SU admin should really put up a convenience store at Portal West. Since STEDS closed about a year ago, students have to go to Lee plaza just to buy their personal necessities..
Ka daghan pa kaayo...aside from STEDS.... dili man sad dako ang steds.... Magulang ra siya sa Sari Sari Store..hahaha.. joke... friend baya nako ang tag-iya... bitaw kay ang location man gud sa STEDS didto sa portal west dili kaayo conducive para ato nga business.... Opinion ko lang na....

Ang pagpaila sa mga candidates subay usab kini sa pagbukas sa usa ka semana nga pagsaulog sa World Tourism dinhi sa lalawigan.

Karong tuiga ang world tourism month gisaulog kini pinaagi sa tema nga linking cultures.
Samtang karong adlawa ipahigayon usab ang 2nd Tourism Congress nga apilan sa mga tourism educators, tourism officers ug mga local officials sa Negros Oriental. Ipahigayon ang nasangpit nga kalihukan sulod sa Negros Oriental Convention Center.
Gilauman nga motambong atol sa congress sila Department of Tourism undersecretary Victoria Jasmin ug regional Director Rowena Montecillo.

New hotels here are now having names which sounds Forbes-ish / Makati-ish / BGC-ish, like for example the upcoming Yala and Manhattan Suites. Gone are the days where owners settle with names like "Kapamilya", "Check Inn", "C&L", "OBDULIAS", and the like hehe

The president and chief executive officer of Clark Development Authority is working on the possibility of having direct flights from Clark to Dumaguete and other areas in the country as part of efforts to bring investors to the countrysides.
Former Dumaguete City Mayor and now the president and CEO of Clark Development Authority (CDA), Atty Felipe Antonio Remollo, said he has made initial talks with Air Asia, a Malaysian airline company that has a hub in Clark and Air Philippines Express to service the provincial routes like Dumaguete for business missions, road shows and the like.
Remollo said at present more passengers from Luzon are taking flights from Clark because it is more accessible and more economical. With less than 40 dollars you will be in Hongkong back and forth, the CDA official pointed out.
For now, Clark is catering to international flights for Hongkong, Singapore, Macau, Seoul, South Korea, Guam, among others.
Remollo further said there are about 500 corporate foriegn investors in Clark and with direct flights to Dumaguete it can easily bring in business missions for possible investments here.He said that even before President Benigno Aquino III went to China, a billiondollar Chinese car company Foton had already signed up with Clark because of its trust and confidence in the new administration including the biggest steel company HLD, Korean companies like Samsung, American companies like Texas In struments, among others.
In fact, Remollo said that during the visit of the President last week, he brought along with him some investors from Clark for an observation trip.
Aside from investments, Remollo is also selling Dumaguete and the province as a retirement destination. In fact, little did we know that the president of the Clark Investors and Locators Asociation in the whole of Clark is an Australian retiree who lives in Bantayan, Dumaguete, a certain Mark Cupet, Remollo pointed out.jg

FU bags Futsal crown

The Foundation University teams grabbed the championship in the men's division and second place in the women's division in the Futsal League Visayas Eliminations held recently in Iloilo City.
The FU teams, led by Giles Roxas, assistant university athletic director, surprised the other teams that had been lording over the others in this sport in the past years.
The FU Men's futsal team, with John Carl Tuballa, as Most Valuable Player, defeated much older and more experienced players from Sta. Barbara, Roxas City, Barotac, Jaro, Bacolod and the Central Philippines University. The CPU and FU were the only university-based futsal teams.
The Best Keeper awards also went to the two goalies of FU, Arnel Montesor for the men, and Stephanie Cayongcong for the women's division.
The FU futsal players came in second to the Sta. Barbara team in the women's division.
Roxas said that, aside from the improved training, their athletes had been getting, their outstanding performance is the product of a new technique introduced by coach Victor Vicente Sinco, who started the team coaching technique. Five coaches agree on the strategy to be implemented by the head coach during the game.
Training has also concentrated on smaller teams playing on smaller fields. FU started its futsal program last year and was rewarded by a stunning second place finish during the First Philippine National Games held last May, losing by only two points to the Philippine team.
The national futsal games will be held in Manila in November.*RG

In a frisbee player's calendar, August is Ultimate Shindig time, one of the best provincial tourney in the country held in Dumaguete City. It's the first time also that my team Ultimate Green Archers joined this tourney so I didn't wanna miss it.

nicko September 22nd, 2011, 09:08 AM I was at Rob a while ago and there was the launching program of the Dumaguete Integrated Public Terminal, which is an alliance between the City Govt and RLC. Present were the city dads, the mayor, LTO national chief, and RLC heads. The public terminal is actually "sponsored" by RLC as their "social obligation" to the community and as a way of saying thank you to the city. It is worth more than 20M (all expenses by RLC) and will serve north and south bound destinations. Additional amenities include a Travelers' Lounge and Baggage Counters, paved pathways connecting the mall and the terminal, waiting areas, some convenient shops and pasalubong center, CRs, etc. The terminal will be started this year, located at the back of Rob, opposite of GoHotels. The roads within the Dgte Business Park will then be opened to the public... And take note, RLC will not be getting a single cent from the terminal's income once operations will start.
I will post photos later of the program including the rendering of the terminal.

ritche September 22nd, 2011, 02:54 PM There are just plenty of activities around...I was told that Ceres will open itsr fence towards the public vehicles terminal of Robinsons so vehicles going north and south will pass by the mall, even those going to Bacolod and Cebu.
I also saw the Bull Run tonight at the Boulevard which is being sponsored by, guess what, Megaworld, and the Philippine Stock Exchange. It seems this will become a weekly event na in the streets of the city...Hmmm, are seeing the entry of all the big developers in the city?

This is easy for me to see, as the back of One Bethany borders on to our church, so it's easy for us to see, and take this pic. I asked one builder, and he said this is going to be three storeys; but it looks like they've prepared to go higher in the future, as the posts are quite large.

The thing about Dumaguete is this: it is so small that all kinds of drama here collide. The personal and the grand spectacles of the world play out before your eyes, each touching the other in the way of a caress. Last Monday, for example, was it only by chance that I decided to have dinner at the new digs of El Amigo—the pesto steak is to die for, by the way—and while the great Filipino poetesses Merlie Alunan and Myrna Peña-Reyes were in the next table spending a quiet evening together with some friends (oh, to be a fly on the wall for that conversation), I had to spend time with two beautiful young friends—former students, actually—dealing with the matters of their romance, about which they have come to me for some advice? (I have no idea why young people come to me for love advice. Is it because I am a veteran from that endless battle?)
And it came to me, slowly at first, that this was how Dumaguete plays out its dramas. The small and the grand converge—the simmering quiet of our city streets is a sweet deception. All the world’s a stage, and its name is Dumaguete. The Palanca-winning poet Mikael Co, visiting Dumaguete over the weekend, said as much. Which was why he felt the need to come back after having been a summer writing fellow here years ago. “I tried to book a flight for Mom Edith’s funeral,” he said, “but it was impossible to get a single plane seat.” All the world’s coming to Dumaguete a lot these days, it seems. That Monday, for lunch, we both had joined Philippine Star columnist and poet Krip Yuson who came to visit the grave of the National Artist for Literature, and with him were the Singaporean writer Kirpal Singh and Dumaguete’s first daughter of literature, Rowena Tiempo-Torrevillas. Over the spare ribs and the maya-maya, our conversations mingled and stirred right onto the walls of KRI, kissing the newly-mounted paintings of Hersley Ven Casero.
Later, I would get a message to join Presidential Spokesperson Edwin Lacierda for a media get-together on Tuesday night at Casablanca. There I would meet, for the first time, Manuel L. Quezon III—a longtime online friend. “Let’s have dinner tomorrow,” Manolo tells me. I said yes: “I know just a perfect place.” Of course, his Wednesday would be busy—the President of the Philippines was coming after all, and they were part of the advance party. I would shake President Noynoy Aquino’s hand the very next day during his onsite inspection of the Sy Family’s IT Park near St. Paul’s, on that lot which used to have the haunted Circular House, now gone. (Ah, the horror stories that have been subsequently razed by that very act of disappearance.) While waiting for his helicopter to land in the nearby airport, we went crazy over Ritchie Armogenia’s brownies, and we pondered the coming change in the landscape of this part of town.
And it came to me that Dumaguete is slowly changing before our very eyes. The landscape, the cityscape is changing—and we have been merrily blind to its subtle evolutions, surprised only once in a while by the sight of a shiny new building where once a dilapidated sari-sari store stood. “It’s changing, you just don’t know that it is,” Manolo told me the next night after dinner, while we strolled the Boulevard and I was giving him a quick historical tour of Dumaguete essentials—Silliman Hall, the sugar houses, why there were concrete nuns on the Boulevard, the significance of the palm trees and the acacia trees growing on the Boulevard’s grassy island. I pointed out the spots where the houses that Rizal stayed in once stood. I invoked the old tale of where we got the nickname of “city of gentle people,” although I was quick to point out it’s all hearsay. “There are no historical records of Rizal ever uttering this impression of the place,” I say.
And it came to me that I love this city after all—even with its smallness, with all its pettiness and pain, its generous memory of heartbreaks, the knowledge that the place can be a comfortable prison. But it is one-of-a-kind, and very much so. The other day, I wrote on my Facebook wall: “Welcome to Dumaguete. Where the country’s best writers gather every May for the National Writers Workshop, and the country’s best singers and songwriters gather every November for the Elements Singing and Songwriting Camp. I’m very proud of this city. (And once we get the planned annual film festival going...) Imagine the cultural possibilities. I do hope City Hall recognizes what untapped potential this cultural gold mine has in the long term...” More than fifty people immediately responded with a “like”—an avalanche of agreement over this blessing of a place.
The sociologist Lorna Peña-Reyes Makil tells me: "When we first came to Dumaguete in 1950, we felt we had found home. Twenty years later, in Honolulu for graduate studies, my heart longed for home. And from 1980 to 2002 during my sojourn in Manila, I dreamed of always coming back. Friends could not understand this—until they visited me these past years and were captivated. [But] yes, the rapid change we have now is overwhelming."
Here’s my former student Julienne Fortuna and her own take about the place on her own Facebook wall, with a very recent post: “I need to visit Dumaguete. I need to get away from the chaotic jungle that is Metro Manila and immerse myself in the simple and laidback Dumaguete life. I can already imagine myself walking around Silliman, eating in Neva’s or Habhaban, riding on former crushes’ motorcycles, snorkeling in Apo Island, and hanging out with friends at the Boulevard. After all, I’m one proud transplanted Dumagueteno.”
And then former Weekly Sillimanian editor-in-chief Camille Celeste Go replied: “We’ve come a long way from hating Dumaguete because of how boring it is (compared to Davao), to loving it beyond words. I miss Duma-life too.” Then Julienne
posts this rejoinder: “It’s funny how we non-Dumaguetenos initially hated Dumaguete for, well, being the small city that it is. I’m sure most—if not all—of us complained to our parents about sending us there to study instead of Manila or Cebu. But after living there for four years or more, we’ve just grown to appreciate it for what it is and we all found it difficult to leave. I cried so hard about leaving twice: after graduation and when I decided not to enroll in SU Law. The irony gyud. Haaay, Dumaguete and its charm. Guidagit jud ‘tang tanan.”
Manolo, too, told me: “I’m coming back.” And later, over text before his flight back to Manila: “I’m sad to be going!”

MANILA, Philippines - Property giant Megaworld Corporation recently inked a memorandum of agreement as the new partner of the Philippine Retirement Authority in promoting the Philippines as the preferred retirement destination in Asia.
Leading the signing ceremony, held at the PRA headquarters at the Citibank Tower in Makati, were PRA General Manager Veredigno Atienza and Megaworld Senior EVP Lourdes Clemente.
“With this landmark agreement with the PRA, Megaworld continues to help in nation building as we encourage more and more retirees to spend their golden years and experience our warm climate and warm hospitality,” Clemente noted.

Speaking of going green, I have a friend in Bayawan who is developing his multicab to run on water...
The theory is actually simple. We all know that gasoline is Octane (C8H18), and it is the hydrogen from that, that burns in the piston chamber, when air is sucked in to the engine.
First, pass the water through an electrolysis process and then send the H2 and the O2 into the piston chamber. Because it's still hydrogen, it will burn just as flammable as gasoline.
THE ADVANTAGES....
- The only gas given off is steam; no more CO2, just H2O
- Because oxygen from the water goes in to the piston chamber and mixes back with the hydrogen when the spark comes, it no longer needs to breathe air to ignite, so no more air filters will be needed.
- Now, instead of alloing the steam to escape in the atmoshere, you can simply collect it again, pass it through a condenser, and feed it back in to the fuel tank... ...you'll not need to keep refuelling.
At the moment, my friend has one piston running on water, and two on gasoline. He has also noticed that one liter of water goes 7 times further than gasoline, so it's more economic.
Other people in the past have also been able to create this, so why don't we see this used commonly?

However, because of the dwindling reserve and supply of oil nowadays, the development of green technologies is imperative, and time is running short...I believe that the full development of green technologies will result in the drastic reduction of bills for power and energy consumption, and will make lives more efficient.
The development of natural and renewable, God given means of energy is after all the best source of power. He knows it all along. The sun is the biggest power plant of the solar system, and He has built big power plants in the stars waiting for us to harness, if we start intergalactic travel. He is, after all, the best and ultimate scientist of all. Long before man has thought of nuclear energy, fission and fusion, the sun and the stars were already there.

nicko September 25th, 2011, 11:10 AM I was at Rob a while ago and there was the launching program of the Dumaguete Integrated Public Terminal, which is an alliance between the City Govt and RLC. Present were the city dads, the mayor, LTO national chief, and RLC heads. The public terminal is actually "sponsored" by RLC as their "social obligation" to the community and as a way of saying thank you to the city. It is worth more than 20M (all expenses by RLC) and will serve north and south bound destinations. Additional amenities include a Travelers' Lounge and Baggage Counters, paved pathways connecting the mall and the terminal, waiting areas, some convenient shops and pasalubong center, CRs, etc. The terminal will be started this year, located at the back of Rob, opposite of GoHotels. The roads within the Dgte Business Park will then be opened to the public... And take note, RLC will not be getting a single cent from the terminal's income once operations will start.
I will post photos later of the program including the rendering of the terminal.

ritche September 26th, 2011, 04:42 AM I believe there were plenty of green technologies before that have to be shelved/abandoned because of lack of funding and lobbying against their mainstream use...
But I just imagined that if they were allowed to progress and given enough support they would have been mature and cheaper by this time. Just imagine driving your vehicle without refuelling as there are already technologies that produce electricity with the spinning of the wheels...And there would be plenty of space saved if instead of putting GI sheets for roofing we would be putting solar panels fashioned as roofing materials, and even solar panels instead of glass and aluminum claddings. I mean these are just the exciting possibilities for green technologies.

A business strategic move by Robinsons, when passengers converge within the vicinity of Robinsons, most likely they will stop by at the mall and possibly make a purchase. Considering the number of people from neighboring towns and cities who will go to Dumaguete to work, study, shop, or for any other reason, that's a huge number of potential customers who will be just right at their doorstep.
On the other other hand it is also beneficial to Dumaguete. It is a high time for Dumaguete to organize the transportation sector. Vhire terminals are spread in different places and if there is a newbie going to another town or city it would create a lot of confusion. It's a win-win situation for both parties.

The Foundation University Futsal teams brought home the bacon by winning the championship crown in the Men’s division and 2nd place in the women’s division in the Futsal League Visayas Eliminations held in Iloilo City last Sept. 6-11.
The FU teams, led by Giles Roxas, assistant university athletic director, proved to be a surprise to the other teams who had been lording over this sport in the past years.
“Our opponents were veterans and they all looked like seasoned players. We were the dark horse in the tournament,” Roxas said.
The FU Men’s futsal team, with Most Valuable Player John Carl Tuballa, defeated much older and more experienced players from Sta. Barbara, Roxas City, Barotac, Jaro, Bacolod and the Central Philippines University. The CPU and FU were the only university-based futsal teams.
The Best Keeper awards also went to the two goalies of FU, Arnel Montesor and Stephanie Cayongcong, for the men’s and women’s division, respectively.
In the women’s division, the FU futsal players came in second to the Sta. Barbara team.
Roxas said that aside from the improved training their athletes had been getting, their outstanding performance is the product of a new technique introduced by coach Victor Vicente Sinco, who started the team coaching technique. Five coaches agree on the strategy to be implemented by the head coach during the game.
Training has also been strengthened to concentrate on smaller teams playing on smaller fields. Foundation University started its futsal program last year and was rewarded by a stunning 2nd place finish during the First Philippine National Games held last May, losing by only two points against the Philippine team.
The national futsal games will be held in Manila in November.

Miguel September 26th, 2011, 06:04 PM Speaking of going green, I have a friend in Bayawan who is developing his multicab to run on water...
The theory is actually simple. We all know that gasoline is Octane (C8H18), and it is the hydrogen from that, that burns in the piston chamber, when air is sucked in to the engine.
First, pass the water through an electrolysis process and then send the H2 and the O2 into the piston chamber. Because it's still hydrogen, it will burn just as flammable as gasoline.
THE ADVANTAGES....
- The only gas given off is steam; no more CO2, just H2O
- Because oxygen from the water goes in to the piston chamber and mixes back with the hydrogen when the spark comes, it no longer needs to breathe air to ignite, so no more air filters will be needed.
- Now, instead of alloing the steam to escape in the atmoshere, you can simply collect it again, pass it through a condenser, and feed it back in to the fuel tank... ...you'll not need to keep refuelling.
At the moment, my friend has one piston running on water, and two on gasoline. He has also noticed that one liter of water goes 7 times further than gasoline, so it's more economic.
Other people in the past have also been able to create this, so why don't we see this used commonly?

YOUNG FILIPINO INVENTORS
I am already getting dizzy of seeing Silliman all over this thread. But since there's no other university I am familiar with, might as well add something about her again. I hope someone could feature about San Beda, Letran, or those other schools in the UAAP and NCAA. I keep seeing those names but don't really got a perfect picture of these schools.
Universities have always been proven breeding grounds for innovative minds. Here are some inventions from Silliman students. I know some other schools are doing same thing also, I have read articles about them, maybe someone could share on this also. Filipinos are very creative and innovative, I guess all humans are, except that it varies upon culture, inspiration, necessity, and that extra hereditary talent which make Filipinos unique. Things we might lack though are that additional technical know-how, availability of the technology, and financial support that could have advance us further.
"Eureka! 2004" is an exhibit of inventions from the SU Computer Engineering Department. These inventions are:
1. “Intelligent Electronic Lock System.” The system has multiple access capabilities for use. Includes keypad, radio frequency, I-button technology. For practically all security uses.
2. “Radio Frequency Controlled Shot Clock.” A game shot clock controller RF based which can be used by a basketball referee.
3. “Sumo Wresting Robots.” The design follows the basic rule of sumo wrestling to bring its opponent outside the ring. Consist of hardware, software and special sensor components.
4. “Mobile Home Appliance Control” It allows people to remote-switch home appliances and lights using a cellphone.
5. “Automated and Movable Laundry Hanger” It moves toward shelter or sun with the help of a Light Dependent Resistor to detect conditions suitable for drying.
6. “Portable Electronic Scoreboard” A portable electronic scoreboard that displays the usual game data: score, fouls, time and period.
7. “Auto-Flush for Urinals” Provides auto flush for urinals and automatic disinfectant fluid release along with the flush.
8. “Line Tracer Robot and LED Display Module”
9. “Computer Controlled PCB Plotter”
10. “Surveillance Camera Driven by 2 Stepper Motors”
11. “Automatic Backup Generator”
12. "Automatic Irrigation System”
13. “The 2 Wrestling Robots”
Another showcase of Filipino ingenuity is the NOBDF (Negros Oriental Business Development Foundation) organized by the local government and the private sector. It's a contest of inventions and the winner will be judge basing upon its innovativeness and market potential. The finalists were:
1. · Automated watering system controller - from computer-engineering students of Asian College of Science and Technology (ACSAT). A nine-volt prototype that had sensors on water level, rain, and soil humidity. The prototype activated valves that allowed water to flow to an area where the sensors detected a lack of water. The devise also can be programmed to dispense water on a timed basis. The devise will allow farm watering automation available to less than P1,200.
2. Wireless alarm for cell phones (http://www.su.edu.ph/masscom/mar4/atlast.htm) - from students from the College of Engineering of Silliman University comprised Feel TeK, a branch of Vortex Venture Club which is a special program of the university to enhance the students’ skills in entrepreneurial engineering. Club members are supported via a club room that has research and development facilities that the students can use to conduct experiments and work on prototypes. The product of Feel TeK is an alarm that warns a cell phone owner if his/her phone is out of range. The product is composed of 2 devices. One is in the cell phone and the other can be attached to the owner. At a predetermined distance, the wireless device will signal the owner that the phone is no longer in the range. Per their business plan, the product will be positioned as a preventive device that will reduce owner stress and trauma brought about by the loss of a cell phone.
3. Cost effective ink jet and photo copying ink - high school students of Ramon Teves Pastor Dumaguete Regional Science High School came up with an ink called SCI, which is the acronym for Soya oil, charcoal and isopropyl alcohol. They experimented and successfully produced a substitute for the ink used in ink jet and photo copying machines. The students also used g-melina fruit extract. The process requires a series of filtrations resulting in a print quality that is indistinguishable when compared to commercially available ink. The product will bring down the cost of ink by 80%.
4. Bricks from waste materials - faculty member of the Dumaguete City High School developed a construction/building material made out of waste materials from acetylene and gas manufacturing. The material is calcium oxide or CalBricks. Strength is what this product brings to the market. With a price lower than the products currently available in the market, this construction material offers better strength. The business plan is targeting the Dumaguete City market first and will use its initial success as a springboard to conquer the rest of the province and neighboring provinces. The product will be used in Dumaguete City High School to serve as testimony to the product’s performance.
5. And finally the WINNER is the invention "Transporting Live Fish Without Water" (http://www.mb.com.ph/node/116285) by a Silliman student taking masteral and then doctorate degree in marine biology. Imagine taking out a fish from the water, travelled a long distance, and after 9 hours put it back again to the water. Then suddenly... voila!! It comes back to life and is now swimming again. It's like resurrecting the dead. Miracle? Not exactly, it's just using the process of hibernation. Imagine the health and economic impact. You can now actually eat a fresh fish from the market even if you cook it some hours later. Our economy, being a major fish exporting country, could now export fish to other countries like Japan and Korea who wanted them fresh therefore increasing the value while minimizing air transportation cost as they said by as much as 75%.
I hope other local governments would take a cue from what Negros Oriental is doing. Other government agencies just don't offer support to Filipino inventors. I wondered what happened to that Engr. Dingel (?) featured in Magandang Gabi Bayan who invented a car that is fueled by water. We badly need that one now. The father also of my friend have a formula that could cure skin diseases but the agency said that it would cost him more than a hundred thousand pesos just for the reasearch alone that they have to make.
Filipinos are surely creative and if only given enough support, our country would surely benefit from these inventions. Here only shows creative minds from Silliman and Negros Oriental, I'm very sure there are other geniuses from other parts of this country also (I hope someone could feature them) who are keeping the tradition with Filipino greats like Edgardo San Juan and Agapito Flores.

Ang kulang ra man gud nato diri sa Pinas kay ang pagka-business minded sa mga tawo. Ang kanang mga projects sa lista, pwede na kaayo unta na i-mass produce para mabaligya, pero usually kung engineering studes kay priority nga makapasar pa man sad gud. Nindot unta kung ang universities nato mao'y makadani og venture capitalist para dili masayang ang mga thesis sa mga students.

Considering the number of people from neighboring towns and cities who will go to Dumaguete to work, study, shop, or for any other reason, that's a huge number of potential customers who will be just right at their doorstep.
On the other other hand it is also beneficial to Dumaguete. It is a high time for Dumaguete to organize the transportation sector. Vhire terminals are spread in different places and if there is a newbie going to another town or city it would create a lot of confusion. It's a win-win situation for both parties.
Having public transport terminals are actually a trend in major malls and business parks. You can see them now in SM City Cebu, Ayala Center Cebu, SM Mall of Asia, Trinoma, Greenbelt, Festival Supermall in Alabang, Araneta Center, even in SM City Sta. Rosa, etc.

Construction of integrated bus terminal set

A P20 million state-of-the-art integrated bus terminal in Dumaguete City will soon be constructed in property owned by Robinsons Land Corp. in Barangay Calindagan, Dumaguete City.
The terminal will cater to north and south bound traffic to help solve congestion in Dumaguete City.
It will be constructed as part of the investment and corporate social responsibility of Robinsons to the Dumaguete City community and will be undertaken through a Private Public Partnership scheme.
The Negros Oriental Chinese Chamber of Commerce and Industry, the Dumaguete City government, Land Transportation Office and the Robinsons Land Corporation have agreed to help the project through a memorandum of agreement.
The MOA signing was witnessed by national director Edgar Cabase of the Law Enforcement Division of the Land Transportation Office. Cabase, said the Dumaguete Integrated Bus Terminal is the first PPP project in Visayas, and probably in the country.
He said the PPP scheme is the thrust of President Benigno Aquino III who encourages strong partnership with non-government organizations and the government in terms of undertaking projects.
Cabase challenged the transport sector in Dumaguete City to support the project as it will benefit the community and decongest traffic.
He said it will also become a tourist attraction for the city and Negros Oriental as it provides the best services for commuters with its state of the art facilities. He added that Dumaguete is a growing city that needs development like an integrated bus terminal.
Joseph Sian property manager of Robinsons Land Corporation said they are thankful that the city government has acknowledged their contribution to the community. He said t they are expecting a return of their investment but are hoping to give utmost comfort to commuters and the transport sector.
City Mayor Manuel Sagarbarria said the project will not only help solve the traffic problem but also boost economic activity in the city.*MA

IN DUMAGUETE DFA puts off passporting office

The Department of Foreign Affairs in Dumaguete City called off plans to put up a passporting office because of cuts in its budget, Joselito Blas of the DFA regional consular office in Bacolod City, said.
Blas, who headed an eight-man team who conducted passport mobile services in Dumaguete over the weekend, said the plan was discussed with Assistant Secretary Villapando when he was still assigned in HongKong.
When Congress cut the DFA budget by 40 percent, one of the services affected was the establishment of passporting offices in the provinces.
However, Blas said, it depends on Negrenses to pressure their representatives in Congress to push and lobby for its establishment in Negros Oriental.
More than 600 Dumagueteños and Negrenses availed of the two-day second mobile passporting conducted at the Robinsons mall in the city.
Blas said the DFA is helping relatives of Overseas Filipino Workers who are no longer sending money to their folks in the Philippines. He said all they have to do is come to the DFA office, fill up a form, and DFA will locate their relatives abroad and inform them of their responsibilities back home.
The second mobile passporting in Dumaguete had been requested by Mayor Manuel Sagarbarria who underwrote their accommodation.*JG

FILOIL to build 15 million-liter import depot here

FILOIL, the first and biggest 100% Flipino owned gasoline fuel stakeholder in the country will build a 15-million liter fuel depot in Tandayag Amlan within this year.(perspective foto above) This could mean a reduction of fuel pump prices in Negros island.
According to Jerome Villegas, business development partner of FILOIL, the import depot will service the 25 FILOIL gas stations in Negros Oriental and all gasoline companies who may wish to avail of their supply of 15-million liter import depot facility.
The main objective is to secure fuel direct from the source and will be transported by big tankers into the Tañon strait, thus reducing freight charges by eliminating middle men which cause all these jacked up prices.

Construction of integrated bus terminal set

A P20 million state-of-the-art integrated bus terminal in Dumaguete City will soon be constructed in property owned by Robinsons Land Corp. in Barangay Calindagan, Dumaguete City.
The terminal will cater to north and south bound traffic to help solve congestion in Dumaguete City.
It will be constructed as part of the investment and corporate social responsibility of Robinsons to the Dumaguete City community and will be undertaken through a Private Public Partnership scheme.
The Negros Oriental Chinese Chamber of Commerce and Industry, the Dumaguete City government, Land Transportation Office and the Robinsons Land Corporation have agreed to help the project through a memorandum of agreement.
The MOA signing was witnessed by national director Edgar Cabase of the Law Enforcement Division of the Land Transportation Office. Cabase, said the Dumaguete Integrated Bus Terminal is the first PPP project in Visayas, and probably in the country.
He said the PPP scheme is the thrust of President Benigno Aquino III who encourages strong partnership with non-government organizations and the government in terms of undertaking projects.
Cabase challenged the transport sector in Dumaguete City to support the project as it will benefit the community and decongest traffic.
He said it will also become a tourist attraction for the city and Negros Oriental as it provides the best services for commuters with its state of the art facilities. He added that Dumaguete is a growing city that needs development like an integrated bus terminal.
Joseph Sian property manager of Robinsons Land Corporation said they are thankful that the city government has acknowledged their contribution to the community. He said t they are expecting a return of their investment but are hoping to give utmost comfort to commuters and the transport sector.
City Mayor Manuel Sagarbarria said the project will not only help solve the traffic problem but also boost economic activity in the city.*MA

Facing an increasingly heated labor row with its ground crew union, flag carrier Philippine Airlines on Thursday canceled "until further notice" at least 12 flights in the Asian region.
In an announcement on its Twitter account, PAL said the affected flights include:
* Manila to/from Busan
* Manila to/from Guam
* Manila to/from Ho Chi Minh
* Manila to/from Jakarta
* Manila to/from Macau
* Manila to/from Singapore
Since Tuesday, PAL had to scale down its operations following a sit-down strike by members of its ground crew union, the PAL Employees' Association.
PAL also accused some of the strikers of damaging its ground handling equipment.
The strike started days before PAL was to outsource three of its non-core businesses effective October 1. PAL has promised that employees will find work with the contracted service providers, but striking workers are protesting the supposedly lower wages and loss of benefits due to the change.
Flights to be canceled
In another advisory on its Twitter account, PAL said the 20 domestic flights are to be canceled "until further notice." These include:
* Manila to/from Bacolod
* Manila to/from Butuan
* Manila to/from Cotabato
* Manila to/from Dipolog
* Manila to/from Dumaguete

From what I understand, concerns like these are under the jurisdiction of the branch manager. What I know is that, different branches under the YGBC operates independently from each other. In short, they're ran like separate businesses with the GM in full control. Like, new bus units are dependent if a branch is profitable or not since they have to "pay" their home base for the new units that will be deployed to the branch.

1. The 2011 Buglasan Festival Photo Contest is open to all members of the public, both amateur and professional photographers with complete registration requirements. Minors below 18 are required to have their parent’s or legal guardian’s consent to participate in the competition.
2. Registration fee is Five Hundred Pesos (P500.00). Registration fee covers a competition ID allowing access to most Buglasan 2011 activities, plus two (2) entries of 5R photographs for each contest category for a maximum total of ten (10) entries. Should the participant submit more than two (2) entries per category, he/ she will be disqualified. Each participant will be issued an ID number that will be used to identify the photographs upon submission of the entries. In case of disqualification, registration fees are not refundable.
3. Registration forms are available on the Official Facebook Fan Page: Negros Tourism.
4. Deadline for registration will be on October 10, 2011.
Photo Entry Guidelines:
1.All photos must be taken during the Buglasan 2011 celebration in Negros Oriental. Photos taken in other festivals in other places and venues and in previous years will be immediately disqualified.
2.Photos must be taken by the registered contestant and must not infringe the rights of any third party.
3.Entries must be candid shots, not deliberately posed. We discourage photographers to bring their own models around for the parade like one would do on a photo assignment.
4.No post processing actions are allowed.
5.Do not include watermarks, signatures, frames, or other markings such as date and/ or time stamps on the photo.
6.Photos must not be published or posted in any social networking sites.
7.No collages or multiple exposures are allowed.
8.Contestants must submit a 5”x7” (5R) print together with a high resolution jpeg file of the entry placed in a CD.
9.Entries must be placed in a SEALED brown envelope addressed to 2011 Buglasan Photo Contest and marked with the participant’s Registration number on it and submitted to Negros Oriental Culture and Arts Foundation, Inc. (NOCAFI) at the Negros Oriental Provincial Tourism Office by the following categories:
a. Festival Portraiture Category – Portrait of any BUGLASAN 2011 participant taken during the event.
b. Contingent Category – Photo of competing or guest participants of BUGLASAN 2011 Parade/ Showdown. Entries must capture NOT a solo dancer but a GROUP of participants.
c. Sidelights Category – Picture of any human interest taken during the parade route on BUGLASAN day or in any other activity taken during the BUGLASAN week. Pictures for this category also include booth and décor set up for BUGLASAN 2011.
10. Each contest category must have a minimum of ten (10) contestants in order to declare a valid contest. If entries are less than ten (10), that category will be declared “NO CONTEST” and prizes will be reverted to the 2011 BUGLASAN.
11. Deadline for submission of photo entries will be on Saturday, Oct. 22, 2011 on or before 5:00 P.M. All entries should be personally submitted to Negros Oriental Culture and Arts Foundation, Inc. (NOCAFI) at the Sidlakang Negros Village Administration Building. Entries not submitted on time shall be DISQUALIFIED.
12. All entries of the winners and that of the finalists shall become the exclusive property of the BUGLASAN Festival Committee and the Negros Oriental Provincial Tourism Office and can’t be reproduced nor reprinted for Publication without the permission of the Tourism Office. Photographers will be given photo credits everytime applicable.
13. Entries will be judged according to the following criteria: 40% Visual Impact (Substance and Originality), 30% Picture Quality, and 30% Composition.
14. There will be three (3) winners per category – 1st, 2nd, and 3rd place and one (1) Grand Prize for Overall Best Photo.
15. Judging of entries will be on October 23, 2011. Winners will be notified in due time.
16. The decision of the BOARD OF JUDGES is final and unappealable.

On a hilltop in the town of Valencia stands a 3-sided pillar signifying the 3 countries (Philippines, America and Japan) that once fought a fierce battle in the very site during World War II.
It was unveiled in 1977 by war veterans and descendants of those whose lives were taken by the vicious war. The shrine has a magnificent view of Dumaguete City and the neighboring towns plus the islands of Cebu and Siquijor across the ocean.

Kanindot sa mga listahan sa mga projects sa mga students oi...Mga Computer Engineering pa gani na, wala pa maapil ang projects sa ECE ug uban pa.
Ang kulang ra man gud nato diri sa Pinas kay ang pagka-business minded sa mga tawo. Ang kanang mga projects sa lista, pwede na kaayo unta na i-mass produce para mabaligya, pero usually kung engineering studes kay priority nga makapasar pa man sad gud. Nindot unta kung ang universities nato mao'y makadani og venture capitalist para dili masayang ang mga thesis sa mga students.
Nindot na gud ang mga projects sa Computer Engineering karon.
Our current mayor is business minded, it might be good to suggest this to him, to reopen the local science fair. It would be great if he could also be instrumental in funding for any projects that could take off.
Tinood na, we need venture capitalist in order for these inventions to become successful. We need open minded businessmen who can think outside of the box and see the potential and feasibility of these inventions to become big in the market.
There are lots of inventions by Filipinos but would most likely end up as science fair exhibits if no one is willing to invest on these and make them available on the market.
I hope the Negros Oriental Business Development Foundation will be revived and help our local inventors.
Some of the multibillion companies right now whose start up capital were funded by venture capitalist are Google, Facebook, Apple, Yahoo, Fairchild Semiconductor, and Intel.
About the Filipino inventor Engineer Dingel, hope somebody supports him.

Mr. Catan's recent invention is the green charcoal. This is the perfect answer to today's problem with waste and energy. I am really impressed with this and I really hope the government will support his invention. Even the local government in Negros Oriental can support to this fellow Negrense's invention and adapt this technology in solving waste disposal. I just hope the local dads can read this or even knew about this technology. If they are debating on closing Perdices St. for environmental issue, this has much more immediate impact.

Silliman advances to Nat’l Moot Court tilt

Silliman University in Dumaguete City advanced into the championship round of the International Humanitarian Law National Moot Court Competition held yesterday at the En Banc Session Hall of the Supreme Court.
Composed of College of Law sophomores Zara Marie Dy and Kenny Melody Hotingoy, the Silliman team hurdled a series of elimination rounds that saw 17 teams from different law schools in the Philippines face off, SU sources said.
The final draw came to the top two teams: SU and University of Cebu that was adjudged this year's champion.
Last year's tournament made history for Silliman when, after its team won the championship match against the University of the Philippines College of Law and became the country's official delegation to the IHL Moot Court Competition in Hong Kong in March.
Joining the Silliman finalists for this year's competition were alternate mooter Nathan Joseph Ramacho and observer Precious Adlyn Benigay. Coach was Law professor and Salonga Center for Law and Development Deputy Director Atty. Sheila Lynn Catacutan-Besario.
Hosted this year by the Ateneo de Manila University Law School, the moot court competition targets sharper understanding of international humanitarian law. It is organized annually by the International Committee of the Red Cross, and the Philippine Red Cross, Philippine Association of Law Schools and the Supreme Court.*JFP

One wonders what sort of gods could have arranged this so: to accommodate in a particular place the relentless and inevitable swings of change, yet at the same time preserve it from the mundane ravages of time and the asininity of common people. Because Paseo de Rizal--otherwise known as the Dumaguete Boulevard--is certainly an example of enchantment.
This is my favorite place in all of the city. Here is where doubt and melancholy crumble; here is where you believe there are kind gods in this world and this is where they have learned to divine magic.
Many years ago when the renowned writing couple Edilberto and Edith Tiempo--giants in Philippine literature both--were asked for a single reason why they have never replaced the Philippines for sojourn in another country, the answer they gave was a simple line: "The Dumaguete shoreline." Both are conjurers of poetry, and so they must know a thing or two about the elemental pull of a beautiful place. And Dumaguete being Philippine literature's heart and hometown, there are cascades of poetry written about it. Here is a poem titled "Boulevard Tree" by Nerisa del Carmen Guevara, for example:

Siquijor seems nearer to us
Than in our dreams.
And when the wind

Into our shirts,
We puff up like chicks
Wanting to fly.
Those vibrant images of sun, leaves, birds, sea, wind, and flight in Nerisa's poem say so much about what makes the Dumaguete Boulevard a thing of wonder, a place you never learn to forget the moment you behold it. A walk along the 780-meter stretch in the early morning becomes more than a testament to beauty. It is also a quick acquaintance with the history of the place, a pulse to the quickening of its people, and a glimpse to the possibilities of renewal for the soul.
When you start off at the Boulevard's northern tip, you begin essentially at the city's American heart. Here, beside the bustle of the pier and the nighttime food vending at the tempurahan, you get the imposing structure of Silliman Assembly Hall, the oldest American colonial structure still standing in the city. It is an elegant construction of stone and wood, with tiles and ornate ceiling finish shipped from an old New York opera house--remnants of the Presbyterian missionaries who came at the turn of the 20th century to Dumaguete to educate its youth. It houses a small theater and an anthropology museum, which includes in its collection the heirloom pieces of Sultan Omar Kiram of Lanao.
Going south of the strip, you walk on a promenade of concrete and shale; on one side, there is Tañon Strait and on the other an elongated median island of rolling grass and acacia trees and palm which terminates into the asphalt of the thoroughfare. On both sides of this island are faux gas lamps in Corinthian columns--to simulate the feel of the Boulevard's Castilian past. The old sugar barons, after all, poured the wealth of their haciendas in Tanjay and Bais up north into the construction of several elegant mansions lining the Boulevard and facing the sea. They are called "sugar houses" because of that legacy of sucrose Negros is known for. The lawns of this grassy island in the middle of the Boulevard sport two kinds of trees--the acacia trees, planted by the missionary teachers from Silliman, facing the elegant homes of those families who converted to the Protestantism the Americans brought in, and the palm trees for the homes of the Catholic families who refused the acacia. There used to be pine trees as well--but they're gone now.

Mornings see this quarter-mile stretch overrun by joggers and people doing tai chi (and sometimes aerobics), and those romantics whose idea of beginning a day is to watch the sunrise off Tañon. In that early light, Dumaguete is a distillation of clean and pure charm, the details drenched in conservative air. But by nightfall, the Boulevard stirs into something else--the hotels and restaurants and cafes and bars along the strip, tucked in between (or even inside!) the sugar houses, give way to rambunctious nocturnal traffic, with the city's young crowd now claiming their turf under the tempting orange tungsten glow from the Corinthian columns...
The Boulevard is Dumaguete's face--its split personality, its throbbing heart, its ambiguity. The city is big, but feels small. It's very modern and has a surprising cosmopolitan air, but it's indistinct, hidden under a thin veil of small-townness. It's urbane and hip, but also timid and puritan.
From this stretch, the city becomes portal to everything else--an avalanche of hidden attractions that belie Daisann McLane's pronouncement in The New York Times, where she wrote: "Dumaguete doesn't have any real tourist attractions." On the contrary. There are the museums, the in-campus hideouts, and the cultural shows in Silliman University, which houses the Claire Isabel McGill Luce Auditorium, the biggest theater outside of Manila; the historical belfry tower near the Cathedral of St. Augustine of Alexandria; the beaches and the snorkeling and the diving in Dauin and Apo; the spelunking in the caves of Mabinay; the dolphins and the whales off the sandbars of Manjuyod and Bais; the trails to the Chocolate Hills of Vallehermoso; the heavenly lookouts at Lala-an in San Jose; the cataracts of Casaroro and the lake in Balanan; the greens of Forest Camp in Valencia; the romanticism of the Sulu Sea at Antulang; the weekend pa-unay market--the local agricultural fair--at EJ Blanco Drive; the sight of the panulo, or fishing in the shallows, at Escaño at dusk, where thrives a sparkling nightlife...
But after the Boulevard, it is the Twin Lakes of Balinsasayao that take my breath away. Secreted in the hills of Sibulan, an early morning ride via habal-habal, the local tricycle, takes you to this set of two mountain lakes, shrouded by rolling fog and the romantic leaps of the imagination. It comes to you almost as a sacred spot that seems to exist only in film--and when you cross those waters aboard a slow banca, the quiet of the mountains and the chirping of birds embracing you, it feels like the world is huge--but you are very much a part of it. That excursion would lead you, upon exit, to the doors of Azalea, a restaurant only a few kilometers from the lakes--perched on a hillside that will give you the best view, ever, of what Negros Oriental has to offer: in one panoramic consideration, you get a "montaña y mar" scene--a view of both mountain and sea, Cuernos de Negros in the west rolling softly in dense green into the shimmering blue of Tañon Strait in the east.
It's all so breathtaking.

NORSU in top 10 in geodetic board exam

The Geodetic Engineer Licensure Examination given Sept. 6 and 7 in Manila produced two topnotchers and a 100 percent passing percentage for Negros Oriental State University.
NORSU President Dr. Henry A. Sojor said the national passing percentage is 34.38 percent or 131 out of 381examinees based on a report from the Professional Regulation Commission.
Engr. Michael Saga, chair of the NORSU geodetic engineering department, said there were five examinees from NORSU, two of whom were among the Top 10 examinees: Maria Hyacinth Dasig of Dumaguete City (7th place), and Elizar Ragay of the municipality of Bacong (10th place), with a rating of 83.20 percent.
The three other successful examinees are Rowell Lamat of Bayawan City, Charise Merto and Rhea Suasin of Dumaguetre City.
Sojor said NORSU is the second top performing university in geodetic licensure examinations based on the passing percentage results. The first is UP-Diliman; third is Bulacan State University.
Moreover, in the Electrical Engineer licensure exam held Sept. 10 and 11, NORSU got 66.67 = passing percentage as compared to the national passing percentage of 58.02 percent or 1,519 passers out of 2,618.

DUMAGUETE CITY, October 3 (PIA) -- The Dumaguete City government thru the City Sports Office is now gearing up for the hosting of the regional eliminations of Batang Pinoy Sports Festival on November 10, 2011.
City Sports Officer Joe Guirit said he is now scheduling meetings with the sports officials in the different local government units (LGUs) here and representatives from the Department of Education (DepEd) for said sports event.
Guirit, in a statement from the Dumaguete City Information Office, said that Philippine Sports Commissioner Chito Loyzaga met with Dumaguete City Mayor Manuel Sagarbarria last month to discuss details of the regional leg of the Batang Pinoy competition to be held in the city.
Batang Pinoy is a grassroots multi-event sports competition initiated by the Philippine Sports Commission (PSC) per Executive Order No. 44 for kids aged 13 to 15 years old.
It was created to address the need for a grassroots program centered on values formation inherent in the practice of sports and play.
This year’s sports festival aims to identify young talents who will represent the country during the 2nd Youth Olympic Games in Nanjing, China in 2014, said Guirit.
Other regional elimination rounds across the country will be hosted by Zamboanga City, Baguio City and Makati City with the national competition set to be staged in Naga City on December 10 to 13, 2011. (RMN/PIA Negros Oriental with reports from Syril Repe)

DUMAGUETE CITY, October 3 (PIA) --- Bloggers aged between 13 to 35 years old based in the Visayas and Mindanao areas are invited to join the Ramon Aboitiz Foundation Inc. (RAFI) Triennial Awards Blogging Contest.
The contest aims to promote the inspiring stories and work of RAFI-recognized development workers in Visayas and Mindanao.
With the theme "Shaping the Big Picture of Change," participating bloggers must highlight the RAFI Triennial Awards and its awardees and finalists, according to a statement from Ramon Aboitiz Foundation Inc. Communications Officer Haidee Emmie Palapar.
Entrants are expected to do background research on the lives and works of said awardees and finalists nearest their area.
Interested bloggers must register at www.rafi.org.ph. Eligible to join are individuals who have an existing and updated blog for at least six months.
All blog entries for said contest must be original and written in English, with a minimum of 1,000 words and maximum of 4,000 words.
Blog entries shoulst not have been entered or won any previous competitions.
Writers must indicate the following at the end of their blog entries: "This is an official entry to the Ramon Aboitiz Foundation Inc. (RAFI) Triennial Awards Blogging Contest" with a link to the RAFI website.
Criteria for judging are 50 percent for content (originality and alignment to the theme and research value) and 50 percent for writing style or composition (including technicalities).
A contestant is allowed a maximum of three blogs that feature different awardees and finalists.

DUMAGUETE CITY, A business group in Dumaguete and a nationwide mall chain have initially agreed to put up a multi-million peso integrated bus terminal at the Robinsons’ Place shopping mall at Calindagan in the capital city of Negros Oriental.
The project is aimed to provide a decent facility for public transport and will be under...taken jointly by the Negros Oriental Chamber of Commerce and Industry (NOCCI) and the Robinson’s Land Corp., owner of the Robinson’s Malls in the Philippines.
The project, costing P20 million, is part of the shopping mall’s corporate social responsibility.
Dumaguete Mayor Manuel Sagarbarria, meanwhile, expressed gratitude and welcomed this development, noting that the city government did not have the money to put up the said facility.
He also clarified that during a recent signing of the Memorandum of Agreement with the NOCCI, Robinsons’ officials and the transport sector, he only stood as witness but that the city government did not have any participation in the said project.
The project timeline has not been finalized yet but hopefully, the facility would be functional by next year.(PNA)

But I think there is a direct trip to Dumaguete at 6 PM. But as I said, to be sure, since we are not sure of the schedules, do not get out of Cebu beyond 5PM...

I've been traveling to and fro between Cebu and Negros Oriental for the past 10 years and almost every week for the past 4 years. I can literally write a short history on changes of the land travel for the last decade from Negros Oriental to Cebu and vice versa.
The first trip from Cebu to Liloan, Santander would be 1:00 am, non aircon bus. From Liloan, you can ride either a fastcraft or pumpboat. First trip of the aircon bus to Liloan would be 4:00 am. First trip of the aircon bus direct to Bayawan City would be 5:00 am.
From Santander to Cebu, first trip of the pumpboat would be 5:00 am and last trip would be 5:00 pm and the first trip of the fast craft would be 4:00 am and the last trip would be 7:30 pm. So assuming there's no delay and the traffic is not heavy you must leave Cebu by 4:00 pm, but to be on the safe side just depart before 4:00 pm.
Now, if you are really in a dire need to travel to Negros Oriental and it is already beyond 4:00 pm, you can still do so. You can still ride a Ceres bus and go straight to Bato, Samboan, that's the next town after Santander. You can take a ride at the barge of the Maayo Shipping Lines, better known as Matiao. There's no regular schedule for Matiao, it would take 2 hours or even more for the next barge to arrive but the trip would only take about 45 minutes. I was able to take a ride before at 11:00 in the evening.

DUMAGUETE CITY, Oct. 5 (PNA) -- The Bureau of Customs (BoC) sub-port of Dumaguete is identified is one of the model tax collection offices in Central Visayas after consistently exceeding the annual collection target. The sub-port of Dumaguete has is the smallest coverage area under the Cebu Port District.
According to Dr. Medolita Cabanag, chief collector of BoC sub-port of Dumaguete, the staff of Cebu Port District and sub-port of Mactan will be coming to Dumaguete on October 22 for a study tour and learning experience in hitting the tax collection target.
Cabanag said she is humbled by the observation of her colleagues because Dumaguete is such a small place compared to Mactan and Cebu.
The Bureau of Customs (BoC) Dumaguete has collected a total of P147,158 million from January to September. The collection has exceeded almost 50 percent of the annual target tax collection for Dumaguete which is only P75 million.
Cabanag said they are expecting another increase in their tax collection since October to December is considered good months for tax collection effort of the Bureau of Customs.
Among the biggest tax contributors are the palm oil importation of the Dumaguete Coconut Oil Mills Incorporated (DUCOMI), Orica Nitrates and Pryce Gas.

Jessica Layumas of the City Tourism Office said that Dumaguete City will compete in 18 activities during the Buglasan Festival, with the winners during the city’s Tourism Month celebration last month representing the city.
The entries are:

Cheerdance competition (College of Computer Studies, Silliman University)
Rondalla/Kumparsa competition (Group from Camanjac),
Duet competition Bulilit division(Allen Larena and Hanah Nicole Tesado),

Quartet competition Bulilit division(SPED Quartet),

DUMAGUETE CITY, Oct. 5 (PNA) -- The League of Municipalities in the Philippines-Negros Oriental chapter has assured the provincial government of its all-out support for the success of this year’s Buglasan Festival.
League president Mayor Reynaldo Tuanda of Jimalalud town had earlier thanked the leadership of Gov. Roel Degamo for his commitment to support undertakings of the league without favor or political color.
Several municipalities have already signified their intention to join the Buglasan activities, while at least 11 of them are participating in the festival of festivals.
The mayors also thanked the governor for approving their request of additional subsidies as incidental expenses in joining the Buglasan, from P30,000 last year to P40,000 this year.
It was also unanimously approved in Wednesday’s regular meeting of the league to name the Sidlakan Negros Village after the late Gov. Emilio Macias II in honor of his industry during his incumbency as governor insofar as Buglasan Festivities are concerned.
It was the late Gov. Macias’ concept to permanently locate the booths of different cities and municipalities at the Sidlakan Village to minimize the expenses in the coming years during the celebration of the Buglasan Festival.
There may be expenses but will be minimal in terms of cleaning and rehabilitating of landscaping, Tuanda pointed out.
The resolution will be submitted to the Provincial Board and the governor who has the authority to name or rename a place.
This year’s Buglasan is managed by the Negros Oriental Culture and Arts Foundation, Inc. (NOCAFI) headed by former Board Member Mariant Escaño Villegas. (PNA) jfp/Juancho Gallarde

RLC to build first modern transport terminal in Dumaguete City

MANILA, Philippines — The Dumaguete Transport Terminal, the first modern multi-million integrated terminal, will soon rise beside gohotels.ph, which is located within the Robinsons Place Dumaguete shopping complex. This modern terminal will cater to both north and south bound public utility vehicles (PUVs) from Canlaon City to Bayawan City and is expected to be completed and operational in January 2012.
“We are committed to help the transport community and the commuters of the province and with the central location of the terminal, we are confident that traffic flow within the city will be smoother,” says Dumaguete Mayor Manuel Sagarbarria.
Joseph Sian, Robinsons Place Dumaguete’s group property manager, on the other hand said that RLC believes that the project is a major contribution to the city’s effort of modernizing their transport system.
“We are one with the local government in their efforts to upgrade the facilities of Dumaguete City .”
Robinsons Land Corporation (RLC), the country’s leading property developer, is spearheading this project together with Land Transportation Office, LTFRB, Department of Tourism, City Government of Dumaguete, NOCCI, DBPI, AFOS Foundation, FEDUMCODA under a Private-Public-Partnership (PPP) scheme All PUVs in Negros Oriental are committed to exclusively use the Dumaguete Transport Terminal instead of using the narrowed crowded city streets. ritche October 8th, 2011, 08:44 AM Both routes almost have the same fare: around Php250 aircon bus...Bacolod only has one mode, which is the Dumaguete-Bacolod direct route which has buses 24 hours (there are several night-midnight trips). Take more or less Php30 for non aircon trips.
For Cebu, the via Tampi trip is more expensive by around Php40...

Architecture students to design Promenade
The Foundation University Department of Architecture and Fine Arts (DAFA) will design a promenade for the Rizal Boulevard.
This was agreed upon by Dumaguete City Mayor Manuel Sagarbarria and FU Vice President for Finance and Administration Victor Vicente Sinco, in a meeting held at Sagarbarria’s office last week.
Sinco, who is also the chair of the DAFA, offered the University’s services to the City after Sagarbarria expressed his support for the move to make the Rizal Boulevard into a promenade.
Sagarbarria offered to have the Rizal Boulevard converted into a promenade after businessmen slammed the proposal of Councilor Manny Arbon to convert Perdices St. into a promenade.
Under Arbon’s proposal, Perdices Street would be closed to traffic on weekends and holidays to encourage people to walk in the streets and decongest traffic, live a healthy lifestyle, minimize the use of fossil fuels and lessen carbon emissions.
Sinco, who is also an architect, said the overall design for a promenade at the Rizal Bouelvard would not require the closure of the street.
He said the plan is to still make the boulevard a two-lane street, while trees and parking spaces could be placed in strategic areas on both sides.
Once the project is implemented and gains public acceptance, perhaps Dumaguete by that time might agree to make Perdices St. into another promenade, Sinco and Sagarbarria said.
Sinco showed Sagarbarria some drawings made by FU Architecture students for a Perdices St. promenade. “This is very beautiful,” the Mayor exclaimed, “but I want this project for the Rizal boulevard.”
The FU Architecture students would start working on the design for the Rizal Boulevard promenade starting in the second semester.

Festival to open Friday

The grand opening of the 6th Buglasan Festival of Negros Oriental on October 14 is expected to increase tourist influx throughout the two-week celebration.
Provincial Gov. Roel Degamo has invited chief executives of some neighboring provinces and anticipated thousands of visitors to witness the grandest festival of Negros Oriental.
Festival directorate head, former Vice-Gov. Mariant Villegas said with the series of tourism events, it will change the economic landscape of the province’s capital city with more hotels sprouting, additional flights, establishments of malls to include gas stations and other commercial buildings.
Villegas said, this year’s celebration’s theme is Working Together to Bring Negros Oriental Tourism to Greater Heights.
The first Miss Negros Oriental Tourism candidates representing 15 local government units of the Province is one of the added attraction of the celebration and kicks off Sunday, Oct. 9 at 6:00 p.m. at Robinson’s Place.
On Oct. 14, a grand Dumaguete City-wide civic-military parade will start with a big bang of sights and sounds at 2:00 p.m. from Rizal Boulevard and end at the Sidlakan Negros Village.
Expected to participate in the parade are the different schools with drum and bugle corps, a GMA Kapuso float with celebrities, commercial floats, city and provincial officials led by Governor Degamo and department heads at the Capitol.
The festival will formally open with an Ecumenical service at 5:00 p.m. at the Sidlakang Auditorium to be followed by the grand opening of LGU Booths at 6:00 p.m.
Each LGU displays different sights of arts and culture, kinds of local foods and an array of fruits and vegetables as they aspire to grab big prizes for the best booth and best booth activity awards. (PIA NegOr/JCT)

NORSU 100% in mech eng’g licensure exam
Negros Oriental State University garnered a 100 percent passing percentage in the Mechanical Engineer Licensure Examination given Sept. 28-29 this year.
NORSU President Dr. Henry A. Sojor said, Mechanical Engineering has recorded six consecutive 100 passing passing percentage for the past years. Since 1999, it has had a total of 10 100 percent passing percentage in the mechanical engineering
For this year, NORSU’s all nine examinees hurdled the board exam. The national passing percentage is 67.09 percent (1,686 out of 2,513).
The nine new mechanical engineers are: Israel Anthony Banua, Rhea Facturan, Jeffry Katada, Ireneo Morales, Reynaldo Paraguya Jr., Ken Pioquinto, Vladimir Dean Sanchez, Nelosn Trujello, and Dante Tumala.
Josef Vill Villanueva, dean of the College of Engineering & Architecture, said he is happy to report that NORSU is Top 2 in the Philippines getting 100 percent passing percentage in the category of “10 and below” examinees, next to Ateneo de Davao University.

FU beats Dgte schools in finance competition
Foundation University bested three other schools in Dumaguete in the 13th Inter-Collegiate Finance Competition Elimination Rounds nationwide simultaneously last September 23 at JP Morgan Chase and Co. IT Park, Lahug, Cebu City.
Dean Julhusin Jalisan of the College of Business Administration and Accountancy said their team lost by one question to land in fourth place in the annual contest. The Colegio de Sta. Catalina de Alejandria placed 8th, Norsu landed in 11th place while Silliman University placed 13th out of 15 schools from Central Visyas which joined the contest.
The contestants from FU, led by faculty adviser Peter Enfestan, topped this contest in Central Visayas last year, emerging 8th overall in the national finals held in Manila. This contest is sponsored by the Finance Executives Institute of the Philippines.

CENTRAL VISAYAS, Oct. 9 (PIA) -- Several non-government organizations in Cebu aired their concerns on the dire need of juvenile rehabilitation centers in Central Visayas as they noted the rise of juvenile offenders in the region.
DSWD-7 child welfare and specialist, Emma Patalinghug noted that in Region 7, only Cebu City, Dumaguete City in Negros Oriental and Tagbilaran City in Bohol have centers for juvenile offenders or Children in Conflict with the Law (CICL).
Patalinghug pointed out that the law requires every local government unit to establish a juvenile center. She said this during the Sept. 24 episode of Pagtuki, the radio program of RAFI aired every Saturday from 10 to 11 a.m. over dyLA.
Lawyer Cheryl Cabutihan, Child's Rights Protection Unit project coordinator of Children's Legal Bureau (CLB) also added that the government needs to address first the lack of juvenile centers in the Philippines before amending the Juvenile Justice Act of 2006.
“We need to check if we have complied with international standards, including putting up the right juvenile centers,” Cabutihan stated.
How could we say that the law (Juvenile Justice Act of 2006) did not work when we did not even give a chance for CICLs to be rehabilitated through juvenile centers. Cabutihan was also guest during the Pagtuki program.
Gio (not his real name), 15, wants to pursue his dream of becoming a security guard in order to help his family.
For now, Gio, with the other children in conflict with the law are focusing their energy on the activities under the recovery program of Bidlisiw Foundation, a Cebu-based social development non-government organization (NGO) that help children who are in conflict with the law, who experienced corporal punishments and substance abuse.
The Bidlisiw Foundation, in partnership with the Dolores Aboitiz Children’s Fund of the Ramon Aboitiz Foundation Inc. (RAFI) are actively involved in organizing child and family healing programs designed to put juvenile delinquents on the right track.
According to the Department of Social Welfare Development (DSWD-7) NGOs like the Bidlisiw Foundation and RAFI are a big help in rehabilitating juvenile delinquents, especially that Central Visayas lacks rehabilitation centers for juvenile delinquents. (PIA-7/MBCNewman & RAFI)

DUMAGUETE CITY, Oct. 7 (PIA) -- The Provincial Disaster Risk Reduction and Management Council (PDRRMC) in Negros Oriental on Wednesday warned residents living in disaster prone areas to be on guard.
With the onset of rainy season, Civil Defense Officer Allen Cabaron of PDRRMC disclosed that at least 220 barangays have been identified as highly susceptible to flooding based on the risk assessment by the Mines and Geo-sciences Bureau (MGB).
Cabaron said of the total 557 barangays in Negros Oriental, more than 186 barangays are also found out to be highly susceptible to landslide.
As such, Cabaron advised the local government units (LGUs) especially in the barangay level to establish local early warning system so that any weather and flood forecast or advisory from PAGASA can be sent off at once to the Municipal Action Officer then to the barangay.
“This is where the information be disseminated to alert the barangay residents and monitor the rainfall and water level situation for the alert level 1,” said Cabaron.
Alert level 2, the flood is imminent, residents are asked to pack up their personal or important belongings ready for evacuation; alert level 3 for evacuation status.
PAGASA weather advisory issued today (Oct 7) stated that low pressure area and the intertropical convergence zone bring scattered to widespread rains over the southern Luzon, Visayas and Mindanao which may trigger flashfloods and landslides.
PDRRMC Executive Officer Angelo Tiongson has called on the public particularly those residents near the riverbanks to be vigilant and monitor the water level in case it overflows as well as the coastal areas.
Meantime, the PDDRMC has started conducting a series of seminars and workshops on disaster management in the municipalities of Pamplona, Vallehermoso, Zamboanguita, Siaton, Ayungon, and Mabinay.
Tiongson said the council also conducted on-site surveys and risk assessment areas susceptible to landslide at barangays Catipon, Bonawon, Apoloy, and Apoloy all in Siaton town and Pinocawan in Vallehermoso. (PIA NegOr/JCT)

The opening of the two-day 7th Philippine Bird Festival co-hosted by Silliman University at its West Quadrangle on September 23 featured a festive parade of delegates which included bird enthusiasts and conservationists from eight Asian organizations.

These Asian organizations brought the number of exhibitors up to 28. They were the Asian Raptor and Research Conservation Network, Bird Conservation Society of Thailand, Borneo Bird Club, Chinese Wild Bird Federation, Kaoshiung Wild Bird Society, Malaysian Nature Society, Nature Society of Singapore, and Wild Bird Society of Taipei.
Attended by over a thousand kids from public and private primary and secondary schools in Negros Oriental, the opening ushered kids into a line-up of fun educational activities. Decked around the Quadrangle with the acacia trees in the background, 28 booths offered various activities from face painting, trivia games, origami, to bird education talks utilizing photos and audio-visual resources.
This year ’s festival is themed “Langgam Paluparon, Lasang Palambu-on” (Birds in the Wild Help Forests Thrive) and features the Negros Bleeding-heart pigeon, a rare ground-dwelling bird found only in the island of Negros. A wildlife rescue center, the Center for Tropical Conservation Studies of Silliman University is a temporary home to the Negros Bleeding-heart pigeon.
Other exhibitors were Earth Island Institute, Isla Biodiversity, Katala Foundation, Negros Forest Ecological Foundation, Inc., Philippine Biodiversity Conservation Network, Birding Adventure Philippines, PENAGMANNAKI, KAAKBAY, Balanga City, Municipality of Candaba, Municipality of Calayan, Department of Environment and Natural Resources-National Capital Region, Team Energy Foundation, Primer Group, and some Dumaguete-based organizations. Co-hosting the festival with Silliman were the City Government of Dumaguete, the Provincial Government of Negros Oriental, and PENAGAMANNAKI, a federation of farmers from 20 different people’s organizations in Negros Oriental.

DUMAGUETE CITY is not covered by the ban on tricycles from the national high ways because this city falls under several exemptions under the guidelines. As a result, the City Council passed an urgent resolution allowing the over 2,500 city tricycles to continue passing the National Highway citing several exceptions.
Among the exceptions under the law, tricycles maybe allowed to ply the highways if the normal speed of big four- wheeler trucks do not exceed 40kph; and that these trucks must carry loads over four tons, thus, they run at slow speed. What is being sought to be avoided are accidents in the highways where big trucks are running at high speed and could crush small tricycles along the highway. But in the case of the provincial setting, there is only one single highway in most towns, and tricycles will have to traverse the highway to get to and out the side streets.
Moreover, most of these side streets are along blind curbs which also falls under the exception. Thus, the City Council, in the exercise of its powers under the general welfare clause, has unanimously ruled that tricycles may ply the following city highways namely:
North Road or Veterans Avenue from the capitol; the South Road from Capitol to Silliman Avenue, to Perdices up to the south city limit; the port road from the Portal West, Silliman Avenue to Rizal Boulevard to the port area; airport road from Silliman Portal West to Bantayan to airport area in Sibulan; Real Street from PNB to south Dumaguete – Bacong-Valencia roads towards the two city limits in the south and west.
The recap: basically, tricycles should not pass through national highways. But they are allowed to, if there is no alternate route; if passing trucks run below 40 kph; and when the Sanggunian so legislates.
If you go down to brass tacks, yes Virginia, in the rural areas, tricycles, which are the most popular means of transportation, have to pass the highways. Only that all drivers just have to be driving defensively, and not recklessly.
SUE IF YOU MAY
Should the LTO insist on banning tricycles from the highways, then the City Government will have to sue LTO in order “to defend the interest of the people.”
The courts will be the final arbiter, says city legal officer Atty. Neil Ray Lagahit in connection with the desire of the Land Transportation Office (LTO) to enforce a national law which was reiterated in a memorandum circular of the Department of Interior and Local Government (DILG) to prohibit tricycles from plying the national roads.
Lagahit said that Mayor Manuel Sagarbarria was right in vehemently objecting to the LTO’s plan stating that the local government code says otherwise.
Even if Real and Perdices streets are considered national roads, the city government still has the authority to regulate their use. The city legal counsel said that the LTO may have a different interpretation of the provision and could be stretching too far the provisions of the memorandum circular.
Lagahit said that the city will be forced to defend itself if and when this matter is brought to the courts.
Meanwhile, Mayor Manuel Sagarbarria said that making Real a two-way street is fine with him, but amendments has to be in place on the comprehensive traffic code of 2001.
This developed as a proposed ordinance was approved on first reading, to make Real a two-way street for all types of vehicles, including tricycles, but certain speed limits have to be observed to address the safety concerns of passengers.///jg

DUMAGUETE CITY, October 11 (PIA) -- Sixteen menus from Negros Oriental will compete during the annual indigenous foods cooking challenge dubbed ‘Lutong Garbo sa Negros Oriental’ on Saturday, October 15 at 9:00 a.m. at the Provincial Agriculture Office (PAO) here.
The competition banners the theme, “Discovering Developing and Promoting Oriental Negros Culinary Heritage.”
All 16 chefs are set for the battle of local culinary food and create originality using native ingredients abundant in their respective areas.
The cooks also expected to prepare delectable food using native techniques and ingredients in style.
From the set of choices of fisherman’s delight with sweet potato rolls of Amlan; stuffed chicken with coco cream sauce of Bacong; binoro rice topping ala busay of Basay; banana blossom and santol shrimp, Bayawan City; mantalip fish and bindoy express, Bindoy; pinausbungang manok, Canlaon City; native chicken halang-halang, La Libertad;
From Jimalalud, bukolaknok; coco chicken with banana blossom of San Jose; eggplant split, Sibulan; paksiw na utan, Sta. Catalina; chicken surprise, Valencia; dabong buko bam-I of Vallehermoso; while Dumaguete City, Dauin, and Zamboanguita have not submitted yet its final menus as of this writing but its entry forms are duly endorsed by respective mayors.
According to the Committee Chair of Lutong Garbo Sylvia Uy, these lists of options will be judged by local culinary experts from Dumaguete City.
“It’s exciting to watch these local master chefs at work, as they sift, chop, sauté, reduce, and garnish indigenous ingredients to create artistic, mouth-watering delicacies, right before our eyes,” said Uy.
The use of ingredients such as monosodium glutamate, canned goods, imported products, and artificial seasonings are disallowed. (PIA/JCT)
