SANTOS YA LABI @AMIGABLE,paskong pasko na sa inyo dyan sa dagupan at pista na rin ,baka may pics ka dyan ibuhos mo na dito ,may christmas design ba ung plaza nyo ngaun dyan ?

wala pa sa ngaun.. ongoing pa mga christmas decorations. pero dun palang sa dalawang bridge namin mahigit 300 thousand na nagastos. post ko mga pics dito pag may ilaw na. taga san kba?

haha.. oki oki... madami new buildings ginagawa dito Dagupan. one is yung soon to be the biggest hotel in Pangasinan... yung Le Duc Hotel, sa skul namin. hehe... part ng Lyceum-Northwestern University. Yung Rag Time 2010 commercial building tapos na,,, may mga apat pang Big Buildings na ongoing. Ill just post pag nakuhanan ko na. :lol:

haha.. oki oki... madami new buildings ginagawa dito Dagupan. one is yung soon to be the biggest hotel in Pangasinan... yung Le Duc Hotel, sa skul namin. hehe... part ng Lyceum-Northwestern University. Yung Rag Time 2010 commercial building tapos na,,, may mga apat pang Big Buildings na ongoing. Ill just post pag nakuhanan ko na. :lol:

People who are fond of going to the more popular destinations of the Philippines like Boracay, Puerto Galera, Cebu, Davao among others are encouraged to travel to the equally beautiful but not much visited places in the country.

The Department of Tourism (DoT) and the Philippine Tour Operations Association (PHILTOA) recently announced their list of and awarded several cities across the country the distinction of being the “top emerging business destinations” of the year. To be considered under the list, the destination must meet all the criteria of having good accessibility, communication network, availability of meeting facilities and standard accommodation.

“These emerging destinations are perfect for corporate travelers and holidaymakers,” says PHILTOA president Cesar Cruz. “Each place has something unique to offer, and we’re hoping that more and more people understand the fact that the Philippines has what it takes to be one of the world’s premier travel destinations.”


Luzon

In the Ilocos region (Region I), the cities of Laoag and Dagupan are recognized for their heritage sites and beaches. Laoag is home to one of the biggest cathedrals in the country, St. Williams’ Cathedral, where the Sinking Bell Tower can be seen. On the other hand, Dagupan or the “land of the milkfish (bangus)” is also known for its historical landmarks and pristine beaches.

In the Cordillera Administrative Region (CAR), the La Trinidad Valley in Benguet is famous for its vegetable terraces that it earned the name “Salad bowl of the Philippines,” and later because of its magnificent strawberry fields gave it the title of “Strawberry fields of the Philippines.”

In the Cagayan Valley Region (Region II), Palaui Island of Sta. Ana, Cagayan is worth visiting for its rich ecosystem of bodies of water and diverse group of plants and animals. It was declared as a marine reserve in 1994 and perfect for people who love outdoor adventures such as snorkeling, diving, fishing, hiking, and camping.

In the Central Luzon region (Region III), Baler and Zambales are included in the list. Baler boasts of a rich history lying beneath the walls of the Baler Catholic Church, and is perfect for surfing because of Baler Bay’s nine-foot waves. On the other hand, Zambales is proud of its white sand beaches such as the Anawangin cove, and diving spots where 35 World War II Japanese ships can be found. One can also go on a mango tour and pick some of the sweetest mangoes available. The Guinnes Book of World Record awarded Zambales in 1995 for producing the sweetest mangoes in the world.

In the National Capital Region, Taguig City joins the list of the emerging destinations for its various choices of food, shopping and entertainment at the Serendra, Bonifacio High Street and Market! Market!

In the Calabarzon region (Region IV-A), the city of San Juan in Batangas is acknowledged for its numerous white sand beaches and diving spots. Meanwhile, Marinduque in the Mimaropa region (Region IV-B) is awarded for keeping its cultural traditions and world-class resort. It is known for the Moriones festival where locals march around the town in costumes and masks re-enacting the Roman soldiers during Biblical times. Marinduque is also home to the famous Bellarocca Island Resort and Spa.

In the Bicol region (Region V), the cities of Sorsogon and Naga complete the list for Luzon. Known as the “Switzerland of the East” because of its rolling hills and valleys, Sorsogon is also famous for its firefly tour and whale shark (butanding) interaction in the town of Donsol. On the other hand, Naga City in Camarines Sur is well-known for its historical churches and passion plays in the town of Buhi. Meanwhile, the CamSur Watersports Complex is praised for its world-class sports facilities.


Visayas

In the Western Visayas region (Region VI), Silay City is recognized for its preserved ancestral houses and for being the center for culture in the Visayas. It is the birthplace of National Artist Leandro Locsin and Hiligaynon playwright Miguela Locsin Montelibano, and home to the San Diego Pro-Cathedral.

In the Central Visayas region (Region VII), Dumaguete City is best identified with the region’s best universities such as Silliman University, nearby islands of Sumilon and Apo, and several white sand beaches and dive sites.

In the Eastern Visayas region (Region VIII), the city of Catarman in Northern Samar provides serenity to the traveler stressed out from the life in the metro. One can visit different lighthouses and churches, go hiking, island hopping, and whale and bird watching.


Mindanao

In the Zamboanga Peninsula region (Region IX), the city of Dapitan boasts of historical treasures of Dr. Jose Rizal and landmarks such as Talisay, Dapitan Bay, and the white sand beaches of Aliguay and Selinog Islands.

In the northern Mindanao region (Region X), Cagayan de Oro City is home to the Gardens of Malasag Eco-Tourism Village, Museum of Three Cultures, Monigue Cave, and Macahambus Adventure Park, where travelers can enjoy a lot of outdoor activities such as whitewater rafting, kayaking, rappelling and ziplining. Cagayan de Oro is also known as the “City of Golden Friendship” because of its very amiable people.

In the Davao region (Region XI), the Island Garden City of Samal offers paradise-like coves and beaches, not to mention great diving spots in Talikud and Ligid islands, the 224-hectare mariculture park, the bat sanctuary, and the Sanipaan Shoal.

In the Socsargen region (Region XII), the city of Sarangani presents a quiet paradise of fine white sand beaches such as the Sarangani Bay, various mystical caves, raging waterfalls and flourishing rainforests.

In the Caraga region (Region XIII), Butuan City is considered as the historical Mecca of the Philippines and home to several festivals such as the Abayan Festival, the Kahimunan Festival and the Adlaw Hong Festival. The city also boasts of the Butuan Regional Museuem, Agusan River (the deepest river that runs through the city), Cubi Cubi Beach, Tinago Beach, Mount Mayapay, and provides good access to the surfing capital of Siargao.

Lastly, in the Autonomous Region of Muslim Mindanao (ARMM), one can enjoy the thriving ecosystem of the coastal province of Tawi-Tawi such as natural zoos and paradise-like beaches.


Biyahe Exchange Program

All of the top emerging business destinations will be featured at the 21st Philippine Travel Mart that is slated to run from Sept. 3 to 5 at the SM Megatrade Halls.

This joint project of DoT and PHILTOA is part of the Biyahe Exchange Program, a one-on-one business matching program between corporate buyers and travel sellers where corporate incentive tours and meeting packages will be offered. There will also be special packages sold at “beyond the usual” discounted tour packages and will only be available during the 21st Philippine Travel Mart.

Daytrip tour packages include Manila jeepney experience (four hours, minimum of 10 persons, P500/person), Binondo culinary walking tour (four hours, minimum of 10 persons,P950/person), Hop on/hop off Pasig ferry cruise (four hours, minimum of 10 persons, P950/person), Batangas beach tour (eight hours, minimum of 10 persons, P2,200/person), spa indulgence (10 hours, minimum of 10 persons, P2,800/person).

Overnight tour packages include Cavite (minimum of 10 persons P2,500/person), Clark (minimum of 10 persons, P2,800/person), Corregidor (minimum of 10 persons P2,800/person).

Lastly, three days/two nights tour packages include Vigan (minimum of 35 persons, P4,500/person), Puerto Galera (minimum of 35 persons, P4,600/person), Pagudpud (minimum of 35 persons, P6,800/person), Bacolod (minimum of 30 persons, P10,000/person), Bohol (minimum of 30 persons, P10,500/person), Boracay (minimum of 35 persons, P9,500/person), Butuan (minimum of 30 persons, P10,900/person), Davao (minimum of 30 persons, P11,450/person), Iloilo (minimum of 30 persons, P9,900/person), Palawan (minimum of 30 persons, P10,500/person).

Patrick Fernandez, the President of the Dagupan Artists Circle, intimated that the group wanted to educate people about art- not just ordinary art but art that speaks truth and reality. The exhibit features paintings of members of the group and the students they mentor. They aim to increase artistic awareness and muster support from the community in order to sustain the art scene in Dagupan City.


The exhibit runs from November 13, 2010 until December 31, 2010 at the 2nd Floor of Nepo Mall Dagupan.


Let us support this worthy endeavor either by buying their artworks, buying the souvenir/ postcards or by simply visiting the exhibit and appreciating the talents of Dagupeño artists.

Pangasinan has highest HIV-AIDs cases

ALARM bells have been sounded in Pangasinan as the province registered the most number of cases of human immuno deficiency virus (HIV) within Region 1.
Dt. Jocelyn Tongson, coordinator for STI/HIV-AIDS of the social hygiene clinic in Dagupan City, said 63 out of the 139 reported cases in Region I were in Pangasinan.
Tongson, speaking at the World AIDS Day observance, said both Dagupan City and the province should intensify the campaign against the virus.
She pointed out that so far only the cities of Dagupan and Urdaneta have existing HIV/AIDS Councils formed in year 2003, and called on the provincial government to being organizing in various towns.
The social hygiene clinic regularly provides lectures and seminars for students in schools as part of the information, education and communication campaign.
Tongson said she hopes that special modules on AIDS prevention and control will be introduced in secondary schools soon.
She noted that most victims are not even aware that they have HIV.
"Sad news for them is the fact that there is no cure or vaccine to stop HIV/AIDS. The good news, however, is there are ways to prevent and control the infection," she said.
A free HIV testing and screening test for syphilis and hepatitis B was conducted as part of the World AIDS Day celebration.
According to UNAIDS estimates, about 33.4 million people all over the world are living with HIV, including 2.5 million children. In 2008, some 2.5 million people were infected with the virus.
AIDS was declared an epidemic in the Philippines by the Department of Health with 4-5 new cases reported every day.

Four VMUF graduates are top 8 placers

FOUR fresh graduates of the Virgen Milagrosa University Foundation (VMUF) in San Carlos City landed 3rd, 4th, 6th and 7th places among the 335 successful examinees in the Radiologic Technologist and X-Ray Technologist Licensure Examinations given in Manila last November 23-24.
A total of 979 took the exams.
The Professional Regulation Commission (PRC) identified the four board placers as Tyrone King A. Valdez, 3rd placer; Knhykk A. Aquino, 4th; Prince June S. Gonzales, 6th; and Jesus A. Pimentel, Jr., 7th.
Program Coordinator Mary Ann Solis of the college of radiologic technology said the school’s college bagged a grand slam record for three consecutive years, starting in 2008, having its graduates among the top ten passers.
Also joining this year’s successful x-ray technologist board examinees are Kim Dave R. Crisostomo, Lalyn M. Ferrer and Sean Kalvin R. Sarque.
The VMUF obtained an impressive 41-percent passing average in this recent exams compared to the national’s 33-percent, and a 100-percent passing in the June 2010 licensure examination.
To date, there are 75 schools of radiology nationwide.
VMUF president Dr. Ma. Lilia Juan, congratulated the four board placers and the new x-ray technologists and commended them for maintaining the academic excellence of the university, keeping it globally competitive.

THE Pangasinan Medical Center, Inc. (PMCI) newly renovated and under new management, was inaugurated on November 29.
Aside from the ribbon cutting and blessing of the building, a ceremony was also held to mark the turnover of PMCI from its former owner, Cesar Duque, to the new administration under the PHINMA group.
PHINMA officials said the new medical center aims to provide quality health care for Pangasinenses and residents from nearby locales.
Present for the occasion were members of the board: Magdaleno B. Albaraccin, Jr.-Vice Chairman PHINMA Management; Dr. Meliton “Chito” B. Salazar, Jr.-President of PMC-PHINMA; Francisco C. Viray- Business Head for Energy and Mining/Chairman of the Board for PMC; Dr. Roy Serrano, Dr. Arlene Ann Sanchez, Dr. Nestor Rivera, Dr. Rodolfo Aquino and Ms. Daisy Montinola.
Mayors Benjamin S. Lim of Dagupan City, Jonas Castañeda of Lingayen and Mayor Irene Libunao of San Fabian and leaders of the various business sectors in Pangasinan witnessed the turn over of management from its former owners led by, Dr. Francisco Duque III, to its new administration.
To express the administration’s heartfelt gratitude for attending the special event, PHINMA provided “Gusto ko sa PMC” discount cards to all guests and people who had been a part of the celebration.
Dr. Viray and Mayor Lim cut the ceremonial ribbon before a Holy Mass was celebrated by Father Andala.
The guests were later ushered around the medical center to view the newly renovated, fully-furnished and well-decorated rooms for patient’s satisfaction, comfort and convenience.

IF given the chance, Pangasinan should host the PRISAA National Games anew in 2013.
This was the sentiment expressed by Atty. Gonzalo Duque, Lyceum-Northwestern University president and former Region 1 president of PRISAA (Private Schools Athletic Association), who said he already submitted his recommendation to the PRISAA national leadership and is hopeful that it will be approved.
Speaking at a ceremony where he accepted an Outstanding Leadership Award from PRISAA Region 1, Duque said he actually recommended that the next national games scheduled next year be held in Pangasinan after the other regions that were scheduled to host it based on a rotational scheme declined the hosting job.
PRISAA officials, however, decided to hold the 2011 games in Metro Manila.
Duque said he was certain that the provincial government of Pangasinan as well as Dagupan City will be more than willing to co-host the Games in 2013 to be held at the Narciso Ramos Sports and Civic Center in Lingayen and other sports facilities in Dagupan.

Lim, Braganza deplore lost revenues

DAGUPAN CITY – Mayor Benjamin S. Lim said Dagupan will lose millions of pesos of revenue allotment from the national government if the Supreme Court reverses the appeal of the League of Cities of the Philippines on the petition of the 16 towns for city hood.
This city’s share of P568 million for 2011 from the national government would be affected if the 16 would-be cities join the 122-strong LCP.
Half of this city’s budget comes from the national government through the internal revenue allotment, while the other half comes from the local revenues.
The Local Government Code or Republic Act 7160 mandates that 23% of the national taxes would be given to the cities.
The acrimony brought by the 16 would-be-cities has been a merry-go-round for the LCP as the case has been decided by the Supreme Court for the umpteenth-time.
In November 2008, the high tribunal declared as unconstitutional the city hood of these municipalities as passed by the 11th Congress
In March and April 2009, the high court denied with a majority of votes in an en banc resolution, and with a 6-6 tied-votes, respectively, the two motions of reconsideration of the Commission on Election on the November 2008 decision of the court.
But in December 21, 2009, the S.C declared the cityhood laws constitutional.
Voting 7-6 this year the high tribunal granted the appeal of the LCP it filed last Jan. 5 against the Dec. 21, 2009 resolution.
According to LCP’s Secretary General and Alaminos City Mayor Hernani Braganza, last June the Supreme Court upheld their appeal.
“Nag-appeal sila for reconsideration so we are just awaiting for the decision. Ang prayer ng LCP ngayon kung pupuede ay itong decision be final already. Kasi the first time ang League of Cities questioned itong pagiging ciudad ng labing anim e the final decision was rendered purposely sa nag-execute na ang decision na ma implement na iyung decision tapos biglang nagbago. M.R, M.R (Motion for Reconsideration) nagka-gulo,” he stressed.
Braganza deplored that in case the high tribunal upheld the petition of the 16 towns with finality, Alaminos City would lose P13 million a year from the national allotment.

Pangasinan searching for funds for Agno flood project
The provincial government is now scrambling to look for funds to finance Phase 3 of the Agno River flood control project after Japan withdrew its financial commitment reportedly due to delays in the implementation of Phase 2.
Board Member Ranjit R. Shahani, who expressed dismay over the development, said it may take three to five years to secure foreign funding from possible sources like Spain, Finland, China and South Korea.
Japan earlier pledged P3.5 billion for Phase 3. Such commitment reportedly expired as a result of the delay in the completion of a flood control segment in Alcala town where landowners allegedly demanded millions of pesos for their mahogany trees that blocked a waterway.
He said it was necessary for the provincial leaders to have an audience with public works and highways Secretary Rogelio Singson to convince him of the necessity to complete the flood control project and have it prioritized for consideration as a flagship project by the National Economic Development Authority.
Pending negotiations for the needed funding, Shahani told the KBP Forum at the Philippine Information Agency Thursday that the province can implement flood mitigating measures like the ongoing clearing up of rivers, dikes repair and desilting of river beds. He urged the municipalities concerned to conduct bayanihan activities for the sandbagging of breached dikes.
The nephew of former President Fidel V. Ramos admitted that he felt dismayed over the botched implementation of big projects initiated by the former Chief Executive to include flood control and the re-regulating pond for irrigation which were both funded by the Japanese government, the Proton car manufacturing plant and the Sual International Port.
Japan reportedly withdrew its financial commitment to the irrigation pond project, a component of the San Roque Multi-Purpose Project, as a result of the killing of peasant leader Jose Doton. The past Arroyo administration eventually secured funding from the Chinese government so that construction began in May last year. The re-regulating pond was expected to be operational in 2013.
Shahani said the province should have sent copies of the decision of the Doton case to the Japan Diet (parliament) to reconsider their stand since the court found out that the killing was not connected to violation of human rights as alleged but a plain murder case, he pointed out.
The board member disagreed with a proposal to abolish the Agno River Flood Control Office just because it failed in completing Phase 2 and subsequently bungled Phase 3.
He said flood control chief Restituto David has agreed to attend the session of the sangguniang panlalawigan anytime soon to shed light on issues affecting his office. David only sent his representatives in the last session. (PIA Pangasinan)

Rimban, an investigative journalist, said mass media carries a great responsibility in the health awareness campaign among people with the dissemination of information on government’s various health programs and other concerned health-related issues.

She pointed out that with the country’s more than 80 billion population, only few among the less fortunate people have access to government’s health programs, and most of poor people die due to lack of health awareness.

In line with this, Rimban told media its major role in the awareness battle, and their efforts can further facilitate the country’s health programs initiatives to be reached even in the most far-flung areas.

However, she asked the media to be more cautious and vigilant while reporting health-related stories as some unverified reports tend to give wrong message to the readers and to the listeners. “Reporting health issues should be guided with sensitivity and responsibility.”

Facilitated by the HealthPRO team led by Yasmin Mapua-Tang, executive director of PRObe Media Foundation, Inc, the holding of media orientation is aimed at encouraging local media practitioners to become regular contributors and spokespersons of the health programs.

The activity has provided the media participants with tips and techniques on health reporting, handouts on how to become an effective health news reporter, and overview of national health situation.

The HealthPRO provides technical assistance to local government units to promote healthy behaviors and practices in family planning and safe motherhood, maternal, newborn and child health, tuberculosis, and HIV-AIDS and other infectious diseases.

PNoy to visit Bani on Dec 7
President Aquino is scheduled to visit Pangasinan on Tuesday, December 7, his first as Chief Executive, to inaugurate the Core Shelter project in Bani town.

Mr. Aquino is expected to arrive at 10 a.m. at the project site in the mountain slopes of barangay Dacap Sur where 100 housing units were ingeniously built thru the combined efforts and resources of the Department of Social Welfare and Development, the municipal government, the UN World Food Programme (UNWFP) and the 600 beneficiaries for their “sweat equity” in helping the “new village” to rise. The beneficiaries were victims of typhoon Emong which devastated the province in May last year.

The new village is called “Burubor ni Ayat” (Mountain of Love).

DSWD provided P7 million for the project, while the municipal government provided the 5-hectare lot including site development and salary of skilled workers. The UN WFP provided the Food for Work in the form of rice allocation amounting to some P2.1 million, according to DSWD Regional Director Leonardo C. Reynoso.

Social Welfare Secretary Corazon “Dinky” Soliman is expected to brief the President on the project.

Calasiao still open for SM, new investors, leaders say

CALASIAO- The mayor here said that there are still enough lands to accommodate big investors like SM Mall in case they want to relocate in this burgeoning town sandwiched by Dagupan and San Carlos Cities.
Mayor Mark Roy Macanlalay said that since lands here are owned and divided by small parcels, high budget investors can emulate what a broker here has done to persuade Robinson Mall to put a branch in a 5.8 hectares area.
“Bago ibinenta sa Robinson ang lupa, meron munang nag middle na tao. Individual na na-consolidate niya iyon (lands). Sino naman ang bibili ng lupa na may problema,” he stressed.
He said that the venue where Robinson is located does not need to be converted anymore from agricultural to commercial land as it is already a commercial area.
“Commercial area na ang lupang iyan. Alam naman natin na nandiyan na ang mga major car companies, Nissan, Honda, Isuzu, at Toyota, “he explained.
Robinson is located in Barangay San Miguel here. Its sprawling edifice alone covers 3.3 hectares in a 5.8 hectare-land. The two-storey mall will be named ‘Robinsons Place Calasiao’, the 30th in the company’s chain of malls around the Philippines. Its amenities include four movie houses, food chains, shops, department store, and supermarket.
According to Vice Mayor Roy Macanlalay, the mayor’s father, Robinson would be operational on September next year.
The mayor said that the management of the mall told him they would give priority to hire his constituents for employment in the giant store.
He disclosed that the management sees that hiring people from this town is economically sound as workers would not be burdened to pay more in terms of fare if they would come from towns and cities outside of this first class municipality.
Aside from Robinson, another big-time investor would start the construction of this month of its branch located in the poblacion area. Magic Mall of Companies, known for its chain of stores all over Pangasinan, has joined the mall rush in this town.
Meanwhile, Macanlalay disproved the criticism of foreign investors that applying for business in the Philippines take months.
He said his town is investor friendly. He stressed that an applicant who has a complete document will get his business permit in half-a-day from his office.

Pathetic Law Makers; The Koreans are coming!

The reasons I seldom watch the deliberations of the members of the provincial board (Sangguniang Panlalawigan) of Pangasinan is because many of them there are intellectually nobodies. Some are mini-Lito Lapids who could hardly mumble a correct sentence in English in a debate or in an interview.
Last Wednesday, for some unknown reasons, I found myself at one of the side benches of the August Chamber as some department heads justified their 2011 budgets.
Susmariosep, before their budget could be approved some of them were asked by a board member if they could identify and name the surname of each of the members of the committee that heard the province’s more than P1.8 billion budget.
Like an over confident grade schooler, each of these heads recited with flourish in a microphone the names of the solons.
Like a well-orchestrated puppet-show their subordinates who were seated at the back and side rows relished the exceptional stunts by their superiors.
What made this treat preposterous? Each of the board members has a bold nameplate placed on their table to identify them.
I don’t care if the heads cheated on the identification test. What I care is the way our dads handle the appropriation of millions of pesos of precious public funds.
“This is not only a waste of public funds, this is also a waste of precious power supply and saliva,” I told an amused but disgusted media men there.

Lim, Braganza deplore lost revenues

DAGUPAN CITY – Mayor Benjamin S. Lim said Dagupan will lose millions of pesos of revenue allotment from the national government if the Supreme Court reverses the appeal of the League of Cities of the Philippines on the petition of the 16 towns for city hood.
This city’s share of P568 million for 2011 from the national government would be affected if the 16 would-be cities join the 122-strong LCP.
Half of this city’s budget comes from the national government through the internal revenue allotment, while the other half comes from the local revenues.
The Local Government Code or Republic Act 7160 mandates that 23% of the national taxes would be given to the cities.
The acrimony brought by the 16 would-be-cities has been a merry-go-round for the LCP as the case has been decided by the Supreme Court for the umpteenth-time.
In November 2008, the high tribunal declared as unconstitutional the city hood of these municipalities as passed by the 11th Congress
In March and April 2009, the high court denied with a majority of votes in an en banc resolution, and with a 6-6 tied-votes, respectively, the two motions of reconsideration of the Commission on Election on the November 2008 decision of the court.
But in December 21, 2009, the S.C declared the cityhood laws constitutional.
Voting 7-6 this year the high tribunal granted the appeal of the LCP it filed last Jan. 5 against the Dec. 21, 2009 resolution.
According to LCP’s Secretary General and Alaminos City Mayor Hernani Braganza, last June the Supreme Court upheld their appeal.
“Nag-appeal sila for reconsideration so we are just awaiting for the decision. Ang prayer ng LCP ngayon kung pupuede ay itong decision be final already. Kasi the first time ang League of Cities questioned itong pagiging ciudad ng labing anim e the final decision was rendered purposely sa nag-execute na ang decision na ma implement na iyung decision tapos biglang nagbago. M.R, M.R (Motion for Reconsideration) nagka-gulo,” he stressed.
Braganza deplored that in case the high tribunal upheld the petition of the 16 towns with finality, Alaminos City would lose P13 million a year from the national allotment.

Pangasinan searching for funds for Agno flood project
The provincial government is now scrambling to look for funds to finance Phase 3 of the Agno River flood control project after Japan withdrew its financial commitment reportedly due to delays in the implementation of Phase 2.
Board Member Ranjit R. Shahani, who expressed dismay over the development, said it may take three to five years to secure foreign funding from possible sources like Spain, Finland, China and South Korea.
Japan earlier pledged P3.5 billion for Phase 3. Such commitment reportedly expired as a result of the delay in the completion of a flood control segment in Alcala town where landowners allegedly demanded millions of pesos for their mahogany trees that blocked a waterway.
He said it was necessary for the provincial leaders to have an audience with public works and highways Secretary Rogelio Singson to convince him of the necessity to complete the flood control project and have it prioritized for consideration as a flagship project by the National Economic Development Authority.
Pending negotiations for the needed funding, Shahani told the KBP Forum at the Philippine Information Agency Thursday that the province can implement flood mitigating measures like the ongoing clearing up of rivers, dikes repair and desilting of river beds. He urged the municipalities concerned to conduct bayanihan activities for the sandbagging of breached dikes.
The nephew of former President Fidel V. Ramos admitted that he felt dismayed over the botched implementation of big projects initiated by the former Chief Executive to include flood control and the re-regulating pond for irrigation which were both funded by the Japanese government, the Proton car manufacturing plant and the Sual International Port.
Japan reportedly withdrew its financial commitment to the irrigation pond project, a component of the San Roque Multi-Purpose Project, as a result of the killing of peasant leader Jose Doton. The past Arroyo administration eventually secured funding from the Chinese government so that construction began in May last year. The re-regulating pond was expected to be operational in 2013.
Shahani said the province should have sent copies of the decision of the Doton case to the Japan Diet (parliament) to reconsider their stand since the court found out that the killing was not connected to violation of human rights as alleged but a plain murder case, he pointed out.
The board member disagreed with a proposal to abolish the Agno River Flood Control Office just because it failed in completing Phase 2 and subsequently bungled Phase 3.
He said flood control chief Restituto David has agreed to attend the session of the sangguniang panlalawigan anytime soon to shed light on issues affecting his office. David only sent his representatives in the last session. (PIA Pangasinan)

Bani, Pangasinan (07 December) -- President Aquino said Pangasinan will definitely get enough support from the national government notwithstanding political affiliations among the top leaders.
The Chief Executive clarified he had no problems with Gov. Amado T. Espino, Jr. so that he would give support to projects that redound to the benefit of the people. "Tulad ng project na ito, napaka-efficient," he said referring to the Core Shelter project which he inaugurated Tuesday in sitio Olanen, Dacap Sur in this town.
The project pushed thru because of the full cooperation and support among the concerned agencies - municipal government, Department of Social Welfare and Development, United Nations World Food Programme and the beneficiaries.
"Wala akong problema kay Governor Espino," he said in reply to a question during a press conference if the province would still get its fair share of projects from the national government considering that the governor belongs to another party.
Espino's absence during the President's first visit to Pangasinan was the subject of conversation between local officials and the media before the President arrived.
Mayor Marcelo Navarro, Jr. refused to elaborate on reasons surrounding Espino's absence. He only told newsmen that the governor did not consider him as friend although he had extended his arm of friendship to him after the elections.
Navarro and Alaminos City Mayor Hernani Braganza led local officials in welcoming the Chief Executive who arrived at the site at around 10:40 a.m. Also on hand to welcome him were former Gov. Victor E. Agbayani, sixth district Board Member Ranjit R. Shahani and former Vice-Gov. Oscar B. Lambino who are all Liberal Party stalwarts.
Also asked on his stand on proposed mining activities in Pangasinan, he said that exploitation of mineral resources is all right if it redounds to the benefit of the community especially on provision of employment. "Kung katanggap-tanggap, hindi ako magiging hadlang," he said.
He clarified that he would like to be considered more as pro-employment rather than pro-mining. The western section of Pangasinan is said to be rich in mineral resources. Years back, there were attempts to open cement plants in Bolinao and Agno but proponents backed out after people from said areas protested against such plans.
Mr. Aquino said he had an open mind to it as long as the activities comply with environmental laws and policies and subsequently generate more jobs.
On the Alaminos airport project, he said he would check if it qualifies under the Public-Private Partnerships (PPA) scheme. He lauded the efforts of City Mayor Hernani Braganza to bring that big project to his city.
He also said he would check on the status of the Sual International Seaport project if it can be considered under PPA.

Urdaneta City is very strategically located in the central part of eastern Pangasinan, and is traversed by the Manila North Road (formerly MacArthur Highway) virtually bisecting the locality into the west and east side. History and Culture

On January 5, 1858 the municipality of Urdaneta was borne in the eqastern part of Pangasinan. History links this city to that famous aide of Spanish explorer, Ferdinan Magellan - that is - Father Sinon de Urdaneta, a soldier, navigator and cosmographer after whom the city was named.

Another priest helped found Urdaneta, that is, Father Nicolas Manrique Alzonzo with the help of hardy pioneers from the Ilocos provinces. The begining was the clearing of a vast forest that was Urdaneta then followed by the erection of the Urdaneta Roman Catholic Church and convent, followed later by a fluorishing village organized into a town which later became the municipality of Urdaneta.

Other theorists, however are of the opinion that the name Urdaneta stems from the term, "Organeta," meaning "little organ" or "Little unit" considering that at that time the place was composed of portions of barrios of adjacent towns where travellers and traders converged.

Today, Urdaneta City still serves as a strategic point of convergence for travellers and traders north of manila, linking several key cities and provinces. It became a city in 1997 by virtue of Republic Act No. 8480.

Metro Urdaneta

In keping true to its role as a central toursim hub, Metro Urdaneta is at least thirty to fourty minutes away from many eco-tourism and other fun activities. Within metro Urdaneta, one can visit the Balungao Hot Springs, go river rafting or canoeing down the mighty Agno River in Rosales, go mountain biking in the foothills of “Marlboro Country” in Umingan or engage in water sports in the reservoir formed by damming the Agno River at the site of the San Roque Multi-Purpose Project in San Manuel.

Hundred Islands

● Colibra Island, in Dasol has a beautiful shoreline; clear waters that is good for for diving and snorkeling. The island’s beach however has no shade. So be prepared to get a dark tan.

● Tondol Beach in Anda town offers a long stretch shallow and calm waters. Ideal for sunbathers.

● Arnedo Beach also in Bolinao offers several resorts, some with surfing facilities with reasonable rates.

How to get to Pangasinan:

By Car:

Your fastest route from Metro Manila is to take EDSA from ShoeMart North and get off on the Northern Luzon Expressway (NLEX) and from NLEX trasnfer onto the Subic-Clark-Tarlac Expressway (SCTEX) and getting off at Hacienda Luisita which has a series of internal roads leading straight to MacArthur Highway and on to the towns of Rosales and Villasis and ultimately Urdaneta City (travel time is about 3 to four hours). If you want to shave an hour off the trip; it is strongly suggested that you leave Metro Manila by four a.m. before traffic starts to build uo and then catch an early breakfast at Hacienda Luisita where there is a Pancake House, Starbucks and Jollibbee waiting for travellers.

By Bus:

Catch a bus from Manila going to Alaminos, Pangasinan. From center of Alaminos City, there are tricycles and jeepneys that ply the 3 kilometer route to Lucap town where the Public Assistance Center for the Hundred Islands National Park is located. The center also accepts reservations for accommodations to the islands. From the center, motorized boats (banca) can be hired for a trip to the islands.

345 MW San Roque Multipurpose located in San Manuel, Pangasinan Power Generation Hub

Near Metro Urdaneta is the municipality of San Manuel, which is the site fo the 345 megawatt San Roque Multipurpose Project, considered to be the biggest man-made dam in Southeast Asia. Also within Pangasinan is the 1200 megawatt Sual Coal Fired Power Plant, with both power generation projects supplying power to the Luzon Grid. Industrial Potential

Pangasinan aims to become an ecologically balanced and environmentally stable world-class center for tourism, trade, agriculture and industry in the Asia-Pacific region. Pangasinan is the biggest province in the Ilocos Region, covering an area of 5,368 square kilometers. Much of the land is flat and devoted to agriculture and the province has the highest amount of irrigated fields in the region. The Lingayen Gulf is a rich fishing ground and is a major source of marine products. A joint Filipino-Japanese corporation is building a US$ 10-million wind-solar power plant here next year in a tie-up with the Philippine National Oil Company (PNOC).

Mike Euda, president of the Mecaro Rio Dista Energy Corporation whose major partner is Toyota Corporation of Japan, said his company is building the project on a part of a 60-hectare property made available by the municipal government of Bani headed by Mayor Marcelo Navarro Jr.

The site is Bani?s counterpart to the project in its bid to produce five megawatts of electricity from a mixture of solar and wind energy, said Euda.

Pointing out that the town is among five sites chosen by the company, Euda said at least 20 percent of the five megawatts will come from wind energy and the rest from solar energy.

Euda?s company earlier set up an instrument in Bani facing the South China sea to measure wind velocity.

Mayor Navarro told newsmen that the company found strong wind velocity at night but a little bit poor velocity during the day, thus he said, the company has decided to instead produce a mixture of solar and wind energy.

In a talk to newsmen on Tuesday, Euda said solar power is a simple source of energy and poses no risk to the environment. Besides, the sun is everywhere during most part of the year in the Philippines.

In developing a combination of solar and wind power plant, the company hopes to channel its energy output to the Luzon Grid to be able to help reduce the power deficiency in the country next year, pegged at 300 megawatts in Luzon only.

While selling its energy output to the National Power Corporation, it will also make ice to supply the needs of fishermen of Bani doing offshore fishing in the South China Sea.

Euda said his company will ride on the program of its partner PNOC Renewable Corporation in producing additional power for the country in a bid to help bring down the expected power shortfall.

Aside from Bani, the Mecaro Rio Dista Company is also building a similar power plant in four other areas in the country next year, among them Bacolod City and Ormoc City.

Bani, he said, is the first among these five sites to have its own wind-solar power plant.

?With the wind vellocity in Bani not being constant, we have to develop here a combination of wind and solar plant,? Euda explained.

Euda said the company has a new technology, the Nano technology, which is not conventional, which it will use in tapping energy from the sun.

He said the technology -- a module-type solar system -- does not only come from Japan but also from Germany. The project has proto-types in Brunei and Japan.

While Mecaro will take care of the technology, PNOC will market the energy to the National Power Corporation, through the Luzon Grid now under the National Grid Corporation of the Philippines

Euda assured that construction of the power plant starts next year even as he announced that technicians of the company are now choosing what part of the 60-hectare property made available by the municipal government of Bani is the most feasible area.

Stressing that the cost of the power plant is expensive, Euda revealed that the facility is expected to have a return of investment in five years, adding that this is on continuous use for 25 to 30 years. (PNA)

A joint Filipino-Japanese corporation is building a US$ 10-million wind-solar power plant here next year in a tie-up with the Philippine National Oil Company (PNOC).

Mike Euda, president of the Mecaro Rio Dista Energy Corporation whose major partner is Toyota Corporation of Japan, said his company is building the project on a part of a 60-hectare property made available by the municipal government of Bani headed by Mayor Marcelo Navarro Jr.

The site is Bani?s counterpart to the project in its bid to produce five megawatts of electricity from a mixture of solar and wind energy, said Euda.

Pointing out that the town is among five sites chosen by the company, Euda said at least 20 percent of the five megawatts will come from wind energy and the rest from solar energy.

Euda?s company earlier set up an instrument in Bani facing the South China sea to measure wind velocity.

Mayor Navarro told newsmen that the company found strong wind velocity at night but a little bit poor velocity during the day, thus he said, the company has decided to instead produce a mixture of solar and wind energy.

In a talk to newsmen on Tuesday, Euda said solar power is a simple source of energy and poses no risk to the environment. Besides, the sun is everywhere during most part of the year in the Philippines.

In developing a combination of solar and wind power plant, the company hopes to channel its energy output to the Luzon Grid to be able to help reduce the power deficiency in the country next year, pegged at 300 megawatts in Luzon only.

While selling its energy output to the National Power Corporation, it will also make ice to supply the needs of fishermen of Bani doing offshore fishing in the South China Sea.

Euda said his company will ride on the program of its partner PNOC Renewable Corporation in producing additional power for the country in a bid to help bring down the expected power shortfall.

Aside from Bani, the Mecaro Rio Dista Company is also building a similar power plant in four other areas in the country next year, among them Bacolod City and Ormoc City.

Bani, he said, is the first among these five sites to have its own wind-solar power plant.

?With the wind vellocity in Bani not being constant, we have to develop here a combination of wind and solar plant,? Euda explained.

Euda said the company has a new technology, the Nano technology, which is not conventional, which it will use in tapping energy from the sun.

He said the technology -- a module-type solar system -- does not only come from Japan but also from Germany. The project has proto-types in Brunei and Japan.

While Mecaro will take care of the technology, PNOC will market the energy to the National Power Corporation, through the Luzon Grid now under the National Grid Corporation of the Philippines

Euda assured that construction of the power plant starts next year even as he announced that technicians of the company are now choosing what part of the 60-hectare property made available by the municipal government of Bani is the most feasible area.

Stressing that the cost of the power plant is expensive, Euda revealed that the facility is expected to have a return of investment in five years, adding that this is on continuous use for 25 to 30 years. (PNA)

Lingayen Gulf

The Lingayen Gulf is an extension of the South China Sea on Luzon in the Philippines stretching 56 kilometres (35 mi). It is framed by the provinces of Pangasinan and La Union and sits between the Zambales Mountains and the Cordillera Central. The Agno River drains into Lingayen Gulf.

Main article: Invasion of Lingayen Gulf
During World War II, the Lingayen Gulf proved a strategically important theatre of war between American and Japanese forces. On the 22 December 1941, the Japanese 14th Army under Lieutenant General Masaharu Homma landed on the Eastern part of the gulf at Agoo, Caba, Santiago and Bauang, where they engaged in a number of relatively minor skirmishes[1] with the defenders, which consisted of a poorly equipped contingent of predominantly Filipino and American troops, and managed to successfully invade and occupy the gulf. Following the defeat, the next day General MacArthur issued the order to retreat from Luzon and withdraw to Bataan. For the next three years, the gulf remained under Japanese occupation prior to the Lingayen Gulf Landings.

At9.30 AM, January 9, 1945, the US 6th Army conducted an amphibious landing on the gulf, following a devastating naval bombardment, with 68,000 troops landing on the first day alone and a total of 203,608 in subsequent landings along a 20-mile (32 km) beachhead, stretching from Sual, Lingayen and Dagupan (XIV Corps) to the west, and San Fabian (I Corps) in to the east. The total number of troops under the command of MacArthur was reported to have even exceeded the number that Eisenhower controlled in Europe[2].

Despite their success in driving out the Japanese army stationed there, they suffered relatively heavy losses, particularly to their convoys due to Kamikaze suicide attacks. From January 4 - 12, a total of 24 ships were sunk and 67 damaged by Kamikaze planes, including the battleships USS Mississippi and USS Colorado (accidentally hit by friendly fire), light cruiser USS Columbia, and minesweepers USS Long and the USS Hovey [2]. Following the landings, the Lingayen Gulf was turned into a vast supply depot for the rest of the war to support the American and Filipino assault on Manila.
Commemoration
On January 9, 2008, Gov. Amado Espino, Jr. and Vice Gov. Marlyn Primicias-Agabas institutionalized the commemoration to honor the war veterans. The resolution named January 9 as Pangasinan Veterans’ Day. In the 63rd anniversary commemoration of the Lingayen Gulf Landing, President Fidel Ramos appealed to US President George W. Bush for 24,000 surviving war veterans, to pass two legislative bills pending since 1968 at the US House of Representatives – the Filipino Veterans’ Equity Act of 2006 and the Filipino Veterans’ Equity of 2005 sponsored by former Senator Daniel Inouye.[3]

Features
The gulf has numerous islands, the most famous of which are in the Hundred Islands National Park. This tourist attraction features 123 islands, the majority of which are relatively small in size. A number of cities are found along the gulf's coast such as Dagupan City and Alaminos City in Pangasinan, and San Fernando City in La Union. Lingayen, the capital of Pangasinan also lies on the shores of the gulf.

Economy
Fishing and salt-making are the primary industries on Lingayen Gulf. In fact, the name Pangasinan literally means “place where salt is made” in Tagalog. Salt is collected from seawater through evaporation, leaving the crystalline salt behind.

Princess Urduja ancient accounts say, was a 14th century woman ruler of the dynastic Kingdom of Tawalisi in Pangasinan, a vast area lying by the shores of the Lingayen Gulf and the China Sea. Pangasinan was an important kingdom then, and the sovereign was equal to the King of China. Known far and wide, Princess Urduja was famous for leading a retinue of woman warriors who were skilled fighters and equestrians. They developed a high art of warfare to preserve their political state. "These womenfolk took to the battlefields because the male population was depleted by the series of wars which came with the rise and prominence of the Shri-Visayan Empire in the sixth to the 13th centuries," the accounts said. Strong and masculine physique, they were called kinalakian or Amazons.

The saga of this unique princess was the stuff of legend. Parents and teachers tell her story like they would a fairytale, or the biography of Gabriela Silang, an 18th-century revolutionary, or Tandang Sora, a granny who fed members of the Katipunan.

The legend of Princess Urduja can be attributed to the famous story of Mohammedan traveler, Ibn Batuta of India. In 1347 he was a passenger on a Chinese junk, which has just come from the port of Kakula, north of Java and Sumatra and passed by Pangasinan on the way to Canton, China.
Urduja, who had a particular fascination for the renowed "Pepper Country"--pepper being considered black gold then--was quoted by Batuta as saying, "I must positively go to war with that country, and get possession of it, for its great wealth and great forces attract me."

For a time, feminists tried to revive the Urduja story but were discouraged to learn that Batuta's account of the voyage to Tawalisi was labeled as either an intrigue or a fantasy. Scholars, considering the story absurd, declared Urduja a myth.

The Philippines' national hero Dr. Jose Rizal, in Dr. Austin Craig's 1916 paper
"Particulars of the Philippines' Pre-Spanish Past" was quoted as saying in one of his letters: "While I may have doubts regarding the accuracy of Ibn Batuta's details, I still beleive in the voyage to Tawalisi". He went as far as to calculate the distance and time of travel from the port of Kakula. Rizal's commentary was triggered by a scholar, Sir Henry Yule, who wrote in his time that: "Tawalisi may be found only in a Gulliver geography."

Today, years after scholars have passionately debated whether the 14th-century heroine is a product of mythology or history, Princess Urduja continues to fascinate Filipinos. In Pangasinan, the Governor's office building in the coastal town of Lingayen is called the Urduja Palace. So is a hotel along the highway.

Urduja's name still has great resonance among the Ibaloi, one of the major ethnolinguistic tribes in the Cordillera region. Dr. Morr Tadeo Pungayan, a respected scholar of Ibaloi culture and professor at the St. Louis University of Baguio City, said, "Linguistically, Urduja is Deboxah (pronounced Debuca) in Ibaloi. We've always had a woman named Deboxah from time immemorial among the genrations of Ibaloi. The name usually describes a woman of strong quality and character who's nobly descended. That name is an Ibaloi name. That's why Ibaloi trace their ancestry from Urduja".

The Cordillera tribes, also known collectively as Igorots, pride themselves as being the only ethnic group that doesn't talk about the origin of man according to Spanish chronicles. Among the tribes, genealogy and family history are orally passed history. The Ibaloi, just like other highland tribes, could easily trace their ancestry. This is ensured by their custom of naming newborns after ancestors to help keep their memory alive and evoke affection and protection.

"No Ibaloi will bear the name of an ancestor unless she's related," Dr. Pungayan explained. While the Bontoc tribe bestows the name of an ancestor to a grandchild, the Ibaloi style is namesaking the great-grandchild, he added.

A book on the history of Benguet province, written by Anavic Bagamasbad and Zenaida Hamada-Pawid, shows the Benguet genealogy tracing tribal family lines from the year 1380 to 1899. The book says, "The extent of inter-settlement alliances is climaxed in the memory of Tublay informants with the reign of Deboxah, Princess Urduja, in Pinga. She's acknowledged as the granddaughter of Udayan, an outstanding warrior of Darew. Her death signaled continuous decline of kinship and alliance between highland and lowland settlements."

The Darew mountain range is remembered as the earliest settlement in the mining town of Tublay. The close relations between the Cordilleras and Lingayen are well-accounted for in Batuta's chronicle. It said that the Kingdom of Tawalisi was very extensive, including the vast areas up to the fringes of the Benguet mountains and the Cordillera ranges in the east of Luzon.
Th ruler, Batuta further said,"possesses numerous junks with which he makes war upon the Chinese until they sue for peace and consent to grant him certain concessions."

Despite recent research, however, most academicians remain cold to oral history, saying that such accounts still have to pass through stringent rigors of scholarship.

Today, some historians consider the issue of Urduja's historicity as closed. Compounding the issue is the lack of archaelogical evidence on the existence of the Shri-Visayan Empire. In fact, other aspects of Philippine history are being doubted,too, especially since the late William Henry Scott, an American historian in the Cordillera, proved that the so-called pre-Hispanic laws--the Kalantiaw and Maragtas Codes--were faked or invented by psuedo historians who only wanted fame or riches for themselves.

Dr. Jaime Veneracion, the University of the Philippines head of history department, said that the old Chinese scripts which may have chronicled Urduja's kingdom have remained inaccessible for their archaic language and calligraphy.

But history buffs like writer Ed Reyes remain undaunted. He says: "The researchers aren't conclusive, given the fact that the Philippine history has only been covered in writing for the last 500 years".

Classes of 20 dolphins off Alaminos City identified

The classes of 20 dolphins spotted in Lucap Bay off Alaminos City Monday afternoon till evening had been finally identified based on the descriptions made by members of the Bantay Dagat in that city who first saw the sea mammals and extended protection to them.

Dr. Westly Rosario, chief of the National Integrated Fisheries Technology Development Center (NIFTDC) in Dagupan City, said based on the descriptions made to a team he sent to Alaminos on Tuesday at the request of City Mayor Hernani Braganza, there were three classes of dolphins that were seen at Lucap Bay.

The team, composed of personnel who earlier trained on how to identify and take care of cetaceans (sea mammals), brought with them photos of different kinds of dolphins which were shown to Bantay Dagat members who saw the dolphins.

?From the descriptions provided to the team, it seems that the dolphins that were seen swimming in pod on Lucap Bay, near the Hundred Islands National Park (HINP) were Spinner Dolphins, Bottle-Nose Dolphins and Risso Grampus Griseus Dolphins,? Rosario said.

He said these were also some of the classes of dolphins that were collected and have died from various shores of Pangasinan and whose remains were buried in the world?s first fish cemetery inside NIFTDC.

Based on the classes of some of the dolphins buried at the fish cemetery, there can be no mistake that what were seen in Alaminos City were spinner, bottle-nosed and Risso Grampus Griseus dolphins, said Rosario.

Rissos are dolphins that looked like whales since they have no snouts, a facial feature which is present in bottle-nosed dolphins, Rosario said.

It was a 500-kilo Rissos dolphin that was confiscated by the Bureau of Fisheries and Aquatic Resources (BFAR) in San Fabian town a few years ago after it was already slaughtered by fishermen.

Nevertheless, its remains of the mammal were buried in the center?s fish cemetery.

Rosario admitted that the spinner dolphin and the long-snout dolphin have similarities but have different peculiarities underwater.

He said a dwarf sperm whale, that is considered a dolphin and not a whale, also appears indigenous in the Lingayen Gulf and one of these was collected dead in Lingayen and similarly buried in the fish cemetery.

Rosario said there are two obvious reasons why dolphins go to shore. One of these is when they are weak and need to recharge in flowing water, which is usually located in the mouths of rivers, and when there is scarcity of food in mid-sea and found the shore to be teeming with natural food.

He considers this as the period of the year in the Lingayen Gulf when mother shrimps are laying their eggs, admitting that there is a big river near the Hundred Islands where the shrimps are going during the spawning season.

Rosario explained that the second reason (availability of food in the shoreline) is the most feasible reason why dolphins go to the shore at this time of the year, as Alaminos Mayor Braganza personally confirmed that none of the dolphins that were spotted appeared to be weak.

Asked why the dolphins were seen in a group of 20, Rosario said the dolphins by nature are gregarious or very sociable mammals and when they swim in pod, it indicates that they were in healthy state.

He said this pod of dolphins are just within the vicinity of the Lingayen and may go back again near the shore to take in more shrimps for food .

The mouth of a river, Rosario explained, is the most productive part of the marine environment because it is there where natural food of the fish, called plankton, or organisms can be found.

The sea mammals, he said, feed on fish that feed on fry of different kinds of fish that are teeming in mouths of rivers. (PNA)

LINGAYEN -- Several officials of Pangasinan led by Governor Amado Espino were disappointed that they were not invited in the first official visit of President Benigno Aquino III in the province.


The President was in Bani town Tuesday to lead the launching of a housing project in the area spearheaded by the Department of Social Welfare and Development (DSWD) and the United Nations World Food Program (UNWFP).



But Espino, along with first district Representative Jesus Celeste and majority of the mayors, was not invited during the event.


"This is unusual and this has never happened before," said Lingayen Mayor Ernesto Castañeda, citing that he too had not received any invitation from the Presidential Management Staff (PMS).


In an interview, Espino also said that he did not attend because he was not also invited.


"The visit is the call of the PMS. The Presidential Security Group and the host local government unit," he noted.


Usually, it is the local officials headed by the governor who welcome the President in a visit to any locality. But this did not happened Tuesday.


Instead, local Liberal Party stalwarts met the President in his Pangasinan visit.


Of the 48 mayors, only two were present, namely: Bani Mayor Marcelo Navarro Jr. and Alaminos City Mayor Hernani Braganza.


Also in attendance were Board Member Ranjit Ramos Shahani, former governor Victor Agbayani, and former vice governor Oscar Lambino. They were all allies of Aquino. (Liway C. Manantan-Yparraguirre/Sunnex)

LINGAYEN – President Benigno Aquino III on Tuesday inaugurated the “Burubor ni Ayat", Fountain of Love, shelter project of the Department of Social Welfare and Development (DSWD) in the village of Dacap Sur in Bani town.


Joining Aquino were DSWD Secretary Dinky Soliman and representatives from the United Nations World Food Program (UNWFP), the government’s partner in the housing project.



Also in attendance were Board Member Ranjit Ramos Shahani, former governor Victor Agbayani, former vice governor Oscar Lambino, Bani Mayor Marcelo Navarro and Alaminos City Mayor Hernani Braganza.


Constructed at “Burubor ni Ayat” housing site are 100 housing units that will benefit at least 470 individuals.


The beneficiaries were all victims of typhoon Emong.


The DSWD has also built shelter units in Rosales town while another undertaking is currently being developed in Sta. Barbara town. (Liway C. Manantan-Yparraguirre)

Alaminos City Airport gets higher priority

BANI—Could politics be still be a criterion in determining priorities for projects under the Aquino administration?
This question was raised by Capitol observers after President Benigno Aquino III confirmed that the Alaminos airport is part of his administration’s priority projects while he seemed unaware of the status of the Sual Seaport Development Project.
Both projects already broke ground in the early part of this year and have started some work with initial funding from the government.
The Alaminos Airport was proposed and is being pushed by Mayor Hernani Braganza, a known ally of the President.
On the other hand, the Sual seaport is an initiative of Governor Amado Espino Jr. who comes from another political party.
P-Noy made his first official visit to the province last Tuesday but did not meet up with Espino as the governor was not invited by Bani Mayor Marcelo Navarro Jr. to the inauguration of the Core Shelter Assistance Project of the Department of Social Welfare and Development in the town.
The inauguration was the President’s main activity during the visit.
Aquino, in a media conference after the inauguration, said the Alaminos airport is deemed an important project to help attract more visitors to the Hundred Islands National Park (HINP), considered as one of the main tourist infrastructures in the country.
"I don't think it (airport) is one of the PPP (Public-Private Partnership) projects that we have ruled out,” Aquino told newsmen.
Land acquisition for the runway of the proposed airport started early this year using initial funds given by the Department of Transportation and Communication (DOTC)
Meanwhile, P-Noy said he will have to check if the Sual seaport is included in the book of PPP projects.
The Sual seaport also involves the DOTC as well as the Philippine Ports Authority (PPA), the provincial government and the municipality of Sual.–LM

WILL dolphins soon be regular ‘visitors’ around the Lingayen Gulf?
This question came to mind among environmentalists when some 20 dolphins were sighted anew in Alaminos City last week.
Dr. Westly Rosario, National Integrated Fisheries Technology Development Center (NIFTDC) chief, said based on descriptions made by members of Alaminos City's Bantay Dagat, there were at least three families of dolphins that were in the flock, among them the Spinner dolphin, the Bottle-Nosed dolphin and the bigger Risso Grampus Griseus dolphins.
Members of the Bantay Dagat who first spotted the sea mammals swimming in pods off Lucap Bay were assisted in identifying the dolphins with the aid of file photos shown by a team whose members were earlier trained to identify and distinguish cetaceans (sea mammals).
Rosario sent the team upon the request of Mayor Hernani Braganza.
He said the sighted dolphins have similarities with the traits of dead dolphins which the Bureau of Fisheries and Aquatic resources had collected in various shores of Pangasinan and whose remains are now buried in the world’s first fish cemetery inside NIFTDC.
Rosario theorized that the dolphins entombed in the NIFTDC fish cemetery belong to the same family.
The Risso dolphins, also commonly called grampus, explained Rosario, look like whales since they have no snouts, a facial feature of the Bottle-Nosed dolphins.
Rosario said the spinner and long-snout dolphins have similarities but have different peculiarities when already under water.
The Bantay Dagat members said they did not see any dwarf sperm whale in the pod, which is considered a dolphin and not a whale, and a kind of dolphin that could be indigenous to the Lingayen Gulf.
Braganza said upon seeing the dolphins, the Bantay Dagat team patrolled Lucap Bay to ensure that no harm comes to the sea 'visitors'. The mammals were eventually guided back to the deeper part of the sea.
Rosario said dolphins are by nature gregarious or very sociable mammals and swimming in a pod is an indication that they are in a healthy state.
He added dolphins and other sea mammals swim towards the shore of the Lingayen Gulf at this time of the year when they are feeling weak and need to recharge in flowing water before returning to the deeper portion of the sea or to forage for food.
The mouth of a river is considered as the most productive part of the marine environment because it is there where natural food of the fish, called plankton qand small organisms can be found.
Sea mammals usually feed on fish that feed on fry of other kinds of fish.
This period of the year is considered as the spawning season for shrimps or alamang, a natural food of other fish and mammals.
He said this pod of dolphins just move within the vicinity of the Lingayen and may return again near the shore for food. —LM
