Background

Kuwait's Gulf Holding (GHC) is developing Al Areen Downtown that will be spread over a 261,000 sq. m. area.

This project is part of the eight-community Al Areen Development spread over 2 million sq. m. area in Horat Anqa. Al Areen Holding CompanyAl Areen Holding Company is the master planner for Al Areen development

The USD 360 million development will include the Town Square, a school, recreational facilities, and retail outlets.

Al Areen Downtown will be executed in two phases. Phase 1 includes infrastructure works, and phase 2 includes residential, retail, and commercial facilities.

GHC plans to add more facilities in the future. Details are undecided yet.

AtkinsAtkins is the design consultant and KEO InternationalKEO International is the PMC.


Current Status

In February 2008, construction of the building facilities commenced, and completion is expected in Q4 2010.

In January 2008, Downtown Construction Company was awarded the USD 11.5 million infrastructure construction contract. Infrastructure works are currently under construction and expected to be completed in April 2009.

In December 2007, Ahmed Mansour Al Aali CompanyAhmed Mansour Al Aali Company (AMA) was awarded the USD 216 million Design Build (DB) contract for the main boulevard (including retail outlets, residential units, offices, supermarket, hotel, and service apartments).


Scope of Work

Infrastructure works including: roads, water storage and facilities, and other service facilities.

- Construction of the Tower Square, a school, recreational facilities, retail outlets, offices, a hotel, and residential units.

Downtown Al Areen was put on hold because there's a plan to build an airport for the Bahraini Royal Air Force near the project and there are height restrictions to be considered. The company terminated the contract with the current contractor and is going to hire a new contractor in a move that will save the company approximately BD21 Mil in contract price difference. Work on the project will hopefully start again early 2010.

وتطرق الأمير إلى مشروع داون تاون العرين، قائلا: «في 2007 تخارجنا بنسبة 70 في المئة من مشروع داون تاون العرين المقام على مساحة 400الف متر، وأسسنا محفظة وحققنا فيها أرباحا أضيفت لأرباح 2007، ولكن المفاجأة التي حرصنا عليها وأثبتت بعد ذلك أنها نظرة استراتيجية أننا احتفظنا بإدارة المشروع واحتفظنا بـ 30 في المئة المتبقية، ولذلك وفينا أثناء الاكتتاب في المشروع بما قطعناه على أنفسنا كإدارة فوزعنا (كاش) 10 في المئة في 2007، واحتفظنا بالباقي ورحلناه لتمويل مشروعات أخرى».

وعن توقف المشروع في نوفمبر/ تشرين الثاني 2008، قال: «المشروع لم نوقفه ولم يوقفه تراجع أو ندرة السيولة بل هناك قرار سيادي من حكومة مملكة البحرين بوقف المشروع بالكامل بسبب أنهم أوجدوا مطارا خاصا للطيران الملكي تطلب نوعا من التدقيق لجهة الارتفاعات وهذا قرار نفذناه حرفيا لأنه لا جدال فيه ولكن بخبرتنا التي أكتسبناها في إدارة المشروعات العقارية نحن بصدد إلغاء عقد المقاول وتوقيع عقد مع مقاول جديد وهذا الأمر سيوفر من العقد السابق أكثر من 25 في المئة لأن كلفة تنفيذ الإنشاءات بسبب الأزمة تراجعت؛ أي أننا استفدنا من التأجيل ولم يتسبب لنا في أي خسارة».

وفي سؤال عن تقبل المقاول الحالي إلغاء العقد / قال: «نحن لسنا أصحاب مشكلات ولا نسعى إليها أبدا في طريقة وآلية إدارتنا في الشركة ولذلك فان إلغاء العقد سيتم بشكل توافقي ومن دون أية مشكلات على الإطلاق، ومكمن استفادتنا سيكون كما قلت من انخفاض أسعار الإنشاءات في الاتفاق مع المقاول الجديد ولذلك فإننا سنخفض الكلفة بواقع 25 في المئة وهي أموال ستدخل خزانة الشركة بشكل أو بآخر».

وأضاف «حجم العقد كان في حدود 85 مليون دينار بحريني، وإن احتسبنا المبلغ الذي سنوفره نتيجة استغلالنا لتراجع أسعار الإنشاءات فإننا سنوفر 25 في المئة من هذا المبلغ؛ أي أننا سنوفر لموازنة الشركة نحو 21 مليون دينار بحريني».

وذكر أن مشروع داون تاون العرين ضخم يقام على 400 ألف متر مربع ويضم محلات تجارية متنوعة وشققا فندقية وفندقا 3 نجوم ووحدات سكنية متنوعة المستويات ومساجد ومدارس وعيادات طبية وسيكون مفتوحا للجميع من مقيمين ومواطنين وخليجيين وزائرين.وعن موعد الانتهاء من المشروع قال: «من الصعب التنبؤ في الوقت الحالي قبل أن أمسك الموافقات النهائية بيدي، لكن يبقى القول، إن هناك أملا كبيرا في إطلاق العمل به مطلع العام المقبل».

وعما إذ كانت السيولة المالية لعبت دورا في تأجيل المشروع، قال: «المشروع توقف بسبب ظرف خاص وليس لموضوع السيولة أي دور في وقفه؛ إذ نعتمد في التمويل على تمويل ذاتي أو قروض من المصارف أو من خلال رأس المال، والمشروع حين أطلقناه للتسويق قمنا ببيع من 4 إلى 5 بنايات خلال ساعات في 2008 من 11 بناية قمنا بعرضها في حينه».
