No Christmas at home for Arroyo: Philippine court

A Philippine court on Wednesday rejected detained former president Gloria Arroyo's request to spend Christmas at home or use her mobile phone and computer in the hospital where she is being held.
The 64-year-old Arroyo, who says she is suffering from a rare spinal illness, is expected to be tried as early as next month on charges of rigging the 2007 senatorial elections.
She was arrested in her hospital bed at a private Manila hospital last month and held without bail, but the court later ordered her to be moved to the government-run military hospital.

For presenting evidence outside Senate court, Enrile warns Tupas, others

Enrile specifically trained his gun at the chief prosecutor, Iloilo Representative Niel Tupas Jr., who made public disclosure of the documents against Corona.

“Sabihin mo kay Cong. Tupas mag aral muna sya (Tell Cong. Tupas to study the rules),” said the Senate leader when told of the lawmaker’s remark that he had not violated the impeachment rules.

Enrile also slammed the prosecutors for saying they were not yet covered by the rules since they have not yet entered their appearance before the impeachment court.

“E ano yung sinalang nilang kaso? He’s (Tupas) a complainant e. Ano ba? Naiintindihan nya ba ang ginagawa nya? Nandun ang pangalan nya dun sa complaint. Sya ang complainant. Ano ba sya? He’s not only a lawyer, he’s a complainant, my God! Naiintindihan nya ba ang ginagawa nya? (Does he understand what he’s doing? His name is there in the complaint. He’s the complainant),” Enrile said.

Enrile explained that when the prosecutors signed the complaint and filed it in the Senate, they have submitted under the jurisdiction of the court.

I don't see why because of this pure hatred of GMA, these yellow supporters overlook the fact that this is the same Supreme Court and Chief Justice who made a historic decision in the Hacienda Luisita case to finally distribute the lands to the farmers, which for decades the Cojuangco-Aquino clan had dodged. And these same supporters are touting a so-called "concurring" but in actuality a dissenting opinion of J. Sereno who is seeking to promote an unjust arrangement for these farmers to pay these oligarchs the current fair market value of the land in 2008. Is this the type of justice and good governance you have in mind? For them, it is all about politics. It is not about social justice, land reform and eradication of poverty. They train the guns on the sitting Chief Justice to oust him at whatever cost to the stability and democratic institutions of the country just because the sitting president has a personal vendetta on the ex-president and on mere allegations that they cannot convict GMA while Corona is a CJ. If they really have a strong case, then prove it. Up to now, they are still on a fishing expedition. Let it be known, I am no GMA supporter but the rabidity and foul ways of this present administration is really getting on my nerves.

We have witnessed them and monitored the development programs and projects and became participants enthusiastically. We were also critics when we had differing opinions on issues affecting the country, particularly the Cha-cha debates, among others. A lot of us were enticed and actually invested in these projects, condominiums and what-have-yous. I will not deny the fact that the past administration did show economic development. When most of the world's economies have faltered or showed lackluster growth, the past administration showed economic growth, enticed foreign investments, recognized OFW contributions and participation, increased the country's GDP, reduced debt and had budget surplus. Now, this part is for the economic thread but I just wanted to point out the disconnect with your point about economic development. This tack of the current administration is all about politics.

And one more thing, panalo na candidato mo. So, move on na. If you want to prosecute GMA, go ahead. But the demolition job that they are doing to the Supreme Court is so destablizing and unsettling. Even the members of the House are being wangled with their pork barrel so that they will vote a certain way. It leaves such a bad taste.

I agree with your observation, kahit sa gobiyerno sumo-sobra yata ang kayabangan. Kung hindi ako nagkakamali ay accidental lang ang pa-kakaupo nang mga yan (pagkamatay ni Pres. Cory). Parang feeling nila nasa level sila nila Gandhi or other really great men. Sabi ko nga dito ay naging miyembro na ako nang mga mobs before sad to say that the real People Power's meaning with so much sacrifice for real is being used out of hatred or out of order. We’ve been fighting these corruption issues since then, yet who are they to claim patent for it, it but natural for us to progress on these issues since we do have young democracy.

Whereas before we can debate on issues in a respectful manner and those who cross the line of civility are first moderated, then brigged, or progressively disciplined. Now, it seems some have become more "maangas".

It's either you want GMA convicted or acquitted. Yes I appreciate GMA's economic programs and even the Aquino administration conceded to that fact but that doesn't make her a President I would support. You don't give 10 cents on one hand and take a dollar with the other.

Second if yes, then do we honestly see GMA convicted with Corona and his cohorts in the SC?

If the referee is punching alongside a boxer, then the other boxer has no other recourse but to seek the disqualification of the referee.

I personally don't care about Hacienda Luisita. All I want are two things

1. GMA convicted and
2. Such conviction be in accordance with the Constitution.

It's not just mere speculation (for me), it's reasonable inference that as things are right now, Corona and his cohorts will continue voting in favor of GMA.

Just to add, the House did nothing that is against the constitution.

It did not. In fact, this administration has been notorious for either:

a. Scrapping the Arroyo administration's economic programs
b. Taking credit for economic achievements whose groundwork was laid down during the previous administration
c. Prioritizing "the fight against corruption" at the expense of sound fiscal policy and economic programs

Inasmuch as I don't like Gloria, the current administration is certainly giving her less credit than they say they're giving.

Both concurred in the Hacienda Luisita decision which was obivously unfavorable to P-Noy and in all their decisions in favor of P-Noy, I personally agree with them.

Well impeachment trial is really just a formality. Even if the allegation that the House members didn't read the impeachment articles are true, it's still not fatal to the essence of impeachment.

Politicians are aware of this, hence we see the bombardment of publicity against CJ Corona. It's a trial by publicity and it is designed like that by the Constitution.

In the end it's a political action with a political question being thrown to the Senate. The evidence presented at trial isn't to convince the Senators but the people, since chances are the Senators will simply follow the people's wishes for rel-election purposes. There's simply no way there would be any legal basis for "culpable violation of the Constitution" and "betrayal of public trust", an evidence of which is that an impeachment case is outside the ambit of Judicial Review.

Why so much passion about one plot and apathetic about the other, when they both carry the same theme??

Justices aren't supposed to have political leanings in the first place, and yes betrayal of public trust is an impeachable ground.

Again there's no such thing as an objective impeachment. It has always been a purely political exercise under the guise of a fair trial and it has been designed by such. Ask UP and Ateneo constitutional law professors they'll say the exact same thing. It is a trial by publicity and opinions.

If there's such a thing as an objective impeachment then it should have been within judicial review. Whatever the Senate decides is final and executory even if it be obviously based on personal grounds.

Hacienda Luisita isn't an issue because it does not affect me directly. I did not sustain injury because of it. Hacienda Luisita doesn't involve public funds and neither does it affect the local economy. It's a purely personal matter between the Cojuancos and the farmers. In constitutional law I wouldn't have any locus standi on this issue.

What is a personal concern is GMA's blatant corruption and malversation of taxpayers money (which I am a contributor of). Here obviously I have Locus Standi.

Who is the final authority now in determining from right or wrong?.....Justice should not be based on biased opinion, they should show the facts. You don’t just convict anybody first then look for the crime that they had committed. That is absolutely insane, we don’t need to be a lawyer to know this. Accusing someone of being corrupt and dirty because they disagree with you is just plain bigotry and that should not happen on civilized society.

For me, the impeachment process as a purely political process by Congress is logical. Patterned after the US, it's the last resort to impeaching a corrupt Executive or a corrupt Justice. Without it, a concurring corrupt Executive and Judiciary would leave the citizens no remedy to remove them.

Leaving the final power of removal to Congress, whom the power is diffused into 200+ members and as representatives of the people, simply affirms the Constitutional provision stating that the Sovereign is the Filipino people and all power emanates from them.

The Bush v. Gore situation and this GMA-Corona situation are two different issues. In the first it was an electoral dispute while in the second the administration is seeking conviction and imprisonment of a former president.

We have yet to see how the US will handle a similar case (a corrupt ex President in an institutionalized corrupt environment) to ours but as with any democratic institution I would expect it to handle the issue almost similarly.

I think its obvious that the Philippines has had more impeachment trials in recent years compared to the US. It's unavoidable given our unstable and corrupt government system compared to the US which always had a stable political system over the decades.

Whether or not CJ Corona deserves to be impeached is a debatable issue involving personal opinion but as far as the constitutionality of the impeachment is concerned, it is democracy at work.

Everyone has a political or ideoligical leaning. Supreme court justices are first vetted in congress in order to assess how their ideologies will affect their decision making, and usually those who interpret the law without bias are most fit for the position. Regardless, justices will always tend to sway towards a certain ideology.

Can you expound on "betrayal of public trust?" It is such a broad expression and can be so loosely interpreted that anyone can come up with a reason to impeach anyone. If the president were to pass a reproductive health bill amidst a majority opposing the legislation, would that be a betrayal of public trust? Would he then be subject to impeachment just because he betrayed a majority of the public? The matter is so subjective. But if the president were caught doing something illegal like money laundering, then one's argument for impeachment is more concrete. A clear violation of the law should be the basis of impeaching an official because it proves beyond any shadow of a doubt that the official being removed is trully unfit to serve. An impeachment due to popular opinion however, is more questionable in that accusations are left open to interpretation.

The use of impeachment in the Philippines as a political excercise is what makes our government so dysfunctional, it detracts the government and the public from the actual work of nation building. Perhaps it is time for the Philippines should start taking impeachments seriously, not just using it as another trial by publicity and opinions, that's what TABLOIDS are for.

I would also like to clarify that i did not state that the impeachment would set a precedent, i stated clearly THE WAY THE ADMISTRATION IS CAMPAIGNING FOR IMPEACHMENT sets the precedent. A precedent that justifies public opinion and popularity as grounds pursuing an impeachment, which is what you believe in and have no problems with. I, however do have a problem with this, and we just have to agree to disagree on this issue.

AND, just because Hacienda Luisita does not affect you, doesn't mean it stands apart from the theme of corruption and betrayal of public trust. Aren't the farmers of Hacienda Luisita part of the public? and weren't they given right to lands within Hacienda Luisita through the law as upheld by the Supreme Court, UNANIMOUSLY? If these lands are withheld from them, that is betrayal of the law and is an act of corruption by all definition.

Justices aren't supposed to have political leanings in the first place, and yes betrayal of public trust is an impeachable ground.

Again there's no such thing as an objective impeachment. It has always been a purely political exercise under the guise of a fair trial and it has been designed by such. Ask UP and Ateneo constitutional law professors they'll say the exact same thing. It is a trial by publicity and opinions.

anyway, i don't really care about this corona's impeachment bruhaha but only cares to the result after he'll be impeached or not. What can our country gain from this? If he would be impeached, can we be sure that the next CJ would not be a puppet of Penoy? Do we have a measure other than it being a president's personal appointment? I hope after this impeachment our country would make necessary measures that would see to it that we would not be repeating the same mistakes over and over again. What a waste of our resources especially on times when the economy is not really doing well.

And vacancies created in the SC to be filled by others who will promote PNoy's interest. Really now? Wait until you see how the current administration want it implemented. The State/Government will first pay the Cojuangco-Aquinos with your taxpayers' money at fair market value of the land. And then, they will attempt to have farmers-beneficiaries pay back (if they can)-- all gain for the Cojuangcos-Aquinos by the billions. But the thing is, that property was never theirs (the Cojuangcos-Aquinos') to begin with. There was a loan agreement and they were supposed to pay back the government or turn it back to be distributed to the farmers-occupants after a period of time. They tried to hold on to it perpetually. It is not a proper subject for expropriation proceedings under eminent domain because it was not private property being taken for public use by the government. It was never private property of the Cojuangcos-Aquinos. But public funds are going to be used to pay them. Now, surely you will have locus standi in a taxpayer's derivative lawsuit once taxpayers' moneys are used and not even for public purpose, but for private gain of the Cojuangcos-Aquinos.

Setting all those politics aside, I thought after Arroyo will be given a trial, this whole thing is over and looking forward to see her case being taken care of until I just read that the Chief Justice was impeached all of a sudden especially that betrayal of trust issue. I do have a doubt at the first impression because it is something that is more difficult to prove (even with all the evidence they have to link him with the offense being charged) so I want to see how this impeachment will proceed.

I think the impeachment case against Corona will further shed light about the issues at hand and would either validate or invalidate the people's faith in the current administration so let's see how this turns out. It would also further validate the people's suspicions on the current administration's alleged tinkering of the Judiciary and Congress in their favor in connection with the recent ruling on HLI.

And let's hope and pray that the Senate while hearing the impeachment case will remain independent, just and above board. Already, there are talks of pork barrel being wangled at the Senate members, too. And of course, we cannot help that Senators will vote according to their party lines. I hope they also vote according to their conscience and having in mind what will be good for the country in the long run considering our democratic principles. Even before the hearing, the spokesperson of the Office of the President had the gall to boldly and defiantly announce a "Plan B" and that they are coming up with a shortlist of replacement of Corona along the likes of their appointee Sereno. That is so disrespectul of the Senate acting as an independent impeachment tribunal. And also of the Judicial and Bar Council which should be the entity to come up with a list BUT only after a vacancy is created. In the meantime, their attack dogs in Congress are laying the groundwork for Plan B by going to the media so they can have trial by publicity when under Senate impeachment rules, they are prohibited from doing so.

MANILA, Philippines – An urgent motion was filed Wednesday asking the Supreme Court to stop the impeachment trial of Chief Justice Renato Corona at the Senate.

In a three-page urgent motion, lawyers Homobono Adaza and Alan Paguia urged the high court to issue a temporary restraining order until their petition to declare as unconstitutional the articles of impeachment has been resolved.

“We are filing an urgent motion for Issuance of TRO to hold in abeyance the Senate impeachment trial until the petition [for declaration of unconstitutionality of the Articles of Impeachment] is resolved by the Supreme Court,” the petitioners said.

The two have filed a petition asking the high tribunal to declare as unconstitutional the articles of impeachment.

MANILA, Philippines—A Catholic bishop called on senators who will sit as judges in the impeachment trial of Supreme Court Chief Justice Renato Corona to tune out the bickering between the defense lawyers and the prosecution panel from the House of Representatives.

“We are hoping that the proper bodies will not be unduly influenced by these obvious maneuvers by the two parties,” according to Caloocan Bishop Deogracias Iñiguez.

The bishop, who chairs the public affairs committee of the Catholic Bishops’ Conference of the Philippines, made the call in the run-up to the formal opening of Corona’s impeachment trial at the Senate on Monday.

Corona will be tried for betrayal of public trust, graft and corruption and culpable
violation of the Constitution.

Iñiguez said it was expected of both parties to try to outdo each other particularly in a very politicized issue.

“[But] what is important is the judges will still be objective and [they will] rule on the matter based on the facts presented in the trial proper,” Iñiguez told reporters in a phone patch interview.

On Tuesday, Corona asked the Senate impeachment court to impose sanctions on House prosecutors for what he described as “unbridled dissemination” of information and the release of purported evidence against him outside the impeachment trial.

The prosecution panel, led by Representative Niel Tupas Jr., earlier held a press conference disclosing that Corona owned a condo unit worth over P14 million at The Bellagio in Taguig City.

Responding to Corona’s call for sanctions, the prosecuting panel accused the chief justice of resorting to delaying tactics by trying to sidetrack the issue at hand.
Iñiguez also called on the public to closely monitor the impeachment.

“We should be critical observers of the proceedings… follow it closely and not make judgments immediately,” added the bishop.

Oh ate lili, i've missed your wonderful compositions. I wish i were as knowledgable about these issues as you are, as well as being able to articulate them.


And let's hope and pray that the Senate while hearing
the impeachment case will remain independent, just and above board. Already, there are talks of pork barrel being wangled at the Senate members, too. And of course, we cannot help that Senators will vote according to their party lines. I hope they also vote according to their conscience and having in mind what will be good for the country in the long run considering our democratic principles. Even before the hearing, the spokesperson of the Office of the President had the gall to boldly and defiantly announce a "Plan B" and that they are coming up with a shortlist of replacement of Corona along the likes of their appointee Sereno. That is so disrespectul of the Senate acting as an independent impeachment tribunal. And also of the Judicial and Bar Council which should be the entity to come up with a list BUT only after a vacancy is created. In the meantime, their attack dogs in Congress are laying the groundwork for Plan B by going to the media so they can have trial by publicity when under Senate impeachment rules, they are prohibited from doing so.

It was around P13/kWh at its highest before. Now it's lower at around P7+.

Mr. Alberto Lopez once owned the power plant, Panay Power Corporation (PPC) but was bought by the Metrobank group years back. During the Lopezes' hold of Iloilo's total electricity supply and generation, that was when the highest power rates were and up to the early years of Metrobank's group assumption. A classmate of mine used to be working there. The power Plant is located at Baranggay Ingore, La Paz.

Erika Leann Lacson-Esguerra, World Bank program assistant for external relations, said Monday the bank did not release to the media a supposed memo regarding the “unsatisfactory” progress of the high court’s loan.

“This email message did not come from the World Bank. Any official statement from the World Bank will be posted online (www.worldbank.org.ph),” Lacson-Esguerra said.

On Monday, several newspapers including Manila Bulletin received a press release on JRSP’s progress report that claimed it was an official statement coming from the World Bank.

The press release said that since mid-2010, or months after Supreme Court Chief Justice Renato Corona took over, progress in attaining the project development objective and implementation have been rated “unsatisfactory.”

“The World Bank also noted the continuing procurement delays, uneven pace and quality of implementation, limited information on project results and fiduciary issues,” the statement read.

Data from the World Bank’s website revealed that the pace of implementation has picked up under Corona's leadership, saying more than $1.3 million was disbursed in the first half of 2011 alone.

Of the total project cost of $24.4 million, which aims to make the judicial system more accessible, about $21.9 million would come from World Bank’s International Bank of Reconstruction and Development (IBRD) and the remaining $2.5 million will come from the national government.

Data from the World Bank showed that the bank has disbursed a total of $16.47 million as of December 31.

It also showed that the JRSP project could not be completed by December 31, 2009, and had to be extended by 18 months, to June 30, 2011.

The extension, however, was not enough, so the project was extended anew to June 30, 2012.

The bank attributed the delays to implementation and coordination issues in the Supreme Court, lengthy procurement processes as well as changes in the judiciary leadership.

The World Bank also cited the severe Typhoon “Ondoy” in 2009 as a setback because of the damage it brought to courts and records.

The bank also said that aside from the extension, the loan was also modified, with some loans reallocated and $500,000 cancelled.

World Bank did not disclose of reason for the cancellation.

“There are no changes to components but there are modifications to some activities within components. These changes have no implications for the development objectives,” the World Bank said.

World Bank disowns JRSP report :ohno:

MANILA, Philippines — The World Bank denied on Monday it released a report on the Supreme Court’s Judicial Reform Support Project (JRSP) that noted its dissatisfaction with the way the project was being implemented.

Erika Leann Lacson-Esguerra, World Bank program assistant for external relations, said Monday the bank did not release to the media a supposed memo regarding the “unsatisfactory” progress of the high court’s loan.

“This email message did not come from the World Bank. Any official statement from the World Bank will be posted online (www.worldbank.org.ph),” Lacson-Esguerra said.

On Monday, several newspapers including Manila Bulletin received a press release on JRSP’s progress report that claimed it was an official statement coming from the World Bank.

The press release said that since mid-2010, or months after Supreme Court Chief Justice Renato Corona took over, progress in attaining the project development objective and implementation have been rated “unsatisfactory.”

“The World Bank also noted the continuing procurement delays, uneven pace and quality of implementation, limited information on project results and fiduciary issues,” the statement read.

Data from the World Bank’s website revealed that the pace of implementation has picked up under Corona's leadership, saying more than $1.3 million was disbursed in the first half of 2011 alone.

Of the total project cost of $24.4 million, which aims to make the judicial system more accessible, about $21.9 million would come from World Bank’s International Bank of Reconstruction and Development (IBRD) and the remaining $2.5 million will come from the national government.

Data from the World Bank showed that the bank has disbursed a total of $16.47 million as of December 31.

It also showed that the JRSP project could not be completed by December 31, 2009, and had to be extended by 18 months, to June 30, 2011.

The extension, however, was not enough, so the project was extended anew to June 30, 2012.

The bank attributed the delays to implementation and coordination issues in the Supreme Court, lengthy procurement processes as well as changes in the judiciary leadership.

The World Bank also cited the severe Typhoon “Ondoy” in 2009 as a setback because of the damage it brought to courts and records.

The bank also said that aside from the extension, the loan was also modified, with some loans reallocated and $500,000 cancelled.

World Bank did not disclose of reason for the cancellation.

“There are no changes to components but there are modifications to some activities within components. These changes have no implications for the development objectives,” the World Bank said.

On Monday, President Benigno S. Aquino III called for a review on the use of judiciary fund for transparency after the impeachment trial of Chief Justice Renato Corona is finished. (Additional reports from Genalyn D. Kabiling and Hannah L. Torregoza)

PRESIDENT Aquino said on Monday that a World Bank document questioning some procurements and disbursements in the Supreme Court related to a project that it partly funded is “additional proof” of the “shortcomings” that need to be resolved by the judiciary.

Addressing the inauguration of a bag manufacturing facility in Tarlac City, the President expressed confidence that such reforms can be pursued after the impeachment trial of Chief Justice Renato Corona.
Mr. Aquino made the statement when asked for comment on the WB aide memoire, expressing dissatisfaction over the implementation of the Judicial Reform Support Project (JRSP) under Corona’s watch.

“There is an independent foreign party that is complaining about the management of the Supreme Court. I think that is additional proof of what we have cited as shortcomings that have to be addressed by the judiciary,” he said.

Asked whether the alleged misuse of the WB loan may affect the extension of similar facilities to the government, the President said that it would be best to await the findings of an ongoing investigation but believed that “once rectifications are made in the judiciary, they will again be our partners in improving the judiciary.”

He also said that after the impeachment trial against Corona, he expects that “while there is separation of powers [among the three co-equal branches of government], there will really be checks and balances in place.”

MANILA, Philippines—The first witness in the impeachment trial on Wednesday denied a request to disclose the statement of assets, liabilities and net worth (SALN) of Supreme Court Chief Justice Renato Corona, citing a prohibition contained in an en banc resolution of the high tribunal.

“Your honor, in view of the resolution of the court en banc on May 2, 1989, I’m a restricted because it says here in one of the guidelines that all requests for SALN will have to file it with the clerk of court,” said Supreme Court Clerk of Court Enriqueta
Esguerra-Vidal when she took the witness stand in the impeachment trial.

“Whether or not it should be given will now depend on court,” Vidal said, responding to the questioning of lead private prosecutor Mario Bautista.

“Are you considering this subpoena a request?” asked Bautista.

“It’s an order for me to produce the SALN but then it partakes also a request for the SALN. I don’t have any discretion to decide for myself…,” Vidal replied.

“It’s not within my competence. It’s within the competence of the court,” she said.
Vidal was the first witness presented by the prosecution team in relation to Corona’s alleged failure to disclose his SALN.

The allegation is contained in Article 2 of eight articles of impeachment filed by 18 members of the House of Representatives against Corona.

Iloilo Representative Niel Tupas Jr., chief prosecutor, presented the first case against Corona immediately after the resumption of the trial at around 2 p.m. on Wednesday.

Tupas, in his opening statement, also informed the Senate acting as an impeachment court that after Article 2, the prosecutors will immediately proceed with the presentation of evidence for Articles 1 and VII.

Article 1 refers to Corona’s alleged “partiality and subservience in cases involving the Arroyo administration from the time he was appointed as associate justice to the time of his midnight appointment as Chief Justice” while Article VII refers to the Chief Justice’s alleged “partiality in granting a temporary restraining order (TRO) in favor of Mrs. (Gloria) Arroyo and her husband, Miguel Arroyo, in order to give them an opportunity to escape prosecution…”

Anung highlights ng day 3 ng impeachment trial? Hindi ako nakanuod/nakakinig sa radyo kasi.

Prosecution presented SC clerk of court as the first witness. She was asked to present SALN of the CJ but was hesitant to do so because she'll violate SC's resolution (which I understand). If she'll not follow the order to present it, baka ma contempt din xa.

Senate President Enrile later on ordered her to submit the SALN. She had no choice. The SALN is now considered as an evidence.

There is a tug of war in the courtroom over his SALN. Let's wait what is going to be disclosed here. It's intriguing to know that it's difficult to even possess 5 properties with declared assets of P14M or is it within a 7 year period? Let's wait for the breakdown.

On the other hand, it's also interesting to point out that the SC circular is not in the same page over a certain law and the Constitution itself that is imposed on every officials to declare their SALNs. Would the circular issued 3 decades ago makes it unconstitutional?

It seems that this courtroom drama is slowly opening a can of worms.

This would hopefully reform our judiciary institutions in the future.

This is much better than the senate inquiries because they are the judges in these cases. On the other hand, it will also help them in legislating bills to cover up the loop holes in the system.

Maybe impeachment is not such a bad idea. In the future, we can have separate courts for impeachment trials. :lol:

i saw 24 oras, gma network, stating that wb was asking some of the funds back because of inappropriate lavished use during corona and midas. they also suggested that this may need to open transparency through SC

OA naman ang ibang senators sa impeachment, lawyers na rin sila for the prosecution... At ang prosecution, walang evidence na readily available, on the spot na kalkalin ang ebidensya ang ginagawa nila. Halatang inimpeach si Corona para idiin yung tao.
