The 657-hectare Thu Thiem peninsula lies at the heart of this dynamic city - separated from the historic District 1 by the sweep of the Saigon River - and is the most significant land area for development within the city boundary. In 2005, the HCMC People's Committee approved the 1:2000 scale "Thu Thiem New Urban Area" Master Plan, authored by Sasaki Associates, Inc. of Watertown, Massachusetts, USA.
The Detailed Master Plan and Urban Design Guidelines for Thu Thiem establishes a comprehensive 20-year vision for the waterfront peninsula as a world-class, environmentally sensitive mixed-use urban district, reflecting a uniquely Vietnamese way of life. Comprised of housing, commercial, office, cultural, and institutional uses, the district is set within an extensive framework of waterways and public spaces. Key destinations include a 50,000 sm Convention Center, a regional outdoor Stadium and indoor Arena complex, a 300-meter tall Television Tower and visitors center, a new Central Plaza and Central Lake, and a new Museum of South Vietnam. Upon completion, Thu Thiem will accommodate over 200,000 new residents.
The current Thu Thiem Competition focuses on three critical public areas within the Sasaki plan - the Central Plaza, the Crescent Park, and the Saigon River Pedestrian Bridge.

On 17/3/2008, the Investment and Construction Authority for the Thu Thiem New Urban Area is starting The International Design Competition for Thu Thiem New Urban Area: Central Plaza, Crescent Park, and Saigon River Pedestrian Bridge. This is an open, two-stage Competition for qualified professional architecture, landscape architecture, urban design, planning, and engineering firms or teams.
The first stage will be anonymous, open and unpaid. Six (6) shortlisted firms will be selected and paid to continue (anonymously) with the second stage. A winner will be selected from the six (6) shortlist submissions.
1. Shortlist Award and Prizes
Six (6) shortlisted firms will be paid in the amount of USD$20,000 each to continue with Stage 2 deliverables. At the conclusion of the competition, the following prizes will be awarded:
First Prize: USD$50,000 and the right to negotiate a contract for the development of detailed schematic designs for the Central Plaza, Crescent Park, and Pedestrian Bridge for the Thu Thiem Investment and Construction Authority
Second Prize: USD$30,000
Third Prize: USD$15,000

The scope of work for the Thu Thiem Competition encompasses the following three elements:
Central Plaza (13 hectares) - The Central Plaza will be the largest public gathering space in Vietnam. Approximately 700 meters long by 80 to 200 meters wide, it is linked to the historic city through the iconic Saigon River Pedestrian Bridge to Me Linh Square. A public transit station (underground subway) will be integrated within the central zone of the plaza. The Central Plaza will host a diverse variety of HCMC festivals, military parades, citywide celebrations, and national gatherings (upwards of 1,000,000 people) and will also be an active and exciting public space for every day use by office employees, visitors, and residents. The Central Plaza should be designed as an active nighttime destination as well. Envisioned as a sustainable, multi-purpose, multi-functional public space that combines a mix of landscape, softscape, and architectural elements, the Central Plaza at Thu Thiem will be a modern 21st century public space for all of Vietnam.
Crescent Park (12 hectares) - The Crescent Park will be the great waterfront park of Ho Chi Minh City. In combination with improvements to the west side of the Saigon River (as defined by the results of the recent Design Competition for District 1 - see "Downloads" section of this website), the Crescent Park will activate the water's edge and make the river the true heart of the city. The entire Crescent Park stretches a distance of 2 kilometers between the International Exhibition Center to the north and the Sports and Entertainment District to the south. For the purposes of this Competition, the scope of work for the park stretches from the Ba Son Bridge ramp in the north to the Sports and Entertainment District to the south. The park is envisioned as a sustainable, multi-dimensional public space, for both active and passive recreation, with extensive landscaped areas, contemporary gardens, paths for promenading, landforms, sports fields, sports courts, kiosks, and public art to name a few. A small ferry terminal and water taxi station should be included along the Saigon River, in the area where the Central Plaza and Crescent Park come together. This water transit station serves to shuttle pedestrians and motorbikes between Me Linh Square and Thu Thiem.
Saigon River Pedestrian Bridge (360 linear meters) - The Saigon River Pedestrian Bridge will be a stunning symbol of Ho Chi Minh City's development into a 21st century city, connecting two sides of this vibrant city. The bridge has dual functions, accommodating both pedestrians and bicyclists (but not motorbikes). Competitors must propose a logical and coordinated circulation system at the entrance ramps to the bridge. Allowing memorable views up and down the river, while capturing the historic downtown and the new Thu Thiem skyline. The pedestrian bridge will connect the Central Plaza with the west bank of the Saigon River, at historic Me Linh Square. At night, the pedestrian bridge will be lit, a beacon for the entire city and a must-see architectural destination. Not only will the bridge allow pedestrians and bicyclists to access the city's civic, cultural, business, recreational, and riverfront destinations, it will also represent in built form Ho Chi Minh City's enduring optimism and vision for the future city.
