Mayor Lim has a point... Pangasinan has three economic growth centres... One might left behind from the other but on a positive side... Kahit tatlo ang growth areas natin, we are still one province and growth in this economic zones will benefit the province as a whole.. The province has been lagging behind other provinces for a long time in terms of investments and infrastructure. Pangasinan deserves more than what we have now. Pangasinan offers more resources than any other province in Luzon... We have the two biggest power plants in the country and we produce most of the power that Luzon consumes...

Pangasinan i think is really a sleeping giant and is now ready to be awake...

In Pangasinan, business in Dagupan City and adjoining towns is expected to boom in 2011 with the entry of shopping mall giants SM in Dagupan and Robinsons in Calasiao town.

More malls

A Robinsons mall is already under construction in Calasiao while SM still has to overcome obstacles like the extension of a major road and the conversion of the site’s land use permit from that of a fishpond to commercial land.

“If these problems are resolved, I don’t know of any reason for more delays. If Dagupan will not host it, [SM] will open it somewhere else, so we might as well grab it,” Mayor Benjamin Lim said.

While Lim’s family owns retail stores in the city and different Pangasinan towns, his son, Bryan, said the entry of SM and Robinsons is “good for the competition.”

“We will just have to come up with a good marketing plan to be able to compete. Besides, the establishment of SM would bring up the prices of land in the eastern barangays and that would be good for landowners,” the younger Lim said.

Mayor Lim, however, is worried that the extension of the North Luzon Expressway through the Tarlac-Pangasinan-La Union Expressway (TPLEx) that will pass through eastern Pangasinan and the establishment of the Alaminos airport project in western Pangasinan may negate the growth of central Pangasinan.

agree,,,3 ang economic growth center natin ,ngunit west at east lang malamang ang magkakaroon ng malaking potinsyal na umunlad bcoz of airport nd expressway,ang central anong nangmangyayari.....totoo rin na marami pang pweding mangyari sa luyag natin hindi enough itong airport /seaport /expressway......noon mas may potinsyal tayong umunlad kaysa sa cebu ,ngunit dahil sa promdi(probinsya muna development initiative} ni osmena umunlad sila ,,

“The question is, how do we access the expressway from Dagupan or from central part of the province? The expressway will benefit only Urdaneta City and part of the fifth and sixth districts,” he said.

“With an airport in the west and an expressway in the east, central Pangasinan could be left behind economically unless there is a road network to pass through central Pangasinan that will link the Alaminos airport to the expressway in Urdaneta,” he said.

Kung nanalo sana si Oscar Orbos noon matagal nang may airport sa Western Pangasinan noong 90's Ang Original plan doon sa Bolinao sa Isla Santiago.At daungan pa ng barko kung nangyari yun after 20 years can dubbed as little hongkong.Saksi ako sa mga plano nya. Di lang natuloy umaayaw pa ang mga tao doon na ayaw ng kaunlaran. Kaya nanatiling mabagal ang pag unlad..

Mayor Benjie Lim is asking the DENR actually to finally settle the matter but DENR has to delegate the matter to national office for legal issues kaya natatagalan.

The SM Mall is "only" a part of the project, the bigger problem kasi Dagupan City Hall wanted to "add another road project" from SM Mall going straight to Robinsons Calasiao... using the old PNR railway as the main road. Parallel ito sa Mayombo Caranglaan road. Kaya magiging dalawa na ang main roads from Calasiao to Dagupan City.

With that in mind... marami ngang formalities ito.

Ito naman si Urdaneta City... anggano taga diya ak, aliwa yay ginawa da!

Akalain ba namang nag-start ang December rush hour... ito ang nag-cause ng traffic. The timing of construction is NOT PLANNED at all. They raise the platform on one side, pero hindi pa nabutasan sa kabila... naghintay pa ng 3weeks para butasan sa kabilang side. Ayun tuloy, traffic sa mga scaffolding sa gitna ng hi-way. Naakkuuu!!!

Mali yata ang construction planning nito??!!!?? At sa tingin ng iba, after this construction... wala din ang dadaan diyan! Wala kasing disiplina mga ibang tumatawid diyan. Wala ring kwenta kung pati POSO (traffic enforcer) ay hindi mismo nanghuhuli ng violators. Nagkukuwentuhan nga lang sila sa daan eh.

Disiplina lang po ang kailangan natin dito sa Urdaneta City.

The entire project is considered as one legal (and court) issue that needs to be negotiated... and it involves several groups (a) Mayor (b) Sangguniang Panglungsod or Vice Mayor/Councilors (c) DENR and (d) affected communities along that road project. Iisa pong project lahat ito... hindi isa sa SM at isa sa road project.

SM Mall per se is not a problem... nor the road, it is the legality issue. But so far it is moving because EVERYONE needs it. Well (ehem), except Vice Mayor and the gang

sa nakikita ko po parang ang a,b,c,d, ang may problema hindi ang sm ,kasi willing naman sigurong magbayad ang sm kung ang lote lang nya ang bibilhin nya, madadaanan man yan ng road project o hindi,ginagawang alibay lang nga mga goverment officials epecially vm belen and his gang.bat di na lang kayang lumaban si vm sa susunod na election para malaman natin kung pang public service talaga ang pakay nya. :ohno::ohno:

SPARKS flew inside the Dagupan City hall and it certainly was not about pre-New Year celebration but the proposed budget.

“They are sitting on their job.”

This was Mayor Benjamin Lim’s opening blast after ascribing “laziness, irresponsibility and callousness” on the part of the members of the Sangguniang Panglunsod for failing to act on the proposed 2011 city budget.

“The national budget and other local budgets of other local government units have already been passed except Dagupan. Up to when must we wait for the SP to act on our budget which has long been submitted for review and approval?” Lim asked.

He further lambasted the council members calling them “stupid” if they fail to justify their inaction.

He cited the urgency to augment funds for social services, particularly the city’s nutrition program and warned that 2,000 schoolchildren will remain malnourished if the city council fails to pass the budget.

“Hanggang kailan natin hihintayin ang SP? Hanggang sa kursunada na nila itong pag-usapan? What will happen sa mga bata?” Lim added.

He did not spare 4th District Rep. Gina de Venecia from the flurry of tirades he unleashed.

Reacting to her statement to the local media recently, Lim said “Mali yung rason ni congresswoman. Ang ibig ba niyang sabihin maging aso at pusa tayo lagi?”

De Venecia was quoted to have said that people should have voted for those who belong to the same party to avoid “political shows” taking place in the city.

The majority in the council belonged to the ticket of former Mayor Al Fernandez Jr. who lost to Lim in the last election.

“In modern society, even enemies should talk and respect each other. If we cannot be civil, then puro itak at baril na lang ang hawak natin,” Lim said.

He accused the SP of having “misplaced priorities” as opposition.

“Kaya nga may opposition para may check and balance. Then (they) do the check and balance, but do not block or set aside the budget for personal reason because that is very irresponsible,” he added.

Denying that he has caused the delay in the passage of the budget owing to his “gag order”, the mayor said he encourages the SP to call his office “for any need to discuss, adjust or amend the budget.”

He went on to criticize the record of the city council asserting that all that the council had acted on expeditiously were self-serving with reference to the endorsement of the hotel project in Lucao being proposed by the CSI Group of Companies headed by Vice Mayor Belen Fernandez.

“When it comes to personal benefit, mabilis sila,” he exclaimed.

Lim warned “If they do not act on it still before the end of the year, let the people unmask them so Dagupeños will realize the kind of leaders they have elected into office,” Lim said. (With report from CIO)

“The playing field is level now. The national government does not favor anyone, so everybody is [interested] in partnering with [them] in building roads, bridges, highways, airports, seaports and tollways,” he said. PIA Pangasinan cited best in Region 1

THE Pangasinan Information Center (Infocen) of the Philippine Information Agency (PIA) has been named the Best Performing Infocen for Year 2010 in the Ilocos Region.

The Pangasinan Infocen under Daniel Sagun bested the three other provinces in Region 1 in terms of print and broadcast production.

Sagun and his staff which includes Venus May Sarmiento, Brigida Tuazon, Emerenciana Ballesteros and Roland Naoe, received the certificates of recognition during the PIA Region 1Team-Building and Annual Assessment activity last week.

Sagun, also cited Best Performing Information Officer, said the recognition will serve as an inspiration for him and his staff to strive even better next year.

Regional Director Abraham Libadia said recognizing the hard work and efforts of provincial offices is intended to motivate them further to help empower the citizenry thru information and communication.

The PIA Luzon cluster also held its yearend assessment and planning workshop in Baguio City last week led by Director-General Jose Fabia.

The agency, in cooperation with the Department of Foreign Affairs and the Philippine Drug Enforcement Agency at the same time launched the Anti-Drug Courier Program. (PIA Pangasinan)

Completion of drug rehab center dormitory assured

AT least P25 million is now underway for the initial construction of a dormitory for patients of the Regional Drug Rehabilitation Center being built by the Department of Health in Barangay Bonuan Binloc, Dagupan City.

Rep. Gina de Venecia said the amount was part of the Priority Development Assistance Fund (PDAF) of her husband, former Speaker Jose de Venecia Jr., which was withheld by the previous administration.

Rep. De Venecia followed up the funding committed for the dormitory with the Department of budget and Management when she noted the suspension of the construction of the project.

Budget Secretary Butch Abad had reportedly assured her that the Special Allotment Release Order (SARO) for the amount will be released this year.

The dormitory will complement the administrative building already built at a more than six hectare lot occupied by the former Dona Teodora Manaois Children's Hospital, was also built from former Speaker De Venecia's PDAF.

The Regional Drug Rehab Center with a 300-bed capacity, will be operated as an extension of the Region 1 Medical Center in Dagupan City.

R1MC Director Roland Mejia said the P25 million made available by former Speaker De Venecia will fund the first phase of the dormitory.

Rep. De Venecia said her own PDAF will ensure the completion of the project by the fourth quarter of 2011.

Once operational, the drug rehab center will accommodate patients not only from Pangasinan but also La Union, Ilocos Sur and Ilocos Norte.

Gov. Amado T. Espino, Jr. thanks the city and municipal mayors for their impressive attendance during the LGU Night held last December 15 at the Capitol Plaza in Lingayen as he called on them to prioritize efforts in peace and order, health care, agriculture and tourism in their respective towns.

LINGAYEN–To keep every employee of the province fit and in shape as well as to decrease risk factors related to lifestyle, the provincial government is launching its Health Risk Management Program on February 14 after the flag-raising ceremony of the provincial employees at the Capitol Plaza here.

Gov. Amado T. Espino, Jr. who has urged all provincial employees to participate in this program, said the project aims to promote healthy lifestyles, healthy diet and physical exercise for the early detection and proper management of non-communicable lifestyle-related and degenerative diseases.

He said that a healthy citizenry, including government employees, will redound to a more productive and creative workforce. 
 
In line with this, Espino called for the creation of the Physical Fitness Team composed of provincial government employees who will form the Healthy Habit Club.

The Healthy Habit Club led by the human resource management office (HRMO) and the provincial health office will organize the various activities for the program.

Janet Asis, officer-in-charge of the HRMO, said the health components of the Healthy Lifestyle program designed to keep everyone fit are the treadmill walk and run program, regular check-up by members of the provincial fitness team and special monthly check-up activities.

Other activities include a monthly fitness and exercise program like tae-bo and aerobics and programs on tobacco control, lifestyle physical activity, healthy diet and weight control, stress management and control of alcohol use.

Asis said that for the provincial employees to avail of the project, they should register as members from January 3 to 14. Upon registration, the employees will undergo evaluation of their physical history to determine what activities they can avail of.

Pangasinan slates 66th Lingayen Gulf landing anniversary; ambassadors of U.S., Australia, Japan expected to attend

LINGAYEN, Pangasinan, Jan. 4 (PNA) — The ambassadors of the United States, Australia and Japan had been invited to grace the 66th commemoration on January 10 of the Lingayen Gulf landings by the Allied Liberation Forces that paved the way for the liberation of Luzon and the entire country from the invaders in 1945.

This was announced by Pangasinan Provincial Administrator Rafael Baraan who was tapped by Governor Amado Espino Jr. to spearhead the preparation for the memorable event, now etched in the annals of history of the province and the entire country.

Baraan said in this commemoration, the provincial government will bring into the open two historical mementos that may help finally unravel the mystery on where General Douglas Mac Arthur, head of the Allied Liberation Forces, first landed in Pangasinan.

The first, said Baraan, are rare photographs on the Lingayen Gulf landing taken by a former sailor, Charles DeMay, now 85 years old, who was part of the landing force that came ashore with the liberation forces.

The second memento was an account of former Governor Conrado F. Estrella, who talked with General Mac Arthur and his wife Jane when the two made a sentimental journey to Pangasinan in the early 60s and were guests at Urduja House, the official residence of Pangasinan governors.

Estrella, also former Agrarian Reform Minister under then President Ferdinand Marcos, is still alive and his testimony therefore could finally settle the still ongoing debate among historians in Pangasinan on where Mac Arthur really first landed when he came to liberate the Philippines from the Japanese.

Baraan said DeMay’s photos, which will be displayed at the Pangasinan War Memorial Park here, were sent to the provincial government by his son, who is married to a Filipina from Leyte.

He said this could settle the issue on where Mac Arthur first landed in Pangasinan and will vividly also show what Lingayen really look like during the liberation 66 years ago.

Baraan said DeMay, who was only 19 years old when he came ashore with the American Liberation forces, was invited to grace this year’s commemoration rite but failed to make it due to short notice and also due to heavy bookings by airlines during the Christmas holiday.

But he said they will invite DeMay earlier next year so he can come for the 2012 commemoration of the Lingayen Gulf landings and confirm some facts pertaining to that historic event so vital to the province of Pangasianan.

"The photographs were really amazing, although ang ginamit niyang kulay ay brown (he used brown color),” observes Baraan.

Baraan said it is not really important to him where Mac Arthur landed first, explaining that all these places mentioned by historians as places where the American general first landed—Dagupan, Lingayen and Pangasinan —are all parts of Pangasinan.

"What is important is that the expeditionary force led by Mac Arthur that landed in Pangasinan paved the way for the Liberation not just of the Philippines but also the entire Pacific Area seized by the Japanese during World War II," he added.

Baraan said one of the documents that the provincial government will release on January 10 is a statement by then Governor Estrella who personally talked to General Mac Arthur and his wife Jane when they made a sentimental visit in Pangasinan in the early 60’s and while the three of them were at the veranda of the Urduja House.

Baraan said in his talk to the former Pangasinan Governor Estrella, Mac Arthur told him where he really first landed and in that visit, he (Mac Arthur) was looking for the marker where he first landed.

“So, yon ang mga ilalabas namin (that one we will release) to give some concrete facts about the Lingayen Gulf landings and to establish historical facts,” Baraan said.

Baraan said all the living World War II veterans of Pangasinan, including their relatives, will be fetched from their respective towns by provincial government buses for them to attend the commemoration.

A medical mission for the veterans is also slated after the programs wherein the veterans and their kin will also be given medicines and vitamins and those needing immediate medical help will be referred to the Pangasinan Provincial Hospital in San Carlos City.

MANILA, Philippines – Four graduates of the Virgen Milagrosa University Foundation (VMUF) in San Carlos City, Pangasinan landed third, fourth, sixth and seventh places in the recent Radiologic Technologist and X-Ray Technologist Licensure Examinations.

The four board placers are Tyrone King Valdez, Knhykk Aquino, Prince June Gonzales, and Jesus Pimentel.

Also joining this year’s successful x-ray technologist board examinees are Kim Dave Crisostomo, Lalyn Ferrer, and Sean Kalvin Sarque.

The VMUF obtained 41 percent passing average compared to the national’s 33-percent and a 100-percent passing in the June 2010 licensure examination.

ALAMINOS CITY, Philippines — Tourist arrivals at the popular Hundred Islands National Park (HINP) reached almost 170,000 during 2010, the highest ever recorded.

City Mayor Hernani Braganza said the increased numbers of tourist, both domestic and foreign, and international, tourist arrival both, local and the international, prompted the city government to improve tourist facilities in the Hundred Islands.

“Sinimulan na namin patambakan ang Lucap para lalong mapaganda at ma-develop ang Hundred Islands at dito ay malalagyan ng mga stalls para sa mga souvenir shops at food strips para sa mga dumarayong turista,” Mayor Braganza said in an interview.

Meanwhile, City Tourism officer Mike Sison said the number surpassed that of the previous peak of 148,458 recorded in 2007.

More tourists kept coming during the holidays, Sison noted.

In an earlier report, Reynaldo T. Livara Jr., HINP technical consultant, said that a total of 1,631,644 tourists, including 78,254 foreigners, visited the 1,800 hectare-park since 1990.

In 2005, there were 63,656, including 3,733 foreigners, who went to the place, one of the lowest recorded arrivals. HINP, which has a total of 123 islands, was then under the Philippine Tourism Authority.

The city government of Alaminos took over in 2006. The figures jumped to 111,784 in that year, Livara pointed out.

Sison said that HINP could have drawn more tourists in the years 2008 and 2009 if not for the strong typhoons Cosme and Emong which devastated the province.

Controversy hounded the national park lately when aerial shots of fishponds being operated in the park were shown to the media during a forum.

First district Rep. Jesus Celeste said the fishponds, separate from the 46 hectares being operated by the Bolo Development Cooperative (Bolodeco), were being operated by nine private individuals.

The Department of Agrarian Reform in 1993 awarded to the cooperative a Certificate of Land Ownership Award (CLOA).

A case is now pending at the Department of Agrarian Reform Adjudication Board (DARAB) in connection with the CLOA.

Braganza took exception to insinuations his administration was remiss in its duty to protect the park from abuse, saying he had instituted measures to uplift the condition of the park since taking over management, resulting in the steady increase in tourist arrivals.

He said that pending the resolution of the petition against the CLOA, he has to respect that award.

He maintained that the Bolodeco area was already segregated from the park. “Wala po ito sa Hundred Islands National Park. Napakatagal na po ito. Legal po yan at mayroon pong mga titulo,” he said.

“Nakakalungkot po na dahil sa iresponsableng mga pahayag o black propaganda, nasisira ang industriya ng turismo hindi lang sa lungsod ng Alaminos ngunit pati na rin ng buong lalawigang Pangasinan,” he said.

Final list of New Year revelry victims in Pangasinan: 115 injured, 1 dead

The number of persons hurt during the New Year Revelry all over Pangasinan rose to 116, which includes one teenager who was the lone recorded fatality due to stray bullet fired in conjunction with the New Year’s Eve revelry.

A report from the Police Provincial Office identified the lone fatality as one Francisco Corpuz, 17, who was hit on the head by stray bullet while he and members of his family were standing in front of their house in Barangay Carmen West, Rosales to watch the revelry on the street.

Corpuz was rushed by relatives to the Dr. Chan Hospital in Barangay Carmen West where he died a few hours later while undergoing treatment.

The police are still investigating the incident.

The incident happened despite the police in the entire province of Pangasinan sealed the nozzle of their service firearms with masking tape before new year to ensure that no one of them will fire their guns.

It was learned that the 115 injuries reported by the police already included those brought to the Region 1 Medical Center (R1MC) in Dagupan City numbering 43, and the Pangasinan Provincial Hospital in San Carlos City at 16.

R1MC was tapped by the Department of Health as one of the government hospitals in Region 1 to monitor the number of firecracker victims in the just concluded New Year's Eve revelry.

The police report stated that San Carlos City topped in the number of injuries at 25, followed by Dagupan, 17; Manaoag, 15; Lingayen, 11; Bayambang, nine; Rosales and Malasiqui, six each; Urdaneta and Mapandan, five each; Pozorrubio, four; Tayug and Umingan and Infanta, two each; and Dasol and Mangatarem, one each.

A report said that the number of injuries this year was lower compared to 128 cases recorded in last year’s new year revelry.

Despite this, Superintendent Geraldo Roxas, PPO spokesman, considered their campaign against indiscriminate firing during New Year as already successful as there were only one victim as compared to 55 in the whole country.

For his part, Dr. Michael Canto, R1MC spokesman, said that the campaign of the police's "Oplan:Iwas Paputok" was taken lightly by the people as there were many yet who resorted to firecrackers use despite their persistent calls against pyrotechnics.

He told me the comparative advantage of Dagupan as compared to the Summer Capital. He said the city is not only the financial centre but a media centre of Northern Luzon. He said the management saw the pecuniary opportunities that can be given by the huge burgeoning Pangasinan Province and her easily accessible surrounding and bustling provinces Tarlac, Nueva Ecija, and La Union. Not to mention the province of Benguet and the two Ilocos provinces that would be recipients of TV5’s signals.
I told him that his observation was similar to what the management of provincial newspaper Sun Star has seen as it wants to resurrect its daily tabloid. Sun Star saw the bullish environment of Pangasinan after SM Prime Holding Incorporation opened a branch in Rosales, and another branch in Dagupan City. Notwithstanding Robinsons opening next September a sprawling mall branch in Calasiao town.

GMA-7 and ABS-CBN TVs move aside! The juggernaut TV-5 is coming in Northern Luzon to give both of you a run of your monies.

Recently, the gods of Manny Pangilinan’s MediaQuest that operates TV5 descended in the Bangus Capital of the World Dagupan City by meeting selected media men at the conference room of Lenox Hotel.

Mr. Robert “Bobby” Barreiro, Executive Vice President and the network’s Chief Operation Officer, told us that within the first quarter of 2011 they would be constructing somewhere at the new De Venecia Highwaya P30 million worth of studio and modern transmitter. He said that this amount is part of the company’s P5 billion expansion next year to buttress the company’s race to programming, infrastructure, and technological superiority.
He said that they are innovating by tapping state- of- the- art technologies like cameras that used sim card-liked chips to send its signal, microwave technology, and wireless camera.
According to Wikipidia, by the last quarter of 2011, MediaQuest would be using digital technology as mandated by an order from the National Telecommunication Commission that all boob-tube networks should have ended their analog broadcast on December 31, 2015.

Yan lang naman alam ko tsaka mga kalakohan hehe. Yung may=ari ng auto repair shop sa harap ng apartment namin noon sa QC taga Dagupan so mga mekaniko doon puro taga Pangasinan din. Tapos ako nagsu-supply sa kanila ng beer, soft drinks, snacks at kung minsan ulam para may pandagdag ako sa allowance ko during my college days.

Region 1 hospital eyes ambitious expansion

DAGUPAN CITY, Philippines (PNA) — A five-year development plan of the Dagupan-based Region 1 Medical Center beginning 2011 envisions its expansion from a mere 300-bed capacity into a 900-bed capacity tertiary health facility.

Dr. Roland Mejia, R1MC director, said however that this cannot be done without acquiring additional land where additional buildings would be built starting next year.

He cited a bill filed by Rep. Gina de Venecia of the Fourth District of Pangasinan, which seeks to modernize and make R1MC a 600-bed capacity from its present 300-bed, which is set to be realized within next year.

Another 300 beds will be added to the 600 beds when the Drug Rehabilitation Center of R1MC in Barangay Bonuan Binloc shall have been completed by the latter part of 2011, Mejia said.

R1MC, he said, already won the nod of the executive committee of the Department of Health to acquire a one-hectare lot outside its present complex on Arellano Street in Dagupan.

The lot, which costs P76 million, is owned by the heirs of the late Pangasinan Governor Teofilo Sison,
the same family that donated during the pre-war era the present three-hectare lot which R1MC now occupies.

Mejia said unless an additional lot is purchased, the expansion of the hospital into a 600-bed capacity will be hard to implement.

He said due to limited space and in the absence of additional lot, they were already constructing buildings at R1MC vertically.

The infrastructure program of R1MC, he said, is funded by the budget of the Department of Health which forms part of the newly approved national budget, he added.

R1MC is at present a tertiary level 4 hospital, same in category as the East Avenue Medical Center in Quezon City and the Jose Reyes Memorial Medical Center in Manila.

Mejia said that when it is finally upgraded into a 900-bed capacity hospital, R1MC will soon be the largest government hospital outside Metro Manila.

Pangasinan has sufficient rice stocks for the whole year - NFA
LINGAYEN, Pangasinan, Jan. 5 (PNA) — The National Food Authority (NFA) has assured the people of western Pangasinan of sufficient rice stocks that can sustain their needs for the whole year.

NFA Branch Manager Ramon Cuaresma said they have at present 100,000 bags of rice and another 550,000 bags, out of their palay stocks of 870,000 bags or 650,000 bags of rice which, he added, is more than enough for the whole year.

NFA Western Pangasinan covers the first, second, third and fourth districts of Pangasinan, whose people are consuming an average of 15,000 bags of rice per day.

The 870,000 bags of palay was the result of the NFA branch's successful palay buying operations last year on account of good harvest despite the onslaught of typhoon "Juan".

Part of the stocks in the hands of NFA, Cuaresma said, is the expected procurement from farmers of 80,000 bags of palay for the first quarter of this year.

He clarified that palay harvest is continuing as a result of plenty of rains in many parts of the province throughout last year.

Additional palay will be procured when the western part of Pangasinan starts harvesting second crop rice by March this year.

“This means that with our palay procurement, we can meet our target up to the month of June, which is the start of the lean season, of 200,000 bags of palay,” he said,

Cuaresma believes that because of the encouraging production of rice in the province, there will be lesser volume of rice that would be imported by the country this year.

He recalled that last year, NFA Western Pangasinan branch received 700,000 bags of imported rice.

Rosario said that with its massive palay procurement, NFA made some 440,000 farmers from 55 cooperatives happy by buying their palay. (PNA)

Fierce TV ratings seen in Pangasinan

First, there was just one television network bringing local programs and news in Pangasinan. Then, another company came. Soon there will be three with TV5 joining the stiff competition.

TV5 kicked off its regional expansion with Willing Willie airing live all the way from Lingayen, Pangasinan on December 18. By the first quarter of next year, TV5 will have its own local news programs and variety shows. There will soon be a TV5 Dagupan office and a Baguio news bureau.

Executive vice-president Roberto “Bobby” Barreiro told local newsmen Saturday that the network chose Dagupan as its main hub of operations in the north because of its strategic location.

He admitted that the company, which has budgeted P5 billion for its expansion, has dreamed to overtake the competition (that had largely been dominated by ABS-CBN and GMA-7)in three to four years. But with the recent developments, he said such mission might be realized sooner than expected.

He also said that TV5 is set to make 2011 as the year Philippine television changes for good. “There is no turning back as the country’s fastest growing network embarks on expanding its programming, infrastructure, and technology.”

Barely a year since TV5 was launched as the Kapatid Network under the management of Manny V. Pangilinan’s MediaQuest, Barreiro said the network has shown unparalleled growth in programming content, signal strength, and overall popularity among viewership base all over the country and in other parts of the world.

In 2011, TV5 is coming up with a notable roster of big program offerings, which will include “Extreme Makeover Home Edition,” a local adaptation of the huge international hit wherein the lives of 12 Filipino families are bound to change for good. TV5 will also do remakes of “Iskul Bukol,” “Bagets,” “Humanap Ka ng Panget’” “P.S. I Love You,” “Ang Utol Kong Hoodlum,” “Babaeng Hampaslupa,” and the Carlo J. Caparas Komiks novels “Bangis” and “Limang Daliri ng Diyos.” (PIA Pangasinan)

ang solid north at de leon iisa pala :lol: o papalitan na ang name ng bus company na to from deleon to solid north?? pag magbubus ako, sa Dagupan Bus ako sasakay..mas modern ang kanilang bus, mas mabilis..may ordinary din sila...ang deleon at dagupan bus ay dumadaan sa basista..town ko! :lol: tsaka lahat ng Bus company ay may byaheng Alaminos.. :)

Next week na ako pupunta ng pangasinan, dadalawin ko lang yung asawa ng ate ko sa alaminos then dadaan na ako ng dagupan....:)

Sa history kasi halos 50 percent ng North rail sa pangasinan ay nlubog sa pagbaha, pero di ko sure kung bakit nawalan iyan ng riles sa kahabaan ng ROW, Kung karamihan sa mga tulay na dinaanan ng riles ay may Piers pa, posible talagang gamitin uli ang old line..:lol::banana:

napansin ko lang mukhang napakalaki ng lote ng SM halos 1/2 ng downtown, i mean downtown lang hindi buong CBD's....gaano ba kalaking Sm yan,pang 1 milliom katao ba ?:):):)

kaso ung hirit kung billboard until now wala pa ....pakita mo kasi ung mga sinasabi mo para proven ba hehehhe.kung squatter ang tatamaan pala dyan hindi pala malaki ang gastusin ng city hall yung lang sa perez extension ang maraming masasagasahang maalalaking bahay ...ang bahay nyo hindi kaya masagasahan ng road project?

1.Extract coconut milk from mature coconut by adding water and squeezing out gata or coconut milk.
2.Strain coconut milk and set aside.
3.Add remaining ingredients to coconut milk.
4.Mix well.
5.Pour 1/4 cup batter on wilted banana leaves, roll and seal ends.
6.Bake over live charchoal 15 to 20 minutes or until done.

6th Talong Festival slated in Pangasinan on January 14

VILLASIS, Pangasinan, Jan. 5 (PNA) - "Talong" (eggplant) will take center stage when this town in the northern bank of the Agno River, holds its sixth Talong Festival on January 14 coinciding with the town fiesta.

Mayor Dita Abrenica said the festival, started in 2005 by her husband, former Mayor Nonato Abrenica, will honor anew the town's durable eggplant farmers for planting the crop that already put their town in the map of the nation.

Like many other famous festivals in the country, such as the Bangus Festival in Dagupan, the Talong Festival is already included in the year-round fiesta calendar of the Department of Tourism.

Abrenica said Villasis, an agricultural town whose alluvial soil from the Agno River earned for the town the acclamation as "Vegetable Bowl of Pangasinan", is proud for its famous talong product.

Talong, the main condiment of the popular Ilocano dish "pinakbet", is a tropical crop which farmers usually plant after rice when the paddies shall have dried up.

Statistics show Villasis is now the leading town in Ilocos region in the production of eggplant.

As a vegetable, talong is not only used in pinakbet but also in other native dishes, normally spliced with a spoonful of "bagoong" (salted fish sauce).

As proven by Villasis residents over the last five years, there are 101 ways of cooking "pinakbet".

Among the activities lined up on January 14 is an artwork contest using talong and other "pinakbet" dish condiments at 5 a.m. to be covered live by ABS-CBN's "Umagang Kay Ganda".

There will also be a cooking competition called “pinakbet sa kawa”, to be followed by a street dancing exhibition by dancers from different barangays garbed in attire bearing "talong" motif.

The festival will also give recognition to other farmers planting other vegetables that are used in pinakbet, which are tomatoes, okra, string beans, chili pepper, winged beans, sweet potato, patani, kadios and the like. (PNA)

^^San Carlos ang tinatawag na sleeping giant of Pangasinan. Malawak ang San Carlos at sa cityproper palang dalawa na ang public market 1km apart.

Sobrang daming talaga ng tao dyan nagtataka ako bakit oonti ang investors. Hindi napapansin Nasa ginta kasi ng probinsya hindi nadadaanan ng major highway. kung nagka Mall ng Malaki dyan papatok. 5 ang hospitals dyan (2 medical center at 3 general hospital), may mga colleges at universities, mga banko dyan sobrang haba ng pila lagi lalo na sa ATM, sa CSI Warehouse ang haba lagi ng pila

yan SM actually hindi natin pangarap o hindi nangarap ang syudad ng SM o robinson kasi kahit wala yan ang syudad kaya nyan tumayo o umunlad sa sarili ,kaya nga pilitt o nagsusumikap na pasukin ng SM yan o ng robinson ,gotesco pa nga dati .....ang syudad ang naghahaabol kundi ang syudad ang hinahabol ng mga investir,,,,,,pero yng road project kailangan talaga yan to accommodate more establishments......saka deserving naman ang syuda para habulin ng mga naglalakihan malls di ba ?

lanti met..hehe...hahaha..agko gabay iyalis so basista from 2nd District-3rd District!!! masamit so bilay ed 2nd District..kasi feeling namin kami ang pinaka Ahead sa mga ibang Districts ng Pangasinan..akalain mo..yung magkasunod na governors, sina Ex-Gov(Agbayani) at Gov.Espino eh naging congressman sa 2nd District :lol: haha..congressman noon si espino at governor si agbayani..taz last term ni agbayani, tumakbo sya sa pagkacongressman, samantalang si ESPINO, tumakbong governor :D kami ang Royal District ng Pangasinan ...bleeeeeh

malaki nga yan syudad na yan kaso hindi mo makitaan ng malalaking investor ,parang maraming kulang .....pero proud ako dahil nasa district 3 namin ang syudad kahit papaano malaki ang naiiamabag nito sa distrito namin



alam ko na ang kulang sa syudad na ito 1.)kulang ng promoton or advertise kahit ba website wala ,paano kaya malalaman ng mga negosyante kung anong mayroon ang syudad na ito .2.)Mga opisyales hindi kaya natutulog lang sila,walang planong iangat.3.)ayaw ng competition.4.)ok lang ...... sa totoo lang napkalaking syudad ito kung totoosin na halos 200k ng population nito ,minsan nga noong nasa bayambang pa ako may narinig akong usap usapan sabi" buti pa ang bayambang 4 na ang shopping mall sa san carlos 2 pa lang" ,iwan ko kung taga saan yung nagsabi .....gusto kung umunlad ang syudad na ito bilang sentro ng district 3 .concern lang me :):):)

Nasa Leader lang yan. Parang nahahalintulad ang Bolinao dyan 1st class mun na daw matawag at jewel of the north pero ang daming pagkukulang. Samantalang ang matagal ng namumuno nakikitaan ng biglang paglago ng mga properties nila.tama ka nasa leader lang yan ,i halimbawa na natin ang bayan namin ,dati ang mayor nain si ex mayor de vera dyan last 1997-2007 3 terms sya grabe ang ginawa ,bagong public market ,tapos 2 stories public market ulit ,tapos yung plaza,after ng term nya nanalo si mayor camacho mas grabe ang plano nya ngaun na dapat maging syudad sa term nya na kung saan hindi nagawa ng previous admin.... halimbawa rin ang dagupan nais ng bawat admin na umunlad ang kanilang nasasakupan at laging may bago sa kanilang syudad sa panahon ng kanilang pnunungkulan....

Pangasinan's modern rice processing plant operational next month
LINGAYEN, Pangasinan, Jan. 6 (PNA)—- The P220-million modern Rice Processing Plant being built by the provincial government with the help of the Korean government in Sta. Barbara town is now under the final touches of its construction.

Provincial Administrator Rafael Baraan expressed hope that the project, located at the Provincial Nursery in Sta. Barbara, will be operational by February this year.

The project is being built from a grant of the Korean government through the Korean International Cooperation Agency (KOICA).

The provincial government will operate the facility with little assistance from the Department of Agriculture.

Baraan said that once operational, the plant will provide modern milling facilities to all farmers in Pangasinan, assuring them from 95 to 98 percent recovery of their rice grains.

Thus, local farmers will earn more out of their product when availing of the rice processing plant instead of ordinary rice mills.

He said the provincial government has tied up with the provincial irrigators association for their members to supply the plant with the needed materials every rice harvest season.

Once the plant is already operational, all the rice product that it will process would be branded and released as “Pangasinan Rice.”

All these, he said, would be sold in malls and supermarkets throughout the province and even the outside carrying the name of Pangasinan. (PNA)

SENATOR Ralph Recto, chairman of the Ways and Means Committee, wants to earmark five percent of the government’s value added tax collections to reconstruct and rehabilitate the existing 479-kilometer Philippine National Railway line from San Fernando, La Union to Legazpi City, Albay.

The government expects to collect some P241 billion in VAT this year, higher than the P211 billion it projects to earn in 2010.

Recto said the interconnection of the country’s regions through good transport and communication networks opens up new economic opportunities and reduces transportation and transaction costs of businesses.

He said the National Economic Development Authority’s comprehensive integrated infrastructure projects for 2009 to 2013 only allocate P1.5 billion for the reopening of the PNR line to Bicol.

This year, the government’s subsidy for PNR amounts to only P131 million.

“The interconnection of regions in Luzon which accounts for the largest GDP share of more than 30 percent through a railway network from San Fernando, La Union to Legazpi City will decentralize progress and bring development to the countryside,” Recto said.

The senator filed Senate Bill 155 which allocates five percent of the VAT collections for the capital outlay of PNR.

“A train moving passengers and goods from La Union to Bicol will accelerate trade and encourage migration in those areas. It will also meet one of our toughest development challenges and that is the decentralization of progress by decongesting our crowded cities and urban areas to provide our people in the frontiers better access to social services,” Recto said.

“The reconstruction and rehabilitation of this railway network will provide thousands of jobs to Filipinos who can perform hard labor to build, restore and rehabilitate roads, bridges and other structures,” Recto added.

Dagupan seal redesign contest up
DAGUPAN CITY, Jan. 7 (PIA) – The corporate seal of this city which has not been registered with the National Historical Commission is up for redesigning.
In Executive Order No. 41, Mayor Benjamin S. Lim created an ad hoc committee to study, initiate, and supervise the seal’s redesigning and its subsequent registration with the NHC and the Department of Interior and Local Government.
Lim issued the order after the NHC called the city’s attention to the unregistered seal. Alaminos and San Carlos cities as well as the towns of Sta. Barbara, Mapandan, Binmaley, and San Nicolas have also not registered yet their respective seals with the NHC.
Urdaneta City and 40 towns in the province were found to have already registered their respective corporate seals with the commission.
The late Lingayen-Dagupan Archbishop Mariano Madriaga designed the Dagupan seal in 1948.
Since the seal has not been registered anyway, Lim said it needs redesigning to reflect the present realities as well as the city’s historical, economic, and cultural values. He noted that the present seal has no feature at all about the bangus industry. Dagupan is known as the Bangus Capital of the World owing to its tasty Dagupan bangus.
To promote the local bangus further, the Bangus Festival was initiated which further engendered Dagupan as having broken the Guiness World record of having the longest barbecue grill in the world.
A redesigning contest was opened for city residents aged 15 and above; deadline of submission of entries is January 31.
The seal should feature either visual, abstract, or natural emblems representing significant characteristics or aspects of the city’s geography, tourists spots or landmarks, and its economic, cultural, and historical aspects.
A cash prize of P50,000 plus trophy will go the first prize winner, P30,00 and trophy for second, and P20,000 and trophy for third. Ten consolation prizes of P1,000 each will also be awarded.
Entries may be submitted to the sangguniang panlungsod, the city administrator office, or at the city museum.

Preparations for bangus festival underway
DAGUPAN CITY, Jan. 7 (PIA) – Preliminary preparations are now being undertaken for the upcoming Bangus Festival in April.
The interim Bangus Festival 2011 executive committee headed by Maximo Tan, Alex Siapno, and City Tourism Office head Rose Teng–Mejia recently met to map out initial preparations. Mayor Benjamin S. Lim is set to appoint a chairman in the coming days.
The highly anticipated Festivals of the North is again one of the major events along with the popular Kalutan ed Dagupan which may be staged in its original venue--the whole downtown stretch of A. B. Fernandez Avenue as requested by business entrepreneurs along the area.
The festival is now on its eighth year. The event was just a part then of the Pista’y Dayat celebration. Lim wanted bangus along with Dagupan City to become a global by-word. The longest barbecue grill has broken the Guinness World Record.
Bangus Festival is now an institution, a tradition that Dagupeños and tourists alike eagerly await every year. The festival had also become a symbol of unity of Dagupeños.

Preparations for bangus festival underway
DAGUPAN CITY, Jan. 7 (PIA) – Preliminary preparations are now being undertaken for the upcoming Bangus Festival in April.
The interim Bangus Festival 2011 executive committee headed by Maximo Tan, Alex Siapno, and City Tourism Office head Rose Teng–Mejia recently met to map out initial preparations. Mayor Benjamin S. Lim is set to appoint a chairman in the coming days.
The highly anticipated Festivals of the North is again one of the major events along with the popular Kalutan ed Dagupan which may be staged in its original venue--the whole downtown stretch of A. B. Fernandez Avenue as requested by business entrepreneurs along the area.
The festival is now on its eighth year. The event was just a part then of the Pista’y Dayat celebration. Lim wanted bangus along with Dagupan City to become a global by-word. The longest barbecue grill has broken the Guinness World Record.
Bangus Festival is now an institution, a tradition that Dagupeños and tourists alike eagerly await every year. The festival had also become a symbol of unity of Dagupeños.

Urdaneta diner serves traditional Pangasinan cuisine

URDANETA CITY, PANGASINAN – The quaint one-floor diner of Ciudad Fernandino Hotel is often recommended by locals for those who want to sample traditional Pangasinan and Ilocano cuisine.

The ground floor of Ciudad Fernandino Hotel doubles as a restaurant and cake and pastry shop, the latter named Pasteleria de Ciudad or “city cake shop”.

The family-owned food establishment has been serving locals and tourists with well-known Pangasinan dishes for over 20 years, according to the local staff Cynthia Esguerra.

Although the place seems unassuming because of its simple design, the dining area has a homey allure to it, reminding you of the look and feel of local diners long before there were air-conditioned malls and fastfood places.

The tables are covered with green checkered table tops and can seat 50 to 60 guests at a time. Relying on natural ventilation and lighting, the dining area actually follows the traditional Filipino homes – big capiz windows opened wide to let the air flow and let natural light in,

While waiting for our order, I took some photos of the bronze teapots on display near the entrance to the kitchen area. There are also four- to five-layers of designer cakes and kiddie-themed cakes that the Pasteleria produces and which natives prefer over more popular commercial brands.

Bestsellers at the restaurant include the Plato Ilocano, a budget meal consisting of a generous serving of pork sisig, a bowl of pinakbet, and a cup of rice served with iced tea. The meal, which costs P150, is good enough for a heavy lunch meal and had me full that I skipped merienda for the next four hours.

Ilocanos originally use shrimps or prawns to add flavor to the pinakbet vegetables consisting of talong (eggplant), ampalaya (bitter gourd), sitaw (string beans), kalabasa (squash) and okra (ladies fingers). The shrimp flavor also complements the salty taste of the bagoong alamang (shrimp paste).

Aside from the vegetables, what I liked about the pinakbet served here is the thick and generous serving of tasty pinkish soup (due to the color of alamang) that filled half the bowl. Often, I would get a dry pinakbet in Metro Manila so the soup of the pinakbet, which I sipped and poured over my steamed rice, was a delightful change. Simply, yummy.

The sisig, on the other hand, was a bit moist and is mostly composed of pork fat and had less lean meat so I gave most of my share to my food buddy, who ordered fried daing na bangus.

Another must-try is the restaurant’s Pasta Fernandino, a house specialty that has crunchy longganisa from Alaminos (a nearby town) and shrimp tossed in tomato-basil pesto. For P150, the serving is good for three persons already and have about 20 medium-sized shrimps and true enough, crunchy longganisa.

To offer more choices to diners, the restaurant also included another Pangasinan delicacy, the daing na boneless bangus, which was fried with crushed garlic for added taste. The restaurant gets its bangus supply from neighboring Dagupan City, famous for pioneering the industry of boneless bangus in Pangasinan.

The bangus measured over 12 inches from head to tail and is full of meat–a bargain, considering that it was only worth P150. Apart from being deboned, which made it easier to eat, the daing na bangus served to us tasted fresh and not of burak or muddy.

I remember my mother, who taught me to look for clear eyes, red gills and firm scales attached to the skin when buying bangus. More importantly, fresh bangus should not smell of burak or it will likely tastes like mud when cooked.

For drinks, we ordered a pot of healthy salabat (ginger tea), which was a perfect way to end the meal. For P25, the pot of salabat was able to fill three cups and tastes good even without sugar. For added flavor, I just sprinkled calamansi.

To entice diners to explore more of Pangasinan, the walls and columns of the dining area offer a glimpse of the different towns with large framed photos featuring their cottage industries and tourist destinations. Most of the photos were taken from the trips of the restaurant owners and are in sepia prints.

Strategically located for those traveling to the North (especially Baguio City), Urdaneta is an ideal stopover for lunch. Sure, there’s a Jollibee or Chow King but if you’re not in a rush, you can go local with Ciudad Fernandino.

Bacolod partnership starts March

Bacolod City is teaming up with the Partnership for Democratic Local Governance in Southeast Asia to replicate local governance best practices on People Private Public Partnership from Cambodia starting March.

DELGOSEA project manager Susanne Stephan yesterday said the project covers five countries in Southeast Asia – Philippines, Indonesia, Cambodia, Thailand and Vietnam.

She said the project activities in the Philippines will start in March 2011 and they will work in three pilot areas – Pangasinan, Misamis Oriental and Bacolod.

Bacolod, which was chosen pilot city out of the 121 others in the country for the project that is co-funded by the European Union, is considering replicating the best practices of Cambodia such as traffic management and illegal vendors.

Stephan said they will work out the transfer concept from Bacolod in February and March followed by capacity building program for local stakeholders so that Bacolod will be ready to start replication from March 2011 onwards.

The Konrad-Adenauer-Stiftung plays a lead role in the management of the project which will be implemented in close coordination with regional organizations and local government associations in countries involved.

TRAINING IN THAILAND

In November 2010, trainors and coaches met and trained for 10 days in Thailand to replicate the best practices in the Philippines and in other countries. They will then start capacity building of local government units in their individual countries this month.

Stephan said Bacolod will have to transfer the best practices coming from Cambodia to its local circumstances – not only traffic but solid waste and illegal vendors and be able to replicate it to other areas in Bacolod.

She said they have 16 best practices from the five countries. If Bacolod is through with the Cambodian project, it is always free to select another project, she added.

“You have to select the best practice that will suit you and which you think will solve your problems here,” Stephan also said.

DELGOSEA national coordinator Crescencio Doma Jr., said the tourism of Puket is the best practice model from Thailand which will be replicated by Misamis Oriental. The Puket model focuses on the preservation of the cultural heritage of the municipality which is an integral part of their tourism industry, he said.

Doma said Misamis will try to replicate how tourism was restored in Puket, Thailand after the tsunami tragedy in the area.

Pangasinan, on the other hand, has a project that would address the waste water of an urban community, he said.

They would like to address the waste water of Alaminos, which is the pilot area for replication, so they are constructing the wetland near the poblacion leading to the outer side of the city because they would like to protect the waters of Pangasinan considering that it is the home of the hundred islands which is a tourist destination, Doma added.*CGS

Pangasinenses mourn death of former VG Sison

LINGAYEN, Pangasinan, Jan. 7 (PIA) - The provincial government led by Gov. Amado T. Espino Jr. has expressed condolences to the bereaved family of the late former Vice Gov. Nancy Q. Sison who died January 3 at the age of 87.
The Sangguniang Panlalawigan in its first regular session for this year board approved Resolution No. 339-2011 for the purpose.
Sison, whose body lies in state at the Loyola Chapel in Manila, will be flown by helicopter from the Nichols Airbase to the Lingayen airstrip on Monday, January 10 for a necrological service at 4 p.m. at the SP Hall.
Sison served as Pangasinan senior board member from 1956 to 1959 and later elected vice-governor from 1960 to 1963.
She also served as social welfare undersecretary in 1960 and appointed commissioner of the Commission on the Role of Filipino Women during the term of former President Fidel V. Ramos. She also founded the Girl Scout of the Philippines Pangasinan Chapter in 1943.
She authored the book entitled, “Pangasinan: Look Back with Love” in the early 80s.
She will be buried on January 11 beside the tomb of her husband, the late Justice and former Pangasinan Gov. Porfirio Sison at the Lingayen cemetery. (PIO/PIA Pangasinan)

Magkakaroon ng shortfall sa production ng bangus sa Dagupan City dahil sa pag-demolish sa mga fish pens sa mga ilog ng lungsod.

Ito ang inihayag kahapon ni city agriculturist Emma Molina.

Ayon sa kanya, bawat isang fish pen ay nakakapag-produce ng isang tonelada ng bangus sa isang taon.

At sa tinatayang 700 fish pens sa lungsod noon, halos 700 tonelada rin ang bangus production.

Subali’t sinabi ni Molina na ang shortfall ay maaaring maging 350 tonelada lang dahil kaya naman daw i-maximize ang production sa mga fish ponds.

Ayon kay Molina, habang isinasagawa ang dredging sa mga ilog, maaaring palakasin ang mga fish ponds para madagdagan ang stocking nito.

Pinag-aaralan na rin daw ng kanyang tanggapan ang mga lugar kung saan puwedeng maglagay ng fish cages para sa high value fish production.

The Sangguniang Panlalawigan in its first regular session for this year board approved Resolution No. 339-2011 for the purpose.
Sison, whose body lies in state at the Loyola Chapel in Manila, will be flown by helicopter from the Nichols Airbase to the Lingayen airstrip on Monday, January 10 for a necrological service at 4 p.m. at the SP Hall.
Sison served as Pangasinan senior board member from 1956 to 1959 and later elected vice-governor from 1960 to 1963.
She also served as social welfare undersecretary in 1960 and appointed commissioner of the Commission on the Role of Filipino Women during the term of former President Fidel V. Ramos. She also founded the Girl Scout of the Philippines Pangasinan Chapter in 1943.
She authored the book entitled, “Pangasinan: Look Back with Love” in the early 80s.
She will be buried on January 11 beside the tomb of her husband, the late Justice and former Pangasinan Gov. Porfirio Sison at the Lingayen cemetery. (PIO/PIA Pangasinan)

MANILA, Jan. 8 (PNA) -- President Benigno S. Aquino III asked the members of the 122-strong League of Cities of the Philippines (LCP) on Saturday to “sacrifice your short-term political goals with long-term requirements of attaining progress and prosperity for all people, especially the poorest of the poor.”

In his address at the second-day of the 58th general assembly of the LCP held at the Century Park Hotel, the President said he is aware that most of the mayors will be seeking reelection in the next few years. “But I ask you to sacrifice your political goals by working on programs that will have long-term benefits for our people.”

Among those who attended the LCP meeting were Interior and Local Government Secretary Jesse Robredo and the President’s running mate in the May 2010 elections, former Senator Manuel "Mar" Roxas II.

The President recalled his recent visit to the coastal town of Bani in Pangasinan, now a relocation site for victims of storms "Emong" and "Ondoy," where he saw the beauty of genuine cooperation and collaboration among the different sectors, including the national and local governments.

The Department of Social Welfare and Development provided P70,000 assistance per household while the Bureau of Mines and Geosciences certified the suitability of the site for relocation. Local and national governments poured resources into the project and the people themselves built their units.

He also cited the fast expansion of Convergys which expanded its facility in San Lazaro, Sta. Cruz, Manila within three months and is now putting up another facility in Muntinlupa that would generate 10,000 jobs for Filipinos.

According to the President, he met yesterday with the executives of General Electric, which recently broke ground for its new plant in the country. He said the company committed to set up shop in the country during their meeting at the United Nations last year.

“There are a lot of opportunities for our country and we must be fast in grabbing them. But like in one boat, we must all row in harmony and in unison, otherwise we will not get anywhere,” the President told the city executives.

The President said he would keep his doors open to hear the problems, concerns and other suggestions from the mayors on how to propel the country to greater heights.

He urged the mayors to be ingenious in their implementation of major projects, citing as an example the use of coco coir in containing soil erosion and rip-rapping the slopes of the entire stretch of Subic-Clark-Tarlac Expressway, which originally cost P2 billion but this actually cost P500 million with the coco coir, he said.

“If we use our funds more prudently and wisely then we have more funds left for other projects,” the President said.

He concluded saying that by 2016, “When I look back after stepping down with my head held high, I can proudly say that our country has truly gone a long way.” (PNA)

Province condoles ex-vice guv’s family

LINGAYEN -- Governor Amado Espino Jr., Vice Governor Jose Ferdinand Calimlim, Jr., and members of the Provincial Board expressed condolences to the bereaved family of the late Nancy Sison.

Sison, a former vice governor in the province of Pangasinan, died last January 3 at the age of 87.

She first served as Pangasinan senior board member from 1956 to 1959. She was elected vice governor in 1960 to 1963.

Sison was social welfare undersecretary in 1960 and later appointed by former President Fidel V. Ramos as commissioner of the Role of Filipino Women.

She founded the Girl Scout of the Philippines Pangasinan Charter in 1943.

In the early ‘80s, she authored the book “Pangasinan: Look Back with Love.”

Her body lies in state at the Loyola Park, Premier Chapel A, in Marikina City. She will be flown home via helicopter from the Nichols Airbase to the Lingayen airstrip on Monday, January 10.

At 3 p.m., Sison’s remains will be brought to the Sangguniang Panlalawigan Hall at the Capitol building for a necrological service scheduled 4 p.m.

Sison will be buried on January 11 at the Lingayen cemetery near the tomb of her husband, the late Justice and former Pangasinan governor Porfirio Sison. (Liway C. Manantan-Yparraguirre/Sunnex)

Silverio’s Restaurant, pinadalhan ng cease and desist order dahil sa kawalan nito ng building permit
Nag-isyu ng notice of illegal construction ang City Engineering Office sa Silverio’s Restaurant na matatagpuan sa Arellano Bani sa lungsod ng Dagupan.

Ang notice ay ipinadala kahapon, dalawang araw matapos mag-tour ni Mayor Benjamin Lim kasama ang mga lokal na mamamahayag sa mga kailugan ng syudad.

Nakasaad sa notice na dapat itigil agad ang illegal building activities dahilan sa paglabag nila ng Section 301 ng National Building code at kailangan muna nilang kumuha ng kaukulang permit.

Sa ilalim ng batas, upang makakuha ng building permit, ang aplikante ay mag-pa-file ng application sa City Engineer’s Office.

Binigyan ng tatlong araw ang Silverio’s upang makipag-ugnayan sa city hall.

Kung hindi sila susunod sa isinasaad ng notice ay maaring mapilitan ang city government na sampahan sila ng kaso.

Pangasinan focuses on investment, tourism for 2011

LINGAYEN, Pangasinan, Jan. 5 — Investment and tourism are on top of the priorities of the Pangasinan provincial government for 2011 in line with the vision to make it as the country’s number one province.
Provincial administrator Rafael Baraan revealed that Governor Amado Espino Jr. has set his eyes this year for the establishment of an eco-tourism zone in Lingayen, that included a seaport in Sual and an airport.
“We will continue to receive proposals from interested investors because we have a lot of potentials in the province, particularly the Sual Coal-Fired Power Plant (SCPP) and the San Roque Multi-Purpose Project (SRMP), whose outputs must be maximized for the good of the province,” he said.
The two power plants now supply the requirements of industries in other provinces but little in Pangasinan where there are no big industries, and this was the reason why college graduates in the province are leaving in search of employment somewhere else, Baraan added.
“But if there are industrial locators and other business establishments setting up shops in Pangasinan, then we will have a better deal for our people,” he stressed.
The provincial government has opened a more than 50-hectare industrial park in Lingayen on April 5 last year that will be offered to investors, foreign and local, as site for their industrial projects that would open jobs to local labor, including engineers and other technical men.
As to the vision of the provincial government to make Pangasinan as the number one province in the country, Baraan said for the last three years, the province garnered prestigious awards in many areas, besting other provinces.
He said it looks like Pangasinan will score a grand slam in all the regional competitions launched by the National Economic and Development Authority (NEDA), except for two, the best practices in local governance and on the overall implementation of national government programs.
Aside from this, Pangasinan was also number one in tourist arrivals in the whole region for 2010.
Pangasinan is already a Hall of Fame awardee in the region in coastal resources management and in National Statistics Office celebration and just waiting for the results of two more competition for it to score a grand slam.
At the same time, Pangasinan was adjudged in 2010 as the nation’s number one province in terms of universal insurance coverage to marginalized families, besting previous topnotcher Bukidnon and Cebu.
Baraan said last November, the province received an award from the Philippine Chamber of Commerce and Industry as a business friendly province, citing the numerous activities of the province geared to promote and attract investments.
“All these are heart-warming developments that would make us work harder in 2011 and in the years to come,” Baraan said. (PNA)

BACKGROUND
In San Nicolas, Pangasinan there is a mountain that has a many names. Some call it Mt. Lakay or Bantay Lakay in Ilocano, others call Mount Malico. Some parts of the mountain are mossy. The mountain rising 1,675 Meters Above Sea Level. The mountain has a trail name Villa Verde.

The Villa Verde Trail begins in the foothills near Santa Maria and spans 27 miles to an elevation of over 5,000' along ridge lines large enough for only foot traffic and horses. It terminates near Santa Fe at the junction with Route 5 and the Cagayan Valley. Named after a Spanish Missionary who used this trail to preach Catholicism to the mountain people of northern Luzon, the mountain area has various tribes residing, with the Kalanguya as the major group.

Malico is composed mainly of the Kalanguya ethnolinguistic group, but everyone knows the Ilokano dialect. The customs and traditions of the kalanguya tribe are much practiced and preserved by the barangay folks although majority of them were converted to Christianity through the long years of missionary work of Pastor Dilbert Rice, an American UCCP Pastor.

As of September 17, 2010, the fare for Aircon Bus is around P285 and Ordinary bus P220.00 to reach Tayug, Pangasinan Terminal and or San Nicolas, Pangasinan Terminal.

Logistics. No registration fee or permit is required as of September 17, 2010. Guides may be secured at the jumpoff.

Battle of Villa Verde Trail. After the American landing at Lingayen Gulf on January 9, 1945, Japanese forces of the 'Shobu Group' defended this location, including 10th Recconssaiance Regimen and survivors of the 7th Tank Regiment from the battle of San Manuel. The US Army 32nd Infantry Division's 127th Infantry Regiment advanced along this trail beginning on January 30, 1945. The rough terrain made it impossible for vehicles to support the battle, Igorot laborers were employed to carry supplies and evacuate wounded.
