean, and refreshing as it is naturally fed by the waters from the creek.

Kids and adults really do enjoy swimming here. This is the only area where one is allowed to swim as it is prohibited to swim in the lake or river. This is for the safety of everyone. If one really wanted to swim in the lake, he/she needs to sign a waiver.

Just beside the swimming pools is a man-made waterfalls and its waters flow down the slope. The picnic area and swimming pools are elevated. I'm not sure though if the swimming pools are designed to be infinity pools as it looks like one. There's a real waterfalls by the way, and not just only one.

Just by looking at the lake, the calm waters, the green backdrop, the cool air, the singing of the birds, the momentary silence, you can really feel at peace.

There's also a tree house on top of a giant balete tree where one can have a commanding view of the lake.
The highlight of being in Lake Balanan are the water adventures. One can rent kayaks, pedal boats, bancas, and flowing cottages. Kayaks and pedal boats are Php 150.00 per hour while bancas which are good for 8 persons are Php 100.00 per hour.

It is always fun to ride a kayak but the adventure doesn't end there as another one awaits at the other side of the lake.
Docking at the other side of the lake. The water is so calm. With a sight to behold, it would not be far fetch to reflect life, but it is not yet time for reflection with another adventure ahead, although you can do so if you want to with a scenery like this.

You will need to walk about 200 meters on a dirt path. As you are getting nearer to your destination, you will hear a rumbling sound, and it is getting louder and louder. You will then climb a bamboo bridge to get a good view. The rumbling is getting louder and louder as you are getting closer and closer. The water is gushing and you can feel some sprinkles. Finally, you have already arrived.

The Federation of Filipino-Chinese Chambers of Commerce and Industry Inc. Negros Oriental Thursday morning turned over a two-classroom schoolbuilding to the Batinguel Elementary School in Dumaguete City.
Neileen Wale, principal of the Batinguel Elementary School, said the two-classroom building is donated by Mr. and Mrs. Co Kin Hung.
Wale said she is happy to have the additional school building and that, when classes open next week, they will use it most likely, for Grade VI students.
Gregorio Uymatiao Jr., vice president of the FFCCCI, said the school building project is under “Operation Barrio Schools” a project of the Federation of Filipino-Chinese Chambers of Commerce and Industry Incorporated and Filipino-Chinese Chamber of Dumaguete/Negros Oriental Incorporated 2011.
Mayor Manuel Sagarbarria lauded the chamber for its support for Dumaguete, especially in the construction of the school building. He also lauded the OIC city schools division superintendent Dr. Ramir Uytico for his ideas in improving and enhancing the quality of education in Dumaguete.
The turnover was witnessed by businessman Edward Lee of the Filipino-Chinese Chamber of Commerce and Industry, Uytico, teachers, parents, and students.

The Negros Oriental government has allocated P3 million for the replacement of the dilapidated roof of the Lamberto Macias Sports and Cultural Complex in Dumaguete City.
Gov. Roel Degamo said he was alarmed after seeing the holes on the roof of the sports complex as they will cause damage to other facilities in the complex, when rainwater drifts from the roof.
Degamo said it is time to change the corroded roof that has not been replaced since it was constructed many years ago.
The General Services Office is expected to start the replacement of the roof this month.
The governor said he want the work done immediately because of the onset of the rainy season, especially with the erratic weather pattern.
The province is looking forward to hosting the Palarong Pambansa in 2012 and the availability of the facilities is one of the requirements.*MA

THE CEBU FOOTBALL Association (CFA) is looking into two areas in Cebu for the Philippine Football Federation’s (PFF) goal project (GP) 5, the football village.
CFA president Richard Montayre, however, is withholding the location of these proposed areas since everything is still on the planning stage.
He said the football village is the brainchild of the CFA, which they proposed to PFF as its fifth GP.
According to Montayre, the planned football village would at least cover an area of 15 hectares, wherein it would have one football field of international standards; a stadium with the capacity of 30,000; three regular football fields also of international standard; 12 small fields; a futsal gym; an area for beach football; a large area for football festivals; a parking area; administration building and dormitories.
The budget for the football village would come from the Federation Internationale de Football Association (FIFA) while private corporations will also be tapped for the project, said Montayre. The Local Government Units (LGU) will be tapped to support their respective football teams.
The CFA president said everything is still on the planning stage with Dumaguete also planning to propose to have the football village in their area.

The Balanan Lake Development Authority has decided to adapt solar power for lighting the path walk connecting facilities and amenities around the lake in Barangay Sandulot, Siaton, Negros Oriental.
An initial 25 units of solar lamps will be installed and will replace the existing ordinary lamp at the path walk.
Board Member Erwin Michael Macias, newly elected vice chairman of BLDA said, power from solar energy will compliment the government’s campaign on green and clean energy. It will also help reduce electric consumption.
The solar lamps are expected to have a lifespan of 3-5 years depending on the extent of use. They only have to make sure that the solar panel is properly handled to prevent breakage.
Macias said they are also contemplating to convert all lighting facilities of Balanan lake into solar lamps. Some cottages can also be converted into solar homes where lighting and electric appliances will use power from solar energy.
He added that his office will present the proposal to Gov. Roel Degamo, since it will incur a huge amount to purchase a solar panel that has a bigger capacity. The advantage of solar power is that it does not require huge costs for maintenance, he said.
The lake now drawn income of at least P 2.2 million from 2008 to 2010, since it was opened to the public.
He said Balanan Lake would be the first resort that uses power from solar energy and this will become an added attraction for the tourist and other visitors.
Lake Balanan is one of the leading tourism destinations in Negros Oriental as a natural upland natural resort. The lake is also a favorite haven for bird watchers, hobbyist and wildlife photographers.*MA

His Excellency Thierry Borja de Mozota, Ambassador of France to the Philippines, has scheduled a visit to Silliman University on June 6.
The Ambassador will be with a party of two: Mr. Louis Thievenin and Ms Juliette Blouin, Director and Deputy Director of the Alliance Francaise de Cebu, respectively.
Silliman University Vice President for Academic Affairs Dr. Betsy Joy B. Tan, who concurrently serves as Acting President, while President Dr. Ben S. Malayang III is on official leave, will formally welcome the Ambassador to the University.
A special academic convocation has been set on the same day, marking the start of School Year 2011-2012, and the Ambassador will be the guest speaker. The Ambassador will discuss the friendship between France and the Philippines to an audience composed of students and faculty at the Claire Isabel McGill Luce Auditorium.
The University will also explore partnership opportunities with the Embassy of France on programs related to education, culture and the arts.
France is one of 31 countries represented in Silliman. Of the University's student population of over 8,000, 300 are international students. French is also one of the foreign languages being offered in the curriculum.

FU shines in PNoy games

Foundation University in Dumaguete City celebrated their trophy and medal haul at the first-ever Philippine National Games held in Bacolod City recently.
The FU Men’s futsal team won the silver medal after playing the Philippine Eagles national team, while Team IYSPeace won the bronze medal after playing against Metro TMS Davao.
Team FU beach volleyball won the bronze medal while the women Team FU futsal and beach volleyball placed fourth over all, narrowly.
Futsal is street football played by five players-a-side, running for 20 minutes each half.
Winning the silver medal was a big victory for the FU boys. “We never expected to win,” head coach Vladimir Villacora said. Playing coach Carl Rey Cabetingan said they met strong teams, as well as the Philippine team. “Our victory created confidence among our young players,” he said.
In addition to the medals and trophies, the FU mens’ and womens’ futsal team bagged the coveted “Fair Play Award.” “This meant that not anyone in the FU team committed a foul nor got a yellow card during the game,” Giles Roxas, deputy director of the IYSPeace said.
Morris Tulang of Brgy. Junob, also had a chance to play for the national team after having been chosen as part of the mythical five. He looks forward to joining the Philippine team in the next two years.
Tulang, had been playing football since he was in second grade. He noted that the sports program of Foundation University now requires athletes to also do well in their studies. “FU is very supportive and they give everything to the athletes. If an athlete has difficulty in a certain subject, the university provides him with a tutor,” Tulang said.
Tulang played for the Negros Oriental Football Association in the Suzuki Cup last April 15, where he gave Norfa four out of the five goals in one game.
In the girls football, youngest player Mikhaela Jumawan, 11, also won the admiration of the crowd as she skillfully wove her way through a maze of opponents twice her size.
“It looked funny because the scenario was like children playing futsal against adults,” Dr. Aparicio Mequi, director of the FU Institute for Youth Sports and Peace said. “The crowd called our players ‘small but terrible.’"
A future teacher, Jumawan learned to play football while still in first grade, seeing her father constantly bringing a soccer ball whenever they had family time together.
“I was excited to play against the national players so I could get to know them,” Jumawan, who scored two goals, said.
Most of the athlete’s skills had been honed through an intense six-hour-a-day training by coach Victor Vicente “Dean” Sinco last summer.
Sinco made them play in small groups to initially determine their skills, and he gradually increased the team size as their skills developed.
Over a victory lunch last Wednesday, President Mira Sinco congratulated the athletes, calling them the “amazing team.” “You decide what you want to be and work hard to get there,” she challenged.*RG

FU scores 100% in CPA exams

Three graduates of Foundation University hurdled the Certified Public Accountant licensure examination given May 15.
Mae Bantug, Melody Hope Versano, and Jimmy Basi brought honors to the University, after FU Business Administration Dean Dr. Julhusin Jalisan announced a 100 percent passing average, in contrast to the national passing average of 40.5 percent.
Jalisan said they were hoping to have one of the new CPAs land in the Top 10. “We just have to continue with the search and we also have to continue believing,” he said.
Bantug and Versano graduated October 2010 while Basi graduated in March 2010.
In March 2011, a total of 19 graduated from the Accountancy program. Thirteen of them are now in Manila attending review classes for the CPA board examination in October.
Accountancy is one of seven degree programs in the College of Business Administration. (FU PR)

DUMAGUETE CITY, Philippines – Wednesday, World Environment Month festivity in Negros Oriental kicks off with a biking event. This celebration is spear-headed by the Negros Oriental provincial government in cooperation with the school campuses and other key sectors in the province.
Bike for the environment is a component of the month-long celebration targeted to increase community consciousness of environmental matters and encouraging genuine community partaking in correlated inventiveness.
At the start of the semester, the Department of Education (DepEd) is also urging all schools to include in their announcement and pleas the ecological discernment and to publicize programs.
Symposia on coastal resource management and environmental law enforcement, tree planting, and coastal clean-up activities will be embraced towards the end of the month to be carried out by schools and local government units (LGU).
Since last year 2010, the provincial government, through the Environment and Natural Resources Division has joined in the festivities of World Environment Month with the Department of Environment and Natural Resources (DENR), St. Paul University, Asian College of Science and Technology (ACSAT), Foundation University (FU), Silliman University (SU), Colegio de Sta. DUMAGUETE CITY, June 6 (PIA) --- The local government of Sibulan has welcomed the construction of a five-star hotel in the municipality which broke ground on June 4, 2011.
Present during the groundbreaking ceremony were representatives from the municipal government led by Sibulan Mayor Marcela Bartoces.
Sibulan Information Officer Concepcion Rosales said the hotel, located a few meters away from Bravo Golf in Sitio Pancil, Brgy. Looc, will be the first five-star hotel in Negros Oriental.
The Sibulan government is optimistic that the hotel will drive up the tourism traffic in the town which is adjacent to Dumaguete City, the capital of Negros Oriental.
Rosales said a team was sent earlier to test the soil in said area to determine if the site is strong enough for the planned construction. "Atty. Edilberto Bravo wanted to make sure that the site can hold a 40-room structure and a convention center," she said.

Zamboanguita, Philippines - This coming June 24 at 8:00 AM, the Philippine Regulatory Commission (PRC) personnel are programmed to renew PRC identification cards at the Zamboanguita Municipal Gymnasium in Negros Oriental. Zamboanguita was a little town 45 minutes ride from Dumaguete City, and is famous for its Wednesdays Malatapay market.
PRC will admit applicants for ID renewal for geodetic engineers, professional electrical engineers, customs brokers interior designers, REE, architects, RMaster engineers, professional agricultural engineers, and electronics and communications engineers.
Candidates for Electronics and Communications Engineers ought to present a valid IECPE ID or certificate of membership of good reputation. For the other careers, a photo copy of accredited professional organization is necessary.
All candidates are obliged to tender two passport-sized pictures with given name and last name tag in color but with white background.
For expired IDs, a photo copy of both sides of the ID must be presented.
For applicants who desire to fill out the form in advance, the forms are obtainable at the Mayor Kit Marc Adanza’s Office in Zamboanguita. Forms are also available on June 24 at the gymnasium.

DUMAGUETE CITY, June 7 (PIA) -- Seven (7) senators have pledged various amounts from their respective priority development assistance fund (PDAF) to help finance the Rizal Boulevard Boardwalk project of the Dumaguete City government.
The funders include senators Manny Villar, Tito Sotto III, Juan Miguel Zubiri, TG Guingona III, Francis Pangilinan, Raphael Recto and Chiz Escudero.
Dumaguete City mayor Manuel Sagarbarria said, the city has already gathered more than P10 million from the seven senators for the ongoing construction of the Rizal Boulevard boardwalk project.
"The more than P10M funding assistance from the senators will help a lot for the massive development of the Rizal Boulevard. Rizal Boulevard is considered the show window of Dumaguete City, the City of Gentle People," Sagarbarria smiled as he shared this news to the media recently.(PIA-NegOr/JCT)

Siaton, Negros Oriental
Lake Balanan is a freshwater lake found deep in the mountains of Barangay Sandulot in Siaton. The lake is bounded by mountain ranges and fed by three streams. In the 1920’s a tectonic earthquake shook the island. The quake triggered a landslide that created a natural dam. The dam, called Sampong (meaning "to close"), blocked the waters of Balanan River to produce the lake. This ultimately resulted in the formation of a figure eight shaped water reservoir.
The facilities of Lake Balanan include a tree house, a swimming pool, a restaurant, and a room for lounging. Activities would be fishing, kayaking, boat riding, and hiking along the cemented pathways around the lake to enjoy the magnificent views and the fresh mountain breeze. During the weekends, families often come to have picnics in one of their cottages and to swim in the newly built pool.
Today, the Lake and the forests around it are being managed by the Bureau of Forest Development as a Watershed Area. There has been a proposal to protect the area as a Game Refuge and Wildlife Sanctuary to protect the large population of bats and other wildlife.

Yeah, indeed it is one of the most beautiful structures in the city. Mind you, it is not that big but it is quite expensive: it does not use so much hollow blocks (its outer wall is solid concrete) and its glass facade is bulletproof. In other words, even highly armored vehicles and high powered firearms cannot just penetrate its heavily fortified walls.
Some of the most beautiful structures in the city are the Luce, the Negros Oriental Provincial Capitol, Robinsons Place, Portal West, etc.

Description
The Silliman University Medical School, abbreviated as SUMS, is one of the academic units of Silliman University, a private university, in Dumaguete City, Philippines. Formally established on March 20, 2004, it is currently located at a two-storey annex beside the Angelo King Allied Medical Sciences Center inside the SU Campus within Silliman Medical Center compund. As one of the youngest medical schools in the Philippines, its pioneering batch graduated in 2009. Those who took the Philippine medical board exams passed, giving the school its first 100% passing rate. Its partner institution is the Silliman Medical Center.

Academics
The medical school confers a degree in Doctor of Medicine, with a curriculum that is based upon a combination of both the traditional and innovative strategies. Admission
Enrollment in the medical school is very selective. To be admitted, applications must pass through a committee that determines whether the applicant is fit to pursue the school's program of study. Applications are to be submitted as early as January to March at the school's Admissions Office in order to be admitted for the next school year and this is done only for the first semester. Non-completion of the requiremens would result in a denial of admission. The applicant must be a holder of a baccalaureate degree and must have taken the National Medical Admission Test (NMAT) given in the months of December and April. After all documentary requirements are met, prospective students will be interviewed by an Admissions Committee. Those who pass will be notified.

DUMAGUETE CITY, June 9 (PIA) -- Dumaguete City will join the rest of the country in celebrating the 113th Independence Day with this year’s theme “Kalayaan: Paninindigan Ng Bayan” on June 12.
Dumaguete City Schools Division Superintendent Dr. Ramir Uytico, is this year’s guest speaker at the celebration.
City Hall employees, as well as those of the national and local government agencies in the city, will gather at Quezon Park for the local commemoration.
Shortly after the simultaneous ringing of church bells, taps and sounding of sirens, volleys, raising and waving of flaglets at 7:00 p.m., a wreath-laying ceremony will be held at the foot of the Rizal Monument. This will be led by Mayor Manuel Sagarbarria.
These will be followed by the raising of Philippine Flag and singing of the National Anthem, after which the Panatang Makabayan will be recited to be led by Cheryl Moana Marie Cuba, a Girl Scout of the Philippines (GSP).
An ecumenical invocation will be led by Bishop John Du, Silliman Pastor Rev. Elmer Saa, and Jamal Tiburon of Muslim Community.
The celebration will also include the singing of “Bayan Ko” by Kyle Lemuel Juliano, and Kalayaan: Kahapon, Ngayon at Bukas with selected students from Dumaguete Science High School.

DUMAGUETE CITY, June 2 (PIA) -- As a step towards achieving the Millennium Development Goals (MDG) set by the United Nations (UN) by 2015, three municipalities of the province of Negros Oriental came together to learn how to finance, localize and monitor the MDGs.
The event which took place at the El Oriente Beach Resort in Dumaguete last June 1 was attended by Local Government Unit (LGU) representatives and citizen groups from La Libertad, Sibulan and Dauin.
Prof. Carlos Magtolis Jr., a member of Social Watch Visayas said that these three municipalities are under the project named “Cementing Pathways to Financing the Millennium Development Goals.” The project is being implemented by the Social Watch Philippines and the Legal Policy Institute funded by the European Union (EU) and UN MDG Achievement Fund.
He added that these three municipalities from Negros Oriental, together with other three municipalities from Pangasinan that are also funded by the EU, will be the models to other places in implementing the MDGs. They are expected to reduce extreme poverty, improve health condition especially the child and maternal mortality, be more gender sensitive, elevate the quality of education and have a sustainable environment.
Prof. Leonor Magtolis-Briones, a representative from Social Watch Philippines said that as of now, the Philippines is in critical level in eradicating poverty, and in reducing the mortality rate by 2015. She said that it is more likely that the country can achieved its infant mortality rate reduction target.
“The country is pressured to work very hard,” she said.
Prof. Briones added that though there are no direct consequences to the country if these MDG goals will not be met by 2015, the standing of the country will be affected. Some donor communities including the UN look at the MDG status and their assistance to the country might be minimized.
Cong. Lorenzo Erin Tanada, Deputy Speaker of the House of the Representative said that this year, the budget allocated under the Aquino administration is more focused on the MDG. He said,“2011 is a catch up budget for the MDG.”
He added that the government has used Conditional Cash Transfer (CCT ) as one of the vehicles in fast tracking or trying to catch up with what has happened in the last nine years where the MDG goals were not being considered as the primary objective of the previous administration.
Furthermore Tanada said: “They try to reach it, this is also the reason why in order for them to minimize the gap they make certain things a condition, and the people have to do something before they can take the cash. There’s a cause and effect benefit.”
Prof. Briones said that the challenge for the government is how to sustain the CCT given that it was able to allocate 21 billion pesos for the CCT this year. (PIA NegOr/ Liam Vrent Lumogdang)

DUMAGUETE CITY, June 1 (PIA) -- Deputy House Speaker Lorenzo Tanada III urged local government units (LGUs) in Negros Oriental to institutionalize people’s participation in the preparation of budget process.
As Representative Tanada expressed support to the initiatives of the three municipalities of Dauin, La Libertad and Sibulan for allowing Non-Government Organizations (NGOs) and People’s Organization (POs) to participate in the preparation of local budget deliberations.
This he said help to ensure transparency measure and good governance of the municipality’s budgetary process.
Rep. Tanada is now in Dumaguete City as guest speaker of the capacity building course on financing, localizing and monitoring the Millennium Development Goals (MDGs) through the Social Watch Philippines (SWP).
Local chief executives Neil Credo of Dauin, Lawrence Limkaichong of La Libertad, and Marcela Bartoces of Sibulan each issued executive orders for their respective municipalities to formulate programs and budget to achieve their critical poverty reduction goals. This is in line with the MDG's goal to end extreme poverty by 2015,
Through their MDG Technical Working Groups, the citizens are able to participate in the formulation of the budget and monitoring its implementation, said Tanada.
He said NGOs and POs should participate in the budget process as well as monitor project implementation to have a remarkable impact in the prioritization of the funds.
Under the measure, all accredited POs and NGOs may be allowed to take part and play a significant role in the deliberation of the local annual budget as well as the budget monitoring provided that they undergo mandatory accreditation process.
Meanwhile, former national treasurer Leonor Magtolis-Briones, SWP lead convenor, also encouraged the LGUs and PO’s in the training to work together to mobilize actual implementation of the budget for the MDGs.
Through the support of the European Union, SWP has helped set up the MDG TWGs in the three towns and provided guidance in formulation the programs and budgets for the MDGs. (PIA NegOr/JCT)

The Asia-Pacific sales and marketing provider’s operations expansion program is a result of the healthy Business Process Outsourcing (BPO) environment that the Philippines experienced last year.
According to data from the Call Center Association of the Philippines, local call centers generated roughly $6.3 billion in revenues last year. A 15-20% increase is estimated to fully occur this year, as more and more multinational companies continue to set-up outsourcing operations in the country.
More than 400,000 college graduates enter the labour force each year according to a research done by ITI Communications. Barely five years ago most graduates from various provinces had to flock to Manila to get the jobs they desired. Most newly graduates still do every year, but those who choose to work for offshore voice-BPO companies now have more than Metro Manila-based sites to choose from.
The call center landscape in the provinces has definitely changed and ITI is scheduled to close in on its 5,000 target workforce by June of this year. To engage more job seekers nationwide to continue developing their skills where they are, ITI is opening satellite headquarters in provincial key cities as it builds its Makati headquarters for central management. This year, the company is expanding its operations in Baguio, Bacolod, Cebu, Davao, Dumaguete, Iloilo and in other key cities.

DUMAGUETE CITY, June 11 (PIA) --- The next football teenage sensation in the Philippines may very well come from Negros Oriental.
Ian Dannelle Eumague, 13, from Bayawan City was recently recruited to the Philippine Team Junior Azkals by Oliver Colina, head coach of the Philippine Football Federation Under 13.
Colina spotted Eumague's potential as goalkeeper during the Football Federation Under 13 tournament in San Carlos City, Negros Occidental where the youngster played for Bayawan City's St. Agustine Academy high school football team.
Eumague is a freshman high school student in said academy.
Following the games in San Carlos City, the coach persuaded Eumague to join the Philippine Junior Azkals Team where he could be an asset, according to Bayawan City Information Officer Eli Manlangit.
Manlangit said Eumague is now training with the Junior Azkals Team in preparation for their tournament in Kota Kinnabalu in Malaysia during the Asian Football Confederation Under 13 Boys Festival Football 2011.
Under Coach Colina, who is also a Cebuano, the Little Azkals Team will go up against booters from Thailand, Laos, Cambodia, Singapore, Indonesia, Vietnam, Myanmar, Timor Leste and the host country, Malaysia.
“Ian Dannelle Eumague could very well serve as a living example for the youth who could tap his potentials to his advantage making himself, his family and his fellow Bayawanon very proud,” said Manlangit. (RMN/PIA Negros Oriental)

On the other hand, I was able to catch up with the financial management course this afternoon at the Negor Convention Center. bad thing, I was not able to take pictures because when I registered I never had the chance to go out...Still, I was given a certificate, and that is probably the most important part of all. Bonus na ang pretty Central Bank girls nga mora ug artista, ug ang main facilitator nga mora ug si Piolo, very silky white ang skin and well formed abs hehehhe :)...
I really enjoyed the seminar although I was very late.
