DAGUPAN CITY (24 Jan) – A manifesto signed by barangay captains of this city was handed to the Sangguniang Panlungsod today urging the legislative body to pass the 2011 annual budget.
Twenty-nine out of the 31 barangay captains signed the manifesto after the SP suspended the long delayed budget hearing last week due to some alleged discrepancies in the proposed budget. Only village chiefs Luis Samson III of barangay Pogo Chico and Jake Reyes of Tapuac did not ink their signatures.
The manifesto urged the SP to pass the budget because of the growing challenges and demands that the barangay officials meet in bringing basic services to their constituents like education, employment, maintenance of peace and order and combating nature degradation.
It also states that economic progress of the city would slow down without the new budget.
Liga ng mga Barangay President Guiilermo ‘Emong’ Vallejes of Poblacion Oeste said he and his fellow officials are worried about the budget hearing’s outcome and this prompted them to immediately sign the manifesto.
“Kasi yung mga kasamang barangay captains, laging nagtatanong kung naipasa na ang budget kasi may share ang bawat barangay na P100,000 kaya dapat ipasa na. Ang mga bagong halal na kapitan, hindi makagawa ng mga bagong proyekto,” Vallejos said. Lingayen (24 Jan)- - -Six women associations and cooperatives from various towns in Pangasinan received a total of P512,000 worth of checks Thursday from the provincial government thru the Provincial Population Office under its Livelihood Assistance Program.
The Sampaguita SEA-K (Bocboc East, Aguilar), CBN Women’s Association (Mangatarem), Batakil Credit Cooperative (Pozorrubio), Cauayan Multi-Purpose Cooperative (Umingan), and Lipay Rice Producers Cooperative (Umingan) were happy to be part of the 7th batch of livelihood assistance recipients for 2010.
Luzviminda Muego, Provincial Population Officer and Livelihood Assistance Program head, said that the loan assistance aims to assists various women groups and cooperatives in the province to become more self-sufficient thru commodity trading, farm inputs and cooperative relending.
She said the successful implementation of the program has propelled the provincial government to further intensify the project so that more beneficiaries can avail of the loan assistance which offers minimal interest rate per annum.
“So far, our beneficiaries have good credit standing that’s why the provincial government is keen to continue and intensify the program to cater to the needs of more women associations as well as cooperatives in the province,” Muego added.

wow..my father's hometown..malasiqui...oo naalala ko b4 lgi kami pasyal dyan tuwing fiesta noong bata pa kami.....kahit ngayun....ang laki na rin pla ng pingabago ng malasiqui....parang sa bayambang marami na rin establishment...next time post ko rin ung mga stablishment dyan sa bayambang kapag bakasyon ko ...btw montemayor ang apelyi ko:):)..@saintm .marami ka bang kilala dyan na montemayor ang apelyido?

anong bangko ito ..commercial rural bank ba yan or private ,marami na bang branches yan..aba may ATM pa sosyal yan ah...kso mukhang ung building nya parang anytime pweding magsara or ilipat...@csi yan ung kay VM,,tingin ko ung CSI na lang sa lucao ang kumikita ngayun dahil sa magsulputan na rin ang mga magic na mas malaki at class ang dating....tignan nyo itong CSI sa malasiqui parang simpling supermarket lang...doon naman sa CSI baymabang kahit papaano eh may mc do,shakey's at goldilocks...malamang kaya aayaw aprobahan ang SM dyan sa dagupan...

Lingayen- - - The Population Technical Working Group from Nueva Vizcaya visited Pangasinan to observe the best practices of the provincial government that has recently paved the way for the province’s overwhelming success in terms of program implementation.
Governor Amado T. Espino, Jr. welcomed the group as he urged them to also share with Pangasinan the best practices of their province.
The 14-man delegation, composed of two of their provincial board members and some department heads of their province, paid a courtesy call on Governor Espino last January 20, were strongly amazed to see the beautiful sights inside and around the Capitol even as they expressed admiration over the numerous accomplishments of the province specifically on health and population program.
After the courtesy call, the group was treated with a mini-tour within the Capitol compound and immediately went to the Capitol Resort Hotel for a short program dubbed Sharing of Local Policies/Practices on Population Management Program.
Provincial Population Officer Luzviminda Muego enlightened the group as she led the brief orientation on the various programs of the provincial government side-by-side with the presentation of the insights on PPO as an organization.
Muego said that the PPO today has vastly improved brought about by “strategic planning” as she explained that the focus of the population management program of the provincial government today was redirected from mere family planning to population development with the integration of youth development, livelihood and women empowerment.
Furthermore, Muego emphasized that the success of the Pangasinan Population Management Program is due to “specific structure, defined function, systems and procedures, existing policies, and the strong support of leaders like Governor Espino” whom she said has been very supportive of the said program even during his first term as governor.
The Governor, she said, is keen on intensifying the program particularly on livelihood to cater more to the needs of the people especially the women who are dubbed as the weaker members of society.
After the orientation-briefing, the visitors were toured to the Pangasinan Provincial Hospital in Bolingit, San Carlos City. (PIO/Ruby R. Bernardino)

The Lingayen Capitol Building is not what one would usually expect to see in the seaside town of Lingayen in the province of Pangasinan. Built in the neo-classical style favored during the American colonial period and considered one of the architectural treasures of the country.
MANILA, Philippines - It’s not what you’d usually expect to see in a government building, more so since this is not even a big city but a town, albeit the provincial capital, the seaside town of Lingayen in the province of Pangasinan, said to be the gateway to northern Luzon.
But there it is, a grand staircase leading to the second floor of the capitol building, and hanging from the high ceiling, a brightly lit crystal chandelier. The governor’s office on the second floor as well as the other offices in the building are no less impressive, with their dark, wood paneled walls and elegant furnishings.
Built in the neo-classical style favored during the American colonial period and considered one of the architectural treasures of the country, the capitol building was originally built and inaugurated in 1918 and then reconstructed in 1949 after it was severely damaged during the pre-landing bombardment on January 9, 1945 by the American troops in Lingayen Gulf during the Second World War.

From the roof deck, you can see Lingayen Beach, which forms part of the 20-mile beachhead stretching from San Fabian to Dagupan where the US contingent of more than 200,000 landed. This year marks the 66 th anniversary of this historic event. You get to learn more of that tragic time in our country’s history, when many civilians as well as Filipino guerillas lost their lives, at the Veterans Memorial Park at the back of the capitol building where archival and historical photographs displayed behind protective glass panels vividly tell the story.
The word Lingayen in the Pangasinan language means “to look back” and a visit to this storied town gives one a chance to do just that. Other heritage and civic buildings worth visiting include the Urduja House, the Narciso Ramos Sports Complex and civic center, as well as the ancestral house of President Fidel V. Ramos. You’re sure to get the pulse of a place you’re visiting for the first time in its public market.

The Agno River, one of the largest river systems in the country, flows through the plains of Pangasinan, irrigating its rice fields and draining into Lingayen Gulf, which serves as a major fishing ground in the area. We took a boat ride up and down the Limahong Channel, named after the notorious Chinese pirate whom many believe dug the channel in Lingayen along the Agno River that served as his escape route towards the China Sea as he fled from the Spanish colonizers after his foiled attempt to establish his own colony on the shores of Manila Bay. We saw fishermen setting up their nets to catch shrimps and fish in the river just as the sun set, while the light from the gas lamps inside the small huts on their rafts flickered. We watched a pair of adventurers kayaking on the river under the light of a first quarter moon.
We spent the night at the El Puerto Marina Beach Resort and Spa nestled in a cove facing the gulf. Before those luxurious resort hotels invaded our shores, this was how an honest-to-goodness modest beach resort in the province was like, offering the most basic requirements of a weary traveler: a comfortable bed and a clean bathroom. There’s hot and cold shower, and air-conditioning in all the 22 hotel rooms plus six cottages on stilts overlooking a fishpond inside the resort. In a word, the ambiance is homey, with ducks and roosters and hens roaming freely in the garden, while at the back, newly laundered bed sheets hang on clotheslines left to dry naturally under the sun.
The point is to rise before the sun, just in time to watch fishermen pull in their net from the sea. The beach is the widest and perhaps the longest I’ve seen without structures or demarcating barriers where one resort ends and another begins. In fact, El Puerto Marina is the only resort in the area. The shoreline is said to be receding, five meters since 2004. You sink your bare feet into the fine ash-gray sand and wait for the marching waves wash ashore. Before you, the gray-blue sea and sand and sky, with streaks of golden tangerine light at daybreak, blend seamlessly in the wide expanse. It is a perfect moment.

Rice and shine: Daing na bangus and fried pinca for breakfast at Puerto Marina
You have the rest of the day to enjoy swimming, kayaking, skin or surf boarding. Driving an ATV (all terrain vehicle) and catching the sea breeze as you speed along the crowd-less beach is certainly a thrilling experience. All that activity stokes up your appetite, and El Puerto Marina takes pride in everything their kitchen has to offer. We particularly enjoyed the longanisa and deep fried pinca (swordfish) for breakfast, and at the dinner buffet laid out on the beach, the malaga (a delicate fish) in broth and of course, pakbet (vegetable stew of bitter gourd, eggplant, okra, finger chilies, onions and tomatoes) with Pangasinan bagoong. It’s a feast that’s as simple as life in the province used to be.

GOITER AWARENESS WEEK
THE Provincial Health Office has launched a campaign urging mothers to use iodized salt as part of the celebration of the Goiter Awareness Week (GAW) on January 23 to 29.
Provincial Health Officer Anna De Guzman said the week-long celebration includes an intensified information campaign to promote the salt iodization program and the “Patak sa Asin sa Market & Warehouses” program where the rural health units in the province conduct household and market salt testing.
De Guzman also encouraged mothers to serve their families with iodine-rich foods like saltwater fish, seaweed and other seafoods.
All district hospitals and rural health units in the province will hold the 1st Quarter Patak sa Asin sa Market & Warehouses on January 24-28.
At the same time, the celebration focuses on its theme this year, “Iwas Goiter ni Mommy, Lusog Isip ni Baby”.
This campaign aims to inform mothers that iodine deficiency disorders pose a serious problem, especially to pregnant women.
De Guzman said pregnant women who become afflicted with goiter due to lack of iodine may have miscarriages or give birth to abnormal or weak babies.(PIO)

WHAT'S A budget of P480,000 for two slaughterhouse personnel in a city that does not have a slaughterhouse?
This was only one of the many questionable items in the proposed 2011 budget of Dagupan City, which has now been tossed back by the Sangguniang Panlungsod (SP) to the office of the city executive for further review and corrections.
The SP, chaired by Vice Mayor Belen Fernandez, suspended its budget hearing last Thursday after noting that the budget being discussed by the body appears to have undergone major revisions and contained numbers which were very different from the original submission.
The vice mayor said the resumption of the hearing will depend on how fast the executive branch can submit the amended and certified new budget proposal.
Present during last week’s hearing were City Administrator Vladimir Mata, Acting City Treasurer Alex Hortaleza, City Budget Officer Ildefonso Calimlim and City Accountant Teresita Manaois.
It was the first time that department heads finally attended council sessions particularly for the discussion of the annual budget.
Deborah Castillo, resource generation officer in the office of the city mayor which is not considered as a department head, was also present and spoke in behalf of the other officials present.
DISCREPANCIES
During the Thursday hearing, Councilor Maybelyn Fernandez pointed out some of the discrepancies after numerous corrections were made on almost all items which were earlier blamed by City Budget Officer Ildefonso Calimlim to “typographical errors”.
Councilor Fernandez also earlier noted the discrepancies in several in the original budget such as the P1 million allocation for foreign travel in the mayor’s office and P600,000 in the office of the SP, but the sum total was stated as P9.1 million.
“Today’s document, it is only P5.1 million. But yesterday’s document, it was P9.1 million or a difference of P4 million,” said Fernandez, pointing out many other irreconcilable figures in the new document submitted by Calimlim.
Consequently, Fernandez said the council will again need more time to do another review given all the new changes and errors noted in the proposed budget.
Councilor Luis Samson, echoing the same sentiment, said the executive branch needs to get its act together and submit a clean amended final proposal and certified correct.
“Masyadong matagal ang discussion dahil pabago-bago ang mga dokumento. Kung papalit-palit ang mga papeles, paano na ito? Kawawa ang Dagupan,” Samson complained. He chided the officials of the executive branch for not closely scrutinizing documents that are submitted to them for signature.
It was Samson who pointed out the budget for personnel of the non-existent slaughterhouse.
The re-submitted budget were signed by the City Administrator, Treasurer, Budget Officer and Accountant.

Lingayen - - - Governor Amado T. Espino, Jr. led the provincial government in welcoming Barbara “Barbie” Salvador, the newly crowned 3rd runner-up in the recently held Ms. Tourism International 2010 who hails from Pozurrobio, Pangasinan during a courtesy visit held at the Office of the Governor, Capitol Building last January 25.
Governor Espino lauded Barbie for bringing pride to Pangasinan in winning the beauty pageant even as he said that he is proud with the achievement of the beauty queen.
Barbie competed against 55 candidates all over the world in Kuala Lumpur, Malaysia last December 31.
Emerging as the 3rd runner-up, she was given the title Ms. Cosmopolitan International 2010.
Barbie said that she is “proud to be a Pangasinense” even as she said that she is happy to be representing the Philippines as well as her home province, Pangasinan.
“Ang sarap maging Pangasinense kasi grabe ang suporta talagang nasa likod mo ang buong Pangasinan”, she said.
This 5’6 ½ pozurrobian stunner mesmerized media people, provincial officials and employees for displaying beauty, grace and exuberance.
She added that as a Pangasinense and a Mutya ng Pilipinas, she will do anything she can to help promote the province tourism thrusts.
Also, Barbie encouraged all Pangasinense girls who want to join beauty pageants, “marami tayong magaganda, matatalino at mahuhusay na kababaihan dito sa Pangasinan”, even as she added that the whole province is out there to always support them.
Barbie received a cheque worth P20,000 and souvenir items given by Governor Espino as a token of appreciation for bringing honor to the province of Pangasinan.

DAGUPAN CITY (26 Jan) – The National Meat Inspection Service is happy to note that no double dead or ‘botcha’ meat enters the province’s public markets.
Dr Cherry Ann Javier, meat control officer, said ‘botcha’ meat and meat shortage were not a problem in the province even during the height of the holiday season last December when meat was in demand.
“We are lucky, hindi nakakapasok ang double dead na karne dito sa atin unlike in Quezon City and Manila where botcha is rampant,” Javier said Tuesday during the Pantongtongan Tayo radio program of the Philippine Information Agency aired live over DZMQ.
Javier gaves credit to the meat inspection officers of every town and city for doing their jobs of ensuring quality meat for the public.
She said the province did not feel meat shortage because Imported meat served as buffer for supplies since the Philippines is a member of the World Trade Organization.
NMIS cautions the public to be vigilant in buying meat products especially those sold at lower prices because the health of the family is at stake. “Ang fresh na karne ng baboy ay medyo pinkish, yung baka ay reddish at kulay puti ang taba. Ang kalabaw naman ay yellowish. Dapat hindi pa slimy at hindi amoy panis. Hindi porke mura ay bibilhin na natin,” Javier explained. (PIA-Pangasinan)

WHENEVER Raul “Insiyong” Tamayo steps onstage during fiesta celebrations or social events in Pangasinan, the audience would readily break into roaring cheers.
Tamayo is a superstar of sorts among Pangasinenses. Known for his novelty songs and jokes that mirror the daily lives and character of the local people, he is Pangasinan’s version of the late singer Yoyoy Villame.
Tamayo, 49, has recorded three albums, one of which featured him and his cousin, Gildo “Gusting” Tamayo. Most of the songs are original compositions, while others are adaptations from foreign and local ditties.
His songs include “Kuwatit ya Managtambal,” about fake faith healers; “Sigay,” about a fisherman who caught a big fish but earns nothing because none of his customers paid him; “Mali,” about superstitious beliefs by old Pangasinenses; “Ponciano,” about the funny traits of barrio folks when attending wedding feasts and other occasions; and “Bangon Kabaleyan,” which urges people to put an end to bad behavior like gossiping, racking up debts, drunkenness and being idle.
Tamayo, a native of Sta. Barbara town, became “Insiyong” sometime in 1990 when, as manager of dwIN Eagle Radio, he conceptualized and hosted the program, “Lovingly Yours, Insiyong.” It was a spoof of the television drama anthology, “Lovingly Yours, Helen,” hosted by the late radio and TV personality Helen Vela on Channel 7. His program dished out comical advice to funny problems sent by listeners.
The program, which ran until 2005, was so popular that he received an average of 80 letters a day, many coming from overseas Filipino workers.
“The problems were silly, and the advice I gave were sillier. For instance, someone wrote that whatever he ate became the smell of his body. If he ate barbecue, he smelled like barbecue. If he ate bagoong (fish paste), he smelled like bagoong. My advice to him was to have soap for dessert so he will smell like soap,” he recalls.
The program went off air when the station stopped operations in 2005.
But “Insiyong” lives on through Tamayo’s songs, starting with “Arrozcaldong Corazon,” which he composed in 1995.
Tamayo has no formal training in music but has acquired an ear for music from his father, the late Andres Tamayo, who composed Pangasinan love songs in the 1960s and the 1970s. An uncle, Nestor “Pekto” Tamayo, and his cousin Gusting, are also composers and singers of Pangasinan love and novelty songs.

Binmaley fiesta celebration starts
BINMALEY -- The town fiesta and 421st founding anniversary of this town opened Wednesday with a fluvial parade from Manat River to Gumapos Bridge in Poblacion.
Mayor Lorenzo Cerezo said traversing the river was heartwarming as so many people joined the first fluvial parade here.
About 30 decorated motorboats took part in the event with the lead boat carrying Governor Amado Espino Jr., the mayor and his wife Marissa.
Cerezo thanked the governor for launching the massive dismantling of fishing structures along Agno River and its tributaries last year.
Espino himself attested that no fluvial parade was ever held as part of the fiesta activities in the past as it would be very hard for motorboats to navigate the river.
Beaming with happiness, Espino said they are doing the massive river clean-up drive for the benefit of future generations.
Meanwhile, the activity also served as debut of the week-long Sigay Festival and its campaign of promoting Binmaley town as the Seafood Capital of the North. Main seafood products of the town are bangus, Malaga, sugpo, crab,and hipon.
"We hold our town fiesta in honor of Our Lady of Purification. This takes off with the launching of Sigay Festival 2011, a celebration of the bountiful harvests this town has been reaping out of the bounties of nature and the industry of our hardworking, creative and fun-loving people," Cerezo stated.
"The center of our celebrations is our aquaculture industry. This will signal to the world that we are now ready for investments, not just in the different stages of aquaculture industry, but also in agriculture, tourism and small and medium industries like furniture, pottery and handicrafts making," he added. The buses coming from Western Pangasinan and the province of Zambales traverse Binmaley on well-paved road network.

The town is famous mainly because of its three (3) major attractions:

LINGAYEN, Pangasinan, Jan. 27 (PNA) — The mission and vision of the provincial government to make Pangasinan the country’s number one province is now nearing reality.
“In fact, we are almost there," said Provincial Administrator Rafael Baraan in an interview on January 26 at the provincial capitol, about two weeks before Governor Amado Espino Jr. will deliver his State of the Province Address on February 7.
In the Ilocos Region, there is no doubt that Pangasinan is now the region’s leading province after it received numerous kudos and awards not only in contests sanctioned by the National Economic and Development Authority (NEDA) but also the Department of Interior and Local Government (DILG) and other government agencies.
“Our mission to become number one is now slowly taking shape and it is very likely that we will have a grand slam and receive the championship trophy for all the regional contests sanctioned by NEDA. Lahat ng mga contests ay number one tayo (We are number one in all the contests),” Baraan proudly said.
He added Pangasinan is now only awaiting the result of the contest launched by DILG for all local government units (LGUs) in terms of the implementation of development programs.
If Pangasinan will bag the title, he added, it will soon be a run-away winner for all government-sanctioned contests participated in by all LGUs in the region, Baraan added.
He said Pangasinan was already proclaimed as a hall of fame awardee in the Ilocos Region in two areas, after being declared champion in coastal resources management (CRM), and in statistics management.
This was realized when the province was regional winner for these two contests (coastal resources management and statistics) for three consecutive years.
At the same time, the province is also the region’s number one implementor of projects supporting the Millennium Development Goals (MDGs), separately with its program on poverty alleviation.
To date, Pangasinan is now also the leading province in the region in terms of tourist arrivals.
In the national scene, according to Baraan, the Citizens’ Charter of Pangasinan, which is a book that details what steps to be taken when seeking government service, was cited as outstanding and now the model throughout the country.
On the other hand, the Philippine Chamber of Commerce and Industry cited Pangasinan last year as the most business-friendly province throughout the country.
It is now also the number one province throughout the country in terms of giving universal coverage under the Philippine Health Insurance Program by enrolling the most number of indigent families among all Philippine provinces.
Records show Pangasinan already beat perennial topnotcher Bukidnon and Cebu in this year for two consecutive years now.
“But we recognize that the most important mission to make Pangasinan really number one is on poverty eradication. We believe that we will never become successful if there are many families in the province languishing in poverty,” Baraan said.
This is where Governor Espino, he added, is focusing his eyes on, thus is the reason why the province is now continuously inviting investors to put up projects that will generate employment for the people and income for the province by way of taxes. (PNA)

MANILA, Philippines — Ana “The Hurricane” Julaton faces her biggest test yet when she puts her WBO Super Bantamweight title on the line against a bigger Franchesca “The Chosen One” Alcanter, an MMA fighter, on Feb. 25 at the Craneway Pavilion, Point Richmond, California.
Mentored by Freddie Roach, the Fil-American Julaton, who traces her roots in Pangasinan, is looking to defend the title she won at the expense of Mexican Maria Villalobos via a split decision in Canada last year.
In a press conference held at Max’s Restaurant in Quezon City on Thursday, Julaton said she is on the right track in her preparation for the match, which she needs to win as she bids to unify the 112-pound titles. The San Francisco-based Julaton also holds the IBA super bantamweight championship.
Set over 10 rounds, the match will be aired live on TV 5 and its soon-to-be launched Aksyon TV UHF Channel 41, TV 5’s newest sports and news channel.
“I treat each fight the same and I work really hard for it,” Julaton, 29, who is set to meet Roach at the Wild Card Gym on Monday said. “I’m excited and I want to thank my trainer Freddie Roach for keeping me in top shape. I will give my best performance here.” —Francis Santiago
Patrombon lose 3-setter
Jeson Patrombon yielded to a more experienced George Morgan of Great Britain, 5-7, 6-2, 6-3, in the quarterfinals of the Australian Open juniors on Thursday.
Seeded eighth here, Patrombon fought hard but fell short against the fourth-picked Briton in the two-hour match.
It was the best finish for the 17-year-old Patrombon, who lost his opening round match last year.
He is expected to barge into the top 10 of the International Tennis Federation (ITF) rankings after the Grand Slam after ranking No. 12 in the world and No. 1 in Asia.
Patrombon relied on his huge serves by converting six aces, but had his share of errors after double-faulting four times. He delivered 35 of his 60 first-serve attempts, but Morgan proved better, winning 38 of 53 first-serves.
Morgan, who has been competing in the men’s circuit for the past year, also had seven break-point conversions to Patrombon’s only four.

WIJK AAN ZEE, Netherlands – Grandmaster Wesley So settled for a draw with GM Vlad Tkachiev of France to keep the share of the lead after 10 rounds in the 73rd Tata Steel-Corus Group B chess championships at the de Morianne Community Center here on Wednesday.
Finding little prospects to go for the win, the 17-year-old Filipino champion halved the point with the Frenchman to share the leaderboard with GM Zahar Efimenko of Ukraine with 6.5 points on four wins, five draws and one loss.
Efimenko barged at the top of the standings after humbling GM Luke McShane of England.
So and Efimenko, however, are only half a point ahead of McShane, GM David Navara of Czech Republic, GM Gabriel Sargissian of Armenia and Tkachiev.
Navara outduelled GM Li Chao of China, while Sargissian lost to GM Le Quang Liem of Vietnam. Sharing similar 5.5 points are Le and top seed GM Radek Wojtaszek of Poland.
Corporate badminton this Friday
Eight teams from six corporate clubs vie in the first Ming Ramos-Victor National Corporate Badminton Championships which gets under way tomorrow at the Philippine Sports Commission Badminton Hall at the Rizal Memorial Sports Complex.
Robinsons Land and Home Guarantee Corporate are fielding in two teams each in the two-day tournament, sponsored by San Miguel Corp. and Victor, exclusive distributed by PCOME Industrial Sales, Inc., ending Sunday.
Up for grabs is the P20,000 top prize with the runner-up receiving P10,000.
The other teams seeing action are the Philippine National Police, Manila Waters, Gilvan Packaging Corp. and Union Bank.
The event, sanctioned by the Philippine Badminton Association, was originally scheduled last December during the Ming Ramos-Victor National Open and Youth Championships but was moved to a later date to give the participating teams more time to prepare.

With the said sum, new programs and pay hike intended to those people would be compromised.
With TV stations, broadcast, and print media zealously covering the rally, would the vice mayor and the SP blink?
Political pundits say that this recalcitrance has a staggering political backlash to the stocks of Fernandez and the SP members in the 2013 election.
“What they are doing is very unpopular, the media would feast on this rally,” one of them quipped.

VM Fernandez stressed that she and her colleagues at the SP would get their pay because they deserved it.
Susmariosep, for me they don’t deserve it.
VM Belen et al should diligently read the Local Government Code. It says : “ In case the sanggunian concerned fails to pass the ordinance authorizing the annual appropriations at the beginning of the ensuing fiscal year, it shall continue to hold sessions, without additional remuneration for its members, until such ordinance is approved, and no other business may be taken up during such sessions…(Section 323, R.A 7160).
To those fishermen, shoe-shine boys, robbers, and swindlers who just learned how to read, “remuneration” in the Code I mentioned is an English word that means “something such as payment”.
If they insist to get their pay, they should brace for a public suit of “malfeasance” and “Anti-Graft & Corrupt Practice”

di nga lang kasing laki pero ang laman ay halos same lang

BINMALEY, Pangasinan, Jan. 28 – Binmaley Mayor Lorenzo Cerezo has lauded Gov. Amado T. Espino, Jr. for his all-out support and for pioneering the massive river clean-up drive in this town that paved the way for the holding of the first fluvial parade of the Sigay Festival.
Cerezo said the activity was not possible without the governor and the Task Force Kalikasan in cleaning the rivers.
The massive river clean-up drive is part of ”Ilog Ko, Bilayen Tan Aroen Ko,” an environmental advocacy campaign launched by the Espino administration.
Meanwhile, Espino urged the people to work hand-in-hand with the provincial government pointing out “what they are doing are not for us, but it’s for the next generation and for our children’s children. “Gamitin natin ng wasto ang ating mga ilog at kalikasan dahil malaki ang maitutulong nito sa ating kabuhayan at ekonomiya,” Espino said.
Cerezo said the move to clean the rivers has benefitted his townspeople because most of the residents depend on raising and selling fish, shrimps, prawns and other marine products.
Some 33 barangays participated in the fluvial parade. The winner for the best fluvial float will be announced on January 30 during the Barangay Night.
Another activity was the signing of Manifesto dubbed “Panata sa Pangangalaga sa Kalikasan ng Binmaley”, led by Espino, Cerezo together with barangay officials to achieve a sustained, holistic effort to protect and rehabilitate rivers of the town. (PIO/PIA Pangasinan/danny)
