Dagupan City, Feb. 14 – City Mayor Benjamin S. Lim has expressed confidence that the city will overcome difficult challenges it is now facing with the “right mix of creativity, motivation, speed, cooperation, voluntarism and political will.”
In his State of the City Address Monday, Lim rallied his constituents to have one voice, action and goal “to carry and pass the dream forward and to strengthen our city once more.”
“We all come and go. But the idea of Dagupan is what endures. But right here, right now, we have this great opportunity to do something for Dagupan – to do our modest part today, so that our city can be more prepared for an uncertain future,” Lim told a big crowd at the People’s Astrodome.
Ironically, only four members of the sangguniang panlungsod showed up to listen to his speech – his son, Marc Brian, Redford Erfe-Mejia, Liga ng mga Barangay head Guillermo Vallejos and sangguniang kabataan president Chester Gonzales.
Vice-Mayor Belen T. Fernandez and the other councilors stayed put at the SP session hall.
“To the elected officials who are not here today, a bit of fatherly advice: respect and courtesy are traits all leaders must have. If not respect for another person, at least respect for the office to which they were elected to.
Whether you are absent because of resentment, pride or perhaps because you feel threatened, let me be the first top tell you that the only threat we face are the problems of our city,” he said, pointing out that there is time for politics.
He warned his detractors not to underestimate the intelligence of the electorate who, he said, will “not tolerate leaders who create divisiveness, sow confusion, or worse, spread false information.” He was referring to the communication from the sanggunian advising the people about the SOCA at the SP hall.
“Your city needs you more. Our city is, and will always be, our shared responsibility. I am not talking about the shared responsibility of your elected and city officials alone – I am talking about a shared responsibility by all,” he said.
Speaking lengthily about the 2011 annual budget which is still pending before the city council, he said that the people are closely watching their leaders. “Heed their call, be efficient in doing your jobs, and give the people no reason to regret the trust and confidence they have put in you,” he said. Under a re-enacted budget, he said that the city could not use the increase in the internal revenue allotment of some P20 million, create new positions, build new projects and create new programs and activities.
He said that the executive already did its part and the ball is now in the SP to pass it or not. “Our city is in danger of having a disadvantageous and crippling re-enacted budget in exactly 28 days, should the members of the sanggunian fail or refuse to pass it.”
He said the city has the capability to generate enough revenue to justify the proposed P568 million budget, pointing out that his administration has been very zealous in collecting taxes.
He called on taxpayers to pay the right amount of taxes. “If you want your city to progress, if you want your city to modernize, if you want a more orderly city, if you want a healthier city, we must all pay our taxes, and we must pay the correct amount.”
Comparing three educational institutions in the city with practically the same size and student population, he said that one paid about P2 million in business tax for its gross sales of P275 million last year, while the two others paid business taxes of some P342,000 and P50,000, respectively. “I am sure some of you here diligently and honestly pay your taxes. But I am equally sure that more of you here have been under-declaring your taxes.”
He said he welcomes all companies to do business in the city provided they comply with the laws. “It is welcome news that SM has expressed interest in putting up a mall in Dagupan.”
He said the city will invest heavily in education, health and human resources development thru a massive feeding program for the estimated 2,000 malnourished children and a master plan for building construction . A Children’s hospital is also being planned, he bared.
The coming Dagupan Bangus Festival will continue to highlight the crowd-drawing Kalutan, which will be held at its original venue along A.B. Fernandez Avenue. For a grander celebration, the festivity will extend to Perez Blvd. (PIA Pangasinan/danny)

February 15, 2011, 2:59amALAMINOS CITY, Philippines (PNA) - The city of Alaminos in Pangasinan can now lay claim as the world's underwater wedding capital when two couples renewed their marriage vows down the water of the Hundred Islands on the eve of Valentine's Day on Sunday.
City Mayor Hernani Braganza, a scuba diver himself, officiated the renewal of marriage vows between Jayson Llavore and Myrna Gallinero, and Frederick Juanchon and Geraldine Gentozala using a sign language.
The couples signed their marriage vows on a tablet using a specially-designed pen that can be of use even under water.
The couples responded to the program “Lovin ‘n Divin at the Hundred Islands 2011," being promoted to lure more tourists in the marine park.
Braganza also officiated the wedding of balikbayans Senen Juanchon and Carmelita Marcelo held in one of the caves in the Hundred Islands.
In full diving equipment, Jayson and Myrna, who are residents of Manila, renewed their wedding vows here for the second time in a row.
The lovely couple was actually the original pair who took part in last year’s inaugural of underwater wedding at Hundred Islands
They, along with the Juanchon couple, discovered the underwater treasures and enjoy the refreshing deep blue waters of the marine mark as they strengthened the love that they both shared for years.
Balikbayans Juanchon and Marcelo, on the other hand, chose to renew their wedding vows at Cuenco Cave, as part of their 47th wedding anniversary celebration.
After the renewal of their wedding vows, the couples were serenaded by an acoustic band courtesy of Mulanay Experiential headed by Oton Santiago, one of the affair’s organizers.
“There was full of love when they exchange 'I Dos',” said Mayor Braganza. "We’ve seen it in their eyes...the way they expressed their love and commitment to one another.”
“Above all, they promised to each other that they will happily live ever after,” added the mayor who initiated the mass civil wedding on Valentine’s Day in 2005.
Dubbed as “Hundred Kisses at Hundred Islands,” this wedding ceremony is being held annually to lessen illegitimacy in the city while promoting the Hundred Islands to local and foreign tourists.
The program, which was initiated by the city government through the city’s local civil registry, is also considered as one of the Braganza administration’s lifetime gifts to the wedding couples as they tie the knot for free and going home with lots of presents.
Last Sunday’s underwater wedding served as a prelude to the 7th Mass Civil Wedding held Monday (Valentine's Day) for the first time at Don Leopoldo Sison Auditorium.
Organizers decided to change the venue of the event because of the unusual weather condition nowadays and at the same time, defray the couples, their family and guests from additional travelling expenses.
There were 95 couples who tied the knot Monday, only the second time that it did not breach the target 100 couples, according to city civil registrar Reynaldo Castro.
The slight decrease in the number of couples participating in this year’s mass wedding is attributed to the fact that this is already the 7th staging of the event, he added.

February 15, 2011, 2:59amALAMINOS CITY, Philippines (PNA) - The city of Alaminos in Pangasinan can now lay claim as the world's underwater wedding capital when two couples renewed their marriage vows down the water of the Hundred Islands on the eve of Valentine's Day on Sunday.
City Mayor Hernani Braganza, a scuba diver himself, officiated the renewal of marriage vows between Jayson Llavore and Myrna Gallinero, and Frederick Juanchon and Geraldine Gentozala using a sign language.
The couples signed their marriage vows on a tablet using a specially-designed pen that can be of use even under water.
The couples responded to the program “Lovin ‘n Divin at the Hundred Islands 2011," being promoted to lure more tourists in the marine park.
Braganza also officiated the wedding of balikbayans Senen Juanchon and Carmelita Marcelo held in one of the caves in the Hundred Islands.
In full diving equipment, Jayson and Myrna, who are residents of Manila, renewed their wedding vows here for the second time in a row.
The lovely couple was actually the original pair who took part in last year’s inaugural of underwater wedding at Hundred Islands
They, along with the Juanchon couple, discovered the underwater treasures and enjoy the refreshing deep blue waters of the marine mark as they strengthened the love that they both shared for years.
Balikbayans Juanchon and Marcelo, on the other hand, chose to renew their wedding vows at Cuenco Cave, as part of their 47th wedding anniversary celebration.
After the renewal of their wedding vows, the couples were serenaded by an acoustic band courtesy of Mulanay Experiential headed by Oton Santiago, one of the affair’s organizers.
“There was full of love when they exchange 'I Dos',” said Mayor Braganza. "We’ve seen it in their eyes...the way they expressed their love and commitment to one another.”
“Above all, they promised to each other that they will happily live ever after,” added the mayor who initiated the mass civil wedding on Valentine’s Day in 2005.
Dubbed as “Hundred Kisses at Hundred Islands,” this wedding ceremony is being held annually to lessen illegitimacy in the city while promoting the Hundred Islands to local and foreign tourists.
The program, which was initiated by the city government through the city’s local civil registry, is also considered as one of the Braganza administration’s lifetime gifts to the wedding couples as they tie the knot for free and going home with lots of presents.
Last Sunday’s underwater wedding served as a prelude to the 7th Mass Civil Wedding held Monday (Valentine's Day) for the first time at Don Leopoldo Sison Auditorium.
Organizers decided to change the venue of the event because of the unusual weather condition nowadays and at the same time, defray the couples, their family and guests from additional travelling expenses.
There were 95 couples who tied the knot Monday, only the second time that it did not breach the target 100 couples, according to city civil registrar Reynaldo Castro.
The slight decrease in the number of couples participating in this year’s mass wedding is attributed to the fact that this is already the 7th staging of the event, he added.

Malasiqui constructs P50 M annex town hall

MALASIQUI- This first-class town has started the construction of a three-storey annex municipal building using a P50 million bank loan.
Mayor Armando Domantay said the loan from the Development Bank of the Philippines was already approved by the Sangguniang Bayan.
He said the bank will issue payment only for the percentage of work done.
Domantay said this town has a borrowing capacity of P100 million but settled for P50 million only because that was what the town needs for the building.
“Safe na safe ang bayan ng Malasiqui dahil audited ito. Audit ng COA (Commission on Audit), audit ng bangko, at ina-audit din ng municipal engineer,” the mayor said.
He said the floor areas of the edifice are 2,179 square meters, and the building will be fully air-conditioned.
Meanwhile, the mayor said the town sponsored a free- eye- screening for residents who have cataracts.
Out of the 200 applicants, 18 of them have been brought for a free surgery at the clinic of Dr. Guillermo de Venecia in Brgy. Bolasi in San Fabian

Food, glorious food! Where else in the world can you sample delectable and tempting delicacies if not in the exotic country of Philippines. It is hardly surprising that Filipino food is often labeled as somewhat strange but in its own way, a unique mixture of eastern and western cuisine. Philippine cuisine has evolved over several centuries from its Malay roots to a cuisine of predominantly Hispanic base, due to the many Latin American and Spanish dishes brought to the islands during the colonial period under Spanish rule. It has also received varying degrees of influence from Arab, Chinese, and American cooking. Basically, the main purpose of this paper is to show how Philippines’ culture of eating exotic foods came about. In this paper, you will encounter some of my interviews of the people of Pangasinan and Pampanga, observations on their culture of eating exotic foods and the way they try to preserve this culture.
Unlike its surrounding Asian counterparts that uses hot chilies liberally in their dishes, the Philippine cuisine is often labeled as bland and mild. This made Filipino dishes more suitable for those with sedate and sensitive taste buds. As with other Asian countries, rice is their staple food and will be served with most meals. To the Filipinos, simple cooking means fish of different sizes from the sea. They prefer their fish and other seafood such as crabs, shrimps and shellfish to be as fresh as possible. The freshness of the seafood is often complemented by sauces and spices. In fact, seafood is appreciated at its best when left uncooked - in a vinaigrette (kilawin) matrix, grilled (ihaw or inihaw), and sometimes stuffed with onions wrapped in banana leaf.
Pangasinan’s Overview of Culture
Fatalistic tendencies, which I find cross borders and transcend cultures and affinities, render us humans attaching an inordinate amount of importance to luck. So we wish one another good luck, be it for a trifle thing or a grand undertaking. And we consider things, places, days, even persons, lucky or unlucky.
In the Philippines we take this to the extreme. Claiming as the only Christian country in Southeast Asia, we are devoted to our religion/s, so much so that we consider any religious event, icon, and the like, lucky. We wipe statues with our hankies to wipe on ourselves (for healing), we carry their carts during processions in the belief that it will bestow upon us blessings, we pray for wins in the lottery. We keep on our house doors the palm fronds used during Palm Sunday as a talisman against lightning.
The culture of Pangasinan is a blend of the indigenous Malayo-Polynesian and Hispanic and American cultures, with some Indian, and Chinese influences... Today, Pangasinan is very much westernized. The religion of the people of Pangasinan is predominantly Christian and is known as a land of miracles. Whether this remains to be proven or not, the main pilgrimage centers of Pangasinan are the Shrine of Our Lady of Manaoag (reputed to be the pilgrimage capital of the North), the Shrine of Our Lord Jesus Christ the Divine Treasure in Calasiao (known to be patron of the sick), and Saint Dominic de Guzman Parish Church in San Carlos City. Pangasinenses like to party also. They have the Bangus Festival, Pista'y Dayat (Festival of the Sea), and some others. They are alsor known for local dishes like Bagoong and Bangus and others are special delicacies that I will be tackling in my paper.
A Trip to Pangasinan
Last week, we had our family vacation in Pangasinan which was town of my mom. Visiting this kind of place with a lot of culture was an adventurous thing for me. Before doing this paper about cross cultural experience, I really have a hard time figuring out what topic would I tackle on my paper. On our way to Pangasinan, I thought of ‘Bakit pa ako lalayo kung dito sa probinsya naming marami na akong mapagpipilian..’
We arrived to the local town of Bayambang and luckily it was their town fiesta and there were lots of food around and some were new to my eyes. Then I thought of choosing Filipino exotic foods as my topic. It was a good idea for me to choose that topic because on the table in front of me, I could see insects that were cooked, worms that were still moving and raw sea foods being served up. It was sort of disgusting on my part seeing people eat worms, raw foods and the like. When I went to the table, I saw this old lady in her 60’s and I said to myself that I should interview her to get some information about their culture of eating exotic foods. The old lady allowed me to interview her and I had a good conversation with her. By the way the old lady’s name was Lolita Paz who was a local resident of the town of Bayambang. She was very accommodating I should say because she doesn’t hesitate to answer my questions even if it’s becoming too personal. Here’s our conversation and interview portion:
Me: Lola, bakit po mahilig ang mga tao dito na kumain ng mga ganyang klaseng pagkain?
Lola Paz: Nakasanayan na ng mga tao dito na kumain ng mga ganyan klaseng bagay kasi sa hirap ng buhay minsan wala na silang pera upang makabili ng kanilang pagkain kaya sa tyaga nila, ayon at nkaisip sila ng ibang paraan para lang makakain.
Me: Ah ganun po ba. Sabagay po mainam pa po iyon kesa naman sa wala silang makain. Tanong ko lang po pano naging isang kultura dito sa bayan na ito ang pagkain ng mga ganyang klaseng pagkain?
Lola Paz: Tulad ng sinabi ko sa iyo nung umpisa nagsimula lahat sa hirap ng buhay dito sa probinsya hanggang sa nakasanayan na nila ang pagkain ng mga iyan. Masusustansya ang mga pagkain na iyan kahit sabihin mo pang kakaiba siya sa iyong paningin. Masarap yan kung matitikman mo. Napakamalikhain ng mga tao dito sa baryo na to. Ni ultimo maliit na bagay basta nakakain at malinis eh gagawan nila ng paraan para maihain sa hapag.
Me: Eh lola nakakasigurado naman po ba kayo na yung mga pagkain nay an eh malinis at hindi delikado sa kalusugan ng tao?
Lola Paz: Sinisigurado ng mga tao dito na malinis yan. Bago nila lutuin yung mga yan eh nililinis muna nila yan ng maigi. Kung titignan mo yang mga pagkain na nasa hapag halos karamihan adobo o pinirito.
Me: Napansin ko nga po lola. Saan naman po madalas makita o mahanap iyang mga yan?
Lola Paz: Maraming mapagkukunan ng mga iyan dito sa baryo naming. Tulad na lang ng adobong daga nayan na nakikita mo. Sa bukid marami nyan lalo na ngayon na tag-init. Nag sisilabasan sila. Sa ilog naman dun makikita yung bunog o yung maliit na batang dalag. Sa mga puno ng niyog naman makikita yung mga tamilok. Yung tamilok eh klase ng uood na nakikita sa mga puno ng niyog at mataas yun sa protina.
Me: Ah ganun po ba. Marami pala kayong mapagkukunan ng makakain dito sa lugar ninyo. Ah lola pwede nyo po bang ipaliwanag yung mga pagkain na nakahain dito sa mesa?
Lola Paz: Sige iha sisimulan ko dito. Itong nakikita mong ito, ito ang adobong pusa. Kaya mo bang kainin yan? Simple lang ang paggawa nila nito. Ginigisa sa konting toyo, suka, bawang at nilagyan ng dahon ng laurel. Halos lahat ng mga mahilig uminom yan ang pulutan. Gusto mong matikman?
Me: Sige po lola mamaya nalang po medyo busog pa ho ako. Eh ano naman po ito katulad rin po ba yan nung nauna?
Lola Paz: Iba yan iha. Yan naman ang adobong daga. Parehas lang sila ng luto nung adobong pusa.
Me: Lola, bakit po halos lahat ng luto dito eh adobo? Wala na po bang ibang klase ng luto?
Lola Paz: Madali kasi lutuin kapag inadobo o pinirito. Heto tignan mo, adobo rin ito pero adabong palaka. Masarp iyan lalo na kung pinirito. Katulad rin yan ng lasa ng manok. Ito pa pala ay ang adobong ahas at bayak. Masap ang mga iyan at masustansya pa.
Me: Lola, hindi po ba nakakatakot kumain nyan? Tsaka po diba may kamandag ang mga ahas? At yung bayawak po diba kakaunti nalang sila at nauubos na?
Lola Paz: Iha, alam mo ban a bago lutuin yang ahas nay an eh tinatanggalan na ng kamandag yan at nililinis ng mabuti. At yung sa bayawak naman eh sa bukid at sa kabilang bayan marami tayong mapagkukunan niyan. At alam mo ba na yung mga itlog ng bayakaw ang mahirap mahanap pero ito rin ang pinakamasarap sa lahat.
Me: Ah ngayon po alam ko na. Salamat po. Lola, pwede po ba ninyo ipaliwang sakin yung iba pang mga pagkain na nakahain sa mesa?
Lola Paz: Sige iha. Ito ang kilawing bunog kinakain yan ng hilaw. Nilalagyan lang ng suka asin at paminta. Mataas sa protina yan and mabuti sa katawan. Adobong palaka naman ito at ito ang pinakasikat ditto sa amin. Mas malasa yan kesa sa manok. Eto naman ang kilawing kambing. Tulad ng kilawing bunog eh yung karne naman nito ay nilalagyan ng simbuyas, paminta at asin para magkalasa. Sa iba eh iniihaw muna ito bago haluan ng mga sangakap. Dito sa bayan natin pagnapaghalohalo na yung mga sangkap eh hahaluan ito ng apdo para mas lalo pang sumarap. Itong nasa kaldero naman ang tinatawag na papaita. Gawa yan sa lama loob ng baka o kambing. Ginigisa ito sa bawang at sibuyas at kung minsan pa eh nilalagyan ng luya para matanggal ang lansa. Yung pait naman ay nangagaling sa apdo ng baka o kambing. Bago ko makalimutan eto pala ang mga buhay na hipo. Kinanain naming yan na hilaw at nilalagyan ng suke o minsan eh manggang hilaw at asin. Madali lang gawin pero masarap.
Me: Lola marami pong salamat sa pagsagot sa mga tanong ko.
Lola Paz: Walang anuman iha at kung may kailangan ka pa eh nasa likod bahay lang ako at magpapakain muna ako ng mga alaga kong manok.
Me: Opo lola.
I really had a good time talking to Lola Paz. She even told me how those foods became a culture for them. During our conversation, she gave me a plate with exotic foods on it which were the tamilok and the adobong daga. It was really bizarre seeing those foods on my plate and I was hesitant to eat those. I went to the table again and wonder about the foods. The foods were different indeed and it was really new to my eyes to some foods served were ordinary to me like caldereta, menudo and the like. I grew up living in a normal society wherein all the foods I was eating were normal and not beyond the extreme. When I see the people of the own eating those kind of foods I was amazed how their culture and creativity has passed from their generation to our generation now.
In the town where people enjoy eating rare and exotic foods, I could see in their eyes how they love and enjoy what they were eating. In my own culture, I was trained to eat properly eat healthy normal foods but with these people it was their culture and creativity that has driven them to eat those kind of exotic foods. Let’s go back to my experience last week. You know that I was hesitant to eat the foods that were served to me by Lola Paz but then again I thought of my paper about cross cultural experience and I took the courage to eat those foods. Honestly speaking, the foods served wasn’t bad at all though I could say that I don’t like the texture of tamilok (woodworm) which was too slimy but it tasted great when marinated in vinegar and spices. All in all it was an adventurous trip for me because I was able to experience their culture and at the same time enjoy their delicacy. After a few days of spending some time in Pangasinan, my family decided to go to Pampanga to visit some of our relatives and from there my second adventure will start.
Pampanga’s Overview of Culture
The Pampangeños share the general culture and traditions of the lowland Christian Filipinos, especially of their Tagalog neighbors to the east and south. However, they speak a distinct language, which is a source of ethnic pride. Spanish chroniclers and early anthropologists have remarked on the distinctiveness of that language and they have proposed theories that the Pampangeños may have come to the Philippines from Java or elsewhere in Southeast Asia.
The Pampangeños apply themselves to the same industries as the Tagalogs but are renowned for certain crafts for which they excel. They are exceptional jewelers and goldsmiths, as well as furniture makers and woodcarvers. Antique jewelry and furniture from Pampanga are considered valuable heirlooms by Filipino families and as priced possessions by antique collectors.
The province of Pampanga had been held under the influence of the Catholic Church since the beginning of Spanish colonization. Some of the most colorful and interesting observances are connected with Christian holidays. During Good Friday, several towns in Pampanga hold atonement rites. Masked flagellants parade in the streets of beating their bare backs with whips and kneel before the church. Others are "crucified" onto wooden crosses in passion plays that mark the important Christian day.
Every year, during Christmas time, Pampanga becomes the hub of a thriving industry centered on the making of colored lanterns alit with blinking patterns of light. On the 24th of December, the provincial capital, San Fernando becomes the focal point of the Giant Lantern Festival. A kaleidoscope of lights and tinsel from giant lanterns come together to compete and showcase the ingenuity of the Pampangeños.
Pampangeños are renowned throughout the archipelagos as excellent cooks. They have ingeniously incorporated indigenous, Spanish and Chinese elements into their cuisine that have made the Pampanga food preparation and culinary arts both exotic and sumptious. Among the more known specialities of the Pampangos include buro, which is meat, fish or vegetables preserved in brine or fermented with rice, tapa, or dried beef or venison, tocino, or cured pork, longaniza or spiced pork sausages, aligi, or crab fat, and sisig, or sizzling pig cheeks. And besides having those sumptuous meals, they also have their own rare or exotic foods which then became a delicacy to some part of Pampanga and again I’ll be citing some in the latter part of my paper.
Pampanga’s Best Delicacies
Early morning, we packed our things for it was our trip to Pampanga. It was about 1 to 2 hours drive from Bayambang to Bacolor, Pampanga. When we arrived at the place, there were lots of foods being served for us and this gave me an idea to compare my experience in Pangasinan to here and investigate at the same time if they will be serving up some exotic foods. I wasn’t feeling well that time so I decided to take a nap.
Okay let’s start my adventure and end my story above.
Pampangeños were known for their way of cooking and the creativity that they made in every little thing that they were doing. They were also known for making the best dishes up way in the northern part of the Philippines. It was around 2 in the afternoon when I decided to go to the backyard and see what’s the happening and what were the people doing there. I looked around and I saw my aunties cooking foods and some were cleaning the chicken and the vegetables. I went to my aunt named Sol Dias and I decided to have a conversation with her because I’ve been seeing obscure things around me. Again just like what I had in Pangasinan, here was our conversation:
Me: Auntie ano po yang ginagawa nyo?
Auntie: Ah eto ba? Nagluluto ako ng pulutan ng uncle mo. Mukang may gana nanaman uminom kasi nanjan ang daddy mo.
Me: Eh ano po yan auntie?
Auntie: Naku eto ba? Bakit ngayon ka lang ba nakakita nito? Ito ay m,ga salagubang. Hinuli yan ng pinsan mo kanina doon sa may puno ng magga kasama nitong camaro at tipaklong. Itong mga karne na nakikita mo eh karne ng kambing at aso. Yung hinuhugasan naman ng Tita Dory mo eh yun yung paniki na bigay ng pinsan naming. Specialty ko yan kaya dapat tikman mo.
Me: Ano? Titikman ko? Auntie naman pinaglololoko ako. Hindi ako kakain nyan noh baka ano pa magyari sakin.
Auntie: Oo kakain ka nun. Sige ka magtatampo ako sayo. Wag kang mag alala malinis yun at sigurado akong magugustuhan mo yun kasi masarap at di mo iisiping paniki yun. Nga pala naikwento sakin ng daddy mo na may ginagawa kang paper tungkol sa culture bay un? Matutulungan kita jan.
Me: Sige auntie susubukan ko pero hindi ako nagpapromise ha. Opo auntie may paper nga po kami tungkol sa cross culture experience. Yung topic ko po eh tungkol sa mga exotic foods. Naisip ko po iyon kasi nung nasa Pangasinan po kami eh ang dami rin pong mga pagkain dun na kakaiba sa paningin ko kaya po swerte ko kasi pagdating ko dito eh may mga nakita akong kakaiba. Salamat po auntie.
Auntie: Wala yun no. Oh sya tanungin mo lng ako pag may kelangan ka pang malaman ha.
Me: Opo auntie. Nga pala auntie bago ko makalimutan, pano po ba naging isang culture sa mga tao dito ang pagkain ng mga ganyang klase ng pagkain?
Auntie: Masyado kasing malikhain ang mga tao dito at halos lahat ng tao dito sa parting norte kaya lahat ng alam nilang pwedeng makain eh kakainin hanggang sa nagpasa pasa na sa henerasyon. Naalala ko nung bata pa kami ng daddy mo yung lolo naming ang hilig manghuli ng palakang bukid tapos pag uwi nya sa bahay gagawin nya itong adobo at kami naman ng daddy mo eh enjoy na enjoy sa pagkain.
Me: Auntie sure ba kayo na hindi delikado yang mga yan?
Auntie: Oo naman. Alam mo bang bago yan hulihin eh inaalam muna ng huhuli kung yung tinitirahan ba nya eh malinis o hindi? Yung mga insekto na ipinakita ko sayo kanina eh galing lamang yan sa puno ng mangga kaya masasabi ko na safe kainin at niluto din yun nag maigi. At yung iba naman eh sa bukid o kaya sa mga kagubatan makikita.
Me: Auntie one last nalang. Paki explain naman yang mga foods na nasa table please.
Auntie: Okay sige. Ito yung sinangag na salagubang. Common na yan dito basta may puno ng mangga kasi madalas eh dun sila nakikita katulad rin yan nung tipaklong. Parehas lang sila ng lasa pero mas malinamnam ang mga salagubang.adobong paniki naman ang tawag dito pero para maiba naman hinahaluan naming ito ng gata ng niyog. Oh eto naman yung kanina mo pang kinakain. Yan ang kamaro o crickets sa English. Nakukuha yan kadalasan sa palayan bago mag anihan. Ginisa ko yan sa bawang, sibuyas, at sa olive oil. At eto naman na ipapakain ko sayo eh ang tateg. Silkworm ang tawag nila nyan sa English. Ang ginagawa ko dito eh deep fried para malutong at kung minsan ginigisa ko sa bawang, sibuyas, kamatis at paminta.

Pampanga’s cooking was really fantastic I should say. They’ve been the best cooks as what others would tell me and it shows on the foods that they were making. It amazes me every time I see special delicacies which were made by kapangpangans because of how creative they can be despite of a tight budget. Just like what I did in Pangasinan, I had come to this town of Bacolor to finish my mission about my final paper. Trying out those exotic foods was a great adventure for me and not only did I educate myself but also satisfied myself.
My over all stay in Pampanga was awesome. Tasting those bizarre foods that I never thought I would be eating was fun. I did taste the ginisang tateg and for me it became my favorite. It was chewy but it really tastes good. Another thing that I liked was the crispy fried camaro or crickets. It was served with a special sauce made by my aunt and it was the best I should say. And from there my adventure ends with a big satisfaction in my heart.

With stomachs of steel and a hearty appetite for both food and adventure, the rural Filipino sees all animals, no matter how frightening, as opportunities to create a delicious bite, whether it's a meal, a snack, or even just an appetizer to go with their beer and gin. We have no qualms about swatting, cooking, and eating pretty much anything that moves: beetles, pythons, locusts, bats, field rats, sea urchins, frogs and so much more. Which is why in the Filipino kitchen, nothing is ever wasted. Every bit of the animal is used. A pig, for example, offers a cook more possibilities beyond pork chops. Its blood, ears, intestines, cheeks, and tail are used as a matter of course - literally - for various specialty Filipino dishes. This creativity and resourcefulness in cooking and consuming the exotic is motivated by hunger and survival as well as the enjoyment and thrill of eating the unusual.
I’m a person who loves to venture on new experiences; like trying new cuisines or even exotic foods from different countries around the world. But I do have my limits as well. I may try certain exotic foods but sometimes I would doubt myself if I should put it in my mouth. Some exotic foods are very nasty to look at but once you eat it, it would actually taste good. Like they say, looks can be very deceiving. The time I was doing my paper, I was asking myself if what benefits I would get if I ate those kinds of foods. I searched the internet and suddenly I found out that those foods were even richer and has more protein and vitamins and minerals than those foods that we regularly eat.
Both my trip to Pangasinan and Pampanga was a reflection about culture. A culture that was indeed creative and a culture that was shared. As for my observations, I could see that the people from the northern part of Luzon specifically Pangasinan and Pampanga shared a common culture which was the culture of eating exotic foods. In this sense, the people showed their creativity in their way of life and it gave a big impact on their lives and this culture had passed on from their very first generation up to now. This paper had encouraged me to take the adventurous part of life. I mean enjoying others culture with respect and experiencing what was their way of life.

Mga aktibidad sa Bangus Festival, ihinahanda na
Inilatag na ni Beep beep Tan, ang co-chairmen ng Bangus Festival 2011 ang ilan sa mga aktibidad na nakalinya sa isang buwang selebrasyon ng Bangus Festival.
Magsisimula sa April 8 ang kick-off ng isang buwang pagdiriwang sa pamamagitan ng motorcade na susundan ng isang misa.
Matutunghayan pa rin ang gilon-gilon, bangus rodeo, 101 ways to cook bangus, photo contest at iba pa.
Sinabi ni Tan na hindi mawawala ang Kalutan ed dalan at Fiesta ed Norte at ilang pang aktibidad na tradisyunal ng ginagawa.
Nakatakda rin isabay sa pagdiriwang ng Bangus Festival ang pagti-turn-over sa limapung fishing boats para sa mga nadisplaced na mga fisherfolks dahilan sa ginawang pagbaklas ng mga fishpens sa kailugan.
Ang mga naturang fishing boats ay magagamit nila para sa kanilang livelihood habang ipinapatupad ang moratorium ng fishpens sa mga ilog.
Unang inilunsad ni Mayor Benjamin Lim ang Bangus Festival sampung taon na ang nakalilipas bilang isang marketing vehicle para ipakilala ang Dagupan bangus sa mundo.
Sa ngayon, ang Bangus Festival ay kasingkahulugan na ng Dagupan City, katulad din ng Panagbenga sa Baguio, at ng Sinulog sa Cebu.

Aniya, ginawa nila ang lahat upang maging maganda at mas masaya ang selebrasyon at upang mas lalong mapasikat ang festival.

Mayor Benjamin Lim spelled out his big dreams for his city in his State-of-the-City Address (SOCA) at the Dagupan People’s Astrodome on Monday which was not attended though by majority of the members of the Sangguniang Panlungsod headed by presiding officer, Vice Mayor Belen Fernandez.
Fernandez and eight councilors stayed put at the SP session hall and held their regular session as usual as they earlier maintained that “it is in hall of the chosen representatives of the people” that the mayor must deliver his SOCA based on the Local Government Code and their approved internal rules.
Introduced by City Administrator Vlad Mata with only four of his allies in the council present, Lim nevertheless outlined his program before local officials and employees, members of non-government organizations and academe, and some barangay officials.
“Our city has many issues that need to be addressed, to be resolved, and one day is not enough to discuss with them to you,” Lim said in his speech.
Among the projects he proudly mentioned was the cleaning of rivers of illegal structures and fish pens aimed at resuscitating the bangus industry and giving the full benefit to the city’s durable fish farmers, especially the marginal ones.
He also announced that while 90 percent of the structures have already been removed from rivers and waterways, they have already began to explore the possibility of culturing high value fish species such as talakitok, pompano and lapu-lapu, noting that while their initial investment is about 30 to 40 percent higher, the return and profit margins for the same are also much higher than bangus.
Bangus is Dagupan’s number one agricultural product.
Corollary to this, the mayor revealed to his audience that the city is also studying the possibility of using new technology and modern fish cage designs to be used once the one-year moratorium he has given for fish pen operations had expired.
Lim also vowed to bring back the “Kalutan ed Dagupan” in the Bangus Festival sometime in April to where it really started — on A.B. Fernandez Avenue here — which was shifted to the De Venecia Expressway Extension during the last three years in order to increase the sales of business establishments along that stretch once more.
On the flooding being experienced by some city schools, Lim said he asked Architect Maximo Tan, president of the Dagupan City National High School Alumni Association, to draw up a master plan so that new schools to be built will not just be second-storey edifices but multi-storey ones.
He vowed that the rehabilitation of the city’s controlled dumpsite in Bonuan as a priority project of his administration but emphasized that waste management is not a task that must be left to the government to resolve alone as everyone should take part in it since waste and garbage “start from our homes.”
He failed to mention, however, what he will do to recover the 30-hectare lot bought by Dagupan in Barangay Awai, San Jacinto during his term in 2010, which he earlier envisioned to be the site of the city’s engineered sanitary landfill.
The land was already taken over by the Department of Agrarian Reform under the Comprehensive Agrarian Reform Program (CARP) for distribution to tenants of that land.
Thus, Lim still blames “some misguided and foolish individuals” for politicizing on the issue which he believed was the sole reason why the project did not push through.”
On police matters, Lim said he will soon create a multi-sectoral commission that will be dedicated to the apprehension and prosecution of criminals in the illegal drug trade in the city, composed of PNP Dagupan, Department of Justice, various Non-Government Organizations, Liga ng mga Barangay, Sangguniang Kabataan Federation and the Department of Education.
On tourism, he is mulling over the establishment of a river cruise that will showcase the inland waterways of Dagupan and also pinpointed the need to attract more tourists when there are no scheduled big events in the city such as the Bangus Festival and the city fiesta.
Early on, Lim clarified that that his administration has not raised taxes in the city but is only collecting the amount due the taxpayers that is prescribed by ordinance and the law.
He has a message to taxpayers: “If you want your city to progress; if you want your city to modernize; if you want a more orderly city; if you want a healthier city, we must all pay our taxes, and we must pay the correct amount.”
He stressed that revenue collection for the month of January alone was 40 percent higher compared to the same month last year.
Again, he said, there are no new tax laws as “we are simply enforcing the existing tax ordinances passed by the Sangguniang Panlungsod.”
Lim is unperturbed over the non-appearance of majority members of the SP in his SOCA, saying as public servants, “we must do our best to dignify the mandate given to us by the people.”

“Asin ed Asinan,” derived from the word “asin” (salt), was performed by provincial employees and officials belonging to the Danggoan ed Pangasinan (Theater in Pangasinan). The performers got a standing ovation during the gala show.
The three-day show aimed to revive Pangasinan heritage and eventually raise the awareness of the youth on the province’s artistic and cultural roots.
The performers, clad in colorful costumes, sang and danced with gusto, depicting a fusion of pure Pangasinan culture and foreign cultures like the Spanish, American and Chinese.
The performers, who are all employees of the provincial government, wowed the audience with native dances such as the kalatong (which uses bamboo sticks), wasiwas (danced by wives of fishermen waving lamps in the seashore while waiting for their husbands and their catch) and the sayaw ed tapew na bangko (danced atop benches).
The show also featured Pangasinan songs, some of them original compositions of Raul “Insyong” Tamayo, who was also the scriptwriter and executive director of the show, as well as some Ilocano songs that represented the Ilocano culture, and an ensemble of popular English songs of yesteryears.
Some government officials and important personalities also went onstage, led by Espino and his wife Priscilla, Vice Gov. Jose Ferdinand Calimlim, second district Rep. Leopoldo Bataoil, and mayors led by their league president, Bugallon Mayor Rodrigo Orduña.

MALASIQUI- This first-class town has started the construction of a three-storey annex municipal building using a P50 million bank loan.
Mayor Armando Domantay said the loan from the Development Bank of the Philippines was already approved by the Sangguniang Bayan.

Mga aktibidad sa Bangus Festival, ihinahanda na
Inilatag na ni Beep beep Tan, ang co-chairmen ng Bangus Festival 2011 ang ilan sa mga aktibidad na nakalinya sa isang buwang selebrasyon ng Bangus Festival.
Magsisimula sa April 8 ang kick-off ng isang buwang pagdiriwang sa pamamagitan ng motorcade na susundan ng isang misa.
Matutunghayan pa rin ang gilon-gilon, bangus rodeo, 101 ways to cook bangus, photo contest at iba pa.
Sinabi ni Tan na hindi mawawala ang Kalutan ed dalan at Fiesta ed Norte at ilang pang aktibidad na tradisyunal ng ginagawa.
Nakatakda rin isabay sa pagdiriwang ng Bangus Festival ang pagti-turn-over sa limapung fishing boats para sa mga nadisplaced na mga fisherfolks dahilan sa ginawang pagbaklas ng mga fishpens sa kailugan.
Ang mga naturang fishing boats ay magagamit nila para sa kanilang livelihood habang ipinapatupad ang moratorium ng fishpens sa mga ilog.
Unang inilunsad ni Mayor Benjamin Lim ang Bangus Festival sampung taon na ang nakalilipas bilang isang marketing vehicle para ipakilala ang Dagupan bangus sa mundo.
Sa ngayon, ang Bangus Festival ay kasingkahulugan na ng Dagupan City, katulad din ng Panagbenga sa Baguio, at ng Sinulog sa Cebu.

Bangus Festival, mas pinaganda at mas pinasikat nina Vice mayor Fernandez noon
Sinabi naman ni Vice Mayor Belen Fernandez na masaya siya noong panahon ni dating Mayor Alipio Fernandez Jr. sa kanyang pagsuporta niya sa Bangus Festival.
Aniya, ginawa nila ang lahat upang maging maganda at mas masaya ang selebrasyon at upang mas lalong mapasikat ang festival.

DAGUPAN CITY, April 16 (PNA) - The new Dagupan City Police Station, considered as the most modern of its kind outside Metro Manila, was inaugurated Thursday on the eve of the 16-day Dagupan Bangus Festival.
Rep. Jose de Venecia Jr., who helped build the new police station, said the building--which stands proud and majestic at three floors with a roof deck, is not only a symbol of modernization of the PNP but also the transformation of the PNP and of the policemen.
Constructed on a 2,000-square meter lot on A. B. Fernandez West donated by the Dagupan City government, the new police station replaces an old one located on secluded Perez Market site.
De Venecia contributed P3 million to the P16.5-million construction cost of the project. The rest of the funds came from the budget of the PNP.
He said the lot where the new PNP station stands was carefully chosen by him and the officials of Dagupan City, being very accessible to city hall, the public market, the church and the central business district of Dagupan.
More than this, it is also just a stone's throw away from the historic Home Economics building of the West Central Elementary School, which was the first command post in Luzon of General Douglas Mac Arthur in January 1945 when he and the Liberation Forces landed on Lingayen Gulf.
Police Director Luizo Ticman represented PNP Chief Director General Jesus Verzosa during the inauguration of the edifice.
Other ranking police officers who attended were Police Regional Director Chief Supt. Constante Azares Jr. and Police Provincial Director Percival Barba.
Mayor Alipio Fernandez Jr. and Vice Mayor Belen Fernandez led Dagupan officials during the inauguration rites.
"Today, we are seeing the new image of the PNP as exemplified by this new beautiful building," said De Venecia, now on his third and last term of office in Congress.
Morever, De Venecia sees Police Director General Verzosa, a native of Dasol, Pangasinan, as a model soldier, constitutional officer, dedicated and committed to defend the constitution.
De Venecia said that when he was Speaker of the House of Representatives for a record five times, he moved for the modernization of all police stations in the entire country.
This is the reason why four other towns of the Fourth District of Pangasinan, namely, Manaoag, Mangaldan, San Fabian and San Jacinto got modern police stations even ahead of Dagupan.
He also recalled that he also caused the increase of the salaries of policemen from mere P3,000 a month when he started as a speaker to P13,000 to P15,000 a month today. (PNA)

oo.. big 3 :lol: nga pala... galing din ako sa 3 malls na yan ngayong araw.. :lol: nagpunta ako sa Center Mall(morning...everyday kasi ako dumadaan dito pauwi, nagpunta din ako ng SM(pero walang isang oras..may tinanong lang kasi ako sa supermarket kung nagaaccept sila ng check..kaso hindi pala :ohno:)...lastly..sa Tiong San ako napunta..dun kasi tumatanggap sila ng tseke pag naggrocery ka ..hehehe...

LINGAYEN, Pangasinan, Feb. 16 (PNA) -- The audience burst in thundering applause, expressing spontaneous delight in every scene of the two-hour maiden presentation of "Danggoan", a stage performing group that features the theatrical talents of Pangasinan thespians.
Governor Amado T. Espino Jr. himself and the rest of the official family elatedly did their choreographic acts in fashionable aesthetics like professional artists that sent the Sison Auditorium crowd at the Gala Night of “Asin ed Asinan” on Feb. 11 raving to their hearts’ delight. Danggoan Pangasinan, which is aimed at revitalizing the province’s rich cultural and historical heritage, is composed of local performing artists.
Directed by the multi-talented Pangasinan singer and songwriter Raul Tamayo, Danggoan’s curtain-raiser “Asin ed Asinan” featured the latent stage talents of officials and employees of the provincial government.
Provincial Administrator Rafael Baraan surprised the audience with his superb interpretation of John Lennon’s highly acclaimed “Imagine,” a timeless hymn for global peace.
As in itself a rendition of “Kasaysayan ng Pangasinan,” the cultural show featured the province’s multi-natural assets in various episodes of the local folks’ travails for growth – from salt-making to fishing and farming, including cultural trivia dramatized in dances and songs performed during festivities on harvest bonanza.
Dr. Jackson Soriano, provincial hospital director, was awe-inspiring as he enlivened the rich tradition of “Harana.”
The governor said he expects Danggoan to shape the intrinsic “sense of history” among Pangasinenses, first among provincial government employees and later among other local government units in the province down to the grassroots of the province.
Sharing this mission is Pangasinan’s First Lady, Priscilla I. Espino, Danggoan Pangasinan production chairman, who said she has always shied away from politics and governance preferring to give her one hundred percent support to his family.
“Our main objective is to immortalize the culture of our province and inculcate among our youth that Pangasinan is rich in culture and tradition,” Madam Espino said in her introductory speech for the musical show.
Through Danggoan, she hopes to encourage youth to be proud of their being Pangasinenses.
She vowed to discover more Pangasinan works of arts to be presented in the next staging of Danggoan. (PNA)

MANILA, Philippines - A cat in Pangasinan is practically living the life of "Garfield," but not because he is lazy; he's just too old to run around and scare away rats.
The La Peña family of Urdaneta City is preparing a birthday bash for "Janong," who is turning 21 this year.
The family said they adopted Janong in 1993 or 3 years after he was born.
Because of old age, Janong can no longer catch mice. He can't see clearly anymore, and he has lost almost all his teeth.
Even though he's no longer useful, the La Peña family still takes care of Janong and treats him like a spoiled baby.
The family feeds Janong with cat food and fresh milk. When he is sleeping, a family member even takes time to fan him.
The La Peña family said they will throw Janong a party as a thanksgiving for his long life.
Dr. Leo Solis, a veterinarian, said reaching the age of 21 for cats is unusual. He said a cat's life span is usually 14 to 20 years.
However, Janong is still 17 years away from breaking the record of Creme Puff of Texas, United States, who holds the Guinness world record as the oldest cat in the world.

Vice Mayor Belen T. Fernandez, members of the Sangguniang Panlungsod, distinguished guests, fellow Dagupeños:
Today I come not to speak about the state of the City of Dagupan in every detail. Rather, I am here to speak to you about the changes we have seen, the challenges we still face, what we have done, and what we are about to do, and what they all mean for the people of this great city.
My fellow Dagupeños, when we took office barely seven months ago, we were called to an uncommon caliber of leadership in a crucial period of consequence. We found that we inherited problems we did nothing to invite. This is not to say, however, that we are here to point fingers on who’s to blame. But had we ignored them, they could have hindered our city’s growth and progress.
As I mentioned during the inaugural: “pledge for us to work together, pledge for us to work harder, to be selfless and to sacrifice, to put God and City above all else, and I assure you the best is yet to come.”
During the campaign last year, I sat down with my fellow candidates and talked to them about what to call our political line-up. It was suggested by one of our members to call ourselves “Team Dagupan”. It was ordinary. It was not the catchiest of names, but everyone unanimously agreed on it. Somehow it felt right. You may be wondering, what is the significance?
We could just as easily have called ourselves “Team BSL”, or even named our group after one of our members, but we did not. But there was a reason why we called ourselves “Team Dagupan”. From the start, we sought public office not for personal glory, but rather, we subscribed to the belief that being of service to our city was something bigger than ourselves.
And what greater honor is there but to be of service to the very city where we were born and raised.
We should start to realize that no matter who we are, no matter where we are from, we are part of something greater, something more powerful than political or party affiliations, something far greater than our personal ambitions.
We are here to serve; and that means we are here to serve with humility.
To serve with true compassion; and that means a genuine concern for the people.
We serve neither for the cameras nor publicity, but we serve expecting nothing in return.
Ang sikreto ng isang magaling na lider ay simple lamang: huwag niyong unahin ang inyong sarili.
I initially planned on delivering this speech on the 31st of January, hoping that by that time, our annual budget shall have already been passed. Regretfully, as I deliver this speech to you today, in my estimation, the Sanggunian is nowhere near enacting our budget through an ordinance.
Now, it is no secret that some of us here today have had our differences. Debates have been contentious, and at times, even boisterous. The annual budget for 2011 is the one issue since I took office, which has generated the most interest, and spurred the most arguments.
This is fine, for debates on city issues, is a cornerstone of any healthy democracy.
President Obama perhaps said it best when he said: “now, by itself, this simple recognition (of our differences) won’t usher in a new era of cooperation. What comes of this moment is up to us. What comes of this moment will be determined not by whether we can sit together today, but whether we can work better tomorrow.”
My fellow Dagupeños, allow me to put the budget in perspective: when we talk about the annual budget for the city, we are not only talking about the budget of the City Mayor’s Office.
We are talking about the budgets of the City Health Office, the Public Order and Safety Office, the City Engineering’s Office, the City Tourism Office, the City Social Welfare and Development Office, among others.
It also includes the infrastructure budget of the Barangays, the Sangguniang Kabataan, the Special Education Fund of the city, and to some degree the Dagupan City Police, the Fire Department, the Prosecutors’ Office, the Municipal Trial Courts, and other government agencies.
And yes, it also includes the budget of the Vice Mayor and the Sangguniang Panlungsod.
The budget is the fuel that propels our city forward, and that’s putting it in the simplest terms.
Our budget funds the most basic and essential public services of our city.
It is the means by which we feed the city’s malnourished children. It pays the salaries of our traffic enforcers. It is the means by which we collect our garbage and maintain the equipment used for it. It is the means by which our volunteer workers get their honorariums and bonuses. The maintenance and building of public infrastructures comes from the city’s budget. Government wages are derived from the budget, including their wage increase for this year. The gasoline and labor expense for the dredging of our rivers will come from the budget. It is the means by which we procure medicines for our senior citizens. Gasoline subsidies for our police vehicles come from this budget.
As Prime Minister Lee Hsien Loong of Singapore said: “we have to keep growing by generating resources to upgrade our city, improve lives, enable job security, and upgrade the standard of living.” Just like Singapore and any other city, there are more expenses to be paid, more repairs to be done, more utilities and structures to be built - all with the objective of creating a more livable city for our people.
Whether we like it or not, the needs of a city grows with each passing year, and Dagupan is no different.
That is why our budget proposal for 2011 is 14% more than last year’s budget.
Necessarily, the next question is whether or not the city has the capability to generate enough revenue to justify the budget.
And the answer is yes.
Since I took office, we have been very zealous in collecting taxes.
Let’s take a moment to talk about taxes.
If I were to ask every single one of you here today, if you like paying your taxes, I am sure 99% of you will say no. That’s just a fact. Nobody likes to pay their taxes. I don’t either. But we live in a country of laws, not of men; and the law requires all of us to pay our fair share of taxes.
President Franklin Roosevelt once said: “taxes are dues that we pay for the privileges of membership in an organized society.” In our society, under the constitution, the power to tax solely rests with our legislature.
Ang ating kongreso at senado lamang ang may kapangyarihan na magsampa ng buwis. Dito sa Dagupan, ang lehislatibo natin ay ang Sangguniang Panlungsod, at sila ang may kapangyarihan na magsampa ng mga buwis na panlokal.
Tayong mga Dagupeño, dapat maintindihan natin na dalawang klaseng buwis ang ating binabayaran. Meron tayong binabayarang buwis sa mga ahensyang pang nasional, tulad ng BIR, at meron din tayong ibinabayad na buwis sa Siudad ng Dagupan.
Since the power to tax is exclusively a legislative function, in our city, it is the Sangguniang Panlungsod that has the power to impose local taxes. My job as your City Mayor, is to make sure that the tax ordinances passed by our Sanggunian are implemented correctly and fairly.
Ang pagkolekta ng panlokal na buwis ay trabaho at responsibilidad ng isang alkalde. At kung hindi ko po ito gagawin, ako po ay lalabag sa ating konstitusyon at sa aking sinumpaang tungkulin. Kaya ito po ay dapat ninyong maintindihan: hindi po natin itinaas ang ating mga buwis. Kinokolekta lang po natin kung ano ang nakasaad sa ating mga ordinansa at batas. Sa madaling salita, ginagawa lang po natin ang ating trabaho.
I know, that even after this brief explanation, you probably still won’t feel good about paying your taxes. Don’t worry; I have a hard time convincing myself too. But let me ask you this question: “Have you been paying the correct amount of taxes?”
I am sure some of you here diligently and honestly pay your taxes. But I am equally sure that more of you here have been under-declaring your taxes. We are not here to point accusatory fingers, but let me cite an example by comparing three educational institutions in our city.
All three of these schools are of the same size, and more or less, have similar student populations. In 2010, one of the schools declared gross sales of 275 million, and paid about 2 million in business taxes. The second school declared gross sales of 46 million and paid approximately 342,000 pesos in business taxes; while the third school declared gross sales of 1.5 million, and paid 50,000 pesos in business taxes.
This is the message that I wish to emphasize: if you want your city to progress, if you want your city to modernize, if you want a more orderly city, if you want a healthier city, we must all pay our taxes, and we must pay the correct amount.
Now, as your Mayor, I could have taken the road with less political risk.
I could have instructed our revenue generation team to just sit on their jobs.
I could have just looked at our city’s collection, and be satisfied with the Commission on Audit classifying our beloved city as a second-class city.
But we are a city of first class citizens. It does not befit us to be classified as a second-class city.
We have to dream big to achieve great things. We wanted to test and challenge ourselves. That is why our budget proposal for this year is 568 million. And we will prove to you that it can be done; that our budget proposal of 568 million is not only realistic, but it is in fact very conservative. Actually, during my discussion with the fiscal managers and experts of our city I instructed them to target and create a 600 million budget for this year.
My specific instruction to Mrs. Carmen Olpindo, Mr. Allan Dale Zarate, and Mrs. Deborah Castillo was to be more aggressive in their legal assessments and tax collection efforts. And so far, they have delivered. If you are not convinced, look no further than the city’s OSBC, or One Stop Shop. Their revenue collection for the month of January alone is 40% higher, not 36% as initially reported, compared to the same month last year. Again, there are no new local tax laws. We are simply enforcing the existing tax ordinances passed by the Sangguniang Panlungsod.
I hope my explanation today will put a stop to all the lies, rumors, and nonsense regarding the city’s tax collection.
So in sum, what is the budget issue all about? To my mind, the only issue about the budget is whether it will be passed or not.
I have earlier discussed the benefits of an approved budget; so what would be the disadvantages if it were not passed?
For one, the city will not be able to use the Internal Revenue Allotment, or IRA, increase for this year. The IRA is the local government’s share of revenues from the national government, which generally increases every year. For Dagupan, the increase of the IRA for 2011 is somewhere in the vicinity of 20 million. Because no ordinance has been passed to enact the annual budget, we will have 20 million less to spend on needed infrastructure and services.
Secondly, the city will not be able to create new positions. For example, this year, we hope to implement our registered nurses program for every barangay. This means that each barangay will have at least one registered nurse whose task is to provide emergency medical treatment especially to young children and senior citizens. A reenacted budget will not allow us to do this. We will not be able to implement this program should the Sanggunian refuse to pass this year’s budget.
Thirdly, the city will not be able to build new projects, create new programs and other activities that will benefit a great number of Dagupeños.
Clearly, an approved budget proposal is more advantageous than a reenacted budget. And if we can agree that an approved budget is far more beneficial to Dagupeños, then this budget row is really nothing more than a <span>political</span> issue.
Our friends from the media visited me last week. One of them asked me point blank if I thought the budget issue was indeed political. I said, of course it was political. Then I said, if it is a political fight they want to wage, I am more than game. I even went as far as to say that we can even hold snap elections next month. I am well aware that that is not allowed under the law. What I wanted to underscore was not the holding of snap elections, but the danger of letting politics prevail in the way we manage our city, and should that become the norm, it will surely hurt our city. Politics has no place in a city that is trying its best to move forward.
But if that will be the case, then we might as well settle this political issue as soon as possible so we can move on to what our city really needs: effective, coordinated, and focused governance. What is at stake right now is not the outcome of the next elections. After all, we just had an election. Remember, we were elected by a majority of our people to perform a vital function. With their votes, the people of this city determined for us that the responsibility of governance should be a shared responsibility between parties. Support is needed not just from both sides of the political fence, but all sides, because the challenges we face are bigger than our affiliations and biases, and definitely bigger than egos and politics. It is not enough, however, that you just listen to this concept. It is not even enough that you understand it. Most importantly, you should be able to realize it, manifest it, and live it.
My responsibility as chief executive of this city, as your duly elected mayor, is to do all I can, even up to this very moment, to make sure the budget is passed. I believe we have done our part in the executive, now a vast number of Dagupeños are asking that the Sanggunian do theirs. Our city, your beloved city, is in danger of having a disadvantageous and crippling reenacted budget in exactly 28 days, should the members of the Sanggunian fail or refuse to pass it. While I want to say for certain that conscience and sense of responsibility will prevail, for now, I can only hope and pray that they actually do, for this is one of those times that I wish to be proven wrong.
To the members of the Sangguniang Panlungsod: make no mistake that the people are closely watching, heed their call, be efficient in doing your jobs, and give the people no reason to regret the trust and confidence they have put in you.
When everything is said and done about this budget, there are hard lessons that the members of the Sangguniang Panlungsod should learn:
Be more conscientious of your responsibilities;
Be more mindful of the deadlines set by law;
Always put the people we serve ahead of yourselves;
You have the right to think and act independently; and
A little respect and courtesy goes a long way
For if we put the people ahead in every action we take, we cannot go wrong.
Yes, our city faces many menacing problems, hardships, and this budget issue. But there are many visible factors that give encouragement for a bright future. The fact that we are maintaining from 80 to 85 percent of our normal activities and incomes; that our major financial and industrial institutions have shown positive signs of weathering the global economic crises; that price levels of major commodities and services have remained stable; that a number of industries are showing signs of demand; that the world at large is readjusting itself to the situation – all reflect grounds for confidence.
We should remember that adversities – both man-made and natural – have been met many times before by our city and our people, that they are but temporary. We are, in an extraordinary degree, self-sustaining, and we shall overcome and prevail over our problems because of the Dagupeños proven and tested resiliency.
Earlier, I talked about the city’s fiscal policy for this year. I also mentioned that we have significantly increased our tax collection despite imposing no new tax regulations.
Many of you perhaps do not know that Dagupan City is one of the cities in the Philippines that has the smallest land area. We are actually near the bottom, ranking fourth from the last, in terms of land area. Fortunately, population growth rate in the province has significantly decreased since 1995. About fifteen years ago, it was about 2.4 percent. In the last three years, it has gone down to a little over 1 percent. This is good news, because we do not want our cities to get too crowded. Dagupan is already a city of about 160,000 inhabitants in 27,000 households. Overpopulation means that we will be spreading our resources too thin.
Dagupan, however, remains to be the center of commerce in the province, and to a certain extent in the region, and because of this, the daytime population easily doubles. The immediate effect of this daytime population is increased traffic volume. The challenge to maintain smooth traffic flow in our city is a challenge that gets more difficult with each passing day. More pedestrians and vehicles are navigating our streets, but our streets in return are not getting wider nor longer.
Our POSO Chief, Robert Erfe-Mejia, has made headway utilizing the volume reduction scheme by implementing the numbers and day coding system. They have also been active in standardizing vehicle equipment among the tricycles and the use of safety equipment. We, however, share the same belief that we cannot just approach traffic management from an “enforcement” perspective, but we must also address it from a “volume” standpoint. What does this mean?
I recently learned from Mayor Pablo Ortega of San Fernando City, La Union, that instead of increasing the number of tricycle franchises, in the last few years, they have gone the opposite way - they actually adopted a reduction scheme. This year the City of San Fernando will only issue 1,200 tricycle franchises. Dagupan and San Fernando are relatively the same size, but the number of tricycle operators plying our routes is more than twice as much. Because of their reduction scheme, tricycle drivers in their city have a more stable take home pay, while traffic volume is significantly reduced, and their traffic enforcers are not overworked.
Robert and I agreed that if we can unburden the POSO from their traffic enforcement duties, even by just 30 to 40 percent, they will have more time to devote to emergency response, crowd control, and they can even function as an auxiliary peace-keeping force in our city. That is why I believe it is about time, that the Sangguniang Panlungsod reviews the legislation regarding the issuance of tricycle franchises, as well as the procedures on how to obtain or renew one’s franchise. Instead of encouraging our people to invest in operating tricycles, we should inspire them to look for alternative sources of livelihood.
Everyday I come across people who are looking for employment. Our national unemployment rate has been increasing slightly in the last three years, from 7.3% in 2008, 7.4% in 2009, and 7.5% in 2010. Many of our kabaleyans come to many of us, prepared with their biodatas and resumes. Even in our compound in Malued, I see applicants line up everyday hoping to land a decent paying job. It certainly is a difficult situation because job opportunities are very far and few between. It is our philosophy, that it is the private sector that creates jobs, and not the government. The role of government is to pursue policies that help the private sector create jobs. While we cannot hope to employ every single Dagupeño, we must do our best to employ as many as we can. We can do this by ensuring that our city continues to be business friendly.
Thus, we welcome all companies to do business here, provided they comply with our laws. It is welcome news that SM has expressed interest in putting up a mall in Dagupan. Should their mall project push through, hundreds of our citizens stand to gain employment. Not to mention the taxes that the city stands to collect. More significantly, real property in Tambac and the other eastern barangays will appreciate. Several large Business Process Outsourcing, or BPO’s, have also expressed their interest in operating here in Dagupan. The primary consideration here is how to bring in more developments and investments to the city, which in turn would create more jobs.
To bring in investment, this administration is determined to encourage the creation and strengthening of capital – capital of all kinds: physical capital – everything from our rivers, fishponds, business establishments – all that is needed to produce and deliver quality goods and quality services; intellectual capital – the source of ideas that spark tomorrow’s products; and, of course, our human capital – the talented work force that we’ll need to compete in the global market.
Speaking of human capital, Dagupan has been long known to be the center of education in Northern Luzon. But in the last few years, we discovered that the major universities operating in our city have suffered a decline in their enrollment. The primary reason for this decline is that students are looking elsewhere to study, most notably in Baguio. This is a concern that we must address together, because a substantial percentage of our city’s economy is derived from the student population who are enrolled in our universities.
It is also our policy to invest heavily in education and human resources development.
But when we talk about education and human resources development, we are not simply talking about teachers, classrooms, and students. We must also look at education from a physical and mental standpoint. Why do we say this? We discovered based on a survey conducted by the Social Welfare and Development Office that there are more than two thousand malnourished children in our city. Malnourished children are almost automatically at a great disadvantage because without the proper nutrition, brain function and their learning abilities are impaired.
That is why this administration undertook a massive feeding program to address this problem. We know that one-day feeding programs do not work. In fact, they shouldn’t even be called programs. Research shows that to significantly reverse a child’s malnourishment, we need to feed each child at least 120 days with the right combination of protein, carbohydrates, vitamins, and minerals.
Today is the 109thnd day of the first phase of this feeding program, and I am happy to report that through this initiative, and the close monitoring being done by the City Nutrition Office and Mr. Beep Beep Tan, nearly 600 children have shown a remarkable improvement in their weight.
We are attending to the weight and nourishment of our children, subsequently, we must also address their pre-school education.
The Early Childhood Care and Development Law which was enacted in 2000, recognizes the importance of early childhood and its special needs, affirms parents as primary caregivers and the child's first teachers, and establishes parent effectiveness, seminars and nutrition counseling for pregnant mothers. To emphasize our commitment to the early education of our youth, I have asked Mrs. Revy Guadiz and Ms. Tessie Crisologo, both specialists in pre-school education, to give us an assessment of our day care centers, and what steps must be taken to improve them.
It is also our vision to put up a Children’s Hospital in the city that will cater specifically to pregnant mothers and newborns. This will complement our commitment in providing quality education and health care to the youth. This hospital will seek to serve those who are less fortunate, and cannot afford the medical treatment in the more expensive private hospitals. To keep the cost of treatment and hospitalization low, operational expenses of the Children’s Hospital will be subsidized partially by the city government. Both Councilor Jess Canto and Dr. Leo Carbonell of the City Health Office agreed with me that the Children’s Hospital is a vision worth pursuing due to the high number of cases in Dagupan requiring pre-natal and post-natal care both have encountered as medical practitioners in our city.
To a large degree, the physical capital of the city is where we must focus on.
In terms of our rivers, we initiated a massive fish pen clearing operation and a moratorium in the issuance of Aquaculture Lease Agreements, or ALA’s, in hopes of letting our river system recover from further environmental degradation, and to give way to the operations that will be conducted by the dredging machines of the province.
Mrs. Emma Molina of the City Agriculture’s Office has identified four critical areas which must be dredged immediately:
Salapingao-Dupo to Centro;
Patogcawen in Dawel;
Tanap; and
Pugaro
These areas have been declared critical because there are parts in these areas where the water level are less than 1 meter in depth. We hope to recover about 3 to 4 meters in terms of water depth once the dredging operations are completed. It will take about a year to dredge the 3 main branches of our river system, operating at normal conditions, and both machines working at the same time.
I am happy to report, that as of today, 90% of our rivers are now clear of illegal structures and fish pens, and we will not stop until we have reached our 100% objective.
Our local fishermen have also started to reap the benefits from the removal of these unwanted structures in our rivers. Based on several interviews conducted by the City Agriculture Office, many more fish are now able to swim upstream and are being caught by our local fishermen. Thus, allowing them to increase their daily income from 200 to 300 pesos before to as much as 500 to 600 pesos nowadays.
Credit must be given to City Agriculturist Emma Molina and Mr. Butch Gutierrez, head of the clearing operations, because needless to say, their task was not easy to accomplish.
This is not to say that we are abandoning our bangus industry because we are cleaning up our rivers. Quite the contrary, we are sacrificing now to ensure that our bangus industry continues to flourish years, even decades, from now.
We have also began to explore the possibility of culturing high-value fish species such as talakitok, pompano, and lapu-lapu, because while their initial investment is about 30 to 40 percent higher, the return and profit margins are also much higher than bangus. The city is also studying the possibility of using new technology and modern fish cage designs to be used once the 1-year moratorium expires. These rope frame cages allow water to flow more freely than the traditional fish pens. As a result, there will be less siltation and the danger of future fishkills will be lessened.
Speaking of bangus, ten years ago, we conceived the very first Bangus Festival. The Bangus Festival was the marketing vehicle we wanted to use to propel our bangus to the world stage, and at the same time promote our city. Now, the Bangus Festival is synonymous with Dagupan City, just as Panagbenga is to Baguio, and Sinulog is to Cebu. It has garnered the reputation as “the” festival of our beloved city. It is the only official festival of our city. Even this early, let me make it absolutely clear: the Bangus Festival is the only official and sanctioned Festival of our beloved city. And this year we shall be celebrating our Bangus Festival once again.
The culminating event of the Bangus Festival has always been the Kalutan ed Dagupan. Many people do not know this, but for the business establishments along A.B. Fernandez Avenue, the day of the Kalutan is a day of opportunity. Because of the large volume of people who crowd the streets to participate in the celebration, most of the business establishments along A.B. Fernandez Avenue on that day generate their highest sales for the year.
I am happy to announce, that in response to public demand, we are bringing back the Kalutan ed Dagupan back to the people, back to its original venue along A.B. Fernandez Avenue. And because we want to give our city a grander celebration, the Kalutan will now also extend to Perez Boulevard.
Let me take this opportunity to announce to you the overall executive co-chairmen for this year’s Bangus Festival, Mr. Alexander Siapno and Mr. Beep Beep Tan. I have also designated Councilor Red Erfe-Mejia to chair the Kalutan ed Dagupan event.
Now let me speak about education.
I believe it is also time to devote our attention to improving the existing public school buildings in the city, in particular at the West Central Elementary School, and the Dagupan City National High School. Having met with Dr. Alma Ruby Torio and other officials of the DepEd on several occasions, they conveyed to us that many of the public school buildings are inadequate or needed improvement. Some buildings are even susceptible to flooding.
We came to the conclusion that perhaps the best way to once and for all resolve this issue is to come up with a master plan that will completely redraw both West Central and City High. For this task, I asked Architect Maxi Tan, the president of City High’s alumni association, to sit down with their board, and draw a master plan of how they envision their alma mater to be for the next generation.
The common practice nowadays, if we are to look at the school buildings being built in other urban areas, is that they no longer build single or 2-storey buildings. They are putting up 4 and even 5-storey buildings to maximize the land on which they are built. This may cost more, but in the long run, the school will be able to accommodate more students. Many of our single story public school buildings were donated through the benevolence and generosity of many non-government organizations, none more so by the Filipino-Chinese Chamber of Commerce. We are thankful for their contribution over the years. But may I humbly suggest, that once the master plan for these two schools are finalized, any future donations or contributions should be based on the approved master plans.
Part of investing in the city’s physical capital is to maintain its upkeep.
The Waste Management Division headed by Mr. Teddy Villamil has the unenviable task of not only collecting the garbage from all the barangays, but to dispose of them properly and safely. Seven months ago when we took office, the Waste Management Division reported to me that many of the equipment that were purchased prior to our assumption of office were defective. Many of them were second-hand and substandard equipment, purchased right after the elections last year, that are no longer functional. The WMD also reported to me that garbage in several barangays was not being collected on a regular basis, and that there was basically no segregation being done and enforced at the household level.
Worse, the Bonuan Dumpsite continued to remain operational since I left office in 2007. In fact, when we did an ocular inspection of the dumpsite September of last year, we discovered that the garbage was no longer contained to the original dumpsite, it had spread to the adjacent lots and into the dumpsite’s driveway itself, making it very difficult for dump trucks to enter the site and unload garbage. I directed Teddy to immediately clear the pathway leading to the dumpsite, and now it is not only clean of garbage, but we also made it green by planting some trees to help reverse the degradation.
During my first term as mayor in 2001, we tried to resolve the garbage problem by closing the dumpsite and creating a sanitary landfill in Awai, San Jacinto. The law requires that all local government units have, or at the very least have access, to a sanitary landfill to dispose of their garbage. This project was wrongfully and erroneously made controversial, because several misguided and foolish individuals thought that they would be doing the city a favor if they politicized the issue. Perhaps, in their mind, by deliberately making the Awai project fail, they thought they were doing the people a favor, when in truth and in fact, they were doing our city a huge disfavor, for up to now, that dumpsite continues to be an eyesore and an environmental hazard especially to our kabaleyans in Bonuan.
The collection and disposal of garbage, we must keep in mind, is just one aspect of waste management. Waste management is not a task that must be left to the government to resolve alone. Everyone should take part in it, since waste and garbage starts from our homes.
We approached the problem by first looking at the household. We learned that a vast majority of our households do not practice segregation. In response to this, we launched the “Basura Ko, Sagot Ko” program in coordination with the DepEd, to educate our people on how to properly segregate garbage. We also urged our Punong Barangays to create their own waste management teams at the barangay level to strictly enforce the Comprehensive Solid Waste Management Program of our City.
But the biggest challenge we still have to resolve is the lack of functioning equipment to be used for garbage collection and management. I will no longer go into the details of the defective equipment purchased before we took office, but suffice to say, that should the Sangguniang Panlungsod fail to pass the budget for 2011, the operations of Teddy and his group will be substantially hampered for the rest of the year.
Just like waste management, law enforcement is also an area where we must all share a responsibility. PNP Dagupan, headed by Police Superintendent Bong Caramat, has been doing an admirable job going after the criminal elements of our city. The total crime volume in 2010 numbered 226, which is comparatively lower than the 271 crimes reported in 2009. Our crime solution efficiency in Dagupan City, based on official PNP reports, is at 94%.
This administration is fully committed to supporting the anti-criminal activities being done by our police force. If ever the city’s annual budget is passed, we will try to accommodate the request of the police for additional vehicles to replace their old dilapidated ones.
Bong also reported to me that one of their objectives for this year is to intensify their anti-illegal drug operations. My directive to him during our last meeting is to exhaust all resources available to PNP Dagupan, and my office, to achieve that objective. We do not have to go into the detail of the ill effects of drug use among our people. That is already well documented. This is a battle, however, that should not be left to the PNP to fight alone.
So this year, we will be creating a multi-sectoral commission that will be dedicated to the apprehension and prosecution of criminals involved in the illegal drug trade in our city. The commission will be composed of PNP Dagupan, the Department of Justice which includes the Prosecutor’s Office and the National Bureau of Investigation, PDEA, CIDG, various NGO’s, the Liga ng mga Barangay headed by Councilor Emong Vallejos, the Sangguniang Kabataan led by Councilor Chester Gonzales, the DepEd, and even the Dagupan Practical Shooting Association headed by President Jeffrey Sua and Incoming President Rob-Rob Erfe-Mejia, among others.
Together, we will go after the drug dealers and the drug pushers. And we will go after them hard.
Peace and order is always an integral component if we are to promote tourism in our city. By encouraging tourism in our city, we are also directly boosting the economy. The Bangus Festival is our biggest tourism event each year, but the celebration of the festival itself only lasts for approximately one month. The challenge therefore is how to attract more tourists when there are no scheduled big events in the city such as the Bangus Fest and the City Fiesta. I have also asked our Tourism office to document the city’s historical events, in hopes of preserving our city’s cultural heritage.
I was also informed that the very first Tourism Code of the city, co-authored by Councilors Red Erfe-Mejia and Brian Lim, has been submitted and is pending approval in the Sangguniang Panlungsod. The draft ordinance was passed several months ago and I urge the members of the Sanggunian to pass this ordinance as it will benefit many business establishments, most notably our hotels, resorts, and restaurants.
One of the ideas I have discussed with Mrs. Nora Siapno and Mrs. Rose Teng-Mejia is to create a river cruise that will showcase the city’s inland waterways, similar to what Mayor Dan Neri Lim of Tagbilaran City has done for their Loboc River. The idea of the river cruise actually tackles not the just the tourism issue, but also addresses the issue of livelihood, as the city will provide livelihood opportunities for boat builders, bangkeros, cooks, and many others. The river cruise will be launched in time for the Bangus Festival.
Allow me to speak briefly about infrastructure.
We did a comprehensive review of the city’s financial status when we took office in July of 2010. We wanted to implement many infrastructure projects to directly address the needs of our constituents, but our financial capacity at that time limited us because much of the annual budget for 2010 was already spent prior to our assumption of office. Still, we tried our best.
We were able to implement the septic tank for row houses project, in consonance with our City Septage Management Plan and Program, and as an output of the SuSEA project which aims to address the sanitation problems in the city as well as to prevent pollution and protect our water system.
Our friends at the Judicial Department also sought our help in maintaining the upkeep of our Regional Trial Courts, thus, we approved the concreting of the external grounds of the RTC. We also did the same to our police headquarters located in Babaliwan, Poblacion Oeste.
The rehabilitation of our controlled dumpsite as we earlier mentioned, was one of the priority projects we gave immediate attention to.
We also completed the day care center in Pugaro, and we will come up with a comprehensive rehabilitation program of all day care centers in the city to show our commitment to early childhood education.
When we were hit by typhoons last year, most of the gyms of our city were not spared. These gyms are all located in public schools and are being utilized by our students in their school and sports activities. We accommodated the requests of several barangay officials to rehabilitate their gyms, and I am happy to announce that we have repaired the gyms in Bolosan, Bonuan Gueset, Bonuan Binloc, Bolosan, Caranglaan, and Poblacion Oeste.
These are just some of the things we have done; to show you that the taxes you pay are going back to you in the form of infrastructures and services.
During the inaugural, I talked about political will. More specifically, I said we should have the “political will, to push for a reform agenda, regardless of the outcome of the elections in 2013; the political will to withstand the brickbats of critics, and those who will deliberately undermine this administration, because our city must, and should always come first.”
My friends will be the first to tell you that I have never been known to tread carefully in facing the sensitive issues of our city.
The political consequences of the decisions we make have never been my priority, and that includes our aggressive tax collection and the one-year moratorium on fish pens.
But let me say this: my actions are only guided by what the law says, and what is best for our city.
And I think I am too old to change my ways.
We are trying our best to summon every ounce of political will to bring tangible progress to our city. In return, I humbly ask that you will politics out of your system and instead help us resolve our city’s problems.
To the elected officials who are not here today, a bit of fatherly advice: respect and courtesy are traits all leaders must have. If not respect for another person, at least respect for the office to which they were elected to. Whether you are absent because of resentment, pride, or perhaps because you feel threatened, let me be the first to tell you that the only threat we face are the problems of our city.
I fully understand that it is perfectly normal to have political ambitions of your own, but do not put them ahead of the ambitions of our city.
There is a place and time for everything.
But for now: itigil muna ang pamumulitika. Walay oras para ed pulitika, wala met su oras ya mantrabaho, manserbisyo, tan mikasakey.
James Clarke said it best: “a politician thinks of the next election, but a statesman thinks of the next generation.”
I sincerely believe our city wants leaders who are willing to be part of the solution.
Let us not underestimate the intelligence of our people, because if you will only listen to them, you will realize that they want leaders who are willing to compromise and work together.
They will not tolerate leaders who create divisiveness, sow confusion, or worse, spread false information.
These kinds of actions are immature; they can even be considered as conduct unbecoming of a public official.
As public servants, we must do our best to dignify the mandate given to us by the people.
It is not too late to change.
To those of you who are here today: I sincerely appreciate your presence. Knowing that many of you have busy schedules, yet, you took time to hear and learn more about the state of your city.
My simple plea to you is this: I need your help.
Our city has many issues that need to be addressed, to be resolved, and one day is probably not enough to discuss all of them with you.
But the idea I wish to convey to you this morning is that while governance is by no means an easy task, together, we can overcome these difficult challenges.
It can be done.
Given the right mix of creativity, motivation, speed, cooperation, voluntarism, and political will, there is no problem that we cannot solve, together.
We are gathered here today because we all have a responsibility to our city.
While your government needs you, your city needs you more.
Our city, is, and will always be, our shared responsibility. So, when we say that our city is our shared responsibility, I am not talking about the shared responsibility of your elected and city officials alone - I am talking about a shared responsibility by <span>all</span>.
We all come and go. But the idea of Dagupan is what endures. But right here, right now, we have this great opportunity to do something for Dagupan - to do our modest part today, so that our city can be more prepared for an uncertain future.
This should be our creed – to have one voice, to have one action, to have one goal, because our destiny remains to be our choice. So let us seize this moment, to carry and pass the dream forward, and to strengthen our city once more.

There are several versions of the origin of the name "Aguilar". One old version says that Aguilar came from the word "Aguila", a big bird that used to fly around the place during the night. Whenever the "aguila" got tired flying, it would perch on a fence called "alar" in the dialect, hence the name "Aguiar".

MANILA, Philippines - JAC Liner, one of the leading bus lines in the country, has become the first bus line to offer free Wi-Fi access in its buses with the help of Philippine Long Distance Telephone Company (PLDT).
Through PLDT SME Nation, PLDT’s group that focuses on small and medium enterprises, 90 percent of JAC Liner’s buses that ply routes to Lucena and Mauban in Quezon, Biñan and Sta. Rosa in Laguna, and Marinduque, now have free Wi-Fi Internet for passengers.
“Passengers can now be more productive and will be able to entertain themselves even during long bus trips,” PLDT SME Nation vice president and head Kat Luna-Abelarde said.
PLDT SME Nation has equipped the buses with PLDT WeRoam, a wireless Internet solution. The service offers speeds of up to 3.6Mbps with unlimited nationwide wireless access coverage. JAC Liner targets to equip all their buses with the Wi-Fi service soon.
JAC Liner’s sister company Solid North Bus Express, with daily trips to San Carlos and Dagupan City in Pangasinan, has also availed of the same service recently. All of Solid North’s buses, both air-conditioned and non-air-conditioned, are now Wi-Fi enabled.
Passengers with Wi-Fi capable gadgets such as laptops, mobile phones and other wireless devices can now log on to the Internet during long bus rides. From Manila, bus rides going to Pangasinan take between four to five hours.
“PLDT SME Nation has always partnered itself with entrepreneurs who know how to take full advantage of available technology to help further empower their businesses. It’s great to note how JAC Liner has initiated the move to integrate technology in their business to be able to serve their customers better,” she added.
Since offering the free Wi-Fi service to passengers, JAC Liner and Solid North Bus Express has seen an increase in the number of passengers.
“Businesses should always be innovative in this competitive industry,” PLDT SME Nation assistant vice president Amil Azurin said.
According to JAC Liner spokesperson Cathy Lagdaan, passengers who use this service are usually students and professionals who want to check their emails and access other social networking sites during long trips. Passengers can use this free Wi-Fi access instead of their cellular phone access to save on their phone expenses.
“We will install new buses with wi-fi before they are launched. Being the first and only bus line to offer Wi-Fi in bus trips is really an advantage. The JAC Liner name has become more reliable and preferred bus line because of this value added service,” Lagdaan said.

The inauguration of the driving range, which is located at the back of the government-run Capitol Resort here, was attended by Espino's mistahs (members of PMA Magilas Class '72) and their respective wives who came all the way from Baguio City where they attended the PMA Alumni Homecoming.
"My classmates had requested to be present during the inauguration, the reason why they are here today," Espino said.
He added the driving range is an alternative venue for golfers while the 18-hole golf course at Estanza-Sabangan-Malimpec area here is being constructed.
At present, there is one golf course in Pangasinan -- the one located in Bonuan Binloc, Dagupan City. The small area was reduced, as a subdivision occupied part of the said golf course.
The golf driving range is open to the public, said Espino, adding that fees to be charged are minimal.
Espino admitted he is not really a golfer, but said he wants to introduce golf and other sports to the Pangasinense youth.
"I think Pangasinenses should learn how to play golf. That is now one of the games of the present. In fact, we will be organizing Junior Golf Tournaments. Like what we had done in chess, aasikasuhin natin ang golf, soccer, tennis, and contact sports like boxing wrestling, taekwondo, karate," he said.
The governor launched his chess program last year, starting with chess clinics followed by chess tournaments.
The province will again hold a chess tournament this year, while a national chess federation will hold its national tournament this summer here. (LCMY/Sunnex)

Curtis shed tears after her mother Mrs. Carmen Ojales-Smith greeted her via phone patch.
"Happy birthday! Firstly I wish you all the blessings, good health. Anne, wala na akong masasabi ngayon sa narating mo sa career mo. Napakalayo na ang naabot mo at natupad lahat lahat ng pangarap mo. I'm so happy for you. Proud na proud talaga ako sa iyo [because of] what you are now," Ojales-Smith said.
"I'm so thankful to God for all the blessings He gave you and also I wish you all the happiness in your love life, hahaha, with Erwan. At maraming maraming salamat sa suporta mo sa amin ng 2 mong kapatid, si Jasmine at si Thomas. Sana hindi ka magbabago sa amin.. Stay fit as you are. You're still my 'wabbly wabbly' Anne. l love you. Happy ka na sa love life mo. Sana, sana, sana. I love you and happy birthday," she added.
Curtis was really touched by her mom's greeting and said that she really misses being with her family in Australia.

The actress also expressed her appreciation to her "Showtime" family for making her dreams come true.
"Sa 'Showtime' family ko, thank you for making not only the 'Madlang Pipol' dream come true. Pati 'yung dream ko, natutupad dito sa 'Showtime'," she said.
Curtis was born in Yarrawonga, Victoria, Australia on February 17, 1985. She has a sister, Jasmine, and a brother, Thomas, who are both residing in Australia with their mother, Ojales-Smith, who is from Pangasinan.
Curtis's father, James Curtis-Smith, is an Australian lawyer.
Curtis was having lunch with her parents at a restaurant called "Sa Bahay ni Lola" when a talent scout spotted her and invited her to join showbiz.
Aside from hosting "Showtime," Curtis is promoting her upcoming movie "Who's The Girl?" with Luis Manzano.
She is also busy taping for "Green Rose", her new TV series "Green Rose" with actor Jericho Rosales.

According to my source at the City Hall, the mayor told Hans Sy (scion of the owner of SMPI) when he visited the office of the former last year the obstacles he has to deal before he could lift a nail to start his construction activity.
He said that SMPHI should first get clearances from the Department of Agrarian Reform and the Department of Environment & Natural Resources for the conversion of the real estate venue from agricultural to commercial.
After braving all these hitches, SMPHI should get a resolution from the SP for the amendments of its zone or land areas at Tambac from agricultural (swampland and fishpond) to commercial.
This is where SMPI would find its Iwo Jima. The Sys would be likened to the Palestinians who have been given by Israel a round around on their search for an elusive land which they could call home.
The Belen-led SP would fight tooth and nail against SMPI to even cast its shadow at Tambac.
Allowing SM Mall in the City, is like forcing the vice mayor to do a General Angie Reyes.
But here is my poser: Would this resistance boomerang with the VM and her allies in case they successfully drive out SM?
Local political analysts believed that the SM thing is an emotional issue among the city folks than the stalled P568 million 2011 city budgets.
It has a political price for its opponents to pay come 2013 poll.
Economically, the entry of SM would break the oligopoly in the giant retail business in the city that is led by the family of Fernandez.
This is no longer about the stalled increase of the pay hikes of city employees. This is no longer the prejudiced thousands of malnourished children that the SP deprives by not acting on the budget. Susmariosep, this is about the purchasing power of the tired and busted pocket of every Dagupenos who has been forced since time immemorial to buy their commodities at traditional mall in the city.
Remember, my dear Procopio: Upholding or stonewalling the entry of SM can define or ruin the political career of our politicians at the SP.

Lingayen- - -The search is on for the 2011 ASNA Awards, one of the highlights of the 431st foundation anniversary of Pangasinan on April 5.
Ma. Luisa A. Elduayan, Provincial Tourism Officer, said that the public is welcome to submit nominees starting today. .
The search, now on its second year, will be based on various categories like government service, community service, arts and culture, medicine, agricultural development, mass communications, business and entrepreneurship, science and technology, education, law and sports.
Elduayan said that the nomination is open to all Pangasinenses who did not only excel in their various fields but has contributed to the welfare of other people using their field of specialization as vital instrument.
She further added that ASNA is an old term of the Pangasinan word “asin” to describe the good quality of a man’s character or his demeanor, thus she said, the award will serve as a tribute to all outstanding Pangasinenses who deserve to be emulated.
Qualifications for nomination are as follows: nominee must be a Filipino citizen, born in Pangasinan or has Pangasinan ancestry; not an incumbent elected public official; must truly be a Pangasinan at heart, happy and proud to be one; must have complied with all the rules governing nomination; and, should be alive and able to attend the awards night. .
Nominator for the search shall be open to all individuals of all fields, any person or organization.
Awardees last year include Santiago Villafania (Arts and Culture),Rina Jimenez-David (Mass Communications), Menardo Jimenez (Business Industry), Dr. Westly Rosario (Aquaculture), Dr. Francisco Duque III (Medicine and Public Health), P/Supt. Eric E. Noble (Community Service), Reynaldo Villar (Government Service), Rodolfo C. Cardozo (Sports).
Former President Fidel V. Ramos and National Artist for Literature Francisco Sionil-Jose were the first recipients of the Balitok (golden metal) Award.
Special recognition was accorded to Jaime P. Lucas, an Ilocano but an adopted son of Pangasinan, who organized Pangasinan writers and founder of Ulopan na Pansiansiay Salitan Pangasinan.
Deadline for submission of entries for this year will be on March 15 to give ample time for validation of entries and for judging.
The Search and Awards Committee is chaired by Provincial Administrator Rafael Baraan with the Pangasinan Heritage Society and members of the academe as members.

LINGAYEN - The United Pangasinenses of America, Inc. (UPAI), one of the biggest Filipino-American umbrella organizations in the United States with more than 40 cities under its wing, lauded Gov. Amado T. Espino, Jr. for the various unprecedented achievements made in just three-and-a-half years of his administration.
The US-based Pangasinenses, led by UPAI president Ernesto Abalos, paid a courtesy call on the governor during their visit to their home province recently.
“We are so much delighted by your achievements, the lot of changes you have made for our hometown province, and the great hospitality you have shown to us. It is a job well done and truly, indeed, you are a ‘Man of Action,’ because Pangasinan is now the best place to live, to invest and raise a family,” Zosimo deVeas, grandmaster of Legionarios del Trabajo in America who hails from Rosales, said.
Elated by the Capitol’s new elegant outlook made more vibrant with the finely manicured landscape around it, Abalos, a native of Calasiao told the Province’s Chief Executive: “Governor, your are our Pangasinan’s best.”
Inspired by these remarks, Gov. Espino told the group there will be more changes coming up for the province in the next few years, all geared at lifting Pangasinan up the development ladder.
The governor cited, for instance, the about-to-open P200-million Rice Processing Complex in Sta. Barbara town, a vital project funded by a grant from the Korean International Cooperation Agency (KOICA) which is expected to raise the quality of rice grain produced locally.
“In the near future, you will see four-kilo rice package labeled “Pangasinan Rice” in your Pangasinan Best Center along with Pangasinan products like bagoong, among others,” the governor said as the group applauded.
Gov. Espino also proudly mentioned the renovation of 14 hospitals and the rise of Dialysis Center in San Carlos City with the help of DaVita Corporation, improved agricultural facilities, and the significant increase of indigents enrolled in Philhealth.
These hospitals, he said, are now equipped with modern facilities, like birthing areas for expectant mothers to give birth in the hospitals with the help of barangay officials who are equipped with radio communication gadgets that are used for fast coordination and delivery to the hospitals via standby units of ambulance.
“There are still much to be done and we need to harness everybody’s potentials,” the governor told the group.
“Despite some shortcomings, Pangasinan continues to exist because of you and the more than 80,000 Pangasinan OFWs who are sending back their money here,” he added, as he encouraged Pangasinan expats to invest some of their earnings in income-generating ventures in the province.
In response, Deveas informed Gov. Espino that UPAI has already invested US$60,000 last year through Gawad Kalinga for the construction of 30 housing units at a cost of US $1,200 each in a 3-hectare lot in barangay Leet, Sta. Barbara.
The units, he said, are now being occupied by recipients who now form Larrioville Village. Also, DeVeas said the group was able to raise P27,000 from among members of UPAI for the installation of a water pump facility for the beneficiaries to have access to potable water.
For his part, Abalos informed the governor that the UPAI with 500 members have already four scholars on skilled courses and non-four year courses thru Young Men Christian Association (YMCA) in Dagupan City.
He said this initiative was the result of Gov. Espino’s visit to the United Stated where he encouraged the expats to embark on a scholarship program for skilled workers which are in demand abroad.
Meanwhile, Canada-based Lydia Fermill, sister of Pacita Aningalan, chairman on Scholarship, and a relative of Imelda Fermill of the provincial budget office, said in an interview, that this was her first visit to Pangasinan after 45 years.
“After looking at my home province, I can now say that I am very, very proud to be a Pangasinense,” she said.
