City Hall, SP rift intensifies

THE executive-legislative imbroglio in Dagupan involving Mayor Benjamin Lim and the majority of the Sangguniang Panlungsod (SP) appears headed for worse before it gets any better.

Last week, Lim vetoed an ordinance of the city council granting franchises to at least 23 operators of motorized tricycles-for-hire in the city saying this is a function of the executive branch.

The ordinance in question, No. 1957-2010, was vetoed by the mayor in its entirety for allegedly encroaching on executive prerogatives.

In his letter dated August 26 to the SP through Vice Mayor and Presiding Officer Belen Fernandez, Lim said: “The acts of screening and evaluating the qualifications of 
applicants for tricycle franchise and processing requirements (for said purpose) 
are purely administrative and executive functions, which the legislative branch 
is encroaching upon.”

The mayor also assailed in his letter SP Resolution No. 653-2010, which approved 126 applications for a tricycle franchise.

The mayor said this resolution merely expresses the sentiments of the members of the SP and does not have the force and effect of a law.

LOCAL GOV’T CODE

However, Fernandez has expressed her disagreement to Lim’s stance, citing a provision of the Local Government Code.

The vice mayor said Article Three, Section 458, Paragraph VI of the Local Government Code, under the powers of the Sangguniang Panlungsod, states: “Subject to the guidelines prescribed by the Department of Transportation and Communication, (the SP shall) regulate the operations of tricycles and grant franchise for the operations thereof within the territorial jurisdiction of the city.”

Lim, on the other hand, pointed out that SP has exercised that power when it enacted Ordinance No. 2883-2006, the Comprehensive Tricycle Franchise Ordinance of 2007.

“This is in itself was the legislative grant of franchise that Republic Act 7160 or the Local Government Code of 1991 envisioned,” Lim said.

Fernandez said the SP, which voted unanimously on the vetoed ordinance, will discuss this week what their next move will be on the matter.

“This matter is now in the hands of the city councilors and in the meantime, I 
withhold any comment on the matter in order not to preempt their decision,” Fernandez said.

The issuance of tricycle franchises originally rested on the SP, but this was transferred to the city mayor’s office through the legal office when Lim became mayor in 2001 and continued until 2007.

The function was reverted back to the SP in April this year, with former Mayor Alipio Fernandez’s approval, following a clamor from the tricycle operators who complained of having to go through and pay extra fees to “fixers” at the city hall.

OFFICIALS of the Fourth District have asked the Department of Public Works and Highways (DPWH) to strengthen the dike in Sison along the Bued River to forestall another possible big flood in Central Pangasinan.

Mangaldan Mayor Herminio Romero, who is spearheading the request, pointed out that the dike, which collapsed at the height of Typhoon "Pepeng" last year, was rebuilt with just an earth embankment that would not likely be sturdy enough to prevent another breach.

When the dike collapsed last year, rampaging floodwater spilled over to Sison, Pozorrubio, Manaoag and San Jacinto through the Aloragat River and caused the Angalacan River in San Fabian to overflow its banks, flooding the towns of Mangaldan, Mapandan, Sta. Barbara, Calasiao and Dagupan.

Romero also noted that the overflow from Angalacan River washed out a big dike northeast of Sison’s proper.

Speaking at the "Engkwentro" forum of the Pangasinan Press Club last week, Romero said his fellow mayors of the affected towns have asked the DPWH to give the Sison earth dike a Gabion-type embankment and rip-rapping in order to withstand the onslaught of rampaging floodwater from upstream.

He said without these structures, his town and the adjacent areas continue to be threatened by disastrous flooding.

IMPACT

The flood on October 9 last year, which left Mangaldan submerged for days, drowned several people and about 100 cattle.

Romero said the government should prioritize their request because other infrastructure developments in the affected towns will be rendered useless if flooding again hits them.

The dike, originally built through the Priority Development Assistance Fund (PDAF) of former Speaker Jose de Venecia Jr., was repaired in June this year from funds extended by the National Disaster Coordinating Council (NDCC).

De Venecia, former congressman of the Fourth District, called the earth dikes in Sison and Mangaldan the first and second lines of defense of Dagupan City against flood originating from the Bued River.

The Mangaldan dike, which has an earth embankment and was recently rehabilitated, is prone to collapse if there will be a repeat of last year’s flood, said Romero.-LM

The ongoing construction of the 5.8 hectares two-level Robinson’s Mall in Calasiao, Pangasinan was the reason that promptedHenry Sy, Jr., scion of the founder of SM Prime Holding, Inc., to meet Mayor Lim at his office in Dagupan City.
According to my source, he agreed in principle with the mayor that before he builds the family-owned super retail store SM at its more than 5-hectare land in Brgy. Tambac, his family should consider the geographical and political realities of the city.
These realities are the conversion of those agricultural (fishpond) lands to commercial that need the imprimatur of the councilors in a resolution.

One of the curious questions that cropped-up after the mayor’s announcement:
Would Lim opening the city to the Sys undermine his chain of Magic Malls not only in Dagupan but in the neighboring towns of Mangaldan, Malasiqui, and Lingayen?
My source told me that Benjie said that as a mayor he has a higher calling in serving the people and not just his business interest.
He explained the upsides if the city hosts SM: It would jack-up the valuation of the real property tax the city could collect; increase tourism; and other multiplier effects that would bode well for the city residents.
But would this SM thing rekindle the old rift between the mayor and the vice mayor who have just kissed and made up after former vetoed the tricycle franchise?
Vice Mayor Fernandez as we know is the owner of the much bigger chain of CSI malls that competes with Benjie’s Magic, all over the province..
Holly Molly tita Molly, would Belen and his majority of dads at the City Council block heaven and earth, hammer and thong, just to torpedo the conversion of the land at Tambac?
Or would the greater number of pro-Belen councilors abandon her and support Benjie in the number games to accommodate SM?
Remember, this is not between the devil and the big blue sea.

BAYAMBANG – This first class town will no longer be known as the top producer of “buro” (fermented rice-and-fish mix), but will leave a mark in the national consciousness as the host of the computer server of the Land Registration Administration (LRA).
Mayor Ricardo Camacho said that the computerization of all records of Real Property Tax (RPT) in the country by using a satellite feed would boost tax collection efficiency not only of this town but other local government units in the country.
By using the computerized system, they will get the real value of a land or a building located in their areas.
“On the part of the LGUs (local government units), napakalaking bagay po ito dahil lalaki talaga ang aming collection sa Real Property Tax,” Camacho said.
He said an LGU official need only to click the computer and all the data concerning a tax payer would appear on the screen which is part of the tax-mapping system.
“Parang Google (search engine) iyan. Ipindot mo itiong ganitong area, alam mo na. Halimbawa, nag-a-apply siya na magbayad ng RPT. Pindutin mo ang kanyang pangalan at area ng kanyang property kung nandoon. So magkakaroon ng joint-data gathering ng LRA at saka assessor’s office (of the municipality),” he said.
He added that with this technology, local officials would know the tax delinquents.
“Alam na natin kung sino and hindi nagbabayad ng how many years. Pwede tayong makapagpadala ng notice para ma-inform iyong mga property owners para magbayad ng kanilang obligation. Obligation namin talaga na every year nagbabayad tayo ng RPT at lahat ng building permit,” said Camacho
.
Mayor Camacho’s statement came after he met Cesar Quimbao of Stradcom and his staff who explained the advantages of the electronic-interconnection of the LRA to the LGUs.
Quimbao is a business czar who not only pays income taxes here but invested on some big projects like the Royal Mall.

ALAMINOS City–TeaM Energy Corporation, operator of the Sual coal-fired power station, awarded grants to four people organizations (POs) in the First District for the 2010 Kompetisyon sa Kaunlaran (Paligsahan para sa Pag-unald ng Pamayanan).


This year’s winning POs are: Patnubay Multi-Purpose Cooperative (Alaminos City) for their Patnubay Travelling Rice Mill; Alaminos National High School MPC, Educational Assistance Loan; Doliman Multi-Purpose Cooperative (Doliman, Infanta), Kaing Production; Balincaguin Conservancy, Inc. (Mabini), Development of Mabini Caves Management Plan (MCMP) towards Protection and Sustainable Management.

The winning organizations will get financial grants from TeaM Energy ranging from P110,000 to P230,000, depending on their project scope.

In addition, 1st District Rep. Jesus Celeste committed P20,000 each for all the winning organizations.

The Kompetisyon sa Kaunlaran, now on its third year, aims to empower locally-based organizations in taking initiative to enhance and influence developmental outcomes within their communities in the areas of education, health, livelihood and environment.

Still no petition for wage hike in Region 1

THE labor sector in the Ilocos Region does not seem keen on a wage hike.

While workers in several other regions around the country have been recently granted their request for a wage increase recently, the Regional Tripartite Wages and Productivity Board (RTWPB) in Region 1 has yet to receive a similar petition.


Salvador Poserio, representative to the RTWPB-I from the employers' sector, confirmed there is no petition on deck seeking a wage increase.

Poserio, also chairman of the Employers Confederation of the Philippines (ECOP) chapter in Pangasinan, said should a petition be filed, the RTWPB-I, headed by Department of Labor and Employment Regional Director Henry John Jalbuena, will meet immediately and conduct consultations with the concerned sectors.

“Granting there is a petition, the wage board will study it very carefully because it believes that any wage increase without corresponding productivity is disastrous to regional growth and economic development,” said Poserio.

He added that the board will also conduct relevant studies on other indicators such as the purchasing power of the peso, inflation rate and poverty threshold in the region, which is composed of the provinces of Pangasinan, La Union, Ilocos Sur and Ilocos Norte.

The last wage increase based on a wage order approved by RTWPB-I was in 2008 where employees’ take-home pay was increased by P10 daily to P220 for workers in the services and retail sectors who make up 70 per cent of the region’s work force, and P118 and above in the agricultural sector.

RTWPB is composed of representatives from the government, the employers' sector and the labor sector.–LM

54 UL examinees pass nursing exam

FIFTY-FOUR examinees from the University of Luzon (UL) passed the licensure examination for nurses given by the Professional Regulation Commission (PRC) 
in July this year.

Dean Virginia Terrado of the College of Nursing said UL registered a 53.51 percent passing rate, higher than the national rate of 41.40 percent.


Dr. Mac Arthur Samson, UL president, congratulated the successful examinees and their 
parents saying the university and its faculty are proud of their achievement.

Registration dates for new nurses set

THE 1,145 new nurses who passed who took and passed the July 2010 Nurses Licensure Examination in Dagupan City can start registering on September 10 -11 in designated places in the city.

Registration on September 10 will be held at the PMS Bldg, PNA Office and Lyceum Northwestern University while registration on September 11 will be held at PMS Bldg, PNA Office.


The new nurses will take their oath on October 1, 2010 at the CSI Stadia in Dagupan.

The number of successful examinees in Pangasinan represented a 31.89% passing rate.

Successful examinees are advised to personally register their entry in the Roster of Registered Professionals with the following requirements: Duly accomplished Panunumpa ng Propesyonal, 2010 Community Tax, two (2) copies of passport-size pictures and One (1) copy of 1”x1” picture (colored with white background and name tag), one (1) documentary stamp, one (1) short brown envelope with name and profession, original (for presentation purposes only) and photocopy of NSO Birth Certificate, and payment of P600 initial registration fee and P450 annual registration fee for 2010-2013.

Dagupan multi-purpose coop officers take oath

THE newly-elected officers of the Dagupan City Government Employees Multi-Purpose Cooperative took their oaths of office before Mayor Benjamin Lim last week.


Inducted chairman of the board is OIC General Services Officer Eduardo Magno. The other officers are: OIC Waste Management Officer Teddy Villamil, vice-chairman; Remy Vidal, secretary; Translacion Abalos, treasurer; Angelina Bonifacio, general manager; and members of the board are Rhea Manuel, Engineer Marcelo Prado, Sherly Quirong, Melanie Macaparlas and Joe Patawaran.

The cooperative currently has 404 members with P4.6 million-shared capital as of 2009.

Fishpond owners’ group organized

OFFICERS of the newly organized Fishpond Owners/Operators of Dagupan City will take their oath before Mayor Benjie Lim on September 6.

The group aims to champion the cause of legal fish pen owners and help in the dismantling of illegal fish pens.


They also plan to create a multi-purpose cooperative and a mechanism to check the entry of inferior bangus from other places.

The officers are former Association of Barangay Councils president Alfredo Dawana, president; Ping Meneses, vice president external; Jerry Cayabyab, VP internal; Ramon Santillan, secretary; Magdalena Valdez, treasurer; Cris Velasco, PRO; Roberto Santillan, auditor 1; Ernesto Velasco, auditor 11; Bernardo Maramba, sergeant-at-arms.

The advisers are Jun Velasco, Barangay Chairman Angel Gumarang, Roger Ceralde, and Allan Bautista.

PRISAA-UCAAP heads for semis

AS the 2010 PRISAA-UCAAP Inter-Collegiate Basketball Championship heads into the semifinal round, the University of Luzon is at the top of the league with a 10-win, 1-loss card while the defending champion, Lyceum Northwestern University comes in second.


The Golden Tigers subdued the Colegio de Dagupan Blue Stallions, 79-75 in their last game on September 2 while the LNU Dukes suffered a shocking defeat against Pangasinan-PHINMA Flames, 87-90 on the same day.

The Tigers stalked in the first two quarters of the match, 16-20, 35-37, but drew power in the third to lead by five, 64-59, and finished the contest four points ahead.

“Our defense was weak in the first three quarters but luckily we got the breaks in the fourth and final period and that made the disparity of the game, said Tigers head coach Renato Vidal, adding, “Hopefully we’ll still improve in our coming games.”

The Tigers collide with the Dukes on Monday, September 6.

The winner of that game will take the number one spot for the semifinals, securing the twice-to-beat-advantage and will face fourth placer Stallions on September 9. The loser on Monday’s game clinches the second position and also notches the twice-to-beat-advantage clashing with third placer the Flames on the same date.

Flames’ victory was paced by its court-general Marlon Ramos, contributing a team high 27 points. Slotman Gian Cruz had 18 and Bryan Agulan who was fouled out in the fourth quarter contributed 15.

“We always do our best in every game not only to win but to please the paying public so their money is worth for and that’s all I can say now,” said Flames head coach Jay Ronquillo before leaving the hardcourt.

MAJOR UPSET

Last August 31, the Golden Tigers scored their second in-a-row victory on Tuesday over arch-foe University of Pangasinan-PHINMA Flames, 73-72.

The Tigers tamed the Flames during their first encounter in the elimination round.

The regional multi-titled Tigers, who escaped a narrow victory at 80-78 over cellar team AIE-C on August 23, fielded its veterans Harold Deocares, Jonathan Panunciar, Larry John Balmes and Ramil Baniqued most of the time and the four worked hard to combine a total of 66 points.

‘GARBAGE SHOT’

The Flames, taking the first two quarters by two and four points,18-16,34-30, respectively, succumbed in the third quarter by five points, 51-46, after a buzzer-beater ‘garbage shot’ thrown by its forward Erwin Cervas beyond the court’s half-line was nullified by the time-keeper.

The call fumed coach Jay Ronquillo, who would later claim that “We should have won the match if the time-keeper counted that ‘garbage shot’ by Cervas.”

The Tigers later led by five points, 73-68, after Deocares converted a trey with 17 seconds remaining in the fourth and final period. But Flames center Allan Roquin immediately countered with a shot, putting the game within the reach, 73-71.

With eight ticks left, the Tigers made a wrong pass and the Flames’ Bryan Agulan was fouled, but he unfortunately split his two free throws, trimming the score to 73-72. Panunciar was immediately fouled after the in-bound and he could have sealed the match had he not misfired his two free throws, four seconds left, keeping the Flames in contention. Flames forward-center Gian Cruz controlled the board but threw a long pass to Agulan until the final buzzer sounded.

THE local government of Mangaldan, home to a Class AA slaughterhouse, which supplies meat to Dagupan City and nearby towns, is closely monitoring the distribution of imported frozen meat in the town to protect its local industry.

The municipal council passed a resolution last December regulating the sale of imported meat and Mayor Herminio Romero assured residents that imported meat is sold only in supermarkets and stores with cold storage facilities.


Last year, imported frozen meat, which was sold cheaper than the fresh meat coming from the town’s slaughterhouse, flooded the public market, prompting complaints from local meat vendors.

The vendors’ losses are estimated at P2 million over an eight-month period.

“Tinitingnan naming maigi baka may mga smuggled pa… Buti nga naagapan namin,” Romero said during the Engkwentro forum of the Pangasinan Press Club last Wednesday.

NEW INVESTMENTS

Meanwhile, Romero said the town continues to attract new investors, including a China-based firm, which is setting up a tissue paper manufacturing plant in Barangay Salay and is expected to start operations by October.

As for the giant mall group SM, Romero said there is nothing definite yet about plans to put up a branch in Mangaldan.

“Hindi pa tiyak ang pagpasok ng SM, sana nga mapili nila ang Mangaldan,” he said.

Guv directs filing of cases

LINGAYEN–Illegal structures that have recently been torn down by Task Force Kalikasan under the provincial government’s river clean-up program are creeping back.


A task force report says that some owners of the dismantled illegal structures have started to reconstruct their contraptions, which serve as fish pens, attachment for fish traps, or props for oysters and mussels.

Tommy Cabigas, assistant commander for Task Force Kalikasan, said “former sacred cows” are defiant and are evidently testing the resolve of Gov. Amado Espino Jr.

Cabigas, however, said the provincial government is determined in its effort to revitalize Pangasinan’s rivers and will not let these few groups get their way.

He said several task groups have already been alerted to stop the reconstruction of the illegal structures.

According to Provincial Information Officer Orpheus Velasco, the task force has been instructed by Espino to file cases in court against those reconstructing their dismantled structures for violation of the law on waterways.

ACCOMPLISHMENTS

Meanwhile, Task Force Kalikasan has also reported that gains have been made over the last few weeks with at least 60 percent of the rivers in Binmaley, Lingayen and Bugallon towns already restored to their original state as a result of the clean up drive.

Cabigas, who led members of the local media to a cruise along the newly cleaned rivers last week, said people from the communities are beginning to appreciate the efforts for the program.

So far, river portions that have bean cleaned up include those in Poblacion, Naguilayan, Manat, Caloocan Dupo and Salapingao in Binmaley; San Jose, Poblacion, Balococ, and the Banaga area between Lingayen and Bugallon.

“In the near future, when we have completed our mission, we hope to regain the lost pristine beauty of our rivers which have been ravaged by the vultures of nature,” said Paterno Orduna, head of Task Force Kalikasan.

The clean-up program is supported by regional, provincial and municipal leaders who signed a covenant last August 25 to seal their commitment.—LM

Pneumonia, not dengue, is bigger threat here

PNEUMONIA, rather than dengue, is currently the bigger threat to the province this rainy season, according to an official of the Region 1 Medical Center (R1MC).

Dr. Michael Canto, spokesman of R1MC, said in August alone, they have admitted 268 patients suffering from pneumonia.


Pneumonia is a complication of influenza, which, according to Canto, is among the ailments classified under the so-called "wet and wild diseases" as these usually emerge when the rains come.

The word "wild" is actually an acronym for Water-borne diseases such as Influenza, Leptospirosis, Diarrhea,and dengue, said Canto.

In August, R1MC registered 28 diarrhea patients; four for leptospirosis, one of whom from Pantal, Dagupan City had died; and 155 children and 34 adults for dengue.

R1MC, a 400-bed facility, is currently congested with “wet and wild disease” patients, with some of them having to share a bed or forced to stay in the corridors.

DENGUE

Meanwhile, the Department of Health (DoH) has reported that 472 cases of dengue were registered in the whole of Pangasinan as of September 1 this year, five of which were fatal.

Dr. Jose Soriano, DOH representative in Dagupan City, said there is no cause for alarm as this number is still 50 percent lower than the 890 cases that were registered for the same period last year.

In August, the province registered 130 dengue cases against 245 in the same month last year.

Soriano, speaking at the KBP forum in Dagupan last week, said dengue, which has been registering unusually high incidents in other parts of the country, is very much under control in Pangasinan.

At the same time, Soriano said dengue cases in Pangasinan are expected to decline in the remaining part of the year.

DOH records as of September 1 show that Dagupan leads the 44 towns and three cities in Pangasinan so far with 94 dengue cases, followed by Mangatarem, 71; San Fabian, 26; and Mangaldan, 24.

Mangatarem declared a dengue outbreak on account of the town’s rising number of dengue cases with one death so far.

Sual, San Fabian, Bugallon and Calasiao reported one fatality each.

The case fatality rate for dengue, according to Soriano, is 1.05 per cent.

Soriano called on residents of Pangasinan to immediately go to the nearest health center to be checked for dengue in case any of the symptoms appear.

He also called urged the public to help neutralize the spread of dengue by applying the “4S” method which stands for Search and destroy the breeding places of mosquitoes, Seek medication, Self protection, and Say no to indiscriminate fogging. —LM

Ex-Mayor Al’s chief marshal killed

LINGAYEN–Was politics behind the brutal slaying of the former chief of Task Force Marshal in Dagupan City?

Adel Malapit, who headed the unit tasked to secure government buildings and offices during the administration of ex-Mayor Alipio Fernandez Jr., was gunned down in the afternoon of September 6 in Barangay Paronking, Calasiao.


Senior Superintendent Percival Barba, who just turned over his post as provincial police chief on September 8, said the police is looking into all possible motives for the crime, including politics, business and personal.

Malapit, 38, an Army reservist was shot at by three hooded men armed with an M16 Armalite rifle and a shot gun along a road intersection just a few seconds after his wife, two daughters and their companions alighted from the family car which was blocked by a black Sports Utility Vehicle (SUV) without a plate number.

After Fernandez lost in the last election, Malapit reportedly relocated to Mangatarem.

He was never seen in Dagupan again until last Sunday when he and his family attended the first death anniversary of his elder sister in Barangay Tambac.

The shooting took place as Malapit and his family were on their way back to Mangatarem from the occasion

Witness accounts say when Malapit, who was driving their car, pulled over, the three armed men wearing black bonnets alighted from the SUV and immediately pointed their guns at him.

Malapit reportedly shouted "Time out, may bata rito", referring to his two children.

The assassins apparently heeded his pleading and held fire until Malapit’s wife, PO2 Maryjane Malapit, a policewoman from Mangatarem town, their two daughters, a six and a two-year old, and other companions got out of the vehicle.

Malapit was immediately fired upon as soon as his family had alighted from the car.

At least 28 empty shells of M16 armalite rifle bullets were found at the crime scene by responding policemen, an indication that the killers were out to eliminate Malapit.

With his military background, Malapit was tapped in 2007 to head Task Force Marshal organized by the city administration under Mayor Fernandez and he held the position on a co-terminus basis.

MANHANDLING

Two days before the May 10, 2010 election, Malapit led members of Task Force Marshal who were allegedly involved in manhandling one of the candidates, now Councilor Brian Lim and his men in Barangay Bolosan.

The election-related incident involved a campaign group led by the wife of then City Administrator Alvin Fernandez, son of then Mayor Fernandez, who claimed of being harassed by a party led by the young Lim, son of current Mayor Benjamin Lim. –LM

Other motives of killings in Tayug sought

TAYUG–The provincial board should attempt to determine the roots of the killings in Tayug, a town which served as the seat of the infamous “colorum uprising” in 1935.


This was proposed by Sixth District Board Member Ranjit Ramos Shahani last week as he set out to conduct a dialogue with various stakeholders in the town to dig deeper into the probable causes of the series of murders in preparation for the filing of a resolution before the Sangguniang Panlalawigan this week.

Shahani said while all the killings appear to be politically-motivated, he said he received information that some of the killings could be drug-related as well while others could be the result of feuds between rival business families.

Among those Shahani will confer with are Chief Inspector Fidel De Guzman Junio, Tayug chief of police, and the town’s 14 ministers and pastors of various religious groups who collectively launched a “prayer warfare” among their flock in the hope of helping end the killings.

Meanwhile in light of the volatile situation in Tayug, the new board said it will ask newly designated provincial police director Senior Superintendent Rosueto Ricaforte to beef up and supplement the town’s undermanned police force.

Shahani, a former congressman of the 6th district and former vice governor of Pangasinan, said there is also a need to provide the Tayug police with additional patrol vehicles and a two-way radio system to enhance the capability of the town’s police to maintain peace and order.

Tayug is a busy town as it serves as the trading and educational center of the 6th district.—LM

Comelec found multiple registrants in Pangasinan

THE Commission on Elections (Comelec) provincial office has purged the list of voters in Pangasinan and in Dagupan City after it was found to be padded by double and multiple registrants.

Provincial Elections Officer Reddy Balarbar said the double and multiple registrations were discovered after the Comelec headquarters in Manila implemented the Automated Fingerprint Identification System (AFIS).


He admitted that some of the double or multiple registrants were actually able to vote twice in the last election but he did not indicate where these occurred.

Balarbar, speaking at the KBP forum last week, assured that the voters’ list for the scheduled Barangay and Sangguniang Kabataan (SK) elections on October 25 already excludes names of those found to have registered twice or more.

Some of the entries have also been made subjects of exclusion proceedings now being initiated in court by the elections officers of Dagupan, Agno and Calasiao.

This involves people who registered with the data capturing machines in more than one city and/or municipal elections offices, which is a punishable offense.

Balarbar said 1,615,110 voters registered for the May 10, 2010 elections and new registrations were later made in preparation for the Barangay and SK elections but the number of total voters in the province is now lower since the purging.

DAGUPAN

In Dagupan, Balarbar said there are exclusion cases now being attended to by the city election office, particularly in barangays Mayombo and Caranglaan.

The suspected violators have been accused of being non-residents and have failed to show their residences in the area.

Balarbar said he could not say offhand how many double or multiple registrants were verified in Dagupan but indicated that “the file is thick.”

READY

At the same time, Balarbar gave the assurance that the provincial Comelec is now ready to administer the Barangay and SK elections.

He pointed out that the 2,334 clustered precincts used in the May 10 automated polls have been further broken down into 5,272 smaller precincts.

Previously, there were about 1,000 voters in every clustered precinct, but this has now been cut down to 400.

The voting in the Barangay and SK polls is set on October 25 from 7:00 a.m. to 3:00 p.m.

The election period is from September 25 to November 10, with the filing of certificates of candidacy scheduled from October 1 to midnight of October 13 and the campaign period from October 14 to October 23.

SK ABOLITION

Meanwhile, Balarbar, who himself served as an SK kagawad in his hometown San Fabian, defended the retention of youth representation in government.

He did admit that some of the policies governing the SK need to be changed, such as the SK chairman’s attendance to the council sessions and how the elders meddle with them.

“Hindi kailangang i-abolish ang Sangguniang Kabataan, huwag lang makialam yung mga matatanda, ” he said, adding, “Ang mga bata, kaya nilang magdesisyon. Bigyan lang sila ng guidance.”

Balarbar also defended that the SK could not be said to be a breeding ground for future corrupt officials citing that “Marami tayong pwedeng mai-sample na officials na galing dyan at naging maganda ang kinahinatnan,” he said.

The Comelec official also pointed out that the turnout of young voters during registration and the election last May 10 proves that the youth wants to be heard. –LM

Guv: Stop extended, lavish fiestas, please!

LINGAYEN—At the risk of sounding like a party-pooper to some party animals in government, Governor Amado Espino Jr. reminded all mayors about the right priorities in governance –more projects, less parties.

He categorically asked all municipal governments of Pangasinan to cut down on their expenses, particularly for extended and lavish celebration of town fiestas.


Espino, speaking to the province’s mayors during a courtesy call at the provincial capitol, said the limited public funds that are available would find better use in “sensible and reasonable” projects

While the country is facing a financial crisis, Espino said there is no room for ostentatious and lavish town celebrations.

The governor stressed that he is not against fiestas, which are celebrated to pay homage to local patron saints, but urged the town executives to be more prudent when allocating and spending public funds for fiesta parties celebrations for days.

He noted with dismay how some towns celebrate their fiestas for as long as 10 days which, he said, should be limited to just a few days.

Reminded by the governor were mayors led by Pangasinan Mayors' League head Rodrigo Orduña of Bugallon, that included Aldrin Cerdan of Anda, Carlitos Reyes of Mabini, Noel Nacar of Dasol, Ruperto Martinez of Infanta, Eduardo Ballesteros of Aguilar, Ernesto Castañeda, Jr. of Lingayen, Manolito de Leon of Basista, Ernesto Balolong of Urbiztondo, Ricardo Camacho of Bayambang, Armando Domantay of Malasiqui, Maximo Calilim Jr. of Mapandan, Carlito Zaplan of Sta. Dep’t heads send letters to Sanggunian

CITY HALL ALTERNATIVE TO NON-APPEARANCE

DEPARTMENT heads of the Dagupan City Hall continue to snub the Sangguniang Panlungsod (SP), but some of them have resorted to writing letters to respond to the council’s queries in lieu of their physical presence during hearings and deliberations.


Two of those who recently sent letters to the SP were City Administrator Vladimir Mata and City Engineer Virginia Rosario, both of whom were among those invited by the city council to appear in the September 6 session for inquiries in aid of legislation.

Mayor Benjamin Lim earlier issued a “gag” memo ordering all department heads and their staff to refrain from appearing before the SP without his clearance.

It was not learned whether the letters were sanctioned by Lim.

Mata’s letter to the SP dated 24 August 2010 explains that his presence is no longer relevant since City Social Welfare and Development Officer Elsa Santillan already submitted her report in connection with the alleged illegal search for expired goods undertaken by the TV crew of GMA 7 and an employee of the City Information Office upon his instruction.

Mata’s presence was requested by the SP to provide an update regarding Santillan’s letter-report.

Santillan was also invited by the SP but was ordered not to appear.

Benjamin Hortaleza, officer-in-charge of the City Information Office under the City Mayor’s Office, also failed to appear on the same issue. He reportedly was not permitted by the mayor to attend the session.

The SP intends to ask Hortaleza about the alleged involvement of a CIO staff member in the said incident.

Mata also said in the letter that he believes that it is for the media to verify and investigate matters of public interest and inform the public on various issues.

SEAFOOD PLANT

The letter of Rosario, on the other hand, merely responded to the issues raised in the letter of one Violeta Carrera of Sitio Russia Bonuan Binloc Association and those from the BLISS Homeowners Association alleging that the city government reneged in its promise to give them livelihood assistance after agreeing to vacate the lot where the Korea-RP Dagupan Seafood Processing Plant was built.

“As per records, nobody was deprived of livelihood, not even among the 12 fishermen among the list of beneficiaries because the relocation site is near the river/sea where they could still go on fishing," Rosario’s letter reads.

She also noted that some of those who were relocated were among those trained by the National Integrated Fisheries Technology Development Center (NIFTDC) to become future workers of the plant when it becomes operational.

Other livelihood trainings such as soap-making and salt-making were also introduced in Sitio Korea where 67 row houses were built for the same number of families, Rosario also wrote.

Meanwhile, NIFTDC Director Westly Rosario also failed to show up despite previous invitations of the SP for him to respond to the concerns of Sitio Korea residents.

The NIFTDC is part of the Bureau of Fisheries and Aquatic Resources of the Department of Agriculture and is not under the office of the mayor.—LM

TF Kalikasan volunteers earn commendation

JUST a little over a month into the province-wide river clean-up program, positive results are already being observed in the areas that have been dredged and cleared.

Small-scale fisherfolks are now able to freely navigate, for both transport purposes and fishing activities, the waters, which used to be heavily cluttered with illegal structures owned by a few big-time fish pen operators.


Some fishermen also attested that they have had sightings of various marine lives such as the fish talakitok that have been absent in the rivers for a long time.

For this feat, Task Force Kalikasan, the group organized to carry out the clean-up work, recently earned the commendation of the Provincial Board for their efforts.

Paterno Orduña, head of the task force and Provincial Disaster Coordinating Council

Executive Officer, told the Sangguniang Panlalawigan that the success of the program so far should be credited to the commitment and hard work by the members of the task force.

Task Force Kalikasan is composed volunteers from among the provincial employees, police force, local government units and barangay officials.

Orduña said the volunteers work everyday under any condition, either with the scorching heat of the sun or a heavy downpour, and some of them have suffered injuries while carrying out the job.

FLOOD CONTROL

He added that the purchase of a dredging machine by the provincial government helped a lot in removing tons of silts and toxic wastes, which increased the river’s current depth and improved water quality.

“Now the river has an increased capacity to contain large volume of rain waters which will eventually prevent flooding to low-lying areas,” Orduña said.

Orduña said the areas that were prioritized include portions in Binmaley, Lingayen and Bugallon downstream of Agno River where fish pens and cages are concentrated and are impeding the natural flow of water before exiting to the gulf.—LM

Espino rallies mayors to hasten economic development

LINGAYEN–Governor Amado Espino, Jr. has asked the province’s mayors to step up efforts for economic development in Pangasinan.

The mayors, led by newly-elected Pangasinan Mayors League President Rodrigo Orduña of Bugallon on a courtesy call, were told by the governor to “use their limited resources sensibly and reasonably”.


Espino said the province is lagging far behind in terms of economic progress as he cited the achievements of South Korea and Taiwan, two countries he visited recently which he noted were less developed than the Philippines several decades ago.

"Nahihiya ako sa kinalalagyan natin ngayon," he said.

Espino said the mayors, as leaders of the province’s towns and cities, must initiate and implement reforms.

"Let us have the political will to do things for a change. Totohanin natin ang trabaho natin sa nalalabing panahon ng ating termino," he said.

Espino promised to facilitate a tour for the mayors to South Korea and Taiwan so that they can see for themselves how development is being undertaken in these two countries and bring back ideas for projects in agriculture, fishery and tourism.

RIVERS, FIESTAS

At the same time, Espino reiterated his call for support for the ongoing river clean-up program around the province, which he said is a “test of leadership”.

"We want the people to know that their leaders are not only for the entrepreneurs who have invested in fish pens and cages," he said.

The mayors, along with regional and other provincial leaders, signed a covenant on August 25 in support of the clean-up program, which is intended to clear the province’s rivers of illegal structures and trash.

Last week, Task Force Kalikasan, which is undertaking the clean-up program, reported that some illegal fish pens and cages that have been torn down are being reconstructed by the owners of these structures who believe that they are “sacred cows”.

The governor promptly ordered the demolition again of the fish pens and cages of “sacred cows”.

City sets aquaculture symposium

STAKEHOLDERS in Dagupan City’s rivers will meet on September 28-29 for the Aquaculture Practitioners Symposium, a multi-sectoral gathering initiated by the city government.

Representatives from the academe, financing institutions, government agencies, and those whose livelihood depend on marine products and dock and river services are expected to attend.


The event aims to define a policy direction that will ensure a clean, productive and sustainable river system in the city in the next three years under the Lim administration.

City Agriculturist Emma Molina, symposium organizer, said the city government seeks to bring about a sustainable development of the river for the long-term livelihood of all stakeholders.

“The symposium will be geared towards crafting and developing a viable bangus industry roadmap and ultimately ensure an agreement among the stakeholders that they will do their share and contribute their efforts towards attaining set goals,” Molina said.

Mayor Benjamin Lim earlier announced that he intends to call for a one-year moratorium on all existing big business activity in the city’s rivers, particularly fish pen constructions to give the rivers a “long overdue breathing spell”.

Among the stakeholders invited to the symposium are fish vendors (MADAVFE) , fishpond operators, deboners /processors ( smoking/drying) marginal fisherfolk operating the so-called Skylabs, Surewin , Sky Blue, Batikwas and small fishermen (sigay and tabal), fishpond caretakers and financiers, feed dealers, consignacion operators, ice dealers, boatmen, bangus sorters, fish baggage boys, FARMC members, accredited NGOs and fry/fingerlings traders.

Representatives from Land Bank, Development Bank, Philippine Crop Insurance, Quedancor, Cooperative Development Authority, and private bankers will also be invited.

State colleges and universities including the Technical Skills and Development Authority (TESDA) and Department of Education are also expected to participate and share their expertise on research and study-models on aquaculture.

Among the topics listed for discussion are alternative options for aquaculture like fish caging, sustainable aquaculture practices (feeds and feeding, water quality management), high value fish culture, available funding windows and programs and rationalizing the city’s aquaculture sector for revenue generation and sustainable livelihood development.

Management team ready for rice processing complex

LINGAYEN–When the modern Rice Processing Complex (RPC) in Sta. Barbara opens in November, the province will be ready to operate and manage it.

This was confirmed after a delegation led by Governor Amado Espino Jr. recently completed a week-long training in South Korea, which is funding the construction of the P160-million rice complex through the Korean International Cooperation Agency (KOICA).


Espino went with officials from the Department of Agriculture (DA), Office of the Provincial Agriculturist (OPAG), and other personnel who will be assigned at the complex.

The training seminar was part of the Korean government’s program grant to train and provide technical know-how.

The governor said the provincial government and DA who will jointly operate the rice processing facility are now gearing up for its operational management.

Nestor Batalla, supervising agriculturist of the Office of the Provincial Agriculturist who was part of the provincial team, said the training and seminar prepared them to manage and operate the RPC.

The trainees were also given opportunities to see the latest in Korean technology.

The delegation attended lectures on post harvest technology for rice, domestic distribution, rice research and development and policy, increasing production yield, and maintaining rice quality.

The RPC, according to OPAG, is now 70 percent done with the civil and structural works.

BIR urges people to report tax evaders

THE Bureau of Internal Revenue (BIR) is calling on the public to help catch tax evaders.

BIR Assistant Regional Director Ernesto de Vota said informants of suspected tax evaders will get 10 percent of the amount to be collected as their reward.


De Vota, speaking at last week’s Engkwentro forum of the Pangasinan Press Club, said the reward scheme is aimed at encouraging people to report suspected cases of tax evasion.

He assured that the identity of the informant and the report will be kept confidential.

“Di kayo makikilala. Kung gusto nyo mag-report kayo doon sa Manila, huwag na lang dito sa Calasiao baka may makakilala pa sa inyo,” he said.

A tax evader is one who intentionally evades paying the right amount of taxes by under-declaring actual sales or overstating expenses.

De Vota said help from the people will boost the BIR’s Run After Tax Evaders (RATE) and ‘Oplan Kandado’ campaigns.

COLLECTION

Meanwhile, BIR Region 1, which ranked third last year as the best performing region in terms of collection, has so far been able to meet its target for the year although the BIR as a whole has failed to do so.

As of July 31 this year, the regional office collected P3.8 billion, which is P800 million more than its collection of P2.7 billion in the same period last year.

De Vota said “we’ll try to do our best” to maintain the regional office’s performance for the rest of the year.

Yolanda Ferrer, Revenue District No. 4 head, also expressed optimism that her district can reach its goal for the year in spite of the increased goal for the period July to December.

IS Dagupan City opening its doors to SM, the biggest chain of malls in the country?

Mayor Benjamin Lim has confirmed that he has had talks with SM retail group president and director Hans T. Sy, who expressed interest in locating in Barangay Tambac here.

Pangasinan is a province of the Republic of the Philippines. The provincial capital is Lingayen. Pangasinan is located on the west central area of the island of Luzon along the Lingayen Gulf, with the total land area being 5,368.82 square kilometers (3336.030 sq mi). According to the latest census, it has a population of 2,645,395 people in 477,819 households. The total population is projected to rise to 3,039,500 in 2010.[1] According to the 2007 Philippine general elections, Pangasinan has a voting population of 1,360,807, which is the second highest in the Philippines.

The Pangasinan language is the primary language in Pangasinan. The estimated population of the indigenous speakers of this language is about 1.5 million.

The name Pangasinan means "land of salt" or "place of salt-making"; it is derived from Pang/Bang (meaning place) and asin, (meaning salt in the Pangasinan language and many other related languages). Banjarmasin in Indonesia and Toamasina in Madagascar both derive from the world (m)asin. The province is a major producer of salt in the Philippines.

An ancient kingdom called Luyag na Kaboloan existed in Pangasinan before the Spanish conquest that began on the 15th century. Princess Urduja, a legendary woman warrior, is believed to have ruled in Pangasinan around the 14th century. The maritime trade network that once flourished in ancient Southeast Asia connected Pangasinan with other peoples of Southeast Asia, India, China, and the Pacific.

Pangasinan is famous for the Hundred Islands National Park. This is a marine park located off the coast of Alaminos City in the Lingayen Gulf and is composed of some 123 islands, most of which are quite small and uninhabited.

During the summer, several feasts and festivals are celebrated in Pangasinan, including the Fiestay Dayat or Bagat ed Dayat (Sea Feast), the Bangus (Milkfish), and the Mangga tan Kawayan (Mango and Bamboo) festivals.

Pangasinan is noted as the birthplace of President Fidel V. Ramos and Speaker Jose de Venecia, Jr. The mother of President Gloria Macapagal-Arroyo was from Binalonan, Pangasinan. The father of the late actor and former presidential candidate Fernando Poe Jr. was from San Carlos City, Pangasinan. The maternal great-grandfather of Jose Rizal, a Philippine national hero, was a Pangasinan lawyer named Manuel Facundo de Quintos who was the gobernadorcillo of Lingayen in the 1850s. Jacqueline Aquino Siapno, a professor from Dagupan City, is the interim first lady of East Timorand Lt. Gen. Jose Mejia Calimlim, the Vice Chief of Staff of the Philippine Armed Forces, is from Mapandan, Pangasinan..

The 1,200 megawatt Sual Coal-Fired Power Plant and the 345 megawatt San Roque Multi-Purpose Dam are located in Pangasinan. Pangasinan has extensive areas devoted to salt making and aquaculture along the coasts of Lingayen Gulf and South China Sea. Pangasinan is a major producer of rice, mangoes, and bamboo crafts.

Pangasinan occupies a strategic geo-political position in the central plain of Luzon, known as the rice granary of the Philippines. Pangasinan has been described as a gateway to northern Luzon and as the heartland of the Philippines.

The Pangasinan people, like most of the people in the Malay Archipelago, are descended from the Austronesian-speakers who settled in Southeast Asia since prehistoric times. Genetic studies locate the origin of the Austronesian languages in Sundaland, which was populated as early as 50,000 years ago by early humans who migrated from Africa through India.[2][3] The Pangasinan language is one of many languages that belongs to the Malayo-Polynesian languages branch of the Austronesian languages family.

[edit] Southeast Asian maritime trade network
The ancient Malayo-Polynesian-speakers were expert navigators who had sailing ships capable of crossing the distant seas. The ancient Malagasy sailed from the Malay archipelago to Madagascar, an island across the Indian Ocean, and probably reached Africa. The ancient Polynesians navigated the distant Pacific islands as far away as Hawaii and Easter Island, and probably also reached America. At least several hundred years before the arrival of Europeans, the Makasar and the Bugis from Sulawesi, in what is now Indonesia, as well as the Bajau of the Malay archipelago, sailed with their prau and established settlements in north Australia, which they called Marege.

A vast maritime trade network connecting the distant Malayo-Polynesian settlements from the Pacific to the Indian Ocean existed in ancient times. The Pangasinan people were part of this maritime trade network that connected the ancient Malayo-Polynesian civilization.

Pangasinan was founded by Malayo-Polynesian settlers in ancient times who established settlements along the Agno River and the Lingayen Gulf. Archaeological evidence and early Chinese and Indian records show that the inhabitants of Pangasinan traded with India, China and Japan in as early as the 8th century A.D.

The Srivijaya and Majapahit empires arose in Indonesia and their influence extended to much of the Malay Archipelago. Pangasinan probably maintained ties with the other peoples of the Malay Archipelago through the vast maritime trade network that once flourished in ancient Southeast Asia. An ancient kingdom called Luyag na Kaboloan once existed in Pangasinan. Luyag na Kaboloan was located in the Agno River valley and the Pangasinan Plain with Binalatongan as its capital. Princess Urduja, a legendary woman warrior, is believed to have ruled in Pangasinan around the 14th century. The legend of Urduja is shared by the Ibaloi people in the northern province of Benguet. Most likely, the Pangasinan people and the Ibaloi people were once united or had a common origin. Pangasinan enjoyed full independence before the Spanish conquest.

[edit] Religion before Catholicism
The ancient Pangasinan people, like other Austronesian peoples, believed in mana, and practiced Shamanist or animist beliefs and rituals before the Spanish conquest. The people of Pangasinan maintained this set of beliefs and rituals through priests, priestesses, and healers who represented a pantheon of anitos ("deities"). Their temples or altars were dedicated to an anito called Ama Kaoley (Supreme Father) who communicated through mediums called manag-anito. These mediums wore special costumes when serving an anito and they made offerings of oils, ointments, essences, and perfumes in exquisite vessels; after the offerings were made, the anito is supposed to reply in a secret room to their questions.

[edit] Spanish colonization
On April 27, 1565, the Spanish conquistador Miguel López de Legazpi arrived in the Philippine islands with about 500 soldiers to establish a Spanish settlement and begin the conquest of the archipelago. On May 24, 1570, the Spanish forces defeated Rajah Sulayman and other rulers of Manila and later declared Manila as the new capital of the Spanish East Indies. After securing Manila, the Spanish forces continued to conquer the rest of the island of Luzon, including Pangasinan.

[edit] Provincia de Pangasinan
In 1571, the Spanish conquest of Pangasinan began with an expedition by the Spanish conquistador Martín de Goiti, who came from the Spanish settlement in Manila through Pampanga. About a year later, another Spanish conquistador, Juan de Salcedo, sailed to Lingayen Gulf and landed at the mouth of the Agno River. Limahong, a Chinese pirate, fled to Pangasinan after his fleet was driven away from Manila in 1574. Limahong failed to establish a colony in Pangasinan, as an army lead by Juan de Salcedo chased him out of Pangasinan after a seven-month siege.

By 1580, Pangasinan was made into an "Alacadia Mayor" by the Spanish Governor of the Philippines. Roman Catholic Augustinian, Franciscan, and Dominican missionaries arrived with the conquistadors and most of the inhabitants of Pangasinan converted to Roman Catholicism. In 1611, Pangasinan became a Spanish colonial province, comprising the territories of Zambales and some areas of La Union and Tarlac. Lingayen was made the capital of the province (and still is to this day). Continued resistance to Spanish rule was forced to go underground or flee to the mountains.

[edit] Malong liberation
Andres Malong, a native chief of the town of Binalatongan (now named San Carlos City), liberated the province from Spanish rule in December 1660. The people of Pangasinan proclaimed Andres Malong Ari na Pangasinan ("King of Pangasinan"). Pangasinan armies attempted to liberate the neighboring provinces of Pampanga and Ilocos, but were repelled by a Spanish-led coalition of loyalist tribal warriors and mercenaries. In February 1661, the newly independent Kingdom of Pangasinan fell to the Spanish.

On November 3, 1762, the people of Pangasinan proclaimed independence from Spain after a rebellion led by Juan de la Cruz Palaris overthrew Spanish rule in Pangasinan. The Pangasinan revolt was sparked by news of the fall of Manila to the British on October 6, 1762. However, after the Treaty of Paris on March 1, 1763 that closed the Seven Years' War between Britain, France and Spain, the Spanish colonial forces made a counter-attack. On January 16, 1765, Juan de la Cruz Palaris was captured and Pangasinan independence was again lost.

The Katipunan, a nationalist secret society, was founded on July 7, 1892 with the aim of uniting the peoples of the Philippines and fighting for independence and religious freedom. The Philippine Revolution began on August 26, 1896 and was led by Andres Bonifacio, the leader of the Katipunan. On November 18, 1897, a Katipunan council was formed in western Pangasinan with Roman Manalang as Presidente Generalisimo and Mauro Ortiz as General. General Emilio Aguinaldo proclaimed Philippine independence on June 12, 1898. Dagupan City, the major commercial center of Pangasinan, was surrounded by Katipunan forces by July 18, 1898. The Battle of Dagupan lasted from July 18 to July 23 of that year with the surrender of 1,500 soldiers of the Spanish forces under Commander Federico J. Ceballos and Governor Joaquin de Orengochea.

The Battle of Dagupan, fought fiercely by local Katipuneros under the overall command of General Francisco Makabulos, chief of the Central and Directive Committee of Central and Northern Luzon, and the last remnants of the once mighty Spanish Army under General Francisco Ceballos, led to the liberation of Pangasinan from the Spaniards. The five-day battle was joined by three local heroes: Don Daniel Maramba from Santa Barbara, Don Vicente Prado from San Jacinto and Don Juan Quezada from Dagupan. Their armies massed in Dagupan to lay siege on the Spanish forces, making a last stand at the brick-walled Catholic Church.

Maramba led the liberation of the town of Santa Barbara on March 7, 1898 following a signal for simultaneous attack from Makabulos. Hearing that Sta. Barbara fell into rebel hands, the Spanish forces in Dagupan attempted to retake the town, but were repulsed by Maramba's forces. Thus, after the setback, the Spaniards decided to concentrate their forces in Lingayen to protect the provincial capital. This enabled Maramba to expand his operations to Malasiqui, Urdaneta and Mapandan, taking them one after the other. He took one more town, Mangaldan, before proceeding to Dagupan to lay siege on the last Spanish garrison. Also on March 7, 1898, the rebels under the command of Prado and Quesada attacked convents in a number of towns in Zambales province, located west of Lingayen, which now constitute the western parts of Pangasinan.

Attacked and brought under Filipino control were Alaminos, Agno, Anda, Alos, Bani, Balincaguin, Bolinao, Dasol, Eguia and Potot. The revolt then spread to Labrador, Sual, Salasa and many other towns in the west. The towns of Sual, Labrador, Lingayen, Salasa and Bayambang were occupied first by the forces of Prado and Quesada before they proceeded to attack Dagupan.

At an assembly convened to organize a central governing body for Central and Northern Luzon on April 17, 1898, General Makabulos appointed Prado as politico-military governor of Pangasinan, with Quesada as his second in command. His appointment came a few days before the return of General Emilio Aguinaldo in May 1898 from his exile in Hongkong following the signing of the Pact of Biac-na-Bato in December 1897. Aguinaldo's return gave fresh impetus to the renewal of the flame of the revolution. Thus, on June 3, 1898, General Makabulos entered Tarlac and from that day on, the fires of revolution spread.

So successful were the Filipinos in their many pitched battles against the Spaniards that on June 30, 1898, Spanish authorities decided to evacuate all their forces to Dagupan where a last stand against the rebels was to be made. Also ordered to go to Dagupan were all civilian and military personnel, including members of the volunteer locales of towns not yet in rebel hands. Those who heeded this order were the volunteer forces of Mangaldan, San Jacinto, Pozorrubio, Manaoag, and Villasis. Among those brought to Dagupan was the image of the Most Holy Rosary of the Virgin of Manaoag, which at that time was already the patron saint of Pangasinan.

When the forces of Maramba from the east and Prado from the west converged in Dagupan on July 18, 1898, the siege began. The arrival of General Makabulos strengthened the rebel forces until the Spaniards, holed up inside the Catholic Church, waved the flag of surrender five days later. Armed poorly, the Filipinos were no match at the very start with Spanish soldiers holed inside the Church. They just became mere sitting ducks to Spanish soldiers shooting with their rifles from a distance. But the tempo of battle changed when the attackers, under Don Vicente Prado, devised a crude means of protection to shield them from Spanish fire while advancing. This happened when they rolled trunks of bananas, bundled up in sawali, that enabled them to inch their way to the Church.

Pangasinan and other parts of the Spanish East Indies were ceded to the Americans after the Treaty of Paris that closed the Spanish-American War. During the Philippine-American War, General Jose Torres Bugallon from the town of Salasa fought together with General Antonio Luna to defend the First Philippine Republic against American colonization of Northern Luzon. Bugallon was killed in battle on February 5, 1899. The First Philippine Republic was abolished on 1901. In 1907, the Philippine Assembly was established and for the first time, five residents of Pangasinan were elected as its district representatives. In 1921, Mauro Navarro, representing Pangasinan in the Philippine Assembly, sponsored a law to rename the town of Salasa to Bugallon in order to honor General Bugallon.

Lingayen Gulf was one of the strategic places during the Second World War. Japanese forces under Gen. Masaharu Homma landed on the shores of Pangasinan in December 1941, a few days after the attack on Pearl Harbor, and started the Japanese occupation of the country. In 1945, during the Battle of Pangasinan from the combined Filipino and U.S. Troops, American troops landed on the beaches of Pangasinan and joined Pangasinese guerrillas together with the Philippine Commonwealth troops to free Luzon from the Japanese.

After the declaration of Independence in Manila on July 4, 1946, Eugenio Perez, a Liberal Party congressman representing the fourth district of Pangasinan, was elected Speaker of the lower Legislative House. He led the House until 1953, when the Nacionalista Party became the dominant party.

Pangasinan, which was historically part of the Central Luzon region, was made part of the Ilocos Region (or Region I) in the gerrymandering of the Philippines by Ferdinand Marcos, despite the fact that Pangasinan has a distinct primary language, which is Pangasinan. The classification of Pangasinan as part of the Ilocos Region has generated confusion among some Filipinos, due to the mistaking that all or most of the residents of Pangasinan are Ilocanos. Many Pangasinans object to the national government's classification of Pangasinan in the Ilocos Region since Pangasinan has a distinct primary language, its economy is bigger than all the Ilocos provinces of Ilocos Norte, Ilocos Sur, and La Union, and its population is more than 50 percent of the population of Region 1. Some Pangasinans have proposed using the term Northwestern Luzon Region, which is a term based on a geographic concept.

In February 1986, Vice Chief of Staff General Fidel V. Ramos, head of the Philippine Integrated National Police and a native of Lingayen, Pangasinan, became one of the instrumental figures of the EDSA people power revolution that led to the overthrow of President Ferdinand Marcos.

After the downfall of Marcos, all local government unit executives in the Philippines were ordered by President Corazon Aquino to vacate their posts. Some local executives were ordered to return to their seats as in the case of Mayor Ludovico Espinosa of Dasol, where he claims he joined the UNIDO, Mrs. Aquino's party during the height of the EDSA Revolution. Fidel Ramos was appointed as AFP Chief of Staff and later as Defense Secretary replacing Juan Ponce Enrile. Oscar Orbos, a congressman from Bani, Pangasinan, was appointed by Aquino as head of the Department of Transportation and Communications and later as Executive Secretary.

On May 11, 1992, Fidel V. Ramos ran for the position of President. He was elected and became the first Pangasinan President of the Philippines. Through his leadership, the Philippines recovered from a severe economy after the oil and power crisis of 1991. His influence also sparked the economic growth of Pangasinan when it hosted the 1995 Palarong Pambansa (Philippine National Games).

Jose de Venecia, who represented the same district as Eugenio Perez, was the second Pangasinan to be Speaker of the House of Representatives in 1992. He was reelected for the same position in 1995. De Venecia was selected by the Ramos' administration party Lakas NUCD to be its presidential candidate in 1998. De Venecia ran but lost to Vice President Joseph Estrada. Oscar Orbos, who served as Pangasinan governor from 1995, ran for Vice President, but lost to Senator Gloria Macapagal-Arroyo, whose mother, former First Lady Evangelina Macaraeg-Macapagal, hails from Binalonan, Pangasinan.

Arroyo later ascended to the presidency after the second EDSA Revolution when President Joseph Estrada was overthrown.

On May 2004, actor-turned-politician Fernando Poe, Jr., whose family is from San Carlos City, Pangasinan, ran for President against incumbent Gloria Macapagal-Arroyo during the Philippine general election in 2004. The Pangasinan vote was almost evenly split by the two presidential candidates who both have Pangasinan roots. Arroyo was elected President, but her victory was tainted by charges of electoral fraud and vote-buying.

The state of crisis of the national government in Manila, corruption in Malacanang, widespread poverty, and the slow pace of economic development is forcing many Pangasinans to seek opportunities in Metro Manila, work in other countries or emigrate to wealthier countries, like the United States.

Pangasinan is located on the west central area of the island of Luzon in the Philippines. Pangasinan borders La Union and Benguet to the north, Nueva Vizcaya and Nueva Ecija to the east, and Zambales and Tarlac to the south. To the west of Pangasinan is the South China Sea. The province also encloses the Lingayen Gulf.

The land area of Pangasinan is 5,368.82 square kilometers (3336.030 sq mi). The province is 170 kilometers (105.633 mi) north of Manila, 50 kilometers (31.0685 mi.) south of Baguio City, 115 kilometers (71.4576 mi.) north of Subic International Airport and Seaport, and 80 kilometers (49.7096 mi.) north of Clark International Airport.

Pangasinan is a major fish supplier in Luzon, and a major producer of salt in the Philippines. It has extensive fishponds, mostly for raising bangus, or "milkfish", along the coasts of the Lingayen Gulf and the South China Sea. Pangasinan's aquaculture includes oyster and sea urchin farms.

The Pangasinan people (Totoon Pangasinan) are called Pangasinense, or simply taga-Pangasinan, which means "from Pangasinan". The population of Pangasinan is 2,434,086.[5] Pangasinan is the third most populated province in the Philippines. The estimated population of the indigenous speakers of the Pangasinan language in the province of Pangasinan is 1.5 million and is projected to double in about 30 years. According to the 2000 census, 47 percent of the population are Pangasinan and 44 percent are Ilocanos. Sambal settlers from Zambales also predominate in the westernmost municipalities of Bolinao and Anda. The Pangasinan people are closely related to the Austronesian-speaking peoples of the Philippines, Malaysia, and Indonesia. The Pangasinans are also related to the Polynesians of the Pacific islands, the Formosan indigenous peoples of Taiwan, the Cham of central Vietnam and Cambodia, and the Malagasy of Madagascar.

The culture of Pangasinan is a blend of the indigenous Malayo-Polynesian and western Hispanic and American cultures, with some Indian and Chinese influences. Today, Pangasinan is very much westernized. The main centers of Pangasinense culture are Lingayen, San Carlos City, Dagupan, and Manaoag.

The Pangasinan language is an agglutinative language. It belongs to the Malayo-Polynesian languages branch of the Austronesian languages family and is the primary language of the province of Pangasinan and the dominant language in central and coastal Pangasinan. The Pangasinan language is similar to the other Malayo-Polynesian languages of the Philippines, Indonesia, Malaysia and Madagascar. It is closely related to the Ibaloi language spoken in the neighboring province of Benguet and Baguio City, located north of Pangasinan. The educated Pangasinans are mostly proficient in English, as well as Tagalog. Pangasinan is the second-language of many Ilocanos in Pangasinan. Minority languages in Pangasinan are Ilocano and Bolinao, which is spoken in northwestern Pangasinan.

The religion of the people of Pangasinan is predominantly Christian, although few are strict believers and continue to practice their indigenous beliefs and rituals, like most of the people of the Philippines. Spanish and American missionaries introduced Christianity to Pangasinan. Prior to the Spanish conquest in 1571, the predominant religion of the people of Pangasinan was similar to the indigenous religion of the highland Igorot or the inhabitants of the Cordillera Administrative Region on the island of Luzon, who mostly retained their indigenous culture and religion. Pangasinan was also influenced by Hinduism and Buddhism before the introduction of Christianity.

The Roman Catholic Archbishop of Lingayen-Dagupan, Pangasinan, is Most Reverend Socrates B. Villegas.

Pangasinan is known as a land of miracles. The main pilgrimage centers of Pangasinan are the Shrine of Our Lady of Manaoag, which is reputed to be the pilgrimage capital of northern Luzon; the Shrine of Our Lord Jesus Christ the Divine Treasure (Senor Divino Tesoro), which is known to be a patron of healing, in Calasiao; and the Saint Dominic de Guzman Parish Church in San Carlos City.

SM is coming to Dagupan City (http://northernwatchonline.com/2010/09/12/sm-is-coming-to-dagupan-city/)

The ongoing construction of the 5.8 hectares two-level Robinson’s Mall in Calasiao, Pangasinan was the reason that promptedHenry Sy, Jr., scion of the founder of SM Prime Holding, Inc., to meet Mayor Lim at his office in Dagupan City.
According to my source, he agreed in principle with the mayor that before he builds the family-owned super retail store SM at its more than 5-hectare land in Brgy. Tambac, his family should consider the geographical and political realities of the city.
These realities are the conversion of those agricultural (fishpond) lands to commercial that need the imprimatur of the councilors in a resolution.

One of the curious questions that cropped-up after the mayor’s announcement:
Would Lim opening the city to the Sys undermine his chain of Magic Malls not only in Dagupan but in the neighboring towns of Mangaldan, Malasiqui, and Lingayen?
My source told me that Benjie said that as a mayor he has a higher calling in serving the people and not just his business interest.
He explained the upsides if the city hosts SM: It would jack-up the valuation of the real property tax the city could collect; increase tourism; and other multiplier effects that would bode well for the city residents.
But would this SM thing rekindle the old rift between the mayor and the vice mayor who have just kissed and made up after former vetoed the tricycle franchise?
Vice Mayor Fernandez as we know is the owner of the much bigger chain of CSI malls that competes with Benjie’s Magic, all over the province..
Holly Molly tita Molly, would Belen and his majority of dads at the City Council block heaven and earth, hammer and thong, just to torpedo the conversion of the land at Tambac?
Or would the greater number of pro-Belen councilors abandon her and support Benjie in the number games to accommodate SM?
Remember, this is not between the devil and the big blue sea.
Susmariosep, this is between CSI and the Sys of SM who have much bigger, wider, and deeper pocket to change the perception and loyalty of everybody.

:) hi christian joe...regarding sa SM city ...last week nag punta ako sa manaoag para mag simba and had seen that SM lot in Tambac district na malapit sa ABS CBN station..nag clearing na sila dun sa lote at yun barricade nila is BLUE whic is SM LOGO..pressumed ko na gawin na nila yun...may naka usap rin ako iasng reliable source na mag match sa article mo dito...sabi nila it's SM ang ipapatayo nila....

well kung yan ang ikaka unlad at ikakaganda ng DAGUPAN bakit hinde...kalimutan na nila mayor Lim at Vice Belen ang mga kung anong alitan(politics/Bussiness)..mas malaki revenue ang mai ambag nila sa dagupan..mas marami sila matutulungan na kabaleyan sa Job oppurtunities and at the same time marami ang dadayo sa Dagupan...

nakuuu...pag eto pinalagpas pa uli ng Dagupan, ewan ko na lang...SM na nga lumalapit sa kanila, ayaw pa...SM will not easily give up on Dagupan...this just shows how significant the city is in this part of the countrykorek ka dyan @makalasyan truly this city deserves having SM mall.

:) hi christian joe...regarding sa SM city ...last week nag punta ako sa manaoag para mag simba and had seen that SM lot in Tambac district na malapit sa ABS CBN station..nag clearing na sila dun sa lote at yun barricade nila is BLUE whic is SM LOGO..pressumed ko na gawin na nila yun...may naka usap rin ako iasng reliable source na mag match sa article mo dito...sabi nila it's SM ang ipapatayo nila....

well kung yan ang ikaka unlad at ikakaganda ng DAGUPAN bakit hinde...kalimutan na nila mayor Lim at Vice Belen ang mga kung anong alitan(politics/Bussiness)..mas malaki revenue ang mai ambag nila sa dagupan..mas marami sila matutulungan na kabaleyan sa Job oppurtunities and at the same time marami ang dadayo sa Dagupan...

UNAHAN KUNG SINO MAUNANG MATAPOS, SM Dagupan at Robinsons Calasiao :D medyo magkalapit lang yang lokasyon nila, 5-7 kms. :Dsan ba ung tambac na yan ung highway papuntang mangaldan ba?bakit ung sa Robinson calasiao ba sigurado na un,may bldg permit ....etc.sakali man siguro mauuna na ang Big R matapos kasi ung sa Dagupan not yet approved pa raw sabi ni @makalasyan

hmmm. sa 3rd or 4th quarter ng 2011 matatapos ang Robinsons Calasiao, kaya siya ang mauuna,. at yung SM City Dagupan, kapag inumpisahan sa december (which is the target starting date), matatapos ng 2nd or 3rd quarter ng 2012.. 4 storey daw kasi, hawig ng SM City Tarlac.

Trivia: Baka daw same engineer ang gagawa, SM City Tarlac at SM City Dagupan =)

hmmm. sa 3rd or 4th quarter ng 2011 matatapos ang Robinsons Calasiao, kaya siya ang mauuna,. at yung SM City Dagupan, kapag inumpisahan sa december (which is the target starting date), matatapos ng 2nd or 3rd quarter ng 2012.. 4 storey daw kasi, hawig ng SM City Tarlac.

Trivia: Baka daw same engineer ang gagawa, SM City Tarlac at SM City Dagupan =)

IS Dagupan City opening its doors to SM, the biggest chain of malls in the country?
Mayor Benjamin Lim has confirmed that he has had talks with SM retail group president and director Hans T. Sy, who expressed interest in locating in Barangay Tambac here.
“I welcome them for as long as they comply with the rules and regulations for them to acquire a business permit here,” Lim said.
However, Lim admitted that SM’s target location falls under the category of a fishpond, an issue that the mayor himself has been rallying against, particularly the conversion of fishponds into commercial lots.
The mayor earlier rejected the application for the construction of a luxury hotel in Barangay Lucao by the family of Vice Mayor Belen Fernandez invoking a city ordinance that prohibits commercial development in identified agricultural areas.
Lim said he has urged Sy to submit a development plan for the city government’s approved and endorsement by the Sangguniang Panglunsod.
“I will recommend to the SP to conduct a public hearing para doon sa maapektuhang sektor sa lungsod, especially the retailers and the market vendors who will be the first one to be affected.” he said.
He added “SM will have to go through the process and we will evaluate the recommendation of the Sanggunian to the mayor’s office.”
Lim stressed that the talk between him and Sy is not yet “a done deal.”
Lim said one of the considerations that the city government will look into is the income from taxes that SM can bring into Dagupan.
SM is currently operating a branch in Rosales town.

hmmmm ndi na muna, plan ni ex mayor al fernandez na gumawa sa bonuan pag nanalo siya, eh talo, kaya wala muna. si benjie naman binili nuon ang mc adore hotel building para gawing cityhall pero hndi payag ibang councilor at vm belen kasi hndi na daw maganda yung structure ng building(which is not true), kaya ayun hangang ngaun nagtytiyaga kami sa napakacuteeeeeee na city hall... hihihi.. :ancient:

mas maraming populasyon ay dapat malaki rin ang mall. imagine a 6 storey mall in a small town of ???. mag mamall dun ang mga magsasaka, kalabaw, manok, isda at ungoy. karapat dapat ang 4 storey mall sa dagupan.
nakaktawa ka max sa mga biro mo ,oo nga naman 6storey mall sa small town tama nga naman kambing pato,pusa kasali rin :lol::lol::lol:
