ALIGUAS PANGASINAN February 1st, 2011, 11:49 AM Governor Amado Espino Jr.’s dream is to make Pangasinan, the third most populated province in the country with the second largest number of voters, the top-ranked province in economic and social development.
Going into his second year as a second-term governor, Espino will present his strategy to support his goal when he delivers his State of the Province Address (SOPA) on February 7 at the Capitol Plaza in Lingayen.
Provincial Administrator Rafael Baraan told newsmen last week that Espino will present his development agenda in greater detail that would make Pangasinan the most progressive province in the country.
“But we recognize that the most important mission to make Pangasinan really number one is to address poverty eradication. We believe that we will never become successful if there are many families in the province languishing in poverty,” Baraan said.
One of the strategic objectives of the governor is to generate more income in terms of taxes and increase employment opportunities by promoting the province as a haven for investors and tourists.
Pangasinan registered the most number of visitors in the region last year.
The Philippine Chamber of Commerce and Industry cited Pangasinan last year as the most business-friendly province throughout the country.
At the same time, the provincial government has been on a roll winning national and regional awards which serve as a benchmark for exemplary performance.
These awards include citations by the National Economic and Development Authority (NEDA) and the Department of Interior and Local Government (DILG).
Pangasinan, Baraan said, is hoping to score a grand slam by bagging the 2010 award for the DILG’s search for the best local government unit based on performance in the implementation of national government programs.
Pangasinan was already proclaimed as a hall of fame awardee in the Ilocos Region in coastal resources management and statistics management.
The province is also the region’s number one implementor of projects supporting the Millennium Development Goals (MDGs) with its program on poverty alleviation.
Espino’s administration also initiated the renovation of all 14 provincial government-owned hospitals, which has been cited as a "best local government practice".
Pangasinan is currently top in terms of universal coverage under the Philippine Health Insurance Program by enrolling the most number of indigent families among all Philippine provinces.
The Citizens’ Charter of Pangasinan, a manual that details procedures for the public when availing of government services, was declared an Outstanding publication nationwide and is now being used as a model throughout the country.—LM

BHF is not just a furniture store. But we are keeping our name to remind us of our humble beginnings when hard work, diligence and honesty proved to be the ideals that would bring about company's prosperity and success. This continue to be our guiding philosophy at BHF.
The BHF Story
Every BHF stores bears the name of its founder, Bienvenido Bondoc Balingit, whose innate talent in furniture craft and acumen in business, where the seeds that allowed BHF to grow into the progressive and multi-faceted family corporation that was today.
It was in the 1950s when Bienvenido, a craftsman who was trained in making religious relics, opened a workshop-cum-display store at Grace Park, Caloocan City, then, one of Manila's foremost furniture business districts. The shop was named Balingit Art Enterprises and daily churned out plaster icons and handcrafted furniture for dealers and direct buyers.
This was the line of business that had been etched early in the mind of Bienvenido's daughter Aurora who finished a degree in Business Administration at the Far Eastern University in Manila in 1959.
Shortly before graduation, Aurora married FEU law student Remigio Manabat Bonifacio, and in 1964, the couple started their own furniture dealership verture, RMB Enterprises, also at Grace Park.
With business competitors getting tighter in Manila, the couple decided to try their luck in Dagupan City where, in 1964, Bievenido had already expanded his business by opening a branch at the old Crisologo building under the management of his brother.
Dagupan branch was technically the first BHF store. Struggling at the outset, the store was sold to Bonifacio couple in 1965 and in no time at all was turned around into highly successful enterprises that served the needs of clients north on Manila.
Maintaining only a lean staff at the start, Remigio himself delivered and pick up the goods while Aurora basically minded the store and kept the books. As the family grew, to include seven children, so did the business.
By 1970, BHF was already into furniture of beds with the trade mark "Daisy", named after the couple's eldest daughter. Both activities have since given way to more cost-effective dealership by consignment or direct purchase from furniture manufacturers. In 1977, BHF started selling appliances, offering reasonable installment terms to its clients.
Shortly before the EDSA Revolution, the growing political unrest in the country had greatly devalued the peso. Clients became less regular in paying their installments and sales of furniture and appliances, as with most goods at that time, went down. Taking her cue from these, Aurora decided to diversify into the pawnshop business in 1983.
From thereon, there was no stopping the company's steady expansion into the family corporation that is now also into jewelry and watches sales, rural banking and the whole gamut of the retail trade.
For the new millennium, a computer shop was established, and mall known as the BHF Family Plaza, both in Dagupan City.
Today, BHF Corporation consist of seventeen (17) Appliance and Furniture stores, twenty nine (29) Pawnshop and Jewelry stores, one (1) Facial Plus, one (1) Computer Shop, two (2) Banks and one (1) Supermarket and Department store in key cities of North Luzon particularly in Tarlac, Pangasinan, La Union and Ilocos Sur and provides jobs to more or less six hundred (600) employees. Remigio continues to sit as vice-chairman of the Board while Aurora is still directly and actively involved in the daily business transactions.
Bienvenido Balingit would be delighted to know that what he started over 50 years ago has now become a household name - BHF - which also stands for one "Big Happy Family".
saintm February 1st, 2011, 09:24 PM Alaminos City remains as Pangasinan's No. 1 tourist destination
ALAMINOS CITY, Feb. 1 (PNA) -- The city of Alaminos, home of the world-famous Hundred Islands National Park (HINP), remains as Pangasinan's top tourist destination based on the 2010 Survey of Tourists and Visitors Arrivals conducted by the Department of Tourism (DOT).
The result of the survey, conducted by DOT's Tourism Operations Division (TOD), was based on data on actual tourist arrivals from January to December last year.
It was learned that Hundred Islands alone had drawn 162,714 tourists, or more than 75 percent of the total number of tourists that visited major tourist destinations in the province.
“It is definitely higher and could become an all-time high once records of tourist arrivals coming to Bolo Beach and the city’s mangrove park were included,” said park manager Reynaldo Livara, Jr.
The Bolo Beach and the mangrove park are located outside the Hundred Islands and have also become important tourist destinations in Alaminos.
In far second is the Capitol Complex in Lingayen with 40,683 guests and the Manleluag Hot Spring Protected Landscape in Mangatarem at third place with 13,993 visitors.
Livara likewise noted that based on the 2009 survey, the city had lured 145,113 tourists, or an increase of 12 percent, a trend that started in 2004 when the city government has begun promoting the HINP.
Mayor Hernani A. Braganza, who was instrumental in getting back the HINP from the national government in 2005, considered the result of the survey as a big boost to the city.
“This is another remarkable feat for all Alaminians who defended the city’s pride from malicious reports aimed at destroying the image of the Hundred Islands,” he stressed.
He was referring to the bad publicity that came out last year that tended to picture the Hundred Islands as teeming with fishponds although it was not.
It is a total vindication of the Braganza administration which did almost everything just to revive the city’s tourism industry aimed at repositioning Alaminos back into the nation's tourism map.
HINP, the first marine reserve park proclaimed in 1940, is now under the direct supervision, management and control of the Alaminos City government after 65 long years under the administration of the Philippine Tourism Authority (PTA).
It was officially turned-over to the city on Sept. 29, 2005 following the signing of Executive Order No. 436 by former President Gloria M. Arroyo.
Today, HINP is one of the few national parks in the country that is directly taken cared of by a local government unit with the support from the national government. (PNA)

Bienvenido Balingit would be delighted to know that what he started over 50 years ago has now become a household name - BHF - which also stands for one "Big Happy Family".

pangasinense ak February 2nd, 2011, 07:38 AM KBP conducts regional accreditation exam in Pangasinan
By Venus H. Sarmiento
DAGUPAN CITY ( 31 Jan) – The Kapisanan ng mga Brodkaster ng Pilipinas conducted a seminar and accreditation examination for broadcasters at the Lyceum University, this city, Saturday.
KBP Pangasinan chapter president Bernie Errasquin said 52 examinees from Ilocos Norte, Ilocos Sur, La Union and Pangasinan representing various television and radio outlets turned out for the exam , eager to be accredited as KBP members.
A team from the national KBP chapter administered the two-hour exams after a lecture seminar by KBP legal counsel Atty. Rudolf Steve Jularbar.
In his lecture, Jularbar stressed the need to be responsible every time a broadcaster holds the microphone and goes on air.
“ Whatever you are going to do or say is something the next generation will reap, so we must all be responsible journalists. The use of the airwaves is not a right but a privilege.” said Jularbar.
He also expressed the need to always present the two sides of a story or an issue as broadcasters can easily influence the way people think. “Credibility is your only currency as a broadcaster journalist. Kahit maghapon kang dumakdak sa ere, kung wala kang credibility, walang maniniwala sayo,” he said.
Before the exam, he left a question to the examinees. “Kung mamamatay kayo ngayon, anong gusto niyong sabihin sa inyo ng mga tao? Gusto ba ninyong sabihin nila, ’Mabuti nga namatay yang brodkaster na yan kasi gago yan’ o ‘Sayang namatay yan, mabait at responsableng brodkaster pa naman yan?’ “
The result of the exam will be announced in three weeks time including the accreditation’s second part which is the evaluation to be made by the respective station managers. (PIA-Pangasinan)
pangasinense ak February 2nd, 2011, 07:39 AM Rice supply sufficiency may go beyond 3-year target -Abono partylist
By Danny O Sagun
Dagupan City, Jan 31 – The country’s goal to become self-sufficient in rice may not yet be realized in three years as projected because many areas still lack efficient irrigation system, the chair of the Abono partylist pointed out recently.
“Alanganin, di pa natin naabot yong kailangang 200,000 hectares para maging self-sufficient tayo,” businessman Rosendo So told the Engkwentro forum of the Pangasinan Press Club Friday when asked of the three-year target, referring to the required land area for rice cultivation in order to meet the country’s supply.
To achieve the goal, the country must first have efficient irrigation systems to allow up to three cropping seasons, he said even as he asked the government to fast track the completion of irrigation projects.
He said that farmers will greatly benefit once the country’s rice supply becomes sufficient. Lack of local supply would force the government to resort to importation, which only benefits foreign farmers, traders and smugglers, he said.
Pangasinan hopes to regain its status as the rice bowl of the country thru the San Roque re-regulating pond which is expected to be operational in 2013. About 35,000 hectares of farmlands in eastern and central Pangasinan are to be initially benefitted. The area of coverage may double upon expansion to include parts of neighboring Nueva Ecija and Tarlac.
Meanwhile, So said that the present administration was observed to more responsive now as to call for agricultural reforms than the previous one, citing as example rice importation.
While the National Food Authority indeed bought rice from local farmers up to 10 percent, it was only done in the region. “Dito lang sa Region 1 kasi maingay kami, hindi sa lahat ng lugar,” he said, noting that rice imports last year reached 2.5 million metric tons.
NFA plans to import only from 600,000 to 800,000 MT of rice this year.
He lauded agriculture Secretary Proceso Alcala for listening to the local farmers and acting on their concerns.
pangasinense ak February 2nd, 2011, 07:42 AM Dagupan agriculturist call on fishpond owners to reactivate operation
By Danny O Sagun
Dagupan City, Feb 1 – This city can produce more milkfish if all fishponds operate as they used to before fishpens became popular.
City Agriculturist Emma Molina said that more than 1,000 hectares were devoted to bangus culture before. Some 50 hectares were eventually lost to backfilling, land conversion and development.
Molina said that 80 percent of the remaining 978 hectares can still be revived for full bangus production. At present 70 to 80 percent of the ponds now serve only as “transition ponds” where bangus fingerlings are grown up to a certain size and then transferred to the fishpens.
She thus called on the owners to invest on their ponds and resume normal operations in view of the moratorium on fishpen operation imposed by the city for at least a year to give chance to the rivers to “breathe” and be productive again. Fishkills have erupted as a result of overfeeding and overstocking not only in this city but also in towns with fishpen operations like Bolinao and Anda.
Fishpond owners have shifted to fishpen operation because it entails less expense. Molina said that P1 million is needed to develop a hectare of fishpond, while only about P300,000 is required for a small fishpen.
Dagupan produces some 12 tons of milkfish daily out of the daily market needs of 24 to 30 tons. The balance comes from other bangus suppliers. With the on-going river clean-up drive, the city’s production fell by about four tons which, she said, can be readily supplied by other bangus-producing towns like Binmaley, Lingayen and the other coastal towns.
Molina said she was confident that after the moratorium, milkfish production would double enabling fishpen operators affected by the dismantling operation to eventually recoup their losses.
In the meantime, livelihood trainings are being held for the displaced families, she said.
She said the dream of Mayor Benjamin S. Lim during his first two terms for a regulated fishpen operation will be realized.
Dagupan is known for its tasty Bonuan bangus. A festival for its premier produce was conceived and born during Lim’s first term and has since been held annually on the last week of April.
Preparations for this year’s Bangus Festival are underway. (PIA Pangasinan/danny)

pangasinense ak February 2nd, 2011, 07:49 AM Pangasinan musical set Feb. 9-11 at Sison Auditorium
LINGAYEN, Pangasinan, Feb. 02— Gov. Amado T. Espino, Jr. and wife Priscilla will lead the first ever Danggoan cultural and musical show entitled: “Asin ed Asinan” which aims to promote Pangasinan culture and arts.
Asin ed Asinan is a full theatrical production in Pangasinan scheduled February 9-11 at the elegant Sison Auditorium.
The ‘Danggoan na Pangasinan’ is a group that plans, creates and carries out programs that promote Pangasinan culture and arts. Danggoan is a Pangasinan word which means stage.
“This is the first-ever full length cultural show and musical that is produced by the provincial government,” said Raul Tamayo who is in charge of production.
Asin ed Asinan the musical is a fusion of pure Pangasinan culture and those of Spanish, American and Chinese who influenced how Pangasinenses came to be, according to Tamayo.
The play presents Pangasinan in a whole new picture. There will be Pangasinan songs--a couple of them originally written by Tamayo himself-- and Ilocano pieces to represent the Ilocano culture.
Historical dances like the Kalatong (a dance using bamboo sticks), Wasiwas (native dance by wives of fishermen waving lamps in the seashore while waiting for their husbands and their catch) and Sayaw ed Tapew na Bangko (dance atop a bench) will also be part of the show, which will run for less than two hours.
Tamayo said that the biggest challenge in putting up the show was utilizing non-actors and non-actresses to perform on stage for the first time. “Our talents, totaling to about 120 people from the performers to the props men and directors are mostly provincial employees, he noted.
The first two days of the show will be for students and provincial employees. The Gala Night on February 11 which will have lesser and selected crowd, will have cocktails and a fashion show.
Espino and the first family will be part of the Gala night. The governor is expected to dance the “Imunan,” a traditional lovers’ dance with his wife. (PIO/PIA Pangasinan/danny) DANGGOAN meanS STAGE oh ayan sa mga kababayan nating di pa marunong magpangasinan pati ako ...mga malalalim na salita

suri_maw2020 February 2nd, 2011, 12:37 PM Punta Riviera Resort, Bolinao Pangasinan
Punta Riviera Del Mar Resort is an upmarket, romantic family resort located in the heart of Luzon Island to the North of Manila facing westwards towards the South China Sea. It is reached by road. For overseas guests visiting Philippines for the first time we recommend car + driver hire from one of the reputable firms at Manila or Clark Airports (see Transport) or by bus. We also recommend a review of our Travel Guide (Practical Tips for Surviving the Philippines) that deals with important issues like local customs, safety, security and financial matters.

Syngenta invests $8 million in Pangasinan seed processing plant
By MELODY M. AGUIBA
February 1, 2011, 11:26pm
MANILA, Philippines – Multinational biotechnology firm Syngenta has invested $8 million to put up the Asian region’s most state-of-the-art seed processing plant in Binalonan, Pangasinan that should help beef up Philippines’ corn sufficiency.
Syngenta Philippines launched Tuesday the corn seed processing plant that is also the first of its kind in the Philippines.
The construction of the plant is also in line with government’s thrust to invest in infrastructure and post harvest facilities which should have a wider impact in raising farmers’ income and reducing poverty.
“Syngenta put it up first here because it’s a really needed facility. It’s the latest of its kind in Asia. We’re using high-tech, computerized equipment for drying, shelling, and conditioning,” said Recher Ondap, Syngenta country head for seeds.
The plant has a capacity to process 2,000 metric tons (MT) of hybrid corn seeds per year. It will serve the Luzon market as majority of the Philippines’ corn production comes from Region 2 (Isabela, Cagayan).
While processing time normally needs 72 hours, processing time in this plant may be cut down by 15 to 20 percent.
The plant is giving employment to 150 people and should help raise income of farmers by making available to them hybrid corn seeds that can double their yield from around five MT per hectare.
“This will contribute significantly to the economy of Pangasinan. They can get seeds that are newly-harvested, has excellent germination potential and are well-suited to local conditions. In this way, Syngenta also contributes towards the food security goals of the Philippines,” Ondap said.
The seed processing plant should also raise biotechnology propagation potentials in the country as Syngenta is one of the world’s foremost movers in genetic modification of feed crops. The company looks forward to integrating into future hybrid corn varieties important GM traits that will raise farmers’ yield and income. These are resistance to the Asiatic corn borer, herbicide resistance, and resistance to other pests as the earworm. It has also been developing hybrid corn varieties that are location-specific or designed particularly for Isabela or Pangasinan.
“(To be) the leader of our region, (we need) to examine and adopt biotechnology. We believe a wide range of solutions will improve farmers’ income, and consequently raise local, regional, and national income,” Ondap said.
Dalisay Moya, Pangasinan provincial agriculturist, said hybrid corn has become popular among farmers in Pangasinan with adoption reaching to as much as 70 percent of all corn land.

In Pangasinan, harvesting rain for irrigation
THE EASTERN Pangasinan town of Bani has decided to gather and impound rainwater, and to dam spring water from a mountain, so its farmers would have a sufficient irrigation resource.
The National Irrigation Administration (NIA) is constructing the P396-million Masidem small reservoir irrigation facility, simultaneously with five village-level water impounding projects initiated by the local government, says Mayor Marcelo Navarro.
“These projects are expected to boost agricultural production in our town which has depended mainly on rainwater all these years. At present, only 250 hectares of our 4,594 agricultural lands are irrigated,” he says.
He says the Masidem project will irrigate 600 ha for the first cropping season, 420 ha for the second cropping season and 190 ha for the third.
The five water impounding projects, costing P1 million each, are being built in the villages of Tiep, Quinawayanan, Macabit, Dacap Norte and Centro Toma. These will collect rainwater that could irrigate 20 ha each.
“These will not only augment the irrigation supply but can also recharge our freshwater aquifers,” Navarro says.
The town’s economy is fueled by agriculture. Its 6,000 residents rely on these farms.
The Masidem project was proposed by Navarro’s brother Gabriel, when the latter was the town mayor, but it was started only in 2009.
It is expected to be completed in 2012, but the reservoir will need about two years to be completely filled with water from the Sapa Ungot spring.
The 29-meter high reservoir can contain two million cubic meters of water but its spillway has no regulated gateways relieving townfolk from fears that it could discharge flood water once reservoir water breaches the dam.
“When full, the water will just flow down the spillway,” says Justino Ariem, general foreman of Mark Build Construction, which is constructing the dam.
Navarro says if there would be a need in the future, the dam could be used to generate electricity for the town.
saintm February 2nd, 2011, 10:13 PM Pangasinan musical set Feb.
(PIO/PIA Pangasinan/danny)

Dalisay Moya, Pangasinan provincial agriculturist, said hybrid corn has become popular among farmers in Pangasinan with adoption reaching to as much as 70 percent of all corn land.

max300jmm February 3rd, 2011, 02:57 AM DAGUPAN CITY – The projects of the Philippine Red Cross (PRC) and the International Federation of Red Cross and Red Crescents (IFRC) were formally turned over to Mayor Benjie Lim and to City Schools Division Superintendent Alma Ruby Torio on Wednesday.
PRC Chairman Richard Gordon and IFRC Philippine Head of Delegation Selvaratnum Sinnadurai led the turnover ceremony.
Greet your friends and families this Sinulog season. Sun.Star covers Sinulog 2011 live!
Aside from the 36 units of houses constructed under its transitional shelter project, it also included one jetmatic pump, six rehabilitated latrines and three newly constructed latrines under its water sanitation project to three public schools here.
“They are expected to take care of their homes. They cannot sell it up within 25 years. If they want to borrow so that they can buy farm equipment, all they have to do is to ask the administrator, and we will allow them to do that.” Gordon said.
“While PRC helped the affected families, they should also help themselves. Thus, we involved them in the transitional shelter and water sanitation project so that they will appreciate their new homes better as these are products of their hard work,” said PRC Secretary General Gwendolyn Pang.
After the program in Dagupan City, Gordon and Sinnadurai, together with PRC Pangasinan chapter head Florame Magalong proceeded to Rosales town for a similar activity.
Magalong said the PRC helped rebuild lives of many families in Pangasinan affected by Typhoon Pepeng through its transitional shelter project and water sanitation project in schools.
A total of 256 houses were constructed for several families in Pangasinan who were left homeless when Typhoon Pepeng hit the province in 2009. Each family also received kitchen sets and sanitation kits.
“The PRC gave food items to 14,729 families; non-food items including blankets, lutuan, mosquito nets and others; hygiene kits; cleaning kits like brooms, maps, soaps. We gave relief first then we start with the rehabilitation process, kasama yong aspect ng livelihood (umabot na tayo ng P52,898,800),” Gordon stated. (Liway C. Manantan-Yparraguirre)
