The BRP Dagupan City (LC-551) is the second and last ship of two Bacolod City class of Logistics Support Vessel, and is based on a helicopter capable variant of the US Army Frank S. Besson class. A NEW seven-storey hotel will soon be up in Dagupan City.
To be named Le-Duc Hotel, the P50 to P60 million project will be an undertaking of the Duque family that owns the Lyceum Northwestern University (LNU).
Dr. Gonzalo Duque, LNU president and former vice governor of Pangasinan, said the edifice being built on a 1,000-square meter lot beside LNU recently acquired by the family, will become the tallest in the city.
Construction started in March this year and is expected to be operational next year.
Duque said aside from catering to tourists visiting Dagupan, the hotel will be used as training venue for LNU students enrolled in tourism, hotel and restaurant management courses.
The hotel will be the Duque family’s contribution to boost tourism in Dagupan and the rest of Pangasinan.
The eldest of the Duques, the late Dr. Salvador Duque, former LNU president and chancellor, was behind the construction of the President's Hotel in Lingayen.
"That hotel put up by my brother Ado helped stimulate activities in the town of Lingayen," the younger Duque said.
The Duques expect an increase in tourist arrivals in the province with the completion of the Alaminos Airport and other major government projects.—LM

Asingan Mayor is TOYM nominee

ASINGAN-The lady mayor of this town is one of the nominees for the Ten Outstanding Young Men of the Philippines (TOYM) for this year.

Mayor Heidee G. Chua said she is elated and full of gratitude for being a nominee to the prestigious national award.

“Malaking kasiyahan at puno ng pagpapasamalat po ang maging nominee sa TOYM,” Chua said.

The theme this year highlights the role models in the community and their importance in serving as inspiration to the young.

For the past 51 years, the Junior Chamber International-Philippines has undertaken the search for The Outstanding Young Men of the Philippines, a select elite group of individuals who have shown selfless dedication for their work, passion for excellence and compassion towards the communities they belong.

Chua said that she just does what she feels is good for the others because it makes her feel better.

Arlene Lomibao of Asingan said that the mayor’s the passion to work for the welfare of the people is contagious.

“Si Mayor Chua po ay 24/7 na mayor,” Lomibao said. “Kaya pati kaming mga staff niya ay nahawa na sa kanyang passion for work.”

Abono Party-list President Ponciano V. Onia Jr. said he is a personal witness to the dedication for work of Mayor Chua.

“Mga 5:30pm na noong pumunta ako sa Municipal Hall ng Asingan at nagalak ako na si Mayor Chua ay busy pa rin na nag-eentertain ng visitors,” Onia said. “Iyong ibang mayors diyan…after lunch hindi mo na mahagilap.”

Chua said that she finds strength in prayer and the warm smiles of people who she loves and cares for.

She cites her mother Zenaida Ganigan as her role model.

“My mom is model grassroots leader and public servant,” Chua said. “She is a two-term councilor and is now on her last term as Punong Barangay.”

Chua said that she just does what she feels is good for the others because it makes her feel better.

Arlene Lomibao of Asingan said that the mayor’s the passion to work for the welfare of the people is contagious.

“Si Mayor Chua po ay 24/7 na mayor,” Lomibao said. “Kaya pati kaming mga staff niya ay nahawa na sa kanyang passion for work.”

Abono Party-list President Ponciano V. Onia Jr. said he is a personal witness to the dedication for work of Mayor Chua.

“Mga 5:30pm na noong pumunta ako sa Municipal Hall ng Asingan at nagalak ako na si Mayor Chua ay busy pa rin na nag-eentertain ng visitors,” Onia said. “Iyong ibang mayors diyan…after lunch hindi mo na mahagilap.”

Chua said that she finds strength in prayer and the warm smiles of people who she loves and cares for.

She cites her mother Zenaida Ganigan as her role model.

“My mom is model grassroots leader and public servant,” Chua said. “She is a two-term councilor and is now on her last term as Punong Barangay.” galing naman ni mayor

DAGUPAN CITY, Philippines (PNA) — A five-year development plan of the Dagupan-based Region 1 Medical Center beginning 2011 envisions its expansion from a mere 300-bed capacity into a 900-bed capacity tertiary health facility.

Dr. Roland Mejia, R1MC director, said however that this cannot be done without acquiring additional land where additional buildings would be built starting next year.

He cited a bill filed by Rep. Gina de Venecia of the Fourth District of Pangasinan, which seeks to modernize and make R1MC a 600-bed capacity from its present 300-bed, which is set to be realized within next year.

Another 300 beds will be added to the 600 beds when the Drug Rehabilitation Center of R1MC in Barangay Bonuan Binloc shall have been completed by the latter part of 2011, Mejia said.

R1MC, he said, already won the nod of the executive committee of the Department of Health to acquire a one-hectare lot outside its present complex on Arellano Street in Dagupan.

The lot, which costs P76 million, is owned by the heirs of the late Pangasinan Governor Teofilo Sison,
the same family that donated during the pre-war era the present three-hectare lot which R1MC now occupies.

Mejia said unless an additional lot is purchased, the expansion of the hospital into a 600-bed capacity will be hard to implement.

He said due to limited space and in the absence of additional lot, they were already constructing buildings at R1MC vertically.

The infrastructure program of R1MC, he said, is funded by the budget of the Department of Health which forms part of the newly approved national budget, he added.

R1MC is at present a tertiary level 4 hospital, same in category as the East Avenue Medical Center in Quezon City and the Jose Reyes Memorial Medical Center in Manila.

Mejia said that when it is finally upgraded into a 900-bed capacity hospital, R1MC will soon be the largest government hospital outside Metro Manila.:banana::banana::banana::banana:

What better way to end the Lenten season than to hold a poncia?

Poncia is the general term for a party in Pangasinan, but one that is centered around food. It is a party on a grand scale, and as I mention in this blog time and again, it is an undertaking by an entire barrio or barangay – people come to help in the preparation and cooking of the handa, or the dishes to be served, down to the plating and serving, and of course everybody comes during the poncia to partake of the food.

The Tagalog equivalent of the term poncia is handaan, which generally means a preparation, but has evolved to mean a preparation of food to be served, and eventually has come to mean the serving of food during a party, much the same way as what poncia denotes.

A poncia and a handaan both refer to big celebrations usually associated with the sacraments and the practice of one’s faith – wedding, baptism, fiesta, birthday, anniversary of all sorts, commemorations after a death (pasiyam, 40 days, babang-luksa).

There may be a short ritual during the party, maybe some speeches, but the main event is the food and the eating. Because the poncia is traditionally held at the house of the host, tables are usually short so that one has to leave immediately after eating to give way to those still waiting to be seated.

At sundown the pig – the normal beast of choice for the handa, utilized from snout to tail – is slaughtered, dressed and cut up. Here the pata – hocks – were being boiled prior to being deep fried to a crisp. However, the host deemed the four pieces of front and hind hocks too few to be served, so it became the “prize” of the volunteer male cooks to take home.

A stew being ladled into a container to be taken to the party venue. The shovel-like size of the ladle and the long wooden handle enabled the cook to skillfully stir the large quantity of meat without being warmed too much by the wood fire.

Rice is normally cooked in a kaldero – a thick, steel, cylindrical casserole – but the quantity needed for a huge number of people means employing a kawa – made of the same material but pan-shaped. And huge.

As the rice absorbs the water, it is covered with banana leaves to make it fragrant, then weighted down so the wind doesn’t lift the cover. The fire is dispersed around and banked to embers to prevent water from evaporating, which circumstance would undercook the rice.

This has been steeping in the vinegar mixture for almost a day, so that the fish has been “cooked.” Nevertheless it (plus the oysters lightly cooked in vinegar, jalapeno peppers, onions and ginger, topmost photo) is a refreshing respite from all the fatty meat dishes. The boiled eggs is not a usual addition to kilawin, but it made the dish “friendly” to those who are not used to eating raw seafood, especially the female part of the population.

Stuffed eggs. This is not traditional poncia fare, but speaks of the experience of the punong abala or the one in charge of the over-all preparation and cooking, who has spent time in the kitchens of a hotel in Dubai. With all the meat and pork fat, I think it is a brilliant addition to the party spread, particularly since a lot of the guests were senior citizens (the poncia was for a golden wedding anniversary). I’ve read somewhere that an egg contains an element that helps in preventing the absorption of fat that you eat it with in the bloodstream.

Gundol/Kundol




It used to be, before pastries and cakes and ice cream concoctions and cold salads of canned fruit, that candiedgundol* was one of two (the other is, by default, leche flan) featured desserts in any festive occasion. And I mean really festive – grand celebrations like Catholic baptisms and fiestas. And probably even weddings.

These occasions, in those more serene times not so long ago, were a field demonstration of home-cooking andbayanihan. And bayanihan – the time-honored practice of helping out your neighbor in preparing for a big event – is needed during feasts, because everything laid on the table, from the appetizers and soups to the salads and mains (actually, it's more of a smorgasboard of main dishes, mostly meat) up to the desserts and drinks, everything is cooked/made right there at home, where the feast was usually held, anyway.

And not just cooked, but the animals to be served were also slaughtered, cleaned and dressed and chopped to the appropriate cuts right there in the premises. Big wood fires were built, around which big, somewhat flat rocks were arranged, so kawas and kalderos (huge cooking pots and pans) could be put atop the fires for the occasion.

Homecooking was practical because occasions such as those mentioned above were usually a barangay (roughly the equivalent of a village) event. Just as everybody volunteers for the preparation, everybody likewise comes for the occasion, no invitation needed. As such, the slaughter of an animal to use all its parts, and the use of home-grown ingredients, including the fruits and vegetables, were economical.

So with the use of gundol, which grows abundantly. I associate gundol with fiestas because that is when it was usually served. But this is actually because our town fiesta is in January, when gundol – known outside the country as winter melon or wax gourd (Benincasa hispida) – is in profusion. The last and first quarters of the year are also choice times for binyag and kasal, and I have attended my fair share of those (what Filipino hasn't?) that's why gundol is festive food, for me.


Gundol is a pulpy, oblong gourd with waxy skin. It is similar to upo (bottle gourd), with as many seeds in the center, but the flesh is drier. It is eaten as a vegetable, again same as the upo, usually added in soups. But when I was growing up we never had it as a vegetable.

Gundol is always a candy for me. The thin waxy coating on the gourd acts to protect the fresh fruit, so it can be stored for a length of time. Candying it goes further in preserving it. Because it does not need chilling, it is ideal for serving in big occasions, when the ref is normally bursting at the seams and about 30% of the food usually spoils before the event. Its long shelf life is a guarantee that it can be made ahead.

Having said that, I'll add that it can be had anytime of the year, and there's no need for an invitation to a grand feast or wedding, or even a contemplation of gate-crashing a binyag, because it is sold year-round in the public markets around the province, at the puto kiosks in Calasiao, and in Romana's.


But in case you come across a fresh gourd, it's easy to candy a gundol. A vine sprouts at the backyard of my in-laws, and I happened upon a couple of fruits at the Malasiqui market one time, so I've had practice. Just slice open the fruit, scoop out the seeds, then cut the flesh into long, fat wedges. Drain these, then sun-dry.

Three days of sun-drying in the cold, Habagat-fanned holiday season yielded a still moist gundol for me, but I guess about three days in the summer sun is enough. Spread the wedges on a single layer so they dry properly.

When dry enough, mix in white sugar and put on a thick-bottomed pan to cook, stirring constantly. The gundolwill moisten, but will harden again when thoroughly cooked. Store in an air-tight container at room temperature, but I like eating candied gundol cold, so I usually store them in the freezer.


Commecially produced gundol candy are usually harder and whiter than home-cooked ones because of the addition of lime (dena in Pangasinan – the mineral calcium oxide, not the acidic fruit). Gundol is made to steep in a lime mixture overnight, which dehydrates and bleaches the fruit. Which is a good enough reason to make the candies at home.

It’s a sticky, tasty treat often brought home by mothers after a tiring market day, and a delicacy usually shared by the family after attending mass on Sunday.

Basic ingredients:
10 cups glutinous rice, 2 tbsp salt, 2 cups coconut cream, 5 cups coconut milk lift

1. Prepare patupat baskets by weaving young coconut leaves in a rectangular shape. Leave a small opening in one end.
2. Fill patupat basket with uncooked glutinous rice, half full.
3. Close the patupat basket’s opening with a knot. Secure them with a bamboo splice to form clusters.
4. Boil sugarcane juice in a carajay (kawali). Scoop the solid particles that form at the surface of the liquid.
5. Put the clusters into it to boil or until it is cooked (approximately 1 hour).
6. Lift the cooked clusters and drain the excess juice thoroughly.
7. Continue heating the sugarcane juice to densely concentrated, yellowish brown syrup.

Pangasinan records less firecracker victims this year

Dagupan City, Jan. 1 (PIA) -- The number of firecracker victims this year is significantly lower than the previous year.


Bombo Radyo Dagupan reported that 22 were hurt and brought to health facilities in Pangasinan as of 4:30 a.m. The number was much less than what was reported last year, it said.


The “Iwas Paputok” campaign initiated by the health department and the Philippine National Police apparently succeeded. Days prior to the New Year celebration, Dr. Roland Mejia, chief of the Region 1 Medical Center here, appealed to the public to refrain from greeting the new year with prohibited pyrotechnics.


He specifically asked children to avoid using any firecracker. “Walang puedeng paputok para sa mga bata,” he repeatedly said.


The Dagupan City police for its part intensified the campaign against the sale of prohibited firecrackers as it rounded up sellers at the downtown area starting Wednesday and confiscated the banned items.


Policemen in the province numbering some 2,300 had their firearms sealed with masking tape and duly signed by the deputy police provincial director for operations, said Supt. Gerlado Roxas, head of the police-community relations unit. The seal would be inspected by Monday, he said.


So far, there were no initial reports of victims of stray bullets from the field. (PIA Pangasinan/danny)

Rizal’s heroism revisited

DAGUPAN CITY, Dec. 30 – A university professor from this city who is the wife of the second most powerful figure in East Timor has paid tribute to national hero Dr. Jose Rizal for his “inspiring, visionary ideals and exemplary achievements.”


Prof. Jacqueline Aquino Siapno-Araujo, in her speech during the Rizal Day celebration at the city public plaza, said Rizal was “a polyglot and a true cosmopolitan” for his ability to learn different languages and his respect to different cultures, and his “curiosity and tolerance to learn about new methods of learning.”


Siapno-Araujo, a native of this city but has been living in East Timor for 11 years now and married to East Timor Parliament President Fernando L. De Araujo , especially admired the fact that Rizal was proud to say that his first teacher was his mother, Doña Teodora Alonzo.

“By doing this, he created a very different definition of ‘heroism,’ highlighting also the contributions of women and mothers who, in his book and in my book too, are the true but mostly unsung and invisible heroes of our families and communities,” she said.


She also said that Dagupenos “could write a very different social history of all the women in the history of Dagupan who have self-sacrificingly raised intelligent, wise, healthy children, against overwhelming economic odds, sometimes having to go abroad to faraway lands, having to take huge risks, so that they could support not only their families but also their communities. Perhaps, we should have more time for reflection on our other ‘heroes,’ our other ‘revolutionaries,’ especially those who do not write books, whose history has been largely ignored.”


Pangasinan history, she said, is rich with fascinating examples of “historical actors” like peasant leader Pedro Caloso, writer Carlos Bulosan, the members of the Hukbalahap and the local communist party who came from the province.


She said that she was able to visit the prison cell of Rizal in Castellon, Spain while teaching at the Universitat Jaume Primeiro in 2007 to 2008.


“For me, visiting the prison where Rizal was kept after having been charged with subversion and being branded a criminal was not only moving but (also an) extraordinary experience,” she said as she recalled that her husband spent almost seven years in prison for “subversion against the state” under the Indonesian colonial occupation.


“Why do we celebrate Rizal, even 100 years after he was executed?,” she asked. “Lest we forget, the price of our independence as a country. For that he paid the highest price – his life,” she said.


Siapno-Araujo also posed intriguing questions: “What would Rizal say if he saw some of our leaders and politicians now? In this country he envisioned? The country he gave up his life for?”


In the 1950s, she noted that the Philippines was one of the most promising and richest countries in Asia after Japan. Now in 2010, the country is at the same level as East Timor as a” least developed country” according to some economic indexes.


“On this Rizal Day, it is wise to reflect on this question: What happened to us? Are we on the path of permanent underdevelopment? What small step can each of us take to change ourselves, to improve communities, to reduce if not eliminate injustice, inequality, poverty, domination, corruption and wastage in our land, and on this earth?,” she said.


Siapno-Araujo, noted for her humility, uses public transport while she is in the country.

Sa kanilang tanggapan dito sa lalawigan ng Pangasinan, apat na camera ang nakalagay at nakikita agad ang mga dumarating na kliyente. Dapat maging mahusay ang kanilang mga empleyado sa pagsasalita at pakikitungo sa mga kliyente, aniya.

"Laing" or Taro Leaves is a vegetable dish with coconut milk. The twist of this appetizer is that it's wrapped and deep fried by Maan. It was a first for both me and the hubby to give this dish a try. It was actually 'newly invented' by Maan and I was quite lucky to have a taste of it before it gets to be included on the menu! The coconut milk is not overwhelming to taste, everything was just right! The perfect combination of this would be mayonnaise or you can just eat this as it is!

It’s a sticky, tasty treat often brought home by mothers after a tiring market day, and a delicacy usually shared by the family after attending mass on Sunday.

Basic ingredients:
10 cups glutinous rice, 2 tbsp salt, 2 cups coconut cream, 5 cups coconut milk lift

1. Prepare patupat baskets by weaving young coconut leaves in a rectangular shape. Leave a small opening in one end.
2. Fill patupat basket with uncooked glutinous rice, half full.
3. Close the patupat basket’s opening with a knot. Secure them with a bamboo splice to form clusters.
4. Boil sugarcane juice in a carajay (kawali). Scoop the solid particles that form at the surface of the liquid.
5. Put the clusters into it to boil or until it is cooked (approximately 1 hour).
6. Lift the cooked clusters and drain the excess juice thoroughly.
7. Continue heating the sugarcane juice to densely concentrated, yellowish brown syrup.
8. Dip clusters into the syrup for 30 – 50 minutes.
9. Then, lift and allow to drip for several minutes.

Although this might look simple, bilo-bilo is an important ingredient in Filipino desserts such as Ginataang Bilo-bilo, Ginataang Halo-halo, and Baked Bilo-bilo in Coconut Cream sauce.



If you want to make your own Bilo-bilo, here are the ingredients that you need to have and the steps that you need to follow:
Ingredients:



1 cup glutinous rice flour

1/2 cup water

Procedure:



1. Combine glutinous rice flour and water.



2. Mix the mixture thoroughly. A soft yet sticky mixture should be formed.



3. Scoop about 1 1/2 to 2 teaspoons of the mixture and roll it into a ball shaped figure using your hands. Tip: Try to wet your hands a little to prevent the mixture from sticking.

4. Place the mixture in a plate or any flat container and do the same steps until all the mixture is used up.

5. Use as ingredient for Filipino Dessert recipes that require them. You can also cover the container and freeze the glutinous rice balls for future use.

7. Roll in grated coconut.
8. Serve at once with sugar mixed with toasted sesame seeds.

Sometimes happiness is as simple as being able to buy a handful of baég (about 50 grams at Php10) to put in a pot of pakbet (pinakbet), or mix in a stew of balatóng (munggo, mung beans) sauteed with chopped, ripe tomatoes. It becomes a joy, really, because the tree, or more appropriately the woody, high-growing shrub, bears only seasonally these light-green, textured, long spindly flowers that turn into a vegetable for us Northerners (Ilocanos and Pangasinenses).

The shrub does not benefit from any blossom-inducing chemical spray since it is not much known outside of the Ilocos region, although I've heard it proliferates even in the Batangas area, where they eat it as a vegetable, too. But it is well that it is kept organic, since I'm well aware how access to fresh, unadulterated produce can be a pricey privilege in this time and place.


Baég is endemic to the Philippines, also known as alokon or himbabao in Ilocano. It is rich in vitamins A, B and C, and contains calcium, phosphorus, potassium and iron. It is mixed in the Ilocano dish inabrao, or a vegetable stew of tomatoes, sitaw (string beans) and patani (fresh lima beans), flavored by pieces of grilled pork. In Pangasinan it is called baég, with the requisite Pangasinan guttural ę that all Filipinos outside of the province find so hard to pronounce (it is like the e in brother, or the second e in eagle – easy, right?).

Baég makes any dish more aromatic, but only subtly so. It adds texture, and additional roughage, to any vegetable dish that is sinágsagán (having as base stock seasoned with the salted, fermented fish paste bagóong). When cooked it turns vibrant green, soft and a bit slick. It can be had by itself, sauteed with shrimps, or in some places with bisukol or kuhol, snails, cooked in gata or coconut cream (definitely not in the Ilocos region).

In Pangasinan it is most commonly cooked with pakbet, a mix of okra, eggplants, tomatoes, palya (ampalaya, bitter gourd/melon), all put together in a boiling pot of sinágsagán and agát (luya, ginger). The pakbet shown here (photo above) also contains cubes of kamote (sweet potato), also a common practice and to which I have some objections, but I allow it because of the kamote's beneficial contents (vitamin A, calcium, soluble fiber and resistant starch), especially for kids.

I got the scientific name and the regional terms from this website, but I'm not sure if they all refer to the same thing, and if they actually refer to the kamansi that I know.

The Pangasinan kamansi is a rotund green fruit, skin raised in pointed peaks all around, and very, very sappy. It is believed by the old folks to be a galactagogue - it purportedly aids in increasing the production of breastmilk.

My in-laws have several trees growing in their backyard, and the fruits were all that they would feed me every time I gave birth. Probably partly due to this, I was able to breastfeed all my three children for as long as they wanted (the longest at more than two years) even though I always went back to office work after the mandated 60-day maternity leave.

The kamansi tree grows high, with large leaves - as in really large, big enough to cover one's head like an umbrella during hot afternoons - that are deeply serrated, similar to a papaya's. The fruits sprout singly on top of the tree year-round.

The fruits are eaten as a vegetable, in Pangasinan stewed with bagoong (salted anchovy paste) and topped with grilled fish. It is also stewed with meats (beef or pork), seasoning with salt or patis (the amber liquid by-product of bagoong-making).

It is never sweetened. The candied fruit uses another variety, which is seedless and is closely related to kamansi. Breadfruit, rimas, pekak, are all under the same family species as the kamansi, but are entirely different fruits. The first two are the seedless variety, the last one, at least in the Pangasinan term, refers to a smaller fruit riddled with small seeds that pop when eaten, and is cooked the same way as the kamansi. These come out only upon the onset of summer.

Langka (jackfruit), durian, and including the marang, are also close relatives, but are more of the "dessert" fruit kind, eaten when ripe (though unripe langka is also cooked as a vegetable). Kamansi and pekak are the "savory" kind, harvested young (the more immature, the better) and cooked unripe.

Mature kamansi is rubbery, the seeds hard, making it inedible. So the immature ones are prized, which keep up to about three days, but taste best when cooked immediately after harvest.

The common companions of a kamansi stew - cabuey (sigarillas) and okra. Sliced green papayas, if available, are also added, as well as string beans or yard-long beans and its young leaves/shoots. They are all constant companions, whether in the stew with bagoong or with the preferred meats, although in the latter the kamansi can be had on its own.


The kamansi flesh is akin to that of the langka, sectioned and filled with large starchy seeds that are also edible, with the flavor and texture of gabi (taro). The kamansi flesh is rougher and pasty-hued, oozing a lot of sap.

I know that kamansi is eaten all over Pangasinan, and in parts of Southern Luzon. In Metro Manila and Cavite they know the fruit, but vegetable vendors say they are rare, compared to the more common green/unripe langka.Ingredients:

3 matured grated coconut to get:
2 cups thick coconut milk
5 cups thin coconut milk
Or you can used canned coconut milk if fresh is not available
3 pieces of Seeded Breadfruit, peeled and cut into bite size pieces
300g pork belly, cubed
1 medium onion,chopped
4 cloves garlic minced
3 tbsp oil
4 pieces bird's eye chili, cut into pieces
4 tbsp fish sauce
salt and pepper to taste

Directions:

•Extract thick coconut milk by combining 2 cups of warm water with grated coconut and squeezing the juice from it. Set Aside.
•Extract thin coconut milk by combining the same grated coconut with 5 cups of warm water.Set aside.
•Heat oil in a pot and sauté garlic and onions until onions become transluscent.
•Add pork and fry in together with the garlic and onion until it's golden brown.
•Pour in the thin coconut milk and the breadfruit pieces. Stir
•Simmer until breadfruit is tender and the sauce a little dry.
•Add the thick coconut milk and fish sauce.
•Simmer for around five minutes or until the sauce has become oily and the coconut milk has curdled a bit.
•Add salt and pepper to taste and the chili.

12 noon New Year revelry staged in Dagupan

DAGUPAN CITY, Jan. 1 (PIA) -- It has been the tradition of residents of barangay Pogo Grande, this city, to line up firecrackers in the streets and fire them up all at the same time come 12 noon of New Year's Day. This year, the revelry attracted hundreds of spectators again.


At least 100,000 pieces of firecrackers (paputok) were carefully strewn together and hung in the street that stretches from the intersection of Pogo and Lasip until the barangay hall near the main barangay bridge which is about 500 meters long. At the strike of 12 noon, one firecracker is lighted up and the rest goes popping producing non-stop noise.


The firecrackers reportedly cost P15,000- 18,000 but most firecrackers came from donations.

Barangay captain George Galvan said this tradition started with only a few firecrackers and increased in number through the years. Now, it is known even by Filipino communities abroad. Some even offered to donate money to buy firecrackers.


Barangay councilor Myrna Esteves explained that the tradition dates back a long time ago and is held to give entertainment and, as the old folks say, to drive away bad spirits with the entrance of the new year.


"Because of its success as viewed from the growing number of people who come to witness the revelry, maraming barangay na and gumaya pero siyempre, ang original ay dito sa Pogo Grande," Esteves said.


The barangay is known to be a top producer of firecrackers and other pyrotechnic materials every holiday season. Buyers flock to this village every December. (PIA-Pangasinan)

City dads lament the 5% poll expenses tax

URDANETA CITY- After seven months after the May 2010 elections, the Bureau of Internal Revenue (BIR) is still running after vice mayor and members of the Sangguniang Panlungsod (SP) who have not remitted their 5% withholding tax collections from their electoral expenses.
The officials received a letter from the BIR demanding them to remit their collections which have already accumulated 20% interests , surcharges, penalty for late filing and 3% penalty on late payment. Collections range from P6,000 to P20,000 from each of the city officials who ran for elections in May 2010.
“ Why are we obliged to pay the 5% withholding tax from our election expenses when these are supposed to be the responsibilities of the suppliers and donors?” Vice Mayor Onofre Gorospe questioned BIR Representative Florentino U. Das during their session last December 13 at the Session Room of the New City Hall at Anonas village here.
Das explained that what their office is invoking is the compliance of the elected officials of BIR Memorandum Circular 35-2009 in which candidates in the May 2010 elections were deemed designated as withholding agents.
In the said circular, the candidates being designated as withholding agents should deduct outright the 5% withholding tax from suppliers before paying their bills and the same shall be remitted to the BIR.
He further said that public consultations among candidates prior to the elections were conducted, but then they received no negative reactions from them.
City Legal Officer Dionisio Antiniw, who was also present during the session said that the suppliers should shoulder the 5% withholding tax on electoral expenses and not the candidates.
Councilor Jennylin Sison queried as to what will be the percussions and effects on them if they will not comply with the BIR letter/notice, Das said that they will be considered as delinquent taxpayers and the penalties and interests will accumulate.
Having not reached an amicable decision on that regard, Gorospe requested copies of circulars and memoranda on the issue from the BIR.
Das, on the other hand, requested the SP to put in writing whatever dissensions they have on the imposition of the circulars, so that the main office of the BIR could give its opinion on the matter.
Meanwhile, the SP approved unanimously a resolution granting authority to Mayor Amadeo Gregorio “Bobom” Perez IV to execute, sign and deliver the deed of exchange between the city government and the Fernandez clan for the swapping of 65.45 sq. meters property of the latter to the 80 sq. meters property of the city government for the use in the construction of the city’s overpass.
The remainder of the land area, as a result of the swapping, will be paid by he Department of Public Works and Highways (DPWH) to the City of Urdaneta.

During the administration of Fidel V. Ramos which is from Pangasinan the roads around the province had improved dramatically. The widening and cementing significantly made the people satisfied. Furthermore, the vehicles move smoothly like never before.

One of the most important projects of Ramos as the president of the Philippines was the building of the 1.4 km. bridge connecting the towns of Asingan and Sta. Maria. It is considered to be the second longest bridge in the Philippines behind the San Juanico bridge.

It connects the towns of the District 5 to the District 6. Before a passenger from San Nicolas had to pass Tayug Sta Maria, Rosales, the Carmen bridge, and Villasis to go to Urdaneta. An estimated of 35-45 minutes of time travel has been eliminated by the bridge.

People from San Manuel would no longer dare to walk through the stones and waters of Agno river and passing Barangay San Rafael to San Nicolas. They will now utilize this road without stepping on the speedy water of the Agno river.

Pangasinan produces the best smelly"bagoong" (salted fish paste) in the world. It is always part of the menu of Pangasinenses wether as dip or seasoning for vegetable.

Bagoong started here because of the richness of fish catch from the gulf. According to our forefathers, they decided to preserve the extra fish that were not consumed and sold by putting salt. For that bagoong was born.

Pangasinan's bagoong still is considered as the best because of its aroma and the exotic taste which cannot be compared. The secret of Pangasinan's that differs from other bagoong producers around the country are the old clay jars which the fish is fermented. Those jars contribute to the special taste and aroma which cannot be copied.

The fermentation takes 3-6 months while the boneless fish will take a year. A can of salt is used for two cans of fish.

The fishes used to make bagoong are "dilis" [long-jawed anchovy], small "galunggong" [round scud], "caballas" [striped mackerel], "terong" (similar to anchovy) and "padas" ["siganid" fry].

The Agno River is a river in the Philippine island of Luzon, in the province of Pangasinan. It originates in the Cordillera Mountains and empties into the South China Sea via the Lingayen Gulf. The river is 275 km long.

The Agno River is the main drainage system of the area and has a catchment area of 5,952 square kilometers. It is the third largest river in Luzon (next to Cagayan River and Pampanga River) and the fifth largest river in the Philippines.

The Agno is the largest Philippine river in terms of drainage area and discharges around 6.6 cubic kilometers of fresh water into Lingayen Gulf, or almost 70% of the total fresh water input into the gulf.

The headwaters of Agno River are at the slopes of Mt. Data in the Cordillera Mountains at an elevation of 2,090 m, where it drains Cretaceous to Paleocene igneous basement rocks, and marine siliciclastic and carbonate rocks. Of its total length, about 90 kilometers runs through mountainous terrain and canyons.

As the river descends following a southerly course, it exhibits a braided channel pattern. It then transforms into a southwest-directed meandering river as it crosses the Central Luzon Alluvial Plain. From its confluence with the Tarlac River emanating from the south, the Agno River then veers northward while draining the eastern flanks of the Zambales Mountains.

The Agno's principal tributaries include the Pila, Camiling, Tarlac and Ambayoan Rivers. The main branch of the Agno River is Tarlac River which originates from Mount Pinatubo (elevation 1,745 m) in Tarlac and joins the Agno River at Poponto Swamp near Bayambang. The swamp has an area of about 25 square kilometers and temporarily retains flood waters from the Tarlac River.

After passing through mountains at an average elevation of some 2,000 feet (180 m) ASL, the Agno River forms a vast alluvial fan and delta called the Pangasinan Plain, a historically vital ecoonomic hub on Luzon Island.

A number of faults of local and regional significance cut across the river. Joint systems are also found in the area. These faults and joints reduce the rock strength and rock coherence through which water could pass or slippage could occur.

The Philippine Fault-Digdig Fault System, which has been assessed as the causative fault of the July 16, 1990 earthquake, San Manuel Fault, Bulangit Fault and the San Roque Fault are some of the major fault lines crossing the river.

I am recently amazed by the improvements of the City of Urdaneta. Financially, the Commission on Audit for 2005 released that Urdaneta City is the leading city not only in Pangasinan but the entire Region I in terms of income.(see). It overtakes Dagupan City which considered to be a highly urbanized city( Cities with a minimum population of two hundred thousand (200,000) inhabitants, as certified by the National Statistics Office, and with the latest annual income of at least Fifty Million Pesos (P50,000,000.00) based on 1991 constant prices, as certified by the city treasurer) while Urdaneta is only a component city of Pangasinan.

The days are gone when the people of Eastern Pangasinan used to travel hours to go to Dagupan to transact business and experience the city life. Department and variety stores, business and professional offices, hotels and theaters can now be found here. Jollibee, McDonald's, Shakeys, Cindys, Chowking and KFC are minutes away from San Nicolas, Tayug, Natividad, Sta Maria, Asingan, Binalonan, Villasis, San Manuel, Rosales, and other nearby towns.

In the past years, one of the biggest problems is the traffic in MacArthur Highway. Those days of slow movement of transportation will be over soon. There is no flyover built but the road widening is now complete. There will be a smooth flow of vehicles. And the irritations of thousands will be gone. It will save time to reach the city.

I believe that Urdaneta city, not long from now, will be considered a highly urbanized city. The economy will boom as business opportunies will grow.

BUGALLON’S Mount Besay Falls will be the town's contribution to the development and promotion of tourism in the province.
The town decided to develop Mount Besay Falls, which has seven layers of waterfalls located in Barangay Laguit Padilla, six kilometers from the town proper as an eco-tourism project.
According to the Municipal Engineering and Agricultural Office department, the plan includes the installation of a pressurized PBC type connecting Mt. Besay water falls to the to the Material Recovery System, nursery, farm fields, forestry and dumpsites, all projects awarded by the Department of Environment and Natural Resources to the Laguit Padilla Multi-Purpose Cooperative.

URDANETA’S economy is expected to continue to grow further this year with its scheduled construction of infrastructure projects.
City Administrator Ramil San Juan told the PUNCH last week that projects for the first quarter this year include the continuation of the concreting of the roads in the city.
He said that Mayor Amadeo “Bobom” Perez IV hopes to complete the concreting of at least 95% of the city streets and roads until the end of his term.
The improvement of the city’s sidewalks in the commercial districts and other road improvements will continue with the P50 million allocation for infrastructure.
New classrooms are also scheduled to begin construction this year while repairs of old buildings and purchase of new school equipment are being pursued under the special education fund.
The construction of a two-storey building, adjacent to Urdaneta's old city hall, to house the expanded services of the city government particularly the one-stop-shop for business taxes, is also in the works in the first quarter this year. – Desiree Sanchez

‘Tala-Isdaan’ saves water environment

DAGUPAN CITY – The Bureau of Fisheries and Aquatic Resources has come up with a simple solution to prevent fish kill in fish culture areas: Raise oysters along with the fish in the same structures.
Fish kills have always been a bane to the aquaculture industry, causing operators to lose millions of pesos worth of fish, specifically bangus (milkfish), which this city is widely known for.
BFAR Dagupan Research Center chief Westly Rosario said oysters are actually aquatic cleaners so culturing these shellfish in aquaculture areas would prevent water pollution caused by the industry itself.
The BFAR has come up with a project on integrated farming of shellfish (oysters) and fish of any species, in pens or cages, which is called “tala-isdaan,” for talaba, local name of oysters, and isda (fish) like saline tilapia, rabbitfish, milkfish, seabass and siganids.
Rosario said the concept is simple: The oysters eat the planktons, microalgae and bacteria (good or bad) which usually bloom in the water environment because of heavy organic loads in the water that is caused by uneaten feeds and fish wastes.
Fish cage operators usually overfeed their stocks, resulting in excess nutrients entering the aquatic ecosystem as organic sediments or dissolved nutrients in the water column, he said.
This is turn causes proliferation of the planktons and other microscopic organisms which have short life of only 5-6 days. When they die, they cause water pollution.
But oysters are voracious plankton eaters, thus resulting in a cleaner aquatic environment.
Moreover, the cultured oysters would mean additional income for the farmers, he said.
There area various fishes that can be used for tala-isdaan, but Rosario said preferable are those that can be cultured in not more than 120 days or four months because oysters can be harvested in 3-4 months.
Also preferable are fishes with high tolerance to wide salinity range because salinity levels in brackishwater fluctuates, and fishes belonging to low trophic level like milkfish, tilapia and rabbitfishes, although high value species maybe preferable like seabass, grouper, and red snapper.
The farmer must be able to financially support the culture and marketing of the fish species selected, Rosario said.
The fish are cultured in nets inside circular cage, with the mesh size of the nets (openings) corresponding to the size of the fingerlings to be stocked.
Rosario advised that it is best to stock bigger fingerlings to gain the best survival rate. Bigger mesh size also allows better water change and circulation inside the cage lessen the drag of the cage caused by flowing water.
Rosario said basically the same engineering design of fish cages used in the country is adopted for the tala-isdaan, except for a few modifications, such as the bamboo poles attached to the cages and jutting out like sun rays, where the oysters are cultured.
Additional steel braces are installed in the old cage design and additional floats may be provided to allow the carrying of additional weights of bamboos and oysters.
Rosario said a circular cage is preferable to square or rectangular one because it has less drag effect. The oysters grown outside the cage provide protection to the fish inside the cage against strong water flow and consequently, feeding is more efficient because escape of feeds is minimized, he said.
Further, circular cages can be easily transferred from one place to another especially during flooding.
“The arrangement of the bamboo poles with oysters encircling the cage discourages or protects the cage against poaching,” Rosario said.
THE CIRCULAR CAGE
The circular cage is 10 meters in diameter and is made of 2”GI pipe (schedule 10 or 20).
Circular nets using knotted mesh 210/12 x12 k x 200 is installed. At five-meter water depth, the net shall have a volume capacity of 392.70 square meters.
Weights made of cement or stones are used as sinker to keep the net sunk and in shape.
The cage is encircled by 50 bamboo poles (2.5 meter length), tied horizontally on top of the lower beams of the steel cage.
The arrangement of the bamboo is similar to sun rays. Galvanized iron wire or plastic ropes are used for tying.
Ten 200-liter capacity plastic drums tied under the beam are used as floats.
Seven oyster strings area hanged on each of the bamboo poles, each string composed of two two-meter rubber strips.
Each of the strings can grow about five kilos of oysters in four months.
Other materials such as coconut shells, plastic strips, and oyster cultch can also be used as oyster growing materials.

VILLASIS- The fresh milk from the Pangasinan Dairy Farm in Barangay Maraboc, Laoac will soon be marketed locally, probably by the end of 2011 when the said farm will be fully operational.
This was disclosed by former 5th District Rep. Mark O. Cojuangco during a media interview at the Office of the Mayor here recently adding that the milk being sold in the market bearing the word “ fresh milk” is a misnomer since these are reconstituted milk.
Reconstituted milk, Cojuangco said, is in powder form imported from New Zealand, Australia, India, Pakistan and Saudi Arabia mixed with water and other ingredients like butter fat and vegetable oil.
He said that 90% of our milk needs are imported, thus siphoning a big chunk of our dollar and foreign reserves.
“ We have now about 300 dairy cows in the dairy farm in Laoac aside from the 200 male cows. By the end of 2011, Alcala will have 300 dairy cows, 300 in Villasis and more than 300 in Laoac bringing a total of about 1,000 dairy cows in the whole district,” he said.
He further said that the per capita consumption of milk per person annually is 19 liters , thus in the 5th district alone 10,958 liters a day is needed.
“Granting that a person in the district will consume P1,000 worth of milk in a year, then we will have more or less P200 million a year in the district,” he said.
It will be recalled that during his incumbency, Cojuangco spearheaded the Pangasinan Dairy Farm in Laoac through his development fund and in coordination with the National Dairy Authority through then Agriculture Secretary Arthur Yap.
During its initial stage of operation, Cojuangco recruited a skilled worker on dairy farm operations, Rolly Casaway of Pampanga who was trained in Saudi Arabia.
At present, the dairy farm is managed by the 5th District Federated Farmers Multi-purpose Cooperative, which is also handling the marketing operations of the fresh milk.
“We are not only looking into the potential of the milk industry. The dairy farm could also be a tourist attraction being the first in northern Luzon and will entice other businesses in its vicinity like restaurants,” he further said.
Cojuangco and Mayor Libradita G. Abrenica had also recently scouting a land area in either Barangays Unzad or Capulaan to be the site of a dairy farm in this town.
He said that the core dairy farms should be strengthened to fully realize the potentials of the fresh milk industry in the district.
Core dairy farms should have at least 300 heads of dairy cows.

I got the scientific name and the regional terms from this website, but I'm not sure if they all refer to the same thing, and if they actually refer to the kamansi that I know.

The Pangasinan kamansi is a rotund green fruit, skin raised in pointed peaks all around, and very, very sappy. It is believed by the old folks to be a galactagogue - it purportedly aids in increasing the production of breastmilk.

My in-laws have several trees growing in their backyard, and the fruits were all that they would feed me every time I gave birth. Probably partly due to this, I was able to breastfeed all my three children for as long as they wanted (the longest at more than two years) even though I always went back to office work after the mandated 60-day maternity leave.

The kamansi tree grows high, with large leaves - as in really large, big enough to cover one's head like an umbrella during hot afternoons - that are deeply serrated, similar to a papaya's. The fruits sprout singly on top of the tree year-round.

The fruits are eaten as a vegetable, in Pangasinan stewed with bagoong (salted anchovy paste) and topped with grilled fish. It is also stewed with meats (beef or pork), seasoning with salt or patis (the amber liquid by-product of bagoong-making).

It is never sweetened. The candied fruit uses another variety, which is seedless and is closely related to kamansi. Breadfruit, rimas, pekak, are all under the same family species as the kamansi, but are entirely different fruits. The first two are the seedless variety, the last one, at least in the Pangasinan term, refers to a smaller fruit riddled with small seeds that pop when eaten, and is cooked the same way as the kamansi. These come out only upon the onset of summer.

Langka (jackfruit), durian, and including the marang, are also close relatives, but are more of the "dessert" fruit kind, eaten when ripe (though unripe langka is also cooked as a vegetable). Kamansi and pekak are the "savory" kind, harvested young (the more immature, the better) and cooked unripe.

Mature kamansi is rubbery, the seeds hard, making it inedible. So the immature ones are prized, which keep up to about three days, but taste best when cooked immediately after harvest.

The common companions of a kamansi stew - cabuey (sigarillas) and okra. Sliced green papayas, if available, are also added, as well as string beans or yard-long beans and its young leaves/shoots. They are all constant companions, whether in the stew with bagoong or with the preferred meats, although in the latter the kamansi can be had on its own.


The kamansi flesh is akin to that of the langka, sectioned and filled with large starchy seeds that are also edible, with the flavor and texture of gabi (taro). The kamansi flesh is rougher and pasty-hued, oozing a lot of sap.

I know that kamansi is eaten all over Pangasinan, and in parts of Southern Luzon. In Metro Manila and Cavite they know the fruit, but vegetable vendors say they are rare, compared to the more common green/unripe langka.Ingredients:

3 matured grated coconut to get:
2 cups thick coconut milk
5 cups thin coconut milk
Or you can used canned coconut milk if fresh is not available
3 pieces of Seeded Breadfruit, peeled and cut into bite size pieces
300g pork belly, cubed
1 medium onion,chopped
4 cloves garlic minced
3 tbsp oil
4 pieces bird's eye chili, cut into pieces
4 tbsp fish sauce
salt and pepper to taste

Directions:

•Extract thick coconut milk by combining 2 cups of warm water with grated coconut and squeezing the juice from it. Set Aside.
•Extract thin coconut milk by combining the same grated coconut with 5 cups of warm water.Set aside.
•Heat oil in a pot and sauté garlic and onions until onions become transluscent.
•Add pork and fry in together with the garlic and onion until it's golden brown.
•Pour in the thin coconut milk and the breadfruit pieces. Stir
•Simmer until breadfruit is tender and the sauce a little dry.
•Add the thick coconut milk and fish sauce.
•Simmer for around five minutes or until the sauce has become oily and the coconut milk has curdled a bit.
•Add salt and pepper to taste and the chili.

URDANETA’S economy is expected to continue to grow further this year with its scheduled construction of infrastructure projects.
City Administrator Ramil San Juan told the PUNCH last week that projects for the first quarter this year include the continuation of the concreting of the roads in the city.
He said that Mayor Amadeo “Bobom” Perez IV hopes to complete the concreting of at least 95% of the city streets and roads until the end of his term.
The improvement of the city’s sidewalks in the commercial districts and other road improvements will continue with the P50 million allocation for infrastructure.
New classrooms are also scheduled to begin construction this year while repairs of old buildings and purchase of new school equipment are being pursued under the special education fund.

‘Tala-Isdaan’ saves water environment

DAGUPAN CITY – The Bureau of Fisheries and Aquatic Resources has come up with a simple solution to prevent fish kill in fish culture areas: Raise oysters along with the fish in the same structures.
Fish kills have always been a bane to the aquaculture industry, causing operators to lose millions of pesos worth of fish, specifically bangus (milkfish), which this city is widely known for.
BFAR Dagupan Research Center chief Westly Rosario said oysters are actually aquatic cleaners so culturing these shellfish in aquaculture areas would prevent water pollution caused by the industry itself.
The BFAR has come up with a project on integrated farming of shellfish (oysters) and fish of any species, in pens or cages, which is called “tala-isdaan,” for talaba, local name of oysters, and isda (fish) like saline tilapia, rabbitfish, milkfish, seabass and siganids.
Rosario said the concept is simple: The oysters eat the planktons, microalgae and bacteria (good or bad) which usually bloom in the water environment because of heavy organic loads in the water that is caused by uneaten feeds and fish wastes.
Fish cage operators usually overfeed their stocks, resulting in excess nutrients entering the aquatic ecosystem as organic sediments or dissolved nutrients in the water column, he said.
This is turn causes proliferation of the planktons and other microscopic organisms which have short life of only 5-6 days. When they die, they cause water pollution.
But oysters are voracious plankton eaters, thus resulting in a cleaner aquatic environment.
Moreover, the cultured oysters would mean additional income for the farmers, he said.
There area various fishes that can be used for tala-isdaan, but Rosario said preferable are those that can be cultured in not more than 120 days or four months because oysters can be harvested in 3-4 months.
Also preferable are fishes with high tolerance to wide salinity range because salinity levels in brackishwater fluctuates, and fishes belonging to low trophic level like milkfish, tilapia and rabbitfishes, although high value species maybe preferable like seabass, grouper, and red snapper.
The farmer must be able to financially support the culture and marketing of the fish species selected, Rosario said.
The fish are cultured in nets inside circular cage, with the mesh size of the nets (openings) corresponding to the size of the fingerlings to be stocked.
Rosario advised that it is best to stock bigger fingerlings to gain the best survival rate. Bigger mesh size also allows better water change and circulation inside the cage lessen the drag of the cage caused by flowing water.
Rosario said basically the same engineering design of fish cages used in the country is adopted for the tala-isdaan, except for a few modifications, such as the bamboo poles attached to the cages and jutting out like sun rays, where the oysters are cultured.
Additional steel braces are installed in the old cage design and additional floats may be provided to allow the carrying of additional weights of bamboos and oysters.
Rosario said a circular cage is preferable to square or rectangular one because it has less drag effect. The oysters grown outside the cage provide protection to the fish inside the cage against strong water flow and consequently, feeding is more efficient because escape of feeds is minimized, he said.
Further, circular cages can be easily transferred from one place to another especially during flooding.
“The arrangement of the bamboo poles with oysters encircling the cage discourages or protects the cage against poaching,” Rosario said.
THE CIRCULAR CAGE
The circular cage is 10 meters in diameter and is made of 2”GI pipe (schedule 10 or 20).
Circular nets using knotted mesh 210/12 x12 k x 200 is installed. At five-meter water depth, the net shall have a volume capacity of 392.70 square meters.
Weights made of cement or stones are used as sinker to keep the net sunk and in shape.
The cage is encircled by 50 bamboo poles (2.5 meter length), tied horizontally on top of the lower beams of the steel cage.
The arrangement of the bamboo is similar to sun rays. Galvanized iron wire or plastic ropes are used for tying.
Ten 200-liter capacity plastic drums tied under the beam are used as floats.
Seven oyster strings area hanged on each of the bamboo poles, each string composed of two two-meter rubber strips.
Each of the strings can grow about five kilos of oysters in four months.
Other materials such as coconut shells, plastic strips, and oyster cultch can also be used as oyster growing materials.

Fresh milk industry a big potential in 5th district- – Mark O. Cojuangco
VILLASIS- The fresh milk from the Pangasinan Dairy Farm in Barangay Maraboc, Laoac will soon be marketed locally, probably by the end of 2011 when the said farm will be fully operational.
This was disclosed by former 5th District Rep. Mark O. Cojuangco during a media interview at the Office of the Mayor here recently adding that the milk being sold in the market bearing the word “ fresh milk” is a misnomer since these are reconstituted milk.
Reconstituted milk, Cojuangco said, is in powder form imported from New Zealand, Australia, India, Pakistan and Saudi Arabia mixed with water and other ingredients like butter fat and vegetable oil.
He said that 90% of our milk needs are imported, thus siphoning a big chunk of our dollar and foreign reserves.
“ We have now about 300 dairy cows in the dairy farm in Laoac aside from the 200 male cows. By the end of 2011, Alcala will have 300 dairy cows, 300 in Villasis and more than 300 in Laoac bringing a total of about 1,000 dairy cows in the whole district,” he said.
He further said that the per capita consumption of milk per person annually is 19 liters , thus in the 5th district alone 10,958 liters a day is needed.
“Granting that a person in the district will consume P1,000 worth of milk in a year, then we will have more or less P200 million a year in the district,” he said.
It will be recalled that during his incumbency, Cojuangco spearheaded the Pangasinan Dairy Farm in Laoac through his development fund and in coordination with the National Dairy Authority through then Agriculture Secretary Arthur Yap.
During its initial stage of operation, Cojuangco recruited a skilled worker on dairy farm operations, Rolly Casaway of Pampanga who was trained in Saudi Arabia.
At present, the dairy farm is managed by the 5th District Federated Farmers Multi-purpose Cooperative, which is also handling the marketing operations of the fresh milk.
“We are not only looking into the potential of the milk industry. The dairy farm could also be a tourist attraction being the first in northern Luzon and will entice other businesses in its vicinity like restaurants,” he further said.
Cojuangco and Mayor Libradita G. Abrenica had also recently scouting a land area in either Barangays Unzad or Capulaan to be the site of a dairy farm in this town.
He said that the core dairy farms should be strengthened to fully realize the potentials of the fresh milk industry in the district.

In Pangasinan, business in Dagupan City and adjoining towns is expected to boom in 2011 with the entry of shopping mall giants SM in Dagupan and Robinsons in Calasiao town.

More malls

A Robinsons mall is already under construction in Calasiao while SM still has to overcome obstacles like the extension of a major road and the conversion of the site’s land use permit from that of a fishpond to commercial land.

“If these problems are resolved, I don’t know of any reason for more delays. If Dagupan will not host it, [SM] will open it somewhere else, so we might as well grab it,” Mayor Benjamin Lim said.

While Lim’s family owns retail stores in the city and different Pangasinan towns, his son, Bryan, said the entry of SM and Robinsons is “good for the competition.”

“We will just have to come up with a good marketing plan to be able to compete. Besides, the establishment of SM would bring up the prices of land in the eastern barangays and that would be good for landowners,” the younger Lim said.

Mayor Lim, however, is worried that the extension of the North Luzon Expressway through the Tarlac-Pangasinan-La Union Expressway (TPLEx) that will pass through eastern Pangasinan and the establishment of the Alaminos airport project in western Pangasinan may negate the growth of central Pangasinan.

“The question is, how do we access the expressway from Dagupan or from central part of the province? The expressway will benefit only Urdaneta City and part of the fifth and sixth districts,” he said.

“With an airport in the west and an expressway in the east, central Pangasinan could be left behind economically unless there is a road network to pass through central Pangasinan that will link the Alaminos airport to the expressway in Urdaneta,” he said.

Lim said 2011 will be a positive year for many businessmen because of the new government and the confidence in the Aquino administration.

“It is expected that investments from abroad will come in. President Aquino has made a pitch for the Philippines already, so the mining, manufacturing and agriculture [sectors will experience a] surge in investment and money inflow from abroad,” he said.

“The playing field is level now. The national government does not favor anyone, so everybody is [interested] in partnering with [them] in building roads, bridges, highways, airports, seaports and tollways,” he said.
