DAGUPENOS can now look forward to drinking pure, clean water from the faucet, no longer from water bottled commercially.
The World Bank, Department of Health and the city government of Dagupan are partnering to bring a modern water treatment facility to assure safe, potable water in some remote barangays and ensure overall sanitation.
The WB, in implementing its Water Supply and Sanitation Program (WSP) thru its flagship health program, Sustainable Sanitation in East Asia – Philippines Program (SuSEA-Philippines), aims to improve sanitation systems worldwide, with Dagupan serving as one of the pilot sites.
SuSEA-Philippines is a three-year program intended to accelerate sanitation progress by supporting long-term sustainable frameworks for “pro-poor sanitation services” that will improve environmental health and quality of life.
World Bank Consultant for Sanitation Carlito Santos Jr. recently visited the city to meet with Mayor Benjamin Lim fort he purpose of identifying potential sites for the construction and installation of a wastewater treatment facility in the city.
Santos said the WB, with funding from the Swedish International Development Cooperation Agency (SIDA) Trust Fund, has allocated as a grant $20,000 for the feasibility study and $50,000 dollars to build the infrastructure.
“Seventy percent of the $50,000 will be the city’s counterpart,” Santos said.
Dr. Leonard Carbonell, city health officer, confirmed that based on their baseline study in 2007, grade four pupils in five elementary schools in the city are suffering from intestinal parasitism and gastroenteritis due to poor sanitation practice.
Trying to reduce the number by at least 25 percent, the City Health Office conducted de-worming and sanitation education among children to teach them the importance of using sanitation facilities.
As of October this year, Carbonell said the number was reduced to at least 50 percent in Pantal and 25 percent in Pugaro.
This year, beneficiaries of the program will be the relocation areas and the Gawad-Kalinga community both in Bonuan. (CIO)

Wi-Fi ZONE AT THE CAPITOL– Visitors and students have found a convenient and comfortable way to enjoy social networking via the Internet in Lingayen. The location is the Capitol, which is showing the way to enhance information exchange, and technology with unlimited access through it's newly designated free Wi-Fi zone.

LINGAYEN–Visitors at the Capitol Complex here, including the beachfront area, can now enjoy free wireless Internet access.
Governor Amado Espino Jr. said the installation of the Wi-Fi facility is intended to serve students as well as attract more visitors to the Capitol.
Two Internet routers, one each at the front and back of the Capitol building, were installed with a range of 350 meters and a bandwidth of 1 mbps each.
Mary Rose Rosas, a senior high school student of the Pangasinan National High School, said the facility has been a great help to students like her because “I don’t need to go to computer shops anymore just to do my assignments and research works.”
Ronnielyn Amorsolo, a 4th year high school student of Saint Columban’s Institute, echoed the same sentiment adding that she a enjoys the surroundings of the Capitol, which have been refurbished by the Espino administration

Or I think you can also pass De Venecia Hiway 2 sa may Lucao (Lucao to Dawel Hiway) at mayroon din entrance doon sa mga palaisdaan.

LONG OVERDUE
LINGAYEN–The Pangasinan Historical and Cultural Commission (PHCC) is now established to institutionalize the documentation of the province’s rich history and culture.
The Sangguniang Panlalawigan passed Provincial Ordinance No. 9-2010, authored by Board Members Mojamito Libunao and Ranjit Ramos Shahani, last week creating the PHCC.
“It is history that unites the people, it is what gives them pride in their place, it is what impels them and compels them to make even more commitment to the province,” said Libunao.

The commission will also spearhead the writing of a more detailed history book about Pangasinan and will validate facts that are already in existing books.
Duque also told newsmen that the historical committee that researched on Pangasinan’s founding date is presently looking into the date of the first Catholic Mass held in the Philippines, which could possibly have been celebrated in Bolinao and not in Limasawa Island near Cebu as claimed today.
The committee, he said, is also going to validate the existence of the legendary Princess Urduja who was known to have ruled the Amazon kingdom of Caboloan (the first name given to the province of Pangasinan).
Urduja is the name given to the official residence of Pangasinan governors, a few meters away from the provincial capitol.
Duque said that once the Pangasinan history book is out, it will be integrated into the school curriculum in high school so that every student in the province would know his roots.
Section 3 of the provincial ordinance provides the creation of a Board of Commissioners composed of 10 members representing agencies of government and private sectors with expertise and interest in the areas of history, culture and other allied studies to be appointed by the Provincial Governor with a term of five years.
They will serve without salaries, but may be entitled to honorarium for every session attended.
The Board of Commissioners shall recommend to the Provincial Governor the appointment of an Executive Director who will be the administrator of the Commission with a term of five years with compensation to be determined by the Board of Commissioners.
Section 5 of the ordinance provides that the provincial government shall include in its regular Annual Budget an appropriation of not less than P100,000 for the maintenance, operation and other purposes of the Commission.—LM

LONG OVERDUE
LINGAYEN–The Pangasinan Historical and Cultural Commission (PHCC) is now established to institutionalize the documentation of the province’s rich history and culture.The Sangguniang Panlalawigan passed Provincial Ordinance No. 9-2010, authored by Board Members Mojamito Libunao and Ranjit Ramos Shahani, last week creating the PHCC.

Manay Gina wants RIMC biggest in north Luzon

Manay Gina sets her sight into making the Region 1 Medical Center as the largest and most modern hospitals in Northern Luzon. In a bill she has filed recently in Congress, Rep. De Venecia is proposing to double the existing bed capacity of the R1MC.
House Bill 03840 is an an act increasing the bed capacity of the regional hospital in Dagupan City from three hundred to six hundred, authorizing the increase of its medical personnel, upgrading its services and facilities and professional health care and appropriating funds therefore.
If this bill is passed in Congress, the regional medical center in Dagupan City will be the largest in Northern Luzon and the tenth biggest hospital in the country.
At present, the RIMC is already the most modern public hospital in the country’s northern region, with its new state-of- the art Radiology Complex, 2 CT scans and other modern medical equipment.
The regional hospital was rebuilt in 1990 through the efforts of former Speaker Joe de Venecia. The succeeding modernization efforts were also executed through the support of the former Speaker.
The top ten hospitals in the country are: National Center for Mental Health (4,200 bed capacity); Dr. Jose Rodriguez Memorial Hospital (2,000 bed capacity); Philippine General Hospital (1,500 bed-capacity); AFP Medical Center ( 1,200 bed capacity); UST Hospital (812 bed capacity); The Medical City (800 bed-capacity); Vicente Sotto Memorial Medical Center (800-bed capacity); Makati Medical Center (717 bed-capacity); Dr.Jose Fabella Hospital (700 bed capacity); Veterans Memorial Medical Center (700 bed capacity); Philippine Orthopedic Center (700 bed capacity); Chung Hua Hospital (660 bed capacity); St. Luke’s Medical Center (650 bed capacity); Chinese General Hospital and Medical Center (650 bed capacity); and Davao Medical Center (600 bed-capacity).

Ang original nito ay nasa likod niya mismo, sa may Amado Tapuac... pasensya na kasi nasa likod lang ng bahay namin eh. Dumadaan kami along palaisdaan road. Nilalakad lang namin (15meters from Sesame Village, Amado) sa likod ng bahay ito from Lyceum Univ para uminom dati :lol:

Mayor Braganza hails P-Noy’s pronouncement of Alaminos airport’s completion

Alaminos City Mayor Hernani Braganza hailed the pronouncement of President Benigno Aquino III that the Alaminos Airport is among the priority development projects of his administration.
Braganza said President Aquino made the pronouncement when he was interviewed by reporters shortly after the inaugurated of the Core Shelter Project of the Department of Social Welfare and Development (DSWD) in adjacent Bani town last December 7.
Braganza, who is secretary-general of the League of Cities of the Philippines, said he is glad that the President believes that a domestic airport in Alaminos will be a big boost to his city and people.
In that occasion, President Aquino said he is checking on whether the Alaminos Airport could qualify under the Public-Private Partnership (PPP) program of the national government.
But the President said that nevertheless, the Alaminos Airport is part of the list of major infrastructure projects that his administration intends to build and complete.
Braganza said he is satisfied with the assurance of the President that the project will be completed within his administration.
He is optimistic that with the support of the President, the project will be finished in 2012.
The plan is to harness the Alaminos Airport for domestic flight starting 2012 and for international flights by 2022.
At the same time, Braganza revealed that various government agencies including the Department of Tourism have endorsed the inclusion of the Alaminos Airport in the PPP list of priority projects.
Construction of the airport finally commenced last March this year through the conduct of land acquisition using the initial trace of P50 million released by DOTC to the Alaminos City government.
Land acquisition of the 158.5-hectare runway is expected to cost a total of P135.5 million. The airport project is situated in parts of Barangays Sabangan, Pandan and Telbang.
It was learned that at least P96 million more was released by DOTC for earth moving work and the construction of a road leading to the airport.
The total cost of the project is around P3.9 billion and once fully operational will bolster Pangasinan’s potentials.
Mayor Braganz said the project will surely open floodgates of opportunities to the people of Pangasinan in the years to come.

TV5 launches expansion plan

MANILA, Philippines — TV5 has rolled out its regional expansion in Northern Luzon with the launch of Channel 28.

The grand launch also kicked off with the live airing of “Willing Willie” held at the Lingayen Complex Beachfront in Pangasinan where some 100,000 fans gathered.

“We are changing all our transmitters nationwide and apply for more areas. We plan to blanket the country in at least 95 percent of urban centers nationwide,” Bobby Bareiro, chief executive officer (COO) of Channel 5, told reporters during the press launch.

Channel 28 covers Baguio, Mountain Province, San Fernando, La Union, and some areas in Tarlac.

By first quarter of next year, TV5 will have its own local news programs and variety shows. A TV5 Dagupan and Baguio news bureau will also be inaugurated.

Dagupan is not only known as Luzon’s financial hub but a major media and communications center, according to the TV 5 official.

Cost of building the new transmitter in Pangasinan alone, excluding operations, is estimated at P30 million.

Next year, the TV station has earmarked P5 billion for new equipment.

Barely a year since TV5 was launched as the Kapatid Network under the management of Manny V. Pangalinan’s MediaQuest, it has shown unparalleled growth in programming content, signal strength and overall popularity among an expanding viewership base all over the country and in other parts of the world.

“For first quarter of 2011, TV5 plans to expand viewership abroad by reaching out not only to Pinoys worldwide but also to viewers in the ASEAN region. We are taking a different approach. We will do road shows,” said Bareiro.

Next year, TV5 is rolling out a notable roster of big program offers such as “Extreme Makeover Home Edition, a local adaptatio of the huge international hit, remakes of movie hits as TV series including “Iskul Bukol,” “Bagets,” and “P.S. I Love You.”

The station also plans to strengthen its news gathering and newscast capabilities as News5, the network’s news and public affairs department, partners with some of the world’s leading media organizations which includes Metra, a global leader in timely and accurate weather report system, and Lifeline Rescue for an emergency quick response (EQR) system that will enable News5 to assist Filipinos in need anywhere in the country.

“We want to disrupt the status quo. We are a game changer because we always think of what we can do to please our audiences. We want to give them more options and serve them in various ways,” said Bareiro.

Mayor Braganza hails P-Noy’s pronouncement of Alaminos airport’s completion

Alaminos City Mayor Hernani Braganza hailed the pronouncement of President Benigno Aquino III that the Alaminos Airport is among the priority development projects of his administration.
Braganza said President Aquino made the pronouncement when he was interviewed by reporters shortly after the inaugurated of the Core Shelter Project of the Department of Social Welfare and Development (DSWD) in adjacent Bani town last December 7.
Braganza, who is secretary-general of the League of Cities of the Philippines, said he is glad that the President believes that a domestic airport in Alaminos will be a big boost to his city and people.
In that occasion, President Aquino said he is checking on whether the Alaminos Airport could qualify under the Public-Private Partnership (PPP) program of the national government.
But the President said that nevertheless, the Alaminos Airport is part of the list of major infrastructure projects that his administration intends to build and complete.
Braganza said he is satisfied with the assurance of the President that the project will be completed within his administration.
He is optimistic that with the support of the President, the project will be finished in 2012.
The plan is to harness the Alaminos Airport for domestic flight starting 2012 and for international flights by 2022.
At the same time, Braganza revealed that various government agencies including the Department of Tourism have endorsed the inclusion of the Alaminos Airport in the PPP list of priority projects.
Construction of the airport finally commenced last March this year through the conduct of land acquisition using the initial trace of P50 million released by DOTC to the Alaminos City government.
Land acquisition of the 158.5-hectare runway is expected to cost a total of P135.5 million. The airport project is situated in parts of Barangays Sabangan, Pandan and Telbang.
It was learned that at least P96 million more was released by DOTC for earth moving work and the construction of a road leading to the airport.
The total cost of the project is around P3.9 billion and once fully operational will bolster Pangasinan’s potentials.

MANILA, Philippines — TV5 has rolled out its regional expansion in Northern Luzon with the launch of Channel 28.

The grand launch also kicked off with the live airing of “Willing Willie” held at the Lingayen Complex Beachfront in Pangasinan where some 100,000 fans gathered.

“We are changing all our transmitters nationwide and apply for more areas. We plan to blanket the country in at least 95 percent of urban centers nationwide,” Bobby Bareiro, chief executive officer (COO) of Channel 5, told reporters during the press launch.

Channel 28 covers Baguio, Mountain Province, San Fernando, La Union, and some areas in Tarlac.

By first quarter of next year, TV5 will have its own local news programs and variety shows. A TV5 Dagupan and Baguio news bureau will also be inaugurated.

Dagupan is not only known as Luzon’s financial hub but a major media and communications center, according to the TV 5 official.

Cost of building the new transmitter in Pangasinan alone, excluding operations, is estimated at P30 million.

Next year, the TV station has earmarked P5 billion for new equipment.

Barely a year since TV5 was launched as the Kapatid Network under the management of Manny V. Pangalinan’s MediaQuest, it has shown unparalleled growth in programming content, signal strength and overall popularity among an expanding viewership base all over the country and in other parts of the world.

“For first quarter of 2011, TV5 plans to expand viewership abroad by reaching out not only to Pinoys worldwide but also to viewers in the ASEAN region. We are taking a different approach. We will do road shows,” said Bareiro.

Next year, TV5 is rolling out a notable roster of big program offers such as “Extreme Makeover Home Edition, a local adaptatio of the huge international hit, remakes of movie hits as TV series including “Iskul Bukol,” “Bagets,” and “P.S. I Love You.”

The station also plans to strengthen its news gathering and newscast capabilities as News5, the network’s news and public affairs department, partners with some of the world’s leading media organizations which includes Metra, a global leader in timely and accurate weather report system, and Lifeline Rescue for an emergency quick response (EQR) system that will enable News5 to assist Filipinos in need anywhere in the country.

“We want to disrupt the status quo. We are a game changer because we always think of what we can do to please our audiences. We want to give them more options and serve them in various ways,” said Bareiro.

According to survey TV 5 dominated Mega Manila weekend primetime with “Talentadong Pinoy which topped the ratings for both of its Saturday and Sunday run. Ang original nito ay nasa likod niya mismo, sa may Amado Tapuac... pasensya na kasi nasa likod lang ng bahay namin eh. Dumadaan kami along palaisdaan road. Nilalakad lang namin (15meters from Sesame Village, Amado) sa likod ng bahay ito from Lyceum Univ para uminom dati :lol:

Meron pa rin yong original palaisdaan road na yan, going to De Venecia Hiway.

Pero ngayon na-expand na nga... ang main entrance na ay malaki at sa may De Venecia Hiway na nga. Kainan basically ito at inuman din sa gabi. Masarap din diyan.

DAGUPAN CITY, Dec.21 (PIA) – First, there was just one television network bringing local programs and news in Pangasinan. Then, another company came. Soon there will be three with TV5 joining the stiff competition.

TV5 kicked off its regional expansion with Willing Willie airing live all the way from Lingayen, Pangasinan on December 18. By the first quarter of next year, TV5 will have its own local news programs and variety shows. There will soon be a TV5 Dagupan office and a Baguio news bureau.

Executive vice-president Roberto “Bobby” Barreiro told local newsmen Saturday that the network chose Dagupan as its main hub of operations in the north because of its strategic location.

He admitted that the company, which has budgeted P5 billion for its expansion, has dreamed to overtake the competition (that had largely been dominated by ABS-CBN and GMA-7)in three to four years. But with the recent developments, he said such mission might be realized sooner than expected.

He also said that TV5 is set to make 2011 as the year Philippine television changes for good. “There is no turning back as the country’s fastest growing network embarks on expanding its programming, infrastructure, and technology.”

May TV5 din sa Laoag. At may ABSCBN La Union din. Most reporters ng ABSCBN Baguio ay from La Union. You must have said Regional Station, yes, mayroon sa Laoag, Dagupan and Baguio, but not Regional Office, dahil wala akong alam na Regional Office.

Pangasinan’s ‘cleanest, safest, greenest’ towns picked

TAYUG–The towns of Rosales and Sta. Maria have been cited the “Cleanest, Safest, Greenest Municipalities in Pangasinan for 2010”.

Rosales, led by Mayor Ricardo Revita, won in the Class A municipalities category, with Bayambang, Bugallon, Malasiqui, and Mangalan following in succeeding rankings.

On the other hand, Sta. Maria, headed by Mayor Teodoro Ramos, topped the Class B category, followed by Balungao.

Mangaldan again bagged the “Cleanest Inland Body of Water award, followed by Bayambang.

Bani won the plum as having the “Cleanest Coastal Water”.

The annual awards program seeks to mobilize all sectors in transforming and helping communities develop into clean, safe and green areas.

The search was held in partnership with the Provincial Search Committee composed of representatives of the Department of Public Works and Highways, Office of the Provincial Agriculturist, Department of Education, Police Provincial Office, Bureau of Fisheries and Aquatic Resources, Provincial Environment and Natural Resources Office (PENRO) and Non-Government Organizations.

PENRO Director Leduina Co chaired this year’s the evaluation committee.

Dagupan SP not a rubber stamp – Seen

THE chairman of the finance committee of the Dagupan City council denied what he called ‘wild speculations’ that the majority in the Sangguniang Panlungsod (SP) is delaying the passage of the P568 million proposed budget due to political reasons.

Councilor Jeslito Seen, finance committee chair, clarified that the budget requires a thorough review to ensure that the estimated income proposed by the mayor’s office is really attainable.

He said there is a need to adopt caution in approving the budget because “if we make a mistake as a result of undue haste, this may affect the lives of the people and the city as well”.

Emphasizing that the committee is “no rubber stamp of the mayor nor of the vice mayor”, who chairs the SP, Seen said it is easy to approve a budget but to demand that this be approved outright without the benefit of thorough review can result in fiasco if not irreparable damage to the city.

Seen took note that the proposed budget submitted by the executive is P70 million more than the 2010 annual budget of P498 million.

“Therefore, we have to know exactly where the P70 million additional budget will come from,” said Seen, pointing out that it is not too late to approve a budget for Dagupan City because under the Local Government Code, the SP is given up to 90 days from the start of the new fiscal year to approve a budget.

While Seen said he was informed by the executive branch that the P70 million increase in the budget can be funded from the expected Internal Revenue Allotment (IRA) of the city, he cited a new guideline from the Department of Interior and Local Government that the IRA can only be used for developmental projects of local government units (LGUs) and not to fund salary increases and bonuses of employees.

At the same time, he said there is still a need to invite City Administrator Vladimir Mata and other department heads to answer some questions from members of the finance committee or other members of the SP to clarify where the proposed appropriation will come from.

Department heads, however, had been ordered by Mayor Benjamin Lim not to attend invitations for committee hearings and investigation by the SP unless there is prior clearance from him.

He said a sound financial analysis and financial expenditure management will be adopted by the committee in order to come up with a balanced budget, adding that this cannot be simply done overnight.

If an LGU fails to approve a budget at the end of the year, the 2010 budget is deemed reenacted and this will continue till a new budget is approved.

Touring Zapp family visits Pangasinan

CALASIAO–An American-Argentinean family of six, traveling around the world on board their vintage car since year 2000, was warmly welcomed to Pangasinan last December 13.

American-born Herman Zapp, 42, and his family were welcomed by officers and members of the North Star Vintage Club when they arrived here from Alaminos City.

The lean and sprightly-looking Zapp, who worked as an electrician in Argentina before embarking on this world trip aboard a model 1928 Graham Paige car, said their journey is not meant to break any record or gain prominence but simply to fulfill his and his wife's dream to see the world.

Zapp and his wife started the trip from Argentian in February 2000 with just the two of them.

Their four children — Pampa, 8; Tenue, 5; Paloma, 3; and Wallaby, 1 — were all born along the way in different countries.

Zapp said they already travelled to 31 countries, first in all the American continents then to Australia, New Zealand and Japan, before coming to the Philippines. They travel by air and sea to cross continents and cover long distances.

Arriving in Manila on October 18, the Zapp family is in no hurry to leave as they intend to travel around the country until November next year.

“The plan was for us to stay here only for two months but the Philippines is much, much more beautiful than we thought, so we will stay longer,” said Zapp.

PHILIPPINE CHRISTMAS

He said he and his family want to experience Christmas in the Philippines, which he said, is known as the best Christmas in Asia.

The family’s next stops are Malaysia, Brunei, Singapore, Indonesia, and Thailand.

After Pangasinan, the family moved on to Baguio City, and will then proceed to Vigan, Laoag, Sagada, Mt. Province and the Banaue Rice Terraces.

Zapp said their trip is funded from the sales of his book about their journey, which is available in the Philippines for P800 per copy.

They also get invited as guests in homes wherever they go, being provided with free accommodations and food.

While here in Calasiao, they were guests of businessman Antonio Seen, owner of the Plato Wraps food chain.

Zapp said the Philippines is a beautiful country with friendly and happy people.

He also said that he is not worried that their children are not attending a regular and structured school as the journey itself, complemented by the internet, is providing them education.—LM

BSL, VM Fernandez lead fiesta opening

DAGUPAN City formally opened its annual fiesta this year on December 15 with Mayor Benjamin Lim and Vice Mayor Belen Fernandez, appearing together in public for the first time since the two took on the city’s helm last July.

Lim and Fernandez led the civic motorcade along the downtown area with Hermano Mayor Jesus Canto, Vice-Hermano Mayors Red Erfe-Mejia and Alvin Coquia.

They then proceeded to the ceremonial lighting of the 10-meter “Festival Christmas Tree” in front of the city museum before the formal opening ceremonies.

Lim, in his message, said, “This giant Christmas tree is the fruit of a hard work. Volunteers worked day and night to finish it in time for this occasion so we will be awed by its beauty and we can manifest to our visitors that in our city though we have different political convictions in life, but set aside for a moment, especially this holiday season and in the celebration of our fiesta and become one family together.”

Lim also said he is hoping that there will be “more unity and love” in the coming year for the city’s development.

One of the highlights of the fiesta is the coronation night on December 26 for the Ms. Dagupan pageant.

Fernando La Sama de Araojo, president of the National Parliament of the Republica Democratica de Timor-Leste of East Timor, who is married to Dagupena Jacqueline Aquino Siapno-De Araojo, will be the guest of honor.

To be crowned as Ms. Dagupan 2010 is Joanna Marie Solomon of barangay Tambac.

Other pageant winners are first runner-up Allanah Guselle Cuison, 20, of Guilig Street and second runner-up Mary Ann Callejo, also 20 years old of Calarin Road, Barangay Malued.

Solomon is a nursing student at the University of Pangasinan where she was crowned as Miss U-Pang. In 2008, she won the Miss Manaoag crown.

Solomon will represent the city in the Miss Earth competition and will serve as the city’s ambassador of goodwill.

Meanwhile, Lim said special accommodations will be extended to the balibayans for the Pawil Dagupan program. (CIO)

Bani’s wind-solar project could be the alternative

BANI–The country's pioneer wind-solar plant project, to be built here by mid-2011 by a Filipino-Japanese consortium, may yet be the country's alternative response to anticipated years of power deficit in the years ahead.

Mayor Marcelo Navarro Jr. said the success of the wind-solar power plant expected to generate five megawatts initially, will determine its role in a larger scale n the country.
The consortium installing the project, More Energy, headed by Mike Yuda as president and executive operations officer, is building similar projects in other parts of the country, among them Ormoc in Leyte and Davao.

More Energy showcased its project harnessing both wind and solar energy when President Benigno Aquino III visited Bani last December 7 during which he inaugurated a model Core Shelter Assistance Project of the Department of Social Welfare and Development (DSWD) in Sitio Olanen, Dacap Sur.

More Energy originally intended to build windmills in Bani to maximize strong wind inflow from the South China but results of a study conducted for a year and half, however, showed encouraging wind velocity at night but slower velocity during the day, which cannot sustain wind.

The company said it will produce windmills smaller than those installed in Bangui, Ilocos Norte by another company but more efficient

For the Bani project, the company will use a technology it has developed and been used in Brunei as well as in Vietnam, which taps both wind and solar energy producing five megawatts.

Yuda said the wind power component of the project is 20 percent with the rest of the power to be provided by solar power.

SIDE PROJECTS

Navarro said More Energy will also develop solar pump irrigation, an ice plant, and a fishport in the town as collateral projects.

Solar pumps will be used to irrigate rice lands in the town to enable the farmers to finally have two or three croppings.

For the ice plant, the wind-solar powered ice plant will convert seawater into ice that will help freeze fish being brought in by fishermen in Sitio Olanen, Barangay Dacap Sur daily before these are passed on to fish concessionaires for transport to various parts of the country.

Though considered an expensive plant, the wind-solar power project is expected to have a return of investment after five years and will be in operation from 20 to 25 years.

With Toyota as its partner, More Energy has tied up with the state-owned Philippine National Oil Company (PNOC), which will be in charge of marketing the energy that it will produce.

IRRIGATION

Meanwhile, another major project in the town is the P396 million Masidem Small Reservoir Irrigation Project of the National Irrigation Administration (NIA), which is now 47 percent complete.

Once completed in 2012, the project, located in the tri-boundaries of Barangays Ranao, Arwas and Calabeng, is expected to irrigate some 1,000 hectares of land and at least 600 hectares during the first cropping season.

Justino Ariem, general foreman of the contractor Mark Bild Construction, said the project will draw water from the Sapa Ongot to be stored in a 22-hectare impoundment area where a 29-meter high dam is being built.—LM

Seafood plant awaits manual for full operations

AFTER a test-run for several days, the P110-million Korea-Philippines Seafood Processing Plant in Dagupan has temporarily stopped operations until the operational manual is completed.

Dr. Westly Rosario, chief of the National Integrated Fisheries Technology Development Center under the Bureau of Fisheries and Aquatic Resources (BFAR) and appointed as interim manager of the seafood facility, said the operational manual is necessary to ensure that the plant will perform according to its actual capacity and standards.

Rosario said the initial test runs of the facility enabled them to observe the efficiency of the plant’s machineries and provided them with valuable inputs to be incorporated in the manual.

He added that running the plant by the book will ensure that unnecessary breakdowns will be avoided.

Prepared by experts from BFAR, the operations manual is now almost ready and would soon be presented to the stakeholders in Dagupan and Pangasinan for approval, said Rosario.

The operational manual will also be adopted as a model for a similar plant set to be built by the facility’s benefactor, the Korean International Cooperation Agency (KOICA), in Iloilo City.

Meanwhile, Rosario said the plant could also be used by exporters of processed meat, but they will have to conform with the standards set under the operations manual.—LM

Calasiao senior citizens raise funds for Christmas cheer

THE Calasiao Federation of Senior Citizen Association (CFSCA), considered the model senior citizen association in Region 1, has been busy caroling benefactors to raise funds for their Christmas celebration and other projects.

The group will have their Christmas party, themed “Nakakatanda: Tanglaw ng Bayan, Kaagapay sa Matuwid na Daan”, on December 29, during which a new set of officers will be inducted.

CFSCA President Ernesto Brosas said an Excellent Award will be given to the most outstanding Senior Citizen Barangay President, and a 13-month honorarium for every President.

The CFSCA, in cooperation with the Department of Social Welfare and Development, will also distribute gift packages to the most indigent senior citizens of Calasiao.

The group, now with 5,678 registered members, is presently coordinating with the Sangguniang Kabataan of Calasiao for a series of forums on civic and moral values to help instill thse values in the town’s youth.

SAN FERNANDO CITY, Nov. 23 — Pangasinan has truly earned its place as haven for statistics after being adjudged as the best province in the Ilocos Region while celebrating the National Statistics Month (NSM) last October,its third in a row since 2008.

That was another feather in the cap to the biggest province in the Ilocos Region in terms of area and population which, based on statistics, is the most visited province by tourists in the region this year.

Under Governor Amado Espino Jr., Pangasinan is now also becoming one of the most peaceful provinces in the Ilocos Region, one of the only few provinces that had licked out the problem of insurgency.
The Regional Development Council (RDC) said Pangasinan earned its accolade as the Best NSM Province this year, its third in a row, thus easily making it to the coveted Hall of Fame in Region 1.
First adjudged as the best in the region in 2008, the province of Pangasinan captured its latest plum as Best NSM Province during the awarding rite, coinciding with the NSM closing ceremony at the Bangko Sentral ng Pilipinas, San Fernando City, La Union last October 28.
The Hall of Famer province observed the NSM this year with the full support from the local government headed by Gov. Espino.
This was implemented through the efforts of the Provincial Statistics Steering Committee headed by Senior Board Member Von Mark Mendoza and the Provincial Planning and Development Office (PPDO).
For its month-long celebration, the province conducted various fund-filled and educational-oriented activities, especially during the opening program held at the capitol grounds, attended by more than 2,000 delegates from across the province.
The provincial government encouraged mass participation of the people from the academe, line agencies, local government units and even private individuals, stressing on them the value of statistics.
Despite the havoc wrought by Typhoon Juan in the province at that time, all activities were pushed through as scheduled, making the province indeed worthy of emulation.
It was observed that the province did not merely celebrate NSM during the month but also took time out in clearing illegal fish pens in rivers that had aggravated flooding many times in some low-lying areas.
The province likewise advocated environmental protection by conducting symposiums on the use of modern technology in planning and mitigating the effects of catastrophes.
Aside from these, the province also conducted various activities such as the holding of the Provincial Statistical Exhibit (museum style), film showing on environment, Lakbay (Kalikasan) Aral at San Roque Power Corporation, seminar on backyard vegetable production and urban gardening, training on disaster risk management for Local Government Unit personnel, backyard tilapia farming seminar and many others.
On top of its Hall of Fame award, the province also bagged first places in the regional NSM-Jingle Making Contest, Poster Slogan Making Contest (secondary and tertiary level), Oratorical Contest (tertiary level) and Statistical Quiz (tertiary level). (PNA)

‘Pangasinan is the greatest place I’ve seen.’- Socsargen executive
Lingayen - - “Wow… Fantastic… Pangasinan!”
These were the words of some 21 employees of different Local Government
Units (LGUs) from South Cotabato, Saranggani, General Santos (Socsargen) and
Sultan Kudarat expressing their amazement after visiting and touring around the
Capitol Complex last October 29.
Awed by the major developments and the design of the Capitol Building
Jenelyn Matondo, Chief Economic Development Specialist from General Santos,
said, “this is my first time here in Pangasinan and this is the greatest place that I’ve
seen so far.”
“Pumunta kami dito para makakuha ng mga kaalaman sa management style,
strategy, mga mechanics adopted, so that we can tell the different LGU heads na
maganda sa Pangasinan kasi ganito pala ang stratehiya nila,” she added.
Matondo lauded Gov. Espino for his good work and for the continuous
development of Pangasinan even as she urged Pangasinenses to continue their
support to the governor.
“Maganda ang vision ni Governor Espino especially in the infrastructure site
like the Capitol Building, maganda iyong pagkakaplano ng inyong Capitol Complex,”
she exclaimed.
Matondo said, “ang swerte ng mga taga Pangasinan kasi marami silang
hospitals na pwedeng i-accommodate ang lahat ng municipalities ng probinsya,” as
she envied the province’s hospitals to which she said cater the whole province of

My cousin went to Agno, Pangasinan for a visit. Medyo matagal pa rin ang biyahe dahil sa Camiling bridge na hanggang ngayon hindi pa rin naayos. Detour pa rin sa Bayambang, Basista at Urbiztondo tapos labas sa Mangatarem.

FROM PARISH CHURCH TO CATHEDRAL

A MISCOMMUNICATION within the Catholic Church 37 years ago will finally be settled with the coming to Dagupan on December 27 of the Papal Nuncio to the Philippines, His Excellency Edward Joseph Adams.

Fr. Oliver Mendoza, secretary of Archbishop Socrates Villegas, said Monsignor Adams will do what his predecessor, former Papal Nuncio Bruno Torpigliani, did in early 1974, when the latter consecrated the then newly-built St. John the Evangelist Parish on Burgos Street as a cathedral.

That event was not properly communicated to the Vatican, which was why the St. John the Evangelist church remained on record as a parish.

Dagupan, which is currently celebrating its 30-day fiesta in honor of its patron saint, St. John the Evangelist, will now have more reason to rejoice with the visit of the papal who will be welcomed by 76 priests.

Also attending the event are Bishops Marlo Peralta of Alaminos, Jacinto Jose of Urdaneta, Artemio Rillera of San Fernando, La Union and the bishops of San Jose and Cabanatuan.

Fr. Mendoza said the old cathedral, which was the original Episcopal Seat of the archdiocese on Zamora Street in Dagupan, was built during the Spanish time and rebuilt many times over, the last time after it was devastated by the July 16, 1990 earthquake.

The old cathedral, which is part of Dagupan’s rich history, being the place where the Spanish forces in Pangasinan made their last stand against the Katipuneros of General Francisco Macabulos, is being renamed Sanctuario de San Juan Evangelista.

The new one, built in the 1970s on Burgos Street and recently renovated with brick tiles on its interior and exterior walls under Archbishop Socrates Villegas, is now officially called the St. John the Evangelist Metropolitan Cathedral.

Fr. Mendoza said the old cathedral became the seat of the Lingayen-Dagupan Diocese starting in 1954, until it was elevated into an archdiocese in 1963. Both events happened during the reign of Archbishop Mariano Madriaga.

Prior to this, the old seat of the diocese was in Lingayen but it was transferred to Dagupan after Lingayen was badly devastated during the Second World War.

Meanwhile, on the same day, two new priests will be ordained by Archbishop Villegas. They are Rev. Allan Soriano of Malasiqui and Rev. Jasper Hebron of Lingayen. Also to be ordained as deacon is seminarian Dexter Carino of Dagupan City.

Fr. Mendoza said they expect the local officialdom of Pangasinan and Dagupan to attend the event.—LM http://punch.dagupan.com

VM cites gag order for delay in budget approval

VICE Mayor Belen Fernandez cited the gag order issued to department heads by Mayor Benjamin Lim as among the reasons why the city council was not able to enact a budget at the end of the year.

Speaking on the issue for the first time, Fernandez said it is not yet too late for the city council to approve a budget if only the department heads will cooperate and attend the budget deliberations that will be conducted at the start of the year.

She said the city councilors would like to invite not only City Administrator Vlad Mata but also the department heads to answer some questions pertaining to the budgets of their respective offices.

But the department heads, she lamented, will not do it since they are under orders not to attend sessions and hearings of the city council without the mayor’s clearance.

The gag order of the mayor is considered as the most contentious issue that divided the legislative and executive branches of the city government this year.

Fernandez said that the council will do every everything it can to ensure that the P568 million budget proposed by the city executive will really be spent for the programs and projects for which they are intended.

With the proposed budget P70 million higher than the budget for 2010, “we also want to be sure that the projected income of the city can be realized,” Fernandez said.

At the same time, the vice mayor announced that the city council approved a supplemental budget of P8.5 million proposed by the city executive in its special session last December 22.

The approval was made after Mata clarified that the supplemental budget will be spent for social services, ecological, environmental and sanitation services, youth and sports development and development management.

Part of the outlay will be spent for the cash gift of volunteer workers of the city and workers in garbage collection and disposal.

The P8.5 supplemental budget came from savings on personnel services at the end of the year.

Dagupan aims to regain 1st class status next year

MAYOR Benjamin Lim is intent on putting Dagupan City back on its first class status by 2011.

To achieve this, the city mayor’s office recently conducted an orientation and training seminar for personnel of the Business Permit and Licensing Section (BPLO) of the city’s One-Stop Business Center (OSBC) in preparation for 2011 tax season.

The seminar focused on educating the participants about the International Organization Standardization (ISO) on quality management system and its rationale; process flow and forms, specific duty in each of the process, and customer service.

Among the speakers were Melchor Caspillan, executive assistant for Information and Communication Technology who said that by conducting trainings and seminars, the city will be able to maintain its quality management system under ISO.

“To regain our status as first class city, we need to increase our local tax collection by 51%. 24.50% will be sourced from our Business Tax and Permits amounting to some P147 million while the rest of the 25.50% will come from other local taxes,” explained Caspillan.

For next year’s budget, the city has allocated P568 million, with some P283 million or 50 % of which will be sourced from the Internal Revenue Allotment (IRA).

In 2009, local tax collection was only 46% of the budget, lower than the 49% in 2008.

“This may explain well why the city went down from first class to a second class city,” Caspillan said.

During Lim’s term in 2006 and 2007, the city was able to generate 51% local tax, reducing the city’s dependency on IRA by 49%.

Meanwhile, Deborah Castillo, executive assistant for Revenue Generation and Management, said it is also equally important to enhance the awareness of city employees assigned at the BPLO of their individual role and responsibility as part of the team.

ISO 9001 imposes a set of procedures that cover all key processes in a business; monitoring to ensure they are effective; keeping adequate records; checking outputs for defects, with appropriate and corrective action where necessary; regularly reviewing individual processes and the quality system itself for effectiveness; and focus on continual improvement.

“It is the goal of Mayor Lim to achieve customer satisfaction at its highest value in rendering service to our constituents… In this regard, the BPLO plays a vital role in the city’s revenue generation,” Caspillan said. (CIO)

Alaminos Airport gearing up for 2012 operations

ALAMINOS CITY–With President Benigno Aquino’s promised support for the Alaminos airport project, Mayor Hernani Braganza said they are hopeful to have it open and running for domestic flights by 2012.

Aquino made the commitment recently when he visited the province saying that the Alaminos airport could be included in the Public-Private Partnership (PPP) program of the national government, which is intended to bankroll major infrastructure projects around the country.

In the meantime, the Department of Transportation and Communication (DOTC) is reported to have recently released at least P96 million more for earth-moving work and the construction of a road leading to the airport.

Work on the airport, located in parts of Barangays Sabangan, Pandan and Telbang, commenced in March this year through land acquisition using the initial trance of P50 million released by the DOTC to the Alaminos City government.

Land acquisition of the 158.5-hectare runway is expected to cost P135.5 million.

The total cost of the project is estimated at P3.9 billion.

Braganza said the target date for international operations is 2022.—LM

“Countdown” for firecracker victims begins

OPLAN: IWAS PAPUTOK

STILL more than a week from the New Year’s eve celebration and already firecracker explosions have injured two victims in the province.

Dr. Michael Canto, spokesman of the Region 1 Medical Center (R1MC), reported that two children from Bonuan in Dagupan City were already treated for injuries they sustained from playing with piccolo firecrackers last December 21.

Canto said they are undertaking a “countdown” of firecracker victims as part of the “Oplan: Iwas Paputok” of the Department of Health, to discourage people from using firecrackers that harm or even kill as well as cause fire and damage to property.

The victim count will continue until January 1, or the second should it be necessary.

"Usually, there are more persons being hurt after the New Year revelry because of the inclination of children picking up unexploded firecrackers unwittingly and lighting these themselves," he said.

Canto said R1MC is intensifying its information drive under “Oplan: Iwas Paputok” to again remind the public of the dangers of firecrackers and firing guns indiscriminately to welcome the New Year.

“Parents who should prevent their children from picking unexploded firecrackers after the New Year revelry,” he said.

Canto advised Pangasinenses just to clank empty tin cans or blow horns to create noise to welcome the New Year and bid the old year goodbye.

Last year, 48 victims were recorded, lower than the 69 the previous year.

He is hopeful that the number will further decrease this year with the early start of their information campaign.

“Our people should always be reminded, too, to maintain a healthy lifestyle during the Christmas holiday when there is plenty of food served in parties,” he said. “They should not overeat or drink too much liquor or wine,” he added.

Canto also asked motorists to take extra caution during the Christmas season as vehicular accidents usually increase with drunk-driving incidents.

He also said that prior to New Year’s Day, all doctors who are consultants of R1MC will be on call to beef up the regular force manning the emergency room of R1MC.—LM

Meanwhile, the City Health Office (CHO) of Dagupan is closely coordinating with R1MC and the Health Emergency Management Staff of the Center for Health Development for “Oplan Iwas Paputok.”

“We will be on duty during the holiday to attend to the victims of firecrackers and fireworks related injuries,” said City Health Officer Leonard Carbonell.

At the same time, Carbonnel laid out to the public some first aid measures that may be applied on victims.

“Washing the wound thoroughly with soap and if bleeding occurs, press it with clean cotton to stop it. Then go the nearest clinic or hospital for anti-tetanus shot,” he said.

“But the best way to avoid injury is not to light firecrackers,” he added.

A roving medical team will go around the city to assist victims during the New Year festivities and health personnel in the island barangays will be trained for first aid treatment of burns.

MEDICAL MISSION

In related news, the CHO, in coordination with the Dagupan City Fiesta 2010 executive committee, R1MC and the Pangasinan Medical Society, conducted a free medical and dental mission for Dagupan residents afflicted with different illnesses at the People’s Astrodome last December 20.

Dubbed as “Handog Pamasko: Ibalik ang Sigla at Lusog ng Dagupeño,” Carbonell said the medical mission was made part of the city fiesta celebration to ensure that every resident is healthy for the holiday and fiesta merriments.

Some 500 sick indigents from 31 barangays were given medical attention by the doctors of the city health office in addition to free medicine for the entire duration of their medication.

A dental operation and a free cholesterol and blood sugar screening was also integrated in the one day medical mission.

It would be well for Gonzalo Duque's historical commission to do a research about a subject that we believe must have bugged us in this province for so long.

It is this: how do we want to called, Pangasinense, Pangasinanes, Pangalatok or Pangalato?

You see, all these names are in current use. Well-known historian, Rosario Mendoza Cortes, in her two volumes about Pangasinan's history used "Pangasinanes." The more popular one we use is "Pangasinense."

Veteran journalist Rod Rivera uses "Pangalato" while many others use "Pangalatok."

Over a cup of coffee, Philippine Information Agency Director General Joe Fabia and economist AV. Bicera from Bolinao and this columnist had an interesting exchange about the subject but ended up with a decision to refer the matter to Gonzalo's commission.

It was Gons, you know, who after reeling from the casual practice of referring to the birthday of the late Speaker Eugenio Peres on November l3 as Pangasinan Day, threw the subject of fixing the foundation date of the province to the provincial government.

The rest is history.

Urdaneta’s Pamaskong Handog host families

SOME 4,000 indigent families in Urdaneta received bags of goods as the city held its annual Pamaskong Handog program last week.

The program was funded by the city government with help from several non-government organizations, other groups, and the Department of Education.

This year's major sponsors were Rep. Kimi S. Cojuangco, Urdaneta City Filipino-Chinese Community, CSI, 168, ADDESSA, Magic Mall, and PANELCO.

Mayor Amadeo Perez IV led the distribution of gifts, including rice and used clothes, to the families who were chosen from all the 34 barangays in the city. –Desiree Sanchez

Dolphin-watching in 100 Islands soon?

ALAMINOS CITY–Officials here are optimistic that dolphin-watching will soon become another eco-tourism activity in the Hundred Islands National Park (HINP), in addition to kayaking, bird-watching, snorkeling, diving, nature photography and island- hopping.

Dr. Lemuel Aragones, associate professor of the Institute of Environmental Science and Meteorology of the University of the Philippines, said he is convinced that the presence of natural food and the absence of human threats in the Hundred Islands area will keep the dolphins in the city’s marine park.

The city government was upbeat with Aragones’ initial assessment and Mayor Hernani Braganza said this could mean more opportunities for the city’s tourism industry

More than 20 dolphins were seen swimming in pods in Lucap Bay, near the Hundred Islands, last December 6.

Aragones, who was first here in 2008 to help save a stranded rough-toothed dolphin named “Bayanihan”, lectured on marine mammal stranding and watched and studied the videos footage of the recent dolphin sightings at Lucap Bay. (The footages are available in the city’s Gali-La Alaminian Facebook account.)

“They are whales but considered dolphins since they belong to the Delphinidae family,” Aragones said.

FURTHER STUDIES

Aragones stressed that the situation also still needs studies and preparations to ensure that the sea mammals will keep coming back.

Although the dolphins plus two baby whale sharks (butanding) sighted at the Hundred Islands last October were not stranded, Aragones said residents must learn how to respond to possible mammal stranding in the future.

A marine mammal stranding is an event in which an individual or group of marine mammals washes ashore after dying or is found on the beach or shore in a helpless situation and unable to return to the water on its own.

They are said to be out-of-habitat when they are found close to shallow waters and likely at risk of becoming stranded.

In the case of the dolphins and a baby whale seen in the city’s waters, Aragones said that the marine mammals might be enjoying the alamang (small shrimps), their favorite food that are now abundant in the Hundred Islands.

There is also the possibility, he added, that the dolphins might have been affected by dynamite fishing which is still rampant in the Lingayen Gulf area particularly in the neighboring Zambales, Ilocos Norte and Cagayan, which are three of the nation’s marine mammal stranding hotspots.

Aragones lauded program and the political will of the administration of Braganza in protecting the city’s territorial waters from illegal fishing activities, and cited the mayor for instructing the city’s POSO-Bantay Dagat and General Service Office composite team to guide back the dolphins to the deeper part of the sea and to ensure round-the-clock protection for them.

“Dolphins and whales are indicators of the health and condition of the coastal waters and the ocean in general,” said Aragones, a former professor of the University of Miami in Florida, USA.–LM

City employees get P10T bonus

DAGUPAN City employees cheered when Mayor Benjamin Lim formally announced a bonus for all regular employees as well as emergency and volunteer workers during the Employee’s Night last December 17 at the city plaza.

Regular employees will receive P10,000; emergency workers, P5,000; and volunteers, P1,000.

In his message, Lim urged everybody “to care for everyone and choose to give, forgive, smile, and love for what really matters is a life that cares”.

Vice-Mayor Belen Fernandez and some city councilors also attended the event.

Among the highlights of the evening were a dance competition among the employees and the mayor singing a duet with Joanna Marie Solomon, Ms. Dagupan City 2010. (CIO)

Alaminos Airport gearing up for 2012 operations

ALAMINOS CITY–With President Benigno Aquino’s promised support for the Alaminos airport project, Mayor Hernani Braganza said they are hopeful to have it open and running for domestic flights by 2012.

Aquino made the commitment recently when he visited the province saying that the Alaminos airport could be included in the Public-Private Partnership (PPP) program of the national government, which is intended to bankroll major infrastructure projects around the country.

In the meantime, the Department of Transportation and Communication (DOTC) is reported to have recently released at least P96 million more for earth-moving work and the construction of a road leading to the airport.

Work on the airport, located in parts of Barangays Sabangan, Pandan and Telbang, commenced in March this year through land acquisition using the initial trance of P50 million released by the DOTC to the Alaminos City government.

Land acquisition of the 158.5-hectare runway is expected to cost P135.5 million.

The total cost of the project is estimated at P3.9 billion.

Braganza said the target date for international operations is 2022.—LM

URDANETA CITY—This city has become a mecca for thousands of bargain hunters in Northern Luzon.

Locals and residents of neighboring provinces come in droves to the Urdaneta 168 Mall in search of cheap deals for the holidays.

The establishment stays true to its roots—the 168 Shopping Mall in Divisoria, Manila, widely known for its cheap but good quality merchandise.

Buyers jostle over a wide assortment of goods on display. Around 60 shops inside the mall sell clothes, toys, gadgets, appliances, furniture, surveillance cameras, kitchen utensils and even throw pillows in a rainbow of colors.

Teofilo de Guzman, Urdaneta 168 Mall administrator, calls it a “one-stop shop” for all shopping needs.

With prices beginning at P5, the mall has become a hit to consumers of various ages and dialects.

“We’ve had people come from as far as La Union just to buy here,” says De Guzman.

The Urdaneta 168 Mall, located on the national highway, opened in September this year. Demand for its bargain products shows no sign of letting up.

The mall has been experiencing brisk business from the start. But things got even hotter still with the onset of the Christmas season.

“Our buyers have doubled since the holidays began,” De Guzman says.

At least 500 people visit the mall daily from 8 a.m. to 7 p.m.

“What attract buyers are the products, which are mostly similar to those being sold in Divisoria and with the same price,” he adds.

Jennifer de la Cruz, 24, a resident of Mangaldan town, braved the crowded establishment to find Christmas gifts for her family.

“You’ll see items here that are unique and cheap,” she says.

The mall counts among its patrons people in search of bargains, as well as savvy resellers looking to earn a peso with wholesale products being sold here.

De Guzman says the bestsellers are ready-to-wear clothes and bags, but other booth owners also report good earnings. Currently, there are 19 more applicants for store space in the establishment.

“We try to minimize redundant products, so we encourage diversity among our shop owners,” De Guzman explains.

Jojo Ong, who sells mobile phones and gadgets, predicts a boom over the next few years.

“There is business here,” Ong says. “We’re in a good location and many people pass by here.”

Ong, a native of Dagupan City, is one of many local entrepreneurs who stand to benefit from the trade brought by the mall.

De Guzman describes it as a win-win situation for all.

It is a situation, he says, where consumers get their money’s worth, more residents are hired for jobs, the local industry is stimulated, and the city earns income from taxes and the building’s lease.

The Urdaneta 168 Mall is housed in a fully air conditioned, four-story building owned by the city government of Urdaneta. It is being rented out to Urdaneta 168 Corp., which has developed the mall and oversees maintenance. The corporation, in turn, subleases mall space to vendors.

Mayor Amadeo Perez IV hopes that the mall will help turn Urdaneta City—at present, the highest grossing city in the Ilocos—into the next big urban center in the country.

PIA Pangasinan cited best in Region 1

Dagupan City, Dec. 24 (PIA) -- The Pangasinan Information Center of the Philippine Information Agency (PIA) has been named the Best Performing Infocen for Year 2010 in the Ilocos Region.

The Info-Center, under Manager Daniel O. Sagun, bested the three other provinces in Region 1 in terms of print and broadcast production.

Sagun and his staff - production and monitoring officer Venus May Sarmiento, administrative officer Brigida Tuazon, production and monitoring assistant Emerenciana Ballesteros, and computer tech Roland Naoe - received the certificates of recognition during the Team-Building and Annual Assessment of PIA Region 1Thursday at the Philippine Ports Authority Beach House in Poro, San Fernando City in La Union.

Sagun, who was also cited Best Performing Information Officer, said the recognition will serve as an inspiration for him and his staff to strive for more next year.

Also cited as best performing information officers are Infocen Managers Cristina Arzadon of Ilocos Norte and Miriam Aquino of La Union, and information officer II Freddie Lazaro of Ilocos Sur.

Regional Director Abraham N. Libadia said recognizing the hard work and efforts of provincial offices will move them further to do their share and live up to the vision and mission of the agency, which is to empower the citizenry thru information and communication.

The PIA Luzon cluster held last week its yearend assessment and planning workshop in Baguio City led by Director-General Jose A. Fabia where he outlined the development communication thrusts of the agency under the administration of President Aquino.

DAGUPAN CITY, Pangasinan, Philippines—Back home for the Christmas holidays, Jacqueline Aquino-Siapno, the interim First Lady of East Timor, took her 7-year-old son, Hadomi, on a commercial bus to her home province Pangasinan a day after they arrived at the Ninoy Aquino International Airport on December 8.

They were accompanied by her father, lawyer Juan Siapno, during the five-hour night trip to this city.

“The East Timor consulate in Manila actually offered to pick me up from the airport. But I politely told them I will be fine,” Siapno said.

Siapno, a professor at the Seoul National University in South Korea, is married to Fernando “La Sama” de Araujo, East Timor’s national parliament president and the country’s second highest official.

She is an interim First Lady because East Timor President Jose Ramos Horta is single.

In April last year, Siapno arrived with her son at NAIA and traveled by bus to this city with her mother, Corona Aquino. Her bus ride and later, tricycle ride around this city, caught the attention of the media.

Ragtime jazz is a longtime favorite classy "singles bar" (kahit hindi rin single :lol:)

MY favorite bar. You can buy your bottle and if unconsumed, you can "case" it for future use. Casing is a term when you want to store your unconsumed bottle in an exclusive glass display with your name on it in the club/bar. Ewan ko lang ngayon kung gumawa pa rin sila ng mga glass cabinets.

By the way bands are playing here, usually alternatives, slow rock, oldies and of course jazz. It is where it got the name Ragtime Jazz Bar.

Crowd here is great (hindi baduy, classy and cool people here). Wanted to invite everyone... pinagmamalaki ito ng Dagupan City.

Thousands witness historic transfer of cathedral seat in Pangasinan

Thousands of Catholic faithful in Dagupan, Pangasinan, La Union and Nueva Ecija flocked to the Saint John Metropolitan Cathedral Monday afternoon to witness the formal transfer of the seat of the Lingayen-Dagupan Archdiocese from the old cathedral on Zamora Street here to the new cathedral on Burgos Street, also here.

The transfer was effected during a mass celebrated by Papal Nuncio Edward Joseph Adams, assisted by Archbishop Socrates Villegas of the Lingayen-Dagupan archdiocese and 76 priests from different suffragan dioceses and parishes.

Among those who attended the mass were Foreign Affairs Secretary and Mrs. Alberto Romulo, Reps. Gina de Venecia of the Fourth District, and Rachel Arenas of the third district, both of Pangasinan; Mayor Benjamin Lim and Vice Mayor Belen Fernandez of Dagupan City, Fourth District Provincial Board Member Mojamito Libunao and his wife, Mayor Irene Libunao of San Fabian.

During the mass, Monsignor Rafael Magno, the archdiocese vicar general and chancellor, read to the faithful a decree signed by Pope Benedict XVI last September addressed to the Congregation for Bishops concerning the transfer of the Episcopal Chair and the Erection of the Cathedral Church of Lingayen-Dagupan (archdioce).

The decree annulled the title of the Cathedral of the Church dedicated to Saint John the Apostle on Zamora Street (old church) in Dagupan effective the first day of November 2010,

It also raised to the rank and dignity of Cathedral Church of the same archdiocese the church on the street of Burgos, consecrated to God in honor of Saint John the Apostle.

The decree stated that in order to look, after the good of the souls more suitably and securely, Archbishop Villegas who assumed the post in early part of this year, requested for the transfer.

As a result of the transfer, the church on Zamora St., built during the Spanish time and renovated many times over the ages, was made an archdiocesan shrine and now called the ”Sanctuario de San Juan Evangelista”.

The old Cathedral was the seat of the diocese when it was transferred from Lingayen to Dagupan on May 11,1954, while it was still part of the archdiocese of Nova Segovia whose cathedral seat was in Vigan.

It retained the episcopal seat in the old cathedral at Zamora Street even when the diocese was elevated into an archdiocese on a decree issued on February 16, 1963 by Pope Paul IV. Its first archbishop was Mariano Madriaga who was succeeded by Federico Limon.

It was Archbishop Limon who built the new cathedral on Burgos Street and had it consecrated by former Papal Nuncio Bruno Torpigliani in 1974 during its inauguration but unfortunately, this act was not communicated well with the Vatican.

Thus, with no recognition from the Vatican, the new church remained as the Saint John the Evangelist Parish.

Saint John the Evangelist is the patron saint of Dagupan, at those natal day on Dec. 26, the city of Dagupan is holding a month-long fiesta.

This remained a parish church even with the full term of Archbishop Oscar Cruz who just retired in early part of this year.

When Archbishop Villegas arrived as new archbishop in February this year, he renovated the church, decked it with adobe stones and now comparable with the magnificent churches in Europe.

At the beginning of his term, Villegas wrote a letter to Rome seeking the elevation of the church into a cathedral.

With the apostolic decree from the Holy See, the Cathedral Church of the archdiocese on Burgos Street was at the same time granted all the prerogatives, rights and privileges which other Cathedral churches enjoy according to the Code of Law of the Lord.

In order to accomplish this, the Holy Father designated Papal Nuncio Adams to bring about the transfer with the task of sending back to the same congregation of bishops an authentic copy of the act of the completed execution.

In his homily, Papal Nuncio Adams, who is also the archbishop of Scala, said: "This church of Saint John, the beloved apostle, in which we are now gathered, this holy temple dedicated to the Lord that stands here on Burgos Street is from now on the Cathedral Church of this Diocese".

He added "this church now officially takes the place of the one on Zamora Street that had in the past been your Cathedral Church".

Explaining that the word cathedral came from Latin's "Cathedra", Adams said that the word actually means "an elevated seat", a symbol of the bishop's rule as pastor, leader of God's people."

He also said that the cathedral or bishop's chair also signified the marriage of the bishop, which is the people, and was symbolic of the special role in respect to the clergy, the religious and the lay faithful in his diocese.

Adams said the cathedral was the seat or the center of the Church in any Catholic diocese. All the priests here are in effect clergy of the Cathedral and serve their bishop's priesthood.

He said with the bishop, the priests had the responsibility for making the gospel known and for celebrating the sacrament for God's people and for making Christ's presence.

"As chief priest and teacher, the bishop of course is at home in all the churches of the diocese. But even so, there was only one Cathedral, one bishop's chair and one cathedral chair".

In his homily, Adams extolled John, brother of James, another disciple, as among in the small group that Jesus called.

He said Jesus put wings to John's feet and enabled him to look into the tomb of the Lord. He added that John was the first into the tomb of Jesus and the first to believe in resurrection.

pero mayroon nang chooks to go doon sa ground floor.iba rin yung westgate doon sa JVH?sir

Pangasinan cops launch drive versus powerful firecrackers

Policemen in Pangasinan have started their operations against dangerous firecrackers to protect lives and limbs during the New Year’s eve revelry on New Year’s eve.
The operation started in Anda town, where the police seized 24 bundles of the prohibited “Pla-pla” firecrackers worth P600 while these were being sold inside the public market.
The Police Provincial Office reported that a firecracker vendor, identified only as “Cabugatan,” 19, of Polalis Street in Alaminos City, was arrested by the Anda police and will be charged for violation of Republic Act No. 7183.
The suspect, who readily admitted to the violation, said the firecrackers were supplied by his father who asked him to sell these in Anda to earn money for their family.
In another operation, the San Fabian police seized 40 pieces of toy guns, which were the exact replicas of genuine firearms, that were being sold on Caballero Street in Poblacion, San Fabian town.
The toy guns were being sold by Ana de Guzman, 49, who said she did not know that selling of toy guns is prohibited.
In another operation, the Umingan police confiscated four boxes of the banned “Piccolo” firecracker amounting to P360, and five pieces of “Pla-pla” firecracker amounting to P250 in an inspection inside the town’s public market.
Meanwhile, the selling of firecrackers is now widespread in downtown Dagupan but vendors reported that not too many people are buying their product.
The Dagupan City government earlier designated a
firecracker selling area in Barangay Tapuac but it seems that the vendors are selling the commodity even in crowded public parking lot of CSI Market Square and in side streets.

A NEW seven-storey hotel will soon be up in Dagupan City.
To be named Le-Duc Hotel, the P50 to P60 million project will be an undertaking of the Duque family that owns the Lyceum Northwestern University (LNU).
Dr. Gonzalo Duque, LNU president and former vice governor of Pangasinan, said the edifice being built on a 1,000-square meter lot beside LNU recently acquired by the family, will become the tallest in the city.
Construction started in March this year and is expected to be operational next year.
Duque said aside from catering to tourists visiting Dagupan, the hotel will be used as training venue for LNU students enrolled in tourism, hotel and restaurant management courses.
The hotel will be the Duque family’s contribution to boost tourism in Dagupan and the rest of Pangasinan.
The eldest of the Duques, the late Dr. Salvador Duque, former LNU president and chancellor, was behind the construction of the President's Hotel in Lingayen.
"That hotel put up by my brother Ado helped stimulate activities in the town of Lingayen," the younger Duque said.
The Duques expect an increase in tourist arrivals in the province with the completion of the Alaminos Airport and other major government projects.—LM
