AN ACT AMENDING SECTION 450 OF REPUBLIC ACT NO. 7160, OTHERWISE KNOWN AS THE LOCAL GOVERNMENT CODE OF 1991, BY INCREASING THE AVERAGE ANNUAL INCOME REQUIREMENT FOR A MUNICIPALITY OR CLUSTER OF BARANGAYS TO BE CONVERTED INTO A COMPONENT CITY.
Section 1. Sec. 450 of Republic Act No. 7160, otherwise known as the Local Government Code of 1991, is hereby amended to read as follows:
"Sec. 450. Requisites for Creation. — (a) A municipality or a cluster of barangays may be converted into a component city if it has a locally generated average annual income, as certified by the Department of Finance, of at least One hundred million pesos (P100,000,000.00) for the last two (2) consecutive years based on 2000 constant prices, and if it has either of the following requisites:
(i) a contiguous territory of at least one hundred (100) square kilometers, as certified by the Land Management Bureau; or
(ii) a population of not less than one hundred fifty thousand (150,000) inhabitants, as certified by the National Statistics Office.
The creation thereof shall not reduce the land area, population and income of the original unit or units at the time of said creation to less than the minimum requirements prescribed herein.
(b) The territorial jurisdiction of a newly-created city shall be properly identified by metes and bounds. The requirement on land area shall not apply where the city proposed to be created is composed of one (1) or more islands. The territory need not be contiguous if it comprises two (2) or more islands.
(c) The average annual income shall include the income accruing to the general fund, exclusive of special funds, transfers, and non-recurring income."
Sec. 2. Repealing Clause. — All laws, decrees, orders, rules and regulations, and other issuances or parts thereof, which are inconsistent with this Act, are hereby repealed or modified accordingly.
Sec. 3. Effectivity Clause. — This Act shall take effect on June 30, 2001 following its complete publication in at least two (2) national newspapers of general circulation.

UMINGAN–Brand new heavy equipment worth P13.8 million was recently procured by this town for rehabilitating farm-to-market roads and for the use of the Municipal Risk Reduction Management Council (MRRMC) during calamities.
The equipment, consisting of three dump trucks, two garbage trucks, two L-300 vans, one loader, one grader, one road rollers and one transport vehicle for heavy equipment, were purchased using a loan from the Land Bank of the Philippines.
The loan, payable in five years, will be paid through the annual Internal Revenue Allotment (IRA) of the municipality, now ranked as a first class town.
Mayor Eldred Tumbocon said aside from being used in rehabilitating roads, the heavy equipment are vital to help evacuate flood victims during floods since help from the provincial government may not be able to readily come because of the distance between the town and Capitol.
Umingan is located on the eastern side of the province and is one of the biggest in terms of land area.

“IT is not demolition, it is reconstruction”.
Calasiao Municipal Administrator Vivencio Vallo made this clarification as stall owners, other vendors and tricycle drivers raised their opposition against what they thought to be the planned demolition of the Calasiao Public Market.
Vallo explained that the market, which was damaged by the 1990 earthquake and had undergone just minor repairs, is no longer structurally sound and may cause loss of lives should there be another natural calamity.
The planned reconstruction starting next year will be undertaken through a build-operate-and-transfer (BOT) scheme wherein the winning bidder will handle the construction of a new market as well as manage the temporary market that will be set up.
Under the BOT contract, the company will pay the municipality rent for the space of the temporary market while stall owners will pay rent to the company.
The temporary market will be set up on an idle land at the back of the Calasiao Elementary School.
Vallo assured residents that classes in the school will not be affected by the relocation as a wall will be put up between the school and the temporary public market.
The BOT scheme will run 20 to 25 years, after which the Calasiao Public Market will be turned over to the municipality.–Roselle P. Gale, Colegio de Dagupan

DSPP INAUGURATION ON NOV. 29
THE PHL-Korea Dagupan Seafood Processing Plant in Dagupan City finally went on a test run last Friday, three days before its scheduled inauguration on Monday.
Funded by a more than P100 million grant provided last year by the Korean government through the Korean International Cooperation Agency (KOICA), the facility is seen as a big boost to the aquaculture and deep-sea fishing industries of Dagupan and Pangasinan.
Dr. Westly Rosario, chief of the Dagupan-based National Integrated Fisheries Technology Development Center (NIFTDC) who was designated by the Bureau of Fisheries and Aquatic Resources (BFAR) as concurrent interim manager of the facility, said the test run will help them determine any glitches in the machines and the whole processing system.
“We will know in this test run if the machines installed in this facility will perform according to their desired capacities and allow us to immediately correct any defects found,” he said.
The test run already tapped some of the trained manpower from Sitio Russia in Barangay Bonuan Binloc whose families were relocated to give way to the construction of the facility.
The facility is designed to process all seafood products but it will initially be handling milkfish (bangus), the main agricultural product in coastal Dagupan City and other areas near the Lingayen Gulf.
INAUGURATION
Meanwhile, Agriculture Secretary Proceso Alcala will lead the inauguration on November 29 with Minister Yong Kim of the Korean Embassy, representing the Korean ambassador, and Kim Jinoh, KOIKA resident representative.
Others expected to attend are BFAR Director Malcolm Sarmiento, Rep. Gina de Venecia of the Fourth District, former House Speaker Jose de Venecia Jr. former Rep. Conrado Estrella III and Dagupan City Mayor Benjamin Lim who will deliver the welcome address.
The facility is now under the interim management of the BFAR through a memorandum of agreement it signed with then Dagupan City Mayor Alipio Fernandez following a resolution of the Sangguniang Panlungsod.
The agreement was approved in July by Alcala.
The interim management is for five years or until such time that Dagupan City can run the facility on its own.
A task force was created by BFAR to draft the operational manual for the facility to ensure that it produces quality products based on international standards to ensure the entry of these products to the world market, especially the United States and Japan.
Initially, the facility will try to export its products to the west coast of the United States where there are many Filipinos.
Rosario said the facility will apply for accreditation in world governing -bodies to pave the way for the easy entry of locally-processed products in the world market.–LM

QUINTOS Bridge on A.B. Fernandez Avenue and Magsaysay Bridge on Perez Boulevard are being spruced up to make them look like small replicas of the London Bridge in England in time for the Dagupan City fiesta from Dec.14 to Jan. 5.
Councilor Jesus Canto, hermano mayor of this year’s celebration, said arches are now being installed in both bridges to be festooned with Christmas lights throughout the duration of the fiesta to serve as a special attraction for visitors.
The lighting of these bridges was a tradition observed during the city fiesta from 2001 to 2006.
The city is spending approximately P125,000 for the Christmas lights on Quintos Bridge and P175,00 for the longer Magsaysay Bridge to make these two landmark bridges in Dagupan ablaze with lights during the festivities.
These lights will be turned off after the fiesta and to be turned on again in April when the city celebrates the Dagupan Bangus Festival.
Canto said although the fiesta will officially kick off on December 15, preliminary activities have already started with the night market, called “Tinda’y Labi” on A.B. Fernandez Avenue every Friday and Saturday night.
The opening of the tiangge on Galvan Street and the Food Strip on Zamora Street will also precede the December 15 kick off.
The lighting of the giant Christmas Tree in front of the Dagupan City Museum by Councilor Brian Lim and Mrs. Honorata Siapno will mark the start of the 21-day fiesta with the theme: “Our city, our shared responsibility”.
Canto, who had just returned from the United States, said overseas Dagupenos have requested that the Pawil Dagupan event be held simultaneously with the coronation night for Miss Dagupan on December 26 at the Dagupan City plaza.

Department of Agriculture Secretary Proceso Alcala will visit Pangasinan for two days on November 29-30.
On the first day, Alcala will be at the ribbon cutting ceremony together with Former Speaker Jose C. De Venecia and Korean officials and deliver his message at the inauguration of the Seafood Processing Complex at the National Integrated Fisheries and Technology Development Center- Bureau of Fisheries and Aquatic Resources (NIFTDC-BFAR) in Dagupan City.
The Seafood Processing Complex is meant to complete the major facilities needed for a sustainable bangus industry in Pangasinan.
It will complement the other facilities such as the bangus hatchery, improved laboratory and training facilities for expanding production in bangus fingerlings and the cage and fish pen culture.
Alcala, together with Gov. Amado T. Espino, Jr., 4th District Rep. Gina De Venecia, Abono Party-list Rep. Robert Raymund Estrella Jr., will distribute of fish fry and fingerlings for the fisherfolks affected by typhoon Juan.
Alcala will also visit DA-assisted projects like the Rice Processing Center in Sta. Barbara and will proceed to the mango processing center, organic fertilizer production and fruit nursery in Manaoag, and to the goat upgrading and production project in Balungao.
He is also scheduled to visit the San Roque Dam and meet with DA-RFU 1 officials and the regional management committee.
On November 30, he will tour the re-regulating pond of the Agno River Integrated Irrigation Project, the irrigation component of the San Roque Multipurpose Project.
He will award a tractor and fertilizers together with the Abono party-list in a farmers’ forum that will be held at the Pangasinan State University in Sta. Maria. The forum is designed for farmers to raise their concerns to Sec. Alcala.
Alcala will also visit the Corn Post Harvest Processing and Trading Center in Rosales.
The Corn Post Harvest Processing and Trading Center is for the aims to help corn farmers to reduce cost, increase income, improve the quality of corn and create a ready market for their corn and establish linkages to other markets.

in case of vigan... It has a population of 47,246 way smaller than any cities and some municipalities in Pangasinan.. I dont know how but i guess it was one of the Heritage Sites of UNESCO... It is known as Heritage City..

DON'T get excited with our head. We are merely dramatizing a point.
For several columns now, we have been harping on the merit of an SM Dagupan in opposition to those–a handful lang naman expectedly led by Mayor Benjie Lim and Vice Mayor Belen Fernandez, ironically that is–blocking it for utterly private reasons.
Even in the US while we hobnobbed with Dagupenos there, the majority of them welcome the proposed Dagupan branch of SM. Why? Well, you can't fight progress.
Not only that. Those who are presumed to be opposing it are engaged in the same business. And so it's here where the moral issue concerning businessmen running for public office comes in. If the matter of conflict of interest is raised, you'd see what kind of leaders we have. They have to choose between business and public interest.
We're happy though that Mayor Lim, according to the grapevine, is showing ample signs of a broadminded attitude.
We restate this in stronger terms because the town of Calasiao is "under siege" right now — by business and economic leaders. They want to cash in on the forthcoming opening of Robinsons next year. Now this is a done deal. Vice Mayor Roy Macanlalay has confirmed that the ongoing construction will be completed next December, year 2011.
This influx of business bonanza for Calasiao is a clear and imminent threat to Dagupan's snobbish attitude to big business.
We hope our cumpadre Benjie will really go for it. As for Belen, we also hope her proposed 5-star hotel at the De Venecia Diversion Road materializes, yes, mga igan, in the name of progress.
Stop progress, and you're dead. But some few others will try to distort the meaning. of allowing big business entering our shores. Sabi nila, let's patronize our own. Panon to tan met ey, no wadtan la tay big SM ya mangiter na 5,000 workers for Pangasinan, kalabanen yo ni? What are you?
Kayong mga business-minded na opisyales, apalaboan kimet la. We know, everybody knows. Melmelag so Dagupan. Peyton Place kuanyo pa! Iyaamot yo ni tay milyones, nasisingob da lan amin. That's why, the general public is appealing to the moneyed few to part a little with their huge money, so that, as they say in the negotiation at the canto, "everybody happy." Right, Chito?

The city of Dagupan again holds its head up high not only for its tasty bangus but now also for its brand new state-of-the-art Korea-Philippines Seafood Processing Plant in Barangay Bonuan Binloc here, which was inaugurated on Monday by Filipino and Korean officials.
Agriculture Secretary Proceso Alcala, Korean Embassy Minister Yong Ho Kim, Rep. Gina de Venecia, former House Speaker Jose de Venecia Jr. and Dagupan City Vice Mayor Belen Fernandez found workers inside sanitized chambers in sub-zero temperature now doing fish processing after inaugurating the facility Monday morning.
In entering the chamber, they had to pass through an air shower room, the only one of its kind in the Philippines, before they were allowed to enter the chamber.
But before that, they were first made to wear sanitized aprons, booths and head gears as a clinical requirement for such facility.
The plant, considered as a new land mark in Dagupan City, seeks to process and put added value to products of local fish farmers to be sold in the domestic and foreign markets and earn much-needed foreign exchange for the country.
Secretary Alcala, whose agency, the Bureau of Fisheries and Aquatic Resources (BFAR), was given the task to initially operate the facility, said the modern processing plant is a boon to fish farmers in Dagupan City and Pangasinan, especially those who produce milkfish (bangus).
Confirming that the processing plant is the most sophisticated of its kind in the country today, Alcala said this will surely fail if the needed raw materials will not be sufficient to meet its needs.
He called on the fish farmers and local government units to unite and help so that the needed raw materials to fill up the 75 percent to 100 percent required capacity of the plant can be met daily.
The plant is now operating with an initial 100 trained work force which would be increased to 150 when it will be operating full blast sometime next year, said Dr. Westly Rosario, interim plant manager, who is also chief of the adjacent National Integrated Fisheries Technology Development Center (NIFTDC).
Among those who attended the inauguration are traditional fish farmers from Dagupan, Western Pangasinan and La Union from where the bulk of raw materials will come from.
Alcala said there is a need to conduct progressive method of growing fish in place of the traditional to ensure that not all fish farmers harvest at the same time, advising that fish-farmers to maintain a year-round calendar, indicating when is the time for them to seed their fishponds and harvest fish.
The project could set off gradual and systematic modernization of fish culture in Dagupan City and Pangasinan to ensure that the plant can fill up its needed capacity, thus ensuring better income for fish-farmers
Offhand, the Agriculture Secretary suggested that priority to be processed are the aquaculture products of Dagupan before the products from other parts of Pangasinan and adjacent provinces can be serviced.
Alcala is confident that the high-tech seafood processing plant will not only provide jobs and shore up family incomes but will surely put Dagupan in the map of the Philippines and the world through its export of processed fish, especially bangus.
He said he has no doubt that with the cooperation of everybody, including LGUs, the facility could make the Philippines one of the biggest suppliers of processed fish in Asia and the Pacific.
On the other hand, Minister Yong said the project, put up by a $ 2 million (approximately P100 million) grant from his government through the Korean International Cooperation Agency (KOICA), is a symbol of their undying love and friendship to the Filipinos which have grown over the years.
Minister Yong was accompanied by Kim Jinoh, resident manager of KOICA and his deputy, Ms. Miyon Kim.
Moreover, Yong said in donating the facility, the Korean people are just doing their turn to repay the sacrifices made by the Filipinos who shed their blood, sweat and tears when they rose to the challenge in defense of freedom and democracy in their homeland some 60 years ago.
On the other hand, former Speaker de Venecia, who negotiated for the financial grant with the Korean government through his then counterpart in the Korean parliament, said though South Korea has a problem of its own due to the tension posed by its neighbor, yet some of their officials are in Dagupan City to fulfill their commitment to help the Filipinos in their battle against poverty.
Saying that the battle against poverty, not war, is the real solution to the problems of the world, De Venecia thanked the Korean government for giving the processing plant that will produce exportable processed marine and aquaculture products to supply the needs of Filipinos in the east and west coasts of the United States, Hawaii, Guam, Canada, Europe, Australia and Middle East.
At the same time, he asked the BFAR to build a mini-port as one of the ancillary facilities of the processing plant, where fish producers from western Pangasinan and La Union can land their fish catch to be brought to the plant for processing.
On the other hand, Rep. Gina de Venecia said the fish processing plant seeks to give direct benefit to about 100 families and some 1,000 fishpond owners, the latter of whom need no longer worry for the next flood because there is a processing plant that can preserve their products.
She said fish farmers do not have to worry even when they harvest their young bangus prematurely as the processing plant has the technology to make bangus sardines.
She added bottled and canned bangus sardines, which would be coming out from the processing plant, are a cinch and much in demand among Filipinos all over the world.
At the same time, Vice Mayor Belen Fernandez said she is happy that the processing plant is now finally operating to give jobs and income to the people of Dagupan who gave way to the construction of the facility in sitio Russia, Barangay Bonuan Binloc Dagupan City.
With its processed fish products hitting the foreign markets soon, there is no doubt that the famous and tasty Dagupan bangus will create greater sensation all over the world, Fernandez added.

THE city budget office has proposed the allocation of P568 million as Dagupan’s budget for 2011 to guarantee good and responsive governance particularly in the delivery of basic services as mandated by the Local Government Code.
City Treasurer Romelita B. Alcantara said the estimated total resources for the budget year will reach P568 million. Some P283,131,901 or 50% of this will be derived from Internal Revenue Allotment (IRA).”
“From a high revenue share of around 70% to 75% a few years ago, we have broken almost the 50% barrier, a result of our firm resolve to gradually break free from our heavy dependence on the IRA share for our budget,” Alcantara said.
She added that 41% of the city’s budget will be derived from local taxes projected at around P232 million and nine percent will be derived from the operating and miscellaneous revenue which is around P52 million.
“For Budget Year 2011, the City has listed, studied and decided on pursuing major programs and projects on environmental sanitation and waste management; fisheries development; poverty reduction; health, nutrition and social services; tourism and investment promotion; basic education services including day care centers and scholarships; capacity building; revenue generation and economic enterprise; personnel/staff development; cultural revival; and flood mitigation and control,” she explained.
She said from the total general fund budget proposal, the city allocated some P242 million or 43% of the total budget to general public services. The amount will be distributed to programs that will promote order and public safety and for the Judiciary, Register of Deeds, for Administrative Overhead and for the regulatory functions of the city.
“On health, nutrition and population control, a P30 million budget is allocated representing 5% of the total city budget. Of this amount, P23.7 million will fund the operation of the city health and P4.2 million is allocated for nutrition and the remaining P2.3 million is for population control,” she said.
She noted that the amount of P113 million is provided for the delivery of social services and welfare or 20% of the budget and beneficiaries of this allocation are the members of the marginalized sector of the city.
“On economic services, the budget allocates P103 million or 18% to this sector of the total LGU budget. Of this amount, P3.7 million is budgeted for agricultural services, P2 million for veterinary services, P19.5 million for the operation and maintenance of the engineering office, and P2 million for market and slaughterhouse operation,” she said.
She likewise said that the allocation for this sector also includes P56.8 million or 20% of the IRA for completion of development projects. All these projects are ranked high priority.
She revealed that the amount reserved for calamity is P28,400,000 representing 5% of the regular income sources while the barangays will get P101,000 each under the P3,131,000 appropriation.
She disclosed that the balance of existing loan with the Land Bank of the Philippines is P183 million. The budget provides the required amortization amount of P49 million which represents 9% of the total revenue from regular sources.
“This is well within the debt servicing cap of 20%,” Alcantara said.

LINGAYEN - Governor Amado Espino Jr. wants a budget of P1.8 billion for the province of Pangasinan for calendar year 2011.
This was gleaned in the budget proposal submitted by the Office of the Governor to the Sangguniang Panlalawigan on Friday.
Board Member Von Mark Mendoza estimated that the budget proposal for next year increased by roughly six to eight per cent from this year’s.
Mendoza said that of the amount, P519 million will go to the development fund, P91 million for the calamity fund; P928 million to fund current operating expenditures; and P928 million for non-office obligation.
For the first time, there will a zero capital outlay in the provincial budget.
Of the total proposed budget, P1.707 billion will come from the province’s Internal Revenue Allotment.
Mendoza said they will hold a three-day budget hearing with all department heads and pass the same in the next session of the legislative body.

DON'T get excited with our head. We are merely dramatizing a point.
For several columns now, we have been harping on the merit of an SM Dagupan in opposition to those–a handful lang naman expectedly led by Mayor Benjie Lim and Vice Mayor Belen Fernandez, ironically that is–blocking it for utterly private reasons.
Even in the US while we hobnobbed with Dagupenos there, the majority of them welcome the proposed Dagupan branch of SM. Why? Well, you can't fight progress.
Not only that. Those who are presumed to be opposing it are engaged in the same business. And so it's here where the moral issue concerning businessmen running for public office comes in. If the matter of conflict of interest is raised, you'd see what kind of leaders we have. They have to choose between business and public interest.
We're happy though that Mayor Lim, according to the grapevine, is showing ample signs of a broadminded attitude.
We restate this in stronger terms because the town of Calasiao is "under siege" right now — by business and economic leaders. They want to cash in on the forthcoming opening of Robinsons next year. Now this is a done deal. Vice Mayor Roy Macanlalay has confirmed that the ongoing construction will be completed next December, year 2011.
This influx of business bonanza for Calasiao is a clear and imminent threat to Dagupan's snobbish attitude to big business.
We hope our cumpadre Benjie will really go for it. As for Belen, we also hope her proposed 5-star hotel at the De Venecia Diversion Road materializes, yes, mga igan, in the name of progress.
Stop progress, and you're dead. But some few others will try to distort the meaning. of allowing big business entering our shores. Sabi nila, let's patronize our own. Panon to tan met ey, no wadtan la tay big SM ya mangiter na 5,000 workers for Pangasinan, kalabanen yo ni? What are you?

SAN FERNANDO CITY, Nov. 23 — Pangasinan has truly earned its place as haven for statistics after being adjudged as the best province in the Ilocos Region while celebrating the National Statistics Month (NSM) last October, its third in a row since 2008.
That was another feather in the cap to the biggest province in the Ilocos Region in terms of area and population which, based on statistics, is the most visited province by tourists in the region this year.
Under Governor Amado Espino Jr., Pangasinan is now also becoming one of the most peaceful provinces in the Ilocos Region, one of the only few provinces that had licked out the problem of insurgency.
The Regional Development Council (RDC) said Pangasinan earned its accolade as the Best NSM Province this year, its third in a row, thus easily making it to the coveted Hall of Fame in Region 1.
First adjudged as the best in the region in 2008, the province of Pangasinan captured its latest plum as Best NSM Province during the awarding rite, coinciding with the NSM closing ceremony at the Bangko Sentral ng Pilipinas, San Fernando City, La Union last October 28.
The Hall of Famer province observed the NSM this year with the full support from the local government headed by Gov. Espino.
This was implemented through the efforts of the Provincial Statistics Steering Committee headed by Senior Board Member Von Mark Mendoza and the Provincial Planning and Development Office (PPDO).
For its month-long celebration, the province conducted various fund-filled and educational-oriented activities, especially during the opening program held at the capitol grounds, attended by more than 2,000 delegates from across the province.
The provincial government encouraged mass participation of the people from the academe, line agencies, local government units and even private individuals, stressing on them the value of statistics.
Despite the havoc wrought by Typhoon Juan in the province at that time, all activities were pushed through as scheduled, making the province indeed worthy of emulation.
It was observed that the province did not merely celebrate NSM during the month but also took time out in clearing illegal fish pens in rivers that had aggravated flooding many times in some low-lying areas.
The province likewise advocated environmental protection by conducting symposiums on the use of modern technology in planning and mitigating the effects of catastrophes.
Aside from these, the province also conducted various activities such as the holding of the Provincial Statistical Exhibit (museum style), film showing on environment, Lakbay (Kalikasan) Aral at San Roque Power Corporation, seminar on backyard vegetable production and urban gardening, training on disaster risk management for Local Government Unit personnel, backyard tilapia farming seminar and many others.
On top of its Hall of Fame award, the province also bagged first places in the regional NSM-Jingle Making Contest, Poster Slogan Making Contest (secondary and tertiary level), Oratorical Contest (tertiary level) and Statistical Quiz (tertiary level).

in case of vigan... It has a population of 47,246 way smaller than any cities and some municipalities in Pangasinan.. I dont know how but i guess it was one of the Heritage Sites of UNESCO... It is known as Heritage City..

DON'T get excited with our head. We are merely dramatizing a point.
For several columns now, we have been harping on the merit of an SM Dagupan in opposition to those–a handful lang naman expectedly led by Mayor Benjie Lim and Vice Mayor Belen Fernandez, ironically that is–blocking it for utterly private reasons.
Even in the US while we hobnobbed with Dagupenos there, the majority of them welcome the proposed Dagupan branch of SM. Why? Well, you can't fight progress.
Not only that. Those who are presumed to be opposing it are engaged in the same business. And so it's here where the moral issue concerning businessmen running for public office comes in. If the matter of conflict of interest is raised, you'd see what kind of leaders we have. They have to choose between business and public interest.
We're happy though that Mayor Lim, according to the grapevine, is showing ample signs of a broadminded attitude.
We restate this in stronger terms because the town of Calasiao is "under siege" right now — by business and economic leaders. They want to cash in on the forthcoming opening of Robinsons next year. Now this is a done deal. Vice Mayor Roy Macanlalay has confirmed that the ongoing construction will be completed next December, year 2011.
This influx of business bonanza for Calasiao is a clear and imminent threat to Dagupan's snobbish attitude to big business.
We hope our cumpadre Benjie will really go for it. As for Belen, we also hope her proposed 5-star hotel at the De Venecia Diversion Road materializes, yes, mga igan, in the name of progress.
Stop progress, and you're dead. But some few others will try to distort the meaning. of allowing big business entering our shores. Sabi nila, let's patronize our own. Panon to tan met ey, no wadtan la tay big SM ya mangiter na 5,000 workers for Pangasinan, kalabanen yo ni? What are you?

The project entails the establishment of an ecologically sound theme park within the
Hundred Islands National Park (HINP). The theme park, which embraces several islands, will include inter-island floating bridges or connectors, floating bamboo rafts and
cottages, fish sanctuaries, diving, snorkeling and swimming areas, and additional tourist attractions within the HINP.
While nurturing nature, the project beefs up the tourism potentials of the hundred islands while increasing its carrying capacity. New doors for alternative economic opportunities are opened.
Major Components
Establishment of fish sanctuaries, snorkeling and diving areas
Installation of floating connectors
Establishment of “boat houses’ or floating day cottages and bamboo rafts
Acquisition of water-based sports facility
Promotion of the theme park to residents and tourists
Capability-building to manage the theme park
Adopt-an-Island Project at the Hundred Islands
The Hundred Islands National Park, the first national park in the country, constitutes 123 comely and peculiar islands and islets. A protected land and seascape, it plays a critical role in the marine ecosystems of the entire Lingayen Gulf. Vulnerable and at risk, the hundred islands calls for active participation from the general public who can be donors for the restoration and amelioration of the renowned tourist destination.
Donors will be accorded privileges such as waiver of access fees to the Park, “privilege cards” issued by the City, and the like.
The project bolsters public participation in the protection and conservation of the Park. Likewise, the sustainable safeguarding of the ecologically sensitive environment is observed.
Cultural and Sports Center
The proposed Cultural and Sports Center hopes to boost tourism and generate income for the city of Alaminos in the coming years. The project entails the construction of a center that will be equipped with highly advanced, movable technical facilities, digital and electronic scoreboards, modern lighting fixtures and sound system in an air-conditioned astrodome that has a sitting capacity of five thousand (5,000).
And while it aims to serve as a premier venue of international, national and regional indoor sports competitions such as the ASEAN Basketball Championships, Asian Volleyball Tournaments and Philippine Basketball Association (PBA) out-of-town games, the center will be the main training area of Alaminos City Pool of Athletes. Information campaigns and advertisement thrusts through the city’s quadra media help to ensure this goal, which will then help our bid to share with the staging of the mentioned sports competitions.
The center that is set in a beautiful landscape, enveloped by the safe and friendly atmosphere that the city exudes, also aims to be the site for national and local cultural presentations and events, musical extravaganzas like live performances/courts and battle of the bands, theater plays, conventions, religious gatherings and healing/praying assemblies.
Lucap Boardwalk Project
The City intends to provide tourists with a scenic and comfortable place where they could enjoy viewing the city's treasure dotting the sea, clothed with beauty and secret delights.
The project involves the construction of a Boardwalk from Lucap wharf eastward with a length of approximately 500 meters. The boardwalk will serve as a view deck, a promenade trail, and a common eating place for tourists for convenient refreshing area for guests to unwind and just savor the delectable food with the views just around them. The boardwalk is an added complement to the already captivating isles.

The City intends to provide tourists with a scenic and comfortable place where they could enjoy viewing the city's treasure dotting the sea, clothed with beauty and secret delights.
The project involves the construction of a Boardwalk from Lucap wharf eastward with a length of approximately 500 meters. The boardwalk will serve as a view deck, a promenade trail, and a common eating place for tourists for convenient refreshing area for guests to unwind and just savor the delectable food with the views just around them. The boardwalk is an added complement to the already captivating isles.

STUDENTS from some 30 public and private universities and colleges in Pangasinan are expected to attend this year’s Academic and Cultural Festival to be hosted by University of Luzon (UL).
The festival is an annual event that provides an avenue for students of tertiary institutions, both public and private, to showcase their academic and cultural talents.
“The pride of every community is the ability of its youth to excel in various fields. This festival supports youth development by fostering unity and cooperation through healthy competitions,” said Dr. Macarthur Samson, UL president and head of the Regional Association of Higher Educational Institutions (RAHEI).
The festival, jointly organized by the RAHEI and the Commission on Higher Education, conducts competitions for the academic festival include impromptu speech, oration, poetry interpretation, storytelling, debate, and science, math and computer quizzes.
The cultural festival is comprised of awit-saya (vocal solo and vocal duet), sayawitan (choir), tipa at tugtugan (solo instrument), likhawit (song writing), sayaw pinoy (Philippine creative folk/ethnic dance), and the Ginoo and Binibining Pamantasan (pageant category).
The provincial eliminations are slated on December 2 and 3, with qualifiers advancing to the regional meet on December 14 and 15.
pangasinense ak December 2nd, 2010, 02:06 PM Students from the Republic of South Korea visited the University of Luzon and were given the rare opportunity to interact with Luzonians during their brief stay at UL last September 23, as a part of the 2010 RP-Korea Youth Exchange Program. The said visit was conducted to strengthen the affinity between RP and Korea.
The exchange program is a bilateral agreement between the government of South Korea and the Philippines. University of Luzon is one of the three schools from our country chosen by the National Youth Commission (NYC) to forge cultural ties between the youth of the two nations. The schools previously visited by the delegation were the University of Baguio and the Philippine Military Academy at Baguio City.
The Korean delegation was headed by Mr. Kang-Moo Yoon from the Ministry of Gender, Equality, and Family, Youth Policy Division of South Korea. Exchange students who came from various universties in South Korea were: Park Seo-Hyun, Material Science and Engineering student from Yonsei University; Seo Won Jeong, Electronic Engineering-Kyungpook University; Shin Yeon Sun, Electronics and Communications Engineering-Hanyang University ; Won Yong Woong, Physical Education- Kyung Hee University; Lee Saw Hyun, Health Administration-CHA University; Jeon Ji Hye, Geology-Kyungpook University; Jung Chan Hoo, Pharmaceutics- Sungkyunkwan University; choi Sun Hwa, Korean Language and Literature-Myongji University; and Lee Yeon Woo, who also acted as the delegation's translator, English Pedagogy student from Ehwa Women's University.
To leave an impact on the foreign delegation's brief stay at the university, the cultural hub of the north, ULTDC, ULDBC, and ULCC reflected the culture of the Filipinos, particularly the Pangasinenses with their performance. With the resonating sounds of the trumpets of ULDBC, the delegation was warmly welcomed, and then serenaded by the ULCC. The Koreans beheld the Filipino's way of life with the different folk dances rendered by the ULTDC. It was on this juncture that they were able to try dancing the popular tinikling folk dance.
As the brief visit connotes a big and significant affair, UL President Dr. MacArthur Samson, Sr. and VPAA Dr. Aurora Samson-Reyna led the welcoming of the delegates. Ms. Cristabeth Jacinta A. Madrigal, Assistant Division Chief of the Social Marketing Division of NYC-Philippines personally attended the affair with her statement of purpose of the visit.
The final part of the program enabled the Korean students and Luzonians to personally know each other during the interactive information exchange at the Audio-Visual Room. Through these, they were able to expand their awareness on the culture of both parties especially on the status of their educational system.

This is actually the third time that Willie will going to have a live event here in Pangasinan however due to unexpected storm the show is cancelled. This moment I am pretty sure that everyone is praying and hoping that it will not rain nor there will be no storm to come this December. So that there’s a live telecast that can really happen or witness here in our beloved town. Furthermore, lot of people will going to have more fun, can receive some exciting surprises that the team can give to the audiences, and much more spice-up event which can really give everyone memorable day only here in Lingayen. I know that all of us are getting excited to watch Willing-Willie so just keep watching the show if ever the team has some further announcement so that we will know what to do when the right time has come. PRAGUE, Czech Republic - Paolo Luis Ulanday, popularly known as Noubikko to his clients, never thought that a few years after he decided to retire, he’ll be back in the world of fashion, this time in Europe.
Born in Pangasinan, Noubikko was hailed as one of the most celebrated fashion designers in San Francisco, California.
For almost 3 decades, his works were considered as “one of a kind garment” in the fashion industry. His collections are made of very rare garments which he gathers from different parts of the world. His materials are from sea turtles, pineapple, banana and vegetables.
In 2003, he announced his early retirement and has been living in Europe.
But in 2007, he surprised everyone with his comeback in the fashion scene when he became the official designer of the 12 finalists of 2008 Miss Czech Republic for the Miss Universe Pageant.
“In 2007, Miss Czech Republic found me on the web and so they invited me to design their gown. Fortunately, I was chosen by the pageant and so I thought I had to do it again this time. So I’m back to fashion designing,” Noubikko said.
Since then, he has become a household name among celebrities and politicians. In 2008, he was chosen again to design the gowns for Miss Hungary. Last year, he also did the 24 gowns of the finalists of Miss Poland for the Miss Universe Pageant.
He also introduced the Noubikko Pearl Collection with other famous jewelry designers such as Petra Mohylova.
Some of his clients are Ms. Czech Republic 2008 Eliska Buckova, Ms. Earth 2009 Hana Svodoba, TV moderator Jana Stefankova, Miss Poland for Miss Universe 2010 Maria Nowakowska and other beauty queens.
Simple but unique
Noubikko made it clear that his designs are simple yet unique.
“When I started Miss Czech Republic, I actually included piña to make the material very rare, and right after I announced that the material is made from pineapple, I was headline the next day in the newspaper stating that the Filipino designer is using vegetables, banana and pineapple for his gown. So I figured it out that when I use these materials, I will capture the European market,” he said.
He also noted that other Pinoy designers could make it in the European market.
“Most of our designers are very good, that I believe. Most of them, I actually admire, but we have this [issue] that Filipinos copy designs, and most good couture clients are afraid of this,” he said.

Dagupan City (03 December) -- President Aquino is scheduled to visit Pangasinan on Tuesday, December 7, his first as Chief Executive, to inaugurate the Core Shelter project in Bani town.
Mr. Aquino is expected to arrive at 10 a.m. at the project site in the mountain slopes of barangay Dacap Sur where 100 housing units were ingeniously built thru the combined efforts and resources of the Department of Social Welfare and Development, the municipal government, the UN World Food Programme (UNWFP) and the 600 beneficiaries for their "sweat equity" in helping the "new village" to rise. The beneficiaries were victims of typhoon Emong which devastated the province in May last year.
The new village is called "Burubor ni Ayat" (Spring of Love).
DSWD provided P7 million for the project, while the municipal government provided the 5-hectare lot including site development and salary of skilled workers. The UN WFP provided the Food for Work in the form of rice allocation amounting to some P2.1 million, according to DSWD Regional Director Leonardo C. Reynoso.
Social Welfare Secretary Corazon "Dinky" Soliman is expected to brief the President on the project.
Mayor Marcelo Navarro envisioned the project as an eco-village which, he said, other institutions may copy it for their own human resettlement projects. (PIA Pangasinan)

The province of Pangasinan is not just blessed with natural attractions. It is also a home of historical places which will be treasured for a lifetime. The people from Pangasinan aren't just part of history but places here had been a special part too of what can be called a legend.
One of these Historical Places is the Lingayen Gulf near to the Provincial Capitol. This had been one of the landing areas of the American Forces, way back January 9, 1945. This resulted then into Northen Luzon Liberation.
Of course, the White Beach along Nibaliw West to Mabilao in San Fabian is a famous place too for this is where the Commander if the Japanese Imperial Expeditionary Forces, Lt. General Homma landed on the 24th of December 1941.
Another place to mention would be Limahong Channel. This Channel was dugg by Chinese Corsair Limahong when he didn't succeeded to colonized parts of Manila Bay. This Channel paved way for his escape going to the China Sea.
Another famous and legendary place is the Old St. John’s Cathedral in Zamora Street Dagupan City. This is where the Spanish General surrendered to the Filipino revolutionist General Francisco Makabulos.
Of course, who would forget Bonuan Beach which had become one of the landing sites of the Liberation Forces during the year 1945. You can see here Japanese Park, the Tondaligan Park and the MacArthur Landing Marker too which have been a popular spot for visitors.
One certain school in Dagupan City had became the official headquarters of General MacArthur during his stay here. It was the West Central Elementary School specifically the Home Economics Building.
The Provincial Capitol of Lingayen also showcases memorabilias which have been used during the war and the relics commemorating the heroes and famous people during the War.

This project will surely transcend not only the town but the province's economic development.
The construction is fast approaching because the bidding is ongoing in Manila by the Department of Transportation and Communication. The airport's runwas has an approved budget of P96.5 million.
Alaminos was chosen to be the perfect site of a commercial airport based on the study made by the DOTC and PTCC.
I'm sure everyone from the town of Alaminos and the province of Pangasinan are excited about this Airport Project. This will be the first commercial airport in the province. I'm sure many will be benefited from this commercial project. And of course, it would make Pangasinan be known in other places again. This only proves that the province of Pangasinan is on it's way to become a more developed province.
